[3:59] bit to create more experience-based

[12:35] um sharing Bobby with us and allowing

[12:40] like to invite them up for a picture
[12:41] afterwards with the council. So, it's an
[12:44] honor to recognize Bobby Randall, senior
[12:46] accounting technician, as Provo City's
[12:48] employee of the month for April 2026.
[12:51] A proud Provo native, Bobby joined our
[12:53] Parks and Recreation Department in 2015.
[12:56] Over the last decade, she has become the
[12:57] backbone of our administration team,
[13:00] ensuring the department's diverse
[13:01] financial operations, from budget
[13:04] monitoring and expenditure tracking to
[13:05] preparation of our capital improvement
[13:07] plan,
[13:08] run with absolute precision precision
[13:11] and responsibility.
[13:12] In a department as complex as Parks and
[13:14] Recreation, we rely on professionals who
[13:16] serve as trusted stewards of public
[13:18] funds.
[13:19] Bobby's integrity and meticulous
[13:21] attention to detail help prevent errors
[13:24] and support the informed, effective
[13:25] decision-making that benefits all Provo
[13:27] residents. Her character is such that
[13:29] when her office was relocated to the
[13:31] recreation center years ago,
[13:33] her former colleagues made it clear she
[13:35] was missed, a sentiment of respect that
[13:37] continues across all department
[13:39] management today.
[13:40] Bobby's technical expertise has been
[13:42] vital during critical transition. When
[13:44] the city moved to a complex new
[13:46] financial software system, Bobby Bobby
[13:48] did not just adapt, adapt, she mastered
[13:50] the platform and became a key trainer
[13:52] for staff across the entire city.
[13:55] Furthermore, during our recent national
[13:57] accreditation review, Bobby's
[13:58] preparation and presentation of our
[14:00] financial standards helped the
[14:02] department earn a nearly perfect score,
[14:04] a testament to her high professional
[14:06] standards.
[14:07] Outside of the office, Bobby pursues her
[14:09] lifelong passion for bowling with the
[14:11] same focus she brings to work.
[14:13] She has distinguished herself as an
[14:14] elite competitor and leader, having
[14:16] achieved the rare feat of bowling a
[14:18] perfect game not just once, but twice.
[14:21] Beyond her personal success, she has
[14:23] organized leagues and tournaments across

[20:10] created by resolution and there's no
[20:13] code effect that this decision will have
[20:15] today. But just to explain a little bit
[20:18] of what the changes are being made to
[20:20] these charters, this is a summary of
[20:22] what is being changed in the council
[20:24] audit committee charter.
[20:27] If I can just go through and explain a
[20:28] little bit of why this is important. Um
[20:32] our current structure right now is set
[20:34] up more in terms of how a auditing
[20:37] function would work in a business in a
[20:40] company. We use the terms external to
[20:43] refer to things that are primarily
[20:44] financial in nature and internal to
[20:46] refer to things as more of a internal
[20:48] quality assurance and advice for
[20:50] procedures and processes.
[20:52] Our government, the way it's set up, is
[20:54] structured more like the state in the
[20:56] sense that there are external audits
[20:59] that can be either financial or
[21:01] performance-based or process-based, and
[21:03] then there can be internal ones of both
[21:05] financial and uh process-based uh audits
[21:08] as well. And so, we're just changing
[21:10] that
[21:12] vernacular from referring to external
[21:14] and internal to financial and
[21:17] performance
[21:18] in the audit charter. So, it's a little
[21:20] bit easier to understand for the
[21:21] layperson.
[21:23] Um there was some comments brought up by
[21:26] Councillor Hoban last time about the
[21:28] term performance auditing and that it
[21:29] might limit our ability to audit certain
[21:31] things.
[21:32] Uh I included a definition in the
[21:36] uh Council Audit Committee Charter of
[21:39] um what performance auditing means. This
[21:41] comes from
[21:43] uh a very established source, Salenitus
[21:45] Knighton, who is one of the original
[21:46] performance auditors, about what is
[21:49] contained in that. I think that this is
[21:50] pretty broad and it's uh ability to
[21:53] audit different functions of the city,
[21:55] and we will have no limitations in what
[21:57] we can request of the administration.
[22:02] Um what this also does is it makes the
[22:05] composition of the committee more
[22:07] flexible, allowing for fewer or more
[22:10] members of the public or the council as
[22:12] needed. If there are fewer qualified
[22:15] applicants that come from the public,
[22:16] there can be fewer.
[22:17] Uh as it is right now, there has to be
[22:19] two.
[22:20] Uh there's only one currently serving,
[22:22] but if there were to be another
[22:23] interested and qualified person, we
[22:25] could add another, as well as another
[22:27] council member, as well.
[22:29] This also designates the Council
[22:30] Executive Director as the Chief Audit
[22:33] Executive, who kind of functions as the
[22:35] liaison between the committee and the
[22:37] legislative side of the audit process,
[22:40] and then the audit function on the
[22:41] ground itself. I think that the
[22:43] Executive Director is well suited to
[22:44] this because of their familiarity with
[22:46] government operations and the
[22:48] consistency through uh multiple
[22:50] iterations of the council or the
[22:51] committee.
[22:55] Change to the charter also adds a
[22:56] requirement that members of the
[22:58] community have to receive audit training
[23:00] provided by the Office of Legislative
[23:02] Auditor General. This is probably the I
[23:04] mean my experience the best auditing
[23:06] agency this side of the Mississippi if
[23:09] not the world. And they provide valuable
[23:12] insight into what we can do to properly
[23:16] audit and make sure that we're making
[23:17] impactful recommendations that increase
[23:20] the effectiveness of city functions.
[23:23] At the request of council members in the
[23:26] last meeting, we added some language
[23:27] that
[23:29] explicitly
[23:30] um
[23:32] includes members of the committee in our
[23:35] city's code of ethics
[23:37] in disclosing any conflicts of interest
[23:39] or any family members who may be on the
[23:42] auditee side of our audit function.
[23:47] In terms of the changes to the internal
[23:48] audit charter, just clarifying the
[23:50] process. This graphic here
[23:52] hopefully is a simple explanation of how
[23:55] this will work.
[23:56] The director will work with the members
[23:58] of the audit committee to form an audit
[24:00] plan that is essentially our priorities
[24:02] for what we will audit during a given
[24:04] year. That will go to the council in a
[24:06] work meeting for approval. And then
[24:08] depending on the contents of that plan,
[24:09] we can either go out to RFP for an
[24:12] outside contractor, outside consulting
[24:13] auditor to come in and do a sweeping
[24:17] structural audit or council staff can go
[24:19] in and do a limited review of certain
[24:21] executive functions as well and report
[24:23] on them.
[24:25] And also a minor change is it adds
[24:27] explicit steps to
[24:29] the council committee's response to
[24:31] fraud hotline complaints that are filed
[24:33] through the online portal. That's on the
[24:36] Provo City website.
[24:38] So the only action is to approve the
[24:41] audit charter amendments as they're
[24:43] presented to you.
