it kind of looks like we're F on both towns and [2:58] yeah okay um who in this room has filed for an appeals [3:05] process okay good good well Rob is going to talk about all of these items um [3:12] certainly just to be respectful to Rob and everyone else if you have a question [3:17] just raise your hand and allow Rob to call on you we have one hour allotted [3:23] and I want to be respectful to everyone's time today so we are going to [3:28] get started and I'd like to introduce our intern building official Mr Rob [3:39] pagles all right well I uh appreciate you all coming out this morning I know [3:44] you have a lot of questions I'm going to try to address some of those right off [3:47] the bat uh so we can get down to to other business um the elephant in the [3:53] room substantial damage letters where are they what's going on with them let [3:57] me address a few topics on that we have a list two lists one for Readington [4:02] beach one for Readington Shores on the clipboard over here if your address is [4:06] on that list then you have received a letter or let me clarify a letter has [4:10] been sent to your property address if you haven't received if your [4:14] address is on the list and you haven't received the letter let us know you can [4:18] contact the building department you contact town hall and we can email that [4:21] to you because we have that a record of that if your address is not on the list [4:26] you haven't received the letter that means we haven't gotten the data from [4:29] from Title Basin we get the in fact on Wednesday [4:34] night while we were in the commission meeting just after 6:00 I received some [4:38] data from Title Basin and we were able to send out another 164 letters this [4:42] week they went out yesterday afternoon takes about two days to process and get [4:47] all that organized so we to date for both municipalities Beach and shortes [4:54] we've sent out 885 Letters Out of approximately 1,400 we expect to send so [4:59] we're about 63% in letters being sent okay so if [5:04] you're here you haven't gotten a letter and your address is on that list [5:10] that may be in your mailbox today maybe on Monday if you are not substantially [5:15] damaged once you receive your letter then we can issue you your permit to [5:19] rebuild if you are substantially damaged per the letter then we do an appeal [5:24] process you give be a market appraisal you call Mike Twitty you have him come [5:28] do a bbrr you do bbrr request and he'll do a reappraisal of your home increase [5:32] the property value you can have a contractor submit cost [5:37] estimate the idea is we're working with a simple ratio what's the home worth not [5:43] the property but the structure what is the structure worth and what does it [5:47] cost to repair if we increase the structure value and we decrease the cost [5:54] to repair then we change the ratio bring you under the 49 for for the shores and [6:00] 50% for the beach and once we get you under that Mark then you can get a [6:04] permit and rebuild your home let me be perfectly clear not one [6:10] person in this building expects or demands or wants you to have to tear [6:16] down your house and rebuild it that's not what's going on [6:21] here we want to get you back in your home as quickly as possible but it does [6:25] have to be a safe home to move back into so we have to follow this process it's [6:33] outlined and codified we're going to follow the process to a te I cannot [6:37] issue a permit until I issue a letter and I cannot issue a letter until I get [6:43] the data from title B what I what I need you to hear is as soon as they send us [6:48] data we immediately go to work I spent all day Thursday locked away in my [6:53] office some of you tried to call some of you may have wanted to come by and and [6:57] visit uh I locked myself away the staff leave me alone let me work on these [7:02] letters because the most important thing to do that day was get those letters out [7:07] and I was able to get all processed in about 6 hours got it all processed got [7:12] it to the town clerk does her thing and then we were able to get those out [7:16] yesterday so feel good about that another 164 going out we're here working [7:22] our tales off to serve your needs uh and to me that was the most important thing [7:28] now we're coming back on the letters that we sent and we're re reviewing [7:32] those permit applications that you put in if you're not substantially damaged [7:37] we are working to issue those permits they'll start coming out Monday Tuesday [7:42] um you should get notification by email you or your contractor will get [7:46] notification by email that the uh it actually has a permit F gr as an [7:49] attachment to the email so that happens automatically when we do that any [7:54] questions about letters yes yes ma'am what's the difference between the [7:58] exercise your working on now versus the female letter that's on the property tax [8:02] records already good question so uh just I don't know if everybody heard that she [8:06] has what's the difference between the substantial damage letter and the FEMA [8:11] letter the FEMA letter is an estimate from Mike qut's office it's really the [8:16] the property value typically doesn't change much it's the cost estimate that [8:20] the title Bas provides that makes the difference there I saw a hand over yes [8:24] sir yes um in my case my cost of repairs for for a too low as under $400 to fix [8:30] everything M and I fix it myself so I based on our discussions on January 24th [8:36] I went ahead and sent you a list of materials that used to fix the house [8:40] have heard back from you since went ahead and followed the process that's on [8:44] the portal and contact building department on the 25th it's been over [8:50] two weeks no response back or Okay so let's let me let me just address one [8:55] thing real quick and I appreciate that and uh we'll deal we can deal with that [9:00] specific issue um uh later in this format with this number of people and [9:06] with our time limit it is going to be absolutely impossible to deal with each [9:11] person's specific circumstance everybody is generally the same but you all have [9:17] little bitty tweaks that are a little bit different so it's not going to be [9:21] possible to to sit here and and if I don't have my computer I don't have [9:25] access to to to research stuff uh you know we're we're doing our best working [9:30] as hard as we can to to resolve those issues that specific issue is really a [9:34] non-issue we just need to get you cleared up and I [9:38] understand yeah no and I understand and I understand that but um yeah this this [9:43] won't be the form for that yes ma'am well like she was saying FEMA gave us a [9:48] different percentage this Title Basin is given us a different percentage even my [9:53] insurance company had to give a percentage when they submitted in to be [9:58] reimbursed and there none of them match right right [10:03] the only one that I'm concerned about is the what's on the substantial damage [10:06] letter that's the only one that makes a difference between whether you're [10:10] substantially damaged or not so you're saying then all I need is an updated [10:14] appraisal on my home and just submit that that's all I need so we've [10:20] uh maybe most likely so what I've discovered and and I've done a few [10:25] appeals and some of you raised your hands that you've done an appeal um what [10:29] I've discovered is nine times out of 10 when you submit a reappraisal of your [10:35] home the value of the structure almost doubles it's a range of 40 to 60% [10:41] increase in the structure value and when that happens it it effectively cuts that [10:47] cost of repair part in half right and increases that ratio so we get you non-s [10:52] substantially damaged and it's typically that appraisal that makes the biggest [10:56] difference so that's all we need you you well so you can email the building [11:01] department you can bring it to our window just get us the property [11:05] appraisal and and and uh we now we now have a a request form for appeal and [11:13] then you reissue another letter do but we can do that for you right at the [11:16] window or we can email that to you and you reissue another letter hand sir you [11:20] had your hand for a little bit so that the reappraisal process that where you [11:25] mentioned it likely doubles is that coming out of Twitty's office or is that [11:29] coming out of a private adjustment private I haven't I have not seen [11:32] anything from Twitty's office on a reappraisal yet okay the ones I'm [11:36] looking at are private appraises i' so just the followup so you can't tell us [11:41] how long that process takes when we if we submit the 20's office you I just [11:45] have no idea uh this gentleman said possibly two to three weeks want make [11:51] some clarification on the process if that's the case I'm willing to bet [11:55] that's faster than private appraisal cuz I know those folks are super busy yes [11:59] ma'am so yesterday I got my letter as I was sitting in the Appraiser's office [12:02] and I was at 50.6 so when I asked them so I need some clarification on where I [12:07] go they told me that the lady there who was very helpful said send her an email [12:13] containing my letter my substantial damage letter pictures of my home before [12:18] the storm which I purchased in May okay she said send that and I sent [12:23] her my MLS which had all the pictures to see what the upgrades were but my [12:28] question is am I going to get a new letter saying that I wasn't [12:30] substantially D don't send you a new letter typically I don't so then what do [12:35] I do what do you mean so when I send her [12:38] all this information and they said it takes two to three weeks CU I talked to [12:42] the guy she transferred me over to the guy in Mike Twitty's office and I said [12:46] what do I do what's the process now because I'm at 50.6 and I'm in [12:49] Readington Beach you know I'm like $2,000 okay so I'm like what do I do and [12:55] he said that you submit all this information then I will get back to you [12:58] in 2 to three weeks am I getting a letter and do I have bring that to you [13:02] so you're you're asking questions about what Twitty's doing and I have no idea [13:06] you you bring the appraisal to me bring the reappraisal to me when you get it [13:09] from him from them sure oh so they'll send me a new appraisal I don't know [13:13] what they're going to do I can't answer for to so you need what do I need to [13:17] bring to you either a reappraisal from a from a private appraiser or from my [13:22] Twitty's office okay or a cost estimate that reduces the cost to repair T's [13:27] going to give you [13:35] somebody for can hear the people asking questions let's keep the chatter down [13:39] please don't have the substantial letter or damage letter yet but you got a [13:44] contractor that comes in and he's coming in under what Twitty's letter says with [13:48] the theme of 50% doesn't matter with respect it doesn't matter until you have [13:52] the letter you're not going to get a permit but our permit according to the [13:56] sample letter that you guys provided on your website say that the permits have [13:59] to be submitted by April 6 are we going to get an extension because it's taken 4 [14:03] months to get a subst I'll review that uh I'll review that but I don't believe [14:08] we're going to come anywhere close to that to that deadline I don't believe [14:12] that's going to be an issue but I'll review [14:15] that one sec we got a lot of folks behind you go ahead [14:30] you should submit you should definely what's his question uh he said [14:34] he came to the window with a private appraisal and they told him to submit [14:39] the private appraisal with the application for for the rebuild permit I [14:43] haven't got sureid so I have [14:52] to okay what I do um have you re have you received your letter yet okay none [14:57] of it matters until you receive your letter so let's get your letter because [15:00] if you're not substantially damaged I don't need your appraisal I don't need [15:04] we just need to get your permit to [15:10] built everybody's going to get a letter everybody's going to get a letter in the [15:15] grave with person two questions one is that the [15:19] cost is based on the structure damage structures so the point is that the cost [15:27] before head just have to one of the [15:32] cost the cost to repair and bring it back to preh Hurricane status I think [15:39] answered your first question yeah uh yes ma'am can you tell me again I'm the [15:46] building official for the town of red Geor second question once we get that [15:50] letter and we have an El and we have a demo how long will it take for us to get [15:55] the renovation you have to complete [15:59] the interior demolition part of the deal so you got to get your rough electric [16:03] safe secure sanitary right you've heard that term you drywall out studge dry you [16:09] have to be in a place where you're ready to cover things up and move on once you [16:14] have your non-substantial damage letter and your interior demolition permit is [16:18] cleared out then we can issue your renovation permit how long will that [16:23] take couple days we just have to RW days it just depend all depends on [16:29] all depends on volum yes sir hey talking about the the rough in of the electric [16:36] it sounds like you're making that sound that's part of the demo [16:40] permit that's not part of the rebuild permit I I would think that we're trying [16:45] to get everything to Safe secure and sanitized right that you know we we got [16:50] our electric secured okay but I don't it's nowhere near saying oh we did the [16:56] rough in ready for the rebuild now we didn't do a compl we didn't do a [17:02] complete rough in on our so to clarify safe secure sanitary what I've what I've [17:06] instructed folks who who called me or or sat on and talk to me we want you to [17:10] bring your home to a minimal what we what we call a minimal habitable [17:13] standard you can do all of the electrical including installing outlets [17:17] and putting covers on them you can't hang drywall but we want you to put a [17:21] cover on that you can use that outlet but I don't want you to accidentally [17:24] touch something that's going to shock you you can complete all of that stuff [17:28] that way you can plug in in a stove and you can cook in your own home no there's [17:31] no drywall and you don't have countertops to work with but you can [17:34] cook on the stove you can have a a toilet a tub a sink so you can wash your [17:38] hands and wash dishes and take a shower uh brush your teeth make sure your AC is [17:43] working uh uh so you got plumming you got AC you got your electrical [17:47] everything is safe you can live in your home there are no walls there are no [17:52] walls I get it you're laying in your bed and you're waving at somebody across the [17:55] across the building I understand it's not it's not living in your home it's [18:01] camping in your own home but you can with the Demolition permit you can bring [18:05] your home to a minimal habitable standard you can do your roof you can do [18:09] windows and doors uh exterior doors not interior doors everything but all of [18:14] those parts that really complete the home right all of [18:19] that can be done on your interior demolition permit so you just add if you [18:23] need to do your roof add your roofer to your inter interior demolition permit if [18:27] you need to do electrical he may want to your electrician may want to pull their [18:31] own permit and that's fine but you can add them to your end your demolition [18:35] permit same with your plumber same with your hbac put it all on there windows [18:39] and doors put it all on that that permit so that somebody can't break into your [18:45] home so you can actually live in your home you can sit down you're watching [18:49] Oprah you're eating microwave popcorn but you know you can see the entirety of [18:54] your home from your living room yes question [19:09] that's not that's that'se repeat the question speak up he asked about he [19:13] asked about the tax implications of raising or demolishing and rebuilding a [19:17] home totally not totally not my mom named me Robert they call because [19:22] Robert's a doctor a lawyer an accountant but everybody calls me [19:26] Rob and I the thing is when I went over there over here here over there you're [19:34] going to have to talk an accountant about [19:36] that assesses taxes when sir I don't have anything to do with it I can't help [19:41] you with that contractor [20:59] that does a building department or does a building official position we do all [21:03] the inspections as well safe built is working I live in Orlando okay um I'm [21:09] supposed to be there last night my wife supposed to be in my house 90 days [21:14] ago months ago safe built is working on a local permanent replacement for me uh [21:22] some folks going be really happy about that good um and and so the person that [21:27] they bring in God willing to be the last one okay but [21:31] my question is is your predecessor was just as clar he clarified what you're [21:35] saying about how making the house safe getting your electric that's common [21:38] sense okay and we all know that and my contractor has started to do work based [21:43] on those on that uh permit the reality is is that you have I don't know 75 [21:48] people in this room because if the next person that comes in and says something [21:52] different you um I will start the class actual law soon I'm just saying but [21:57] because because the reality is I just want to [22:00] make sure we're all good because a lot of our you know a lot of us are prepared [22:04] to do this bill's my supervisor he's really was super nice and you are for [22:09] years Bill's a wonderful man I came in and worked with Bill for about a week [22:13] before he pulled out and he and I went over all of this stuff what you hear [22:17] from me should be very similar to what you heard from Bill I think it's exact [22:21] clarifying no uh variation from that and the gentleman that they bring in or the [22:25] person I should say that they bring in to replace me we don't I'll sit with [22:29] them I still call Bill hey you know what about this and when when audities come [22:35] up and uh and he and I discuss them so that there's consistency in the [22:38] messaging and we'll try to continue that I can't speak for the future if I could [22:43] I'd be a millionaire I'd be a billionaire but we'll do our best to I [22:48] bought my house in May I would have bought it in October the so I can see [22:53] the future thank you what what if I don't I want to sell my and not okay [22:59] what are my choices that do I have to apply for per I don't want to repair I [23:04] don't want to leave in the house what I do you so you're going to sell it as is [23:08] and the and the and the seller just needs to be a I mean the buyer just [23:11] needs to be aware that they're going to have to pull permits to to do the work [23:15] and they are going to knock down the house and build the whatever they want [23:18] to do I mean you know do I have to apply for a permit now before [23:24] April if you sell the home and no work has been done without a permit then [23:30] eventually it falls under Code Compliance for for neglect and disrepair [23:35] but if you sell it to someone and they immediately go into the process of of [23:39] getting that corrected then then there won't be a problem at all what is the [23:42] duration for that neglect I'm can I every home is going to age and and [23:49] deteriorate differently so it it depends on the amount of damage you took the [23:52] amount of water how quickly you know molds and things grow on the home and [23:56] make it unhitable and unsafe in the community yes ma'am letter or no letter [24:00] we had already decided that we wanted to raise our house okay we got our letter [24:04] and we were over there m so uh we do have all our paperwork all our we've [24:10] already done the safety work we are glamping in our home and when I come [24:15] every week I wait in line I call every week I have emailed multiple times uh [24:19] two days ago I did get a call back and the woman told me that our permit will [24:24] be delayed to put up sheetrocking cabinets until the house is raised your [24:29] thought was that things are going to shift I that's okay that's a specific [24:34] question for your house and we do not have time to deal with each person's [24:39] individual specific circumstance I know about your circumstance and we can talk [24:44] after the meeting uh yes sir uh your replacement you said they going to be a [24:49] local person yes are they still going to be through F yes yes yes ma'am so is it [24:58] to do the safety build back if we have not we got our letter work [25:07] 100% substantially damaged we sent in our [25:12] appeal we are we don't want to spend the money on anything until you guys come [25:19] out and check it again tell us or may what would you [25:25] do cont you won't be able to do you won't be able to do any renovation until [25:30] you have a permit and I won't issue the permit until your appeal has been [25:33] completed which means we will have already done all that I get that but is [25:42] it that that's up I mean that's up that's up to you I you know that's up to [25:47] you I I can't advise you again we're talking specific about your home and I [25:50] can't advise that I haven't seen it I don't have data to look at I I really [25:55] can't uh it's a if you do that and your appeal does not go through so let me I [26:01] don't know if everybody heard her question but she's concerned about uh uh [26:06] spending money to bring the home to a safe secure sanitary standard and and [26:12] her home is uh damn sub is substantially damage she's worried about the appeal [26:17] process and the question is does it make sense to spend the money that's a [26:21] judgment call on you if we're able to successfully appeal then you're You're [26:27] Building back um if we're not able to successfully appeal you may have to [26:30] demolish or Elevate but um I can't make the decision for you on on what you do [26:36] there I'm just you know it's a tough call I get [26:40] it so we decide [26:44] Toge but not raise up can we just keep the land and then sell it the question [26:51] is uh can we can we demolish the home and sell the land be absolutely you can [26:56] do that you can absolutely I mean you're you end up paying the demolished costs [27:00] it may be to your benefit just sell as is you may get some structure value I [27:04] can't really yes ma'am yes if you receive a substantial damage um how long [27:11] do you have to reply and can you submit [27:16] bra Andes it does the cost of bra have to be submitt with a detail [27:23] report yes yes ma'am yes ma'am so how long do you have [27:31] FEMA says uh I'm going to misquote the terminology [27:36] it's a reasonable time frame is what they say you have you have to do it [27:40] within a reasonable time frame what is exactly it's [27:45] reasonable it's reasonable Can it can it title Bas time frame what is title Bas [27:51] time frame I haven't got my letter so you tell me it's letter [28:32] number one is it substantially damaged or not number two what is the cost to [28:37] repair estimate that they provideed number three what's the assessed value [28:42] and what's the percentage and that's that's what forms the letter I'm happy [28:46] to send that data out if you [28:54] want why are we all supposed to the established procedure that's the [28:59] feema guidelines that's what we have to [29:07] follow right I agree I agree tell us again we [29:14] got make all that without a letter yes yes [29:20] yes yes yes interior demolition permit right now get it done get the drywall [29:24] out get it cleaned out get the electrical safety uh get the yeah the [29:28] electrical system safe do your AC if you need to do your AC stuff Plumbing [29:33] whatever so the only is the drivew you can't close can't hang drywall can't put [29:37] up cabinets can't finish off your plumbing until you get until you get the [29:40] letter you can finish off the letter yeah [29:45] we again yes without the letter without the letter yes yes yes yes you can have [29:50] a toilet a shower and a sink okay yes sir the the question is what is what [29:58] what is the process for getting the interior demolition permit you can apply [30:01] for that online uh through our portal and you can apply for it here uh there's [30:06] some documents that need to be notorized uh and the we have a couple of notaries [30:11] in here so we do that for you for free U but honestly I I don't deal with [30:16] permitting part of it so I really don't know all the stuff they're asking I done [30:22] in one day oh absolutely absolutely we and and then it goes through A Brief [30:27] Review process we turn that out pretty quick um yes sir that what what do we [30:32] need do we need a liced contractor can we pull you can pull a yeah you can pull [30:37] a the question is what again what do we need you can pull an owner Builder [30:41] permit you just have to sign an affidavit that says you understand that [30:44] work done on your home under that permit means that you cannot rent or sell your [30:49] home within a year yes sir I think you just said that [30:54] you can do a a demolition permit online try that [30:58] I think what you mean to say is you can submit a completed [31:03] application correct it's not a writable form you can't click on something corre [31:09] I I don't know be honest I have one second [31:16] yes'am perhaps it be easier Rie step byep once someone receives a substantial [31:24] bamage letter what is the appeal process was we've done the appeal process [31:30] waiting for your answer but now I understand coming to this meeting [31:34] there's another form that was created that also has to be I'm not going to go [31:38] back and and ask people who have already submitted their stuff to do that form [31:42] that was just dropped at the window because you know [31:47] for all neighbors talking I'm telling my neighbor how progressing and then this [31:53] isown into the it won't it won't affect you what [31:58] are the steps I think everyone so you receive a a letter she asked what what [32:05] are the steps to do your appeal you get your substantial Dam you get a letter [32:09] that says you're substantially damaged you send to us or get in our [32:14] hands we do have a form for you to fill out it also contains a a waiver um but [32:21] you get it you get that information to us and we put you in the queue I send [32:25] out uh our inspectors to to do a reassessment of your home they're going [32:29] to come in and take pictures inside and out make sure there's nothing that [32:33] somebody missed some structural damage that might be there something hidden [32:37] they double check that they bring those pictures back to me we start an appeal [32:41] process the big form I have to fill out we produce ultimately produce a [32:46] report um I'm so sorry I skipped a step um fill [32:52] out the form and do the request we will need either a cont contractor's cost [32:59] estimate that lowers the Title Basin cost estimate or a market appraisal you [33:06] can get that for free from Twitty you can hire your own appraiser you get that [33:11] appraisal or costate or both or cost estimate or both to us and we we begin [33:17] your [33:22] appeal women and you mentioned electric so that you PL it Spector once the elect [33:29] is done told us we not allow to put outl in until the dry is up yeah that's [33:36] incorrect you can put outlets in and put just put covers over those yes sir just [33:41] one more to rebuild on the ground floor do I still have to do all of that [37:50] whole package or do I just get my contractor to submit a permit and get [37:54] work started have your your contractor can do what what whole package P are you [37:57] talking about um that whole uh permitting package that you have on the [38:01] website well either you or your contractor but it's the same for both [38:05] okay and the other every is I fortunately for me soon as I got on the [38:10] island I got a crew to come in and start pulling out the cabinets and did all of [38:15] that before the stocks were for went in so I need to go now and get after permit [38:20] for all I did so can I do that on Monday just go to the St and get it absolutely [38:28] yes sir in the best yeah uh so I have a substantial damage that of [38:34] 60% uh that works out at about uh $190,000 I'm allowed to spend to repair [38:40] my house okay the the uh title person come in with an estimate of $240,000 to [38:46] do M right so if I get a contractor which I have that comes in substantially [38:52] less than that less than the 50% around $100,000 will you accept and can I get a [38:57] per based on the contractor's again quotation again either a property [39:02] appraisal that raises the value or a contractor's estimate that lowers the [39:06] cost to bring you below in the Readington Shores 49% Readington Beach [39:11] 50% either one but not necessar either or or both I'll take yes [39:20] sir yes they are yes yes sir can you clarify how you're determining the value [39:26] of the where that number is coming from I'm not determining that at all that's a [39:32] it's your property appraiser my are you using to calculate whether the percent [39:39] I'm not doing a calculation on that that is title based your home for a year so if I if I have a contractor do it I [40:40] avoid that corre corre completely correct correct yes ma'am yes ma'am um I [40:45] just I haven't received my uh substantial Dage letter yet but [40:49] everybody beside me has in my neighborhood do you as the building [40:53] department know for a fact that Title Basin has every body's address it in [40:59] absolutely okay absolutely yes ma'am yes sir um as far as the percentage we've [41:05] heard some people with some numbers really close to [41:09] 49% 50.6 what if it comes in it's 48% that's just boom okay you're you're not [41:15] substantially damaging okay so the if uh we go through the they come back they [41:21] say you're substantially damaged we go through the process we adjust those [41:24] numbers with the appraisal with the with the cost cost estimate to rebuild [41:28] whatever and say the the cost of estimate to rebuild is [41:34] 48% then you're not substantially damaged and you so no one's going to [41:38] question that they assume you're coming in under 48% and what have something [41:42] 48.9% in the shores means you're not substantially damage and you get a [41:45] permit to rebuild what am I okay all right because I I didn't know if they [41:50] were saying hey yeah your estimate's 48% but you're so close that you could have [41:55] a cost overrun if you have cost what happen well a 10% contingency on the [42:00] cost is added is added just in case to prevent to 10% overrun is already added [42:07] in when they figure that either your contractor does it or we do it uh [42:11] ourselves but a 10% contingency is ated just I mean I said both commission [42:16] meetings on Wednesday if you watch one episode of Property Brothers you know [42:19] they open up a wall they find something right some reason they hit you with an [42:22] extra charge so we do have to add a 10% con right so either I to let you know my [42:28] contractor has put in the 10% contingency or so you don't add [42:33] another yeah I'll see it when I review their numbers okay am my yes ma'am just [42:38] one quick question the ground floor businesses that have reopened how are [42:42] they able to acquire their permits so quickly and if they to my knowledge we [42:45] haven't issued any permits to the ground floor businesses that reopen I'm working [42:50] with a few businesses that are that damage letter so [43:52] if you submit you know a new appraisal and the list of cost of what it will be [43:57] since that's a little bit different like what kind of time frame to get a [44:01] response it it greatly depends uh I have completed about five or six I didn't get [44:07] to do any this week because I'm inundated with other things uh next week [44:12] we're going to get back at it see if we can see if we can get at it I want to [44:15] get folks appeals done uh We've issued I I think five first let me say that every [44:23] appeal I've done so far has been approved uh not not seen one that was [44:28] had one that was 100% substantially damaged we've done that appeal and [44:33] issued that permit I feel like we spent a lot of time on substantial damage [44:38] appeals and that kind of thing let's move off of that subject because just at [44:42] this point I'm just repeating the same answers do we have questions not related [44:47] to substantial dams yes ma'am according to the this I should have receiv my [44:52] letter I haven't okay said that in the beginning when we when we first started [44:56] if your name name is on the list you haven't gotten the Zoning guy that reviews all plans he's not here [45:33] he's he does all that remote for us if you demolish and take it to Bare Earth [45:38] you now fall under new construction and your permitting is just like new [45:42] construction you go through all of the all of the protocols for new [45:47] construction which is Planning and Zoning flood plane if you're doing some [45:50] sea Waller duck you got to go through nav me there's a whole bunch yes ma'am [45:54] that's not what they said in the last meeting that we had up here at this town [45:57] with the FEMA Representatives they said if you tear down rebuild you can only go [46:02] 10% larger than the original structure that's exactly what they said in that [46:07] meeting okay that's for the grant if you take the grant money from [46:14] Fe yourself with no femr money do [46:29] uh condos are a mess right now again having [46:34] trouble each condo has be individually value we to look at the cost to repair [46:40] each individual condo I know [46:50] insance and [46:54] again building says [46:58] that LEL ofage is based [47:05] on% then you're level three so Ian you're asking a specific question I [47:10] can't [47:12] answer you want to scoot by excuse me sorry understand but the number of [47:18] stories is immaterial BAS on the individual unit action suit definitely [47:23] sounds like [47:27] I don't notice takes two [48:03] weeks to uh you free them up from where they are a week to get get the drug test [48:09] you know so people who didn't have blood insurance are they under the the same [48:14] requirements of building that's a great question that's a great question I mean [48:18] I here here's the answer to that question I'm jealous of just because [48:22] just because you don't have flood insurance and you don't want to get [48:25] flood insurance doesn't mean you're not subject to all of these rules and [48:29] regulations your home your structure is part of the nfip whether you accept [48:36] flood insurance or not if you don't follow get your permits do things by the [48:41] book then I'll have no choice eventually ultimately I'm going to file a 1316 [48:49] letter on your home with the nfip which excludes your dwelling from the national [48:54] flood insurance program which means you will never be well you'll never be able [48:59] to get subsidized for insurance and anyone who buys your home won't be able [49:03] to get subsidized for flood insurance so you're going to be restricted on who you [49:07] can sell your home to so yes you got to follow same process you have to post [49:13] permits in your you got you got to do it all you got to do it all yes ma'am yes [49:18] sir I understand that this has to do with the theme of discount to the cities [49:24] all included right it's part of [50:29] your substantial so if you if you're thinking okay pie in the sky this is [50:32] what I want to do give you the full thing I'm going to put my house back [50:35] here and the other part I'm going to I'm going to add on to this is my total [50:39] number I'm under the substantially damaged number therefore I should just [50:44] Smit it all at one time absolutely and if it's denied then I can drop back to [50:49] not doing that additional work [50:58] you are part of the nfip whether you're getting flood insurance or not so have [51:18] this that's your decision to make you can make that you make that decision if [51:23] you make that decision by 13 16 per anyone yes sir we received a substantial [51:30] damage letter with more percentage is decied we [52:21] to make coule changes how does that you need to you'll need to get redo your [52:28] substantial Improvement worksheet to account for those [52:32] changes [52:38] we Carrie and uh Carrie and Steve are doing a great job they they they [52:42] complete the workload every day whatever we have on a daily basis they complete [52:47] so it's we definitely don't have an inspector issue as far as I as far as I [52:51] know but you're the only one that's revie I no I farmed that out to whole [52:56] team we've got a bunch of people on on I'm the only one reviewing appeals you [53:01] don't want anyone else reviewing appeals you want me reviewing appeals I promise [53:05] you that that's a very slow process with all that you have to do but you don't [53:10] want to farm that [53:14] out well that's why that's why we now have a team doing uh a plan review [53:20] that's why we have inspectors com out there I'm relieving those parts of my [53:25] workload so so that I can focus on the things that really really matter to [53:29] folks which are these appeals real quick I want to I want to take a quick Str [53:33] because we're starting to lose folks and that and that's fine but I want to take [53:36] a quick straw poll on a couple of things that we've been talking about in our [53:40] town so forgive me for for changing gears here for a second there's been [53:45] some um buzz that it would be helpful for the building department to be open [53:52] for um Extended some extended hours we currently our our window is open and we [53:58] answer phones from 8:30 to 4: Monday through [54:03] Friday um so we have a couple of options for how to extend some hours one would [54:09] be to change hours to 8 to 6 the other would be a maybe like a half [54:17] day on a Saturday maybe not every Saturday uh so just kind of want to get [54:23] some some thoughts from our residents um show of hands who thinks 8 to six [54:31] would be a better [54:34] option days and then who thinks occasional s [54:39] Saturday or an occasional Saturday half day okay that was eight to [54:46] six okay awesome yes [54:53] sir no no we'll put that on separate perment because your docks your pools [54:58] your seaw walls they're not part of your substantial damage or substantial [55:02] Improvement we put let's put that on a separate permit and keep that out of the [55:06] calculation for for your damage yes ma'am are you respons is this department [55:10] responsible for new contractors getting licenses to be able to do work in this [55:15] area is that your department no well pelis County [55:20] registers and provides licenses for new contractors we take that information and [55:25] get them registered with us my question is my neighbor who has a [55:29] contracting business in Virginia he's been to start a business here um he [55:33] applied in October and what are we January and they still haven't approved [55:38] it that that's a specific question that I I just don't have but is that LE [55:42] what's the okay here's the general question what's the general leag time if [55:45] you apply for a Contracting license typic I mean we get contractors that [55:49] come in and sit down with our staff on a daily basis and get get registered yes [55:53] ma'am I just want to know I called on Monday [55:57] get one onone with you left a message I didn't get a call back until Thursday [56:03] was the best way to get want to talk specifics we have been behind on emails [56:08] we've been behind on phone so let me uh let me tell you what we did this week [56:13] the town clerk she's amazing we sat down she and I she said what can we do to [56:19] help and we hashed out a couple of things uh number one we had one phone [56:25] line coming into the building Department we now have three phone lines coming [56:28] into the building department if you call your call rings at three different desks [56:34] now before you go to voicemail because our folks are on the phone all day every [56:41] day uh we have if you've been here you already know there is a line to the door [56:47] every day from 8 8 to 4: um 8:15 we open at 8:30 people are [56:54] standing on the steps waiting for us almost daily our folks are [57:00] just they're working their fingers to the to the nub trying to get trying to [57:04] get to you um we now if you leave a voicemail we now get an email with your [57:11] voicemail attached so we have a team so we have about three people in the front [57:18] who are dealing directly with the public and then we always have two people in [57:22] the back that are just doing permit paperwork stuff trying to keep things [57:27] organized and moving and they everybody has access to the email so the folks [57:32] that sitting in the back that aren't dealing direct with the public or are [57:35] are checking email and listening to your voicemails and trying to get answer that [57:39] just started this week on Friday as of Friday we had [57:46] cleared Friday at 4: we had cleared the voicemail to only seven remaining [57:52] voicemails that hadn't been attended to now it's probably already up to 20 we we [57:57] couldn't expand the voice box the the mailbox so it's only 20 um we had it [58:03] down to 7 she was really trying to get it cleared out we we just ran out of [58:07] time so uh we'll pick it up again on Monday and we're just going to keep keep [58:11] working through it it's just a process if anybody has been here you know how [58:16] busy we are we're we got six people working on stuff uh just in this office [58:23] not to mention the folks that are remote that are working on stuff and it's it's [58:27] a lot it's a lot yes sir I want to commend your office we came in Thursday [58:32] to finalize our after the fact demo permit which got uh completed that day I [58:39] was asked if when I needed inspection I said how soon they said tomorrow which [58:44] was yesterday they were out they passed thank you fantastic have you gotten your [58:48] letter yet sub your subst damage assessment [58:56] oh you're the Zer yeah you're the zero [59:01] Fant we can get you we can get you your rebuild permit get you [59:06] going yes ma'am so I've had AO perm in since October it's not been [59:12] approved should have been I guess uh what kind of demo dry wall safe secure [59:17] BL so we we uh we have a handful and again specific which I can't I can't [59:26] addic but I will tell you that we have a handful less than [59:31] 10 that there was some process we had some temporary uh [59:37] contractors uh well all of our people are contractors but we we had a couple [59:42] people in that really kind of did things out of order in the system and didn't [59:47] like it and it was early on and uh we've gone to the uh company that provides the [59:55] software for a solution because we can't we can't move them through um um it's [1:00:02] just a weird I we don't understand it we don't understand it but we're not there [1:00:06] are about 10 maybe less than 10 that we're having trouble with we're working [1:00:11] I don't know if yours is in that stack but um we don't have a substantial [1:00:16] number of interior demolition permits that haven't been issued um any that [1:00:20] haven't most likely that's that's the problem so we're we're trying to work [1:00:24] with them to get a resolution yes ma'am if we are acting as our own general [1:00:28] contractor do we have to hire all licensed contract subcontractors do they [1:00:33] all have to be licensed a GC if you're acting as so let [1:00:38] me clarify if you're acting as owner Builder right no you can do all the work [1:00:44] yourself it's still subject to Florida Cod and we will hold you accountable for [1:00:49] doing things per the Florida code okay but if we buy or but that means if you [1:00:53] do owner Builder that means you cannot rent or sell [1:00:56] for uh if you hire someone to do some work we ask that you add them to your [1:01:02] contractor list on your permit so that we can hold them responsible for the [1:01:06] work uh down the road do they have to all be licensed yeah oh yeah okay so [1:01:11] they still have to all be licensed in the State of [1:01:14] Florida yes [1:01:18] talking of [1:01:28] assess it could haven't seen one yet I've seen something that came close um [1:01:34] I'll give you let me give you an example uh we had a home that was assessed uh [1:01:40] substantially damaged and they determined they said that it was slab on [1:01:44] grade and we went into the appeal and we found that it was a wood frame structure [1:01:51] on a crawl space and there was um uh substan rot in the floor system okay so [1:02:00] this is exactly what you're ask if you didn't hear it in the back she asked [1:02:04] what happens if you find something on the appeal part that messes up the [1:02:09] appeal basically and we found a a substructure that that had some damage [1:02:14] to it fortunately the repair fell you know their their property appraisal was [1:02:21] like a one of those 60 centers that really shot their structure value up [1:02:26] and then their contractor even with those repairs was under the Title Basin [1:02:31] number so they're still not substantially damaged but it could it [1:02:36] could change it but the point is safe secure sanitary right and so if we find [1:02:42] substantial we've seen a number of homes where you pulled out the drywall and [1:02:47] studs are just termite ridden I shouldn't say that uh wood born or [1:02:52] organisms have have appear to have eaten away at the studs so you got to go back [1:02:57] and fix that stuff for the safety of your home and that adds to the cost uh [1:03:02] to repair but it's it's necessary and if it's to a level that puts you over the [1:03:09] 50% then your home is still not save and we are going to have to do something [1:03:14] yes get the damage interior demolition stuff all that stuff completed and then [1:03:22] you come and inspect it and then we apply for the permit to [1:03:26] the other things or does that fall is that permit good for the entire no [1:03:30] you'll need a second permit so it's a two permit process interor demolition [1:03:35] again minimum Hab minimum habitable standard s c sanitary and then a permit [1:03:42] to rebuild renovation remodel permit okay and then can you you can't apply [1:03:47] for that until you pass the first one no you can apply for that oh you can apply [1:03:52] for both at the same time and then that that second one takes longer I'm [1:03:56] guessing a little bit because we have to go through a few more checks okay and if [1:04:01] you just use the contractor for that part the GC then you still have to wait [1:04:06] for that period for the uh the one year to you use a GC you use a GC to pull the [1:04:11] permit you don't have to wait even if I do the owner permit for the first part [1:04:17] correct so I can do the owner permit for the [1:04:20] first for correct yes ma'am so I want to say thank [1:04:26] you for having the meeting first and foremost um and but perception is [1:04:30] reality so my perception the previous week was that I came I stood in line for [1:04:35] 45 minutes I came to pay the permits and the they rang the amount wrong so then I [1:04:41] get an email back saying that I still owe $3 so I just want you all to be [1:04:45] aware that you know yes your hours are working hours I'm a working mom I have [1:04:49] three kids so no I'm not living in a camper in my driveway yet um but you [1:04:53] know I I appreciate you've added more people it sounds like I appreciate [1:04:57] you've added more phone lines but it's still our ad advocacy so first [1:08:41] of all the Florida Department of Emergency Management contracted to bring [1:08:46] tital Basin in okay so if we're having issues with Title Basin we are to [1:08:54] address those issues with the Florida Department of Emergency Management [1:08:58] that's fdm fdem fdm reports to the [1:09:04] governor so if we are having problems with Title Basin they are not being [1:09:09] addressed by fdm we go directly to the governor I can tell you that our staff [1:09:17] has had face-to-face meetings with f directly with title Bing directly they [1:09:24] have both waste the issues that we are experiencing I myself have sent letters [1:09:32] to our Congress women men Senators the governor and I have personally spoken to [1:09:40] the White House three times we are doing advocacy what we are dealing with is a [1:09:49] bureaucracy and we are impacted by that bureaucracy that is the reality of it [1:09:56] yes um I just want some clarity on one thing I think you said earlier if a [1:10:03] contractor has a estimate lower than the property appraisers number that they [1:10:10] assign for you does can that move forward or do you [1:10:14] still need to go through the appeal process you have to get your substantial [1:10:18] damage left I have it that is the that is the appeal process the contractor [1:10:23] estimate is the appeal process if you are substantially damaged you will not [1:10:28] get a permit until your appeal is completed the contractor estimate is one [1:10:33] part of the appeal process okay that's in the appeal process are you getting [1:10:39] any push back from we had a private apprais will come [1:10:42] out just like you said many times substantially higher than what Twitty's [1:10:48] office came out with right are you getting any push back is that accepted [1:10:52] it's a it's a I'm the one that makes the determination and no one questions my [1:10:56] judgment great yes [1:11:00] sir what are my options if I that you're going to grow mold you're going to get Critters [1:12:07] wood is going to rot and deteriorate you're going to create structural damage [1:12:11] eventually Code Compliance is going to come and say this home now needs to be [1:12:16] condemned for neglect so you can sit and write it out as long as you want I my [1:12:22] strong recommendation is at least get it gutted cleaned so that you stop the [1:12:27] damage while you're trying to sell it but you can do whatever you want it's [1:12:31] your home second [1:12:36] questioned [1:12:48] the yes yeah you can and and let's get your demo permit closed out by making [1:12:55] sure that it's safe secure sanitary for the purpose of sell yeah absolutely yes [1:12:59] sir do you or anybody else have uh any updated information on U what's got on [1:13:07] with the city applying to FEMA for Grant to [1:13:11] elevate applying to the to FEA for Grants excuse me to elevate your house [1:13:16] we have some grant information uh in packets over here I don't Gr stuff has a [1:13:22] city applied yet because we can't apply [1:13:32] before so Our Town Administrator was going to address these questions that [1:13:38] came up so I'll do the best that I can to answer your question um the town did [1:13:44] apply for FMA grants we filed our letter of intent so that has been done I have [1:13:52] not been informed that the letter of intent was approved but I think the [1:13:57] reason why that is is because the governor was working with FEMA to create [1:14:03] a new program which is what is being called Elevate Florida the premise with [1:14:10] Elevate Florida is that residents can go directly [1:14:16] to the directly to FEMA without having the municipality town city county as the [1:14:25] man or liaison or supporter so that I would focus on Elevate Florida you can [1:14:33] Google it to get additional information but based on our last commission meeting [1:14:39] Wednesday night we gave direction to the staff to continue to Advocate and apply [1:14:46] for other grants that are available so it is our intent to participate in the [1:14:53] grant process but understand in order for us to do that we have to have [1:14:58] Staffing and or outside Consultants to help us management manage it because [1:15:05] when we deal with federal grants it's extremely laborious and there's a lot of [1:15:10] red tape that we have to follow for the meantime please look at what we have [1:15:15] available for the grants here also pelis County website is a great [1:15:22] resource um for property information grant information I do know that our [1:15:29] staff is going to have a meeting uh next week with pelis County Economic [1:15:35] Development so we'll see what evolves from that so yes to answer the question [1:15:41] we are working on grants my wife already contacted Elevate Florida and she [1:15:47] couldn't be here today so I don't know what the issue was but she said she ran [1:15:51] into problems that basically made the whole thing work with that she wasn't [1:15:56] able to get anywhere with it I'm really sorry to hear that I what that tells me [1:16:01] is we need a liaison to help our residents navigate through and maybe [1:16:07] pelis county has a liaison and I'm just not aware of it but that's something we [1:16:11] can look into all right thank [1:16:16] you substantial damage did is not based on how much damage is on the buing like [1:16:25] and inside out it's based on the cost and if you go with the cost the cost [1:16:32] that before the cost that insurance companies [1:16:36] agree to pay and the cost that actually the [1:16:41] contractor they want you to pay them is totally three different numbers if you [1:16:48] go with the cost of the insurance companies I all the houses I think can [1:16:53] there or what cost that insurance company takes to for [1:16:59] house to fix your damages is very low okay very low of course because that's [1:17:05] what they're going to pay out exactly so so this L structure damage is based on [1:17:11] the cost that's evaluable is not based on actually what is the D establish that [1:17:17] I totally 100% the yes ma'am um in in regards to the appeals if your [1:17:22] replacement comes in is he going to be just diligent about appeals do we hope I [1:17:27] sure hope so more diligent than I am because very reasonable and diligent [1:17:31] about it I think the concern is if somebody replaces you where the appeals [1:17:36] end up hope hopefully they'll they'll work at it and be as passion about it as [1:17:41] I am I can't you know again if I had a crystal ball or the ability [1:17:46] to predict the future I probably wouldn't be standing here definitely be [1:17:51] sitting on a boat out in the uh keys somewhere fishing yes sir [1:17:55] so can you clarify the difference between my insurance company says your [1:18:02] damages are this and this is this is what uh you [1:18:07] get as I understand that has absolutely nothing to do with get your [1:18:11] substantially damaged letter appeal it come in with your contractor cost you [1:18:16] see those numbers you approve or deny based on that has absolutely nothing to [1:18:21] do what the insurance company I do not care about your insurance company one [1:18:25] bit their job is to pay you as little as they possibly can and maximize the [1:18:30] premiums you pay I do not care about your with respect [1:18:34] complet care about your insurance compan care about making sure your home is safe [1:18:38] secure sanitary for you your family and the people who live there after you and [1:18:43] the people who live there after that right so I I can get as much money as I [1:18:46] can out of the insurance company seate ball
