[6:02] I'm here because I want to work with you to make our rules fair for all students. [6:06] For many years, our old athletic director allows student athletes to have a flexible schedule. [6:12] Students could play sports without being tied down to an athletic class period. [6:16] They could use their school hour to take an academic class instead. [6:20] This year, the new athletic leadership changed its practice in the APG, [6:24] forcing everyone into a mandatory class period. [6:27] I understand wanting things to be uniform, [6:30] but one flawed policy cannot be the answer to a flawed practice. [6:33] This change comes at a direct detriment to students who refuse to compromise their academic goals for their passion and fine arts or sports. [6:42] Right now, under the guise of leveling the blank field, the strictest forcing students in today's class, that provides no real value except to delete their GPA. [6:52] They're simply leveling the blank field downward. [6:56] Think about our current juniors and seniors. [6:58] Under TEA guidelines, these students have on the right to off-beariers or advanced academic classes if they so choose. [7:07] Let's be entirely clear, no TEA or UIL rule requires students to be locked into daytime class period just to participate in sport or fine arts. [7:16] Neither the state nor the UIL manage that restriction. [7:20] Our district has simply chosen to be more restrictive rather than looking out for the best interest for all of our students. [7:25] The math is inherently unfair. [7:28] If a student is forced into... [7:30] One unweighted elective class during the school day, our district's rules automatically lowers their GPA and drop their classroom. [7:37] Meanwhile, a student who does not do sports can use that exact same period to take a 6.0 AP class. [7:45] Why should a student who spends hours representing our school face an academic penalty? [7:50] Good grades and schools better should go together, not fight against each other. [7:54] We have two very simple solutions and they're fair to all students. [7:58] First, for sports that must meet during the school day, we could implement a GPA waiver. [8:05] This means that they can participate, but that unweighted grade will not count against [8:09] their total GPA. [8:11] This protects higher achievers and keep on level kids motivated to stay involved. [8:16] Second, for sports and activities that need before or after school, students must be allowed [8:21] the flexibility to take an academic class if they are so choose, but keep their off-peer [8:25] which they have on rightfully under TEA guidelines. [8:29] Time is running out, and there is an extreme urgency to this matter. [8:33] School stars in just few weeks, our families cannot wait months for a committed [8:37] view was, schools, schedules are actively disrupted. [8:42] I'm asking this board to act immediately tonight and direct the administration to establish [8:48] their fair options as temporary fallback for upcoming seniors and juniors. [8:52] I want to talk with the board directly if this or choose and answer any questions they may [8:58] have regarding this. So we can partner together on a permanent solution. [10:55] And that's in reference to just controversial topics or things that at nature in the [11:00] The 28th was a new item added to that specifically specific policy related to diversity equity and inclusion. [11:11] Moving on, policy CAA local, the change to this policy only, as you see on the first page of that specific policy, [11:22] is in reference to a change in the reference to reflect that the DH policies have been revised to reference to DHA instead of DH. [11:38] Moving on to the next policy DC, [11:46] you'll notice two changes in policy DC, specifically there, where it references posts and vacancies. [11:54] and you notice, you can feel notice that our designee was removed from that policy, and that is specifically because the superintendent has the authority to designee in regards to those responsibilities, and that specifically is in policy BJA, so it's already referencing BJA that the superintendent has that authority to delegate responsibilities to designee, once again at the bottom of that policy, [12:24] You'll notice that the DH on reference has been changed to DHA legal and it's also on policy DH at the top of the page and throughout the document. [12:40] So in the DH policy, you'll notice once again, as we mentioned, in previous policies, the reference to DH exhibit has been removed and the reference to DHA legal policy. [13:04] And you'll notice policy DP is being recommended to, [13:08] to be eliminated from our policy manual specifically [13:11] because policy DP has been separated into two separate policies. [13:17] So if you flip over your C policy DPA, [13:21] which is in reference to principal qualifications and then continuing on policy dpb, which is a new policy, [13:32] is in reference to the counselors responsible in their role as relates to spending 80% of their time doing counseling services. [13:42] So basically dp was divided into two policies, dpa and dpb. [13:49] Okay, next policy is EHD, and this is in reference to 100 education. [13:56] This policy is no longer requirement, and it has been recommended that it be deleted because [14:02] the 100 education instruction is no longer provided to students. [14:06] So that policy has been recommended for total deletion from the policy manual. [14:11] Policy EHB is in reference to gifted and talented identification. [14:17] Basically, this revision will align our policy and regards to gifted and talented identification [14:24] with amendments and the taxes administrative code. [14:29] You can see specifically, as it relates to the selection process, a placement committee, [14:35] and then items that must be prohibited in the process of determining gifted and talented services [14:45] for those specific students. So you can see that next to the matrix or the threshold system [14:50] as it relates to those items that are prohibitive in the process of identification for [14:55] gifted and talented. [14:59] Moving on to the... [15:00] Next policy, we have policy FFF. [15:06] And the revision to this policy is to update the definition of misconducts, as amended by Senate Bill 571. So you notice specifically when it talks about student welfare, it it outlines items 1, 2, 3 and 4 that will reference to what the definition of misconduct is. [15:38] Policy FD, FD is a proposed revision that we're making in regards to not necessarily included [15:45] in the packet, but it's just a local provision specifically. [15:48] As you see there on the first page of policy FD, the initial changes are the first changes [15:54] as it relates to charter schools, not being eligible for concurrent enrollment in our [16:02] extracurricular activities. [16:04] So now we have charter schools or a private school and including home schools. [16:08] Well, and in policy FD, you'll notice that there's a story. And prior to we had the grandparent affidavit, which allowed [17:59] those students to be transferred in, based upon transparent, the grandparent affidavit, but the [18:05] affidavit required so many hours of after-school care for students. That's no longer required [18:14] necessary with our new revised FDA. So what has changed in FDA and I'll read this has been [18:22] eliminated from FDA because it's covered in FDA we make those revisions allow in the grandparents. [18:30] So basically this has been removed. Substantial after-school care for the purpose of admission [18:36] under this provision, a substantial amount of after-school care shall consist of no fewer than [18:43] three hours of direct after-school care and supervision in the home of the grandparent for five [18:50] days during the regular-school week. A student enrolled under the provision may continue in [18:57] enrollment as long as the grandparent provides the level of care. The superintendent should [19:03] have the authority to waive these requirements on the basis of a student's extenuating circumstances. [19:10] So, as stated, that section of the policy is being removed from FD, but it's because it's no longer required for a grandparent to provide after school care based upon the revisions we've made in FDA.
