support [2:04] our neighbors in Burnsville who are [2:07] honoring the lives of three Public [2:08] Safety officers who lost their lives in [2:11] the line of duty one year ago today [2:14] police officer Paul [2:17] elmander Matthew [2:20] rugi and firefighter paramedic Adam [2:23] finseth all three paid the ultimate [2:25] sacrifice while working to save the [2:27] lives of seven children [2:30] in addition I'd like to acknowledge the [2:32] bravery and experience of our Rosemont [2:35] officers who assisted on seeing that day [2:38] sergeant Shan [2:40] mcmanamy police officer anest amovic [2:45] police officer Trevor [2:46] Wagner today let us honor the memories [2:50] of Paul Matthew and Adam with a moment [2:53] of silence [3:21] thank [3:22] you we know there is an inherent risk [3:25] involved in The Honorable profession of [3:27] a public safety officer as we sit here [3:29] in the chamber full of police officers [3:31] and their families I want to remind you [3:34] of the pride and gratitude we have for [3:36] the work you [3:38] do I want to REM uh I know this [3:41] sentiment is felt both in this room and [3:44] throughout the Rosemont [3:46] Community thank you for your [3:48] service with that I'd like to turn it [3:50] over to Chief dalstrom for our next item [3:53] on the [3:55] agenda thank you mayor members of the [3:57] council I appreciate that moment of [3:58] silence for Burnsville brother and [4:00] sisters over there um it's tough day for [4:02] them and a lot of us in this room and I [4:04] appreciate you guys taking time to do [4:05] that so um on a lighter note we are [4:08] going to welcome our newest member to [4:10] the department uh that recently passed [4:12] probation and that is Officer clay [4:13] morgal um in the fall of 20123 the [4:16] police department conducted a hiring [4:17] process for a police officer position [4:19] and fortunately clay applied and was [4:21] selected to start in January of 2024 as [4:24] badge [4:25] 3572 born and raised in Burnsville clay [4:28] grew up as one of four boys [4:30] he attended High School in Burnsville [4:31] graduating 2018 and he balanced [4:34] full-time work with his studies at [4:35] Normandale Community and After High [4:37] School balanced full-time work with his [4:39] studies at Normandale Community College [4:42] he demonstrated both a strong commitment [4:43] to his education and his career [4:45] development clay has a solid background [4:48] in security having worked two years for [4:49] Target and two years for Al following [4:52] graduation with an associates degree in [4:54] law enforcement he then completed his [4:56] skills training at Hen Technical College [4:58] and during this training he served roll [5:00] Mount as a community service officer for [5:01] nearly a year be before being promoted [5:03] to police officer uh Clay is another [5:06] shining example from our from our CSO [5:08] program and I just want to point that [5:09] out that um you know it's been more and [5:12] more difficult to find Qualified [5:14] applicants in the law enforcement [5:15] profession and what the CSO program [5:17] allows us to do is see a person's work [5:19] ethic how they respond to feedback their [5:22] punctuality how they treat members of [5:23] the community um that kind of stuff over [5:25] over a much longer period of time and uh [5:28] he he knocked it out the park he made it [5:30] so clear that he was the person that we [5:31] should be hiring um that it it it just [5:34] shows how important that program is for [5:36] us clay had a lifelong passion for law [5:39] enforcement and always wanted to pursue [5:41] his a career as a police officer he [5:43] values strong work ethic and strives to [5:45] be a good human first in all of his [5:48] interactions in his personal time he [5:50] enjoys spending quality time with his [5:51] loved ones watching movies and planning [5:54] his wedding with his fiance [5:56] Hattie he reports that he's honored to [5:58] Joy join our team and excited to serve [6:00] this [6:01] community I as has become tradition I [6:04] want to point out a couple examples of [6:08] um Clay's work over the last year so as [6:10] you know they go through a one-year [6:11] probationary period after being hired [6:13] and he recently completed that last [6:15] month um in the last year he's done a [6:18] ton of stuff but I picked out um three [6:21] that jumped out at me this first one you [6:23] know he he talks about being a good [6:24] human first and I think that this [6:26] example is one that that demonstrates [6:28] that he puts his money where um puts [6:31] puts his money where his mouth is so um [6:34] officer morgel and other officers [6:35] working tonight on December 15 2024 [6:38] responded to a call this is from a one [6:40] of our residents responded to a call at [6:42] my residence when a vehicle took out my [6:44] entire fence along con Avenue all of the [6:47] responding officers and the firefighters [6:49] spent at least an hour cleaning up the [6:51] debris more importantly the officers [6:54] quickly found and pursued the driver who [6:56] damaged the fence he fled to Burnsville [6:58] where he was apprehended rosmont police [7:00] department and fire department really [7:01] came through for us tonight please pass [7:03] on our thanks to all the First [7:05] Responders who are on scene so we've got [7:07] a mission statement that talks about not [7:09] just enforcing laws but assisting and [7:10] educating the public resolving problems [7:13] and this would be an example of that [7:14] that they could have just left the fence [7:15] where it was um but our staff took it [7:18] upon themselves to spend an hour [7:19] cleaning up the debris so that's an [7:21] extra form of service there and the type [7:23] of person that Clay is uh another [7:27] example on September 5th officers z boy [7:31] and morgal responded to a report of a [7:33] medical emergency on uh Banyon Lane [7:36] dispatch reported that a female was [7:37] having difficulty breathing upon their [7:39] arrival they quickly determined that the [7:41] Fe female was not breathing and did not [7:43] have a pulse they worked together and [7:45] immediately applied an AED while the [7:47] other began CPR a shock was delivered [7:50] and they continued CPR a short after a [7:53] short time they reassessed and [7:54] determined that the female had a pulse [7:55] but was still struggling to breathe [7:58] officer morgal applied oxygen began to [7:59] assist her in breathing while officers [8:01] the boy administered Naran the officers [8:03] continued uh coordinated medical efforts [8:06] with the line of ambulance and rosmont [8:07] fire and after a short time the female [8:09] had a strong pulse and was breathing [8:11] with limited [8:14] assistance and in the last example just [8:17] a month being off fto clay played in a [8:20] very a very important role in [8:21] apprehending a homicide suspect out of [8:24] Lakeville uh that suspect was on the Run [8:27] um and Clay was able to locate the [8:29] suspect's UN unoccupied vehicle on a [8:31] Rosemont neighborhood this provided a [8:34] strong starting point for the subsequent [8:36] search and successful app apprehension [8:38] of a dangerous suspect who was found in [8:40] a resident's backyard clay also [8:42] recognized and secured evidence that [8:44] would be important to Lakeville homicide [8:46] case so as you can see he's made a very [8:48] strong impact in the first year uh first [8:51] words I come to mind when I think of [8:52] clay are genuine and humble he's a he's [8:54] a a quiet guy from what I know maybe [8:57] that's not the case that night when [8:58] they're running around but um we are so [9:00] proud to have on on our team and uh [9:03] would you all please join and welcome [9:05] clay as the newest officer of police [9:14] our community [15:33] development planner senior [15:37] planner thank you mayor um council [15:41] members uh the Planning Commission heard [15:43] and reviewed this item and held a public [15:46] hearing at its meeting on January 28th [15:49] uh before the council tonight are two [15:51] requests uh preliminary requests before [15:55] um uh any de development can occur on [15:57] that site uh reone of the site into [15:59] conformance with the city's [16:01] comprehensive plan as well as platting [16:03] of the site to uh split it off from the [16:06] greater Yore Park area and create two [16:09] buildable Lots as well as dedicate right [16:11] of way for a future or new 151st Street [16:17] East the site itself is 60.7 acres and [16:20] it's located immediately south of meta [16:23] data center project uh and west of [16:25] Blaine Avenue as you can see with the [16:28] existing conditions on the aerial photo [16:30] before you there is a private [16:33] university-owned roadway uh that runs [16:36] through the site that roadway will be uh [16:38] removed and replaced with the uh new [16:42] 151st Street uh right of way that will [16:45] be dedicated with a plat which I will [16:47] show you a little further on here in my [16:51] presentation uh the city's comprehensive [16:53] land use plan uh designates this subject [16:56] parcel uh for business part development [17:00] uh the site is also within the city's uh [17:03] Municipal Urban Services area [17:06] boundary so the proposed rezoning uh [17:09] would be from its current agricultural [17:12] zoning District to uh B2 [17:15] employment uh at this time there would [17:17] not be a PUD overlay uh as there is on [17:21] the meta data center site uh but that is [17:23] likely to occur to accommodate multiple [17:26] principal structures on a single parcel [17:30] the proposed plat uh that the Planning [17:33] Commission reviewed and found to be [17:34] consistent and in conformance with the [17:36] city's plan or um zoning code uh is [17:39] before you here as you can see there are [17:41] two buildable lots that would be created [17:44] the larger principal or main parcel [17:47] where the uh proposed uh North Wind [17:50] testing facility would be located uh as [17:52] well as a smaller uh parcel in the [17:55] northeast corner of the site uh for a [17:58] new sub station uh in addition to those [18:01] two is the 151st Street um uh RightWay [18:07] here uh so before you tonight are simply [18:10] the rezoning and the plat uh prior to [18:13] any additional development of the site [18:16] uh there would have to be um [18:18] entitlements such as a site plan review [18:20] uh for both the electrical substation as [18:23] well as uh the buildings within the main [18:26] test [18:27] facility the is proposing as I said uh [18:30] to build a testing facility uh doing um [18:33] wind tunnel type testing uh for [18:35] aerodynamics and propulsion the proposed [18:38] uh site plan um may very well differ [18:42] from this very preliminary site plan but [18:44] staff included it to provide a little [18:46] bit more um context for how the site [18:48] will be developed in the future uh a [18:51] couple things to note here uh until [18:53] development occurs to the West a [18:56] temporary uh easement to allow for a uh [18:59] culdesac uh will be constructed here uh [19:02] and then the main site itself will be [19:05] comprised of a number of buildings [19:07] containing those testing facilities in a [19:10] campus style development uh as well as [19:13] some uh presence of the University of [19:16] Minnesota uh on the site as well as I [19:20] said in order to allow for multiple [19:21] struct principal structures on a single [19:23] parcel a planned unit development will [19:25] need to be approved as well as any final [19:27] site and building plan plans uh for the [19:30] structures on the site at that time uh [19:33] the project will be reviewed for [19:35] conformance with the city code for [19:37] things like Building height setbacks [19:39] parking requirements and other [19:41] components uh within the city [19:45] code so uh as I said there are two [19:48] requests before the council tonight [19:51] staff and the Planning Commission are [19:53] recommending uh the council adopt an [19:55] ordinance to reone the site from [19:57] agricultural to employment [19:59] uh in conformance with the city's [20:01] comprehensive plan as well as adopting a [20:04] resolution approving the preliminary and [20:05] final plats of North Wind [20:08] addition um staff is happy to take any [20:10] questions the council may have uh the [20:14] applicant is present who would also [20:16] appreciate the opportunity to introduce [20:18] themselves and speak a little bit about [20:20] their proposed [20:21] project any immediate questions for Mr [20:26] num okay can you slighted back one all [20:30] right that's fine [20:34] and come forward [20:38] welcome thank you mayor thank you [20:40] Council I'm David Meer I'm the CEO of [20:42] Northwind excited to be here today um [20:45] again our company was formed in [20:47] 1952 we've been um operating wind tunnel [20:50] facility in Plymouth Minnesota since uh [20:53] 1960 we actually did testing for the [20:56] Apollo mission to the Moon in that [20:58] facility that was before 494 was built [21:00] there but we did [21:02] it um we're excited uh to design and [21:05] build and operate the Minnesota [21:07] Aerospace complex um in rosem mod it was [21:11] actually the original location of the [21:13] University of Minnesota Rosemount [21:15] aeronautical lab that actually did wind [21:17] tunnel testing from 1946 to 1962 and [21:21] we're going to be on a portion of the [21:23] land that they used and we'll be doing [21:24] Wind Tunnel testing again on the same [21:26] site home yeah [21:29] yeah so we're excited we really um we [21:32] are excited to do this wind tunnel [21:33] testing which will be used to develop [21:36] you know Aerospace Vehicles we have our [21:38] strong partnership with the University [21:39] of Minnesota they'll be doing the [21:41] modeling and simulation work um side by [21:44] side with us we think this will be a a [21:46] really critical um Research Center in [21:49] the US um going forward so excited to be [21:53] here today [21:54] great any questions any questions go [21:58] ahead [21:59] um so looking at the site plan I'm I'm [22:02] assuming all of these on the northeast [22:04] corner these are all parking spots right [22:07] yes how many roughly how many employees [22:10] are going to be employed at this [22:12] location so in the so we have three wind [22:14] tunnel facilities in the long run we [22:16] expect about a 100 employees in the long [22:19] term and then we'll have multiple [22:21] customers there'll be three wind tunnel [22:23] facilities so we'll have multiple [22:25] customers in at the same time as well [22:27] okay got it yep so the the number of [22:29] parking spots relatively accurate you're [22:32] going to need that many um I think so I [22:35] think we've laid that out okay yep all [22:38] right yeah again this is this is a [22:40] little bit of a preliminary because [22:41] we're still we're still defining the [22:43] requirements for the wind tunnels so [22:45] everything might change a little bit but [22:47] I think in general it's directionally [22:48] correct but about 100 employees what [22:50] what what's the makeup of those [22:52] positions all um it'll be Engineers [22:55] technicians um calibration experts [22:59] it'll be people doing the computational [23:01] work from the University of Minnesota [23:03] and then the building on the northeast [23:05] corner or up in the Northeast half the [23:07] engineering UVM what's the presence of [23:09] un what what's going to be the presence [23:10] in that building with from the they're [23:12] going to be doing the modeling and [23:13] simulation work so they'll have [23:15] researchers okay um you know we're [23:16] partnered with the the College of [23:18] Science and Engineering um so it'll be [23:20] researchers that really are are really [23:23] expert in the world at the modeling and [23:25] simulation side of this okay yep awesome [23:28] yeah thank you could you [23:31] uh uh couple questions I got the uh the [23:34] square footages that we're looking at [23:36] here so overall total development uh [23:39] what kind of square footages are we [23:40] looking at Jim you might have to come up [23:42] you know he's really asking how much [23:45] taxes okay yep yep 200 to [23:51] 250,000 and roughly the overall [23:53] investment um anticipated the investment [23:56] is about $1 billion [24:01] that's always nice to have in your [24:02] backyard um the uh timeline schedule uh [24:09] roughly assuming this goes forward and [24:11] everything what what's your timeline SE [24:13] timeline is about a fiveyear timeline to [24:15] get all three facilities um up and [24:21] operational go ahead so just a follow-up [24:24] question so five years so you You' be [24:27] using the same Road off of 40 or off of [24:30] 42 though that that meta is using [24:32] currently yep any issues with that with [24:34] their construction the next three years [24:36] no I think I mean it's nice they've [24:38] actually done some of the work to prep [24:40] it so I think it'll be good that we'll [24:41] be sort of following in their footsteps [24:44] you know we'll be doing our foundations [24:46] when their foundations are done so it'll [24:48] be actually a kind of good sequence of [24:50] timing okay I appreciate that yeah the [24:54] um back to the schedule um design [24:58] like CD level type things where you're [25:01] out to bid will be this year by the end [25:04] of this year yeah I mean so we're [25:05] working on the requirements of of the [25:07] facility so that's kind of the first [25:09] step and in parallel we're doing you [25:12] know there's there's work we can do on [25:13] the design of the site so we're doing [25:15] that in parallel so this is going to be [25:17] a real heavy design year um we would [25:20] like to break ground um yet the summer [25:22] though oh okay good that may be [25:25] ambitious but that's our goal always [25:28] always a good thing to be ambitious all [25:30] right any questions the rest [25:33] of uh I do have one for um Mr NCH can [25:38] you explain the uh dotted line on the [25:41] bottom near the bottom there it's uh [25:43] called out is the University of [25:45] Minnesota thousand foot heavy industrial [25:48] setback so that's a um setback that the [25:51] University of Minnesota has um placed [25:53] for any development on the site I could [25:55] defer to um Leslie creger with [25:58] University to uh explain that further um [26:01] but it is some of their um uh [26:04] limitations in place between their [26:06] different Parcels of land that they've [26:08] sold off on what can go where and how [26:10] close it can go to other stuff so I [26:12] guess maybe to help my confusion a [26:14] little bit is is that saying that [26:17] there's no heavy industrial south of [26:19] that line or my understanding that that [26:23] heavy industrial could not be any closer [26:25] to the data center than that line okay [26:28] okay to the north that's kind of the sou [26:30] and none of these buildings are heavy [26:31] industrial anyhow right it it's staff's [26:34] interpretation that would all fall under [26:35] the business park or2 employment zoning [26:38] District any of the testing that will [26:40] occur will occur entirely within the [26:42] buildings um and therefore uh similar to [26:45] what you would expect in a business Ty [26:48] Park type environment where there may be [26:50] some manufacturing and whatnot occurring [26:52] indoors all right so that lines more for [26:54] the data center to the north that is my [26:57] understanding yes correct Leslie if you [26:58] want to just reiterate that that's [27:02] fine good evening mayor and Council my [27:04] name is Leslie creger I'm the assistant [27:05] vice president for planning space in [27:07] real estate at the University of [27:08] Minnesota and yes the 1,000 foot uh uh [27:13] Marc on the map is a deed restriction [27:16] that we put in place as a condition of [27:18] the sale to of the um land to meta So [27:23] within 1,000 ft of meta's borders they [27:26] have a there's a deed restriction not [27:28] only for heavy industrial but also [27:29] residential and schools as well that was [27:32] a condition of the [27:35] sale interesting to note that all [27:39] right all
