[0:28] then [0:40] good evening we're going to call the me [0:42] in the order the time is 6: [0:44] PM uh next item on the agenda is the [0:47] approval of the agenda so the motion [0:50] reads that the agenda for council [0:51] meeting of October 7th 2024 be approved [0:54] as presented mve in second here [0:57] please Council mccon no I would like [1:00] something added to the agenda to our in [1:03] camera [1:05] session it's a question that I have in [1:08] regards to something we've discussed in [1:10] Council [1:12] previously and I think it would be a [1:14] clarification based on what I've [1:17] seen in tonight's agenda as to whether [1:20] it is still a matter for in camera or [1:24] not and if I ask it in general it it's a [1:28] yes or a no it's a quick thing but it [1:32] would be to everybody's fa to know [1:37] so coun McConnell do you know what [1:40] section that close section for what [1:44] matters I haven't got a clue so it might [1:48] be something that we are going to [1:50] discuss tonight in which case I [1:55] don't okay I know it's it's a it's an [1:58] unusual thing but [2:00] I would have never asked it if I hadn't [2:02] seen something in tonight's that makes [2:05] me wonder whether it's still in camera [2:07] or not we should [2:10] know okay fine you can add like [2:14] a I just I just [2:18] find meetings that it could fall so I [2:22] can get [2:26] clarification uh purchase and sale or [2:30] identifiable [2:31] individual purchase and [2:35] sale I I should mention that yeah that [2:39] helps so okay as amended then we'll um [2:43] can I have a move in second or for [2:45] Council McConnell Council Kirkby all in [2:47] favor Carri thank [2:50] you duration of Interest [2:53] tonight being none we'll move [2:55] on no presentations tonight but we do [2:58] have a delegation tonight from the [3:00] Sunday Night concert series and the St [3:02] Lawrence shakes profess Valerie [3:05] Schultz floor is [3:11] yours what do you [3:13] think I'm here representing the Sunday [3:16] Night concerts we are not asking for [3:18] money but for your help for those of you [3:21] that might have attended our concerts [3:23] you will notice that our numbers are [3:25] increasing for instance when Eddie and [3:26] the sting race performed we had over 500 [3:29] people [3:30] that is encountering the people that [3:31] would KN it in and were sitting [3:33] outside the Avery flight is between 250 [3:37] and [3:38] 350s our big concern is if we have to go [3:42] in the arena because of rain this summer [3:45] we had to go in twice and the second [3:47] time we lost money we did not bring in [3:49] enough to pay the performer the arena is [3:52] a great venue it's only something could [3:54] be done about the acoustic with it [3:57] Su we have already had one of our [4:00] entertainers come up and say if I have [4:01] to go in the arena I am [4:04] canceling what we would like the town to [4:07] do is number one give us a portable [4:09] stage that we can put up at a moment's [4:12] notice because we usually only have a [4:14] couple of hours between the time we make [4:17] the decision and letting the town [4:19] know when we ask whoever is on duty and [4:22] ask to have the stage put up they say [4:24] they cannot do it because they need more [4:26] man pound if it is a portable stage it's [4:29] e a lot [4:31] easier however the main thing is making [4:33] the Acoustics better we have spoken to [4:36] Randy oia La who as you know played in [4:39] The Arena New Year's Eve and for the [4:41] fire [4:43] student he suggested two things that [4:46] could improve the [4:47] acoustic first sound bounces off the [4:50] glass panels either remove them there [4:54] was no hockey plan anymore in the arena [4:56] or put a curtain up also he suggested [4:59] the stage be at the North End facing [5:02] south and curtains we've been put out [5:04] between East and West I've made a [5:06] diagram which I'll show you [5:09] later next summer we have engaged [5:12] another band which is as popular as the [5:14] sing race called Ambush and if they have [5:17] to go in the arena I don't think they [5:19] will want to come back as the fact we [5:21] won't make enough money to cover their [5:23] cost nothing is cheap these [5:26] days bill and I watch the radio from the [5:29] radio from the minute we get up in the [5:31] morning and we're watching the storms go [5:33] through and believe you [5:35] me sometimes where it's really [5:38] nerve-wracking we have to let the [5:40] entertainers know or the people know [5:42] around 4:30 and we also have to let the [5:44] town know if we want to use the [5:48] arena that's the bands are not going to [5:51] risk their equipment being out in the [5:55] ring and we also have to think of the [5:58] safety of the audiences if it's a [6:00] thunderstorm last year we had two bands [6:03] it did rain in the middle but it only a [6:05] springle which was fine they continue to [6:08] play Shakespeare I know would also like [6:11] to use arena in the case of rain outs [6:13] but again it all comes down to the [6:16] acis unfortunately ingry could not be [6:18] here this evening as they are having a [6:20] very important board meeting but she [6:22] asked me to also stress to you the [6:24] importance of the Acoustics being [6:26] addressed they would like to use the [6:28] arena for their out plus their Wednesday [6:31] afternoon [6:32] lday another another CL of having them [6:35] concerts at the arena and shapes to is [6:38] that there is Apple parking we have a [6:40] lot of people with on wheelchairs [6:43] motorized wheelchairs it's easy for them [6:46] to get into the arena but it wouldn't be [6:48] easy to get anywhere [6:51] else so we would appreciate it very much [6:54] if you consider our request we want [6:57] Sunday Night concerts to continue this [6:59] has to be addressed and fixed thank you [7:02] very [7:05] much it's [7:09] very is [7:15] suggestion questions if anybody has any [7:19] questions Justin through you mayor [7:22] Shankar you say there's no charge for [7:25] the to the people attending the concert [7:28] is that correct [7:29] not it's a free [7:32] will so with donations [7:36] only the average is [7:38] $5 some people put 20 in but the average [7:41] is five some people only put two in but [7:45] we make enough to cover our costs you [7:48] make enough to cover your cost as kind [7:49] of M right now right we have to keep [7:52] going in the arena they [7:55] von't the I guess the second part of [7:58] that question for for me is when you [8:00] cancel a band do they charge you a fee [8:02] anyways we've never had to cancel touch [8:05] okay there you go that answers we have [8:08] to pay a lot of the Bands require a [8:10] deposit right and then we pay them the [8:13] balance after they finish performing yep [8:16] so if they have to go into the arena and [8:19] we've already paid them a [8:22] deposit we Lo [8:26] money counc lock [8:31] um is a church out of the question for a [8:34] rain dat [8:36] yeah does not what accommodate people [8:39] plus the sets going up I know they have [8:41] an elevator but 500 people going in [8:45] wouldn't have okay and not only that the [8:48] performance they love the Ampitheater [8:51] know they really love it down [8:53] there like wean sting R this year it was [8:56] touch and [8:58] go and Lily the sky is cleared and they [9:02] were able [9:05] to Campbell after you Shankar um Valerie [9:10] um besides Eddie and the string rays [9:13] what kind of attendance are you getting [9:16] we had 530 people oh besides them like [9:20] on a on a reg not a [9:24] regular sorry my voice um what's your [9:28] average attendance with these really [9:30] around 300 300 [9:33] okay yeah the most attendance we had [9:36] this year was when we went in the arena [9:37] with Marlin forcet that was terrible and [9:41] the Acoustics were terrible yeah I'm [9:43] just trying to think if there's [9:45] another venue just for Eddie and the [9:48] Stingrays you know you're going to get [9:49] so many people and whether it's raining [9:51] or not just planet for there and there [9:55] isn't anywhere El I wish there was [10:01] yeah I'm thinking we have another Arena [10:03] but I don't know what scheduling well [10:06] but the new arena is is great but you [10:09] start putting the ice in there in August [10:11] we don't finish until the end of [10:14] August right just thinking out [10:17] loud and the other hard part is it's [10:20] it's so weather dependent right like we [10:22] could go the next three years and you [10:24] never go into the arena I know like last [10:27] year we only had to go in once [10:29] but uh you never know and the weather's [10:32] changing so well thank you for coming [10:35] and we'll uh we'll talk with staff and [10:37] see thank you very much for [10:39] listening [10:42] app don't forget [10:45] [Laughter] [10:49] next I have [10:57] your you're wel [11:14] all right moving on we've got uh minutes [11:17] of the previous council meeting so under [11:19] item 6.1 we have approval of the council [11:21] meeting uh minutes of September 16 [11:25] 2024 can I get a moover and secondary to [11:29] accept these [11:30] minutes by Council Burton second [11:34] by Deputy Mayor Young any discussion on [11:37] the [11:39] minutes seeing none call the question [11:41] all in [11:42] favor car thank [11:45] you um no items under Communications and [11:49] petitions or there are items there are [11:52] no [11:54] items thank you uh consent reports item [11:58] 8.1 is cons reports and we have the [12:00] information package is there anything [12:01] anyone would like to see pulled [12:03] out councilor Kirkby yes through you [12:06] mayor Shankar I'd like to uh remove [12:09] municipality St Charles regulation of [12:11] the nicotine pouches PES sry all [12:16] right it's 12 number 12 oh there it [12:21] is all right anyone else [12:33] we'll take that one out um [12:37] oops so the motion reads that all items [12:41] except we just took out under the [12:43] consent report section of the agenda be [12:45] accepted as presented can I have a move [12:46] and seconder councelor Kirkby councelor [12:49] Campbell any [12:52] discussion [12:54] favor Gary thank you [12:59] um no committee reports this evening uh [13:03] mayor's comments uh busy few weeks the [13:06] last few weeks lots of lots of work [13:10] behind the scenes and um the town is [13:13] looking great lots of positive comments [13:15] from a lot of different people visitors [13:18] and family that come down to meet people [13:22] and haven't been here while they're [13:23] they're really [13:25] enjoying the looks of the town and and [13:28] lots of things going on I know we got uh [13:31] Halloween just around the corner and big [13:33] bash down at the pumpkin Inferno again [13:36] this year so lots of good things [13:38] happening Thanksgiving around the corner [13:40] hockey has started so we're in Full full [13:43] gear now but we're still cutting grass [13:45] and the leaves haven't fallen yet so we [13:48] got a bit of work ahead of us so I'm [13:50] going to go around the room and just let [13:52] people discuss any of the meetings and [13:54] committees that they went to we'll start [13:56] on this side councelor Lockett um [13:59] I I just want to Echo what You' said I [14:01] recently been visiting someone down at [14:05] the um the condos and I mentioned this [14:07] to Matthew when you look down on that [14:10] open Park area it's like a picture they [14:13] it's wellmaintained it's absolutely [14:15] beautiful it look like you're looking in [14:17] a a huge City and so they've done a [14:19] really good job everything is neat tidy [14:22] um the playground is busy um and lots of [14:26] families lots of out of town people and [14:29] so just hudos to the staff for having it [14:32] look so well thank you councelor [14:35] councelor McConnell thank you mayor [14:37] Shanker um I attended a cemetery board [14:40] meeting a week ago and we just discussed [14:45] a couple of things there's some trees [14:47] that large trees that needed to be [14:50] removed and um we were given permission [14:56] by the ass board to have that done it [14:59] was a matter of about [15:00] $2,600 I think and they were back there [15:03] doing that today I was back and had a [15:06] look they were doing a nice job very [15:08] careful Around The Monuments and that's [15:11] the why they're been removed because [15:14] they were danger to The Monuments if [15:16] they had [15:18] fallen um as well I was at the cemetery [15:21] this morning we had a permission from [15:23] the [15:24] board to start spending money the [15:27] anticipation is we're going going to do [15:29] this every year for uh repair of [15:34] monuments we have many many dozens of [15:38] monuments in the Sandy Hill Cemetery [15:41] that have been damaged over the years [15:45] that are in danger of falling over um [15:49] that are laying flat it's disrespectful [15:53] to the people that came before us in [15:56] this community and the cemetery board is [15:58] of the the feeling that is time we [16:00] started bringing these monuments back to [16:04] a suitable condition so um we are doing [16:08] a program starting hopefully Thursday [16:12] where we will be fixing some of these [16:14] monuments uh we're going to take a look [16:16] at that see how the repairs go and based [16:20] on that do a larger uh repair next year [16:25] so I'm looking forward to see how that [16:28] comes out V and putting the cemetery [16:32] into a condition that we can all be [16:33] proud of thank you thank [16:36] you SE Mary thank you mayor Shankar um [16:40] September 17th uh we had a Bia meeting [16:43] and we spent a lot of money that night [16:45] we spent uh ,000 towards the small [16:49] business week so small business week is [16:52] um going to be on October 22nd in the [16:55] new um room on the second floor in the [16:58] town hall [16:59] and uh the event is going to be [17:01] complimentary and uh we're going to have [17:04] guest speaker topics based on feedback [17:06] received from the businesses we did a [17:08] survey earlier this fall so that's good [17:11] we're also collaborating on October 26th [17:14] for Halloween Town we um have put $1,000 [17:17] aside towards uh activations for [17:20] downtown so we're hoping to have a good [17:21] day that [17:23] day and uh from The Economic Development [17:26] Department the my my Main Street funding [17:29] was successful um the project falls [17:32] under the initiatives which were [17:34] supported by the grant um the Bia [17:36] contributed $5,000 and the town's [17:39] project budget include the following [17:41] it's the mural um Landscaping feature [17:43] for the clock tower the Waterfront patio [17:46] at the deep water dock wayfinding pools [17:49] and signage uh popups some prominade [17:51] improvements new traffic light pools [17:54] restaurant patios and Coast Guard [17:57] Gardens and I just wanted to to mention [17:59] too that uh the dive bench downtown by [18:03] the divers is it ever look good looks [18:05] really good so everybody check it out [18:08] and that's all for me thank you excuse [18:11] me can I just cut in here on the dive [18:14] bench I'm sorry but I forgot about this [18:17] last meeting and somebody mentioned it [18:20] to me down [18:21] street we have a new dive sign up as [18:26] well and whoever put the dive sign up [18:29] and the bench up did not get together [18:31] because you can't see part of the sign [18:34] for the top of the [18:35] bench uh you can from the side when [18:38] you're in the water but if you want to [18:40] look at the sign the sign is here and [18:44] the bench comes over it so I don't know [18:46] what we can do because it's a big [18:49] bench and we are having some [18:52] construction in that area [18:55] shortly so I I I don't know I'll leave [18:57] it with staff but something needs to be [19:00] done because people are losing and I [19:03] won't tell you the [19:05] uncomplimentary comment that I got but [19:09] um anyway I just pass that thank [19:12] you um Shankar just add to that I think [19:15] they they are looking at relocating that [19:18] sign for sure okay [19:20] yeah thank you counc Bron thank you [19:23] mayor Shankar um so there is a [19:26] Shakespeare meeting tonight fortunately [19:29] I will not be attending as I'm here um [19:32] Shakespeare is having a masquerade party [19:36] on November 2nd and it's we're hosting [19:38] it right here at Town Hall in our new [19:42] facility in the second floor there it's [19:44] going to be dinner and live music and [19:47] $75 per person and I have an upcoming [19:51] Library meeting as well thank [19:55] you Council Campbell I attended fired [19:58] meeting on October 1st uh upcoming this [20:02] weekend October 12th which is Saturday [20:05] uh there's an open house from 9 in the [20:07] morning till 1: in the afternoon lots of [20:10] kids activities uh hot dogs and treats [20:13] and the fire safety house will be there [20:16] so come one come all to that October 3rd [20:20] the fire department did a a Mayfield [20:23] evacuation drill so getting everyone out [20:27] Mayfield and that's safe and efficient [20:29] manner they're working on setting up [20:31] fire drills at the different [20:34] schools October 6 to 12 oh that's now is [20:37] Fire Prevention [20:39] Week um and then we had some great [20:42] anniversaries of volunteer firefighters [20:45] Paul arand 36 years Mike kocher 16 years [20:50] Ryan s 16 years Devin Burns one year [20:53] Steven Gilmore one year they have a new [20:55] recruit uh Nicholas butt he just started [20:58] off October 1st and George locky uh was [21:02] previously here and he came back from a [21:04] oneye absence so we've got him back [21:07] right thank you Council Campell Council [21:10] through you mayor Shankar uh I attended [21:12] a working group with h mayor Shankar and [21:15] lock it for uh naming policy and [21:18] complaint policies uh just some stuff on [21:22] operations uh the marina is now closed [21:25] splash pads shut down the camera's been [21:27] installed [21:28] down at the fire hall and I believe the [21:31] marina uh then the Queen's exhibit I [21:34] attended with councelor lock at Mar [21:36] Shankar which was well done at the new [21:39] facility up here and just a on a more [21:42] somber note a longtime uh Town employee [21:45] Mike Longton passed away last week so [21:48] I'm sure anybody that spent any time [21:51] around the Leo boan Community Center [21:52] would remember [21:53] Mike yes I'm glad you brought that up [21:56] they are doing a um [22:00] a celebration of life at the Leo boyman [22:03] Arena so do you know the date of that uh [22:07] in November in November so we'll be all [22:11] make sure we're there for that he was a [22:13] great great [22:15] guy okay thank you Council Kirkby well [22:19] done we're going to move on into our [22:22] staff reports we have a few of them [22:24] tonight the first one is item 73 [22:29] -224 Community risk assessment from our [22:32] fire [22:33] Rainer recommendation reads that Council [22:36] approve the community risk assessment [22:37] for the town of Prescott in accordance [22:39] with regulation [22:43] 37818 can mover and secondary for [22:45] discussion councelor Briton councelor uh [22:49] blet Chief floor is yours thank you [22:53] worship so in front of you is the staff [22:56] report and then the attachment is the [22:58] actual document which is 40 PS long so I [23:01] won't spend that much time going over [23:03] that but um basically what we've done is [23:07] a community risk assessment uh [23:10] identifies analyze and evaluates [23:13] prioritize risk to the the public and [23:16] and the community so we use uh data from [23:21] the Census we use uh information from [23:24] The Mont Fire Marshals uh document that [23:26] we send uh to them uh based on those [23:30] risks and type of calls so when we have [23:33] uh nine profiles here so these were the [23:36] work sheets that we used to get this [23:38] document so that was everything from [23:41] geographical uh building stock critical [23:44] infrastructure uh demographic [23:47] profile Hazard profile public fire [23:51] safety uh economic profile and then loss [23:55] and events of History so some of these [23:58] documents are already in our uh [24:01] emergency plan for example Hazard [24:04] profile and the critical infrastructure [24:06] so there's some meat and potatoes in the [24:08] document where they are now so what [24:10] we've done is used these other [24:12] worksheets to to f fill all of those [24:15] areas we take all of that and then we [24:18] use uh risk based on likelihood or risk [24:23] of potential risks so the consequences [24:26] so there's an actual uh [24:29] map there a chart sorry so you can see [24:32] in some of them there's green areas [24:34] yellow areas red areas so the red areas [24:37] obviously are higher risk so what do we [24:39] do to mitigate that that could be [24:43] uh pre-planning inspections uh training [24:48] uh working with uh neighbors to assist [24:50] us at a call with required uh going out [24:53] to the industries the buildings uh just [24:57] in in town [24:58] is what we do so we look at all those [25:00] areas and what you have in front of you [25:03] is that document at the end uh you will [25:05] find that there's a lot of stats out of [25:08] that uh the census doc document for us [25:12] uh it Tak quite a long time to get [25:15] all together uh but at the end of the [25:18] day there really wasn't a lot there with [25:21] this community risk assessment a lot of [25:23] it is is what we see out in the public [25:27] uh and then the the stats we Ed from the [25:29] fire Marshall's office and as you can [25:31] see at the bottom of that document I [25:33] guess the last few pages there's dreams [25:36] of uh documentation from the fire [25:38] Marshall's office that just adds up to [25:41] at the end of the day it tells you uh [25:43] the dollar LW for whether it's structure [25:47] whether it's uh vehicles uh and then [25:49] other type of calls we have I think the [25:51] most uh important document there of of [25:55] the Fire Marshals uh documentation is [25:58] the first pie chart so for example it [26:01] says I think it's 29.4% of all calls we [26:04] get are medical calls you know I think [26:07] it's 22 23% are false alarm calls but [26:12] false alarm calls go in another category [26:14] as well right there's sometimes uh [26:16] people are doing testing they'll call [26:19] the alarm company uh versus could be a [26:22] Mr Mrs Smith call where they think [26:24] there's an issue but it's proceed [26:27] emergency um but we still when we roll [26:30] out the door we don't know that right we [26:33] go get a page and we go off to a call an [26:36] emergency call we don't know that till [26:38] after so that's where you see all of [26:40] those documentation numbers after and [26:43] the percentages there are so the reason [26:46] why I have all of that in front of you [26:48] is to say it's it's a very uh unique [26:51] document uh we will uh P it you will see [26:55] that there are annual years uh each year [26:59] moving forward where if we find [27:01] something that we want to change because [27:03] it's a living document we will do that [27:05] and then every five years we do the [27:08] whole thing over again so new census [27:10] information and and whatnot um but as [27:13] you can see as I said a lot of stats uh [27:17] in front of you um be more than happy to [27:20] answer any questions you may [27:23] have I just thought maybe if you can't [27:25] have a easy way of sleeping tonight that [27:28] again you'll be [27:30] [Laughter] [27:32] good any questions for the [27:34] Chief look Mar thank you may Shankar [27:39] just um this was great it's eye opening [27:42] and for me I really looked at the [27:43] business and personal service mertile [27:47] and the lack of fire extinguishers and [27:49] not only that but the lack of training [27:51] so I see a great opportunity for the Bia [27:54] to give you guys a call and say hey [27:56] let's set something up for the [27:57] businesses [27:58] because I know even in our business [28:00] we're an insurance business but we still [28:01] have a kitchen right and we still have [28:03] other things so I think that would be [28:05] great in the future if we could maybe [28:07] collaborate with the Bia I think it's a [28:11] perfect opportunity so for example on [28:13] the open house we have coming up next [28:15] Saturday we'll have a tutor there and a [28:17] tutor is just a way of using uh fire [28:21] extinguisher to put out a pretend fire [28:23] uh and a lot of time the parents bring [28:25] their kids and stuff but if it's the [28:28] it's we have it right so it's something [28:30] we could work with you right even if we [28:33] had at the fire hall right and find a [28:36] day where you could bring uh the Bia and [28:39] we can figure that out because it's uh [28:42] it's amazing I mean I have fire exites [28:45] in my house hope I never use them but [28:46] the average person buy them it's great [28:49] that they have them but would not know [28:51] how to use right so yeah we definitely [28:54] thank [28:55] you very good anyone else have a [28:59] question Council m i can speaking from [29:01] experience as you well know that a fire [29:03] extinguisher in your house comes in very [29:06] handy and you should know how to use it [29:08] and the difference between one for the [29:11] kitchen and one for your couch in the [29:15] recck room or something like that yeah [29:18] my my microwave caught fires as I think [29:21] I mentioned about a year [29:25] ago yeah you were lucky you're looking [29:29] and quickly just I wanted to also [29:31] mention that there is a typle on table [29:34] of contents uh it's a formatting issue I [29:37] it looks great when you look at it but [29:39] when I print it off it comes up uh and [29:42] there was two areas as well uh because [29:45] this document started in [29:48] 221 to to finish so there's a couple of [29:51] uh types in there uh I added the ACCC [29:55] for Community Center uh and then we had [29:59] uh a building uh listed as a possible uh [30:03] occupant for departments as wiser I [30:06] removed that at this point in time so [30:08] you will see that but I finally saw that [30:11] was needed to be taken out so rookie was [30:15] safe it's a lot of work here Chief you [30:18] did a great job and it's a good document [30:20] it's a almost like a living document [30:21] that we can have that we can always [30:23] refer to and update and change each year [30:26] yes yeah there's a lot of stats in there [30:28] the one stat I noticed was there's more [30:31] more people over the age of 85 than [30:33] there are kids under the age of four so [30:37] that's kind of interesting but I [30:38] remember that from the Census before as [30:41] well thank you sir uh no other questions [30:44] I'm going to call the question all in [30:47] favor Carri thank [30:50] you [30:52] okay item 122 is Staff report 744-2242 [30:58] the draft Municipal complaint policy [30:59] from our director of admin clerk sorry [31:03] director of administration and clerk [31:04] Lindsay velcamp as well as Sam but Sam's [31:07] not here today right so just and Deputy [31:10] clerk Caitlyn mallerie recommendation [31:13] reads that Council receive the draft [31:15] Municipal complaint policy and the staff [31:17] be directed to bring the municipal [31:19] complaint policy as outlined in staff [31:21] report 74-20 24 to the council meeting [31:25] of October 21st 202 4 for final review [31:29] and [31:30] consideration uh can I have a mve and [31:32] seconder just for discussion please [31:35] counc [31:41] Campbell thank [31:43] you sh um it is recommended that [31:46] municipalities have formal complaint [31:48] policies and as councelor kiry re [31:51] earlier the policy working group did [31:53] meet on October 2nd um that working [31:56] group is made up of hander for pocket [32:00] and they reviewed the first draft of the [32:03] content policy uh with the manager of [32:05] community services the deputy myself the [32:08] purpose of the policy is to enable the [32:10] municipality to promptly and effect [32:12] effectively address service and Service [32:14] delivery complaints raised by members of [32:16] the public and the appr where all [32:17] complaints are dealt with in a fair [32:19] respectful transparent manner quickly as [32:22] possible The graft policy outlines [32:25] different roles for different [32:26] individuals [32:28] um including members of council the [32:31] mayor CAO department heads and members [32:34] of [32:36] Thea uh the complaint policy will [32:38] provide a process for handling [32:40] complaints which included the assessment [32:43] and acknowledgement once complaints are [32:44] received uh how to handle a complaint [32:47] when it is received how it's transferred [32:49] the investigation process and decisions [32:52] and possible resolutions timelines are [32:54] also outlined and tring requirements as [32:57] well we are still currently working on a [32:59] system for tracking um but for for just [33:04] the first draft we do we we're putting [33:06] forward Council to review and provide a [33:09] feedback and then whenever feedback is [33:11] collected will'll be brought forward to [33:12] the council meeting at the first for [33:13] further discussion and attached to the [33:17] uh report is the draft policy as well as [33:20] um a draft mockup of the Complaint Form [33:22] that would be available in hard copy and [33:25] also online on the website [33:28] and there's any [33:31] questions thank you missam any questions [33:33] from miss [33:35] mcam counc you mayor [33:37] Shanker I thought about this question [33:39] later and I think you just touched on it [33:42] so right now we're just this is the [33:45] draft and going to collect information [33:47] from fellow counselors or questions and [33:49] bring it forward to them first meeting [33:52] is that correct yeah through you shank [33:54] if there's discussion on the table we [33:55] can incorporate it based on discussion [33:57] this evening [33:58] afterward you can send an email we can [34:00] incorporate that as [34:07] well [34:10] questions um I'm reading through this [34:12] I'm just a [34:13] little just bit unclear to [34:17] me are the individual department [34:21] heads the final say as far as [34:26] um result a complaint irregardless of [34:31] whether it comes from staff [34:39] or that I I couldn't I've got gone [34:44] through this about three times and it's [34:46] it's you can it different ways it [34:49] waffles a little bit I think that needs [34:51] to [34:52] be firmed up B [34:58] [Music] [35:00] I believe our discussions we felt that [35:01] it would it would [35:11] be public or anybody can to uh if you [35:15] feel it's not clear though let let me [35:18] know how we can tighten that up to make [35:20] to provide that [35:22] Clarity but as of right now [35:34] because they do more than then it's the [35:37] obvious stuff that they do around town [35:40] if uh somebody's complaining about a [35:42] flower bed will say um then the actual [35:47] head of the public works [35:50] department right now we don't have one I [35:52] don't think um and Nathan left this this [35:57] week [35:58] uh that department head would look after [36:00] the [36:01] complaint and if the complaintant was [36:04] not satisfied with the solution that was [36:08] offered you're saying that it it goes to [36:11] the utsman from there for you so that [36:14] that's an option if they feel like the [36:16] result isn't what they want for [36:18] something like a flower bit though I [36:20] think the policy outlines an informal [36:23] and a formal complaint so it's the first [36:24] time you complain as a FL but it's not [36:26] readed that makes sense to rise the [36:28] director of operations so then make sure [36:30] that staff go up and clean up the flower [36:31] but if it's repeatedly requested over [36:34] and over again then it becomes a formal [36:36] complaint and there's more of an [36:37] investigation so then we look into it [36:40] and then the the result is to deal with [36:44] it internally so there's there's not [36:48] really an appeal [36:51] process but it would be the expectation [36:53] per head would be able to resolve that [36:56] issue okay okay well um [36:59] I've there was something else came [37:02] before Council a while ago and I made [37:03] the same comment and I'm going to make [37:05] the same comment about this one I can't [37:08] support something that does not give our [37:12] Town's people the [37:14] option of as a final Resort before going [37:19] to the [37:20] utsman to appealing directly for or to [37:24] council we're elected by the people in [37:26] the community they expect us to provide [37:28] good government we do the best that we [37:30] can but when there is a complaint if [37:34] they're not satisfied with how the [37:36] complaint is [37:37] handled I believe they should have the [37:42] ability to launch a final appeal to [37:46] this [37:48] group before they have to go through a [37:50] whole bunch of work which could take God [37:53] only knows how long and take it out of [37:55] this community to the [37:58] udman so uh [38:01] personally I can't [38:05] support anything of this ilk if it did [38:09] not contain that [38:11] option thank [38:15] you one [38:18] second in in preparation for this I [38:22] don't mind if we talked about it is that [38:26] Avenue used by any [38:29] municipalities so through you for this [38:32] policy I believe we quite a bit at [38:37] Northville stor North stor Stormont um [38:42] none of the ones that we looked at had [38:44] cancel as the final [38:47] appeal it's always up to [38:52] cancel I just don't want to turn Council [38:55] into hearing complaints all day long or [38:59] are appealed [39:00] complaints I don't want that to happen [39:03] and by you know in all respect if you [39:06] want to put that [39:08] in you know we have [39:10] to we have to trust our staff to do to [39:13] make the right [39:16] call you understand what I'm [39:19] saying yeah uh I do understand what [39:22] you're saying I don't agree with it [39:25] though I believe as I said that we are [39:29] elected not staff we represent the [39:33] people in the [39:34] community staff represents us but if the [39:39] people who are in the community have a [39:42] complaint and I use a flower bed as a [39:44] very poor example and I will admit it [39:48] but um if somebody in the community does [39:51] have a complaint I believe that they [39:54] should have the ability to complain to [39:56] council as the final result because you [39:58] know darn well they're going to complain [40:00] to all of us individually or out when [40:03] you're walking your dog [40:06] anyway and then we really can't respond [40:09] to it in an individual way it's it's [40:12] it's not within our power to do so and [40:14] we shouldn't so bringing it before [40:19] Council for a decision I believe it's [40:21] the proper way to do it the fact that [40:24] nobody else does it doesn't really [40:25] matter it's not going to change my [40:28] opinion on it so that is um that's the [40:32] way I feel about it thank you anyone [40:35] else oh sorry yes um a couple things I [40:39] know we went over most of this but I'm [40:41] just trying to clarify again so under [40:43] the complaints it's saying that um it [40:46] needs to be submitted in writing we're [40:48] considering email writing correct okay [40:51] and then under the formal um complaint [40:54] process it says um [40:58] it's going to be uh acknowledged in five [41:01] days is [41:02] um acknowledged and uh receipt of does [41:06] that mean we're just documenting it but [41:08] we're not letting them know like are we [41:10] letting the complaint person know within [41:12] five days that we received it and we're [41:14] looking into it or whatever so sh when [41:18] the form comes to whether it's handed in [41:19] in person or online it comes directly to [41:21] K myself we review it assess it figure [41:25] what to send it through to [41:31] then then they know where it's going and [41:33] then they also have that [41:38] first K through you mayor Shanker I kind [41:44] of agree with councelor McConnell but [41:46] not on every complaint I mean there [41:48] seems there almost needs to be like a [41:51] threshold of where Council would be [41:54] aware one for me is the unreasonable [41:57] Behavior right that there I feel like [42:01] should come to council or some kind of [42:03] information on that decision that maybe [42:06] you know we're going to trespass [42:08] somebody or something like that that for [42:11] me is kind of one or something where [42:16] staff really isn't sure on what the next [42:20] direction is you know they may feel that [42:23] you know there is a bit of uh legitimacy [42:27] to the complaint but there's also you [42:29] know a side of it that's not you know I [42:32] don't think Council we want to be like [42:34] you said bogged down with every [42:35] complaint that comes through staff [42:37] because staff is here to deal with that [42:39] but I do feel you know when we get to [42:41] that upper level of complaints that [42:45] Council should have some vision and [42:47] maybe even possibly some say on the [42:50] final decision of that matter and I [42:53] guess the the last question I'm sure [42:55] that was actually called in the the [42:58] handling you know for some of the staff [43:00] because we do have staff that has family [43:03] right connections I'm sure that would be [43:05] dealt with separately I.E if one of your [43:10] sons worked here and you were the [43:12] department head you're not going to [43:14] resolve that issue right that's going to [43:15] be moved to a conflict of interest and [43:18] moved to another department head is that [43:20] correct and should that be called out in [43:21] this document as far as the conflict of [43:25] interest [43:29] I mean it's something we can take into [43:31] consideration right like if it is a [43:33] conflict of interest well I don't think [43:35] honestly for myself comforable with any [43:37] family member making a decision on [43:40] another family [43:42] member as a councel okay Deputy clerk [43:47] sorry cler [43:48] sorry we're kind of getting into like an [43:51] matter at that point which would be [43:52] addressed when the person's on board and [43:54] hired they're not going to be reporting [43:56] to a family member we have certain [43:57] policies in place that kind of govern [44:00] that I don't see that kind of falling [44:02] under the compl policy as an HR matter [44:07] uh the COO and other department have [44:10] would be definitely be involved in doing [44:12] that so Ral [44:14] conflict through you mayor Shanker but [44:17] we do have current staff that reports to [44:20] family doing not [44:28] right I just yeah I mean that's that's [44:31] something we can do I mean you know [44:33] there something we can put in here in [44:34] event of a conflict a different [44:36] department head absolutely that's all [44:38] I'm looking for there that's an [44:41] easy councilor Camp uh Shankar um so in [44:47] the definitions it says complaint what [44:50] it is informal complaint shall made a [44:53] complaint communicated informally to [44:55] Municipal staff or [44:57] specific [44:59] department and then a formal complaint [45:02] it's submitted on this tracking form so [45:05] would the the process start with someone [45:08] being able to say their informal [45:11] complaint and if that's not dealt with [45:13] properly they would go to the form [45:18] thenal would [45:20] be call said calling in and saying that [45:22] Garden is not weed take that as being an [45:25] inform formal complaint or um there's a [45:27] pole outside my house that needs to be [45:30] filled inal point if it's [45:32] so you know it's been recorded three or [45:35] four times and the individual doesn't [45:37] feel like it's being resolved then we [45:39] would recommend a formal complaint and [45:41] it is put on the form and then there's [45:43] more of a process [45:44] involved just to put out there we we've [45:47] never really had anything really rise to [45:49] that we staff are quite good to deal [45:52] with our complaint informally um but it [45:55] is good practice pass [45:58] just in Cas oh I'm not not quite [46:01] done um so it says in this document that [46:05] all complainants will be treated with [46:08] respect and will not receive adverse [46:10] treatment or any form of reprisal so if [46:14] we're going to be saying that then we [46:17] need to be meaning that it's just I [46:24] ready Ela [46:29] I first of all [46:32] um we have enough complaints that we [46:35] hear on a regular basis as [46:37] Council um we we weren't [46:42] elected to be a complaint [46:46] board around this table we were elected [46:49] to make policies and [46:51] procedures um and help our town grow [46:57] and we have enough on our plate [47:02] that you know I don't want 15 people [47:05] showing up here one night and we're here [47:07] until [47:09] midnight um our staff is quite qualified [47:13] to [47:13] handle all of our [47:16] complaints will they inform us [47:18] absolutely when we need to be informed [47:22] we don't need to know that there's a [47:23] pole that hasn't been filled in two [47:25] weeks right [47:27] our staff is quite qualified to handle [47:32] all of our [47:33] complaints thank you thank you Council [47:38] bton thank you mayor Shanker I just [47:40] wanted to uh comment on a couple things [47:43] that you said and Justin said over there [47:46] and [47:48] actually coun Burton touched on it as [47:51] well [47:53] um in the time that I've been here which [47:57] I know a couple of you hate me to say [48:00] but staff has been well able to look [48:04] after the complaints that have come our [48:06] way well aable we are not and we would [48:10] never be a wash in complaints here these [48:15] are the very odd exceptions that might [48:19] rise to a [48:21] council a couple of times during a term [48:24] in my expectations [48:27] and as to counselor Burton's comments [48:30] about being here all night we used to [48:34] meet four times a month we meet two now [48:38] we're not short of time to be meeting so [48:43] um being a washing complaints it's just [48:46] not going to happen our staff is quite [48:47] capable of handing the vast majority [48:51] this would be an [48:54] extremely unusual situation where it [48:57] would come to Council in [48:59] my experience thank you thank [49:05] you all right seeing no further comments [49:09] we're [49:11] gonna I'll just reread the [49:14] recommendation we receive the draft [49:16] Municipal complaint policy and that [49:18] staff be directed to bring the municipal [49:19] complaint policy as outlined in the [49:21] report to the council meeting of October [49:23] 21st for final review and consideration [49:26] all in [49:29] favor [49:32] V It's the final thing that as a slow [49:36] still discuss it though [49:38] yeah favor no favor okay you got it Gary [49:43] thank [49:44] you [49:50] okay item 123 is Staff report 75- 2024 [49:54] the draft Municipal asset naming [49:57] from our director of men and clerk [49:59] Lindsay [50:01] Vamp Community Services semantha Jan [50:05] Miller and Deputy clerk Caitlyn mallerie [50:07] the recommendation reads that Council [50:10] receive the draft Municipal asset naming [50:12] policy and that [50:14] St be directed to bring the municipal [50:17] asset naming policy as outline FL the [50:21] council meeting of October 21st for [50:22] final review and [50:25] cons in second for discussion councel [50:28] Burton counc [50:31] Kirkby got this one thank [50:34] you following discussions of upcoming [50:37] meeting commities I felt it was a good [50:40] time to bring forward any Poli C Council [50:42] to help guide coun staff with a fair and [50:45] consistent process for ning any assets [50:48] SCH assets that may come up as I st [50:50] previously the policy working the group [50:52] consisting of mar sh care counselors [50:53] kiry and M met on October 2nd and they [50:56] also reviewed this draft report um so [50:59] the policy would provide the [51:01] establishment of naming Reserve list [51:03] this would be a place to uh keep all [51:07] names that are that are brought forward [51:09] during naming opportunities living [51:11] document that as BL commes arve we TR to [51:14] councel to take [51:16] from um it would set the procedure for [51:18] gaining Municipal facilities and as well [51:21] it provides clear guidance to council [51:23] staff and the public for naming of [51:24] facilities of the town of Prescott [51:27] and the form which is attached to the [51:28] report uh would only be made available [51:30] when Council decides there are naming [51:32] opportunities [51:33] foral [51:36] assets the policy outlines naming [51:39] criteria for the assets it explains [51:42] what's considered an asset and touches [51:43] upon the renaming of [51:46] asset as I said previously the naming [51:48] reserved list would track all submitted [51:50] suggestions um that meet the listed [51:52] criteria that are in the policy and [51:55] meing opport are to be identified by [51:57] Council and on naming anding of [51:59] Municipal assets are to be approved by [52:02] Council um it is suggested that this [52:04] policy be reviewed once per term of [52:06] cancel so it'll come back the next time [52:09] and attached to the report is the policy [52:11] including the draft form [52:13] which available will be available online [52:16] to submit electronically and can be [52:17] printed out and hanged out in hard copy [52:21] and as a recommendation read the policy [52:24] will come back to counc final [52:25] consideration next [52:31] thank you m [52:33] famp questions for her counc kir he you [52:36] Mar Shanker uh the only one that I kind [52:39] of disagreed with was waiting till the [52:43] person's deceased and I kind of get the [52:45] idea of why that was recommended but at [52:48] the same time you know if councelor [52:51] McConnell is 99 years old and we decide [52:55] to name a Street or building after him I [52:58] don't think we have to wait till he's [53:01] deceased do you know what I mean I just [53:03] feel like that might it [53:06] might you know I think uh the deceased [53:10] part I know why it's there but I feel [53:12] like if we ever had to go back and [53:14] change something then we would change it [53:18] uh but I just feel like you know when we [53:20] named the Leo boan Community Center he [53:23] was still alive the elae chartran [53:26] that was a little bit different uh but I [53:29] just feel like waiting till somebody's [53:32] deceased is kind doesn't give them that [53:36] moment of Celebration to acknowledge the [53:38] work or the impact they've had on the [53:40] community so that's that's the only one [53:43] kind of for me [53:44] that's is that under prominent citizens [53:48] being relased or both and Council right [53:52] it could be I think it's I know it's [53:55] only called out for them to here but it [53:58] could be really applied if you thought [54:00] about it could be applied to anybody in [54:03] theory right I mean you could take [54:06] a a monetary donation and name something [54:10] after somebody and then 10 years from [54:12] now that person could be in the negative [54:16] Spotlight and you would want to rename [54:17] it because of that also right so just [54:21] kind of you know if that's what we're [54:22] worried [54:24] about then maybe you know we don't name [54:28] anything after people if we really want [54:29] to be [54:32] safe Council Burton thank you I just [54:35] want to know what the the train of [54:37] thought about the former elected members [54:40] of council like the deceased same as the [54:43] kind of on the same uh line as councilor [54:46] Kirkby was saying what's the train of [54:48] thought like like why do they have to be [54:52] deceased [54:54] and to me I just take right out of there [54:58] and not [54:59] name anything after like former elected [55:03] members of council scratch that whole [55:05] line yeah I would just scratch that [55:08] whole line really we do have some past [55:11] prominent uh Council officials right [55:15] like Don Don irvan was one that was [55:17] mentioned a few times a lot for this [55:20] town right and and Sandra La too yes I [55:23] mean going back further than that I I [55:26] don't recollect anyone past [55:29] Onan even the pictures they're [55:33] G oh yeah Pat Kingston yes but so I mean [55:37] we we have done it right yeah I think [55:39] we're just trying to avoid [55:42] that Declaration of interest and stuff [55:45] like that right like we don't want to [55:46] name it the the Kirk B soccer field or [55:49] whatever like that right you I think the [55:54] other the other wor if you name [55:57] something and then that person commits a [55:59] crime or something that's kind of the [56:02] okay you know what I mean yeah that one [56:06] okay but I I think too in in my in my [56:09] opinion we're in a modern society now [56:14] right we want to keep things mod [56:16] modernized know how am I saying that be [56:20] modern and to name [56:24] something like you said Mar Shankar like [56:26] some of the people up here yes we don't [56:29] we know a few of them but we don't know [56:32] 90% of those people up there and we need [56:34] to move forward and be Forward Thinking [56:38] people so as a [56:41] council we'll give give everyone else [56:44] you're good councelor M first of all I'd [56:47] like to thank councelor Kirkby for his [56:49] kind thoughts on my 99 years over there [56:52] but I'm not as close as some other [56:54] members of the council [56:58] understand you're I I agree completely [57:02] with everything that he said um I don't [57:05] believe you should have to be dead to be [57:08] acknowledged and again I don't think [57:11] we're we've got a lot of people that [57:13] because I can only think I think of [57:15] three things that we've named since s [57:18] years so it's not doesn't happen often [57:21] and I know when we name those things [57:24] they picked around there was a lot of [57:27] thought went into it [57:29] and but I don't think you have to be you [57:32] shouldn't have to be [57:36] G it's nice if you're here and you can [57:38] be acknowledged I think what we're [57:40] trying to do here is just you know make [57:42] up some rules and stuff like that so [57:45] it's a little easier to pick a name I [57:47] think going forward if we have to name [57:51] something I can see us being here till [57:53] midnight on that night you know [57:57] one of those things you never know but [57:59] we can have a policy that we put [58:01] together whether they're deceased or not [58:03] we can we can vote on that or we can [58:06] talk about that some more but we you [58:09] know we still have two weeks between our [58:10] next meeting we have any ideas or [58:13] suggestions I would emphasize that we [58:16] send it in Miss famp so she [58:19] knows anyone else oh sorry you're back [58:22] to you so three shank last one and I [58:26] know I mentioned this in the working [58:28] group and I think the reason why I [58:30] requested the deceased going is because [58:32] I'd like that to be removed but I'd also [58:34] like to add I know staff won't be [58:36] comfortable with this but the inclusion [58:39] of staff that could possibly have [58:44] something named after them and it could [58:46] be you know I just think if we don't [58:49] call it out in here it could never [58:50] happen right and I know staff doesn't [58:54] want that but I think if Council decided [58:57] to recognize a staff [58:59] member in a naming policy then so be it [59:04] as long as they're alive they can say [59:05] yes or [59:07] no maybe they shouldn't be working at [59:09] down at that time [59:11] but anyway thank [59:14] you just a quick one it does say and I [59:18] think I miss this to be be honest with [59:20] you uh it does say including but not [59:24] limited to [59:27] which certainly would include Town staff [59:29] or [59:32] anybody [59:35] really not to catch all phrase right so [59:39] yeah the only problem with lists is [59:42] they're they're they're they're not [59:45] infinite right they could could just [59:47] have they could be changed in the next [59:49] term okay anyone [59:52] else so I'm going to call the question [59:54] then all in favor [59:57] cared thank [1:00:00] you [1:00:03] okay item 124 is Staff report [1:00:08] 76202 Community emergency preparedness [1:00:11] Grant 2024 25 intake uh this report is [1:00:16] from our Treasurer and CAO Matthew [1:00:18] Armstrong the recommendation read that [1:00:21] Council direct staff to submit an [1:00:22] application for the community emergency [1:00:24] preparedness Grant [1:00:26] 2024 25 intake in the amount of $50,000 [1:00:29] as outlined in staff report [1:00:32] 76- [1:00:34] 2024 mover and secondary for discussion [1:00:37] is councelor lock councelor McConnell [1:00:39] Matthew the floor is [1:00:42] yours so this is probably reminiscent of [1:00:46] a previous report that we brought last [1:00:48] year and in [1:00:50] 2324 the first intake of of this [1:00:53] particular Grant there were 113 [1:00:55] applications [1:00:56] approved as part of that initial intake [1:00:58] and now they're opening up again for [1:01:01] another intake and I believe there's one [1:01:02] more intake for 2526 that will come out [1:01:05] next year so going through uh really [1:01:08] it's to help communities be prepared for [1:01:11] emergencies and what we identified in [1:01:14] last year is outfitting the Leo [1:01:16] Community uh Community Center as a [1:01:19] emergency shelter so that includes uh [1:01:22] preparing it so that it can accept [1:01:25] mobile generator uh to be able to uh run [1:01:28] if the there is no electricity and then [1:01:32] also outfitting it with uh cops blankets [1:01:35] ory supplies on hand so that uh in the [1:01:38] event that we have to evacuate a certain [1:01:40] number of people or a certain portion of [1:01:42] town that we be able to uh take them [1:01:45] right the community center so U really [1:01:49] that's what it's based on again uh the [1:01:51] one thing that we did remove is just the [1:01:52] basic training uh we have budget for [1:01:54] that in the oper AAL budget and so [1:01:57] really it's just focusing on creating [1:02:00] that uh preparedness for the venue to be [1:02:02] used as an emergency evacuation Center [1:02:06] um nothing more than that really no [1:02:09] other changes um and it's just seeking [1:02:12] to uh submit that Grant under the [1:02:16] same kind of context once again yes [1:02:19] remember that questions from Mr [1:02:21] Armstrong councelor Campbell you mayor [1:02:24] Shanker I'm just curious to know if they [1:02:27] told you why at all that we didn't get [1:02:30] it they did not um other than that there [1:02:33] was a lot of applications and uh they [1:02:37] did not offer any response in terms of [1:02:40] uh information we did go through um a [1:02:43] number of the other to see what was [1:02:45] supported and what wasn't um this seemed [1:02:48] to fit well within it but at the same [1:02:50] time um we understand that there's only [1:02:53] a limited I believe it's $5 million a [1:02:55] year uh that is going through the Grant [1:02:57] and there's over 400 municipalities so [1:03:01] yeah I just wonder if it would be a good [1:03:04] idea to add something a little different [1:03:06] in case they just thought well we're not [1:03:08] going to fund that that's that's not a [1:03:10] good idea I don't know if we could add [1:03:13] anything a little bit different or just [1:03:15] try again so my suggestion is try again [1:03:19] if it doesn't work then uh certainly [1:03:22] taking a look at what they funded this [1:03:24] time and then going through that to [1:03:26] determine um if there's something more [1:03:28] or different that we should apply for in [1:03:30] the the third round okay thank thank [1:03:34] you through you m Shanker Matthew could [1:03:38] uh I'm thinking of an ice storm so you [1:03:41] got the generator there is the Leo Bo [1:03:43] Community Center in a position to be [1:03:46] used in the winter to create heat enough [1:03:49] heat to House people if there was an ice [1:03:51] storm yeah so there's the stand heaters [1:03:55] that that are there and and pickle balls [1:03:58] play through to Wi currently um really [1:04:01] one of the things that we would do and I [1:04:03] can't remember who did or not last year [1:04:05] but actually just turn the heat shields [1:04:07] away from he stands into the center so [1:04:10] that's one way that able to do that also [1:04:13] bringing in large industrial heaters uh [1:04:15] would be able to to do that as well and [1:04:18] then one more question if you don't mind [1:04:20] through you Mar Shankar Matthew let's [1:04:22] say there's a forest fire up north and [1:04:24] we take [1:04:26] residents from the north into the Leo [1:04:28] boan Community Center is there [1:04:31] compensation provided to the town for [1:04:35] each resident that's brought into the [1:04:37] Leo boen Community Center generally yes [1:04:40] and so once in a while depending on the [1:04:43] the rate of forest fires in the the [1:04:45] northern part of the province um they [1:04:47] will put out a Clea for asking [1:04:49] municipalities to uh to volunteer for [1:04:53] that and there is a reimbursement [1:04:55] process uh that that's attached to that [1:04:58] uh we haven't had it in the last two [1:05:00] years um what they have done is equipped [1:05:03] some of the larger more Northern [1:05:06] municipalities with uh with equipment to [1:05:08] be able to support those and so now they [1:05:11] have a certain base to be able to work [1:05:13] with but if they go beyond that then [1:05:15] they ask for a general uh support from [1:05:18] from all [1:05:20] municipalities because I could imagine [1:05:22] there would be some cost to housing IE [1:05:24] food water [1:05:26] right that the town would have to if [1:05:28] it's outside of town then then [1:05:30] absolutely when we're supporting those [1:05:32] Norman communities then it's certainly [1:05:34] they reimburse if it's for doing an [1:05:37] emergency within the the town borders [1:05:39] then then certainly a [1:05:41] first amount that's equivalent to 3% of [1:05:45] your property tax intake is adored by [1:05:47] the town and then amounts after that uh [1:05:51] is supported by the [1:05:54] profits last one okay uh and then as far [1:05:58] as the accessible uh washroom I know [1:06:01] that we had talked about transferring [1:06:03] the old first aid room down there to be [1:06:07] accessible are is that in process or [1:06:11] would this money could maybe be used I [1:06:14] don't think we could use it necessarily [1:06:15] for that we do [1:06:17] have an idea that we' like to bring [1:06:19] forward to council at the next meeting [1:06:21] there is uh Recreation funding for [1:06:23] rehabilitation of sites and we have a [1:06:25] few ideas of what we could uh do at the [1:06:28] real board Community Center and one of [1:06:30] those is our biggest issue is that the [1:06:34] uh waste pipe is much deeper under the [1:06:36] concrete than we thought it was going to [1:06:37] be so uh that our original estimate is [1:06:42] shy of of what it's going to actually so [1:06:45] we're looking at other options in terms [1:06:47] of being able to support uh an [1:06:49] accessible washroom I don't think this [1:06:51] would necessarily be the the Avenue but [1:06:53] I think there are a couple of other [1:06:54] avenues that we explore perfect thank [1:06:57] you thank you [1:07:00] Council thank you mayor shanar um [1:07:03] storage I think you mentioned the last [1:07:05] time we discussed this last year that [1:07:08] these and blankets and what all um [1:07:13] storage could be a bit of a problem down [1:07:15] there you talked about possibly a [1:07:18] container or [1:07:19] something uh is that part of this I [1:07:22] didn't see it anywhere so part of that [1:07:25] um the five I think there was about [1:07:27] 5,000 or 2500 that we uh moved and [1:07:30] removed from the basic training and we [1:07:33] could be able to use part of that a a [1:07:36] container the most recent container we [1:07:37] bought I think was 5500 or 6,000 and [1:07:40] absolutely I think that's could [1:07:42] absolutely be something that we'd be [1:07:43] able to support we would also make it so [1:07:46] that uh if Augusta or cardal need it [1:07:49] that it is then transportable by just [1:07:51] putting it on a forklift on the back of [1:07:53] a truck and then moving it along so so [1:07:55] yeah uh in that we would include the [1:07:57] storage to be able to to move it around [1:08:00] to what we need [1:08:02] to yeah um do you really think though [1:08:05] that a steel storage container [1:08:10] is going to prevent dampness or some of [1:08:14] these blankets things like that uh I [1:08:18] don't want to sweep with the D blanket [1:08:20] Bey honest with you so some of the [1:08:22] things like the blankets and whatnot we [1:08:24] would find places like underneath the [1:08:25] stands that sort of thing and then uh [1:08:28] put them in something that's going to be [1:08:31] uh keeping it from uh load and damage [1:08:34] anything like that so anything that does [1:08:36] have the ability to have um you know [1:08:38] that sort of issue uh where it could be [1:08:40] eaten away or that sort of thing then [1:08:42] definitely would make other arrangements [1:08:44] the the Cs tend to be a little bit more [1:08:46] collapsible those types of things and [1:08:48] then you're able to slip on the cover so [1:08:51] again it's I'm not saying that we would [1:08:54] necessarily buy the container but it is [1:08:56] an option if we wanted to to be able to [1:08:58] say this is kind of how we would be able [1:09:00] to move around if we had to okay thank [1:09:07] you all right [1:09:10] s yeah so sharing between the [1:09:15] municipalities this is only us that is [1:09:18] applying for this money correct so um so [1:09:21] we would it would only be in case of [1:09:24] emergency so so let's say um you know [1:09:28] something happened in Spencerville and [1:09:29] they they needed CS that sort of thing [1:09:32] then certainly I think you know they [1:09:34] would put out a general plea to say does [1:09:36] anyone have anything we can help and [1:09:37] support and in which case we take to [1:09:39] there but our first and foremost [1:09:40] priority would be president pra and [1:09:43] helping out where we are able to so [1:09:46] obviously if these units were used by [1:09:49] any neighboring Township the neighboring [1:09:52] Township would be on the hook to I [1:09:54] either replace [1:09:56] or uh [1:09:58] clean the items before The Returned [1:10:01] absolutely we expect it to be returned [1:10:03] in the same condition that it's went out [1:10:06] and if it's not then replaced at that [1:10:11] time reson for you that's [1:10:14] good all [1:10:17] right okay so [1:10:20] um I won't read the question again [1:10:23] because it's just the same as one last [1:10:25] year [1:10:26] we have a move in second or all in favor [1:10:28] carried thank [1:10:31] you okay the I the next one which is our [1:10:35] last one is Staff report 77-20 24 the [1:10:39] housing enabling core servicing stream [1:10:43] join [1:10:44] application support is from our CAO and [1:10:47] Treasurer Matthew Armstrong the [1:10:49] recommendation reads that Council direct [1:10:51] staff to submit a joint application with [1:10:53] adjusted Township for the house housing [1:10:55] enabling core servicing stream for road [1:10:58] infrastructure as outlined in staff [1:11:00] report [1:11:01] 77- 2024 mover and secondary for [1:11:05] discussion councelor Burton councelor [1:11:07] Lockett Matthew the floor is yours thank [1:11:09] you very much Mr so this was uh [1:11:13] announced recently it differs from the [1:11:16] how enabling water system infrastructure [1:11:20] and that particular application will be [1:11:22] presenting a report at our next meting [1:11:25] uh to discuss that application but this [1:11:27] is really focused on Bridges and Roads [1:11:31] and how it could possibly uh enable [1:11:35] housing so if you remember kind of in [1:11:37] our strategic plan or in our well [1:11:40] strategic plan is very focused on [1:11:41] housing our official plan already [1:11:44] envisioned a road uh running from [1:11:47] industrial over to safaya and eventually [1:11:50] over into aesta Township as well as the [1:11:53] joint need study talked about running [1:11:55] along that area as well so really this [1:12:00] came along uh Augusta is interested in [1:12:03] submitting an application they invited [1:12:04] us if we would like to uh to to tag [1:12:08] along uh on their application they would [1:12:10] be the primary we would be a supporter [1:12:12] of it and and really it's trying to [1:12:16] expand their network uh between safia [1:12:18] and Merin Lane and this seemed to fit [1:12:21] quite well in um you know what we talked [1:12:24] about St strategic standpoint as well as [1:12:27] our connections into to austa so um with [1:12:32] that we we had the engineers kind of [1:12:34] take a look to say if we're not talking [1:12:36] about water and sewer or anything else [1:12:38] we're just talking about uh kind of the [1:12:40] road then uh to bring it from industrial [1:12:44] across the the northern uh side of next [1:12:47] polymers and then down by the Operation [1:12:50] Center um we're talking somewhere in the [1:12:52] million dollar range and that's [1:12:54] basically to to clear it from where it [1:12:56] is today there's not a lot of tree [1:12:59] removal things like that if you remember [1:13:00] it's a dirt path as it is today so and [1:13:04] really runs pretty much exactly where [1:13:06] the road right way is and so You' be [1:13:08] kind of clearing that air putting your [1:13:10] granular A and B down as well as two [1:13:13] this of B sh uh really the the overall [1:13:17] width will be 6 and half meters plus a [1:13:19] meter on either side for a shoulder and [1:13:22] then from a stormline management [1:13:24] perspective there would be dites along [1:13:26] both sides so um you know a lot more of [1:13:31] a a road as opposed to a street is what [1:13:34] we would be looking at and then it also [1:13:36] provides another way to get to the [1:13:38] semour Recreation Complex as opposed to [1:13:41] using Church shells so um we thought it [1:13:43] was a good fit um as I mentioned Augusta [1:13:46] is the lead uh on the location and [1:13:50] thought that this might be an [1:13:51] opportunity for us to to take along with [1:13:53] them and be able to uh really look at [1:13:56] one of those roads that we've envisioned [1:14:00] uh being expanded in the future and this [1:14:02] actually provides us an opportunity to [1:14:04] do [1:14:06] that very good thank you Mr Armstrong [1:14:10] any questions for Mr [1:14:12] armr all right oh almost got through I'm [1:14:17] always here for you sir you Matthew what [1:14:20] is the cost difference uh because I [1:14:22] imagine that shoulder is not paved that [1:14:25] shoulder would be paav yes that shoulder [1:14:27] would be paav that meter okay and then I [1:14:29] guess my question is I know we don't [1:14:31] want to add sewer and water due to the [1:14:34] cost but lighting Street lighting would [1:14:37] that not that couldn't fall under this [1:14:40] request or [1:14:44] the it didn't specifically say Street [1:14:47] Lighting in the uh information now what [1:14:50] we do know is there's already RSL poles [1:14:53] that run from Industrial [1:14:55] uh across the back of of pretty much [1:14:58] right in the right way that that we're [1:15:00] talking about and so adding Street [1:15:02] linting would be relatively simple um [1:15:05] because if we're not adding polls we [1:15:06] would just use the polls that are [1:15:07] already there that sort of thing then um [1:15:10] and certainly I think it's we could [1:15:12] perhaps include as part of the [1:15:14] contingency um that that we have there [1:15:16] um but as soon as we started adding [1:15:18] polls things like that then that number [1:15:19] grows exponentially so we're trying to [1:15:22] to keep it at a reasonable level and it [1:15:25] doesn't preclude Water and Sewer uh [1:15:27] being under those roads it's just that [1:15:29] this grant would not fall so it was [1:15:33] strictly road infrastructure and and [1:15:36] that's where we we kind of looked at [1:15:38] from that perspective and there's [1:15:39] there's nothing to say that couldn't [1:15:42] kind of put a half meter on one side two [1:15:44] meters on the other uh from a shoulder [1:15:46] perspective to be able to then provide [1:15:48] the multi-use path those types of things [1:15:50] but overall 8 and 1/2 meter WID and then [1:15:53] we can work with it that so the 8 and a [1:15:56] half meter is paved okay yeah perfect [1:15:59] thank [1:16:00] you Campbell Shar um not knowing about [1:16:04] roads do we have to do any kind of [1:16:06] environmental assessment that there [1:16:08] absolutely anytime you build a road uh [1:16:10] it's you have to do environmental [1:16:11] assessment um and then uh when depending [1:16:15] on the materials that you're taking out [1:16:17] uh that will dictate what you can reuse [1:16:20] or what would you put that into the [1:16:23] grant um it's not something that's [1:16:25] permitted in there again it' be covered [1:16:28] by the 125,000 but in terms of the uh [1:16:32] actual [1:16:33] um studies and things like that then [1:16:36] then it wouldn't be included in there [1:16:38] and this is the town of Prescott's [1:16:41] road so we'd be maintaining it correct [1:16:44] and if we had this huge bill from an [1:16:47] environmental assessment we'd be paying [1:16:49] for that or would Augusta share with [1:16:50] them uh so roads that are in prto um we [1:16:54] would pay [1:16:56] for so regardless of of what uh road [1:17:00] that you build even when we when we [1:17:02] replace roads there's a process that we [1:17:04] go through from an environmental [1:17:07] standpoint okay thank [1:17:09] you coun con thank you mayor Shanker uh [1:17:13] given the fact that this a buts cuts [1:17:16] through whatever way you want to look at [1:17:17] it are Southern Industrial Park this [1:17:20] would be engineered to heavy Road [1:17:24] standards [1:17:25] for cic and presenting it would correct [1:17:29] it would be engineered to uh kind of the [1:17:33] exactly as you're saying it kind of a [1:17:34] road perspective that would allow for [1:17:36] heavy trucks thank [1:17:41] you okay so everyone's good with that I [1:17:45] call the question all in favor okay [1:17:50] good thank you sir okay we're going to [1:17:53] move on to uh we have a res resolution [1:17:57] tonight um
