[0:00] removed [0:21] [Music] [0:27] she cares next item of business will be the [0:33] second rating of the [0:36] town [0:39] mending the tattoo ordinance established in the charter [0:51] i'd like to open this up for especially among the [0:57] council [1:02] see that prospective business owner is here queer [1:07] a tattoo shop as well eight percent business owner [1:11] [Music] [1:14] it makes this very difficult you know it's public second reading for public [1:18] comment but i would honestly [1:25] uh we should table this item until uh [1:31] there's the ability to allow public comment on the final reading now [1:35] that we've seen it potentially [1:39] where we can uh it's very difficult to get public [1:42] public discussion today because uh the meeting [1:46] has been changed to uh skype sir [1:50] i just contacted your office excuse me [2:02] [Music] [2:14] it's second reading you've had public comment a couple of other times you can [2:18] certainly have public comment this time but typically then the council would [2:23] vote [2:41] [Music] [2:47] on the premises [3:02] do we have comments in the chat no no [3:08] any any comments uh hope for discussion among the uh council or i'll read the uh [3:13] president president um [3:18] number 2022-42 [3:21] uh resolution to set piece for permission license pursuant to section [3:26] 140-9 after work for your tattoo [3:29] establishments [3:35] [Applause] mr president [3:39] i think that's the revolution to set the fee [3:44] what you want to do is pass the importance [3:47] first and then [4:01] the amended ordinance does two principle things it removes the need for a [4:06] position on the premises [4:09] and it sets standards for the type of testing and certification [4:14] that the operators [4:16] need other than that it's largely the same [4:22] legislation that's been in the town code for years [4:29] all right and the copy of that ordinance is coming over right now so i'm gonna be [4:34] here she'll be bringing the copy [4:36] all right the amended ordinance is provided to be [4:41] and read changes at this moment [4:46] until it arrives i guess we could have a discussion on if there's any comment [4:50] among the commission before preceding the vote i would like to have the [4:54] opportunity to read aloud the amended change to the public [4:58] prior to voting [5:01] on the issue [5:05] the floor is open for discussion at this time [5:21] other than the doctrine [5:25] once i have a copy of it here i can point them out to you [5:46] in regard to other businesses [5:50] in town every other business that's located [5:53] do they have to [5:59] sort of register with the town in the sense of there be it then a permit [6:05] issue for uh well a price issue for permit to operate [6:10] no no i would i would like to call for a [6:14] motion to potentially scratch out the at this [6:19] this ordinance is adopted i think we should [6:22] at least scratch out the [6:27] requirement this this resolution here requirement will commit and license [6:31] through the town with the fee of 25.00 [6:43] should be required to pay a fee [6:48] licensed director through the child no other businesses [6:51] are required to do the same exact thing so [6:54] we're going to look at this as a business and we have to see it in the [6:57] same sense as any other business without any extra burdens of having to pay [7:03] 25 so around while [7:07] operating with any other business it should be a fair plan for the front [7:11] support as well so i'd like to call promotion [7:14] for us to dismantle the requirement for a special permit and charge in town [7:25] can we discuss it a little more sure [7:30] among the council anyone else that would like to um [7:38] well [7:42] what was that [7:56] at the top [8:06] well that's right this resolution is here to be voted on the back this is [8:09] fine now i'll talk about [8:24] to not require the 25 to be licensed [8:29] directly or through the test that's in here already that would come [8:33] with the amendment [Music] [8:36] i would like to well we could require a permit license or just wait for the 25 [8:40] dollars it shouldn't be able to be required [8:45] right now the ordinance requires the premises to be permitted [8:52] so we have to amend the ordinance to leave that sanction [8:56] both for the promises [8:59] permit and license should be required by people that they should be [9:03] you know their business is required to pay that fee [9:08] business is business to me does any change like that change what [9:13] happens this morning as far as whether it passes unpassed [9:18] if there were to pass would it extend any [9:26] if you have if you pass it on second reading [9:30] even with an amendment then it's passed it's adopted [9:35] become effective [9:38] i think the reason that we did the 25 dollar fee was because [9:44] and it is this is being treated as a different [9:48] just despite this is being treated differently because they have a permit [9:52] and there's an administrative uh [9:55] time and after 25 dollars probably not going to cover it but it's uh [10:00] it was put there because there is going to be some administrative [10:04] requirements for our staff compensate for the [10:09] time we're spending on that which is typical for most any [10:13] um reason you get a permit for [10:16] anything else just covering cost but what it takes to town to [10:22] do that and this this wouldn't necessarily as you mentioned cover that [10:26] cost the tattoo establishments also have to do [10:29] for border appeals and things like that so we better take care of that at an [10:35] administrative task as well so again you're correct that's why the [10:39] application fee 25 that there are going to be [10:43] additional administrative tests associated with the process it was scent [10:48] like so it didn't really shouldn't really affect someone [10:52] on the bottom line for 25 i mean obviously they won't save every [10:56] penny you can in your small business i know that very well um [11:01] but i think the president has set for permits and stuff like that to have some [11:06] sort of fee associated with [11:09] this [11:12] from the original from our original from the original [11:16] uh presentation that's [11:20] that was the purpose of uh the 25 dollar [11:25] restoration fee [11:33] and he said we don't [11:36] charge that to nobody else [11:40] not for an incoming new business [11:44] so no business has to register what they have when they when they come in [11:48] no no we don't have a separate prince town [11:50] apprentice and business license or or our [12:19] one way or the other i'm just asking some questions to be honest [12:24] also the resolution is it area so if we could read the [12:27] changes wow [12:31] uh yes mr wilbur has a copy uh we're getting copies for the [12:36] i've got a copy now if you'd like me to go over what's in the ordinance [12:43] so we changed the definitions to delete the [12:48] physician requirement and we changed the provisions inside the [12:53] ordinance to say we don't need a physician on-premises or supervising [13:01] there is an application for the establishment that's always been [13:06] there and there's an application for each [13:11] person who would administer the tattoos what you're discussing this morning is [13:18] do you want to put a fee on that application and on that license or not i [13:23] think you should get the application because it has information right [13:27] particularly information about that certification [13:30] of proper training whether you put charge a fee for it or [13:36] not that's up to you but you should get both the operators [13:40] and the premises [13:42] of flying it's an informational thing the town reviews the application [13:48] approves the application all the information is in it [13:54] if the premises doesn't uh comply with the requirements of the [13:59] town then the license or permit would be revoked [14:04] they have to comply with all the health requirements in [14:09] this ordinance they are the same requirements essentially that have been [14:13] in this town code for [14:16] a long time now the promises have to keep good [14:21] records it has to report infections everything has to be sterile and free of [14:28] bacteria it's mainly [14:32] the ordinance is mainly oriented toward good [14:36] health you might say in doing the tattooing process [14:42] there's a penalty provision if the ordinance is violated [14:47] so if you pass the ordinance today you know with or without a [14:53] fee attached to it that's what that separate resolution is about setting [14:57] fees for both the promises and each of the [15:01] persons who would apply a tattoo [15:05] then you know if you passed it and [15:09] it'll become effective i think 20 days [15:14] like any ordinance that's the town of charlotte thank you mr welder for [15:18] reiterating i'm curious what we have just arrived as [15:22] the amended [15:24] ordinance and party [15:27] main part of the ordinance that i was looking for is the first paragraph [15:32] so it's an ordinance to amend chapter 140 entitled tattoo establishments of [15:36] vote of the town of prince's ants to delete the requirement for an optical [15:41] osteopath or physician to operate the tattoo establishment and require other [15:47] licensing improvements [15:51] to sum it all up [15:56] this time is there any further discussion [16:03] do we decide on the fee before after you had pass the importance first and [16:09] then decide on the amount of each fee [16:13] seeing no further discussion at this point i'd like to call for a motion for [16:17] us as a council legislative body of the [16:20] conference comprehensive to adopt indeed and to accept the [16:25] amended changes [16:28] of the ordinance [16:32] with the [16:35] this math way uh of the 25 feet [16:41] application process always required by the 25 feet from now so i'd like to call [16:47] promotion to a set this ordinance [16:51] needs to be two separate things correct right [16:55] the ordinance is one vote and then if you're going to put [16:59] fees on that's the resolution so i'm going to make a motion that we [17:04] offer most to accept the ordinance [17:14] i caught promotion to accept the event ordinance [17:19] i'm not supposed to accept i make a motion to accept the limited [17:24] ordinance 202103 [17:28] with the changes is there a second [17:32] i said properly move sorry we accept the adopt ordinance a minute changes those [17:37] who are favored singapore saying ah those who oppose same song mostly [17:44] like to make a second call for second motion to [17:50] about this up the resolution regarding the permit process with [17:55] out the 25 requirements [18:04] there's two fees one's for the premises the others for each of the license [18:10] holders that would apply at twos there's two fees in this ordinance so [18:15] given twenty-five dollars twenty-five dollars is what was set for the [18:19] establishment we hadn't received a number yet on what [18:23] it would be for each of the do you have another copy of that [18:28] yeah you have a copy here i always see 25 [18:32] i don't see that right there's another blank in paragraph b [18:36] that that's 20 you want that to be 25 too that's fine it's like you think we [18:41] should adopt that resolution the requirement of the application process [18:44] without any fees and tax okay then you would not adopt this resolution that's [18:49] what the commissioners wish it's up to you [19:03] we would put we would make the necessary amendment in [19:08] the ordinance to remove the fee for its sign [19:16] if that's the way you go so we keep [19:24] in-person design tactics uh written applications [19:28] everybody still does all that right that's it what we're saying is [19:34] the establishment fills out an application each of the [19:39] licensed operators fills out a license form an application form [19:45] what you're deciding do you want to charge a fee for each of those [19:50] or not [20:14] i'll make a motion about resolution 2022-02 [20:19] um would like to amend that to [20:25] eliminate any fees involved in the applications or [20:29] hit the establishment right so if if you're not going to [20:34] charge any fees then you don't need to adopt this resolution [20:38] and we'll make that amendment in the ordinance [20:42] removing the need for a fee [20:59] but it's a important part about the application [21:02] process well the application process is stated [21:05] in the ordinance we're just going to remove the need for a fee yes fair [21:10] experiment [21:29] this resolution is dead yeah and there aren't [21:32] there's no need for it [21:36] all right next time business [21:44] also uh there are two uh community residents if [21:48] you all would like that opportunity to comment uh [21:52] you can uh this mean was originally supposed to be close to publix i've [21:56] never really operate in this regard and the gentleman who walked in um after [22:01] the media and to tell you that the town was [22:04] currently at compassionates at this point [22:07] it means uh supposed to be close to the public he just cannot say he's okay this [22:11] is a fair playing field and lose apply to everyone so we can't just that is not [22:16] what you're all i'm just like that's not what the office said i called over there [22:19] this morning she said there was limited seating [22:22] she did say that it was going to be available also to skype then or cnn [22:27] so that the public could have interactive [22:31] input into the meeting yes um [22:34] my only question at this point is i heard something about 20 days [22:39] is that is 20 days the point from which he is able to start operating [22:43] what 20 days is what is in the charter for the effective date of any ordinance [22:48] that's right it was adopted today okay it will be signed when it is signed [22:55] that's the start date when will that be we've got to make this amendment and [23:00] then get it down to the town so probably within the next couple days [23:04] okay and then 20 days from there and then 20 [23:08] days from there it's effective not to be this gentleman [23:11] has waited and some of you are small business owners [23:15] five months to get this business off the ground [23:19] five months and he picked here because he likes it here it's a it's a nice area [23:24] to be and you've asked a whole lot of them to try [23:28] to be patient and [23:30] 20 days is 20 days is 20 days and we just we want to have some clarity here [23:37] about when this is going to be so i appreciate your time [23:40] and i'm assuming that within the next [23:44] 25 days he can be up and running is there anything else he needs to [23:48] do uh just give me one second i have a question for you sure mr wilbur [23:53] uh these are many changes that have to be made which [23:56] are that will delay the entire thing but we were [24:00] to pass this resolution today requiring a 25 fee we [24:04] would be able to sign this form now not not lead to our changes on the outcomes [24:10] town manager says there's also a board of appeals [24:14] process ongoing which is completely separate [24:21] how does that if we've got the ordinance in place and it's [24:25] why would there be a work of appeals explain that to me [24:34] and i also want to know um now that it's passed or we've approved [24:38] it how soon can those applications be [24:41] available for them i mean are we going to be able to get all this stuff done if [24:44] he's got to wait another 20 days will he be able to have the applications filled [24:48] out prior to that and we didn't get these guys started in [24:51] twenty-two should have been what this young lady said [24:55] i think well we understand that i mean we [24:59] understand what's being said but [25:03] you we got to remember you [25:06] you have a counselor that meets once a month [25:08] and you're making a major uh on this [25:12] uh we're making a major change right but this came with this cam was kicked down [25:15] the road several times i don't think it was kicked down the road [25:21] it's going through the administrative process [25:33] okay so because it's in the c2 all right so the bottom line is mr wilbur upon [25:37] signing these documents and he'll be able to operate 20 days after that no [25:42] because there's a special exception now we're in a totally different area [25:46] which is um so because he's in the c2 district it's [25:49] a special exception which requires him to go before the board of appeals [25:54] what is that process he would make an application to the [25:58] board of appeals the board of appeals um i would [26:01] contact the members of the board of appeals and we would we would have to [26:06] advertise that and they could meet the earliest uh [26:10] 30 days so we had to advertise it and then they would meet [26:13] and then uh he would go before the board of appeals [26:17] at that time and then that's a process after that too [26:21] well after that once he's approved that there are conditions [26:25] he would have to meet those conditions so essentially [26:30] you do not want him to open business in prince's anne [26:36] mr does the council have the ability to override that and sort of allow [26:40] allowance by the party [26:44] the zoning code special exceptions go to the board of appeals [26:49] that's completely separate is what the [26:52] commission i didn't know the accounts could allow operation until the meeting [26:55] expired no [26:57] it does seem that we could possibly get that board of appeals moved [27:02] up a little sooner than 30 days is it can while this 20-day period is [27:09] moving i think we should move forward with the special exception absolutely [27:13] but i'm saying we've got 20 days because of the charter [27:17] we can't deal with why can't we have that board of appeals prior to that 20 [27:22] days or within around the same time so that basically within 20 days if [27:27] we've got the applications filled out everything goes through before the [27:30] fields happens that [27:33] he doesn't he's not waiting another 30 days after 20 days or whatever that's [27:36] what it seems like it's getting to you stop start the process on the board of [27:40] appeals right now have a move concurrently right [27:45] but does it have to be 30 days you said 30 days for the board of appeals to meet [27:49] that doesn't seem well what tip of this one is if we need [27:52] to move it up it could be some other things i believe there could be a [27:56] meeting with the world since next week [28:00] to be determined may take a couple weeks but we've got 20 days let's do it with [28:03] that in 20 days right and advertise and get it done [28:07] within the 20 days and that way we're not extending past that i mean i've got [28:11] a hand right here i've got a i've got a business license [28:16] signed by the town princess zane about five signatures on it i paid money for [28:21] it and i'm wondering why i had to get that and do all that [28:26] stuff if i haven't been able to do business in it yet i mean it went it [28:31] touched everybody's office [28:37] what you're running into now i had to go through the same thing before with my [28:40] business that i had but you're running into problems with zoom so that's [28:44] if you were in a district with your business license that if you were in a [28:48] zoned area that would allow that you're just in another area that's zone that [28:53] has that so you would have to get a special reception from the climate zone [28:59] in addition to the business there are certain locations in town that you are [29:03] allowed to operate in without having to go through that procedure [29:07] it's just it's his own problem now that you're right [29:11] and that's the problem that that's the problem with the way the town charters [29:15] set up historically and it'll be great for a business that i [29:19] had to operate uh i had to go through planning [29:22] this only especially to be [29:28] you have to go through it but i'm just trying to see if there's um [29:33] i mean we don't [29:36] i thought we were going to treat every business that tries to come into town [29:40] we're going to we're going to make them wait five six months to be able to get [29:43] through they've got something i just think we need to [29:48] try to wrap this thing up again biggest thing is scheduling [29:58] who is the person that is going to be responsible [30:03] for contacting is it robert is [30:12] the town manager so what will happen is after today's meeting i will contact the [30:16] members of the board of appeals get their earliest availability we'll [30:21] start the advertising [30:23] process from there and then i'll set a date [30:29] do we have the applications available for the business and the [30:35] oh that's your artist yes we can have those those available [30:40] yes well you can get those filled out and be [30:43] prepared they're ready as well [30:47] so you all should at this point how you should a communication with the town [30:50] office and the town manager he's the one responsible for the timing of this [30:54] scheduling and then you are out of it from this [30:58] point forward it would just be the zoning [31:01] but the biggest benefit that you do have upon dealing with planning zones is that [31:06] the calculated class changes amendment charter that allows tattoo [31:11] shops to operate without positions so that's huge [31:15] for for you guys going to present to work [31:19] so hopefully they'll rule in your favorites [31:24] does your office take visitors do you are you open for people every day [31:31] um yes also he's he's going to schedule the closed session meeting tonight he's [31:35] supposed to be at six o'clock publicly so he has a lot of discretion [31:40] management aspect of things as i was saying before [31:45] we proceeded for the next time the business of this was this over [31:50] the public portion of it was closed as jeremy walker afterwards [31:54] mr garnett said it's okay for him to be in here but this meeting is supposed to [31:58] be not to rule out the set board by our [32:01] time management so this time sir i would like to excuse [32:05] you from the meeting because it was close to the public it was scheduled to [32:08] be exposed to the public and only virtually either [32:12] facebook page i wear full contacts that's on this [32:15] before i disagree [32:22] next your next one will be [32:26] is there is there any recourse that aos have or does he get to decide the [32:30] meeting was close to the public show that's the law mr return now if you want [32:35] to have lawsuits coming to the town from the community where others were allowed [32:39] to attend and they weren't and that's a serious problem but immediately [32:43] scheduled to be closed it was advertisement account facebook page [32:47] webpage that the founder called me was close to the public reversal [32:55] if that's the way it was set up and advertised to the public then [32:59] it should be closed down through zoom [33:03] why didn't why did your office just tell me that there were limited seats [33:06] available either i sent an email off and said this meeting should have been [33:10] scheduled in the evening so the public should have had the discretion be able [33:14] to attend public meetings as they should be should not have been at nine o'clock [33:18] correct because the public is at work right [33:22] meaning i have been advertised that's kind of [33:26] very fair i'm just going to be a fair person [33:30] doesn't matter i don't care who likes it or not but fair is fair [33:33] i wouldn't use the word closed i would say the public can attend by zoom [33:39] it's an open public meeting attendance by zoom yes sir correct [33:45] electric direct yes sir i've actually got to believe is there [33:49] anywhere yeah [34:18] to all this but and i know you're trying to do your best [34:23] but it there's [34:26] there's just so much that i'm very concerned about [34:31] i mean you show up here and on this as a motion [34:35] a second reading of a tattoo ordinance however [34:39] the ordinance wasn't even here you had to send your assistant [34:44] to go make copies for every single person here [34:47] what was the plan i accept responsibility what was the [34:52] plan going to be if that was not what was out here ma'am the the ordinance [34:55] should have been here and i accept responsibility for not being here but [34:59] the ordinance should have been here and the copies were not present so that [35:04] is on me and i accept responsibility well i'll tell you the honest truth [35:09] i've lived here a long time and i lived away [35:12] and i'm back and i told robert when he first [35:16] told me what he was interested in the first thing i said is you need to hire a [35:20] bulldog attorney because they're going to drag it out and [35:23] drag it out and he said no no i need to work with these people [35:28] and i need to work with these people in this town [35:31] and [35:34] i'm five months later i take offense i take offense [35:39] your comment i should say sitting at this table [35:43] i'm not here to listen somebody said i purposely drag on dragon on something [35:49] when we meet monthly trying to [35:53] uh feel about the goodness of this family [35:55] shouldn't take this long the federal government moves faster than this [35:59] the federal government can move faster than this and that's saying something it [36:03] should not take this long i have a right to say that [36:06] as a constituent in this county things should not take this long the [36:10] fact that we walked in here and the paperwork was not here [36:15] for something that is on this agenda is inexcusable [36:19] i have an issue with it i hope you're taking notes [36:23] i feel like at this point and i appreciate mr town manager that you're [36:28] going to move forward with this but this needs to be taken care of and it [36:32] it's not fair it's just not being fair that's all i [36:36] have to say and i do appreciate your time and everything all the every all [36:42] the work i know it's a lot of work i appreciate everything you've done it's [36:45] just it shouldn't it should it shouldn't be [36:48] like this i've been in a lot of different places and i see how things go [36:52] and i understand how [36:54] administration should work and it just seems like that it's [36:58] it's not cohesive [37:02] that's and i guess that's it for us so um i'll wait to hear from the town [37:08] manager oh god [37:12] i'm lynn powell it's been hard for me to come to these [37:16] meetings and not speak [37:20] some of you are maybe retired some of you aren't i think you all have [37:26] income you all have income of some kind [37:31] robert has had no grants [37:35] he has worked hard to save his money for this opportunity [37:39] he is a constituent and i've heard several of you say [37:43] you're worried about your constituent he is a constituent [37:50] no income [37:53] all this time he hangs on he hangs on he hangs on [37:59] no this is not fair it is not supposed to work this way [38:04] it is not this is not looking after the welfare [38:10] of the people who live here and the people who want to move here [38:17] now i have plans about a business here you know something i think i need to [38:21] scrap it because i wouldn't wait this long [38:26] i'm trying to be supportive of him and like her i'm thinking [38:31] just from the first month he needed to get an attorney walk away [38:36] and let the attorney handle it but he was trying to save his you know [38:41] financial resources he shouldn't have to get an attorney [38:46] for something really this simple it seems so simple [38:51] and yet here we are [38:55] here we are so i just have to say how i feel no [38:59] income and it's like no concern [39:06] thank you [39:23] all right have the next item of business of the arp business assistance [39:27] resolution [39:29] at this time like the attorney meeting over vice president [39:54] actually taking the pundits forward the resolution number [39:58] 20 2201 [40:03] and uh you want to read to this uh [40:08] mr attorney george you want me to read it or do you want to read it [40:12] it's a resolution of the president and town commissioners of the town president [40:16] to allocate funds from the american rescue plan to respond to public health [40:22] emergencies and to meet urgent community needs because of the economic impact of [40:27] cobalt 19 whereas funds are available to the town of [40:31] princeton under the american rescue plan which can be allocated to meet the [40:35] urgent needs of community because of negative [40:39] economic impact with coke at 19 and whereas the american rescue plan [40:43] award funds are designed to respond to public health emergencies and meet [40:48] urgent community needs [40:50] and whereas the community commissioners of the town presenting desire to provide [40:55] economic support and the need for small businesses [40:59] located and registered with the town of princess and and whereas the maximum [41:04] benefit to a small business shall not exceed [41:07] two thousand five hundred [41:10] two thousand five hundred per business advocate [41:14] and whereas the maximum allocation for small business [41:18] shall not exceed 125 thousand dollars [41:22] now therefore had been resolved by president commissioners of [41:26] princess zane have determined that the community and [41:29] citizens of town princess am would benefit [41:32] from the american rescue plan award fund to provide economic support [41:37] and relief to small businesses located and registered within the town [41:41] of furniture as far as business applicant must employ 10 people [41:47] or less business applicant must [41:51] be registered with the state of maryland state of maryland [41:54] or somerset county as a business in the corporate boundaries of the town of [41:58] prince's land prior to august 1st 2021 business after must be in good financial [42:06] standing with the town of princess lane without [42:09] any any outstanding bills taxes or liens business applicant must provide [42:15] government-issued photo identification business applicant must provide a copy [42:21] or business license if any african owned [42:25] if an applicant owns multiple businesses only one business [42:29] shall be eligible for a benefit non-profit corporations and community [42:34] organizations did not qualify for the for the benefit [42:39] the benefit shall be 2 500 per [42:43] business to be eligible business advocate must file an [42:46] application by march 1st 2022. [42:52] the above resolution was introduced and read past regular meeting [42:56] of and president and commissioners [42:59] of princeton on [43:02] land day of [43:05] 2022 and should become effective immediately upon adoption what is your [43:12] are there any discussions [43:18] we already discussed here because march 1st now that we're almost into february [43:23] it was march 1st um enough time [43:28] get the application in i would [43:33] i would say march first would yes [43:37] [Music] [43:41] how would this be promoted by you know i would i'm sorry i [43:45] apologize for that i would i would think we would need more time besides march [43:49] 1st because we've got to advertise and [43:52] um people time for the word to spread a little bit i mean [43:56] that would be 100 well i would say probably um [44:02] may i i would say probably june at the very latest [44:08] to give people an opportunity to apply for junior first [44:16] so they'll have from okay the past that they do have from [44:21] uh [44:24] what dates to what days march [44:29] right two o'clock so they would from i guess the date the resolution passes [44:34] until uh june june [44:40] to apply so that gives everyone at least four [44:43] four to five months to get their application [44:46] and it gives us an opportunity to [44:54] one of the things i'm looking at doing with this is [44:58] having a mailer sent out to all of the all of the [45:02] businesses so it gives us time to to do that advertise via social media [45:08] and things like that so i would say june 1st is good [45:29] you know with anything else [45:43] the election with the first that it won't happen [45:54] any question about processes [46:02] so to be make me make this clear [46:05] clear understand you can if you have multiple business you cannot get only [46:10] one only one [46:39] myself from the initial [46:50] any other question discussion [46:55] do you have anything uh [46:58] i think you should move if you want to make a tune first then you should [47:04] and if two of you are going to accuse then the [47:09] vote would be by the other three which is a quorum and [47:13] majority [47:17] something about changing the date is he allowed to do that [47:20] no both of you should not participate in [47:24] any voting on this well well you know well even the recommendation of changing [47:28] the date to june 1st or whatever march the 1st of june versus this statement [47:33] that he just made started that whole conversation is he [47:36] allowed [47:51] dale you had a question [47:53] also about today you know i i just looked it up because i [47:58] was i said i i know people will be on like the same thing as day before the [48:02] election or whatever but apparently the election [48:06] will be on june the 7th first of the month [48:10] so it's still a whole lot like a whole week [48:14] you know anyway i didn't want everything before [48:17] together so you know like crunch time somebody decided to put education at [48:22] last minute or something or they try to get stuff you [48:25] know organized whatever so i think that so i think junior first would be good [48:29] because i mean you still got a whole week before [48:32] the election [48:46] them you know [48:51] i don't think i would like people to wait till the last day or the last week [48:54] you know to print them for this yeah [49:00] but the money would be the money wouldn't be [49:03] um awarded anyways they have to go to june [49:06] first right yeah okay [49:10] well i mean it all depends on when your application comes in so okay so if you [49:14] if you wait until the last day then you have to be awarded after june 1st but [49:19] if you come in as soon as you hear about it and you're eligible [49:23] then either way i'd be the first 50 witnesses [49:26] either way first come first serve [49:30] yeah it was a question um is there applications already ready for [49:34] businesses not yet okay but they will be [49:40] i think [49:43] to move this from march first to june [49:48] give people opportunities to take advantage of [49:52] the offer here [50:07] pointed out i did mention something here so if that if [50:11] that disqualifies me from this i'm going to step away and say i'm going to vote [50:15] on this and i'm not going to participate in this at all [50:19] um if that's the case i don't want any [50:22] discrepancies on anything um you know [50:26] i'm a small administrator it would be a great help for doing 50 businesses in [50:30] town that it could help so if i need to stop sorry [50:34] so initially i don't have to i don't either i mean i just i won't participate [50:39] in the program it's [50:41] each council person's decision whether they want to recuse or [50:46] not i know but once i once i mentioned that like he said then [50:50] i probably have disqualified myself for refusing right [50:54] nate not to hold things up if you're not [50:57] participating to participate if you're not don't hold things up for the rest of [51:01] the community i'm carrying businesses out i think i think i'm i'm the navy [51:05] there's another oh sorry i think i'm leading this right now [51:09] so right right now we the process [51:14] the process is legal right i mean so far addressing commissioner parker's [51:20] concerns if you [51:25] are not going to participate in this program [51:28] and you wish to vote on this that would be permitted [51:33] if you wish to permissive participate in this program then you [51:38] should recuse for voting [51:41] the fact that you have commented about it already i don't think that uh because [51:47] public comments as well yeah okay [51:51] the main thing is getting this for the businesses the [51:54] people who deserve it not holding things up you know [51:58] if the application process start a lot of people apply [52:03] yes okay oh the bottom line is commissioner gardner [52:08] can make his own decision if he wishes to recuse or not i'm going to i'm going [52:13] to recuse and i will decide later [52:18] uh does the business have to be open prior to covet for [52:22] it doesn't matter [52:26] it has to be registered with the state of maryland or somerset county as a [52:29] business in the corporate boundaries of the town of princess and prior to august [52:34] 1st 2021. uh [52:43] all right [52:57] okay [53:13] the people that really need it [53:17] you guys want to hold things up again but i think humanity is [53:41] hate from the attorney this town man do you have anything [53:46] all right there any other questions in in your chat [53:50] no okay seeing none what's your pleasure [54:01] is there a motion to accept resolution i'll make a move to check resolutions [54:10] okay uh then is that with the amendment moving in uh [54:15] the application from march the first yes to [54:19] june yeah so to the elderly business applicant [54:24] must file an application back june yes [54:29] all right yes [54:32] so probably moving a second we accept the application [54:36] and accept the resolution number 20 20 [54:40] 20 2201 with the uh with the amendments [54:47] any further discussion i don't have that [54:50] all in [54:54] those opposed motion pack the resolution passes three [55:00] zero [55:06] so this would be advertised from through the town office [55:10] yes in our local community here's the first question we had about [55:14] the tax credit how was it advertising [55:18] right they [55:22] deadline for that was advertised on december 31st but town hall was closed [55:28] on the 31st so there were many residents who weren't able to put their elderly [55:33] elderly tax credits so i was wondering if we could perhaps extend that [55:37] tax that deadline so they could still apply i know right after that we had the [55:43] snowstorm that came so the town office would close that delayed the process as [55:48] well but there's still a bunch of options out there [55:50] running but we would advertise it for the [55:54] 31st december as a deadline that becomes another [55:58] agenda [56:04] if you're going to extend the date then you need to bring that resolution back [56:09] and amend it to extend the date okay [56:13] before we get past another resolution to um allow that [56:18] asset again for the year 2022 and then that resolution the ones who [56:23] then uh apply for 21 could still apply [56:28] 21-22 i think what we've got to do is [56:32] reference the one that already passed yes and then [56:37] state that the commissioner's desire to extend [56:40] the termination date you [56:48] or we could go back and then that resolution so that it could be awarded [56:52] for the fiscal year 21 and 22 correct and extend that deadline so that they [56:58] can apply and when they do apply it'll be reimbursed for 21. let's let's pull [57:02] up the resolution and look at what's worthy [57:04] but that's another thing agenda island i would like to have is us look into [57:10] establishing that same sort of uh tax credit for this fiscal year 2022 as well [57:16] because it's very successful for 21 and many of our elderly rights that's really [57:21] benefited from it so i'd like to propose an additional [57:25] resolution for [57:27] establishing the tax credit for this festive year as well [57:34] another thing i [57:37] reached out to the council for resolution [57:40] to potentially postpone our new year's resolution [57:45] celebration because of the opposite in light of today's meeting that's [57:50] convenient today [58:00] because i received notification that the recent local park commission [58:05] met on friday for a group photo and the council we haven't even introduced the [58:09] renewable card committee yet but it was arranged by karen samus for group photo [58:13] and really that's something that should be introduced by the council going to [58:17] public meetings so before any photos are released for press release from the [58:21] newspaper the council or the president [58:23] commissioner cervantes be allowed the opportunity to introduce [58:27] this new commission that i propose to the public [58:31] so that's that's an issue [58:34] but that's another thing i did do you admit the agenda that had that item to [58:38] it this is under my commissioner's poundless what's been done [58:42] and that's what main reason why i feel this meeting this public meeting today [58:45] was suppose it was rescheduled for this [58:48] morning to not allow the public to attend at six o'clock uh and that photo [58:52] being taken so early on this friday you know that's that's something that's [58:56] supposed to be an agenda that's supposed to be on the agenda the introduction of [59:01] the monogamous park commission that's high in the work of this council [59:04] the great work has been done it's just not right [59:07] so before i'd like our attorneys the bottom line is we didn't get credit for [59:11] it right now the public the president of [59:13] the commission should be allowed the same way you're allowing a public [59:17] member to come into a meeting that's not allowed for everyone [59:20] is the same way you're breaking the fall here it's [59:23] not fair it's not right and what they did on the agenda for the [59:28] next for february mia i think we should introduce the enough park commission [59:32] our public meeting or a call to a special need to have that introduced but [59:36] that's members when you have members of the commission wondering why something [59:40] like this is happening the commission doesn't have the opportunity to [59:42] introduce the newly formed committee that's just not [59:47] right that should be on the agenda mr town [59:50] manager while you're here all right well with response to that i [59:55] what the what the members of the monogamy park commission did i had no [1:00:00] idea that was there they were all informed that they were originally to be [1:00:04] introduced at the june i missed the january meeting [1:00:08] that that was canceled i sent them all an email informing them that they [1:00:12] wouldn't that they would be introduced at a later date [1:00:15] i didn't give them the time yet because i was trying to afford the commissioners [1:00:20] an opportunity to let me know what day that would [1:00:22] happen so you've just said it's going to be february so it'll be fabulous sir i'm [1:00:27] the one before you before you were notified about that and [1:00:30] it wasn't even on the agenda last month or january without the park commission [1:00:34] no introduction i wasn't even on the agenda for saying word i call them up [1:00:39] invited every member to be president of the two days prior to the january [1:00:43] meeting to be there it wasn't an agenda anymore in january either no yes sir i [1:00:48] thought it was no sir it wasn't it's sent out it wasn't on the agenda i had [1:00:53] emails i sent out to the council saying that another part connecting should be [1:00:57] on the agenda it wasn't all content i thought around invited me just [1:01:01] finished saying that we couldn't have people in the ring as a result of that [1:01:06] as a result of that the meeting that's supposed to be at 6 30 for the public it [1:01:09] was closed it's gathered from nine o'clock this [1:01:11] morning so everyone kept the pen and the photo was just taken on friday so look [1:01:15] let me know you know let me also address that [1:01:18] because i think what you're trying to say is there was some [1:01:22] conspiracy yesterday and there there's not [1:01:25] as i mentioned and indicated before whenever there's been a legislative or [1:01:30] work session it's been at night and the legislative was rescheduled it's been at [1:01:34] nine o'clock on the third monday now the last time [1:01:39] this happened was i think it was june 15 2020 the exact conditions that we're in [1:01:43] today if you look at that agenda which i followed the guidelines on that agenda [1:01:50] there was a state of emergency in june 15 2020 [1:01:53] which is exactly what we're in today the meeting was closed [1:01:59] because of that state of emergency i followed the precedent that i had before [1:02:05] there me a conspiracy to do anything [1:02:07] i followed up that precedent and that's it if you want to change it [1:02:12] and do it differently that's up to the commissioner but but but i'm not going [1:02:16] to sit here and allow you to accuse me of something that i didn't do [1:02:20] yes sir but i would advise you not to follow any precedent from any hit the [1:02:24] previous town manager that's the number one but for june 15 2020 there was no [1:02:28] town manager anything that the town manager or previous administration was [1:02:32] doing but on top of that the bottom line is it wasn't an agenda item i would like [1:02:37] it to be in the item in the introduction of another commission whether [1:02:42] you're saying it's foul play or not it should be on the agenda for the [1:02:45] president and commission to introduce the northern part commission it wasn't [1:02:48] on the january agenda [1:02:52] i don't see this so much uh anybody needed to try and reject it [1:02:59] why isn't it on the agenda i just that they're having like carrick sam was [1:03:03] having a proud meeting when we should have shut down the muskrat drop of [1:03:06] denton but we're shutting down this morning and the public should be allowed [1:03:10] to attend and the photos were taken on friday they [1:03:13] can meet for a photo to be taken she got arranged that's why you have other [1:03:17] members of this committee wondering what's going on well i think we're [1:03:19] talking about two different issues here i'm sure it's not right we need it to be [1:03:23] on the agenda the introduction of the park commission [1:03:27] on the agenda i think that is if you want to be [1:03:30] like like that's that's the question what the [1:03:33] first man in february yeah that's what i just i just said [1:03:38] like you had it on the immediate agenda that's why i just said [1:03:42] i would go where i'd like to have the introduction of notepad commission [1:03:46] on the agenda for february uh [1:03:49] do we know do they i'm just asking or do they plan on releasing something to the [1:03:54] to the public i i i don't know why they [1:03:59] took the photos i don't know what that was about i don't know if they planned [1:04:02] to make it i don't know um [1:04:05] but i can reach out to them and let them know that they should not do any of that [1:04:09] before they are formally introduced so i'll do [1:04:13] that today you said that carrie is the person that [1:04:16] organized it i'll make sure i reach out to her and [1:04:18] and anyone else for that matter [1:04:22] to make sure that there are no press releases before [1:04:25] they're formally introduced so i'll take care of that today thank you sir [1:04:30] next i am the business the department head department [1:04:35] to start with the chief police thank you president commissioner good [1:04:40] morning um december [1:04:44] uh attended the csc advisory board meeting uh provided security in [1:04:49] traffic control for the christmas parade new year's eve celebration [1:04:53] regular town meetings were scheduled we also hosted the winner one online [1:04:57] abandoned civic center this year it's only been held at one of the schools [1:05:00] music in the green board of princeton elementary this year was at the uh [1:05:03] civic center well attended or 400 people there [1:05:08] 100 families received gifts and donations [1:05:12] which were they were very grateful for [1:05:15] during the month of december we had 362 calls for service [1:05:18] almost 93 of those are closed um not [1:05:35] monthly grant available horses were done you know down there the new county-wide [1:05:40] rms system was set to go live we're live now we're still working through some [1:05:43] issues but we are we are getting up to speed and moving forward with that [1:05:48] um unless you're aware of the i.t issues we've been having [1:05:53] it's been brought up and discussed many times [1:05:57] i'm working through those trying to keep the department running so that the [1:05:59] citizens of town don't have any laps in service or that [1:06:04] we provide to them that's all i've got unless you have any [1:06:07] questions for me thank you sir [1:06:11] also on the previous uh yeah [1:06:16] mr [1:06:22] [Music] [1:06:28] the department collected 74.8 tons of trash in december [1:06:32] the drainage project on bedford avenue have been completed the second gas pump [1:06:38] has been installed at public works in the door complying [1:06:41] the new trash truck is up and running great also [1:06:46] the detractor phase two of the election house is just [1:06:50] about completed we are still waiting on parts for the [1:06:53] fans as soon as they come in to work we'll start [1:06:58] well let me um so jane really quickly the drainage project on [1:07:02] bedford avenue um that was the project that came before [1:07:07] the commissioners it was the complaint from from a resident yes and um [1:07:12] we went out we took a look at it and determined that [1:07:16] it was part of the responsibility of the town [1:07:20] and uh they repaired it yes and they also [1:07:24] re repaid so the drainage issue is done yes so we shouldn't receive any more [1:07:29] complaints about that and phase two of the election house [1:07:34] renovation just kind of give give an update as to what what that what [1:07:38] that looks like we're we're sanding the floors now [1:07:41] well the floor is completely sand and stained and everything [1:07:45] and uh we put these shoes against the walls and painted those [1:07:50] and what we have left is the lighting that's the last thing [1:08:03] we have working restrooms there now and everything's good we've got yeah [1:08:13] speaking of the election house i was hoping when could we be proactive and [1:08:16] have the ribbon cutting the election house pressure please for [1:08:19] that as well uh we had originally agreed to [1:08:22] commissions that originally agreed around march [1:08:25] of march of this year so that's that's so that's where that's [1:08:29] where we are we've got the floors done yeah so basically now it's we're just [1:08:33] looking at getting the exterior done there was some vandalism and damage that [1:08:37] we are taking care of there but so the interior's done the exterior should be [1:08:41] done um probably by early february and then [1:08:44] we'll move with the ribbon cutting in march okay [1:08:48] well honestly we it i don't know [1:08:52] if it was i think vandalism they knocked uh what are the those concrete domes [1:08:58] oh yeah the [1:09:05] help our uh maybe collab with the police department he did [1:09:08] get some surveillance cameras out there because there were people camping out [1:09:12] there late at night things of that nature [1:09:15] i believe there was a damn body film there many years ago before [1:09:19] i think while we have funding available to invest in the technology [1:09:24] to help combat some of these uh evangelisms [1:09:29] so i'd like to work in the veterinarian chief of mission town manager [1:09:46] [Music] and with respect to the park at [1:09:52] our executive team meeting we did discuss [1:09:55] the park and added patrols at the park in addition to also having [1:10:00] some cameras there we do have people that [1:10:03] sleep in some of the park equipment over there we've got um [1:10:07] every morning we've got public works picking up [1:10:10] quite a bit of trash over there so those are the things we had discussed that a [1:10:14] few weeks back and we're going to be putting those [1:10:16] those things in order one of the big delays to that [1:10:21] and to the camera is that we are moving away from our [1:10:24] current i.t consultant so until we get our new it person and we get this [1:10:30] situation with it dissolved by the end of the month we're not going to move [1:10:34] forward in installing new camera equipment and things like that [1:10:38] but that is on the agenda [1:10:41] for probably the month of february is is there a plan right now or what's [1:10:46] the what is the situation with the public restrooms at the park are they [1:10:51] accessible at all now or they keep being kept blocked only during the event [1:10:56] so right now the public restrooms we've got the one at lanoken park and it's [1:11:00] only accessible during events uh we don't have it open [1:11:04] uh during the day no so it's so uh if you [1:11:08] went to the park you could you wouldn't be able to use that restaurant unless [1:11:10] there was a scheduled event another thing for our commission can [1:11:14] look into how to change that well during the summer right now it's probably not [1:11:18] bad then using the swings but right during the summer when it's more active [1:11:21] it would be nice to have a public restroom access [1:11:39] so right now it's just a matter of resources and equipment that's it so [1:11:43] that's all we're waiting on right now that's it [1:12:04] oh yeah i'd like to give a special uh thank you to our public works department [1:12:08] as well this month uh we've had some really cold mornings maybe not just at [1:12:12] six five to six o'clock in the morning time operations are functioning [1:12:19] thank god [1:12:24] um [1:12:30] [Music] [1:12:36] all right um we submitted the final report for [1:12:39] grant cl2015 that this was a grant that the [1:12:43] town actually applied for and it was awarded uh back in 2015 [1:12:48] and that grant is it paid several streets uh throughout the town and um i [1:12:53] had to submit the final report for that uh i met with pete lackey from the state [1:12:58] planning department to discuss the somerset drainage project [1:13:01] um and what the next steps are moving forward there [1:13:05] um so we have a meeting scheduled with with the county because they also review [1:13:10] the somerset drainage project and that meeting is scheduled for tomorrow i [1:13:14] believe it's at 10 o'clock but uh i'm pretty sure it's at 10. [1:13:18] uh if that's the not the right pile i'll definitely update [1:13:22] everyone the town executed an agreement with reynolds to begin work [1:13:28] on the beckford avenue project which was grant that we [1:13:33] were awarded in 2017 and that's the crosswalk crosswalk sidewalk project [1:13:40] so we're on track there [1:13:43] i work with the town attorney to draft mural agreements with the property [1:13:47] owners that have agreed to have the murals painted on [1:13:50] on on their buildings i haven't received a signed agreement [1:13:55] yet but [1:14:00] oh okay all right um [1:14:04] so i received one and i'm waiting for it for the other [1:14:07] um and you may have been receiving some [1:14:10] calls from residents regarding [1:14:14] notices that they received about their trial service [1:14:17] we did issue the individuals that received those [1:14:20] notices that their trash service would be discontinued [1:14:23] were [1:14:27] residents that hadn't paid that trash bill [1:14:29] on average for between two to five years so [1:14:33] uh we did require that those individuals pay that pay their trash or at least set [1:14:37] up a payment plan so we're not turning anyone away if they want to set up a [1:14:42] payment plan and they can't afford five years of that [1:14:45] um uh payments we'll be definitely set up [1:14:49] payment arrangements for anyone who's called us [1:14:53] let me shut up the payment with the chance stuff to be picked up or other [1:14:58] checks will still be paid out they'll still be picked up so there's not going [1:15:01] to be your service isn't going to stop we're [1:15:04] just asking just call if you if you can pay it in full great if you can't [1:15:08] then make payment arrangements and [1:15:11] and we'll pick up pick up your trash but um there were approximately 18 this [1:15:16] affected approximately 88 res miles so [1:15:20] and typically they were between two and five years [1:15:23] that there may be some that may fall under that but the vast majority [1:15:29] hadn't paid in two to five years and i think a big reason for that and i [1:15:34] think we're going to also inform residents as well [1:15:38] i think and i don't have the exact history of it [1:15:42] but at some point the fees were [1:15:46] a part of taxes and then they were removed from taxes i think you know [1:15:50] perhaps people just you know you pay the tax bill or [1:15:53] the mortgage company pays it and you're not really paying attention to it so [1:15:57] um and and a lot of people were really [1:16:00] unaware that they hadn't paid they thought this was part of their [1:16:03] uh it was a part of their taxes so [1:16:08] and that's it for the account management all right questions [1:16:16] um season [1:16:19] nominee for january [1:16:24] one at all or what you mean america [1:16:29] well this is james we're in january right now [1:16:31] i know we're nominated for december for january's meeting so this week we'll be [1:16:36] seated today and nomination potentially february next week [1:16:42] but today this is our public meeting [1:16:45] so next stop we have help [1:16:56] now's the time to be proactive because we didn't nominate this much so now if [1:17:00] you want to nominate someone for next month today will be the time to make the [1:17:04] nomination if you have something [1:17:10] we don't have to do it they know what you well [1:17:35] my recommendation for the next month will be diamond [1:17:38] uh [1:17:41] she's on the uh local park commission but she's been doing a lot of great [1:17:45] leads in the community um we work together for the top 10 [1:17:49] community guard suggested [1:17:52] our garden and she's always out in the community to be a proactive [1:17:57] great things i think she's worthy of the town of very work [1:18:02] i'd like to make that nomination if you're supportive of the dead [1:18:07] february [1:18:16] [Music] [1:18:23] so uh [1:18:26] for all the thank you for steining for the february very prepared [1:18:30] world yeah [1:18:32] yeah mr answered [1:18:36] among all the commissioners that i missed [1:18:39] on the uh milton park commission as the american american secretary all right [1:18:46] how many people have started any further i said [1:18:51] no i'm just going to thank our public works [1:18:55] and our uh public safety departments who are all very hard work stay safe at [1:18:59] harris hope [1:19:03] did great work on our front office as well appreciate all the [1:19:07] good hard work keeping us informed thank you [1:19:11] thank you sir mr wilbur uh are we going to do the work [1:19:16] session tonight right you would want to adjourn the [1:19:19] legislative session and then open up the work sessions [1:19:26] this time and no further discussion i would like [1:19:29] to call promotion to adjourn [1:19:33] through our work session for [1:19:38] going to our group session journey [1:19:42] sergeant probably will live in second believe [1:19:45] general public town hall me and those who are famously fathers saying ah [1:19:53] uh this time we don't have to call for a motion to start the work session we will [1:19:56] start this time thus uh and uh begins the [1:20:01] monthly work session for the town of princess anne on this day of january 19 [1:20:06] 2022 [1:20:09] following the 9 o'clock a.m public town hall meeting [1:20:14] so this time me has been called to order for our work [1:20:18] session um is there a motion [1:20:21] well this is the same agenda so we don't need another motion to accept the [1:20:25] recession [1:20:28] so the next item business for our work session will be [1:20:32] chesapeake utilities assessment presentation which is [1:20:39] been moved to february and [1:20:43] next item investment after that will be the resolution to sell two jump cars [1:20:49] um if i can interrupt [1:20:53] the the two junk cars moving out to february [1:20:57] is there i mean is there any i haven't heard anything about you of [1:21:01] course or something tell us [1:21:06] we entered into a lease agreement with enterprises you are aware of this [1:21:09] pleasure i've got two two chargers now [1:21:14] that are one has the blue motor the other one the [1:21:19] cpu which is the main computer in the car is [1:21:22] shock so for two thousand dollars for cpu new [1:21:25] motors between eight and ten thousand pounds you can get it from people to [1:21:28] them for you [1:21:32] these are two vehicles that are sent to afghan to be [1:21:36] turned over to enterprise as part of the lease agreement [1:21:40] and the money and you know enterprise they sell them they've got a bigger [1:21:43] market they're going to explain to you guys [1:21:46] and you presented it before i didn't meet you you'd have to go through no no [1:21:49] i didn't i hear some backstory here that you need to be aware of [1:21:52] there's one of our consignment people there before every auctioneer does it [1:21:56] every friend that sells at their feet it's whatever they're giving us 500 [1:21:59] hours for each one of these vehicles we're going to make 100 [1:22:06] i've got offers on two of them i don't know who the people are but i've had our [1:22:10] offers calls come in their names written down in the office it would come into [1:22:13] the department for 800 hours a piece for vehicles [1:22:16] which would make us 1600 which would go towards our lease agreement automatic [1:22:20] right off the top instead of us making one hundred dollars [1:22:27] it's it would seem that way it would seem that way um [1:22:32] but i've been in the conference conversation with mr anderson and [1:22:37] this is the foreign to have people kind of presented and now [1:22:40] so yes sir so um [1:22:44] all this is on the table uh i'd like to uh i don't have any problem [1:22:49] with the selling of the junkyard was at their job but i would like to see them [1:22:53] make it to the town the yearly town auction so that [1:22:57] there's not any like behind the scenes a bid putting in for at least the public [1:23:01] housing awareness or aware of it you can put bids in okay that's fine and i [1:23:06] understand your position but historically speaking cars at public [1:23:08] works go for 500 or less [1:23:13] i purchased a few of them for over a thousand dollars historically speaking [1:23:16] most of the cars go for 500 or less yes sir depending on the quality of it in [1:23:20] the demand yeah so um i like to see him make it to the [1:23:23] public public auction you know because that was a [1:23:26] main thing for why um we had a uh [1:23:31] ordinance for those established back in august blacks [1:23:36] here stating that all jump cars must go to the [1:23:41] police auction it must be at public discretion so the [1:23:44] public could have a chance to federal debt [1:23:47] on [1:23:50] what it comes down to is these vehicles need to be declared [1:23:54] surplus and then the commissioners can decide do you want to sell them that [1:23:59] public or private sale because the commissioner's call [1:24:03] to figure out if they're there you guys are sitting in beds i'd like to put in a [1:24:06] bed for a thousand dollars on what someone has knows about it before i did [1:24:10] i was able to put their bed uh asking their everybody i've been [1:24:14] on that you know i put my bed at a thousand they've got a big one eight [1:24:18] hundred so um but i i was more so not about that [1:24:22] i like the public have the discretion to be able to buy these [1:24:26] uh cars or at least bid a fair price i understand your point and i understand [1:24:31] you want to make available to the public and if you want to buy it you give me a [1:24:34] check for a thousand dollars i'll sell it youtube here's my issue [1:24:37] you're holding up my lease so i can't get my new cars [1:24:40] oh really i've got two of my cars i can't get my [1:24:44] next one do we have an auction on them tomorrow i don't have enough cars that [1:24:46] have an auction they're here and just those two [1:24:49] can we have an option to sell those uh advertisements in public [1:24:55] almost like a courthouse it's fine i haven't advertised it 60 [1:24:59] days after every time before or 30. i think it's 60 days i've advertised [1:25:02] before i think we're gonna go that route if that puts me in the market [1:25:09] is there a way we can surplus these and just store them until [1:25:13] our auction yeah it's going to have to be physically gone and so i'm trying to [1:25:17] get my lease going now no no i understand that i'm just saying is there [1:25:21] a way to get the lease going by just [1:25:39] plus whatever fees they're going to charge us for [1:25:42] what we need to get out of we this is a situation where we need to get out of a [1:25:46] obligation right uh selling these cars is that [1:25:50] correct i need it's going to help me satisfy my [1:25:55] part of my obligation isn't that right so basically we would be [1:25:59] we have an opportunity to satisfy the application and get 200 [1:26:03] right would satisfy the obligation and get 1600 toward new [1:26:08] vehicles either way going to auction may violate our [1:26:12] agreement anyway because the surplus vehicles we're not really going to have [1:26:16] surplus vehicles that's a part of our work the partners for this agreement [1:26:19] everything's recycling we're basically trading in right recouping any value [1:26:23] left in it do we at least advertise it on the town website and the town web [1:26:27] page that these two vehicles aren't yourself and set that's the company if [1:26:30] you guys will pass the resolution i hired me to do that absolutely yes sir [1:26:34] that's what i heard on my page it's a resolution for them to do that [1:26:38] they're within their race correct right there you need to do a resolution [1:26:41] however you wish to sell it yes yeah the method is saying that way everybody [1:26:45] still have to be public but you guys said we're gonna liquidate as soon as we [1:26:48] can yes sir okay but still won't mess you up for me [1:26:53] i'm dragging along if we've got a plan in place i'm pretty sure i can keep [1:26:57] sliding down the road how long can we advertise this to allow [1:27:01] the events to come in to be reviewed [1:27:17] right and as a part of that when you sell the vehicles right [1:27:21] the form of payment that we take would only be cash or cashier's check yeah [1:27:25] correct so anyone that wants to purchase the [1:27:28] vehicles has that cash or is checked yes immediately [1:27:34] that's how it's going to go yes yes all right whatever date we decided to do it [1:27:38] by [1:27:41] what kind of quest time are you on i'd say if we've got something in the [1:27:45] works but i'm telling look we're going to sell them ourselves now instead of [1:27:48] giving you 400 to make 100 i [1:27:52] i say i think i'm not 100 sure but i'm pretty sure i can slide this down the [1:27:55] road further to keep them from saying what year are the vehicles i i [1:27:59] don't have the information in europe they're what i don't want to think about [1:28:02] one of them is in 2012 and the other is newer but i don't know how much newer i [1:28:06] know when it was in 2012. i think that's the one with the motor that is [1:28:10] no good and they've been in storage for what [1:28:13] uh since live won since last spring one since last summer august against [1:28:17] september mr wilbur is there any um is there anything that [1:28:22] would keep us from allowing him to just first come first certified [1:28:38] i'm asking our other attorney mr well it's the vote of the commissioners how [1:28:44] these vehicles are going to be selling yes [1:28:46] there's public or private sale and [1:28:50] that's your call yes everything you do should be public [1:28:54] not proud this is this public office everything we did should be public the [1:28:59] advertising on the web page nothing to be done or sold [1:29:03] the beds coming in with that i would talk to the rest of the public not [1:29:07] knowing about or having the same fair discretion so we're going to sell these [1:29:10] cars the time frame of it should be advertised on the town website facebook [1:29:15] page and also the police department the highest the highest price that comes in [1:29:21] so we're going to now um we're going to now um [1:29:28] run an online auction is that what we're doing [1:29:33] it sounds like we've got all that come in and open up bids [1:29:50] not that [1:29:55] so let's uh we will i'll work with the chief i work with mr [1:29:59] wilbur we'll figure out how this will be advertised um but it is [1:30:05] time sensitive because it takes about two or three months just [1:30:09] we get these vehicles and it takes about two or three months just to get them out [1:30:12] there right so if we can't get them in then we can't start that process either [1:30:18] so i mean the turnaround time for [1:30:20] advertisements today's wednesday so we could open the advertising for just a [1:30:24] week until next wednesday i can't even have a resolution though [1:30:28] you gotta have a resolution authorizing whatever will be the process next [1:30:32] meeting february 7th which is obviously three weeks later [1:30:37] so even if we were going to allow them to [1:30:40] give us the 500 and pay them 400 to sell it um [1:30:44] deal we'd still need a resolution to do that [1:30:48] well well that's a part of my release agreement [1:30:53] so i presented the leasing during the budget [1:30:56] last year anything beyond that would cause it right we created regulations [1:30:59] right the enterprise deal's been cut but if you're going to go another direction [1:31:04] even if he was to sell it to the people that he has [1:31:07] that have offered him a resolution right yeah so either way [1:31:13] amount of time we're dealing with so i'd [1:31:28] coming in [1:31:32] so we are what you're recommending is that we have [1:31:36] we have an auction a bidding process sure it's just not an [1:31:41] auction that requires the entire lot that's out there it would just be these [1:31:45] two parts that have been auctioned off public options [1:31:49] it's probably not private i brought no private sales [1:31:53] phone stuff public options government surplus [1:31:57] cover cause no it just got to be advertised and all that great [1:32:01] well we own them and i pretty much correct myself mr president [1:32:05] you you when you mentioned the inbound lock cars that inbounded before those [1:32:08] have to be advertised for 60 years we own this vehicle [1:32:20] yeah i mean we can blast it out i mean if [1:32:22] we get the resolution to pass on the seventh [1:32:25] um [1:32:28] closer building on what you should give a week give them to the 15th [1:32:32] within seven days yes sir we could always schedule a meeting again for next [1:32:35] week i need to do a special meeting just for [1:32:37] that that's a lot of work for you guys well it's just we work for the people so [1:32:42] i don't see how hard we could meet if you guys could develop a resolution that [1:32:46] says tomorrow the council could potentially need [1:32:49] the kids to be in this process [1:33:01] we sat here earlier and listened to a gentleman that had to [1:33:05] wait over six months to be able to get his business started [1:33:09] here and now you want to streamline and and have a special meeting over 1600 [1:33:14] dollars in surplus cars let's not go off topic [1:33:34] for whatever i will i will contact eric and and do what i can to [1:33:39] you know so [1:33:42] um you know [1:33:45] however you want to have it i'm agreeable [1:33:59] town manager and chief police will have a resolution [1:34:06] uh i mean mr henry hannah has come in to uh [1:34:12] that's the um session [1:34:16] for the session so [1:34:20] see no further items [1:34:22] business on the agenda i'd like to call for a motion to go into closed session [1:34:26] for a real estate match [1:34:47] [Music] [1:34:58] can very cool
