[0:00] Done. [0:01] Just kidding. [0:04] Ken? Here. Kirsten? Here. Aaron? Here. John? Here. Annie? [0:09] Here. Betsy. Here. Ari? Here. Marissa Here. [0:15] Yay. Good job. Good job. Okay. Public comment. [0:22] Anybody been out in public lately? Got any comments? [0:27] The highland fence looks good. It's no longer there. [0:30] Yes. Yes, exactly. [0:33] Agreed. And the grass is starting [0:37] to grow in the reclamation areas of the trails. [0:40] So there's hope for all that coming back. [0:43] Spring is springing [0:46] And we had our first 5K race out there for our program, so [0:50] that was really exciting getting people out there to use it. [0:53] Thank you. City on the record. [0:55] Thank you City for letting us continue to use those trails [0:58] during the reclamation process. [1:02] Okay, anyone else? All right. Minutes. [1:08] Any questions? Everybody have a chance to read 'em? [1:12] Now's your chance. Read 'em now [1:17] I move to accept them Second. [1:19] Okay, we have a first and a second. All those in favor? [1:23] Aye. Aye. Did you get That's Aaron and Kenny. [1:26] I'm sorry, I should have said their name. You good? Okay. [1:29] Any opposed? All right. Minutes are good. [1:35] We got a presentation. [1:37] It's not really a presentation. [1:38] I feel like it should be a present. [1:39] It says it's a presentation. It does. [1:41] That's where I put it. But just introducing our new [1:45] assistant director Keith Dawson is joining us. [1:48] So this is the friendly face that you'll start seeing. [1:52] He's been with us for a week, so he started last Monday. [1:55] So I don't know if you wanna say anything, [1:57] your background a little bit. [1:58] Yeah, so a little bit about me. [2:01] I've been in Parks Rec since pretty much 2008. [2:05] I've been in each component of the Air Force since 2004. [2:10] So active duty reserves [2:12] and I'm now with the Colorado Air International Guard. [2:15] Still actively serving drill weekends [2:18] and my two weeks a month or two weeks a year. [2:20] Excuse me. But no, I'm super excited to be here. [2:24] Got a lot of experience in aquatics specifically. [2:27] So Ryan Pools down in central Texas [2:30] and then I ran pools for Foothills Park and Rec. [2:33] We had six facilities over three, four cities [2:37] that we took care of. [2:39] So I oversaw all of that [2:41] and so hopefully I can bring a lot of that experience here [2:44] and help out Matt and his team [2:46] and then Keith and his team as well. [2:48] And just super excited [2:51] and hope I can bring as much value to you guys [2:54] as you guys have already started bringing to me. So [2:57] Yeah, welcome. [2:58] So did you move here for this [2:59] position or were you living here? [3:02] I was living in Littleton. [3:03] So in about a two week period I found a home, got a U-Haul [3:07] and moved up here Saturday [3:10] before I started working on Monday. [3:11] So me and my fiance how Austin [3:13] Is a slave driver. [3:14] Yeah. Wow. Welcome aboard. Thank you. Welcome board. [3:18] Luckily like my fiance works remotely with the state [3:20] of Colorado so she was able to work at home still. [3:24] So yeah, so not a nice, not a big shift for her. So, [3:27] Awesome. [3:28] Well yeah, thanks. Well glad to have you Keith. Okay. [3:33] That was a great presentation. You're welcome Mr. Dawson. [3:37] You're welcome. That's kidding. Okay, regular agenda. [3:41] It looks like we have a Girl Scout bronze Award project. [3:50] Come on up. I this [4:00] My name. [4:01] My name is Whitney Alexander. [4:03] I am nine years old and I've been a girl [4:05] scout for boy years. [4:06] I'm also a boy scout. [4:08] I've been working on my bronze award project [4:12] and I visited the local dog park [4:15] and some walking paths, walking paths around rifle. [4:20] When I went there I noticed the dog [4:23] that the dogs didn't had, do not have a lot of toys [4:27] or activities to do. [4:29] When I interviewed some people, they who were there [4:32] who were there, they said they might need some like toys [4:37] or like a agility course for the dogs to do. [4:42] And so my proposal project would be a dog library [4:46] where people can get sticks and glue sticks or toys. [4:52] My project would be made out of treated wood. [4:56] That would be last for quite, [5:00] for some quite years of being weathered. [5:04] This would be a permanent future added to the dog part [5:08] and possibly some other areas such as [5:12] around the journey home walking paths [5:14] and Lions Pond, central Park and by Bir [5:20] and by Birch Park. [5:23] I am making a global connection by researching the needs [5:28] for the dog library and rifle. [5:31] If I added one over at the lion's pond, [5:35] then this wood could support travelers that [5:40] visiting our beautiful place. [5:43] Awesome. That's a great idea. Thank you. [5:46] That's a fantastic idea. [5:48] Does anybody have questions for Whitney? [5:53] So are we talking just, [5:54] or are we talking like a box of toys [5:57] And things like that? [5:58] Also Maybe like tennis balls sticks. [6:02] They would grab a stick [6:03] and then they would find a new stick up and put it back. [6:07] Or if they have like they could buy tennis balls [6:11] and take one and then put some more back. [6:16] Okay. Do you have a spot picked out at Lion's Pond [6:19] where you would wanna put it? [6:22] I'm thinking like somewhere in the front when you start [6:27] walking and then maybe like one at the end [6:32] Where you could return it. [6:33] Yeah, the right. Yeah. [6:36] Well you can't return it because their saliva would mix [6:41] and it would make dogs other sticks. [6:43] So you'd take a stick home [6:45] and then you would find another stick when you're walking [6:47] and return it to the other place. [6:49] So it's a treat for the dogs. That's right. [6:52] They got a new toy to go home on. They got a, yeah. [6:56] I'm unfamiliar with what a bronze award project is. [7:00] Could you provide a little bit more background on that [7:03] and other examples of ones that you might end up know about? [7:07] A bronze award project is for Girl Scouts who they, [7:12] they try to make the world a better place. [7:15] There's bronze, silver, and gold. [7:19] You could get all three. [7:21] I'm going for my bronze [7:23] and once I finish that I'll go into my silver and gold [7:27] and like a bronze award is just trying to [7:32] make something to make the world more better and beautiful. [7:37] Sounds great. Great. Awesome. [7:40] So I see your examples that you have here. [7:44] Are those ones that you have seen before [7:46] or just ones that you found when you were searching? We [7:50] Were, we found them on Facebook and searching up. [7:54] Okay. Is there anything local [8:00] in other cities that have a a stick library? [8:04] I haven't seen any, no. Hmm. We could be the first [8:09] And I see you're gonna get your supplies [8:11] to build it, donate it. Is that your next step? [8:14] We're going to use some pallets, take it apart [8:17] and use some, some, [8:23] some stuff to make, [8:27] make it last weather and [8:30] Oh, oh yeah. [8:31] Okay. Treat it. Treat it with some. [8:34] Do you have a dog? I have three. I used to have four. [8:38] Oh, [8:43] okay. [8:44] Any other questions Ms. Whitney, what? [8:47] What do you need from us today? [8:51] I wanna like, I want to have to do this project [8:56] so I'm seeing if you guys would allow it [8:59] and see where would I be able to put it [9:02] and where can I put it. [9:05] Okay. Where I'm allowed to. [9:07] Gotcha. So what's our thoughts on that team? [9:11] I think it's a great idea. I think it's a great idea. [9:13] It's a fantastic idea. My dog eat sticks [9:15] but I think it's a great idea [9:18] And I could think of several places, [9:20] the dog park being one of 'em. [9:22] The cemetery being another. [9:25] I've seen a lot of people walk their dogs [9:27] by the cemetery lot. The big ones. [9:29] Yeah. How does staff feel? [9:33] So we're really looking for a direction from you. [9:35] We're supportive of the project. [9:37] So you identifying locations that you're supportive of. [9:42] It could start out with just one to see how it goes [9:45] or if you want to pick multiple locations. [9:48] I don't know how many Whitney's wanting to build, [9:51] but really direction from you is what staff's looking for. [9:56] You're overall supportive. We're supportive of it. So, [10:00] So I have one question. [10:02] What happens if the [10:05] library falls down? [10:09] What happens if the library falls down? [10:12] We would take all the pieces and put it in a bin [10:16] and take it back home [10:18] and we'll find out what happened to make it fall down [10:22] and we'll try to rebuild it better [10:24] and stronger for the next time. [10:26] So you're gonna maintain the dog [10:28] library, the stick library? Yes. [10:30] Okay. Who's gonna maintain it [10:33] with you? Do you have good support? [10:35] My dad is who is a great builder and my mom. [10:39] Perfect. Awesome. [10:41] Any other, any other scouts that are gonna help [10:44] and gonna help jump in with that [10:47] Brothers? [10:49] Like make it a whole troop thing? [10:52] Probably. Okay. [10:56] So do we need a motion to put it in a certain space? [11:01] Yes. Okay. Can do [11:03] Actually. And [11:03] I'll just add that Lions pond is owned [11:06] and operated by cdot so we can't do it do that [11:09] unless they contact cdot. [11:12] So we'd have to start dog park or one of our parks [11:15] Dog park trail anywhere that is a city facility. [11:18] Okay. Does anybody want to throw out a [11:24] Location? [11:25] I think the cemetery is a great location. [11:28] Where Would they connect? Because there's a [11:29] lot of dogs out there, [11:31] But would that be hard to like mow [11:33] and stuff if there's sticks all over there? [11:35] Yes. My recommendation would be [11:37] to avoid the cemetery. Yeah. Dog [11:38] Park about, is it rural or I [11:43] Can't think of the mar draw trail. [11:44] There you go. That One. Oh, draw trail. That's kind [11:47] Was my Thought. [11:48] I'm gonna full sticks already. [11:48] We could replace 'em pretty easy. [11:50] Well it'd be good to, yeah. [11:51] Easy Be easy to replenish it. Yeah, that's what I [11:53] Mean. [11:54] That's like a good stick zone. [11:55] It's an easy maintenance kind of place. [11:57] I think that's a good spot. Yeah. [11:59] Yeah. Maybe next to the new memorial bench. [12:02] Yeah, that's what I was, whenever it shows up. [12:05] Okay. Okay. Do you want, you wanna wanna make a motion? [12:10] I'll make said motion. What's your said motion [12:15] To have her put a library on Monroe. [12:20] Monroe Ro Drive Monroe. I get them too Confused. [12:23] Morrow Draw Drive Trail. Trail draw trail. Okay. [12:27] And the dog park or just Morrow Draw [12:30] Can start there. [12:31] Another one and then see how it goes. [12:33] I don't wanna overwhelm her, [12:35] Right? [12:36] I mean her parents. I second it. [12:41] Okay, so we have a first with Erin [12:43] and a second from Betsy for Marrow Draw Trail. [12:47] Yes. As a start. Okay. Okay. All those in favor? [12:52] Aye. Aye. Any opposed? [12:56] All right young lady, you have to get to work now. [12:58] Thank You. Is there a one of those designs [13:01] that you like better or are you gonna design [13:03] a box of your own? [13:05] Well I like, personally I like this one [13:10] 'cause you have toys and sticks [13:14] or I could like do this, the sticks [13:16] and then put like a little box down here with toys [13:19] or like just a little, a cute box like that with Popin. [13:23] So I think too, one thing [13:25] 'cause you have Austin's number is [13:28] as you're working on the design, make sure [13:30] and check in with him and [13:32] and make sure that it's gonna work for the space. [13:35] Does that sound reasonable? Awesome. [13:38] And then when you finish we'd like a full report please. [13:41] Pictures. Pictures. Yes. Awesome. [13:45] Will you come back after you're done [13:47] and show us what you've done? [13:48] Yeah. Okay. Thank you. Awesome. [13:51] You gave us a really great presentation. Yes. That [13:53] Was awesome. [13:54] Thank you Whitney. Good job. [13:56] Okay, thank you. You thank you. [14:02] All right. [14:05] Are we gonna review a draft [14:07] of the activity center feasibility? [14:09] Yes. [14:16] I don't know if you can gimme control [14:18] at my computer plugged in. [14:20] Oh The pole looks really tiny. [14:25] The pole looks really tiny. So two, [14:37] Did something happen to computer? [14:39] Oh okay. Switching over. Switching over. Okay. [14:44] Maybe. Okay. [14:51] I'm not gonna bore you with going through every [14:55] Portion 'cause it's 143 pages. Whoa. [14:58] I read it today. It's a lot. [15:00] I really just wanna give you high level things first. [15:05] Looking at cost evaluation, that was a big thing. [15:09] Through this process we have two options [15:12] that we've identified [15:13] and through this process that we've talked about. [15:15] One with a pool, one without a pool, you can see that [15:19] without a pool, $30.2 million is roughly the price tag. [15:25] And then with a, with a pool is 46.6 million. [15:32] Now with the pool, is [15:33] that like putting a cover over our existing one [15:36] or doing a whole separate one within [15:38] the building? Whole pool. Whole [15:40] Separate one. So [15:41] One second. [15:42] Whole new. [15:43] So this is kind of an overview, it's kind [15:46] of looking straight down on it. [15:48] But this would be the facility with a full indoor pool. [15:53] Oh, okay. Completely separate. [15:55] And as you can see on, can [15:58] I tell that by the drawing? [16:00] Sorry, let me find the right document. [16:05] And you can see that it's, the facility sits on the corner [16:09] of 16th and railroad. [16:11] So it's, there'll be a gap in between existing pool [16:16] and new facility for parking. Like [16:18] A little greenway. [16:19] It'll be parking Space. Yeah. Oh, okay. [16:24] So they're gonna, that gonna take out the [16:25] tennis courts and all that? [16:27] Yes, to the everything except [16:29] for the skate park would be good. [16:30] Oh, okay. Lemme see if I have a better image of the, [16:36] yeah, so this is just standing [16:38] in railroad looking at the building. [16:40] But [16:42] So this, the skate park would stay, [16:43] The skate park would stay [16:45] and there'd be a small 10 [16:50] parking space parking lot over by the skate park [16:53] to accommodate the skate park still. [16:55] Right. Big things, which you guys have kind of seen, [16:59] we identified seven locations throughout the, the process. [17:04] We narrowed that down to two locations, [17:07] which was Deerfield and Metro. [17:10] We surveyed individuals on the location that they would want [17:14] during the early stages. [17:15] So the discovery phase of [17:18] where they would like the facility located. [17:22] And then you can see all of the things that came out of [17:26] the survey that rifle was lacking. [17:28] So indoor swimming track, indoor soccer. [17:34] Y'all remember the build [17:35] sender Activity that we did? [17:40] I'm not gonna stop too much, [17:42] but the postcards of feedback we got from the community, [17:47] we did a market analysis, which is it, it's in the appendix [17:51] of this draft [17:52] that you can go look at if you haven't already. [17:54] And it looks at operational costs. [17:57] So building costs, staffing costs, all of those together. [18:01] And that's where we get like the $750,000 deficit spend. [18:05] If you had the full aquatics facility, that [18:10] report focuses on a service area, which you can see [18:14] is highlighted in blue. [18:16] So about roughly about a 30 minute drive at five 15 [18:21] in the afternoon on a weekday to get to the facility. [18:24] So trying to be realistic [18:30] touches more on the market analysis, [18:34] community engagement that we did through the process. [18:40] And then we kind of got into the big ideas section of it [18:43] where we focused on survey results. [18:46] We had 138 survey results that we sent out [18:49] or that we received that identified these priorities. [18:54] So indoor track, indoor turf activity, gym. [18:58] And that's how we decided what the programming was for this. [19:03] And then you can see some initial concepts of [19:06] what the facility could be based off those results. [19:10] And then the evolution of metro park, once we [19:16] determined that was the site we wanted [19:17] to focus this survey on [19:19] or this study, you can see we started with a building [19:23] that was up against the pool and focused on putting a roof [19:27] or a, a structure over the lap pool of the existing pool. [19:32] And then you can see the evolution of us shifting away from [19:35] that and shifting the facility to the corner [19:38] of 16th and railroad [19:41] Because an awning just isn't structurally [19:46] It was the, the design team's opinions [19:50] that it, it would lose value [19:52] to the outdoor pool if you put a structure over the lap pool [19:55] because it would be permanent. [19:57] And so you would lose the ability to have that amenity [20:02] plus site restrictions. [20:04] If we put a building in between the leisure pool [20:07] and the lap pool, there wasn't enough room for access [20:10] for people to walk along that site. [20:11] So it really just, it didn't fit for a permanent structure. [20:15] And it was expensive. Yep. For what you were doing. [20:17] It was about $7 million and add an indoor pool [20:20] and it's about 12 more or 12 million. [20:23] So what's, what's the, yeah when you're spending [20:27] that much money, getting a a benefit without [20:32] losing value in something is super important. [20:34] And so that's why we shifted away from the cover. [20:38] And then you could see kind [20:39] of the concept plan for Deerfield. [20:41] This was the concept plan for Metro Park as well. [20:45] And so this is what it would look like without the pool. [20:50] About a 38,000 square foot building without the pool [20:54] and it's about 60,000 square feet with the pool. [21:01] And then this was the first concept plan [21:03] with the just covering the existing lap pool [21:07] and then just going back through more community engagement. [21:10] They attended hometown holidays [21:13] and then if y'all remember we went over the tours [21:15] that Annie was able to attend with us [21:19] to see different amenities at different facilities. [21:21] And so this just touches on where we stopped [21:29] And then this just kind of goes into the more, [21:31] into the evolution of the building, moving it around [21:37] another just picture of [21:40] what the building could potentially look like. [21:43] See the pool doesn't look very big [21:45] or that small in that picture. [21:47] Correct. [21:50] And then this just kind of goes into things [21:51] that still need to be worked out. [21:56] But Programming, this is the breakdown [22:00] for programming for the facility without a pool. [22:04] And then this is the breakdown with the pool [22:09] and then just going into the final operations plan, that's [22:12] where they'll talk about the, the subsidy that it'll take [22:16] to operate both facilities if it would ever to happen. [22:21] So, and then at the end [22:23] of this process they'll help us start to look at what type [22:27] of tax question [22:29] or bond question would be required for construction [22:33] and then most likely operation as well. [22:37] 'cause the current one that sales tax cannot [22:40] operate an aquatics facility like shown [22:45] with current levels of operation. [22:52] And then I'll just pull up the model real quick. [22:57] Sorry, it looks kind of funny [22:58] but this is the general layout. [23:00] So indoor playground, office space, locker rooms, kind [23:05] of the entryway. [23:06] This is pool, mechanical and aquatics offices. [23:10] The pool, two full-size basketball courts that'll turn into [23:14] four small courts. [23:17] And then a full indoor turf field [23:22] is kind of the programming that we're looking at right now. [23:26] So I just wanted to get general feedback from [23:29] you on this process. [23:31] If you had a chance to read the 140 pages, [23:35] if you had any feedback on what that material was. [23:39] 'cause we're just, we're coming to the end of this process, [23:41] so this is kind of one of the last opportunities [23:44] for you all to provide feedback. [23:53] And Is it, is there still the second level? Oh sorry, [23:56] Is that, Let me scroll up. [23:57] Thank you. Second level includes a quarter mile walking [24:00] track activity, like an activities classroom [24:05] that can double as a meeting room. [24:06] So kind of like a dance studio type vibe to [24:11] where it has the accordion door [24:13] or something similar in the middle [24:14] that you could break into two smaller classrooms [24:16] but also use it for meetings And then a very small [24:21] gym with workout equipment. [24:24] Are you in group classes in the room [24:28] that's next to the gym? [24:29] Yes. [24:37] So [24:38] Anything and the gray area right here. [24:39] Where were your offices? [24:42] Office space would be right here. Here, [24:44] There. Okay. [24:45] And then there's like a front desk area [24:47] and then these are locker rooms right here. [24:52] And what's that spot behind the office area? [24:54] Right here? Yeah, that's an indoor playground. Okay. Which [24:58] Is fine. [24:59] Can you see the slide which [25:00] Is high on the list? [25:01] I'm blind. Just one ball pit. [25:10] So is there like a lap pool? [25:13] So there's two, so like a two lane pool or something? [25:15] Yeah, this is very like conceptual but like two lap lanes. [25:21] Like a, a flow flow channel similar to what we have. [25:24] Lazy river. Yeah. Inch. [25:27] It's very small lazy river where you can do like [25:31] Walking, walking Like what's it pool now? [25:34] Very similar. And then like a little kid area, kind [25:39] of similar to what we have at the zero entry [25:41] pool and then a slide. [25:43] So this isn't set in stone at what it has to be, [25:46] it's just the footprint of what it could be. [25:51] And then is this I'm, I did not read 140 pages. [25:55] Does does this budget in like the, like you some [25:58] of the fun like retractable hoops and nets [26:00] and things that you would see. [26:02] So those numbers include all your soft costs [26:03] and your ff So that's all in to get what we want. [26:07] Okay. And so they're factoring in the [26:09] Bills. [26:10] They're, they're factoring in right now all the bills. [26:12] So like what Annie got to see [26:13] where you push a button and the volleyball [26:15] Nets come down. So awesome, [26:16] Awesome. Yes. [26:17] Where You push a button and that goes up [26:19] and the basketball hoops come down. [26:20] So that stuff's included in that price. [26:24] Awesome. Did anything [26:28] with wrestling I was thinking about this. [26:30] Is that what it, what we need for programs [26:33] and those kind of things? [26:35] For sure. Yeah we would, [26:39] I vision us having a, you know, not just [26:42] Our programs but whether it's club teams [26:45] or sports teams renting out it in tournaments, [26:49] big time tournaments coming down to utilize the facility. [26:52] So I I really want four courts so badly. [26:56] Yeah. And I think even with this it will [27:00] lessen the burden of having to use the schools [27:02] but we'll still have to use the schools. [27:03] Yeah. Regardless. So [27:05] It, it opens those wait lists up [27:07] But it opens the wait lists up. [27:09] It allows us to not have fourth graders practicing [27:11] basketball at six or seven o'clock at night. [27:14] Yeah. So it opens that up [27:16] and it opens up to where we can get some [27:18] of our activities pushed through after like school [27:22] and then we're not having adults having [27:23] to start playing their drop in sports at 10 [27:26] o'clock, nine o'clock at night. Yeah. [27:28] I don't see my party room in here. [27:30] I Know that's the, the [27:31] Cafe, It's the cafe's not in there [27:33] but you could have your birthday party room up there. There [27:35] You right up there. [27:37] Is there a window? Is There anything with Yes. [27:39] Wrestling mats included with the bells on that? [27:43] No. Could you put [27:48] those on either the turf or the basketball? Like is [27:52] That you just roll 'em out, you could, you have to buy [27:54] To the basketball somewhere to store 'em Would be that, [27:57] Would that be big enough to host a tournament? [27:59] Like a wrestling tournament? [28:02] I dunno how much room you need for a wrestling tournament. I [28:04] Quite a bit. I'm looking [28:05] At you Got two full size courts. [28:07] You could high school gym now. Okay. [28:10] You can break mats or Yeah, two full-size basketball courts. [28:14] You could definitely, [28:15] probably you could hold a big tournament. They [28:16] Don't ruin the basketball floors [28:18] by putting the wrestling mat on them. [28:20] Just letting you know my opinion. [28:24] It doesn't mess the floors up to put mats on 'em [28:27] In in a basketball player's opinion. [28:30] Yeah, it's kind of sacrilegious [28:32] Because of what what does it do? It's just [28:35] Sacrilegious. [28:37] It's, I was a basketball player too. I get it. [28:39] The other thing is like women's wrestling, [28:42] girls wrestling right now is the fastest real [28:44] I sport in, in the States. [28:45] So it's huge. It is a huge thing. I [28:47] It would be a a good, It's [28:49] just an option to add. Do not, [28:50] I have always like is there something sticky on them? [28:53] I thought you were being serious. [28:54] Get sweaty and then it just [28:56] Ruins. [28:57] Masks do not hurt [28:58] The floor and storage isn't a huge concern. [29:00] 'cause I mean they have the systems [29:01] that lift it up into the air. So, [29:03] But it doesn't seem like you have a lot of storage [29:05] space in this building. [29:07] Yep. It's air space. There's, [29:09] There's So you would still have the building you are [29:11] currently in to store things as well [29:14] or are we going to utilize that differently? [29:16] Nope. They have their track. [29:18] I say they, those rec people have those rec people [29:21] Have their own Garage space at the [29:24] Park space. [29:25] Right. But then you have to shuffle it back and forth [29:27] and back and forth and those kind of things. [29:28] I mean we aren't the first sit field house to be like [29:31] where do you store your wrestling nuts? [29:33] I'm sure there's tire levers, police, [29:37] There is some something. [29:38] There is storage built into this area for that's [29:41] A lot of space Right there. [29:42] Equipment. 'cause you'll have like a floor [29:44] scrubber and all of those things. [29:46] It's not much. But most facilities that you go to don't, [29:48] They don't, they don't like work. [29:50] Storage is an afterthought. We'll think of ways to, [29:53] You have to get all your programming in [29:54] and you figure out like [29:55] Well but it also by one concern about this is [29:59] that we're building it for what we need now [30:02] and not building it for what we need in the future. [30:05] And that, that is like my sticking point. [30:08] I feel like fitness classes [30:10] and those kind of things are gonna be something we need [30:12] and for programming to bring adults in to help [30:16] maintain the costs of these things. [30:18] And we don't have space for that. [30:20] And that that that's the one holdup [30:23] that I'm like it's really scratchy [30:25] For me. [30:26] Well and I will say like when, [30:27] when we did our tours right like there were lots of things [30:31] that they would come out and they would be like, [30:33] oh we had this space and we were doing whatever [30:37] and then we were like, oh why are we doing that? [30:38] Nevermind let's you know. And so they pivot. [30:41] Pivot for sure and and did some of those things. So, [30:46] But I feel like we're building this in five years [30:49] as a dream and we were already outgrown it. [30:52] Yeah. But we don't have more space or money do we? [30:55] Like you're over budget and Well we don't have any ed in [30:59] You can build it. [31:00] We don't have any money yet. [31:01] You'd have to find a different site if you [31:03] wanted to go any bigger than this. Yeah, [31:04] It's the footprint. Yeah. [31:06] Yeah. I just feel like it's a waste if [31:08] we don't build for the future. [31:10] Were any of those other locations like still in the talks [31:14] where it could expand later or No we pretty much down [31:17] because even even the spot at Deerfield, [31:19] you can't expand much. [31:20] Not much. We didn't spend a lot of time going into [31:25] other properties that we'd have to purchase because [31:28] City already owns this City already owns these two. [31:32] If we were to identify a site that was not owned [31:35] by the city, then the cost goes up could drive [31:38] that price tag up very, oh for sure. Significantly. [31:41] I'm not sure. Are we talking though [31:43] like millions of dollars [31:44] For a Do a land swap, do some property? [31:48] Yes. Do the, does somebody need an island million [31:50] Dollars on a 30 something million call? [31:53] Of course. How many would be like 10 million? [31:55] Many would be available to help [31:57] with offsetting the cost on this across from, [32:04] It's hard to say there's grants out there to do it. [32:06] You can tie some of them to like clean air spaces [32:10] and wildfire areas that has a lot of grants that if you [32:15] put the right HVAC system in that there's grant funding for [32:18] that to help support like community solar spaces, [32:22] solar. Yep. Because there's solar, [32:23] Solar green energy They have for the solar. [32:25] A perfect example of a solar grant is the, [32:29] was it gypsum field house [32:31] or we went to a field house in Gypsum [32:35] and their whole south side of their building, [32:39] which no one sees it's up against the trail is all solar [32:42] and they got a grant for solar to help pay for the building [32:47] Which then helps pay for the energy. [32:48] Yeah it helps pay for the energy. [32:50] So there's lots of grants out there If we get creative [32:53] and as we get closer to potentially doing this, [32:58] we have our grant writers that we could turn loose on [33:00] finding us funding opportunities. [33:01] But it will have to be a tax question. [33:03] I was gonna say it's gonna have, [33:04] it's gonna have to be a tax [33:06] Solution regardless of regardless [33:07] how much grant funding you [33:08] Get. [33:09] I know oil and gas we lost $2 billion [33:13] and it's gonna be even more in the next few years. [33:16] So that's something that we are going to have to eat. [33:22] And then you got all the other entities. [33:26] 'cause I hear this every night about taxes. [33:29] So that's just something if we're, if we're, [33:35] when I want to say upfront [33:38] and give them all the details, you know, [33:41] hey your taxes are gonna go up on X amount of house value, [33:46] it's gonna go up this much. [33:47] It may help out. But if p if we just, you know, [33:52] they get their tax bill and it's four or $500 more [33:56] and it's a shocker [33:57] that people aren't gonna be happy about it. [33:59] Well and would ours, would ours be property based [34:01] or would it be with the sales tax? It [34:02] Really depends on how you structure the tax question. [34:08] Which we most likely would hire a firm [34:11] that specializes in this to help [34:13] Us. [34:14] Yes. [34:20] And everybody said they wanted it [34:22] but nobody want in the survey wanted to pay for that. [34:25] They wanted it their taxes to go up. Correct. [34:28] Is this something we should incorporate in the survey [34:30] that these guys are doing? [34:31] Well that was my question. Get [34:33] the conversation rolling with [34:34] It doesn't really fit with the comp plan update [34:37] but that's why I brought up the point of we can move, [34:40] it's been two years since we did our community survey [34:44] so it could be something [34:46] that we look at in budget if it fits to move [34:49] that up from 2029 to 2027 [34:52] and we can start asking those questions, [34:54] which if we go down this road, which seems like we're going [34:58] to go down this road, we might move that up [35:01] to help the process [35:02] and really focus on asking those hard questions. [35:07] Yep. Or [35:10] Explaining what it was like you were saying like [35:12] what it's actually going to Aaron. [35:14] Right? Like it's, [35:16] And I think that's where the consulting firm comes [35:17] in to help you Yeah. Deliver that message. [35:21] Sure. And that's where, for example, [35:25] the hospital used a firm for their [35:30] issue question their question [35:32] And they're not raising our taxes [35:34] but they're just extending. But they, [35:36] How long they paid a company [35:38] to do all the marketing for them. [35:39] Because something that happens once the, [35:43] once the question is approved by council, [35:46] we no longer can talk about it as staff. [35:51] And so that's where some of these things die off. [35:54] But if we have this consultant that's pushing the message [36:00] that we've already determined, we're not talking about it. [36:02] So it's, I think that's what [36:05] A loophole's the helpful. [36:06] Yeah and that's what happened last time is [36:09] that there wasn't enough conversation in the beginning. [36:12] No. And it lost all, its multiple times [36:17] It's lost in my opinion. [36:18] This is the closest thing we've gotten to that point [36:21] because it's like we're truly like seeing if it's feasible [36:24] to do and then this allows us to go [36:27] to the public and say hey [36:29] Are we gonna share this? [36:32] Maybe Not a beautiful marketing guy. [36:34] Maybe not in a hundred and [36:35] because the 140 I'm overwhelming seven pages will probably [36:38] turn into two to 250 pages by the time [36:41] that the report's finished [36:43] Need a one page. [36:44] So we'll have to take it and make it [36:45] into a one page document. Yeah, [36:47] A one page. [36:48] Good luck Kyle. I'm just kidding. [36:50] So that's part of our job. Yeah. [36:53] Is trying to figure out how to get [36:55] that information out once it's [36:57] Complete. [36:58] Okay. It'll be interesting to see. [36:59] I mean I know Yeah, not everybody's on [37:02] You all as board members. [37:04] It's like you can also help deliver that message. [37:11] I think we should go to the next Rambo meeting. [37:14] Just kidding. Let's see [37:16] what else we should probably show up at your classroom. [37:21] So any other feedback on the draft [37:25] of the feasibility setting? [37:27] I know it's a lot of information and I It was [37:29] Very comprehensive though, so it was, it was good to kind [37:32] of walk through that plan again since it's been [37:34] so long since we started. [37:36] And so once they finalize the plan, [37:38] you'll either have a joint workshop with council [37:41] or you'll have your own presentation [37:46] from the consultants where you really can ask them [37:50] questions about the the final draft [37:54] and how they determined it, their their opinions. [37:57] So. [38:00] Okay. Anybody have any other questions? Hmm. [38:06] Okay, we ready to move on? [38:07] Discuss the south rifle master plan. Yes. [38:11] Is it 170 pages? No. [38:14] So I included in there their [38:18] programming estimated costs. [38:21] I won't dive into those too much, [38:23] but I really wanted to get in front of you the [38:29] draft master plan. [38:31] Lemme see if I can zoom into this. [38:38] So I'll start with just this a blind. [38:41] So as we're looking at the map, [38:44] everything's color coded into different amenities that [38:49] are within the master plan. [38:51] So you can see there's a playground which is about the same [38:55] size as what we're building. [38:56] It's actually a little bit bigger than [38:57] what we're building at Birch for playground. [39:00] Wow. And these numbers can change [39:02] but this is just what they're estimating. [39:05] Mountain bike skills, park pavilions, [39:09] adventure play, disc golf. [39:10] So there's a full 18 hole disc golf course, dog park, [39:14] outdoor fitness stations, nature play, [39:18] everything we kind of talked about. [39:20] So let me zoom out. [39:24] You can kind of see the layout [39:26] of the site. [39:29] And so really looking at [39:33] a mountain bike skills park right here, you can see that the [39:37] 18 hole disc golf course kind of takes up this, [39:41] this main section right here. [39:44] Playground and then the archery range [39:46] that we were able to include. [39:48] Let me jump back in. [39:50] Sorry my computer's so slow archery range right here. [39:56] I don't, I don't know how much. Oops. Prs. [39:58] Do you think that you guys were able to look at this [40:01] before the meeting but looks great. [40:04] Really looking at feedback. [40:06] We're meeting with our consultants on Thursday to kind [40:09] of give them the final edits [40:12] and red lines that we'd like to see [40:14] and talk through the process with them. [40:17] But this is kind of where we're ending up. [40:27] That makes a am excited. I am too. I like it. Yeah [40:31] And it really needs something [40:32] over there on that side. No, [40:34] Definitely. [40:35] And we need a golf, a disc golf [40:36] Course. [40:37] So need a disc golf and [40:38] This is something you can stick in a weird space. [40:40] That's something that's been brought up multiple times [40:42] since I've been on the board. [40:44] That's why I got on the board. [40:46] I was gonna say Annie joined the [40:47] Prep board. [40:48] We had disc golf [40:49] In gumption like we can build it. [40:51] Yeah if you build it they will come. [40:53] I saw there on there as a contractor. [40:56] Right. Yeah. I will say, you know, [40:59] seeing the disc golf of course layout. [41:03] You know we, I brought this up before [41:05] but the, there are some concerns about the intersection [41:08] of trails and you know, biking [41:12] with some of the disc golfing. [41:17] Has that been brought up? You know like this is my first [41:20] time with this presentation. [41:22] Kind of looking at the layout of this [41:26] for the actual disc golf itself, [41:31] How many holes actually actually cross the trail? [41:35] There's a decent amount. [41:36] There's up here a lot of these are multipurpose trails. [41:40] So hiking and biking [41:42] and then really the bike parks down here. [41:45] Yeah. I'm also surprised to see some of the holes like [41:50] seven and eight in the nature play area. [41:56] I guess when that was kind of proposed, [41:59] it was my understanding that that would be more [42:02] of a natural space [42:03] and not so much the disc golf courses [42:07] or like disc golf area being utilized in that space. [42:11] I don't really think that baskets are obtrusive in a [42:13] nature space, but I do feel like they should be [42:16] directionally away from where the kids are playing. [42:20] Yeah. Like tee their basket away from the kids. [42:31] How many total acres is this again? [42:34] 112. Yeah. [42:37] I do really like the trail that kind of goes [42:41] behind this null area in the nature play. [42:47] Kind of like where number 14 is located. [42:51] That was one that was not, [42:53] I I believe proposed in the original plan. [42:57] So that's one that we identified in a a walkthrough [43:04] as like a high value area in the green area. [43:08] Yeah, I mean is that like a practical feedback [43:12] to tell the designers if we were like hey make the baskets [43:15] not by where the kids are. [43:17] Do they have to cross the trail so many times? [43:19] Where is that something easy they could fix? [43:22] I think that's getting you really into construction [43:24] documents where this is just kind of a concept of where they [43:28] generally will go. [43:29] 'cause during construction documents is [43:32] where you'll start focusing on like placement the tee boxes [43:35] here and it faces this direction. [43:37] So this is just kind of getting the general [43:39] idea of where they could go. [43:40] And then you'll really get into the fine details [43:42] during construction documents. [43:44] Okay. In that next, yeah. [43:49] In a construction phase and, [43:52] and it might go back to the table [43:55] but is that kind of like re-looking at trail alignment? [43:58] Is that gonna be part of sort [44:00] of some of the next steps there? [44:02] So these are just kind of general areas [44:03] and construction documents really identify exactly [44:07] where trails will go. [44:09] Okay. I mean we hope that [44:11] that's a problem every single day that there's enough people [44:14] that those things are, [44:16] but it's still 112 acres to spread people out on like, [44:20] I mean we're not trying to cram it in five. [44:22] Yep. So I hope that enough people use it that [44:27] that thinking about it is gonna be doable. [44:30] But realistically our parks aren't unfortunately [44:35] used that heavily. [44:36] Right. They're not, they're not overrun And I think [44:38] that's one of the reasons they kind of have a flow of kind [44:42] of overlapping is so the whole area is used. [44:45] Right. Because it's not going to be, [44:48] you're not gonna have 25 disc golf [44:52] teams out there or players [44:55] All time who might host a a tournament. [44:57] Don't you say anything only, [44:58] Only if you have a tournament don't you say on an average [45:00] day you'll have five [45:02] to 10 out at the same time right out there. [45:05] And so it'll be very like this is very passive use. Agreed. [45:09] Yeah. So they got [45:14] that one trail going over into the [45:16] Grand River Plaza property owners. [45:19] Is there an agreement with them? [45:22] No. Okay. [45:24] Not yet. [45:30] Isn't that intersect with something that they're [45:33] We have to, that's some of the feedback I have is this [45:35] wasn't on the original concept so [45:41] I'm, I'm concerned about showing it if it's, [45:45] there's not something already there. [45:47] So that's feedback that I'm planning to give them. [45:49] Okay. What's the timeframe on a project like [45:53] this? Do you have any idea? [45:56] Next steps are construction documents [45:58] and those can happen similar to Birch [46:00] where we do master planning construction documents [46:03] and build all within three years. [46:05] Or it could be that this gets put on the shelf [46:07] because it's not as high of priority as other projects [46:11] and it might be five to 10, it might be 20. [46:14] Similar to we got Birch Park first time the two thousands [46:19] and now we're just building it out. [46:20] So it really depends on [46:22] where it fits within the priority list [46:24] and funding. Funding. [46:26] Yep. But Birch was based off like a [46:28] growth trajectory, right? [46:29] Where it's like there's too many people in this area now not [46:32] to have a parks facility [46:33] because of the growth in in the ment. [46:35] I think it's always been identified as a priority [46:39] and then as those houses starting [46:41] to get built out is when this board [46:43] and staff started saying like, Hey it might be time to [46:48] actually move forward with this. [46:50] So, and we're already saying that there is a need [46:53] for a park on the south side of town so there's a, [46:55] that it could be done faster than 10 or 20 years [46:58] I guess. [46:59] Correct. It all just depends on priority. [47:00] Like there is, there is housing over there. [47:04] It is not growing as fast as it is on like 16th Street [47:07] but there is housing over there [47:08] and there's more developments that are looking [47:10] to put housing over there. [47:11] So this is where those, [47:13] But this also gives us just a, like you said, [47:15] a passive open space that we really don't have inside rifle. [47:20] Correct. [47:22] Island trails [47:23] But Yep. [47:24] We, we, we do have, we have trails but we don't have [47:27] Just I disc golf course. [47:30] Yeah, exactly. [47:32] And I can read between the lines Danny, [47:34] The next, the next step of the process [47:36] as well is looking at phasing plans. [47:37] So really looking to you all for guidance of [47:41] what your opinions are on like a phased [47:44] approach of what you'd like to see. [47:45] First we did it with Birch a little bit of, [47:48] we phased it into three phases [47:49] and then we decided when we went out for a bid [47:53] that we wanted to build all of it. [47:55] So, but we'll start to do a phase plan [47:59] if you all have opinions on what you'd like to see first. [48:01] So examples would be like parking lot, pit, toilet, [48:06] pavilions phase one 'cause that's the entry to your park. [48:10] And then you can go from there [48:12] and check off this list of like what do you want to see in [48:16] phase one versus phase two. [48:18] Is there a phase three? [48:20] And then that helps us prioritize when we start to go [48:25] for construction documents. [48:27] We could do construction documents for just phase one [48:29] or do we do all of the, the documents [48:31] and then only build phase one. [48:33] So these are the conversations [48:35] that we're gonna have to start having. [48:37] Well and I think with Birch Park it made sense [48:40] to not do the phases [48:41] because concrete was getting so expensive [48:44] and so it's like, oh well if we wait two more years [48:47] then we're gonna have 20% more costs. [48:50] And it could be, and it was another example of Right [48:53] Deerfield and the sidewalk's not being done for 26 years. [48:56] Right. So things like that. [48:58] So where we build a park out porch halfway or in a phase [49:02] and then the other phase doesn't happen for 20 years. [49:06] And have we already talked to Grand River about private [49:08] support for this because [49:11] It's so close to their facility? [49:13] Yes. They were part of the stakeholder group. [49:15] They haven't committed any funds, they're supportive [49:17] of the project 'cause it gives their, their staff is space [49:20] to go and on their lunch break and Yeah, [49:23] I mean I remember you said they were okay with having it [49:25] but they didn't say like, this is gonna be amazing [49:27] for everyone in our hospital. [49:29] We'll give you $1 million. [49:30] So they have, they have not, didn't [49:32] Say that they have not [49:33] Committed. They not committed any [49:34] Funds. [49:35] I love how you put things. I think [49:38] Clancy's gonna do some talking. Yeah [49:40] I wear that hat. [49:41] I identified myself as a public private. [49:45] Yeah I know an insider. [49:47] So I don't know if you guys have [49:49] feedback on what you'd like to see. [49:51] If, for example, [49:52] like I don't think we need a 10,000 [49:54] square foot playground over there. [49:55] So some of my feedback is make that smaller and [49:59] Well and that that's a good point [50:01] because that's just more maintenance. [50:04] Correct. I [50:05] Don't know about the outdoor fitness stations, like [50:08] how high priority that [50:09] Would be. [50:13] But it'd be nice to have if it's not expensive. [50:17] You know what I mean? Just [50:19] Like or one of those from deciding [50:20] that I think aren't Yeah. [50:22] Yeah. But I just, It I, [50:26] I mean I get the question like is it needed? [50:28] Is it needed? Especially out there. [50:32] I like to see them at more in a [50:34] concentrated area that's covered. [50:36] That's where I've been to ones that have utilized them. [50:42] Really. I've only seen them on like walking trails [50:44] and then it'll make, this is [50:46] where you do five pullups. This is [50:47] A Yeah like sporadically put out [50:52] The One that used [50:54] A matted floor and then have a cover over them. [50:58] I mean kind of ritzy but [51:02] So is it, is that something that I am is needed? [51:05] I dunno if we don't have any workout equipment inside [51:07] of our field house, maybe we have to put it outside. [51:10] That's a true Story. [51:11] Well there's that one part in sil thinking [51:14] and it's like sporadic. [51:15] Here's a sit up bar, here's a pull up bar, here's, here's, [51:19] Here's A wrestling mat, [51:20] Here's a wrestling mat, it's store em. [51:26] I think the play the playground. [51:28] I, I don't even do we need [51:34] A Playground? [51:35] There's a going over There. Yeah, I was gonna [51:35] say we're saying that [51:36] Big, Big. [51:37] Yeah there's a lot of housing going up over there now. [51:40] One metal but One that's the size of Birch Park. [51:42] Oh no, no. Not that big. No. Yeah it seems a little large. [51:45] We can get, we can go definitely small like [51:48] Arnold Austin was saying [51:50] Like Arnold size. [51:51] Yeah. And you can yeah. Make a park. Park. [51:54] That's A little big. Right. [51:56] I like the boulderings structure. Yeah, [51:58] I think that's a really useful, [52:00] Something we don't have [52:02] In the bouldering structures is kind of similar [52:05] to what nature play would be. [52:06] Which would be right in this area. [52:08] Okay. The, I guess I'm a little confused on [52:11] where this archery range proposal area it would be, [52:14] It's like right by the parking lot. Okay [52:16] Cool. [52:18] It's right by the kid twice before its the kids. [52:22] We don't even have to bring up targets. [52:26] Four like Apples [52:31] Have apples you can put on their heads. [52:37] What would it, what in your opinion, what do you think [52:41] a phased approach would even [52:44] Look like? [52:45] Like trails then pit toilet. [52:47] So you could do, I mean [52:48] you're just working your way out. [52:50] It doesn't necessarily have to be that way. [52:51] Like you could go in and phase one puts in all the trails, [52:56] parking lot pavilions, pit toilet, phase two could be [53:01] disc golf, the bike park [53:05] and the nature play. So those types of things. [53:10] And all the extra manmade stuff less correct. [53:12] So really if you're going to do disc golf, [53:16] then you have to include the trails. [53:18] 'cause you have to have the trails to get to disc golf. [53:19] Right. Right. But you could do the trails in phase one [53:22] and build disc golf out later. [53:25] Right. So those are the things [53:26] to think about in your phased approach. [53:30] You may identify only certain trails in phase one versus [53:33] phase two or three. [53:39] Is there a need for another dog park? [53:40] That's a question it was highly saw [53:43] after in the survey results. [53:45] And so it'd be a different style of dog park where [53:48] It went at. [53:49] Would it just be dog friendly trails? Could or would you, [53:53] I think the survey showed that people wanted [53:56] like a true dog park. [53:58] What does that mean? Like fenced in. [54:01] Fenced in three sections similar [54:02] to what we have at Deerfield [54:05] With a dog library with that. [54:08] With a dog library, yes. Important. Hmm. [54:14] Yeah I, I definitely think that, you know, like [54:17] what we could get to [54:19] or what we need to get this as a useful space. [54:22] You know, just parking areas I think, you know, [54:26] the pit toilets is definitely something to, [54:29] you know, be a part of that. [54:30] But certainly like if we have trail alignment [54:33] and trail construction then you know that that's one [54:36] of the quickest ways to make it a useful space for [54:39] that community for that upcoming neighborhood. [54:42] Access as well. Access. Yeah. [54:46] You know I definitely think the disc golf could be, [54:48] you know, kind of a phase two further down the line [54:52] while I wanna see a mountain bike skills park there, [54:54] you know, sooner rather than later. [54:56] I I do think that would fit better [54:58] as a second phase type project. [55:01] Well and the other thing is, is you're on that side [55:03] and you do have i 70 travelers. [55:09] Not that that's what this is for, [55:10] but But if you had signage [55:12] that was like dog park walking area, [55:17] is there ways we could charge travelers to use our park? [55:20] Would there be an entry fee for non rifle citizens? No, [55:27] There's A to road to get [55:31] To put in perspective kind [55:35] of total project build out will be [55:38] Parking permits. [55:39] Roughly 2.5 to 3 million. Enjoy [55:42] All this for free but you have to pay for [55:44] Parking. [55:45] About 1.1 million of [55:45] that is just in the 10,000 square foot playground. [55:48] Wow. So playgrounds are expensive. X [55:51] They are to do it right. [55:52] Put a pocket one in just a cute little one. [55:55] And so like thinking out loud, [55:57] like the trails at full build out [56:00] about half a million dollars. [56:03] Right. Disc golf $27,000. [56:06] See I'm cheap. Cheap. So like putting price tags [56:09] to these, the mountain bike skills park about $50,000. [56:15] Your your pavilions picnic tables grills [56:19] about a hundred thousand dollars. [56:21] A venture play about $2,000. [56:25] Your playground's, the 1.1 million [56:29] nature plays about half a million dollars. [56:32] The outdoor fitness is $45,000 roughly. [56:35] Dog parks about $130,000. [56:39] Your bouldering structures 77,000. [56:44] And then interpretive signage is 2000. [56:48] Archery range 140,000. [56:51] And then the parking area, which would not include asphalt [56:56] 25 whatcha paying for. [56:59] So just to put like price tags in your head of what, [57:02] as we're talking about a phased approach, what that could be [57:07] Is the archery range expensive? [57:09] 'cause it's the dirt work to like level it. [57:10] Like why is that so much? [57:14] Lemme get back to The, [57:15] it's the liability insurance. Maybe [57:17] That's real. [57:19] It just says infrastructure and install. [57:21] So it's going into the, there'd be a lot of dirt work in [57:23] that area 'cause it's in the side of the mountain. [57:26] Wouldn't dynamite be [57:28] Involved? [57:29] It seem like disproportionately big for like a flat area. [57:31] It's not flat where It's like a big wall [57:33] that you're building of dirt behind it. [57:35] Well there's already a big wall but making it, [57:38] They're gonna take the hill down. [57:39] Yeah, [57:43] But there's lots of grants with CPW for [57:46] Yes. [57:47] Arche ranges. There are, they're very excited about those. [57:50] And girls wrestling. Put some mats out. No. [57:53] Could we do girls wrestling out here? [57:58] Okay, that's actually like a really small, I mean [58:02] for the amount of space you're getting, [58:05] it's a very small price tag [58:07] To put it. [58:08] Like And you're spending almost five grand [58:09] Scholarships for that. [58:10] Yeah, five. And so for five [58:12] and a half acres, which is basically a playground, [58:14] pickleball, courts and a So baseball court, [58:18] Different utilization. [58:20] So like for a true park in town park [58:24] with park amenities, [58:26] this would be considered more of an open space. [58:28] Yep. To where it's very passive use. I like [58:31] It. [58:32] These are the kind of places I [58:32] Like. Yep. [58:34] So parking lot, pit toilet, pavilion, trails. [58:39] Anything else in phase one that you see on this list [58:44] that you might want to throw in there? [58:47] Put everything else in phase two. [58:50] Like what are you all thinking? [58:54] I mean if you took the, if we took out the playground, [59:00] I mean I feel like we could get funding, [59:03] whole funding all the funding quickly [59:07] quicker than even phasing it. [59:10] Right. What was the full build cost? [59:13] 3 million. Two and a half to 3 million. So [59:16] Half it playground. [59:17] But 1.1 is the half of it is playground. Is playground. [59:20] The whole thing I could [59:23] buy, I could buy you swing set. [59:25] And that could be, that could be your [59:27] phase two as playground, right? [59:29] Absolutely. Right. Exactly. [59:30] You build everything out else Out [59:32] and then playground And then we [59:33] built the playground later out. [59:35] I mean if we did do two phases in playgrounds, three [59:38] or whatever, like for sure trails in a parking lot [59:41] have to be there first. [59:42] Right. Low lowest. [59:44] Yeah, I know but if we take the parking lot out, [59:46] I mean we're 2 million is is what we would have [59:51] to put the all of it together. [59:53] There's lots of non-motorized trail grants. [59:55] Like there's lots of grants out there for [59:57] Yeah. [59:58] This kind of stuff Is the completely doable. [1:00:02] What are we talking about realistically timeframe? [1:00:05] I know you don't know everything but, [1:00:06] So next steps like if this is a high priority for [1:00:10] you all is to start looking at putting construction [1:00:13] documents in the budget for next year [1:00:17] because we need construction documents [1:00:20] and shovel already for a lot [1:00:21] of the grants that we'd want to go for. [1:00:23] And so that's the next step in the process. [1:00:25] Well and do you, sorry, go [1:00:27] Ahead. [1:00:28] I was just gonna say, what are the grant cycles? [1:00:29] Are they annually, are they twice a year [1:00:31] for a lot of these? Like the [1:00:33] Archery ranges Two years. Yeah. [1:00:35] Once every two years or twice a year. [1:00:37] Cut off in three days. Yep. [1:00:39] So we won't, we won't make that [1:00:40] Won't be two years out. [1:00:43] But some of them are like GOCO has two cycles. [1:00:47] I think CPW for the trails grant has two cycles so [1:00:52] they kind of ebb and flow. [1:00:55] But we have a grant lady and she's amazing. [1:00:57] We have a whole grant. Like we have a whole [1:00:59] Team. [1:01:00] Yeah. [1:01:02] So archery may have [1:01:03] to go on phase two just for timing issues. [1:01:06] For funding you mean? Yeah, funding [1:01:07] For funding and timing that way. [1:01:09] Which they're, they'll have to be city match of some sort. [1:01:12] So that could be the city's match as well. [1:01:14] Oh yeah, that's true. Because most grants have a match. [1:01:19] 25% match [1:01:20] Somewhere. [1:01:21] Well and I also think I just from a perspective [1:01:25] of a community, like look what we could offer them [1:01:29] for less money than, than Birch. [1:01:34] And not that everybody knows all those things, [1:01:36] but they would be like, oh my gosh, look how huge this, [1:01:39] this park is that we didn't have to have taxes raised for. [1:01:45] And it's a different demographic abuser too. [1:01:47] Yeah, for sure. [1:01:48] Yep. And it all falls into your priority list [1:01:53] and your strategic plan, which will start [1:01:57] that process next time [1:02:00] Before in May. [1:02:01] Well the money we were gonna use [1:02:02] to fix the tennis courts we don't need. [1:02:03] 'cause you're gonna put a field house on top [1:02:05] of 'em some money there, [1:02:09] So, so Are you guys gonna be able [1:02:12] to ac access this in like a side by side [1:02:17] or something for trash or [1:02:20] You mean the maintenance people? Yeah, [1:02:22] Like for cleanup along the trails and [1:02:26] I don't know. [1:02:27] Well for, could that be adopt a trail too? Right? Yeah, [1:02:30] That's a good point. [1:02:31] It could be adopt a trail. I'm sure [1:02:33] when we're talking about trail building it, if [1:02:35] that was a desire during the design of construction, [1:02:39] you could design the trails to be wide enough to get [1:02:42] Grand River clearly should adopt that trail. [1:02:45] Or you buy an e-bike with a, with a trailer on it [1:02:48] and allow someone, [1:02:49] Or you buy a dirt bike for Keith, [1:02:54] which Keith now I know now two dirt bike, [1:02:57] two dirt bikes for both kids. We have [1:02:59] Two keys. [1:03:00] We both take it to worry about. [1:03:05] I I think this is An [1:03:09] Easy Yes. [1:03:10] Completely durable. Yeah, I I, I agree. An easy yes. The [1:03:12] Way that they are building housing over there now, [1:03:15] It's A lot. [1:03:17] Kind of does bump it up a [1:03:18] Little bit. [1:03:19] We something over there which we don't have. Right. [1:03:21] Which is huge. I like the way you framed it [1:03:24] with the I 70 traffic too. [1:03:26] I wonder if you can get support from like [1:03:28] visitor grant things within the city or money from that. [1:03:31] Is that a real thing? Visitor improvement [1:03:37] money or he take some of that? [1:03:39] Well look into that. [1:03:43] Yeah. He's like, yeah, it's a thing. [1:03:47] I'm just, I'm brainstorming spit balling here. Yeah. [1:03:51] I start encouraging the lobbying tax increase. [1:03:56] Yes. Any other feedback [1:03:59] on South Rifle? [1:04:03] Do you need a decision phase one? Do it all from [1:04:05] Us. Phase one, [1:04:06] I say two phase. [1:04:07] I have a general idea, playground [1:04:08] Phased approach. [1:04:09] So Okay. I'll take that to them [1:04:12] and have them do the phase approach [1:04:14] and then they'll, we'll come back to you. [1:04:18] But three is a playground, [1:04:19] but you have what you need from us today. [1:04:21] Okay. [1:04:22] Took notes. Do [1:04:23] We need to determine if this is high [1:04:25] priority at this time? No, [1:04:27] That'll come during your Coming up. [1:04:29] Real strategic planning. [1:04:31] Right. Coming up real soon. It [1:04:34] Really factor because they have to do theirs [1:04:35] first and funding. [1:04:37] Where else are we? Yeah, we Start strategic planning in [1:04:41] May because we're approaching the end [1:04:42] of useful life son. We'll have three [1:04:44] Different meetings, three months. [1:04:46] Those are the things we'll talk about [1:04:49] coming up in the next few meetings. [1:04:51] Okay. Okay. [1:04:55] Are we on to administrative reports? So [1:05:03] Yep. [1:05:05] Don't really have anything other than we're 13 days [1:05:08] into owning the golf course. [1:05:10] Woo-hoo. So that's been a process. [1:05:13] What has these 13 days looked like? [1:05:16] Well, it was terrible when we were there yesterday, [1:05:17] I'll just say that I joke, I was joking. [1:05:21] I was joking. Strike from the record. Yes. [1:05:24] I'm trying to learn golf course operations [1:05:26] and how they function and they're trying to learn [1:05:29] how we operate in our standards. [1:05:31] So we're working through the process right now. [1:05:33] We have an RFP out for irrigation design [1:05:36] for the new irrigation system. [1:05:39] So that is in the works. [1:05:40] And so you'll start hearing lots more about the golf course [1:05:45] as the advisory board to council for the golf course. [1:05:51] Cody Kawell, who's the general manager, [1:05:53] will come once a quarter starting next quarter at the end [1:05:58] of next quarter, and give kind of financial updates [1:06:02] where the golf course is sitting, any major needs [1:06:06] or repairs that are happening. [1:06:07] So he'll be able to give you a deep dive into that. [1:06:10] So we're working through that process right now. But [1:06:13] Are the positions like flown [1:06:15] and hiring started for the 'cause? [1:06:18] Then you have to like reopen all the [1:06:19] positions that, for the people that worked out [1:06:20] There. [1:06:21] All of our positions are full at the golf course except [1:06:22] for we need a couple more seasonals to work in the pro shop. [1:06:26] And is the lease for the restaurant renewed? [1:06:29] They're on an eight month term. [1:06:32] That'll expire December 31st if we don't provide them notice [1:06:36] at auto or news for three years. [1:06:41] I know I've talked to a few people about us acquiring this [1:06:43] and feedback was positive. [1:06:46] I thought that was a great idea. [1:06:48] So, and then we're just getting Keith [1:06:53] up to speed on operations [1:06:55] and kind of his role will be kind of taking parks [1:07:00] and rec operations and really focusing on that and helping [1:07:04] and supporting Keith Gray and Matt's [1:07:08] and then helping at the pool. [1:07:10] 'cause he has a vast knowledge of pool operations. [1:07:14] So what are you gonna do now? Golf course. [1:07:17] Golf course. Playing [1:07:18] Golf all day. Golf course. [1:07:20] Yes. Yeah. [1:07:22] And then sign off on all the things he needs [1:07:24] to sign off on for everything else. [1:07:26] So you'll, you'll see some, some transitions [1:07:28] of him at your next couple meetings [1:07:31] of giving you updates on those. [1:07:32] And so, [1:07:35] and then Sarah is officially, she has a new job title again. [1:07:42] So she's hired as the parks admin assistant. [1:07:45] And then in that process, the admin assistant for admin, [1:07:49] so Pat and Alexis came open [1:07:52] and so we reduced our FTE by one [1:07:55] and Sarah's now supporting the city manager, [1:07:59] the city clerk, and then myself. [1:08:01] And so today is her first day [1:08:03] and that, so she'll be running all the board meetings for us [1:08:08] and then supporting Alexis in council [1:08:09] meetings and all those things. [1:08:12] So I can officially say she's [1:08:15] Not in HR anymore. [1:08:16] It's my first day. Yay. [1:08:20] So we're happy to have her too. Yes. Hey, keep me in line. [1:08:26] That's under other duties as a sign. Yes. Yes, I have. [1:08:30] Can answer any questions that you guys have or good to go. [1:08:34] Good, thank you. Okay, that's great. [1:08:38] Nothing else else. [1:08:40] Seven 18 according oh seven 19. Seven 17. [1:08:45] I don't know. Sarah, whatever you feel like riding seven 19 [1:08:50] hit the gavel.
