[13:47] And in its place, from what I understand, do a lot of diligent work on [13:50] my part, there'll be a five- foot wide pathway [13:55] from Warrington Street and Highway One to the pump station. [14:00] There will be no curbing [14:05] as in a typical sidewalk. So in other words, pedestrians, [14:10] people pushing strollers, bicyclists will be at the same level as vehicles [14:18] traversing or in the street and 70,000 lb trucks headed to war uh Samet where [14:27] the speed limit is 35 miles an hour and vehicles often exceed that. [14:33] Have you been to Warrington Street? Oh yes. So, you may recall the sightelines [14:38] are limited and there are hills and valleys [14:43] where there's no line of sight beyond maybe 100 100 ft. [14:50] You can't tell if a vehicle is headed your way or not. [14:53] There's often little groups of uh kitties from the [14:58] Riley school who walk down to the lack of better way the beach access [15:06] point and they're walking along Martin vehicles going 35 miles an hour each way [15:11] and from what I understand [15:15] this is supposed to enhance safety and access to an inherently unsafe [15:21] street [15:24] the same level the pathway the street I think is pretty much insane you know [15:32] that vehicles slipping by I'm very concerned about that [15:38] and I think the city's going to be exposed to extreme liability when not it [15:42] but when there's a very tragic accident particularly since every day spring [15:49] summer and most of the There are people that park in the white [15:53] out next to the pump station. They cross the street and go down into code. [15:59] According to the information that I've been able to ascertain, [16:03] including my u conversation with Mike Young yesterday, [16:09] where they park now is going to be a pathway with no [16:13] parking. Right. Well, the goal of the Pathways Committee [16:18] charter is to facilitate and deal with parking issues. So, for all these people [16:25] that have been parking there for the last 20 or 30 years, [16:30] who go to the beach every day, like I said, where are they supposed to park? [16:37] Mr. Young had no idea. I think that's shortsighted. that part [16:42] of our original discussion. We never I never knew that people parked there and [16:47] go down to the and so or what I'm going to be doing is I'm going to be video [16:52] videoing from my lawn the trucks and the cars and the people that are crossing [16:58] Warrington Street to go down and they're families little kitties [17:04] little buckets you know to go like >> is there a public access right there [17:09] » uh unofficially and this is I'm not on that land But from what I understand, [17:15] it's not public access. And in fact, on that point [17:52] where the roaded [17:56] intersects the slope to claim Cove where the people traverse down the beach, it's [18:03] eroded. It constantly erodess. And right now, [18:06] it's present condition. It's eroded to the roaded itself. And there's a drop [18:11] down of about maybe 18 inches. To me, that says instability. [18:21] And I talked to M about that and he said that they may have to rip wrap it or [18:26] something like this. But that's what they're fixing, right? Is what you're [18:30] talking about is the drainage where it's eroding. To give you some background, the pathways committee's [24:49] focus is to look at alternatives to roads. It's not about parking. It's [24:54] about safe walking bicycling pathways. And so part of this project started [25:01] because we know a lot of people walk the route and it's not just, you know, going [25:06] to the beach. We know people will walk more intentionally. they'll go, you [25:10] know, um and in fact that whole circle and knowing um and there have been [25:16] conversations years in the past that Samet also had some interest. So we're [25:20] really looking at this is kind of phase one and we would bring it all the way [25:25] around to Samet and then hoping that Rockland would pick up and do their part [25:30] over on the other road. >> Yeah. and and you know, parking is [25:36] definitely an issue, but thinking about how do we do pathways [25:42] that can be maintained and upkeep and maint and made safe and you know, your [25:49] concerns are, you know, are the same ones that we've been airing. Um [25:55] but then we're at the point of like we we've been looking all over the [26:01] country to see how they are doing this and and so there is not precedent in the [26:07] Mid Coast but there's definitely precedent across the country that having [26:13] pathways that are the same level as roads um is very typical and and they [26:19] can be safe. Um I'm more you know some of the things you said is like you know [26:24] can we lower the speed limit? Can we do you know some other things you know to [26:29] that kind of work into that as well. We also know when roads are a little [26:34] narrower people go slower. Um, so there's a lot of things like we need to [26:41] talk about, but I think at the end of the day, if if there was a way to [26:46] think about our understanding that safety is key and [26:51] if we can think about, you know, is there a way to put a few parking spots [26:55] over by the pump station and some of those, would that alleviate some of your [27:00] concerns or >> Well, I understand everything that you [27:03] said and I value it and you know, Parking is not a concern for me because [27:08] I live there, but I observe it. >> Sure. [clears throat] [27:11] » And I'm talking human behavior here. And they do this literally every day, [27:15] spring, summer, and most of the fall. And sometimes there's up to four [27:19] vehicles that hold little wide out >> and they cross warrant, which is itself [27:24] dangerous because there's no crosswalk. And like I said, uh if you go to the [27:29] Google map thing, the road sort of goes like this. So at the that at the bottom [27:33] point is where the people cross and that's where neither the approaching [27:38] driver from highway one or the people on warranton they they can't see each other [27:44] because there's a valve. So that's to me is inherently unsafe. [27:49] Now as you brought up and as you brought up what right [laughter] now phase one [27:55] is a pathway to nowhere. It's a pathway to the pump station. [28:00] I talked to Mr. Young about that and as you indicated, you know, it's [28:06] sort of a [28:09] a faroff dream or project, however you want to call it, to connect that to [28:15] Samet. Now, the [28:18] pathway presently is on the [28:23] I don't know like the land side of war. The pump station's [28:27] got a cross. The Samets's on the other side is straight. [28:31] » M. He did s say that [28:36] they're going to perhaps try to get an an ease [28:40] from the >> this one [28:43] » from the people who own that huge plot of land. And so [34:46] out of that came our focus on creating a complete streets kind of policy which is [34:54] where anytime the town is going to redo roads that there would be this chance [35:04] for us to think about how that road can better be um you know m uh [35:13] » designed and utilized will accommodate pedestrians and bikers as opposed to [35:17] just trucks and cars. >> Well, that's great because I've done a I [35:20] bike and I have walked a lot and I I know [laughter] pretty much you think. [35:25] » So, this came up because of the fact that they're redoing the drainage and so [35:31] now it's becoming like a chance for us to rethink how is that knowing that it's [35:37] a heavily used road for pedestrians and bikers. Like, how do we do this? And we [35:43] know we can't do it all in one shot and we can do it, you know, do we start with [35:48] this piece and we kind of use this as our um [35:52] » to test >> to test both the policy [35:56] as well as um you know a lot of things. And so it's creating a whole another [36:02] layer of communication for Mike to have to communicate with us. And and this is [36:08] all new because we're still ironing out the policy. And so we had a work plan [36:14] that we would have been talking to all the neighbors back in January. It just [36:18] went slower than and it was a very snowy winter and you know [36:24] » was still waiting for information. >> We were still waiting for information. But I understand your [37:44] point and I appreciate it because I' I've been a walker [clears throat] and a [37:46] biker, you know, for years, you know, and [37:50] [clears throat] it really is um and I I know I got lights on the bike and [37:54] helmets and I really don't want to get whacked. [37:57] » And what I'm hearing from you, >> just real quick in regards to that [37:59] notice, you got that notice as fast as we could actually get it because like we [38:03] literally got the information from Farley on when they're going to do this [38:07] like mid April. So [38:22] » that that's one of the pieces here. And one of the issues that we're trying to [38:25] work out is this one. We have Warrington Street project. There's a box that we [38:30] got to deal with in. So for the future projects, we're ahead of the game before [38:34] we actually have a bid out. That's where we want to be. So this is sort of like [38:38] the genesis of the deal. So >> I totally understand the logic and the [38:46] sense of you know of the complete street Pauls as you laid it out to only make [38:50] sense for [clears throat] all sorts of safety improvement for bikes and that [38:56] the economy of doing things together rather than separately and we all know [39:00] that you know paving and excavation work is extremely expensive. So, we can't [39:06] just do a peace meal. I mean, we all know we're getting taxed like crazy, [39:11] but so what, and correct me if I'm wrong, [39:15] but what I'm hearing from you is is safety is probably even more important [39:22] to you at this point than the thought of, you know, and I don't think it would [39:25] affect you because you have sidewalk in front, but if the properties, you know, [39:30] cut into their wall your their yards a little closer to the pump station, like [39:35] that's not your bigger concern. your bigger concern is like the parking and [39:39] the safety. >> Safety has been my concern since I lived [39:43] here and ask any of my neighbors. And uh with respect to the comment about the [39:48] sidewalk, the sidewalk only goes 150 ft from [39:51] » and I'm I'm way past the sidewalk. >> Oh, you are okay. But I've been talking to my neighbor for uh [40:06] nextdoor neighbor who's been on the planning board in the past about this [40:11] subject and uh we both agree this you know it's just an accident waiting to [40:15] happen and I think more so now because the project let's let's assume it's all [40:22] done. It's designed to entice people to go there. You know, it's all, you know, [40:27] all redone for pathway. Looks good. It goes to the pump station ends. Okay. In regards to what you're saying about that, we had the opportunity up [41:11] here at the intersection of Route 91 a few years ago for at the cross where [41:18] markets used to be. >> Yeah. But and on the other side there's no sidewalk. So we had to but [41:35] they were redoing all the wiring. They doing all the grading. They were doing [41:39] everything. And we were able to put a landing spot on the other side and put a [41:42] crossing signal in there. And now we're going to be able to connect to the next [41:46] phase when that comes up which is connecting for the high school. [41:49] » Okay. As well as the new park that will be soon the park. So, within that [45:08] 5T, there's going to be the breakaway bit that the rest is going to be that [45:13] way. And [clears throat] I can see how they come [1:09:39] down that little hill >> and and in the other direction when if [1:09:43] there's an 18-wheeler and a speeding car coming over that hill at the same time [1:09:46] and there's people they don't intermingle [1:09:50] and um I as much as I you know like I said [1:09:55] I've been trying to get to the point where I think oh this is great [1:09:59] uh because it is inherently dangerous my view and I just don't think this makes [1:10:05] it staper you It's entire supposed to be nor cars as nor bikes, pedestrians [1:10:13] on a street with no distinction in the level between the roadway and these [1:10:18] pedestrians and limited sight lines. And that's [1:10:22] something that you know I don't think it's overcomeable. That's the geography, [1:10:27] you know, the that curve and that's just that's just that part of war to that [1:10:32] curve down the street. It's a almost it's like a 70deree turn. Well, there [1:10:36] was a you know there years ago it was the standard that all roads in Rockport [1:10:41] at least would be 18 ft wide for fire trucks, right?
