[3:53] Nick has served in the Rochester Fire Department [3:55] for 21 years and I'm very excited for the future [3:57] of the department under his leadership City staff. [4:01] And I recently attended a meeting with New Hampshire, DOT [4:04] and main DOT officials to discuss their efforts [4:07] to develop a traffic management plan in case there was ever [4:10] a closure of the I 95 Pisca Quo River Bridge. [4:14] If there's ever a planned [4:15] or unplanned disruption involving this bridge, [4:17] approximately 90,000 vehicles would be detoured daily. [4:21] This would of course have a regional impact. [4:23] The traffic management plan is a coordinated regional effort [4:26] to prepare in case a bridge closure ever occurs [4:29] and to maintain safe [4:30] and reliable travel during any disruptions. [4:33] Officials are meeting with affected communities [4:35] to obtain our input on topics such [4:37] as local traffic patterns, detour routes, [4:39] emergency access needs, and planned [4:42] or upcoming infrastructure projects. [4:44] The final plan will ensure the region could effectively [4:47] respond by using alternate crossings, managing incidents [4:50] and applying strategies to keep vehicles moving. [4:53] Members of city staff will continue [4:55] to participate in this process [4:56] through the project's technical advisory committee over the [4:59] coming months and the traffic management plan is projected [5:02] to be finalized this September. [6:08] And I guess I'm a little concerned to think [6:11] that we are signing a three year multi-year agreement [6:15] for something like this. [6:17] And I'm wondering if it was put out to bid, if it needs [6:19] to be put out to bid. [6:20] And I'm doing this solely because I campaigned on [6:23] transparency and accountability and on the record, [6:26] but I don't want to be sliding into these types [6:31] of things just because it's convenient [6:35] and I'd like to know if it was competitively bid out And [6:40] when I look at it, it goes up each year [6:44] and I'm not sure if it's savings or it's escalation [6:49] and what exactly are we getting in return for giving up [6:54] this type of flexibility [6:55] and committing ourselves for three years. [7:18] We decided to work with Central Maine pyrotechnics again [7:22] as a preferred vendor. [7:23] So there's a few things that are unique [7:25] about our firework show. [7:27] Given the small proximity of the area where the fireworks [7:30] shoot off, it was very important for us in working closely [7:34] with the fire department that we work with pyrotechnics [7:37] who are very familiar with the site. [7:39] Also developing a relationship [7:42] with these unique vendors like a pyrotechnics company is [7:45] very important because you want them to wanna come back [7:47] to your event year [7:49] after year where this is an annual tradition. [7:52] We wanted to make sure that we would be committing [7:54] to a firework show year after year. [7:56] So to shop around annually for fireworks vendors is not [8:00] in my opinion a best practice as far [8:03] as the increase each year into the contract. [8:06] We did put that it's contingent on funding each year. [8:11] We also built into the contract that should the cost [8:16] of the fireworks not should it not be [8:19] what they listed in the contract each year, we would get [8:21] that funding to put back into the event if we decided to. [9:20] So I know that from personal experience [9:23] - And this is a vendor [9:24] that throws fire up in the up in the sky and, [9:28] and it lands on people's private, private property. [26:38] A member of the public should be able to look at an agenda [26:40] and reasonably understand A, [26:43] what general subject is being discussed, [26:45] and B, why it qualifies for non-public session. [26:48] When multiple unrelated items are grouped under a single [26:53] label, it makes it difficult. [26:56] In addition, the materials [26:58] provided to council reference not only potential land [27:01] related discussions, but also development proposals [27:04] and financial considerations. [27:05] Those are not purely land transactions. [27:08] They involve broader policy and the use of public funds. [27:13] I support having these discussions. [27:15] I do not support entering non-public under a single [27:18] exemption that does not clearly apply to each item [27:21] or presenting it in a way that limits public understanding.
