[11:10] we had before the end of the school
[11:12] year, we started that Color My County uh
[11:15] coloring contest uh from Kaco. Uh and we
[11:18] had we had so many entries, we kind of
[11:20] needed to make a pause over summer break

[11:25] school starts back up. And so, here in
[11:27] the next few weeks I'll be posting the
[11:28] remainder uh of those entries that we
[11:31] got last year and then uh have a winner
[11:33] uh now that the kids are are are back in
[11:35] school.

[11:39] pick back up is our youth advisory
[11:41] committee. Uh which was an idea that was

[11:49] advisory committee, the members that we
[11:51] have here today.

[11:59] explain uh kind of what they do, what
[12:02] the process is, and then you can ask

[12:16] fiscal court. My name is Amelia
[12:19] Singleton, and I'm honored to serve as
[12:21] the chair of the youth advisory
[12:22] committee. A county-supported group of
[12:25] high school students created to bring
[12:26] the voices, ideas, and concerns of
[12:29] Pulaski County youth to life and
[12:31] directly into local government. Our
[12:33] mission is to empower the Pulaski County
[12:35] youth to engage in civic life,
[12:38] contribute to local decision-making, and
[12:40] create a positive change through
[12:42] leadership, initiative, service, and
[12:44] advocacy.
[12:45] YAC is more than a title or a resume
[12:48] opportunity. We are a working committee
[12:51] focused on identifying needs within our
[12:53] community, developing youth-focused
[12:55] initiatives, and serving as a bridge
[12:57] between students and our county
[12:59] leadership. We want young people to not
[13:01] only understand how their local
[13:03] government works, but have a meaningful
[13:05] role in shaping the community that they
[13:07] will inherit. I'm also proud to
[13:09] introduce the student leaders that help
[13:11] make this mission a reality. First, we
[13:13] have Jonas Blakeman, our vice chair,
[13:16] Marley Lawson, our secretary, Gavin
[13:18] Epperson, treasurer, and Campbell Tyner,
[13:21] recruitment and activities coordinator.
[13:24] Together, we hope to build a committee
[13:26] where young people are not simply being
[13:28] asked what they think, but given the
[13:30] opportunity to turn those ideas into
[13:32] action.
[13:33] We are grateful for the fiscal court for
[13:35] supporting this initiative and giving
[13:37] Pulaski County youth a seat at the
[13:39] table. And we are excited to show you
[13:41] what this committee can accomplish.

[15:01] Pulaski County have to do with safe
[15:04] driving and ensuring that our teens know
[15:06] the rules of the road and those
[15:08] important things that can make our
[15:09] county just a little bit safer. So,
[15:11] starting off with that, maybe going to
[15:13] different schools and having those
[15:14] visits to have those educational
[15:16] workshops to make that learning fun and
[15:18] engaging, while also making sure that we
[15:20] have safer roads in Pulaski County.
[15:22] Those are one of the first initiatives
[15:24] that we're wanting to get started on and
[15:25] we'd love to keep in contact with the
[15:27] court throughout that process.

[16:55] Uh Pulaski County's rural secondary
[16:57] allotment for this next fiscal year,
[16:58] which we're actually in,
[17:00] uh is 1.7
[17:02] million, roughly.
[17:04] Uh Pulaski County's rural secondary road
[17:05] system has a total of 220
[17:08] miles uh for which routine maintenance
[17:10] costs are set at 929,000.
[17:14] Uh this leaves 700 and uh 67,000 of
[17:18] which uh Pulaski County Flex funds are
[17:21] going to be $398,455.
[17:25] Uh the County Flex funds can be used
[17:26] towards County road improvements or
[17:28] state rural secondary roads uh to the
[17:30] discretion of the court. Uh and it's
[17:32] recommended that the fiscal court
[17:33] [clears throat] submit their road
[17:34] improvement priority list to the office
[17:36] of rural roads as soon as final
[17:37] decisions are made.

[17:40] for the state uh portion of the rural
[17:43] secondary program, I'm going to
[17:45] recommend the following two projects.
[17:47] Uh resurface Kentucky 692 beginning at a
[17:50] pavement joint just west of James Road,

[17:54] extending to Kentucky 80, uh which is
[17:57] the 6.4.
[17:58] And then resurface Kentucky 1676
[18:01] beginning at Ezra Hall Road,

[21:29] can change those at any point in time
[21:31] and so I was approached by
[21:34] the court to ask me to draft an
[21:35] ordinance that uh
[21:40] would accept out uh sections 8, 9, and
[21:43] 10 of uh of those qualifications and
[21:47] I'll just go ahead and read what the
[21:48] exception would be. Each fiscal year
[21:50] there may be accepted up to 3 mi per
[21:53] magisterial district of existing
[21:55] roadways into the Pulaski County road
[21:57] system which do not meet the
[21:58] requirements of paragraphs 8, 9, and 10
[22:01] above.
[22:02] So, paragraph 8 is says it all
[22:04] subdivisions and streets must have
[22:06] suitable roadway roadway drainage
[22:09] through either curbs or gutters or
[22:10] ditches.
[22:12] Uh roads number nine says roads or
[22:14] streets must have a minimum roadway
[22:16] thickness of 6 in of plug dense grade
[22:19] aggregate, 2 in of bituminous base, and
[22:21] 1 in bituminous surface or
[22:24] 6 in of plug dense grade aggregate, 5 in
[22:27] of 4,000 class A PSI concrete and 1/2
[22:31] rebar steel placed on 1 in center. And
[22:34] number 10
[22:35] uh requires a 16-ft minimum wide minimum
[22:39] paved surface with either curbs or 2-in
[22:42] rock shoulders if ditched. So,

[26:48] rewrite has has progressed.

[28:24] puts money back into the county coffers
[28:26] that has been expended. So, we're going
[28:28] to get back
[28:29] uh, a little over $202,000
[28:32] on that.
[28:33] And we are currently working on uh,
[28:36] DR-4913. That was the winter storm.
[28:40] And uh,
[28:41] what I've seen up to this point, uh,
[28:43] we're doing a really good job. IWorks is
[28:45] it looks like it's going to be
[28:47] a good investment and I'm very confident
[28:49] that we're going to be able to recover
[28:51] quite a bit of cost on the uh
[28:55] what we expended on our on our folks for
[28:57] tree removal
[28:58] and for the the overtime costs. I don't
[29:01] have final numbers on that yet. Uh but
[29:03] I'm I'm pretty confident that I think
[29:04] we're going to be in good shape on that
[29:06] one, too. And that just proves the the
[29:07] wisdom of the council investing in I
[29:09] works. Feel very good about where we're
[29:11] standing with that.
