[2:30] today we're going to be going through
[2:30] all the other funds we hit the general
[2:32] fund pretty hard last meeting um we are
[2:35] going to cover all the other funds as
[2:36] well as our current capital Improvement
[2:39] 5year plan um the fund balance
[2:43] projection we're going to review again
[2:44] it was in last times packet but we're
[2:47] going to now address the other remaining
[2:51] funds let's look over to the uh second
[2:55] to the last column on the right and if
[2:57] we go down that net revenue and expense
[3:00] column that's going to show you what the
[3:02] net revenue per this proposed budget is
[3:05] for each of those
[3:07] funds all of the ones that are uh have a
[3:09] minus sign those are negative um results
[3:13] for the proposed budget and the letter
[3:15] next to each one of those is going to
[3:18] explain why that
[3:23] is so we'll start from the top for the
[3:26] mft um that one is minus1 Mill ion go
[3:31] over here
[3:32] 115 that's because we're spending down
[3:35] the fund balance for the Owen Street
[3:37] flood control project historically we've
[3:39] tried to hold on to those funds until we
[3:41] came up to a big project that we wanted
[3:43] to use the funds for um it's easier and
[3:47] a little bit more efficient submitting
[3:49] to the state one giant project as
[3:51] opposed to many little smaller ones it
[3:54] just multiplies the paperwork that we're
[3:56] required to submit so this year we're
[3:58] going to be spending down that fund
[4:00] balance that's accumulated over the past
[4:02] several years and still having an ending
[4:04] balance of 6.3 million after that
[4:07] project in fiscal
[4:10] 26 the Tiff fund the only one we have
[4:12] currently right now is the Mir point we
[4:15] are collecting property taxes in that
[4:17] Tiff fund last year we collected 23,000
[4:21] we're projecting 25 the
[4:24] $75,000 expense that's included in there
[4:27] is for some um professional fees and
[4:30] we'll get into the details of what's
[4:32] happening with that um Tiff fund later
[4:35] in the
[4:36] presentation tourism is next we're also
[4:39] spending now the fund balance of that
[4:41] one for Capital The Phase 2 Winkleman
[4:43] lighting project is planned for fiscal
[4:45] year
[4:47] 26 DEA is negative historically because
[4:51] according to the program requirements
[4:53] we're not allowed to budget for Revenue
[4:55] that we do receive last year we did not
[4:58] budget Revenue but we received 445,000
[5:01] so that money comes when the state
[5:04] releases it to us after their
[5:06] calculations and investigations and they
[5:09] assign us our percentage that we would
[5:11] be um
[5:14] sharing
[5:16] ssas those funds are there those
[5:19] expenses are there for just in case we
[5:21] need any professional fees or legal fees
[5:23] related to those
[5:24] ssas otherwise the fund balances are
[5:27] building up and and are there for future
[5:30] reserves or maintenance or whatever we
[5:33] need for those SSA
[5:35] areas parking fund this year um we
[5:39] budgeted for the stairway repair for
[5:41] fiscal 25 it didn't happen so that is a
[5:44] cost that is moving into fiscal 26
[5:47] budget that is why we're spending on
[5:49] that fund balance here had a quick
[5:52] question on that one that the the
[5:53] revenue for that um parking is that all
[5:56] in parking fees or is that a general
[5:58] fund transfer general fund transfer has
[6:01] been about 115,000 for the past couple
[6:03] of years there's about 15,000 parking
[6:06] fees yeah okay yeah it's flat those
[6:08] don't seem to be going up or down since
[6:11] covid they've been pretty
[6:14] steady um so that covers up through
[6:16] parking on the the negative fund
[6:18] balances if you look at the rest of the
[6:20] letters here g h i j k those relate to
[6:23] the um bottom table that's showing what
[6:26] our fund balance is anticipated to look
[6:29] like at the end of this budget cycle um
[6:32] non-sp spendables include like uh
[6:35] prepaids and other deposits Public
[6:38] Safety restricted is for seized assets
[6:41] DUI money that we received and
[6:43] narcotics um we have our emergency
[6:45] Reserve according to our fund balance
[6:47] policy is
[6:49] 30% of the budgeted
[6:52] expenses um our $5 million Reserve that
[6:55] we talked about a few months ago in our
[6:58] meeting we um made a resolution to fund
[7:01] that fiveyear plan $1 million per year
[7:04] for five years and then the remaining
[7:06] Balan is
[7:07] unassigned um and you'll notice it's 37%
[7:11] of next year's expenditures which is
[7:13] pretty
[7:15] solid any questions on
[7:19] that
[7:21] okay now we're going to move into the
[7:23] specifics on the other funds starting
[7:25] with motor fuel tax fund I'm going to
[7:27] let Bob take the mic for a little bit
[7:30] thanks Sherry so on the motor fuel tax
[7:33] fund Sher kind of went in a little bit
[7:34] of the expenditures um we had the Owen
[7:36] Street flood control project plus about
[7:38] 400,000 for Street resurfacing we're
[7:42] anticipating or the IML is anticipating
[7:45] projections of about 710,000
[7:48] uh budgeted which is a decrease from
[7:52] last year about 2% decrease IML is
[7:54] projecting there's going to be a
[7:55] decrease in the motor fuel tax funding
[7:58] of that part
[8:00] regarding the mirror Point
[8:02] Tiff what my understanding is there an
[8:04] owner is actively trying to sell the
[8:06] property uh right now and talking about
[8:10] the cost for this to keep it make sure
[8:13] we're uh the cost for the mirror Point
[8:16] tip they about 75,000 is allocated uh
[8:19] those professional fees for potential
[8:21] offers just to make sure on the tourism
[8:25] fund we have a budget decrease in the
[8:28] revenue section about to about 550,000
[8:30] which is about a 21% decrease from uh
[8:33] fiscal
[8:35] 25 majority of this is going to be
[8:37] because right now there's a hotel
[8:38] currently for sale and another is file
[8:40] for bankruptcy so we'll be losing some
[8:42] of the revenue based on
[8:45] that on the expenditure part of it we
[8:48] still have the promotional dispersements
[8:50] we have special events coming out of
[8:52] there Grant dispersements about
[8:54] 114,000 Police
[8:56] Services mowing equipment police
[8:59] Services reimbursement of 161 and
[9:02] Capital Improvements as Sher talked
[9:03] about the winkman street lighting
[9:05] project of about 93,000 coming out the
[9:07] tourism fund for
[9:14] expenditures regarding the DEA fund like
[9:16] you're saying the revenue is hard to
[9:17] project we don't know when the federal
[9:19] government will release funds uh based
[9:22] on the officer out there who works
[9:24] certain cases we don't know when those
[9:26] funds will be released so it's hard to
[9:27] budget for that but on the expenditure
[9:30] side the budgeted items out there is
[9:34] 366,000 of those items would be
[9:36] tactically unit and gang suppression
[9:38] details the flock camera system of
[9:42] 26,000 the body warn cameras that are
[9:45] now State mandated as of I believe
[9:48] January of next year that's at 27,000
[9:52] the tasers are 6,000 and then you got
[9:56] the safety act mandated training the
[9:57] police officers have to go through a
[10:00] 15,000 also uh two police vehicles at
[10:04] 115,000 uh coming out of the Thea
[10:09] fund as for the solid waste fund there's
[10:12] no change in the rates for revenue on
[10:15] this expenses we have service charg to
[10:18] the general fund
[10:19] 105,000 and swing charges are projected
[10:22] to increase 6,000 we just don't know
[10:24] when that is going to happen or I'm
[10:26] sorry 6% not 6,000 when the th000 m
[10:29] right now and then we have an inter fund
[10:31] transfer of 50,000 same as uh as it was
[10:34] in
[10:38] 25 regarding the SSA funds Sher touched
[10:41] on this regarding that there's no
[10:42] significant revenue streams in the SSA
[10:44] funds one through four we have the tax
[10:47] levies totaling 209,000 for funds 5 and8
[10:51] expenditures there's no significant
[10:53] expenditures plan but they do we do put
[10:55] in their budgeted items just in case
[10:57] there needs to be some type of
[10:59] um expenditure or something comes up to
[11:02] pay for certain things like professional
[11:04] fees or legal fees for those
[11:07] funds as for the parking fund we have
[11:10] Revenue budgeted as flat about 1445 for
[11:13] FY 26 in 25 we had about 135 come in and
[11:18] again with the expenditures Sher talked
[11:20] about we have steer whe repair about
[11:23] 52,000 any shortfall on the operating
[11:25] revenue for operations will be funded by
[11:27] the general fund around 15,000 which was
[11:30] the same in fiscal
[11:33] [Applause]
[11:36] 25 regarding the water fund there was um
[11:40] we did an analysis and a calculation
[11:42] regarding the water rate this year and
[11:44] there was a water rate increase of a do
[11:48] six which 96 96 cents of that is fixed
[11:53] cost due to the increase in expenditures
[11:57] to uh maintain the oper operating the
[11:59] water system and a 10cent increase in
[12:04] the variable cost which is per th
[12:06] gallons which is a 1.2% increase and
[12:10] we've seen that from the Illinois
[12:11] American water on the bills they charge
[12:14] us so there's a re
[12:16] recommended today and in the agenda
[12:19] there's going to be an ordinance a first
[12:21] read for the recommended water rate of
[12:26] $61.95 which is a do six increase from
[12:29] last year's water
[12:33] rate regarding the debt service funds
[12:36] the property taxes for the 24 tax L
[12:39] request is budgeted at 1.5 million
[12:42] that's to cover the debt service
[12:43] requirements for FY
[12:45] 26 the expenditures is just The Debt
[12:47] Service payments for those
[12:51] requirements under the sewer fund
[12:53] revenue is flat at 810,000
[12:57] no plan increase in the sewer rates at
[13:00] this time we are also in the process
[13:04] with our collection agency going um
[13:07] trying to recapture some of
[13:10] the outstanding balances that have not
[13:13] been paid over the prior year so they're
[13:15] still with the collection agency on that
[13:17] right now the expenditures we're looking
[13:20] at 796 th000 which includes 328 for
[13:23] ongoing system improvements these are
[13:26] included in the proposed CIP plan that
[13:28] will be over later and overall cost
[13:31] increases due to
[13:38] inflation on to the police pension fund
[13:45] contribution we have an annual tax levy
[13:47] which is capped at a 5% annual increase
[13:50] can't go any above that contribution
[13:53] from the J fund continues to increase as
[13:55] pension costs rise at a rate greater
[13:57] than the 5% tax
[14:00] levy the required contribution for
[14:02] pension fund actu from the ACT pension
[14:04] fund actuary is 1.5 85
[14:08] million with the minimum State
[14:10] requirement of 627,000
[14:12] the FY
[14:14] 26 proposed budget includes 100% of the
[14:17] requirement which is the tax levy at 496
[14:20] 750 and the general fund contribution of
[14:24] 1.88 million that would be that proposed
[14:29] Ed would be over 23% of the required
[14:33] State contribution
[14:37] amount if you look at the next
[14:40] slide this shows the funding
[14:43] status as of FY 24 of 71% in this graph
[14:48] or in this uh picture here shows where
[14:51] we where we rank with surrounding communities we're at
[14:55] 71% we want to
[14:58] probably top three looks like out of all
[15:01] these in the 70% range a lot of that is
[15:04] because of the $2 million City
[15:07] contribution that the city gave last
[15:08] year which helped increase this funding
[15:11] level and also we had some nice market
[15:13] returns last year because of that too
[15:16] and again the market also plays a big
[15:17] part in the funding percentage part and
[15:20] hopefully uh we'll see some better
[15:23] returns as we look at the market
[15:25] currently right now which will hopefully
[15:27] will'll get a little better
[15:31] so the recommended for the city pension
[15:33] fund is the 100% the actual area of 1.5
[15:36] 885 million to fund the pension
[15:43] fund is there any questions regarding
[15:46] the the
[15:47] funds or the
[15:50] pension no okay so we're going to turn
[15:53] it over now to the capital Improvement
[15:54] plan over to Mark who will go into more
[15:56] detail on the Capital Improvements that
[15:59] they
[16:01] have I'm just going to jump in a little
[16:03] bit here just to go over the numbers
[16:05] before Mark pick joins us with the
[16:07] projects much
[16:09] appreciated okay so here's our plan 26
[16:12] through 30 that's our fiveyear plan um
[16:16] our total expenditures based on the
[16:19] projects that we've identified in the 5
[16:21] years are 42
[16:23] m931 th000 and then we have future
[16:27] projects of 11,000 614 already
[16:31] identified the second table below that
[16:33] shows where the funding sources are
[16:35] going to be for those 42 million in
[16:38] projects um the first one is highlighted
[16:41] in red to be
[16:43] determined um funding from referendum
[16:45] and or grants those um numbers across
[16:49] the five years relate to specific
[16:51] projects that we have planned in the um
[16:53] package totaling 29 million over the
[16:56] next 5 years um all the funds are
[16:59] contributing for their specific projects
[17:01] where they can Capital fund mft tourism
[17:05] DEA water fund and Sewer they're all um
[17:09] assigned certain projects that we're
[17:10] going to plan to focus on over the next
[17:12] five
[17:15] years the next slide shows the grants
[17:17] we've already been awarded to date
[17:19] that's pretty current um Peter put this
[17:22] together for us thank you Peter um we
[17:24] already have those monies awarded but um
[17:27] depending on the timing the project is
[17:29] when we'll receive the actual monies uh
[17:33] based on costs incurred and then that we
[17:35] get
[17:36] reimbursed so summary of the costs and
[17:39] the money that we have on hand is at the
[17:41] bottom right our projected cost for the
[17:44] five years is the 42 million at the end
[17:47] of 25 we anticipate a fund balance in
[17:50] the capital fund of 11 million and then
[17:54] more funds coming in over the next 5
[17:56] years our general fund transfers of a
[17:59] million dollar a year and we're
[18:01] estimating and projecting uh from the
[18:04] solid waste fund $50,000 a year besides
[18:09] that we have grants already awarded to
[18:11] the city6 million and then we have the
[18:14] 23 million of to be
[18:16] determined so our costs of 42 million 9
[18:20] minus project sources of 46 million4
[18:24] will leave us a fund balance at the end
[18:26] of April 2030 of 3.5 million our future
[18:30] costs as of right now are identified as
[18:33] 11 million but as we know as the next 5
[18:36] years um happen there'll be more
[18:38] projects added to our list as we go
[18:41] forward Sherry a quick question on the
[18:43] previous page about the proposed
[18:46] funding uh the first L I don't
[18:50] understand
[18:52] Sor should mind her own
[18:55] attention um the four the 400 the 4,436
[19:01] 490 is that grants related to Willow
[19:04] Road and um Owen because it it yes
[19:08] that's not referendum money that's money
[19:10] we have everything after that is
[19:12] referendum correct we're going to go
[19:14] into the details as Mark goes through
[19:15] the categories but Owen is the first one
[19:18] for fiscal 26 ow Street um and then the
[19:22] referendum money will pick up uh in 27
[19:25] 28 29 so we'll see that on one of the
[19:28] upcoming

[19:35] and I will turn it over to

[19:49] had a referendum years back and um our
[19:52] streets were mostly repaved at that time
[19:54] and we're looking for
[19:57] um re educating our residents about what
[20:00] a referendum is in the years in the next
[20:02] year to follow here um as we work
[20:05] through that looking at the numbers here
[20:07] we're imagining that this is going to be
[20:08] about a $16 million project uh fiscal
[20:11] years 26 27 28 29 um would be about 4
[20:15] million a year we've just in the process
[20:18] of completing the 25 or the
[20:21] 2025 um Road
[20:23] evaluation um it's not prepared yet for
[20:27] us to look at but um all the field work
[20:30] has been done and uh it's looking like
[20:33] this is exactly the pl path we're going
[20:35] to be on so more to follow on the street
[20:37] resurfacing project as we get a little
[20:40] more details on it but this is a a
[20:42] nugget for everyone to start
[20:44] understanding that we're headed
[20:47] towards um looking at this a map of the
[20:50] city um pretty basic engineer put this
[20:53] together um pavement assessment is going
[20:55] to be completed and then the design
[20:57] engineering is the first first step of
[21:00] it um the big nugget of what we have
[21:03] tonight is storm water projects
[21:07] um we have a variety of things going on
[21:10] um highlighting it uh the flood control
[21:14] project for Willow Road we're also
[21:16] talking we talk about Owen it's the same
[21:19] project we just split it originally
[21:21] Willow Road was going to be raised we
[21:23] had Owen to raise and we split that to
[21:28] ra Owen and do the compensatory storage
[21:30] ahead of time while we're still trying
[21:33] to get the design and Engineering proper
[21:36] for raising Willow Road so we're moving
[21:38] forward with Owen and the compensatory
[21:41] storage uh we're happy that uh a bid was
[21:45] received multiple bids we came in with a
[21:47] good contractor and that's going to get
[21:49] started um in the next couple months
[21:52] we're looking at so very pleased at that
[21:54] project moving forward uh the financials
[21:56] are on here we've been talking about
[21:57] this one for
[21:59] ever um so it's nice that we're finally
[22:01] moving forward with
[22:02] it uh next one down on here is the Hill
[22:05] Crest relief um let me uh you guys are
[22:08] looking at that I want to kind of give
[22:10] you pictures here as we talk about this
[22:13] um I'm sure everyone's seen but this is
[22:15] Owen and this is what happens every time
[22:17] we get a good rain we have half a dozen
[22:19] homes that have no access to their
[22:21] property they have to park a block or so
[22:24] away walk through neighbors yards and
[22:27] just to get to their homes
[22:29] um so that's the area I'm sure you're
[22:31] all familiar with it it's on the north
[22:32] side of Hill Crest
[22:35] Lake the next project we're talking
[22:37] about on here is the Hillcrest storm
[22:39] relief
[22:41] project we have seen time and time again
[22:44] after major events in the city with uh
[22:47] High ground level saturation and then
[22:49] incoming rain when Owen Court floods
[22:51] Willow Road Crest over and when the
[22:55] Willow Road crests over the lake swells
[22:57] and it flows East through people's yards
[23:01] um and disrupts their lifestyle and hits
[23:03] their window wells this project has been
[23:06] talked about for years it's installing a
[23:08] pipe at the North End of Hill Crest Lake
[23:11] that will take the Overflow and run it
[23:14] North up to the creek um I use a
[23:18] different phrase but I'll use the O the
[23:20] phrase the O crap pipe that once it gets
[23:23] to a certain flow level we need to keep
[23:25] it from uh destroying people's property
[23:27] so that's this project we're very
[23:30] fortunate um we're working on a good
[23:32] funding source for this um and it's
[23:36] marked as 2B determin but we're we're
[23:38] getting closer to that so that's a a
[23:41] very positive project for
[23:44] everything
[23:46] um Elmhurst Road Culver this is just
[23:49] located about 5 800 feet North of city
[23:52] hall here um at the same time when our Town our city swells from the
[23:57] flooding we have had multiple times
[23:59] where we've had to close Elmhurst Road
[24:02] there's a small diameter pipe that runs
[24:04] from the West to the east um it can only
[24:08] take so much once it's charged uh the
[24:11] sides of the road fill up and then it
[24:13] overflows overtops elmurst Road and
[24:18] unfortunately um our staff is tasked
[24:20] with closing the road with barricades
[24:22] Police Department Public Works we've had
[24:25] Elmhurst closed for days at a time back
[24:27] in 2017 18 um it's been dry these Last 5
[24:31] Years um a lot of folks forget that
[24:34] we've had issues like this um but it's
[24:36] real um we had cars get uh ruined people
[24:40] trying to drive through the water um we
[24:42] had
[24:44] homeowners who have had waves slap
[24:47] against their house because of somebody
[24:48] driving through the water um and as you
[24:50] all know 83 is a major route through
[24:52] town um it's hard to divert traffic
[24:55] around it there's not an easy uh bypass
[24:58] so
[24:58] this is a great project um just want to
[25:01] keep you guys aware that it's still
[25:02] moving
[25:04] forward
[25:06] um Elm Street COV replacement this is
[25:09] happening right now we're very pleased
[25:12] uh this went through the bidding process
[25:13] we came in with uh some great bids um a
[25:16] contractor that's done work for us in
[25:17] the past actually was the low bidder um
[25:20] this project started last Monday um this
[25:23] is located over by the library and the
[25:24] morava center and it's putting in an
[25:27] overflow pipe um so when everything is
[25:30] charged the water does not top Elm
[25:33] Street and take out the ball fields um
[25:36] if most of you were around in 2017 18 um
[25:40] the park district lost use of their
[25:42] fields repeatedly and once that road
[25:44] over tops the fields get washed out they
[25:48] have A50 $60,000 cost to redo the fields
[25:52] and on top of that as Joe has put
[25:55] eloquently many times it's not just
[25:57] replacing the field
[25:58] they lose an entire season of ball um
[26:01] it's a it's a community impact um they
[26:04] have to rearrange schedules try to move
[26:06] things around and it's this is our
[26:08] hometown Fields so we don't like that to
[26:11] happen uh so this project is um
[26:14] excitedly it's it's moving forward it's
[26:16] happening right now um the timing was
[26:19] orchestrated between the libraries needs
[26:21] the park District's needs and the city
[26:23] trying to get the project done to not
[26:25] Impact summer programs at those
[26:27] locations
[26:29] um so that is in the progress right
[26:32] now our Levy wall um we've talked about
[26:37] this for a couple years uh there was a
[26:39] uh accident at the intersection of river
[26:41] and Milwaukee Avenue um a crash by
[26:45] uh suicide by car crash that occurred
[26:48] there is probably the best way to say it
[26:50] unfortunately we've been working um
[26:53] we're very fortunate to get funding to
[26:55] take care of the replacement of this um
[26:58] we've had delays through permitting
[27:00] through the design and Engineering
[27:02] through the contractor we had to do this
[27:05] um we are hopefully going to get this
[27:10] project moving this year it is still in
[27:12] ot's hands for a final round of permit
[27:16] approval
[27:18] um so when that occurs um a lot of you
[27:22] folks remember the Mount Prospect Levy
[27:24] project that took out of L of traffic
[27:26] for quite a long time just south of this
[27:30] uh Milwaukee Avenue will be reduced down
[27:31] to one lane during the process of this
[27:34] replacement um it should be a few months
[27:38] of of an impact unfortunately the
[27:40] traffic signals need to come down and
[27:41] there will be Jersey blocks along the
[27:43] roadway but Milwaukee being what it is I
[27:46] don't think it's going to be that
[27:47] detrimental to traffic flow because it's
[27:49] pretty fast um and
[27:52] it's um will be well marked so that's
[27:56] coming up uh this year
[28:00] the levy SLO gate project this is the
[28:03] last piece of the puzzle to get
[28:06] um the area remapped through FEMA for
[28:09] all of our residents and business owners
[28:11] on the east side of town um this has
[28:14] been a very long
[28:17] uh project to get everything lined up uh
[28:21] every time all of our folks our
[28:23] Engineers our designers the Army Corps
[28:25] IDR have things in place um we hit a
[28:28] snag um whether it be in um cooperation
[28:34] with other agencies or funding um now
[28:37] the snag is um we sent it out to bid in
[28:40] January we're all excited only one bid
[28:43] came in it came in double what we
[28:45] expected uh we rejected that bid we
[28:48] looked at the plans we re-engineered uh
[28:50] to make a more palatable project at a
[28:52] better cost um and uh one of our
[28:57] partners I dot um determined that our
[29:00] intergovernmental agreement was expiring
[29:02] too soon for us to rebid it um at this
[29:07] time so even though we have a better
[29:09] project in place that we're going to be
[29:11] able to fund uh we're going to be
[29:12] stalled out waiting for an
[29:14] intergovernmental agreement um at the
[29:17] city's end and the village of M Prospect
[29:20] we are fast forward getting things
[29:22] signed unfortunately it has to go
[29:24] through other agencies um IDR is
[29:27] exceptional they're we going to work
[29:28] through it quick Army Corp of Engineers
[29:30] has a fast-paced plan um idot does not
[29:34] um idot has their pace and we're going
[29:36] to Once everybody's signed we're going
[29:38] to work on helping try to encourage them
[29:41] to uh help us move along a little faster
[29:44] hope that's the polite way of saying
[29:48] it this is a very important piece this
[29:52] gets done um on a parallel track we have
[29:56] an engineering company that we've hired
[29:58] with the village of M Prospect working
[30:00] together to get all the necessary
[30:02] paperwork and project uh prints together
[30:06] in parallel for the clomar the lar the
[30:09] revisiting the remapping to be done as
[30:12] soon as the last piece of the pie is in
[30:14] place so we're very pleased that we're
[30:16] at least running in
[30:20] parallel same neighborhood uh just west
[30:23] of the wall we've been working with a a
[30:26] joint project with the park district um
[30:28] who uses this space in the willow Trails
[30:30] Park area um as a major project it's the
[30:35] biggest flood management project on the
[30:37] east side aside from the levy wall this
[30:40] is going to give us more detention it's
[30:42] going to help out our multif family
[30:44] homes that have have taken water many
[30:46] times over there we got a nice spot to
[30:48] put water in a property that we own and
[30:50] we work together with uh the park
[30:53] district they uh do um events and they M
[30:57] they maintain the property even though
[30:59] it's owned by the city um we have
[31:02] everything figured out for the Park area
[31:04] and through the back of will Willow
[31:05] Woods or Willow trails and to Willow
[31:07] Woods currently our Engineers are
[31:10] working with the padc cor ownership on
[31:13] the final piece of the pipe where it's
[31:15] going to run it's not on this uh picture
[31:17] we're showing because there's been a
[31:19] couple different ideas of how it's going
[31:21] to make its way from Plaza Drive out to
[31:24] the River Road which is going to go into
[31:26] our Levy pump system um exciting um and
[31:30] this even though we don't show it on
[31:32] here with the final design once the
[31:34] easement Acquisitions are all set we'll
[31:36] be able to really show what our plan is
[31:38] and going to get it bit out later on
[31:40] this
[31:40] year um big big project for this side of
[31:44] town um it incorporates some changes
[31:47] into the park that River Trails has been
[31:49] working on for these last couple years
[31:51] to improve this area that up until the
[31:54] last few years has been kind of a ey
[31:56] sore um and the park really stepped up
[31:59] on this portion and um are making it
[32:01] nice and working with us on it so we're
[32:04] very
[32:05] pleased um this moves us to a wish list
[32:10] item in our Capital
[32:11] plan it's called East Arlington
[32:14] Countryside the other phrase that I
[32:15] should have put on this slide was the
[32:17] door set area um it was originally
[32:20] called East Arlington country side and
[32:22] we've morphed it into the door set area
[32:25] plan this print that we're looking at
[32:28] here was originally uh compiled back in
[32:31] 2018 and 2019 so we're still moving for
[32:35] forward trying to come up with funding a
[32:38] better plan and a source to uh take care
[32:41] of this depressional bow area of town um
[32:44] to throw numbers out here that aren't on
[32:46] the paper back in 2019 this was listed
[32:49] as an $8 million
[32:51] project so obviously there's changes
[32:53] pipe pipe diameter um land usage that
[32:58] may raise or lower that and obviously
[33:00] there's been inflation a little bit
[33:02] since
[33:05] then that takes us from storm water to
[33:08] sidewalks before I jump right to
[33:11] sidewalk um Everybody comfortable with
[33:14] what we talked about for storm water I
[33:16] just figured instead of at the end all
[33:18] of a sudden going back five
[33:20] steps all right we got a lot going on I
[33:23] mean there's there's a lot of pieces in
[33:25] the a lot of irons in the fire um
[33:28] nothing's fast but when it's done it's
[33:29] done right all right sidewalks we have
[33:33] multiples to talk about here we're going
[33:34] to make it through these a little
[33:35] quicker we got C McDonald Road Elmer
[33:38] Road North uh Waterman and burning
[33:42] bush C McDonald Road we are currently
[33:45] still in the engineering phase of this
[33:49] um let me get to my money slide here
[33:53] real quick please me a second
[33:58] sorry about that um we're still in the
[34:01] design engineering phase of this we were
[34:04] notified just about a week and a half
[34:06] ago that Mount Prospect is looking at
[34:09] doing some work for sidewalks east of
[34:11] Wolf Road in the Mount Prospect
[34:13] jurisdiction area uh they have inquired
[34:17] about
[34:17] extending a basically a pedestrian
[34:20] multi-use path from their border which
[34:24] is mandal which is one block east of
[34:26] wolf over to where the Prospect Heights
[34:29] bike path connects to what's going to be
[34:31] our future sidewalk so our proposal is
[34:34] the orange line on the print um working
[34:37] with Mount Prospect there might be a
[34:39] little change over at that intersection
[34:41] over there as they work towards their
[34:43] goal um and if I could say it twice um
[34:48] we're having a very good relationship
[34:50] working with Mount Prospect on different
[34:51] projects and getting to the right answer
[34:53] for everybody so um we're pleased that
[34:55] they came to us and and expressed their
[34:57] interest in trying to extend uh a
[35:00] pedestrian use path along there more to
[35:04] follow um and it we'll back up real
[35:07] quick and
[35:08] obviously this section of Camp McDonald
[35:10] Road goes from Wheeling Road off to Wolf
[35:13] to our new sidewalk which connects to
[35:15] Metra we do not currently have a plan
[35:18] from Wheeling Road West even though we
[35:21] have it on paper that we'd like to put
[35:23] something in there we're not in any
[35:25] design or engineering phase of that at
[35:26] this moment we're working towards um
[35:30] it'll probably be talked about next year
[35:32] but it's still years off these don't
[35:34] happen very quickly because of the
[35:37] engineering the design and the funding
[35:39] which uh we've been very fortunate on
[35:42] the funding side to get grants and uh uh Representatives helping us
[35:48] out and to show how far out it goes
[35:51] Willow isn't even on here yet right that
[35:53] was one we just talked about so correct
[35:55] right that's absolutely so that's 5
[35:58] years away this on out there one that uh
[36:02] we've been doing really well with uh
[36:04] we've got uh funding for the design and
[36:06] Engineering of the sidewalk for elmur
[36:08] Road North when we say that this is the
[36:11] area just south of hin Road um from
[36:14] hence down to our city limits which is
[36:17] the north edge of the Forum apartments
[36:19] that are owned by Wheeling um along this
[36:22] stretch there's a couple lots that are
[36:24] Wheeling jurisdiction that have
[36:26] sidewalks the rest of is all ours um
[36:30] engineering continues on this and
[36:32] funding is in process this has great
[36:36] opportunity for funding because it's
[36:38] right next to the high school um so
[36:41] that's why this project was chosen and
[36:42] it's a small bite of an area that uh is
[36:46] des desperately in need of better
[36:48] surface Transportation being that close
[36:51] to the high school we see school kids
[36:53] and just regular pedestrians walking
[36:55] along the edge of the road all the time
[37:01] there I think this one's a favorite from
[37:03] a few people up on the Das this is the
[37:05] Waterman sidewalk we had hery high
[37:08] school Engineering Group get with us
[37:09] last year a bunch of kids excited about
[37:12] doing a project uh they proposed this
[37:14] they did some preliminary engineering uh
[37:16] we committed that this was a good
[37:18] project through city land um it's the
[37:21] right of way uh for Waterman Avenue if
[37:24] it was to continue straight through
[37:26] that's where the road would be proposed
[37:28] and it's uh like I said the city right
[37:30] away um the advantage to this one is
[37:33] it's not a very long project and
[37:36] permitting wise we only have to get a
[37:37] permit from Cook County for a for the
[37:40] work on their RightWay other than that
[37:42] it's all ours these are projects that
[37:44] are nice they go a lot quicker we only
[37:46] have one other governmental agency to
[37:47] work with and Cook County has already in
[37:52] the past marked this roadway as a
[37:54] Crossing location there's a sidewalk as
[37:57] you can barely see on the print that
[37:59] already touches it and on the south side
[38:00] of West Willow Road there's already a
[38:04] crosswalk sign and a marked delineation
[38:06] area so um I don't want to say it's a
[38:09] slam dunk but this is these are the the
[38:12] projects that are easy to get these are
[38:15] the ones in the Express checkout
[38:19] line every once in a while you have to
[38:20] have a popper that you get in there um
[38:24] burning bush this one is on the plans to
[38:27] do uh we do not have funding for this
[38:29] one set up yet this is about
[38:32] $125,000 total cost this connects Piper
[38:36] Lane with Apple Drive this is on the
[38:38] northwest edge of the willow Trails
[38:41] Park on the East side
[38:45] this is the missing link for folks that
[38:48] are walking down from Wolf Road to the
[38:51] park or east from there there is no
[38:54] sidewalk along burning brush at this
[38:56] point there's two I call them mule paths
[38:59] on the edge of the road where people
[39:00] have walked through um and the school
[39:03] kids right at the corner of burning bush
[39:05] and Piper every morning at around 8:00
[39:07] a.m. there's at least 70 kids that get
[39:09] on a bus so any of you have driven
[39:12] through here in the morning you know the path of what people are walking
[39:16] through here um kids get off the bus a
[39:18] lot of them walk down to the park after
[39:20] school so in the winter time they're on
[39:23] the road in the summertime they're on
[39:25] the road um it's just a project we need
[39:28] to come up with funding for but it's a
[39:31] uh feasible I don't want to say a simple
[39:34] project there's some Utilities in way
[39:35] but that's why it puts it at the
[39:37] $125,000 Mark um you think if I'm
[39:40] putting in a sidewalk for a couple
[39:41] hundred feet it shouldn't be that much
[39:43] but
[39:44] unfortunately there's things that make
[39:46] it cost money um great project a lot of
[39:49] endorsement from residents in the area
[39:51] um we've had uh residents in the piper
[39:54] and Apple Lane stop over at public works
[39:56] over the years asking us when we're
[39:58] going to get it in place so we have
[40:00] Community buying and we know we have a
[40:01] need so that's kind of where we're at
[40:04] with the sidewalks that are currently in
[40:05] the mix or on the on this chart um we
[40:09] have talked about the Willow Road
[40:11] Project between show andbe and
[40:15] 83 um and as we dive more into the
[40:18] details and some preliminary engineering
[40:21] um it'll be on our radar um again that's
[40:25] an area that needs funding um um and
[40:28] there's a lot of storm water involved in
[40:29] that we had a preliminary show of it
[40:31] during our um strategic meeting and
[40:34] we'll get along with
[40:36] that um so sidewalk wise that's
[40:40] currently where we're at uh I'll come
[40:42] back to any other real questions on
[40:45] sidewalks at this
[40:49] point all
[40:51] right we'll go on to
[40:53] sewers it's always a highlight
[40:59] um we want everything to flow downhill
[41:03] that's why we spend our money um when it
[41:05] doesn't um we have a lot of problems um
[41:08] I'm very happy that um our last year
[41:12] since we've taken over the system uh we
[41:15] make great improvements every year that
[41:17] are unknown to
[41:19] anybody um residents continue to flush
[41:22] the toilet and they have no idea what
[41:25] goes on in the background you know build
[41:27] a building we build a road uh we put
[41:29] trees in it's it's stuff that everyone
[41:32] sees this sewer work is
[41:34] invisible
[41:36] um we've had residents talk to us that
[41:38] have troubles in the past um and after
[41:40] we do a project um they've had years of great well no issues I guess best way
[41:47] to put it so sewer work is definitely
[41:50] the invisible uh project um we did
[41:54] televising in 16 17 18 and and follow up
[41:58] in 19 we're getting ready to go back
[42:00] into another round of that um 8 years
[42:03] later we did our triage when we first
[42:05] took the system over we fixed a lot of
[42:08] problems we've reigned every year some
[42:10] sections a couple hundred, worth um and
[42:14] now we're back to looking towards the
[42:16] future of another televised event of all
[42:18] the pipes and a new triage list because
[42:22] a pipe that we looked at s years ago
[42:23] that had a crack in it may now be at a a
[42:26] critical point of failure um other lines
[42:30] that we looked at that had cracks they
[42:31] were candidates for either a digging and
[42:34] fixing or relining um a lot can change
[42:38] over the years um we found pipes that
[42:41] have had new fence post pounded through
[42:43] them um directional BS from the gas
[42:46] company or from a utility um Power or
[42:49] cable TV um so when we do these
[42:53] televising events we really get a lot of
[42:56] good data and again our residents don't
[43:00] see the end result they just flush the
[43:02] toilet and know it works so um I wish it
[43:05] was a like a road paving job where
[43:08] everybody goes they finally did it um
[43:11] again this is invisible work
[43:14] yeah um water
[43:20] system we're very pleased um I should
[43:23] have put a water system map in the uh list here but I did not um
[43:32] Water Systems the the best way to have a
[43:34] water system is to have a ring uh A
[43:36] system that if you have a failure in one
[43:39] point you can shut valves off and keep
[43:41] as many residents back in connected and
[43:44] getting positive pressure as you can uh
[43:47] the way our system is designed we don't
[43:49] have that uh for a good section of
[43:51] it Wheeling uh reached out to us a
[43:54] couple years ago about doing an
[43:55] interconnect between their water system
[43:57] and ours um originally the proposal by
[44:00] Wheeling was to Aid them in case they
[44:03] had a loss of of positive water pressure
[44:06] from their provider um and then the
[44:09] conversation morphed into well boy this
[44:11] will help both of us so we've gone back
[44:13] and forth with this I know I've
[44:14] presented this to council a couple times
[44:17] and this project is finally moving
[44:18] forward where we'll have an interconnect
[44:21] um project the interconnect would be
[44:24] roughly near where St alonsus is it's
[44:26] the end of the Wheeling system and it's
[44:28] the end of our system that goes up
[44:29] Wheeling Road um the advantage to us and
[44:33] to them is if we have a disruption we
[44:35] have a fresh source of water we do have
[44:37] another interconnect U over near Fairway
[44:39] Estates that comes off of Illinois
[44:41] American but Illinois American is our
[44:44] feed on this side of town
[44:47] so there is a possibility that ELO
[44:50] Americans their water feed could stop
[44:54] this would give us another source um
[44:57] so it's a great project we do have a
[44:59] couple other water projects that we're
[45:01] going to talk about here so this will
[45:03] give us the ability to keep water
[45:05] pressure to an area in case we have a
[45:07] water main disruption by either a break
[45:09] or by losing El American
[45:13] feed cauldron I apologize this map is
[45:17] orientated um to the side North is to
[45:21] the right um as you'll see Camp McDonald
[45:24] Road on the left is the east west a
[45:27] water main going north up cauldron drive
[45:29] would connect us up to Newcastle which
[45:31] is the back of the lake CLA subdivision
[45:34] this would give our system a ring of
[45:36] itself of its own for the lake CLA and
[45:39] St Al's area um this has been a wish
[45:43] list item for years uh unfortunately the
[45:46] price of this keeps going up um we
[45:49] project this to be about $950,000
[45:51] this is in the fiscal year
[45:54] 2728 it's down the road uh the
[45:57] engineering for a project like this
[45:59] would take 6 to 9 months um at this
[46:04] point we're not doing engineering we
[46:05] just it's a wish list of something that
[46:08] would definitely benefit our
[46:09] infrastructure in the Water World um
[46:12] it's just the funding part of it we'd
[46:13] have to work out but just so you guys
[46:15] know that there just because what we
[46:17] have in the ground now doesn't mean it's
[46:20] ideal um that is that covers sewer water
[46:26] um
[46:27] if I go back here a little bit real
[46:29] quick sorry on this original we had
[46:33] the the water main we had the
[46:35] interconnect um we also have things
[46:38] pushed out in the future here for 26 27 28 um to start doing design
[46:45] and uh proposals for in the robroy area
[46:50] um for doing water main replacement um
[46:53] getting a design getting some um
[46:55] troubleshooting done of some pipes in
[46:57] there we've had some failures um it's an
[47:00] original system that was put in when Rob
[47:02] Roy was developed it originally was fed
[47:04] off the deep well which is now our Pump
[47:07] Station and and
[47:08] reservoirs um those pipes were all
[47:11] installed they did have well water
[47:12] running through them for years um and
[47:15] they're all ductile iron so there have
[47:17] been failures and we need to start
[47:19] thinking about what our failure rate is
[47:21] going to be and what choices we have
[47:24] before we have failures um with a design
[47:27] there's companies out there that are
[47:29] doing a great job now with actually
[47:32] lining water lines like you do a sewer
[47:34] line um instead of having to dig up and
[47:37] disrupt the whole neighborhood there's
[47:39] less holes and it's a fairly um I don't
[47:45] want to say easy install but it's it's a
[47:47] better than it's less invasive than
[47:49] digging up the whole neighborhood so as
[47:51] we start getting into that um later this
[47:53] year we're going to talk more um about
[47:56] it and then for the following fiscal
[47:58] year we'll have a basic plan in place
[48:00] that we'll present to
[48:01] council
[48:04] um and then also passed on there is a
[48:06] Camp McDonald water main extension um as
[48:10] we worry about our Water Resources we
[48:13] have conversations about where can we
[48:16] connect we have a great agreement right
[48:18] now with Mount Prospect for water at the
[48:21] Camp McDonald and 83 area City Hall
[48:24] Police Department Walgreens right around
[48:26] here and a couple other their customers
[48:28] um if we could put a water M from here
[48:31] down to Wheeling Road the same path we
[48:34] were talking about a sidewalk um we
[48:37] would have the opportunity to purchase
[48:39] water from Mount Prospect or Illinois
[48:40] American or have another interconnect um
[48:44] we'd have options obviously any option
[48:46] we talk about is a million bucks um so
[48:49] we already have a high water rate for
[48:51] our water service customers so we're
[48:53] cognizant of that um we don't want to
[48:56] triple or quadruple our rate for a
[48:58] resident we do want to have the ability
[49:00] to provide a good quality product and
[49:03] keep them in their homes so we have to
[49:05] balance those things out but it's on the
[49:08] list just in case everybody is wondering
[49:10] what happens if this is what we're
[49:12] talking about so those two projects um
[49:15] the sidewalk and that water line are
[49:18] they on the same side of the street or
[49:20] what I'm getting at is could they be
[49:22] done together to save some money overall
[49:25] I probably not they just two separate
[49:28] projects probably not um the initial
[49:31] view of the water M as we look through
[49:33] the other utilities uh there's fwrd
[49:36] interceptors there's some sewer lines in
[49:37] there um but for a water M putting it in
[49:41] the roadway is a pretty sometimes a
[49:44] better plan you can dig a pit you can a
[49:48] directional drill and push the water m
[49:50] to the next pit kind of like the way
[49:51] Arington Countryside was done um you
[49:54] already have the real estate you're not
[49:55] messing up anything so it even though
[49:58] it's the same path it might be not done
[50:01] in the same Turf so where but when we
[50:04] talk about storm water it has to go hand
[50:07] inand because you're at that elevation
[50:09] and it's all about the pitch and the
[50:11] grade
[50:12] so but we're those are a couple things
[50:15] that are out there that uh we're working
[50:16] towards the Camp McDonald water M may be
[50:20] kicked a few more years in a few more
[50:22] years we've been talking about it for a
[50:23] while but it's still part of the overall
[50:25] process that as a community we'd like to
[50:29] have I think that's it for water and
[50:33] sewer stuff anybody uh all good keep
[50:38] recapping a little bit

[50:46] improvements vehicle equipment part of
[50:47] our Capital plan um we work with the NRC
[50:51] on Hillcrest Lake
[50:53] stabilization um we're doing some work
[50:55] that we for fored last year over at the
[50:58] Public Works property for expanding the
[51:00] back area U it got delayed due to some
[51:04] mwrd um standards of watershed um there
[51:08] was a process that we were following uh
[51:11] that they told us to hold off with that
[51:13] there was going to be a change and um it didn't change so we're back to plan A
[51:18] uh this is uh lowering the back area to
[51:22] increase I don't have a picture on here
[51:24] I don't
[51:25] believe uh
[51:28] there it is the back area um expanding
[51:31] the back parking lot area uh for more
[51:34] equipment storage U our parking lot is
[51:38] kind of like City Hall where it's a
[51:39] little tight uh we have semis come in
[51:42] for delivery Salt Rock sand they pull in
[51:45] the back they get land locked in there
[51:48] opening up this back area would give us
[51:50] the ability to have trucks turn around
[51:51] and give us more room we are also
[51:54] talking about eventually putting in some
[51:55] type of structure back here um whether
[51:58] it be a pole barn type thing or a
[52:00] two-car
[52:01] garage we're constantly short on Space
[52:06] um for the needs of the public works and
[52:09] the police department um we store
[52:12] multiple vehicles and a golf cart and
[52:14] equipment for the police department and
[52:16] the Public Works office um this may give
[52:20] us a a opportunity to put a building
[52:22] back there to meet more of our
[52:25] needs so so the first step is getting
[52:27] the land uh to the right level and the
[52:30] proper drainage and making sure mwrd is
[52:32] happy with what our procedure is um I'll
[52:35] go back
[52:37] here to this um equipment uh we're
[52:42] purchasing a small excavator this year
[52:45] um for a lot of water sewer and and um
[52:49] storm water repairs uh that's coming out
[52:52] of multiple funds the water the sewer
[52:54] and a little bit out of the city fund um
[52:57] we have projected a pump replacement at
[53:00] the wellhouse for the next fiscal year
[53:03] we'll talk about more about that as we
[53:05] go down the road um our pumps are
[53:07] currently running we just have one that
[53:09] is meeting its life expectancy uh it's
[53:11] been in place for 15 years running
[53:15] um the uh flail head mower we talked
[53:18] about the tourism District um part of
[53:19] that mini excavator is going to be able
[53:21] to have a Flail Mower which is a big 4
[53:25] foot head
[53:27] that uh cuts grass basically Cuts trees
[53:30] it's a it's a I call a a um a
[53:34] deconstructs uh
[53:36] forestry we'll be able to use that along
[53:39] the tourism area to keep the side of the
[53:40] shoulder cleared uh right now it's a
[53:43] very uh
[53:44] Labor uh High labor use for us to lift
[53:48] up machines over the guard rail and
[53:50] block traffic uh this machine we bu a to
[53:53] with the flail head with safety behind
[53:57] us drive along and clear the side of the
[53:58] shoulder we've all seen it on the
[54:00] highways we have a big arm and a m a a
[54:03] head that cuts the grass um we'll also
[54:07] be able to use this for our Levy 37 area
[54:10] we have a requirement by the Army Corps
[54:11] to keep a certain distance back of all
[54:13] of our walls um again we spent a lot of
[54:16] time and effort so we're this is a
[54:20] multi-use um piece of equipment we're
[54:22] very excited about it um
[54:26] winman street light project street light
[54:28] project um that project will start in
[54:30] the next uh I'm assuming month or so our
[54:33] contractor hasn't given us a start date
[54:35] yet this is adding lighting um along the
[54:38] corridor between the Hilton and the
[54:40] Crown Plaza um this project came to
[54:44] light six years ago when we did the
[54:47] roadway um but we couldn't get it done
[54:50] in time it got pushed back now with
[54:52] funding from the tourism District this
[54:54] project is good to go um we have on here
[54:58] the Apple Street lighting project which
[54:59] has pushed back a couple
[55:01] years it's based in the tourism area um
[55:05] we've been kind of holding off on this
[55:07] one we really forecasted a change to the
[55:11] pabc cor property once the levy was
[55:14] certified that there might be some
[55:15] changes in that property so we're kind
[55:17] of trying to line things up a little bit
[55:20] so we're going to continue to kind of
[55:21] push the apple one down a little bit as
[55:24] we see how our Levy 37 certification
[55:26] happens um there's already lighting
[55:28] along that area it's just not the
[55:30] greatest the river Trails uh units have
[55:34] lighting the strip mall or the the
[55:37] pabcor property has lighting but it's
[55:38] not street light and as soon as our Park
[55:42] starts we have street lights so that is
[55:45] it's on the mix it's or it's excuse me
[55:48] it's on the list of things that we need
[55:49] to get
[55:53] done uh Monument sign um on here North
[55:57] by the airport as the Sky Harbor rata
[56:01] project moves along um we're going to
[56:04] work on having a sign installed that

[56:54] in place and our contractor is is
[56:56] excited to have warmer weather too to
[56:57] put the sign in so we weren't going to
[56:59] be digging in in January and February
[57:01] anyway so their delay really didn't hurt
[57:03] us that
[57:06] bad just in case they're watching um so
[57:10] we have that um we move on into the
[57:12] capital we have uh Vehicles here um for
[57:16] this next fiscal year a new vehicle for
[57:17] the building department um the building
[57:21] department and City Hall are the bottom
[57:23] of the barrel when it comes to Vehicles
[57:25] they get the leftover vehicles that come
[57:27] out of the Police Department Squad cars
[57:29] that have been retired due to high
[57:31] mileage or or usage um and that's what
[57:36] they get um it's really what it is um
[57:40] all the cars here are ex police
[57:42] vehicles the building department um and
[57:46] City Hall staff don't use the vehicles
[57:49] as much as the police department um
[57:50] their cars are a tool they're on they're
[57:52] turned on every day and they're driving
[57:54] around um when we get them they need
[57:56] some work um Dan and his team have had
[58:01] vehicle issues this last few years um we
[58:03] do our best to keep them up and running
[58:05] uh luckily they're not driving out of
[58:07] town that often so we can uh fix them in
[58:09] the field but um at some point um the
[58:13] right thing to do is to get them a more
[58:15] reliable Fleet um if we get them a
[58:18] vehicle this year and and the next
[58:20] couple years um they're going to have
[58:22] those for 10 years or longer um
[58:26] currently he has a 20 we have three
[58:30] 2013's that are still in service and 127
[58:35] car out of the four that are here at
[58:36] City Hall so um and they all have 100 th
[58:39] well three of them have 100,000 miles on
[58:41] them so one's less so um that's for that
[58:46] um we have two police squad cars on here
[58:48] which is Milo's Department um coming out
[58:51] of the DEA fund uh there was a couple
[58:54] years that we didn't
[58:56] um purchased new vehicles uh Co some
[58:59] other things the renovations at C at the
[59:01] police department last year um again the
[59:04] police vehicles are tools and they're
[59:07] driven every day and they're driven hard
[59:09] when needed um and a reliable vehicle is
[59:13] very important um just a few months a or
[59:17] six months ago there was an issue uh
[59:20] they had to try to catch up to somebody
[59:22] and the vehicle failed on them
[59:27] it nothing more embarrassing than not
[59:28] getting the bad guy is that you have to
[59:30] get towed back um so um the good news is
[59:34] we're going to get back on track with
[59:36] proper
[59:37] um replacement for police vehicles uh
[59:41] the sewer truck on here we are currently
[59:43] driving a
[59:44] 1999 Sterling vacon sewer rig um it is
[59:50] the most expensive vehicle Public Works
[59:52] will ever buy it's like buying a fire
[59:54] truck ours is currently in
[59:56] 1999 we do not use it every day it's
[59:59] used for emergencies and for regular
[1:00:01] routine maintenance um it's half a
[1:00:05] million dollars for a base model um as
[1:00:09] the council has seen this has been on
[1:00:10] our list for years and we just keep
[1:00:13] pushing it off a little farther um we
[1:00:15] have it pushed off a few more years
[1:00:17] they're not getting any cheaper but um
[1:00:20] we're still using what we have it's
[1:00:22] still running um we're not in a critical
[1:00:25] condition with it
[1:00:26] and we've had a few occurrences this
[1:00:28] last couple years that our vehicle just
[1:00:31] isn't strong enough to handle the
[1:00:33] projects that we have and we call on a
[1:00:35] contractor with a million dollar piece
[1:00:38] of equipment to do the work so we do
[1:00:40] have a backup plan um because we don't
[1:00:42] have a brand new in our hand today isn't
[1:00:44] stopping us from doing what we need to
[1:00:46] do but down the road um ours will just
[1:00:50] be past it's just it's not going to be
[1:00:53] serviceable anymore it's a sterling if
[1:00:55] anybody's even heard of Sterling they're
[1:00:57] not really made that much anymore so um
[1:01:00] does it have antique
[1:01:03] plates antique plates would be a great
[1:01:05] idea
[1:01:09] um um something we're working on in the background here it's been a lot
[1:01:13] of conversation is the fire department's
[1:01:16] expansion um they came out to us and uh
[1:01:20] talked about the need for additional
[1:01:22] parking and storm water control we've
[1:01:24] had some great
[1:01:26] conversations with the fire department
[1:01:28] and our Natural Resource Commission we
[1:01:31] had the projects slated we called the uh
[1:01:34] Commons the public service Commons for
[1:01:36] the area between these two buildings um
[1:01:39] after conversations with the fire
[1:01:41] department we've kind of morphed things
[1:01:43] around a little bit on the need for
[1:01:45] parking and what we could do for storm
[1:01:47] water management in this area
[1:01:51] um this proposal that we're moving
[1:01:54] forward with is the best
[1:01:56] design uh for this area originally we
[1:01:59] had a a meeting space in the middle we
[1:02:02] had a little path uh a lot more Greenery
[1:02:05] a lot more natural plantings
[1:02:08] um but as the needs for this location
[1:02:12] changed uh the fire department will
[1:02:14] benefit with the additional spaces the
[1:02:16] police department is benefiting because
[1:02:18] there'll be additional
[1:02:19] spaces uh we're going to be able to
[1:02:21] rework the back area into having secured
[1:02:23] parking in the back of the police
[1:02:25] department
[1:02:26] um this change is based on the needs for
[1:02:29] the fire department so for their project
[1:02:31] to be fruitful um they have an
[1:02:34] investment into work on our property to
[1:02:37] benefit them and us so this comes out as
[1:02:41] a I I'll say a zero cost to the city in
[1:02:44] the big picture of improvements that we
[1:02:47] would not have funded um we scraped to
[1:02:51] get $20,000 together to do the commons
[1:02:54] project um that is still happening but
[1:02:56] it's just kind of the turf is changing a
[1:02:58] little bit um this has been a lot of
[1:03:01] Labor between their Engineers our
[1:03:04] Engineers City staff um Peter Joe Dan
[1:03:07] and I and our engineer Dan Stan sitting
[1:03:10] together trying to come up with the best
[1:03:12] plan um it benefits us we have the fire
[1:03:15] department investing in our property
[1:03:18] which we own um which we'll have an
[1:03:21] agreement with them for parking um it
[1:03:23] really it took a lot to get to this
[1:03:25] point point that I'm really pleased that
[1:03:27] it's going to move forward so that's
[1:03:29] this what you guys will see um the
[1:03:31] Natural Resource Commission obviously
[1:03:33] lost some of their original plan um but
[1:03:36] they're excited to move forward with
[1:03:39] working on the southern end I'll call it
[1:03:42] of the uh Commons area um they're going
[1:03:44] to put a small pad in for a table um the
[1:03:48] memorial trees will stay in place um
[1:03:50] we'll have detention volume control and
[1:03:53] there'll be some prairie plantings over
[1:03:54] on the maple side in the parkway um that
[1:03:58] will not affect future plans if we do
[1:04:00] need to expand the police department um
[1:04:03] our storm water worries at that point
[1:04:05] will all have already been covered and
[1:04:07] compensated for so if in the future we
[1:04:09] have the opportunity to expand the
[1:04:11] police department we won't be worried
[1:04:13] about storm
[1:04:14] water so it really coming together as a
[1:04:18] great
[1:04:19] project um we talked about that one that
[1:04:22] was it I I think that wrap
[1:04:26] up my portion of tonight's event any

[1:05:16] paying for it have we ever have we ever
[1:05:18] rented them we've rented equipment um on
[1:05:21] some project not a mini excavator
[1:05:24] typically we've had other projects where
[1:05:26] we've had to contract it out to get the
[1:05:27] work done um we've rented chippers we've
[1:05:31] rented brush Hogs things like that and
[1:05:33] we ended up buying our own eventually
[1:05:35] yeah it is rentable just it is rentable
[1:05:37] yes um but for all the different factors
[1:05:40] that we have um it's the timing of it
[1:05:44] too is we can do a project and not have
[1:05:46] to send guys to go get a machine and and
[1:05:48] rent it at 7:00 a.m. we're digging a
[1:05:50] hole or at 2 a.m. um we're not waiting
[1:05:53] for someone to show up to do a project
[1:05:55] if we have a water main break this will
[1:05:57] be the preferred method so we have a few
[1:06:01] areas where our water main runs tight
[1:06:03] between some buildings um this having a
[1:06:07] rotating head and a Sidetrack ability we
[1:06:09] could get in there and pull M material
[1:06:11] out our back ho will do it in some cases
[1:06:14] we'll use that based on depth and
[1:06:16] location but this they call it a track
[1:06:19] ho or a mini excavator um have become
[1:06:22] very Universal um and even just the
[1:06:26] forestry aspect of it the clearing the
[1:06:29] mile of Lake um Milwaukee Avenue that we
[1:06:33] do behind the wall and stuff like that
[1:06:35] so we did talk about it um but it just
[1:06:39] having the ability to have it in our
[1:06:41] hands and use it for any occurrence even
[1:06:43] if it's just a covert pipe um where we
[1:06:46] have traffic concerns we did a project
[1:06:48] on Elm this last year and we had to take
[1:06:51] the road out because our back ho with
[1:06:53] the Boom in the bucket we blocked the
[1:06:55] road to get our digging in the right
[1:06:57] place with a machine like this we could
[1:06:59] be rid in one lane of traffic and keep
[1:07:01] everything flowing and not we had buses
[1:07:04] and stuff backed up it was an emergency
[1:07:07] that we get it done because the road had
[1:07:08] failed but it's nice if we have
[1:07:11] something that's little more
[1:07:11] maneuverable so yeah I didn't know that
[1:07:13] we had to use it that often so it was

[1:10:11] potentially a business owner um in
[1:10:14] Prospect Heights as you can see here
[1:10:16] with the potential um Delta ban it would
[1:10:19] be a
[1:10:20] $300,000 decrease in our Revenue um we
[1:10:24] have owned a bunch of businesses uh in
[1:10:27] our lives and it's it makes up around
[1:10:30] 50% of our revenue and as you can see
[1:10:33] here it translates to
[1:10:35] $30,000 in uh tax revenue as well over
[1:10:39] the course of 5 years um it will be
[1:10:42] around
[1:10:44] $136,000 in tax
[1:10:46] revenue if you would like to go on the
[1:10:48] next
[1:10:50] page so here are some uh key advantages
[1:10:53] um for the policy revision as you can
[1:10:56] see here um it will be around
[1:10:58] $30,000 um in the first year in tax
[1:11:02] revenue it will also um increase foot
[1:11:06] traffic as well because if if uh
[1:11:09] customers are coming in and they they
[1:11:10] know there's Delta products uh they come
[1:11:14] in the store and also the surrounding
[1:11:15] businesses as well and as you can see
[1:11:19] here um there will be a
[1:11:22] $300,000 uh annual increase um in the
[1:11:25] stored as well um with the pro with the
[1:11:28] product available as you can see here um
[1:11:31] we do take our product very seriously um
[1:11:34] all of our products are lab tested as
[1:11:37] well to make sure it's the highest
[1:11:39] quality now you can see here uh quality
[1:11:42] manufacturing as well we know where it's
[1:11:45] uh coming from as well and uh we have
[1:11:48] all the ingredients as well for each of
[1:11:50] the products and then also we have
[1:11:53] professional packaging as well so if a
[1:11:56] child is able um to hold on to it
[1:11:58] they're unable to um to open up the
[1:12:02] packaging because of is
[1:12:05] childproof and then we also have a
[1:12:08] strict age verification as well as you
[1:12:10] can see here um all of our stores have
[1:12:13] um ID verification so it will check if
[1:12:17] there's any uh fake IDs and also they
[1:12:20] have to be up age so 21 and over we have
[1:12:23] a zero uh uh policy as well um if you
[1:12:27] are under 21 and then we have a clear
[1:12:30] signage as well for every single store
[1:12:33] and then some of the kind of
[1:12:34] consequences for um restricting Delta um
[1:12:39] kind of that loss of tax revenue over
[1:12:42] $136,000 in loss tax revenue um if
[1:12:45] customers are unable um to get the
[1:12:49] products in Prospect Heights they would
[1:12:51] just go to neighboring um cities as well
[1:12:55] to retrieve the products as well so
[1:12:57] instead of restricting the product maybe
[1:13:00] have um maybe higher like age rication
[1:13:05] and also U make sure the product is very
[1:13:08] high quality as

[1:14:23] of discussed like kind of our thought
[1:14:25] and kind of like our past experience
[1:14:27] with it as well so we have looked at
[1:14:31] potential properties uh in the area we
[1:14:33] also have almost after this meeting I
[1:14:36] mean if it gets on banned we're going to
[1:14:38] be signing the lease
[1:14:41] so where where are you located otherwise
[1:14:45] so we have a couple locations in
[1:14:48] Wisconsin and then we have a location in
[1:14:50] Ron Lake as
[1:14:54] well and you sell Delta products in
[1:14:56] Round Lake yep and in Wisconsin
[1:15:00] yeah your issue is just the Delta not
[1:15:03] the catom what was it just the Delta
[1:15:06] product not crom
[1:15:12] yeah yeah thank you for for for coming
[1:15:16] here but um you know what you'd be asking it
[1:15:22] would be very difficult to to segregate
[1:15:23] the one person you know if if if it's
[1:15:26] not addressed as a whole it's hard to do

[1:15:34] to make to say that we just don't want
[1:15:35] it at all um or would just have to be

[1:15:45] we're talking about
[1:15:47] banning which which other products
[1:15:49] create them creating them that is it's
[1:15:52] like a whole different level I mean it's
[1:15:54] more of
[1:15:56] um the Del we don't we don't even touch
[1:15:59] that stuff I mean it's it's not
[1:16:01] regulated and some places I know some
[1:16:04] places are trying to propose a band on
[1:16:06] it but Delta is obviously a lot safer
[1:16:08] than
[1:16:10] that why aren't you just looking to do a
[1:16:13] dispensary well dispensaries I mean if
[1:16:17] you really think about it it's it's
[1:16:18] super hard to obviously get a license
[1:16:20] and stuff like that and it's like
[1:16:22] millions of dollars to start up one as
[1:16:24] well
[1:16:26] obviously is that a more logical place
[1:16:28] for it well if you look at dispensaries
[1:16:31] and stuff like that I mean obviously
[1:16:33] it's legal now in Illinois and most of the dispensaries top
[1:16:39] dispensaries are selling Delta as well
[1:16:41] so they're obviously if you get a
[1:16:44] medical card I mean you're able to get
[1:16:46] it and even without a medical card
[1:16:48] you're able to get it as well and they
[1:16:50] are selling that Delta as well even at
[1:16:53] these very top level level dispensaries
[1:16:56] so kind of my my proposal is like
[1:16:59] instead of just like Banning it like we should have like higher as well
[1:17:04] exactly absolutely I mean instead of
[1:17:07] like like they can literally go to any
[1:17:10] neighboring um places around here and
[1:17:13] grab it as well oh we have a dispensary
[1:17:15] in town so ex yeah

[1:18:55] making in your store in R Lake we're
[1:18:57] making over a million

[1:20:25] locations that we have and kind of came
[1:20:27] up with that usually that's like our
[1:20:30] average kind of business we have some of
[1:20:32] them that do a lot more sales in Delta
[1:20:34] and some of them
[1:20:36] less um and that's how we kind of came
[1:20:39] up with those
[1:20:43] numbers how how come you
[1:20:46] not where are you guys from Lon Hurst

[1:20:51] other stores in this area in this area
[1:20:54] or in that this area to be honest when
[1:20:57] we found that location that was our
[1:20:58] first time coming to M Prospect and
[1:21:00] Prospect heghts like this area uh we
[1:21:03] always own like a lot of businesses and
[1:21:06] we're like more kind of like focused on
[1:21:09] our businesses so we work in our
[1:21:11] businesses we work a lot of hours you
[1:21:13] know um cuz we go back to like the
[1:21:17] underage
[1:21:18] stuff
[1:21:20] um a lot of underage people as you guys
[1:21:22] know Tred to purchase alcohol or they
[1:21:25] try to purchase vape and stuff like that
[1:21:27] you have to make sure that in your
[1:21:29] business you have somebody that's
[1:21:30] responsible and nobody does your job
[1:21:32] like nobody takes care of your business
[1:21:34] like you should so we kind of more hours
[1:21:37] so we we have we have a lot of
[1:21:39] franchises in like North suburbs like on
[1:21:41] the border and we like to be in our
[1:21:43] businesses so we never really our whole
[1:21:46] life kind of we lived like in the G in
[1:21:48] like Lake County and we're just like
[1:21:51] planning on expanding we expanded to

[1:22:50] getting more and more popular now so I
[1:22:52] don't think that they kind of like
[1:22:53] peaked yet for them to like ban Delta
[1:22:56] and I kind of feel like U there's like a
[1:22:59] lot of different stuff that goes with
[1:23:01] Delta you know there's like thca which
[1:23:02] is also legal it has uh the state's um
[1:23:07] THC level like the low THC level with
[1:23:10] like a higher thca level and that's what
[1:23:13] dispensaries sell so I feel like if they
[1:23:14] baned in the state they'll kind kind of
[1:23:17] like affect dispensaries too I don't
[1:23:19] think they would want to affect
[1:23:21] dispensaries if you look at but but but
[1:23:25] you brought up the dispensaries if
[1:23:27] you to me the only angle on this thing
[1:23:30] is the underage part right if you're 21
[1:23:32] years old you drive you know less than a
[1:23:34] mile to go to a dispensary and get
[1:23:35] whatever you want you know low medium
[1:23:37] and high potency right I'm sure
[1:23:40] yeah I I I'm not sure how you guys are
[1:23:43] able to I mean survive based on having
[1:23:46] these dispensaries near you unless there
[1:23:48] is that underage angle to it you know
[1:23:51] cuz there's no requirement that for
[1:23:53] Illinois that you have to be 21 to buy
[1:23:55] this Delta right 100% so you have to be
[1:23:57] 21 to buy um I mean people are going
[1:24:01] to like underage is going to be underage
[1:24:03] we were all young and kids at one point
[1:24:06] and if you smoked cigarettes or if you
[1:24:08] drank alcohol as a kid you're going to
[1:24:10] try regardless as long as the people
[1:24:12] that are inside the business are doing
[1:24:14] their job properly and not selling to
[1:24:16] underage that's how we can prevent kids
[1:24:18] from having Vape Delta or whatever it is
[1:24:22] that you have to be over 21 you
[1:24:26] know to be able to get their hands on
[1:24:29] something like
[1:24:31] that well so you have four stores in
[1:24:33] Wisconsin correct okay and I know she
[1:24:36] asked what where in Wisconsin and are
[1:24:38] you getting any Kickback from the state
[1:24:39] of Wisconsin you know with opening any
[1:24:42] vape stores or are you able to open up
[1:24:45] is there any restrictions in Wisconsin
[1:24:47] no just uh like two months ago two and a
[1:24:51] half months ago we opened two more
[1:24:53] locations
[1:24:55] Wisconsin they don't have any
[1:24:56] restrictions yet I know katum is banned
[1:24:59] in Wisconsin it's always I think been
[1:25:02] banned but for Delta it's not banned we
[1:25:05] are able to sell it freely as long as
[1:25:08] whoever is buying it is 21 with like a
[1:25:10] valid

[1:25:16] a few locations so one of our locations
[1:25:18] in Burlington Wisconsin the other one is
[1:25:20] in Hills Corner one of them is in bore
[1:25:24] and and the other one's in Wind Lake
[1:25:27] Wisconsin they're all kind of like a
[1:25:30] couple of them are um right over the
[1:25:32] border so they're closer to kind of like
[1:25:34] between Lake Geneva and
[1:25:36] anoch and the other one is on the other
[1:25:40] side of like downtown Milwaukee it's
[1:25:42] like 15 minutes away from downtown
[1:25:43] Milwaukee okay and one of them is I
[1:25:45] don't know if you guys are familiar with
[1:25:47] like Southridge
[1:25:48] Mall uh like Highway 100 Milwaukee it's
[1:25:53] I don't know it's this small it's small
[1:25:54] like Village called Hills
[1:25:56] corner and we sell Delta product in all
[1:25:59] of those locations okay and then uh
[1:26:02] Round Lake is the only location in
[1:26:04] Illinois yeah and if you tried to um get
[1:26:08] into any other CI I think that was a
[1:26:10] question that was asked besides Ro
[1:26:13] Lake we have our family owns a lot of
[1:26:16] different vape shops a lot of different
[1:26:18] locations that's our problem is our
[1:26:20] family is really big like when I tell
[1:26:22] you huge like
[1:26:24] Middle Easterns don't have one and two
[1:26:26] kids they have like I'm I'm one of nine
[1:26:29] you know so with our kind of issue is we
[1:26:34] don't like to be our family's
[1:26:36] competitors you know we have a lot of
[1:26:39] smoke shops in Round Lake W North
[1:26:41] Chicago Zion
[1:26:44] gney um you know there's like we have
[1:26:46] like a lot of businesses over there so
[1:26:48] and all those Villages are very small
[1:26:50] and they're I don't know if they the
[1:26:53] population difference between here and
[1:26:55] there but I feel like over here there's
[1:26:56] more like the population is bigger like
[1:26:59] the closer you get to the city the
[1:27:01] bigger the population that's we in a
[1:27:03] prospect tits we only have 16,000 people
[1:27:05] compared to over
[1:27:08] 30,000 find this kind of prospect height
[1:27:11] and M Prospect kind of you know what I
[1:27:14] mean so we kind of like thought about it
[1:27:15] where we can have people from Prospect
[1:27:17] height and Mount Prospect so we kind of
[1:27:20] like adding two populations together um
[1:27:24] so our problem is the reason why like
[1:27:27] other reasons why we're coming over here
[1:27:28] is because kind of like the traffic like
[1:27:31] a mile down from over here there's like
[1:27:33] all the bigger stores and stuff like
[1:27:35] that and the traffic that we see over
[1:27:36] here so there's like more it's like more
[1:27:39] alive over here our issu is over there
[1:27:42] is wherever we go we're going to be our
[1:27:45] family's competition and that's not good
[1:27:47] what time to move what is it tell them
[1:27:49] to move I know I wish I could that's why
[1:27:51] they're moving you know with us it's
[1:27:53] kind of like
[1:27:56] uh we're very like um respectful you
[1:28:01] know I mean we like follow the rules we
[1:28:03] like to you know family comes first
[1:28:05] before anything you know yeah so we
[1:28:07] don't want to like bother them and we

[1:28:11] I may provide some uh feedback uh and some opinion to the council I I
[1:28:17] respect your uh your pitch here but in
[1:28:20] my sinere belief the reason they're
[1:28:21] targeting Prospect Heights is because
[1:28:23] every community Community around us has
[1:28:25] banned these products and so we're the
[1:28:27] last community that doesn't have an
[1:28:29] ordinance Banning the sale of these
[1:28:31] products that is my belief is why
[1:28:34] they're here and looking to open up a
[1:28:36] shop and Prospect
[1:28:37] Heights I just wanted to flesh out the
[1:28:39] whole business model here anyway just to hear about it but he he is right I
[1:28:43] mean we didn't we didn't ban this
[1:28:46] because uh we're not looking to ban it
[1:28:48] for any other reason than it's something
[1:28:51] we don't want in in town so I mean we
[1:28:53] have a we we have a we have one
[1:28:55] dispensary highly regulated and
[1:28:57] controlled cameras out the woo in there
[1:28:59] regulated by the state this is the wild
[1:29:01] west and and as regulated as you guys
[1:29:04] might make it for your

[1:29:10] say I wouldn't want that to happen or it

[1:29:55] RTA state of Illinois Cook County as far
[1:29:58] as sales tax goes where do you get this
[1:30:00] 10% coming to the city we got we looked
[1:30:03] at the sales ta that's not all ours you
[1:30:05] know that right yeah it was just it's
[1:30:08] very hard to 102 Grand not $60,000 a
[1:30:12] year so that's a big difference then we
[1:30:14] have to regulate it then we have to make
[1:30:16] sure that we're making sure that they're
[1:30:17] doing what they say they're going to do
[1:30:19] there's just no there's no upside to it
[1:30:20] for us I I would agree with you if it
[1:30:22] was $60,000 and we could strongly
[1:30:25] regulate it and make sure it's working
[1:30:27] maybe but you know so it's not getting
[1:30:28] in the hands of kids but you just can't
[1:30:31] you're going to add a burden to the to the city to regulate this and
[1:30:34] make sure that what are we regulating
[1:30:36] except not to sell it's under age right

[1:30:40] we're regulating right for for 10 to
[1:30:42] 122,000 a year is not a to me it's not a
[1:30:45] not something we should even be contla
[1:30:47] but it's still r i mean I don't I don't
[1:30:49] know but can't just be R I do want to
[1:30:52] mention that like these numbers are very
[1:30:54] conservative as well um I know some of
[1:30:56] our businesses are over hitting that $1
[1:30:59] million threshold so I just and also
[1:31:02] like you could use that same analogy for
[1:31:04] alcohol and tobacco products as well I
[1:31:06] mean obviously all these stuff is very
[1:31:08] regulated as well I mean we could use
[1:31:11] that same principle for the Delta
[1:31:13] products as well I mean why fight this
[1:31:15] issue or we could just make it just more
[1:31:19] restrictions that makes
[1:31:21] sense but with alcohol and tobacco
[1:31:24] that's federally regulated State
[1:31:26] regulated County regulated we don't have
[1:31:28] to really worry about that right I mean
[1:31:30] it's done for us this we would be owning
[1:31:33] our own you know our own regulation we
[1:31:35] would be on our own with it and for the
[1:31:37] small return that's there it's just not
[1:31:39] worth it we have plenty to do I don't
[1:31:41] want to task our Police Department with
[1:31:42] having to stop by these places
[1:31:44] constantly for 12 Grand a year even
[1:31:46] let's say you doubled your amount went
[1:31:48] to a million dollars let's say 20 grand
[1:31:50] a year I it just to me it's not it's
[1:31:53] just not worth it like we we have so
[1:31:55] much experience with owning you do but I
[1:31:59] can't we can't write this ordinance to
[1:32:00] say you can do it nobody else can that's
[1:32:03] the
[1:32:04] problem I agree with you you you're

[1:32:57] cadium was one thing but I'd like to
[1:32:58] table or go till I get more information
[1:33:00] on Delta
[1:33:02] products if I may provide a little bit

[1:33:07] other THC product but um both products
[1:33:10] they they they they have um addictive
[1:33:13] and dependence um um an Essence to them
[1:33:17] they can be harmful to various parts of
[1:33:20] the body um well so can THC I mean sure
[1:33:23] and I'm talking about THC and katum and the issue that this creates is
[1:33:27] because many of the communities around
[1:33:29] us have banned both THC and Crum product
[1:33:33] it would draw such a such an attention
[1:33:35] and an eye to Prospect Heights in a very
[1:33:37] negative way um one it would be that a
[1:33:40] lot of individuals would look to open
[1:33:42] stores and sell THC uh katum Delta
[1:33:46] product uh in Prospect Heights it would
[1:33:48] draw uh the attention of many consumers
[1:33:52] uh thus creating as the mayor pointed
[1:33:54] out a lot of work for uh the police
[1:33:56] department and also code enforcement to
[1:33:58] help and try to regulate this um I I
[1:34:01] don't really see a benefit to our
[1:34:03] community um or or or to residents of
[1:34:06] Prospect Heights to become the Delta
[1:34:08] Crum THC City when everyone around us
[1:34:11] has decided to ban this there is no um
[1:34:14] benefit or upside to allowing the sale
[1:34:17] of these products and Prospect Heights
[1:34:19] essentially none I see your point about
[1:34:21] the cadium but I'm not necessarily

[1:38:22] major concerns now did talk about
[1:38:24] professional packaging and everything of
[1:38:26] that sort uh that is the big that that
[1:38:28] is one of the concerns on the city now
[1:38:31] THC is the chemical that's found in
[1:38:33] cannabis and a lot of these other
[1:38:35] products but it's when it comes to Delta
[1:38:37] that the levels are um the amount of
[1:38:40] Delta and the amount of THC that's in
[1:38:43] these products but specifically the
[1:38:45] products that are infused uh with the
[1:38:47] with this substance is that is not
[1:38:50] overly regulated um it's it's it's it's
[1:38:55] a big big taboo subject for me if you
[1:38:57] will uh it's not very well known and
[1:39:00] that is really the reason why a lot of
[1:39:02] the suburbs around us have decided to
[1:39:04] put an ordinance in place because the
[1:39:06] state hasn't uh or D FDA hasn't really
[1:39:09] regulated this product very well so when
[1:39:12] they talk about professional packaging
[1:39:13] then what do you guys mean I mean it's
[1:39:16] not regulated and we don't I mean I'm
[1:39:17] not saying it's federally regulated we
[1:39:19] know it's not but what does the
[1:39:20] professional packaging do I mean what is that uh what what kind of uh uh

[1:39:30] all well I think when they spoke about

[1:39:46] drinks and all kinds of product well not

[1:45:14] for the which covers the last 10 months
[1:45:16] we're 83% of the Year our city total
[1:45:19] revenues represent 72% of the budget
[1:45:22] while our expenses reflect 59% of the
[1:45:24] budget some highlights and I say maybe
[1:45:27] low lights but revenues for the tourism
[1:45:30] District like we talked about in the
[1:45:31] present uh budget presentation are below
[1:45:35] budget expectations again because of the
[1:45:38] one hotel that's closing and the other
[1:45:39] one going in uh filing for bankruptcy so
[1:45:43] far this year we received is February we
[1:45:45] received
[1:45:46] $265,000 in vehicle sticker Revenue we
[1:45:49] are still people are still coming in uh
[1:45:52] over the last last week and a half we've
[1:45:53] seen an influx of people coming in and
[1:45:55] buying their sticker just so residents
[1:45:57] know the deadline is March 31st which is
[1:46:00] Monday to purchase your sticker at the
[1:46:03] price uh at the regular price after
[1:46:06] March 31st the prices will go up uh for
[1:46:09] late fees charged on that all the other
[1:46:12] revenues that we see are are within line
[1:46:15] of budget
[1:46:17] expectations um also interest income is
[1:46:19] again at um showing strong as compared
[1:46:24] to budgets and our place for eating tax
[1:46:26] is at about 98% of the budget so far
[1:46:29] this year which is a good thing we still
[1:46:31] have two more months uh of this budget
[1:46:33] so we're hoping to see place for eating
[1:46:35] tax above our budget expectations on
[1:46:38] there uh water and sewer are again are
[1:46:41] within the budget and other than that uh
[1:46:45] if you have any questions try to answer
[1:46:47] them for
[1:46:48] you do we know why the phone utility tax
[1:46:51] is so high there there was a um a
[1:46:54] payment that was made on the phone
[1:46:55] utility tax that when I called the ill
[1:46:58] Department of Revenue they checked into
[1:47:00] it too we got an extra payment uh from
[1:47:02] one of the utilities and that was within
[1:47:06] line they couldn't give me a lot of
[1:47:07] explanation on why but they said it's
[1:47:10] we're supposed to get it okay so it was
[1:47:12] an extra I believe
[1:47:16] $60,000 they came in and they held it
[1:47:19] for a while and then they once they got
[1:47:21] clarification they said it's our M
[1:47:23] talking to him
[1:47:25] so all right thank
[1:47:28] you um we'll start on the right with
[1:47:31] staff reports Peter uh thank you sir

[1:47:37] real quick I just want to emphasize uh
[1:47:40] that we are in the final stretch of

[1:47:51] forgot and we will be charging laate

[1:49:29] require permits those are telltale signs
[1:49:32] of someone trying to commit a fraudulent

[1:49:54] swearing in ceremony for officer Ryan
[1:49:56] Hart it will be transitioning from
[1:49:58] part-time to full-time and lastly I'd
[1:50:01] like to highlight uh a very big
[1:50:03] achievement of our C program and police
[1:50:07] volunteer members C program Community
[1:50:09] Emergency Response Team a program the
[1:50:12] police department has put on in
[1:50:13] collaboration with the fire district um
[1:50:16] training um our police volunteers for
[1:50:19] emergency preparedness it just happened
[1:50:21] to be on March 22nd that um uh two of
[1:50:25] our police volunteers members of The Sur
[1:50:27] program were out in community policing
[1:50:29] Marsha gendres and Angelo petratos when
[1:50:33] they heard a call of a missing juvenile
[1:50:35] endangered juvenile that had ran away
[1:50:37] from home they decided to continue
[1:50:39] patrolling and ended up locating the
[1:50:41] juvenile alerted the police and um gave
[1:50:44] him the proper medical assistance that
[1:50:47] he needed so we just want to uh
[1:50:49] recognize them for their outstanding
[1:50:51] service and Alderman doik is um a
[1:50:55] successful graduate of the CCH program
[1:50:57] this

[1:51:37] towns so it doesn't just happen to us it
[1:51:39] happens to a lot of people and I guess
[1:51:41] the long and short was is the Arington
[1:51:44] Heights lost out because they should
[1:51:46] have known better basically was the the
[1:51:48] answer I guess because they were able to
[1:51:50] see on their when they issued the
[1:51:52] permits for work or whatever they would
[1:51:53] have known they were going to get it and
[1:51:54] if they didn't see it coming they
[1:51:56] weren't entitled to it and and Rolling
[1:51:58] Meadows was having nothing to do with
[1:52:00] giving back any money so it was
[1:52:03] interesting decision there that was it
[1:52:07] for me uh approval of warrants will
[1:52:10] clerk read the um the warrants in The
[1:52:12] Wire payments yes thank you mayor uh the
[1:52:15] total of the wire I total of the
[1:52:17] expenditures was $673,500
[1:52:23] we had a wire payment on March 7th uh
[1:52:26] payroll

[1:52:30] we also had an imrf payment in February
[1:52:36] amounting to $
[1:52:39] 17,245 the total warrant then being
[1:52:42] $873,000
