This time I'd like to open up citizens' comment. This time is set aside for citizens to address the city council on any item of interest. To the public that is within this subject matter jurisdiction for items on the agenda, please wait until that item is heard. [0:36] Just remind everybody that I do reserve the right to limit each speaker to three minutes. [0:44] First of all, Mary Christmas. I'm here to pray. [0:47] Brothers, we come into this season between Thanksgiving and Christmas. [0:52] These two things somehow seem to be melded together as our Thanksgiving turns into celebration. [0:58] Pray that we might stay mindful that there is a time to be thankful all year long and not just in [1:04] thanks in November. Time to celebrate what we have as a gift from God throughout the [1:10] year, not just at Christmas. I pray we'd be mindful of that. Thank you for this rain [1:15] we've had. I pray it will continue and be sufficient but not be destructive. I pray that [1:21] we might be able to avoid a drought in our Northern California area in this entire state. [1:26] As folks are recovering and attempting to recover from the devastating fires to the north [1:31] and South of us. I pray, Father, that you might give them grace, that you might comfort [1:35] them in their losses, that you might provide for their well-being and safety, that you [1:41] might help them to get their lives put back together again, restore that community and [1:45] bless those folks, Father. I pray that as you do this, folks will be mindful that you are [1:50] working, and that in that working, they might be grateful. I might celebrate what you do [1:55] for them. Thank you that we live in this country where we can come and speak to our elected [2:00] officials, I pray that those who come might be respectful, that the counsel would listen [2:05] respectfully, that the decisions that are made would be fruitful for this community. [2:11] As could a bless these counsel folks, I ask you a particular blessing father on Rob and [2:15] his family, ask you to give him grace as he steps down now and continue to use him in this [2:22] community for your good and for our fruitfulness. [2:25] And I ask it, Father, in Jesus' name, amen. [2:38] Hi, Mark Garstein, local real estate broker, [2:42] home builder, developer, and I've [2:48] been meaning to come in [2:48] for quite some time. [2:50] The city drew its boundaries and called it the city of red [2:54] blood, here's our city limits. [2:56] And within that, there's parcels of land [2:58] that have been undeveloped for years. [3:00] The devastating fires that we have, whether it's in [3:05] I own a piece of land on the north into town, I've worked and been helped a lot by Mr. [3:13] Barber from the fire department to cut fire breaks to manage the brush and cut down the [3:18] fire hazard. [3:20] I fenced off the property to stop people from camping and dumping garbage. [3:25] Ultimately I'd like to develop the property. [3:29] I've been in real estate for 25 years or more and the subject of affordable housing has [3:40] never, it's always been in the discussions about real estate. [3:44] I traveled as the State Director from our local association. [3:49] I'm currently not in that position, but it's always talked about affordable housing up and [3:54] down the state. [3:57] There's a company you've heard their jingle on the radio, probably, High Line Homes. [4:04] They do business in Washington, Oregon, and California. [4:10] And so if you want their starter home on your land that you own in Washington State, they [4:16] give a quote here in writing of 169,000, you own the land, they'll come and put a house on [4:24] not for $169,000. [4:26] They'll do the same house in Oregon for $164,900. [4:31] Astrich by it says California starting at $223,000. [4:38] And I'm blaming all of that on the city of Red Bluff. [4:42] No. [4:44] No. [4:45] Come on. [4:46] Anyway, long story short, I have a piece of property [4:52] But I have dealt with and come across many developers who are just washing their hands [5:00] of California and moving on. [5:04] A recent trip to Nevada, I talked to some general contractors over there. [5:10] Every home being built there is for somebody who used to live in California. [5:15] I was in Idaho a month ago, the Idaho Boise Basin expects 20 to 30,000 new residents every [5:25] year for the next 10 years, mainly from California. [5:31] I don't know how that plays out, I don't know how that affects what we do here in our community [5:37] or how it serves us. [5:39] With the devastating fires and paradise, I don't know everything that's going on up there. [5:45] It's the largest municipal cluster of houses, west of the Mississippi all on septic tanks. [5:52] It'd be my impression that that's not going to continue. [5:56] So are they going to rebuild paradise? [5:58] Maybe. [5:59] Maybe not. [6:01] We have hundreds of acres of undeveloped land within the city limits of Red Bluff. [6:07] As a developer, I'm expected to pay the total cost of everything on my development in [6:14] addition to the total cost of off-site improvements that a larger majority of the residents would [6:22] benefit from to spend $3.5 million to build a house that starts out $50,000 higher than [6:33] the house in Oregon leaves little incentive for me in the private sector to take on such [6:39] a project. [6:43] The 34 acres that I own on the north end of town has been vacant since Red [6:48] Bluff was a city. It's all mapped out in the city lots. It's in the city limits. It's [6:54] a hazard. Kyle can tell you if people are out there doing drugs, setting up camps, starting [7:01] and fires, doing all kinds of things. [7:03] The neighbors are constantly complaining [7:05] array that Mr. Garcia's property is gonna catch [7:08] on fire and burn our houses down, [7:10] doing everything I can to stop that. [7:14] Just wanted to bring it to your attention [7:16] that if there's an opportunity in the future [7:19] for a little more in-depth conversation, [7:23] I would love to be invited to that meeting. [7:25] I have a lot to say on the topic. [7:27] And I appreciate your time. [7:28] Thank you. [7:29] Well, [7:45] I don't want any singing because I don't have confidence in our singing. I would like to, again, wish Robin a very happy birthday and thank you for sharing it with us. [7:53] And if there's no other substance comment, we will close citizen comment and we go on to our next item, the proclamation for Rob Schmidt for the service to the city of Robloff. [8:08] On this Proclamation is thanking Rob Schmidt for eight years of service to the City of Rebbluff, [8:13] whereas Rob Schmidt was first selected to a four-term, four-year term on the Rebbluff City Council [8:20] in November 2010, and Rob Schmidt was re-elected to the City Council for an additional four-year term [8:26] in 2014. And he is served as the Vice Chair of the Tehama County Solid Waste Management Agency, [8:32] the JPA during calendar year 2014 and it's the chair of the JPA in 2015, 16, and 17 and [8:40] Rochette was pointed to the Tame Academy Transportation Commission in December of 2010 and has [8:46] continually been an active participant on the commission for eight years through November [8:51] 2018. And he has served on the City Council budget committee continuously since 2013 and has [8:59] work tirelessly to improve the city's financial health, and he has also served on the City Council's [9:05] audit committee as well as the law enforcement subcommittee. And Councilman Rashmit had consistently [9:11] been an active voice in support of this whole conservative budgeting and has given generously [9:17] of his time and talent and service of the City of Reblas. Now, therefore, be it resolved that [9:22] the City Council of the City of Red Blood, [9:25] commend and thank Council Member Smith for his service [9:28] to the City of the member of the City Council [9:30] from 2010 through 2018. [9:36] Well, thank you, Mayor. [9:38] Thank [9:44] you, Council Members. [9:47] And I'm not willing to sit down with us and something. [9:53] I've been here for eight years. [9:55] I've seen virtually all of the department heads change. [9:59] City manager change. [10:03] And in that, a lot of other changes in the city along with all that. [10:10] When I decided to do this, it was because I came to meetings for several years and just [10:18] sat out there with you people and thought, what do they do in my city? [10:23] And as a contractor, I'm in the front desk, fairly regular knowing the people at the front [10:30] desk and how things go. And I just got a little perturbed set the way the [10:40] administration was at the time, the way the government interacted with the [10:46] people. So I thought, you know, that just has to change. And it wasn't going to [10:50] change, with me standing on the other side of the desk growling and complaining. So [10:54] ran for office, you know, they had asked me for years. You need to run for [10:58] City Council. No, I don't know. So I did. And that's how I got here. And since then we [11:04] have seen a lot of changes. Mayor Istone and I ran together eight years ago. She will [11:09] as of tonight be the senior soul senior council member, their oldie. And I have had great [11:18] pleasure working with her and bouncing ideas back and forth. [11:24] I did this as part of civic [11:27] duty, everyone I feel has their civic duty. Some of them go to work full time for that. [11:36] And I did it with conviction. As you probably read in the paper more than once, I did it [11:42] with conviction. [11:47] So with that, a couple things, [11:51] in those changes that we've seen, there have [11:56] again, two pretty major highlights, the first one. [12:02] Our public works director, we had a couple, when we first [12:08] got here, there was one that was on here for a few more months. [12:12] And then another one that was here for a couple of years. [12:14] And public works had a tough time. [12:18] I don't know if you guys know. [12:19] And so, there was some conflict, as again the paper made note of. [12:28] So we got a hold of our consultant, hired through our consultant, Got Robyn, who transformed [12:39] a floundering public works department and brought it back to what it is today, something that [12:46] is actually gets things done. [12:49] You can ask a question, get an answer, you can make a request, get a response. [12:56] Thank you. [13:03] Then, when we got here, our finance department was in shambles, as most people can remember. [13:17] work. And again, we look towards our consultant and was able to steal from them our current [13:28] finance director. [13:31] She turned the finance department around and is a three-time state recognized [13:40] a word winning for the finance for the state of Redbloff. [13:49] The best thing that happened to the city of Redbloff, thank you, especially you. [13:59] Okay, so with that, [14:02] one other thing, unless you plan on conceding tonight, [14:08] before you're brought up here, good luck. [14:13] Thank you. [14:14] Before [14:25] we move on to the consent agenda and the regular agenda, I just want to remind [14:28] everybody that the agenda is divided into two sections. [14:31] The consent agenda or routine financial and administrative actions are usually approved [14:36] by a single majority vote. [14:37] The regular agenda are more significant, financial and administrative actions of special interest [14:44] and are approved individually by a majority vote. [14:47] With that, I'd like to move on to the consent agenda for the November 6 meeting minute. [14:53] Yes, I would, I would like to pull. [14:58] Last chance. [15:02] I have a motion, can I, okay, I have a motion by Council Member Parker, second by Council Member Jones, Council Member Schmidt. [15:12] At the end of our, of this meeting, which was, [15:19] what meeting was it? Two meetings ago. We had a kind of a brief discussion about the roads and try to get public works crews to what we could, what we could do to get the public works crews [15:34] use to do some of the road work itself. [15:40] There was a little back and forth conversation that conversation was stopped by our legal [15:46] council, at which point the question was raised what can we do? [15:54] The conversation was stopped. [15:57] It was mentioned that we could put it on the next agenda to be discussed. [16:02] Two meetings ago it has not appeared yet. [16:04] But that is something that needs to be dealt with. [16:09] We have a road situation in this town that gets exponentially worse every year because [16:15] it doesn't get dealt with a little bit gets a lot worse every year. [16:23] We need to put that somewhere on the agenda. [16:26] You need to put that somewhere on the agenda so that can be discussed and figure out what [16:31] we could do, if we need to hire more people, part-time, full-time, something. So we get [16:42] our guys out there on a daily regular basis, instead of throwing a little bit of cold [16:47] patch asphalt and a pothole that gets washed out the next rain, [16:52] get something else done. [16:54] Anyway, that was not put on there. These are the minutes, the minutes do not show that request [17:00] Yes, to put that on the agenda. [17:03] It needs to be, so it'll get done. [17:06] With that? [17:07] Because [17:10] we did ask for that. [17:11] Can we get that put on? [17:13] Yeah. [17:13] Robin and I have been working on it. [17:25] And the second? [17:26] There's anything further? [17:28] Other than it? [17:30] Are we in Mendena? [17:32] Well, yeah. [17:34] It needs to be on there, so that statement was made. [18:03] And it was the first [18:09] item on the regular agenda the resolution 29-2018 declaring elected candidates to serve as city council members for four-year terms. [18:20] Mr. Crabtree. [18:23] Thank you, Mayor. [18:25] The results of the recent November election have been certified by the county. [18:32] And now in turn, it's time for the city to certify those results as well. [18:39] The city clerk and the deputy city clerk have reviewed the documents and found them to be in order as have I. [18:48] in our recommendation is the council adopt resolution 29-28. So move. [18:57] The motion by council member Parker second by council member Jones. [19:02] I vote no. All those in favor? Aye. [19:08] Opposed? Chair votes aye. [19:11] Motion carries. I'm just going to know it just because you were going to. [19:17] Now it's time for the new elected council members including the two incumbents that were [19:26] re-elected to take to the opening of office. [19:40] Honorable Mayor. [19:42] I was going to say we should. [19:44] I'm going to call them up. [19:45] Okay, so the council would like to call Mayor Aisung, Mayor Potem Jones and council member [19:51] Deeter Ciders to his effort to [20:14] write him and meet up for me. [20:17] Hi, say good name. [20:19] Hi, Chris Anderson. [20:21] He's following his flare on firm to be well known as the flare over a firm that I will [20:26] support and defend. [20:27] That will support and defend the Constitution of the United States, the Constitution of the [20:33] United States. [20:51] our Constitution of the State of California and the Constitution of the State of the [21:02] obligation freely, without any mental reservations, [21:07] or purpose of evasion, or purpose of evasion, [21:10] and that I will well and faithfully, [21:13] and I will well and faithfully, [21:15] discharge the duties of not a child about the infant, [21:18] discharge the duties of not a child about the infant. [21:21] I'll give you a signature for Christmas. [21:31] For Christmas, right here, [21:39] and if it's Gary, [21:59] you take some spot on the diaries. [22:03] Well, Caesar, you didn't concede. Thank you very much. [22:06] So, [22:16] what Chris? [22:19] Okay, [22:27] so am I terming the meeting over to you for the election of Mayor Mayor Pro Tem? [22:32] I turn it over to somebody. [22:34] At this time for item number five for the election of Mayor Mayor Pro Tem, I will turn the meeting over to Anita Rest. [22:46] Okay, so the nominations for Mayor are now open. [22:49] Is there a nomination for Mayor? [22:50] I would like to do the name for your agenda. [22:53] Second. [22:56] Are there any other nominations? [23:02] Hearing none. [23:02] I want the motion to close the nomination. [23:04] Okay. [23:05] All in favor? [23:07] Aye. [23:08] Noes. [23:11] All those [23:13] in favor? [23:19] Um, for Mayor, who is this? [23:21] Go on. [23:23] Mayor Jones. [23:24] All in favor? [23:25] Aye. [23:26] Noes. [23:28] At this time, the new mayor takes us place in the center seat and proceeds with Mayor [23:35] Pro Tem. [23:36] To [23:42] do one swap, that's one. [23:43] Okay. [23:45] To do the mayor, and then we have all of us adjust all at once. [23:50] That's fine. [23:51] But, I think we can adjust right now. [24:02] There's a lot harder with computers. [24:33] I'll open up the nominations for Mayor Pro Tem. [24:36] I'll make a motion to nominate Councilmember Jenkins for mayor from the mayor for a second all-second [24:49] nominations [24:49] All [24:54] is in favor of [24:56] Councilmember Jenkins becoming mayor for a time. Hi. Hi. Hi. Opposed [25:01] Triple-time motion carries [25:47] Item number six [25:56] All right. [26:04] So item number six. This is the appointment of various commission commissioners on committees and high committee members. [26:11] Mr. Reptiles. [26:13] Thank you. [26:14] Tonight's the night that we usually use to appoint officers for the coming calendar here and appointees to the various city committees. [26:27] There you are listed in the staff report and I suggest we just address them and take them in the order that they appear. [26:35] Planning Commission, there are two openings in the planning commission. [26:40] We have one applicant. [26:46] We only receive one application for two spots. [26:51] Make a motion to appoint Steve Piffero. [26:54] Second. [26:54] We have a motion by Council Member Parker. [26:56] Second by Council Member Jenkins. [26:58] Any further? [26:59] He does. [26:59] I'm yachting. [27:00] I'm yachting. [27:01] Would you like to come up and say anything? [27:05] No. [27:06] No? [27:06] Okay. [27:07] All right. [27:09] He does have a little item in the agenda if anybody [27:14] likes to read. [27:15] We have a motion of second. [27:17] All those in favor? [27:18] Aye. [27:19] Opposed? [27:20] Chair votes aye. [27:20] Motion carries. [27:23] And then was there any for the other physician? [27:56] So we'll go ahead and start with the first one on the list, Donald Fraira, they'd like [28:01] to come up and say a few words. [28:03] It was the incumbent, one of the incumbent members of the airport commission. [28:13] Evening. [28:14] My name is Don Pereira, I've been on the airport commission about 15 years. [28:23] I was quite surprised when I first arrived on the scene because in my previous working career, [28:30] I dealt with a lot of groups that got together in the decisions sometimes, that work sometimes. [28:37] sometimes people just talked and so it was quite an experience when I arrived on the [28:43] airport commission and I found a group of people that talked and they hashed things out and [28:50] then they all agreed that this was the best way to proceed this was the best way to make [28:55] a recommendation and so that's primary the reason I stayed on the airport commission is that [29:01] the light bulb to see people in action making decisions and making the right decisions. [29:07] And, of course, if we have gentlemen over here, Scott, he's helped things along. [29:13] He's, when we're addressing a problem, he brought us on the background information we need, [29:19] so we can't actually make a decision opposed to the rubber stand. [29:24] So I've enjoyed doing on the airport commission, that's the reason why I'd like to try it again. [29:30] but I have a problem. There's another fellow named Rob Smith. There's been a friend and [29:37] he's been to almost all the airport commission meetings as well as being on the council. [29:44] He's very knowledgeable and I would like to do the best for the city and for the airport commission. [29:52] I would like to be on with a so hard decision because if I were making the choice I'd probably pick Ron. [29:59] Thank you. [30:00] Thank you. Would [30:04] you like to come up and say anything? [30:15] Of course, I would. [30:19] Rob Schmidt, Ex City Council, Ex Airport Commission. I sat on the commission for, for what? 15 years? Well, here's what, yeah, too many. [30:30] Until they finally conned me into sitting up there where you guys are, I would like to go back there if I could. I've just spent eight years up there learning the intricacies of what it takes to run the whole Marianne. So I think I could bring. [30:43] a lot back to the airport commission and help advise the council as to what's [30:49] going on out there in all respects. Good, bad, and otherwise. So gone was it been [30:56] there for a long time. I served with him for a while. They're also your choice. [31:09] All right, so we have two applicants. I'd like to make a nomination. Well, since [31:15] Mr. Ferrera isn't a incumbent on that board and he wants to run again, I was [31:21] No, I'm going to Mr. Ferrer or for the airport commission. [31:24] Do you have a second? [31:30] A little second. [31:31] We have a motion on a second. [31:33] All those in favor? [31:34] Aye. [31:35] Opposed? [31:36] No. [31:37] Chair votes no. [31:41] I'd like to make a motion for councilmember Erp. [31:45] First, I have a motion for Mr. Schmid. [31:51] Second. [31:52] Second. [31:53] All those in favor for Rob Schmid? [31:56] Aye. [31:56] All right. [31:57] Opposed? [31:57] No. [31:58] Chair votes aye. [31:59] Motion carries. [32:05] All right. [32:05] So we'll move on to Parks and Recreation. [32:10] One student and one full-time appointment. [32:14] Looks like no student's script. [32:16] Correct. [32:17] Unless what is coming in the last we did. [32:20] I need it. [32:21] Whoever received it. [32:22] No. [32:23] All right. [32:24] So we have Victoria Miranda. [32:27] Do you like to come up and say anything? [32:41] Good evening, Council. [32:43] So I think I hope you all remember I was just here a couple of months ago with a presentation [32:48] for you for a new splash park that we proposed to the city. [32:54] And I feel like it's kind of a good position for me to take being I'm working so heavily [33:03] with improving the park that I take a seat within the park's commission. [33:08] So, I hope that you'll have me and I look forward to helping and improving our parks. [33:15] Thank you. [33:21] Full term appointment. [33:22] I'd like to make a motion for Vicki. [33:24] Second. [33:25] All right. [33:25] I have an motion on a second. [33:26] All those at favor. [33:27] All right. [33:28] Chair votes aye. [33:29] Motion carries. [33:30] Sorry. [33:31] Anyone who knows? [33:35] Audit committee. [33:37] We have one full term appointment. [33:40] And we have Amy Schuhler. [33:42] Amy Schuhler. [33:43] And she's got in the audience and I would make that nomination. [33:45] all right motion in a second all those in favor hi any opposed chair votes [33:52] aye motion carries we forgot to ask did you want to say anything okay we just [33:58] rolled right over loan committee we have one applicant JB Stacey I'd like to make a [34:09] motion. Second motion and a second all those in favor. [34:13] All right. And you pose to what's I want to do. [34:17] Thank you everyone. The only thing that I'd like to point out is we are still looking for a couple [34:22] people so there's a couple positions to open. Well but since we had somebody here that I was just [34:30] wanted we have a planning commission position open so if you're interested in the planning commission [34:35] and you can apply for that one. [34:37] I just want to throw that out there while he's here. [34:40] We've got to recruit. [34:41] Sometimes he's sent this, sent in to you. [34:48] Next item on the agenda is other agency representation [34:51] by City Council, Mr. Crafty. [34:53] Thank you. [34:55] Also the first meeting in December is traditional. [34:58] If the City Council go through the various committees [35:02] that the city is asked to send elected officials [35:07] to in the in the in the county. [35:10] The committees are set forth in a table. [35:18] I would just suggest going through each box individually. [35:25] So even the ones that are currently filled, should we go through? [35:30] Yes, we should just make sure we still want to change the need to be made. [35:33] Obviously, the committees that Rob Schmidwood's on will need to find a replacement. [35:43] All right, so we'll start with number one, Lafgo. We currently have Clay Parker as the representative of myself as the alternate. [35:51] Like I said last meeting, I already told Lafgo I was resigning from that, so there's a position open on there now. [35:58] Are they still meeting in Chico? [36:03] No, we need here and we only met one time the whole year. [36:07] Are [36:13] you willing to fill that? [36:13] I did not, I'm off co. [36:16] I do really want to fill that one. [36:18] The [36:21] motion for that are just filling? [36:23] Yes. [36:23] Okay. [36:24] Because last goal is at least in concept of the committee. [36:30] But we can make a motion for all of them all at once. [36:32] Once we go through them, right? [36:34] Okay. [36:37] Number two is the Tahamah County Transportation Commission. [36:40] We have a vacancy for the main representative and council member Istone is the alternate. I would go up to the main person [36:51] Alternate and all that the alternate does is if she can't make sure [36:58] When they do me is it [37:11] All right. So we get Councilmember Istone for the position. Councilmember Deeders, sorry, [37:20] Diders. I'll get that. [37:21] Got it. [37:22] For the alternate. All right. Number three, community center, everybody, happy there? [37:30] Yeah. [37:31] I was going to say if somebody wanted to switch out, because I've been doing that. I don't [37:34] mind swapping out or I'm happy to stay. [37:38] What time do they meet? [37:39] I've been having to meet at five or five thirty on and it's um quarterly on the third Thursday so I was gonna say I'm fine [37:52] staying I just didn't know if anybody wanted to put her Thursday I believe so yes I the third Thursday quarterly I was looking at some other [38:04] ones but if I don't end up on those possibly okay I don't want to take it okay we'll hold that then [38:11] All right, and then we're all part of the GPA, so everybody's in that. [38:17] Number five, the executive GPA, so this one means every month that the full board does [38:23] not meet. [38:24] So currently we have Amanda Jenkins and we have one day in season, anybody want to fill [38:27] that spot? [38:28] And just to clarify, the time in here for the meeting says five o'clock, they're actually [38:33] meeting at 5.30, just in case anyone's like, I'll like it off at 5. [38:36] It is 5.30, so there's time to spend. [38:40] Okay. [38:40] Thank you. [38:45] Community Action Agency is myself. [38:47] I'm sorry. [38:48] Which council? [38:49] I'm sorry. [38:50] Councilmember Diders. [38:50] Chris. [38:51] Councilmember Diders. [38:52] Thank you. [38:57] All right. [38:57] Number six community action agency. [38:59] I'm happy there. [39:00] Now somebody wants to try. [39:03] But I do enjoy that committee. [39:05] Number seven, the downtown Red Love Business Association. [39:09] I have Councilmember Iestown as the main [39:11] and Councilmember Parker as the alternate. [39:13] I'm happy. [39:15] I'm sorry. [39:15] Can I make a note? We'll click on Community Action. On the list here it says that they need [39:20] at 3.30. It's number six. It says they meet the third Thursday at 3.30. We actually [39:25] meet at 3. [39:28] It isn't the agenda, but the meeting actually starts at 3.30. [39:35] We'll see the next downtown ribbon. It might be the 19th, but I was going to report later [39:43] much like the 21st because it was just before Thanksgiving. They cancelled it said too much going on, [39:48] so they might be canceling this one as well. [39:50] I just wanted to make them aware that so far they have not requested that we do the annual assessment. [39:55] Okay. That's not what I was going to say, but okay. [40:02] That's the only note I wanted to make on six and there's only one seven. [40:05] It says you guys meet at 7.30 a.m. which you guys meet in the evening for the CRBPA. [40:08] Oh yes, we meet up 5.30 p.m. [40:10] Okay, so if we could get that changed to 5.30 p.m. on there as well. [40:12] all right the audit committee is currently myself and they can see we meet [40:23] morning to go over the audit results before we've ran to the full board so [40:27] it's just a one-morning commitment once a year. It's not every in the [40:32] morning. Oh this year the meeting is tomorrow at 5.30 and I have drafts for [40:44] So I'm I'm more than happy to stay on do we want to who would like to join you there? [40:51] All joining you. Thank you. I know everybody jumping at the auto. [40:54] All right. I did it for a couple of years. No, thank you. [40:59] I'll read you. So for a lot of people to myself and customers, writers. [41:07] Number nine, the Chamber of Commerce, Mayor and Mayor Pro Temps, so that's pretty [41:14] I can't. You're usually there anyway, so that's a good alternative. All right. Number 10 fire ad hoc committee is currently myself and council member parker. I'm happy on the fire ad hoc, do you? [41:24] Yeah. Okay. All right. We'll leave that one alone. Budget committee. We currently have budget committee. We currently have council member parker and a vacancy. [41:39] Anybody like to be on the budget committee? [41:42] Class, play, [41:46] park, and councilor Jenkins on the budget committee? [41:49] And that, just to clarify, the time commitment. [41:52] It's about a week, was that what? [41:54] It's a week. [41:54] So where are you guys meeting every day? [41:57] Every day. [41:58] I'm like across now. [42:00] Like how long? [42:01] Or how long? [42:02] It's in and all, like all day. [42:03] All day. [42:04] All day. [42:04] All day. [42:05] All day. [42:05] All day. [42:06] All day. [42:07] And then what's around what it's very intense for like two weeks [42:15] Okay, and [42:17] What's do we know like about what week? [42:21] February [42:23] First first part February, okay, right, [42:28] okay [42:29] All right number 12 the council law enforcement subcommittee currently have council member Jackson and a vacancy [42:37] when anybody like to sit on that. [42:39] Oh, it needs to be council member Istone. [42:43] Oh, it does, sorry, I need to read that. [42:45] But I would like to stay and the chief [42:46] doesn't get to vote me off. [42:49] I'd like to join in that's a subcommittee possible. [42:51] Oh, sorry, didn't catch that. [42:54] It's okay. [42:57] That's where everybody looks at beyond that too. [43:00] All right, number 13, the air pollution control. [43:04] I'm sorry, I'm sorry, that that was myself. [43:06] Me and Gary. [43:06] Okay. [43:06] Or not altering it myself. [43:08] It comes over ice-dome. [43:10] Okay. [43:11] Number 13, the air pollution control district. [43:15] I think I've only had one, maybe two meetings the entire time, so I'm fine to keep it. [43:19] Unless somebody really wants to be on the air pollution control district. [43:22] Okay. [43:24] Number 14, the annual surge of the FDA, as far as I know, I think the things that hardly ever [43:29] meets at the ever. [43:30] So it hasn't met during white terribly city events. [43:33] Okay, so we're probably pretty safe on that one. [43:37] The Groundwater Commission. [43:39] Councilor Parker, you have to do this a good, we can. [43:41] And then the Continuum of Care Council, [43:44] where we have Councilor Virginia, happy with that? [43:46] I'm happy with that unless everyone is really wanting [43:49] to put you on that one, but I'm definitely happy with it. [43:53] I want to comment on that. [43:55] When I filled in for you, we talked about having an alternate [43:58] from the city, did you get that get approved? [44:02] I think they needed to touch face with sitting in the journal. [44:08] No? [44:09] Okay. [44:10] All double-tracked with them. [44:11] But it was addressed, but I don't, it wasn't like finalized or anything. [44:17] Can we? [44:17] No, it does get finalized, I'd be happy to be the author now. [44:20] As they say, can we approve an alternate for now, and then if they tell us no? [44:23] No, that's fine. [44:24] It looks like it's still in that way. [44:25] Yeah. [44:25] Okay. You just have to change it in their documents and more. Okay. So do [44:32] have anyone that would like to volunteer to be the alternate for the continuing [44:34] care? Right. Yeah. Okay. [44:38] All right. So it looks like we're all good except if we want to go back to number three. [44:43] Do we want to rediscover the community center? Do we want to leave it out? [44:47] Unless you want to break from it. I think I'm okay with what I've thought. [44:53] I'm saying that they only meet four times a year. I'm fun with it. [45:00] All of the changes, everybody's written down. Can I have a motion to approve the agency representation for council members? So moved. Motion by Councilmember Iestown, second by Councilmember Jenkins. All those in favour? Opposed? Chair votes, aye, motion carries. All right. Thank you, everybody, for volunteering to all those spots. [45:22] So we're on to item number eight. [45:28] This is the Cal Transit Highway 36 Reconstruction Project Facilities Agreement. This cannot be. [45:37] I bring to you the utility agreements, just like the last Highway 36 project, the [45:45] Antelope project from the bridge, yeah, east. [45:52] CalTrans has requested that any utility that the city owns, that the utility boxes the [45:58] lid, the manholes, the water meters, all of those have to be raised after the pavement [46:02] goes in. [46:02] So, this project will go from Baker Road all the way down through Main Street and then turn [46:09] on to Antelope. [46:10] This is also a portion of the one where we're re-striping Main Street just so everybody is aware [46:16] of that project. [46:17] They've gone through and done an assessment on how many utility boxes both for sewer and [46:21] water need to be raised. [46:23] They've come up with an estimate. [46:26] It is $800,000 for the sewer adjustments and $30,200 for the water adjustments. [46:34] Because we have a franchise agreement with CalTrans, it's the city's responsibility to either [46:39] hire a contractor to make all of those adjustments after CalTrans has come in and paid. [46:44] Or we can tag on to the contract, CalTrans's contractor does the work and we make the payment [46:51] for that work. [46:52] I suggest that's the way that the city proceed and what I'm asking you tonight is to approve these agreements [46:58] So CalTrans can make sure they're bid documents reflected accordingly [47:01] And then at the time of the construction they will send us an invoice where we will pay [47:05] There'll be no [47:07] General fund impacts all of this will come out of the wastewater and the water budget for the budget did year which [47:13] What I'm hearing is potentially next year, but possibly the year after by the time they get the project designed and out for bit [47:20] We'll be in next year's budget, but it could potentially be rolled over to the next. [47:25] Absolutely. [47:26] Yes. [47:27] And we will include that in the budget as we go through the budget committee this year, [47:30] because we're aware of that ahead of time. [47:33] And the other assumption is CalTrans doing the work while they're doing the other work is [47:36] more feasible than trying to have somebody else come in there behind them or with them and [47:41] get them away. [47:41] Absolutely. [47:42] Much more cost effective. [47:43] It'll save public works staff time because if we were to do it, we'd have to put a full [47:47] proposal out, go through bed, spring into council. It's just easier to have their contractors [47:52] be responsible. And they also take care of the maintenance and warranty for the CalChance [47:57] contact time. [48:02] I make a motion to offer as a mirror to sign the California Department of Transportation [48:06] Utility Agreements. [48:09] Thank you. [48:10] I'll move the motion to Council on the part 3. Seconded by Council Mayor Jenkins. All those [48:13] in favor? [48:14] Aye. [48:15] Any opposed? [48:16] I would just like to vote, Chair votes, I would motion carries. [48:19] Item number nine, this is the acceptance of the 2017 and 2018 Edward [48:25] Eviron, the chair of Justice Association at the Decker. [48:30] Chief Sanders. [48:31] Honorable Mayor and members of the City Council, thank you. [48:34] Tonight I am asking you to accept two separate [48:37] first, Jack Grants, one from fiscal year 2017 and one from this year. [48:42] In September of 2017, I came before City Council, he had approval to apply for the 2017 [48:50] Jack Grant. [48:51] We did not receive notification until just about a month ago, November 2nd, that we were [48:56] actually awarded that, so there are about a year behind. [48:59] Similarly, in August of this year, I came before Council and gained approval to apply for [49:05] the 2018 JAG grant. We got that award letter on November 16th of this year, so much much [49:14] quicker and in line with normal practice. One of the grants is for $10,000, $45, that's [49:21] the 2017 grant, and that is to cover up for safety and wellness training. The 2018 grant [49:28] is $10,118, and that is to help us with our body-worn camera program. There's no [49:34] cost to the city so what we need is for you to formally accept both [49:39] JAG grants and then to provide for supplemental appropriations into our [49:43] budget giving us 20,163 into the appropriate revenue count listed there and [49:50] then to separate those for expenditure from two separate accounts the [49:56] 10,018 from a JAG grant account and the 10,045 from a JAG training account. [50:02] We have to answer any questions if you have them. [50:09] Are they going to have to go out to another expense account? [50:15] These are the two expense accounts that we need them to go from. [50:22] Those are the appropriate expenditure accounts. [50:23] Okay. [50:24] And once they go into the correct revenue account, then it's a wash. [50:28] Yes. [50:33] I'll make a motion to approve both. [50:35] Second. [50:36] All right. [50:36] I'm going to come to the right. [50:38] Second. [50:38] Second. [50:39] Second. [50:39] All those in favor. [50:40] All right. [50:41] And you pose. [50:42] Chair votes. [50:43] I have some chairs. [50:44] Thank you. [50:44] All right. [50:45] On some staff items. [50:46] Mr. Crabtree. [50:47] Sort of have a break. [50:52] It's called to a last minute meeting today that included three representatives from Buma. [50:57] And he says, for a place to locate about 100 trailers and, again, or near the trailer, [51:05] it would be interesting to watch that process, and you might imagine they're in a hurry [51:15] and these would be made available to back the weeds from the garbage. [51:21] Did travel trailers or mobile trailers go back to the combination? [51:26] Do we have a spot for these? [51:28] Well, there are spots that are considering Baker Road next to the search and rescue. [51:36] School Farm on the west side of Baker, or two that came up today in our discussions. [51:43] Each has benefits and problems. [51:47] Obviously, we can have these annotations and these things. [51:50] I [51:53] think the school farm I don't believe is hooked up to sewer, there is sewer that runs [52:00] at Baker and Park. [52:03] They also talked about having these ladders of waste to move every day. [52:12] So anyway, I just might hear about this on the grapevine, so I wanted to tell you about it. [52:18] No specific proposal right now, but I think there will be something in there, but [52:27] that's all I get at the firm in there. [52:29] I do. [52:31] Back in October, the Bureau of Reclamation came and did a presentation regarding the fire, the clearing projects that they have planned. [52:40] Now that the campfire is under control, the Cal fires crews are relieved and they are anticipating starting the work at Dog Island Park for phase one on December 17th. [52:54] So a press release from the city will be going out in conjunction with the Bureau. So just want to give you guys a head up. [53:02] Is that project determined on whether conditions? [53:05] No, they actually, because of the environmental restrictions regarding a bird, if I am correct, [53:13] they have to finish it before the spring or get this phase done before the spring. [53:18] So they will be working through the winter and it lets all hand crews, so they'll be no [53:22] burning or anything like that. [53:25] And I would like to say something to our new audit committee members. [53:30] I just want to let you know, for the meeting tomorrow night, you don't have to thoroughly [53:34] complete looking through the financials for all that. Basically we're going to [53:39] hand the auditors come and they're going to go through and explain to you about [53:44] the financial statements and what's included in them and then you won't have a [53:48] week to look them over and call me or email me if you have any questions on them [53:54] or if you see some kind of a typo or something and then we are going to bring [54:01] that financials to Council on the 18th, the next Council meeting. [54:09] And what time do we have to move on [54:20] to the committee council reports, LAPCO? [54:26] No meeting? [54:30] That's about it. [54:34] Good job. [54:35] The Transportation Commission. [54:38] I don't know if there was a meeting. [54:39] No meeting? [54:40] Okay. [54:40] No meeting. [54:40] That's about it. [54:41] Yeah, I love business association. [54:44] Their meeting was canceled, and I will hopefully tell them [54:49] what they need to have on December. [54:53] Because Rick, we usually get that bad thing [54:56] before you guys, before us in January. [54:59] OK. [55:01] We started hoping maybe they didn't want us to do it. [55:06] OK, no, I think that it just fell through the cracks [55:09] with all the Christmas and holiday stuff. [55:12] I will get it to Thomas community actually to see next meeting is the 20th [55:20] three o'clock at the board of supervisors building executive committee [55:26] JPA [55:29] yes the meeting is on Thursday Friday 30th and this will be the first meeting that we [55:34] have at the Lanto office, but by 30 of the Lanto office, there's a very small packet. [55:46] All right. And all GPA, Chamber of Commerce. So there was no meeting, there's no meeting [55:55] in December, and I would suggest since they're not too good about communicating that to us, [56:02] maybe telling us when the meetings are okay so get a list of what meetings because I know there [56:06] isn't one in April either because of the so but there wasn't email so I guess maybe you guys [56:12] were on it but I did not get it okay yeah so maybe if they could put a schedule together because I'm [56:18] pretty sure you know what meetings are not there yeah I appreciate that immensely and then the chamber [56:28] I remember Chris's breakfast is this Thursday at 7.45 at Dodge and where you're ugly letters. [56:37] I'm bringing a toy. [56:38] I'm bringing a toy. [56:39] 355 at Dodge. [56:40] 355 at Dodge. [56:42] All right. [56:43] Ground floor commission. [56:44] December 12th, 830. [56:47] To Hama County, continue with care. [56:48] We did have a meeting. [56:50] There was an update on the 10-year plan. [56:53] There's a sped a committee of policy makers specifically for the project. [56:57] There's also a safety security mitigation plan in the works as well. [57:05] The migration for the HMIS and coordinated entry has been completed and what's moving. [57:16] And, of course, now, California is looking at doing a state system so they will kind of [57:22] We'll throw everything we just said out the window if we end up being required to get on to that system, but hopefully not. [57:29] Luckily, we'll have one of our committee members on their committee to kind of steer them hopefully in the right direction and with that, with that system. [57:42] They're still looking at executive council membership, reviewing the matrix and making sure [57:47] that different groups have representation on that committee, looking at possibly adding [57:52] a veterans rep and possibly hospital and education, having a representative from those and then [58:01] we're still talking about adding an alternative for county and city representation. [58:07] And then the point time counts, they're starting to meet weekly from now to through December [58:15] and January to get the point time count ready to release that early next year. [58:24] Pretty much as they do need volunteers to help cover area for the point time count, they are [58:31] We're going to be out doing surveys in different encampments and things like that to get all the data that they need. [58:44] All right, there's no closed session this evening. [58:47] So are there any additional comments before we close tonight? [58:51] All right, seeing none, we will adjourn at 7 o'clock. [59:18] Hi Steve, nice to meet you. [59:21] Okay.
