[24:07] eighty five hundred thousand dollars for the City of Reynoldsburg for the
[24:12] East Main Street Bay.
[24:16] Now, you know when you get something, some people just want to keep
[24:19] coming back. So then the mayor decided, well, you know, we got, we have this Bert View road
[24:25] project. I'm just going to ask for a little bitty little bit of money. And I'm proud to say
[24:30] that you got another half million dollars to the city of Reynoldsburg. So I look forward to
[24:37] going back to Washington to make sure that what has been approved gets allocated and
[24:44] so thank you because it's important when you can read off your list and say, I submitted
[24:51] 15 and I got 15 and Reynoldsburg has been amongst the 15. So thank you for allowing
[25:00] me to advocate for you. Don't believe everything that you hear on the news or you see about

[1:24:37] Lenora Angie Jenkins' contribution to the city, to the Reynoldsburg City Council, a
[1:24:45] resolution, whereas the City of Reynoldsburg wishes to recognize Lenora Angie Jenkins
[1:24:52] for her contributions and commitment to the City of Reynoldsburg and the community since
[1:24:57] 2000, and whereas Angie has served with dedication as Council President from January 2020 until
[1:25:07] present, and whereas during her tenure as President, Angie has had the responsibility
[1:25:13] to serve as acting mayor of Reynoldsburg on numerous occasions and whereas under Angie's leadership
[1:25:20] she oversaw the redrawing of district ward boundaries, the revision of the rules of council,
[1:25:27] the city charter review process, establishing a mask mandate during COVID,
[1:25:33] distributed masks to the community, supported legislation to ban single plastic,
[1:25:38] passed legislation to improve fair housing and declared racism a public health hazard.
[1:25:47] Angie has also supported the encouragement of new development to the city such as the
[1:25:53] Alliance and Central Ohio Primary Care as well as many housing developments that addresses
[1:26:00] the housing shortage in Central Ohio and whereas during her years of service Angie has provided
[1:26:08] provided concerned, thoughtful, and attentive counsel and commentary to counsel the mayor,
[1:26:15] city staff, and to the citizenry of the City of Reynoldsburg.
[1:26:21] Now, therefore, be resolved by the City Council of Reynoldsburg, Section 1, the City Council
[1:26:28] of Reynoldsburg is proud to acknowledge, recognize, and appreciate Angie Jenkins for
[1:26:35] her years of community service, her commitment to City Council, and her

[1:28:52] And I thank her for that, I think.
[1:28:55] No, it's been great and I've enjoyed the journey.
[1:28:59] We made history here in Rilsberg
[1:29:01] as the first African-American women elected.
[1:29:04] We were asked to submit articles
[1:29:06] to the Ohio History Museum
[1:29:07] And we were included in a new book recently called the radical imagination of black women ambition politics and power
[1:29:15] For that I am very proud. I
[1:29:18] Have always given back and volunteered and committed to my community since early early early early
[1:29:25] Early I won't give the date it'll give my age
[1:29:27] But I started out as a radio newscaster at Xavier University where I attended college
[1:29:32] I worked for NBC and did a show called NAACP presents
[1:29:37] which is a half an hour news program.
[1:29:40] I worked for the Cincinnati Chamber of Commerce,
[1:29:43] gathered easements door to door for Time Warner
[1:29:46] when they came to Ohio.
[1:29:49] I was a program assistant for Tony Brown Journal
[1:29:51] on special interest stories
[1:29:53] about the African American community.
[1:29:55] I assisted with a program for a Vietnam special,
[1:29:58] worked a job in family.
[1:30:00] I worked as a caseworker and worked for angels' wings with Delta Airlines for families that
[1:30:04] were in incidents with the airline industry. I also worked for the medical board, the nursing
[1:30:13] board of administrators, Department of Health. I worked with FEMA. I worked for the H1N1 viruses
[1:30:20] and Ebola health crisis. I worked in vital statistics. I helped with creating the form that is now
[1:30:26] used in hospitals for those parents who are admitted into the hospital and now look different
[1:30:34] than what they used to look like years ago.
[1:30:38] I worked with the Attorney General's Office to protect Ohio consumers.
[1:30:43] I've always held positions that include additional work that helped my local community and the
[1:30:47] state of Ohio.
[1:30:49] I'm happy to have paved the way for women and for women that look like me.
[1:30:54] and little girls as well. I know that I have made my mom proud when she stood when
[1:31:02] I was sworn in four years ago. I can also say that I've left a legacy which I am
[1:31:10] very proud of for my children to say good job mom. I want to thank the city of
[1:31:19] Reynoldsburg for taking my numerous emails and answering them as quickly as
[1:31:23] they did because I know I sent many of emails. I want to thank the staff also. Molly has been
[1:31:29] tremendous, could not have done this without her. I want to say once a raider, always a raider.

[1:35:25] For this year's budget, the only real significant change that I have from years past is that
[1:35:32] my department is going to be swallowing up all of the outside council funds from the
[1:35:39] departments that have had them in the past. Previously, we've had outside council fees
[1:35:47] for employment matters with the human resources department, bond filings with the auditor's
[1:35:54] office, and specialized development matters with the development department. We're going
[1:35:59] to continue to use outside council for those specialized purposes, but we're going
[1:36:03] bring them into my department. Last year, my department had $60,000 budgeted for outside
[1:36:11] counsel fees. We didn't spend any of that. It's more of a break glass in case of emergency
[1:36:15] type of amount. This year, we're asking for $80,000 in outside counsel fees to swallow
[1:36:21] up what was in the other department's budgets previously.
[1:36:29] Do we – I guess we'll go ahead.

[1:36:58] I advocate for us to continue to use that outside counsel for that purpose.
[1:37:03] We also use an outside attorney for employment matters, especially as it relates to arbitrations
[1:37:10] and filings through our contract with the FOP.
[1:37:15] The reason I advocate for that is that it's difficult for my office to work with our
[1:37:19] officers at a courtroom and prosecution level while also sitting across from them in these
[1:37:24] arbitration proceedings.
[1:37:26] So in order to avoid that conflict of law and of personality,
[1:37:31] I think we should continue to use outside counsel for those matters.
[1:37:35] And also with specialized development matters, there are areas with which our development department works
[1:37:41] that are very detailed specialized areas of development practice such as our CRAs and our TIPS.
[1:37:48] We get real deep into the weeds and the law and some of that.
[1:37:51] and we utilize an excellent probably the foremost attorney in the state for
[1:37:58] those kinds of issues and he is exceptionally affordable and we should
[1:38:01] continue to use him. So that'll all continue but it'll kind of run through
[1:38:06] your office now. Yeah the Purchase Orders will just be run through my
[1:38:09] office and I want to make sure that we have appropriate engagement letters and
[1:38:12] fee schedules with the outside counsel that we use so that we're
[1:38:15] documenting it a little bit better than we have in the past. Thanks. Any

[1:39:21] charges. The second portion that we have is the outside professional services. City
[1:39:30] Attorney talked to you about our council that we have which is required. It's
[1:39:35] fired Dempsey for about $10,000. The outside auditor that we use that does
[1:39:44] Because our state audits just renewed its $25,000 year and increased $1,700, mostly due to the
[1:39:52] single audits that were required to file because of our federal grants.
[1:39:57] We increased by $17,000 for Baker-Tilly for what's called a popular annual financial
[1:40:06] report that the mayor and I are planning on sharing.
[1:40:12] And the only good news I have is our credit card fees for community events has dropped $1,500.

[1:48:33] so they went out and contracted
[1:48:34] with a few other companies that were out there.
[1:48:37] The two contracts that they received this year,
[1:48:39] the best one that we had was Clark Environmental,
[1:48:42] which is the one you're looking at today.
[1:48:43] And that, once again, is for our mosquito spraying.
[1:48:46] They also go into perimeter controls,
[1:48:48] and we have our special events, and Larverside,
[1:48:50] and also do all the trapping in the city.
[1:48:52] So when we get a West Nile test, they let us know immediately,
[1:48:56] and then we update our website if they want to spray,
[1:48:58] and people then can opt out if they do not want it to be sprayed
[1:49:02] in front of their house, and you can look at a map
[1:49:03] but it'll actually show when the machine shuts off and on so that people who have concerns
[1:49:06] about pesticides or other things that may be used have that option.

[1:50:07] long time. A lot of firms interested in working for the city, which is good. The committee
[1:50:11] reviewed these based on the reviews and the scores. EMAGNT was selected as the general
[1:50:16] engineer. If you look the next three or there's a backup and then it will move
[1:50:21] down to engineering inspection.
[1:50:24] I want to clarify, so before this all used to be lumped into one, we've broken it down
[1:50:28] into the inspection process and the actual design process because they are very different
[1:50:32] disciplines.
[1:50:33] And the one thing that we really want to focus on was maybe changing some of the inspection
[1:50:38] work.
[1:50:38] That's more of the interaction with the residents and more budgeting purposes
[1:50:42] on our end.
[1:50:43] We want to see where we're at.
[1:50:44] So we did split this into two different disciplines this time.
[1:50:47] And once again, it's a two-year contract this year and trying to take advantage of prices
[1:50:52] and making sure we get the best firm and the best price we can.

[1:56:19] Department of Transportation is in the design and planning stages for an on and
[1:56:24] off ramp at Taylor Road and 70. It will be the third part of a very large
[1:56:30] project that the Ohio Department of Transportation is putting through starting
[1:56:33] at Bryson 70, well really 270 and 70, Bryson 70 is scheduled for next year and right now
[1:56:39] tentatively scheduled as a joint project would be 256 and Taylor Road and 70.
[1:56:45] The way that that project looks right now and again it's subject to change from the
[1:56:49] High Department of Transportation website is they would be an on and off ramp at Taylor
[1:56:55] Road so you'd have a crossover to get into Pickerington but then also have access
[1:56:58] to east or westbound on 70 and what we want to do is something unusual. We wanted to get
[1:57:04] ahead of the problem. So we're engaging with our partners in Etna Township to do a traffic
[1:57:09] study to provide information really for the entire corridor, everything from where that
[1:57:14] intersection would be all the way to Broad Street. So it's mostly concerning the focal
[1:57:19] point will be the intersection at Taylor and Palmer. The intersection itself and
[1:57:24] And everything eastbound is in the township, however, surrounded on all three sides is the
[1:57:28] city of Reynoldsburg.
[1:57:29] So we wanted to work with our partners to come up with something.
[1:57:33] So this would be an agreement where it would be not to exceed $49,000, and at the township
[1:57:39] would be responsible for reimbursing us up to $16,000, which is the estimate at the
[1:57:44] time that when that traffic study is complete.
[1:57:46] And then at that point in time, we will move into the public relations stage, which
[1:57:50] is having meetings to say, okay, this is what the experts have said.
[1:57:53] This is what it could possibly look like and then we will get ready for the next step again
[1:57:58] by that time
[1:57:59] We'll have some clarity on if 2027 is the actual deadline
[1:58:03] For construction for when for the Taylor Road project
[1:58:06] But we wanted to make sure that we were ready long in advance of that and it sounds like we already working with the end
[1:58:13] Township yes, I presented to them
[1:58:15] I presented to them about a month ago and they had a couple of conversations and then at their last meeting prior to this one
[1:58:22] They did go ahead and approve that at the last meeting their form of the agreements

[1:59:43] specific dates I think it even had like a day a specific day in there so we're
[1:59:47] trying to make it more generalize us into months as opposed to days everyone's

[1:59:53] allows us to have the full committee to be able to do that and you said it's
[1:59:58] going from a to
