[24:07] to move forward the projects. They were a little over our buckets and so you directed Parks
[24:13] and RAC to review the capital maintenance and to finish what we started, to refine those
[24:18] lists so that they would finish the requirements of the council for those allocations of funding,
[24:24] which they did.
[24:26] And we submitted those lists to the council, to the mayor's office, and then subsequently
[24:32] to the council for their review.
[24:34] Zach put together this great overview table breakdown of not only the three buckets of
[24:42] target allocations for the three buckets, also across the planning areas, so we can demonstrate
[24:49] our geographical diversity, how we spread it out across the whole region.
[24:55] And as you see here, as we talk about the rolled up numbers in capital maintenance,
[25:00] We had a 40% allocation of the $90 million, and Parks and Rec were able to bring it in at 29.82%.

[27:38] of this list and the resolution to go to bond will take place this Tuesday at the
[27:45] council meeting. Currently we have a time certain of 2.30 for the resolution and
[27:55] the resolution is that where they declared their intent to go to bond
[27:59] and it's a time certain of 2.30. Right prior to that I will do a
[28:05] presentation to the council on this list. So I want to extend an invitation to you
[28:11] all that you can be there in person, you can listen online, but this would be the
[28:17] public announcement, if you will, of all these projects and our intent to go to

[28:39] significant one and a significant milestone for us to continue to move

[29:17] and ask questions and then ultimately it'll be on the ballot that first week

[29:34] decision to move forward the bond and move forward your list of projects.
[29:41] One update that I'd like to give you a heads up on, we partner with Science Bank and the
[29:48] Bond Council in order to issue the bond and there was what we call a debt review meeting
[29:54] on Wednesday, this week, where they discussed
[30:00] Whether or not the county should go out to a bond, right? They're discussing the impact of this debt on the county.
[30:07] And so these are, this includes like the treasurers and the district attorney's office and mayor's finance and, of course, our lenders from Zions Bank.
[30:17] And at that meeting, they discussed what's our primary objective here is to maintain the current tax that we have from the previous bond.
[30:28] So, we're just rolling into a new bond, but not increasing any kind of tax for our residents.
[30:35] Based on the interest rates, you know, they want to evaluate where's that bond threshold.
[30:41] And when we started this process, they gave us the kind of a target.
[30:44] We looked at a target date of 90 million, and that's where we set our projects.
[30:50] The bond that they are proposing to issue is a hundred million, and the reason it's
[30:55] going to be a hundred million is it we're able to do that without increasing the tax,
[31:01] but it gives the county and our ability to do these projects with a little bit of a buffer
[31:08] so that we can cover increased costs associated with these projects.
[31:13] So it's not that we have an extra 10 million to just go out and identify new projects
[31:18] to add to the list.
[31:19] It's a buffer that allows us to account for the fact that we have, this is a 10-year bond.
