[0:10] Il y en a deux. Je crois. Non. Merci. Mesdames, Messieurs, Bonsoir. [0:52] >> Oui, Mesdames et Messieurs. Bonsoir. On va commencer. We'll start with Councilmembers. [1:00] Report Council. Karen. Bonjour tout le monde! J'ai assisté. >> À plusieurs événements du [1:08] jour de Pointe-Claire. Deux exactement et le premier était l'un des internationals cuisine [1:16] That was a great success I enjoyed myself. It's great to see all the different but that's [1:21] the small business that were showing off there were the dancers. It was just a great [1:27] time. Et le deuxième, c'était le. C'était quoi? C'était le rendez vous des To where I would [1:33] go to show off my cute little mini dutch and so that was a very enjoyable and the last [1:38] thing that I would like to since you're all here to point out is when you leave eventually you [1:45] will go through the foyer downstairs and have a look at the exhibit and the history of [1:50] local democracy here and there and have a good look at the time. The ceremonial chain of [1:56] office, which was i looked at its very impressive. It was a centennial gift given to the [2:01] city in sixty seven by the chevalier, the globe and the links on the chain are for the [2:09] links and each link was is the crest representation of some organizations within the [2:16] institution within the city for example the Rotary club, The club the Army. Cadets or the air [2:22] cadets those kinds of groups. I think the symbolism of that of the relationship between all [2:28] these organizations and my government is very powerful and it's really nice looking to have [2:36] a look at it. >> Conseille Cousineau. >> Nothing special except. [2:41] >> That I will I will speak on item 6.3. Thank you. >> Stanford. Bissonnette. [2:53] >> Good evening. Bonsoir. I just to the construction and life is going very well. They have a [2:59] thanks to accommodate the people the contractor the fantastic use water and now I knew substances [3:08] to keep the dust down and so it's going along very well and the parc Lansdowne Park is open [3:14] now finally, except for the five two of five. I think it is but now, that's it. Thank you. [3:21] >> Before, I don't have the name of the period. Council warming. >> Good evening. Bonsoir tout le [3:31] monde. It's nice to see some very new faces to the council. So I hope that you'll learn some [3:38] new things and what happens at the council meeting. I want to let you know because I know [3:42] there are people here who are concerned about what the city is doing this is what happened on [3:48] July thirteenth. There is going to be a information center of session on September the temps. [3:56] If you go online you have to register because we have to know how many people are going to be [4:00] there because it could be enlarged numbers and if we need to get a larger space we will [4:05] right now. It's been targeted for the best of one nautical center and it's going to be [4:10] September the starting at seven PM. So I encourage you to come there was gonna be a wonderful [4:16] presentation on situation that are happening and there will be there that can help answer your [4:22] questions so I really hope you as many people as possible we'll show up for that it's september [4:28] and if you go online. You can register, that's all I have to say. [4:32] >> Conseillé Tremblay. Cancer. Stade Colon. >> Thank you and thank you for [4:38] mentioning the flooding session that will take place I've seen it along too many of those [4:47] concerned and why because I also received many concerns I didn't want to give and updates that is [4:52] about it, but I've been receiving quite a few questions about the old post office. So [4:57] I'll just need you a little infolettre that I used for Charles avenue. Just because [5:01] many people would like to have this information so. So just highlight in English that quite a few residents have reach out [5:59] about the old previous post site and I did this summary to those living close to the sight that [6:07] had questions and had reach out to me on the side, we'll be becoming a grocery store and [6:11] I've heard a lot of great information that it's a wonderful grocery store to have [6:15] in our community the site will not be increasing and if that we're remain at the existing [6:21] right there are Fiou, Fiou site change on the exterior that need to care to facilitate the site [6:25] becoming the grocery store and there will also be some change to the pedestrian pad but the [6:32] replacement walking path will be installed to make sure that there is access into the village [6:37] and into the train as many people walk through that sight so I thought that we're just be [6:41] good to share as there many questions and if you have any concern contact me directly so [6:47] Thank you. >> Thank you. Mesdames, Messieurs, bonsoir! >> Lake Shore. I'll make a quick, I was last month and is [21:52] working. >> Better. >> Alright. So last month when I [21:57] was here at the question regarding the city website Where is my demolition? I'm on the [22:05] edge tonight. So where my demolition is posted on the demolition website that not all [22:11] the information that that was provided is there and it's still not on there. The only the [22:18] appraisal done by the city here with the president company on their so my question for the [22:23] council is today has the council seen my demolition my structural engineer report my report from [22:33] ark contractors who gives a price to renovate the house to bring it up to standard and my [22:40] architect report to what it would cost to bring the house up to standard not to build new so [22:45] is I'd like to know if all the council are received and so those documents. [22:52] >> I can't speak for all of them, but I'm pretty sure. I'm pretty sure yet. Everybody [23:01] Pretty much we were we had quite a pretty informed discussion on your subject and if they have [23:08] read it I'm shocked, because they certainly had a lot to say. Thank. That looks like Gary car [23:22] Gary it looks like you he looks like a bit sorry. >> Good evening, you know why [23:36] I'm here. I'm still view last month when I was here your city manager said I would come up [23:44] tonight on the agenda. I look not there so what's happening We're at there is. [23:50] >> A good question. Madame Verdon. >> You have to remember what you [23:54] know the subject? >> Oh the subject is the day the truck turning off off I'm on the [24:04] still you going north and that the wheels. There was not enough room so the wheels. The back [24:08] wheels were jumping over the curb putting potentially putting citizens in danger. [24:16] >> The traffic. >> It was in the traffic committee report. WE don't have [24:20] it. >> You don't have it you don't have. [24:22] >> It don't have the traffic committee report. I will tell you what I know and that for [24:29] starters. WE have moved the all the stop lines and the directions so that people have [24:34] to stop way further back so there is far more room for the truck to make the turn they [24:38] won't be they won't have to cut it right because of traffic on the other side, we're back to [24:43] quit far back so that there's enough room for the truck to make the complete turn without [24:48] jumping the cutting tight and jump in the curb on that side so that I know for sure is happened [24:53] the provincial legislation allows the truc to be in the region. We've looked into that [24:59] policing where they leave other city neighbouring city won't allows us to write it into there [25:06] there boundaries so we were somewhat limited on that but we have done that and we are [25:11] looking in the other measure it could be observation or surveillance. You know that [25:16] there might be we could possibly do have some surveillance police surveillance. We're looking in [25:20] the other measures, but that's all I know so far even now, we have we haven't got it printed [25:24] that's pretty much the update that I can remember. >> Which is kirkland and. You're [25:32] the one that have the school that the. King's cross. That's it, that's right in the. [25:39] >> Now, we'll be right This is what you referring to get. >> Security so if there okay to [25:47] put their students at risk that doesn't sound pretty good. >> I mean well Kirkland would [25:55] have your right I mean if the bank of Kirkland students are hanging out on still view that [25:59] would your argument makes sense our day because they're not really at risk and in their more [26:05] at risk and Kirkland are the north and that's for the. That's what I mean. How are the coopers [26:13] kids hanging out on that intersection. >> Okay, okay at that light and [26:20] when you got a truck coming up. Ok, you Bruno was there and so the. [26:27] >> Yeah well well, here's to think that you might be willing to allow those truck's to go in [26:33] and turn in kirkland so that's that's the option. I see if we got it If we change it from that [26:40] intersection, we could push it in the Kirkland. With Kirkland it all that's the right of [26:46] Kirkland. You you you make it sound like it would be in your self interest which makes sense [26:50] but we can't guarantee that. That's another, that's another city. [26:55] >> Non. Were you put children at risk Yeah Public security when they can come off. Right down [27:05] the service road comes down still view from the North side, we have to. [27:11] >> Work and that it could you speak closer to the microphone cause I think you're the one [27:15] thing and people at home can see it. >> And I know that you have the [27:20] right one in your council to put it up to stop that for the road of traffic. If you put it up [27:27] Quebec. >> WE can't we can't do that from what I understand we can't [27:31] I have to think he's not here. WE need. >> You it's because the north [27:36] side that you're talking about it the fact that we don't want people to enter in the box, but [27:41] the problem is still you and I must they are already in that box of traffic. So even if we [27:47] are not working they can't do you know the livraison de livraison local. So they will [27:53] can turn and do you know the road that you can do it so they will not change for your. [27:59] >> If you're going to go with that you are moving the. Back of the stop learn from you back [28:08] further you have where your light turning left signal coming off still you turn left on the. [28:16] Time you would have to extend that it's time because you're going to pick up where you get [28:22] in the turn left when you're gonna end up one two people and especially in the winter when [28:30] you're down to one you're gonna have a back up and that's also going to create more risk. [28:36] >> Now you're making since I mean. I'm not an expert but that that does seem to make sense. I [28:42] think we can leave that in the hands of the expert. I mean they will determined that I'm sure [28:47] they won't make it dangerous so that's their timing and their calculus but you and what you're [28:52] saying makes sense to me as a person. >> What is this? This traffic [28:56] report do for you. >> And that's good question. Madame Verdon. Next meeting [28:59] maybe. >> I will follow up with my team. There are you know, Mr [29:04] right now so when it comes back I will ask. >> You Ok, because we come to [29:08] the end of the month kids are back in school and I hate to see something happening before [29:14] something is addressed so we come and see. Look what happened. [29:18] >> I can speak to Michelle Gibson. I mean. I can only call him and ask what let him in on [29:26] the you see what he has to say I can't give any guarantees but I can make a phone call. [29:30] >> From you guys and myself we'll go to quebec city there transport Quebec and see what I [29:38] can make there. >> I love you to do that if we see if we don't at this level. [29:43] Thank you, mister car I appreciate it. Kathleen Baxter. >> And counselor has many of you [29:58] already you know that on August nignt twenty twenty for home near idlewood and Terracotta [30:04] avenue Flooded When public works the parking lot overflow and some water drain failed water [30:10] then rushed towards the drain channeling between two rows of townhouse once idlewood pouring [30:16] through basement Windows overwhelming French drain saturated the water table and [30:22] out passing our sump pump flow from Terracotta Park Similarly overwhelming the drain and [30:28] flooded Basement and another area of idlewood claimed field by residences were denied by the [30:34] city, not even a year later on July thirteenth twenty twenty five the same sequence of events [30:40] repeated themselves with the same results from first and experience field observation and [30:46] expert consultation likely contributors included bookstore in water drain insuffisant [30:54] drainage due to the construction of synthetic soccer fields expansion of the public works [30:58] building the creation of a larger parking lot for public works and I seemingly collapsed [31:04] pipe corridors Along Terracotta avenue Evidence by recovering things that have been repeatedly [31:10] patches with concrete and gravel we. Many of my neighbors are here and downstairs whitfield. [31:18] The downstairs as well are here we were here on behalf of the twenty-six president who road to [31:24] the city on July twenty for many have gotten Basement field insurance claim and leave [31:28] through months of repair only to face it again less than a year later beyond inconvenience [31:36] financial burden and the loss of insurance coverage there's high anxiety about our home and [31:42] safety and the well-being of our family. There is clearly a structural failure a local [31:50] structural failure of the city storm water systems in our area that record even with smaller [31:56] rains as evidenced by emails send by my neighbors max WE are there for asking the council for [32:04] the following conformation with that the pipe which failed to drain water on July thirteenth [32:10] and are the responsibility of the third party as mentioned on the city website August seventh [32:16] are in fact in the terracotta corridor as well and as explanation as why maintenance [32:22] was not done to an update on what the immediate interim measures have our will be taken [32:28] in our area specifically before the next major Rainstorm. Three I dated action plan for a [32:36] comprehensive environmental Evaluation and lasting remediation for that the city [32:44] findings and clear timelines by published for residence and finally number five the [32:50] establishment of a transparent process to address compensation for the damage encore by [32:54] residence as a result of the city and or the third-party negligence we want to work with [33:02] the city, but only clear timelines published in information and accountable [33:08] leadership will prevent another repeat while the council committed to this step tonight. [33:16] >> All these are all great questions and. Council and I were there fortunately were [33:22] there to witness from the from the start and. WE were quite quitte shocked by what we saw as [33:30] well, I can give you and what I might want to give Cynthia chance. If she would like to [33:36] speak to it as well and I have a lot of things to say. I'm just giving cheese and experts in [33:42] this has been on it and very much on it for a long time so. >> Hardly and export, but I'm [33:47] glad most of you came this evening. I know why I knew you were coming. I am I wish we had [33:53] coffee for you but we don't I understand. I know this has been in extremis difficult time and I [34:01] written down exactly your request. I think the administration has also I think [34:05] we are absolutely committed to ensure that we find ways to ensure that the pips and [34:13] everything are clean and that's why we decided to do this separate meeting so that we can [34:17] have a lot of your questions answered and that's what you know. I'm committed to doing [34:25] whatever we can to make sure that it's your area is being locked out as I have in the last [34:31] twelve years glennon has been a big concern for anyone who is over in that area what we keep [34:37] trying to find a way to prevent water coming that way and now we are going to be looking at [34:41] inspiring that the network is clear out as one of your request for sure and I feel that we're [34:49] taking the proper steps to move forward and listen to your request in your german and so I [34:53] was gonna ask you If you could just email me exactly what you wrote our perfect. Know you you [35:02] can bring it to them. I was gonna say. >> It's the council meeting [35:06] weird so it's. So that's so what. >> I know personally that I am [35:13] completely committed to ensure that we follow through and listen to your concern as I [35:17] think I've shown over the last month, I'm not in engineer. I think max is probably much [35:23] smarter than I am all of his concerns and so as much as we can possibly do and will keep [35:29] looking at it and listen to your concern and some of your suggestions. So I've actually [35:34] appreciated. Mr Tremblay emails because he has really don't a job and he's so at my personal [35:42] commitment and I'm sure council is committed for other people that also have flooding in the [35:48] area it's all new for all of us as far as what we can do so I don't know if that helps you [35:54] answer it but I'm completely committed for sure so I'll let them say something else. [35:57] >> That you want to respond and. >> Your answer without me. >> Ok, Ok, ok. Not enough. I [36:05] just wanted. Yeah! I was there that day I watched people buying literally belong to save the [36:13] basement, which was pretty telling they. >> Want I. [36:17] >> Know, I know and having lost the whole bunch of photoalbum and having been in the same [36:23] business for twenty five years. I understand the sadness and the power of that and I feel for you [36:29] guys and there is a problem and there is no problem and not just I want back to the next day and [36:37] saddle wood up to belmont, all the way through and there are people that and then the best [36:41] they could with their home and they were still getting flooded so it was heartbreaking and [36:47] frustrating and what you know and I were standing there one of my take away from that event was [36:53] that and part of our process is to prioritize city buildings when there being flooded as [36:57] opposed to private residence and I think we might want to change that depending on the severity [37:02] of things so that was my observation number one. I've I've learned. And too much to my [37:11] astonishment that we actually had actually have in the public work works parking lots they [37:17] actually included when it was written by retention basin. So what it was actually built to [37:22] mitigate against flooding. I know it didn't like that why did it and here's the thing there [37:29] was a third-party issue and it was an anomalie and it's the only area where we did find the [37:35] anomalie and we have been working on that anomalie right away and I got the responsible [37:41] for you. I'll just tell you the speaker of the house was involved and he did some great [37:45] work and we are hopefully getting that one resolved and the other of the third party or [37:51] party. Our expeditionary getting on that and we'll make sure that they do we have been working on [37:59] that diligently and you did suffer because of it and so that's what I can ensure on that [38:05] one. HAS to the maintenance. We're from what I'm told we did examine our systems and a lot of [38:11] the system was and pretty good shape. I think that the huge part of the problem. I think [38:19] city with is that it's just simply not enough and that's a huge issue. [38:23] >> And the third party. Why not done. >> That's a good question. It's [38:29] a very good question I've been asked and it's repeatedly ask so that's a very point question and [38:33] I can't speak much beyond that at this point. I'm I have my share of legal difficulties in [38:41] life and I don't want to say something that will get me in trouble but that's a very good [38:46] question. >> And what time line well, that's a good. [38:49] >> That's the very good question. >> What's the weather app and [38:53] our children have panic attack when there. >> And that's all of us to try [38:59] and make that clear to the third party, which we've done our best to do whether they are not with [39:07] technically don't have the reality over them. Maybe with time. WE can see how this all [39:13] resolve but hopefully it'll be expedited quickly that it sounds like it will be where we have [39:19] every insurance that it'll be done now the exact time line and it is a good question. It's a [39:25] very good question. I can't give it to you, Unfortunately, I can't give you the time line. [39:31] >> Appreciate the time line. This is it becomes available to you. [39:33] >> And if you are in your shoes. I want it to. >> Available you know that we're [39:39] going to continue to push. WE are not going away. WE are going to continue to advocates for [39:43] ourselves. WE hope to get response the publication on the website our response to one of [39:47] our emails with the timeline and if not me and my neighbour will be back next month. [39:55] >> Now that's enough. I will tell you some another little Didi, but you know again, I [39:59] can't get by myself, but we are planning if it goes through and I think it will major green [40:07] infrastructure projects in your area and major one that we hope will have a metagaming effect [40:13] now when I'm not specialist in this but there is one in the works and it's encouraging and [40:21] you know if you're talking to see green infrastructure is the immediate way to go you can't [40:27] give up all the house and replace all of all the people right away, but you can actually [40:31] do things right away and green infrastructure like right away or us and we've done the amount [40:35] of the city and we're experimenting and learning and exploring Now we that's all [40:39] we've been doing since since last year, I will. >> Understand and I've looked at [40:45] all of the green projects and I appreciate those I think as you are areas is a very specific [40:51] Animate and the reason why we're approaching this and a different fashion and hoping that the city [40:57] is gonna approach it in the different fashion as well. You know we talked about that third [41:01] party. We've talked about immediate remediation actions timelines tbd, but is there any [41:09] information regarding the collapse pipe along. There is thirteen twenty probably areas [41:17] of think all that have been filled in with concrete and gravel along the green space [41:21] behind the house on the saddle would we've seen A Monsieur Tanguay has a PowerPoint [41:29] presentation with images of that as well with the question has to what has been going on there one [41:33] of my neighbours downstairs can attest to the large think hall that was that was seen that the [41:41] corner of Donny. Jenny and terracotta this spring, which was filled in by the city with [41:47] gravel and concrete, which matches with many of the other holder patches along terracotta [41:53] avenue and that green space. And Terracotta Avenue. So I'm sure that the city has record of all [42:01] of these patches throughout the years and that's also a question to us as to the impact that that [42:07] may have also had on the green absorption of the area or rather the lack of absorption so by [42:13] your reaction. I'm I'm I'm assuming that you have not heard anything related to that it's. [42:21] >> Not not myself personally I can. Sur le staff madame Verdon, you know anything about that [42:27] one. >> Like I told you know your neighbor today I ask for my [42:31] public department and complete report you will take a couple of weeks before I have that to have [42:37] all the recording and I prefer to have all you know the data before answering any citizens to [42:41] be sure that I have the right and so you will have eventually answered to that question, but [42:46] you just have to wait that you have a complete report for the public work. [42:50] >> Appreciate the timeline and the update. Thank you good evening. [42:54] >> Thank you very much and I'm sure of by the green office structure projects it may not be [43:02] America's safe, but it is a nice and it is an interesting project that we're we're working on as [43:08] we speak so. Okay. Keith Kelly. Okay. Lauren Chiasson. >> I'm basically have the same [43:30] story Except that we're between march and the first sign up. Sorry stop gone now, but that's [43:38] our area, it's a flood area, it's slightly lower and the water doesn't clear it just it's [43:46] so I know that my water is coming up from under my house. It's just stepping up from under [43:52] it's just from saturation. So that it's not anything I could do about it It's gotta be your [44:00] sewers that it cause it's clean water. That's coming in it's not sure so it's like a little lake. [44:08] So I mean. I got no more money left I gotta do it again we've been flooded on the same thing [44:16] the night were flooded on the thirteenth. What am I supposed to do now, you're not giving [44:20] you're just giving us sympathy. I mean, we need a timeline when and what is going to be done. [44:24] >> Well green structures because the lifting of house and changing the sur system of a [44:32] city is at the ten years time-frame, which can't be done immediately and we have more [44:38] than we have like six seven areas. WE are part of what where it's really hard Alston gets it [44:44] there are other. Side of the there are part of that get hit and we have a lot of work to do [44:52] ahead of us what happened here and people seem to forget it is it's the we do have extreme [44:56] weather events where water is coming down at the level of a new century and we have peeping [45:02] from the previous century and you can't just rectify that right away. [45:08] >> Of some kind of programs like help before we want to one one I got the fire department to come [45:16] and tell me we can't do anything, it's the city, I found the City Public works public [45:22] works as you got the phone the police. I mean come on. I z block the two end of the streets [45:28] because right now the cars are going through and they're just flooding us and both sides [45:32] because they just want to get through. They don't think to go around another way, but they are [45:36] just going through some of them, they were made it but that's too bad. But I mean can't you get [45:42] pampers in there to pump it and stop it from going in and something. I mean you don't have [45:48] to turn up the street right now, but least help us well. >> That's it that was my logique [45:54] two but I'm not an expert at this I watched volunteer rescue use a lot of pumps and austin my [46:00] first year my first year in when Austin go flooded and I'm wondering if we can do that. But [46:06] I'm not a pro and from what I understood like when I thought the terracotta, the flood and [46:12] with terracotta flood. I thought we could get a whole bunch of volunteer rescue pumps in there [46:16] and trying pump it out, but it's not that simple it keeps coming back. It's part of the prowl. [46:22] I'm not a pro at this so I can't give you the right answer is it to say that there is an [46:28] immediate thing that we can do there's no magic solutions. What we have is a natural disaster [46:32] acquiring and it's not that easy and there is a simple solution and your city is not this [46:38] godlike miracle. You're too extreme weather events. WE can do our best and we can throw all [46:42] of all the resources that we have to at the problem, but at some point sometimes it ain't [46:50] enough and we have to find ways to deal with this that we're getting overwhelmed our people [46:54] are being overwhelmed by the quantity of rain that they can't handle and that's there's no [47:00] other, there's no magic solutions. WE have an international environmental [47:04] problems coming from climate change and global warming that is overwhelming and city are not [47:10] your savior, They can do their best but. >> WE do. [47:14] >> What we. >> Do as we do. >> What we do is what you Do you [47:18] can you can try you can try and reverse negative grade. You can you can do everything you can [47:24] and a lot of you have and it's still. >> Been don't have all kinds of [47:28] money. I understand. >> I understand well as I said all we can do this is our [47:34] resources to the best of our ability and are the best of our ability right now is green [47:40] infrastructure, which is trying to bring out the water slow it down capture it and make sure it [47:46] doesn't overwhelm the home that are in danger and that's the best. WE can do it the moment. I [47:50] don't know. This is just as. >> I see. >> What we're not we're not. WE [47:56] are not miracle workers here This is the act of nature. This is something that we can't [48:04] excuse me. Now now, this is out and bad shape. There is just being overwhelmed some of them [48:10] probably are. >> We had our own citizens out there and blocking I'm in the [48:14] water went through. From where. >> You understand there were pretty good shape of this last [48:18] event and they were pretty well cleared the only anomaly that we had that we identified was the [48:24] one at the bottom of terracotta that that was created the pool of public works that was the [48:30] only area where there was a perceived blocage the rest of it. WE had we've gone with [48:34] cameras, we checked all our people so the easy solution is to blame the city and I [48:40] understand why that can be done, but please understand that city and we're not the only city that [48:46] we're not the only city. This is not clear all by itself here This is everywhere and this is [48:50] across north America, and you know we have wildfire and newfoundland and for god's sake [48:54] I mean we've got things going on right now that the world has never seen before and to think [49:00] that there's just an abracadabra presto. We're actually that's avoiding. What the real issue is [49:06] in the real issue is that we are suffering the consequences of extreme weather events that are [49:10] the results of climate change and that has to be acknowledged and that's not a cop out, that's [49:16] true and to blame the city. I think this is okay with the city, we'll take this [49:22] responsibility and do it's best but there's a larger problem here and to avoid that your [49:28] problem is a problem is the problem because if we don't start to realize that our [49:32] lifestyle and what we're doing is influencing our climate and our weather and our planet. [49:40] We're missing the boat here and we have to wake up and acknowledge that part two and [49:42] not just blame the city. WE have to realize there's a bigger problem at work here and we [49:48] understand our jobs here and our job is to try and do our best with our resources to solve that [49:52] problems and I think my myself personally that the way to do that is green f-structure and to [49:56] try and slow down. Capture one out and sponge as much water as we can to avoid house for being [50:04] overwhelmed cause we can do that immediately. WE can use those techniques immediately and [50:08] that's what we're doing. And I can have a list of the year of about for that we've put in [50:14] place in the last decade, which are pretty good, we can do more and we have a couple couple [50:20] plan, but we are doing our best and my personal solution would be to try and find your problem [50:28] areas and the city which we know and I have lost in a few of them to you find out which one we can [50:34] influence with green infrastructure and which ones we can focus on great [50:38] infrastructure and try and expand accordingly use our resources selectively and try [50:40] and do the best. WE can take the time in the time frame available to us but that's all we can do. [50:48] >> Thank you. >> Thank you. And volstad. Was good alright. [51:05] >> Alright on mount between cedarwood and wood and the West end. [51:11] >> Right in the heart of it. >> In the first last year wasn't first I had I had. Rust in peace [51:21] and two thousand fourteen of witnesses before two thousand years of the corner of the [51:25] saddle Brook and Belmont fill up at least two times my neighbors at the corner of the street [51:32] could probably give you the exact date because he's been flooded out so Anyway. That it's [51:37] nothing new now. I understand that you have some study underway mentioned that today [51:43] and in the last I should mention this my first council meeting the only question period I've [51:49] ever heard was the one from I saw online from last month and I hear you repeating over and over [51:57] again the foregone conclusion that green infrastructure is the is the solution. [52:03] >> It's not the solution. It's the most valuable solution at the moment. The one of us. I [52:13] mean, I mean you can't. North America. Can't give up every city and replace all this. It's [52:21] storm water systems. >> And I also I guess. What would you tube and you had a [52:29] back and last week about you mentioned talked about about the. Serious flood of. And you [52:39] said. Sex and the sex and that somehow was the one where the quarry flooded so I think [52:47] that's. >> That one distinctly. >> Get home at the time so and [52:55] you're throwing numbers at hundred millimeters and towers. That and we don't have you both [53:03] reached the conclusion that of course that's because of the I've looked at the I've looked [53:10] at the number one the environment Canada website which I think you've been doing as [53:15] well because we you mentioned inexact number that I had written down earlier today so [53:21] and that tells us that so sorry for those numbers say that in Pointe-Claire. WE had the [53:29] rainfall that Montreal did we had some fifty six millimeters and twenty for our period. [53:35] Unfortunately environment Canada doesn't give the granularity of one hour of rainfall on their [53:41] website for that far back, but we had half the rainfall of Montreal so I think that we [53:45] might be jumping again a little bit to make the link between the difference and flooding now [53:53] versus now there's other things that have changed this and to not only development you might [53:59] not that in the things. WE had the project. Le projet d'assainissement des eaux, which [54:05] was going on through Quebec where they installed the interceptors of the Southwest [54:11] interceptors that more or less runs long under highway twenty and donegani were all our sewers [54:15] were connected. All all our sewers were connected to that collector. So well is prior to [54:23] that prior to that we had unlimited dump site which was the lake St-Louis. Where are [54:31] sanitary and storm water followed two and sometimes in there in the light that we would [54:37] have connected to that to that the collector Southwest collector. So I do and having [54:47] reached the conclusion that green infrastructure is the solution have we considered as. [54:51] >> One of the world. It's ok. It's the most viable solution and the most immediate solution [55:01] in other words. It's the one, we can do right away enough people. The citizens were worried about [55:07] timelines and the aussi well the one the timeline solution the one we can do right away is [55:13] green, WE can do it right now and that for me. It makes a lot of sense. We've been doing for [55:19] the past years as well. And that is separating the sewer system. WE have the sanitary and at the [55:25] local street level at every street certainly that's been built since the or rebuilt has [55:31] got a separate sanitary and storm sewer. Unfortunately I think even at the time during [55:37] the days they said it would take that to hundred years to complete that system to [55:41] effectively separate the two sewer system only sanitary sewage going into the collector [55:45] so that it could be treated properly in the East end of Montreal, which it doesn't been [55:51] treated so well right now so and so I guess I have two question for you and have you considered [55:59] so the first question have you even considered the impact that? Connecting to the to the [56:05] southwest collector could have had the recognizing that it's only a couple of hundred miles [56:11] away from the terracotta where you seem to have this green infrastructure solutions already [56:19] plan now. >> It's the solution that can happen right away. So as I [56:25] mentioned, we can wait and use the great option which we take off a long time and if people [56:31] are working about their home where do you long time doesn't sound like a logical solution to [56:37] me so the one that you can do immediately which you thing is perhaps for those who are [56:43] concerned that's the most immediate and the most effective solution we can do right away [56:49] and I believe in doing the right thing as soon as you can are trying to solve the problem and [56:55] not waiting for it so if you would like us to wait and if you think the green solution is in [57:00] the delusion, we can hold off it If you would like what I don't think that's the way to go so [57:07] you know you can we can focus on the other more important take a lot more time. WE can find a [57:13] solution that can we can do almost right away and do that I mean. It's up to you guys. I [57:19] mean, it's not and I'm gonna I'm going to actually, I'm gonna have you and that's all of my [57:27] grid, but what I will do is ask. Madame Verdon. WE have any options in when. [57:35] >> We already have separate network for all the city. WE are already have the separate [57:41] network for all the city in Pointe-Claire. So we have you know the support the storm [57:45] support and we have the center where. >> Connected to each other which [57:51] effectively one system, which is why which is in the like that are coming up through the storm. [57:56] Sur. >> Nothing Pointe-Claire. They are separate. [58:02] >> Really. Well. >> Here's here's the problem with here's the problem with [58:08] this. This is that we're all experts, but we're not in and that's the problem. Here is [58:16] everybody thinks there is here and knows it you know and I don't have a clue but I don't [58:20] have a clue. I don't know that I'm trying and find solutions that I think my work, but [58:28] nothing is just given an opinion of fact and she's the digits of the city that contradict other [58:34] people theory where do we go from there. I'm not sure, but apparently there separate. [58:44] >> It, that's not a matter of opinion, that's a matter of fact so. [58:48] >> I. So I mean. >> It does the storm only the lake Saint Louis is the. Yes the [59:00] storm sur système Discharge into lake Saint Louis. >> I supposed to have to check [59:05] to have one hundred person check. >> Qui I can't go further on the [59:13] top. Okay, one more question Yes, you are. You have two apparently underway now you have [59:17] the green infrastructure study that in the last meeting you said you were not at liberty to [59:24] discuss and there is. Councillor woman has mentioned I guess and social media, which is not the [59:34] proper. Media exchange has mentioned that you have an infrastructure Evaluation study [59:38] of some sort as well that I started in August of the last year and has not yet concluded. [59:46] I'm here I go on the city tender register and I don't see study having been having been [59:52] commission for information for either green infrastructure or. Sewage infrastructure generally [1:00:02] our. Way we are those studies not. Visible in the tender registry or have i donna bad [1:00:14] search. >> Well. I'll answer at the one is the storm waste management [1:00:18] study that started I think actually in January our starting and will be finishing in January [1:00:24] and I just ask the question is actually the other day because usually if it goes for a call [1:00:30] for tender. You would see I think I actually ask the question and if I didn't get [1:00:35] back to someone ask me that question but because the study is being done by university and [1:00:44] it's less than two thousand dollars. So that's why we're not seeing it on a call for tender [1:00:50] so I can answer that now and I as soon as we get results and that's what we're basing a lot [1:00:58] of the information moving forward on and well and that's why. I think it's really [1:01:03] important everyone shows up to the information station on September the temps will have [1:01:10] some people that are gonna be much more than I am and that will allow you to ask more [1:01:16] question so that's why the storm waste management is not finished and then the other one is well [1:01:23] cause there's no other studies actually there's an ecological if I don't value of the forest [1:01:32] area and then the larger one is what I understand is a general value for the whole of the City [1:01:41] of Pointe-Claire and that one is only going to be on the end of September was told. [1:01:46] >> Il y a des écosystèmes écosystémiques. So it's really show the écosystèmes that we are [1:01:52] in city. I'm not only you know for water but also for biodiversity. So it's here that [1:02:00] one wasn't there. >> So this. >> Just so you know what if you [1:02:06] have one more I'm just gonna add if it's all one more but I will. Just do what I know and this is [1:02:16] probably these are all in two thousand twenty five Attention project that elgyn park. Two [1:02:25] thousand twenty-four a project was beginning that will a natural attention in Waverly [1:02:32] Woods area of which should be finished two thousand twenty six and another the bigger is the [1:02:38] best of them is literally couple of blocks from your house, which which. [1:02:45] >> So. >> There is something. WE are we are currently in some stuff so [1:02:50] I'm just so what the city is responding, We're not singing in our own our hands. [1:02:57] >> I'm just. Des efforts into the bottleneck in our existing system or possibly not because [1:03:05] of this is being at the university, I don't know master's tesis twenty one [1:03:12] thousand this is more than a thousand dollars is my point. >> Is not to play the name of [1:03:21] the I don't have my name it is yes, It's. >> It's a partnership. [1:03:27] >> It's so. >> It's because the city of water doesn't pay the full [1:03:30] amount of the city. WE have a partnership what we call the end of the it's so we are you know [1:03:38] financially guaranteed to pay twenty five thousand dollars, but the order par pay the rest [1:03:42] of the city Alright. >> Thank you, Thank you Thank. >> The water and the system are [1:03:50] designed to be separate, but there is there are instance of Kings cross contamination well [1:03:57] for instance well so that everybody will know that for instance the sewage all the [1:04:03] manhole is going that there are there are over with the sound system. They all have all in [1:04:09] them to ventilateur. The law the water the switch to passe well. If there's flooding over that [1:04:14] it's going to go in into the sound system. That's so that's one way that you can get cross [1:04:19] contamination between the storm water systems and the sound system and well. I'm just saying [1:04:27] if the if there's water, that's backing up on the surface over the surge. The man cover it will [1:04:32] get in there and another possibilities for cross contamination is it there's a [1:04:38] private connection from some people dump system, there's supposed to go into the storm [1:04:44] water system, but some people have in the past to make been a while I don't know some people [1:04:49] have hooked them up into the into the sound system. That's the possibility. [1:04:57] >> I had. >> Just. >> A little thing we have. [1:05:01] >> Mais oui, monsieur. >> WE have we have a bylaw about getting on your sewer one-way [1:05:09] valve because there is two reasons to that and it's a partial answer but people like I [1:05:19] used to do guilty I use to pump some pump in the in the sewer. And a lot of people in the older [1:05:30] and that's been fixed about ten years ago. But. All there is that I don't have a backflush [1:05:39] valve. We'll have events with the sewer backup. Also you need to have one one-way valve and [1:05:48] for the main collector. The whole idea is that water. Storm drain they bring clean water to [1:05:59] the lake and we do have a lot of water in in Quebec. But. If it's dumped in that big Interceptor. [1:06:12] It's wasted water also that's one of the. Equivalent. >> Sanitary waste goes to [1:06:26] Interceptor. >> Yeah! I inquired about that maybe ten years ago and it's not [1:06:34] gonna fly away, we can try but I'm I'm getting the answer is that you gotta keep. Good water [1:06:46] going back to the lake and the dirty water from the sewers going to Laprairie. Thank you. [1:06:57] >> Baby. >> Good evening. My name Natural District, Seven and I'm always [1:07:10] here and we'll have to admit really since the previous administration when this was [1:07:16] going to build brivia and I told him. WE need infrastructure fix the source and all the road and [1:07:26] all that that is need to be take care of it before you start building anything that is about [1:07:31] maybe now six years whatever and that's all what is going on now the keep building all how many [1:07:38] how many high-rise building when. Searching for about it. For thousands. You know where is [1:07:45] all the waste water goes in the nineties. WE are there and in the air tonight is free wouldn't [1:07:52] have anything in the night at the flood or sur back or anything all that is started [1:07:58] with all, I am and all the buildings and built because it is the map where is all the [1:08:04] waste water it goes. It's really simple all the system and the drain built in the fifties and [1:08:12] the sixties wooden update all that so we don't have to say Oh green green. WE have to fix the [1:08:20] infrastructure in the road, the soul. All that is you need to have to do it you can wait and [1:08:32] you see all green. Building. And the power of it when it's electricity it came off. How you [1:08:44] can pump it all the water tell me even if you have extra when it take how many one or two ways [1:08:50] to finish and afterwards the water is pumping like like a flood. Our insurance we don't [1:08:56] have any clean and twenty twenty five persons and tell us because you Pointe-Claire is flat zone. [1:09:04] The oldest people. What they are here are building and condos the same what he said is going to [1:09:12] built in Pointe-Claire Plaza when he went in next election. Before he was promoting Cadillac [1:09:20] Fairview now is promoting. Pointe-Claire Plaza it starts with Pointe-Claire Blade and [1:09:27] after. Everywhere. So what we have to do you have to be serious really all this people [1:09:34] they came and also last year with the same thing and I talked about it, but it's nothing [1:09:40] really serious than what is the serious really we have to stop building anything and think to [1:09:46] fix infrastructures to get out of the North South East Eastern West. When we have very all this [1:09:52] all the road is all the day bumper à bumper and then another maybe ten thousand people were [1:10:00] twenty thousand people why I had people to suffer with us why. Why I have no idea who smart [1:10:08] people really the designed that. It's true or not. CAN you help me, please especially with [1:10:20] master. Eric Branco just here in the. Anjou. Jaune twenty. >> If you can be. [1:10:40] >> Okay because it's to be able to. Is running again is running as a maire. In twenty five. In [1:11:00] the fifty fifteen Then he said when he when he run because he's asking you for. The resign when [1:11:10] he went is going to build the most for. Pointe-Claire glad to build on the. The parking lot. [1:11:22] Sorry to build on the parking lot that is starting with this before. There when after the. In [1:11:32] the election is twenty twenty twenty one and in in the spring twenty two consultations in [1:11:42] Julie Séguin and more than hundred people with the team there and they were all against [1:11:48] belting because it's right for both Cadillac for all the downtown. What they built [1:11:52] because all that from the previous administration is Mister Giant Belvedere. What is [1:11:58] all that when he came was all in power did all that. After that would you stop. [1:12:06] >> Blaming past administration. >> That is the truth is a fact I'm not I'm not playing. [1:12:14] >> I do have an answer for your question If you want to hear it. >> Let me finish first. [1:12:21] >> OK. >> Because you already again. After that he went and he went [1:12:31] and. >> Saying that he is already done after everything that he is [1:12:37] done at the council for the city. It's disrespectful so point of order. Let's call this [1:12:41] thing to order. >> That's my call and I have I have excuse my heard expression [1:12:51] coming from this side of the room that is not always been pleasant to be either and I [1:12:57] think as a citizen who deserve to be created with. This I'm working right now. I don't think [1:13:04] I was terribly out of order. I think he was being mister be which he does sometimes and he [1:13:10] is colorful and he expresses himself, but he is the citizens and I don't think he he he cross [1:13:16] the line in my opinion, I would I would ask him to maybe get to the point about quicker, but [1:13:24] other than that I don't think is behavior is worthy of any kind of or anything would must be. [1:13:30] >> So when they are going to stop until face really the reality. That's my question cinq [1:13:35] six here I keep asking that and the neighbors the kids built-in built-in built-in when all this [1:13:43] people and any. Now, it's making everybody is really. >> Well your solution by [1:13:51] November six and. Maybe simple I mean. If you want if you want building if you want to build [1:13:57] and you want accelerated building people who want accelerated building you reflect [1:14:03] and if you want building this lowdown people who you want building the slow down you like [1:14:07] it's pretty simple and the solution is there for you and it's not are our choice it's [1:14:14] your. I think. >> Yes, sir, WE know what is exactly the reality and what the [1:14:23] true what the solution, we have to go to be serious about the solution to stop building and [1:14:29] the. >> Solution so what is in your hands. [1:14:31] >> Not in my head. >> Well. >> Because I was living with [1:14:35] living and here from the night night. I wouldn't have all this. >> Okay, you speak english here [1:14:43] and I don't want to take too much about it But. I think to agree, I think that that we have [1:14:51] to start being very conscious of how we build moving forward in an era of extreme climate crisis [1:14:59] and we have to look not just in building but in lifestyles and that's the point. I was here we [1:15:05] have to really take what's going on around us in the world. Seriously and we are citizens [1:15:09] and as people have to start the rising city and where is that that work with mothernature and [1:15:15] I certainly agree with the fact that the more we build the less penjing. There is in the water [1:15:21] has to go somewhere and it's pretty simple but if you've got your heart covered and it's not [1:15:28] imperméable the water has to go somewhere and the less perméable. There is the more [1:15:33] flooding. You have for me. It's pretty simple physique or whatever it is it's pretty [1:15:39] simple mathematics so that's the answer your question, I agree with you and I think that we [1:15:43] have to really moving forward. WE have to I mean. I thought the line was quite funny and people [1:15:47] to suffer with us and I thought that was interesting when I mean. WE are suffering, but you [1:15:53] know what do you of the world that are you mean, we have even more climate crisis going on [1:16:00] right now, they are part of the world and we have to do it now what is it and territories the [1:16:05] size of New Brunswick is burning in Canada. As we speak we have to start realizing that our [1:16:11] world and dealing with our world accordingly and as we can do stuff and people and laugh at [1:16:16] the green infrastructure avancée, but it's one of the many solutions that we have to [1:16:23] connect immediately. WE have to start changing our lifestyle and doing things differently not [1:16:27] just in building but how we build and what we also in and what we also development to do [1:16:35] and we have to really understand what the consequences can be I've seen properly I see the [1:16:39] property property in the top of the street and in Pointe-Claire. Where I saw a Big housing house [1:16:47] project go down and I see it when I see the river coming of that property and I know exactly [1:16:52] where it's coming from and that can be mitigated against I mean. You can you can rewrite that [1:16:57] water. It's coming off because ecology has been changed and the change in ecology. If you cut a [1:17:03] wetlands you with mother nature and you have consequences and we have to deal with all these [1:17:09] things going forward. I agree with your overall sometimes I wouldn't single people out as [1:17:13] much and maybe we can but your sentiment are good sir. If that's what answers to your your [1:17:19] questions and I will ensure that if you want to slowdown building or have more controlled [1:17:24] responsible building you're gonna have a choice and you can make that your self. [1:17:28] >> That's what we. >> Are so that's your Ok. >> And also. [1:17:37] >> Must be one more question a lot of people to get through. Okay. One more questions without [1:17:45] without préambule because we've had a lot of time now. >> Okay. D'Agenda fifteen points [1:17:51] for. About Valois. Library that one is over three days a week. With spending again does the [1:18:03] third amount with spending on the 1-005-100-0770 after the flood. In August nine last year [1:18:15] I did the budget one million, I did it one million five to fix the basement after the flood and [1:18:23] after a few months ago. I did another budget one hundred thousand to fix the best man. [1:18:33] Now is another so that's close to two million dollars for library of three days a week now [1:18:41] everything in the website and even kids, they don't go to the library, my wife to go There is [1:18:49] all we have a very nice library here and it's almost no barely somebody there will ask about [1:18:53] the two million dollar is something. If we have a lot of a lot of projects needs to be done [1:19:03] for help a lot of people, not for three days nobody got in and that's all about that, Mrs. [1:19:11] >> Well. Alright. >> The power library actually holds very various community [1:19:18] organization that greatly serve our community and it's not just our library, but it's also a [1:19:24] hundred years history. I was a school, it's a héritage sight. It's a integrated part of our [1:19:28] community during the school year many people will tell you about bringing there is there for [1:19:32] story time and it also contribute to our non profite organisation. So I just would [1:19:37] appreciate. If you go all the information before criticized in the project. That's actually [1:19:41] quite integral into our community. >> We used to go. There we used [1:19:45] to go there is really anybody there and for two millions dollars that you turn down the [1:19:51] building and you build something better for two millions dollars. >> I'll go through the library [1:19:59] to share you the history and all the different valuable works that happens out of that [1:20:03] building. I invite You are welcome it would be lovely to meet you there. [1:20:07] >> We went there because we used to all of our kids too close in the. Daycare closed there and we [1:20:14] used to go there is there anybody there. So I'm just take two million dollars and we have [1:20:19] a lot of projects to do better than just a few people to go there. [1:20:23] >> Must be just from my perspective. I think literacy is an important thing and I think [1:20:29] it is crucial part of the city life and. >> We have a very nice. [1:20:33] >> One you will have a nice one year. Yes, There. >> Is what you need to. [1:20:39] >> Work it and make it. It's the community, It's also it's a héritage building as well and I [1:20:43] from what I understand is the héritage elementary school was run out of that building and I [1:20:49] don't think it's something that can be just discarded that quickly sir and I just that's my [1:20:55] short answer to that one. >> Thank you with all here because there are our tax keep [1:21:00] up sixty and now the answer is where I don't know for us. WE didn't have any clean twenty [1:21:05] five years and I'm sure this is what about than that so I hope you care about that you're. [1:21:11] >> Beautiful and even more serious not which is tragic and awful thanks and even more [1:21:18] serious. >> Thank you for taken. Seriously everything. [1:21:21] >> OK. Thank you so next up is. >> For. Interrupting you. Mr Dabi, and but you do you do this [1:21:34] a lot of information When the building is approved engineering goes through is it possible or [1:21:43] not in France go through the plant and the project and the make sure that there is enough [1:21:51] water. There is enough sewer because there is gonna be paying. If there is a mistake so [1:21:59] and actually company. I will know for. Your best friend. There can those buts company [1:22:11] from which I think we could go back ten years now they have to have a reserve for extra rain [1:22:19] water so it's not that it's not only densification and it's not as bad as you say, thank you and [1:22:29] I am an expert because I was flooded for times in ten years so you have I don't have [1:22:37] insurance anymore. >> So you see I care. Thank you and I care about I leave and [1:22:44] Pointe-Claire. Pointe-Claire focused success because they born and grow up and [1:22:48] Pointe-Claire. That's why I want next generation and family they have a good really the same as [1:22:56] well, that's why I swear, I come here and that's why, I was all of you. I hope really the [1:23:02] election the elite people care about the exists citizens and president of Pointe-Claire. [1:23:09] Thank you. >> I just want to add one little thing is that if you don't [1:23:13] densifie, you don't have money to fix the old problem. Thank you. [1:23:21] >> That's why I said you want all the projects. >> Is you can save a lot of your [1:23:27] problem by identifying your industrial commerciales and your industrial park which is huge [1:23:31] amount of your taxes and is better than residential, but that's that's my answer on that [1:23:37] one. Claudine Mercier and Mike nurse. I don't know if it's one or the time or one. Ok. [1:23:47] >> Hello my name is Mrs Mercy. I just want to start by thinking. WE don't know each other but I [1:23:52] really appreciate her really well prepared or not I think she said what a lot of us and there [1:24:00] are currently experiencing myself and my husband have been on saint Louis, We're on the [1:24:05] court of March. There is an issue that is currently there from march to I guess I would [1:24:09] say that I don't know what's going on the other side. I don't see any water there but I could [1:24:15] tell you that in the past twenty years we've only had issues on August night and July [1:24:19] thirteenth. WE have a big Flo valve that's functioning or was functioning and we also have a [1:24:25] french drain because we have a driveway that's slop. If we have never had any issue whatsoever [1:24:29] with any kind of weather situation. Based on which I've heard you say before with the [1:24:37] green the green infrastructure and all that stuff. I mean we know that there is sensitive [1:24:42] zone you haven't mentioned what those things are so we don't know. If we are currently [1:24:47] considered one of those zones. If I go in the government websites. I can see that we're [1:24:51] considered in zone cuvette so it's been recognized as having a water issue there but I would [1:24:56] really like to know because you've mentioned that there is inspection before during and [1:25:00] after I could tell you that I've witness myself vegetation growing out of the halls. I [1:25:07] don't think that means that was cleaned out or inspectors and whether it's a third party of [1:25:13] the city. I'm unaware, but I took it to the city, not to the third party so I expected goals [1:25:17] to function I don't want to be sitting in my house worried when there's a rainstorm sitting at [1:25:23] midnight and looking at the ap as you mentioned because the rain is at midnight now now it's [1:25:27] that two and I have to wait and not sleep all night having my pump my backup pump my kids [1:25:33] dispatched when the storm does it so that I can have a plan to once again deal with the rain [1:25:41] coming in so in our case you came through the back full of the caps literally blue off from [1:25:45] the pressure. So we do have that one way of the night work. WE also had the french drain that [1:25:53] overflow one that overflow and it came in from everywhere and there's just no way to get the [1:25:58] water out right so you mentioned that and the first thing. I would like to know is what are [1:26:03] those sensitive zones so it is saint Louis considered a flood one of those sensitive zones and [1:26:08] when you say that there being expected before during and after how do we know that this is [1:26:15] actually happening because I've also even witness after the rain cause we had the rain on the [1:26:19] Thursday following the storm the following few days after that rain came in the middle of the [1:26:24] night around two am the very next day at eight PM. Hi hi hi! I'm taking a walk down the [1:26:29] street and there is still waters sitting on the side of the road. This should have been drained. [1:26:37] It was a hot day. There was no reason for the water to still be sitting there you get there is [1:26:41] huge puddle all along Saint Louis on that stretch the water just be there so to me this. I'm [1:26:47] not an expert either so I'm not gonna pretend like I am but I need an explanation. How is this [1:26:52] water? That's my first question. So are we in that zone and how is this you're saying that it's [1:26:57] been inspectors. But why is this water sitting there, Why is it rising and not draining only in [1:27:03] that. >> Could I have to ask my director of public works, but [1:27:05] I'll ask Madame Verdon and we do know anything that can. >> Be able. You know for the [1:27:11] Exact. You know the exact maintenance that it would do not that day so I don't know if you [1:27:17] reach out to the administration. >> It's a very nice email with all the pictures of our lake and [1:27:23] everything else that happened on the streets on both occasions that's that's been send to Mr [1:27:27] Cohen. >> To Monsieur Cohen administration you copy of it so [1:27:32] I can retrace that email and come back to you a little on. This week. [1:27:37] >> So this this will know if we're in the zone as well. If we're considered one of those [1:27:41] zones that you guys are looking at fixing as a pitie. >> I can look at the zone that [1:27:46] we are currently you know. Document. >> And my second question is you [1:27:53] mentioned that there's a lot of resources that are throwing and it is sort of help. I mean, I [1:27:57] have a few of their of my name is that you are here now everybody was able to make it, [1:28:01] but you mentioned that there's the resources that are throwing out and despite the some pump [1:28:05] the back full of love and everything that we have our sandbag I literally have sandbag [1:28:09] appeared in front of my garage now because I can't take that chance. I want to know what kind [1:28:15] of assistance is going to be provided because you guys know that there's issue incertaine [1:28:19] areas and our insurance won't cover us anymore because we have to climb back to back. I'm [1:28:23] getting an additional sump pump installed in my house so that it has a battery backup back but [1:28:27] all these expenses, they're not covered by the insurance because they cover the damage is not the [1:28:33] case of the damage, but the case is from the infrastructure and all of I understand the rain and [1:28:37] I understand that this is. Because because. >> It's all natural incredibly [1:28:45] natural amount of that are overwhelming. Yes, but I have been there for. [1:28:49] >> You and I've. >> Of the. >> Fact in those words that has [1:28:53] been there is much different. To say that it is in the last one years, we've never had any [1:28:59] issues and all of a sudden even on the side of my house when i opened my back door to try to [1:29:03] grab some sandbag in my yard, I had a river following on the side of my house. [1:29:09] >> But what I'm told and from what I've told by myself and the people that use cameras and have [1:29:15] looked into the drain. There and functioning order this. >> Was done on Saint-Louis. [1:29:21] >> Normally. I don't I can't hold it. There are inspected by public works. I can and I'm not [1:29:25] told by street, WE don't do it by street. I don't do it by street. I'm told that they have [1:29:31] looked at our storm water system and they examine it constantly and really what there was one [1:29:37] anomalie which we some people in the back row experienced there was one anomalie that we know [1:29:43] how in the last rainfall that we can identify we didn't find any other. I'm not sure what what [1:29:51] was examined and you're a good one and we have to find out whether you was was stopped or [1:29:57] examined, but really what happened was that the system was there. It was not damaged that [1:30:03] wasn't clouded with branch it wasn't blocked it just go overwhelmed. [1:30:07] >> That so went with the stick and it started moving things around the water started running [1:30:11] out of nowhere well and I'm saying vegetation go in the mind well. I'm gonna be honest with [1:30:15] you. >> Okay. >> I'm getting things I've seen [1:30:19] the pictures, I have proof you're not I want to understand. >> It was coming out of a man of [1:30:23] water coming out of the whole thing is gonna do much if water is coming up out of the whole [1:30:29] sticks. I don't want it too. >> Much just blocked and the moment. WE went with our sticks, [1:30:33] then all of a sudden and start it. >> When I saw the ground. So the [1:30:37] top of it was blocked was something but I don't think that that was the case of the [1:30:41] flooding in the city was blocked the top of manuel. If it's not going down the manholes and [1:30:47] being absorbed by the drain, but there were there you got a problem because the shoes are [1:30:51] overwhelmed. I'm not the scientist and you're not in another of my logic is that if [1:30:57] it's just blocked at the surface of the whole it would be solved easily it's much too much more [1:31:03] excuse-me excuse-me. I'm still speaking so if the water and if we're in the situation where the [1:31:09] water is coming up over and out of the whole. It's got nothing to do with sticks. It's got a [1:31:15] lot to do with the fact that there's too much water and the system even know it's functional [1:31:19] is getting overwhelmed and we have to acknowledge that we can't think that it's all the [1:31:23] city is for it here we have to acknowledge that there's an indoor amount of rain for the [1:31:27] infrastructure. WE have and it's happening in every city, not just clear and everybody's got [1:31:31] the same problem and that we're getting volume of rain, we're getting century level of rain [1:31:39] like once and in the century we had to use them two of two centennial events in in back to [1:31:45] back years. There's something going on here we have weather events happening and it is [1:31:51] different than it used to be and it can be mathematical and scientifically quantified and [1:31:55] its way worse than it used to be and we have a system that guide for a different time and we have [1:32:01] to now change our infrastructure to adapt to modern reality and that's going to take a while but [1:32:07] we do have to do it. If the house is gonna be safe and that's the reality of what's [1:32:11] going on here and again, I repeat what I said to the german area to blame this on the city [1:32:17] is missing the crux of the issue. The crux the issue is that we're getting inward [1:32:21] weather events and we don't have infrastructure and the city can't just fix that overnight, [1:32:25] that's a huge problem and we have a huge problem and we have to we have to do our best to [1:32:31] solve it all of us together and it starts with being realistic about what we can do and what we [1:32:35] should do and be blaming a city for a huge climatic weather event is missing. I think the [1:32:43] issues. Okay, okay. >> Really and that the city knows there are specific issues [1:32:49] in search areas. I'm not in specific areas and that's what I'm saying is that the left side [1:32:55] of my street was not flooded the other side of Saint-Louis was flooded the back of my house was [1:33:01] not flooded that particular basin was flooded right there was no help people were stuck in [1:33:05] the middle of the streets last year. WE had to put a poor girl I had to pool her with with the [1:33:09] rope out of her window because he couldn't open the door and she was so scared all of these [1:33:15] events. It's a very small amount but nobody there was no communication. There was no [1:33:19] information given as to what was going on now we're we're been told that we don't even know If [1:33:23] our section is considered an issue, but we have two floods their back to about. [1:33:27] >> You want to hold it. WE just don't know we can take. Okay, I mean, I mean with the one that [1:33:33] might and. >> They can't be the that. >> They're changing there is [1:33:35] changing and that's the other thing is that I've never been flooded our flooding and there [1:33:39] aren't even specific zones anymore. There are places that I've never we've here I've heard [1:33:43] stories from citizens come up here and say I've never had some tonight this never happened [1:33:49] before all of a sudden. It's happening so the zone are not the same ones it change and [1:33:53] people were dealing with something here that's beyond the current capacity. WE have to [1:33:59] really start were asking everybody to give us feedback. So we can start identifying. [1:34:03] What the hell is going on so we can try and deal with it and understand it you don't [1:34:07] understand it and I don't understand it and mother does most most of everybody is [1:34:11] dealing with it, Unfortunately, we get a room full of experts and we get people who think the [1:34:15] expert, but this is the situation that has not been fully understood and remains [1:34:19] something to be studied before we come up with conclusive ensure that we think we know we [1:34:23] have to understand what the heck is going on here and to do that requires good communication, [1:34:29] you're right on that and that score and we've got to start identifying and dealing with [1:34:33] problems and whether they're gonna be regular and certaines areas I mean I used to think [1:34:37] they were full of five areas, they're now a lot more there there are all hunks of how they [1:34:43] got really hammer and the last one you know and you know you know I used to be more and [1:34:49] sandalwood and holston, and they were you know and it's growing and it's moving around and it's [1:34:53] disturbing so it's not simple, it's not a simple solution and but we are all here and we want [1:34:59] to learn and trying to figure it out. That's all. It's all we can do. [1:35:03] >> That we deserve to have more transparency as to was actually happening. When the words are [1:35:09] our considered flooded we should be. >> You'll get transparency when [1:35:13] we know what the hell is going on. WE have it we're still in the study process completely [1:35:21] different. >> Is that this is happening and this is the two two times and [1:35:25] roll that you said a hundred years event twice in the same here right the fact that it [1:35:29] happened twice and it was and when we called for the city to come to try to block the [1:35:35] streets, they did they de pick up there and there was no help there was nothing that happens [1:35:39] they just start there so that nobody would drive through and we were left to find for [1:35:45] ourselves. Just basically desperately trying to enter our house now. [1:35:47] >> Well with all due respect when the event happened on the sunday. WE were terribly under [1:35:53] staff for what occurred so we now, we have to oui. >> We used. [1:35:59] >> Oui used in. I can't speak for the public security officer. He was at least there. Which we [1:36:07] had well I called people for idlewood and it took me while the city and I were standing [1:36:13] there ready to try and get more help as well, but we had a limited amount of people on [1:36:19] staff. It was the Sunday afternoon and every single person. WE had employed Tony [1:36:23] showed up bless his heart and we had volunteer rescue show up and we had our limited staff and [1:36:31] everywhere. They could but you know. >> This event was not for more [1:36:35] than. >> It wasn't there was I think it was millimeters predicted [1:36:39] we've got way more than what was predicted from what I understand I'm right on that one I have the [1:36:47] number I had the number. >> The storm. >> It was impredictible that's [1:36:49] the other thing, that's the other thing Meteorology is not in exact science and this is not [1:36:53] something you can just figure out you can predict that number somewhere the weather forecast [1:37:01] that they were showers of the fifth millimeters of rain that was the weather forecast for [1:37:07] that we go, we go to a hundred but I'm I've got it right here these are my briefing, not maybe [1:37:13] their lying these are the not to get there are sitting in front of. [1:37:17] >> My and that's the reason, we had handbags and that's the reason we were prepared getting [1:37:21] there. >> I'm sorry it just has to be right here the weather forecast [1:37:25] that they were showers millimeters. Okay, That's what I have right now. Okay. Look here [1:37:30] we are in rivals engineering. Three rivers meteorological theory. We're getting into the [1:37:36] interesting areas of this but here which I think requires some greater precision and some [1:37:42] great. >> History when you need to see the actual appreciate the [1:37:46] sympathy. WE really do I appreciate over there Mr. Cousineau saying he was flooded [1:37:50] for time I sympathize because I understand we had to worry about everything we had just finished. [1:37:55] So we understand how everybody can feel here, but it's behind the sympathy. WE just need to [1:38:00] start saying action. >> Ok well and it's cold, it's cold, it's cold green [1:38:04] infrastructure and it's already happening and it's been happening for over a decade and [1:38:09] your city has been busy and I deserve it and it has done it's best and to continue to do more [1:38:16] which is what we're doing. And I can leave you do you want me to read you the green [1:38:20] infrastructure that we've done since I mean I can give them to you since the seven open air [1:38:26] retention basin arbitrage park which was performed admirable during the rainstorm as [1:38:32] counselor tremblait qu'il était quasi filmed it around two thousand eleven underground [1:38:36] pipes on mason two thousand fifteen underground people on holiday two thousand seven in [1:38:40] peace and two underground retention basin we're installed under the bike bath and I'm [1:38:45] boulevard near Saint John and Hastings and two thousand eighteen two underground [1:38:50] retention basin, We're installed under the bike path and he was boulevard near Hillary and [1:38:53] winthrop two thousand eighteen underground pipes were installed on quartier avenue and then [1:38:57] Ovide Park. Two thousand twenty one again was created in belmont park, two thousand twenty two [1:39:03] public works parking lots was was designed to included, two retention basin and two thousand [1:39:10] twenty-four. Retention basin was on the trail and belmont park under the trail and two thousand [1:39:16] twenty five drainage feature was incorporated and the design of winthrop avenue and two thousand [1:39:20] twenty five a bio retention bastion has been designed for Elgin park and natural retention [1:39:26] basin projects began in two thousand twenty-four and will continue and two thousand twenty [1:39:30] six in the Waverly Woods area of kingsmen and we have several other other projects one of them [1:39:36] designed right up for the belmont saddle wood area in the works, that's not an idle city. [1:39:40] That's not the city, that's sitting responsibly, that's not the city that deserve the [1:39:44] insights that you're looking at it. It's a city, that's been doing nobody, we're not a lack [1:39:50] of transparency or the lack of idle you want to see action there's been action there's been [1:39:55] action for over a decade. Do you want to see more actions. You probably we'll see more actions, [1:39:59] but we're doing our best with our resources and to suggest that were somehow coupables or [1:40:04] it is I think a little harsh. That's my, that's my take on it. I've just give you. Statistics [1:40:10] that show as city that car and this is doing what it can and we can continue to do more. That's [1:40:16] all. That's all. I can say. Next is. Jennifer Roy now sir Sir Sir, It's over it's over at the [1:40:28] microphone. Jennifer was now you just designated her to speak for you you you you are written you [1:40:35] were you are with you are right and down together. I have you down here as. You can go ahead, [1:40:42] sir. Go ahead, but I just feel bad for Jennifer work cause you excuse me sir you initially said [1:40:48] you do not want to speak and I gave you did I just want to do it from. Ok, ok, Go ahead sir! [1:40:55] >> Yes here to saint Louis between just just between them more and much and I'm gonna [1:41:04] respectfully disagree actually disagree with you now and the hostile way, but I do blame the [1:41:12] city for the action because this is the night of we're talking about we're not talking about [1:41:17] this is a hundred area where we are retired they're outside all the time. I have a camera in [1:41:24] front. WE would just like that you just wanna keep it simple with love to see the manuel [1:41:28] opened and some investigation in there and we have not seen the manuel open in a year so no [1:41:34] investigation. There is vegetations in there we can show your pictures, so there is a [1:41:38] problem now and we understand about the green projects and that's great but my insurance [1:41:43] doesn't want to hear that. And you know what you need is yours. WE just want some answers and to [1:41:49] find out when we'll get some answer at least come and open the mind all and look that [1:41:54] that's it. That's all we are asking for you just to get something done because I leave [1:41:59] on saint Louis. Not the lake Shore. I should not have a bit like in front of my house every [1:42:05] time it rains. This is the find out there there's just a problem, it's not it's nothing [1:42:09] big. It's nothing great there's a problem with the area with the mountains and it can be fixed [1:42:15] cause it wasn't like that before. And it's not an act of God. I called God, He does not [1:42:20] him, It's not God, It's the manuel, It's all we need to get it fixed and we'll be happy. Not [1:42:26] a problem because there was never like that before and it is now so if we could just simply [1:42:31] get some information about the manuel make sure everything is fine and go back to normal. Now [1:42:37] the water does sit on top and we have to go when it's sitting and move it around to get it to open [1:42:43] back up. So something is definitely wrong. This is not normal is not normal, especially [1:42:48] when the other directions everything's fine and make no sense. It's the best in there. [1:42:53] We're just looking for the timeline when someone can't come out and take a look and give us [1:42:58] an answer. Why this is happening simply it. Thank you. >> Enough Noted. [1:43:04] >> Just wanna ask do you have the subject address address. >> Yes the corner of St-Louis [1:43:12] and much right. >> Okay of flooding in the street. [1:43:20] >> Just as long as we have the right right and thank you. >> Jennifer Roy. Sir there's in [1:43:26] order there's a list of names and everybody in order you are I know. But you have to have your [1:43:32] name on the list everybody gets the turn to speak in there on the list. Okay. [1:43:39] >> District five with Cynthia. >> Excuse-me Excuse-me Gentlemen. Excuse-me ok. [1:43:45] >> So I just wanted to ask you just cause. I'm listening to what and I want to make sure [1:43:53] that you're not saying that green infrastructure is going to replace the maintenance and the [1:44:01] stuff that needs to be done because it sounded like when you were saying before like green [1:44:07] infrastructure that is the answer. It's the fastest thing that we can do it is the fastest [1:44:12] thing. WE can do we can do a lot of that on our own as well. I want to make sure that the it's [1:44:19] the maintenance of these structures that and the foresight of making sure that [1:44:26] the infrastructure is there before we're going forward to build these big projects that is [1:44:33] seems to be missing. >> It's not missing I just give you a list of huge amount of [1:44:38] work that has been down on the infrastructure. I just read it out two months ago and that's [1:44:44] not green. That's a lot of it's great so what I've said and I are all by myself and I have [1:44:50] said it quite clearly it's one possible mesure and everybody is trying to go. You're saying only [1:44:56] that I'm not only that I'm saying that's what is the most immediate and affordable one and [1:45:03] that's the one and people are worried because people are getting it. Okay. The real [1:45:07] simple solution to this people want to take it into and after hours and I'm never I've never [1:45:13] once said it's in order. Ok, ok. So what? I've continually what I've continually said and will [1:45:19] continue to see you now is that if people are worried about their home right now the fastest [1:45:25] way to take away their concern is to come up with the immediate solution and that's what I'm [1:45:33] saying. >> Okay. I want to appreciate the course that it's gonna be [1:45:37] afraid to the citizens of Pointe-Claire to help us understand how we can mitigate. [1:45:41] I also want to make sure that the lack of previous planning is not gonna be put back on the [1:45:48] citizens as far as if. >> Lack of what type of previous planning. [1:45:55] >> Just what I mean. Essentially Environmental assessment need to be done before anything is built [1:46:01] we're looking at water that we've never seen before all of it is seen a lot of the area has [1:46:07] been developed OK. I'll give you an example I leave next to our behind terracotta. Two thousand [1:46:15] eleven is when the soccer fields were built two thousand twelve we had water in the basement, [1:46:23] two thousand thirteen the city came in the ditch next to the house on the end which would be [1:46:28] one to the next to me and the water was in the spring though it went down there. Now that [1:46:37] green right it has not been so now my name is equal so the water goes down and it goes [1:46:46] right in your window so I mean again every kind of thing that we put forward needs maintenance [1:46:53] needs to be looked after okay and I think I'm not sure that that's the problem, but I'm I'm [1:47:01] saying that. >> You know it's one of many things that we can do. [1:47:05] >> Fast and it doesn't take know what I mean we could spend time with the grass considering it [1:47:12] has it rain in three weeks and maybe a little bit of diversion and some of those resources [1:47:18] could go afterwards digging dish in areas where you know people are getting water and absolutely [1:47:24] saying. >> That and I absolutely agree and one and one of the things [1:47:28] that has been noted and clear is that a lot of the that were designed and built in the [1:47:33] structure of the city have been filled in and they were green infrastructure that were [1:47:39] implemented probably in the fifties, you know and it's said that a lot of that green [1:47:43] infrastructure has been field in. >> The city about it to. [1:47:46] >> Be here and that's correct and over previous time over time that has happened well we might [1:47:51] have to implement who knows I mean that that's one potential green Infrastructure solutions. [1:47:56] That's all, that's a logical one and you are quite right. Susan Weaver. [1:48:13] >> It's gonna be a different subject. I'm sorry for everybody. Anyways, Mr Thomas, I [1:48:19] would like you to answer the questions concerning the kilometers you put on the city [1:48:25] vehicles that you said under was effectively first on you the insurance claims which I have [1:48:33] shows the car and for three thousand five hundred and seven kilomètres on it at the time of [1:48:40] the accident. I have your credit card statement as well and they show you feel the City Ste-Foy [1:48:46] hybride with at least five thousand dollars world of gas which is around for the thousand [1:48:52] kilomètres. So the two numbers support each other during your ethics violations hearing you [1:48:56] said that you thought you drove a hundred kilomètres which over the two years would have come to [1:49:04] about ten thousand kilomètres. So there is missing thirty thousand kilomètres. You drove, [1:49:10] but did not admit to the hearing. The prosecutors brought that up when she asked if you [1:49:16] thought forty three thousand kilomètres. What about what you had driven under you said you [1:49:21] would be surprised If it was as much as that you also said under hope that you are the most [1:49:26] honest mary in history and that you are a business man with experience operating cars for [1:49:32] both business and personal us and that you are a bit of a mathematicien, but things don't [1:49:38] add up can you please explain how you could possibly not know that you must have driven many [1:49:45] times over the kilometers you admitted when you had to fill up your thanks so many times and as [1:49:52] an experienced businessman. Are you are so bad at manager expenses and your taxables cars. [1:49:59] How can you expect the citizens of Pointe-Claire to trust you to manage this city. [1:50:04] >> Okay, That's very interesting. Supposedly the cars had that amount of marriage and [1:50:12] the car was that was the mileage apparently after the accident note before and that could be a [1:50:20] fictitious number and that could not be. I have never actually seen. WE have not produced that. [1:50:25] And that is never been a number that I saw when I had the car and it was far more than what I [1:50:32] experienced in that cars and I find that number suspicious. That's the number one answer [1:50:36] number two my gas molds I initially was comparable to I have made belvedere gas molds [1:50:45] usage. And they were comparable but then mystery called me last week to point out that when you [1:50:52] factors in the price of gas. Et Mr. Belvedere is time frame with the car versus my usage. He [1:50:59] actually doubled my usage in actual gas receipts he doubled it now the interesting thing [1:51:06] about that is that Mr. Belvedere was during covid so he had this events to go to so I'm just I [1:51:13] would like excuse me. If someone would like to speak the microphone, they can put [1:51:18] themselves on the list and can and can ask a question so what? What I'd like to point out, Miss [1:51:23] Weaver is that there must have there must have been personally because it was during covid and [1:51:30] there were no events and there was it. Double my guest consumption in the same time. [1:51:38] >> Friends. >> Now I didn't. Miss Miss Weaver. I did not have I had [1:51:44] almost none. Okay. >> Is un point 20 point one un Agenda on the agenda I'd like [1:51:52] the details for a living one on the agenda referring to the legal peace and so when you came [1:51:58] to that on the agenda could you please go into detail. Thank you. [1:52:04] >> I can tell you what that is right now that is between the city and the insurance who are [1:52:10] actually paying the insurance who is actually paying the lego fees because there is our legal [1:52:14] fit are covered by insurance. It's no cost to you and so the answer is now that's through the [1:52:22] league of our paid by insurance. It's not it's not the taxpayers and so those legal fees. This is [1:52:28] and this is a discussion. This is an inquiry from the answer to the city. Okay, It's got nothing [1:52:34] to do with my it's got nothing to do with me. Okay. Thank you, Miss Weaver that they can. AT [1:52:42] the time is up. Okay, She's so many more to go here well. Sorry guys my apologizes. You're the project you had deposited and that changes with the law. So now. I [1:58:31] can't say that the PAC committee is the proving which you presented because legally. And [1:58:41] that became your problem that was the an event in bederven and I don't know how that happened, [1:58:51] but this morning. The price of [1:59:59] property with the point clé over the island over the Provence over the Canada. Now I don't [2:00:07] believe that. There is in the bylaw provision for. The responsible deconstruction and [2:00:21] cevable materials are satisfied and that will be our responsibility to check on your [2:00:29] demolition contractors. If it's not the same to make sure that all the available renewable [2:00:39] materials is treated like the bylaw. Provide right now, we're we're trying also another issues [2:00:51] around around the island around quebec again is that we're we are we need housing and I know [2:01:03] that you where you leave right now and you will if you finally get what you ask for well it's [2:01:13] gonna be that place and it's gonna be made available to someone so. And all of this [2:01:23] process. All it's been followed by the letter. By the letter is the process is quickly and [2:01:33] mister you can can explain it Maybe better than I do is that you apply for a demolition. It's [2:01:43] looked at the committee render the decision and then if you. Would you object to the [2:01:53] decision. I have trouble with that world, but if you object to the decision then you are [2:02:03] allowed to go and there's the following of that decision. There's a procedure that permits [2:02:13] you to go to council where the final decision is taken, so there's not been in my head in [2:02:23] my mind, there's not been any any contouring or whatever in the end. It's council that [2:02:35] decide and we will do that this evening. Thank you. >> Anybody else like to speak. [2:02:47] >> Goodevening. With with this file. It is with the information. We're not [2:02:55] specialist, we're not engineers, we're not architecte and we received the five key question [2:03:03] was asked received five documents. There's two from the city that were from a contractor [2:03:08] and évaluateur immobilier professionals that submitted to report at the city and then we [2:03:16] had report from the structural engineer that was requested by the owner as well as they à West [2:03:24] Island Developer builder and also the architect a West Island architect. Three more people [2:03:32] that have specialization in certains fields and my concern with the information is the [2:03:38] following when you open the first report is the rapport d'inspection diagnostics and [2:03:46] page one under structures in limitation the very first, it's not a sentence. It's exactly six [2:03:56] words. Notre inspection est de nature visuelle. So I mean that means it's a visual inspection [2:04:04] in the report. It's identified that the inspection took one our and thirty minutes to visit the [2:04:10] house and come up with their reports. There is also several areas where in the same report. [2:04:16] They talk about limitations Foundations Inspection limité illimité. Parce que les [2:04:22] fondations ne sont pas visibles de l'intérieur, isolé et finition Accès impossible dans [2:04:28] le vide et le garage. So that is quite often where there is limitations regarding that the [2:04:38] other reports that we go from the consulting is the Evaluation report at the appraisals report. [2:04:44] It's called or and French now in that I just want to get rid of that when. The page thirteen and [2:05:02] the reports and the talk about the floor. Joyce now the floor of the master bedroom is not [2:05:10] level as it is back into the right access to the crawlspace beneath much of the room was [2:05:14] difficult. It's possible that the structure could have a problem. Is to blame. However [2:05:22] the structure this is calling expert if necessary not that there were no crack in the [2:05:28] interior finish of the room that would indicate the problem now if you're doing a visual [2:05:32] inspection. You are looking at the wall, you don't see anything so you are everything is ok with [2:05:38] the results at that of the structural engineering. It that looked at the building here is [2:05:44] his reports here. I won't read the whole thing, but we not in the crack at the rear side and [2:05:52] one crack at the front side of the building indicating differential settlement issues [2:05:56] with the foundation walls furthermore the floor within the season of the house is settled [2:06:00] slopes and about one half for each do the rotten woodfloor Joyce below the master bedroom. [2:06:08] There was a crawlspace located below the master bedroom, which is not ventilator not insulated [2:06:12] and not heated the ground within the crawlspace is exposed and to know your was detected on the [2:06:18] floor of the crawlspace there for moisture evaporate into the inadequate. Les ventilateurs [2:06:24] crawlspace resulting to high moisture level within the crawlspace and which is [2:06:28] contributed to the power of routing of the floor and possible mold growth problems [2:06:33] with in the crawlspace in conclusion the structural integrity of this section of the [2:06:38] building in peril and must be demolished in reconstructed now on the visual inspection that [2:06:44] they don't see any of that they have to go and see they didn't do it find what it's still the [2:06:50] fact to take the credibility away from what we're getting you got the page three on the [2:07:00] oprazole. This is page three of the appraisal and what they say this is the sound of the Intro [2:07:12] letter. If you want. It should be noted that at the time of writing this report nobody from [2:07:18] specialized contractors were available this the estimated amount for the building [2:07:24] renovation must be interpreted with reservation with an us confirmed by the expertise of [2:07:30] the specialized contractor so that again as far as I'm concerned, Maybe I'm wrong but [2:07:38] that doesn't inspire a lot of confidence in the numbers that are being produced by one of [2:07:46] them is a certified operator and the other one shattered operator. Just like to. The [2:08:02] question you have to be able to realize to. À certain instant on someone and not expected to [2:08:08] everybody is a crook and everybody is just getting the check and produce garbage you [2:08:12] know there's years in the in the conclusion. WE estimated the potential renovation costs that [2:08:20] sixty for but I'll get back to that subject of validation by specialized contractors. So [2:08:26] there again. WE need the specialized contractors. [2:08:52] And estimated renovation we've estimated the potential renovation cost of the building [2:08:58] based on our visit and with references to the builder diagnostic inspection report. [2:09:01] That's the Visual report prepared by Louise Couture and architectes not however that the [2:09:07] estimated amount of this work is approximate and will have to be validated with specialized [2:09:12] contractors. In addition certains hypothetical deficiency observed should be the subject [2:09:18] of more specific expert appraisal and are not included in the cost possible presence of [2:09:22] mold structural problems with the master floor. So. The. The. This is the table here with the [2:09:34] approximate renovations cost of the building the building was built in sixty sixty five years [2:09:40] old and here in the renovation cost the estimated renovation costs to be validated again in [2:09:52] brackets for the thousand 7 $ of expenses, There's a contingency fifteen seven thousand three [2:10:04] thirteen and taxes of the thousand for a total of se. Rounded of sixty for thousand [2:10:10] so. Having gotten that we didn't have one of the other reports that that were submitted and [2:10:20] this is by the builders in the West Island. This is a description is intended to [2:10:28] illustrate the. Just want to get it with the record. The when I'm looking for the. [2:10:56] It's the body analysis for renovation description of the projects, it's the renovation [2:11:02] with the existing single family residences to bring it up to current standards remedy any [2:11:08] issues requiring critical repairs to preserve the building protect the safety of occupants [2:11:12] provides the statique package equivalent to home in the areas. Full architectural engineering [2:11:18] engineering interior design details and specifications will be required to produce it for [2:11:24] the project now there's a there's a breakdown here of twenty one items Demolition [2:11:32] Foundations Framing Roof Membranes Windows Exterior Plumbing Mechanical fireplace [2:11:36] are staircase interior door the old twenty one that total five hundred and for one thousand. [2:11:46] That are supposed to do for the thousand that came back from the evaluators so I mean. I can [2:11:54] understand the discrepancy, but not that's like more than ten times the difference between the [2:12:00] two so I talk about confidence and your reports. And in addition to that. WE also have [2:12:12] the. The report hear from the West Island architect and I'm not gonna read all of it. It's [2:12:22] not that much but basically foundations pretty important foundation has significant [2:12:26] cracking and settling beside the garage area causing a large depression in the wood floor [2:12:32] structure of concrete column tears are crumbling and must be replaced efflorescence is noted [2:12:38] on Exposed foundation surface Indicating water filtration infiltration fuel parameters [2:12:44] excavations and new French drain delta membrane should be installed causing significant [2:12:48] damage to the veranda driveway and the house be renovated the foundation requires significant [2:12:53] work structural while the difficult to break with photos. It's obvious outside that the [2:12:57] structure is falling and numerous places flowers and roof lines sloping inside the [2:13:02] structural column are rotten at the base do to the proximity of the ground structural or [2:13:07] components such as roof rafter the underside and these are almost impossible to correct [2:13:12] without a significant structural investment so it goes on he talks about the rough electrical [2:13:18] mechanical plumbing the talks about the interior finish the insulation the fireplace the [2:13:24] exterior finish the roof the theory of everything again another professionals has been [2:13:32] working in the West Island for a considerable number of years and regardless of the thing as these [2:13:36] are people that belongs to a profession and there's supposed to have credibility so you you [2:13:40] can't just push through this inside. C'est how I know, I know it's not important in the other [2:13:44] thing the last thing. WE have is this also showing the sustainability that was prepared [2:13:54] regard the recovery recycling building materials and components all after will be [2:13:58] made to salvage any item the value and there's other items plumbing fixtures cabinets and [2:14:04] wiring Windows will be made available to architectural salvage company what regarde [2:14:08] energy efficiency and sustainability the new project clearly superior to the existing [2:14:13] building thermal insulation value of the floor Wall Roof Assembly will be for the [2:14:18] exceeding home and meet all the current standards for isolation ventilation is also dramatically [2:14:23] improved with both superior mechanical systems and fresh air exchanger with no roof with roof [2:14:30] soft detailing. The proposed also to be built with the highest quality materials [2:14:36] incorporating the latest construction detailing to ensure longevity so when you look at [2:14:42] all that and the house was approved by the PC, which is composed of clear resistance, [2:14:50] including correct. Architect. On the PC. Anyway. So. So you can't do it was more than that it was [2:15:06] anyway. There was there. >> Backgrounds and. >> There are there are some that [2:15:13] I thought that was for I used to be there and I'm not that this year so I'm not know what I want [2:15:17] what we had this architect on that professional architect not designer or stuff and so anyway. [2:15:25] So you look at all this information and you say well you know for the thousand dollars [2:15:31] and then you look at all the rest of this stuff so there for there's no way that I'm prepared [2:15:35] to. Prepare to do that's why I proposed to do not approve of the reverse. If you want it the [2:15:45] demolition the committee. Decisions and I agree with the demolition. Thank you. [2:15:55] >> Anybody else like to speak Yes, you can. >> And I'm afraid. I'm going to [2:16:04] you a little bit longer. I'm on the demolition committee and I voted at the time to do. Refused [2:16:13] the demolition. I know it's a very sensitive issue and I know that the feeling and lives of [2:16:20] the Americans. Are you know held up waiting for this process to work. It's true and I sympathise [2:16:26] with them. And I sympathise with you all cause I'm going to read my reason. Analysis for what to [2:16:36] support the decision that the Demolition committee made in advance for its links and I also [2:16:42] apologize that it seems a little clinical. I want but that's the nature of reason arguments so I [2:16:51] apologize if it seems like sympathy and I do sympathise the appeal of the decision to refuse [2:17:00] autorisation for the demolition Lake Shore is a critical test of council's resolve to confirm its [2:17:05] commitment to the demolition bylaw it anonymously past and January of this year the [2:17:10] language that replaced the old below was specifically crafted to set a much here bar for [2:17:16] demolition to be approved. This is made in the préambule with state that prior to the ultimate [2:17:22] record to demolition the committee will give priority priority to the renovations to [2:17:28] the restoration or to the review of the existing buildings from the sustainability and carbon [2:17:32] footprint reduction perspective. When the building is reasonably possible particularly in terms [2:17:38] of the investment required so she is reasonable reasonable when reduced to the essential [2:17:46] point the basis of this is simple, It is the argument that the committee here when it [2:17:52] refused to the demolition permit by giving disproportion weight to the restoration cost of [2:18:00] thousand dollars contained in the Evaluation report Dated three October twenty twenty four [2:18:04] and prepared by the accredited professionals Real-estate evaluators Paris Ladouceur the [2:18:10] report States that the building is of standard to good quality and that it's physical [2:18:16] conditions is above average for its age the inspection found no serious deficiency that could [2:18:21] impact the property overall integrity. However, it does not that some repair and maintenance [2:18:27] work as well as improvement must be carried out to preserve the buildings conditions. It should [2:18:36] be noted that when the applicants chose to take the this case the core after the [2:18:42] last round through the demolition committee and the appeal following the council [2:18:46] both to uphold the demolition committee decision. This file was all communication were [2:18:52] conducted then exclusively through direct communications between the Apple and the City [2:18:58] were significantly reduced to allow the legal process to run its course. It is apparent that [2:19:02] there have been graves and regrettables misunderstandings regarding both the initial [2:19:07] demolition requests and the process, which I'm sure a lot of it had to do with that lawyers [2:19:12] is getting in the middle. It is clear that the Evaluation report is widely misunderstood [2:19:22] according to the accredited professional real-estate evaluators Paris Ladouceur et [2:19:28] associés. The estimated renovation costs as I said before it before thousand [2:19:30] dollars. This is not considered modernisons upgrading or enlarging the building through [2:19:36] renovations the restoration costs included in the previous report cover work required to [2:19:42] fix only the identified deficiency so that the building will be in good condition [2:19:47] consider basic maintenance works such as the replacement of some older Windows railings doors and [2:19:54] minor kitchen renovations the structures at one night in one Lake Shore was built in sixty [2:20:00] and when I knew it had an expected economic life of five years ahead of it at the time of [2:20:06] the Evaluation. It was for years old in elapsed time but because of continued car it's apparent [2:20:12] age was just thirty-five and it still had three years of economic life ahead of it [2:20:18] according to the report the sixties for thousand dollars renovation costs only address [2:20:24] restoring economic life and does not included in any update or improvement it establish the [2:20:30] cost of resulting ground zero for any additional work including update improvement and [2:20:36] enlargement the appelant that the engineers report that they commission recommend the [2:20:42] building should be demolished a close reading of the report reveals that it's not exactly [2:20:46] what was recommended the report conclude that the structural integrity at one section of the [2:20:52] building is imperial and must be demolished and reconstructed. This is a partial demolition [2:20:56] only and very well be accomplished without recourse to the demolition request process [2:21:02] the state that it appears the committee has improperly used the appelant feel to advance its [2:21:08] own political or policy preference regarding demolition practices in the city rather [2:21:14] than applying the governing below in the objectives inconsistant manner for [2:21:18] substantiation this charge. Realize entirely on the aplomb mistaken rejection of the [2:21:22] accredited professionals evaluator findings and the assumptions that the committee [2:21:26] decision-making process was not further supported by the city own professionals staff the [2:21:32] committee would most certainly be in violation of the principle of administrative neutrality and [2:21:38] good faith decision-making as the employees. It was if it were to summary ignore or overwrite [2:21:46] those findings as they would have us do the aplomb was publicly question has publicly [2:21:52] question the very competencies of the committee members to make the decision regarding [2:21:56] demolition such decisions should be made by professional engineers. However, the law [2:22:02] itself will not allow this it requires demolition decisions by made in public by committee of [2:22:08] Elected Council review the report of professional Engineers and evaluators and where needed [2:22:14] we received further interpretation and explanation from the City professional staff. [2:22:20] Some decisions will be determined by the considered subjected criteria that is true [2:22:26] the entry of subjective elements in such decision is precisely. Why the law requires all [2:22:33] demolition decisions by made in the public meeting by elected officials and that does this [2:22:40] must be substantial in the case of one night one lake Shore. There was actually very little [2:22:46] room for subjectivity the demolition by law. Established significant waiting and favour [2:22:52] of renovation restoration or reduce over demolition the evaluator report finds that with [2:22:58] the reasonable investment of sixty for thousand dollars. Significant extensions to the [2:23:05] economic life of the building can be established this satisfy the names of the demolition [2:23:10] below council. Unanime usually past just over six months ago The basis of this appeal is the [2:23:16] assertion that the accredited professionals evaluated does not understand this. Profession or [2:23:22] the committee member benefit from the analysis provided them by our own professional staff [2:23:27] still do not understand the objectives basis of their decisions further review [2:23:32] following the appeal complemented with the additional analysis provided by the [2:23:36] planning staff makes it very clear to make the demolition committee made the correct [2:23:42] decisions. If the establishment methodology is ignored and the decision substantial be very [2:23:46] clear economic factor is over turned than so two is the methodology established by the [2:23:52] new by law and review by the water. This november there will be consequences to a sustainable [2:23:58] environment and the future accessibility of our housing stocks the middle class family. [2:24:04] Thank you. >> Just make sure there anybody else like to speak just before I [2:24:13] let the Council Council Tremblay. You want to see anything at some point. [2:24:19] >> Outside of just started with the common made by counselor account. Thank you. [2:24:27] >> Just specify in the here. It's stated, it's the valuation report estimate of the potential [2:24:37] renovation costs we made in estimate of the potential renovation costs of this [2:24:43] building and that's what they get down estimated renovation costs for thousands. Thank you. [2:24:51] >> So have we came to the votes. I guess we've come to vote. Before we do so. I'm trying to [2:24:59] calculate the map here in the event of I could possibly vote and make a toy I think that [2:25:05] maybe the possibility also I can't predict how everybody's gonna vote. So I could just [2:25:11] austin and let it go. However, you know those who would like to preserve the. The decision of [2:25:21] the demolition committee with probably like me to do so if we're one vote down now the [2:25:27] political side of me would say just let it go and let the council decide the outcome, but [2:25:33] I I'm gonna speak to this and tell you my decision and how I feel on this issue anyhow. I had [2:25:39] a great not a great but it's very informative that I don't think there any issues. We've [2:25:45] kicked around as much as this particular issue and it was a very interesting discussion and [2:25:49] I thought the counselor on all sides were explain and fair and informed on this debate and we [2:25:57] had one of our better debates at the council on this issue and I think going forward, we're going [2:26:03] to be this decision will be this kind of which will be with on a on a better on a more qualified [2:26:11] following where will. Will. Will have better ground work to work with power of what's happening [2:26:17] Here is this family who is coming with the change in the law and demolition and it was [2:26:21] going one-way before the change you want another way after and that made it problematic for [2:26:27] them, which I think this is unfortunate, but part of the reality. I. AM not to vote for [2:26:39] this. I have to strongly vote for it because and I be going against the majority of the [2:26:45] council. I mean it. I think it's going to vote protect the vote going in one direction and I [2:26:49] don't want to do it would have to be very serious for me to overturn the majority of the [2:26:57] counselor and I think a lot of them are really presented themselves very well factual so [2:27:01] you know I'm in a spot here, but I will say that I'm there was discrepancy in numbers here and [2:27:09] the science. I'm not an expert but from my take on what's going on and all this debates. I'm not [2:27:15] convinced one way or the other on the numbers on whether it's beyond life for it needs to be [2:27:23] knocked down and it's not ready or it's not feasible renovate or save. I do agree with the [2:27:29] principle of the new law that we should not have perfectly sound who was getting good house is [2:27:37] getting knock down and going to landfill, which has I think the promise of the law and I think [2:27:41] it's a good time and I agree with it. I'm not sure, that's the case here some people are [2:27:45] you? It is. I'm not sure and I'm not an expert, but I'm not sure. That's the case here. I'm [2:27:51] learning and I don't have enough solide information. I must have come back with a lot of [2:27:55] information and work very hard to provide information to contradict our experts and I'm [2:28:03] not sure who is right are wrong. I'm not I'm maybe not good enough, I'm not enough to go one [2:28:09] way and the other on it but what I will say is that the family had a lot of has been been to be [2:28:15] change this way to the end of a long time. If I vote and make it a try it's gonna drive the [2:28:23] process out even further and it's gonna go through another elections and this family which [2:28:29] is waiting for a long time we'll have to wait and even longer time and you know the case is [2:28:37] being made at their expense and that par Disturbed me because I've been through a and with me [2:28:45] resolve this issue on the next one would be my conclusion on this if we have to take our by [2:28:53] law and this issue because I mean there are cracks and that is still, I think we don't we [2:28:59] don't deal with héritage adequately in our demolition below and there is a propensity [2:29:05] and clear history to knock down things to quickly. So whether this is the house to leave and [2:29:11] then I'm not sure. It is I mean there are two years and now that went through that were [2:29:17] potentially. Everything is this one is the tricky one Okay so in my opinion. I will just it's not [2:29:25] strong enough for me to make this family wait another year. If you are at their own expenses [2:29:31] on their time and we can try and tighten that blow up in the next administration. So that we don't [2:29:37] go through what we're just going through I think it is to the demolition committee. They [2:29:41] worked genuinely and superb with the information that they were given and provided and I don't [2:29:47] want to undermines the after. After I think that there were willingly doing something wrong [2:29:53] they were living up to the battle of that was presented to them and many ways so I just for [2:29:59] two for the reasons I've just elaborated and I don't think this is the project to leave it [2:30:05] down and I don't I think the family been through enough and I think I will postpone it to the [2:30:09] next one that would be my opinion and it's so all those in favour of the Demolition [2:30:16] committee decisions. All all of those of over turning those those opposed. Keys and I will [2:30:30] obtained from voting. Thank you.
