[0:41] Faithful to the commitment I made during my swearing-in, I will act with honesty, fairness, integrity, and for the well-being of all citizens through my mandates. [1:43] An election is an important time to talk about the challenges that we encounter, the challenges that we have as a community, and the future that we want for our city. [2:37] We'll start with Eric Stork, District 7, Mr. Portvin. [2:56] Mr. Parvin, District 8. [3:01] Cynthia Holman, District 5. Claudine Demers, District 1. [3:21] Mr. Ludovic Matthews, District 2. [3:25] Bruno Tremblay, District 6. [3:30] Andrew Subczynski, District 6. [3:37] We acknowledge their presence at this Council swearing-in ceremony. [3:47] So for those who don't know, we do have a Youth Council. [3:51] They were put in place in 2017, and the idea was to get the youth interested in the process of getting involved in becoming elected officials, getting involved in their community. [4:02] So this year during the swearing in ceremony, like I said, they played part of it and they were [4:09] Impressed with the whole ceremony, cause I was a beautiful ceremony to step [4:13] forward down the road. Thank you. Nous honorer. Merci. WE look forward to working together realized the vision. [4:24] WE all share for our community. Now we have a our thank you. This Prestigious recognition award by his peers knowledge is [5:02] exceptional contribution to the sport community beyond athletic performance. WE can gradually [5:08] on this award which shine a light on this on this year is dedicated to mentorship and its [5:13] community involvement. >> Effective. M'a redonné confiance en moi. [5:36] >> Another hot topic that came to my desk this week was we received a letter our petition [5:42] concerning the YMCA. I just like to clarify that the people are under the intention to YMCA [5:49] is closing, but everybody refers to the work hard center, which we now own the city of [5:55] Pointe-Claire. WE are in two thousand twenty when the YMCA was going through hard times [5:59] during Covid, and we bought it in order to protect the services in the community in [6:04] the area that has been a big part of the West Island, been big part of Montreal for years [6:10] people have worked their day and there they were all kinds of all kinds of stuff, and so I [6:15] just want to make it clear to you that you have heard on the radio on television that the [6:20] YMCA is changing the way they're gonna be doing things and they'll be reducing some of [6:25] their activity, but I want you to be reassured that the city of Pointe-Claire, WE have [6:30] already reached out because presently the YMCA runs space from us. Now, it's been for [6:36] years and when we took over the building two thousand twenty the agreement was that they [6:40] could run their programming and till they needed after the service. They wanted to do that [6:46] it's coming to the end, they are restructuring. But in the meantime we have already [6:51] reached out to the president people working there, we are trying to put them on our staff [6:56] and if not we have a alternative to be in the same programming our summer programs [7:00] programming in that building which will be coming up on the casual coming out towards the [7:06] end of november, right? So the purpose that that all discussion is that the YMCA [7:11] might be doing things differently that the facility are only there and will be [7:16] offering the service there as we have been for the last for years. Alright, thank you [7:22] understand that. J'avais dit juste en français aussi. Excusez. So for those who were [8:17] in the holidays spirit, They'll be the Christmas tree in coming through the tomorrow night. The [8:23] festivities was started at sixth thirty and go to take the clock. So it's a way of [8:28] thinking off the Christmas season, the other thing that will be happening is the number [8:35] twenty thirty the three down at the village of Pointe-Claire where the skating rink is the [8:43] corner and so. Si vous êtes If you are [9:04] available comes and have some fun to be all kinds of great activity, you down there. Thanks for coming tonight. [13:49] >> Thank you. I'd like to think the residence of districts for for placing there and by all [13:56] the volunteers to help me get elected as well as the other candidate who step forward as [14:01] well for contributing the democracy and that way. For the next for years, my love is gonna be to [14:20] work to achieve the priority that I ran on work with the other members of council and [14:26] city staff and representing all demographics in my district two very practical, not that I want [14:32] to make for people who might be watching this because I know there's a lot of ceremony in in [14:38] the future where we will applied people and that might look good that I'm not in my [14:43] life is paralyzed. So if you see me on the table rather than you can assume that I'm [14:47] clapping hardly work at the time. Another night is well, I'm not on social media, but I [14:53] do have a website that I will be updating regularly other things I've got it not this day [15:00] of all the holiday events that were that are in the district of Pointe-Claire. I'm going to [15:04] it systematically its Andrew district for that C.A. It's not swiderski because if I put that [15:09] in the website. I don't think of you would be able to find it so with that thank you very [15:14] much and. >> Thank you some. That with the little interruption in [15:20] between I want to tell you how excited I am first off from the support from all the citizens. [15:27] It was a great campaign. I think was one where I saw the most citizens ever involved and [15:33] informed and was really encouraging the people ask questions and they were out [15:38] there and I was really thinking encouraging for all of us and for the whole process. So thank [15:44] you. Congratulations, you guys for stepping up and I'm looking forward to working with this [15:50] amazing council with only known each other some of us not in each other longer. Some of us [15:55] were now, but a lot of energy and a lot of great ideas and I think that the next for years, [16:00] we've got a lot of challenges, but I think it's working together. It's gonna be a lot [16:04] of fun. We're going to make it fun and that we can bring you to the results that you're [16:09] looking for alright. Thank you very much now, we'll get on with the real stuff. Well, I'm [16:21] gonna be okay you gonna notice something that were you tonight when you first game in the room [16:27] when you got the agenda. You see that there's. Instructions for the question period. So [16:33] this is something it's been around for a long time and there's some change to do it [16:37] because the new law and made us changed the rules for the question period so tonight, [16:43] we're going to start a trial period and the first thing we want to do you know that there [16:47] is a lock up on the wall and we're going to give you three months to ask your questions [16:53] and it's just to try it. WE need to add on another meet the next month will go down the two [17:00] seems to be that in the past three months on the average people have the feeling three [17:05] months ago and the whole idea about this is to get as many people up to the meeting is [17:11] possible to be here and nobody has to see your number and then not be heard so please bear [17:16] with us and as we move forward the new rules. You understand them and they'll be implemented [17:24] if necessary after that to put this forward. It doesn't mean, it's written and stone the [17:32] whole motion the idea of putting the motion forward is so that we can start the [17:36] process the next month, we do the first adoption, but between and then you have time to [17:42] reflect on it and the question to get into it. You can bring back. There is another month [17:46] goes by and we can make change again. So we're open the change and the idea is just to start [17:52] off on a clean Slate and and start the process respectfully and hopefully we'll get to that [17:58] works really really well for everybody alright, so the agenda, Madame. [18:04] >> WE. 1.1 Adoption de l'ordre du jour. [22:59] >> The first name on the list can learn. >> Good evening and [23:10] congratulations to all of you for the election when. Simple question. Help me understand [23:17] why that Saint-Jean boulevard from the overpass and all the way to essentially. Twenty is [23:28] not even the loving car that is given to our streets. It's fine pâte. Hold all year a few of [23:36] them. Maybe we have been up here and there is a mess. It should be the main street. [23:42] >> I'm not going to disagree with this, sir. Right we do have a to do that one of the [23:51] biggest obstacles that is the provincial government is supposed to do the overpass at [23:56] saint. John's. The TransCanada over the forty, which is gonna do a lot of damage on both [24:01] sides of it. So we didn't want to invest and we do it and don't look up and down, but we [24:06] were it was brought to our attention some powerhouse and stuff on it right now that I [24:10] have to be addressed. It would be taking care about the plan is to believe in the to work on [24:16] that section of the saint. John's, the government starts the overpass and we'll be done. [24:22] >> WE can't be the whole that we have now that's all and. >> I will talked about the [24:26] council and I'll be looking at that tomorrow. >> Thank you. [24:30] >> Thank you very much for your. >> Monsieur Philippe Paris. >> Good evening. Madame [24:48] Philippe. So first saint John and the source Overpass bridge at the pedestrian. WE all know [24:55] it is incredibly dangerous to cross by foot and with the rams coming next year. These [25:00] crossings will be happening much more frequent so my question is for council. What [25:06] is the council planning on doing for these very problematique overpass at last [25:13] at the same time knowing fully well that we still need to wait for Arthur Kirkland d'idiot or [25:20] Dorval to get on board before we are allowed to get Bixi ones one of the municipal neighbours. [25:27] WE have finally get on board can discounts. So please get Bixi into our city. Thank you. [25:36] >> About the overpass. This again to agree neither one and those overpass Sources. Or. [25:44] Bikers walkers. They're not secure and there's no way to make them secure if you were to [25:51] put it the biggest danger on those when it takes to go going East West on the track and the [25:58] right. And if you make it. In the traffic will be back up for ever. The ideal situation is to [26:06] build a pedestrian overpass over the sixth lines, the highway sixth lines of service [26:12] roads and make it completely secure. There was the plan, there was the money put it [26:18] forward by the federal government to do that the realize that project and in two [26:22] thousand thousand nineteen, I think that was the million dollars and the government was [26:29] going in the past few years. They are looking at it. There is now that has to be acquired [26:35] and the cost of construction is going up. And now the project is. Actually no way to work and [26:42] after for that, but this is always turning and thinking and I got all kinds of great ideas [26:49] and ways to maybe we could find another ways of getting it done. So I've been here for for days [26:55] are one week the council, so I think and the near future, we'll start brainstorming and [26:59] saying that the because it's really at the end of the day. Why is it Just the problem [27:05] everybody else going to benefit from the REM CALACS Fairview. >> Yellow. [27:11] >> Way that we can come up with projects in order to realize that, but it is a problem and [27:17] if we can get across the highway safely, nobody's gonna use the rhythm and that we're [27:23] all aware of that, but we have to find the solution, but that takes communication in this [27:27] with the partner. So we'll get on that. Thank you. Thank you. Yes, we can do something. WE [27:37] have to look at Obviously, there's the cost do it. I believe again. I give us some [27:42] time. You will not get. We'll get your answer and if you don't want you back shortly [27:49] next month and the new pride. WE will be, we will be answering the question that [27:55] don't get the night at the beginning of the next meeting. So everybody were here to thank [28:01] you very much to. >> Have the last night. >> Thank you. [28:05] >> Car. >> Looking forward to working with you on past and when I'm. [28:25] See what we can do with that all here and welcome back. >> In update. Just before the [28:36] meeting. The truc turning the last call it is going towards the highway and the large [28:45] trucks when they turn the corner there back real thing to go up on the sidewalk where are [28:50] pedestrians could be standing. So the good news is. Published security with presenting the [28:56] corrections to the council and the next caucus meeting and I'll be everything goes well, [29:02] I'll be adopted and the december meeting and there will be done right after the [29:08] changing from what I've been told of a down the parking and no parking. The other side is [29:14] still there were those townhouse built up and they're going to reduce some some of [29:22] the land of the truck's more room to turn. But I'll give you all the details when the next [29:27] week, but yes, it's been locked out and there should be. At the next public meeting. [29:40] >> Jennifer Ray. >> Everybody for your building. Well done. It's Jennifer Roy. [29:56] I'm in district five for you. My first one is I know that there's a lot of talk online [30:04] about change people would like to see in the terracotta area. I would like to get some [30:12] assurances from the city council that there is gonna be the proper environmental. Study [30:19] than before the. Big challenge that go through. >> And so. The same you write [30:30] about flooding and and the issues related to it is made in the reality. We've already down [30:37] with the department that are looking into it was very very very. Order to come up with [30:47] solutions and ideas. As far as the environmental impact obviously has to be locked that [30:53] there proposing or what they are looking at I don't think I would have any real [30:58] environmental Impact négatif. I would be hopefully positive to help the situation, but all [31:03] that being said I have. Asked the management to make it not have another meeting to address [31:11] the public where we're at right now. I think there's a lot of job identifying areas problèmes, [31:21] solutions and I need to let the public know that and it's not just by Facebook posts. I think [31:26] that it will be a public meeting and you'll be updated and I'll be some great stuff. [31:32] It's coming out that enough to give us some security and get rid of that were leaving right [31:40] now. Work in progress. Think they have come a long way and that. In person. [31:49] >> In person. Would be there was the letter of the city and July from the resistance and [31:56] idlewood, and I would like to know the status of that letter given that we have the first [32:01] day. Response. We've come to several council meetings, we've been told that we can't be [32:07] responded to in a public setting and so I would just like some kind of idea when we [32:13] will be getting response for our better. >> Was going. I don't know that [32:20] but. Avez vous une response? C'est quoi le processus ou. >> Mrs Verdon is really that [32:29] down to answer the next meeting? But I am under the impression that? WE answered not myself, [32:39] but the city and already instead of this letter. >> OK, perfect. Thank you. [32:45] >> Thank you very much. >> Next person Eric Schultz. Président. [32:52] >> Paul. >> So I have a question about the RPM. I took the arms for [33:03] the first time today was great something I did not there's no shelter on northbound. I don't [33:11] know if that's something Pointe-Claire like I get it in the corner of chanteclerc. If [33:17] you got up to mount the dock. I'm talking about the bus. To take the bus. [33:24] >> OK ok. >> Ok sorry. So there's something in the city can Do [33:30] you work with the STM? So to get us to get there for the residence, the residence, you [33:39] are having the room. >> Those the who are they won't have been implemented lightly [33:49] or the old ones. >> The station and I'm open up okay gonna be going up right, [34:01] whether it's called the two nine or whatever. >> So you know what this is a [34:06] great question look into it and we can make the request. I think we have a bigger plan. [34:10] They started implementing if you probably all around town all these new. Areas where [34:14] there would be best of the bay probably slow it down now because of the West Island has [34:19] been delayed. So what? There's no reason why we can't get to the end of the day and that [34:24] they can do whatever we'll get well look into it with this. >> When it comes to. Also about [34:35] the station up at him. If you look so it takes a job to the east and there's pedestrian [34:44] walk that go up almost all the way, but the kind of stops industrial sector is there [34:52] somewhere behind voyageur park that there is the. Past is the past is gonna stop it there [34:58] somewhere. Through time. So that pedestrian in cycliste or trottinette scooters, people [35:08] can get all the way up to the RPM without having to jog all the way out the source. [35:18] >> We'll get back to you. I said the person. And update at the public meeting. WE have [35:28] your information that we can get in touch with you. So we'll get back to you. [35:35] >> Thank you very much. >> Thank you very much, Derek. >> Good evening. Kudos on your [35:53] victory if you. My question has to do with the you have an idea coming up in the agenda about [36:05] the hundred thousand for some rock south you few days ago which thank you for acknowledge [36:12] in. >> The today. >> I didn't get. [36:16] >> Non? OK. >> Alright, let's go summary, Cause everyone else at what I [36:29] was asking is there, there can be in alternative, you are used in the rock, so that I know [36:35] it's where you are going to improve expenditure tonight understand correctly and how [36:43] much about alternative or hochschule. WE know the corrosion of concrete asphalt [36:50] and our cars, and. >> It's all that you back. Today is all in that it's a big [36:56] big paragraph, but hold on made by. It's all the details of the answer. Madame, avez vous la [37:03] réponse? OK, give it is my stuff on the other side. Yeah. Well, it is something so just [37:13] what is looking for so over the years. It's something we have always looked at how can we do [37:19] it reduce us of salt and clear it becomes good that we don't salt all the streets everywhere. [37:26] WE celtes, I'm only where they need it. So it's all for the consumption and the amount of [37:31] it sounds like a lot of money, but doesn't be anymore. I believe it or not so there were [37:36] using is a very special, so that's it, especially to reduce the environmental impact. The [37:42] study have been done using sand and there's a lot more damage to the infrastructure, because [37:48] it doesn't break down at all those systems down the road. I'll give you a very. [37:57] >> Walls. Fast and my phone. I get the technical at the city of Pointe-Claire. What we use [38:05] is called the world salt for the eyes in the the road. WE need to buy with the salt or [38:13] the road before the one that we shoes doesn't is red by the bijoux, because we buy it, you [38:20] know with a thunder in Montreal. So we have better price. WE can you know who some other [38:30] alternatives that the sold, but we have to provide with the the the road and when we do that we [38:37] need specific conditions for the weather. So most of the time, you know in Montreal, [38:41] because we have a lot of ice storm is not that we didn't find any efficiency to use that [38:48] méthodes. So we need to have, puis pris with salt and when we had the the bijoux on the salt. [38:56] It's no, he doesn't have the environmental value that was that we will have we know it [39:03] only with the bijoux. So this is one of the reason and also you know the smile. WE have a [39:08] lot of complain with the smile with the beat. So, unfortunately. [39:15] >> Alright. That. Looking. What can I tell you? >> The last person on the list [39:27] is Mario Leclerc Bizzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzz.
