Resolutions e-1 [1:23] consider resolution approving a proposed amendment to the. Transportation capital. [1:26] improvements program. Tcp to increase funding. For the following projects kenny fort [1:33] boulevard segments five and six and white omen springs drive extension. Michael good [1:39] evening. Uh, before. >> you is uh, an. Amendment number 56 to our. [1:44] transportation capital plan. Uh, I'm going to give a little bit of an update. [1:47] >> on some of the projects that are going on, uh, that are type b uh, funded. And then also [1:52] talk about the. Two items here where we need additional right away money. The first. [1:57] >> thing we do in transportation is. >> we do a master plan. [1:59] >> of our city. Uh, we update this plan about every five years. It shows, uh, the [2:03] projects. That we. >> need. >> uh, so that we can. Meet the [2:06] future. Growth of our community. Uh, a lot of arterial roadways on here. And [2:10] if you've been. Around town now there's a lot under. Construction, uh, in the city. [2:13] but this is our roadmap. Uh, we take this. Plan and then we develop based on and it's based [2:20] on, uh. Land use assumptions. Our projections of where the growth is going to happen. [2:26] that's how we determine the roads that we need. Uh, and then we put a schedule on that [2:30] and then we come before the board for financing for that. As you probably know, we [2:35] leverage as many opportunities as we can. We talked to tax dot williamson county we have [2:40] roadway impact fees. Uh we have the type b fund all that we come in we use as many of those [2:46] funding options to leverage uh to be able to build these projects. Uh, today. Here is a [2:52] list of six projects that are exactly seven seven projects that are under construction in [2:57] the city. Uh, if you've been around town you see a lot of construction. So wyoming [3:01] springs road second one this is on the west side. It's going from creek bend uh, heads north [3:07] across brushy creek and ties in at old sellars boulevard and sam bass project is in its last [3:13] month or so uh, about to be completed. We're planting trees out there and finishing up, uh, [3:18] it's a four lane divided roadway at two bridges. Uh, it's gonna be a wonderful [3:22] project that takes warming springs to there. Uh, and then we go wyoming springs extends [3:26] through burns ranch and then we have a future project coming that's going to take that [3:30] wyoming springs all the way to 1431. Uh, we're starting to work on that, uh, acquiring [3:34] right away for that one county road 112 east and county road 112 west is on the east side of [3:40] town, uh grimes and heads east all the way out to county road 110 uh, basically on the north [3:46] side of paloma light mud. Uh, another nice roadway that's under construction. Uh, we'll [3:51] be finishing up some time next year on that project on sellars boulevard extension. Uh, this [3:58] is if you take out settlers past. Oh. >> settlers park heading east, [4:02] you tend to redbud lane. Uh, right there we take old settlers head east all the [4:08] way and tie it into counter 110 to the east. So some major arterials on the east side [4:13] that's really going to help traffic flow. Uh that project uh basically right at the end [4:18] we're pretty much finished with the road. We're waiting for the traffic signal at redbud and [4:23] old settlers to be uh, worked on and then we'll be able to open up that road here really [4:28] soon. Redbud lane north, uh, under construction. That's at 79 as you head north and you're [4:36] on the east side of old settlers park and it goes all the way up to counter 117. [4:41] uh, that's a four lane roadway that's under construction. Uh, still got at least about a year [4:47] or so work there until we complete that road. Gary school road segment six. Uh, that's [4:52] the far east project and get a school that takes us from via sonoma. East six lanes all the [4:59] way to redbud lane at gaddis and redbud. Uh, started that project this past year. Uh, [5:06] still got a little bit of work to do on that one probably another year year and a half of [5:09] work there and then greenlawn boulevard uh, that's over there by by the district it ties [5:15] that's going to make that roadway a three lane roadway each direction from 45 frontage [5:20] road as you bend around back south westerly to the interstate frontage roads. Uh [5:28] uh a lot of work going on there if you've been over there that's kind of a little war [5:31] zone. Uh, but that'll be a nice little six lane road there when we finish. So these are all [5:35] projects that the type b has helped fund. Uh, they're all moving and progressing in a [5:41] very good way. Uh, and we'll get these projects done. So I want to give you an update on [5:46] some of those. That's not all the projects that we have going on. We have a lot we have some [5:49] traffic signal projects, roundabouts, right turn lanes, various things around the [5:54] city uh, that we continue to work on so that we can manage the traffic flow in this city. [5:58] as you all know roundabout continues to grow and and people are moving here every [6:02] day. Back to the item before you uh, amendment number 56. Uh, we have two projects that [6:11] are under design and we are looking for uh, additional right away money. Uh, we've [6:16] come before the board uh, previously and we basically deposited or got approval for [6:22] $2 million for each one of these projects for future right of way. Uh, we knew that was [6:26] not enough, but we had not gotten into the project enough, did not know how many [6:31] properties we needed to buy. So we've already been approved for $2 million each. And on next [6:36] slide I'll kind of show you how much we're asking for for each one of these but the two are [6:39] kenny fort boulevard segment five and six that is taking kenny forward. So kenny for [6:44] today as you head north tees and the old sellers boulevard uh kenny fort five or we'll [6:51] start there head north all the way up to that county road 112 I just mentioned and then kenny [6:58] for it segment six will take it from 112 all the way up to uh, the john nelson property all [7:03] the way up to uh university. Uh, both of these projects will really be uh they'll be three [7:09] lane divided uh, just like you see on kenny fort heading south. So great projects. Uh, [7:14] we need additional right away for that and then wyoming springs extension. I should. [7:20] >> pull up the map so I can talk to it better. Here's the kenny fort five and six of five [7:24] starts right here at all centers. Makes its way right up through here and ties in right [7:29] there at county road 112 we are renaming that the avery nelson parkway. So avery nelson [7:36] parkway is already in the uh where the the schools are at grounds and it'll extend all [7:40] the way to the east to county road 110 and then beyond that through the subdivision to the [7:45] east and then here's kenny fort six will start right here and head through the pasture in t [7:51] and right here at university. Uh, kenny four it won't stop there. There's some, uh, [7:57] developments that are going to be occurring to the north of my screen here uh, that we will [8:01] extend kenny fort with those developments in the future. So that will take you all the way [8:06] from the north side there all the way down to 45 kenny fort. We'll when this is all said and [8:11] done. Wyoming springs extension I just mentioned that earlier. So the project we're completing [8:17] is going up to sam base actually it's already built through barnes ranch right [8:23] here. So we're taking this project right in here and we will be building this road from [8:26] the north side appearance ranch all the way up here to 1431 city around rocky. It's only [8:33] responsible for the right of way acquisition on this project. Williamson county is [8:38] responsible for the design and construction. So, uh, we're working with the canyon that [8:43] this property will be uh, we'll be negotiating with the sneads texas crest stone for this [8:49] acquisition. So for those two projects what we're looking at uh, as I stated, there's [8:54] already 2 million allocated for both of these. Uh, so it kenny four, five and six we're asking [8:59] for ten more million. Uh, that'll get us to about 12 million total for the right of [9:04] way acquisition needed for that project and then the warming springs extension the 2 million [9:09] already plus the 5 million 5,500,000 will give us 7.5 million. Uh, with all these [9:15] projects we start with some money, get approval to get it going. Uh, we bring it to get [9:20] right away. Acquisition money will come before y'all for design money and then as we [9:24] move through the project we get a better feel for how much we need. So that's why we come [9:28] back two or 3 or 4 times on a given project. Uh, once we get through with design then we'll [9:33] come before you with construction money. Uh, so that's kind of how the process [9:37] works. So tonight we're asking for approval for 15.5 million for this amendment. I will say [9:45] yesterday we had a meeting of all of our capital projects on transportation and we looked at [9:50] them by fiscal year and we move some some projects are being delayed. So we moved them out [9:56] and we were able to move out uh a little bit more than 15.5 million out on the other year. [10:01] so by getting approval for this 15.5 it doesn't change our overall budget for fy 27 going [10:06] forward. So that's just to kind of give you an idea we were able to move some money [10:09] around to make this a little easier for the approval. So be happy to answer any. [10:14] >> questions. Any questions from michael. All right. >> well thank you sir. Uh all. [10:23] >> right entertain a motion to adopt resolution e1. Make a motion. Second.
