It is 6 p.m. and we're in the municipal office in Chantry. [0:15] And a couple of items I want to mention. First of all, I want to thank members of the public [0:19] for attending and showing interest in local government. Secondly, I want to acknowledge [0:25] the recent provincial election that we had and congratulate Premier Ford on this re-election [0:29] and our MVP, Steve Clark, but I also want to thank and congratulate all the candidates [0:35] that were willing to put their name forward because it's always a challenge and it's [0:42] good to keep our democratic process going. [0:44] And I also want to note the selection of Allison Gibson to the Student Council for [0:50] the Upper Canada District School Board. [0:52] So she'll be one of two students that represent all the schools under the Upper Canada [0:58] District School Board. [0:59] So congratulations to one of our own Allison Gibson. [1:02] With that, I will move on to the land acknowledgement statement. [1:07] The Township of the Lakes acknowledges [1:08] that we live and work in a meeting on ancestral territories [1:12] of indigenous people. [1:13] We do so respecting both the land and the indigenous [1:16] peoples and honor their past, present, and future. [1:19] The Township values and respects [1:20] their cultural heritage and relationship to the land. [1:24] Move on to item number three, which is roll call. [1:27] Madam clerk on attendance with councillor Pollard. It's going to be late. Okay [1:34] Emergency additions or amendments to the agenda? [1:38] Councilor Depp banks. Yeah, I'd like to move items 14 for right through to 14 14 right up to the front of the [1:45] council meeting before the [1:47] Close session so there would be 6.8 [1:52] Okay now [1:53] Now, you understand that we have a solicitor on standby for six o'clock. [2:00] We understand that. [2:01] That's fine. [2:02] And, you know, that's going to create an issue for us, perhaps. [2:09] Madam Clerk. [2:10] I was just going to suggest, can we just move all of new business up, possibly, if that works? [2:16] Do I'm fine with that? [2:17] I couldn't hear if all of new business could be moved up. [2:20] I don't. I'm not looking for the proposed motions to go through. It's just 14-4 and 14-14. That's all that I'm asking to report. [2:32] 14-4 to 14-14. [2:33] It's all the IC reports. [2:37] Okay. Discussion on that. [2:39] Councilor McEnany. [2:40] Well, I don't understand why every meeting we have to, the agenda's been set by the clerk and the CAO on how they do its best laid out. [2:50] And every meeting we have to make changes and rearrange it. [2:55] Having a solicitor sitting waiting for us to contact him for a closed session while we [3:02] go through another portion of the meeting when he was scheduled to be up at the beginning [3:07] doesn't make sense to me. [3:09] The closed session from looking at it I would think would be probably no more than [3:15] half an hour. [3:16] I could suggest that as well. [3:19] Okay. [3:19] other comments deputy mayor banks I think as council members we are allowed [3:25] to change the agenda and that's what we're asking to do so I appreciate [3:29] council supporting that. [3:34] Councilor Maxwell a second time. I think that's up to the [3:37] chair to make that decision on whether or not we agree. [3:43] Well I'll go to the [3:44] clerk on that I'm not sure that it is the chair's call but it is. There is a [3:55] I think it's 11.6 11 [4:02] .6 of procedural by law the business of the council shall be taken [4:06] up in the order as listed on the agenda unless otherwise decided by the mayor or presiding [4:10] officer okay so that would appear to be that it's my call and I am I'm quite happy to [4:19] lead the agenda has is. [4:23] Councilor Banks. Also a procedure by-law says that the [4:26] majority of council can override the procedure on through the by-law so if [4:31] I have to make that motion that we override the procedure by-law I'll do [4:33] that and then we'll move on to the motion that I had first. [4:39] We've changed the agenda many times. I don't understand why it's in the shame now. [4:43] Well, my understanding is because we've got a lawyer on standby, [4:48] we don't know how long these other issues are going to take, [4:51] and we may not be able to get the lawyer on the lawyer. [4:55] Excuse me, but please don't interrupt me when I'm speaking, Councillor Banks. [4:59] Madam Clerk, would that be a requirement that we amend the procedure by-law? [5:07] There is a clause in the procedure by-law that it can set aside any one of the procedures. [5:10] Okay. So, Councillor Banks, are you prepared to set aside the procedure by-law? [5:16] Yes. [5:16] So, the rule of my ruling? [5:17] Yep. [5:18] Okay. Do I have a seconder for that? [5:20] Yep. [5:20] Deputy Mayor Banks, discussion on that motion. Councillor Delaney, I have you first and [5:28] then we'll have Councillor Maxwell. [5:29] Thank you, Your Worship. Usually there's a reason for wanting to shake up the agenda [5:35] like that. Could we get a reason for it? [5:43] Councilor Banks, would you like to respond to that? [5:45] Is there a rationale for changing the order? [5:48] Because I made a request. [5:49] Because I made a request? [5:52] Just because you made a request. [5:54] Yeah, I'm just asking to change the agenda. [5:56] We have people in the Gallie, and I [6:00] want to get this stuff done with if we can. [6:02] OK. [6:04] Other comments or discussions with respect [6:06] to the procedure of ILO being set aside? [6:10] I think we're missing one of our members at the table so any decision [6:16] that's made will probably be rediscussed again anyway so I still think we should [6:21] go ahead with the closed meeting but the lawyer do his thing and then we can go [6:32] as it's been laid out. [6:34] We can't even get along on the simplest things here, it seems. [6:38] We don't need any more questions. [6:42] Well, I'm just wondering, just common sense, that we can't go along with [6:46] Mr. Pollard. Can't Mr. Pollard be in here? We can't go [6:51] forwards with anything, right? So can we go [6:55] forward this way? Yeah, let's defer it then. [7:01] I certainly think when there's controversial issues that it's important that all members [7:06] of council have that opportunity to be involved. [7:09] So if we're going to hold off on that, would it not make sense then to at least follow the [7:18] rest of the agenda until if we're referring to the integrity commissioner reports to everyone's [7:24] here? [7:24] anything they vote on he's not here that's right that's just common sense like he [7:30] should be able to be here and maybe we should phone and see where he is maybe [7:35] he hasn't even come well point of order as I just wonder if we could actually have [7:39] the vote to I will call it over when I'm ready to call the council [7:45] Madame sir could we could we touch base with [7:47] Councillor Pollard. You see it on its way. Have you heard from him? [7:52] Last I heard he was coming. That was this morning after economic development. [8:29] We're allowed to change it because we're allowed to change it. [8:33] It's their procedure of why-law. [8:37] They have issues with the procedure of why-law. [8:39] I should change. [8:41] Hi, Lori. [8:41] It's Mary Ellen from you. [8:44] OK, great. [8:45] Thank you. [8:46] OK, thank you. [8:48] You're welcome. [8:49] He's on his way. [8:51] He's on his way. [8:52] He's on his way. [8:52] He's on his way. [8:53] You worship? [8:55] Yes, ma'am. [8:56] It won't make any difference whether Mr. Paul is here [8:59] or not, because if I get five people to accept my motion [9:02] to move the agenda forward, we can move forward. [9:05] So why don't we just have that vote and carry on? [9:07] Okay. [9:13] All those. All in favor? Who is Denny? [9:19] I want a recorded vote on this. [9:22] Okay. [9:25] I might like to hear the motion again too. [9:28] I'll leave it red. [9:29] Steve resolved that item 11.6 would be set aside to move items 14.4 to 14.14 before agenda item 7, which is the closing meeting. [9:46] Councilor Jeff, thanks. [9:49] Councilor Kerr, yes. [9:51] Councilor Delaney, no. [9:53] Councilor Dunfield, yes. [9:55] Councilor Hutchings, yes. [9:58] Councilor Maxwell, no. [10:00] Deputy Mayor, thanks. [10:02] Yes. [10:03] And Mayor Hoogland. [10:04] No. [10:05] Motion is carried. [10:07] Now I'll launch the motion regarding the adoption [10:10] of the agenda as amended. [10:14] I would move by Councilor Delaney, [10:16] seconded by Councilor Hutchings. [10:17] Is it resolved that the agenda be approved and adopted as amended? [10:21] Discussion? [10:25] Call the question. [10:26] All in favor? [10:26] One question. [10:27] Sorry. [10:28] Are we notifying the lawyer that we're not going to be contacting him for a room? [10:32] I would hope so. [10:33] Otherwise, the bill is going to be running. [10:37] Mary-Anne, I'll do that. [10:40] I'll do that. [10:40] And we really don't know how long those items might take in the sense that, OK. [10:49] So does that mean while we go through all this discussion he's going to be [10:53] charging us while he's on standby? So it's through the chair, that's his [11:00] pocket. He asked him to be on ready for six. [11:08] So the motion was read and moved in [11:11] second as amended and I called the votes. All right [11:20] I'm moving on in the [11:21] agenda to declarations of the kinder interest [11:26] and the general nature thereof. [11:28] I have a number of declarations, which I will read. [11:32] So this was dated March the third, 2025. [11:36] Sorry, Councilor Banks, but what's your issue now? [11:39] Well, I was just wondering if you just read [11:40] the declarations as they're concerned [11:42] with the individual issues. [11:46] There's a whole bunch of issues here, so. [11:48] I will read the declarations in the order I received. [11:52] dated March the 3rd, 2025. [11:54] I, Joan Delaney, do declare a deemed direct pecuniary interest [11:58] in accordance with the Municipal Conflict of Interest Act, [12:02] RSO 1990, Chapter M-5. [13:44] Again, David March III, 2025. I, Deborah Ann Hutchings, do declare a conflict [13:50] of interest, non-pecuniary nature, related to any other matter, including matters under [13:54] the Tampere Lakes Code of Conduct, in regards to items number 14.13 and 14.3.1, 14.14, [14:02] and 14.2.01, namely integrity commissioner reports on the council meeting [14:10] agenda dated March the 3rd, 2025. The declared interest is the following [14:15] general nature, personal, signed by Councillor Debbie Hutchins and received by [14:24] So it should be 14.13, 14.13, 14.14, and 14.14, 14.14, and 14.21. [14:51] No, 14.14.1. [14:55] That's a 4, is it? [14:58] Yes. [15:06] Hi, Jeff Banks, to declare a conflict of interest, non-pecuniary nature, related to any other matter, [15:12] including matters under the township of Rio Lakes Code of Conduct, in regards to items [15:18] number 14.4, 14.5, 14.6, 14.7, 14.8, namely IC reports on the council agenda dated March [15:28] March the 3rd, 2025, the declared interest is a following general nature, spousal and [15:35] myself, initialed by Councilor Banks and received by myself. [15:51] And again, David March the 3rd, 2025, the Islander card to declare a conflict of interest [15:57] among community and nature related to any other matter, including matters under the [16:01] Townsbury Lakes Code of Conduct in regards to items number 14.9 and 14.10, namely integrity [16:10] commission report on the council meeting agenda dated March the 3rd, 2025. The declared [16:17] interest is of the following general nature, personal, signed by Councillor Linda Carr, [16:21] received by my side. [16:37] Moving on to the amended agenda, we're moving on to page 152 in my [16:44] package. [17:02] Welcome Councillor Pollard. We've amended the agenda to have one be dealing [17:09] with 14.4 to 14.14 first. [17:24] So 14.4 is the integrity commission report. [17:30] report, IC 35303-1124, and it is with respect to Deputy Mayor Paula Banks, and I have it [17:42] – I need to move her in a seconder for the motion to be dissolved with the Council of [17:50] Corporation of the temporary lakes in accordance with the integrity commissioner report, IC [17:54] C-35303-1124 recommendation, request the Deputy Mayor of Paula Banks provide an apology to [18:01] Ms. Alford. Do I have a mover and a seconder for that? [18:07] You're moving it? [18:08] No, I would like some clarification before you start it. I have my hand up. [18:13] Okay. [18:15] In conversations with the integrity commissioner, it was made clear that if we declare a conflict [18:21] been closed we have to leave the room but it was not made clear to me if I [18:26] declare a conflict if I have to leave the room in open session it did say that [18:33] I cannot speak to it or vote to it I'm just not sure if I have to leave the room [18:39] My understanding is under the code of conduct if it's not [18:44] pecuniary you have to leave the room okay it comes to pecuniary you may come [18:48] back to them. Okay, so if there's any conversation of this becoming pecuniary, I would like to [18:53] review that. Thank you. Okay. I do not yet have a mover in a seconder then. This is moved [19:02] by Councilor Larkins. [19:06] Seconded by Councilor Kerr. Discussion? Councilor Larkins, please. [19:13] Well, I'd like to make a motion to amend that motion. [19:20] It's already been demonstrated at this meeting, again, the behavior at this table, rude, inconsiderate [19:29] of people's time, et cetera, it just goes on and on. [19:34] The President has already been set by this Council not to follow the IC recommendations [19:40] earlier this term, and I feel that would be more than an apology. I'm suggesting 15 days per complaint. [19:50] Okay. So are you proposing an amendment then that we would add? So [20:02] we need a mover in Sacramento [20:03] to be resolved that the Council of Corporations and the Council relax amends the main motion to also [20:07] This includes a suspension of pay of, did you say 15 days? [20:12] 15 days per complaint. [20:14] We have to do it at a time. [20:15] We have to do them one at a time. [20:16] Okay, 15 days. [20:17] Moved by, I'll second. [20:20] And Councillor Pollard is seconding that. [20:23] Okay, so this has now become a cuniery nature, [20:28] so I would submit. [20:29] Only if it's passed. [20:31] Only if it's passed. [20:32] But this is an amendment to the main motion. [20:36] Okay. [20:36] Okay, so discussion on the amendment. [20:40] Well, as I already said, my reasoning for it. [20:47] Okay, well then I'll call the question, all in favor. [20:53] Motion is carried. [20:58] Now we need to advise councillors. [21:01] You'll read the motion as amended. [21:04] Motion [21:06] as amended. [21:23] He does nothing related to pecuniary at this time. [21:27] OK, so he's not in the room, thanks. [21:29] The study doesn't come yet. [21:31] OK, so I need to move in a second, [21:33] or be it resolved that the Council of the Corporation [21:35] and the Townsville Lakes in accordance with the Integrity [21:37] Commissioners Report, IC 35303-1124, [21:41] recommendation requests that Deputy Mayor Paula Banks [21:44] provide an apology to Ms. Alford [21:47] and further that a suspension and pay of 15 days [21:51] be provided. [21:58] I'll move. [22:02] Seconder? [22:05] No. [22:06] Mr. Maxwell and Councilor Pollard. [22:08] Okay. [22:10] So this one is now open for discussion. [22:14] Deputy Mayor? [22:16] Banks, please. [22:17] May I ask why the 15 days is being added? [22:26] Uh, mover of the second or two? [22:28] Well, as I- [22:31] As I- [22:31] I already said, I guess you'd already left the room. [22:35] It's been demonstrated already the rudeness [22:38] in consideration disregard for the procedures [22:43] that should be at this table. [22:45] And the president has already been set earlier this term [22:51] to not follow the recommendation set out by the IC [22:57] commissioners. [22:58] And so I feel this behavior needs more than an apology. [23:03] So I'm suggested 15 days. [23:06] So I'm going to second that again. [23:08] I am a bit confused because I was found innocent of being [23:14] rude in this room, being rude on Facebook. [23:17] So I'll just read my thing. [23:19] So I had sent Shelley a video that I'd [23:22] like to be brought up too, please. [23:24] If we can work on that. [23:28] You're unwilling to play the video? [23:30] I'm unwilling to play videos. [23:31] You're allowed to defend yourself, normally at this meeting. [23:36] So I'm going to read this. [23:39] I think we need to be transparent with the public that all 11 of these complaints, whether [23:46] they were filed by a taxpayer, grassroots, or maybe even by fellow council members, [23:52] all referenced their displeasure with council for deciding to go to tender [23:58] with this Chantry office. These 11 complaints contained a long, long [24:05] laundry list of 20 plus false assertions against only the five council members [24:12] that supported that tender. Some accusations are as serious as breaking [24:18] the municipal act, having a conflict of interest with the contractor, and leaking confidential [24:25] information during negotiations. I was also falsely accused of bullying residents and [24:33] council members, both on Facebook and during meetings, and berating and disrespecting the [24:40] Mayor. Add to that the accusation of lying, being the reason staff resigned, stopping [24:49] council business, and the most insulting and outlandish, the accusation that I extorted [24:55] Wendy Elford. None of these accusations were found to be true. The five of us have been [25:03] under investigation for over three months. The IC investigator was looking for any [25:10] breach listed in the 11 complaints and I was found guilty of a single one, turning my back [25:18] on the Rideau Lakes Grassroot delegation, a group that secretly worked with two council [25:25] members for almost two years. [25:28] I'm not saying that is right or a good thing, but it should tell taxpayers that five of [25:33] us have been under a very big microscope for months. Out of the number of allegations, [25:41] this was my only crime. I wonder if the actions of the mayor and those in the minority would [25:48] withstand the same scrutiny. The integrity commissioner defended us on all those accusations [25:57] so I actually don't need to nor do I need to defend my position on tendering [26:02] chantry through yet another waste of money and then I see investigation I [26:09] think my defense that was posted online should show my fellow council members [26:14] and the public the five of us at this table are not the only ones that help [26:20] create this toxic situation I hope my fellow council members also see this [26:26] as an opportunity to move past this by taking a simple apology. [26:33] This is our olive branch to move forward. [26:36] These investigations are now being used purely as political weapons [26:41] with the only intention to stop the retrofit of the Chantry. [26:47] For me, no matter the outcome today, I will not be changing my vote on Chantry [26:52] even if that means my fellow councillors or the taxpayers follow further complaints, [26:59] file for the complaints. [27:01] Today will boil down for me to one thing, [27:06] the Mayor will either keep his word or he will break his word. [27:10] The Mayor, for the last two years, has claimed he has not treated the five of us [27:15] any differently than those that supported his hub. [27:20] today we will find out if that's true the mayor has stated more than once I am [27:27] going to be consistent in supporting whatever penalties have been recommended [27:31] by the IC that has been my position from day one and will continue to be my [27:38] position going forward and that was the video that I was going to play thank [27:45] you. I [27:49] simply respond to that by saying that I think there's a need to look at [27:53] each situation on its own and that this council has on more than one occasion [27:59] moved away from the integrity commissioners. [28:04] Anyone else wish to speak to [28:06] this? All right. Councilor Hutchings. Thank you Mr. Mann. I just would like to [28:13] say, I forgive the judge and jury that came, [28:19] the words that came out of it from you [28:20] because I haven't said anything today. [28:23] And if you remember what you said, [28:27] they gave me an agreement and so I forgive you for saying [28:37] those words because [28:44] only integrity conditioners [28:45] can hold down on us. [28:53] Thank you, Your Worship. I said this the other day, but I'd like to reiterate it for the [28:58] recording. Under the Municipal Act, the integrity commissioner has given the leeway to recommend [29:06] anything from a reprimand to a 90-day suspension. An apology may be considered by the municipality, [29:15] but it is outside of the integrity commissioner process. [29:20] So with these recommendations of apologies only, [29:26] I don't think that this integrity commissioner [29:29] did the job she was supposed to do. [29:33] So before we canonize her, [29:36] I think we should maybe consider that. [29:39] Thank you. [29:40] Thank you. [29:41] Any other discussion? [29:42] Now I'm going to call the question. [29:48] All in favor. [29:49] Can I have a recorded vote, please? [29:50] Certainly. [29:52] The question, could you have a recorded vote? [29:58] Please call the vote on the motion. [30:00] motion. Should I read the motion again? Yes, yes. Okay. Moved by Councilor Maxwell, second [30:05] by Councilor Pollard. Beat resolved with the Council of the Corporation of the Township [30:08] of the Lakes in accordance with the Integrity Commissioner Report, IC 35303-1124, recommendation, [30:15] request that Deputy Mayor Paula Banks provide an apology to Ms. Alfred and further that [30:20] a suspension and pay of 15 days be provided. Okay. There's been a request for a court [30:27] vote. You read the motion. I'd like to speak to it once more. [30:34] Fair enough. I don't believe [30:37] you're allowed to speak to the penalty. I only think she can speak to us now. Okay. Let's [30:44] speak. I would [30:50] like to clarify how I can be added 15 days for something I was not convicted [30:57] of Councillor Maxwell proceeded to say that I was rude. [31:02] She said that I disrupted council meetings, that I disrupted the chair, but yet the integrity [31:08] commissioner felt me innocent on all those things. [31:11] So I'm not quite sure how council member could find me guilty when the integrity commissioner [31:18] could not. [31:20] So I'd like some clarification on that. [31:23] I understand changing the integrity commissioners but penalty but you can't [31:29] find me guilty of something she did not find me guilty of all right so I would [31:34] like to clarify that I was found innocent of all those things that was not [31:45] being rude to council members and the integrity commissioner also mentioned [31:50] your lack of responsibility in that. [31:54] That's fine. I'm not being considerate here. [31:57] No, but you're saying to me. [31:59] I'm saying exactly what the integrity commission said in their conclusions. [32:02] I spoke to Councillor Maxwell saying that I was rude at council meetings, [32:08] that I was rude to you, that I was rude to council members, [32:12] and I disrupted council business. [32:14] I was found innocent on every single one of those. [32:18] So I would like to make sure that it's on the record. [32:22] Councilor Maxwell. [32:24] Can we have a final comment? [32:27] Because there has been a reduction of order. [32:28] Can we ask the gallery to please stop commenting? [32:30] Absolutely. [32:31] I'm not hearing the gallery and I will determine if the gallery is commented when they shun me. [32:37] Thank you very much. [32:39] Councilor Maxwell, please. [32:40] Well, I was just going to be specific. [32:43] I'm turning your back on a delegation that is getting up to speak is route and [32:50] that is how the public sees it. I'm still getting questions why this hasn't been [32:55] dealt with already. I'm still getting questions. [32:59] Deputy Mayor Mack, Deputy Mayor, thanks you do not have the floor please. I'm tired of [33:04] everybody speaking over everyone else. Councillor Maxwell has the floor. [33:08] Okay, and that was all I was just reiterating that the rudeness is turning the back on her delegation [33:17] And she was found guilty by the [33:19] Spend in the son of the ICs [33:22] Although she was only giving an apology [33:25] All right, I think I think it needs more than that [33:34] All right after the fact I love each you speak once [33:38] All I'm asking is, you said 15 days suspension. What does that mean? [33:43] 15 days without paying. [33:44] Without paying. [33:45] That's correct. [33:46] And again, if you're found guilty, it will stay in your chart, but she was not feeling guilty and will not change her file, correct? [33:57] I don't think that's relevant, but I don't know what's in the file. [34:00] I know, but she has been found innocent by the integrity commissioner. [34:04] By the Interior Commissioner, some of the allegations were found to not have merit and the chair training one was. [34:12] Okay, there's one thing only. Okay, I just, just to make that clear. [34:18] Okay, can I get clarification from the clerk, please? [34:21] I think what Councillor Carr is referring to is our records retention by-law. [34:27] So we do have a records retention by-law, so these documents will stay. [34:30] what's in the what's in the agenda is permanent because it's part of the [34:34] agenda agenda package yes it was David and she's bent down innocent so it's a [34:41] permanent record we have the complaint we have the defense so it's all part of [34:45] the record but you can't say she's guilty now we can't I don't think we [34:49] can change that file regardless of what we say here correct I can go to the [34:53] conclusion of the integrity commissioner that would help yeah I'm sorry [34:59] Donfield, please. Thank you, Mr. Mayor. I am saddened by this council and their [35:08] continual warfare and I would really like to see an olive branch be extended. If [35:16] you want to put a penalty on everybody, you're doing it and you're causing more [35:21] rift and it's continuing and it's sad and it hurts and it's not right. If [35:28] If someone has made a mistake, which they were told they would have made a mistake, they're [35:32] going to go by the Integrated Commissioners Report, but the rest of the report identified [35:39] that these actions were not found to be guilty. [35:46] You're still pushing this. [35:47] You're still making a rift between us, and I would like it to stop. [35:52] Okay. [35:52] Well, thank you. [35:53] Now let's keep a check on this, I heard everyone's had the opportunity to speak, I'm going to ask the clerk to call the vote. [36:02] Councillor Carr. [36:03] We've got ten more. [36:04] Councillor Carr. [36:05] What am I waiting for now? [36:07] Councillor Kelly. [36:08] No. [36:10] Councillor Delaney. [36:11] Yes. [36:12] Councillor Dunfield. [36:13] No. [36:14] Councillor Hutchings. [36:15] No. [36:15] Councillor Maxwell. [36:17] Yes. [36:17] Councillor Pollard. [36:18] Yes. [36:19] Mayor. [36:20] Yes. [36:23] motion is carried. [36:28] Now we go on to the next one. [36:29] Oh, actually, I guess I said, is there a penalty for each one? [36:35] We don't know you. [36:37] So that was 14.4, so now it's 15, 14.5, [36:46] 95. [36:57] Again, I have a motion to accept the integrity commissioner's report [37:02] and require an apology on this particular complaint. [37:06] So I need a mover and a seconder for that. [37:08] A [37:12] mover or a seconder? [37:14] This is be it resolved that the Council of the Corporation, the Townsend of the Lakes, [37:17] in accordance with the integrity commissioner report IC 35308-1124 recommendation [37:24] request that Deputy Mayor Paul Banks provide an apology to Ms. Alford. [37:28] So she's putting it on the table, right? [37:31] This is to put this on the table, and then if there's an amendment to that, then I'll [37:36] have to end the meeting. [37:38] You'll move that. [37:39] Thank you, Councilor Hutchings. [37:42] Seconder? [37:43] Councilor Dunfield. [37:47] Discussion? [37:50] Okay. [37:50] Well, I'm going to motion that we amend it again 15 days for this one as well. [38:00] Okay, [38:07] so this is a motion to amend the main motion. [38:11] So I have it moved by Councilor Maxwell, seconded by Councilor Pollard. [38:19] It resolved that the Council of the Corporation Attempt to Realt Lakes amends [38:23] the main motion to also include a suspension and pay of 15 days. [38:28] Discussion, [38:33] okay? [38:33] Well, it's the same, the public is still really upset about what happened that day. [38:38] And just to, in the conclusion, it does say that she behaved inappropriately and turning [38:53] her back. [38:54] So she is feeling guilty of doing that and to only give an apology is not right. [39:02] And this is a second complaint on the same issue. [39:07] All right? [39:07] Yep. [39:08] All right. [39:11] Any other comments with respect to this motion? [39:15] Then can I call the question? [39:18] All in favor? [39:22] Mr. Benny? [39:40] So now, what are you doing now? [39:43] Motion as amended is for the comment. [39:46] Of course. [39:49] I need a mover and a seconder for the motion [39:51] motion as amended. [39:54] Okay. [39:55] By the way, councillor Pollock, I saw your hand first. [39:58] I'm essentially a councillor. [39:59] Do you resolve the council, the corporation, [40:02] the temporary lakes in accordance with the integrity [40:04] commissioner report, IC 35308-1124 recommendation, [40:09] request the deputy mayor of Paul Banks [40:11] provide an apology to Ms. Alpert, [40:13] and further that a suspension in pay of 15 days [40:16] be provided. [40:21] I think we need to be transparent with the public that all 11 of these complaints, whether [40:28] filed by a tax player, grassroots, or even a fellow council member, all referenced their [40:34] displeasure of council going ahead with the tender of this office. [40:39] These 11 complaints contained a laundry list of 20 plus false assertions against only [40:46] the five council members that supported this tender. Some accusations were as [40:51] serious as breaking the municipal act, having a conflict of interest with the [40:56] contractor, leaking confidential information during negotiations. I was [41:01] also falsely accused of bullying residents, council members, both on Facebook [41:07] and during meetings, and berating and disrespecting the mayor. Add to that [41:12] lying, being the reason staff resigned, stopping council business, and most insulting and [41:19] blandish, the accusation I extorted Wendy Elford. None of these accusations were found [41:25] to be true. The five of us have been under investigation for three months. I see investigator [41:31] looked at any breach listed in the 11 complaints, and I was found guilty of a single one, [41:36] turning my back on the Rideau Lakes grassroots delegation a group that has [41:42] secretly worked with two council members for almost two years I'm not saying that [41:48] it's right or a good thing but it should tell taxpayers the five of us have [41:52] been under a very big microscope for months and out of the number of [41:58] allegations this was my only crime I wonder if the actions of the mayor [42:02] and those in the minority would withstand the same scrutiny. [42:07] The integrity commissioner defended us on all those accusations so I do not need to, [42:12] nor do I need to defend my position on the tendering of Chantry through more IC investigations. [42:19] I think my defense, which everyone can read online, should show my fellow council members [42:27] members and the mayor that we are not the only ones causing this toxic situation. [42:33] I hope my fellow council members see this as a second opportunity as an olive branch [42:39] and just to take an apology. [42:42] These investigations are now being used purely political and they need to stop. [42:48] For me, no matter they have come today, I will not be changing my vote on Chantry [42:53] even if there are further investigations, including from fellow council members. [43:00] The mayor for the last two years has claimed he does not treat the five of us [43:04] any differently, but we saw earlier that he did. [43:08] The mayor has stated more than once, [43:10] I'm going to be consistent in supporting whatever penalties have been recommended by the IC. [43:16] That has been my position from day one and will continue to be my position going forward. [43:23] But we can see from earlier that it's yet one more of the Mayor's fault statements that he's gone back on. [43:32] Thank you. [43:33] Well, I'm certainly not going to agree with that particular defense. [43:37] I think there's a lot of the defense that's with you relevant to the issue of turning the chairs, [43:42] which I felt was one of the worst examples that I've ever seen in my entire career [43:48] on this respect to our citizens. [43:50] The integrity commissioner also spoke to your lack of responsibility in chairing the meetings properly. [43:58] Would you like me to read that? [44:00] No, I don't need to read that. I'm aware of what the integrity commissioner is looking for. [44:03] Well then don't. [44:04] They also told me that I can, as a chair, I have control of the meeting. [44:09] You have control of some, you just changed the agenda. [44:13] Well, that's fine. [44:16] We will continue to change the procedure by-law to suit your purposes as you go forward, I'm sure. [44:21] Other comments or questions with respect to the version that's on the floor? [44:24] That's inappropriate to say that. [44:26] No, it's not, but it's true. [44:29] It certainly is true. [44:31] How many times have we changed the procedure by-law to accommodate these requests? [44:38] We are allowed to change the procedural by-law anytime the majority of council wishes. [44:43] I respect that you have one vote the same way we do [44:50] This is not what's being debated here today [44:52] No, what's being debated is you telling the public one thing and then you changing it just the way you told us you never spoke with [45:00] The facilitator of the strategic plan, but we also know that you changed your story on that. [45:06] This is all speculation on your part. There's no facts here and I will not have you disparage [45:14] my leadership or disparage and say, and say that- [45:18] The executive commissioner did, I didn't. She- [45:20] The point of the line is between the two of you is just not. [45:22] Stop. [45:23] Both of you. [45:24] it's not a point of order I just want everything to I'm ready I'm ready to [45:30] get it on I'm going to call the question [45:33] you want to read motion again we're going to vote please [45:38] okay and Clark please call the vote on this motion [45:43] Councillor Carr. No. Councillor Delaney. Yes. [45:47] Councillor Dunfield. No. Councillor Hutchings. No. [45:52] Councilor Maxwell. Yes. Councilor Pollard. Yes. Mayor Blubinman. Yes. Motion is carried. [46:03] I'll move on to 15.6 on the agenda, which is the third integrity commissioner [46:12] complaint against Deputy Mayor Paul Banks. And so [46:22] the initial motion would be to [46:25] provide apology, correct? Correct. Okay. And you move on a seconder. [46:30] be it resolved that the Council of the Corporation, [46:32] the Chancellor of the Lakes in accordance with the integrity [46:33] commissioner for IC 35313-1123 recommendation requests [46:40] that Deputy Mayor Paula Banks provide an apology to Ms. [46:43] Alford. [46:43] Do I have a mover and a seconder for that? [46:45] Moved by Councillor Dunfield. [46:49] Seconded by Councillor Hutchings. [46:51] Thank you. [46:55] Discussion? [46:59] Motion to amend this one too. [47:02] Is anything 15 days? [47:08] Motion for that, please. [47:09] You'll [47:17] have a seconder, Councillor Delaney. [47:21] We resolved that the Council of the Corporation [47:23] of the Township of the Real Lakes amends the main motion [47:26] to also include a suspension of 15 days. [47:30] Third motion discussion. [47:34] Now I do note that this is a complaint [47:36] from another citizen who is then identified in the defense. [47:43] And I certainly have certain concerns [47:46] about the ability of the public [47:48] to make complaints anonymously. [47:50] and then have us publish the clear names of the persons that were involved in that. [47:57] That will not encourage people to come forward when they have concerns about any of our activities. [48:09] Other comments or questions with respect to this amendment? [48:13] Then I'll call the question. All in favor of the amendment? [48:18] Opposed to any? [48:20] Same vote. [48:21] Thank you. [48:41] Okay. [48:42] A [48:44] motion is be resolved with the Council of the Corporation of the Temporary Lakes in accordance with the Integrity Commissioner Report, IC 35313-1123. [48:53] Recommendation request that Deputy Mayor Paula Banks provide an apology to Ms. Alfred and further that a suspension and pay of 15 days be provided. [49:01] I have that mover please. [49:05] Moved by Councillor Maxwell. [49:07] Do I have a seconder? [49:10] Councilor Delaney. [49:13] Motion's on the floor. [49:17] Who wishes to speak to this one? Okay. Councilor [49:21] Carr. Okay, exactly. What are we, what is she being charged with now? This is the, this [49:29] is the third one, which included the turning of the chairs. No, it can't be that. We've [49:35] done that. We've done three of them already. Why not? It's 15 days per, per, per complaint [49:41] is what council is proposing so it's just the turning of the chairs again so [49:50] there's three charges for turning her back three times [49:55] yep I mean I'm just reading what the motion is so all right anyone else wish [50:05] to speak to this one we've heard that depends so I'll call you want to [50:10] recorded vote again? No, no, no. I just want to clarify, so out of the list of 20 [50:17] plus accusations, which some of them are actually almost criminals, I was found [50:25] guilty of turning my back and you're going to charge me 45 days for turning [50:30] my back, just so we're clear. And even though you said that you would accept [50:37] every integrity commissioner because it's me and it's about the office you've [50:42] now changed your position to deal with the office every single complaint [50:47] mentioned the office well that may be the fact but that's not the basis of my [50:52] decision okay so can I ask why you changed your decision my decision is [50:56] because I felt that a simple apology was not nearly strong enough to drill [51:02] I'll home the message that that behavior is inappropriate. [51:06] I said, let me finish. [51:08] But even though you mentioned it. [51:09] Let me finish, please. [51:10] And then I'll let you respond, OK? [51:14] And I mentioned this at the meeting afterwards, [51:17] that I felt that was the most disrespectful thing [51:20] that I've seen in my 50-year career in municipal government. [51:25] And that is my position. [51:29] And if it's the position of the majority of the council [51:31] that are eligible to vote on this issue, then so be it. [51:36] Go ahead, Deputy Mayor, you can go on. [51:39] I'm not going to be here to defend myself, though. [51:45] I'm going to speak to the integrity commissioners report [51:47] and the penalty. [51:49] She also mentioned that your lack of good leadership [51:53] caused that problem. [51:55] No, she did not. [51:56] Actually, she did. [51:58] No, she simply said, you as the mayor. [52:00] She said, I had to get going. [52:00] Are you going to let me speak? [52:02] Are you going to let me speak? [52:03] All right. [52:03] I'll let you speak but then I'll correct you well you correct this all the time so [52:07] I don't think that's anything different [52:12] I'm just asking why you have failed to [52:16] even speak to the fact that she said you as chair had some responsibility in [52:23] what happened in that meeting you failed to take control of the meeting you [52:28] could have addressed it right away you could have stopped Ms. Alfred at [52:32] at any time during that delegation, especially [52:35] when she leaked confidential information. [52:38] You chose not to. [52:39] She did not. [52:40] I'm not aware that she leaked confidential information. [52:43] That meeting. [52:44] I'll just take my five days. [52:46] And I will tell you that by the time [52:49] I realized what was going on, I was looking over my shoulder [52:52] to see what everybody was looking at. [52:54] And the delegation was pretty much over. [52:57] So I mean, this is not, this is about, [53:01] This is about the public being concerned and has expressed to me repeatedly over the last month [53:07] How disgusted they are with that particular behavior, okay? [53:13] And so that is the basis for my my decision. I [53:17] Let others speak for their their own basis if they've got a different basis. That's fine, too [53:21] No, but the others did not declare that you would never go against the integrity commissioner [53:26] But now you do [53:28] because it's me and so I don't have to because it's you okay okay um is there a [53:37] recorded vote requested for this one please okay madam clerk call the [53:41] place you counselor car no counselor Delaney yes counselor Dunfield no [53:49] counselor Hutchings no counselor Maxwell yes counselor Pollard yes [53:56] Yes, we go [54:06] on to the next one, which is with respect to Councilor Jeff Banks, and [54:15] this [54:15] is 14.7 on the agenda. [54:21] Okay, I need to move on a seconder, be it resolved that the Council of the Corporation, [54:25] the Council of the Lakes in accordance with the Integrity Commissioner Report, IC 35304-1124 [54:31] recommendation, request that Councilor Jeff Banks provide a public apology to the [54:36] Mayor. [54:36] Do [54:39] I have a mover and a seconder for that? [54:41] Councillor Dunfield and a seconder? [54:48] Councillor Maxwell. [54:52] Okay. [54:54] Is there discussion with respect to this one? [54:59] Okay. [54:59] Motion to amend tier two. [55:06] It's 15 days. [55:17] By Councillor Maxwell. [55:19] Seconded by Councillor. [55:24] It resolved that the Council of the Corporation, [55:26] the town to relays amends the main motion to also include a suspension of 15 days [55:32] motion you heard the motion discussion again [55:38] it's probably the similar [55:39] rationale to what we've heard before well I think you know in this one again [55:44] this is where he's questioning your authority and again he was doing at the [55:55] beginning of this meeting. So I don't think an apology is appropriate. I don't know how [56:04] you feel about that. [56:07] I don't want to speak to Councillor Banks privately on that topic and see what he has [56:14] to say to me. [56:19] Okay, then I guess I can call the question. This is other people who wish [56:23] to speak to this one hearing none I'll call the question all in favor most of [56:30] any so [56:39] now we have the revised motion I [56:50] have it I need a mover and a seconder [56:52] for this one moved by Councillor Maxwell seconded by councillor Hall [56:59] be resolved the court council of the corporation the town's real lakes in [57:05] accordance with the integrity commissioner support I see 35 304-1124 [57:10] recommendation request that Councilor Jeff Banks provide a public apology to [57:14] the mayor and further that a suspension and pay of 15 days be provided heard the [57:19] motion discussion. Councilor Jeff Banks please. Yeah I I've been on council for [57:25] 25 years I've never had this happen to me and I'm just concerned as you know I'm [57:29] sitting sitting at a table where there's a lot of you know vengefulness [57:33] and vindictive people at the table like I didn't do anything wrong I didn't [57:38] even have to apologize to Wendy Alfred. I did get in the report that you should [57:44] have chaired that meeting better from the integrity commissioner so I'm [57:48] concerned that that I did challenge your role as mayor. Yes and the integrity [57:57] commissioner said I should get a reprimand for that but when I went back [58:00] and reread the procedural bylaw to her I was allowed to do that and so she [58:05] said I should apologize to you so I don't have a problem doing that but I don't [58:10] know why somebody is so vengeful that that is it that is it gotten to that [58:14] point that you're so vengeful that you have to take 15 days pay does it mean [58:19] that much I just don't understand it well I'm not finished yet and I did [58:29] watch a video where you said that you were going to take in the [58:31] recommendations of the integrity commissioner and that you were going [58:34] to stay that course and you're going to be consistent with that. So I'm hoping [58:38] that you're not going to vote for this. I'm hoping. Okay. So, [58:44] if you also wish to be [58:49] ready to call the question, [58:53] all in favor. This is on the 15-day panel. This is on the [58:57] combined apology and 15-day panel. Can you read me who made that motion, please? [59:02] Moved by Councillor Maxwell, second by Councillor Pollard. [59:09] Call the question then. [59:11] I'm going to call the question. All in favor. [59:14] We have the second one, too. [59:20] I'll [59:28] move on to [59:33] 35304. [59:39] 35309. [59:40] Okay. [59:42] So, I need to move on to the second one. [59:44] It resolved that the Council of the Corporation of the Townsville Lakes acknowledges [59:47] receipt of the integrity commission report IC35309-1124 [59:52] regarding Councilor Bennings. [59:56] Thank you very much. [1:00:00] Would my family suggest it other than an apology? Was there not? [1:00:03] No, on the second one. [1:00:05] Not on the second one? Okay. [1:00:07] So you heard the motion? Any discussion? [1:00:09] I need a mover and a seconder for that. First of all, sorry. [1:00:12] Okay, so what is the... [1:00:14] It's just simply that we receive it. A knowledge receipt. [1:00:19] I think this one needs to be amended as well. [1:00:24] First I need a mover and a seconder to this, [1:00:27] and then if you wish to amend the motion then I will entertain that. So I move by [1:00:32] Councillor Maxwell, seconded by, [1:00:37] no one wishes to second the motion. [1:00:39] I thought Councillor Hutchings had a handle. No, I got my hand in praying. [1:00:43] Okay. Okay. [1:00:47] Councillor Delaney. Okay. So that motion is now on the floor and if you wish to amend it I would need to understand what the amendment needs to be. [1:00:56] Okay. Well, again for 15 days because the fight from automatically turned their backs. [1:01:08] There was, it was quite obvious, as soon as Mr. [1:01:12] Point of order, we are talking about one particular individual, not all five. [1:01:16] All right. That's not a point of order, but I will acknowledge that we're talking about the individual [1:01:22] And of course the individual, you know, it was it was an action that was taken by all [1:01:27] the body. [1:01:28] Okay. [1:01:28] Because we've already had it. [1:01:33] If you're putting the 15 days on the floor, I need a mover and a seconder for that. [1:01:39] Moved by Councillor Maxwell, seconded by Councillor Palmer. [1:01:45] Dear resolved, the Council of the Corporation, the Chantry of the Lakes, amends the main [1:01:49] motion to also include a suspension of 15 days. [1:01:52] So, motion's on the floor. Discussion? [1:01:56] Well, again, you know, he turned his back automatically. [1:02:03] And I'm not buying into his reasoning for turning his back. [1:02:11] Okay. [1:02:12] That came out after the fact. [1:02:16] Yes. [1:02:16] Yes. [1:02:17] It seemed to come out after, as you mentioned earlier, [1:02:22] that the next meeting, you commented [1:02:26] about how disappointed you were in the behavior of meeting [1:02:30] where they didn't do that, and that's [1:02:33] when the excuse came out. [1:02:35] Yeah, fair enough. [1:02:38] Anyone else wish to speak to this? [1:02:40] Councilor Dunfield. [1:02:41] Thank you. [1:02:41] The integrity commissioner's comments at the end of this [1:02:45] said that she, uh, accordingly I do not consider that this was a violation of the [1:02:49] Code of Conduct as indicated above. I do not consider these two grounds of [1:02:54] complaint to be valid. So there was no penalty issued here. So how can we add a [1:02:59] penalty? I guess the rationale is that although the integrity commissioner can [1:03:05] recommend whatever they wish, council has the prerogative of increasing the [1:03:10] penalty or decreasing the penalty. And we have done that on at least a [1:03:14] couple occasions in the past so whether there's a penalty or not it is up to [1:03:20] the majority of council that have the ability to vote okay all right so this is [1:03:27] the amendment so I'm ready to call the question long favor of the amendment [1:03:33] opposed to Benny that motion is still carried so [1:03:40] now we have the we're back to [1:03:43] of the original motion. [1:03:46] Is this where Jeff should come back in, right? [1:03:53] And I'll always have [1:04:04] it. [1:04:05] I need a mover and a seconder for the amended motion. [1:04:11] The light councilor Maxwell, seconded by councilor Delaney. [1:04:18] We resolved the council of the corporation [1:04:20] the town to relakes acknowledges [1:04:21] receded the integrity commissioner report IC 35309-1124 [1:04:25] regarding Councilor Jeff Banks and further the suspension and pay up 15 days [1:04:31] be provided. We're at the motion discussion. Councilor Banks go ahead please. [1:04:36] So this is just dirty now. I did something I challenged you which I was [1:04:43] allowed to under the cold maybe I in the heat of the moment I might not have [1:04:47] done it properly but when you do something when you go to like a trial [1:04:54] and I'm sure the same mover and seconder, you get charged for something, you get charged [1:04:59] for it. [1:04:59] They don't keep bringing you back again and again because people complain. [1:05:03] And I said that to the Integrity Commissioner that these things need to be treated as like [1:05:07] that to make sure that everything's in the up and up. [1:05:09] And again, I'm going to look at you and say that you have said again and again [1:05:12] that you are going to stay, not once, stay the course with the Integrity Commissioner's [1:05:17] recommendations. [1:05:18] And I find this very vindictive and vengeful, and I don't like it. [1:05:22] This isn't how council supposed to operate. This is all over the hub and then it turned to the office [1:05:29] And that's what it's all about and it's going to continue on until we get the the chantry and Ron [1:05:34] You don't have to look away. You can look at me if I'm going to look at you [1:05:37] You know, you don't have to look away, but this is what it's all about. Everybody sees it [1:05:41] We know who filed these complaints. It's so easy to figure that out [1:05:45] But I just find it very vindictive and vengeful that this is what has to happen [1:05:52] Well, you know, it, uh, you know, I don't know how to explain, you know, I'm going to [1:05:59] respond. [1:05:59] You don't have to. [1:06:00] This is not about Bob. [1:06:02] This is about people turning their back on a delegation. [1:06:05] Oh, I wasn't found guilty for that. [1:06:07] It doesn't matter. [1:06:08] You get it. [1:06:09] From my perspective, you get it, and you should have been found guilty of it. [1:06:12] I was not. [1:06:13] Oh, so you're the integrity commissioner now? [1:06:16] No, I'm not the integrity commissioner, but I think there's a major problem. [1:06:19] I had a valid reason. [1:06:21] Wait a minute. [1:06:22] You go ahead and do yours. [1:06:23] Yeah, go ahead. [1:06:23] OK, I don't accept your quote, valid reason, [1:06:28] but I will tell you that the reality is that many of us [1:06:34] have in the past not followed the integrity commissioner's [1:06:37] recommendation. [1:06:39] I know that Smith Falls recently had one, [1:06:41] and they didn't follow the integrity commissioner's [1:06:44] reasoning. [1:06:44] So, we are free as a group to decide whether we feel the penalty is appropriate or not appropriate, okay? [1:06:53] And I'm just tired of you and others talking about the hub. [1:06:56] The hub died a year and a half ago. [1:06:58] It's time to move on, and this has nothing to do with the hub. [1:07:03] I certainly don't, not in my mind, anyway. [1:07:06] Maybe it has something to do with the hub in your mind, which is fine. [1:07:09] That's your problem. [1:07:10] But I think there's problems with the integrity commissioner of legislation where we're expected [1:07:16] to be judge and jury of our peers at the table. [1:07:20] And that is a problem in my view, and I've told the ministry that, I've told my member [1:07:24] that. [1:07:25] I think that's a flaw. [1:07:27] And if they want to change that legislation, they may well do that in the future, and [1:07:31] they may make it mandatory that whatever the integrity commissioner rules, and I'd [1:07:36] be fine if that would happen in the future because it would take off our plate and avoid [1:07:42] Vanessa Cecily of us doing it here at this table. Okay. Councilor Banks, I'll hear you [1:07:47] about last time. So I had a valid reason for turning my back in the integrity commissioner [1:07:52] confirmed that. Why you think I should be charged when she says I did not violate [1:07:58] the code of conduct at all with me turning my back to Ms. Alfred. I had a valid reason. [1:08:04] So I don't know why you want to trump up the charge or change the charge because you just said because I turned my back [1:08:10] I had a valid reason. So if you want to start laying a charge on me for stuff that was valid [1:08:15] Then we're really running off the rails here, and it's getting very very very dirty dirty [1:08:23] And I would say the public doesn't accept that's all [1:08:27] Well the integrity commissioners well like she's very experienced and she did a great job on these [1:08:34] Okay, so I don't know why you want to be that way with me if you're going to vote for this [1:08:38] I'm really really questioned, you know [1:08:40] I will be voting my conscience here [1:08:44] All right, all right [1:08:47] All right, any other discussion that I'm ready to call the question [1:08:53] All in favor opposed [1:08:57] to any on [1:09:05] to the next one [1:09:31] All right, this [1:09:37] one deals with Councillor Carr and I need a mover and a seconder for [1:09:41] this. [1:09:41] Resolved with the Council of the Corporation Accounts for Relates in accordance with the [1:09:45] integrity commissioner report, I see 35311-1124 recommendation request that Councillor Carr [1:09:51] provide an apology to Ms. Alford. I'll move on the second for that. Moved by [1:09:57] Councillor Dunfield, seconded by Deputy Mayor Banks. [1:10:05] Discussion? Councillor [1:10:07] Maxwell. Same thing here, motion to amend. It's the same discretion, so 15 [1:10:24] I have one amendment here that I'll deal with at a time here, moved by councillor. [1:10:35] Excuse me, who would wish, who wishes to move that amendment? [1:10:41] Do I have a seconder? [1:10:44] Councillor Pollard. [1:10:46] The amendment is be it resolved that the Council of the Corporation or the Council of the Lakes [1:10:50] amends the main motion to include a suspension of 15 days. [1:10:54] Recorded vote, please. [1:10:57] Recorded vote. [1:10:59] Is there anyone who wishes to speak to this? [1:11:02] Councillor Hutchings, please. [1:11:03] Thank you, Mr. Mayor. [1:11:05] I just want to know why it's just you all the time. [1:11:08] that's bringing this up. [1:11:10] I used that. [1:11:14] Please address the chair of council. [1:11:16] Is she that vengeful that she's going to bring it up all the time? [1:11:20] There's a time when I say somebody's spit on somebody and I was believed. [1:11:24] All right. [1:11:27] I'm not sure that that's an open comment. [1:11:31] Well, I'm having a hard time here. [1:11:34] I think anytime in the past, I've said to the whole council, let's just get along, but no one else is. [1:11:42] Okay. Anyone else wish to speak to this before we call to the court about it? [1:11:48] Okay, let's call the vote. [1:11:50] Councillor Jeff, thanks. [1:11:52] No. [1:11:52] Councillor Dalyne. [1:11:53] Yes. [1:11:54] Councillor Dunfield. [1:11:55] No. [1:11:56] Councillor Hutchings. [1:11:57] No. [1:11:57] Councillor Maxwell. [1:11:59] Yes. [1:11:59] Councillor Pollard. [1:12:00] Yes. Deputy Mayor Paula Banks. Nope. Mayor Moon. Yes. The boat is lost, it's defeated. [1:12:14] Back to the original motion. Back to the original motion. That was the amendment. [1:12:20] So the original motion was moved by Councillor Dunfield, seconded by Deputy Mayor Banks. [1:12:24] be resolved with the Council of the Corporation and the Township of Rita Lakes in accordance [1:12:28] with the integrity commission report IC35311-1124 recommendation request that Councilor Carr [1:12:35] provide an apology and his offer. [1:12:37] Record a vote please. [1:12:39] Through the motion. [1:12:41] Is this one? [1:12:43] It's not the canaries issue just not come back in. [1:12:45] Okay. [1:12:46] Okay. [1:12:46] Just wanted to make clear just to make sure we follow the process. [1:12:48] Okay. [1:12:49] Request for a recorded vote. [1:13:03] I don't know if I [1:13:14] can say it if I can because I don't know what her intentions were and whether [1:13:19] she like I don't know how anybody can vote on this. You can abstain. Abstention is a [1:13:26] no vote automatically. That's fine. Just so you know. Okay. I'll go. [1:13:40] Well just read the [1:13:41] thing again for me. This is to request that Councillor Carr provide an [1:13:46] apology to Ms. Alfred. Period. There's no longer the 15 days. There's no longer [1:13:50] in the mix. That was defeated. [1:13:52] I don't know if it will fail. [1:13:55] Okay, so your vote is yes. [1:13:57] I'm going to abstain. [1:13:59] Okay, then your vote is no. [1:14:01] Councillor Mancill. [1:14:02] Yes. [1:14:03] Councillor Pollock. [1:14:04] Yes. [1:14:05] Deputy Mayor Paula Banks. [1:14:06] Nope. [1:14:07] Mayor Gouluban. [1:14:09] Yes. [1:14:10] I expect an apology. [1:14:12] But that is defeated. [1:14:14] That's right. [1:14:15] Is it correct? [1:14:15] Yeah. [1:14:16] So she does not have an apology. [1:14:17] That's right. [1:14:19] Is it correct? [1:14:22] I'm moving on to the next one. [1:14:27] I don't know if she sees it. [1:14:29] She doesn't see it. [1:14:31] No, she can come in. [1:14:32] And when mine sees it. [1:14:33] No, she doesn't see it. [1:14:34] Is she too? [1:14:35] Yes. [1:14:36] Sorry. [1:14:37] I was trying to get through this. [1:14:40] That's what I wanted to get through, [1:14:41] so the gallery can clear the doors. [1:14:43] All right. [1:14:44] They both said the same, but it was two separate. [1:14:46] Thank you. [1:14:47] So I need a mover and a seconder for this motion. [1:14:50] which be it resolved that the Council of the Corporation of the Townsville Lakes in accordance with the integrity commissioners report [1:14:54] IC 35306-1124 recommendation request that [1:15:14] Councilor Carver, [1:15:38] I see three five three eleven dash eleven twenty four recommendation [1:15:43] request that Councillor Carr provide apology to Ms. Alford. [1:15:48] Do I have a mover and a seconder for that? I have a mover by Deputy Mayor, Banks. [1:15:54] Seconder? [1:15:59] And I'll ask for a recordable again. Okay, and so this is now on the [1:16:05] table requesting that Councillor Carr provide an apology, correct? Correct. [1:16:11] Okay, so so if anybody understands what we're going to run. So please call, unless [1:16:17] other discussion please call the question. Just a comment. [1:16:25] Obviously this is not [1:16:26] going to go anywhere so I'm not going to bother trying to make an amendment for the 15 days. [1:16:31] Some of this one. Okay. Okay. Thank you for that. Saved us a bit of time I guess. [1:16:37] Councilor, go ahead and call the questions, Madam folks. [1:16:48] Councilor Jeff Banks. [1:16:50] No. [1:16:51] Councilor Delaney. [1:16:52] Yes. [1:16:52] Councilor Dunfield. [1:16:53] No. [1:16:54] Councilor Hutchings. [1:16:55] I'm just saying. [1:16:57] Councilor Maxwell. [1:16:58] Yes. [1:16:59] Councilor Pollard. [1:17:00] Yes. [1:17:01] Deputy Mayor Pollings. [1:17:02] Nope. [1:17:03] Mayor Hougnouk. [1:17:04] Yes. [1:17:06] Okay, that is recorded and defeated. [1:17:08] So she will not be required to make an apology. [1:17:13] Okay, let's move on to the last set of two. [1:17:26] Can I please have no extra conversations going on here, please? [1:17:32] And [1:17:38] direct all comments to the chair, please? [1:17:40] So, we now are on to accounts for Sue Dunfields. [1:17:45] And the motion is to be resolved with the Council of the Corporation of the Townsville [1:17:48] Lakes in accordance with the integrity commission report IC 35310-1124 recommendation, request [1:17:54] that Councilor Dunfield provide an apology to Ms. Alford. [1:17:59] Heard the motion, discussion. [1:18:00] Oh, I need to move in a seconder. [1:18:03] Moved by Deputy Mayor, thanks, and seconded by Councilor Hutchings. [1:18:10] Thank you. [1:18:10] And I'll ask for a recorded vote, so now again it's on the floor with the request [1:18:14] for the court of vote we need any discussion with respect to this one. Hearing none I'll [1:18:20] ask the court to call the question. Councilor Jeff Banks. No. Councilor Carter. No. Councilor [1:18:26] Delaney. Yes. Councilor Hutchings. I abstain. Councilor Maxwell. Yes. Councilor Pollard. [1:18:33] Yes. Deputy Mayor of all banks. No. Mayor of the Moves. Yes. [1:18:40] And what's the vote? [1:18:50] Okay, then we'll go on to the second complaint against Councilor Sonfield, right? [1:19:00] motion for that one on the webpage. [1:19:05] It should be in order 3, 5, 3, 1, 2, 3. [1:19:11] Okay, I'll read it for you. [1:19:13] Please read the motion. [1:19:15] I think for the assembly of motion, this is what I'm going to do. [1:19:17] The result that the Council of Corporation has challenged for read-alikes in accordance [1:19:21] with the integrity commissioner's report IC-35310-1124 recommendation requests that [1:19:29] Councilor Dunn will provide an apology to Ms. Alford. [1:19:32] Okay, you've heard the motion. [1:19:35] Mover in the seconder, please. [1:19:38] Moved by Deputy Mayor Banks, [1:19:39] seconded by Councilor Hutchings. [1:19:42] It is on the floor. [1:19:43] Discussion? [1:19:45] Hearing none. [1:19:46] Recorded vote, request again. [1:19:48] Okay. [1:19:49] Please call the vote, please. [1:19:52] Councilor Jeff Banks. [1:19:53] No. [1:19:54] Councilor Kerr, no. [1:19:56] Councilor Delaney. [1:19:57] Yes, Councilor Hutchings. [1:20:00] Councilor Maxwell? Yes. Councilor Pollard? Yes. Deputy Mayor Paula Danks? Yes. Mayor Hutham? Yes. Motion is defeated and actually I don't have that motion in front of me so you will create one at some point. [1:20:18] Okay. And we move on to the first integrity commissioner report from with respect to Councilor Hutchings. [1:20:35] Okay. Can we request Councilor Dunfield to come back, please? [1:20:41] Okay. [1:20:48] Okay. [1:20:49] Okay, I will need a mover and a seconder, be it resolved that the Council of the Corporation [1:20:54] of the Township of the Lakes in accordance with the Integrity Commission report, IC 35307-1124 [1:21:00] recommendation request that Councilor Hutchings provide an apology to Ms. Alfred. [1:21:08] The mover [1:21:08] is Deputy Mayor Banks. Seconder is Councilor Maxwell. It is on the floor. Discussion? [1:21:18] Any discussion? Okay, then I guess we have the recorded vote. [1:21:25] Councillor Jeff Banks. No. [1:21:27] Councillor Carr. No. [1:21:28] Councillor Delaney. Yes. [1:21:30] Councillor Dunfield. No. [1:21:32] Councillor Maxwell. Yes. [1:21:33] Councillor Pollard. Yes. [1:21:35] Deputy Mayor Paul Banks. No. [1:21:37] Mayor Luebendue. Yes. [1:21:39] Motion is defeated and recorded vote. [1:21:44] Let me move on to the second one, [1:21:47] which is 1124. Okay? Again, mover and a seconder to follow the recommendation of the Integrity [1:21:59] Commissioner to provide an apology to Ms. Alford. So, do I move a mover and a second [1:22:03] for that? Root by Delaney and pressure Delaney. Seconded by Deputy Mayor Banks. We have [1:22:11] resolved that the Council of the Corporation of the Townsendry Lakes in accordance with [1:22:14] the integrity commissioner report IC 35312-1124 recommendation request that [1:22:19] Councillor Hutchings provide an apology to Ms. Alford. Are there any [1:22:23] discussion? Recorded both requested. All right please call the vote. [1:22:31] Councillor Jeff Banks. No. Councillor Carter. No. Councillor Delaney. Yes. [1:22:35] Councillor Dunfield. No. Councillor Maxwell. Yes. Councillor Pollard. Yes. [1:22:40] Yes, Deputy Mayor Paula Banks, no, Mayor Huygenboom. [1:22:44] Yes, the motion is defeated, the court is vote. [1:22:52] Does that mean we have a last round? [1:22:53] Yes. [1:22:54] No, we do. [1:22:55] We do, too, we do. [1:22:56] It's going to be a safe place. [1:22:58] OK, I take it that, you know what, I'm going to have a change of mind. [1:23:06] Yes, you may. [1:23:07] Thank you. [1:23:10] I'm so, anyways, I didn't get to speak on this about me. [1:23:15] I did turn my back on one day after and I did it on my own because I didn't know [1:23:24] what else to do because I just feel like a little critter you know just doesn't [1:23:30] know what to do but I am guilty of turning my back on you and I sincerely [1:23:35] apologize do you accept my apology? [1:23:42] I know I don't have to but I'm [1:23:44] I'm owning up for what I did. [1:23:45] Councillor, Councillor, I do not want to get [1:23:49] into a back and forth for the audience, but it's fine. [1:23:50] I just asked her, does she take my calls? [1:23:53] Well, if she wishes to speak at the end of the meeting, [1:23:55] I will allow that. [1:23:56] All right, I'm taking it back. [1:23:57] Thank you for that. [1:23:59] Thank you for that. [1:24:00] Council voted not to require you to do that. [1:24:04] But I did, because I was owning up to what I did. [1:24:10] Okay, I'm going to suggest that we take a break. [1:24:16] I would like to apologize to the delegation that came forward on November 4th it was [1:24:21] inappropriate for me to turn my back on the grassroots delegation and I will not [1:24:27] do that again we have taken some training and we understand now the proper [1:24:33] process to handle delegations that we don't want to hear and we will follow [1:24:37] those processes going forward. Thank you. Thank you for that. Councillor Jeff, thank you, Mr. [1:24:43] Speaker. Yes, I want to apologize for challenging the chair on a meeting and I don't know what the [1:24:49] date is and I will try not to do that again. Thank you for that. Um, anyone else? I'm going, oh, [1:24:59] Councillor Carter. I apologize if I offended Mrs. Alfred as contained in the integrity commission [1:25:05] The mayor had the authority and the responsibility to exercise a section 1017 of the Procedural [1:25:14] By-law. [1:25:15] I am disappointed this responsibility was not utilized by the mayor. [1:25:20] Thank you. [1:25:25] Thank you for the apology and for blaming me for it. [1:25:28] Anyone else? [1:25:30] Do you want to rest up? [1:25:35] I'm going to call a 10 minute break, because I think we need to stretch, we need to clear [1:25:41] our heads, go back, and that will allow staff to contact our solicitor to see if he is still [1:25:47] available. [1:25:48] Does that make sense? [1:25:49] Can we do an option to go in and close? [1:25:52] Okay, let's do a motion. [1:25:53] Where do I find that motion? [1:26:07] I have a move by Councillor Hutchings, seconded by Councillor Maxwell. [1:26:10] The result of the Council of the Corporation of the Township of the Lakes closes the meeting [1:26:14] at 7.26 pm to discuss matters as per section 239, subsection 2 of the Municipal Act, Planning [1:26:24] matters section 239 subsection 2f advice that is subject to solicitor client [1:26:29] privilege including communication is necessary for that purpose regular [1:26:32] council closed meeting minutes of February the 3rd 2025 municipal services [1:26:37] committee public rep closed meeting minutes of February 10th 2025 municipal [1:26:41] services committee GG closed meeting minutes of February 24th 2025 [1:26:45] planning advisory committee adjustment closed meeting minutes of February 26th [1:26:52] and committee appointments resignation sections 239 subsection to be personal [1:26:57] matters of those an identifiable individual including municipal local board [1:27:02] employee heard the motion any discussion all in favor thank you very much [1:27:09] we're okay welcome back everyone and welcome to the public that might be [1:27:16] watching online we had a closed meeting where we dealt with a number of issues [1:27:20] and I have it moved by Deputy Mayor Paula Banks, second by Councillor Dunfield. [1:27:25] We resolved that the Council of the Corporation, the Township of Real Lakes, [1:27:28] accepts the resignations of Dudley Hill, New Borough and Area CEC, [1:27:32] Tayo Hickwell, Delta and Area CEC, and Mike Heaton, Accessibility Advisory Committee, [1:27:37] and thanks these individuals for their volunteer service to Real Lakes. [1:27:41] And further, we resolved that the following individual, the Appointed to the Local [1:27:46] Community Enhancement Committee, Jordan DeLong, Elgin and Area CEC. [1:27:50] Are there any discussion? [1:27:52] Call [1:27:58] the question. All in favor? [1:28:01] That motion is carried. Thank you members. [1:28:06] All right, we are back on our agenda and item number nine is delegations. [1:28:11] We have no delegations. We do have business arising [1:28:16] and the first issue is lower Beverday Park resolution number [1:28:20] 04-2025 request to waive building fees for the children's pavilion and I have it moved [1:28:28] by Councillor Dunfield, seconded by Deputy Mayor Paula Banks, whereas at the Lord Mary [1:28:32] Lake Park Board meeting held January 28th, 2025 resolution 04-2025 was passed requesting [1:28:40] that the building permit fee of $1,406.25 for the proposed children's pavilion be [1:28:46] refunded to the management board on behalf of the seasonal campers. Now [1:28:51] therefore be it resolved that the Council of the Corporation of the [1:28:54] Temporary Lakes agrees to refund the Lower Berry Lake Park Board building [1:28:57] permit fees in the amount of $1,406.25 for the proposed children's pavilion. [1:29:04] Heard the motion discussion. Councilor Banks. I don't have any problem [1:29:10] waving this fee. If they can raise $35,000 I think we could probably [1:29:14] follow $1,400. I think it's a good idea that we wait for the payment. [1:29:19] Okay. Anyone else wish to comment? If not, then I'll call the question. All in favor? [1:29:26] Opposed of any? The motion is carried. [1:29:32] The second item is a PACA resolution recommendation [1:29:37] number 25025 and this is with respect to renewal of the telecommunication tower approval. [1:29:45] I have a move by Deputy Mayor Paul Banks seconded by Councilor DeLion whereas at the planning advisory and community adjustment meeting held Wednesday, February 26, 2025. [1:29:55] Community passed recommendation number 25, 025 regarding a telecommunication. [1:30:00] Now, therefore, be resolved that the Council of the Corporation of the Townsville Lakes authorize [1:30:05] staff to issue an extension for the letter of concurrence for the signum telecommunications [1:30:11] tower project that is to be located at Hackney Drive, Guido Lakes, Ontario. Legal description, [1:30:17] see it. Concession 3, Part Lot 3, RP 28R 2378, Part 3. Heard the motion. Any discussion? [1:30:28] Councilor Maxwell, please. [1:30:30] Thank you, Richard. [1:30:31] I was surprised to see this back on the agenda. [1:30:35] I think that's the one off Highway 29. [1:30:37] Yes. [1:30:38] Behind Bill's small engine repair. [1:30:41] This is going back, what, four years? [1:30:43] Couple years. [1:30:44] Couple years. [1:30:44] Yeah, because I was on planning when they approved this. [1:30:48] Yeah. [1:30:49] I think what happened was they got their approvals, [1:30:52] they got everything lined up, [1:30:53] and then for whatever reason, [1:30:54] project got delayed and they so they set it aside and now they want to revive it okay so at that time [1:31:02] they met all the there's a lot of federal requirements for this so I believe they met all the federal [1:31:07] requirements I think there wasn't there a garbage dump or something back there too not in that [1:31:13] location here from the rack I believe. Okay, careful not to loss. That's strange. Okay, [1:31:21] Caltrow Banks. I think was it not the correspondence that we had a planning [1:31:25] meeting that the application was for 60 meters, the tower, but it's actually [1:31:29] only 45. I think there was a change in the number of calls after what it was. I think it's [1:31:34] set similar. Of course these towers once throughout they have to be made [1:31:37] available to other, that's right, other providers. So these towers are one of [1:31:42] the ways that we end up with a little bit better [1:31:44] of solid coverage and so on and so forth. [1:31:47] Yep. [1:31:48] Okay, anyone else? [1:31:50] Then I'll call the question. [1:31:51] All in favor? [1:31:53] All to many? [1:32:05] Sorry, didn't even realize I had it. [1:32:09] All right, let me move on to item number 11, [1:32:14] which is the minutes for a number of different meetings. [1:32:18] And I have it moved by Deputy Mayor Paula Banks, second by Councillor Carr. [1:32:24] We have resolved that the Corporation of the Townsbury Lakes approves the minutes [1:32:27] and adopts all recommendations contained within the minutes [1:32:29] unless otherwise dealt with of the regular council meeting of February the 3rd, 2025. [1:32:34] The Municipal Service Committee Public Works meeting of February the 10th, 2025. [1:32:39] The Economic Development Committee meeting of February the 3rd, 2025. [1:32:43] The Accessibility Advisory Committee meeting of February the 13th, 2025. [1:32:47] February 25, Mr. Heritage Advisory Committee meeting of February the 20th, 2025, the Blending [1:32:52] Advisory Committee of Adjustment meeting of February 26, 2025, and further, the council [1:32:58] acknowledges the minutes of the Lowell-Beverly-Lake Park Management Board meeting of January 28, [1:33:03] 2025, the Real Valley Conservation Authority meeting of January 23, 2025, and the Delta [1:33:09] and Area Recreational Society meeting of February 4, 2025. [1:33:23] I think it was the regular council meeting, I think we're third in the mayor's update [1:33:31] on page six. [1:33:33] There was an error in the date. [1:33:35] Yes, it was supposed to be 2026, not 2016. [1:33:41] Right. [1:33:41] And then you didn't include the special council meeting. [1:33:46] meeting on the 24th or the? No, I have separate motions for those. Okay. Okay. And a separate [1:33:54] motion for the Planning Advisory Committee of Adjustment meeting of February 12th as well. [1:33:59] Okay, so motion as read. Any further questions or comments? [1:34:05] I'll call the question then. [1:34:07] All in favor? [1:34:10] Members? [1:34:15] Then I need a mover and a seconder to deal with the Municipal [1:34:17] the service committee GG meeting of February the 24th, 2025 remove those [1:34:25] minutes February 24th February 24th GG meeting of yes and the special council [1:34:33] meeting yes I believe there's someone indicated that they did not wish to [1:34:38] support those motions so that's why I'm looking for a mover in the second [1:34:43] I'll move it. [1:34:45] Moved by Councillor Maxwell. [1:34:47] Seconded by Councillor Delaney. [1:34:53] We resolve that the Corporation of the Township of Rita Lakes [1:34:55] approves the minutes and adopts all recommendations [1:34:57] contained within the minutes, unless otherwise dealt with [1:34:59] of the Municipal Service Committee GG meeting held [1:35:02] February 24th, 2025. [1:35:06] Any discussion? [1:35:08] Councillor Maxwell. [1:35:09] Okay. [1:35:10] Again, like last month, the reason I pulled these is [1:35:13] there was recorded votes in there that I voted no on and I'm I'm still saying no [1:35:20] I don't want to take a chance that now it's being reversed as I've been told [1:35:26] and it's meaning I'm agreeing with it because I'm not so I'd like a recorded [1:35:30] vote for these two. Okay well I'm only given with one at a time. Any other comments? [1:35:38] We can do them both together. I'm not going into it's just the [1:35:43] that's complete I'm not doing on separate sections I'm doing the special [1:35:47] council meeting separately and the municipal service committee those two [1:35:52] separate they're both separate separate motions the motion that read is simply [1:35:58] for the GG meeting on February 24th approval of the minutes okay [1:36:02] council Dunfield thanks mr. Mayor in this meeting there were some [1:36:07] declarations of the community interest does that mean those should be [1:36:12] reminded? I don't understand. [1:36:18] Maybe the clerk or the CAO could explain if there was a declaration [1:36:23] made should we be voting on these minutes. Okay, Madam Clerk? I do believe the declaration [1:36:29] wasn't to do with the open session of minutes. It was a closed session of minutes. The declarations [1:36:37] were made in open session? [1:36:38] It says in any item on the agenda in the open meeting. [1:36:45] It would refer to closed session. [1:36:47] Oh, OK. [1:36:47] And I didn't close session. [1:36:49] OK. [1:36:49] But the general rule is, if you declare on an issue, [1:36:53] and later on in the minutes, you're [1:36:55] supposed to declare again for whatever reason. [1:36:59] I think it's a little redundant, [1:37:01] but actually the legislation reads it. [1:37:03] But then we found it from the integrity commissioner. [1:37:05] We didn't have to be clear. [1:37:08] Okay, thank you. [1:37:09] Go by the legislation. [1:37:10] So are we declaring or are we not? [1:37:13] No, you don't have to know it's done. [1:37:15] I've read the motion. [1:37:17] I'm ready to call the question. [1:37:19] All in favor of these moves? [1:37:21] Are we courted voting? [1:37:22] All those who are requesting, sorry, sorry, sorry. [1:37:25] Okay, we're not having any discussion. [1:37:27] Okay, well, it shows carried if we don't do that [1:37:31] so there's no way around it. [1:37:32] We can discuss it again if there's a courted vote. [1:37:34] Okay, I want to. [1:37:38] know the discussion? What are we doing here? I'm not sure. I would love to know. What are you [1:37:45] talking about? We're talking about the minutes of February the 24th. Council [1:37:50] Maxwell is objecting to one of the issues that was discussed at that meeting. [1:37:56] Okay. Would that be? There was a recorded vote that I said no and I've been [1:38:02] instructed that if I say yes I'm in the minutes, which the minutes are [1:38:06] accurate but apparently where there's a recorded vote and you've recorded no [1:38:12] on it if I say yes to the minutes it says I'm reversing my and I don't want [1:38:18] to do that and then when it comes out on the minutes if I don't ask for a [1:38:26] recorded vote then it shows that it carried and it looks as if I did vote [1:38:30] people would have to go back here to this recording to hear that I opposed to [1:38:35] and that's fine. I hear that discussion. I mean I'm going to vote for the [1:38:44] minutes although I probably voted with you that Councilor Maxwell at the time [1:38:48] I do not want to go back and revisit every one of these. No I'm not I'm not [1:38:54] asking that but I'm just simply saying we can have a recorded vote on these [1:39:00] minutes and you can register your objection but I would encourage [1:39:04] to encourage people to approve these minutes at the RAC. [1:39:09] Councillor, can I clarify something? [1:39:12] You're approving the minutes, but the wording in the motion [1:39:15] is, and all motions there within, which is the issue. [1:39:20] Perhaps we need to think about whether we just simply [1:39:23] approve the minutes. [1:39:25] We've talked about having a consent agenda where [1:39:27] all the motions go out and just approve the minutes [1:39:29] and we can deal with the items separately. [1:39:31] But the way it's structured here [1:39:32] all of the motions are in the minutes. When you approve the minutes you also [1:39:36] approve all the motions therein. Well I'm not going to deliver the point from my [1:39:42] perspective but others can't if they wish to. Councillor Jeff Banks. So if [1:39:46] Councillor Maxwell wants to vote against the minutes that means that she [1:39:53] is actually voting for for the other five people that voted for the office [1:39:59] issue because if you're voting for the minutes that means you're voting for [1:40:04] the actions inside the minutes if you're voting against minutes that means [1:40:08] you're actually going against what you said if you voted against something then [1:40:12] you voted against the minutes again you're doing a double negative which [1:40:16] means that it's it's very confusing I don't know why we just don't say like [1:40:20] council maximum just say I approve the minutes as they are because it says [1:40:24] right there that she is against the office issue. Well and I've discussed this with staff before [1:40:32] and I just feel it's convoluted the way we do it. We'll see whether it changes in the future. [1:40:38] But we've had a request for a recorded vote and I'm going to honor that and I'll ask the court [1:40:42] to call the question. Councillor Jeff Banks. This is to approve the minutes. Oh yes. February 24th. [1:40:51] Do you want to have a clue what I'm doing so I want to say no. [1:40:56] Councilor Delaney. [1:40:57] Yes. [1:40:58] Councilor Dunfield. [1:41:04] Well I don't. [1:41:04] I'm getting tired. [1:41:05] I'm getting tired. [1:41:06] Yes. [1:41:07] Thank you. [1:41:08] Let's keep it together. [1:41:09] Councilor Hutchings. [1:41:11] I approve the letters. [1:41:13] Councilor Maxwell. [1:41:14] No. [1:41:15] Councilor Pollard. [1:41:16] No. [1:41:17] Deputy Mayor Paul Banks. [1:41:20] No. [1:41:42] All right, now we have the same issue with respect to the February 24th special council [1:41:47] meeting. [1:41:47] I need a mover and a seconder to get it on the floor. [1:41:52] If I have somebody move these minutes, please. [1:41:56] Councillor Maxwell. [1:41:59] Seconder. [1:42:01] We need a seconder, otherwise the minutes aren't going to be discussed. [1:42:04] So Councillor Pollard. [1:42:06] Are you resolved that the Corporation of the County of Real Lakes approves the minutes [1:42:10] and adopts all recommendations contained within the minutes, unless otherwise dealt [1:42:14] with of the special council meeting, February 24th, 2025, and we have a request for [1:42:20] recorded voting in? Yeah. Okay. I'm not going to open this for more discussion. [1:42:26] Madam Clerk, call the question, please. Councillor Jeff Banks. No. This is to [1:42:32] approve the minutes. But it's the issue in the minutes. I don't understand why. [1:42:39] Councillor Maxwell doesn't agree with what's in the minutes. Then I don't [1:42:46] think I should agree either because then she's going to say no for the [1:42:50] minutes and that means she's voting positive. I don't know what's kind of [1:42:53] mixed up. I read no. I said no. Excuse me. You stick with the note. You're saying no. [1:42:59] Okay. You know my I'm gonna say no. All right. Well it doesn't matter. It's [1:43:08] absolutely ridiculous. Okay. Councilor Delaney. Yes. Councilor Dunfield. [1:43:20] This is [1:43:21] Just these minutes or all these are just these minutes. Yes. [1:43:27] Councilor Hutchings. I'd say they are accurate. So yes. Councilor Maxwell. No. Councilor Pollard. No, you don't know what to do. [1:43:47] Yes. Okay, that motion then is defeated. Does that mean that all motions within that [1:43:55] minute are repeated so the 33% drawings are not approved? [1:43:59] All right, we can put a special motion for now. [1:44:03] Yeah. [1:44:03] Advanced slide please. [1:44:06] Oh my god. [1:44:06] All right. [1:44:07] Well, is this getting ridiculous? [1:44:08] It's getting ridiculous. [1:44:10] It is. [1:44:10] OK. [1:44:11] So that deal deals with all the minutes? [1:44:14] Correct? [1:44:15] No, no. [1:44:15] I have one more set of minutes before we go forward. [1:44:18] Yes. [1:44:19] I'd like to put a motion on the floor [1:44:20] to put the 33% drawings at a special motion please. [1:44:26] Can I have a wording for that motion? [1:44:31] It can be the same as what said in the minutes game. [1:44:34] No, things were explained a little better. [1:44:39] Well, staff tried to explain this. [1:44:41] The motions that just came forward were to approve the minutes. [1:44:46] And the last seven minutes got defeated. [1:44:51] And yet, everybody agrees that they're back at reflection of what took place. [1:44:55] And why are we pulling them for the court of vote? [1:44:57] Well, because... [1:45:00] Because I think some members of council have been told that if they vote in favor of the minutes, [1:45:06] they're effectively reversing their vote from the meeting, which I've never felt that that was the case. [1:45:13] You're recorded. [1:45:14] That the recorded vote is still in the minutes. So if the minutes are approved, people can go back and say, [1:45:18] yeah, the mayor voted for this, or the mayor voted against this, or councilor Hutchings voted for it and didn't vote it out. [1:45:23] You know, I think motion, I, Florida, I think it's, [1:45:30] let's, I mean it's repeated. [1:45:32] There's a request to put a motion on the floor though. [1:45:34] We have a motion next floor. [1:45:36] Could I make a recommendation? [1:45:37] Sure. [1:45:38] Because we have the MSC meeting [1:45:40] and then we immediately went into the council meeting [1:45:42] it was passed to council. [1:45:43] I think we just need to change the motion [1:45:45] that says you approve the minutes [1:45:46] but you get rid of the statement that says [1:45:48] and all motions there within [1:45:50] because it was already been to a council meeting. [1:45:52] Thank you. [1:45:52] All the other ones on here were for MSC meetings, and things at MSC only get ratified at a council meeting, which is today. [1:45:59] So that item would be different because it already had its own council meeting for you, Shelley. [1:46:04] Thank you. [1:46:05] So we need another motion because we've already voted on this one. [1:46:08] So I would do another motion but strike the comments and all items there within. [1:46:13] Okay, so be it resolved that the Corporation of the Township of Real Lakes approves the minutes? [1:46:18] Period. February 24th. [1:46:30] So now we have this new motion which will strike out the other the other moment [1:46:35] jumbo that is confusing everybody okay do I have a mover in a second or this [1:46:41] motion thank you cancer options a second field thank you cancer gunfield [1:46:47] discussion. This is just to approve the minutes. Okay, call the question all in [1:46:54] favor. Opposed of any? Okay the motion is carried. Thank you. Now we have planning [1:47:02] advisory committee of adjustment and I believe I had a declarative conflict on [1:47:07] moves. So I have a move by Councillor Maxwell, seconded by Councillor [1:47:11] Hutchings. Be it resolved that the corporation of the County Relakes [1:47:14] approves the minutes and adopts all recommendations contained within those [1:47:17] minutes unless otherwise dealt with of the planning advisory and committee of [1:47:21] adjustment meeting February 12th 2025. Are there any discussion? I'll call the [1:47:27] question. All in favor? [1:47:29] The motion is carried. Thank you members. [1:47:39] Do you want me to go back and do it again? [1:47:41] Well, I like they're a little slower, like, you know, I didn't know they'd end up triple [1:47:47] naked. [1:47:48] And I lost where I am on my thing now. [1:47:50] All right. [1:47:51] I'll call the question again, all in favor of the planning and committee of adjustment [1:47:59] meeting minutes of February 12th. [1:48:02] I see a majority of the hands go up, opposed if any. [1:48:06] No one's opposed. [1:48:07] Okay. [1:48:08] What happened to Mars? [1:48:09] Let me move to the next item. [1:48:13] We know how bylaws, and we have two bylaws that will be pulled out separately. [1:48:19] The first one deals with the flag policy. [1:48:23] I have it moved by Councilor Jeff Bank, second by Councilor Hutchings, be it resolved with [1:48:27] bylaw 2025-31, being a bylaw to amend bylaw number 2020-08, the flag policy, be taken [1:48:34] as read first and second time the short way this third day of March, 2025. [1:48:39] discussion. [1:48:42] Simply I will I'll be voting against this bylaw. I think the [1:48:47] existing policy was working fine by refusing to fly anyone's flag. I think [1:48:53] we have a whole lot of groups that are going to be disadvantaged and it's only [1:48:59] fair that they continue to be able to fly a flag for for a week. So I'll be [1:49:07] voting against this motion. Any other comments or discussion? [1:49:11] Councilor Jeff Banks. I'm going to vote for this. I am a firm believer that if [1:49:15] you're going to fly one you fly them all and I think that would take away the I [1:49:21] guess the conflict that the clerk will have to make with some people and she [1:49:28] would you know that would take away the problem with her and that we would [1:49:31] only fly the township flag the Canadian flag and the provincial flag and that's [1:49:34] I don't think the clerks had an issue with it in the past, but we have not had groups [1:49:40] that might be quite questionable request this kind of a task. [1:49:45] Okay, anyone else wish to speak to this? [1:49:48] Deputy Mayor Banks. [1:49:51] I thought we did have a questionable group. [1:49:54] Not like this came forward. [1:49:57] I had a member of the Portland Church and the Elgin Church who told me that the Christian [1:50:04] heritage was questionable, that is why I will be like, I would like to go back to the old [1:50:11] flag policy, I think, Justin's letter and a little bit of heat that I took from my [1:50:18] relatives has made me change my mind on this. [1:50:21] Thank you for that, Councilor Hutchings. [1:50:24] So, now, like, without just reading it again, because everybody's kind of... [1:50:31] I think that we shouldn't discriminate anybody, and by not discriminating about anybody, [1:50:37] and we don't leave anybody out, we fly the Canadian flag, [1:50:41] read a lakes flag, and the Ontario flag, [1:50:45] and anybody who wants, I think there was a misunderstanding [1:50:49] that we were trying to tell people in their own properties that they couldn't [1:50:54] fly the flag. You can fly whatever flag you want. But we don't have enough [1:51:01] flag poles and we'll leave somebody out and somebody will be upset. So I'm not [1:51:06] against anybody. I just this this bylaw would eliminate anyone's special [1:51:12] flag from being flown at the Town Hall. We have three flag poles. What [1:51:17] happens when we fly a way flag or a gay pride flag or whatever the case might be [1:51:22] Christian or Christian flag we take the township flag down and we for that one [1:51:27] week we fly the other flag so that's that's the deal okay counselor car but [1:51:35] I'm gonna say I've never seen you change a flag in Elgin we don't change the [1:51:42] flag, that the policy only hears which flag. [1:51:45] I guess I understood you there. [1:51:46] Everywhere else, Elgin parks that have flag poles, [1:51:50] we simply fly the Canadian flag, and that's it. [1:51:53] OK, because I thought you OK. [1:51:55] Now, there is one special exception in the by-law, [1:51:57] and that's at Portland, the Hanna Park, where [1:52:02] we have the King's Mill on whatever use flag. [1:52:07] Any other questions or comments [1:52:09] Before I call the vote on 1st and 2nd Rating, I will ask for a recorded vote on this matter of work. [1:52:18] And can we just clarify the question? So if you're voting in favor of this, it means that we will not fly special flags. [1:52:24] We will not fly any flags other than the three that we currently fly. [1:52:28] This location only. [1:52:29] Correct, correct. [1:52:30] This location only. [1:52:31] This location only. [1:52:32] Now we do not allow special flags in any of our other township locations, [1:52:38] other than the Kingsmill ones. [1:52:43] that's the policy currently we made we made the decision back whenever that we [1:52:50] would only take the third call at the township office for up to one week and [1:52:56] the organization had to provide the flag okay anyone else call the vote [1:53:06] please. Councillor Jeff Banks. Yes. Councillor Cove. Councillor Delaney. Yes. Councillor [1:53:13] Dunfield. Yes. Councillor Hutchings. Yes. Councillor Maxwell. No. Councillor Pollard. [1:53:21] Yes. Deputy Mayor of Paula Banks. No. Mayor of the Move. No. Motion is carried. Just [1:53:30] can I have a clarification? Yes. Before we go any further on that, it says not be permitted [1:53:39] to be flown on municipally owned properties. Correct. [1:53:46] Well, we fly flags and other properties [1:53:47] in the municipality, don't we? We fly the Canadian flag where we have poles and parks [1:53:53] and things of that nature. Yeah, but not special interest group flags, no. But you [1:54:01] only said here. The policy only allowed the special flags here. Now what we just [1:54:08] passed first and second reading is that that policy is going out the window, okay? [1:54:13] That's not way on it or steady. When you vote yes for the bylaw, I said [1:54:23] what it stays the same so that we don't miss anybody then we're not [1:54:29] going to be in any like. Well then you voted the way you explained it. Councillor [1:54:34] Hutchings. Did I? Yes. [1:54:39] Because it's just sort of all of a sudden contradicted itself in my ears. [1:54:44] No, no, no, no. Yeah, the bylaw would change the policy to not allow any [1:54:52] special interest group flags to be flown on any municipal property. Okay. [1:54:58] All right, now I have third reading. [1:54:59] I have it moved by Councilor Maxwell, [1:55:01] seconded by Councilor Carr. [1:55:03] We've resolved the bylaw 2025-31 to be taken as the third time [1:55:07] and finally passed this third day of March, 2025. [1:55:10] Any final discussion? [1:55:13] Then I'll call the question. [1:55:14] All in favor of third reading. [1:55:17] Can I see the hands clearly, please? [1:55:19] We don't know. [1:55:20] One, two. [1:55:22] Opposed, if any. [1:55:24] Yes, I am. [1:55:24] I want to condone them that way. [1:55:25] So now we got defeated in the third reading. [1:55:30] Just got defeated. [1:55:32] I stuck to the same book. [1:55:34] I did. [1:55:35] The Bible says the same. [1:55:36] So the Bible says the same books. [1:55:38] He did third reading. [1:55:40] So in the third reading you overturned what you approved in the first and second. [1:55:44] Did I? [1:55:46] Yeah. [1:55:47] I have no idea what's going on here. [1:55:49] You voted wrong. [1:55:50] You did good. [1:55:52] Okay. [1:55:53] I know you kiss your laugh at me, but you know, you know, you're all talking at the same time and you change, you know, around and I'm going to do this and I'm going to do that and sorry. [1:56:05] I now have the bylaw zoning bylaw amendment 17-2024 butcher and Delaney and I have it moved by Councillor Hutchings, second by Councillor Jeff Banks. [1:56:18] Speed resolved the fallout 2025-36 zoning by law amendment 17-2024 [1:56:24] butcher and Delaney taken as read a first and second time the short way this [1:56:28] third day of March 2025. Heard the motion discussion. [1:56:34] Councilor Hutchings please. I don't know when I can do this but I want to put that [1:56:37] motion forward I want to see the results of the wells. [1:56:43] They want it deferred. I don't know what I want but I want to see the wells. [1:56:48] Okay, so your motion will be to defer this bylaw until you receive the well the way the way sites well [1:56:57] Results results. Yes, I've said that three. Okay. Wait. No, but do we have a seconder before we get into discussion? [1:57:05] Councilor Jeff Banks second discussion, please. [1:57:11] Councilor Jeff Banks. There was there were some concerns about some of the issues at the planning [1:57:17] and the issues of some information, we need to have that information. [1:57:24] Before I need to see the information before I can move forward, so I can't support this. [1:57:27] So the motion is to defer, so we, that is the level of detail that we need at this point in time. [1:57:37] Okay, any other, anyone else wish to comment on this? [1:57:42] Now I'll call the question, all in favor of deferral. [1:57:46] Opposed of any? [1:57:49] That motion is carried. [1:57:51] Not this one. [1:57:53] This is occurred that you'll have a separate motion for me to sign later on. [1:57:58] Okay? [1:57:59] Let me move on to the balance of the bylaws, [1:58:02] which I believe are all in one motion unless someone wants any one of them pulled out separately. [1:58:08] I have it moved by Councillor Dunfield, [1:58:11] with second of accounts for delaying. [1:58:12] It resolved that the following bylaws be taken [1:58:14] as we're at a first and second time [1:58:15] the short way this third day of March, 2025. [1:58:19] Bylaw 25-32, agreement with Dali dust control, [1:58:23] limited dust suppressant. [1:58:25] Bylaw 20-25-33, agreement with gutters [1:58:29] to glory sweeping, street sweeping. [1:58:31] Bylaw 20-25-34, agreement with George [1:58:34] Tacheverian Sun's construction, [1:58:36] the granular replacement. [1:58:37] Bylaw 2025-35 to amend the agreement with GIM. [1:58:43] Bylaw number 2025-37, zoning bylaw amendment 37-24, [1:58:49] Spence. [1:58:50] Bylaw 2025-38, adopt nonprofit bag tag policy. [1:58:55] Bylaw 2025-39, agreement with Rita Roots for [1:59:00] Horticultural Services. [1:59:02] Bylaw 2025-40, agreement with Green Acres, [1:59:05] greenhouses and landscaping for beautification watering, bylaw 2025-41, amend bylaw 2050-01, [1:59:14] user fees and charges, commemorative, bench and tree fees, and finally bylaw 2025-42, [1:59:21] smoking and vaporizing. Make a motion. [1:59:33] I just read what people put before me here, vaping, I guess spell tech didn't catch that, [1:59:40] eh? [1:59:41] He just vaporized it in his bylaw. [1:59:44] I thought that came from my husband. [1:59:45] Okay. [1:59:46] Any discussion on the first and second reading of these bylaws? [1:59:50] Then I'll call the question. [1:59:51] All in favor? [1:59:53] That motion is carried. [1:59:54] Thank you, members. [1:59:58] Then we have all of these bottles. [2:00:00] Bylaws which be resolved, moved by Deputy Mayor Paula Banks, second by Councilor Maxwell. [2:00:04] Be it resolved that bylaws 20, 25, 32, 33, 34, 35, 37, 38, 39, 40, 41 and 42 be taken as [2:00:14] read at third time and finally passed this third day of March 2025. Any final [2:00:20] discussion? If not, I'll call the question. All in favor. That motion is carried. Thank you, members. [2:00:34] We have one piece of correspondence, which is just there for information, because we've [2:00:42] already dealt with the flag policy and I have a move by Councillor Dunfield, second by Councillor [2:00:45] Pollard. [2:00:46] Be resolved that the Council of the Corporation of the Temporary Lakes receives and files [2:00:49] correspondence items 13.1. [2:00:53] Did the motion any discussion? [2:00:55] I'll call Deputy Mayor Banks. [2:00:58] Thanks. [2:00:59] I just would like to say I thought it was a really good letter. [2:01:02] OK. [2:01:05] I'll call a question. [2:01:06] All in favor. [2:01:17] If you have dealt with all [2:01:21] of the board members. [2:01:24] Fortune is my one. [2:01:26] Oh, yes. [2:01:27] OK. [2:01:28] Proposed motion, Councilor Dunfield, [2:01:30] purchase of chairs and dollies for the Portland Community [2:01:32] Hall Library. [2:01:35] And the motion means a seconder. [2:01:37] I have a move by Councilor Dunfield. [2:01:38] Do I have a seconder? [2:01:40] Councilor Carter, whereas the town of Green Lakes is currently in the process of [2:01:45] planning construction of the Portland Community Hall and Green Lakes Library [2:01:48] Portland branch and whereas when the old community hall with them demolished all [2:01:52] assets were either sold put in the storage or disposed of and whereas [2:01:56] there's no longer any chairs for the public to use in the hall and whereas [2:01:59] the best price to date for 150 stackable chairs has been found at [2:02:02] Costco for $71.43 a chair for a total before taxes of [2:02:08] $10,714.50. [2:02:10] Now, therefore, be it resolved that the manager of Facility [2:02:13] and Parks be authorized to purchase [2:02:14] 150 stackable chairs for the Portland Community Hall, [2:02:17] and further the trolleys be purchased [2:02:19] to allow for a free storage capacity, [2:02:21] and further that this cost be covered [2:02:23] by the contingency funds allotted to this project. [2:02:27] Heard the motion discussion. [2:02:31] Councilor Carr, I'll take you first. [2:02:32] No, I was just thinking, like all the halls [2:02:34] that we've had built, we seem to buy all of this. [2:02:38] It's just goes with the package. [2:02:41] Okay. [2:02:43] Councilor Jeff Banks. [2:02:44] Yeah, I'm thinking that we're probably still under 2.3 million for the hall because there's a big contingency fund there. [2:02:51] So I'm okay with passing this because we're done really. [2:02:55] There's not just a couple of cleanup issues from what the manager of public property said. [2:03:02] So we're, we did very well on this for 2.3 million. [2:03:06] I mean, I think it's a great achievement for us, and who else wishes to speak to this? [2:03:13] Councillor Dylane. [2:03:14] Thank you, Your Worship. [2:03:16] I thought contingency funds were risk management for building. [2:03:21] That the contractors would build that in just in case they ran into a problem. [2:03:26] I don't think it should be used to cover furnishings or a party. [2:03:32] Okay. [2:03:32] this is dealing strictly with the with the chairs well I was covering the [2:03:39] second one which is for the same thing okay counselor Maxwell okay yeah I was [2:03:46] fine I didn't I was going to question whether the contingency funds could be [2:03:50] used for this I also think the chairs are pretty expensive at seventy one [2:03:56] dollars and forty three cents but my big question is what happened to the [2:04:01] furniture. I know the tables are still around. What happened to the chairs? Why are there [2:04:08] no chairs? They were sold. Why? Okay. Okay. [2:04:15] Deputy Mayor, thanks, please. It was a decision [2:04:20] of this council to sell off some of the stuff for the Portland Hall so the chairs and tables [2:04:26] are not there. Malcolm and Connie both have a list of what was kept and what was sold [2:04:33] and it was agreed on upon by council. [2:04:40] Councillor Dunfield, you have a spoke on the other side. [2:04:42] Thanks, Mr. Mayor. I use the word contingency because that's what Steve called it. [2:04:46] Exactly. [2:04:47] So if the wording is incorrect, let's just say be covered by the township. [2:04:53] For the budget. [2:04:54] So take your contingency. [2:04:56] Okay. [2:04:57] Good to be answered. [2:04:58] Is there anyone else that wishes to speak to this before I speak? [2:05:02] Councilor Jeff Banks, a second one. [2:05:03] Well, from the manager of public properties, I understand that there's a contingency fund that we put in, not the contractor. [2:05:13] And I believe that's our amount to take care of things that may not be covered for the hall building from what I understand. [2:05:19] That's what that contingency fund is for. [2:05:21] So it's for the extras that we're going to have to do to buy the hall. [2:05:24] And if we're going to buy chairs, it should be added to the college. [2:05:27] I don't have a problem with buying the chairs, but contingency is intended for unexpected expenditures during the construction period. [2:05:36] And after. [2:05:37] And after. [2:05:37] And that, not necessarily after. [2:05:40] That's the future. [2:05:41] And contingency is, that's what a contingency is, okay. [2:05:45] And I will, I'll take Deputy Mayor Banks a second time, and then I want to speak to this as well. [2:05:52] Well, we have councilor Dunfield. It was the word we got from staff. We don't really care what we call it. [2:06:00] It's out of the budget. If you want to call it contingency, we could use the HST refund as they talked about. [2:06:08] As long as we're paid for, that's all that matters. [2:06:11] Just for clarification on that. [2:06:14] That contingency fund is our money. It's not the contractor's money. [2:06:19] No, of course it's not the contractor's money. [2:06:21] It's only if it's been approved if the contractor has to submit a request and then staff have [2:06:27] to say yes that's a legitimate request. [2:06:29] So from what I understood the budget for the hall ended up with $2.3 million with the contingency fund in it. [2:06:36] To me it's good that we have a contingency that we're not spending all the money that we initially thought we might have to, okay? [2:06:43] I got two questions or concerns or questions here. [2:06:46] I'm always concerned with other people going out and pricing stuff at Costco or anywhere else. That's the job for staff [2:06:54] Okay, and we want to make sure that when we when we're going to spend ten thousand dollars that we're getting value for money [2:07:01] And I don't know anything about these chairs or versus other kinds of chairs [2:07:04] But I think that's the job for staff not for the CEC not for members of council, okay? [2:07:10] And I'm also concerned, of course, about buying local if we have that opportunity to buy local [2:07:16] at a reasonable cost. [2:07:19] So I haven't seen any of that in here, okay? [2:07:21] So that's number one, let me finish. [2:07:25] And number two is I understand that there is a considerable legacy fund from the community [2:07:32] hall over $10,000. [2:07:35] And I'm not sure why that money isn't being used because that's taxpayers money too to me you have to have chairs [2:07:42] That's not the question. It's just a question. Do we pay from it from out of the contingency or do we budget for it? [2:07:48] Or do we we ask the [2:07:51] The I don't see see to share in this cost. Okay, so that [2:07:56] That that and that was intended that would go to those funds were raised by folks in the community [2:08:03] to be used in the hall, okay? [2:08:06] So I think there's a legitimate argument to be made [2:08:08] that we shouldn't be taxing the public twice for this, okay? [2:08:13] So that's, those are my comments. [2:08:14] I'll take you again, Councillor Dunfield, [2:08:17] seeing as it's a second time for you. [2:08:19] So I will answer some of these comments [2:08:21] that you have brought forward. [2:08:23] Uline is another chair company [2:08:26] that Steve and I both looked at [2:08:29] and Costco was still the one that had the better price. [2:08:33] USU line were $92 a chair. So we looked, we researched, this was the best price we could [2:08:39] get for a suitable chair that is stackable and that someone of the Council of Pollard [2:08:45] size would not land on the floor when he sat on it. So these are good. [2:08:50] I'm not sure that's inappropriate. These are well made chairs. I know it's Costco, [2:08:55] I know it's not local, in fact it's US, but at the time, this was what came to [2:09:01] as my point is that staff was involved with this as long as staff was [2:09:07] involved in it and staff is recommending this I the second thing the contingent or [2:09:15] the legacy funds that the Hall Board have they have plans for that money they [2:09:20] want to build a brand new post ready-called bulletin board in the [2:09:25] village that will replace what's there now and that will cost a fair [2:09:30] hunk of money. They want to buy new dishes. They want to buy some new things [2:09:35] for the kitchen, some new servers, and things like that. They've got plans for [2:09:39] the display boards that need to have shelving put in, that need to have [2:09:45] coverage on them. So the legacy funds are there to enhance the hall. Chairs [2:09:51] are there for us to sit on and we supply them to all our other halls. [2:09:59] In [2:09:59] on a online auction and the staff had to go and get them from Old Ford Henry and [2:10:08] they cursed me because those chairs were really heavy but they were all we got I [2:10:13] think we got 350 chairs for 10 bucks so and that's why they were not they're [2:10:19] all gone now I see they're not in any of our halls anymore so I wonder so we [2:10:25] We supply the furniture for our community halls. [2:10:28] This is what all we're asking is that the township pay for this. [2:10:32] This is a township expense. [2:10:33] As I say, I'm not against buying chairs. [2:10:37] Okay. [2:10:37] I'm just suggesting that they have other plans for that legacy fund. [2:10:41] And what is our capacity at this hall? [2:10:43] It's 150. [2:10:44] Okay, so the idea would be we're buying enough chairs and [2:10:48] we're not going to deal with it later on again. [2:10:50] Correct. [2:10:50] Okay, any other discussion with respect to this chair situation? [2:10:56] Councilor Maxwell, second time. [2:10:57] Wow. [2:10:58] And then I'm going to do a call to question. [2:11:00] Okay, number one, I don't call coming to Council to give an okay to settle off the furniture [2:11:07] out of the Portland Hall back in the day, but maybe it did happen. [2:11:11] I would like to see it. [2:11:14] So the more we go around in circles here, I think if this is something that staff [2:11:20] has been involved in and it's something that staff feels should be coming forward, [2:11:24] It should be coming in an MSC report from staff and it should be included in the budget [2:11:30] If it's going to be part of the budget, but we haven't finalized yet. I don't think we can [2:11:38] Settle this tonight. We should be deferred [2:11:42] Can I ask the CAO has [2:11:45] Has that been adequately involved in this? I have a lot of comments [2:11:49] So, first off, the contingency fund, and the reason that Steve has not bought chairs [2:11:54] is because a contingency fund is only for construction, things that you usually use [2:11:58] for change orders of what's been submitted through the tender process. [2:12:03] That's why Steve does not have the authority to use those funds for anything other than [2:12:06] the actual construction. [2:12:08] You may recall at budget time Steve also put in $100,000 to the budget to fit up [2:12:14] the Portland Hall. [2:12:15] Yes. [2:12:15] That's yet to pass. [2:12:17] But I think that the urgency here, if you want to call it that, [2:12:20] is that they're concerned that the price of these chairs may change, [2:12:22] which is why they're trying to get ahead of budget passage to get the end of the [2:12:26] course, we're going to be open in quite a few months to move it open next week. [2:12:31] So I think that's the reason that they're wanting to move it forward, [2:12:35] as opposed to going through the process. [2:12:37] It's pre-budget approval. [2:12:38] It is. [2:12:39] Effectively. [2:12:40] Okay. [2:12:41] I'm going to call the speaker. [2:12:42] That's all. [2:12:44] Okay, Councilor Maxwell, you had a follow-up? [2:12:45] Well that's kind of what I was saying if you know that's what we're doing then [2:12:51] Steve should be coming forward at the next MSc for a pre-budget approval on [2:12:57] this out of whatever he's got allotted for it instead of trying to wiggle around [2:13:03] whatever it is we're doing here. Can I can I suggest to the mover and the [2:13:08] seconder that we change the last sentence and say for you that this [2:13:13] cost be covered via pre-budget approval. [2:13:17] Sure. [2:13:17] Thank you. [2:13:18] Can we do that? [2:13:19] Mm-hmm. [2:13:20] Because that would take out the contingency fund controversy, if I can call it that, by [2:13:26] be covered by pre-budget approval. [2:13:30] And Ron, I apologize. [2:13:32] Don't protect something from all of you. [2:13:35] Nothing. [2:13:36] Okay? [2:13:37] Because that's more approach than to me. [2:13:40] That's the approach. [2:13:40] way based on what the CAO has said. Okay? So, we're comfortable, or at least we know [2:13:46] what the motion says. Okay. Can I have one conversation here, please, folks? I have my [2:13:56] hearing aids in, but I'm getting like four different volumes here. Do we need me to [2:14:01] read the motion again? Okay. Then I'll call the question. All in favor? [2:14:15] Okay, we are going on to 14.2, which is the grand opening, and I have a notice of motion [2:14:23] that's now a motion, I move by Councillor Dunfield and do I have a second? [2:14:29] Councillor Hutchings. [2:14:31] And before you, Mr. Mayor, before you continue reading it, let's move the last two, take [2:14:36] the last sentence off completely, because it's a duplicate, and take the wording contingency [2:14:41] fund out of there and just say, I guess, 34. [2:14:52] And I apologize for the wording contingency [2:14:55] fund. I really thought that's what Steve had called that extra 100,000. [2:15:00] Okay, let me read the motion then, as you have modified it. Whereas the Township Riedel [2:15:04] Lakes has proudly built a new community hall and library facility in the village of Portland [2:15:08] and whereas residents and taxpayers are excited to see the completion of this project, now [2:15:13] therefore be it resolved that the corporation of the Township of Riedel Lakes plan an official [2:15:17] opening event on Saturday, May the 17th, 2025. And further that members of the Portland [2:15:23] CEC, Portland Hall Board staff and the Riedel Lakes Public Library Portland branch, Township [2:15:28] staff and the contractor and architect all work together towards filing this event and [2:15:32] further through the contingency form [2:15:37] and further that the cost related to this event be a pre-approved [2:15:43] budget item. [2:15:46] I was going to say, this is one of my concerns with this motion. [2:15:51] This is a blank check. [2:15:52] Yes, I know. [2:15:54] You like that, do you? [2:15:55] Yeah. [2:15:55] And I have to say, I've heard that there are suggestions that we have a band at $2,000 [2:16:04] and things of that nature, and I'm saying, come on, we did a fire hall opening for some [2:16:11] nice cake and some free food, and that was quite adequate, and I don't think that we [2:16:18] should be anywhere close to a significant number. [2:16:22] and if we're going to pre I don't have a problem pre planning this and having [2:16:26] people involved and the people that are suggesting that I think this could easily [2:16:30] be done for $500 of us. [2:16:34] No the last when you had that opening it was on a weekday it was on the Friday [2:16:39] and it was on Halloween and no wonder anybody didn't go because it was like [2:16:43] oh yeah but there was people that would have gone but there wasn't but [2:16:49] this here is going to be in the village and it's on a Saturday and it's in May. [2:16:53] Well here's another problem. Why are we asking staff and everybody to come on an [2:16:59] event on a Saturday? That's their day off. I'm just asking that they help organize [2:17:06] it. They don't have to be there. [2:17:10] It's a Saturday of the long weekend to entice [2:17:12] the people that come up to their cottages. So there's a lot of Portland [2:17:15] that come over, come into the Portland area and go to their colleges, and we're really [2:17:22] hoping that they'll come. [2:17:22] There's a lot of those folks that are busy, you know, hoping for the water and the house. [2:17:26] I think they'll come for a couple of hours to listen to our mayor, welcome everyone to [2:17:30] the band. [2:17:31] Or listen to the band that, you know, play for the company. [2:17:34] The mayor can do it. [2:17:36] Okay. [2:17:36] Now, I think you need a budget. [2:17:38] So if you get it, I won't support this unless there's a limit to what's open. [2:17:41] Well, let's say $1,000 at max, and we'll try and do it for a goal. [2:17:50] Okay, any other, and further that cost-related to this event be a pre- [2:17:58] Pre-improved budget item of $1,000. [2:18:00] Of a maximum of? [2:18:02] Yeah. [2:18:05] So that is, you're treating that as a friendly amendment? [2:18:08] Yes, thank you. [2:18:10] Okay, and Councillor Hutchins, you're prepared to support that at that level? [2:18:14] Mm-hmm. [2:18:14] Okay so debate and discussion on the motion please. I [2:18:21] still think we're being [2:18:22] excessive but I got a feeling that this is not why so I'll call the question. [2:18:27] I have a very recorded vote on this one because I'm really not comfortable with this at all. [2:18:32] Okay. $500,000 service. [2:18:37] Councillor Jeff Banks. Yes. [2:18:39] Councillor Harris. Yes. [2:18:41] Councillor Delaney. No. [2:18:43] Councilor Dunfield. Yes. Councilor Hutchings. Yes. Councilor Maxwell. No. Councilor Pollard. No. [2:18:50] Deputy Mayor Tolivantz? [2:18:52] Yep. [2:18:53] Mayor Hogan-Boone? [2:18:55] No. [2:18:56] So it's carried. [2:19:01] All right. [2:19:04] Only $200 million. [2:19:07] $200 million. [2:19:10] We'll move on now. [2:19:13] Okay, 14.3. [2:19:17] There's that motion. [2:19:18] Right here. [2:19:21] So this is a motion, [2:19:22] regarding midterm council reporting update and I haven't moved by Deputy Mayor [2:19:26] Paula Banks do I have a seconder where [2:19:34] as the Townsville Lakes currently has [2:19:36] multiple projects that are being completed throughout the municipality and [2:19:40] whereas it would be beneficial to the public to create and distribute [2:19:44] throughout the municipality a midterm update report that would identify such [2:19:48] current projects initiatives such as the Delta flooding the Gallagher [2:19:51] property, Portland Hall Library, New Pryor Hall, Complete, Old Delta, Maple Syrup [2:19:57] Building, Municipal Office and Chantry, Recreation Agreements, Asset Management [2:20:01] Plan, etc. And further, the update be crafted by the Mayor for approval by [2:20:05] Council Pryor's release and further that the update be distributed with the [2:20:09] final tax bill in July in lieu of the Mayor's update. [2:20:13] For the motion discussion. Deputy Mayor, thanks. [2:20:18] I just think it's a good idea because we have so many capital projects and so many big things [2:20:23] going on like they will make maple syrup building and the burn, that would be nice to give taxpayers [2:20:32] an update and also include maybe if we're above budget on schedule for all these projects. [2:20:42] Well, since this references me and a couple of paragraphs, I'm going to speak to it. [2:20:47] I'm not in favor of this. [2:20:49] This is the mayor's message. [2:20:51] The mayor is a spokesperson for the municipality, not council, not some members of council. [2:20:58] And I've done these things for a number of years and I've always made them positive. [2:21:03] I've always made them complete to talk about all the current issues and things of that [2:21:08] nature. [2:21:10] I do not want nine other people writing this mayor's message. [2:21:17] It will not be a mayor's message. [2:21:19] It will be a message from some members of council if that's going to be the case. [2:21:23] I can change the wording. [2:21:25] I'll change the wording from crafted by the mayor to crafted by staff. [2:21:29] We can direct staff to craft. [2:21:31] Well, I can tell you that staff craft the ones that we put out now. [2:21:35] Every time I've done one of these, I've gone to the clerk. [2:21:37] I've gone to the CAO. I said please review this. What am I next? [2:21:41] This is a motion that I would like to put forward so that the taxpayers get an update [2:21:46] They will get an update because normally there is a message from the mayor [2:21:50] But there's sometimes that we would like to say send a message [2:21:53] Well, and that's why I would like to [2:21:56] Okay, but your message for example you have your message in the Portland lantern and the Delta pilot and they are not sanctioned by council [2:22:03] members. They're not sanctioned by the mayor. I don't see those till they're out. [2:22:08] So, I mean, people have their own avenues for putting their message out that does [2:22:13] not infringe upon the responsibilities of the mayor. This, in my view, is an attempt [2:22:19] to minimize the role of the mayor and I will simply not support it. [2:22:24] Well, I think the problem is there that I no longer trust you. [2:22:30] Well, you make comments, you make promises, and then you break them. [2:22:34] So I would like to remove and further that the update be crafted by the mayor and just [2:22:41] have that it be crafted by staff for approval by all council. [2:22:47] Okay. [2:22:48] We can make that amendment? [2:22:50] I was still not supported. [2:22:51] That's okay. [2:22:53] So let the update be crafted by staff. [2:22:56] As directed by council. [2:22:57] Thank you. [2:23:06] It could be one of those five, four votes again, which is not helpful to the organization. [2:23:12] All right. [2:23:13] Nothing that happened tonight was helpful. [2:23:15] It all came from this table. [2:23:17] Let's be clear about that. [2:23:18] That's true. [2:23:19] It came from this table. [2:23:20] Yes. [2:23:22] So other comments with respect to the motion? [2:23:24] I have Councilor Maxwell next. [2:23:26] Thank you, Your Worship. [2:23:28] A lot of this information, we do get it out monthly. [2:23:34] We all have an opportunity. [2:23:36] Every month staff sends out the invitation to us. [2:23:40] Is there anything that you want added into it [2:23:42] or any comments that you want to include? [2:23:45] It comes out every month to all of Council. [2:23:48] So the mayor's update on the two tracks bills a year, that's his domain and we should be staying out of it. [2:23:59] We're allowed to. [2:24:00] And another recorded vote. [2:24:05] Who else wishes to speak? [2:24:07] Councillor Hutchison, go ahead. [2:24:08] Yeah, I didn't get it this. [2:24:11] So send anything to me. [2:24:13] from now on to LandTracks. [2:24:15] I didn't look.com. [2:24:16] I get it then, okay? [2:24:18] Because all I was, all I seconded this for was [2:24:22] it was just updates, innocent updates [2:24:26] of what we've been doing and so that the public will know [2:24:28] I didn't know it's gonna cause as much commotion, [2:24:31] but it's just for the people to know where we're at. [2:24:39] And that's done in different ways [2:24:42] at different times, absolutely. [2:24:44] Anyone else wish to speak to this? [2:24:47] Councillor Pollard, I'll take you. [2:24:48] I saw your hand raised and I will only take it twice. [2:24:52] I think what's been happening has done a good job [2:24:55] with a lot of good compliments, simply because we are printed [2:24:59] up in various ways, and that's from on the computer [2:25:03] to in the newspapers. [2:25:05] If it's an important subject, it's not about going out [2:25:08] to the enemy each day or like that. [2:25:11] It's both the functions that's taken place. [2:25:14] I don't think we need to ask our staff to get any more involved, [2:25:18] because we'll come back here to the table, and it won't be agreeable. [2:25:23] And we don't need to come back here. [2:25:25] But I never might have seen it. [2:25:26] Meredith's been doing a decent job on that. [2:25:28] Yeah, but I haven't seen it. [2:25:30] So saying it to Lamb traps that it looked up on. [2:25:36] Okay. [2:25:37] Deputy Mayor Banks, I'll take you a second time, [2:25:40] and I'll call the question. [2:25:41] Again, I don't see what the big issue is about this. [2:25:45] You put out your twice a year newsletter, all I'm saying is that Council should have an [2:25:51] opportunity to let the taxpayers know what we have done the first half of this term. [2:25:57] We have built a Portland Hall, we've built a fire hall, we're sending the office [2:26:04] to tender, all that stuff could be reported to the public. [2:26:09] Okay. And my point is it does get reported regularly to the public. [2:26:13] All right. Was there a request for a recorded vote on this? [2:26:17] Do you want to hear that? Okay. [2:26:18] Do I need to read the motion again? Okay. [2:26:23] So you know what the motion says. [2:26:26] Brad, if I could please call the vote. [2:26:28] Councillor Jeff, thanks. [2:26:29] Is there any chance we get a count on how many recorded votes we had in the last year? [2:26:35] Yes. [2:26:36] Yes. [2:26:36] Lots. [2:26:36] Councillor Carr. [2:26:38] Yes. [2:26:39] Councillor Delaney. [2:26:40] No. [2:26:41] Councillor Dunfield. [2:26:42] Yes. [2:26:44] Councillor Hutchings. [2:26:45] Yes. [2:26:46] Councillor Maxwell. [2:26:47] No. [2:26:48] Councillor Pollard. [2:26:49] No. [2:26:50] Deputy Mayor Paul Banks. [2:26:52] Yep. [2:26:53] Mayor Huthamon. [2:26:54] No. [2:26:55] Motion is carried. [2:27:06] All right. [2:27:07] Where are we on to now? [2:27:09] 15. [2:27:11] No. [2:27:12] This is a motion. [2:27:18] Karnavosa's motion. Mayor's update. [2:27:23] I want to put a motion on the floor, if I can. [2:27:25] Is it a notice of motion? No, it's a motion. [2:27:29] Well, we're not entertaining the motions that haven't been pre-quoted on the agenda. [2:27:34] It's either a notice of motion or it's not going to happen. [2:27:37] So then I'll ask that we all override the procedure by law that we put a motion on the floor. [2:27:42] I've asked for a motion on the floor so I don't know why I can't put a motion on the floor. [2:27:47] What is your motion? [2:27:48] It's a non-confidence vote for you. [2:27:52] And if you want me to speak to it, I'll speak to it right now, where you can wait till the vote goes, [2:28:00] which is the way you want me to do this. [2:28:02] Well, [2:28:04] a vote of non-confidence at the municipal level is completely irrelevant. [2:28:09] I understand that. [2:28:11] Can I have the wording for the motion? [2:28:13] Can I have the wording for the motion? [2:28:15] That I have a vote of non-confidence for the mayor. [2:28:18] That's it. [2:28:21] Do you have a seconder? [2:28:25] Sure. [2:28:29] Discussion? [2:28:35] No, sir. [2:28:36] Jeff, thanks. [2:28:38] I want to say my confidence in you is not existing at this time. [2:28:42] You allowed three delegations to be rateless, ridiculous, slanderous, libelous, degradist, [2:28:48] defamous, smearous, and humiliate us with false accusations in reference to confidential [2:28:53] emails that you knew about that came from the grassroots. [2:28:58] These I see reports against counselors who oppose the hub or the office are costing us over $60,000 and this chair [2:29:06] you should have stopped them. Your degrading comments to fellow counselors cannot be ignored and I have known you for 35 years [2:29:12] and I see a person who can't let go of the CAO title and it has affected your position as mayor. [2:29:18] But most of all these outside special interest groups that constantly attack counselors and your refusal to stop them [2:29:23] has brought me to this decision so I will be supporting the motion and I have a [2:29:28] seconder so that's all I have to say. Anyone else wish to speak to this? [2:29:34] Councillor Dunfield. Thanks Mr. Mayor because the integrity commissioner [2:29:39] identified in her reports that it should not be her position to exercise [2:29:44] discretion in addressing possible issues of order into quorum rather it [2:29:49] should be the chair she felt many times throughout these reports she [2:29:52] identified that that was not done. The procedural bylaw, the mayor's responsibility is to [2:30:00] And we are concerned that that action did not take place when some of these degrading delegations were put forward and brought forward to council and to the public in general. [2:30:14] So it is our hope that the leadership that is required by your position could be managed better. [2:30:25] And that's where we sit at this point in time. [2:30:30] Okay. [2:30:32] Councillor Pashmore. [2:30:34] Thank you, Richard. [2:30:35] Again, I'm going to be looking for a recording post. [2:30:38] Oh, who's going to ask for it? [2:30:42] And that's totally inappropriate what you're proposing right now. [2:30:49] Every time the Mayor tries to take control of the meeting [2:30:54] and do what he needs to do, the bylaws get changed. So, you know, it's a no-win situation. [2:31:04] It goes back to this whole meeting, the behavior all the way through just as it's been at every [2:31:09] other meeting is disgusting. [2:31:12] asking. That's for words. [2:31:17] Deputy Mayor Maxwell, or sorry, Deputy Mayor Banks, you're next after [2:31:23] Councillor Maxwell. Well I'm just confused because Councillor Maxwell talks about our [2:31:29] treatment of fellow councillors and the mayor yet we were found completely innocent of any [2:31:34] wrongdoing of our treatment of councillors and mayors so I'm not sure where he's [2:31:38] We were found innocent, we were found innocent. [2:31:42] That discussion and debate has taken place. [2:31:46] I'm just correcting something, we were found innocent. [2:31:49] I think you have never let go of this office [2:31:54] and your concerns about this. You have not been truthful with us. [2:31:59] You have changed your policy [2:32:02] whenever it suits you to target the five of us. [2:32:07] You say you treat us the same, it's clear that you don't treat us the same. [2:32:14] These investigations also are very concerning, and I'm not going to speak to them all because [2:32:21] it's a waste of time, but I just see no leadership at this table, I really don't. [2:32:27] And I go back to the last term, as soon as Claire Smith sent a letter to the editor [2:32:34] saying that she disagreed with the majority of council, you reprimanded her [2:32:39] and you told her it was inappropriate for her to send a letter to the mayor that [2:32:46] did not support the majority of council once the vote was taken. You guys had [2:32:51] Caroline investigated because she did not support the majority of council. You [2:32:58] no longer support the majority of council so I don't know why you [2:33:03] you don't understand why we don't support and trust you. [2:33:07] You told me at the last time we discussed this [2:33:10] that you would debate me in an open forum about my concerns. [2:33:16] So I'm not gonna waste any more time at this meeting, [2:33:19] but I will take you up on that offer anytime [2:33:22] because I feel we don't trust you anymore. [2:33:28] Okay, Councilor Hutchings. [2:33:30] Thank you, Mr. Mayor. [2:33:31] So, I've been not believed when I said that somebody stood on somebody, and I've also [2:33:45] been cut off and my words finished, and I [2:33:53] really thought that, you know, when I was [2:33:57] looking for you. Like it was the second time that that person was here and there [2:34:04] was no new information route forward. It was just a rehash of what and then what [2:34:09] really on me is when they're gonna threaten to put private enclosed stuff [2:34:15] on like I am not I'm not used to and everybody goes well you're a politician [2:34:23] now Debbie, but I'm very, I wouldn't say anything to anybody I would say to the [2:34:31] face and my words get twisted around and everything and you know you got [2:34:38] something with me you come and talk to me like a lot of us I see stuff if the [2:34:44] person had enough excuse me whatever to come forward and say it instead of [2:34:51] sneak around and not put your name on anything to me like you're fighting the [2:34:56] wind and I was just wish that you would have just said look like to stop you're [2:35:06] in control to stop all this nonsense you really are [2:35:13] but you could you could have [2:35:19] said to me when I and I take full responsibility to turn my back to her [2:35:24] And I said I was sorry and I asked her if she took my story and she never did. [2:35:32] So she didn't accept my apology, but that's up to her. [2:35:36] But I turned to look for you to say whatever, to stop it. [2:35:45] And you could have said it to me, because at Point of Order Hutchings, [2:35:48] turn your chair back around. [2:35:50] That's in your ballpark. [2:35:53] You should tell it, like, I didn't know whether I should have left the room or what I should have done. [2:35:59] But if I hadn't been the other way, it would have been a little different. [2:36:03] So, what you see is what you get with me, and I have nothing to hide. [2:36:11] Like, I don't see really a lot of these closed meetings, [2:36:16] why he couldn't just leave, especially you talking with me, I'll just tell everybody because I have nothing to hide. [2:36:23] Did [2:36:28] more to say you? [2:36:29] Well, I just, that's my part of, like, I would like you to sort of, especially, like, not to believe what I said, [2:36:39] and I had said to you at that time that it was getting out of hand and nobody listened to me. [2:36:44] Like, nobody listens to what I say, [2:36:48] so that's it. [2:36:56] I would just like to say the other thing that really bothers me is every time we say something [2:37:02] that's a lie, Jeff was spit on, councilor Maxwell said it didn't happen, you said it [2:37:08] no assault happened in this place, if that was a woman I could scream victim shaming, [2:37:14] but because you're politicians there's nothing we can do about it, I'm a very opinionated [2:37:20] a person and so are you. Part of the problem is, you say very, very divisive things to [2:37:26] us during council meetings, before council meetings. So we come in here with a clause [2:37:33] already drawn. Exactly the way you made the comment about getting rid of Debbie by [2:37:39] buying the bottle of old spice. I have asked you three times to apologize to Debbie [2:37:44] for that. [2:37:44] That's not your issue. [2:37:45] It doesn't matter. It was in the room. That's right. It's not a joke, but it's not a joke. [2:37:51] That was not funny. Someone could have died, and you literally looked at the third tonight and said, [2:37:58] oh, I should buy an old bottle of old spice. That's exactly what you said. [2:38:02] Do not put words in my mouth, because you are incorrect, and I will not allow you [2:38:06] to make public statements that are incorrect. So make your comment, and then I'm going to move on. [2:38:15] My point is, we know you're the chair, but you only want to be the chair when you want [2:38:23] to reprimand us. [2:38:24] You don't want to be the chair for any other role. [2:38:31] You say divisive comments before council meeting starts. [2:38:36] You mumble under your breath when people are talking. [2:38:40] You have been dishonest with us. [2:38:42] Our fellow council members have been dishonest with us. [2:38:46] and what are we guilty of? We turned our back. [2:38:52] Oh, sorry, Jeff, that's not guilty of that. [2:38:55] I think it boils down to there's poor leadership in the chair [2:39:00] and you're adding to the problems because you will not support the majority of council [2:39:05] and because you're angry about it, you say very divisive things that get us all in an uproar. [2:39:12] That's it. I find that my life isn't worth deadly squat because if you made that comment, [2:39:20] you could have made it when I was in the room as a joke, but when I'm not in the room it's [2:39:24] no joke. That's right. And Vanny helped me out to my van. I was that bad. I could die. [2:39:34] And I supported... And you care whether I die or not? [2:39:36] I supported making this. [2:39:38] Well, you can say you're sorry. [2:39:40] Well, you can't even say that. [2:39:42] No, because I didn't say it to you in the first place. [2:39:45] But I will say that I'm sorry if you were offended by that, [2:39:48] that the councilor banks shared that information with you. [2:39:52] I wouldn't share it. [2:39:53] Well, it was not just a word. [2:39:56] To me, I'm going to cut this off. [2:39:59] OK, you cut it off. [2:40:00] This is simply, I'm going to tell you, [2:40:03] my mandate is from the public. [2:40:05] I have tremendous public support, and some of you folks need to understand that I've been elected as the Mayor, [2:40:13] and I will chair these meetings, and we will continue on, and you can pass as many motions as you want of non-confidence, [2:40:22] because I'm anticipating that this is going to be another one of these five, four votes, and that's great, [2:40:28] but don't expect me to count how to people's individual idiosyncrasies here [2:40:36] and there and their their statements that are simply not true and I will not [2:40:43] spend my time defending those statements so I'll call the question I'm not going [2:40:58] Yes. [2:40:59] Councillor Blaney. [2:41:00] No. [2:41:00] Councillor Dunfield. [2:41:02] Yes. [2:41:02] Councillor Hutchings. [2:41:03] Oh, yes. [2:41:04] Councillor Maxwell. [2:41:05] No. [2:41:06] Councillor Pollard. [2:41:07] No. [2:41:08] Deputy Mayor Paula Banks. [2:41:10] Yes. [2:41:11] Mayor Hoodman. [2:41:12] No. [2:41:13] Go ahead and do my rights. [2:41:14] Fair enough. [2:41:16] Just so you know. [2:41:18] This is the mayor's update. [2:41:20] On February the 25th, I attended in two meetings in Brockville. [2:41:25] The first was with the St. Lawrence Board of Management, where we passed their 2025 budget. [2:41:34] The second was the CAO Recruitment Committee meeting, where we shortlisted candidates for [2:41:38] future interviews. [2:41:40] For the county. [2:41:41] For the county. [2:41:42] Absolutely. [2:41:43] Yes, absolutely. [2:41:47] On February 26th, I attended the Regular Planning Advisory Committee and the Committee [2:41:52] of Adjustment meetings, and this morning I attended the Regular Economic Development [2:41:58] committee meeting where councilor Maxwell will be elected as the chair. That is my report. [2:42:04] Now I will move on to questions from the media regarding agenda items. Are there any questions [2:42:10] that have come in from the media? No questions received from the media? [2:42:14] We have two members of the public. Are there any questions from the public regarding agenda items? [2:42:19] Yes, I have one. I guess it could go to [2:42:22] to Chancellor Jeff Banks as a member of the planning. [2:42:29] Mr. Butcher, questions come to the mayor. [2:42:31] Okay, my question is then, has the planning department [2:42:36] contacted the Ministry of the Environment [2:42:38] to get the information for those test wells, [2:42:41] which was stated back on January the 8th. [2:42:47] We've been waiting that long to hear that information. [2:42:52] I do not know if the specific information that counselors were looking for has come to our staff, [2:42:58] but I will inquire of the staff and if they have not yet pursued that, my understanding is that they will be pursuing that. [2:43:06] Can I ask you a second question? [2:43:08] I'm wondering if the planning department is aware of a letter that was sent by Malcolm Norwood, April 26, 2022. [2:43:19] If I could just read two sentences from it that pertains to this, so that you're aware [2:43:25] of, because it does go back a long ways, maybe it didn't get brought forward. [2:43:31] Two sentences, in 2010, there was a planning application, Consent and Brackets, within [2:43:39] 500 meters, and we do have Ministry of Environment comments from that application that at that [2:43:45] time that the Ministry was in support of reducing the influence area to 150 meters east and west. [2:43:55] Was that in relation to the... The title of this, from Malcolm, was Popenicine Resort Dumpsite. [2:44:03] Okay. I'm not sure that we're aware of that. I don't recall seeing that, but maybe you can [2:44:09] provide that... And we are in that area where it would be 150 meters. We were well outside [2:44:15] that and this wouldn't even be an issue. Okay can I ask you to provide that to [2:44:20] Mr. Ferrer? Well it's supposed to have it. Malcolm passed his files on to foster. [2:44:31] We may not have, I don't remember seeing it in the planning package. [2:44:38] Okay any other [2:44:40] questions. [2:44:44] With respect concerning 14.3 midterm report I listened to the debate [2:44:50] intensely and interesting that it was difficult for me to understand what [2:44:54] exactly the mayor is not reporting on so I'm hoping the council can address that [2:44:59] and [2:45:00] In some meaningful way with specifics, because I enjoy the reports, I find them thorough and [2:45:05] as someone who follows council, regularly all the content that is meaningful to me as a citizen [2:45:11] and need more is there, so I don't understand what's missing in the current reporting structure. [2:45:16] Okay, I would note that council passed a motion to have the staff write these reports [2:45:24] And I will assume that that's what will happen more forward. [2:45:27] As I said at the meeting, I draft these reports, and I ask staff to review them and add them [2:45:33] and delete things and feel anything is inappropriate. [2:45:37] So I'm sure we'll continue to have some sort of a message in the tax mills, but it'll [2:45:44] be a message from staff. [2:45:46] Okay. [2:45:48] Anything else? [2:45:50] I have a clerk. [2:45:51] I do have a question from a number of public that I received by email today, and it's from [2:45:57] Carl Fyander, and he was wondering if there was an estimate on the amount of the integrity [2:46:06] commissioner reports. [2:46:08] And at the time, I did not have it, but I have since received it. [2:46:13] I received it later this afternoon, and the invoice is with taxes included, about [2:46:18] $16,000. [2:46:20] Thank you for that. [2:46:21] So that's news that we had earlier. [2:46:26] All right. [2:46:30] I [2:46:32] believe that's the end of the meeting. [2:46:38] Jane, your motion to do well. [2:46:44] Can I have your attention, please? [2:46:46] I move by Councillor Downfield. [2:46:48] Seconded by Deputy Mayor Paula Banks. [2:46:50] be resolved with bylaw number 2025-43 being a bylaw [2:46:53] to govern the proceedings of the Council [2:46:55] of the Corporation of the Townsend Real Lakes [2:46:57] that this meeting held March the 3rd, 2025. [2:46:59] It was taken as read a first, second, and third time [2:47:01] this third day of March 2025. [2:47:04] Are there any discussion? [2:47:05] All in favor? [2:47:08] Motion is carried. [2:47:10] Thank you, members. [2:47:12] And I will now declare that this meeting is adjourned [2:47:15] at 12 minutes to 10. [2:47:20] And please wait for a couple of minutes for us to go offline before you carry on additional
