[0:07] ready to go. >> I call to order uh the regular council [0:13] meeting of September 9th, 2026. All righty. So, we're going to start off [0:18] with our land acknowledgement. So, we acknowledge that we are gathered on [0:21] Treaty 8, First Nations Territory and the long-standing representation of the [0:24] elders and ancestors of Treaty 8. Through this acknowledgement, we extend [0:28] recognition and respect to the BC treaty 8 First Nations and all those who called [0:33] Peace Country home. All righty. Item number three, adoption [0:37] of the agenda. Making a motion that we adopt off the adopt the agenda as [0:41] presented. That motion second. All right. All those in favor [0:49] carried. All right. So, adoption of minutes. Uh, August 26, 20 or August 26, [0:55] 2026. Special council meeting minutes. Do I have a mover and a second? Second. [1:03] Any comments, emissions, or errors that need to be corrected? [1:10] None being seen, I'll call a vote. All those in favor? [1:15] Passes. All right. Introduction of late items. Uh, we have no late items this [1:20] evening. public hearings which we've already concluded tonight. Uh [1:24] delegations. So we have a number of proclamations tonight uh that we're [1:28] going to do here so bear with me. Been homesick for the last two days and [1:34] that. So all righty we are going to start with the Legion proclamation. So [1:39] if I can get a motion to bring that to the floor or do I need a motion on that? [1:45] » Motion to have a second. I'll second that. To the floor. All [1:50] righty. Uh, discussion. Councelor Wall, [1:54] » I would like to declare a conflict of interest due to my personal relationship [1:57] with the members from the Legion that are presenting and with the organization [2:00] itself as a former president in that [2:07] I'd like to declare a personal conflict of interest with the organization um, [2:11] presenting as I'm former treasurer and I declare a personal conflict of [2:17] interest. Therefore, I'll govern myself accordingly. [2:25] » So, to my understanding, according to the community charter, um [2:29] you make a declaration, it's a declaration is an honorary thing. It [2:33] doesn't represent that the village supports it or individual counselors [2:37] support it. So, does that require quorum in order to make that declaration? [2:43] your practice historically, your worship is to pass a resolution in favor of [2:48] proclamations and against those proclamations being made. You know, [2:53] unfortunately, uh, Mayor Beach is, uh, not here this evening. [2:59] You guys, you know, act on this, but until then, something you guys have a [3:06] special, [3:11] right, but I suppose decision after this might be [3:15] to uh see if you know yourself as the acting mayor or if Mayor Beach would be [3:21] interested in a special meeting to uh make the decision so to speak. [3:27] » Okay. And when would the next available you're looking [3:33] I think the 20th 26th >> coming up quite quick. That's right. So [3:38] anytime in the next 10 days I'm available [3:43] mayor beach as well is something potentially [3:52] we could get a photo as well and [3:58] happen we can get that you know posted on social media and stuff like that. [4:02] » All right. So with this uh because due to lack of quorum due to conflict of [4:05] interest, I'm going to table this item uh to our next uh next available [4:10] meeting. >> Um yeah, sounds good. I'll go grab [4:15] council. [4:27] Are you able to connect with Mary Beach and see if she's potentially available? [4:32] Nice. [4:37] » All righty. So, we're going to move on to 7.2 uh community inclusion law. [4:44] All right. [4:49] So, thank you. And I'm going to move her in [4:52] a second. Move on a second. All right. So, October 26, community inclusion [4:57] month in the village of Pooseki. So, I would like to call our representatives [5:01] up for community inclusion. >> That would be me. [5:06] » That' be you. >> All right. H you want to come up? [5:10] » Oh, that way. That way. >> I'll come up here and get a picture of [5:15] » us with the proclamation. Sorry. Let me read the proclamation. [5:20] Turn [5:29] right there. That's good. That's good. Do it again. [5:32] » I can move if I [5:37] read all the proclamation. >> Well, actually, yeah, that's what [5:40] happened with all all the cops. Kia came up and got picture. So, come on, Ray. [5:44] Everybody everybody has >> I already picture. [5:48] » No, you got to take pictures. All of us now got a haircut. Oh my goodness. [5:52] » You're in the back with the tall quite >> cuz they this we did this in Taylor on [5:58] the 24th. So we did. >> Yeah, we did. [6:04] » No, I'm going to every council. >> All right. So I'm going to read out the [6:07] proclamation then I'll send it and then I'll provide you with the copy. Okay. [6:11] » All right. proclamation community inclusion month October uh 2026 as where [6:17] every October British columbombians across the province recognize and [6:21] celebrate the contributions and potential of people with development [6:25] disabilities during community inclusion month and where in 20210 [6:31] uh Canadians referred the na sorry referred to the national historic [6:38] convention on the rights of persons with disabilities and In 2028, uh the [6:43] government of British Columbia introduced uh reimagining community [6:47] inclusion initiatives which oh sorry which [6:53] evolutionized uh pathways forward including or for inclusive ho housing, [6:58] employment, health and well-being and self-determined indigenous strategies [7:04] and where a thriving community requires the inclusion and participation of all [7:08] members and inclusion of individuals. builds in all respect for societies [7:12] enabled all peoples to share their skills and talents and culture and to [7:18] secure the rights uh peacefully at home, at work and at school in the community [7:22] and where the community living BC uh provincial crime corporation will be [7:26] joining individual families, service providers and others to celebrate [7:30] community inclusion month and to raise public awareness about inclusion and [7:35] supporting people with diverse disabilities and participating fully in [7:40] communities. Uh now therefore I resolve that I Marcel [7:44] Wood do hereby declare that October 26 as community inclusion month in the [7:48] village [7:58] going to give it away. >> Thank you. [8:12] » Thank you. [8:20] » All right. [8:30] All righty. Uh so all those in favor I guess [8:34] post koopi uh declaring October 2026 uh for community inclusion [8:39] month. [8:46] » I know. All righty. So for this next one, uh, so Terry Fox proclamation, uh, [8:52] September 20th, 2026 to be claimed Terry Fox day village pub and counselor. Well, [8:58] actually, can I get a move or a second that move? [9:00] » I'll second. >> Whereas the Terry Fox Marathon of Hope [9:05] began in 1980 and continues to inspire communities across Canada to come [9:08] together in support of cancer research. And whereas Terry Fox Day provides an [9:12] opportunity for residents of Puscupi to honor Terry Fox legacy, support cancer [9:17] research, and reflect on the lasting impact of the marathon vote. And whereas [9:21] Terry Fox Day provides an opportunity to encourage residents of all ages and [9:24] abilities to embrace physical activity, healthy living, and community spirit. [9:28] And whereas Terry's courage, perseverance, and selflessness continue [9:33] to remind us of the difference one person can make and the hope that can be [9:38] created when a community comes together for others. And whereas the Terry Fox [9:43] Foundation continues Terry's dream by bringing Canadians together, funding [9:48] vital cancer research, and carrying forward his enduring message of hope. [9:51] Now therefore, I, James Wall, do hereby declare September 20th, 2026 as Terry [9:57] Fox day in the village of Husky. >> I think that's the same day Terry Fox [10:02] one, isn't it? >> That's correct. [10:04] » There we go. >> All those in favor? [10:08] » That's great. >> Well, you want to say the last part [10:10] because you got to sign. >> Yeah. So, therefore, I'm Yeah. [10:14] » How does that work? >> We've got his name on. So, we'll get [10:29] All righty. Uh before we move on, did you were you able to reach out to my [10:34] speech? >> Uh no, forgive me not to the speech yet [10:37] to schedule a special meeting. We can we can coordinate that for sure. [10:40] » Go ahead. All righty. Uh you want to pass that on Mr. [10:46] » All righty. Moving on to item number eight. unfinished business or business [10:49] arising from the minutes. And I see none on the agenda for tonight. So item [10:55] number nine, new business 9.1, designation of fire inspectors and fire [11:01] investigators. That council designate Blair Devo and Chad Dero as fire [11:05] inspectors for the village of Puscupi pursuant to section 8 of the fire safety [11:09] act and as fire investigators pursuant to section 23 of that act effective [11:14] September 9th, 2026. Secondary council [11:19] discussion [11:23] » just some background as to kind of the origin of this and why this hadn't been [11:26] in place prior. Just curious to see. >> Now I do believe there has been so we go [11:31] through this every year every two years and uh it's been these two gentlemen and [11:36] one other gentleman that have kind of been passing the role back and forth [11:39] because they meet the qualifications for that position [11:42] » uh within the fire department and stuff. So I think this is and correct me if I'm [11:47] wrong, Mr. Minson, but this is just a formality that we have to go through [11:50] each year to say that these are designated uh fire inspectors and renews [11:55] it with the fire commissioner's office as well and registers with the fire [11:58] commission office so that they can provide provide inspection services. [12:04] Uh this is an appointment that the office of fire commissioners recently [12:08] asked for updated paperwork on aka a resolution from council [12:12] » uh saying that uh fire chief and uh captain are uh appointed as [12:21] investigators under the fire safety act. uh the deputization of local officials [12:27] to see as a leader of the fire safety act as of a couple of years back. So [12:32] it's reflective of duties that standing but now a council resolution is required [12:39] » and just for specificity on that piece and to be conscientious of not veering [12:44] into discussion of labor it's to be assumed that these duties would be [12:49] already subsumed within their roles and this would be adding additional work and [12:53] are already compensated according to what these requirements are. I must be [12:56] careful here, right? Not to bear labor. >> There have been uh increased or new [13:01] training courses that the OFC has put out uh that offers some guidance on what [13:06] the fire safety act uh for the new fire safety act requires. But uh you know [13:11] it's kind of run the mill for you know the training that the fire department is [13:15] in. So yes and no. But no, >> it's anticipated. Yeah. Thank you. [13:23] All right, I'm going to call a question. All those in favor? [13:28] Opposed? All right. Moving on to 9.2. Uh that council direct administration to [13:34] proceed to obtain cost estimates and begin fundraising for village office [13:38] park playground phase 2 and proceed with the fundraising and grant applications [13:43] with construction and any village funding commitment subject to further [13:46] council approval. >> I'll second. [13:49] Two options. >> We going again. [13:52] There are two fun is to the one that he brought forward. [13:56] » Wait again. Option two is what I read which is continue with what we're doing. [14:00] Let's look for grants. Let's get >> second. [14:04] » Any discussion? >> So congrats to all the folks involved [14:07] with the completion of phase one. So this is basically saying, hey, we got [14:10] the plans for phase two. We're interested in moving forward and we'll [14:14] see what we can do. But this isn't a full commitment, right? This isn't a [14:17] commitment of funds. This isn't a commitment to proceed. that's basically [14:20] investigating our costs and what could be possible. [14:23] » There is a cautionary aspect in this um where we do have a a very rough much [14:28] more limited scope than phase one that's included in the report which basically [14:32] describes uh removing replacing slides on the existing like that older place [14:36] structure replacing the gravel surface supporting place surfacing then [14:41] completing some other minor improvements around the park. There's a scenario here [14:45] where if council says staff, you know, tell your grant writer to swing away. [14:50] Let's let's get some grant applications going. That does create a scenario where [14:55] you guys, you know, there's there's a donor expectation that we use those [14:58] funds if we are, you know, if folks are generous enough to, you know, provide [15:02] funds in trust for the improvement to that part, right? That's it starts. I'm [15:08] I'm just trying to put that caution out there, right? where eventually you start [15:12] creating an expectation. Um if council wants to see us uh aggressively pursue [15:17] uh getting phase two complete um you know by all means we're we're happy to [15:22] go with that. That was the intent behind option two that is included there let's [15:26] uh let's keep this momentum going. Let's uh you know start pursuing grants etc. [15:31] um where you could uh you know our alternative recommendation that we have [15:34] in there is you could wait to see how the financial planning process uh for [15:39] 2027 is kind of shaping up and maybe ask for more reporting from staff and what a [15:43] scope would look like. So up to you it's kind of you want the cautious approach [15:48] or you know let's you know full speed ahead. [15:53] I'm going to down a bit. We're We're looking for grants to put a slide back [15:59] and get some gravel, some e- gravel with the playground. Is that right? [16:04] » Rubber. >> Oh, replacing the replacing the pravel [16:07] with the rubber matting and putting a slide back. [16:10] » Yes. >> And asking corporations and if they [16:12] would donate to that and applying for grants so that taxpayer money from the [16:16] village isn't affected. [16:19] » That's correct. >> That's your worship. That's fair. [16:22] » Yes. >> And if I remember correctly, that's how [16:23] phase one was funded as well. because uh we we kind of stonewalled her on that [16:28] one. Told her told her that it was fundraising money. [16:31] » Kind of stonewalled her. We said not no not a scent of taxpayer dollar. [16:36] » Hey, she did a great job. You know, I think this this largely stemmed from an [16:41] email from your grant writer Andy to myself saying, "Hey, I have these [16:45] applications that are open. I can press send on these." I said, "Oh, hold up. [16:49] Let's see if council's in for this uh for round two." So, I just wanted to [16:52] check with you guys before I said, you know, let's let's go ahead and start [16:56] this uh start this process again, right? Got the playground half done. I say [17:01] let's finish it. >> And the other piece, if I may, it's the [17:06] construction wouldn't even be happening till next year anyways. There's still [17:08] options on this road to retreat if need be. [17:11] » That's correct. Okay. >> It's a slide. [17:13] » All right. I'm going to call the question on uh village office playground [17:18] phase 2 option two. All those in favor? Right. That's unanimous and carried. [17:26] All righty. Uh on to 9.3. That council approved the water sewer or [17:32] the water system capital improvement plan and sewer system capital [17:34] improvement plan prepared by Mel >> Nahi. I don't I can read it. I can't [17:40] say. Uh both dated August 28, 2026. and that council direct administration to [17:45] incorporate the plans, recommended priorities, implementation schedules, [17:49] and cost estimates into future budgeting and asset management assumptions with [17:53] individual projects subject to council's budget [17:56] » and project approvals. You have a second. [18:02] » All righty. Councelor Wal, >> I am very very I want to thank staff for [18:08] this uh and I want to thank everyone involved in this. This has been ongoing [18:11] for the last couple of years. Anyways, through the whole term, we've been [18:16] trying to figure out exactly what's what infrastructure we have and the condition [18:20] of that infrastructure to create a long-term plan to determine where we [18:24] need to budget for, what we need to replace, when we need to replace it, and [18:28] and what we need to replace it with. And when we started this project, [18:33] there were certain area, it's kind of embarrassing to say it. There were [18:36] certain areas in the village that we didn't even know where the sewer lines [18:38] were. The survey map was off by 15 ft in some places. Some houses even have water [18:43] shut offs. It It was quite a mess. Now we know where everything is. We have [18:49] looked at everything. We know where the infrastructure needs to improve and it's [18:53] actually in better condition than I thought it was going to be. For the most [18:56] part, I'm very, very happy to see this. I would please ask council their support [19:01] of this resolution so that the next council is set up for success and they [19:05] know exactly what needs to be done and where. [19:11] » Any questions? >> So, well, thank you. Thank you to staff. [19:15] Thank you to the folks at Mac for producing this. This was needed. We [19:19] needed to know where we were at. This has already been paid for and from my [19:23] understanding and this gives us clear data in what we need to prioritize over [19:28] the next so many years. It's going to be expensive. But this is the systems that [19:33] we rely on so that we can keep flushing our toilets and keep turning on the [19:36] taps, continue to have the services that we rely on that keep us safe and [19:41] sanitary. Um, so it sounds like it's basically we'll accept sounds like we're [19:46] working towards accepting this plan and then implementing it in our future [19:49] planning and then we can target in our future capital budgets what areas we [19:53] need to move forward. But um, I do appreciate the work done with this. It's [19:57] very indepth. Um, I don't know if there's anything specifically want to [20:01] ask of the contractors that have come all this way. [20:04] » I've seen the one thing I did like to see though is that majority of the [20:07] village now is PBC which has, you know, significantly [20:12] longer lifespan, which is great. And it's actually nice to have everything [20:16] all together pulled into one document. So for future planning, we can see where [20:19] everything is going forward for whoever occupies the seats next can then, you [20:24] know, make some informed decisions and doesn't have to spend three years [20:28] chasing everything, put it all together, >> figuring out where the leak is. [20:32] » Yeah, exactly. So, no, it's good to see. And yeah, uh if there's no other [20:35] comments, I'm going to call the question. [20:38] All those in favor? That's unanimously carried. Not opposed. [20:43] » I wish we could talk the circumstance for that. That's good deal. [20:45] » Yeah. No, >> that's a lot of No, that's so fantastic. [20:48] » No, people get an opportunity to go through that report. It's good to see [20:51] and get an idea where especially for our asset management stuff. I mean, it's [20:55] good knowing that we don't have to look at replaceable pile sewer and stuff [20:58] going forward and allows funds to go elsewhere. [21:02] All right. Uh that being said, uh we're going to move on to 9.4. [21:06] Uh fin update. Oh yes, [21:12] thank you. Uh, acting mayor will the, uh, this is an information report just [21:16] letting you know that the, uh, RFQ that we ran for drive, uh, fire hydrant [21:21] replacement, uh, didn't receive any, uh, bids, so to speak. So, we're going to [21:26] proceed to uh, pursue a direct with tractor. So, we're just giving you folks [21:31] a heads up that put it out to the market, got nothing back. So, uh, we're [21:34] going to try our best to client pricing, get the this work done before. Do you [21:39] need a motion or anything on that? >> I know you wish policy does give [21:43] permission for us to you know proceed in this direction. [21:46] » The circumstance we just still felt it was important to keep council move [21:50] forward. >> I I do appreciate snapping this forward [21:54] for transparency's sake. Has there been other issues in procurement recently or [22:00] specific to this item or is it just a kind of oneoff? Nobody really looked at [22:03] the bid. How do we prevent this from happening in the future? [22:06] » Yeah, it's a good question. Um, I did uh Chad would probably have a he's been [22:13] closer on the communications of some of the contractors that have uh, you know, [22:17] we're kind of toying with the idea of submitting a proposal on this. It does [22:22] seem like uh, Dawson has a lot more based on my conversations with Chad, it [22:27] seems like Dawson has a lot more license going at this time and it seems like the [22:33] available companies that might be inclined to bid on that are quite busy. [22:37] So it might be a business, it might be a time of the year thing like Chad and I [22:41] are, you know, always kind of trying to ask ourselves, how can we get it out [22:44] sooner than next year? So it's a little bit easier for folks to kind of stand, [22:49] » but those are the two things that come to mind right away. [22:54] » I wouldn't say it's endemic. We've had some good response to some of the other [22:59] RFQS and RFPs that we put up this year. >> Yeah. [23:03] » And then of course just for liabil legal pieces. Um the direct award to this [23:09] contractor, the contractor that would be receiving this direct award has the [23:13] capacity, capabilities, certifications, and so on and so forth to complete the [23:16] work properly and up to what the legislation requirements are. [23:20] » We will make sure that awesome. [23:23] » Thank you. >> All right, we're going to move on to [23:26] item number 10, correspondence. Uh is there anything for correspondence that [23:29] anybody would like to see lifted? >> I think we have to [23:34] respond to the survey. I I I so move that council lift item [23:39] 10.1 for discussion. [23:42] » Second. Second. >> Um I would prefer if we kept this as [23:47] information for now and then council could go through each individual item [23:51] that we need to respond to because there is a list of different responses um that [23:55] that we would have to do for the next meeting. Is that is that fair through [23:58] chair staff? >> I was just going to check the response [24:01] deadline because I believe it uh was a fairly tight turnaround. I would like to [24:05] say the first question we should answer marginal as an answer as one of the [24:09] offices because they have been trying to pawn off their infrastructure has to [24:12] repair and replace [24:17] the response date isn't included >> when it comes to highway maintenance [24:20] it's our responsibility but it's not our highway I don't really like that [24:26] » 18th of the month they kindly requested a reply by [24:31] you know we can always submit the form late I guess for extension [24:34] not a guarantee. >> Could is this something that we'd have [24:37] to have a meeting specifically to determine answers for or could this be [24:39] over email? >> Uh I feel like there's you folks could [24:44] perhaps direct the chair to offer any feedback. My my thinking was that we [24:48] would get feedback from Chad uh to feedback to Argo and if there was [24:53] feedback coralled through the mayor uh we could both uh input our comments onto [24:57] the forums that if that works. >> I'll make a motion to do that. [25:03] So motion to >> uh do what he said. [25:07] » Yeah. Do what he said. >> There's a recommendation to report [25:11] there. One sec. Let me pull it up. >> Is there a recommendation? [25:14] » Uh there's a cover report. Modest, but >> 198 or something. [25:18] » Council uh authorizing acting mayor Whittle to provide uh feedback in [25:23] response to the provincial government stakeholder assessment form. [25:26] » That's my motion. [25:31] » What? You have to observe it. All those in favor [25:38] motion carries. >> All right. I will uh I will sit on Mr. [25:42] Minson and we will formulate something and we will send it out to council for [25:47] » so long as it reflects the state. >> I just think for the first question [25:51] there, how how are they doing on their infrastructure maintenance? I think it's [25:55] » the fact that they keep asking us to do it for them [25:58] » is is not very good. >> Well, that's the thing. It's another one [26:00] of those provincial download. >> Well, if we're going to maintain the [26:05] highway, I want highway funding. >> Exactly. [26:07] » All right. That being said, we're going to move on to resolutions. We have none. [26:12] Bylaws that the village of Busoop is zoning [26:15] bylaw 1093 2026 be read for a third time and that administration forwarded the [26:19] bylaw to the Ministry Transportation and Transit for approval prior to returning [26:23] it to council for consideration of adoption. Do [26:26] » I have a second? >> Right. Councelor Johnson, councelor. [26:31] » So, this now moves from the special meeting, second reading, now to a third [26:36] reading. However, we send it off to the Ministry of Transport, but it gives the [26:41] public still an opportunity if they so wish to respond before the fourth [26:45] reading. They can send correspondence into the village office [26:49] to us because it's outside of that public hearing. [26:52] » I don't think we're obligated to be held to that information, but it can submit [26:57] like anybody I should uh clarify uh acting mayor the [27:03] uh public hearing that you folks had tonight is intended to be the [27:07] opportunity for folks to make representations to council about the [27:10] bylaw. Um further representations uh beyond what was done tonight would by [27:17] the statute be considered to be procedurally unfair. So uh you know [27:21] generally uh public comment on the bylaw itself is uh is closed unless council [27:26] wants to resend third reading and uh you know have another public. [27:31] » Would somebody not be permitted to uh comment on it though if it is an agenda [27:35] item and they come in for uh like a question period then they [27:41] opportunity. Surprisingly, no. Like the the idea is that the uh opportunity for [27:45] for the public to make representations was tonight. If somebody wanted to come [27:49] and add uh additional information after that, uh the idea would be that it's uh [27:54] you know, unfair to the other residents that did attend the public hearing. [27:59] Uh yeah, basically it's perceived as unfair, procedurally unfair. [28:05] » Even though it's a very reasonable question to ask, it's [28:10] clarification. No, and I appreciate that clarification [28:13] as well. We've done a lot of work on this. This is the villages bylaw. If the [28:18] folks that live here, own businesses here, they don't agree with it, then so [28:22] be it, and then they should bring that forward. However, I think we've opened [28:26] up opportunities for homebased businesses or businesses for use of [28:31] property. I think we've made this fair and reasonable by law. However, it's not [28:36] just ours, it's all of ours, right? like we all build this community together and [28:41] if there is some serious concern over it, we're not just trying to force this. [28:45] We're really we've taken the deliberate work to really consult with folks. So if [28:50] there is something glaring, let us know because we had folks approach us about [28:54] agricultural accessory dwelling or accessory building land heights and we [28:59] changed that. So anyways, I appreciate that. Yeah. [29:03] » And I I would just like to say that looking into this bylaw before tonight's [29:08] meeting, I I went through uh previous council agendas. This is the 19th [29:12] meeting we've had this bylaw in the meeting on the agendas. [29:15] I went through my emails. I have a list of emails going back three years. I [29:21] don't know how many emails, probably 40 or 50 of them from probably 15 or 20 [29:25] different residents regarding concerns with this bylaw. All of those concerns [29:29] have been addressed. They have all been changed um regarding heights in the ALR, [29:34] regarding fence, regarding setbacks, regarding uh material structure, [29:38] regarding impermeable lot area, regarding driveway materials, regarding [29:43] drainage, so on so on so on, parking, everything. We've we've I think we've [29:51] » it's not a perfect bylaw. It never will be. There's always going to be somebody [29:55] who's unhappy about something, but there has been three years to comment on it. I [30:01] I I know I've received lots of emails. I'm I'm sure the rest of you have as [30:05] well. Um I I'm very satisfied with the file and the work we've done on it. [30:11] And I mean, if people still have concerns, they I I wouldn't say, do I [30:16] have to say no? Theoretic. Again, this is a strict interpretation of the law, [30:20] but technically the requirement correspondence that's received at our [30:24] office of trust counselors on the uh bylaw between public hearing and [30:30] adoption that's required to be withheld by staff because you know by statute [30:36] council's required to have an open mind when the public hearing happens. You [30:39] know once the public hearing does happen you know council uh goes on to you know [30:44] subsequent hearings and uh the opportunity for public representations [30:47] is closed after that. Idea being that you know the public have a shot at doing [30:51] it. You have an opportunity theoretically to a adopt the bylaw and [30:56] reopen an amendment or open >> I do think this is the community's bylaw [30:59] though of every bylaw we've done this term on council this is the one that [31:02] I've seen the most input from from the most people and we've made very [31:06] significant changes >> based on based on those recommendations [31:11] » moreover if if any council members do have a change of art you know on the [31:14] bylaw you know determined that you know hey something you missed or there's a [31:19] policy objective that isn't in there's always that option [31:23] reading and the public hearing can happen again. I'm not trying to, you [31:27] know, uh suggest to council that they're walking off a ledge or anything. [31:30] Everything in here is is possible to to fix, you know, adjust, but there is a [31:35] procedure requirement that comes along after the public hearing is held that [31:39] basically says that's the opportunity for public. [31:42] » This is meeting 19. The next one will be 20 and if we go back it'll be 21. [31:48] » All righty. So, with that being said, I'm going to call the question. All [31:52] those in favor? Right. And none opposed. That carries [31:56] unanimously for the third reading. Recommendations. All right. Uh item [32:00] number 13, administrative reports. Uh public works report. Uh make motion that [32:05] council receives the public works report dated August 26, 2026. August 2026 for [32:12] information. Second. Any discussion on that? [32:18] All right. All those in favor and accepting for information that's none [32:23] opposed. Uh 13.2 fire department report motion to uh make a motion to accept [32:30] fire department report for information. >> Second [32:34] comments, concerns on that. Hearing none. Let's call the question. All those [32:39] in favor accepting the fire department's report for information. Right. That's [32:43] unanimous. None opposed. CA's report. CAO's report that council received the [32:48] chief administrative officer report dated September 9th, 2026 for [32:52] information. >> Second, [32:54] » Mr. Melkinson, you got anything you want to add that's not on the report or [32:57] anything you want to highlight? >> No, just a thank you to uh all the staff [33:01] um for their work over the last few weeks. Um certainly a thank you to uh uh [33:06] Abby and uh you know, village contractors for their assistance. Uh I [33:10] think the CIPs on water and sewer are a major milestone and you know definitely [33:15] wanted to pass along that credit. So, thank you to uh takes a village, no pun [33:19] intended. >> All right. All right. I'll call a [33:24] question of uh accepting the CEO's report for information. [33:32] Um I do have uh for your instruction, I do have Mayor Beach here who's offering [33:36] to join the meeting if uh it means that a decision could be reached on the reach [33:41] for earlier. I don't know if that's something you might be interested in. [33:45] She's available before we're done then. Yeah, because we have conflicts. So, [33:48] she's available that we can >> have court. That'd be great. [33:51] » Fair enough. If you give me like a two-minute recess, I just love to check [33:54] procedure file and make sure I'm not breaking any rules. [33:57] » Yeah. You know what? All we got left is reports. So, what we'll do is we'll do [34:01] reports and then I'm going to bury the agenda. We're going to take a 10-minute [34:05] recess. So, I'll make a motion that we bury the agenda after the reports. Can I [34:09] get a second? >> All right. Might not need to hear my I'm [34:13] just checking. All right, we just call recessing. [34:17] » Yeah, but the agenda because we're taking that proclamation [34:24] recess because of a procedural thing. So, we'll do that after the reports. All [34:28] right. So, we'll get our reports done. So uh 14.1 council Johnson [34:33] » I do have I do have the library meeting on the 24th of September [34:40] somebody else be nice to have somebody I know it's [34:46] portfolio that okay uh yeah we'll see I'm out of town [34:52] to work for that one so >> yeah I'll be [34:55] touch base all righty councelor wall >> so I I had a conversation with the [35:01] museum. I've been working with them regarding the hard hotel artifacts and [35:04] uh helping them with a garage sale idea that we we previously approved. Um went [35:10] and did a tour in there with Mr. Mulkinson and Mr. Dvau uh from public [35:16] works to look and see what what is in the building there, what is salvageable, [35:20] what could be sold for the museum, and what could be used as artifacts in the [35:24] future for the museum in the event the building does sell. Um, [35:29] so that was great. I think there's lots in [35:32] there and I think the museum could have really successful fundraiser doing that. [35:37] Uh, walk over to the Cano um, regarding their facade improvement grant. They are [35:42] super excited about their grant that they are received are receiving. Little [35:48] bit of confusion there about how they're going to get it, but they are approved. [35:52] They're very very happy about that. Um, and they're really excited to put up a [35:56] canopy. So when people pull in, they can be under a roof, have pay at the pump [36:00] like every other gas station. They're they're looking really forward to that. [36:03] And uh went with some friends and their children to the new playground and it [36:08] seems to be a hit. Like it was, you know, after dark even walked over there [36:14] about 9:00 at night. Still families in in there. It was quite busy this weekend [36:19] when we rode by. >> I know. So I I think it's I think the [36:22] playground's a hit. >> It's a hit. It's it's good. [36:26] One one critique I got from one of the little girls that was in there was they [36:30] miss they miss the what? >> The seat belt. [36:33] » No, not the seat. Well, I already told you about the seat belt. [36:36] » No, that's from the parent. Like it's kind of sketchy with the kids in the [36:39] thing, but >> kids find it more fun. I think it was [36:42] they miss the curly slide, >> which I'm not sure. [36:47] » Kids mentioned that, too. We were there the other day. [36:49] » Okay. It unfortunately got busted up when we were pouring the rubber. So, it [36:54] had a Yeah, [36:56] » it it had seen better days, but that is in phase two is that we replace that [37:00] slide and uh you know all slides of the structure. [37:03] » Well, there we go. Anyways, oh and uh yesterday I went to a seminar to learn [37:08] about the Canadian economy. It was uh held by Stephen Harper in Grand Prairie. [37:13] Yeah, that was super fun. Learned a lot. Uh so very valuable experience there. [37:19] » Um just learn about the Canadian economy and how the BC economy, Alberta economy [37:24] and more in northern BC. Um we we accounted for a majority of Canada's GDP [37:31] growth in this last year where the rest of the country is seeing a recession. [37:36] Our industry is kind of in a sound counteryclical nature is how he [37:39] described it to to kind of make up the difference for [37:43] the rest of the country. So I want to thank our resource workers for that and [37:47] continuing to go out there and do what needs to be done. [37:52] » Yeah. All righty. Councelor Rabble. >> Well, I'll be frank. There's none to [37:57] report at this time. There's some good stuff in the [38:01] » All righty. Uh, Mayor Beach is away tonight. She's going to join us a little [38:05] bit later. Um, but we'll catch her report from her when she gets back. I'm [38:09] sure she'll have a lengthy one after we see him. Uh, so yeah, for myself, I did [38:13] meet uh with the RCMP detachment commander uh last week. Uh, did get the [38:18] word that he is going to be moving on. Uh it's been great to have here for the [38:23] last three years. Uh so we will to get a new uh staff sergeant here uh come later [38:29] this fall. So yeah, that'll be something to look forward to and working with the [38:34] new staff sergeant. So yeah, uh touch base with him. Uh one thing we did talk [38:38] about as well uh was the increase in uh dirt bikes and uh you know the [38:46] inappropriate use of dirt bikes within the community, right? because I know [38:49] it's something that's come up to us before uh three years ago when we first [38:52] started meeting with the same detachment proper on a regular basis. You know, we [38:56] weren't super concerned about the ATVs and the UTVs and the dirt bikes going [39:00] through town because most people are respectful about it. Yeah, there is [39:03] rules against it, but you know, when somebody's respectful about it, you're [39:06] not necessarily going to raise a lot of concern. Uh but unfortunately, we've had [39:10] some individuals that have been doing catwalks through town. There's been [39:13] accidents that have almost been caused, kids that have almost been run over and [39:17] some general unsafe behavior. Uh so with that, I did request the RCMP step up a [39:23] little bit uh for enforcement. Also had a conversation with Mr. Melinson. Uh [39:28] they uh talked about a lot about stepping up enforcement a little bit on [39:31] that. So there has been some movement on that and it's not everybody. Uh it's a [39:36] handful of maybe four or six individuals that are uh participating in extremely [39:42] unsafe behavior. You see these kids catwalking or young people catwalking up [39:47] the hill on the outside of town coming through town [39:50] » right down 49 catwalking and you know traveling at safe speed. [39:55] Unfortunately, you know, uh, you know, kind of ruins for all. So, we will see [40:01] some more enforcement coming from the RC on that and with stuff on that as well. [40:07] » Question about your report. Um, so I know that we've been working on that [40:10] bylaw uh to give it a little bit more teeth about people stunting and riding [40:15] their dirt bikes and quads at unsafe speeds through the community, not [40:18] stopping a stop sign, sort of things. Um, it was about 90% of the way there [40:22] last time. Is that have you heard anything about that? [40:24] » I haven't heard anything more on but the one concern that was raised by RCMP is [40:28] that it's virtually impossible to pursue these kids right or these people. If [40:33] they stop right on but if they don't parent [40:36] » well that's the thing but you have to find out who the child is or who the [40:39] person is right so it's a process so it's not as simple as hey we got you and [40:43] you know for the RCMP to pursue on the chase and god forbid somebody gets hurt [40:47] something happens well now it's going to get hung on them. So they have to be [40:51] very cautious on how they pursue it and investigate as well. So the best thing [40:55] person can do is if you have pictures video of it or you know you see it is [40:59] report it uh cuz it's like anything else the more you report it the squeaky wheel [41:04] gets the grease street. So I know it uh quite regularly throughout the community [41:08] you see it. So I just encourage people to report that uh before you know we end [41:12] up having to call an ambulance because I much rather call the cops on somebody [41:15] than call an ambulance. Right. So, >> um yeah, uh that was kind of my report [41:20] for that. Um >> Mayor Wood, just further to your point [41:24] about we did have a off-road vehicles bylaw [41:28] uh revision or not revision but a new bylaw that was kind of a um [41:35] initiated by uh Mr. Gon presented at the last meeting. Um at that meeting, [41:40] council really wanted some specificity from staff on just really making bylaw [41:46] was enforceable and that uh you know wanted to go through a couple of [41:50] scenarios about okay if we do this you know will we be able to will this you [41:54] know help the cops etc. So there's a few questions that we're chasing some [41:58] answers to and we expect that we should have a a new version of the offer to you [42:04] guys for probably the next meeting here. >> All right we do have mayor joining as [42:11] well that's okay. >> All righty. So yeah, we're going to vary [42:14] our agenda and I am going to bring back the uh proclamation [42:22] for the legion. Um so yeah, I did bring a motion to vary [42:27] the agenda. I got a seconder. I'm going to call the question on varying the [42:30] agenda. Uh all right. So discussion on varing the agenda for tonight. [42:37] We can do that >> procedurally. We're good with that. It's [42:39] probably do without objection consent if you wish. Uh yeah. All [42:43] » right. So I'm going to call the question. All those in favor of varying [42:46] the agenda for tonight opposed. Not opposed. All right. That's [42:52] carried. All righty. Uh we are going to jump [42:55] back. Mayor Vich, are you there? >> I am here. Can you hear me? [42:59] » Yeah, I can hear you. All righty. So, we are going to jump back to 7.1 for the [43:04] Legion Proclamation. So, I'm going to make a motion uh the [43:08] week of September 20th, 2026. December 20th to 26, 2026 be proclaimed as the [43:14] Legion week and the village of Kusku week. [43:17] I will have to declare a conflict uh same conflict as last time due to my [43:21] close relationship with the people running the Legion and my previous uh [43:25] role as president of the branch. Um it I've I've got to recuse myself from [43:32] anything to do with Legion at this moment. [43:35] I'd like to declare a personal conflict of interest um due my former role as a [43:40] treasurer, my close personal relationship with the Legion. As well, I [43:43] have recused myself in previous meetings regarding Legion topics, especially the [43:48] tax uh municipal tax piece as well when they received kind of a waiver of that. [43:53] So, I'm going to recuse myself. and staff, if you uh make that uh put that [43:59] in minutes, please. >> All righty. I am going to proceed with [44:04] the uh proclamation for the legion. All righty. So, proclamation 2026 Legion [44:11] week in Busousi. uh whereas this is a Royal Canadian Legion National Institute [44:19] uh provided by the Dominion Executive Committee in 2023 to establish First [44:25] Nations Legion week. And whereas the Royal Canadian Legion is a nonprofit [44:30] organization that exists uh to promote remembrance and to assist veterans and [44:34] their dependents in their time of need. and where the National Legion Week is [44:40] designated to educate visitors on the good works their local branches do in [44:45] their communities. It reinforces the important role of branch plays within [44:49] our uh shared mission and to serve and support our veterans as well as [44:54] contribute to the well-being of so many communities. [44:58] Uh it serves as a vehicle to drive new traffic to branches, attract new members [45:03] and sign up new volunteers. As whereas the National Legion week uh reinforces [45:08] the importance of the role of Legion plays in the shared mission uh to serve [45:13] and support veterans including serving military RCMP members and their families [45:17] and contributes to the well-being of the community and where the uh ceremonial [45:24] will [45:27] » commemoration. Thank you. Uh the commemoration will continue uh to be [45:31] held each September starting on the 3rd uh Sunday of the month in honor of the [45:36] Battle of Britain day ending the following Saturday. Now for I acting [45:41] Mayor Marcel hereby proclaim September 20th to 26, 2026 as Legion Week in the [45:46] village of Gooie. >> Congratulations. [45:53] » Mayor Beach. >> Um and do we call on all those in favor? [45:57] Just make sure everybody. >> Yeah. All those in favor and we passed. [46:04] » All righty. >> Yeah. [46:08] » Um yeah, thank you so much. I know that the legion members were there for the [46:13] proclamation. Of course, we ending forum. So, I'd just like um council to [46:17] know that I have also um reached out to the board and let them know that um I'm [46:23] also comfortable reading the proclamation for them um on video and [46:29] then they'll have that prep for their board meeting for September 19th as [46:32] well. So, um I will be reading it tomorrow um afternoon and I'll send that [46:38] off to them as well just because they they are no longer there so they miss [46:42] the opportunity um opportunity to add it. So, [46:46] All righty. Well, thank you for that. All righty. Uh, with that being said, [46:50] we're going to move into our encounter and we'll we'll get the gentleman back. [46:54] Okay. [47:02] Great. >> Then she kind of come apart. [47:06] » Oh, no. >> The same as if uh I don't know what car [47:12] hit the deer. >> I wonder if the same kid I saw. [47:16] » The surprising part of it was been about 15 minutes. They had a buddy [47:22] with him. He helped him a lot. Quite a few cars stopped and then gradually [47:27] trickled away. Uh they got that bike out of there before the cops come and there. [47:32] » Oh yeah. >> They run out much slower than they come [47:36] in though. >> On two wheels. [47:39] » On two wheels. Yeah. >> But it was uh [47:44] It was quite a sight that the amount of flopping around that everything was I [47:49] had a permanent distance. I didn't get it really close, but uh I didn't think [47:54] he would be getting up and walking away. I thought the red lights coming in. [47:59] » He was fine. >> Actually, I have lots of questions. So, [48:02] we'll get to Duncan here. >> Okay. And you guys, when is the [48:06] wheelchair round being done at the post office? [48:10] When is the the cutout for wheelchairs to get into this park going to be put [48:15] in? When is >> these intersections for the school being [48:21] put in? And husky, I want dates, times, when [48:27] » I should go. I can I can comment on the intersections because I have some [48:31] information about that. So, >> thank you. [48:34] When it comes to the other stuff, I believe they're out for uh contractors [48:38] to bid on them, right? >> You go with yours and I'll just [48:43] I I I keep bringing back to come here to get it. [48:48] » Okay. So, when it comes to the intersections, so in front of the gas [48:51] station and by the school. >> Yeah. [48:53] » So, we've got the drawings back from the Ministry of Transportation. [48:56] » They are fully funding the project. >> So, we are not No Scoopy dollars are [49:00] going to that. That was out of our delegation to the Minister of [49:04] Transportation last year at UBCM. >> There isn't a date set yet. I know they [49:10] have surveyed it and they said that they will get it done before the sword [49:13] happens. >> They've done both Duncan said that there [49:17] were lines done and lines already put out and where they're going to cut the [49:21] thing. >> Yes. So, they have they've done all the [49:23] surveying along the highway uh regarding the crossings. They're going to have to [49:26] put in a power under the highway to do that and they've been working with Argo [49:30] to do that. Um, but they did say the project will be done before winter [49:35] happens. >> Jake, I'm I'm going to be holding you [49:39] all to this. >> That's what the Minister of [49:41] Transportation does not come back here and I'll be questioning the new mayor. [49:48] » So, the thing is where the Minister of Transport lives, it doesn't snow until [49:52] December. Actually, actually I told them to give me the the email and I would [49:56] write to the minister and tell my my concerns about this thing and I got [50:00] emails and I'm going to write to him tomorrow actually. Thank you. [50:03] » You can we will be actually funny thing about that. Next [50:10] » next week on >> such and such time next week we'll meet [50:16] » we are meeting with him again just to talk about that. [50:20] Not even Wednesday. >> I'm on Wednesday. [50:23] » I don't care. I I'll you I'll get on that call back. [50:27] » Yeah. >> I'll be pretty sure. I'll be pretty [50:30] sure. >> I will I will let the minister know and [50:34] and we have witnesses here that we have had a member of the public bring it up. [50:38] They want to see it done when they >> person with disabilities. So I'm sure [50:42] right there. >> Oh, he already knows I'm dis. [50:44] » Okay. Okay. Now you asked that question. Now back to Duncan. about the [50:50] wheelchair, about the wheelchair come into park that I keep asking about every [50:55] week, even at the Rotary Me cuz you and I belong to the same Rotary and about [50:59] the post office. >> The post [51:04] I'm not good at post office. Uh there was an RFP that was issued earlier this [51:08] summer to see what kind of pricing it would be for a new entrance to the post [51:12] office uh that would be accessible. uh council has directed staff to apply for [51:18] a RBC grant to stretch the budget uh a little bit more because the uh 2026 [51:23] budget allocation was uh $20,000. Uh the idea would be that the grant application [51:28] would extend that to about uh between 40 and $45,000. [51:34] Um I was saying the pricing that we got back from the RFP uh hasn't been [51:39] amazing. The first price that we got was theoretically in scope. Uh but it wasn't [51:45] clear to us that the person that bid actually uh understood the full breadth [51:50] of what we were wanting to do there. For instance, they didn't have pricing on [51:53] the removal of the existing structure that was in place. So, we're uh in the [51:57] process of confirming that with that uh uh contractor and then other pricing was [52:03] way outside the ballpark of what uh so that question now cut into the park [52:11] there. >> The left down from the sidewalk to the [52:13] pavement on 49th to permit accessible access to the park. I haven't measured [52:18] the difference because it looks like we've uh paved over 49th a few times, [52:22] but the difference is quite Hi. >> It's it's quite uh similar like they're [52:29] they're quite close to each other where a person could very easily you know just [52:33] similar >> question. [52:35] » Anyhow um in terms of uh aligning with ADA standards or [52:40] » that's what I want ADA standards >> there's an opportunity to uh cleave out [52:46] a portion of that sidewalk so that it's a more smooth transition. [52:50] » Elevate the pavement >> when I'm on deadline probably going to [52:53] be a phase two thing. grinder you can borrow [52:57] » because I got a grinder >> because I you know me I'm [53:00] straightforward you know I'll make sure I'll make sure the media is out here and [53:05] » if I if I may say something about that so we tonight we went ahead with uh [53:10] proceeding with phase two of the park plan [53:13] » and that and that is in phase two >> so I don't think Duncan can give you a [53:17] deadline today or something we just agreed to do today [53:20] » but to get those professionally done it is quite expensive uh to you know you [53:23] need to get a contractor you know, to a certain standard. [53:28] » Now, my where you have that uh >> the gas station. [53:33] » No, no, no, no. That uh Canada Day thing, you know, not accessible for [53:38] people in wheelchairs to get in there either. So, so, so the park where it's [53:43] paid, you know, I want to see that. [53:48] » I want to see that. I want to see I want to see you move to the new era the stay [53:55] back in 1980s get into on the same page as Prince [54:00] George and down not not in you know >> if I can say something about argue that [54:05] » so we were looking at we're looking at paving elevator road [54:08] » yes >> right now elevator road we've put out uh [54:11] RFPs to do that >> contract signed [54:14] » contract signed >> what it's going to happen the price on [54:18] doing about half of Elevator Road is about 3/4 of a million dollars. [54:23] » Wow. >> I'm going to kill that. We don't have [54:26] the money. >> I don't know. [54:29] » And and that there is critical infrastructure that we need. We need to [54:31] re we need to redo that. But over there, nobody lives down there. We use that [54:37] park a couple days a year. And for the for the co I I hate to put it this way, [54:41] but for the cost of for the cost of paving, it's it's really high. However, [54:47] what we do offer on Canada Day is a free bus service that we you can get picked [54:53] up. >> Okay, that's good. Okay, my next [54:55] question is that part overware school is that accessible to people with [55:00] disabilities and wheelchairs and if not then I want that done next. [55:04] » I know it's something we're looking on. Councelor Ronald had something that he [55:07] wanted to bring. So to respond as well, council had actually received a report [55:12] so many meetings ago regarding the playground area where the bald diamonds [55:16] are. >> We've been working closely with Iron [55:18] Wolf and they had worked with the graphic designer to present us with a [55:21] proposal. So that's actually something that's coming back for budget 2027 as [55:25] well as my understanding. It is a quite a costly endeavor and it would be a [55:30] multi-phase piece as well, but we've been paying attention to these pieces. [55:33] That's why we did put more money into the sidewalk repavements. We've grinded [55:37] down some of those sidewalks as well, some of those really bumpy spots, but [55:40] once again, we don't have the cash to redo the whole village tomorrow. So, it [55:45] is definitely we are and we do appreciate you having hosted and your [55:50] organization hosting that wheelchair challenge. It was enlightening, right? [55:53] We traveled around. We realized how hard it is to get over the sidewalks from the [55:58] school. Going over that culvert to get over to the road was extremely difficult [56:02] on a wheelchair. So, I definitely hear you. I understand where you're coming [56:06] from because I couldn't imagine trying to push a stroller or move a wheelchair [56:10] throughout the village. It'd be extremely difficult. So, what's going to [56:13] happen where that, you know, where it was hard, you got over that thing to get [56:17] to the school into that. Is that being fixed? [56:20] » You know what I'm talking about? You know, when you get to crossing to there, [56:24] there's a hard thing where you couldn't get up that thing. [56:26] » Well, I think we what we did is after we did the wheelchair uh thing with you, [56:30] there's a couple of things that we highlighted for Mr. Minson. So, [56:33] » yeah. Well, anyway, with the sake of uh moving on and keeping keeping our time [56:38] scheduled tonight cuz we still have one more meeting we got to get through [56:40] tonight. So, uh with that being said, uh can I get a motion that we move in [56:45] camera as per section 91 of the community charter? [56:49] » Second membership [56:52] » and we're going to call a 5m minute uh recess. Yeah.
