[1:03] Bonsoir à toutes et à tous. Good evening, everyone. [1:05] Thank you for being out here tonight. [1:07] There's much for all Canadians playing at 7: 00, so we'll try to make a fast, right? [1:11] There you go. [1:14] Ok. [1:15] First of all, I'd like to talk about his journey to les ainés. [1:19] So seniors play a central role in our community. [1:23] Their experiences in dedication, contribution to social and community life, [1:26] Point Claire, are invaluable. [1:28] So for everybody who knows what Point Claire does, and how we [1:32] respect them, it's a great program. [1:34] I give all our credit to our services for what they do, and [1:38] what the seniors do for us. [1:41] So merci à toutes. [2:16] Offert in a partnership avec ECO Habitation, this service is designed [2:20] to help you better understand your property's vulnerability to water [2:24] infiltration, sewer backup and flooding, and to identify the measures [2:28] best suited for your situation. [2:44] The cost of the support is covered by the city and deducted from the maximum [2:45] financial assistance of 5,000 dollars available under the program. [2:45] So, the people that have been following the PointClair financial aid program for [2:49] flooding, this is the next step of this company, EcoHopital, who will come in, [2:55] or they'll go online with you, and they'll evaluate your property [2:58] to make it more water résistant. [3:00] If you qualify for the program, obviously, there's a questionnaire to fill out. [3:05] It's all online. [3:06] If you do qualify for the service, the city will front the money to pay for [3:11] that service, and it will be deductible from your eligibility because the total [3:14] amount you're allowed per household if you qualify as $5,000. [3:18] And once you do have that plan, you don't have to initiate all the work, [3:24] but what it might do is give you a roadmap for the future, because some of the work [3:28] might be, you just can't afford to do it, or it's just unfeasible [3:30] to do it right away. [3:31] So at least give you a roadmap and help you out to take maybe baby steps to get to [3:35] the point where your house would be less vulnerable. [3:38] All right? So take advantage of it, look into it. [3:40] If you need any help, you're calling the City Hall and asking [3:44] for [3:51] Je voudrais en largement vous rappeler que [3:55] notre nouvel espoir citoyen est maintenant disponible en ligne. [4:25] So what they're saying will be, we'll have a mobile app on your phone. [4:29] This new service will replace the code red. [4:34] Is that right? [4:36] Yeah, that's one of the options. It's one of the options. [4:38] It's part of making everything much more accessible, easy to get to. [4:42] And like I said, you'll be able to pick and choose. [4:44] If you want I'm going to give you a reminder, it's Garbage Day, [4:46] we'll tell you on your phone. [4:47] If you want to know events and program, and we'll tell you all the stuff that you [4:51] decide that you want to be alerted on. So it's new. [4:55] We're getting up and running, so we'll just have to get used to it, right? [4:59] That's correct. [5:00] Some of the applications will be inputed as we go through the next month. [5:04] There you go. Thank you. [5:10] Ok, so... [5:15] We started doing our café récente, our meet and greets in every district with [5:19] the councillor and the mayor of the district. [5:21] We started last week on Saturday in Valois, District 3. [5:25] We had approximately 40 citizens. [5:27] It was very cordial. [5:30] Great conversation, great stuff that came out of it. [5:34] We explained where we had gotten to in the last year, because we had done one in the [5:38] spring, and some ideas came up, which we were able to implement, [5:42] and some new ideas came to table, and we actually learned some more stuff [5:45] about some flooding issues and different things happening in the area, [5:48] so it was very well received. [5:50] On Sunday, we did it in North Buena Unita, so District 7 and District 8. [5:55] Again, I think I heard there was a number between steady 40 people, [6:00] but it range between 40 to 80 at the max. [6:03] And again, some stuff came to the table. [6:06] People were complaining about speeding, people were complaining about flooding. [6:10] People were kinds de different topics, great conversations. [6:13] They're all good conversations. [6:14] We learned from it, and it helps us to plan and be able to get things done. [6:19] And it was fun for some reason. [6:20] I keep saying, but we're in those atmospheres, we're in those environments. [6:24] Everything is cordial and respectful. [6:26] And then we come here, and we come to the mic, [6:28] and we go a little different C'est vraiment un plaisir de faire [6:31] ce genre de rencontres. [6:44] Nous avons Numbers, we got email addresses. [6:47] I have an open-door policy. [6:49] Come to the office, if I'm available, you can talk to me. [6:51] If you're not, make an appointment. [6:52] So we're trying to be as accessible as we can for you. [7:04] From octobre 21st to 24th, the Point Claire Public Library, [7:08] we represent the library getaway Festival, which this year, we'll celebrate Grèce. [7:26] Et then I'm going to go to the councillors, [7:30] if you'd like to have something to say. [7:32] We'll start with Eric Start. [7:36] Bonsoir Éric, good evening. [7:38] No, not much to say, but thank everybody who showed up at the town hall. [7:42] It was energetic. [7:43] There was a lot of people, a lot of [7:44] good questions Bonjour tout le monde. Merci. [9:59] . . [10:05] Merci Monsieur le Maire. [10:07] Good evening to everyone. Bonsoir. [10:46] So I would like to just thank those of you because a number of people have called [10:51] who've reported dangerous street crossings by pedestrians at the Fairview Rem station [10:55] at Fairview Avenue. [10:57] We're aware and we're following up with the appropriate security [11:00] and transportation services. [11:02] So when crossing at Fairview, please do so at the intersection [11:06] and obey the traffic signals. [11:09] Also, a quick reminder for my series of townhalls. [11:12] I have two, actually. [11:14] One planned at Hermitage and one for Seniory sectors. [11:18] So, Saturday, October 17th, from 1:00 to 3: 00, at the Embassy, [11:22] Embassy Suite for the Seniory sector of my district. [11:27] And then, Sunday, October 18th, 10:00 AM Un petit rappel, les rencontres citoyens [11:37] dans mon coin, dans le District 6, sont prévues [11:39] au mois d'octobre dans les secteurs d'Ermitage et de Seigneurie, [11:42] le samedi 17 octobre de 13h00 à 15h00, à l'Embassy Sweets, pour les habitants du [11:49] secteur de Seigneurie, et le dimanche 18 octobre, [11:53] de 10h00 le matin à midi, au Centre sportif Oliver Court pour [11:57] les citoyens du secteur hermitage. C'est tout. [12:00] Merci Monsieur le Maire. Merci Monsieur Wuzinski. [12:04] Merci Monsieur le Maire. [12:06] Nothing really much to add, as Councilor Trombley mentioned. [12:11] My town hall meeting is October 17th, Saturday, from 1:00 to 03:00 PM, [12:16] at the Embassy's Sweets, and it's shared between my district and [12:20] Councilor Trombley's, for the singery portion, Southern of the 40. [12:24] Thank you. Great, thank you. [12:26] Just a little note to tell everybody. [12:30] Rem. [12:30] It was announced yesterday in the newspaper that Cadillac Fairview has added [12:34] on an additional 3-500 spots at Fairview. [12:38] They're not located exactly where the existing one is. [12:42] They put them in other places in the parking lot. [12:44] There was a map I saw in the Gazette, I believe, this morning. [12:47] So they got 200 in one corner, 200 somewhere else. [12:50] But anyway, if you get there and you see the initial parking lot full, there is [12:54] other options at Fairview right now. [12:57] Thank you. Ok, on va aller au agenda. [13:00] Merci. [13:02] 1.1 adoption of the agenda. 3. [13:04] 1: approve the minutes of the special meeting. [13:09] Oh, on va approuver the agenda first. [13:10] Can we have a move on seconder for 1. 1? [13:13] Closet de Metz, District 1. [13:15] Mike Podvin, District numéro 8. All in favor? [13:19] Merci. Thank you. [13:20] So sorry. 3. [13:20] 1: approve the minutes of the special meeting and of the regular meeting [13:23] held on September 8th, 2026. [13:26] Can we have a move on seconder, please? [13:28] Closet de Metz, District 1. [13:30] Mike Pod 20, District 8. All in favor? [13:34] Merci. [14:37] Ok, guys, you understand that? [14:38] Because there's a lot of people here for one... [14:40] All right. Ok, go ahead. [14:43] Première personne, Robert Hall. [14:51] Good evening. . [15:00] Good evening, Mr. Mayor and members of council. [15:04] My name is Robert Hall. [15:06] I'm a resident of District 8, Alnida. [15:09] I'm here today regarding the proposed fireplace by law that's [15:13] on the agenda as item 5. [15:15] 2. [15:16] I previously shared my view, my viewpoints with Councilor [15:20] Pradvin, and I thank him for his input. [15:25] I support the city's efforts to improve air quality and protect public health. [15:30] My comments are not intended to oppose these goals, rather. [15:34] I'm asking Council to consider the impact on homeowners, [15:38] such as myself, who have purchased homes containing fireplaces that complied with [15:43] all regulations in effect à ce moment-là. [16:15] . [16:16] Ok. [16:22] Thank you. [16:26] So once again, my home was built in 1995. [16:32] I have a three-sided wood, three-window pane [16:37] fireplace that sticks out and divides my living room and my dining room. [16:42] This is the architectural focal point of the home. [16:42] It's not an appliance that can simply be unplug or removed without consequence. [16:42] . Ok. [16:42] Thank you. [16:42] So once again, my My home was built in 1995. [16:43] I have a three-sided wood, three-window pane fireplace that sticks [16:43] out and divides my living room and my dining room. [16:43] This is the architectural focal point of the home. [16:46] It's not an appliance that can simply be unplug and removed without consequence. [16:50] It's a permanent feature that contributes to the character, the enjoyment, [16:54] and the value of the property. [16:57] To understand the practical implications of your proposed bylaw, [17:00] which I have not read. [17:01] I understand it's only being deposited tonight, so I don't know what's in it. [17:05] But fearing the worst, I went to get a quote. [17:10] On Hymes Boulevard, I went to this company to say, If I have to replace If I were to [17:15] replace my fireplace because it doesn't conform to the most recent standards, [17:18] what's it going to cost me? [17:21] The recent standards, that's probably going to be in the bylaw, [17:25] says that wood fireplaces cannot emit more than 2. [17:29] 5... [17:30] Cannot emit a fine particle matter emissions greater than [17:34] 2.5 grammes per hour. [17:35] That's a general standard. [17:40] I got a quote to how much it's going to cost me to either replace my Vesting [17:45] wood fireplace with wood or natural gas. [17:49] 27,74,31. [17:54] The unit alone is 16,323. [18:02] I will stick around afterwards and I will show it to you. [18:04] I do not want to spend that money. [18:07] What are the remaining costs? [18:09] Demolition, structural modifications, venting, and installation. [18:15] This does not include, after this company leaves, [18:20] it does not include the cost to repair my walls, replaster, repaint, [18:24] replace the tile, and any finishes that I have around the fireplace. [18:28] The actual cost will be I was advised that from this gentleman [18:35] here, and I have to trust him, I was advised that existing fireplaces [18:39] cannot simply be retrofitted to comply with modern standards. [18:43] That's what I said when I went to him, How much is it going to cost to retrofit? [18:47] I thought maybe they can insert something. [18:49] He says, No way. [18:51] Now we have emission control and combustion technologies, [18:54] and they're built into the fireplace. [18:56] You have to remove what you have, and you have to install a new unit. [19:01] I think this is a question of fairness. [19:04] My fireplace was installed legally. [19:08] Many residents purchased their homes because of that fireplace feature. [19:13] It seems unfair to impose Renovation costs of tens of thousands of dollars on [19:18] homeowners, decades after they purchased their home, in compliance with all [19:22] norms that were there at that time. [19:25] I hope that your proposed bylaw is not too draconian. [19:30] If it is, I respectfully ask council to consider grandfather fathering existing [19:35] fireplaces and apply this to the new homes that are being built. [19:40] Also, I encourage you to look at alternatives. [19:43] I understand some people have an issue with the fireplace smoke. [19:47] It's particularly, I believe, bothers them when we have low cloud cover [19:51] and the smoke cannot escape very high up. [19:55] Why not consider when we have these smog events or air quality advisors Maurice, [20:00] why not consider something similar to what you do with the snowstorms? [20:04] When it snows, I go on your website at 05:00 PM. [20:06] Can I park on the road, yes or non? [20:07] Excuse me, Mr. Hall? Yes. [20:08] We have a three-minute timer. [20:11] We've excédé your time because we messed up a little bit at the beginning, [20:14] but can you get your question, please? Fair enough. [20:16] Thank you. [20:16] Perhaps you can consider going on the website and advising us at [20:21] 05:00 PM, whether or not we could have a fire that night. [20:25] En closing, I support clean air, I support environmental measures. [20:30] However, I respectfully ask council to consider the impact on residents who [20:34] have loffully purchased their homes with their fireplaces. [20:38] I have two questions I would like to ask. [20:42] Mr. Mayor, if the city adopte un bilan qui, substantiellement, [20:46] restricte ou, effectivement, éliminait le use of existing wood burning fireplaces. [20:51] Would the city consider any form of financial compensation assistance, [20:55] tax credit, for homeowners such as myself, who are going to be [20:59] facing significant costs? [21:01] As I mentioned, mine is going to cost more than 27,000, depending [21:04] what's in your bylaw. [21:05] So I hope that you consider that similar to what you did with the 5,000 [21:08] dollars worth of flooding. [21:10] I don't want- So, again, that's a council decision. [21:12] And I'll let you come with your second question. [21:15] I'll give you a little- And my second question, and I'm not a lawyer, [21:17] but if I was a lawyer, I probably wouldn't ask this question, [21:20] because l'awyers don't ask questions when they don't know the answer. [21:22] But I think it could be insightful, nonetheless. [21:26] Mr. Mayor, by a show of hands, can I ask, how many members of council including [21:30] yourself, presently have a wood burning fireplace in their home? [21:34] Well, I'll answer that one for myself. [21:36] I got four fireplaces at home. [21:38] So I got every type of fireplace you can get. [21:40] But my wood burning one, I don't burn any. [21:41] I got two noirs de wood, I don't use them anymore. [21:43] Just because my daughter says, No good burn [22:15] on your residents. So I stopped 10 years ago using it. [22:16] I believe I saw around three or four hands go up. [22:17] Am I permitted to ask the audience? [22:17] No, I think your question will be taken serious. [22:19] I think the mic, Eric, is touching the podium and is making... [22:25] It's echoing. [22:29] So that's all I have to say. [22:35] Okay, so the bylaw is being put forward tonight. [22:39] At the end of the night, the bylaw will be available for you to read. [22:43] And the city, right Now, normally, we give 30 days for citizens to read it, [22:47] come back with questions. We're going to give a minimum of 60 days. [22:52] So in the month of December, we'll be looking at adopting it. [22:55] And if there's too much controversy or too many questions we can't answer, [22:58] we can prolong it. [23:00] But everybody will have the time to read it. [23:02] What you're going to see tonight, I'm going to thank Eric Stork and [23:08] Councilor Trombley for working on it. [23:10] I think, in general, it's a very, very fair buy-up. [23:44] Je pense que We're always room for improvement. [23:44] But also, please don't forget that we are one of the first municipalities going back [23:44] many years ago to implement a wood burning bylaw, but we're also one of the last [23:44] ones to maybe update it to new standards. So We've been taking our time. [23:45] It's been brought up... [23:45] My first mandate 17, it was on the table then. [23:45] It's got stalled until now, but we have to react. [23:45] If it's not going to be us, it will be another level [23:45] government that will eventually. [23:45] I think everybody's listening, and we're trying to be as fair as [23:46] possible, and we understand the inconvenience, but the [23:50] environment has become a big issue. [23:51] We have to protect it, and we all have to work together to do that. [23:54] Ok, thank you. Thank you. [23:56] Thank you. Melissa Hogan? [24:00] Bonjour. [24:03] Bonjour. Mon nom est Mélissa Hogan. [24:06] Je suis une résidente au 7ème. [24:07] Je suis ici ce soir pour vous présenter l'Académie des Pristillés-Décarté, [24:11] située à 477 F Delmar. [24:13] Je sais que le vote est to remove the property from the development freeze is [24:17] not on tonight's agenda, so I will keep this brief and cordial. [24:21] Three minutes? [24:23] As I mentioned at last month's meeting, we are not anti-développement, [24:29] but we believe development should not occur at the expense of essential [24:33] infrastructure like child care, and we're determined to find a suitable [24:36] solution that keeps l'Académie des Précieurs de mai in our community. [24:40] Ms. Dunn and I have a meeting with Mr. Velvedire and Mr. Potme this Thursday, [24:44] and the families of the daycare are looking forward to an [24:47] update after that meeting. [24:49] I would like to thank the councillors who've reached out to Ms. Dunn since last [24:52] month's meeting to learn more about the daycare. [24:54] If you still do not see the immense value that this daycare provides and why [25:00] impérative to our community, I encourage you to visit the daycare. [25:04] Or better yet, go watch a swim and gym class at Point Claire Arena, [25:07] Tuesdays from 10:30 to 11: 30, or a skating lesson at [25:11] Bob Burnet Arena on Fridays at 10: 00. Thank you. [25:15] Thank you very much. [25:16] And like you mentioned, we are having a meeting on Thursday. [25:19] The owner of the building will be there, too. [25:21] And nobody wants the daycare to go. [25:25] It's a part of the community. [25:27] You might have to change location because the gentleman who owns the building has [25:30] a right to sell his building, right? [25:31] So that's where we're up again. [25:32] We're all trying to find solutions, and everybody's helping. [25:36] I'm very happy to hear that the owner de the building has been out looking à other [25:41] locations presently, which is a good thing, too, [25:43] because we have to be open, and we have to put all the eggs in [25:47] our basket, and we have to try to find the best solution, whatever the [25:50] outcome is going to be, right? So we'll have a great conversation. [25:53] I'm looking forward to our Thursday. [25:54] If I may just add one thing to what you just said. [25:56] We completely understand that relocation may need happen. [26:00] We just feel it is imperative that there is no lapse of child care between [26:08] the demolition and finding a new location. Everybody understands that. [26:10] Everybody at this council understands that. [26:12] That's why we're taking our time. [26:13] I mean, the process, the person who bought the building or has an offer on [26:17] the building is willing to work. [26:20] It's going in the right direction, and nobody wants to see it closed. [26:24] They want to see it relocated. [26:26] We need in the area. [26:28] We need it to service here. So there you go. [26:29] Perfect. Thank you very much. [26:30] Thank you. [26:32] Helen Lamont. [26:36] Good evening, Mr. Mayor and councillors. [26:41] I'm here because I seem to be having problèmes getting information [26:45] from the engineering department. [26:47] I understand in august, the engineering department came on Pendena Street. [26:54] There was a problem with one of my neighbours, something on her property. [26:59] With that, they discovered, they put a dye to go through all the pipelines, [27:04] the stormwater, and it didn't flow properly, [27:07] it didn't even go to the other end. [27:09] So it appears to be a blockage. [27:12] All we know is, okay, they're looking into it, they went to legal. [27:18] But I asked, when should we expect? No answer. [27:21] If there's digging to be done, winter is just around the corner. [27:29] I want to save my property. [27:30] I've been there for 25 years. [27:32] I think as a taxpayer, I'm allowed to have regular updates and [27:38] have some answers when I ask questions. Oh, absolutely. [27:41] So thank you for bringing your question here tonight. [27:43] I'm Gérard, le directeur général. [27:46] I can tell you that he will ask the questions tomorrow, [27:49] and we'll get back to you. [27:52] That's all I can say to you right now, but we've got your contact information. [27:55] If we don't, we'll give it. Yes, you do. [27:57] We can get it. [27:58] I think we have it on the question sheet, but yes, we will get back to you, [28:02] and we'll do a follow-up for you, for sûr. [28:04] Should I expect something within a week? [28:07] I hope that you'll have something within the next couple of days. [28:09] You'll have a phone call back within a couple of days. [28:11] They might have to do some work, or some research, or whatever, [28:13] but somebody will call you back within a couple of days. [28:16] They tell you they're on top of it. [28:17] I mean, these things, you have to understand that all these [28:21] sewers issues and pipe issues, we're overwhelmed right now, too. [28:25] I'm not taking slides here, but the city is working so hard with all [28:29] the flood that we've had, and we got to request throughout the system. [28:34] We're short of employees, but we will get back to you in [28:38] the next couple of days with a timeline of what's happening. [28:41] Yeah, I totally understand. [28:42] There's a lot of demands right now, but people-You deserve a call back. [28:47] Yeah, I think good customer service is to keep people up to date. [28:51] We'll take care of it. Thank you. [28:51] Thank you. [28:53] I'm so yet to come here for that simple question. [28:55] Thank you. [29:00] Gary Carr. [29:06] Good evening, Mr. Mayor and Council. [29:15] We have two very quick questions. [29:18] One would be, did anybody have a chance to take a look at the company PurePay? [29:23] And two, on the corner, Silview and Hymes, we have two yellow posts, [29:28] are they going to stay up through the winter or will they come down [29:31] because of snow clearing? [29:33] That's a great question. [29:35] They're probably coming down because of the winter. [29:36] I think they'd have to come down in order to clear the snow. [29:40] And your first question, and I did not look at that yet. [29:55] Georges Bolovan. [31:39] Huit semaines, quatre semaines, cinq semaines. [31:42] On va ranger le problème bientôt. Merci. [34:13] Ok, merci. Merci beaucoup pour tes questions. [34:18] Ryan Simonic. [34:43] Hi, thank you for taking the time this evening. [34:45] My name is Ryan Simnik. [34:46] I'm the Director of the West Island Tenants' Action Committee, [34:49] a nonprofit community organization that works to defend the rights of tenants [34:53] in Point Claire and in the West Island. [34:55] You may know us by our French acronym, Coulodie. [34:58] Here today, on behalf of Point Claire Renters, to [35:00] clarifications on bylaw PC 2715, otherwise known as Règlement sur la [35:05] Célébrité des Logements, the bylaw that is supposed to dictate [35:09] minimum sanitaire conditions sanitaires de la maison et de la rentabilité, [35:11] touchant à des sujets comme le refroidissement, le réglage, [35:13] le refroidissement, le refroidissement, le refroidissement, le refroidissement, [35:14] le réglage, le réglage, le réglage. [35:15] Bailat PC 2715 was passed on December 19, 2005, and was amended in 2012, [35:21] removing several crucial pieces of the bylaw concerning maintenance. [35:25] However, the most important piece of this is that PC 2715, doesn't appear anywhere [35:29] on the city's ni sur le site, ni sur le site, ni sur le site. [35:31] Un membre de notre organisation, Mario Leclerc, who's here tonight, [35:35] who's a resident of Point Claire, confirmed this with the city clerk, [35:39] that this bylaw is in effect through an access to information request. [35:43] Mr. Mayor, we met avec vous, about this issue, back in February, [35:46] to speak about the need for PointClair having a sanitation bylaw to [35:50] protect tenants in PointClair. [35:51] At that time, no one in the administration, seemed [35:54] to know about the existence of PC 2715. [35:56] No was any follow-up nous a donné, malgré nos répétitions, [36:00] I'm going to us, despite our repeated attempts to email and [36:00] provide you and the city with documentation, giving concrete solutions [36:03] in the form of examples of how other cities, like DDO, handle this issue. [36:08] In the last few years, we've had a tenant living at 30 [36:10] Lakeshore in District 2, Carole Norman. [36:13] Call us upwards of 10 times about water in the shower that was so rust-colored that [36:16] she was forced to shower in an adjacent apartment for three months. [36:20] These are the pictures of the rust-colored water. [36:24] Chapter 6, section 1.31 of your own bylaw that is in place, states that [36:29] this isn't up to Claire's norms. [36:31] The tenant in question, Carole, in this case, [36:34] was told in no uncertain terms by the City Inspection Service that it was a [36:37] private residence and to take it up with the tout. [36:40] The City Inspectors who put... The city inspectors... [36:46] Excuse me. [36:47] City inspectors who inspected this unit were not even aware of the [36:49] bylaw's existence. [36:50] In another case, just this week, a tenant in Point Claire had black mold [36:53] from floor to ceiling that the landlord is refusing to fix. [36:57] Again, the city is claiming that it cannot intervene and apply its own bylaw, [37:00] that, again, is in place. [37:02] This is no fault to the inspectors who don't know what the tools they [37:06] have at their disposal are. [37:08] Rentals in Point Claire want this bylaw applied, made public on the city's [37:11] website, and restored to its original version, covering maintenance. [39:28] Merci. [39:28] Il me dit que oui, c'est vrai qu'on a eu un rencontre, [39:33] we had a meeting together and there were some questions and stuff that you had [39:36] asked us, or your group had asked us to do. [39:40] One of them was to have inspectors on the road to go inspect the buildings and so [39:43] on, and put a whole department in the place with cars and vehicles. [39:47] I did call D'Halluin et D'Halluin-des-Hermaux, [39:49] I did call D'Halluin et D'Halluin-des-Hermaux, [39:50] I did call D'Halluin et D'Helluin-des-Hermaux, [39:51] et I called other municipalities, according to what I was told, [39:54] how they were managed. [39:55] And we discussed it briefly at council, but we do believe that the [40:03] tenants do have the Tau to refer to. [40:06] In the meantime, we have to update our bylaw, and we'll get to [40:09] that in the near future. [40:11] But not that we've forgotten about it. [40:13] We've been working on it, and we've been looking at possibilities, [40:15] but there's been no decisions taken. [40:17] Maybe just for my last 10 seconds here to give some clarification to the rest [40:21] of council why this is important. [40:23] For a tenant like Carole, it takes over a year at the Tau. [40:25] We all know it's slow. [40:26] It's a provincial body that is completely dysfunctional. [40:30] In another city like DDO, I'm going to keep using the exemple [40:32] because they're really the exception in this case. [40:34] They're pretty fantastic with their inspection service. [40:36] This issue would have got resolved within a week. [40:39] Carole would have had to deal with rusty water and would have been able to shower [40:42] in her own apartment, not for three months, but actually within the day. [40:47] Thank you. [40:49] Can you talk to him after? [40:53] Well, I just can't say it. [40:55] Just contact me. [40:57] If ever this happens again in my district, I'd like to be contacted prior [41:01] to see if I can help as well. [41:02] Ok, thank you. [41:03] All right, thank you. Thank you. [41:05] Will you be filing the pictures to render them so I can share them with Council? [41:12] Do you want to file the pictures? [41:14] Well, I want to keep them. [41:16] Oh, OK. Well, if you need them. [41:21] It's not your choice. I mean, we've heard what you had to say. [41:23] If you wanted, it would just be more proof. [41:25] I'm still in the town. [41:26] I'm still waiting for a completion of my hearing. [41:28] That's the Si je peux me permettre un dernier commentaire, monsieur le maire. [41:38] Oui, vas-y. [42:59] Merci. Merci. [42:59] . Just a short minute. [43:00] I come to these council meetings regularly, as most of [43:00] you have seen me here. [43:00] And most of the time, it's complaints and moaning and groaning. [43:01] I thought it'd be an opportunity today to just go the other way for a few minutes [43:06] and just talk something positive that goes on here in Pointe-Clair. [43:11] First of all, we've all had the flood, and I got flood in my house, [43:15] never had water in 51 years. I had a flood. [43:19] It wasn't your fault, it wasn't nobody's fault here. [43:22] It's climate change. [43:24] And I believe that the council, administration, [43:28] and engineering are doing anything and everything possible to remedy [43:33] the situation, should it occur again. [43:36] Now, the cleanup after that was very well organized. [43:41] On my particular street, there was a garbage truck must have been [43:46] hired by the city, and one driver on it, [43:49] he got out of the truck and he backed it up to where all the garbage was, [43:53] loaded it and took it off. [43:55] Our street was clean within a week, within a day, sorry. [43:58] And I've seen the throughout Point Claire and other areas. [44:02] So you've done a great job there. [44:07] The other thing I'd like to say is that [44:17] there's construction going on right now on Ivanhoe Crescent in Point Claire. [44:22] And I must say, I'm on the next Crescent to it. [44:25] It was done in 2017, and it's beautiful. [44:28] It's done well, everything else. [44:31] This work being done on Ivanhoe Crescent right now has been very well organized, [44:36] very well done, and coming along quite well. [44:40] And I think it's a lot to do with the possibility that the engineer, [44:44] the qui est très bien organisé, très bien organisé et qui est bien passé. [45:15] People in the area. [45:16] And I've had, like myself, I've had kids growing up that spent a lot [45:20] of time in Athens Pizza, where George was in control of things, [45:24] and the kids knew they had to behave, and it was well appreciated. [45:28] I just want to say that from my perspective as a long-term citizen, [45:33] a lot of complaints, a lot of moaning and groaning, [45:36] but there are some positives things [46:05] that the flood anxiety and the people [46:06] seeing the piles of stuff in front of their homes for days and weeks [46:09] would be too much on them. [46:10] So again, it's the employees that stepped off the plate. [46:13] So we thank the employees. [46:15] As far as I have no Crescent goes, you know what? [46:17] It's a new way of doing a street. [46:20] We put back ditches, if you noticed. [46:22] And that's because of... [46:23] Ditches used to be on the streets many, many years ago. [46:25] Then they eliminated them. But guess what? [46:27] The new reality of climate change is a way holding water, retaining water. [46:34] And before it goes into our sewer system, it overwhelms the system. [46:37] So I've not seen the finished product. [46:39] I was there the other day, we drove around, the grass, [46:41] the ditches were being finalized. [46:43] But I'm anxious to see it finished. [46:44] And what I saw looked really, really sharp. [46:47] So again, engineering, stepped up to play, [46:50] came out with a new design, adapted new procedures, [46:53] and let's hope it all works out. [46:55] And I saw you the other day, and you were glowing about the pizza, [47:00] the rename of Athens Park. [47:02] And I had in my words to speak tonight, and I said, I can't mention anything, [47:05] I'm going to take away from your disco. [47:07] So thank you very much. [47:08] It was a great, great, great event. [47:10] And over 300 people were present. [47:12] And like Mr. Kelly said, they're all local people. [47:15] This is what Point Claire is about. It was all local. [47:17] It was a community. I think we served over 40 pizzas. [47:20] And it was just not people coming from other municipalities just [47:24] to get a slice of pizza. [47:24] It was everybody had something to do with that pizza in their lifetime. [47:28] It was the kids that heard stories about it. [47:31] It was a grandpa, whatever. [47:32] But it was really, really a great event. [47:34] And again, thanks to the employees, the Communication Department, [47:37] who put that all together. [47:38] Eric Stork, for pushing for it. [47:40] So thank you for all your great, positive comments. [47:43] You're welcome back any month. [48:04] All right? There you go. [48:04] Next. Pat Hiebert. [48:04] Hi, Pat Hiebert, a resident of District 1. [48:09] I just want to know what, since there was a readjustment of the [48:16] communication system at one point, which affected all the [48:24] communications network, what are the, now, maybe the [48:31] to minimum requirements for people's devices software to [48:38] communicate with the city's software. [48:42] So for anybody having a computer at home or anything, or a type of iPhone, [48:46] a type of phone, anything, a communicating device, [48:54] what are the minimum requirements now for those devices to work properly on your [49:00] system, because quite a few of citizens are complaining, I think, [49:07] that their devices are not... [49:09] They're not able to get on the new site. [49:12] Ok, c'est un PC à OK. C'est un très bon point. [49:15] Mr. Jouard, do you have the answers, or do we have to look into it. [49:19] I have to look into it, sir. [49:21] So can we have your information again? [49:23] We'll get your information, or maybe we'll put something on the [49:27] website because it's probably something that's quite important. [49:29] We should notify the citizen somehow if requirements have changed. [49:34] What we'll do is we'll look into it, we'll post something on our website, [49:38] and we'll make a statement, and we can reach out to you if you'd like, [49:41] personally. Very good. [49:42] Do we have his phone number? [49:44] Can Il y a son numéro? Oui. [49:46] Vous avez son numéro? Très bien. [49:46] Je vous reçois. [49:48] Merci. C'est sur ma liste? [49:50] Ok, bien. Merci. I have been facing, where I have been living for the [50:33] last 13 years, but I have been in Point Claire for more than 20 now. [50:38] I had raised this concern to you during the elections as well. [50:44] I had raised this concern to the previous administration as well. [50:49] The challenges I have been facing when the city plows, do [50:53] the snow cleaning from adjacent street, where they pick up all the snow, [50:57] and when they make a big turn, it comes falls in front of our driveway, [51:03] which makes it challenging not only one time, but when they pass [51:06] a number of times as well. [51:07] So even if I clean up, make it nice and good, [51:11] after a couple of minutes or a couple of hours, it's back to the same thing again. [51:16] Not only that, during big snorestorms, they pick up that snow and dump it on our [51:22] front yard as well, which makes it dangerous for us to get out [51:28] of our driveway as well. [51:29] But But the intersection is also dangerous at the same time because the [51:33] visibility with the mountain of snow that's there. [51:37] So I have sent that email to previous administration. [51:40] Nothing has been done. [51:43] Mr. Poitou, we're well aware of your situation. [51:46] You came to the meeting the week of the day. [51:47] I met you at your house. [51:49] If I remember right, you live on the corner. [51:52] And when the plow comes down the street, it turns the corner. [51:54] And then when it turns the corner, you're à la first house there. [51:58] So the little section de the street There's no house on that corner. [52:01] He obviously snow plows full of snow, but he is pushing to the side, [52:05] and he has to push to the side. [52:06] And you're having to be the first house, and you pick up that snow. [52:11] Like I told you the other day, it's complicated. [52:13] It's about the routes the trucks have to take. [52:16] Everything plows to the right, and they come down a certain route. [52:19] It's all contrôled by GPS. [52:21] The only other option would be was be coming from the other way, [52:25] which I told you we would discuss with the public works team. [52:28] I have not discussed it with them yet, but they only came up on [52:32] Sunday at the meet and greet. [52:34] And yesterday, I was at a convention, so I would be talking to DGI about it. [52:38] But it's not as simple. [52:39] I just don't want snow on my driveway. [52:41] None of us wants snow on our driveway. [52:43] I live on where I live. It's not about the snow. [52:45] It's about the amount of snow from the adjacent street where nobody lives. [52:49] It brings all that snow. I hear you. [52:51] It's not that we don't... [52:53] There are some fixes, but they're not easy fixes. [52:58] And I don't even know if they're possible. [53:00] I understand. [53:02] To tell everybody, I used to drive those snowplows many years ago. [53:05] So I understand how it works, and I know what you're living. [53:08] But when you live on the corner, you live beside a property, there's [53:12] no entrances, there's no where to go. [53:14] But in front of the truck and ends up in the next driveway, it's an issue. [53:18] Like, for example, in February, when there was the major storm, [53:21] which happened to be... [53:23] At the time, when it was the coldest day for the next three, four days as well. [53:27] So I didn't have a chance to clean it as well, because it's too cold, clean it, [53:31] and there is an amount of snow. I hear you. [53:34] But let me... [53:35] Well, again, we're going to look into it. [53:37] I don't think there's an easy fix. [53:38] If there is a fix, the best thing we can do, is hope for no snow. [53:42] There is one more option that could actually solve a little bit of [53:46] problem is, instead of having a parking on the north side of the street, [53:51] if the parking was changed to the south side, at least the plow is not going to go [53:55] from there while they make that turn and dump all that snow. [53:59] And it might get cleaned much faster as well. [54:02] Ok, I took this down as a note, and maybe it's a great option. [54:08] Let's take a look at it. I'll be looking forward to hear from you. [54:10] I can't visualize, but we'll take a look at it. [54:11] Ok. Thank you. [54:12] Thank you. [54:15] Champlain. [54:18] Janet Hannah. [54:24] Good evening. Good evening. [54:28] I have a a small clip that I will play for you. [54:31] That's my introduction. [54:33] As I stated publicly on many occasions, there is no definitive scientific proof [54:39] through real-world observation that carbon dioxide is responsible for any [54:44] of the slight warming of the global climate that has occurred [54:47] during the last 300 years, since the peak of the Little Ice Age. [54:52] If there were such a proof-No, you have to stop it. [54:55] I'm sorry, you have to stop it? [54:56] It would have been written down. You have to stop it. [54:59] Thank you. [55:00] Why do I need to stop it? That's part of my three minutes. [55:02] It contravient our bylaws. [55:04] Is that Maitre Thiebault? Yes. [55:09] Just a second. [55:11] The contention that human emissions are [55:16] now the dominant influence on climate is [55:22] simply a hypothesis rather than a universally accepted scientific theory. [55:26] . Sorry? [55:29] Did she not say to continue? No, she meant... [55:32] She didn't mean for you to continue. [55:36] She wanted us to continue with the conversation, but not hearing it. [55:43] Just a second. [55:45] She's just checking the bilan? [55:48] It's not allowed to circulate documents, and document is paper or videos or [55:57] documents in a large perspective. [56:00] You're not allowed to use it. [56:01] This is not a document, that's a video. [56:03] The video fits into a document? [56:04] It fits under the document description. Ok. [56:08] I didn't know [56:10] that that fit into a document, [56:21] that video actually fits into a document. [56:34] In any case, this would be a dead planet. [56:45] Millions of our hard-earned dollars are being spent on the biggest hoax, [56:50] lie, and fraud ever. [56:52] We breathe in 0. [56:53] 4% carbon dioxide, we breathe out or exhale 4. [56:58] 4% carbon dioxide. [57:02] Zero carbon emissions means we're dead. [57:05] Do you want us dead? [57:08] Is that your agenda? [57:09] Is that our government's agenda? I'm not finished yet. [57:39] I have three minutes. You had interrupted me during my... [57:42] I'm sorry, I'm the one that will decide. [57:45] When you have your three minutes, I'll give you... [57:46] I pay taxes and I pay your salary. [57:49] I am not done. [57:51] I pay taxes. [57:52] I will give you 15 secondes extra. [57:53] I pay taxes and I was interrupted for several minutes. [57:58] Yet, we're being told that climate change is our fault. [58:01] That is a lie and a hoax. [58:03] If there is a warming of the planet, it is because it's cyclical and totally [58:07] natural and has nothing to do with carbon emissions. [58:10] You can do your own research. [58:12] Yet, you're spending millions of dollars to buy [58:16] electric cars, to install charging stations. [58:19] I am giving you... Monsieur Hannah. [58:19] Monsieur Hannah. I was interrupted. [58:20] You were interrupted, but of all due respect, [58:22] everybody in this room has the same time. I'm being lenient. [58:25] I'm giving you 15 secondes more. [58:27] Ask your question, please. I am. [58:28] Thank you. [58:28] Making it illegal for people to use wood burning stoves, [58:34] as the gentleman had earlier said, and solid fuel burning fireplaces. [58:38] Why? [58:39] To limit our freedom and make us dependent on l'électricité. [58:43] Here in Point Claire, when there's a little bit of wind or [58:46] somebody farts, l'électricité va sortir. [58:49] C'est ce que l'item numéro 2, 5. [58:51] 2, is all about, isn't it? Question, please. [58:55] 5.2 doesn't say much about that bylaw, but I am totally against it. [59:00] Excuse me, your time is up. [59:01] Excuse me, can you ever... [59:03] Turn off the mic, please. Please provide additional. [59:04] I'm not done. [59:06] Excuse me. [59:08] So, first of all, 5. [59:10] 2, for the fireplace bylaw, nobody's cutting out fireplaces. [59:14] Read the bylaw, which you have not seen yet, so you're making these accusations [59:18] that you don't even know what you're talking about. [59:20] The bylaw will be posted there, and it's a fair bylaw to protect [59:24] everybody, to let people still burn wood, to let people have gas, fireplace, [59:28] but also help people that have asthma, everything. [59:31] There are regulations out there. [59:33] So that is the purpose of bylaw. [59:55] It's not a climate change issue. [1:00:05] It's a public safety issue. There's a difference. [1:00:08] Thank you. Thank you. [1:00:09] Next. Nasser El Dhabi. [1:00:22] Good evening. Good evening. [1:00:24] My question about... [1:00:26] Because I care about young family and affordable. [1:00:33] The property in 755 boulevard Saint-Jean, what they started building a [1:00:39] few years ago and was treated... [1:00:43] The city council, they said, is affordable for young family and 30% [1:00:52] discount than the average price. [1:00:55] When we short the last D'ailleurs, la dernière administration, [1:01:02] what is written in the front is Luxury Condo for rent. [1:01:06] After that, when we show it, they removed that. [1:01:10] Now, we received that in the mail. [1:02:15] And that's based on the income, the average income of the area. [1:02:18] So the average income in Point Claire is whatever it started. [1:02:21] Is that affordable for a young family? First of all, which building? [1:02:22] I didn't hear the address. The building in the 755 in Saint-Jean. [1:02:23] The big apartment, 361 apartment. The one, what is it? [1:02:24] . [1:02:24] Scalerole, that's the new one, the new building. [1:02:25] Yeah, the new building. That's what they are doing. [1:02:26] I don't know the address, but that's right. [1:02:27] 755. Yes, that is what they are. [1:02:28] That is what we received. Let me explain something to you. [1:02:29] I understand what you're saying about affordable than that going rate. [1:02:31] That being said, that building there, if I remember right, Eric, [1:02:34] or somebody can correct me, that building, your building, CMHC, [1:02:38] has given a status where 100% of the apartments in there [1:02:42] are below the going rate. [1:02:44] Is that right or wrong? [1:02:46] That's correct. [1:02:47] I understand that 1,712, it's a lot of money. [1:02:51] We're not used to paying, but it's a lot. [1:02:53] It is 10% lower than what it could get on the real market. [1:02:57] And that's what the government, that's the government regulation. [1:02:59] That's what they consider affordable. [1:03:01] We don't control rents. We're not tenants. [1:03:03] We don't own real estate. [1:03:04] But the CMHC, the government body who finances those [1:03:10] buildings, are the ones that establishes what they consider affordable housing. [1:03:15] That's out of our control. [1:03:17] What we can do, which we have done, we've tried to get more than the 10% [1:03:21] required in the whole building, that building, because the status they [1:03:24] got, they got 100% of the units are subsidized or reduced rates. [1:03:29] So that's something we can do. [1:03:30] Besides that, we have no control over what the rent is. [1:03:33] We're not in that business. [1:03:34] I know, mais when we asked the question, they said it's 30% below the average. [1:03:42] No, not 30% below. [1:03:44] It's 30% of your income can go to the housing. [1:03:46] In downtown, in downtown, with the same quality, everything, [1:03:49] it's a lot of less than that. I know. [1:03:51] No, it's not. [1:03:52] Yes, my son is living downtown, and he's pay a lot of less than [1:03:56] that in the same quality building. [1:03:58] Il's not living in a brand-new building, brand new, built in 2026, with all the [1:04:05] amenities and the location that that has. [1:04:07] You have to remember, location, location, location. [1:04:09] It's close to the rim, it's close to the public transit, it's got everything there. [1:04:12] There's a value to be paid for that. [1:04:14] But by every year, il y a That's out of our control. [1:04:15] We do not control rents. [1:04:17] We do not control rents. [1:04:19] I understand, we all have children, and cost of living is high pour tout le [1:04:23] monde, but that's out of our control. [1:04:25] Ok. All right. [1:04:27] My second question, please, about the snow. [1:04:30] I can't suggest... You're going to re-up 35 seconds? [1:04:32] No. [1:04:33] About the snow, when you clean the snow, you can shoot the snow [1:04:41] one time in the right, one time in the left, so you don't have [1:04:44] to accumulate the snow in one side. [1:04:47] I totally get it, but I wish it was that easy to do. [1:04:52] Because you have to follow routes, and the plows never are made to go a certain way. [1:04:58] And yes, there's things to be said about that. [1:05:02] I'm not disagreeing with you, but it's not as easy as you think it is. [1:05:06] And highways go one way, and the other way, there's a reason for that. [1:05:15] Same with snow trucks, when they go around [1:05:21] the street, they go around for a reason. [1:05:26] But like I said, the other gentleman, we're going to crack in the street, [1:05:35] the other company is going to fix it. Is that true? [1:05:39] I didn't catch the last part of your question, sorry. [1:05:41] When I ask the worker what they're fixing the whole [1:05:45] industry, they're already doing a good job. [1:05:48] But I ask about what the big crack in the street, they said there's another [1:05:52] company coming to do that. Is that true? [1:05:54] I'll have to talk to the employee to make sure that what he forwarded is accurate. [1:05:59] Yeah, because the crack, that's when you buy the kids, [1:06:03] that is the very dangerous, really, because we have two [1:06:06] schools in the same street. [1:06:08] So it's for the kids. [1:06:10] Thank you. You're going to get that? [1:06:12] We'll look in then, get back. Ok, Geneviève Lussier. [1:06:26] Bonsoir tout le monde. Bonsoir. [1:08:59] I was really disappointed to see the Arborist report for that [1:09:00] redevelopment project. [1:09:00] I realized this is not the Demolition Committee meeting. [1:09:00] The meeting is next week for Demolition Committee. [1:09:00] However, I think it'd be important to bring it up now because the [1:09:00] decision will be made next week. [1:09:03] Though there are 18 trees to be filled on that property, apparently, [1:09:06] according to the Arborist report, and one of them is actually a city tree, [1:09:10] and a few are on the periphery of the two homes that are being to be [1:09:16] reconstructed or rebuilt. [1:09:19] I would really like whoever is on the demolition committee to really reconsider [1:09:23] the felling of the trees that are on the periphery of that property, [1:09:28] especially the city tree. [1:09:29] I'm not sure how a public tree could be allowed to be filled. [1:09:34] I think that that's wrong, especially that they're all basically mature trees. [1:09:39] So my question is if the city, the demolition Commissioning Committee [1:09:45] could look at the Arborist report and consider the fact [1:09:48] that one of the trees is a city tree that has to be filled. [1:09:51] Et I think that that's completely wrong. [1:09:53] And the other trees on the periphery should not be filled either. [1:09:57] We'll take a look at it, madame Lucie. [1:09:59] I'm sorry, I don't have it in front of me, but we'll take a look at it. [1:10:03] You'll hear, we'll get back to you next week. [1:10:05] I'll be at the meeting next week as well. [1:10:07] Then I just wanted to bring that up. We'll take a good look at it. [1:10:10] Thank you. Thank you. [1:10:12] Hans Volstad? [1:10:15] . [1:10:21] Hi, I'm Hans Volstedt, a resident at 200 Belmont, facing the new sponge Park. [1:10:28] Yes, sir. [1:10:28] Which, I have to say, is turning out very nicely. [1:10:31] It's a nice piece of work. [1:10:33] Visually, I guess, well, functionally, I guess we'll find out within, I guess, [1:10:40] by June next year, we'll find out whether it actually functions or not. [1:10:44] I guess, one of the things I noticed, I have to say, the contractor seems [1:10:51] to have done a great job there. [1:10:53] There were gangbusters all over it. [1:10:55] And then, at the end of august, everything stopped. [1:11:01] And now I see that at 16 point... What is it? [1:11:04] 16. 1? [1:11:06] On the agenda, tonight, you're approving a change notice. [1:11:10] So I wonder, the reason they stopped work at the end of august, is [1:11:16] because you had not yet approved the work that they had to do? [1:11:20] No. [1:11:22] I don't know why. [1:11:23] I've been driving by regular, I was there today, I went in a terracot, [1:11:26] they were all working today. No. [1:11:28] I have nothing to do with the change order. [1:11:31] I don't know why they stopped in august. [1:11:33] Maybe they were waiting for material or something, but I'm not aware. [1:11:36] Are you aware that they stopped, Mr. Hussle? [1:11:38] No, I'll find out. Okay. [1:11:40] Because I understand, contractors are not allowed to work beyond [1:11:45] the value that has been approved by council, right? [1:11:48] So now you have 100... [1:11:51] No. You agree. [1:11:53] Yeah, okay. [1:11:54] They're not allowed to perform beyond what you've already approved. [1:11:58] So it would make sense that they would then stop and wait your [1:12:02] approval to continue. [1:12:04] The change tonight for this contract, if I may, Mr. Mur, I can describe [1:12:10] which they are. [1:12:12] The amendments the contract includes, but it's not limited to corrective works on [1:12:18] the bassin, the addition of a géotextile membrane and stones, and the addition [1:12:23] of post gates and sections of fencing. [1:12:26] So this is basically how the contract will be modified tonight if Council approve it. [1:12:32] Ok. So will this be the final? [1:12:34] Do you expect that this is the final change notice that [1:12:37] you're going to approve? It should be. [1:12:39] Because we do know that at the time of bid, there was some 10,000 tons of [1:12:45] transports qui étaient laissés à l'avis de la contracture, le fait de le faire. [1:13:15] So every change order has to come here as a change. [1:13:18] It could be $200, it could be $5,000, it could be $3,000. [1:13:21] We don't approve a million-dollar contract with $100,000 to play with. [1:13:27] That way, every change order has to come to Council no matter what the [1:13:30] amount is, so we're aware. [1:13:32] So that's why a lot of times, you see change orders. [1:13:34] It's not just pre-approved, if that's the way de say it. [1:13:37] So that's why you see a lot of change orders in Point Claire, but it makes a [1:13:41] better control over the overall process. Ok. [1:13:46] I know that you have some project management professionals on staff at [1:13:50] Point Claire, and they might counter your approach to this, that this goes [1:13:55] contrary to project management principles. [1:13:58] Well, no, this is what we do. [1:13:59] Anyway, so- Am I right with the process? [1:14:01] Exactly, that's what I said. [1:14:02] Anyway, Mister, that's the process in Point Claire for a reason, [1:14:06] and that's to get better control. [1:14:07] The contractors don't just walk in and think they have an extra 10% to play with. [1:14:11] No, no, that's not the contractor. [1:14:13] It's your city staff that the 10% to play with. [1:14:16] So if you don't trust- You have a question, sir? [1:14:18] Yes. [1:14:19] My question is: has the progress been delayed because of [1:14:25] your policy of not having contingency on projects? [1:14:30] I don't know any about that project stopping, unless they were waiting [1:14:34] for some material or something. [1:14:35] But no, that's not why it was stopped. [1:14:38] If you're telling me it was stopped. [1:14:40] They were working up inside Terracotta for a while. [1:14:42] Maybe you didn't see them up there. [1:14:44] No, that was back at the end of august. Anyway, I don't know. [1:14:46] I can't answer your question. I don't know. [1:14:48] Okay, you don't know. The answer, the product, is certain, no. [1:14:52] Right? That's it? [1:14:53] Yeah. [1:14:54] Thank you. [1:14:55] Any other questions? Thank you. [1:14:59] Okay. [1:15:10] 5,1. 5,1. [1:15:11] Adoption. [1:30:01] Since then, costs have increased. [1:30:03] The rising cost is due to the need for archeological supervision during [1:30:07] excavation, and the necessity of replacing four additional adjacent poles to allow [1:30:11] for the relocation of the original pole. [1:30:13] The cost of the work is now 30,279,82 cents taxes included. [1:30:19] We have a move for 16,7, please. [1:30:22] Andrew Switinski, District 4. Second by. [1:30:25] Claudine Demers, District 1. All in favor? [1:30:28] Thank you. [1:30:31] Les personnes présentes peuvent s'adresser au conseil concernant les items [1:30:35] 17.1 à 17.4 ainsi qu'à 17.7 et 17. [1:30:39] 9. . [1:30:46] . . [1:30:48] . [1:30:56] . . [1:30:57] . . [1:31:02] Good evening, Mr. Mayor and members of the Council. [1:31:05] I'm Paul Gablo. [1:31:06] This is my wife, Louise Hainé. [1:31:09] We live at 4 Julian, in Point Claire, Québec, which is [1:31:13] right adjacent to the lot. [1:31:16] We're here because we strongly oppose the request for a new subdivision of 2 [1:31:22] Bowling Green, with a access from the end of Julian. [1:31:28] We oppose this request as this will seriously affect our enjoyment of the [1:31:33] property and would negatively impact accessibility, safety, and drainage, [1:31:39] and is not in keeping with proper planning guidelines. [1:31:43] We move to Fort Julian 25 years ago, and fell in love with the property. [1:31:49] It's at the end of a cul-de-sac, beautiful trees and greenery. [1:31:55] It's very private, very quiet. [1:31:57] It's a great place to raise our kids. [1:31:59] Granting a subdivision, an eventual building of a house, [1:32:03] which is right adjacent to this, at the end of the lane, [1:32:05] would seriously compromise all the attributes we love of our property. [1:32:10] There are also significant safety and accessibility issues. [1:32:14] This section of Julian is more like a lane. [1:32:18] It's not really a street, it's an extension, and it's very narrow. [1:32:22] It's about 5 mètres wide. [1:32:24] So really, just about half the width of a normal street. [1:32:29] We're currently The only property that is accessed exclusively through this lane, [1:32:34] this lane is just under 5 metres wide, as I said. [1:32:37] There's not enough room for two cars to pass. [1:32:42] It's more than 30 metres long, from the main street to the end of Julian. [1:32:49] If a car was to enter into that lot, the only way to get out, [1:32:54] they would have to back up the hallway, or they'd have to back up into our [1:32:58] driveway to get out, or they would You have to do a big U-turn [1:33:02] in the lot, which there's just no room. It makes no sense. [1:33:06] Drainage is also concerned. [1:33:08] This section of Julien is at the end of a very long hill, and there's a big [1:33:14] drain at the bottom of it, which works well, but a lot of water goes down there. [1:33:20] And our concern also is that cars passing directly over this drain to access this [1:33:25] lot would leave debris and mud and could potentially clog that drain. [1:33:34] Another thing I want to mention is this is specified as a minor variance, [1:33:41] but I don't see this at all as a minor variant. [1:33:43] So the request is that there's 15 mètres of frontage [1:33:48] on Julian rather than 25 mètres. [1:33:51] That's the request. [1:33:53] The reality is this lot is not parallel to Julian. [1:33:58] It's at the end of Julian. [1:34:00] And at the end of Julian, it's 5 metres wide. [1:34:03] So the real frontage is like 5 metres. [1:34:06] It's not at all 15 metres. [1:34:10] This would create a lot and a house in the middle of basically five [1:34:15] other houses and properties. [1:34:17] So it's not in keeping with a typical... [1:34:21] Where you have frontage on the street, it's surrounded by other properties. [1:34:26] So this would diminish the enjoyment of all the neighboring properties, négatively [1:34:30] impact the look of the neighborhood. [1:34:32] The other thing I want to mention, the properties of Bowling Green, [1:34:37] have great historical value, need to be preserved as they [1:34:41] were originally intended. [1:34:43] In fact, there's a by law 2787, chap. 7. [1:34:48] 42, specifically states that the number of homes which currently exist in the Bowling [1:34:55] Green District, shall not be increased. [1:34:58] Ok? [1:34:58] So for all reasons, I urge you to please deny this request. [1:35:04] Thank you. [1:35:06] Thank you for your input. [1:35:10] Hi. Good evening. [1:35:12] My name is Alexandra, and this is Stuart. [1:35:15] We're also here to oppose items 17. 4, 17. [1:35:18] 5, 17. 6, pertaining to two Bowling Green. [1:35:23] Our house on Drayton sits directly behind this property. [1:35:27] I want to start by putting something on the record. [1:35:29] We wrote to this council twice about this application. [1:35:32] The only response was an acknowledgement from the mayor's office, [1:35:34] directing us to speak here tonight. [1:35:36] Our questions remain unanswered, so I'm asking them again on the record. [1:35:41] Let me be clear about what this application really is. [1:35:43] It's not a small adjustment. [1:35:45] It creates a brand new building lot where none exist today, carved out of the back [1:35:50] of an established property on Bowling Green, [1:35:53] which is a street of recognized heritage character that your own bylaw singles out [1:35:58] for special protection, with a stated objective that the [1:36:02] number of homes will not be increased. [1:36:04] It has 15.03 mètres de frontage against the 22.5 that your bylaw requires. [1:36:11] That's a 33% shortfall on the very dimension the defines what this law is. [1:36:18] How is creating a new lot, un tiers de moins de 1/3 du minimum, a minor matter? [1:36:22] What is the precedent for that? [1:36:24] And why is it being decided by council rather than as a by-law amendment, [1:36:28] the one distinction that determines whether residents of this zone [1:36:33] can register their operation and force a referendum. [1:36:36] Second is transparency. [1:36:38] The first notice in september never mention the subdivision or a [1:36:42] new access from Rueux Julien. [1:36:45] And if 17.4 passes, it effectively pre-approved 17.5 [1:36:49] and 17.6 in the same sitting. [1:36:52] Residents deserve to know that from the start. [1:36:55] That lot has a flooding history that's serious enough that the city installed a [1:36:59] storm drain, and Avenue Julien soaps directly toward it. [1:37:03] After the flooding that we've had recently, has anyone verified that cutting [1:37:07] a new driveway into that drainage path is safe for every house surrounding it? [1:37:12] Behind this file number is our home. [1:37:14] It Our backyard, where our family gathers, is where we sit and we watch [1:37:18] the sun come up on the lake. [1:37:20] A new house on that lot will look directly straight down into our yard, [1:37:24] into our evenings. [1:37:26] That view is important to us. [1:37:27] We would have no privacy if this house was built. [1:37:32] Our property would lose value through no choice of ours. [1:37:36] On that narrow, one-lane, dead-end street where our children play, [1:37:40] there would now be a new driveway, more cars, and a blind corner where [1:37:45] already, there's mature trees that limit the visibility. [1:37:48] So what I'm asking is for you to listen to the families that live here and listen to [1:37:54] your own bylaws that were specifically written to protect this. [1:37:58] So please deny this application, answer a question, or force a référendum. [1:38:02] Thank you. Thank you. [1:38:04] Thank you for your comment. [1:38:05] And I'm sorry if we didn't get back to you. [1:38:09] The process is that you have to come here in the evening and address the concern. [1:38:13] A letter, as much as we all read it, I read it, and it's not part of the process. [1:38:19] This is where the process takes place. [1:38:22] So thank you for coming out, voicing your concerns. [1:38:24] And what we're doing tonight is on the agenda because the people who own the [1:38:30] land have the right to ask, right? [1:38:31] So they're following the process, too. [1:38:32] And we'll get through it all together. All right? [1:38:35] Thank you. [1:38:37] Good evening. [1:38:39] My name's Doug Clark. [1:38:40] I live à 3 Drayton, which is in [1:38:43] the neighborhood of reconnises. [1:39:47] The question I would have is: if Bowling Green. [1:39:52] La histoire de la in Green area, but it does raise a significant [1:39:53] question for council to look at. [1:39:53] And it's the historical nature of Garden City, the 1905 creation of Frederick Todd. [1:39:54] Basically, recognize that in your safe, in the city of Montreal [1:39:56] and is considered an exceptional heritage landscape area, why are we ignoring [1:40:03] the development or ignoring the historical character with further development? [1:40:08] I think we have to maintain that development. [1:40:12] From a personal point of view, another house would [1:40:24] I've been in my house for 42 years, and that area was a wooded area. [1:40:33] And somehow, trees have been missing, and now more trees will be filled. [1:40:39] And certainly, this is not acceptable because we need to retain our green space. [1:40:44] Anyway, the points have been made. [1:40:45] I have other ones, but I think the larger question of the historical nature of [1:40:52] Cedar Park has to be explored further. [1:40:54] And perhaps I'll be joining you on the 18th to discuss [1:41:30] here, and the legal department picked it up and said, This is not a proper notice. [1:41:34] It doesn't mention anything about the address being on Julian. [1:41:36] So it was very deceiving. [1:41:37] It wasn't done intentionally. [1:41:39] It was a real error because the house that is asking for a subdivision [1:41:42] is on 2 Bollingré. [1:41:43] So that's why we pulled it off the agenda in order to be able to [1:41:48] send out a new notice. [1:41:49] I think it was four homes that got them or six. [1:41:52] It was just to clarify everything because the legal department did [1:41:54] not feel comfortable. So it was a really honest mistake. [1:41:57] All right, but thank you, and I hope you understand [1:42:30] du Comité consultatif d'urbanisme. [1:42:32] Closine Demers, District 1. [1:42:40] Closine Demers, District 1. [1:45:24] I know, we're going to do a vote. [1:45:26] I'd like to speak before there's a vote. I'm going against it. [1:45:28] I'm going against it. [1:45:30] Mover, secondaire, and then debate. [1:45:34] I can't attend everybody's talking. Vote to refuse. [1:45:36] I can't understand what everybody's talking about. [1:45:36] Vote to refuse. No, but... [1:45:37] No, no. [1:45:58] I move to refuse the minor exemption request concerning the property situated [1:46:04] on lot 4252-313, on which Dupont-Green Avenue is located. [1:46:08] You have a seconder. [1:46:10] I second it, Cynthia Home, District 5. [1:46:13] Now, it's open for... [1:46:17] Mr. Sousinski? [1:46:19] Can you open your mic, please? [1:46:23] I also have some sympathy, obviously, [1:46:46] to the preservation of heritage buildings. [1:46:48] I do have a certain reluctance on this. [1:46:51] First of all, I do believe that subdividing, [1:46:54] to add smaller and more affordable homes, particularly in high-income neighborhoods, [1:47:00] like this one, is site planning integration. Second by. [1:50:02] Cynthia, Home District 5. [1:50:04] All in favor to refuse. [1:50:08] Thank you. We're going to get this rate. [1:50:10] 17. 6. [1:50:12] Just be patient. 17. [1:50:12] 6. [1:50:14] Consider the approval of a cadastral operation approval pertaining to the [1:50:18] lot 4252-313 of the Cadastre du Québec. [1:50:21] It is recommended to approve, if applicable, the cadastral operation [1:50:24] pertaining to the lot, but to be made conditional upon the [1:50:28] applicant's prior payments of a contribution [1:51:00] . . [1:52:46] Eric Stork, District 7. [1:52:49] Second by. Cynthia Homen, District 5. [1:52:59] To consider the site planning and architecture integration program plans [1:53:04] with respect to lots 2527357 and 2527358 du Canada du Québec to be subdivided, [1:53:11] situated on the northwest corner of the intersection of Saint-Jean-en-Brunswick [1:53:14] boulevards, which is a hotel project benefiting from a [1:53:17] conditional use approved at the regular meeting of council on April 7, 2026. [1:53:22] It is a new commercial construction, a hotel, [1:53:25] and the Planning Advisory Committee's recommendation is to approve the plans. [1:53:29] Je voudrais intervenir sur cette point huit. [1:53:32] Cynthia Holmen, District 5. [1:53:35] Seconde, bye. Eric Stork, District 7. [1:53:38] Enfance. Merci. [1:57:28] Merci. [1:57:29] Is there anything that we need to clarify or we just leave it as... [1:57:32] Are you okay, Maitre Thiebault? You're good. [1:57:34] Thank you. Ok, so we had a mover, a seconder. [1:57:38] Hold in favor, please. We'll raise hands. [1:57:41] Please hold. [1:57:44] Wait. [1:58:38] Ludovic Matthews, District All in favor?
