[34:15] Comme l'a dit Monsieur le Maire, d'entrée de jeu, le règlement entre maintenant et [34:21] l'adoption du règlement comme tel, qui se fera à la séance régulière [34:26] du mois de septembre. [34:27] Des changements peuvent survenir en cours de route entre maintenant [34:31] et le mois de septembre. [34:32] Alors, les points saillants, les faits importants de ce règlement là, [34:36] je vous les donne en rafale. [34:42] Alors, vous avez une augmentation importante de l'enveloppe financière. [34:45] Ce qu'il faut comprendre, c'est qu'un règlement en 2024 avait été adopté, pour [34:49] ceux qui s'en souviennent, prévoyant un programme d'aide [34:52] financière pour le Moulin. [34:53] Ce programme là était un programme que la Ville avait créé de toutes pièces. [35:00] Maintenant, ce règlement là est abrogé par l'adoption d'un nouveau règlement. [35:04] Donc, ce sera fait en septembre. [35:06] Et ce nouveau règlement là vient inclure l'aide financière qui avait déjà été [35:09] prévue dans le premier règlement, qui était de 967 761 $. [35:15] Alors, avec le nouveau règlement qu'on dépose ce soir, que le conseil dépose ce [35:19] soir, on vient augmenter de façon très importante l'enveloppe financière [35:24] pour la monter à 1 607 761 $. [35:30] Donc, c'est l'aide totale maximum qui est disponible dans le programme municipal. [35:37] Donc, c'est cette augmentation de près de 66 % de [35:41] l'enveloppe qui était prévue au départ. [35:44] Le nouveau règlement que vous avez entre les mains introduit des exigences du [35:49] Programme d'entente du patrimoine. [35:50] Alors, si la ville a été capable d'augmenter l'aide financière de 66 %, [35:55] c'est grâce à une aide financière qui provient du ministère de la Culture du [35:58] Québec et plus précisément le Programme d'entente [36:02] en patrimoine, le programme PEPS. [36:04] Alors, grâce au programme PEPS, on a pu augmenter l'aide financière qu'on va [36:09] offrir au patrimoine de Pointe-Claire. [36:11] Et des exigences de ce programme là doivent être obligatoirement et [36:16] légalement inclues dans le règlement. [36:18] Le règlement que vous avez en dépôt ce soir renferme l'ensemble des conditions [36:26] exigées par le ministère de la Culture. [36:30] Le programme a davantage encadré, donc administrativement, par la [36:36] législation provinciale. [36:39] Le nouveau règlement élargit également la liste des travaux admissibles et [36:45] clarifie de façon importante les travaux qui sont admissibles en vue [36:51] d'obtenir l'aide financière. [36:53] Ensuite, ce règlement simplifie de façon aussi importante la [37:00] gouvernance du programme d'aide financière. [37:03] Donc, ça vient faciliter les échanges entre la Ville et [37:08] le propriétaire du bien patrimonial qui sera en qui bénéficiera en [37:15] fait, de l'aide financière. [37:18] Et, dans l'ancien règlement, qui est un programme de la ville, il [37:24] y avait des exigences municipales qui sont totalement disparues pour ce règlement ci. [37:31] Donc, ça vient alléger et supprimer des contraintes qui étaient [37:37] exigées au propriétaire du bien, l'archidiocèse ou son mandataire. [37:43] Donc on vient simplifier de beaucoup le travail du partenaire avec qui on va [37:48] travailler et les critères d'admissibilité qui ont été évidemment modifiés pour les [37:55] bénéficiaires de l'aide de l'aide financière. [37:58] Donc, En conclusion, le règlement non seulement offre une plus [38:03] grande, une plus grande disponibilité financière, mais simplifie aussi les [38:09] démarches, la reddition de comptes qu'on doit faire. [38:12] Évidemment, le gouvernement ne donne pas des sous à une municipalité sans [38:15] demander une reddition de comptes. [38:17] Une reddition de comptes sera fait une fois par année pendant trois ans, avec une [38:20] reddition de comptes finale qui sera fait par la ville, avec, évidemment, l'aide [38:26] du propriétaire du bien patrimonial.
