like to begin by acknowledging that [0:41] we're Gathering here on the traditional [0:44] territory of the shet MC people with [0:46] whom we share these lands and where we [0:49] live and we work [0:54] together there was a tragedy in our [0:56] community this weekend [1:00] a very difficult [1:03] one a young man walking across a [1:08] lake fell through the [1:13] ice the dive team from Vancouver is [1:17] presently on a recovery Mission out in [1:19] the [1:24] lake we are thinking of his [1:28] family we're thinking of his [1:31] friends people surrounding [1:35] him the RCMP the search and [1:38] rescue fire department [1:41] personnel that were on hand for this [1:43] very difficult [1:46] situation it's unconscionable to [1:50] me losing a son in that [1:57] way so we will support in the best way [2:00] that we [2:02] can the families that are involved and I [2:06] know it touches the whole [2:10] Community special thanks to staff [2:13] sergeant Simon [2:15] Scott and his communication with the [2:18] city with our CAO with our human [2:21] resources personnel [2:25] here we'll update you um as we hear [2:30] here and hopefully um the recovery [2:34] Mission will be [2:36] successful and provide the family with [2:39] just any kind of uh of hope so I'm very [2:45] sorry to report [2:53] that we have a an agenda that's uh been [2:57] presented to us I'll accept accept a [3:00] motion to adopt that agenda councelor [3:03] canilla councelor Canon thank you all [3:06] those in [3:10] favor passes [3:13] unanimously counselor's disclosure of [3:16] interest if you have any disclosure of [3:18] interest on any of the regular council [3:21] meeting agenda items please indicate [3:27] so councelor canala please go ahead [3:30] item [3:34] 9.3 item 9.3 thank presentation with which I'm sad to miss [4:09] the samon arm Arts Center uh and art [4:12] gallery the my employer the FK music [4:14] Society works with um this organization [4:18] uh and partners and sponsors the wow [4:20] event so I'll be stepping up for that [4:22] thank you councelor [4:24] ganella any further disclosures from [4:28] counselors seeing none we'll go to [4:30] confirmation of minutes of the regular [4:32] council meeting of January the 27th I [4:35] would take virtual mover and seconder if [4:37] there are there councelor lavry thank [4:38] you for the move move of that [4:41] motion councelor Wallace Richman would [4:43] second any additions to dels to those [4:48] minutes see none I'll call a question [4:50] all those in [4:53] favor any business [4:56] arising thank you that passes [4:58] unanimously [5:00] we have three committee reports again [5:03] counselors we don't need to move the [5:04] minutes but I will go through each one [5:06] of them and give you time if you wish to [5:09] bring forward any item first 7.1 is the [5:12] social impact advisory committee meeting [5:14] minutes of January the 24th for your [5:22] information second set is the Greenways [5:25] liaison committee meeting minutes of [5:27] January the 23rd [5:31] yes councelor labry as chair of that [5:33] committee go ahead yeah thanks your [5:36] worship I just uh I won't get into in [5:37] detail but there's the a long list of uh [5:41] spreadsheets and tables of uh work [5:43] completed in 2024 what's on the 2025 [5:47] project update uh maintenance budget [5:51] essentially good news all around uh [5:53] including developments uh moving forward [5:57] uh legal developments moving forward [5:59] permitting uh work on with the school [6:01] district as well so all good there um I [6:04] just wanted to highlight besides when [6:07] you look at those spreadsheets and uh [6:10] followed out it's there's money that's [6:12] put in by [6:13] Partners incline stuff that's donated [6:17] and the total picture is leveraged [6:20] funding going forward to actually do [6:22] things um part of that Leverage is in [6:26] kind funding and I would just like to [6:28] note that uh in kind work from Brown [6:32] Johnson uh it's absolutely amazing and [6:35] helps the city move forward in in their [6:37] Trails as well as mrdt [6:41] contributions uh because mrdt recognizes [6:44] that our trail system or connectivity is [6:48] uh uh an attraction for tourism as well [6:50] is a great thing to do so I'll just [6:52] leave it there um but just to point out [6:54] that uh um that in kind stuff [7:00] the contributions are they come from all [7:03] over the community thank [7:05] you thank you councelor labry councelor [7:07] ganella did you wish to speak to those [7:10] minutes thank you worship um I'd like to [7:13] speak to the community Heritage [7:15] committee reports okay let's go to that [7:17] one that's 7.3 yes please yes thank you [7:21] um that we're going into the month of [7:23] February and at the end of the month we [7:25] have Heritage week and the meeting on [7:29] the 24th we're hoping to announce the [7:32] Heritage uh a winners as we do annually [7:35] during a regular council meeting great [7:38] thank you look forward to that thank [7:41] you any other business arising from [7:44] those [7:46] minutes okay we'll go to uh item eight [7:48] the Columbia Sho shop Regional District [7:50] update councelor Flynn if you have [7:52] something to share thank you thank you [7:53] we don't have a written report because [7:55] the board meeting is next Thursday but I [7:59] think it's next Thursday but um the [8:02] budget Committee of the whole meeting [8:05] was on January 30th that was budget one [8:08] kind of like what we're doing on [8:10] Wednesday budget one uh staff based on [8:14] discussion and direction from uh the [8:17] directors has taken budget one back and [8:21] is working on it um I don't know if uh [8:24] director labry had planned to provide [8:26] many details um I think it might be [8:28] better to wait for budget too but due to [8:31] some of the decisions we've made and [8:32] have been made uh there will be a [8:34] decrease in our requisition overall um [8:37] but the uh biggest area once again is [8:41] reserves for closures of [8:46] landfills and it's a significant [8:49] unfunded [8:51] liability it's very deep conversation [8:55] and director lavry and I talked about [8:57] whether we should invite [9:00] um Ben Van Nostrand present something to [9:03] Council on some of the details about [9:06] what landfill closures means so I will [9:09] economically and all of those things so [9:12] there is a solid waste review program [9:16] review and strategic plan review going [9:19] on it's almost as detailed if not as [9:23] detailed as our ocp review um and there [9:27] is a committee working on that but um [9:30] I'm just trying to gauge the desire of [9:34] council to hear about our biggest cost [9:37] item that we pay for at the csrd and to [9:40] get information from Mr Vin ostrand or [9:43] do you trust your two [9:45] directors I could comment on that uh [9:48] councelor Flynn I absolutely trust our [9:51] directors however I would like Mr van [9:53] nostran to come and talk to [9:56] us I want to understand why the [10:00] that replacement budget is so aggressive [10:03] I mean the jump in this year's csrd [10:06] requisition on that budget line is [10:10] enormous and uh I would like to [10:13] understand it better so if Mr van [10:16] nostran is able to come and speak to us [10:18] I think it would be good for all of [10:19] council to hear it firsthand okay thank [10:21] you and I'm glad to hear your trust of [10:23] your two directors or counselors is not [10:26] predicated on the budget or Solid Waste [10:30] but um do you think we would want to try [10:33] to get him here for the planning meeting [10:35] next [10:36] Tuesday um I'll leave that between you [10:38] and the CFO or CEO um for a later [10:42] discussion okay thank you councelor [10:46] lavry thanks your worship and thanks to [10:50] councelor Finn for bringing this up um [10:52] I'm not sure when is best for uh for Ben [10:56] to come I think that again the final [10:58] vote on the budget will not be until [11:01] March uh the next committee that hold is [11:03] the end of February so there is a bit of [11:05] time there just as's a preview and the [11:08] Regional District board is having this [11:11] discussion there is no doubt that this [11:14] is a significantly [11:17] underfunded [11:19] um line item based on changing [11:22] expectations from the province of best [11:25] practice for closing landfills and we're [11:28] in this situation [11:29] because people are including myself of [11:33] everything we throw [11:35] away and nobody's paid a lot of [11:39] attention not to the day-to-day [11:41] operations but the closure of it so the [11:44] in the you're right your worship [11:46] significant increases over the next five [11:50] years projected [11:53] out additional increases every year [11:56] which are not even going to scratch the [11:58] surface of getting to even a portion of [12:01] the reserve needed the uh discussion at [12:04] the regional district table has been uh [12:07] and there trade-offs no matter what you [12:09] do if you up the fees for those who are [12:11] dumping that discourages people to dump [12:13] illegally so it's a of it's an alive [12:16] vibrant conversation I think Ben can [12:18] talk about those options um I think that [12:21] uh I'd leave it to uh councelor Flynn [12:25] the vice chair to work that out I don't [12:27] think we personally I don't think we [12:29] need it right away um it's going to be [12:31] part of the [12:32] requisition um and it it' be I think it' [12:35] be highly informative for this table to [12:37] have their their heads around the [12:39] absolute dilemma of how to even [12:42] partially fund this reserve for what's [12:46] anticipated down the line so uh I'd [12:48] encourage us to do it thank you great [12:51] thank you councelor labry councelor [12:52] Flynn one more comment yeah just a quick [12:54] consensus does do we feel it would be a [12:57] better thing to do at a planning meeting [13:00] or a council meeting because that'll [13:01] help me and I do agree with councelor [13:03] lavry it's not necessarily as urgent as [13:05] next Tuesday because the next this [13:08] budget two for csrd is at the end of [13:11] February and the approval of the budget [13:13] is March um so and I do want to thank in [13:16] advance councelor lingren who's going to [13:18] attend budget two session because of my [13:21] absence so thank you um chief [13:24] administrative officer um that would fit [13:27] into a planning meeting sometime uh um [13:29] when councelor Flynn and yourself thinks [13:31] that it might fit would that be okay to [13:32] do it that way absolutely your worship [13:35] thank you very much thank [13:37] you okay let's move forward then um to [13:41] staff reports uh 9.1 as the Chief [13:44] Financial Officer parcel tax roll over [13:47] roll review panel there is a motion if I [13:50] can have a mover into second or it's to [13:51] set a date for that thank you councelor [13:53] lingren councelor ganella I'll ask our [13:55] Chief Financial Officer if he wishes to [13:58] um say more than uh the motion describes [14:01] there uh Drew your your worship it's [14:04] just the standard uh personal tax to [14:07] authenticate the role that happens every [14:08] year as described in the motion if [14:11] there's any questions I'm available [14:12] great thank you councel has any [14:14] questions around that [14:18] motion okay I'll call the question all [14:20] those in favor [14:30] councelor Wallace Richmond I'm just [14:32] waiting for your vote there it is thank [14:33] you that passes unanimously we'll go to [14:36] 9.2 chief administrative officer ubcm [14:40] and silga meeting [14:45] expenses your worship my apologies there [14:48] is one minor correction for this motion [14:51] okay um instead of travel to ubcm and [14:54] silga it is ubcm and [14:57] fcm yeah thank you [14:59] um councelor Flynn you're willing to [15:01] move that motion I am second councelor [15:04] ganella thank you chief administrative [15:06] officer speaking to the [15:08] motion thank you worship um this is [15:12] intended just to allow staff to make [15:16] travel Arrangements on behalf of [15:18] councelor Wallace Richmond and then seek [15:20] reimbursement from ubcm and fcm there is [15:24] no cost to the city the city does [15:27] um up front pay for the room but seeks [15:31] reimbursement so there is no um no net [15:34] impact to the city thank you questions [15:38] or comments from Council councelor Canon [15:40] thank you just a quick question um [15:43] looking at this this is for the travel [15:47] arrangements and is there pdms for that [15:52] are in here too that are administrated [15:54] through ubcm and fcm the chief [15:57] administrative officer [16:00] my apologies your worship I didn't hear [16:02] the end of what um councelor Canon said [16:05] go go ahead councelor Canon if you want [16:07] to repeat the question does this include [16:09] uh pums that [16:13] are that councelor Wallace richm would [16:15] get through ubcm and [16:18] fcm chief administrative officer through [16:21] your worship no this is just for the [16:24] accommodation piece so just travel and [16:28] hotels just the hotel okay and then uh [16:31] the city seeks reimbursement so the [16:34] executive assistant will book the room [16:37] and and then we'll put in the um [16:39] submission for the [16:41] claim okay can I just I just have one [16:44] more question yeah go ahead no so I know [16:47] so this is the travel Arrangement so [16:49] when councelor Wallace Richmond goes to [16:53] ubcm and fcm in her positions that she [16:56] holds does she get per DMs [17:00] then from the city and only the city or [17:03] does she get it from those [17:06] groups I see councelor Wallace Richmond [17:08] is willing to comment as well so can I [17:10] go your yeah councelor Wallace Richmond [17:12] please go ahead uh thank you your [17:14] worship I appreciate the work the staff [17:16] does to help me with these bookings [17:19] often these uh meetings are organized [17:21] months in [17:22] advance um and [17:25] many meetings being organized months in [17:27] advance means quite a few bookings and [17:30] um their help is much appreciated the [17:32] ubcm board pays its [17:36] own uh per DMS and reimburses any travel [17:42] the city's role in ubcm is strictly to [17:44] book the hotel room ahead of time and [17:46] then seek reimbursement directly from [17:48] ubcm for fcm there is a small [17:51] communities travel fund uh my [17:53] understanding is that fund pays for [17:55] travel and accommodation for any upcm [17:59] board meeting uh but not fcm [18:02] convention um and ubcm doesn't pay for [18:06] my convention time either so there are [18:10] uh there's about uh I would say up to [18:15] five days of per dm with fcm work maybe [18:19] a few more that are covered by the city [18:21] my understanding is the small Community [18:22] Fund may not actually cover that but I'm [18:26] I'm I'm not aware of the specific detail [18:29] of the only that I can only use the [18:31] small communities fund for fcm travel [18:34] and accommodation for board meetings and [18:36] nothing [18:39] else y thank you councelor Canada do you [18:41] have any any other questions or comments [18:44] you want to [18:45] make so I so this motion is for ubcm and [18:52] fcm not silga and so my understanding is [18:57] through you your worship to counselor [18:59] Wallace Richmond you only get you get [19:01] the pums when you're there through the [19:04] city of Salmon [19:05] Arm correct only for let's just let's [19:09] just go back to the motion so the motion [19:13] is to have staff manage the [19:15] accommodation Arrangements in advance [19:17] for ubcm and fcm that's the motion that [19:20] we're talking about right now so if [19:22] there's further questions outside that [19:24] motion certainly we could handle it but [19:26] let's handle a motion first so councelor [19:28] do you have further comments around the [19:30] motion piece or would or would would [19:33] that information affect your vote on the [19:35] motion no it won't I would just reading [19:37] the background and trying to get my head [19:39] wrapped around exactly what it all means [19:42] so I'll ask later your worship okay [19:46] thank you other speakers to the motion [19:48] councelor Flynn speaking to the motion I [19:51] will vote in support it's a zero impact [19:54] to the community it provides the [19:57] community with value and I guess we [19:59] shouldn't say there's no cost because [20:01] there's the staff time to do it but [20:03] that's minimal so I will vote in support [20:05] of the motion and if we discuss the [20:08] other issue further I will comment on [20:09] that okay thank you yeah I will allow a [20:12] discussion after this motion if uh a [20:14] councelor wishes to bring it up um [20:17] councelor Ling speaking to the motion [20:19] yeah is there a cost savings if the city [20:22] does the booking rather than councelor [20:23] Wallace Richmond booking her own [20:25] accommodation chief administrative [20:27] officer three your worship uh the city [20:30] doesn't have any preferential rates but [20:33] it is um an assistance to councelor well [20:36] searchman due to the fact that it is [20:39] time consuming to make these [20:41] arrangements and there's lots of them so [20:43] we have administrative staff that we can [20:45] help out with that okay [20:48] thanks are there any other speakers to [20:50] the [20:52] motion seean I'll call a question all [20:54] those in favor [20:58] that passes unanimously councelor Canon [21:01] can I come back to you now if you have [21:03] further questions around the report if [21:06] you just press your button and I'll get [21:07] your mic on for you yeah it was just I [21:10] was just [21:11] curious if counselor Wallace Richman [21:15] gets paid per [21:20] DMS through [21:22] fcm or the [21:24] city and also for ubcm if she gets pums [21:30] paid through ubcm or the city daily pums [21:34] and then while we have the typo up there [21:36] I was curious about silga also if they [21:39] pay per Dums when she attends in [21:42] official capacity just curious got you [21:46] councelor Wallace Richman can I pass the [21:47] microphone over to you once more yes of [21:51] course uh thank you important that we [21:53] understand how this works I receive a [21:55] prum for every day I'm away uh [21:59] on behalf of as an elected uh sound [22:03] armed counselor on behalf of silga ubcm [22:05] and fcm silga [22:07] pays uh its per DMS directly to its [22:11] directors ubcm pays its per DMS directly [22:15] to its directors and [22:18] fcm uh fcm does not pay its directors to [22:24] attend meetings but the province of BC [22:27] through ubcm has set up a small [22:29] communities travel fund specifically to [22:32] allow for small communities to be [22:34] represented at the fcm board and any [22:38] expense related to my time there on at a [22:40] board meeting uh travel accommodation [22:44] and and per DMS as I understand it is [22:47] reimbursed to uh the city from the fcm [22:51] small communities travel fund run [22:54] through ubcm it's very complicated but [22:57] it was a wise decision of ubcm to make [23:00] sure that small communities could also [23:03] play a role on that uh at that National [23:05] table and I'm grateful for uh for that [23:09] fund's existence I do need specific [23:13] Clarity around whether they [23:15] reimburse [23:17] um P DMS uh but because I don't process [23:23] the uh the reimbursements I I I wouldn't [23:27] be able to tell you I do charged I do um [23:30] submit them though counc Canon do you [23:34] have further query there so you submit [23:37] your PDM [23:38] to whichever affiliation you're with so [23:41] it has zero cost to the city for pdms I [23:44] didn't realize that I thought maybe the [23:45] city paid the prum at at most it would [23:49] be some it would be fcm [23:52] pums but fcm is only two meetings a year [23:56] well that's great because it's a good [23:58] value value having you representing [24:00] those those boards so awesome thank you [24:04] thank you for the clarification C Flyn [24:06] did you want to speak I was just going [24:07] to clarify ubcm but because I sat on [24:10] that through being president of silga [24:12] and all those pdms are paid separately [24:15] the fcm one is confusing and has been a [24:17] discussion point at the csrd table um [24:21] because there's a chance that there [24:23] might be a pum or two days in a year [24:27] charged to the csrd when director Martin [24:31] was on [24:32] fcm if we have to deal with that I think [24:35] we should because I fully would support [24:37] it thank you very much I think it was [24:39] just a matter of information so [24:41] appreciate the discussion there we will [24:43] go to [24:44] 9.3 um councelor ganel I think you're [24:48] leaving for that one [24:55] okay so item [24:57] 9.3 Deputy corporate officer is going to [25:00] speak about the lease of 5413 Street [25:03] Southwest seminar folk music Society [25:06] there is a motion um I'd like to get on [25:09] the floor if I could have a move in a [25:11] second councelor Canon would move and [25:13] councelor Flynn would second thank you [25:16] um I'll ask our Deputy um corporate [25:19] officer to speak to the [25:21] report thank you your worship the salar [25:24] folk music Society has been occupying [25:27] the building at 5413 Street Southwest [25:30] since [25:31] 2015 they've been using it as the office [25:35] for um the folk music Society roots and [25:39] blues um they've made some significant [25:41] improvements to the building over the [25:43] years and they've expressed an interest [25:44] in continuing to occupy that spot and [25:48] have requested an additional five-year [25:50] lease at a nominal [25:53] rate thank you very much for that and [25:55] for the report counselors I'll open up [25:57] to you if you have any questions of Miss [25:59] Pont or comments she wish to [26:04] make seeing none I will call a question [26:06] all those in [26:11] favor that passes unanimously thank you [26:15] we can invite councelor ganella back in [26:30] I bet he thought we were going to be [26:32] longer than [26:36] that he was leaving for 20 [26:42] minutes we work fast without you [26:44] councelor [26:47] ganella welcome back okay we will go to [26:51] item 94 director of engineering Public [26:53] Works climate resilient plan steering [26:55] committee there is a motion for [26:57] consideration I could have a mover and a [26:59] seconder councelor linger would move [27:01] that counc canel would second thank you [27:04] I'll ask our director of engineering and [27:06] Public Works to speak to the part thank [27:09] you worship so on January 13th of this [27:11] year Council approved the development of [27:12] the climate action resiliency plan and [27:16] in accordance with the RFP the in [27:18] preparation of the CRP requires the [27:21] formation of a climate resiliency [27:22] steering committee to provide local [27:25] expertise guidance strategic Direction [27:28] um [27:29] for the development and support and [27:30] influence its implementation within the [27:34] community the attached terms of [27:35] reference are outline the Mandate scope [27:38] of the members of this steering [27:40] committee which staff are is proposing [27:43] to consist of 22 members formed from a [27:45] combination of external organizations [27:48] City committees and citizens at [27:51] large um Alternatives and implications [27:54] should Council not choose to form this [27:57] climate resiliency steering committee [27:59] staff would will proceed with the [28:01] development of a working group uh made [28:03] up of City staff csrd staff and in [28:06] consultation with First Nation [28:08] Representatives um the outcomes would [28:11] then be forwarded to these organizations [28:13] uh for review and feedback um ultimately [28:17] Staff feel that this is a uh not the [28:20] best way to go about it um however that [28:23] is an option um and communication upon [28:26] Council approval of formation of this [28:28] steering committee staff would contact [28:30] organizations uh proposed in the terms [28:32] of reference to request participation [28:35] and in nominating members and staff will [28:38] also advertise for the recruitment of [28:39] three um citizens at large um this [28:43] resulting list uh will be reported back [28:45] to council for formal review and [28:48] appointments great thank you very much [28:51] um the director of engineeri and public [28:52] works councelors I'll open it up to you [28:55] to comments or questions councelor [28:57] lingren [28:58] thanks your worship um yeah I'm uh um in [29:04] principle uh in favor of having a [29:06] steering committee Vernon has had a [29:09] and uh climate ambassadors since they [29:12] instituted their plan A couple of years [29:14] ago and I think that that's helped it be [29:17] very successful [29:19] I'm uh curious about the terms of [29:24] reference um the city doesn't seem to [29:27] have a seat on the steering committee is [29:30] that just implied that somebody from the [29:32] city would chair it or how does that [29:35] work thank you I I see under the [29:37] procedures that it says the crpc will be [29:40] chaired by the consultant um but I pass [29:43] your question on to the director of [29:44] engineering and Public Works City it [29:47] would be chaired by the consultant and [29:49] there would be City staff attending the [29:51] meetings um but really we're looking for [29:53] feedback from this committee and then [29:55] there's still a a working committee made [29:57] up of the csrd staff and as well as [30:01] First Nation so there is a working [30:02] committee as well good councelor lingam [30:05] please continue yeah so would the city [30:07] have a voice but no [30:08] vote uh if motions were to come forward [30:11] from this steering committee a director [30:15] of engineer and Public Works your [30:17] worship um this this steering committee [30:19] is is essentially a it's not for [30:22] creating content is for review and so [30:24] any comments would go back to the [30:25] working committee and be reviewed with [30:27] the cons consultant again and then come [30:29] forward to council if anything was [30:31] required okay that makes sense um just [30:34] one uh typo I think and it's probably a [30:39] um anyway just an oversight in the terms [30:42] of reference the Salmon Arm Bay nature [30:44] enhancement Society we're missing the [30:47] word enhancement [30:49] so thank you thank you for that uh [30:51] councelor lingren counselor lavy please [30:54] go [30:56] ahead yeah thanks your thanks the staff [30:59] uh good good good things happen to those [31:01] who wait and it's great to see this uh [31:03] being here in a timely matter I um I [31:06] would just emphasize the nature of a [31:08] steering committee I think you worship [31:10] have already done it we've seen the role [31:12] of a steering committee and in the ocp [31:14] process it's uh it it's to ensure that [31:19] the work that's being done is within the [31:22] guidelines of uh the input that's there [31:25] I have one question your worship through [31:26] you to staff and that's about membership [31:30] um I don't [31:32] see and 22 members is a pretty healthy [31:36] table um I don't [31:39] see membership from First Nations [31:42] indigenous [31:44] community and I know that on the uh [31:47] active Transportation task force we were [31:50] 21e worship maybe at a at a at a time um [31:54] we did send out invitations sometimes [31:56] not all members could make it but um we [31:59] did have unless I've missed it but I I [32:01] don't see it on the list there and I [32:03] think it's uh I was going to say worth [32:05] considering but I think it's more than [32:07] worth considering I think the [32:08] invitations would need to go [32:10] out I'll pass that to the director of [32:12] engineering public works if he has any [32:15] comments um I appreciate the comments uh [32:18] in regards to the steering committee um [32:20] the working group would have uh First [32:24] Nations representation on that group as [32:26] well so we are working to try and find [32:28] out who would be available to attend the [32:30] working group meetings so but we will [32:33] consider the steering committee as [32:35] well thank you councelor lavry just [32:38] before I go to the next speaker did you [32:39] have anything else you'd like to share [32:41] or say yeah um no I I think [32:45] um thanks for that response [32:48] I I think it I would suggest it needs to [32:51] be more than considered I I would to [32:53] consider I think that the uh I think is [32:57] important to [32:58] issue uh a request along the same [33:03] process that uh is there um and uh to do [33:07] and and to have done that and then the [33:10] the determination of participation uh to [33:12] that invitation is then within uh other [33:16] communities thank you thank you [33:19] councelor Flynn please press your button [33:22] sorry thank you worship um on the last [33:24] page of the terms of reference it says [33:27] the C R PSC is unlikely to have any to [33:30] make any decisions as their main rol is [33:32] to provide advice and expertise for [33:34] consideration and improving the content [33:36] and they'll make its decision making by [33:39] consensus um where everything has to be [33:42] unanimously agreed to so I guess my [33:44] first comment was I can't imagine a 22 [33:47] person [33:49] committee having to make unanimous [33:53] consensus [33:54] decisions um I also can't imagine adding [33:56] more people to the 22 person committee [33:59] so I guess I'm not really understanding [34:01] the difference and they're not making [34:03] decisions so I'm not really [34:05] understanding what the role of this [34:07] group is compared to the working group [34:09] because I wasn't intimately involved [34:11] with the ocp process so um I'm concerned [34:14] about the size of the committee I'm [34:16] concerned about the comment that it's [34:18] got to be consensus decision making [34:20] because that could be or unanimous could [34:23] be very difficult and might stifle good [34:26] conversation um [34:28] but I don't know what decisions they [34:29] will be making because it says they're [34:31] not a decision-making group so I've got [34:34] all kinds of questions if others feel [34:36] this is the way to go I support it but I [34:40] haven't had much success with 22 person [34:42] groups or [34:43] bigger what I can say to you councelor [34:46] Flynn is I can only talk about my [34:48] experience with the steering committee [34:50] and the official community plan and I [34:51] think it sort of parallels this and with [34:54] the same wording the steering committee [34:55] and our steering committee for the [34:57] official commune plan I kind of went [34:58] into it with um I wondered as well [35:02] because there it's a big committee [35:03] there's about 20 people on it but what I [35:05] can say is it worked extremely well um [35:08] and I anticipate that this will [35:10] too um and the reason it worked well was [35:13] because each of the members understood [35:15] what their role was and their role was [35:18] not to um bring their bias of content to [35:21] the official community plan but rather [35:23] to take in the information which is what [35:25] this group will do and make sure that [35:28] the information is reflected um that is [35:31] being considered by the working [35:33] committee so it's kind of they take the [35:36] information they make sure that what's [35:39] being said is reflected in the in [35:41] information that goes to the working [35:42] committee uh we also worked on a [35:45] consensus basis and consensus and [35:48] unanimous aren't quite parallel um there [35:51] was some give and take for sure on the [35:53] ocp steering committee but because [35:55] everyone understood what their role was [35:58] um as as it became apparent if I was the [36:01] only person out on on thinking that that [36:04] maybe shouldn't go in there the [36:06] consensus piece came about and you know [36:08] people would leave that and so there was [36:10] some give and take so it work there um I [36:14] know it's a lot of people on a committee [36:16] but it's hard to leave any of those [36:17] groups out so um that will be my comment [36:21] there okay and then for [36:24] clarity like the ocp which we play a [36:28] bigger role as Council I think but [36:29] nothing this committee doesn't make [36:32] decisions without it coming back to [36:33] council so I'll just ask the director of [36:35] engineering Public Works my understand [36:37] as the working committee would then [36:38] bring any any uh recommendations to [36:41] council you're correct your worship this [36:44] this is um the information the [36:46] discussion that comes back from the [36:47] steering committee would go through the [36:49] working group uh in consultation with [36:52] the consultant and then that would come [36:54] back to council okay thank you [36:58] councelor lingren um I'm gon to try this [37:00] button and see if it lights up your it [37:02] did okay oh it sorry press it again [37:06] councelor [37:09] lingren all right please go ahead thanks [37:13] um just a comment about the uh three [37:16] citizens at large it says that includes [37:18] one youth representative and one senior [37:21] representative and I would like to make [37:24] a motion to change that and then I'll [37:26] speak to that and my motion would be [37:28] that one includes a youth under 18 and [37:32] one person is under the age of [37:37] 30 okay sorry I just want to understand [37:39] your um [37:42] your Amendment again I would like to [37:46] remove the piece that says that includes [37:48] one youth representative and one senior [37:50] representative and replace it with one [37:53] youth under 18 and one youth or one uh I [37:58] don't know what we call them young adult [37:59] under the age of 30 okay understand is [38:02] there a seconder to that [38:06] Amendment um if you want more [38:08] information you can second [38:12] it thank you seconded by councelor [38:14] ganella please speak to your Amendment [38:17] councelor lingren trying to follow the [38:19] process here um so it's my experience [38:22] from uh chairing and participating in [38:25] many of the Committees that the city is [38:26] involved in the nonprofits and [38:29] organizations around town that many many [38:31] of the people that have the time and [38:32] money and uh free time to uh participate [38:36] in these are well over the age of 60 and [38:39] it would be my assumption that we are [38:42] not going to have any problem getting [38:43] representation from senior citizens or [38:46] people over the age of 60 and I hesitate [38:48] to use senior citizens because that [38:49] includes me uh in that group um my [38:53] concern is that it's more difficult to [38:56] get representation from uh high school [38:58] students and people in their 20s and I [39:02] think that they have a very valuable [39:04] perspective that may not be represented [39:07] by any of these other groups in town and [39:10] I think it's really important that we [39:12] include their [39:14] voice thank you um further speakers to [39:17] the [39:18] amendment councelor ganella then [39:20] councelor Wallis [39:22] Richmond uh thank you for the um the [39:24] opportunity to speak on the amendment I [39:26] just want to have a question to [39:28] regarding the motion are we now leaving [39:31] out and one senior representative is [39:33] that's the intention yes the in Brackets [39:36] piece would be left out and instead it [39:38] would say that includes one under 18 [39:40] person and one under 30 person I I sort [39:44] of in a way I have to uh reject that in [39:48] my own opinion is for the fact of a bit [39:50] of aism on that but I do I what I did [39:53] support was one under 18 specifying then [39:55] one under 30 I can totally live with but [39:58] in the sense of just showing a sense of [40:00] inclusion I have a problem with us [40:02] suddenly saying you removing that part [40:04] of the part that's a senior although we [40:06] do have a high frequency of involvement [40:09] I just think just as an optical I would [40:11] I have a problem with that thank you [40:13] councelor ganella um okay so councelor w [40:16] Richman you're not speaking on the [40:18] amendment councelor Flyn did you want to [40:19] speak on the amendment yeah okay please [40:21] go ahead I will not support the [40:23] amendment because I feel we are pigeon H [40:26] holding and assuming and I randomly [40:29] picking 30 why wouldn't it be under 40 [40:31] because honestly the 30 to 40 age band [40:34] probably has similar thoughts so I feel [40:38] we should stay away from mentioning any [40:41] age except I agree a student of some age [40:44] is okay but if they're a 22y old [40:47] University student that should be fine [40:49] in my mind so I'm not going to support [40:51] the the amendment I feel it's too [40:55] specific um [40:58] and I don't think it needs to include [40:59] one senior either because a good chunk [41:02] of those people councelor lingren is [41:04] right about a good chunk of those [41:05] Representatives may be somewhat similar [41:08] to me with gray hair and some experience [41:10] so I'm fine with the way the terms of [41:12] reference are as they said thank you [41:14] councelor Flynn any other speakers to [41:16] the amendment councelor lingren I'll let [41:18] you close unless someone else wants to [41:20] speak to it councelor lingren go ahead [41:21] oh oh you pressed twice press again I [41:24] messed [41:26] up okay [41:27] don't touch those buttons councelor [41:30] lingren please go ahead um so I would [41:33] based on the feedback I would be willing [41:34] to change my Amendment so that it just [41:36] reads one student representative and [41:40] remove the senior representative okay [41:42] we're going to vote on this amendment [41:43] and then if you want to make a different [41:44] amendment that will be [41:46] fine do you wish to speak to the [41:48] Amendments on the floor right now I just [41:52] did well sort of okay uh any other [41:55] speakers to the amendment that is on the [41:57] floor [42:00] presently okay hearing none I will call [42:02] the question on the amendment that's on [42:04] the floor presently all those in [42:08] favor any [42:10] opposed okay that Amendment does not [42:12] pass with councelor lingren in favor the [42:15] rest opposed are there any further [42:18] discussions councelor lingren please go [42:20] ahead I'd like to make another attempt [42:23] at an amendment to remove the section [42:26] that says that includes one youth [42:28] representative and one senior [42:29] representative and replace it with [42:32] one do we want student or youth under 25 [42:35] or one student I [42:37] think okay one student under 25 is that [42:41] what you'd like it to [42:42] say sure we'll try that and see what [42:44] happens is there a seconder to that [42:46] Amendment councelor Flynn will second [42:48] the amendment councelor lingren speaking [42:50] to the amendment yeah I I think that [42:53] we're going to have a a um adequate or [42:58] generous a generous uh smattering of [43:00] senior representation and I don't think [43:02] that we want to limit the citizens at [43:05] large to fill that role and so if we [43:08] include one youth uh specifically that [43:11] would be an a good perspective to bring [43:13] in and it's one that we often Overlook [43:16] and I think on climate change they have [43:17] a very unique perspective and uh we need [43:20] to be able to hear their [43:21] voice okay presently it says that [43:24] includes one youth representative and [43:25] one senior representative and your [43:27] replacing that with one student under 25 [43:30] so my understanding of the amendment [43:31] councelor Flynn thank you worship I [43:33] seconded this amendment even though it [43:36] does say an age but it does say a [43:37] student and honestly if we only had one [43:40] student it was 26 that applied I'm [43:41] pretty sure we would be able to deal [43:43] with it so I do think a student whether [43:46] it's high school or early University [43:49] would provide a perspective that is [43:52] needed so I can support this thank you [43:54] councelor Flynn further speakers to the [43:57] amendment um councelor Wallace Richmond [44:00] did you want to speak to the amendment [44:03] yes this one please um I'm I'm sorry uh [44:07] we're gonna have to vote against this um [44:10] part of the role of the citizen as large [44:12] is is people might see themselves um as [44:16] not being involved in any particular [44:18] type of [44:19] organization um with a role to play um [44:23] in this particular steering committee so [44:26] I I I don't want to keep it too [44:28] prescriptive I [44:30] think we we would like to have a a young [44:34] person on the committee and we would [44:36] like to have um a senior on the [44:39] committee so we might give someone an [44:41] opportunity who hadn't otherwise uh [44:44] thought about it to who might have um [44:47] important concerns about climate change [44:50] to be able to have a role remember [44:52] everyone on this committee is playing an [44:54] advisory role um and represent their [44:57] group it doesn't matter what age they [44:59] are or how long they've been doing it um [45:02] and I think there are plenty of people [45:05] in the community young and old who would [45:08] uh be excellent uh representatives and I [45:11] think we at the very least need to um go [45:14] out and and and make that known and seek [45:17] them out and see who who decides to uh [45:20] put their name forward it at that point [45:22] I'd be in a better position to decide [45:23] thank you thank you councelor Wallace [45:26] Richmond councelor lingren thanks if I [45:29] may I just want to respond to that um so [45:32] what I heard there is that we should be [45:34] less prescriptive which is what I'm [45:36] aiming for here we would still have [45:38] three citizens at large two of them [45:40] would be open to whoever would like to [45:43] apply uh including seniors including [45:46] people in their Middle Ages uh male [45:48] female Multicultural backgrounds [45:51] whatever it takes and I think that's the [45:53] goal here is to be less prescriptive [45:55] about who sits in these seats [45:57] and opening it up to uh uh a [46:02] no no guard rails uh one senior is quite [46:06] prescriptive actually and may limit a [46:09] 55-year-old from applying who comes with [46:12] a very interesting perspective or [46:14] background so I think that it's really [46:17] important that we take out the senior [46:18] prescription and leave it open to [46:21] whoever is [46:23] interested thank you councelor lingren [46:25] any other comments on the amend [46:28] Amendment could I just clarify with the [46:30] director of engineer and Public Works [46:32] the three citizens at large when people [46:35] apply for those positions will those [46:39] Position will those names come forward [46:40] to council and Council will select the [46:43] three that's my understanding yes okay [46:46] thank you all right any other speakers [46:48] to the [46:51] amendment I'll call a question on the [46:53] amendment all those in favor [47:00] opposed councelor ganela sir I missed [47:03] your vote I was for [47:06] okay uh the amendment does not passed [47:09] councelor lavry councelor WS Richmond [47:10] councelor Canada myself [47:13] opposed is there any other discussion [47:15] around the [47:19] motion seean call a question on the main [47:21] motion as stands all those in favor [47:27] any [47:28] opposed that passes unanimously thank [47:31] you very much thank you to the director [47:33] of engineering Public Works putting that [47:35] together for us okay we'll go to item 10 [47:39] introduction of [47:41] bylaws 10.1 is zoning mment bylaw number [47:45] 4691 Pacific address 680 10th Street [47:48] Southwest the owner is G&G Walters the [47:51] agent is G Gary Arsenal um there's a [47:55] motion if someone would like to move it [47:58] to get it on the [47:59] floor councelor ganella would move [48:02] it seconded by councelor lavry thank you [48:06] I'll ask [48:08] uh hello Miss Pont nice to see you [48:11] you're gonna speak to this [48:13] report yes thank you your worship uh the [48:16] subject property is located at 680 10th [48:19] Street Southwest south of the Trans [48:21] Canada Highway and East of 10th Street [48:23] Southwest and Picadilly Mall the subject [48:26] property is designated high density [48:28] residential in the city's official [48:29] community plan and zoned r10 residential [48:33] in the zoning bylaw The Proposal is to [48:35] rezone the parcel from the r10 [48:37] residential Zone to the R5 high density [48:40] residential Zone this is to allow for [48:42] construction of a multif family [48:44] residential development the subject [48:46] property is located in an appropriate [48:48] location for high density housing forms [48:51] as it has good access to Transportation [48:52] routes recreation parks commercial use [48:56] use es a library and a post office once [48:59] Consolidated with the property located [49:01] at 710 10th Street Southwest the subject [49:04] property would meet the requirements of [49:06] the R5 Zone with respect to minimum [49:08] parcel width and parcel area future [49:12] development would require a residential [49:14] development permit at which time site [49:16] access building massing form and [49:19] character and Landscaping will be [49:21] reviewed given that the proposed [49:23] resoning is consistent with the ocp [49:25] staff are supportive of the res Zone [49:27] subject to the conditions of LW [49:30] consolidation and Ministry of [49:31] Transportation and Transit approval [49:34] staff are available should Council have [49:36] any questions thank you great thank you [49:38] very much for your summary of your [49:40] report I'll open it up to counselors for [49:42] any questions you might have of Miss [49:44] Pont or if you want to make a [49:51] comment I see no speakers I'll give you [49:54] another little minute if you want to [49:55] think about it [49:58] okay I see no speakers so I will call a [50:00] question all those in [50:04] favor that passes unanimously thank you [50:06] very much we will go to item 102 which [50:10] is zoning Amendment bylaw [50:12] 4689 Civic address is 560 580 610 shop [50:16] Street [50:17] Southeast um limited company and the uh [50:21] uh agent is also the owner there is a [50:24] proposed motion um to read this first [50:26] second and third time um if I could have [50:29] a mover and a seconder councelor Canon [50:31] would move councelor lry would second uh [50:34] counc lavry yes with second thank you [50:37] very much um oh hello Miss Jeffrey [50:41] welcome you're going to speak to this [50:43] report yes thank you your worship the [50:46] subject properties are 560 580 and 610 [50:50] shwap Street Southeast there is [50:52] currently one single family dwelling on [50:55] 560 Street and the other two are vacant [50:59] the properties are designated in the [51:01] official community plan as high density [51:03] residential and are zoned [51:07] r10 the purpose of the zoning Amendment [51:10] application is to rezone the subject [51:12] Parcels from r10 to R5 high density [51:15] residential in order to permit a future [51:18] multif family residential [51:20] development staff are supportive of the [51:22] rezoning should the following conditions [51:24] be met consolidating of the subject [51:27] properties uh conduct a traffic impact [51:31] assessment and Ministry of [51:33] Transportation [51:35] approval um could you go to appendix [51:38] nine [51:40] please once Consolidated the subject [51:43] property would satisfy the minimum lot [51:45] area requirement of R5 Zone staff want [51:49] to correct information given to the [51:51] development given at development and [51:54] planning meeting December 16th 2024 the [51:58] maximum allowable units permitted with [52:01] density bonuses would be 46 [52:03] units 36 without [52:06] bonuses since the proposed resoning [52:09] aligns with the ocp staff are supportive [52:12] of the [52:13] application thank you very much thank [52:15] you for your summary of your report and [52:16] for noting that correction counselors [52:19] I'll open it up to you and know we [52:20] talked about it at planning but [52:21] certainly there's opportunity to ask [52:23] questions or comment here [52:27] councelor Flynn thank you worship and I [52:29] support this motion and we'll vote in [52:31] favor [52:33] um it's designated RI or uh high density [52:39] in this area in the ocp and that's [52:42] because it's close to downtown and we [52:44] expect people will drive less and things [52:46] like that the last one which was right [52:49] near a mall did not have a requirement [52:51] for traffic impact study and this has [52:54] many multi [52:56] um unit developments around it I'm [52:59] trying to understand does that traffic [53:02] impact study help us figure out what [53:06] improvements we need um and why would [53:09] this one have a traffic impact study [53:11] when increased traffic is probably [53:13] similar to the other one thank you for [53:16] your question I'm director of [53:17] engineering of Public Works yes your [53:20] worship so shwap and and fifth is the [53:22] intersection Fifth Avenue uh has [53:26] basically been identified as [53:28] a a weak intersection to say the least [53:31] and so the the traffic impact study [53:33] would allow us to determine what impact [53:36] this development would have on that [53:37] particular intersection and if they [53:38] would be required for any improvements [53:40] and that would be at their [53:42] cost okay so approximately how much does [53:45] a traffic impact study cost director of [53:48] engineering Public Works it it depends [53:51] on who they get for a consultant I mean [53:53] I I don't have the pricing I mean it [53:55] could be 5,00 it could be 10,000 it [53:57] could be more depending on how in depth [53:59] they have to go but this is a fairly [54:00] simple uh impact study okay thank you [54:04] thank you councelor Flynn councelor [54:07] labry uh yeah thanks you worship I fully [54:10] support this we've had discussion out of [54:12] planning and uh uh this makes uh [54:15] imminent sense I also want to reiterate [54:18] how helpful staff uh including the Zone [54:22] comparison charts are not only for us [54:25] but I know when people ask me questions [54:26] about an application and I can refer [54:29] them to that comparison chart it uh [54:32] really crystallizes the conversation so [54:34] I know staff is doing it they're doing [54:36] it regularly and kudos to them for doing [54:38] it thank you thank you councelor lavry [54:41] councelor lingren thanks your worship I [54:44] just wondered I know the concept designs [54:46] are rarely exactly what's going to be [54:48] built but I'm just curious uh if we know [54:50] anything about what the parking [54:52] arrangements are going to be for 46 cars [54:54] on that site [54:56] thank you councelor lingren you probably [54:57] know I'm going to remind uh Council this [54:59] is a resoning application but I will ask [55:02] Miss Jeffrey if she can comment on on [55:05] the parking piece thank you your worship [55:08] um no we do not have um a crystal idea [55:11] of what the parking is going to look [55:14] like okay thanks thank you any other [55:18] comments or questions from [55:21] Council seeing none I'll call the [55:24] question first three readings of the [55:25] rezoning all those in [55:30] favor that passes unanimously thank you [55:33] very much Miss Jeffrey for your report [55:36] we will move to 10.3 which is [55:38] subdivision and development services [55:39] Amendment bylaw [55:42] 4698 um there is a proposed motion if [55:45] there's a virtual movers and seconders I [55:47] would accept that moved by councelor [55:50] Wallis Richmond seconded by councelor [55:51] lavry thank you councilors um I'll go to [55:55] the [55:57] is it Miss smurl or is it director of [55:58] engineering and Public Works speak into [56:00] this [56:01] one director of engineering and public [56:06] works thank you worship so the [56:09] subdivision development services bylaw [56:11] was adopted by Council on June 26 of 23 [56:14] the Vio requires um and regulates the [56:17] provisions of works and services in [56:20] respect to the subdivision and [56:21] development of the land within the city [56:23] development means the alternative of [56:25] land [56:26] by the construction insulation extension [56:29] and alternative of any building and or [56:32] structure that requires a building [56:34] permit the city is required to obtain a [56:36] building permit for works that fall [56:38] under the BC building code and therefore [56:40] the city requires complete the works and [56:42] services triggered by the subdivision [56:45] development services bylaw the city [56:47] prioritizes and completes the upgrades [56:50] uh to works and services within the city [56:52] right away on a priority basis to best [56:54] meet the needs of the community staff [56:56] believe it is not in the best interest [56:58] of the taxpayer for the city to complete [57:01] Frontage upgrades outside the priorities [57:03] established for the community due to the [57:05] application of a building permit for [57:08] institutional [57:09] infrastructure um staff are requesting [57:11] the amendment to the subdivision [57:12] development services bylaw to exempt [57:15] City properties from the requirements of [57:17] the subdivision development services [57:19] bylaw this will per permit Capital work [57:22] projects to be completed as planned [57:24] without being forced to under take [57:26] Frontage upgrades and works that could [57:29] significantly impact the [57:31] budgets thank you very much councilors [57:34] councelor Flynn thank you worship and uh [57:37] when I read this I found it very [57:39] interesting and maybe a little bit [57:41] confusing for me but maybe I can use a [57:43] specific example and that will help me [57:46] understand um the new residents at the [57:51] college created offsite for the college [57:56] and then we chose to do some [57:59] offsites and the improvements are [58:02] amazing and significant and probably [58:04] were somewhere in our [58:06] priority is [58:08] it that we just want the flexibility to [58:12] decide not to necessarily do those [58:14] improvements if they're not in a plan [58:16] already or decide if we want to advance [58:19] them is that kind of what you're trying [58:20] to do just give staff some flexibility [58:23] director of engineering and Public Works [58:26] yes your worship that's correct um to [58:28] give another example the the water [58:30] treatment plant zone 2 Pump Station uh [58:33] the Water Treatment Plant is a huge [58:35] Frontage yeah and that project is [58:37] already you know worth 4 point some [58:39] million dollars to add the frontage [58:42] improvements which are in okay shape [58:45] right now but really need to be planned [58:46] as a separate project so it gives us [58:48] some flexibility so I guess it's just a [58:50] perfect example of some of the times [58:53] that staff's hands are tied by by loss [58:56] or by our rules and you're just trying [58:59] to get a little more flexibility in this [59:01] rule to actually do the work when it [59:04] should happen in our overall [59:06] planning director of engineering and [59:08] public works that's absolutely correct [59:10] your worship um we do have a a very [59:14] extensive Capital Works plan and a lot [59:17] of times the frontage improvements are [59:19] planned in in association with other [59:21] projects and so that's what we'd like to [59:23] uh to be able to do with this okay well [59:26] I would personally be very silly to not [59:28] support staff in this request thank you [59:31] councelor Flynn councelor [59:34] lavry uh yeah thanks you worship uh [59:36] through you to staff so I I get the [59:39] intent of this and I support it for the [59:41] most part but I I'm looking for some [59:44] concrete examples here um in the last [59:46] two or three years we've probably made [59:48] strides when there's been some City [59:51] infrastructure that [59:54] uh and it may not require building pered [59:57] I could be corrected on that but some [59:59] City infrastructure that's added to and [1:00:02] that we've managed to find ways to put [1:00:04] an active Transportation or other uh key [1:00:08] con I'm thinking connectivity [1:00:10] infrastructure here so how would this [1:00:16] request factor into some infrastructure [1:00:20] where there might be [1:00:21] connectivity uh [1:00:23] enhancements but essentially [1:00:26] that not coming in front of council to [1:00:29] discuss director of engineering Public [1:00:31] Works your worship I guess I that goes [1:00:35] with the the [1:00:36] planning exercises that we go through if [1:00:39] if and typically this is a building [1:00:41] permit uh so another example would be [1:00:44] the um the Fifth Avenue booster or sorry [1:00:47] the fifth zone five booster station [1:00:50] along tenth and so that would have been [1:00:53] a very small Frontage to put in a [1:00:56] multi-use path a very challenging one um [1:00:59] so that was also deferred um it doesn't [1:01:03] mean that it's off the list if we have a [1:01:05] case where we have a building permit um [1:01:08] that we could do the works in [1:01:10] conjunction with an additional Act of [1:01:11] Transportation Capital project that we [1:01:13] would we would do that um but really in [1:01:17] answer to councilor lab's question we [1:01:20] are looking for the flexibility to defer [1:01:23] Frontage improvements if we feel that we [1:01:25] we just either cannot afford them or [1:01:27] they haven't been um or they're on for a [1:01:30] different time in the in the plan to be [1:01:33] constructed councilor [1:01:35] lry um so these are more comments and [1:01:38] questions then so I I get the [1:01:41] intent um and I trust staff to bring [1:01:44] things forward but I I'm not sure if I [1:01:47] can support this at this stage unless [1:01:50] there is some [1:01:51] language [1:01:53] about a [1:01:57] reference to [1:01:59] council like not an automatic exemption [1:02:02] but some language about a reference to [1:02:03] council prior to exemption um I think [1:02:07] Council needs some control over that and [1:02:09] I I I don't have the word smithing in [1:02:11] front of me here to do that so I'm going [1:02:13] to think about this more a little bit [1:02:14] you worship if there's any time um but [1:02:17] if I'm going to oppose it if there's no [1:02:19] uh and I I rep I understand the [1:02:22] alternative implications as uh noted in [1:02:25] the staff report [1:02:27] but I kind of want this to remain a [1:02:31] council decision thank you thank you [1:02:34] councelor labry councelor lingren thanks [1:02:36] your worship um I have similar thoughts [1:02:38] I'm just I think curious what would be [1:02:41] the advantage to this over just coming [1:02:43] to council for a [1:02:46] variance director of engineering of [1:02:48] Public Works your worship I guess it's [1:02:51] it's about time it's really about time [1:02:54] and if there was a requirement to do do [1:02:56] those works if Council defeated it then [1:02:58] Council would have to put money in the [1:02:59] budget to do those works and if they [1:03:01] weren't necessarily budgeted with the [1:03:03] building permit then it would come from [1:03:05] somewhere from reserves or gener Revenue [1:03:08] to to fund that [1:03:10] project yeah I think go ahead I think [1:03:13] for me I would rather see the city [1:03:15] budgeting for those things and coming [1:03:17] for a variance and we come out ahead in [1:03:19] the the grand scheme of things there's [1:03:22] more money than budgeted than we're [1:03:24] actually going to spend [1:03:26] um and I I think it's important that uh [1:03:30] regardless of how good staff is at doing [1:03:33] this that Council has uh some influence [1:03:37] because they're here at the table [1:03:39] representing the views of the people [1:03:41] that elected us and so I think it's [1:03:43] important that those views are heard on [1:03:46] these kinds of issues um I understand [1:03:50] the issue around timing it can cause [1:03:54] delays to have to come to Council and [1:03:56] ask for a variance however I think that [1:04:02] a lot of the projects that we [1:04:04] approve [1:04:06] um they're approved well in advance of [1:04:10] when the project actually gets started [1:04:12] and so I'm not sure that that [1:04:15] is um kind of the deciding factor for me [1:04:19] so I think I I think I stand opposed at [1:04:22] this time thank you councelor lingren [1:04:24] we'll go to councelor Wallace Richman [1:04:26] next uh your worship thank you uh I'm [1:04:29] I'm warmed to this idea I I think uh as [1:04:33] a as a council as staff as a community [1:04:37] we have some very ambitious plans in [1:04:39] place Asset Management plans uh [1:04:43] strategic priority plans ocp plans um [1:04:48] this is a a the building permit piece is [1:04:52] is an additional part and I don't [1:04:56] I think there's an expectation that um [1:05:00] we've made commitments to get things [1:05:02] done we've got budgets in place and when [1:05:04] delays like this happen uh and there's a [1:05:08] way to avoid them I actually think we [1:05:11] should we should try it this way and see [1:05:13] how it works there nothing to be said [1:05:15] that in a year from now we put the [1:05:17] breakes on because things didn't get [1:05:19] done the way they should have got done [1:05:21] or we missed an opportunity to do [1:05:23] something we we thought we would but we [1:05:25] o have to give staff the tools to move [1:05:28] ahead on on some of the very ambitious [1:05:31] um uh to-do lists we've given them so [1:05:34] I'm going to vote in favor and I would [1:05:37] encourage uh Council to give this um [1:05:40] take this approach uh to see because we [1:05:42] all know we've seen delays in projects [1:05:45] the community really wanted whether we [1:05:47] had to do the upgrade say for example [1:05:49] Highway improvements and the West Den [1:05:51] that sort of thing um and if this is a [1:05:55] if that was a barrier and this can speed [1:05:57] things up let's try it and see what [1:06:00] happens thank you councelor Wallace [1:06:02] Richmond councelor Canon thank you [1:06:04] worship I too um support uh this change [1:06:09] to our bylaw I think the example uh that [1:06:13] director of engineering gave about the [1:06:16] pump station and the [1:06:18] frontage I think I think really what it [1:06:21] boils down to is that we get our ourself [1:06:24] caught up in our a bit of bureaucracy [1:06:27] with projects and moving them forward [1:06:29] and I think this gives the ability to [1:06:32] not have our city staff come to us with [1:06:36] the [1:06:37] variance instead they can go ahead and [1:06:41] get the jobs done that we have already [1:06:44] budgeted in our budget process so we [1:06:47] know those jobs are getting done and if [1:06:51] you know there really is a need for that [1:06:54] Frontage work or whatever to be done I'm [1:06:57] sure that our staff will recognize that [1:06:59] and bring that to the table when we do [1:07:01] our budget process so I'm in favor of [1:07:04] this thank you councelor Canon councelor [1:07:07] Flynn yeah I will reiterate my support [1:07:10] um when we talk about our decision- [1:07:13] making at this table the budget every [1:07:15] year includes the capital Works projects [1:07:18] this motion is saying that if staff [1:07:20] feels upgrades are needed that will [1:07:23] probably be part of the budget of that [1:07:26] project and to me I think we look [1:07:30] extremely we get looked at extremely [1:07:33] interestingly by our taxpayers if we're [1:07:35] having to apply to ourselves for a [1:07:37] variance um I trust staff to know what [1:07:41] our priorties are we are part of that [1:07:42] prioritization of works and to take one [1:07:47] piece of bureaucracy out I think most [1:07:49] people would be in favor of that so I [1:07:51] will vote and support thank you [1:07:53] councelor Flynn councelor ganella thank [1:07:55] your warship and through you to possibly [1:07:58] the um COA the the question I have about [1:08:02] this because I'm I'm listening to that [1:08:03] the counselors and I'm on the offence of [1:08:05] uh uh supporting this but I also [1:08:09] understand where counselor lavy [1:08:11] and council lingren is coming from for [1:08:14] in a sense [1:08:15] of there's it feels like there's no [1:08:17] breaks on it and which I'm saying [1:08:19] anyone's going to do anything um outside [1:08:21] of the being professional of course um [1:08:23] is there a way that we can make this [1:08:25] this we make a motion a friendly Mo [1:08:28] amendment to give this a a certain time [1:08:31] as treat it as a pilot project and or a [1:08:34] pilot you know period where we can say [1:08:36] does this work and we can just look at [1:08:39] it not saying so we can have what we [1:08:40] need want to have approved today but [1:08:42] also have put a timer on it so you're [1:08:45] thinking like a a review of some kind [1:08:48] one year and just see if this is this is [1:08:50] working as expected I'll pass your [1:08:52] question on to the chief administrative [1:08:54] officer [1:08:56] through your worship yes you can set a [1:08:58] time limit on it and we can write that [1:09:01] into the bylaw it would require a bylaw [1:09:03] Amendment however so we we can do that [1:09:07] did you wish to make an amendment uh [1:09:08] councelor ganella I would like to make [1:09:10] that Amendment thank you okay and um [1:09:13] what kind of timeline are you thinking [1:09:14] of for the [1:09:16] review 12 months okay so that your [1:09:19] Amendment would be the bylaw entitled [1:09:22] city of seminar subdivision development [1:09:23] services Amendment bylaw um be read a [1:09:25] first second and third time um and [1:09:28] should the bylaw pass uh be reviewed by [1:09:31] Council in 12 months exactly what I [1:09:34] would have said thank you is there a [1:09:35] seconder to that [1:09:42] amendment seconded by councelor Wallace [1:09:44] Richmond I think that's second yes [1:09:46] councelor ganal do you wish to speak to [1:09:48] your Amendment yeah yes I um thank you [1:09:50] for um having the opportunity to speak [1:09:53] again on this uh again I I feel like [1:09:55] this is is giving us um supporting staff [1:09:58] in the direction they would like to go [1:09:59] but also giving Council an opportunity [1:10:02] to review this um in a timely manner uh [1:10:05] I don't think it's too short 12 months [1:10:06] gives us some time to have a reflection [1:10:09] and think this if this is the right way [1:10:10] we want to approach from here on out [1:10:13] thank you thank you councelor ganal [1:10:14] councelor lingren did you wish to speak [1:10:16] to the amendment councelor Flynn did you [1:10:18] speak to the amendment councelor Canon [1:10:20] did you wish to speak to the amendment [1:10:22] okay so councelor lingren I'm just going [1:10:23] to skip over you and then I'll come back [1:10:26] if you press your button councelor Flynn [1:10:28] please go ahead thank you worship and I [1:10:30] understand the intent of the amendment [1:10:31] but I will vote against first of all we [1:10:33] are in these seats for almost another [1:10:36] two [1:10:37] years I don't understand why we can't [1:10:40] give at least two years so I don't like [1:10:42] the one year and I also um don't think [1:10:46] there'll be that many projects that this [1:10:48] will apply to in that year so I am [1:10:51] against the amendment and again fully [1:10:53] supported the motion thank thank you [1:10:55] councelor Flynn councelor Canon to the [1:10:57] amendment thank you worship I to am [1:10:59] against the amendment and fully support [1:11:02] the original uh [1:11:04] motion any other speakers to the [1:11:08] amendment seeing none I will call a [1:11:10] question on the amendment all those in [1:11:17] favor the amendment fails councelor [1:11:20] lingren councelor canel and myself in [1:11:23] favor councelor lavry councelor Wallace [1:11:24] rich councelor Flynn and councelor Canon [1:11:27] opposed so we're back to the original [1:11:29] motion and councelor lingren it's your [1:11:31] turn to speak yeah I just have a [1:11:33] question [1:11:35] about um responsibility in the eyes of [1:11:38] the public and if um for instance a [1:11:43] project went [1:11:45] ahead uh people from the community felt [1:11:47] that it should have had a sidewalk or a [1:11:50] multi-use path or some other upgrade [1:11:54] done and and uh the city didn't complete [1:11:57] it who who will the public hold [1:12:00] responsible for that and is that the [1:12:03] right place for it is that I feel like [1:12:06] the city will be standing in the firing [1:12:10] line when it should be us taking the [1:12:12] heat from the public uh for decisions [1:12:15] that are [1:12:16] made uh by the city and so I'm I'm [1:12:20] curious if anybody has any insight into [1:12:22] how that could play out [1:12:26] um don't staff wanted to comment that I [1:12:29] could I could give you my opinion I [1:12:31] think my opinion would be that um it [1:12:34] would come back to council generally we [1:12:35] get letters from people who are and it's [1:12:37] easy to Mayor and Council so I think [1:12:40] that's the way it would [1:12:41] go right but the council would then be [1:12:44] being held responsible by the public for [1:12:47] a decision they aren't making and what [1:12:49] would be the response from Council we're [1:12:52] sorry we'll think about doing it [1:12:53] different next time because we won't be [1:12:57] and Council would then have to decide [1:12:58] whether they wanted to fund whatever [1:13:00] they request from the person who wrote [1:13:01] the letter was and that would be up to [1:13:03] them but it wouldn't be coming forward [1:13:05] to council staff would be making the [1:13:08] decision yes that's [1:13:11] correct [1:13:13] so yeah maybe I didn't explain myself [1:13:15] very well you're you're right staff [1:13:17] would make the decision resident would [1:13:19] write to council Council would say maybe [1:13:22] we should put that sidewalk in there put [1:13:24] it next year 's budget or no we think [1:13:27] staff was right we don't need debt [1:13:31] sidewalk okay I I see a lot of wasted [1:13:35] money when we look back and say oh we [1:13:38] did that project last year let's tear it [1:13:40] up and put a sidewalk in the time to do [1:13:42] these works is when it's all torn up to [1:13:44] do the work in the first place and I [1:13:46] think that if council is going to be [1:13:47] held responsible for those decisions [1:13:49] they should be making those [1:13:52] decisions okay thank you um other [1:13:55] speakers councel [1:13:57] lavry yeah thanks for a second time your [1:13:59] worship I mean so I think the the uh [1:14:02] differences are have been well of of [1:14:05] thought have been well exemplified here [1:14:07] uh this is not a criticism of staff at [1:14:10] all um so I one question and another [1:14:13] comment through you if I remember [1:14:15] correctly uh [1:14:18] we [1:14:20] passed a variance Todo work down at the [1:14:25] water treatment plant upgrade is that [1:14:28] correct yes that is correct to Pump [1:14:30] Station two yeah and threeyear [1:14:34] worship did the fact of H how long did [1:14:37] that defer the project by having to go [1:14:41] through our existing process of coming [1:14:42] to council to support that [1:14:45] exemption I I'll pass that on to the [1:14:48] director of engineering Public Works um [1:14:51] in regards to time it was more just one [1:14:53] more step but ultimately it comes down [1:14:56] to the cost it would have significantly [1:14:59] increased the cost of that project and [1:15:01] I'm not sure that uh we would have been [1:15:03] able to complete it all or got approval [1:15:06] for the the costs but having said that [1:15:09] um it could have been included in the [1:15:11] total works but we're seeing so many [1:15:14] costs uh escalating over the next or [1:15:17] over the last year and in future um so [1:15:20] we are looking at basically doing the [1:15:22] project if it's a building permit uh [1:15:25] similar to the zone five doing the [1:15:27] project and then postponing the frontage [1:15:30] works for a later date when it can be [1:15:32] combined with a larger [1:15:35] project councilor lavry I'll pass it [1:15:37] back to you yeah no thanks for the [1:15:39] response to that so [1:15:41] that in many ways bolsters the point [1:15:44] that I'm going to make is that I I was [1:15:46] one I I I can't remember the exact vote [1:15:48] but I think it was heartily endorsed to [1:15:51] uh for the city to exempt itself from [1:15:54] the lications of that work that was done [1:15:57] and what I'm hearing is it didn't take a [1:16:00] lot of extra time it was one more step [1:16:02] and I appreciate that um I would like I [1:16:07] I would like to know I think that's a [1:16:08] higher standard than uh essentially what [1:16:13] the [1:16:15] proposal uh puts forward I think it's a [1:16:17] higher standard and at least gives [1:16:19] Council the review of that this has been [1:16:21] mentioned before um doesn't signific L [1:16:25] delay it unless I am missing something [1:16:28] so uh your worship I um be interested to [1:16:32] see what the lay it doesn't have to be a [1:16:34] spreadsheet but the lay of the land is [1:16:37] in terms of projects that might fall [1:16:39] into this category and I would move that [1:16:42] we defer this motion until we get that [1:16:44] information there second to the deferral [1:16:47] councelor lingren as there's no [1:16:50] discussion on deferral we'll call a [1:16:52] question on the deferral all those in [1:16:54] favor [1:16:55] any [1:17:00] opposed the deferral motion passes [1:17:02] councelor Canon counselor Flynn are [1:17:05] opposed we didn't put a timeline on it [1:17:08] deferral except uh to receive the [1:17:09] information so we'll leave that with [1:17:11] staff to bring that back to us Council [1:17:14] will proceed to [1:17:17] correspondence [1:17:19] 348 I think it's time for a comfort [1:17:22] break let's take five minutes and then [1:17:25] uh we'll be back here at [1:17:28] 3:55 I'm optimistic we're going to get [1:17:31] informational correspondence done in 5 [1:17:33] minutes and we'll be ready for our uh [1:17:36] friends from the Samar Mar Center at 4 [1:17:53] o'clock [1:18:23] e e [1:24:21] regular council meeting of Monday [1:24:23] February [1:24:26] 10 just give everybody a chance to get [1:24:32] settled okay we are at uh section 12 the [1:24:37] correspondent section we have five [1:24:39] pieces of informational [1:24:41] correspondents please uh indicate if you [1:24:43] wish to speak to any councelor Ken your [1:24:45] name was up here and I wasn't sure if it [1:24:47] was about informational correspondent [1:24:48] press again if you would please thank [1:24:50] you councelor Canon please go [1:24:53] ahead so what was the letter from [1:24:58] sabnis I'm [1:25:00] [Music] [1:25:05] requesting about the tower that they're [1:25:08] I'm writing on behalf of the board blah [1:25:10] blah blah um safety concerns of the Old [1:25:13] Tower poses potential safety [1:25:17] hazard [1:25:18] and just wanted to support them in this [1:25:24] so do we need to write a letter of [1:25:27] support they're asking for money yeah [1:25:30] would you perhap did you want to hear [1:25:32] from staff uh could we ask that or yeah [1:25:35] okay sure um I'm not sure if it would be [1:25:37] the director of engineering of Public [1:25:38] Works um or if it Mr jro who wanted to [1:25:42] speak to [1:25:45] it yeah think you Council so yeah this [1:25:47] is uh Sav is asking for assistance to [1:25:51] remove the the last remaining bird [1:25:54] platform the one just north of Christmas [1:25:57] Island I believe their request is [1:26:00] proposed to contribute 3,000 towards the [1:26:03] removal um our estimates um are [1:26:07] estimates but we're guessing about $6 to [1:26:09] 7,000 in complete cost for moove that [1:26:11] platform with the city staff okay so I [1:26:14] think Mr drill I think they're [1:26:16] suggesting they would contribute 3,000 [1:26:17] that's what you said so you're saying [1:26:21] that if the council wish to help it [1:26:23] would be about [1:26:25] $4,000 um would be the enough money to [1:26:28] make that happen that would be the [1:26:29] estimate amount yes okay councilor Canon [1:26:32] I'll pass back to [1:26:34] you um I guess I mean I would be willing [1:26:38] to support them in that perhaps maybe we [1:26:41] have money out of council [1:26:44] initiatives okay um if you'd like to [1:26:46] make a motion to take $4,000 from [1:26:48] Council initiatives to do this project [1:26:51] then I would be open to that motion if [1:26:53] there's a second or okay make that [1:26:54] motion councelor Flynn will second it do [1:26:57] you wish to speak to the motion [1:26:58] councelor Canon no I just think that [1:27:00] this is something that we wanted uh to [1:27:03] move ahead on and do so I think it's [1:27:06] something that we should support thank [1:27:08] you other speakers to that motion [1:27:10] councelor um Flynn okay go ahead yeah [1:27:15] speaking to the motion I support us [1:27:17] providing up to [1:27:19] $4,000 I knowing we're doing the budget [1:27:22] on Wednesday and knowing I don't think [1:27:24] we spent all our Council initiatives [1:27:26] last year but I'm not sure I would ask [1:27:30] the CFO what happens to unspent council [1:27:34] initiatives in budget do we have the [1:27:36] opportunity to roll them over and [1:27:39] accumulate this last year's with this [1:27:41] year's uh and then the other question I [1:27:44] have is councelor uh lingren made me [1:27:46] aware that we supposedly on paper still [1:27:49] have some money in a Canada 150 fund [1:27:53] somewhere in the neighborhood of [1:27:55] $137,000 or not 13 [1:27:57] 37,000 I wish it was 137 and I'm not [1:28:00] sure if we could use that instead of [1:28:01] council initiatives so those are my [1:28:03] questions Chief Financial Officer um [1:28:06] regarding the council initiatives piece [1:28:08] and any unused fund from 2024 do they [1:28:11] roll [1:28:13] over threee warship the council [1:28:16] initiatives I've budgeted on a onetime [1:28:18] line and they do not roll forward into a [1:28:22] reserve per year and the current [1:28:24] budget you guys have probably seen [1:28:26] already is [1:28:28] $175,000 the reason why I put it as one [1:28:30] time is because I've reviewed the last [1:28:31] few years had noticed that it wasn't [1:28:34] used and I didn't feel like creating one [1:28:37] more account or Reserve within the our [1:28:40] long list okay so there's uh you're [1:28:43] suggesting 17 a half thousand in the [1:28:46] 2025 budget and coun Canon's motion is [1:28:49] to uh if she accepted Council LA's [1:28:51] friendly amendment is up to four ,000 [1:28:55] from that account councilor Canon is [1:28:57] that correct um yeah I thought it was at [1:29:00] 4000 [1:29:03] after yeah I think yeah so are you [1:29:06] comfortable with up to 4,000 okay thank [1:29:08] you um and the second is comfortable [1:29:11] with that I am except I'd rather find [1:29:13] another source if we can't use some of [1:29:15] last year's so I don't know about this [1:29:17] 37,000 in the Canada 150 was the second [1:29:20] part of my question okay I think [1:29:23] councilor wall Richman might know [1:29:24] something about that 150 money but I'm [1:29:27] not positive councelor Wallace Richmond [1:29:29] maybe I'm thinking of a different [1:29:31] fund [1:29:33] um my understanding was we we allocated [1:29:37] that money those monies last year uh to [1:29:40] upgrade the corner where the Senate tap [1:29:46] is so failing failing Clarity on that if [1:29:50] there is money left in the um [1:29:55] Council [1:29:56] initiatives perhaps that's the best [1:29:58] motion to [1:29:59] discuss okay um Council Flyn do you wish [1:30:02] to comment further yeah so the fact [1:30:05] there is money in Council initiatives [1:30:07] our brand new 175 that hasn't been [1:30:09] allocated I am saying as a last resource [1:30:13] I would support using it now in Council [1:30:17] initiatives I'd rather carry forward [1:30:19] from last year if that's possible but it [1:30:20] doesn't sound like it is or find out [1:30:23] what happened with this 37,000 in that [1:30:26] Canada 150 thank you um councelor [1:30:30] lingren thanks your worship um so this [1:30:34] came up about uh maybe a month ago [1:30:37] sabnis brought it to the attention of [1:30:39] the city because they were looking for [1:30:41] some assistance to remove the bird beam [1:30:43] platform it's decrepid and poses a risk [1:30:46] to safety if uh we end up with teenagers [1:30:48] out there at a party one night climbing [1:30:50] it um when they brought the idea to the [1:30:54] city uh Darren did a costing and told [1:30:57] them that it would be about $6,000 and [1:30:59] so the reason they're putting up 3,000 [1:31:01] of their own money is because they [1:31:02] wanted to make sure that uh they were [1:31:05] contributing 50% so I have no problem uh [1:31:09] going with three to $4,000 if we want to [1:31:11] spend more um I I also think that that [1:31:15] Canada 150 account is empty and I'm not [1:31:18] sure why it's showing money uh if [1:31:20] there's money in it I suggest we spend [1:31:22] it on this uh there are also other areas [1:31:25] that I think where we could take the [1:31:26] money I think that the covid restart [1:31:28] Grant still has $71,000 in it and we've [1:31:32] spent more than uh the 3.6 million I [1:31:37] think already um so the money the [1:31:39] 71,000 that's in the account is an [1:31:42] accumulation of interest on paper and [1:31:45] should be able to be spent on just about [1:31:47] anything I would think though I think [1:31:49] that the covid restart Grant would be um [1:31:52] a usable uh place to get the money from [1:31:55] for this uh but one way or another I [1:31:57] support a motion that we uh put up at [1:32:00] least 50% of the money and help get rid [1:32:03] of this uh platform so that there's a [1:32:05] fresh start for the new platform to go [1:32:07] in and uh this is the appropriate time [1:32:10] to do it because the equipment's already [1:32:11] on the foreshore doing the uh sewer main [1:32:15] or sewer relining or whatever we called [1:32:18] it down there so I think that that would [1:32:19] reduce the cost of uh for time [1:32:23] especially [1:32:24] great thank you councelor lingren and [1:32:26] the present motion is to have the monies [1:32:28] come from Council initiatives councelor [1:32:33] lavry yeah [1:32:38] um I think you wish this for me this is [1:32:41] I'm I'm in favor of the attent of the [1:32:42] principal up to 4,000 and I can explain [1:32:46] why at a different time but I think that [1:32:48] we need uh a I think this is part of the [1:32:51] the budget discussion I agree with [1:32:52] councelor Flynn if it's coming out of [1:32:54] 2025 Council initiatives 25 uh is a last [1:32:59] resort um I I'm not sure that I want to [1:33:03] put staff on the spot here of saying [1:33:05] what about Canada uh you know the the [1:33:08] Canada Day thing what about uh some of [1:33:11] the other possible accounts I think that [1:33:13] we should leave that with them and defer [1:33:17] this to our budget discussions my second [1:33:19] deferral of the day your worship [1:33:22] proposal is that a deferral motion that [1:33:24] you're making councelor it is is a [1:33:26] deferral motion to uh to the budget [1:33:30] process is there a second or to the [1:33:32] deferral motion councelor Flynn will [1:33:34] second that motion um there's no [1:33:36] discussion of deferral all those in [1:33:39] favor of the [1:33:42] deferral councelor labry councelor [1:33:45] Wallace WR and councelor flynner in [1:33:46] favor the defer motion does not pass [1:33:49] we'll go back to the table and consider [1:33:51] the motion which is to contribute up to [1:33:54] $4,000 from Council initiatives to [1:33:57] assist sabnis with a removal of uh this [1:34:00] deck any speakers to that motion [1:34:04] councelor Flynn I'm going to ask the [1:34:06] Mover because I believe it was you [1:34:07] councelor Canon um if we could word the [1:34:11] motion that up to $4,000 from a fund [1:34:14] councilor Flynn if you want to amend the [1:34:16] motion you can try amending the motion [1:34:18] you don't talk to the Mover about [1:34:19] amending it that goes through the chair [1:34:22] I would like to amend the motion [1:34:24] to change the wording to from Council [1:34:27] initiatives to from a source to be [1:34:34] determined that makes the most sense [1:34:37] councelor Flynn that that would be a [1:34:38] different motion so I'm sorry I can't [1:34:40] accept that as an amendment okay I'll [1:34:42] vote against the motion he councelor [1:34:44] Canon speaking to the amendment or to [1:34:46] the motion well I'm very glad that this [1:34:49] motion didn't get deferred even though [1:34:51] we couldn't speak about it if it would [1:34:53] have [1:34:54] because I think councelor lingren makes [1:34:56] a really good point we have we will have [1:34:59] the equipment down there doing work so [1:35:01] time is of the essence it doesn't need [1:35:04] to get wrapped up in bureaucracy of [1:35:07] where the money's coming from I know [1:35:09] that last at our last council meeting we [1:35:12] took money from Council initiatives and [1:35:15] it wasn't talked about that it was out [1:35:17] of this year's budget and this pot and [1:35:20] that pot and that was uh to give money [1:35:22] towards having a celebration party this [1:35:25] is a very [1:35:27] important project and we know how much [1:35:30] that trail gets used so I think this is [1:35:33] money very well spent and this is an [1:35:36] important thing to do while we have the [1:35:38] equipment down [1:35:41] there hey thank you um further speakers [1:35:45] councelor lingren thanks your worship um [1:35:48] I think I asked a question the last time [1:35:50] I was up and was wondering if the if [1:35:53] staff could could speak about the covid [1:35:54] restart Grant and whether or not we can [1:35:56] take the money from there okay um Chief [1:36:00] uh Financial [1:36:02] Officer uh the covid re uh restart money [1:36:05] is funds are sitting there we've set [1:36:08] them [1:36:09] aside for the future trying not to at [1:36:14] least set a few Pockets here and there [1:36:16] to be discussed further on budget day [1:36:18] but those funds are not spoken for at [1:36:19] this moment thank you Council lingren [1:36:23] yeah I did see that there was quite a [1:36:25] bit of that money uh earmarked for [1:36:27] projects that are going to be completed [1:36:29] in [1:36:30] 2025 and after all of those projects are [1:36:33] funded there's still $71,000 so uh I [1:36:36] would like to make [1:36:39] uh Amendment to the pocket of money and [1:36:42] make it the covid restart Grant rather [1:36:44] than Council initiatives I will accept [1:36:46] that Amendment um because it's specific [1:36:48] is there a second to that Amendment [1:36:50] councelor Flynn [1:36:54] discussion around that [1:36:56] Amendment my discussion will be I'll [1:36:58] support it I think we those of read the [1:37:02] budget know all those pockets and we've [1:37:04] got our eyes on them for this budget [1:37:06] whether that money comes out of out of [1:37:08] council initiatives out of that budget [1:37:10] or any of the other ones at the front of [1:37:12] that budget don't really make any [1:37:14] difference because we're going to be [1:37:16] looking to spend that money um when when [1:37:18] we have budget discussion here so I [1:37:20] don't mind supporting the amendment um [1:37:23] yeah no troubles councelor Flynn did you [1:37:26] wish to speak to the amendment speak in [1:37:28] favor of the amendment but did have a [1:37:29] question related to the amendment um we [1:37:32] had originally talked about deferral we [1:37:34] can't discuss deferral in my [1:37:36] understanding it was for two days till [1:37:38] the budget process but can I ask staff [1:37:40] how long the equipment will be there and [1:37:42] how long we have to get the work done [1:37:44] because I don't think deferring two days [1:37:46] would have been an issue sure we we can [1:37:49] ask the director of engineering Public [1:37:50] Works uh regarding the the project [1:37:54] your worship the the foreshore main [1:37:56] relining is is going to take several [1:37:59] months to do so they'll be down there [1:38:01] for a significant amount of time and I [1:38:03] suspect that it'll be in cooperation [1:38:04] with City staff as well [1:38:07] so I will vote in favor of the amendment [1:38:09] because I don't want to tie our hands on [1:38:11] Council initiatives especially in what I [1:38:13] know is going to be a difficult budget [1:38:14] year so thank you hey thank you [1:38:17] councelor Flint any other speakers [1:38:19] counselor labry I don't want to miss you [1:38:22] out um I think think I think you just [1:38:24] pressed your you just indicated you wish [1:38:26] to speak please go ahead it's not on the [1:38:28] amendment your worship I'll I'll wait [1:38:30] till after okay any other speakers to [1:38:33] the [1:38:33] amendment and the amendment is to change [1:38:36] the source of where the monies would [1:38:37] come [1:38:39] from seeing none I'll call a question [1:38:41] all those in favor of the [1:38:45] amendment that passes [1:38:47] unanimously now the count the motion as [1:38:50] amended I'll go to councelor lavry First [1:38:55] uh thank you worship um no I think as [1:38:57] things have um progressed I I I'll [1:39:01] support the motion at hand this is I I [1:39:04] haven't heard anyone at the table here [1:39:06] talk about the importance the immediacy [1:39:08] of this the need to flange it up with [1:39:10] the work that's being done there it's [1:39:12] really is the source of uh where the [1:39:15] revenue would come from for from a very [1:39:17] unique situation I think we need to be [1:39:20] responsive and I think we can so I'm I [1:39:22] fully support what's in front of us [1:39:24] thank [1:39:24] you thank you any other speakers to the [1:39:27] motion as [1:39:30] amended seeing none I'll call a question [1:39:32] all those in [1:39:34] favor that passes unanimously thank you [1:39:37] Council thank you for your assistant [1:39:38] staff and getting that uh to us other [1:39:42] items on informational correspondence [1:39:44] councelor Flynn [1:39:46] 12.15 can we just pass that on to Mr jro [1:39:50] or the director of engineering and [1:39:52] Public Works to work with the [1:39:53] organization is that all we need at this [1:39:55] table just check with our chief [1:39:57] administrative officer we don't need a [1:39:58] motion to do that do [1:40:00] we your Worship in the past my [1:40:03] understanding is that it was referred to [1:40:04] the rec Society it it was at council's [1:40:07] table for some time if council's [1:40:09] comfortable referring it then that's [1:40:12] completely okay do we need a motion um [1:40:15] no you can leave it with us okay if [1:40:18] anyone wants to speak other than that [1:40:21] please let us know and we can form [1:40:23] normalize [1:40:25] that okay I think everybody's satisfied [1:40:27] with that thank you councelor Flynn [1:40:29] anyone else wish to speak to [1:40:30] informational [1:40:34] correspondence okay I think some of you [1:40:37] have looked at [1:40:39] 12.1.3 Mr wier's uh shwap Lifeboat [1:40:43] Society activities video If you haven't [1:40:45] seen the video it's worth taking 15 [1:40:47] minutes to watch it it's very well done [1:40:50] and very [1:40:51] informative okay I see no other speakers [1:40:53] to that our guests are [1:40:57] here hello Christie hi thank you for [1:41:00] being here please come forward and thank [1:41:03] you Tracy also you would like a little [1:41:05] slot at the end right Tracy okay we'll [1:41:07] make sure we do [1:41:08] that okay councelor ganella you're going [1:41:10] to leave at this time aren't you all [1:41:13] right [1:41:35] sorry please go ahead thank you for [1:41:38] coming to and reporting to usks for me [1:41:42] don't know my [1:41:43] name [1:41:47] exor microphone please I'll get closer [1:41:51] my name is Christy Watson executive [1:41:53] director of District Arts Council and [1:41:56] many of you know the Arts Council at the [1:41:58] Zam Arts Center and I want to start by [1:42:01] thanking mayor and councel for the [1:42:03] recent increase to our fee for service [1:42:06] the stability and capacity that this [1:42:08] provides will increase our impact on the [1:42:10] region and will also keep us competitive [1:42:13] in the provincial and National Grant [1:42:15] competitions as more and more we're [1:42:17] seeing funders want to see [1:42:19] organizational stability um towards [1:42:28] so I've got lot I want to share with you [1:42:29] today so I'm going to go through pretty [1:42:31] quickly so we can leave some time the [1:42:33] end to go anything with a little more [1:42:34] detail if so I just want to begin with [1:42:38] our [1:42:39] budget if I could interrupt that [1:42:41] microphone please where it's very hard [1:42:43] to [1:42:46] hear sorry about that so our um our [1:42:49] budget revenues for uh for last year we [1:42:52] can see [1:42:54] myass 3, [1:42:59] 36652 Sal arm uh city of Salmon Arm [1:43:03] contributions represent about 15% of our [1:43:05] total revenues our largest source of [1:43:08] revenues is Project grant funding [1:43:11] followed by operational [1:43:14] grants and in expenses we have a balance [1:43:17] budget this past year most of what we [1:43:20] spend money on are salaries followed by [1:43:23] artist fees and program contracts that [1:43:25] represents what 83% of our budget goes [1:43:28] directly to people living in and around [1:43:31] s most so I'm very I'm pleased to be [1:43:34] able to provide as much economic support [1:43:37] for [1:43:39] individuals across all programs our [1:43:41] total attendance was [1:43:43] 8,711 and the total artists that were [1:43:45] engaged for the past [1:43:55] so our work is uh made possible through [1:43:57] uh a lot of Partnerships a lot of [1:43:59] collaboration we're very pleased to [1:44:00] partner last year sh up IM Services [1:44:03] Society C sh re sto sh children's [1:44:07] Society songs barel Hallen theater sh [1:44:10] theater Society rise up indigenous [1:44:12] Wellness SC first na B SAR Economic [1:44:15] Development society and downtown [1:44:18] s these wonderful organizations and in [1:44:22] addition support we received from the [1:44:24] city we are also fed by the BC Arts [1:44:26] Council BC tourism BC direct access [1:44:28] gaming BC touring Council sh foundation [1:44:37] and so we'll start by uh going into our [1:44:40] programming so that we can see what all [1:44:42] that looks like starting with the sound [1:44:45] arm Art Gallery exhibitions for [1:44:47] 20124 we started last year with a [1:44:50] exhibition called environments for [1:44:52] reading [1:44:53] cozy notes for reading and [1:44:57] reflection and a large community [1:45:00] collaboration where a bunch of PODS were [1:45:02] built that knitting and cting and so so [1:45:05] together and we um we sold all [1:45:17] those followed uh foll that show was [1:45:21] which is a word a [1:45:24] tree and it featured uh 12 artists [1:45:27] exploring trees and artistic responses [1:45:30] to [1:45:51] that [1:46:21] e e [1:47:33] I don't think so because I hear see your [1:47:35] light so uh councelor lavy councelor [1:47:38] Wallace Richmond can you hear [1:47:41] me uh I can hear you I can hear you as [1:47:45] well sir your worship okay you can hear [1:47:48] me okay so it's something to do with [1:47:49] what's going on up there we'll work on [1:47:51] it we've gone from low sound to no [1:47:56] sound okay it's not our speaker's fault [1:47:59] um it must be some technical problem so [1:48:03] we're working okay just progress it' be [1:48:05] fine [1:48:12] thanks anything [1:48:15] now councelor lavry can you hear him [1:48:18] now this is me [1:48:21] talking uh it's it's very very low and I [1:48:24] got my speakers turned up to the top you [1:48:25] worship so there's something it's [1:48:27] something uh electronic there we'll take [1:48:30] you to we'll take Christie to a [1:48:31] different mic he's very [1:48:38] flexible how's that how's [1:48:42] that how are are you hearing me now oh [1:48:45] yes we can you comment on the covid-19 [1:48:48] budget the covid-19 budget gez well [1:48:51] where to begin [1:48:53] okay please go ahead sorry sorry [1:48:55] counselors but I think we're okay now [1:48:58] thanks very much this is very cozy over [1:48:59] here [1:49:00] now uh let's see here so we're just [1:49:02] wrapping up the so the Drag Brunch we've [1:49:04] been running as part of the lad BR [1:49:06] celebration for a few years it's [1:49:08] extremely popular and and wonderful to [1:49:10] see people of all ages eating together [1:49:13] sharing laughs and entertainment [1:49:15] inclusion and [1:49:17] openness next up is tote theater on the [1:49:20] edge which is uh a new Initiative for us [1:49:22] we part it's been going on for the last [1:49:24] decade run by the shwap theater and we [1:49:26] partnered with shwab theater last year [1:49:28] to present tote uh we presented a range [1:49:30] of really interesting shows including uh [1:49:34] shipa with Kent and [1:49:36] Thomas um this show is called it's a [1:49:39] little scroll down this is June bug by [1:49:41] uh ragam muffin Theater which is a [1:49:43] theater for all ages [1:49:46] show uh we presented a show called Dey [1:49:49] by a company called uh follow the signs [1:49:52] theater from Calgary this was written [1:49:54] and performed by a profoundly deaf [1:49:55] artist about his experience coming to [1:49:57] terms with [1:49:58] that we also presented a show called [1:50:01] Playing Fields by the chop theater uh [1:50:04] and we did that show outside at Jackson [1:50:08] Field and we did a show by runaway Moon [1:50:11] theater called how did you get here [1:50:13] which featured four different shows that [1:50:15] all pop out of a small [1:50:18] suitcase Wednesday on the warf of course [1:50:20] takes place as it always does every [1:50:23] summer uh it's always wonderful to see [1:50:25] so many people out for this this free [1:50:28] community Gathering um there's nine [1:50:30] shows in total I'll just give you a [1:50:32] couple highlights uh the Kayla Williams [1:50:35] and the yacht dades yacht rock band [1:50:37] really brought down the house fantastic [1:50:40] show and uh we're always very happy to [1:50:43] to partner with roots and blues for one [1:50:45] of the shows each Wednesday on the warf [1:50:47] this one was Bueno rostro which was an [1:50:49] indigenous Latin uh jazz band [1:50:53] we were really uh very happy with the [1:50:55] the turnout for the presentation of a [1:50:57] band called en Karma which is a bangra [1:50:59] band we tried something a little bit new [1:51:01] this year where we made some uh show [1:51:04] specific flyers for this one in [1:51:05] particular was uh in English and Punjabi [1:51:08] and we put extra effort into going to or [1:51:11] rather astred varns put an extra effort [1:51:13] into going to um businesses local [1:51:15] businesses around town with connections [1:51:16] to the South Asian Community to really [1:51:18] make sure that the word was getting out [1:51:20] to everyone and the the turnout was [1:51:22] really diverse really wonderful and it [1:51:24] was a great great night we look forward [1:51:26] to working with them [1:51:28] again and of course our uh our paow uh [1:51:31] pilot which was the last event in WoW uh [1:51:35] was so beautiful so wonderful uh really [1:51:38] well attended thanks so much to the the [1:51:40] city for their support of this which we [1:51:42] hope to make part of wow every year just [1:51:45] show you a couple quick photos here [1:51:57] couple of little ancillary things we do [1:51:58] or maybe not so little this is the big [1:52:00] yellow tent which we now have up in the [1:52:02] uh spring summer fall months and people [1:52:06] can sit here and have a their coffee or [1:52:09] their lunch or small gathering can be [1:52:11] held and we're looking for more ways to [1:52:12] animate this outdoor space we also [1:52:16] received a grant from the BC Arts found [1:52:18] Arts um uh British Columbia Arts Council [1:52:22] to to uh revamp our community art [1:52:24] collection room so we have lovely [1:52:25] rolling shelving now so we can really [1:52:28] invest in that and find ways to make [1:52:30] that more accessible to our [1:52:35] community and of course we take every [1:52:37] opportunity to uh have do arts based [1:52:40] Community Development works there's just [1:52:42] a few examples are Truth and [1:52:43] Reconciliation Day the Earth Day [1:52:46] celebration featuring runaway moons uh [1:52:49] weaving project the treat Trail a Switz [1:52:52] mou story sharing project we're working [1:52:54] on with Louie Thomas and we've been also [1:52:57] were had fun working with the Shoop IM [1:53:00] Services Hive after school program [1:53:02] bringing some artists to their program [1:53:04] there's Kenton there on the bottom left [1:53:05] telling some stories to [1:53:07] Youth and uh I wanted to also give a [1:53:10] quick fiveyear solar planel report now [1:53:12] that we're five years into that project [1:53:15] which is going really really well just a [1:53:17] couple just a kind of brief overview for [1:53:20] average annual production consumption [1:53:21] and costs [1:53:23] the uh production of the solar panels is [1:53:25] approximately 10 megawatt hours per year [1:53:28] so as a savings that represents about [1:53:30] four tons of CO2 about approximately [1:53:34] 60,000 kilometers of driving cost-wise [1:53:38] that's a savings of [1:53:40] $1,325 so when compared to the grid [1:53:42] energy we use every year which is um [1:53:45] about 8 megawatt hours the cost of that [1:53:48] is [1:53:50] $1,110 um the majority of that use is by [1:53:54] the pottery club's Kiln which we tracked [1:53:57] over a period of time and discovered [1:54:00] that that was came to a cost of about [1:54:02] $975 which the pottery Club is covering [1:54:05] the cost of as part of their uh rental [1:54:07] agreement with us so we end up spending [1:54:10] about $135 a year on energy for the [1:54:13] entire uh building which is really uh [1:54:16] fantastic thing so what of course can we [1:54:19] do with [1:54:21] $1,325 well at the Arts Center we can do [1:54:23] a lot and here's a few examples uh we [1:54:26] can collaborate with rise up indigenous [1:54:27] Wellness on a mural project for urban [1:54:29] indigenous youth led by local artists [1:54:31] and educator Sarah wans or we can [1:54:35] partner with Sho up children's [1:54:36] Association to host an eight-week drop [1:54:38] in break dance series led by Manny [1:54:40] Christensen or we can work with CMHA to [1:54:43] present a crosscultural storytelling [1:54:45] exchange with Kenan Thomas and Donna [1:54:47] Michelle St Bernard at the CMHA learning [1:54:50] Studios so we can do an awful lot with a [1:54:53] small amount of money there and we [1:54:54] really put it to good use and really [1:54:56] appreciate all the the support that we [1:55:00] receive so that's all from me about our [1:55:03] report I'd like to uh invite Now Tracy [1:55:06] Kucher up to share a few final words and [1:55:09] if there's any questions afterwards I'm [1:55:10] happy to speak to anything in more [1:55:12] detail thank you very much thank you [1:55:14] very much Christie and uh Tracy great to [1:55:16] see you please come forward you guys can [1:55:18] sit side by side there if you [1:55:20] like oh look we all [1:55:27] have welcome Tracy very nice to see you [1:55:30] thank you and I very much appreciate [1:55:32] this opportunity to speak to you today [1:55:34] um I wanted to just have one and a half [1:55:37] minutes to um to just have um an [1:55:40] opportunity to thank you really uh the [1:55:42] first time I stood in front of city [1:55:44] council Colin ma was in the mayor's [1:55:46] chair and you mayor Harrison was were a [1:55:50] city counselor who was fondly referred [1:55:52] to as the Minister of [1:55:53] Finance and I do remember that um you [1:55:58] asked a lot of even long before we [1:55:59] talked about funding for the Arts Arts [1:56:01] Council you asked a lot of financial [1:56:03] questions and I wanted you to know that [1:56:05] it made me very diligent about counting [1:56:07] every dollar that came into and went out [1:56:09] of the Arts Council thank you for that [1:56:13] um I wanted to uh also remember that [1:56:16] when Mayor Marty bzma was here um I [1:56:19] asked him to if he would consider the [1:56:21] Arts Council becoming the cultural arm [1:56:23] of city council and he said I thought [1:56:25] you already were and so from that moment [1:56:30] I started to look at our relationship uh [1:56:32] more as a partnership and I I wanted to [1:56:37] um I wanted to work uh to deliver [1:56:39] cultural services on your behalf and of [1:56:41] course um we wanted to reach as many [1:56:43] citizens as possible year round and [1:56:46] through a wide variety of accessible [1:56:47] programs and also take care of that [1:56:49] incredibly beautiful Heritage building [1:56:51] and I I believe that we've built trust [1:56:53] and respect in that partnership over the [1:56:55] years so throughout the establishment of [1:56:58] the operating agreement uh through the [1:57:00] cultural master plan through the pride [1:57:02] project and many public art projects um [1:57:06] I felt I have always felt boyed by the [1:57:08] continued support and enthusiasm by city [1:57:11] council and Senior staff and especially [1:57:14] in these last few years uh because we [1:57:16] are adapting to Rapid change and I fully [1:57:19] appreciated that so as I now leave the [1:57:21] organization in a very healthy place um [1:57:24] I feel like that is in large part due to [1:57:26] the support of the city of Salon arm and [1:57:29] of course um I I may see you again it's [1:57:32] a small town small City Big Ideas um I [1:57:35] may see you again in another capacity [1:57:37] but for now I just wanted to say Cooks [1:57:38] Jem thank you for all the wonderful [1:57:41] times well thank you very much Tracy [1:57:44] really appreciate you [1:57:56] I remember May uh Mayor [1:57:59] Marty saying that and [1:58:02] uh you were the arm of the arm of the [1:58:05] culture of Salmon Arm so you've brought [1:58:08] that a long ways and we appreciate um we [1:58:12] appreciate all you've done you're right [1:58:15] I I do like to watch pennies and dimes [1:58:17] and nickels but I have to say that I [1:58:20] think we've had amazing value the [1:58:22] citizens of Salmon Arm for our the [1:58:25] monies that we've spent and so thank you [1:58:27] for that and I can see that carrying [1:58:29] forward just looking at the report [1:58:32] today counselors I'm going to open it up [1:58:34] to you to any uh comments you'd like to [1:58:36] make either questions or comments to [1:58:38] Christie or to Tracy we'll start with [1:58:40] councelor lingren thanks you worship and [1:58:43] thanks to Tracy and Christie for the [1:58:45] work that you do in Salmon Arm it's [1:58:47] incredible um I think that the Arts [1:58:51] Council has done far more than just [1:58:53] celebrate art uh in Salmon Arm and if [1:58:56] your goal was to create um to build [1:58:59] culture create a safe and diverse space [1:59:02] and to reach people you've done that and [1:59:05] so much more um I'm a bit surprised that [1:59:09] your casual speech there I I think you [1:59:11] just told us you resigned or you've [1:59:13] retired perhaps um and you just sort of [1:59:16] slid that past without any Fanfare so um [1:59:20] I just want to say that it's been an [1:59:21] incred experience sitting up here and [1:59:23] watching the work that you guys do and [1:59:25] we appreciate all of it and the [1:59:27] invitations for us to come and [1:59:30] participate thank you councelor lingren [1:59:32] councelor Wallace [1:59:35] Richmond thank you so much and I'm so [1:59:37] sorry I couldn't be there today to offer [1:59:40] um a a handshake and more likely a hug [1:59:45] um I just want to address first my [1:59:47] comments to Tracy uh Tracy uh the mayor [1:59:51] said you're the arm and I would actually [1:59:55] um challenge him I think you're more [1:59:57] like the heart of of the Arts community [2:00:01] and the connections that have been built [2:00:03] um over these many many years um through [2:00:07] your dedication your kindness your [2:00:10] belief in in samon arm samon arm is a [2:00:12] much more connected Place uh uh than [2:00:17] it's ever been and a lot of that heart [2:00:20] lives in that building so [2:00:22] for you and for Eric and for your family [2:00:25] I mean from from the chief cookie maker [2:00:28] on uh on down your whole family has put [2:00:33] your heart into that building um and [2:00:35] into the programming and you we are so [2:00:39] profoundly grateful to have had you for [2:00:42] as long as we did and um you have big [2:00:45] shoes to fill Christie just so you know [2:00:48] um and but we will continue to support [2:00:51] you because we see the model and the [2:00:53] model works when your District Arts [2:00:56] Council is partnered with your [2:00:59] municipality um we accomplish uh goals [2:01:02] of building a stronger more [2:01:05] inclusive uh Kinder uh more thoughtful [2:01:09] uh more beautiful um and a healthier [2:01:12] community so I'm very grateful for that [2:01:15] and I and I look forward to what happens [2:01:18] uh next art um just like heart doesn't [2:01:22] have a beginning uh middle and an end it [2:01:24] goes on forever so I'm grateful thank [2:01:26] you so [2:01:28] much thank you councelor Wallace [2:01:30] Richmond and uh I will accept that [2:01:33] Amendment heart for arm without second [2:01:36] or much better [2:01:38] actually my Council sometimes when I [2:01:41] don't accept the amendment of the [2:01:42] amendment they're a little curious but [2:01:43] that one I take Council Flynn thank you [2:01:47] worship I'm just going to thank uh you [2:01:49] on behalf of the community and I've [2:01:51] always joked at this table when I've [2:01:53] been working beside counselor Wallace [2:01:55] Richmond that she's been kind of my [2:01:57] social and artistic Muse or whatever you [2:02:00] would call her I've learned a lot from [2:02:02] her but I'm not surprisingly she she [2:02:06] said what I was going to say and I was [2:02:07] going to say it in a different way but [2:02:10] behind every great person like you every [2:02:14] great woman is a good guy and I think of [2:02:17] you guys and your [2:02:20] family it's been the team and I thank [2:02:24] you thank him and uh I'm not quite known [2:02:28] as the finance guy like the mayor is but [2:02:32] I would say there's not many [2:02:35] organizations where we get as a [2:02:36] community more value for the dollars we [2:02:41] contribute thank you councelor Flynn [2:02:43] councelor [2:02:47] lavry yes thanks your worship uh Tracy [2:02:49] thanks so much I uh I I'm just going to [2:02:51] Echo what others have said and thank you [2:02:54] um not only the arm and the heart but [2:02:56] the mind as well um you have uh provided [2:03:00] Direction uh you've managed from the [2:03:03] middle and uh taken us forward so Tracy [2:03:06] thank you for that I I just uh you know [2:03:09] we're all struck by the developments uh [2:03:12] in recent days and weeks here and how [2:03:17] your not only dedication but injecting [2:03:21] the importance of [2:03:23] inclusivity of [2:03:24] equity of uh embracing a range of our [2:03:29] citizens um is becoming more and more [2:03:32] important as as we go forward here and [2:03:35] given [2:03:37] the the impending dark clouds that that [2:03:40] are that are happening in places so I I [2:03:42] want to thank you for that leadership I [2:03:44] know you'll continue on that in the [2:03:46] community and uh I'm very grateful that [2:03:49] uh you've provided that leadership so [2:03:52] Tracy thank you very much for that to [2:03:55] chrisy thanks for your report I just [2:03:57] want to comment a little bit on the [2:03:58] solar project I I know I have been [2:04:00] talking I'm not sure if that came [2:04:01] independently i' had asked Tracy it [2:04:03] would be good to hear an update about [2:04:05] that mainly because we spend all sorts [2:04:08] of money and decisions on infrastructure [2:04:10] some of it harder most of it underground [2:04:14] most of it you can't see most of it it's [2:04:17] really hard to determine the ROI of a [2:04:20] project but to get this 5-year report [2:04:23] where uh once taken off the money [2:04:26] generated from the solar and taken off [2:04:29] the power the pottery Club Kiln [2:04:33] $135 a year for [2:04:36] electricity based on the solar panel [2:04:39] install that was done five years ago it [2:04:41] doesn't get better than that and I just [2:04:43] want to uh from a uh a council position [2:04:46] say that these it's not only a good news [2:04:49] story but it's great to get those [2:04:50] numbers over time [2:04:52] for some of the softer infrastructure [2:04:54] that we do so thanks for providing that [2:04:56] as well Christie look forward to uh big [2:04:59] shoes to fill I'm sure you will fill [2:05:01] them and uh look forward down the line [2:05:03] thank you very [2:05:04] much thank [2:05:07] you okay councelor Flynn yeah um now [2:05:11] moving to Christie's presentation thank [2:05:13] you was really good um very detailed [2:05:16] very succinct and I do want to say that [2:05:19] um in my mind the decision by astred [2:05:23] andu or whoever made it to have specific [2:05:27] advertising for um one of the Bands uh [2:05:32] we have one of the biggest fundraising [2:05:33] events coming up Bollywood um [2:05:37] and one of the biggest changes I've seen [2:05:40] in our community is our diversification [2:05:43] and well that it's not diversification [2:05:45] wrong word but you know what I mean um [2:05:48] but just we're a totally different I've [2:05:49] been here for 20 years and we are a to [2:05:51] totally different community and a lot of [2:05:53] that is because of Tracy and her team [2:05:56] and I'm quite confident based on your [2:05:58] presentation and what you've done thus [2:05:59] far that you're going to continue that [2:06:01] but I think that was a good decision to [2:06:03] have that specific piece because our [2:06:07] community has changed so much and uh is [2:06:10] much more diverse so thank you thank you [2:06:14] councelor [2:06:16] Flynn I think everyone's had their turn [2:06:19] thank you Christie for your report I [2:06:21] really appreciate it appreciate the time [2:06:23] you put in and pictures tell all the [2:06:25] words so thank you Tracy we will see you [2:06:34] both we can invite councelor ganella [2:06:37] back in for Council [2:06:43] statements your worship councelor [2:06:45] ganella has left okay great s like Elvis [2:06:52] Council statements counselors does [2:06:54] anyone have a statement uh councelor [2:06:56] Wallace Richmond first please go [2:06:59] ahead thank you uh I just wanted to give [2:07:02] you a brief update on silga as you know [2:07:06] uh the resolutions are wrapping up on [2:07:10] February 15th the community excellence [2:07:13] awards have been uh submitted for [2:07:16] consideration uh there's a very exciting [2:07:19] convention uh planned for merit if [2:07:21] you've not spent a few days there I [2:07:23] encourage everyone um to go the focus [2:07:27] will be on economic and uh Community [2:07:30] Development and we have an amazing um uh [2:07:34] keynote speaker from the group small [2:07:36] towns which is Making Waves all over [2:07:38] North America um we've [2:07:41] also working through a transition from [2:07:45] Alison Slater who's been with sua for [2:07:47] many years to Karen devise and that [2:07:50] piece is going very well and and Karen [2:07:52] is from Salon arm and we're working [2:07:54] together regularly um to get all that [2:07:57] training happening so it's a very [2:07:59] exciting time for silga on the ubcm [2:08:02] front the [2:08:03] executive uh meeting happens um in next [2:08:08] week in Vancouver I will be attending [2:08:10] and I I'm on the seminar me or sorry [2:08:13] their um economic and Community [2:08:16] Development Committee as well as the [2:08:18] convention committee and then an fcm um [2:08:22] a regional or fcm board meeting is [2:08:25] happening in dval in March very packed [2:08:29] agenda um and I'm sure it won't surprise [2:08:33] you to know that there's been a lot of [2:08:34] work on the US tariff situation there [2:08:37] was a big meeting with [2:08:39] the government ministers the Prime [2:08:42] Minister and big city caucus Mayors just [2:08:46] last Thursday and they're beginning a [2:08:49] series of Roundtable conversations with [2:08:51] with all the provincial and um uh [2:08:56] territorial Association uh caucuses [2:08:59] that'll be happening uh also at the end [2:09:02] of next week um and so once budget is [2:09:05] done I'll I'll continue to focus on on [2:09:08] that piece and I think it's really [2:09:09] important for all of us to be at the [2:09:11] table so if there's any you want me to [2:09:13] raise on our behalf or on our Region's [2:09:15] behalf please um you know where to find [2:09:18] me and I'm very grateful thank you [2:09:21] thank you councelor Wallace Richmond [2:09:23] thank you for the work you do on both [2:09:24] silga and ubcm looking forward to silga [2:09:27] in Merit this year um we will go to [2:09:30] councelor lingren for Council statements [2:09:32] thanks you worship uh moving from the [2:09:34] national stage to the local stage uh [2:09:37] just a little bit of an update from [2:09:39] sabnis uh hopefully you've all had a [2:09:41] chance to look at the model of the new [2:09:43] uh Eric Christmas Memorial boardwalk and [2:09:45] birdine platform that's now located in [2:09:47] the front lobby of city hall for the [2:09:49] next week or so um [2:09:52] designed and built by autof fmid and [2:09:55] safely encased by Quinton lingren um so [2:09:58] take a look and uh hopefully the [2:10:01] community we wanted it here uh during [2:10:03] the week when everybody was coming in to [2:10:04] pay their utility bills and hopefully [2:10:06] there's they have a little few dollars [2:10:08] left over at the end and the information [2:10:10] on how to donate to that project is on [2:10:12] the cards that are located on the table [2:10:15] uh the other uh report is from the [2:10:18] environmental advisory committee uh last [2:10:20] week we we had a really amazing [2:10:22] presentation from am and Singh uh from [2:10:26] home zero which is a nonprofit [2:10:28] organization in Veron uh they gave us a [2:10:31] a really um interesting presentation on [2:10:34] this broads scope approach that they've [2:10:36] taken to retrofitting older homes to [2:10:38] reduce greenhous gases uh it's making uh [2:10:41] an impact already it they've only done [2:10:44] 11 homes as part of their pilot project [2:10:46] in Vernon but it's already making an [2:10:48] impact on reducing greenhouse gases and [2:10:50] helping the city Vernon reduce or reach [2:10:53] their [2:10:54] um uh Greenhouse reduction targets um [2:10:59] they're in the middle of expanding to a [2:11:02] 100 homes and they will probably be [2:11:05] submitting a letter to us in the near [2:11:07] future asking us to um support their um [2:11:10] application to fcm for uh additional [2:11:13] funding for that project and I hope that [2:11:16] at some point in the future they make a [2:11:18] request to come and speak to council I [2:11:19] think that you'll be really impressed [2:11:20] with the scope of their [2:11:23] project thank you very much councelor [2:11:25] lingren and thank you to you and to [2:11:27] Quinton for uh for making that available [2:11:31] um to us the the new Eric Christmas [2:11:34] Boardwalk it's [2:11:35] exciting any other Council [2:11:39] statements councelor lavry please go [2:11:41] ahead yes thanks your worship um this is [2:11:44] sort of uh in previous meetings and [2:11:47] today as well uh just a reflection it's [2:11:49] a statement but it's a reflection as [2:11:51] well um I think more and more Community [2:11:56] groups uh they're looking to funders [2:11:58] local governments The Province the feds [2:12:01] to um help support them in the good work [2:12:04] they do and I think that's getting [2:12:06] Tighter and Tighter for them to do it so [2:12:07] therefore they're reaching out more and [2:12:09] more for money and what has become clear [2:12:12] to me especially at the regional [2:12:14] district is that higher levels of [2:12:16] government are now and I think they're [2:12:20] doing it way too early without enough [2:12:22] support but are mandating that Community [2:12:27] organizations have Asset Management [2:12:30] plans in place now I personally think [2:12:34] that's a leap too far for a small [2:12:35] community organization to do that but I [2:12:39] think that there's a need and I'm just [2:12:40] going to float this idea out here I [2:12:42] don't know how to actualize it at all [2:12:44] but there's a need for us to be figuring [2:12:47] out a way of how we can partner to [2:12:50] support community organizations in [2:12:52] starting that asset management process [2:12:55] as we are starting to do it as well so [2:12:59] that you don't build something 20 years [2:13:02] later it's falling down and then you're [2:13:04] starting from Ground Zero literally in [2:13:06] some cases to actually get it up and get [2:13:09] it going and and and recover so I think [2:13:12] it's uh uh I I'll bring this forward I [2:13:13] like maybe uh other counselors we could [2:13:16] uh work on some ideas on that but I do [2:13:18] think that and and perhaps there's some [2:13:21] training out there that I'm not aware of [2:13:23] but I think it' be advantageous for all [2:13:25] of us to put our heads together to uh [2:13:28] start some Community [2:13:32] organization uh process where groups can [2:13:35] start to get their heads be introduced [2:13:37] to and get their heads around Asset [2:13:38] Management thank [2:13:40] you thank you very much councelor lavy [2:13:43] are there any other statements from [2:13:44] counselers [2:13:46] today thank you thank you for all of [2:13:48] your work I know that you're all working [2:13:50] hard on your committees out there and in [2:13:52] the community okay we will go [2:13:55] to question and answer [2:13:58] period is there anyone who has a [2:14:00] question that they like to ask Council [2:14:02] either virtually or in person [2:14:06] here okay seeing none um I'll accept a [2:14:11] motion to return to in camera councelor [2:14:14] lingren counc Canon thank you all those [2:14:17] in favor
