I appear here last [29:10] January twenty second to advocate for the preservation of the [29:14] Jefferson school hours on young street [29:17] the historical society's goal was to participate in a discussion [29:22] that would lead to a denial of a permit seeking [29:24] the demolition of the building and see the beginning of [29:27] work leading to the preservation and hopefully restoration of this [29:30] historic structure [29:33] ... I I don't think we need to repeat your [29:35] argument here that this building warrants the city's protection [29:39] the heritage value of such a structure with well documented [29:42] when it received its heritage designation from the town in [29:45] nineteen eighty two [29:47] and we feel the passage of time has only served [29:49] to increase the value our view is that such an [29:52] extraordinary connection to our past warrant celebration and certainly not [29:57] demolition [29:59] now we're aware that discussions have been underway since a [30:03] January twenty second council meeting regarding possible options that would [30:07] see this building preserved and restored and we know that [30:11] the structural condition of the building offers some challenges [30:15] we also know however that such challenges can be met [30:19] that any number of heritage buildings have been successfully restored [30:22] and remain as useful reminders of our past [30:27] the society's view is that our goal of preserving the [30:29] historical value of the Jefferson school house could be achieved [30:33] in a number of ways [30:35] the building to the left word is restored for any [30:38] number of users [30:40] the building could be left on the side or possibly [30:43] move somewhat and restored in order to become part of [30:45] a larger project [30:47] for the building could be relocated to another site and [30:50] restored as a stand alone structure or indeed is part [30:53] of another larger development [30:56] the Historical Society doesn't underestimate the level of commitment [31:01] operation that would be required to see the Jefferson school [31:04] house preserved [31:06] the city investors and contractors would all have to work [31:09] together to see any of the option most I've referenced [31:12] above come to fruition the result however would be a [31:16] very public and a very positive display of our collective [31:19] will to see our past celebrated yet contribute to Richmond [31:23] hill's ongoing development [31:26] the Jefferson school house represents an opportunity for Richmond hill [31:30] to be very visible example of a community that values [31:34] its past and works hard to make up faster ... [31:38] integral part of its present and its future [31:42] in closing the Richmond hill Historical Society hoaxes demonstrated their [31:47] options but demolition need not be a solution [31:51] our goal is the preservation of the Jefferson school house [31:54] there are a number of ways to achieve that goal [31:56] there are many Richmond hill citizens who applaud that result [32:01] please remember when it's gone it's gone forever [32:06] thank you very much [32:08] thank you [32:13] thank you for the suggestions [32:17] Mr will help make [32:20] Sir [32:34] good morning fiftieth members of the city council of my [32:40] adopted community actually of the community restrict up to me [32:44] and my family your delivery location some weeks ago in [32:49] the last council meeting motivated me S. a retired professor [32:53] of history to pay a visit to the site it's [32:57] always helpful not just to look at papers staff reports [33:01] but look at the site [33:03] that I can make sure to put two paths that [33:06] that the [33:07] the first one I looked around the building it is [33:10] cropping days no question [33:13] it is beautiful in the matching different breaks [33:18] all entrapped yellow InStyleTime it is crumbling at the corners [33:25] and in fact that's a foundation but it's somewhat tough [33:28] job to be done there's no question [33:31] I went inside insight is to play in square a [33:37] rectangle room which is [33:41] so simple that you can see this one room schoolhouse [33:46] I could see actually imagine the deaths the L. eighty [33:51] test simplicity has its top [33:55] that is the third part of my exclusion [33:59] I went outside and looked at the property which is [34:02] it actually amazing why who's a south of the building [34:07] and then across the street and the construction site and [34:11] I look back and I'd like to share this with [34:15] your [34:16] it's from Google I'm not I'm in the nineteenth century [34:22] dress and so on thousands with feel good anymore [34:25] the what I no Dey sloths what I could see [34:31] now yeah I don't have my pen here excuse me [34:35] I have to take my column is [34:38] I imagine when I stood on the other side [34:42] the road to [34:43] on the west side of young I could imagine [34:47] if the economy gets face enough space I thought he [34:51] did calling out in the back [34:54] the town houses in the back or even sort of [34:58] accountability [35:00] and I could see [35:04] modern buildings framing six little halls and in contrast to [35:08] the reproach of the governed [35:12] C. H. whatever [35:14] what I DO that this old building doesn't have a [35:18] place anymore I thought what is this young generation me [35:22] as an old man still have hope for the help [35:25] of functions of contest my granddaughter would never agree with [35:30] this argument but always say pizza pop to me grandpa [35:35] this is grandpa transparency stability [35:38] this building has the potential exactly a place not being [35:44] moved somewhere else to Richmond green lights at train station [35:49] to make to be a living history black black [35:55] ... not just the fact this was a place Mister [35:58] Jefferson it in Basra but for people driving up [36:02] on yes did you okay there is a complementary opposite [36:07] contrast [36:09] and I'm sorry I don't know whether the also also [36:11] reflected Sierra but I totally agree my blood pressure was [36:16] going up to the state's argument the pamphlet isn't around [36:20] anymore this building at eight setting [36:25] can be a historical living plaque for the development of [36:29] a handed to a village to a town to a [36:34] city [36:36] this is something we can visualize yep [36:40] and I'm saying this because I'm quite encouraged by the [36:44] development of the old town hall at the corner of [36:50] young and Wright state [36:52] ... when I started my career of being interested to [36:57] what you guys do ... events look at this this [37:01] is a lively place today which problem no it's it's [37:05] amazing it's vibrating people experience it you can someone come [37:09] and meet me there yes well I can meet your [37:16] any for somebody not F. I can see in this [37:20] little baby coffee house [37:23] I can't see some see well I don't know whether [37:27] it's economically feasible and how to do it but couple [37:30] notes gives an example it's with swipe to preserve the [37:36] Jefferson school house it's a place where eight piece thank [37:40] you [37:43] thank you [37:49] okay ... ... thirteen for one council rally U. S. [37:53] to speak [37:56] thank you Mr mayor and thank you for the delegates [38:01] I don't believe there's any one [38:04] there wants to see the Jefferson school house [38:08] demolished [38:10] because as the gentleman solid quickly stated once it's gone [38:14] it's gone forever [38:17] D. the challenge I have [38:20] is that [38:22] we have the rights of the city versus the rights [38:26] of the property owner [38:30] without going into great history I've spent hundreds of hours [38:34] in that building [38:36] I think it's a magnificent building [38:40] I think it should be preserved [38:43] the challenges we have is that [38:46] how do we as a council [38:49] impose [38:51] our beliefs on a landowner with his property and his [38:55] money [38:57] it's very challenging if you put yourself in and the [39:00] owner's shoes and say [39:03] I'm struggling here I'm paying all these taxes I have [39:06] limited use of limited resources [39:10] and [39:12] maybe that owner doesn't see the value and the historical [39:16] building [39:18] so [39:20] the challenges [39:22] I think we all agree let's let's preserve this building [39:26] but the powers given to us from the government from [39:29] the the province [39:31] is that we can say yea or nay to a [39:34] demolition [39:36] we can't make them fix the building we can't make [39:41] them fix it to the standard we want we can't [39:45] make them make it accessible to the public [39:50] we don't have that kind of power hasn't been bestowed [39:54] upon us [39:55] so we have to work collaboratively with the owner [40:02] as a basic principle I don't think we have the [40:06] right [40:07] to impose our will [40:10] on a property owner [40:12] to make him do something against as well [40:16] and I say this for all [40:18] heritage buildings [40:22] the facts are [40:24] that we have given three demolition permits to designated heritage [40:28] buildings during this term of of office [40:31] and ... myself and several members of counts that I've [40:35] spoken to have I have not received one [40:38] one complaint from the public there was no outcry that [40:43] we're destroying our heritage buildings [40:46] this one is a special building [40:50] I would go against my general principles and say if [40:53] there was one building to protect this would be it [40:58] but it's never going to be protected by the the [41:01] owner [41:03] we would have to step in and do something [41:07] so before I finish I would like to move a [41:10] motion Mister Merrick [41:13] that we deny the demolition permit [41:16] but that being said [41:19] the gentleman made [41:20] the same ... recommendations that I would make if we [41:25] as a council believe that the residents of Richmond hill [41:29] want to preserve this property forever I think number one [41:36] it should remain a schoolhouse [41:40] for other [41:41] any use it as a school house as opposed to [41:44] what we did on young street with the old post [41:47] office we we bought it we restarted its magnificent it's [41:52] a real estate office kinda loses its contacts [41:56] so I would like to see the Jefferson school house [41:59] be purchased ideally the ultimate is be purchased if it's [42:04] the will of the people of Richmond hill [42:06] that the city purchased the property enter into agreement with [42:10] the owner restore at and turn it back into a [42:15] school house now not mainstream school obviously it's just one [42:19] little white house but let's say [42:23] for example we turned into a school house for an [42:26] autistic program for autistic kids [42:29] and forever have it there so everybody can enjoy [42:34] so Mr Maher I would move that we deny the [42:37] demolition permit for the time being and that we referred [42:42] this back to staff to enter into negotiations with the [42:47] owner to purchase the property restore the property and forever [42:53] leave it as a school house [42:56] that's my motion Mr [42:59] a second please [43:02] that's a chance [43:04] this one will get a chance to chat [43:09] this is [43:11] with the message [43:12] June 2 yes and this is on the screen [43:17] yes course but [43:20] thank you Mr mayor ... all right what do you [43:23] want to wish to see it on the screen before [43:25] you sure I'll wait okay just so we understand [43:30] this [43:34] yes [43:38] it's okay just don't [43:41] thank you [43:44] the second ... will speak when it's on the board [43:47] and then [44:42] this is [44:51] this is a [44:57] status is to [45:01] thank [45:25] 6 to stop [45:30] yes [45:36] okay and then the comments not lifted the speakers catch [45:39] a chance to second thank you [45:43] Mister chair [45:44] and I appreciate him over for this full [45:48] this is an effort to preserve a former Jefferson school [45:52] house now ... before makes for a common I'd thought [45:56] to move also mentioned some up referring to staff so [46:00] that they'll be opportune to come back ... but perhaps [46:04] would that be in the view of the ball forward [46:07] to capture in [46:09] C. [46:12] okay please [46:14] it would remove it because I hear the word of [46:16] referral your for saying to staff to come back I [46:20] just like to see the wording there but I certainly [46:23] support the [46:25] principal and the spirit office [46:28] with with a move like a resolute okay [46:32] okay [46:33] so now I want to say number one I fully [46:37] concur with ... I agree a hundred percent of the [46:41] first dedicate ... if I can call you GM Mr [46:45] president simply [46:48] I totally agree if you reverse gone it's gone [46:52] I mean when I first moved into Richmond hill I [46:54] remember used to be called Falwell and stopped you fall [47:00] knocked out power some of you may remember white collar [47:03] may not be the best thing you want to look [47:05] into in the morning [47:08] but I don't know why I still miss it because [47:10] it's gone it's gone it with dust weedy wreaths press [47:14] sense part of Richmond hill history in fact it might [47:18] be called all of us at that time right optional [47:22] I'm food for support in preserving in particular in this [47:25] case S. already a mention by him over ... so [47:29] this opportunity I believe the second dedicate our doctor Blake [47:34] talking about yes after these contracts all this perhaps in [47:39] the future with as high rise with his tonsils whether [47:41] it may be and I think that actor Scott ... [47:46] educational of thing full of [47:50] the younger generation of young at heart about where we [47:54] come from and so that we know the future and [47:56] I can send example I always like that [48:00] politiker setting [48:02] Gibson house on young street and populate with what a [48:07] user now call North York civic centre and they might [48:11] have [48:13] concourse point of order [48:15] right but my point is [48:18] the use of a kitchen housed they maintain that given [48:21] house and opened it as say some kind of educational [48:25] display purposes so for that purpose I'm support that this [48:29] could be turned into as a public or see it [48:32] be something up booting it back to of all original [48:37] purpose and dad of opportunity come back to console we [48:40] can deliberate gait so I ... I support that a [48:44] particularly looking at page fifty one of your report this [48:48] is precisely the spirit all three did not in this [48:51] decision of the heritage committee so I'm happy to support [48:54] it and thank you all for the motion ... to [48:57] ... by the way which are local councillor you should [49:00] add a name to [49:02] thank you [49:04] so much [49:06] good day this so [49:10] I have a party it'll put into school [49:14] I have a I have a group that was put [49:16] into a school [49:18] we visited the site [49:20] we have met with a number of stakeholders [49:25] clearing the owner [49:27] I would say you further what we wanna do is [49:28] you want to try to preserve this to me to [49:30] school yup me the H. fax system something else for [49:32] those that want to give an example of that this [49:34] is possible [49:36] because the situation in this type of rendering it obsolete [49:40] possible [49:41] this motion would not do that I don't think that [49:44] we should when we have people in our community hi [49:46] hi love the romanticism of [49:49] but expect the school boarder private school to go in [49:51] there is going to cost a lot of money [49:53] and I would like to have money for water and [49:55] sewer so people don't have the sewer back up into [49:57] their homes are like people have garbage pickup and everything [50:00] elsewhere in the state already here in Richmond hill we [50:02] have budget constraints when we have a party that is [50:05] willing to protect the school the heritage the look and [50:10] make it work without spending two to four million dollars [50:13] of taxpayers money I guess a two that we have [50:16] a housing affordability we have a gridlock we have high [50:19] taxation here I think that the resources I love I [50:23] absolutely want to take a schoolhouse [50:26] I think that this is a very important I think [50:27] ... the majority of council will likely agree with us [50:30] I think when you listen to the advice of the [50:33] stake holders including the [50:35] Historical Society of saying what their objectives are one two [50:38] three [50:40] this one to 3 is nice [50:43] but we cannot keep purchasing and go beyond our scope [50:46] we have to look at priorities as a basic level [50:48] government we can't just keep spending and doing things based [50:52] upon a wish not a need we have dozens if [50:56] not hundreds of families today who are in harm's way [50:59] because they are under stress because they have sewage in [51:02] their basements [51:04] that to me health and safety takes precedence over a [51:08] wish of owning a building that we can't operate [51:13] spent two billion dollars the candid post building for someone [51:16] else to do is nice but I don't believe it's [51:19] value to what our job is here although I very [51:22] much would like agree with that I think that the [51:24] cost of doing this when we have other options that [51:28] we know when we have people willing to do a [51:30] school and for those that ... I have engagements with [51:33] some people in the audience and outside to move that [51:36] school will likely crumble it to move it off site [51:40] to move it on young street to move those wires [51:42] about three hundred thousand dollars so it's for us to [51:44] say we want to convert this to go back to [51:47] give staff the responsibility to go in and negotiate to [51:50] purchase a site to be used for something that's not [51:54] going to add value when we have other options that [51:57] we can say let's work with stakeholders to preserve our [52:01] history to keep the architecture to embrace it where it's [52:05] going to be a showcase even the picture that was [52:07] shown by the ... by one of the delegates shows [52:11] that was people go by it gets lost well we [52:14] can actually enhance it and give you guys a visual [52:17] you guys haven't seen that this is possible [52:21] maybe [52:23] this motion will kill that so I think it's great [52:26] that we all say we want to cater to a [52:27] select few that one romanticism I'd rather focus on great [52:30] governance do what's right for the history of the site [52:34] ... and go from there but also by the will [52:36] of counsel and we'll go from there but I think [52:38] this would be a mistake so I would say to [52:40] that I would like to add an amendment if I [52:42] can if maybe if you'd like to move it move [52:44] as a friendly amendment [52:46] as opposed to give the direction to stuff to say [52:49] that go and ... as it says here the feasibility [52:53] of purchasing the Jefferson school house which would absolutely destroy [52:57] any possibility of any private investment whatsoever going into this [53:02] I would say I would like to say go back [53:04] to stuff and engage as we already have because that [53:08] was the motion last council meeting when we engage with [53:11] staff on options for the site we had a working [53:16] community this motion would not do that so I'd like [53:19] to ask mover says that being gauge back with staff [53:21] to look at all options as for the delegation of [53:26] historical societies three options as their preferred not exclusively saying [53:31] that the city is going to purchase this building [53:35] so this doesn't happen [53:40] yeah [53:41] we were filming an invigilator wonderful individual touches I'm asking [53:45] what you're doing last month ... [53:48] okay yes we can add something [53:52] thank you Mister Merrett so just just to be clear [53:54] ... with councillor Munch is asking is that we don't [53:58] restrict it to just the purchase of the property that [54:01] we look at other options [54:04] the I'm happy to I'm happy to make the amendments [54:08] so that you know go along to get along [54:12] please I want everybody understand that [54:14] we have been trying for years to work with this [54:18] property owner that design came from him [54:23] ... does that other iterations of how we can incorporate [54:28] the school house into a bigger project these are all [54:31] wonderful options my fear is this [54:34] that if we do nothing if we don't act on [54:37] one of the options and I'm happy to make the [54:40] amendment ... that house is going to crumble and when [54:44] it hits the ground in a pile of rubble it's [54:46] over we have to do something so I don't want [54:50] to just push this off into the future with with [54:54] no action so I'm happy to add Mr Clark [54:57] that [54:59] the manager of real estate [55:02] and staff be directed [55:06] to contact the owners of it as well as at [55:09] the end as well as to ... investigate options to [55:15] build I don't even know how you would word it [55:18] I mean [55:19] to preserve [55:20] options to develop the set that's always available for the [55:23] owner and for anybody to go in and buy it [55:27] another option is to preserve the schoolhouse [55:31] all right [55:33] Chad I just want to say yes or no answer [55:36] at this point yes indisputable preserving the actor for the [55:40] schoolhouse [55:43] Tania 25 seconds [55:48] okay [55:51] I still have [55:54] 4 speakers [55:56] all wrapped up with change the ref [56:31] okay there is [56:40] okay [56:44] okay this comes with emotion all right cancer west [56:51] okay so were this differently minutes or on the main [56:53] motion right [56:55] we're not talking about the amendment no [56:59] okay thank you okay so I I there are no [57:02] I mean I have agreed with a number of things [57:03] have been said I've disagreed with the details of some [57:06] of the things have been said but I think I [57:08] the first thing that I think we're also saying is [57:11] that we do need to protect this property it is [57:14] abundantly clear to me that ... any great city that [57:17] you can think of in the world has one of [57:19] the reasons it's great is because it has all these [57:21] unique ... interesting and probably historic prop property is that [57:25] it is ... preserved and if I mean I'm all [57:28] go down the list I'm sure you have a list [57:31] ... you know I've also been to seminars that you [57:33] know there's three or four things that you do when [57:35] you create a great city and one of them is [57:37] preserve your your uniqueness and your historic building so I [57:39] think that's clear and I think we're all singing from [57:41] the same song sheet on that which is great ... [57:46] the the the whole idea of in my mind from [57:49] anything I've learned that is the only way that we're [57:52] really going to be able to save heritage buildings realistically [57:55] is to have them be able to be repurposed and [57:58] be reincorporated into something else and I think that is [58:01] by far with a question in my mind the number [58:03] one way to go and Mr Blakey ... you did [58:06] mention that cover notes that stop good example in Richmond [58:10] hill but if you go down to Toronto there's many [58:12] examples where an old building comes something new and it [58:15] becomes a part of something new as well and I [58:17] think that's absolutely the formula that that's proven to be [58:21] a winner [58:22] so [58:24] I think that the the problem I have two problems [58:26] with this motion and it's only on see that I [58:29] have the problem I don't think that ... we can't [58:33] afford is a municipality to be buying any ... carriage [58:37] building that needs to be bought and nor do I [58:39] think we should it's not a good value for the [58:41] taxpayer because [58:43] in a situation like this ... that the old building [58:47] will become a profitable venture for something new it's it's [58:52] you know and the onus is on the owners unfortunately [58:54] to them in the body with a historic building on [58:56] it the onus is on that the ... owner to [58:59] deal with the property the way it is and if [59:01] there was a ravine in the middle of the property [59:03] they would have restrictions on what you could build in [59:05] the routine if there's a historic building there's a good [59:07] possibility that there will be restrictions on what you can [59:10] do because they start building the builders and developers are [59:13] creative people and they can come up with creative designs [59:16] I that's one example that comes to mind showed I've [59:19] seen that actually and I think it shows that it [59:21] is possible if we restrict this also to being a [59:25] school house that goes against what I just said because [59:29] you are freezing not only the building in time but [59:32] you're also for using the use and that building they [59:36] don't have one room schoolhouses anymore I mean that that [59:39] that ... the model of education is long since gone [59:43] and ... so allowing that school has to be calm [59:48] whatever the market wants it to be calm is really [59:51] important and if if we restrict what it can be [59:55] we're really defeating the purpose of all of the stuff [59:57] and frankly I believe were probably destined to fail in [1:00:00] the situation ... hi I would be able to support [1:00:05] see if we took out the part about looking at [1:00:08] the feasibility of purchasing this the school has because I [1:00:10] just don't think that's the answer ... I think the [1:00:13] answer is in my mind is fairly simple we deny [1:00:17] the permit application the demolition permit application which is in [1:00:20] B. and ... we say to the owner and it [1:00:24] will continue probably I would assume to say to the [1:00:27] owner that we'll do everything we can to help that [1:00:30] building be incorporated into some other conceptual design and you [1:00:34] know will it be easy no but it will it [1:00:36] could happen I've seen this happen in my world with [1:00:39] thirty five right street we had ... demolition application that [1:00:43] we work with the owner now we have this design [1:00:45] we're gonna incorporate the ... the end dean one of [1:00:49] the Indian family homes into the lobby of this new [1:00:53] development that's going to happen and it actually looks really [1:00:55] great I I'm quite pleased with that design so ... [1:00:59] I think that the the way to go about this [1:01:01] is actually very simple ... I think a and B. [1:01:04] are completely valid and I think that's what we should [1:01:07] do I think he would be fine if it if [1:01:10] it didn't include the bother bothering to go down the [1:01:14] rabbit hole of ... the feasibility of purchasing it ... [1:01:18] but I would say though that ... you know this [1:01:22] is possible and it's been shown to be possible in [1:01:25] many many situations and I think [1:01:29] regard if we if we have approved a and B. [1:01:31] and not see I would absolutely go to our staff [1:01:35] first thing after this meeting and say you know what [1:01:38] go out there have a meeting with the guy if [1:01:40] you haven't already and I'm sure we have and make [1:01:42] sure we do everything in our power to to get [1:01:45] this done because working together collaboratively is definitely the way [1:01:49] to go here and it is possible so those are [1:01:52] my comments ... when this comes time ... Mr mayor [1:01:56] I'd like a N. B. C. two B. twelve A. [1:01:59] M. B. could be one I guess but a and [1:02:00] B. maybe voted out together let's see separately [1:02:06] all right close the service [1:02:09] thank you Mr mayor thank you too ... the delegates [1:02:12] in order to staff who's worked tirelessly on this that's [1:02:16] true heritage Richmond hill and answered planning ... I agreed [1:02:22] to it to a certain degree with my seat mate [1:02:25] and fellow HRH ... at council a committee member state [1:02:30] councillor David west ... [1:02:32] a a and B. of this motion without question the [1:02:36] permit the demolition permit must be denied and we are [1:02:39] in it we are in the middle of a ticking [1:02:41] clock and that's denial of demo permit must come to [1:02:45] day so there's no question about that ... what I [1:02:48] do find curious is that this this this motion is [1:02:52] very similar to the one that was supposed to say [1:02:55] council a few weeks ago by myself and if I [1:02:58] want I want to I want to draw people's attention [1:03:01] to out of the river the revised it M. agenda [1:03:05] on page six fiftieths one seventy five on page fifty [1:03:08] one of one seventy five when you look at the [1:03:11] main motion as amended moved by the vice chair of [1:03:15] HRH March Andre recommendation one that heritage which were your [1:03:19] committee recommends to counsel that the ... staff report be [1:03:24] received that the demolition be denied that the city creek [1:03:29] place it publishes in the local newspaper and then what [1:03:32] was added day was that the manager of realistic be [1:03:34] directed to contact the landowner to begin discussions to investigate [1:03:38] the feasibility of purchasing the for much of the schoolhouse [1:03:42] ... and then there was an E. so when this [1:03:45] came to council a few weeks ago am I I [1:03:50] also I made a motion that day D. should be [1:03:53] changed because should be amended because it was certain restrictions [1:03:56] that we face as a public entity ... [1:04:01] stick to the office today not talk about last counts [1:04:04] me I'm speaking to the motion [1:04:07] okay you are here reciting what okay so when you [1:04:12] go to [1:04:13] fine I'll I will I will discuss that no further [1:04:16] it is in our agenda [1:04:18] M. [1:04:20] so through you Mister mayor I need to go to [1:04:22] a commissioner of planning commission of corn through the discussions [1:04:26] that I have had with you regarding this matter if [1:04:30] you look at sea there there were you explain to [1:04:35] me that there were specific policy this policy mechanisms that [1:04:39] we have to follow in order to in order to [1:04:42] purchase ... this asset as to you Mister may I'd [1:04:46] like commission according to please explain that again to us [1:04:50] because I believe it's germane [1:04:55] three Mister mayor ... the typical policy ... process to [1:05:00] purchase a heritage property would be that we would initiate [1:05:03] the discussions prior to an application for the demolition however [1:05:08] I do understand the intent of council and ... I [1:05:11] think up by having option for paragraph C. in the [1:05:14] resolution reinforces council's intent to the owner and staff understand [1:05:21] ... what we can look at and we will be [1:05:23] presenting options with no ... premonition here as to what [1:05:28] the outcome may be ... but certainly purchasing is still [1:05:31] an option whether or not it's a probability remains to [1:05:34] be seen I will certainly look into planning solution if [1:05:37] at all viable [1:05:39] thank you commissioner so just just to confirm to you [1:05:42] Mr mayor you're saying that the wording of C. in [1:05:46] your opinion with regards to policy M. is is ... [1:05:52] is applicables [1:05:54] 3 miss Meredith does not cause a sergeant [1:05:57] thank you and I needed to I needed to to [1:05:59] ... to make sure about that so I absolutely support [1:06:03] a and B. I do have a problem with C. [1:06:06] I. I feel that as as the council was set [1:06:11] that you buy [1:06:14] by microscope that the use of this back into another [1:06:20] school house well that would be excellent I believe as [1:06:23] well all kinds of of ... initiative should be looked [1:06:28] at once this is purchased and it comes to us [1:06:32] how can we repurpose this how can this be repurposed [1:06:35] by anybody who wishes to come in and and get [1:06:38] the house in in the little house so I can't [1:06:42] support C. as is written I would respectfully suggest to [1:06:46] the mover of the motion and the second act that [1:06:49] perhaps some further discussion be had about that those few [1:06:52] words for the purpose on converting the building back into [1:06:56] a school house be amended to be far more brought [1:07:01] because thank you to be formal board because as it [1:07:05] stands right now I believe we are we are we [1:07:08] are microscope in this and we should not be doing [1:07:10] this as counsel away said it could actually failed because [1:07:14] of that thank you [1:07:17] because the bears [1:07:21] thank you Mr mayor [1:07:24] for those who don't know I I sat for a [1:07:26] number of my first couple terms on heritage Richmond hill [1:07:30] ... and and this is not the first time in [1:07:32] this building has has come up ... and if in [1:07:35] fact many years ago with previous councils I suggested [1:07:41] nothing is gonna happen [1:07:43] unless the council buys it nothing will happen no one [1:07:48] else has those deep pockets to just throw good money [1:07:53] away to keep the building alive [1:07:57] counter the Dabo said we're not buying it [1:08:01] how we gonna live up to the scrutiny of the [1:08:03] the taxpayers by spending that kind of money and I [1:08:06] should for those you don't know the property is no [1:08:09] running water the property has no sewer connection [1:08:14] the property doesn't even have appropriate zoning for the current [1:08:17] uses for for years [1:08:21] no foundation for you as a brick building like that [1:08:24] would not have had the day would have built on [1:08:26] the the soil for years we've worked with previous owners [1:08:30] and current owners to look the other way on zoning [1:08:33] matters to allow what ever used could possibly come into [1:08:38] the building to keep the building alive because we all [1:08:41] know [1:08:42] an empty building [1:08:44] deteriorate quicker but the building is being used so for [1:08:48] years and years and years multiple councils have tried with [1:08:52] previous owners and current owners to try to get something [1:08:57] at there has been attempts by previous and current owners [1:09:02] to put applications in [1:09:05] but to no avail because my opinion [1:09:11] when they finally start looking at the financials of the [1:09:13] whole thing [1:09:16] the feasibility dies again [1:09:19] because I've been more than willing over the years two [1:09:23] okay fine we're gonna lose most of the building but [1:09:27] let's rebuild the facade on the new building [1:09:30] let's move the building on the property and none of [1:09:34] those have come to fruition [1:09:39] and and I hate to say this because I I'm [1:09:43] I'm fearful to offend the group that is here [1:09:46] but there's limited public interest [1:09:49] this is being in the papers over the years a [1:09:53] number of times ... I received one phone call [1:09:57] from a resident in my ward and we spoke of [1:10:01] it we spoke of the issues and we left with [1:10:03] the yeah what do we do [1:10:06] we don't at this point seem to have a willing [1:10:08] owner to say look at will spend whatever we got [1:10:10] to spend we get it there hasn't been a a [1:10:14] a a a go fund me or crowd sourcing of [1:10:17] the residents saying well let's see if we can't make [1:10:20] up the difference so the owner can actually preserve it [1:10:24] within a project [1:10:27] well [1:10:28] I have not received a mandate from my residence to [1:10:31] spend taxpayers money [1:10:34] on cleaning up every old historic building [1:10:38] encounters in the past have [1:10:42] and I look at some of those buildings now and [1:10:44] the other great buildings but they're not living up to [1:10:46] their potential and we're struggling now is a council what [1:10:49] do we do with them how do we incorporate them [1:10:52] into future use how do we keep the holding economical [1:10:56] so I'm glad that it's the C. has been taken [1:10:59] out or not taking up what has been separated I [1:11:03] cannot support see in any way shape or form if [1:11:07] there is a ... a private group that wants to [1:11:10] buy the property and restore the whole thing of course [1:11:13] the municipality will bend over backwards to facilitate that [1:11:19] but for us to put our money to it I [1:11:22] I can't support that at all thank you Mr mayor [1:11:26] thank you custody of [1:11:28] he was the mayor and [1:11:30] I'm in full support of ... on preserving the Jefferson [1:11:33] school house so a and B. I don't think anybody [1:11:36] has any problem here's what I'm hearing is it's pretty [1:11:38] obvious that we're on the same page we all want [1:11:41] to be sort of the ... Jefferson schoolhouse in terms [1:11:43] of ... see ... I'm a bit confused about the [1:11:48] motion because we said okay we explore tentative options and [1:11:52] also at the same time we are asking [1:11:56] the feasibility of purchasing it and converting it back to [1:11:59] a schoolhouse so is either like we talking about the [1:12:03] same thing over you with conflict in each other ... [1:12:06] what I'm suggesting to you move a motion is you [1:12:09] know maybe we should [1:12:11] first explore the alternative options to preserve the Jefferson school [1:12:15] house maybe you can act including the feasibility of pursing [1:12:19] the purchasing the former ... schoolhouse or converting it back [1:12:24] into the schoolhouse but but now I'll see is is [1:12:28] is a bit I don't know ... about the residents [1:12:31] here but I'm a bit confused because with every by [1:12:34] it but we also look at different options so I [1:12:37] think we should just look for options if you like [1:12:39] it you can including you know purchasing purchasing the ... [1:12:43] the schoolhouse and converting it back into school house so [1:12:47] is my suggestions the mover marched on to the motion [1:12:50] although it will make ... you know everybody covered because [1:12:53] I I want it that the United need counseling as [1:12:56] well [1:12:57] thank you estimate as Mayacamas and also ... sorry I [1:13:02] also because ... I don't know because we live A. [1:13:05] B. C. here but when I look when when when [1:13:08] I look at the ... the stock recommendations we also [1:13:10] have a B. C. D. U. so we missing a [1:13:13] which is to receive the staff report and E. which [1:13:16] is the ... the supplemental information ... ... provided by [1:13:21] toxic study Kelly to be received so I don't know [1:13:24] if we need to add those in there to make [1:13:27] the motion you know more complete so that's just my [1:13:30] comments thank you Mr mayor yeah [1:13:33] ... I have some comments to denote who turned to [1:13:36] the clerk it says be received is that required we're [1:13:40] dealing with it we've got a motion on so desperate [1:13:43] for [1:13:44] all right ... my comments are ... simply I I [1:13:48] I [1:13:49] I'm in favor of C. the way it is ... [1:13:51] because I read into it that we contact the landowner [1:13:54] about the feasibility of purchasing as well as exploring the [1:13:59] alternative options to preserve the Jeff the Jefferson school house [1:14:04] and when we do go back to ... thirteen point [1:14:08] four which is the one that we're dealing with now [1:14:10] our motion the reason we're here today was the motion [1:14:13] said that we deferred it ... to permit consultations on [1:14:18] the future of the Jefferson school so I think we've [1:14:20] captured it all here and I have no problem in [1:14:25] in the supporting this motion [1:14:28] to observe probably [1:14:33] go ahead [1:14:35] thank you Mr mayor so [1:14:37] we've we've heard a lot of comments and [1:14:43] end up what I wanted to say Mr America is [1:14:46] that [1:14:48] if we simply deny the demolition app application and and [1:14:54] don't put a CD in their [1:14:57] everything stays status quo and the status quo sadly is [1:15:02] that that building continues to deteriorate [1:15:05] and when it falls [1:15:08] when it falls [1:15:10] the hardship that the current owner is going through [1:15:14] will not allow him [1:15:18] to restore that building [1:15:21] then more difficult decisions will have to be made again [1:15:26] who's going to pay for the restoration of that building [1:15:29] what will the restoration look like will it be the [1:15:32] old Jefferson schools will we recognize it as the old [1:15:35] jobs schools [1:15:37] and so we have to be very careful how we [1:15:40] cast our votes today because my fear is and my [1:15:45] prediction is [1:15:47] this like many other heritage properties in Richmond hill and [1:15:51] we have a few that are in the radar right [1:15:55] now that are unsafe [1:15:59] M. one they're unsafe we now this council will be [1:16:02] forced with the decision between safety to the community and [1:16:07] preserving heritage [1:16:09] and the liability thank you councilman and the liability that [1:16:12] goes along with it and sadly I believe it's my [1:16:16] opinion that if workforce between the choice of the heritage [1:16:21] versus the safety safety will win [1:16:25] and the staff in the building department may recommend demolition [1:16:30] of the property for public safety and now we enter [1:16:34] into very very complicated legal process [1:16:38] and once we go down that rabbit hole we're not [1:16:41] coming back from the [1:16:43] so [1:16:44] I want to be clear we need to do something [1:16:47] other than just deny and that's why I did see [1:16:52] I don't know if the residents of Richmond hill are [1:16:55] going to back us other than the forty one signature [1:16:59] petition that you presented to us thirty five of which [1:17:03] lived in Richmond hello five which did not thirty six [1:17:06] I think it is ... but other than that we [1:17:10] need the support of the community if we don't have [1:17:13] the support of the community then this council may decide [1:17:16] not to purchase [1:17:18] the other options to explore alternatives really that's not the [1:17:22] mandate of the council or the city those options have [1:17:26] we spoken available counselor munches worked with this landowner I've [1:17:31] worked with this landowner I see members in the audience [1:17:35] who have considered buying this property I won't identify them [1:17:38] to point them out but they wanted to buy this [1:17:40] property you do something like councilman showed everybody but it [1:17:45] didn't work so please let's support this and try to [1:17:49] do something to preserve this because if we don't if [1:17:53] we just deny the application and forget about it [1:17:57] then sadly I think we're going to see a pile [1:18:00] of rubble there in short order those are my comments [1:18:03] Mr mayor thank you okay that is before us we [1:18:07] are going to deal with [1:18:10] a second round of the second round [1:18:15] I was wrapped up so it's a second [1:18:19] certainly go ahead thank you very much you should be [1:18:22] upset thank you Mr mayor and ... thank you ... [1:18:26] ... ... [1:18:28] everyone for the input and I listened carefully to ... [1:18:32] ... everyone my called saying and I think that I [1:18:37] find it a bit surprising ... somebody use the board [1:18:40] shot ... [1:18:42] confuse all I'm not confused at all all the only [1:18:46] thing that I can see what the reason being is [1:18:50] that please okay okay your comment should be about okay [1:18:54] the motion right the motion before us look yeah that's [1:18:58] what I'm doing Mister mayor less by I'm calling you [1:19:02] from my peers but one thing in common is a [1:19:05] common thing here everyone helping speaking want to preserve it [1:19:09] the V. D. divergence size views all up what to [1:19:14] do with it our necks but what we talk about [1:19:16] we can see is that we are asking staff that's [1:19:20] why stress previously report back to council we are not [1:19:24] saying today go out and purchase it and pay acts [1:19:28] media dollars no look at all options offering stock to [1:19:32] come back and they'll report to council then the decision [1:19:36] is made so to suggest knowledge of whether we after [1:19:40] stepping into only one direction ... I have to be [1:19:44] ... respectfully disagree about it does see we pass that [1:19:49] give the mandate to stop to look at all options [1:19:52] now the only restoration ... I half is what it [1:19:55] in fact I would only for the use of schoolhouse [1:19:58] but if the stock will come back I like this [1:20:01] sometimes issues are going to see so I'm stealing some [1:20:03] pop off A. B. C. and I do echo the [1:20:07] same words as the movers saying refer you do nothing [1:20:10] just denying it and I've seen in the past that's [1:20:14] something I'm afraid might happen that that may be too [1:20:18] late to save it thank you recently [1:20:23] okay let's let's move on to the auto sector [1:20:27] okay we are talking about this motion [1:20:30] not not [1:20:32] I think of this motion [1:20:35] what you not each other okay [1:20:38] coach [1:20:40] thank you Mr mayor our question to the commissioner of [1:20:43] planning [1:20:47] we're not private planners [1:20:51] do we have the ability under the municipal act or [1:20:55] the planning act or any act to [1:20:58] preemptively create zoning for a property without an application from [1:21:04] the owner ... do we have the ability to to [1:21:08] market such property to the private sector without the owners [1:21:13] ... ability I'm just wondering what is it that we [1:21:17] can do as as admits a power need to explore [1:21:20] options what do you interpret that as meaning [1:21:26] 3 Mister Maher [1:21:27] are you Mister bear [1:21:30] I interpret this is looking at all options to preserve [1:21:33] the building without use restrictions I don't I do not [1:21:37] see those words here at this time and ... certainly [1:21:42] to answer the broader question of council's authority ... this [1:21:45] Lister can correct me a council can rezone a property [1:21:49] at any time however that's certainly not the general practice [1:21:53] we we passed comprehensive bylaws or area specific bylaws but [1:21:57] generally not site specific bylaws without a development application for [1:22:02] that individual property by the owner [1:22:05] the three Mister Merrett by denying this it maintains the [1:22:09] protection that it has under the Ontario heritage act [1:22:17] I'd like a bit more ... dialogue on the exploring [1:22:22] alternative options [1:22:26] are we a are we able as a municipality to [1:22:29] waive all fees for applications are we able to waive [1:22:34] development charges so that something could be built here that [1:22:37] can't thus far be financially built here [1:22:41] trying to I'm just trying to for the for the [1:22:43] betterment of residents understand what we can or can't do [1:22:46] it we don't have a willing owner that hasn't put [1:22:49] it a complete application and yet and previous owners haven't [1:22:52] put in complete applications yet to bring it to the [1:22:55] point of counsel being able to approve [1:22:58] some use [1:23:01] three of us to actually we do have an active [1:23:04] development applications on file ... however the owner has chosen [1:23:08] not to pursue the finalization of those applications they've been [1:23:12] in effect for well probably three or four years now [1:23:16] but they have been suspended at the owner's request the [1:23:19] past year or so ... if the option and further [1:23:22] discussions with the owner become but does become issues for [1:23:27] discussion points of discussion we can certainly report that out [1:23:31] and explore the feasibility if that is what it takes [1:23:34] to preserve the building but certainly that will be a [1:23:36] decision of council has soup some date in the future [1:23:39] when we report [1:23:41] so three Mister Maher so were you saying yes we [1:23:44] can waive development charges we can waive application fees we [1:23:48] can [1:23:49] fast track it so to save the building [1:23:54] for clarity Mr Maher three Mister mayor we will explore [1:23:58] any and all options with the owner Mister mayor off [1:24:03] to directed to the CEO that if the commissioners not [1:24:05] able or not willing to answer the question [1:24:08] city manager are we able to waive development charges permit [1:24:14] fees and fast track an application in the spirit of [1:24:19] saving the building [1:24:22] three Mister where there's ... things in there that I'm [1:24:25] not entirely sure if we have to do some research [1:24:27] in terms of making sure it's not going to sing [1:24:29] a specific ... ... developments monetarily however fast tracking is [1:24:35] certainly on the table we can certainly look at ... [1:24:38] how we can affect those changes ... and then put [1:24:44] a package together for this individual if that's if that's [1:24:47] the desire of counsel I I again I specifically can't [1:24:51] say might have to defer that to others a report [1:24:54] back on on the financial incentives we can provide is [1:24:57] generally not allowed but ... ... there certain process things [1:25:02] and timing things we can certainly do to ... ... [1:25:05] ... to facilitate a development that incorporates the building [1:25:11] would you be more comfortable going on camera to have [1:25:13] that discussion [1:25:15] because I I I've been here for fourteen years I've [1:25:18] received a number of pieces of advice from current staff [1:25:22] from previous staff when it comes to [1:25:26] what you said bonus [1:25:28] but it now sounds like we're all not knowing or [1:25:31] not wanting to say anything [1:25:33] three American ... it's not a question of not willing [1:25:36] to say it I I simply don't know ... whether [1:25:40] that financial tense can be provided for for up ... [1:25:45] this use I know we can provide ... financial centers [1:25:49] through a convenient community improvement plan such as deferral DC [1:25:53] deferrals and application leaders and so on so it's in [1:25:56] the context of it another process and I'm not exactly [1:25:59] sure where this would fit I'm sure if that's the [1:26:03] desire of cancel we could try to figure something out [1:26:05] ... locals lined [1:26:08] thank you Mr mayor [1:26:11] all right the motion [1:26:14] the clerk question too Hey it's me [1:26:18] and then C. 7 [1:26:20] according [1:26:22] Cordova yes on the [1:28:14] this is the [1:28:21] okay there is we have a [1:28:26] please [1:28:27] [1:28:31] for the plant 130 [1:28:36] is the service call [1:28:44] mayors councillors and fellow residents my name is Carrie Tice [1:28:48] I am an engineer and I have been a resident [1:28:50] of Richmond hill for seventeen years I would like to [1:28:53] thank you for the opportunity to speak today about the [1:28:56] very urgent issue of climate change [1:28:59] I have read the staff report on Richmond hills climate [1:29:02] change actions and want to commend the city of Richmond [1:29:05] hill for all the great work they are doing and [1:29:08] continue to do [1:29:09] from this report it is evident that we all agree [1:29:12] that climate change is an urgent issue so I'm not [1:29:15] going to talk about the impacts we're seeing worldwide and [1:29:19] even in our own backyards [1:29:21] I stood in front of you eight months ago in [1:29:24] support of the motion to declare a climate emergency brought [1:29:28] forward by coun Sir David west at that time you [1:29:31] may remember my neighbors and I had just formed the [1:29:34] climate group neighbors for the planet hoping to generate more [1:29:38] public awareness in our community about the climate crisis our [1:29:42] goal is to empower individuals to reduce carbon emissions and [1:29:46] their individual lives in their community and Canada wide [1:29:51] as you are aware we are not the only climate [1:29:53] group in our community there is also the blue dot [1:29:57] drawdown targeting climate change and our news group extinction rebellion [1:30:03] we work closely together with different approaches to tackle this [1:30:06] issue different approaches but we all are all needed to [1:30:10] reach everyone [1:30:12] I would like to briefly summarize what has transpired since [1:30:16] we were here eight months ago [1:30:18] in July last year we held the first climate rally [1:30:21] in Richmond hill [1:30:23] where 50 people attended [1:30:26] two months later in September we held another climate rally [1:30:30] this time two hundred and fifty people attended [1:30:35] people wanted to join us they were concerned about the [1:30:37] climate crisis and wanted to do something but they weren't [1:30:40] sure what they could do [1:30:43] at that point I realized that the climate strikes were [1:30:45] not enough so in October we started holding bi monthly [1:30:49] meetings [1:30:51] we are currently working on three initiatives transportation changing eating [1:30:55] habits and food waste as they are some of the [1:30:58] biggest contributors to carbon emissions [1:31:01] a lot of people with great knowledge and expertise are [1:31:04] devoting their free time because they are worried about the [1:31:07] future we're leaving the next generations [1:31:10] students are also engaged my fifteen year old daughter has [1:31:14] started a climate action committee at her school ten students [1:31:18] came to her first meeting they want their voices heard [1:31:21] and to take their power back and change their future [1:31:25] I'm also hosting a community student climate action group some [1:31:29] students had expressed interest in our meetings I thought they [1:31:32] could benefit by coming together to collaborate and support each [1:31:35] other students from five different schools will be attending our [1:31:39] first students get together this weekend [1:31:43] this will be student led and I'm simply providing a [1:31:45] space for them to meet and of course some snacks [1:31:49] I am impressed by the energy spirit and leadership in [1:31:52] our community the residents of Richmond hill are concerned and [1:31:56] stepping up to do what they can to act on [1:31:59] climate but there is only so much they can do [1:32:04] what I have learned these last eight months is that [1:32:06] individual change is important [1:32:09] community engagement is even more important as it will lead [1:32:12] to bigger change but we will never get the reductions [1:32:15] in carbon emissions that are needed without systematic change [1:32:20] we need change from all levels of government so I [1:32:23] am asking you our elected officials to see the climate [1:32:27] crisis for what it is and add urgency to the [1:32:30] great work you are already doing [1:32:33] the United nation IPCC report says we need to decrease [1:32:36] our emissions by forty five percent from the two thousand [1:32:40] and five levels by twenty thirty and to get to [1:32:44] net zero by twenty fifty [1:32:47] I ask you are we doing enough and quickly enough [1:32:50] to meet these targets thank you [1:33:02] this feature [1:33:06] welcome [1:33:07] joining [1:33:15] the first action on climate change that we need to [1:33:17] take is to have an open and honest conversation about [1:33:20] it I'm relieved that we the people of Richmond hill [1:33:23] are in the process of doing this already so I [1:33:26] welcome this opportunity to acknowledge the staff report that has [1:33:28] been prepared for consideration today since the June eleventh council [1:33:32] meeting when I spoke about why I felt a need [1:33:35] to declare climate emergency I've been involved in several initiatives [1:33:38] in the community in order to help move the conversation [1:33:41] forward I helped organize the Richmond hill welcome to four [1:33:44] model was city councilor to Richmond hill so that he [1:33:47] could talk about his book called burning souls it's a [1:33:51] story about climate change with fictional characters based on real [1:33:54] science last October I prepared a series of community discussions [1:33:59] that was presented over three evenings the sessions will complement [1:34:02] one of one click to aligning climate three oh one [1:34:04] and we're intended to have conversations with people of various [1:34:08] levels of understanding in September I took part in the [1:34:11] climate strike organized by Kerry and spoke about why I [1:34:14] was inspired by Greta sunburst the teenager from Sweden who [1:34:17] spoke at the United Nations at Davos and at the [1:34:20] twenty nineteen international climate conference with so many attending the [1:34:24] strike I was feeling hopeful that our community is ready [1:34:27] to talk about solutions I do feel however that we [1:34:30] need all levels of government to be actively involved to [1:34:33] help us reach even more people the staff report that [1:34:36] has been prepared for the counselors is to give background [1:34:39] and a summary of climate change actions possible at the [1:34:42] municipal level it takes into account the potential economic impact [1:34:46] of climate change as future extreme weather conditions become more [1:34:50] common I am pleased to say that I understand and [1:34:52] appreciate the content in this report because I've been doing [1:34:55] quite a bit of reading about climate change for the [1:34:58] last few years I read books by scientists what psychologist [1:35:01] by communists and I've attended conferences and our mental seminars [1:35:04] and election debates ten years ago there was very little [1:35:07] mention of understanding of the climate crisis and now well [1:35:10] of course we hear it in the [1:35:11] news all the time the wildfires in Ontario and British [1:35:14] Columbia and California Siberia and of course Australia these fires [1:35:19] may not have been literally caused by climate change but [1:35:22] they have certainly been exacerbated by it we're fortunate here [1:35:25] in Richmond hill because we may not have the same [1:35:28] emergency situations as in other parts of the world but [1:35:31] our food sources and way of life will certainly be [1:35:33] affected by it Furthermore this is a problem that we [1:35:36] are partly responsible for because of our use of burning [1:35:40] natural gas and fuel in our everyday life we don't [1:35:43] need to be made to feel guilty though and the [1:35:45] worst thing we can do is start shaming others for [1:35:48] their lifestyle choices the best thing we can do is [1:35:51] decide what solutions we need to work on and get [1:35:54] down to business the staff report on climate change echoes [1:35:57] what we had to drive down Richmond hill drive in [1:35:59] Markham and drawdown Newmarket Aurora have already concluded and that [1:36:03] is that we need to concentrate our efforts on the [1:36:06] three areas that have the greatest carbon footprint one transportation [1:36:10] turnips to home heating and cooling three land choices there [1:36:14] are a hundred things that we could be doing that [1:36:16] several of them were mentioned last Sunday in the climate [1:36:18] change symposium they had to do with food choices and [1:36:21] reducing food waste what we need from regional councils to [1:36:25] help promote these ideas even more in the community some [1:36:27] of us citizens are using our own time and money [1:36:30] to achieve that which would be so much easier if [1:36:32] we had some creative financial backing and some ongoing verbal [1:36:35] acknowledgment I know the council and staff are busy with [1:36:38] so many things on your plate and I appreciate that [1:36:41] you're taking more time on the subject I appreciate the [1:36:44] counselor Perrelli came to a community town hall and purchased [1:36:49] a couple of books on climate change so they could [1:36:51] learn more I appreciate getting to know Richmond hill staff [1:36:54] practically Maria Flores miles flooring press floor Julius Lindsay who [1:36:58] I know are putting their heart and soul into the [1:37:00] resilient regional program outreach and figuring out what we can [1:37:04] do better I look forward to their full community and [1:37:07] energy emissions plan that is being prepared for release in [1:37:10] twenty twenty one [1:37:12] that some of you have taken the effort to purchase [1:37:14] books to learn more I appreciate that we have a [1:37:17] couple of champions on council especially counselor west he's always [1:37:20] open to ideas and will be available to help us [1:37:23] I hope that each of you cancers will reach out [1:37:25] and have discussion in your wards and keep this conversation [1:37:28] going and I look forward to working with you on [1:37:31] additional outreach to the community and truly appreciate that Richard [1:37:34] hell's efforts will be part of the global solution to [1:37:36] climate change in the future excellent [1:37:46] Kathleen wall [1:37:57] hello ... I am representing bluedot Richmond hill reading a [1:38:01] submission by Cheryl do and asking my colleague who regret [1:38:05] she was not able to attend today [1:38:08] we are all aware of the global threats we face [1:38:11] due to climate change well Richmond hell be ready [1:38:15] increased awareness and concern for the climate crisis was evident [1:38:18] during the federal election and Richmond hill is reflected in [1:38:22] the number of environmental groups that have formed over the [1:38:25] past few years and Kerry listed those groups for you [1:38:29] Richmond hill blue dot was established five years ago over [1:38:32] this time we work with the city on a variety [1:38:35] of initiatives providing our group first hand knowledge of the [1:38:38] dedication and expertise of the Richmond hill staff and details [1:38:43] of their environmental programs the report provided by council outlines [1:38:48] much of the excellent work being done as it relates [1:38:50] to climate change and the reduction of greenhouse gases or [1:38:54] GHGs as mentioned in the reports municipalities have direct or [1:39:00] indirect control over sixty percent of Ontario's GHG emissions as [1:39:05] they plan and regulate growth and development along with transportation [1:39:09] systems and networks it stands to reason to prioritize GHGs [1:39:14] and energy since it impacts so many areas of climate [1:39:18] concerns to address climate change it would benefit the municipality [1:39:22] to review their policies on transportation buildings and land use [1:39:26] through a climate plans we noticed that much of the [1:39:30] staff work is ongoing data is being collected conclusions drawn [1:39:34] additional time is required to drive effective policy recommendations it [1:39:39] may be beneficial to have expectations and targets identified over [1:39:43] the short medium and long term wise conclusions are made [1:39:47] it's anticipated that actions will be recommended [1:39:51] leading by example is always favorable and the city should [1:39:54] consider an internal audit if this is not already under [1:39:58] way to see what I'm [1:40:00] Clinton savings can be made at the city level bluedot [1:40:03] suggested staff address some of the limitations are facing especially [1:40:08] as it relates to transportation and being a multi tiered [1:40:11] municipality but there may be others we believe it would [1:40:14] be beneficial to create or strengthen alliances with other York [1:40:19] regional municipalities and the region to address transportation issues as [1:40:24] they relate to emissions is encouraging to see stuff reaching [1:40:28] out to organizations and community groups to capitalize on their [1:40:32] expertise we suggested to be continued and expanded with limited [1:40:37] resources it's important to forge strong alliances in order for [1:40:41] Richmond hill to be a leader cancel me council needs [1:40:44] to provide staff with the leeway to research innovative ideas [1:40:48] to current and upcoming climate concerns they need the opportunity [1:40:52] to access leading edge technology and solutions including those that [1:40:57] can be found with collaborative organizations such as the Ellen [1:41:01] macarthur foundation bluedot has recommended York region participate with this [1:41:06] group and the region is reviewing the feasibility of that [1:41:09] through regional council as you know our neighbours Newmarket Aurora [1:41:13] and Toronto as well as hundreds of other municipalities have [1:41:17] declared a climate emergency the city of Toronto has been [1:41:21] very proactive by adopting many actionable initiatives as you can [1:41:25] see listed and Cheryl submission [1:41:28] business opportunities existing climate solutions found in the building industry [1:41:33] infrastructure clean technology and other mitigating measures often these solutions [1:41:38] find cost savings along the way such as when Richmond [1:41:41] hill changed to LED lighting legislative pharmacy may impose to [1:41:46] ration however funding and grant opportunities from other levels of [1:41:50] government may be contingent on forward thinking initiatives we hope [1:41:54] Christian health that's not who is out on these opportunities [1:41:58] we are all part of the climate change problem we [1:42:01] need to be part of the solution through collective efforts [1:42:04] real change can occur to provide a sustainable healthy environment [1:42:08] this summer in a better position to affect change we [1:42:11] need your support to make this happen as Richmond hill [1:42:15] counselors you've taken an oath of loyalty and honesty deep [1:42:18] blue serve to serve the community server right that citizens [1:42:22] of Richmond help there's no greater responsibility to ensure a [1:42:25] safe and healthy climate [1:42:28] future generations depend on the decisions we make today historically [1:42:32] council has honored the residents through their commitment to protecting [1:42:35] our environment we hope you will continue to honor your [1:42:38] oath to Richmond hill residents recognize the good work that [1:42:41] has been done by staff and set forth a motion [1:42:44] to enhance and build on their initiative for the good [1:42:47] of Richmond hill it is time for real action thank [1:42:50] you [1:42:56] thank you and this is [1:42:59] N. 13.8 so what [1:43:03] I thank you Mr mayor thank you to the delegates [1:43:05] ... thank you for all the work collectively the you're [1:43:08] doing your groups ... I do not have to squeeze [1:43:11] this in in five minutes but I wanted to propose [1:43:14] a motion in a minute and I wanted before I [1:43:17] go through each individual detail of that the motion I [1:43:19] want to talk a little bit about the purpose [1:43:22] ... I want to the first purpose of the motion [1:43:25] about two [1:43:26] put forward is to reinforce the past work of staff [1:43:30] and endorsed further actions but I also want to kind [1:43:32] of highlight some of the priorities that have been laid [1:43:36] out in this excellent staff in front of us I [1:43:39] don't want the motion to show leadership in our community [1:43:42] and the wider community and I I think in doing [1:43:44] so I think it encourages other groups ... and to [1:43:48] do more things collaboratively ... in Richmond hill [1:43:52] ... I think in with climate change there's a million [1:43:55] things we need to do and ... we need to [1:43:57] go you know it they'll be a whole bunch of [1:43:59] people that will be involved in doing those things [1:44:02] I think it's really important that we inventory and measure [1:44:05] our communities greenhouse gas emissions if it can't be measured [1:44:08] it can't be monitored [1:44:10] on a practical level I think that having a good [1:44:13] plan will help us leverage grant funding and that was [1:44:16] actually mentioned a couple of times by the delegates ... [1:44:20] and I think that you know on a also on [1:44:22] a practical level the ... you know reducing the effects [1:44:26] of climate change will help us as a municipality to [1:44:28] deal with our infrastructure so there are some very practical [1:44:31] reasons where I think we need to take action but [1:44:33] I also think I mean most importantly that's the right [1:44:36] thing to do and ... it is it is urgent [1:44:39] whether we call it an emergency or whether we don't [1:44:41] still need to take action I think that's becoming more [1:44:43] and more clear to Mr Clark if I could ask [1:44:45] you to put the motion up on the screen [1:44:49] ... I want to go to this really quickly get [1:44:52] it and I'm happy happy to take questions from my [1:44:54] colleagues so part a is simply just to ... knowledge [1:44:58] the appreciate with appreciation they worked staff is taken thus [1:45:01] far I think it's an excellent report and I think [1:45:03] we are doing quite a bit in our community and [1:45:05] I would encourage them and like council to be able [1:45:07] to encourage them to do so [1:45:10] ... part B. and all the sub sections deal with [1:45:13] ... their star city's corporate climate change framework in our [1:45:17] community emissions and energy plan [1:45:20] one is ... I think it's really important in this [1:45:22] was referenced in the staff report that we look at [1:45:25] a lot of our decisions going forward through a climate [1:45:28] lands almost any decision that we make it mean in [1:45:31] the municipality has some impact on a positive or negative [1:45:34] way on climate change and we need to start incorporating [1:45:37] that in a more formal way in what we do [1:45:40] I really think it's important that we number two that [1:45:43] to take a greenhouse gas inventory for Richmond hill and [1:45:46] I believe that is part of the community and energy [1:45:48] emissions plan but I wanted highlighted here because I think [1:45:51] it's important but on top of that I think we [1:45:53] need to identify targets and time frames for greenhouse ... [1:45:57] gas emission reductions [1:45:59] number three ... I would like to explore our options [1:46:02] incentives to enable homeowners in the building in in the [1:46:06] homeowners for building an energy efficient it's C. retrofits to [1:46:10] conserve energy you save money and reduce greenhouse gas emissions [1:46:14] that is actually happening in that number of municipalities but [1:46:17] when I know for sure is Toronto right now and [1:46:19] they're they're wrapped I've started this program [1:46:22] ... I'd like to have ... options to promote private [1:46:25] property resilience and we talked about this at the beginning [1:46:28] of the meeting where I'm you know we've had some [1:46:30] flooding and we're going to continue to have some flooding [1:46:32] so I want to make sure that homeowners have all [1:46:34] of the resources that they they can't to safeguard their [1:46:37] homes [1:46:39] our number five one of the low hanging fruits I [1:46:42] think that we all have right now is the electrification [1:46:45] of our vehicles and I believe that there is an [1:46:47] opportunity to electrify some of the city's fleet as our [1:46:51] gas powered vehicles need to be replaced and also I [1:46:55] think with that comes the ... the need for us [1:46:58] to be talking about getting electric charging stations in as [1:47:01] many places as we can including our own ... [1:47:06] it also in others [1:47:08] I think we also need to impact and enhance the [1:47:11] capacity of our community to implement charter climate change actions [1:47:14] by developing a climate change community outreach to look at [1:47:17] and that's essentially to engage our community and to engage [1:47:20] some of the really good work that's already going on [1:47:23] in the community we have a lot to learn from [1:47:25] each other and I think this is very important ... [1:47:28] on that note a story a number seven we have [1:47:32] a sustainability metrics program which is I believe is a [1:47:35] work winning ... when we first came out but I [1:47:37] believe that there's probably also ... a reason for us [1:47:41] to be thinking about additional incentives that we can give [1:47:44] to builders to make more ... sustainable design features to [1:47:48] support support our climate change mitigation ... I would like [1:47:52] to stick explore the possibility of joining the global covenant [1:47:55] of mayors that was something that David Miller was talking [1:47:57] about it at clean air council meeting that we had [1:48:00] recently and I think there's a lot of learning that [1:48:02] can be had from being in a network like that [1:48:06] and it's just great [1:48:07] minute more Mr mayor I would also like to investigate [1:48:11] ... available grant funding because I think that there is [1:48:14] grant funding available and I believe that in the future [1:48:16] there will likely be more so [1:48:19] so just to quickly wrap up ... I do want [1:48:22] to thank staff again for their excellent staff report I [1:48:25] think it's very comprehensive and I really appreciate it so [1:48:29] ... this is not all of the important actions that [1:48:32] we're taking in the staff report they have been outlined [1:48:34] there actually are others but I think it's a great [1:48:36] start and I also believe that this motion if passed [1:48:40] will ... allow us to do more in the future [1:48:43] with it it can be added on to so that's [1:48:45] my motion thank you [1:48:48] so it [1:48:49] thank you Mr mayor I'll gladly second this motion and [1:48:53] I want to thank cancel west for all the work [1:48:55] that he does in this regard and the discussions that [1:48:58] I had with him on an ongoing basis are immeasurable [1:49:02] I also want to command ... all the local groups [1:49:05] the three that have stepped forward here today including other [1:49:08] organizations who also present here today who insure that climate [1:49:12] climate change climate emergency discussions are very prevalent in in [1:49:18] whatever they discussed to their ... in their meetings in [1:49:22] the two towards the congregations of women at these organizations [1:49:27] meet a most wanted thank staff the staff report that [1:49:30] was delivered to us is exceptional and ... for policy [1:49:35] from a policy wise discussion it is superb so thank [1:49:39] you very much to all who were involved into the [1:49:41] entire department [1:49:43] there can be no question that there is no greater [1:49:46] existential threat facing humanity and our planet today than a [1:49:51] climate emergency because of everything that climate change is imposing [1:49:58] on us [1:50:01] we as human beings most definitely need to take that [1:50:04] take into account what we do that could be an [1:50:08] exacerbating and dad making a making climate change move even [1:50:14] faster than it should in any normal cycle of of [1:50:18] climate change at the earth has experienced for millennia [1:50:23] we are stewards of this earth and we certainly owe [1:50:25] it to the earth to do that the very least [1:50:28] ... I believe that this motion also brings us better [1:50:32] in line with other York regional municipalities and other municipalities [1:50:37] and regions in the greater Toronto Hamilton area M. where [1:50:41] they have also passed similar motions and declared climate emergencies [1:50:46] ... it's a pleasure to sit on the cleaning a [1:50:48] council with my two seat makes a concert chan and [1:50:52] council west and we do very good work ... there [1:50:55] was well and with this group M. as we as [1:50:58] we begin to formulate even more ... more programs and [1:51:03] more at to find to find better ways for municipalities [1:51:07] to work ... with [1:51:10] with the residents and to work with staff in order [1:51:13] to effect greater change so ... I think every I [1:51:19] believe that every point in this motion is is is [1:51:23] necessary is germane and ... I want to thank again [1:51:28] councillor west and all the other community organizations for helping [1:51:32] us with this for today thank you [1:51:36] thank you fleur wrote [1:51:42] thank you Mister Merrick [1:51:45] of the last time we approach this conversation [1:51:51] admittedly wasn't aware of all of the initiatives going on [1:51:55] ... [1:51:56] the role of member of council is vast there's so [1:52:00] much that we need to know about so it helps [1:52:03] to go out to organizations as the ones that were [1:52:07] mentioned by Liz [1:52:09] and ... I did go out and ... surprisingly I [1:52:14] learned quite a bit [1:52:16] what I learned most Mister Merrett was that [1:52:21] there are things that we can do [1:52:25] not just as individuals but as a council [1:52:29] and I'm committed to doing those things and suggesting to [1:52:33] counsel that we do those things [1:52:37] I'm not prepared to declare climate emergency because [1:52:42] to me that's just words I'd rather have some action [1:52:47] one of the things Mr mayor that I learned at [1:52:49] that meeting were ... and I bought a couple of [1:52:52] books admittedly I haven't read them yet [1:52:55] I haven't had the time [1:52:57] but in speaking with the experts I learned something very [1:53:00] interesting Mister Merrett [1:53:02] that [1:53:04] ... my son for example lives in a condominium building [1:53:07] and he said that the you know I I'm concerned [1:53:09] about the environment I think we should transition to electric [1:53:14] vehicles as opposed to gas powered vehicles I said fantastic [1:53:18] ideas so let's buy an electric car he said can't [1:53:22] that I said why is nowhere to charge up my [1:53:25] car and my condo building [1:53:28] I said what do you mean [1:53:29] because I can charge it up neither can the other [1:53:32] six hundred people that live in the building [1:53:35] so [1:53:37] maybe it's a little thing maybe it's a big thing [1:53:39] I don't know but my commitment Mr Maher [1:53:43] to the climate issue is that each and at now [1:53:47] in the building code in the building code is already [1:53:50] been mandated that if you build a town house in [1:53:54] council Barroso correct me because he educated me on this [1:53:58] ... if I make a mistake please jump in ... [1:54:01] that in the building code if you build a single [1:54:04] family a semi or town house it's mandated that you [1:54:08] must have one electric charging station infrastructure built at [1:54:16] but not nothing exists for highrise development [1:54:21] so my commitment is and I've spoken to all the [1:54:25] applicants that have applications in right now for any mid [1:54:29] rise or high rise applications that they will not get [1:54:33] my support unless they provide infrastructure for each and every [1:54:40] parking space to have the infrastructure to put in an [1:54:44] electric charging station for the vehicles [1:54:47] because these buildings that are being built we'll be here [1:54:51] for a hundred years [1:54:54] and if they don't have the charging stations now or [1:54:57] the infrastructure for it then it's incumbent upon the building [1:55:01] ... corporation that was formed later to retrofit it at [1:55:07] an even higher cost [1:55:10] and we don't need to do that so my commitment [1:55:13] is moving forward every application and I hope my council [1:55:16] colleagues support me when those applications come forward to make [1:55:21] sure that each and every parking space has the infrastructure [1:55:24] for electric vehicles [1:55:26] so ... yes there's a lot of things we can [1:55:29] do these are some of them my question to you [1:55:32] Mr mayor is this these are all wonderful ideas presented [1:55:37] by councillor west [1:55:38] and my question is what will be the impact on [1:55:43] a staff resources for example timing to do this and [1:55:48] do we need to bring this up at a budget [1:55:52] through you know Charmander Pollock to see if we have [1:55:55] the resource because it's it's nice to direct them to [1:55:59] do this but if they don't have the resources that [1:56:02] they can't do it and so I think maybe we're [1:56:05] just putting the cart before the horse to you Mr [1:56:09] mayor to I guess city manager ... [1:56:13] or whoever this would be under [1:56:17] ... three Mister maybe I'll refer that to ... ... [1:56:21] commissioner Kwan I I this is the first time since [1:56:23] I don't know exactly what they are ... [1:56:27] what it all entails weather is captured and things that [1:56:30] we are planning on doing or or not so when [1:56:32] the offer that refer that to I'm in the same [1:56:34] position city manager ... it this the first time I [1:56:36] see all of these options and I don't know if [1:56:39] we're already doing them or ... if their process or [1:56:43] and we just need oversight or a confirmation to continue [1:56:47] to do a number of their new initiative so we [1:56:49] have to be cognizant of the time required by staff [1:56:53] in [1:56:54] so if if commissioner quite you're probably at the same [1:56:57] disadvantage but try your best ... three Mister Merrill ... [1:57:02] my observation is that the the certainly the introduction under [1:57:06] paragraph B. talks about community energy and emissions plant so [1:57:11] a lot of these initiatives can be incorporated into that [1:57:14] and those are things that we would have already been [1:57:16] doing such however there are some other things here like [1:57:21] electrification of the of the city fleet and what not [1:57:24] which you know what I would have to defer to [1:57:26] somebody or investigate further so my colleagues as what those [1:57:29] implications would look like and how far we can go [1:57:32] but certainly a lot of these things are are well [1:57:35] under way and I would consider these directives to be [1:57:38] a little more focused on some of the specific issues [1:57:41] in a festival of council we can certainly we will [1:57:44] certainly do our best to investigate them further [1:57:47] thank you Mr man my last ten seconds I'd like [1:57:50] to move an amendment that we added the next Roman [1:57:54] numeral after I. acts because I'm not familiar with what [1:57:57] that is is it acts [1:58:00] X. Hey I got it right ... yesterday if I [1:58:03] got something right I got a treat but I guess [1:58:05] not happen today ... just that acts that ... [1:58:10] a staff be directed to ... as strongly urge all [1:58:17] applicants for medium density and high density to have ... [1:58:23] the infrastructure for electric vehicle charging at each and every [1:58:29] parking space with their applications and then leave the rest [1:58:34] the council will take care of it [1:58:39] so if I spoke too fast Mr Clark [1:58:43] but your speed writer I can see [1:58:49] K. G. [1:58:51] well if it's there sorry I didn't see a counselor [1:58:53] west [1:58:55] just I would recommend it to friends [1:58:57] put in the work change but if you want it [1:59:00] instantly that's not where is the council [1:59:03] which one is which one is it [1:59:07] number 5 [1:59:10] installation of electric charging stations in public and private developers [1:59:14] buy [1:59:15] right I'm not offended by putting it in as a [1:59:18] extra [1:59:19] things fall apart [1:59:22] hello at [1:59:24] yeah I just think yeah because I want to be [1:59:26] more specific to the applications for the infrastructure as opposed [1:59:30] to the charging station at south [1:59:33] so 10 [1:59:38] thank you [1:59:57] and [1:59:58] differently 5 [2:00:01] yeah it's fun friendly J. [2:00:04] I don't want to [2:00:07] just because of the little ones that [2:00:57] for every parking spot [2:01:52] okay [2:01:54] give [2:01:56] is pilot [2:02:00] thank thank you Mister Maher AJ I strongly support the [2:02:03] the motion on the floor I think it's in keeping [2:02:05] with the the ... the added to this council's having [2:02:08] of taking action on on issues that ... you not [2:02:12] not just merely words and statements but to to really [2:02:15] put in some initiatives that are they're going to help [2:02:18] ... to solve the problems do our part to take [2:02:22] a leadership role we want to ... make sure all [2:02:25] our buildings use energy as efficient as possible but ... [2:02:28] we also want to discourage others I love the idea [2:02:31] of forcing ... [2:02:34] world with within within the realm of what we can [2:02:37] forcing the applicants to come forward with with ... energy [2:02:41] saving measures with the ... like two vehicle charging stations [2:02:45] ... the building code should be changed it's it's we [2:02:49] should also be ... lobbying the provincial government to change [2:02:53] the building quote it's just ridiculous to put into a [2:02:57] high rise building that's going to be there for over [2:02:59] a hundred years and ... not have ... not of [2:03:04] the ability of park electric vehicles overnight it's a small [2:03:07] cost but it's a very important change is needed ... [2:03:11] I support that and and actually a very simple ... [2:03:14] ... ... pleased with the staff report and with all [2:03:17] the work that's being done right now I don't I [2:03:19] don't think we're communicating enough to the residents of Richmond [2:03:22] hill of all these different initiatives that are underway I [2:03:25] was surprised to learn that that our staff actually engaged [2:03:28] in a process where every application is rated on it's [2:03:33] on it's a new environment mon pharmacy sustainable ... aspects [2:03:38] they have a number of criteria they have a point [2:03:39] system and and ... is that it's it's taken very [2:03:43] seriously by our staff I think this motion I would [2:03:46] think also west gives users more tools and greater ability [2:03:51] to go even further than they're going today but we [2:03:53] we are doing a good job today we we wanna [2:03:55] be leaders we encourage staff to do more of I'd [2:03:58] like to see more being done I I want to [2:04:01] I'd like to see ... ... environmental summit held here [2:04:04] in in in Richmond hill and there's a lot of [2:04:07] people we could invite in I think we could be [2:04:09] the ones who ... ... your really really bring these [2:04:13] issues out and ... plead with the provincial and federal [2:04:17] governments for the for them to step up their efforts [2:04:20] ... [2:04:21] so I I'd like to see that happen [2:04:25] like I said a lot of these initiatives ... good [2:04:28] good job staff ... as far as the the cost [2:04:31] implications of this admissions plan ... you let's let's let's [2:04:37] see what comes forward and how much money the staff [2:04:40] requires because it's money well spent I I've talked to [2:04:43] so many residents in Richmond hill they're concerned about this [2:04:46] their concern for their children and if we have to [2:04:48] allocate some budget dollars to to making a proper functioning [2:04:52] plan than than ... it's it's very reasonable to do [2:04:56] so will have the support of the residence ... to [2:04:59] to go forward so as as a budget cherub I'm [2:05:03] in favor of spending ... [2:05:06] ... whatever it takes to to put in an energy [2:05:09] emissions plan that's going to be effective for the city [2:05:12] thank you [2:05:14] thank you customers [2:05:17] thank you Mr mayor I like the way this conversation [2:05:20] is is is going ... [2:05:23] it is curious I was at the ... library conference [2:05:26] ... week or two ago and ... movie ... internet [2:05:30] might might childhood friend Katharine Hayhoe what was speaking to [2:05:34] the masses ... and she was speaking from a bit [2:05:37] of her Ted talk which was the V. and I [2:05:40] wanna make sure quarter properly the most important thing you [2:05:43] can do to fight climate change [2:05:46] talk about it and she spoke with one gentleman who [2:05:49] said he had a list of people he'd spoken to [2:05:52] about little simple things [2:05:55] and it was ten thousand some odd people that this [2:05:58] individual is broken too so the the the the conversation [2:06:02] that ... that I had one day with ... I [2:06:05] think was let's get to work I said we need [2:06:08] to speak to we need to you need to we [2:06:10] all need to speak to those that are already in [2:06:13] the choir [2:06:15] because I see although I don't go to them I [2:06:18] see the pictures online from these different seminars and that [2:06:20] and it's good you're all talk to each other but [2:06:23] I don't see many of my neighbors there I don't [2:06:25] see many of the people that we want to get [2:06:26] the message to so [2:06:29] keep doing are you doing ... if I have a [2:06:32] great idea I don't have it right now on how [2:06:34] to get outside of that community to get the other [2:06:38] people in that's what we need to do so [2:06:43] talk about it [2:06:45] I would side of [2:06:47] hours make it a dinner talk at the dining room [2:06:52] table [2:06:54] but the things we can practically do I like the [2:06:57] comment that that one of the speakers made today not [2:07:00] of tacking people's lifestyle choices [2:07:04] but little things simple things [2:07:07] deputy mayor Perrelli picks me up quite often coming to [2:07:11] the office [2:07:13] the small thing but we're saving fuel in one vehicle [2:07:17] and I don't drive so I like it [2:07:20] I'm saving fuel he's not but that the planet is [2:07:23] so there's all kinds of little things you can do [2:07:24] that doesn't seem like a lot that if we can [2:07:26] get that message out to some of our friends and [2:07:28] neighbors [2:07:30] every little bit will make a difference ... I support [2:07:33] this ... this motion in front of us ... going [2:07:36] to staff to examine the following directions seeing what's possible [2:07:39] what's not what we are doing what can we do [2:07:42] ... it's a good it's a good start thank you [2:07:45] they give us a chance [2:07:48] thank you for much ... Mister chair and I'd like [2:07:51] to first of all thanks all the dedication three of [2:07:54] you and I'll just touch on very briefly ... but [2:07:57] also particularly ... to my seat mates ... concert Wes [2:08:02] and consular service on this motion yes ... [2:10:49] depart talking of booting colt in fact the cleanup partnership [2:10:53] is calling upon of which we have an estimation log [2:10:56] on on terribly difficult but the national political which until [2:11:00] as part of province they have a consultation on going [2:11:03] on now receiving submission until March thirteenth so we have [2:11:07] almost a whole month to make submissions all in all [2:11:10] I'm in full support of this I'm also glad that [2:11:15] the key word on the B. part is in coral [2:11:19] not just this list is not meant to be exhaustive [2:11:22] and I'm glad that regional ... concert properly at all [2:11:26] that number ten to make it I guess somebody caught [2:11:30] ten it's a perfect number so while I like that [2:11:34] to be not only perfect now but expanding the scope [2:11:37] of within the resources we do have and in the [2:11:40] end ... I want to hang up also thanks not [2:11:43] for doing it very comprehensive report and I do agree [2:11:47] I think someone mentioned it as somebody screwed things up [2:11:50] you see different doing it should be more ... I [2:11:53] guess share with the members of the community because for [2:11:56] example on page one thirty for the report police say [2:11:59] the city now after half trial videobull energy systems are [2:12:04] in store the facilities office city we should not how [2:12:08] come you know that which many attribute exercising leadership it [2:12:12] just have to let people know more about so all [2:12:14] in all [2:12:15] all of which you know funding is there for both [2:12:17] the public I mention about the federation can respond as [2:12:21] we medical fund asset management funding but also their private [2:12:25] somebody mention pie Fundacion all there's also one this call [2:12:29] I believe the call the ... [2:12:32] astronomical [2:12:35] embassy [2:12:37] the court T. A. F. ... sorry I brought up [2:12:40] the right wording but thank you they also provide funding [2:12:45] engaging private funders ... and also help with her from [2:12:48] the public so there are endless so to speak on [2:12:52] this matter I saw my typing for support funding opportunity [2:12:56] to stop it this is the time thank you so [2:12:59] so much [2:13:01] today so up here one big loving family we all [2:13:04] love this I'm gonna say to you I am so [2:13:06] frustrated [2:13:08] when we moved up here we are policy people up [2:13:11] here that could be a tangible difference on what we [2:13:13] want to do if we really want to do it [2:13:16] and I said it yesterday in the discussion that we [2:13:18] had the difference between politics and policy so for those [2:13:22] that want politics I hope you're enjoying what you're hearing [2:13:25] because that's what I'm hearing I'm not hearing action [2:13:29] this community right now we have people who have contaminated [2:13:32] water in Richmond hill today [2:13:36] we have people today who have water and sewer back [2:13:40] flow not from their fall from everybody else here says [2:13:42] didn't affect me so when you flush your toilet and [2:13:45] when my neighbor's backyard basement nine inches of it [2:13:50] it's frustrating for me that when we say we want [2:13:53] to help our residents on issues that affect climate change [2:13:56] of which we can make option on here for example [2:14:01] because we were close to your position we are responsible [2:14:06] not by choice but were mandated by the province to [2:14:10] do municipal act [2:14:12] in a in a planning act [2:14:15] some people here say I'm gonna play the politics to [2:14:17] say I don't want change you don't want change we [2:14:20] don't want change either effectiveness will get investment or water [2:14:23] and sewers [2:14:25] it's frustrating we want to reduce parking standards and I've [2:14:29] moved four motions [2:14:31] how many members of council here enacted those motions some [2:14:35] of the people that this council say today yeah I'm [2:14:38] all for this this is great [2:14:41] then they vote about actionable items to would reduce GHG [2:14:44] emissions [2:14:45] shame and frustrating for me sitting here knowing what I [2:14:50] know on this council because it's so busy but giving [2:14:53] the optics and getting hopefully some good press because that's [2:14:57] our focus there so as it relates to this motion [2:15:00] thank you related to this motion talks about this motion [2:15:03] talks about options options options enhancement get back with stuff [2:15:10] money money money money let's go back let's do it [2:15:14] I'm saying that I look forward and I hope you [2:15:17] pay attention folks [2:15:20] because there will be moving motions to affect people who [2:15:22] are affected by climate change by this counts what we [2:15:26] can do tangibly that we can make a difference that [2:15:29] we affect the quality of life of people here this [2:15:33] is about that's going to each other's let's hear some [2:15:36] more reports let's get some feedback absolutely will go through [2:15:40] there are reports there are reports so the car so [2:15:44] let's start with that someone to one if you will [2:15:47] look at the York regional profile and T. A. F. [2:15:49] that's here in front of us and January twenty twenty [2:15:53] reflecting this ... talks about how our emissions in Richmond [2:15:57] hill and what we're doing for example and you look [2:16:01] at the reports to come forward [2:16:03] what we do about it [2:16:05] nothing [2:16:07] so yeah we'll we'll do this I'm hoping a stockist [2:16:10] be an exercise [2:16:12] I'm really hoping that members of council and more importantly [2:16:16] the public in the population as a whole that we [2:16:19] work collaboratively beyond our sphere here to look at the [2:16:23] major issues [2:16:25] because I really do want to make a difference I [2:16:28] want to see tangible results I don't want to hear [2:16:30] a year from now in two years now three years [2:16:32] ago I attended another seminar I engaged here we had [2:16:36] meetings [2:16:37] can we please start having actionable targetable measurable qualified prioritizing [2:16:48] check check check Jennifer a tortured soul Walgreens check check [2:16:53] enter I love the banter [2:16:55] and just saying I love the I love it so [2:16:58] I'm hoping that the people in the audience [2:17:01] can I make in my notes we'll see what the [2:17:04] record is [2:17:06] because it's not about optics for me it's about performance [2:17:10] it's about reaching our objectives and it's hurtful to me [2:17:15] because I'm up generally consider a guy that wants performance [2:17:18] and expectations and deliverables [2:17:20] so there's two types of cysts often as people in [2:17:23] this council's commitment of Herzl state again [2:17:26] I see parents 2 different ways [2:17:29] you want to have chocolate for every lunch breakfast and [2:17:31] dinner I'll give you chocolate [2:17:33] there are other people that give you a balanced diet [2:17:36] it's frustrating when you have people telling you what you [2:17:40] want to hear and hear each of you what you [2:17:41] want to do [2:17:43] and they're not making measurable quantifiable when they have the [2:17:48] opportunity to do so our policy when we're making choices [2:17:53] because of politics of what the optics are [2:17:58] you see the reaction by some of people in council [2:18:00] future when your own thank you [2:18:06] all right [2:18:08] we have this motion before us as this [2:18:12] all those in favor [2:18:14] a post [2:18:16] here is synonymous with [2:18:19] yes all right [2:18:30] find my way through this process [2:18:37] this would be moving to 13 months 5 [2:18:43] listed [2:18:45] 202020 community [2:18:49] yeah I would like to respectfully ask if we can [2:18:51] go to the community and cultural grant program okay perfect [2:18:55] thank you [2:18:57] we had we had delegations prior to that [2:19:04] so it is 135 [2:19:16] okay this is with regard to their twenty twenty community [2:19:20] and cultural grant program that we ... had before us [2:19:26] January twenty second and it was made a move to [2:19:29] this meeting ... and that staff be directed to advise [2:19:34] all potential grant recipients identify in their life that they [2:19:39] should consider attending the meeting to answer any questions of [2:19:43] members of council [2:19:45] and that was moved by concert probably censor [2:19:50] we are on the [2:19:53] the item now [2:19:56] the Jewish mystic occurrence no [2:19:59] it was just so that was an amendment to my [2:20:01] main motion [2:20:04] US so can I bring my main motion back to [2:20:06] the floor [2:20:08] my main motion was that we discontinue the community grant [2:20:12] program [2:20:15] okay and we are forever and we ... yes we've [2:20:17] just to be consistent with the last ten years or [2:20:21] so that I've voted on this [2:20:24] all right fair enough he was in the it was [2:20:27] our motion [2:20:28] my apologies Sir no I talked to today [2:20:33] so the motion is back before us did you push [2:20:35] to move it [2:20:37] the chair right [2:20:39] that's what I just did Sir okay I just put [2:20:42] it back on the floor so we have something to [2:20:43] discuss all right [2:20:54] once there [2:20:57] I know I certainly that's that's what we're the motion [2:21:02] is not approved issuing up twenty twenty community and cultural [2:21:06] grants [2:21:09] I would ... I'll speak for me ... I I [2:21:13] do not believe that this is something that we should [2:21:16] do in our community we have a number of community [2:21:19] groups here we have a number of other cultural groups [2:21:21] here that do met many many programs on behalf of [2:21:24] our residents and bringing us [2:21:27] culture and bringing us up to hold it all kinds [2:21:31] of things in the community that we are all attending [2:21:34] we're all involved in we've all spent a lot of [2:21:37] time and volunteer time on these it is a yes [2:21:41] I understand that ... it is a sixty five thousand [2:21:46] dollar allocation in the budget ... which covers ... some [2:21:52] twenty organizations for outside spinal covers the twenty organizations being [2:21:58] able to ... to provide [2:22:01] as I said the community cultural whatever it may point [2:22:06] of order Mr practice all I'm suggesting thank you for [2:22:09] that ... this should not be [2:22:13] stopped [2:22:15] in order [2:22:17] I think it should not be stopped Mister mayor we [2:22:20] don't have a second ... [2:22:24] a severity [2:22:26] your second I'll second the motion [2:22:29] is that what you're asking me for [2:22:33] so I moved the motion if you're asking me I [2:22:34] can't scream well there is no second or so well [2:22:37] you're the chair you need to petition if anyone could [2:22:40] have second or not there's no reason a second or [2:22:43] so [2:22:44] yeah also okay to start [2:22:53] I've given my [2:22:55] understanding of [2:22:57] why this should not happen however I'm only one person [2:23:00] here so who else is speaking to speak on this [2:23:04] matter [2:23:07] do it [2:23:08] I think it was me I cannot support this motion [2:23:10] ... I do not want to repeat ... everything I [2:23:13] said last time I think ... the all these organizations [2:23:18] or their valuable to our community and they're trying to [2:23:20] you know serving ... bills that we aren't we cannot [2:23:24] directly sort of and and and honestly I think you [2:23:27] know if you need any changes like I said last [2:23:29] time ... don't do it this year you know we [2:23:32] can always go back and revise the policy but these [2:23:34] groups they already expect that we have the grant so [2:23:39] ... but I cannot support this ... hopefully we have [2:23:44] co counsel support because these groups ... they need the [2:23:48] money they need the money thank you [2:23:52] a surprise [2:23:54] Mister mayor I I I agree with ... councillor Lee [2:23:58] you ... that ... the the groups need the money [2:24:02] I agree with you Mr mayor that the groups do [2:24:06] invaluable work [2:24:08] the the issue that I take with with the program [2:24:11] is that what we're doing Mr mayor is we're taking [2:24:16] residents taxpayers money and we're choosing which not for profit [2:24:23] which charity to give it to [2:24:26] and [2:24:27] most recently Mr mer ... I I did a survey [2:24:32] ... city wide survey and that was one of the [2:24:35] questions that I asked [2:24:37] how do the residents of Richmond hill feel about ... [2:24:42] for a council to decide which charitable or not for [2:24:47] profit organizations to give their hard earned tax dollars to [2:24:52] and the overwhelming majority more than two thirds of the [2:24:57] people responded with they didn't approve of council giving ... [2:25:04] that money to not for profits or for culture for [2:25:08] for any other reason really and charitable organizations of their [2:25:12] choosing they believe that it should be something that's done [2:25:17] on an individual basis in each household [2:25:21] N. for example Mr mayor [2:25:24] the and following with the spirit of this motion it [2:25:29] was most recent that the ... for example the Italian [2:25:32] seniors club reached out to cast their barrels been out [2:25:36] long time supporter of the seniors even though he's only [2:25:40] of the sea a Tallien scenes even though he's only [2:25:41] thirteen percent Italian ... [2:25:45] and they needed money [2:25:47] N. Kelso Burroughs did not go to the public purse [2:25:51] he came to me and said ... that PMR probably [2:25:53] what are we gonna do we we need to help [2:25:55] these seniors and I agreed with them [2:25:58] and we went to the [2:26:03] in the industry and we asked for support and private [2:26:08] entities donated five thousand dollars to the Italian seniors quote [2:26:14] and I think that's the type of support we need [2:26:18] to give to our cultural groups so I say this [2:26:22] I will support this motion before us but I say [2:26:26] to all of the groups that are here today please [2:26:30] reach out to your members of council we have the [2:26:34] year of the community and we can help you raise [2:26:38] the funds that you require [2:26:41] I just don't feel comfortable taking taxpayers dollars and directing [2:26:46] it to organizations of my choosing thank you Mr mayor [2:26:51] as a chance [2:26:53] thank you very much [2:26:55] J. getting notices up just on this topic I said [2:27:00] it before and he said a game ... I think [2:27:03] the timing is an issue here and ... if I [2:27:08] get through you Mister chair all right the question not [2:27:10] a commission on community services wherein would decide [2:27:15] potential ... or actual autos were commanded us welcome to [2:27:20] stations would notify all anyone were notified that ... they [2:27:25] could apply for such grants when was the time for [2:27:30] you Mister chaired a commission [2:27:33] ... looks like we have somebody that comes coming down [2:27:36] the city okay [2:27:48] ... three Mister chair we sent notifications out starting in [2:27:52] July of twenty nineteen of the call for applications was [2:27:55] open the call closed on November first twenty nineteen thank [2:28:00] you I'm certain so all the information I have been [2:28:05] disseminated to all come into organization who might be thinking [2:28:11] about all I have all we have this projection mine [2:28:16] planning for the next year twenty twenty double Sasha of [2:28:19] course right July of twenty nineteen so [2:28:24] now fast forward [2:28:26] 9 months later [2:28:28] we are saying to and also they can apply for [2:28:31] amber so people things up all over can I say [2:28:34] should call for a process through the board would warn [2:28:36] peers and that over four months they come up with [2:28:40] an application and then in November and then my understanding [2:28:44] from the people's report we have all stopped as well [2:28:47] as engaging authors ... in the area to make the [2:28:51] judgment I say goals although recommend ones to console to [2:28:56] approve it in a call miss all those timelines and [2:28:59] procedures [2:29:01] from my end I honestly don't feel is fair if [2:29:05] you're looking at those con a logical development timelines nine [2:29:09] months later the groups all it has been a mistake [2:29:13] I'm sorry ... we are not going to find it [2:29:16] the issue of course console the majority can make that [2:29:19] decision but I for one I I I would I [2:29:24] believe comes from you may I mention it if we [2:29:26] want we do thinking about that may eight ... ... [2:29:30] ritual consta purchased mention is not the source for this [2:29:34] kind of funding all let it be known not [2:29:39] so we won't do anything in this July coming twenty [2:29:43] twenty to let people know all by the way come [2:29:46] up with some you know we could put checks for [2:29:48] to commit to a joy to and reach our cultural [2:29:51] life but to tell people nine months after that the [2:29:55] city of Richmond we see interested hearing from you receiving [2:29:59] your app [2:30:00] cation in November and then setting up not just expectation [2:30:04] all I would venture to surmise that some organizations listed [2:30:08] on page ninety three ... on the on on on [2:30:11] on the previous ... meeting January twenty second my already [2:30:14] gone through certain things on promotion not mine too ... [2:30:19] maybe looking back you might not want to offend any [2:30:22] of your resources limited resources before after I got the [2:30:25] money but but presumably that was not something that one [2:30:29] would have thought an applicant I thought all [2:30:33] 4 months later application [2:30:36] there's nothing so I have given does come logical development [2:30:40] timelines what I'm trying to illustrate everyone all right I [2:30:44] I would be open to say for twenty twenty and [2:30:47] beyond not to issue any more commit cultural grants but [2:30:52] stop at this point in time in my view is [2:30:56] totally unfair to community organizations that doing something good to [2:31:02] ... [2:31:04] we'll make our cities ... cultural life vibrant soul with [2:31:09] respect I cannot support this motion thank you [2:31:14] I'm also pointing [2:31:18] that's nice okay fair enough but maybe [2:31:23] okay [2:31:25] because so much [2:31:27] the data analyst so this plan has really changed the [2:31:31] last fifteen years [2:31:34] it's too bad [2:31:35] it changed from a format of we're gonna help community [2:31:39] members as a government for those that are helping in [2:31:43] the community to show recognition of their efforts and to [2:31:46] support them [2:31:48] to a position now that has become a requirement by [2:31:54] some to fund programs and some of the people that [2:31:58] are coming forwards are not from or in Richmond hill [2:32:02] or have some form of attachment the committee is doing [2:32:04] a good job ... they got lots of choices we [2:32:07] have a much bigger need than we have ... that [2:32:11] are once and I'm sure that all we want to [2:32:14] recognize all the work that our volunteer and outreach organizations [2:32:17] do this ... some that did applies some of didn't [2:32:20] summit will get phone some won't [2:32:22] but [2:32:24] the process has become politicized [2:32:28] the ... amount of money that's given is not given [2:32:32] unanimously across the spectrum it's given to selection groups [2:32:37] [2:32:39] that's not the intent of the program [2:32:41] the intent of the program its design is saying we're [2:32:46] going to [2:32:47] a service [2:32:49] not fun assist in the engagement of what those organizations [2:32:54] are doing to give them [2:32:57] some support [2:33:00] once again [2:33:03] absolutely yeah we'll give you as much money as you [2:33:05] want you want to are those in favor of those [2:33:06] million dollars five million keep going [2:33:09] no no no hold on the school skills there were [2:33:12] times these gentleman used to be a hundred fifty dollars [2:33:15] not long ago [2:33:17] $50 which together [2:33:19] $300 no it's going into thousands [2:33:23] used to be used to be used to be a [2:33:25] token and those different ... you don't like that because [2:33:29] for whatever else once again our mandate here our responsibility [2:33:34] to the people who want to live work and play [2:33:38] and have a great community and represent and recognize [2:33:42] so certainly one of them is a council which is [2:33:44] really challenging because when you go to communities like Quebec [2:33:49] and the Quebec or say we care about Quebec or [2:33:51] Quebecers we love Quebec we love we're here to support [2:33:54] our community and sort of finance similar communities here we [2:33:57] have people fighting against other members it's to me started [2:34:00] shooting when you're people saying we want to give we [2:34:03] want to help well I don't want his help I [2:34:05] don't like him for [2:34:09] there are people in this community that are willing to [2:34:11] give and help them grow and we turn away [2:34:16] we turn away because of our attitude towards being a [2:34:20] sharing in a caring community I don't think it's up [2:34:23] to government the greatest respect to go the taxpayer to [2:34:27] say I want you to pay more taxes the fight [2:34:30] for your quality of life with every doing on fixed [2:34:32] incomes and we arbitrarily go choose where it's going to [2:34:36] go or not go ... I really think that we [2:34:39] should be focusing we have real challenges here [2:34:42] real challenges of basic goods of water sewer garbage really [2:34:46] parks [2:34:47] the quality of life issues we need to focus on [2:34:49] our mandate and once the things becomes politicized rebel filler [2:34:53] core mandate I start to say come on guys [2:34:58] why did we change this process why is it going [2:35:01] this way and wire the funds going so crazy and [2:35:03] why are some people getting hurt and why are we [2:35:06] doing better so I see it as of offered others [2:35:08] from a library on [2:35:10] okay we can help you manage and service [2:35:14] many of us here raise money [2:35:16] some of us raise money to get a picture in [2:35:18] the paper others raise money and say here you go [2:35:20] without fanfare [2:35:22] because we're here to serve and help and grow our [2:35:24] community together so I'd see you that I don't [2:35:29] looking at the [2:35:32] current file and where it's gone in our evolution I've [2:35:35] only been here five years I find it interesting when [2:35:37] I go back in history and I start talking to [2:35:39] previous councils with the mandate where these funds were and [2:35:41] how they evolve [2:35:44] we deserve to serve the residents on our priorities first [2:35:50] and our wishes second absolutely support the group's absolutely do [2:35:55] everything I can to help but not at the expense [2:35:58] of hurting others and not when it becomes one factor [2:36:01] or another so I last council meeting said I would [2:36:05] like to transition this and work with it it gets [2:36:08] to a point where it's either or and you guys [2:36:11] are probably witnessing a part of it you know something [2:36:13] maybe the first time you have people here who are [2:36:15] just [2:36:17] agitated I said most polite way [2:36:21] and I say it really is hard to see the [2:36:24] negativity so because of that I will support this motion [2:36:28] to my regret but I will give support and other [2:36:31] means thank you [2:36:33] all right and now a [2:36:36] Castro [2:36:37] you wish to speak second round [2:36:40] Sir [2:36:43] thank you Mr mayor [2:36:45] I respect you know [2:36:47] a colleague said different views on this one [2:36:50] but ... I think ... concert chain made a very [2:36:53] good point [2:36:54] the [2:36:55] which when you created this program [2:36:58] we call for application people has they have an expectation [2:37:02] that somehow they're going to get the grant and they [2:37:06] continue their program to serve all residents [2:37:10] total taxpayer money [2:37:13] they can go to federal they can go to provincial [2:37:15] is getting harder and harder to get provincial and federal [2:37:18] funding so they come to us [2:37:21] and [2:37:24] at the end of the day it's all taxpayer money [2:37:26] even though the vehicle to provincial grants federal grant is [2:37:30] taxpayer money so I don't think that's the big issue [2:37:33] here with us but I understand [2:37:36] there's a favorite or some I don't know but because [2:37:38] we'd set up set out the criteria [2:37:41] and these group they all meets our criteria so that [2:37:44] they kept the finding that the staff suggested [2:37:48] so I don't see why we are all of a [2:37:49] sudden you know stopping this this year as I relate [2:37:54] re iterate you know it if you want to stop [2:37:56] we can always discuss ... in council about what we [2:38:01] could do with future but just putting his full stop [2:38:04] here and telling all of groups at okay no more [2:38:07] findings go back home [2:38:09] sorry I can't do that [2:38:13] okay another second rounder concert chance [2:38:17] thank you for much ... Mister chair Mister mayor off [2:38:21] I wasn't think of our second term a second wrong [2:38:23] but but interesting talking about looking at the funding criteria [2:38:29] and I look at this program by the way [2:38:32] while holding hands together talk about communication today ... this [2:38:36] is a picture tells a thousand things the first thing [2:38:40] is that the criteria is benefit benefit to should Richmond [2:38:45] hill in terms of economic impact committee responsiveness and all [2:38:50] enhancement of Richmond hill is a match now they have [2:38:55] to do that in addition to other things [2:38:58] evidence of give me a partnership of law not more [2:39:01] than five thousand dollars [2:39:03] you look at the all the way [2:39:06] one could top one percent meat that is sector investment [2:39:11] many of these organizations from what I'm granted the list [2:39:15] I'm not getting five thousand dollars ... somebody be as [2:39:19] little as five hundred dollars now if it [2:39:23] five hundred dollars even up to five thousand dollars would [2:39:26] help to enhance a benefit Richmond hill enhancement of ... [2:39:32] in may H. community responsiveness engagement economic impact not I [2:39:38] would have hoped that when they come back with the [2:39:41] evaluation plan and report that to demonstrate that otherwise I'm [2:39:46] sure all expressed office hours to three citizen members were [2:39:50] looking over all this grant application eight sorry you say [2:39:53] you're going to do is is quick things A. B. [2:39:55] C. you never deliver that's the end of it may [2:39:58] be only one one year wonder so I'm going back [2:40:02] to my my point that up surprise surprise city all [2:40:06] of Richmond is unlocked the only minister party providing all [2:40:11] you know they can call different names culture and community [2:40:13] grant well I don't even want to compare city of [2:40:16] Toronto which is F. two point seven million people total [2:40:20] authority but looking at even smaller cities than us I'm [2:40:24] just picking up right here C. T. often debate [2:40:28] all your own they have community you'll find cultural funding [2:40:33] at this mortar feels US cities and towns so again [2:40:37] hi as I've said before I can also participate because [2:40:41] all of just in terms of the expectation continues talking [2:40:45] about people were given the impression nine months ago something [2:40:49] they can plan for a different office applications almost four [2:40:53] months later six oh sorry [2:40:55] stock up if we're doing it again I said I'm [2:40:58] open minded indeed discussion for budget for twenty twenty one [2:41:03] maybe this is not the best yourself a sixty thousand [2:41:05] dollars whatever I'm for it but at the moment the [2:41:08] game looking at funding criteria these groups they have to [2:41:12] demonstrate benefit [2:41:15] to which one it was economic impact I'm sorry we've [2:41:18] done done but you got my point so I'm not [2:41:20] going to support this and I I look forward to [2:41:23] the discussion and twenty twenty one when it got to [2:41:25] the township will should we thank you and I think [2:41:28] which we know can do better than maybe I should [2:41:30] say that thank you [2:41:34] shares thank you Mr mayor to ... to wrap up [2:41:39] ... [2:41:40] I did just want to be clear because I'm hearing [2:41:43] from some of my colleagues and I I respectfully disagree [2:41:47] with them ... [2:41:50] they would have invaded the applicant's would've been told very [2:41:54] clearly by staff that there is no money until council [2:41:58] votes so an expectation that they had a check already [2:42:03] in the mail if staff told them that I don't [2:42:05] believe they would have if they thought that by accident [2:42:09] well we all know that that's not true [2:42:12] many people filled out applications to get a bank loan [2:42:15] or to get a mortgage to buy a house and [2:42:17] they know until the bank comes back with here is [2:42:20] your approval you don't get money that's just a fact [2:42:24] of life so to suggest [2:42:27] that people were expecting it it's council that makes the [2:42:31] decision so everyone knew that so I I don't believe [2:42:35] there was an expectation and that we're leaving people in [2:42:38] the lurch [2:42:39] ... it is curious it's been twenty one days since [2:42:43] I made that motion [2:42:45] that was a bit curious M. M. is my office [2:42:47] going to be flooded with residents I gonna get petitions [2:42:52] is is the phones would be ringing off the hook [2:42:54] you know monitoring social media [2:42:58] which pretty much crickets [2:43:02] life just kept going on it was in the local [2:43:04] newspapers you know so it was publicized [2:43:07] so the message for me was was strong that I [2:43:11] was still on the right path and and I feel [2:43:14] I feel badly for the organizations that are now having [2:43:17] to seek alternative financing yeah I belong to other organizations [2:43:20] that that don't come here they just speak the funding [2:43:24] from the community they get it in a move on [2:43:26] so I I I I know the resourcefulness the ingenuity [2:43:30] of our community that people steer their ship somewhere else [2:43:35] in the continue one ... [2:43:38] so I'd say Mr mayor thank you [2:43:40] all right [2:43:42] yes okay before the vote [2:43:45] quotable yes yeah [2:43:53] I'm so sorry no I'm sorry so my [2:43:57] for calling the vote on it's telling [2:44:03] she was not a delicate [2:44:05] 15 minutes [2:44:08] the [2:44:09] that's right I just don't understand [2:44:13] the decision [2:44:17] okay that's fine no there with the delegation we have [2:44:20] signed up for and then tore you speak at the [2:44:22] beginning so to speak okay [2:44:27] that's fine that's all yeah okay please come forward [2:44:33] 05 [2:44:36] D. A. why say something is not on the agenda [2:44:41] okay we finance [2:44:44] hi this [2:44:46] okay members accounts so we're in favor of you speaking [2:44:49] yeah now we're not gonna open up many many people [2:44:54] last year we haven't [2:44:59] there is no [2:45:01] that's work [2:45:05] well there were no questions [2:45:08] I just want to speak in support of the cultural [2:45:11] grant I represent course your person heading into our fourth [2:45:15] season and we have presented three to four concerts a [2:45:18] year we work with the symphony ... we have worked [2:45:21] with the Historical Society we have been connecting with other [2:45:24] groups we are based in Richmond hill ... we don't [2:45:27] run rely solely on the ... on cultural granted it [2:45:30] has been very helpful we have a professional director ... [2:45:33] we're trying to provide ... and promote the culture of [2:45:36] ... through music in ... in Richmond hill so ... [2:45:41] I really feel I think history has proven that ... [2:45:44] societies that kind of turned it back on culture ... [2:45:47] live to regret it so and we have tried to [2:45:50] reach out to others in the community ... we have [2:45:53] had some support but to produce the quality of the [2:45:57] product we need money and ... yeah and we have [2:46:01] a symphony here represented we have other groups that are [2:46:04] represented and ... it's been proven that music is ... [2:46:08] inspirational it's healthy it's it helps people in a variety [2:46:12] of levels motional physical ... it's very valuable and ... [2:46:18] Chris it's a topic dear to my heart I am [2:46:20] a retired music teacher and I live in Richmond hill [2:46:23] for many years so I really would hate to see [2:46:26] this grant ... disappear so and if anyone else like [2:46:30] to speak to that please tell [2:46:33] thank you for your views spoke of stood up at [2:46:36] the very beginning so aggressiveness fairness [2:46:41] all right to call her thank you to Mister mayor [2:46:45] voting on the motion of cancer barrels cancer chan no [2:46:51] cancer early you [2:46:53] cancer Verreaux's mayor pero [2:46:57] no [2:46:58] regional local culture to Paula yes [2:47:01] reach a local councillor pearly yes councillor Munch yes [2:47:10] that motion carries only [2:47:14] okay [2:47:22] we have 2 more items [2:47:25] if we do [2:47:35] 1370 [2:47:43] the ticket right [2:47:47] all [2:47:48] we should get close to him okay should we got [2:47:54] trucks [2:47:55] all [2:47:59] okay [2:48:00] global [2:48:03] I'm gonna finish this [2:48:07] the [2:48:09] the street name [2:48:14] yeah okay [2:48:17] sure enough thirteen seven the ... private street naming consular [2:48:21] plumbers want [2:48:23] those are coming [2:48:26] yes [2:48:29] thank you Mister Maher [2:48:32] V. [2:54:02] councillor Paula yes cancer Leo [2:54:07] cancer Verreaux's regional cancer probably yes cancer Munch [2:54:13] cancer chan yes cancer west [2:54:16] Miro yes [2:54:19] the balance of the motion carries unanimously in the entire [2:54:22] motion is carried [2:54:24] thank you good very good answers and gradually thanks to [2:54:27] a treasure finance team [2:54:30] okay we are going to take a break for a [2:54:32] while [2:54:34] of all [2:54:39] okay 11 [2:54:43] all 25 [2:54:44] additionally back in one second one [2:54:49] so [3:33:24] back [3:33:25] yeah [3:33:26] so we do have a lot of [3:33:29] sensitive [3:33:31] I have this right what [3:33:37] would you wish to [3:33:41] well of [3:33:43] this is regarding the [3:33:46] we've already started [3:33:50] words to I'm gonna talk for just more to just [3:33:53] because the way our councils [3:33:55] the word word word to specifically and some members of [3:33:59] council knew that on January the eleventh [3:34:03] we had a massive [3:34:05] event because on me on January tenth we each received [3:34:08] an email from Elektra telling us that the major event [3:34:11] ... for this water's coming in [3:34:13] the sewers backed up in York region which meant all [3:34:17] of our sewer that feeds into York region was back [3:34:19] flowed in [3:34:20] so those homeowners who the current provincial building code requires [3:34:25] new housing to have back flow valves anybody who lives [3:34:30] in an older unit [3:34:32] likely does not have a back flow valve and if [3:34:34] they were at a low point [3:34:37] the sewer from the Richmond hill city went into those [3:34:43] people's homes for [3:34:45] and what's funny is you could have a semi detached [3:34:48] house and house one would get it and hopes to [3:34:52] didn't [3:34:53] right next to each other [3:34:55] I've been contacted by people throughout Richmond hill when I [3:35:00] met no frills were real female people they're coming around [3:35:03] Richmond hill it's really remarkable [3:35:06] I've since learned that residents have outraged and I've gone [3:35:09] to the newspaper and the trauma star and I'm expecting [3:35:12] an article I got an email from couple news outlets [3:35:16] so what my motion is today's to say and what [3:35:18] we agreed with staff I've had private meetings and I [3:35:22] respect what different word counts and have their meetings so [3:35:25] when they have their meetings I don't interchange I mean [3:35:27] there's still a spirit I'm gonna do what I do [3:35:29] my work explain it to you so I engage with [3:35:32] stakeholders from the garbage residents businesses staff [3:35:38] leadership and and the you know white blue collar [3:35:44] and what we've agreed is that we're going to continue [3:35:46] to research to find out how many people really affected [3:35:49] try to get a framework of thought number two what [3:35:51] we agreed to with the help of of Elmar another's [3:35:55] and mayor who gave the idea [3:35:58] saying that we should try to make sure that the [3:36:00] garbage people when they're driving up and down the street [3:36:03] that they actually will pick up the garbage that's left [3:36:06] over from the remnants of that [3:36:09] just so we're clear here another thing I know is [3:36:12] that our [3:36:14] depending on which insurance company you're with you're gonna get [3:36:16] a different result so some insurance companies say that contamination [3:36:20] just wipe it off with a cloth I want to [3:36:23] try your fine [3:36:25] there are other other insurance companies that say [3:36:28] other insurance companies so if you have a washer and [3:36:31] dryer fewer fridge in the basement just unplug it assuming [3:36:35] the electrical wasn't hit and once the letter freon said [3:36:38] anything else it put it back in your good and [3:36:40] when they start the dryer the furnace ... it emits [3:36:44] heat or anything else sometimes those people are fellow feeling [3:36:47] you're smelling a residue and the insurance people are local [3:36:51] TV an expectation from a resident [3:36:55] yeah ... but if I'm a resident they say when [3:36:57] I flush the toilet I expected to go out of [3:36:59] my house they don't have an expectation of in the [3:37:02] middle of the five o'clock on a Saturday and all [3:37:05] the sudden be parted and flooded with waste [3:37:12] so their expectations will the city must be responsible this [3:37:15] is not a city of Richmond hill issue [3:37:18] per se it is but it isn't this case was [3:37:21] the region was overwhelmed through a event that took place [3:37:25] and our capacity couldn't handle it and it it enacted [3:37:30] some people so what I'm asking is in the motion [3:37:33] is number to where we're starting we're getting information out [3:37:35] there we're gonna communicated to communicate with residents ... I've [3:37:39] heard from a number of residents across Richmond hill [3:37:43] and I'm saying that when they have once we learned [3:37:47] of these [3:37:48] situation those households should have their garbage picked up [3:37:53] so I'd like to say for the stress motion today [3:37:56] the only thing is to say when we know ... [3:38:00] that we have a reasonable compromise that this is from [3:38:04] an extraneous event you see coaches and and you know [3:38:08] ... dishwashers new see Bellamy in a cabin a tree [3:38:13] and carpets outside [3:38:17] then would like that the picked up because I really [3:38:19] don't want to be sitting on the street for another [3:38:21] month or somebody else I don't wanna be a dumping [3:38:23] ground for others sore asking if we could ask Miller [3:38:26] and stuff to try to accommodate that by giving either [3:38:30] these garbage tags to select the people so does become [3:38:33] a free for all for garbage and ... [3:38:37] you know if they won't have a contact in contact [3:38:38] me or contact their member of council [3:38:43] and then with further research to be done to see [3:38:45] what next steps we as council can do to help [3:38:48] the people of Richmond [3:38:51] correct correct it's just [3:38:55] with [3:38:56] first thing is stuff the judge of conflict or is [3:38:59] he going to use to call into question waste waste [3:39:03] from people who have been impacted by the January eleventh [3:39:10] flood [3:39:17] and that ... if residents are impacted they can they [3:39:21] should be contacting the member of council [3:39:25] and that's it [3:39:28] why did we get [3:39:35] you certainly [3:39:38] okay perfection is [3:39:41] the status [3:39:43] this happened [3:39:45] right the [3:39:47] hello [3:39:49] 13 [3:39:51] okay [3:39:53] it seems to be a long time but it took [3:39:55] a long time for things other than the fact [3:40:03] we aware of that either all of the region we [3:40:11] let me just if I may three Miss America from [3:40:13] ... from operations are on the road perspective and appreciate [3:40:17] councilman should cancer munches comments with ... speaking with staff [3:40:21] on the serve on the ground issues and we're definitely [3:40:24] looking at supporting and I understand there's a meeting with [3:40:27] with a couple of staff in the some survey work [3:40:29] to happen and I know with with with our water [3:40:31] operations which operations guys they're just went away for some [3:40:35] feedback and see what things we can do so there's [3:40:37] some [3:40:38] article things that we were happy to assist with wherever [3:40:41] we can without creating the president essentially ... that's the [3:40:44] idea ... but they're also legal aspects or ... you [3:40:48] know liability aspects which I think maybe ... twenty would [3:40:51] be pro better speak to with regards to the comments [3:40:54] are getting from residents claims are told to get claims [3:40:57] them too right that's another aspect of it on the [3:41:00] way side I I I do understand that ... Miller [3:41:03] will pick up any material the cabinet with material and [3:41:07] this is one I'm not so sure was construction material [3:41:10] it's all it's all the carpeting and household stuff yes [3:41:14] so that should be an issue because obviously with the [3:41:16] construction material ... the region one except that the estimate [3:41:19] your recovery say and that creates a whole other challenge [3:41:22] ... but if that's something that council must pursue we [3:41:25] can also [3:41:26] yes so but definitely we get whatever we can do [3:41:30] as far as operationally to to support the community if [3:41:32] they're still people in need of you know what this [3:41:35] collection or or some support and we can do what [3:41:38] we can with regards to our our current policies I [3:41:41] guess the best way to describe it is that fair [3:41:43] okay first [3:41:46] we contacted Miller [3:41:49] this week [3:41:52] in order [3:41:54] this week he said toggle between [3:42:00] we'll [3:42:02] people will even look after that for Houston Miller has [3:42:05] been really really good I just don't want to burden [3:42:07] I want to make an expectation across which my wife [3:42:10] for anybody throw as much garbage as they want to [3:42:12] factor into this is really just designed for this particular [3:42:15] area [3:42:16] the positive thoughts [3:42:20] as a friend [3:42:23] our [3:42:25] okay Bill Clinton permanent [3:42:29] yeah we've got claims where ... Valerie open and risk [3:42:33] managements got letters out to the community [3:42:36] I've seen I've seen at least for the [3:42:38] yes [3:42:44] L. three Mister mayor there are claims and claims are [3:42:47] being processed and I don't have anything else that [3:42:52] what's what's the difference [3:42:55] I have to do anything [3:42:58] we'll help you [3:43:00] what you do and how you doing it's great can't [3:43:03] do it right [3:43:05] his track it back to whoever [3:43:10] with the [3:43:16] we actually have this [3:43:20] okay just just with what we're trying to do is [3:43:23] make sure everybody's working on something that's so big your [3:43:27] training [3:43:29] also [3:43:31] we're all such [3:43:33] some say it again memory [3:43:36] ask questions sure go ahead my next day cancer probably [3:43:40] at his [3:43:42] hi I just want to second the motion okay fair [3:43:45] enough that's good [3:43:47] thank you [3:43:48] okay I I'm not quite clear on on what we're [3:43:52] doing here ... seconds ask questions just make sure I'm [3:43:56] clear so we're essentially this motion is that we're going [3:44:00] to be asking staff to determine how to get rid [3:44:05] of any material from flooded residences that haven't already done [3:44:09] so I I only know of one person in my [3:44:12] ward that has had a problem it wasn't because of [3:44:15] a back up it was probably because of another issue [3:44:18] that was private but ... their their stuff is long [3:44:22] since gone in a dumpster because the insurance company would [3:44:25] pay for that so are we getting the sense that [3:44:28] there are people out there that are not having that [3:44:32] cost covered by their insurance companies and that is what [3:44:36] the reason the need that were responding no I just [3:44:38] wanna be clear I try to find I have not [3:44:39] heard this ... so I need to know understand this [3:44:43] before I can vote so as to you Mister mayor [3:44:46] commissioner or to legal or to anybody I I don't [3:44:49] really know [3:44:51] Hey Mr mayor I I don't know the extent of [3:44:53] the on street issue Sir I mean we've gone through [3:44:58] two collection cycles now right so it may be vastly [3:45:02] cleaned up ... maybe maybe cancer much maybe more where [3:45:06] what's happening within his work but I'm I'm not here [3:45:08] I'm not getting I haven't one phone call on this [3:45:09] matter so so to me it's it's really sort of [3:45:13] business as usual with regards to [3:45:15] okay so how long will it take to get a [3:45:17] report back from staff because I mean clearly if somebody's [3:45:21] got a pile of rotting garbage for the lot since [3:45:23] July that or sorry January the eleventh ... and it [3:45:28] takes a couple more weeks and our help isn't going [3:45:30] to be helpful [3:45:33] someone has been done already well that's why I'm asking [3:45:36] I'm asking what the residual need that we're actually talking [3:45:39] about and I really don't have enough information at this [3:45:42] point to help to help me to make the decision [3:45:44] I understand what counts so much said but ... but [3:45:47] I'm not getting the same date data back to me [3:45:50] but that's fine I mean I'm just not aware of [3:45:54] the issue the issue to the degree that the movers [3:45:57] so if you can give me any insight on that [3:46:01] yes certainly certainly yeah so everybody is called me I've [3:46:04] asked questions when did it happen when you realize what [3:46:07] you do who's your insurance company ... what has been [3:46:10] the reaction where you at now the process who contacted [3:46:14] have you felt any claims as many feedback have you [3:46:16] talked your claims adjuster yeah yeah yeah it's your question [3:46:20] is if you have specific sewer [3:46:24] backup health insurance [3:46:27] no limit [3:46:28] they'll come from what most residents did as they contacted [3:46:31] their insurance company the time it happens soon as they [3:46:34] realized it [3:46:35] the if they were clean up themselves ... there they [3:46:39] then had a flood remediation team come usually within four [3:46:42] hours of when they call the flood remediation team cut [3:46:45] the drywall that's not the question inevitably finish let me [3:46:48] finish ... but but it's not the question I'm asking [3:46:50] about is you asked me if there was covered and [3:46:52] I'm giving you an example and get to it that [3:46:54] be great [3:46:55] go ahead you don't have to interrupt [3:46:58] okay so even the stuff came up when the stuff [3:47:01] when the when the flood remediation people came then they [3:47:04] cost fifteen thousand dollars on a Saturday and Sunday and [3:47:09] the pumping the contaminants out of the house for four [3:47:12] days the claims adjuster would come on Monday and say [3:47:15] here's a fifteen thousand dollar Mr resident missed residences hold [3:47:19] on I just have a fifteen thousand dollar flood remediation [3:47:21] bill they say you get twenty five thousand dollars that's [3:47:25] it and you'll have to repair all of your everything [3:47:27] in the basement all your electrical and all your drywall [3:47:30] and all your lighting and all your appliances and all [3:47:33] the roads that you're responsible in some of the residents [3:47:35] are saying we don't have thirty to fifty thousand dollars [3:47:39] to do that so the answer is what they've done [3:47:42] is they've been reached out to others including some in [3:47:44] Richmond hill said are you guys gonna ensure for the [3:47:47] stuff that came out of the sewer in my house [3:47:50] that's correct okay so that doesn't answer the question but [3:47:53] thank you the question I was asking is I I [3:47:55] I guess I'm looking for is some more detail on [3:47:58] the extent of this problem I've had one before but [3:48:01] I think this motion is meant okay but that's right [3:48:03] and that's fine I have the right with the floor [3:48:05] at the moment to ask the question if there's some [3:48:07] insight that staff can give me so I better equipped [3:48:10] it to make a determination when the time comes on [3:48:13] this motion so ... is it possible to get an [3:48:16] idea of the you know the extent of this issue [3:48:21] given that it was on January eleventh I'm just not [3:48:24] sure how big a problem we're talking about here [3:48:30] shares of certain humans to mer ... so I'm I [3:48:34] have made aware of any anomalies in the waste collection [3:48:37] tonnages or that we had an override of you know [3:48:41] request for vehicles and in and more runs to me [3:48:43] typically when there's a crisis of some nature truck collection [3:48:47] can be delayed which may result in cost in the [3:48:49] region saying keep the Murph open if there's all kinds [3:48:51] of things that can trip up like give me an [3:48:53] indication of something really different is happening in the system [3:48:56] that didn't happen on the eleventh or the weeks preceding [3:48:59] the eleventh so I can ask staff to provide a [3:49:03] brief report S. okay was there any impact that we [3:49:05] saw across the city my smite my assumption right now [3:49:09] is that it's a minimal impact is clearly an area [3:49:12] within cancer munches war that was impacted by some regional [3:49:15] capacity [3:49:17] right now it says here the answer here please [3:49:21] and and from from ... any other cancers I haven't [3:49:24] heard any concerns and in each other wards as to [3:49:26] as to flooding ... nor have I had any calls [3:49:29] or direct communication from operations or the community as to [3:49:33] any concerns so so I don't think it's a in [3:49:35] in a month a month has gone by now so [3:49:37] if there was additional material it's probably long gone but [3:49:41] again if there's still some pockets of concern you know [3:49:44] we'll do we can to okay Levi at the community [3:49:46] one more question then so ... and as we I [3:49:50] didn't get a clear answer during this discussion up to [3:49:53] this point Miller does not pick up large items and [3:49:58] in like coaches and someone is that right [3:50:01] is that correct [3:50:04] through mis read every that's correct in the Clayton collection [3:50:07] contracts are very specific musical household waste has a very [3:50:10] specific definition coaches and construction material or gently into that [3:50:14] are excluded from that definition so can you can you [3:50:17] surmise then ... if we are able to accommodate the [3:50:21] collection of waste impacted residents [3:50:26] I've impacted residents sorry ... do we have the infrastructure [3:50:30] is in within our contract to actually do that because [3:50:34] if they're not picking up that type of material at [3:50:37] the moment there what are the chances of them being [3:50:39] able to pick it up [3:50:41] after the case certainly SO three you and I apologize [3:50:44] these questions are a bit ... I mean the great [3:50:48] questions are just not prepared with all the information generally [3:50:51] I can speak to a couple of items construction material [3:50:54] generally is refused because I know it's not accepted the [3:50:57] Marfan that's a contaminant right so that one is off [3:51:00] the table white goods we do have a program that [3:51:02] will collect white goods in washing machines in those kind [3:51:04] of voices so those can be arranged we picked up [3:51:07] if the rest of it is called garbage that shouldn't [3:51:10] be an issue and there may be some gray area [3:51:12] in there but I think for all in all with [3:51:14] what's happened we can probably address most of the concerns [3:51:19] ... it's just my concern is if people start taking [3:51:21] apart their basements and bring kinds of studs and drywall [3:51:25] that's problematic for sure so all right so what I'm [3:51:29] what I'm hearing that you're hearing is that when you [3:51:32] get this back you're gonna come back as quickly as [3:51:34] possible ... with a report as to how we may [3:51:37] be able to do [3:51:39] before you actually implement it [3:51:42] if I made three Miss America all right when I [3:51:45] read this I don't see an actual action to counsel [3:51:47] other than a direction to do the best we can [3:51:50] in the community that's kinda what I'm hearing if that's [3:51:53] if that's the message [3:51:55] the report [3:51:57] as reported by [3:52:00] okay any other comments on this okay thank you Mr [3:52:04] mess to you too commissioner [3:52:08] if if this is done [3:52:11] it would date it would this be contained within Miller's [3:52:14] contract obligations to us or is there going to be [3:52:18] an extra cost to the municipality [3:52:22] three missed my my my hope and and this is [3:52:25] it it's a question of tonnage collected right so we [3:52:28] we paid by the time by by the volume that [3:52:31] you think it's just deposited the region so that maybe [3:52:34] the marginal increase or tonnage for that month or for [3:52:37] the week or two might be marginal again this is [3:52:39] not a widespread quantity that I see ... I think [3:52:43] I think in this case and and I've seen this [3:52:45] happen in my career with managing waste contracts when we [3:52:48] have an anomaly anomalous event that creates a bit of [3:52:51] tension in the community it's just really good customer service [3:52:54] to provide a little extra service for that one or [3:52:56] two collection peered just to give everyone a sense that [3:52:59] you know what we we we're here to make sure [3:53:00] we can do the best we can so to me [3:53:02] this would be considered part of a normal business ... [3:53:06] the ice storm was another event where we mean and [3:53:08] made exemplary efforts to try to kind of minimize impact [3:53:11] the community so [3:53:13] now a bigger question might be with climate change and [3:53:16] you know what the patterns is this can become a [3:53:18] regular thing that maybe a bigger question to think about [3:53:20] but you know at the current rate of the events [3:53:23] it's not unusual for us to provide that service thank [3:53:26] you very much commission the only other comment I want [3:53:29] to make is that ... perhaps also and and I'm [3:53:33] I'm not sure if a city managers already involved in [3:53:36] this but perhaps risk management chose to be involved in [3:53:40] this because I know in my south Richfield area when [3:53:43] we've had problems with with plotting to you too M. [3:53:46] residences that are on near the creek and with the [3:53:50] climate change and you know five hundred years storms that [3:53:53] are no longer five hundred year storms ... that is [3:53:56] being dealt with by risk management so it it just [3:53:59] it might be a good idea just to the ace [3:54:01] as well with that because they there are impacts thank [3:54:04] you very much [3:54:06] okay cops have said [3:54:09] they're out there investigating a person so I don't know [3:54:12] that there's an answer specifically and that's where I don't [3:54:15] know that we need to report back [3:54:18] media leave before they do anything because Miller is actually [3:54:21] out there doing it all right so and [3:54:25] yeah I know the venom amazing pretty good [3:54:29] Sir go ahead [3:54:31] Mister I just wanted to provide some clarity at Macalester [3:54:34] much approached me with this idea it one of the [3:54:39] things that needs the commissioner needs to be cognizant of [3:54:43] is that a lot of this is just maybe give [3:54:45] them some extra bag a garbage tags so that they [3:54:48] can throw out stuff as they find issues with things [3:54:52] in the basement that were contaminated sites offices could go [3:54:55] on two or three months if they're one of the [3:54:58] houses that are identified given that garbage tag for a [3:55:01] couple of blocks and let's get on with it that's [3:55:03] what it's all about so let's can we please call [3:55:05] the vote [3:55:08] not a chance I'm sorry what does okay yup yup [3:55:12] all up yeah I I actual plot a councilman to [3:55:16] moving it forward to help his constituents up maybe your [3:55:20] response to conserve wesa agree we maybe that's on so [3:55:24] I just want to be after to create for you [3:55:25] Mister chair the commission because they're what ways [3:55:30] I mean how expensive or restrictive all that could be [3:55:35] I mean ... so ... so perhaps if you're coming [3:55:39] back the report issues you can I would like to [3:55:41] see you know if there's any kind of parameters set [3:55:45] this is what we meant we've been doing something [3:55:48] just a comment thank you the explanation thanks [3:55:51] okay all those in favor of posts that carries unanimously [3:55:57] all right we now are going to [3:56:02] sorry [3:56:03] hi ... but yes I'm sorry the file ... sixty [3:56:06] one through sixty seven [3:56:12] 67 I mean [3:56:14] Adam movers second effort by the US [3:56:18] this [3:56:19] if you wish cancer west of some favorite polls carried [3:56:24] thank you both for their [3:56:28] ... we need to move into closed session and what [3:56:30] I would like to do ... when we do that [3:56:33] is go directly to ... [3:56:37] the [3:56:39] parkland for [3:56:41] and then we'll deal with yours [3:56:43] so [3:56:45] moving into there we go [3:56:48] resolution to move into closed session [3:56:52] and we're heading out we're on a run [3:56:58] S.
