[0:00] paying a unionized [0:04] public staff and right [0:08] not the best while [0:12] we were out running [0:28] » I can't remember what [0:32] our menu is smaller [0:34] options. [0:36] >> Most of them aren't very good. [0:39] >> Of course, the Supreme Court of [0:41] Mississippi [0:48] based upon the fact that you cannot [0:51] >> you cannot there's not evidence that the [0:53] owner of the car was the person [0:55] operating the car. [0:57] So the reason why [1:01] state legislator [1:07] was they started tracking nationally. [1:09] >> Yeah. [1:11] >> You can't confront your like rank it by [1:13] spice level. [1:16] >> But it's it's it's so weird because like [1:18] why are traffic laws the only [1:29] I haven't thought of that. I don't know [1:30] if that [1:32] if I if I steal on my taxes or murder my [1:35] neighbor, [1:36] >> presumably a cop didn't have to watch it [1:38] happen in order to be [1:48] actually Arizona turned off their [1:50] traffic cameras had. And the reason why [1:54] was because the data license plates and [1:58] tracking them was being given by they [2:00] were using a commercial [2:03] and the data [2:07] was tracking. [2:17] » Yeah, that's not what it was. [2:33] of course by you can't drive on property [2:35] without a license [2:42] in the name of safety and security is [2:44] what they're justified [2:50] with [2:52] like [2:54] >> recording in progress. [2:56] >> I'd like to support the small [2:57] independent restaurant. [3:05] » I feel like critical public safety. [4:33] Burgersley, [4:43] but they have really good [4:50] GLP. So, like I can't even finish. [4:57] My big fro. [5:04] » I think every place sells better pizza [5:06] if they had more beer. [5:10] » I wouldn't be doing the beer. [5:17] » Yeah. It's not It's not what it That's [5:20] for sure. [5:21] >> I feel a little meeting at a nursing [5:23] home. [5:26] » Yeah. [5:34] We should all [5:35] see [5:42] this. [5:46] Okay, channel 17, if you're ready, [5:47] please start recording. [5:51] >> You. [5:53] Okay, [5:55] >> I will first excuse Beth Province. I [5:58] understand she's attending perhaps the [6:00] birth of a new grandchild. [6:02] >> Yeah, her daughter [6:04] first. [6:06] >> I will be conducting the meeting today [6:08] and I'll start with introductions. I'm [6:10] Noah Gordon, the vice chair and then uh [6:13] let's actually start with those online [6:14] and I believe at least there's Kendall. [6:18] if you want to [6:20] introduce yourself [6:24] and give us a tour of your house [6:27] >> virtually, [6:31] but you are muted in case you were [6:32] trying to make a verbal introduction. [6:40] While she's sorting that out, let's go [6:42] around the room. Let's start [6:46] at public works. [6:48] Candy, public works. [6:50] >> Development services, [6:52] team act, [7:06] » Richard Gentivity. [7:17] And I'm Khan Shu with the ProA City [7:19] Public Works. [7:21] >> And I failed to do the two things that [7:23] Kayhan asked me to do, which are to [7:25] state the date, which is Thursday, June [7:28] 11th, 2026. We started this meeting at [7:31] 12:30 p.m. It's now 12:32. [7:34] And um should have asked you each also [7:37] to state whether you had a conflict or [7:39] interest, conflict of interest or not [7:42] with any of the items on the agenda [7:44] today. So does anyone now that you've [7:46] already made your introductions any of [7:48] you have a conflict of interest [7:52] speak now or have no conflict of [7:54] interest? Apparently none. Excellent. [7:57] First item of business is to uh an [8:01] action item to approve the minutes from [8:03] the May 21st, 2026 meeting. [8:07] Anyone like to approve the minutes? [8:10] Entertaining a motion. [8:13] I would like to approve the minutes. I [8:15] read that and I thought they were [8:16] accurate. [8:17] >> Excellent. Anyone can second that. That [8:20] was Greg McLot [8:27] and a second. So that is all in favor [8:30] say I. [8:31] >> I [8:33] opposed. [8:36] >> All right. The next item is the east [8:38] west connectivity discussion and uh are [8:42] you leading that discussion? [8:44] >> I I think that uh we'll refresh [8:46] everybody's memory a little bit but we [8:48] did give a presentation uh last month. [8:51] Uh we can quickly go to that and just [8:56] share a little bit of reminder of what [8:57] that looked like. But what we ended up [8:59] doing is uh [9:03] carrying out the request of the T-MAC to [9:06] look at East West connectivity, what the [9:09] general plan uh what the land use plan [9:12] said, what the transportation master [9:14] plan said, um what the regional [9:17] transportation plan said, and what it [9:19] was drafted at. We just provided all the [9:22] references to that. And then we looked [9:25] at um east west connectivity by using um [9:30] level service analysis from the highway [9:33] capacity manual for corridor level [9:35] service. And we looked at volumes along [9:37] there. And so people kind of get an idea [9:40] of of where our percentage by segment of [9:45] uh east west connectivity and what [9:47] percentage of the capacity is being used [9:49] for a level of service need. Again, that [9:52] doesn't mean it's failing by any means. [9:55] Um, but when you get over that 100% of [9:59] the level of service D, you start move [10:01] into that ENF category and you [10:03] experience uh congestion more [10:06] frequently. So, we have those up there. [10:09] We have the plans up there. If you [10:11] wanted to reference any portion of [10:13] those, you're we can go to the maps or look at anything. We we did discuss [10:19] level of service. I believe Greg and I [10:21] had a good discussion on that and um [10:26] pointed out a few things about what that [10:28] means and what it doesn't mean. I think [10:30] that was healthy as well. So, right now [10:34] it's we we talked about some of the [10:36] barriers. Uh we know that the railroad [10:38] tracks, the railroad corridor, the I-15 [10:41] corridor, even the Provo River, which is [10:44] great, um is also a barrier to east west [10:49] transportation and mobility and [10:51] connectivity. And so we kind of just [10:56] then also talked about some of the the [10:58] progress we have made over the years, [11:01] couple decades of providing additional [11:04] connectivity [11:06] uh with the construction planning and [11:08] construction of Lake View Parkway. um [11:12] the 500 West underpass at I-15 [11:15] and then also the connectivity that uh [11:18] we have at 920 [11:21] 820 north and uh up at 2000. That's about it. Some of those [11:27] connections. So hopefully that [11:30] summarizes what we've talked about and [11:32] now we get to hear and discuss what our [11:37] concerns are about east west [11:39] connectivity and how to try to attempt [11:41] to solve some of those east west [11:43] connectivity mobility challenges. [11:51] You go to one of the maps. [11:53] >> Yeah, [11:59] » we started from north to south, I think [12:01] I did, and started on the north end of [12:04] Provo and worked our way down south. So, [12:06] whatever map you're wanting, it should [12:09] be in here. [12:18] you want to go to? [12:18] >> Well, I just I wanted to see things sort [12:20] of in context. [12:21] >> Okay. [12:23] >> Um, [12:26] one of one of the frustrating [12:27] discussions, one of the frustrating [12:29] elements of this East West connectivity [12:31] discussion is people say Provo lacks [12:34] east west connectivity [12:36] and every person who says that means [12:38] something different, right? And this is kind of where I I think I wanted [12:44] to have these conversations in this way, [12:46] right? There is there's the barrier of [12:48] I-15, the railroad there. There's the [12:51] barrier of the Provo River, which is [12:53] sort of coincidental to that in much of [12:55] the city. And then there's the barrier [12:57] of BYU and the fact that we lose the [13:00] grid system north of Cougar and like all [13:02] those other things that that that happen [13:05] north of Cougar and south of 600. Um, [13:08] and that all of those [13:12] are things that people can mean when [13:14] they talk about east west connectivity. [13:16] Um, so I guess I'm I'm curious what [13:21] I think when when you ask people in the [13:23] tree streets where I grew up or know [13:26] Edgemont or neighborhoods going north, [13:28] you know, they're they're frustrated by [13:30] how long it takes to get across [13:32] University Avenue into ORM or around [13:35] BYU. When you talk to people west of the [13:38] freeway, they're frustrated by how long [13:41] it takes them to get across the freeway [13:43] into Provo. [13:45] Um, and I guess I'm I'm curious, do you [13:47] have [13:50] like [13:51] OD data? Can you get OD data? Is there [13:54] survey data that that can inform [13:57] obviously not this discussion today, but [14:00] the discussion that we may have over the [14:02] next couple months, right? like when [14:05] >> can we classify this this question of [14:08] east west connectivity by neighborhood [14:10] because it's probably different in every [14:11] neighborhood. [14:12] >> Yeah, you're really talking geography [14:13] the way you explained what people's [14:16] difference opinions may be. [14:19] >> Um [14:20] when it comes to origin and destination [14:22] data, we can take a look at that. Um [14:26] I'll have to work with MAC to do so. Um [14:31] or I would have to hire a consultant to take a look at those OD datas by by [14:37] traffic analysis zone. But I I think we [14:39] could get back to help me out there a [14:41] little bit and maybe assemble some [14:44] houses and take a look at where people [14:47] are going within Provo. I think that [14:49] would be very helpful to see where [14:52] people within Provo are traveling to and [14:54] from. So I can try to work on that for [14:58] the month of Well, you're presenting in [15:00] August, right? [15:00] >> I'm presenting in August and I will [15:02] present some of that, but it's not real [15:03] data. It's just model behavior. It's [15:05] sort of like point of interest type [15:07] thing. So it would be good to have that [15:09] as well. [15:10] >> I'm sure I'm sure Mag would be happy to [15:12] just give you a trip table from their [15:13] model run. [15:14] >> Yeah, let let's let's see what we can [15:16] find there. I just when we do O andd [15:19] data origin and destination data it's [15:23] really important to show that visually [15:26] most people won't understand right [15:28] >> so we want to be able to show that [15:30] visually and and I've created some maps [15:33] 20 plus years ago in which um [15:38] which does work very well at showing [15:40] those so let me see if I can [15:42] >> well when we had the presentation by Mac [15:44] earlier in the here. He showed you know [15:47] effectively districtto district OD [15:51] tables [15:52] but they had internal provo trips [15:54] removed from them. Right. And that was [15:57] all countywide. [15:58] >> That's right. [15:59] >> Right. [15:59] >> But it it'd be cool to see like okay for [16:02] each of these, you know, seven or eight [16:04] districts in Provo, [16:06] where do the trips that originate there [16:08] go to? Right. [16:09] >> Let's see what I can do. Very good [16:12] point. [16:13] Why don't you start with one and talk [16:14] about center street? [16:16] >> Easy one to talk about. It's the heart [16:19] right into the Provo, right? [16:22] >> Transportation street. [16:23] >> Did you recognize that they did a [16:26] terrible terrible thing? [16:29] >> Right. [16:30] >> They they get told that quite often? [16:33] >> Like I mean is the accident rate for [16:35] that one higher than other designed [16:37] interchanges? [16:38] >> Oh yes. without quantifiable data that [16:41] >> in the two years after it opened, it was [16:43] the deadliest interstate interchange in [16:45] the state. [16:46] >> It's also the hot spot for accidents in [16:48] Provo, right? Isn't it? [16:49] >> It is. It is. [16:51] >> It has gone the number of fatal crashes [16:52] has gone down a lot since they did make [16:54] a couple of improvements. [16:55] >> Yeah, they made those lights advanced [16:58] warning lights, [16:58] >> but it's still not where they wanted. [17:00] And I it's actually a very good teaching [17:03] example for me. [17:07] I wonder like I lived in I lived in [17:09] South East Provo and [17:13] I was on that road all the time. It's a [17:15] freeway, right? And I wonder like we [17:19] it's the worst freeway access road. No [17:21] one should be going on a 15 mile road [17:23] downtown [17:25] way ever. Like it's terrible. [17:28] And I think we need to, you know, [17:32] maybe we'll do a plaza there someday. [17:33] You know, who knows what'll happen with [17:34] Center Street, but it'll be improved on. [17:36] But I feel like we need to make a We do [17:39] need a commuting road. You need a [17:40] freeway road. You need something that's [17:42] quick for all of [17:45] the east side and west side to get over [17:47] to freeway. [17:50] But it seems like we should be having a [17:52] very concerted effort to make 100 or [17:54] 200, I would assume it would be 100, but [17:56] I don't know, the road like signage. And [17:59] it should be set up that way. And it [18:01] should be a really good turn into the [18:03] freeway where you know two lanes are [18:04] going right to the those lights are all [18:07] set up so when you start going over C [18:09] street you're right onto the freeway [18:11] could be set up as a freeway road a [18:15] muting road. I'm wondering what is that [18:19] what could be done there? Is that [18:20] something that is done or [18:23] >> um really good point. First North is a [18:25] fourlane facility. um five if you count [18:29] the center turn lane. And with that, we [18:32] have it signed uh posted speed limits [18:35] 35. It's larger than it's higher than [18:38] any of our other downtown roads that are [18:41] Provo Cities. Um we do try to funnel [18:46] people uh to First North. We all know [18:49] that the [18:50] >> How do we fun them? Well, that heavy [18:54] left turn from from [18:58] Yeah. 500 from Center Street is the and [19:02] we've implemented [19:05] um a slower speed limit on Center Street [19:08] at 15 miles an hour. We've in [19:11] implemented raised crosswalks to remind [19:14] people that it's more of a [19:15] pedestrianoriented facility even though [19:18] we still have 20,000 vehicles on that [19:21] road. But like could we do sign that [19:22] said you know for I5 and put it on 100 [19:24] coming off university to turn right. [19:26] >> I think the challenge is not just [19:29] leaving Provo going to the freeway but [19:33] like a lot of the trips and this is [19:34] where the OD analysis would be helpful. [19:36] I think a lot of the trips are using [19:38] center street are coming from further [19:39] east than University Avenue. 100 North [19:42] is a great facility between 500 and [19:44] University and then it becomes a [19:46] residential street east of University [19:49] >> and in fact it ends at Provo Peaks and [19:52] so it doesn't go past 600 East and so [19:55] that that means its utility as as a as a [19:59] road to get to BYU for instance or even [20:02] to the State Hospital or any of the [20:04] neighborhoods east of downtown is pretty [20:06] limited. And and my suspicion is that a [20:09] lot of the people who continue to use [20:10] Center Street are going somewhere east [20:14] of east of University [20:17] or 100 doesn't go and 200 doesn't go [20:21] either. And and really like the next [20:23] street that does is fifth. [20:25] >> So is there it only gets to 70s [20:28] >> and that only gets to 70s. That's right. [20:30] Is there a way to make it like like we [20:32] make a plan and make it usable and make [20:33] it the best way to go and make it [20:37] >> it would require changing the [20:39] neighborhood east of University pretty [20:42] substantially. [20:43] So I think I think it would be [20:47] there would be political challenges with [20:49] that as like with any of these that [20:51] we're talking about. [20:52] >> Yes, that would be. [20:53] >> Yeah. Sorry. You live on that street. [20:57] Sorry. [20:59] So, this is going to appear that I have [21:01] a conflict of interest because it would [21:03] be to my advantage if all that traffic [21:04] went past my store on the corner of [21:06] South at 500 West. [21:09] >> But I've I've often wondered because [21:10] Third South is [21:13] if it were, you know, at Center Street [21:16] would be the obvious choice for getting [21:19] through that part of downtown, but it's [21:21] three blocks south. And I wonder why in [21:23] all the discussions, why do we keep [21:25] talking about First North? U DOT's [21:27] already got this road. It's a highway. [21:29] It goes all the way to 900 East. Um, why [21:33] aren't we shunning traffic that way? Is [21:35] it Is it Is it the people that are using [21:37] that road don't want to? It's too far [21:38] out of the way from the direction [21:40] they're headed. [21:42] >> I think they're trying to go to [21:43] northeast Provo. [21:46] >> Three blocks to the south. That saves [21:48] you five minutes. [21:51] » Well, it could center street [21:55] energy like above you. Well, and but you [21:57] see that too because there's you've got [21:58] the double left turn lanes going from [22:01] fifth west northbound onto center street [22:03] and that cues very long every all the [22:05] time also. So there are people using [22:07] that for that. [22:11] » Uh it's it's really unfortunate that [22:15] roads are laid out the way they are. [22:19] I I think I think a lot of people would [22:22] say we are forced to have the roads laid [22:24] out the way we are if you grew up back [22:27] east somewhere where there you know it's [22:30] not a non-grid pattern right um back to [22:34] the interchange the interchange um just [22:38] so everybody's aware 2028 I think [22:41] they're slated to do that southbound [22:43] ramp and remove the [22:46] >> the hill if you will. Yeah. So, the [22:49] southbound off-ramp on I-15 at Center [22:52] Street interchange will be under [22:54] construction that will likely take [22:57] >> Are they going to redo the whole [22:58] interchange? [22:58] >> No, no, just the ramp. Just the [23:00] southbound ramp and it will take like [23:04] two months and it will be painful. [23:06] >> When you say southbound ramp, then [23:08] you're not talking about the ramp to [23:10] Salt Lake. You're talking about like [23:12] coming off. [23:14] >> Yeah. Southbound off ramp. Instead of [23:16] waiting at that traffic light [23:18] >> when you come off southbound, you wait [23:20] at that traffic light and then go up the [23:22] hill and around. They're going to be [23:23] able to fly over over that. So that's [23:27] that will no longer have a traffic light [23:28] there for that movement. [23:32] » That's the most dangerous part. [23:34] >> That is the most dangerous current part. [23:36] >> You have that emergency. [23:38] >> Well, yeah. You you've got the the [23:40] people going southbound on I-15 from [23:42] eastbound center street who have to come [23:45] over and then do the weave looking over [23:47] their back shoulder. This is the kind of [23:50] thing that should have been identified [23:52] in the design stage and I can't believe [23:55] it was not. [23:57] >> This is southbound ramp right here [23:59] coming off the interstate. [24:02] Um this was the big crash area people [24:06] come on. There's a little bit of a rise [24:08] or a heel here. They've come in. They [24:10] had a lot of rear end crashes with [24:12] traffic at the stopped at the signal. [24:15] They've since put advanced uh yellow [24:17] flashing lights to warn people that [24:19] traffic is backed up, but then you got [24:23] this whole mess, right? You get anyway. [24:26] Um, so we know that that's U DOT. Um, [24:31] years ago we explored the possibility of [24:33] one-way couplets, but once the Center [24:36] Street Temple was announced or the [24:38] downtown temple was announced, the [24:41] council, they knew what they were doing. [24:43] We made it perfectly clear that we'll [24:46] forever lose the possibility of oneway [24:48] couplets on first south and first [24:51] >> be 100 north, westbound only, street [24:54] eastbound only. [24:55] >> Yeah. But every a lot of cities have [24:57] done that and most of the cities that [25:00] have done it are trying to undo them. [25:02] >> I love when Colorado's a prime example. [25:05] >> I hate it. [25:06] >> Yeah. Raleigh has like three sets of [25:09] one-way couplets through the middle of [25:12] >> And why are they trying to under? [25:13] >> Because it it turns your center into a [25:16] basically a freeway [25:17] >> throughway instead and all the [25:19] businesses die. [25:25] Yeah, better. [25:27] >> But that's right. They they they get [25:29] people through the city so they don't [25:31] actually like stop and buy things. [25:34] >> I thought the problem is downtown want [25:37] it to be a still area where people go [25:38] and stop. [25:46] » Well, I'm glad to hear that they plan to [25:49] make [25:55] I'm also [25:58] » Yeah. Center Street from the interstate, [26:01] well, all the way from Ste Road went um [26:05] all the way to the state hospital [26:08] >> and it was a state route then. Even [26:10] Ninth East was a former state route at [26:13] one time. And so, uh now their state [26:17] route ends at Fifth West. We own it, [26:22] maintain it, anything east of fiscal [26:27] » because when you're talking about that [26:29] east connect city crossingway [26:32] center, it's also just terrible because [26:34] of the way the interchange is designed [26:37] on a bicycle. [26:39] >> I don't know that this proposed change [26:41] helps with that at all. [26:43] >> It will not. No. [26:44] >> Yeah. [26:46] I mean it will it will remove some of [26:48] the conflicts [26:50] >> right [26:51] >> uh and it will make that light we could [26:53] time it so that it's not prioritizing [26:56] that outbound off ramp movement so it [27:00] will become marginally better but not [27:02] potentially so [27:15] Yeah, I'm not sure there's any one [27:17] silver bullet or any um easy lowhanging [27:22] fruit on center street. I will say I [27:24] will say like we mentioned this in the [27:27] meeting last time the the constraints [27:29] that the UD do engineers and their [27:31] consultants were working on with this [27:33] project from my understanding I was not [27:34] around for it then um the design that [27:37] they came up with was done in a manner [27:40] that number one would keep the center [27:42] street interchange open through the [27:44] construction uh because that was the [27:46] expressed desire of the city council. [27:48] They couldn't build the new interchange [27:50] where the old interchange was and keep [27:51] it open. shortsighted. [27:53] >> It was It was shortsighted. The other [27:55] constraint that they were working with [27:56] is that this design actually does [27:58] maximize the amount of developable area [28:02] in and around that. Like there's more [28:05] acres of land that could be developed [28:07] there between the the the railway and [28:10] the road, but that development hasn't [28:14] >> happened. [28:15] >> Uh because I don't think a lot of [28:16] businesses want to site themselves [28:18] there. Um so, but those were the [28:21] constraints that they worked with. they [28:22] were imposed on them by the city council [28:23] and that was um why at least part of why [28:27] we got what we did. [28:28] >> The purpose and need statement that [28:30] Greg's talking about was to provide [28:32] access to Draper Lane and that's this [28:36] right here. And um [28:39] I've always stressed the importance of [28:41] the purpose and need statement. Be [28:42] careful what you put in the purpose and [28:44] need statement because you'll get what [28:47] you're supposed to get. And um that was [28:50] unfortunate. Um, car dealers don't want [28:54] to locate there. It was, [28:57] you know, there's such thing as being [28:58] too close and that's too familiar. Too [29:01] close. Um, [29:03] >> but honestly, if we had if we had a [29:04] bunch of businesses there with a bunch [29:06] of traffic, the interchange wouldn't [29:07] work either. Like the traffic the [29:09] traffic patterns can't support that. [29:10] >> It's it's selling now. And the other [29:12] reason is the third reason that they [29:15] also put in was that um they did this [29:19] less expensive [29:21] uh they could extend the freeway [29:23] development all the way one lane in each [29:25] direction to Spanish board which they [29:27] did and so they were able under a design [29:31] build scenario say we'll give you this [29:36] we this is what we can do in addition [29:38] for you but we can't do this buoy or we [29:41] can't do whatever was going to be here [29:43] at center. [29:50] Uh, one thing they are getting ready to [29:52] do is, uh, with the development of the [29:55] apartment complex here, um, this will be [29:59] a threelane crosssection from 1600 West [30:01] over to 2050, which is Geneva Road. That [30:05] should be restriped this summer. And uh [30:07] we've had a lot of rear end collisions [30:10] and this segment from here to here is [30:12] way over capacity. It's it's over. [30:15] >> Can you zoom in? What is that what is [30:17] that striped at now? Is it just two [30:18] lanes? [30:18] >> It's a two laner uh for the most part. [30:22] >> Okay. [30:24] >> You're in a middle lane. [30:26] >> Yeah, we'll have a center turn lane. U [30:28] will have to restripe that in [30:29] cooperation with the apartment complex [30:32] that's having the impact. Uh just well [30:35] this is state route 114. Geneva Road and [30:38] Center Straight are State Route 114. But [30:40] just from here to here, [30:44] those four blocks [30:45] >> that'll help as people, you know, stop [30:46] to turn left into the neighborhood or [30:48] driveway. [30:50] >> Th this neighborhood for years have [30:52] expressed concerns. Um, and then I think [30:56] some of the area here too, but [30:58] especially this neighborhood. [31:05] » You need to rewrite it, but are we [31:06] taking an easement? [31:08] >> They are. Well, we had a little bit of [31:10] uh improvement done along this portion [31:12] of it with the the new apartment [31:15] complex, but it's a restriping project. [31:24] Uh [31:26] Smith Smith did own that. Yeah, they [31:28] used to own that. That was the Smith [31:30] property. [31:32] >> And then the Cox family I I should say [31:36] the Cox family owned it. Smith had a [31:38] right of refusal for a very long time. [31:46] So Center Street, you know, we're we're [31:50] seeing a lot of traffic still. um making [31:53] that left at 9th. Um but they have to go [31:56] through know downtown to do it. [32:01] Can [32:01] >> we talk about 807 [32:04] like because 7th goes all the way from [32:06] the mountain to freedom and 8 goes all [32:10] the way from Provo High effectively to [32:13] there's a talk at Geneva [32:16] from 8th to 7th. But one of you want to [32:19] talk so 800 north. Okay. [32:22] um you know it it crosses the freeway [32:25] and the river um it doesn't have a [32:27] really good termination at Geneva like [32:30] you you could punch that through and [32:31] then get over to [32:34] uh you know I say punch it through just [32:35] destroy 10 houses um but you know it it [32:38] could connect there's a there's a east [32:41] west connection to be made there at that [32:44] point and then there's also if you go [32:47] further to the east around freedom or [32:50] university [32:52] you know, 800 North goes from being a [32:55] fairly, you know, sort of arterial [32:57] street to a residential street, but 700 [33:01] picks up as the arterial going across or [33:04] at least the collector. And it seems [33:06] like some kind of project or procedure [33:10] that would link those two would provide [33:13] a lot of east west connection. Uh [33:16] because you see a lot of people who will [33:18] turn right on freedom from seventh or [33:21] turn right on University from seventh [33:23] and then turn left on eight. [33:25] >> Why did BRT get put on seven? It was our [33:28] good arter. It was our good movement [33:30] road. [33:31] >> Well, the BRT hasn't really reduced the [33:33] capacity of that RI that much. [33:36] >> It's cut a lot of the cross. [33:38] >> It's lost the cross connectivity. [33:41] A lot of north south. It's very very [33:43] irritating for all the east side [33:44] residents. [33:45] >> But I'm wondering why it was why wasn't [33:47] it put on AIDS? [33:48] >> I I wasn't here. I I've always told UTA [33:51] and in fact with our meetings with UTA [33:53] we we've thought about hey as you look [33:56] at your long range plan about moving [33:58] that to 8th [33:59] >> I think a game changer [34:01] >> would be [34:04] >> Oh yeah. [34:08] Not enough but like I mean traffic goes [34:11] pretty well [34:13] that in part because with the busing and [34:17] the lack of north south means traffic is [34:21] >> Yeah. But you just lose some of the [34:22] people who would use it for to get to [34:24] work because they can't get there. Yeah. [34:27] >> But I'm wondering like what I'm I'm [34:29] frustrated that the new Provo Power [34:31] building was located exactly where it [34:33] was because there's a lot of empty sight [34:35] empty space on that site. [34:37] could have become an S-curve of some [34:40] kind of to [34:42] >> like here. [34:43] >> Yeah. [34:43] >> Well, we the power department's been for [34:48] 100 years probably. [34:49] >> I know been around for 40 of them. Uh [34:52] >> when they rebuilt the building they [34:54] could have considered this. That's [34:56] exactly what I'm saying. [34:56] >> The smoke stack is no longer there, [34:58] right? Right. There's not. Yeah. But [35:00] like is is there something else we could [35:02] consider in you know that fourb block [35:04] segment [35:06] or working with signal timing or [35:08] whatever to link up those two east west [35:11] roads. [35:11] >> Yeah. Like is it a thing I don't is it a [35:13] thing to make it where [35:15] >> this happens seamlessly like that this [35:17] life this life that's like that that [35:19] becomes an easier and obvious thing [35:22] >> kind of kind of similar to what was [35:25] discussed here is some type of direct [35:27] connection [35:28] uh to first um yeah and I think Greg's [35:33] talking about the same thing that it [35:35] would have been advantageous to do [35:37] something like this connecting that Um [35:44] >> yeah, [35:48] it would like the challenge with doing [35:50] that of course is when you have these [35:52] high volume through streets like 500 [35:55] West or Freedom or University doing that [35:58] timing would interfere with those [36:00] through operations. There are way more [36:01] people. This is something that often [36:04] gets lost in the east west connectivity [36:06] discussion is that 90% of trips in the [36:08] Wasatch front are north south trips. [36:10] They like so all of these [36:13] >> are they? [36:14] >> Yeah. Oh yeah. [36:14] >> In Provo. The city of Provo. [36:16] >> Well, that's why I want to see the Provo [36:18] data. [36:18] >> I would say it's not in the city of [36:19] Provo. [36:20] >> But I think a lot of the people who are [36:22] who complain about east west connections [36:24] are trying to get to the freeway so that [36:25] they [36:26] >> the freeway. They're trying to get to [36:27] Orum. [36:27] >> Yeah. So that they can go north. [36:30] >> Um where what road is it that dead ends [36:34] into the colony? [36:36] >> 500. 500. We do have that on our master [36:40] plan. [36:40] >> He is willing to do something there. [36:44] >> So, as we look at 500, we do have that [36:47] proposed to connect to four. [36:49] >> Does he own everything to 9 or is there [36:52] another? [36:52] >> No, there's a row of homes here that we [36:55] would have there. There's four homes at [36:59] least. [36:59] >> I think he owns them all. [37:02] He owns the colony homes. [37:03] >> He owns the colony, but I don't think he [37:06] owns the two homes that we need here and [37:08] here. [37:09] >> Then Mr. Pay owns the [37:12] >> So is that all the just that pay family? [37:15] That is the most underutilized [37:17] thing right there. [37:18] >> Yeah. Not not efficient land use. So [37:21] connecting that 450 and and connecting [37:24] that through to 500. So that is on [37:28] the uh transportation master plan and it [37:32] is now on um the MAG plan if I remember [37:37] correctly. And I don't see why we [37:40] couldn't use corridor preservation funds [37:42] for purchase of these facilities here. [37:45] At least that's what I'm trying to get [37:47] on there. [37:50] >> The current transportation master plan [37:51] fund is 2020. analysis probably done [37:54] starting in 2017 or 18. [37:56] >> Yep. [37:59] » Uh we talked about that. Uh we are [38:02] averaging 11 years for every update to [38:05] our transportation master plan. [38:08] So I'm figuring the next one would be [38:10] adopted around 2030 2031 [38:13] uh with with project starting in 2029. [38:29] Can I ask a question? What about 2200 [38:32] West? Is that going to be expanded or [38:38] >> not? [38:39] >> 2200 West where 9 east curves around at [38:42] the temple in the MTC [38:46] >> 2200 north [38:47] >> or 2200 sorry north. [38:51] listen to my listen to my brain, not to [38:54] my mouth. Um, but that to me is a huge [38:57] problem on the east west connectivity [38:59] coming home and going out because I I [39:02] live in the tree streets. I'm constantly [39:04] combating BYU traffic to come up and [39:08] through university to get to 9 days. So [39:11] now I've trained myself to go up and [39:13] around that way and it's a nightmare. [39:18] Yeah, it is on Provo City's [39:20] transportation master plan, Kendall, and [39:22] it's also on Mountainland Association, [39:25] the government's regional transportation [39:28] plan as well. Um, our current [39:31] administration is against widening that [39:33] road through there. It is a about a five [39:36] block bottleneck that runs from Stadium [39:39] Avenue on 9 east over to about Canyon [39:42] Road. Mhm. [39:43] >> Um, we've been working, Richard Jensen, [39:46] who's sitting behind me, has a home on [39:49] the north side of that street, and we've [39:50] been working with the neighborhood now [39:52] for year, year and a half, [39:56] at least a year and a half, maybe more. [39:58] Uh, we've been working with them to do [40:00] some safety improvements on that [40:02] corridor. The transportation master plan [40:04] identifies safety and capacity [40:07] improvements on that segment. Uh so we [40:11] tackled the safety problems or safety [40:13] improvements and we're in the heart of [40:16] doing some of those. Now uh I just [40:19] Richard knowledge which one of the [40:21] things is that they've got this merge [40:23] right here and we did the study on the [40:26] merge and the merge is not correct. Um [40:28] so we're working on doing some new [40:31] signage and striping for that merge. [40:33] submerge [40:34] >> going eastbound. [40:36] >> Eastbound, you're on 2200 north and [40:39] you're going eastbound through here and [40:41] we hit some sideswipes there and anyway, [40:44] so we're going to be restriping that. [40:46] Um, also in advance of 2200, Richard and [40:50] the neighborhood been working on [40:52] vegetation cleanup. In fact, they just [40:54] had a recent vegetation cleanup day [40:56] where the entire neighborhood uh came [40:59] out and hauled away a lot of vegetation [41:02] and tree branches. Is that right, [41:04] Richard? [41:05] >> Yeah. [41:07] >> All three of [41:10] wasn't a big uh wasn't a big project. [41:13] Okay. So, anyway, we have some things [41:15] that we're doing on 2200, but we're [41:18] trying to tackle the safety problems [41:20] first. Uh we have applied per mag uh to [41:24] do a connection project here at uh [41:29] 250 I believe it's 250 anyway right here [41:33] um and put a traffic signal here [41:36] >> like what how it'll be gone what [41:38] >> uh that would be [41:40] uh the MAG money would come available [41:42] 2030 2031 [41:44] >> um but it doesn't look like we're going [41:46] to get funded on that project um so that [41:50] you have have to be something that we'll [41:51] approach the city council on and ask um [41:55] for [41:56] annual capital facilities to improve. [42:00] >> Did m give anything on why [42:03] >> uh it it didn't rank high enough on the [42:06] list. It's not final yet. Uh we go [42:08] before the board on in August, but it [42:12] did not. [42:12] >> Is that the new standard of numbers that [42:14] they [42:15] >> Yeah. [42:19] So Kendall back to your question report [42:21] that Matt that burn cried in the last [42:24] maging [42:27] couple of projects for prohib. [42:30] >> Yeah. [42:31] >> It was not a pretty site. [42:32] >> It wasn't pretty. [42:34] >> We're glad. [42:36] >> Yeah. Uh so Kendall to get back to your [42:39] point it is in our plan to widen this to [42:42] reduce the bottleneck and go to a full [42:46] uh four-lane crosssection that connects [42:48] 9th with 2200 over at Canyon. [42:52] >> Can I ask why the current administration [42:55] why they're opposed to it? [42:58] Well, we got a lot of houses on the here [43:01] and it really would impact the [43:03] neighborhood and I mean there's a lot of [43:05] reasons [43:07] and on both sides of the issue. [43:10] >> Um I can I can argue both sides. [43:13] >> Yeah. [43:13] >> Which again [43:14] >> it's worth it's worth underlining that [43:18] the neighborhood there [43:20] is not interested in that widening and [43:23] you can imagine why. [43:25] >> Yeah. Um, I I think that to do the road, [43:29] you know, up to modern safety standards, [43:32] the city, if they were going to widen [43:34] it, should acquire all homes on both [43:36] sides of the road and knock them all [43:38] down. [43:40] I I think trying [43:42] >> I'm sorry. [43:44] >> I think that I think it's inappropriate [43:46] to have driveways open up onto a [43:48] fivelane street. [43:49] >> Would you put things on? Once you put [43:52] like the [43:54] >> but they don't open up on wood, [43:56] >> but that's that's a wider road, right? [43:57] And so you're you're you're taking away [43:59] everybody's front yards on both sides. [44:01] >> Well, it's way less than [44:04] >> So So you you'd be weighing the the [44:06] benefits to some people against the very [44:09] real harms to others. And that's a tough [44:13] decision. And it's not critical. I don't [44:15] think at this moment. [44:17] >> It's a it's a tough decision. It can be [44:19] designed where we don't have to take the [44:22] homes on the south side and provide a [44:25] one-way road for them where they can [44:28] connect without having to back out onto [44:32] a fivelane facility. Um, these lots are [44:35] pretty deep along here on the north [44:38] side. We've acquired three or four of [44:40] them now. Um, and we have [44:45] >> a Thank you, Richard. Yeah, with I I for [44:48] keep forgiving this one right here that [44:50] we just purchased. [44:52] >> Which houses are purchased? [44:53] >> This one here over on this corner. And [44:56] then we own this one, this one, and this [44:58] one. Then I think we have one more in [45:00] here somewhere. Um, right in here [45:04] somewhere. [45:05] >> Did [45:05] >> close to Richard. Didn't someone else [45:07] just want to sell and we didn't get it [45:08] or was that just [45:09] >> No, that there's a couple people that we [45:12] that was that particular one happened to [45:14] be on 800 North. Uh but we turned down a [45:18] couple of other people uh on 2230. [45:22] >> Okay. [45:24] >> So, I think someday it may happen. Um I [45:29] don't think it's going to be widened in [45:31] my career, but what I do hope to do [45:34] >> not allowed to retire. [45:36] What I would like to do, put a traffic [45:38] signal right here, bring this road to a [45:41] four-way intersection. Um, have a drop [45:44] lane as opposed to a merge lane. Um, [45:47] that would, in my opinion, provide a [45:51] little bit more safety for the [45:53] neighborhood. [45:53] >> Drop lane. Merge lane. [45:54] >> Uh, so we get rid of the merge lane, [45:56] which a merge lane has to come over to [45:58] the through movement. Drop lane is you [46:02] get in the right lane and you have to [46:04] make a right-hand turn. [46:06] >> Okay. [46:06] >> The idea to stop and wait to get over. [46:09] >> You don't have to stop. [46:12] >> You're just forced to make right the [46:14] inter. [46:22] Did we notice that the what was a drop [46:26] lane southbound on Canyon Road crossing [46:29] 2200 [46:31] >> that's been painted over [46:34] >> is that um so one southbound we got a [46:39] lot of complaints [46:40] um we started taking a look at that so [46:43] now we make a right through movement so [46:45] you can go because we have a receiving [46:47] lane on the other side so that now has [46:49] been restriped to be a right turn or cut [46:52] through movement. [46:53] >> So it's in [46:54] >> it is confusing though right now because [46:57] there's a lot of tar and stuff on the [46:58] road for previous work. So it's very mum [47:01] >> and the arrow is taken out but the way [47:03] the striping is set up so that it would [47:05] be the drop lane is still there. [47:07] >> It's not is the arrow not been [47:09] repainted. [47:10] >> The arrow has been repainted but the [47:12] white stripe that goes up to it. [47:14] >> So instead of it being broken white, [47:17] >> it has this solid white because it was a [47:19] turn. That hasn't been changed. We might [47:22] we we plan on doing this intersection [47:25] right here this summer. Um and so maybe [47:29] I can get the guys to come down here and do that. [47:34] >> Yeah. So we're going to we're going to [47:36] be improving this intersection at Temp [47:40] Drive and Canyon Road or Tempview Drive [47:43] and 2200 North. Anybody try to make a [47:46] right turn there with another car [47:48] waiting for the through movement? It's a [47:50] very narrow 8 foot right turn lane. It [47:53] doesn't work. We're going to restripe [47:55] this this summer, right, David? And u [47:59] evenings or [48:00] >> uh No, we're just going to shift [48:02] everything over to the south. We have [48:04] room to do that. And so we're going to [48:06] do that one and then I'm glad David's [48:09] here. And then maybe we can get down [48:11] here and fix that too. I know what [48:12] you're talking about. [48:13] >> Yeah. Yeah. Well, and I'm acutely aware [48:17] of that because that's my route for [48:20] writing home. [48:22] And so when it was the drop lane, it was [48:23] actually really nice for me because then [48:25] I would be there and I could kind of be [48:27] in the middle of the lane, people could [48:28] turn right me, but now that it's [48:31] changed, there's not a great place for [48:33] the bike to be because most people are [48:34] still trained, right? [48:35] >> Yes. And and so we'll we'll do a better [48:38] striping and get rid of that solid line [48:40] right there that you're talking about. [48:42] Um during BYU games, everybody would [48:45] park in this lane [48:47] >> and that is no and we've reiterated the [48:50] signage there and that will be enforced [48:52] from now on. [48:53] >> It's also confusing when you have only [48:57] one through lane but two receiving lanes [48:59] on the other side like that creates [49:01] challenges and so I imagine there were [49:03] people who were trying to go straight. [49:05] >> They were people were going straight and [49:07] it would kind of scare the people in the [49:09] through lane. [49:14] And the bike doesn't [49:21] » I do all the time. [49:22] >> Yeah, you got to crank that wide [49:24] shoulder to do so. [49:26] >> It's the best bike facility. It's one of [49:28] the routes in Straa that you get clocked [49:30] on. It's good. [49:35] But that that will make an interest. [49:48] I'll probably have at least five more [49:49] minutes of discussion for East West [49:51] connectivity before we do the brief [49:54] final reports. Uh Mr. Chair, [49:57] >> ask about the Center Street light [49:59] signals. [50:00] >> Yes. Is there an opportunity there? I [50:02] drive that and walk it uh daily. I feel [50:04] like the east wester would be more room [50:07] to uh [50:09] with that too. My fear would be traffic [50:13] coming straight through and there's a [50:16] lot of pedestri on center street. [50:19] >> Yeah. Um, biggest complaint I get on [50:22] Center Street right now is probably due [50:24] to a little bit of the alternative [50:28] traffic that we're getting off of [50:29] University Avenue because of the bridge [50:31] viuctuct. The biggest thing I'm getting [50:34] right now is we have no left turn lanes [50:36] and we don't plan on any left turn [50:39] lanes. Um, and people want me to take [50:42] out parking and put in left turn lanes [50:44] and I'm just can't do that. [50:46] >> No, no, no, no. [50:47] >> So, thank you. Right. I You're just [50:50] going to have to wait to make your left [50:52] turn lanes. They're [50:55] I'm trying to remember if we got those [50:56] coordinated [50:58] on the center street. We got those [51:01] coordinated. I [51:03] >> I don't know. [51:04] >> I don't remember. We're really stuck [51:06] between two uni two state routes here [51:08] between fifth and university. And we [51:11] have one two just two signals. [51:15] >> Two signals. Yeah. [51:16] >> Yeah. Just two signals. So I I don't [51:18] think they're coordinated in any way, [51:20] shape, or form because of the university [51:23] and and state routes. [51:24] >> Well, you have so much you have so much [51:25] parking and and other things that [51:27] coordinating them wouldn't [51:29] >> create a bunch of benefits. [51:33] » It would just be if it too coordinated [51:36] and just through [51:39] >> would help the traffic. [51:45] I'd go on the record to say that [51:46] anything we can do to make Center Street [51:48] more of a parking lot, pedestrian plaza, [51:52] make it really a pinch point for [51:55] particular traffic through downtown. [51:58] >> We had that when there was only like [52:03] east [52:04] and center street, there was only one [52:07] lane going in [52:09] for a while. That seemed to help quite a [52:12] bit. [52:16] We we were experimenting there a little [52:18] bit. Yes, [52:19] >> there were a bunch of experiments that we were we were talking about like [52:22] back in angle parking. We were talking [52:24] about [52:25] >> bicycle lanes between the parking and [52:27] the sidewalk. We were talking like [52:29] there's a whole bunch of things that [52:30] they've done in Salt Lake that we had [52:32] talked about doing on Center Street or [52:34] thinking about what this what's the [52:36] status of those things. Um well, right [52:38] now we did uh have a conversation uh [52:43] centered around the budget to put in for [52:45] a study that would look at utilities as [52:48] well as block faces here in a new [52:50] cross-section from basically second east [52:53] over to Fifth West. And I it just didn't [52:56] make the priority of the budget. Now, I [52:58] don't think the budget's been 100% [53:00] finalized, but it's as close as it's [53:02] going to get before they pass it. Which [53:04] one was the best? [53:07] >> The center street center street study. [53:09] Yeah, the council said um prioritized [53:13] economic study for the city and it may [53:16] be that that economic study will [53:18] identify [53:20] street as one of our [53:24] huge. So, [53:29] » I I just think that [53:32] if we're going to do something before [53:34] the 2034 Olympics where we're able to [53:36] implement something, [53:39] the next two years is pretty critical. [53:42] There is there is a a go nogo. It's kind [53:45] of like NASA, right? [53:48] Counting down and say, "Oh, we got a [53:50] no-go because we found a, you know, [53:54] error in that. So anyway, I'm just [53:56] saying the timing situation if the goal, [53:59] which is still, I'll argue the best [54:02] downtown in the entire state has the [54:04] best downtown, main street, center [54:06] street in the entire state. I can't [54:08] think of another one that beats this one [54:10] in the state. Now, there's a couple [54:12] people that argue with me about Ogden, [54:14] but [54:16] >> I like Provo so much better. But anyway, [54:19] um [54:21] we we do have a place and I think the [54:23] future of Center Street is is is to the [54:27] point where it's it's it's more active [54:29] transportation. It's maybe one lane of [54:32] travel and definitely not two in each [54:34] direction. Um [54:36] it it needs a facelift because it looks [54:38] so 1980s [54:41] >> and this committee has done that. That's [54:43] a good recommendation [54:47] problem that I understand is that we [54:49] shouldn't start implement [54:56] » the guys are less. [54:58] >> Yes. [55:05] » Yeah. the water, the sewer, the storm [55:07] drain, all the utilities on Center [55:09] Street are also aging the infrastructure [55:13] and quite frankly not up to standard [55:16] size of what we envision um [55:20] land use changes in the future in [55:22] downtown [55:24] >> the previous [55:26] are really good. We just don't have a [55:29] way to implement. [55:34] » No, there there was a um you asked [55:35] earlier in the meeting about the state [55:37] of the the Provo City Transportation [55:39] Plan. I think it, you know, thinking [55:41] about the Olympics in 2034 [55:44] brings up the idea that we may want to [55:47] look at that uh long range plan for [55:50] transportation and see like this that [55:53] was done without knowing that the [55:56] Olympics would be coming. And so yeah, [55:58] if there are things that we would need [55:59] to do [56:01] before the Olympics come, it would be [56:03] good to [56:05] and maybe do an amendment to it this [56:08] year or next year. [56:10] >> I was here for the 2002 Winter Olympics. [56:14] And here's how that planning works. You [56:18] plan for it. You plan for it. You're [56:20] looking at the venues. You know where [56:21] they're at. You're doing all this [56:23] planning. And then the Olympic committee [56:24] comes in and signs their staff to you [56:29] and they tell you how it's going to [56:31] work. [56:33] You don't get much if any say. Um so I [56:37] suspect that it will work very similar [56:39] to what we had in 2002. [56:42] >> No, but like things things like center [56:44] street like if we have events because [56:47] they are using the peaks as a venue, [56:49] right? If we have people in Provo for [56:51] events, we should ensure that the city's [56:55] background network can be something that [56:58] like yeah, the the the Utah the planning [57:01] committee is going to come in and say [57:02] run these 500 shuttle buses from Lavel [57:04] Edwards to the Peak, but uh we we can we [57:07] can at least make Center Street Pleasant [57:09] for them. [57:09] >> No, I I don't disagree. We just adopted [57:12] the 2000 transportation master plan and [57:16] had that discussion in there. I do want [57:19] to point out one east west mobility. The [57:21] biggest complaint I get in the entire [57:23] city uh on a U dot road is on University [57:27] Avenue and Fifth North over by the [57:29] library. Um just so you know, it's taken [57:33] a long time convincing UD do is now [57:36] willing to put in left turn signals [57:38] here. [57:39] >> Oh, good. [57:41] >> Considering or did they pass considering [57:44] please? [57:46] They're in the they're in the they're in [57:48] the you have to phase now. They've been [57:51] told they have to by their director. Uh [57:54] so anyway, it took it took doing but [57:58] we're going to see some type of left [58:00] turn signal movement on the Fifth North [58:03] and University [58:07] » protected. Yes. expected left turn [58:09] signal because right now if you're lucky [58:11] to get one two if you break the law [58:14] >> and get through PMP peak hour [58:19] turn it back over to you. [58:20] >> Yeah, we're probably have to stop this [58:21] discussion on this for now. Um [58:26] then I'm sure we'll be revisiting that [58:29] future. I'll go to the engineering [58:31] project updates. [58:46] Okay, just wanted to give a quick update [58:48] on the bridge here. Um, so things are [58:50] moving along fairly well on the west [58:55] side. Everything is prepped and ready [58:56] for asphalt which will be placed on [58:58] Tuesday and then landscaping will come [59:00] in shortly after that. So you'll see [59:02] this west side button up here in the [59:05] next week and a half. This is a culdeac [59:07] that we put in [59:09] um [59:11] the bridge itself. So you can see here [59:14] they're prepping this approach slab. [59:15] They're tight bar today. They'll tie [59:17] this one in the next couple of days as [59:19] well. You'll see both of these poured [59:21] next week and then the bridge parapits [59:23] and everything on on the deck will then [59:25] take shape. So, um over the next week [59:28] we'll be filling and finishing the east [59:31] side curbon gutter filling the road and [59:33] then that will receive asphalt the week [59:35] after. So, as of right now, we're still [59:38] on track to have this open up um by July [59:43] 3rd. There will be a couple of things [59:45] that will remain that need to be done [59:46] after that. Uh but we'll be able to have [59:49] traffic back on the road by then. So [59:54] >> trail won't be open for another month [59:56] after that. Um because of some of our [59:58] timelines with the under crossing and [1:00:00] all the retaining walls mirrorless that [1:00:03] we're going to have in and paint all [1:00:04] that has requested to full cure. So they [1:00:07] need about a month for all that concrete [1:00:09] to set up fully. And so they'll start [1:00:12] painting um the end of this month on the [1:00:14] 28th and there'll be about three and a [1:00:16] half weeks of painting. [1:00:18] >> What are you going to do for traffic [1:00:20] management that the trail [1:00:22] >> will open back up? [1:00:23] >> We'll continue to have our detour. Um [1:00:27] yeah, we'll have to face that. [1:00:29] >> We'll have a detour somehow. Are are we [1:00:33] gonna [1:00:34] It would be a mistake if somebody got [1:00:36] hit by a car [1:00:39] getting across 800 North on our brand [1:00:41] new bridge because the trail wasn't [1:00:42] open, [1:00:43] >> right? [1:00:45] Yeah, we're going to have to visit that. [1:00:48] I don't know if we have a plan fully for [1:00:49] that yet. [1:00:51] >> Um yeah, anyways, it's on track and it's [1:00:54] looking good to open up in the next [1:00:55] couple weeks. [1:00:58] >> Are you doing a little [1:01:00] Yeah, I believe the administration is [1:01:02] planning something the week after the [1:01:04] 24th of July. Um, just with the where we [1:01:07] have it planned the week of the 4th and [1:01:08] then the mural is supposed to be done [1:01:10] the week of the 24th, they felt it was [1:01:12] best just to go the week after to do [1:01:15] some sort of celebration and and be able [1:01:17] to highlight all those things, not in [1:01:19] conflict with the holidays. And so, [1:01:22] >> yeah, you don't want to, [1:01:24] >> right? [1:01:27] Thank you. On behalf of [1:01:31] >> uh yeah on the capital improvement [1:01:34] projects update. These are the projects [1:01:36] that um our department engineering is [1:01:38] doing as speaking. We have the south [1:01:41] state street trail project going on. [1:01:42] It's a 10 ft sidewalk trail carbon [1:01:44] gutter storm improvement along with [1:01:46] street lights. Uh this is between 300 [1:01:48] south and 900 south on state street. Um [1:01:51] the project will complete um by October [1:01:54] 15th. 850 east sidewalk construction of [1:01:57] 5 feet sidewalk urban gutter 80 [1:02:00] improvements along with storm [1:02:01] improvements uh from uh center street to [1:02:05] 150 south along 850 east the project [1:02:08] will complete sometime in mid July 700 [1:02:11] east 800 north signal this is [1:02:14] construction of a new three-way signal [1:02:15] at the intersection of again 700 east [1:02:17] 800 north uh project will complete by [1:02:20] end of July 1 1600 west sidewalk project [1:02:24] uh this is a connecting sidewalk project [1:02:26] from 80 south to 180 south along 1600 [1:02:29] west. Uh it includes sidewalk carbon [1:02:32] gutters, some storm improvements and [1:02:34] project will complete by end of June. We [1:02:37] have our crack seal project going on. [1:02:39] That project will complete um or at [1:02:42] least we'll have a stop to it um end of [1:02:45] this week. So this is the last week of [1:02:46] our seal project. 900 East 900 South [1:02:49] sidewalk project. We did finish that [1:02:51] project last week. Uh our Franklin CDBG [1:02:55] we did about 33 um ADA ramps in Franklin [1:02:58] neighborhood. Uh that project completed [1:03:00] last week. Our foothills CDBG project we [1:03:04] started that project last week. We're [1:03:05] going to be in foothills for another I [1:03:07] would say two to three weeks. Uh and [1:03:09] then 500 north 200 west signal [1:03:11] reconstruction. That project will begin [1:03:13] in the next two to three weeks. Um and [1:03:16] it will go approximately end of July [1:03:20] sometime in August. [1:03:26] that one [1:03:31] » and we're putting in protected left [1:03:33] turns there too. [1:03:36] >> So that'll match what we're doing on [1:03:38] University on Fifth. [1:03:42] » Um I have one last thing. Uh University [1:03:45] Avenue bridge replacement update. Um the [1:03:49] good news is uh UD do told the [1:03:52] contractor they couldn't close the [1:03:54] entire two lanes on the southbound [1:03:55] off-ramp or on ramp. Uh so they're [1:03:58] closing half of the time and so we got [1:04:00] to keep that road that uh access open to [1:04:03] southbound I-15 at the ramp. Um our [1:04:08] boring is going better. um better [1:04:11] meaning [1:04:14] we're able to get through the whatever [1:04:16] blockage we had and we're moving forward [1:04:19] and when there's been no disruptions to [1:04:21] the railroad. Uh to tell you how close [1:04:24] that is, if we we they take shots [1:04:27] surveyed three times a day, if we're 1/8 [1:04:30] of an inch difference, we have to [1:04:32] contact the railroad. If we're a quarter [1:04:34] inch, we have to stop work. Well, that's [1:04:38] I mean that's how [1:04:40] tight that is. [1:04:42] Anyway, um a little bit better news is [1:04:45] uh 600 South. Uh we've been working with [1:04:48] the railroad on that one. We did get [1:04:50] final approval to move forward with our [1:04:52] trail and uh and uh fencing project and [1:04:57] new curb and gutter and parking along [1:05:00] south. Uh over the next couple weeks, we [1:05:03] should see the railroad be moving all of [1:05:06] their railroad materials, what I refer [1:05:08] to as junk, uh right along here. Uh [1:05:13] the railroad treasures, uh old ties, old [1:05:17] tie plates, new tie plates, if you want [1:05:19] a new tie plate. Anyway, they're all [1:05:21] down there and they're going to be [1:05:22] relocating those. [1:05:23] >> My understanding is they were dumping [1:05:25] that on Provo City property. [1:05:27] Yes, it was Provo City property and you [1:05:30] mentioned these nine law. So, it took [1:05:33] two and a half years to convince up that [1:05:36] they were on our property. [1:05:38] >> Um, the neighborhood [1:05:40] that [1:05:42] the original project limits was from [1:05:44] first west to second east. [1:05:46] >> Um, our bid came in where we were able [1:05:49] to do all the way to Fort East. We had [1:05:51] planned it. We got funding to Second [1:05:53] East, but our bid I didn't have to go [1:05:55] back and ask for more money. We got two [1:05:57] more blocks out of it. We're really [1:05:59] excited about that. [1:06:02] >> Exact [1:06:10] um where the park is and then second [1:06:12] east to our bike way. [1:06:19] » All right. very much. Uh, one last [1:06:22] announcement before we adjourn is that [1:06:24] there will be no T-MAC meeting in July. [1:06:27] So, the next one will be on August. I [1:06:29] don't know what the date is. [1:06:30] >> Same third Thursday in August where we [1:06:33] will dedicate the entire meeting to [1:06:36] Greg. [1:06:37] >> My grad student will be coming the bulk [1:06:40] of the presentation. [1:06:40] >> I hope we'll see. [1:06:43] And [1:06:44] >> with that, um, I'll entertain a motion [1:06:47] to adjurnn. [1:06:51] We need a vote.
