Quorum here here here [1:33] here okay next can we have a motion to adopt the agenda move second a motion by [1:39] Evans and a second by rosand to adopt the agenda all in favor all opposed [1:44] motion carries this is the time for general public comment that's a time for [1:48] members of the public to discuss or Express concerns to the Council on any [1:52] issue not on the agenda action will not be taken at the meeting on any issue not [1:56] on the agenda except by placement on the agenda by unanimous vote of the council [2:00] members present I don't see any speaker request forms or anyone in public [2:05] comment so I'm going to close general public comment then we'll move to [2:08] consent items 1- 16 and uh ask if any members of the [2:15] committee want to pull any items from uh 1 through [2:24] 16 Bill Evans number 11 [2:31] um any [2:35] others can I get a motion on 1 through 16 except for 11 [2:40] approve motion to approve by rosand and second by Maher all in favor I all [2:46] opposed motion carries next we go to councilman uh Bill Evans on [2:55] uh be is how this kind of took us by surprise and Frank L we haven't had any [3:00] discussion amongst ourselves about this I would move that we just table this [3:06] item until such time as we actually have had a chance to think about what we want [3:11] to direct the attorney to [3:16] do a motion to table a [3:25] second we go to Josh Bor am I still in yeah I think that [3:31] we're just right now we're just directing the City attorney to prepare a [3:33] resolution of elect officials we're not voting on what it is so I think it's [3:37] prudent to move forward with it and from there we can have the discussion instead [3:40] of delaying it so I I would move to approve number [3:43] 11 how can they possibly prepare something when we haven't actually told [3:47] them what we need to to prepare I know a couple people have talked to them about [3:52] it but there is virtually no consensus that this needs to [3:56] happen so you know just because we table it doesn't mean we can't come up with [4:00] another resolution that's more appropriate in the future but to just [4:04] delay this along like we do so many other things for instance our uh [4:09] approval of some of these uh you know marijuana permits um I I think this [4:17] is a mistake to go keep on starting things you really can't finish so I'm [4:22] going to suggest again you reconsider seconding my motion because I think it's [4:27] the best way to end this and then we can have discussion discussion and come up [4:31] with an appropriate resolution for us to vote on in the [4:34] future um try to be efficient here rather than waste everybody's time I [4:41] I'll second it from the chair second my motion or his motion the [4:46] motion to table so so I guess we're g I had a [4:51] motion after [4:54] to well I just did and so I made my motion top I don't [4:59] care we do my motion I'm I mean well you can refer to [5:05] Robert's Rules but I think I make the decision on that as the chair and so the [5:10] motion is to table and then we'll have a vote on that and if it doesn't pass then [5:14] we'll [5:47] motion we go to go to Kevin Maher yeah with respect to number 11 um if you go [5:55] into the detail you can see the dollar amounts proposed I I think we need to [5:59] have a discussion about that um and I maybe when we could meet with Amber and [6:05] talk about that a little bit for a recommendation rather than just ask the [6:10] City attorney to to use the figures that were in this [6:18] detail okay then Pat Rosland I agree with Kevin I just feel [6:23] like that we need discussion on it rather than tabling it or rather than [6:27] pushing along I think we just should discuss about more with the our console [6:32] or our legal team and then go from there I have more to [6:39] say okay so um I guess the first thing before you speak are you going to second [6:45] the motion or you okay we don't have a second on this Mo go ahead bill go to [6:50] Bill [6:52] Evans well if you're reading this particular resolution it's directing [6:57] them to approve uh to recommend salary increases for the Mayors whose salary [7:02] went up from $80,000 to what is $120,000 just last year uh it also recommends um [7:11] certain figures that we're going to have to do and air all this linen publicly [7:16] rather than do it behind the scenes and come up with an appropriate resolution [7:19] to vote on that won't require hours of uh arguing here in front of the people [7:26] um I don't think anybody on this Council really wants to [7:30] approve that which is specified in this resolution because I believe the mayor's [7:36] salary was increased significantly just a year ago and uh I don't know why you'd [7:41] vote for something like that it doesn't make any sense just a waste of time [7:45] thank [7:47] you cool okay I'm still waiting for a second on the motion on
