special meeting. Um I call the meeting
to order and uh ask everyone to rise for

the pledge of allegiance.

have all three commissioners and we're
[0:47]
here for a special meeting regarding
authorization for a tan. And so with
[0:51]
that, I'll move to um the uh
commissioner umbrella to make a motion
[0:56]
relative to authorization for the
treasur to seek financing pursuant to
[1:00]
RSA 28 29 and 8. I'll make a motion to
authorize the county treasur to RSA
[1:10]
29 but oh my go 29 point colon 8 with
the approval of the executive committee
[1:17]
of the convention county convention to
proceed with the tan anticipation note
[1:21]
also known as tan for financing for $15
million to meet current county
[1:27]
obligations due to insufficient cash
flow in the county treasury. Sorry
[1:33]

of hands in county government is a

common practice though uh historic
somewhat uncommon in the last decade in
[1:48]
Rockingham. And it really is tied to the
amount of fund balance the county has.

Right? Because statutoily we can only
get um collect on taxes once a year. So,
[2:02]
um, until we collect those taxes, we're
in a position where we have to use fund
[2:07]
balance for our operating expenses. And
here, as I think anybody who's, uh, sort
[2:12]
of been tuned in has realized, we're
trying to sort of, um, in an effort even
[2:17]
in addition with this this uh, budget
year to raise uh, taxes. It's all in an
[2:25]
effort to build up the fund balance, the
reserve. So our goal here is to get in a
[2:32]
position where um after a few years we
won't be relying on tans. However, in
[2:38]
this because our fund balance is has
been depleted, we need to use the TANS
[2:45]
for the next, you know, certainly this
year and I would I would gander in the
[2:49]
next couple years to get us over the
hump until and until and until we can
[2:55]
get our uh fund balance to a sufficient
level where we don't need to rely on um
[3:02]
TANS to get us to our collection of
taxes.

flow. This is not about uh any extra
taxation and we will look to avoid that
[3:17]
and uh uh moving forward increase the
the unreserve funds so that we will have
[3:23]
the cash flow and that will put us again
in a unique position across the state
[3:28]
where we will not need the tan. Um most
counties have the rely on it
[3:34]

that we can improve that moving forward,

uh, to, uh, uh, change the statute to
[3:48]
allow collection of county taxes twice a
year.
