Agenda item three, [1:55] uh, athletic fields policy update. All [1:58] right. Well, it's great to see you all. [2:00] Happy August. Hard to believe school's [2:02] back in session. Summer's winding down, [2:04] but, uh, we are happy to be here. I'll [2:07] share a couple of updates on kind of [2:09] events and happenings as well. But, uh, [2:11] I'm going to introduce Darcy Chaloo in a [2:13] minute, and we're going to pull a [2:14] presentation. We wanted to share with [2:16] you an update on our athletic field [2:19] policy. We had a couple changes that we [2:20] thought this would be a really good time [2:22] to to make in light of some um different [2:24] demands for field use and um some [2:27] conflicts that we've seen with, you [2:29] know, similarly prioritized groups. So, [2:31] we're gonna kind of walk you through [2:32] what some of those needs look like. And [2:34] Darcy really supervises a lot of our [2:37] fields these days. So, I'm gonna let you [2:39] take the show from here and I'll pull up [2:40] that presentation. All right. [3:04] Okay. [3:07] >> All right. [3:07] >> You see that? You good? Good. [3:09] >> Um Darcy oversee our athletic fields. Um [3:14] mainly the two that we're really [3:16] referring to are Albert Field here and [3:17] the pickle weed um fields. Um although [3:21] we do oversee um Albert Field, Bernard [3:23] Hoffman Fields, uh Pickled Field Fields, [3:26] and then Victor Jones has a small T-ball [3:29] field there. Um this hasn't changed. [3:32] This is our all of our fields, the [3:34] amenities they provide, and our primary [3:36] and secondary use um for the fields. Um [3:39] we get some different requests that come [3:42] in every now and then. I think we just [3:44] got a Cricut request uh to come out here [3:47] and I haven't heard back from them. I [3:48] said we'd do it, but um these are kind [3:50] of the just the main sports that we get [3:54] requests for. [3:57] Um [3:59] so we [4:03] have an exist existing field use and [4:06] application policy and we're just um [4:09] requesting to change a few of um clarify [4:12] some things um give prior to use um and [4:16] then some rules and regulations um that [4:18] have to do with some of the challenges [4:20] that we're seeing at Picklefield. [4:22] Um, we're proposing several changes to [4:25] the policy um to address increased [4:27] competition, unpermitted use, um, [4:30] violations of field use regulations, um, [4:33] and changes in demand due to the [4:35] facility improvements. um specifically [4:37] at pickle. [4:40] Um [4:42] we so [4:45] our is this the okay our proposed [4:48] changes are to clarify um fields that [4:51] may be used for emergency response [4:53] purposes. So just understand to the [4:55] community that if you know something [4:57] does happen we can close down you know [5:00] their use of the field to open it up for [5:02] emergencies. Um, we want to introduce a [5:05] new tiebreaking criteria, which I'll get [5:07] into a little bit later. Um, modify the [5:11] field application process to introduce [5:13] two seasons. So, for pickleed, because [5:15] they are year round, um, we we normally [5:18] just accept applications um once a year [5:21] for the entire following year, but since [5:24] pickleed is now um year round, we [5:27] thought we'd break that up into two [5:29] separate seasons to accept those [5:30] applications. Um, introduce new field [5:33] prep cleanup regulations specifically [5:35] for pickle weed. Um, prohibit rental [5:38] exchange subleting of field use space. [5:42] Uh, prohibit vending sales unless [5:44] authorized by the city. Prohibit [5:46] gambling at the fields and introduce a [5:49] field monitor requirement for c certain [5:52] programs. [5:54] Um, so we can get into the tiebreaking [5:56] criteria. Um, so we're proposing that if [6:00] we get a tie, um, which means their [6:04] prioritization is the same. Let's say [6:06] they're both nonprofit, they both, um, [6:10] are Santafell residents, um, they're [6:12] both serving youth. That's like our top [6:14] prioritization on our on our list. Um, [6:17] we have quite a few different [6:18] organizations that meet that criterion. [6:20] And so our I think our um our our rules [6:25] currently it says to pull straws which [6:28] we found that out. [6:30] >> Was that last year? [6:31] >> Yeah. [6:31] >> Um yeah. So we we didn't like that [6:34] [laughter] [6:35] >> very much. [6:36] >> It works but it's maybe not the best [6:38] approach. Yeah. [6:39] >> Um you know so we kind of um came these [6:43] [clears throat] are the things that we [6:44] came up with um to come up with the for [6:48] the tiebreaking. So um first we would [6:51] obviously work with the organizations [6:52] like this is what we currently do. If [6:54] two organizations are tied you know I [6:56] work with both parties to see like how [6:58] can we make this work together a lot of [7:00] these field users they all know each [7:02] other and they and it usually resolves [7:04] itself but there are a few cases that it [7:06] doesn't. Um so then we would go into the [7:09] organization standing with the city um [7:12] including compliance with permit [7:13] requirements, facility use policies and [7:16] timely payment of fees for the fields. [7:19] Um then we would move to percent if [7:21] they're still tied um we would move to [7:23] percentage of resident participants. So currently we don't ask [7:28] for rosters from any of the teams to [7:31] show that they are serving residents. Um [7:34] so this would give us the ability to do [7:36] that. Um and then the next would be [7:39] lowest barriers to participation. So [7:41] like is the organization offering [7:43] scholarships um equitable and inclusive [7:45] participation opportunities for [7:47] everybody. Um the next would be the [7:50] length um if we're still tied the length [7:52] of the organization's relationship with [7:54] the city um with consideration given to [7:57] long-standing community partnerships [7:58] that demonstrate a stewardship of city [8:00] facilities. Um [8:03] and obviously to reduce the [8:05] administrative burden like asking for [8:07] all these things up front. This would we [8:09] would only be asking for those things um [8:11] if there was a tie. [8:14] >> I would we think that um really these [8:19] first two steps will likely resolve most [8:22] ties by the time we start looking at [8:24] Santael residency. [8:26] I think unless it's 100% residency for [8:29] both works, there's it's likely one's [8:31] going to come out on top of the other. [8:33] So I think, you know, that is like like [8:35] Darcy mentioned kind of a big lift to [8:36] have to report all this information and [8:38] collect all that information. We know a [8:40] lot of groups might not even be [8:41] collecting all that information on the [8:43] front end. So I really don't want to do [8:45] it unless we really need to. [8:50] » So that's the the bigger one. And then [8:52] the second one is just the application [8:54] process was kind of what I touched on [8:56] earlier. Um this only applies to faculty [8:58] field. It would not apply to the other [9:00] fields. Um but we're proposing that um [9:03] we accept applications twice a year. So [9:07] when we accept in September that would [9:08] align with what we do here at Albert [9:10] Field. Um we accept applications from [9:13] September 1st to October 31st finalized [9:15] by December 1st. Um but that only gives [9:19] access for March to August. And then we [9:21] would do that all over again in April [9:24] and finalized by July 1st for the fall [9:27] winter season, September through [9:28] February. [9:31] Um, and then all other like if those are [9:34] kind of the most competitive people that [9:36] are looking for the space that are doing [9:38] this year round, year round, anybody can [9:40] submit an applica application to us at [9:42] any point during the year and if we have [9:44] space we can fill them in. [9:49] Um I think that's it. Yeah. [9:53] >> Yeah. [9:53] I think like one last comment on [9:55] this. I think that you know we when we [9:57] really have the situation where we have [9:59] two equally prioritized groups that's [10:00] usually when we have these open [10:02] application windows for the field. So [10:04] you know we we give ourselves this time [10:06] to collect applications to really [10:08] understand what is the demand what [10:10] groups really want access to the field [10:12] and try to give everyone an equal [10:14] opportunity to have access. So that's [10:16] why we have these specific application [10:18] windows. We think that's important to [10:20] make sure people really understand what [10:22] they need to do to to get access to the [10:24] facilities and then give us a chance to [10:26] really truly review it on a [10:28] prioritization schedule. I think that, [10:30] you know, one of the the big goals for [10:32] us with this policy is to make sure that [10:34] it aligns with the values of the city [10:36] and how we want to see these resources [10:38] used by the community who should have [10:41] first priority access. And you know, for [10:43] us, we heavily prioritize local [10:47] resident, youth, nonprofit groups really [10:49] that do have lower barriers to entry. We [10:52] want to see our fields used by groups [10:54] that are going to be uh wreck play. That [10:57] doesn't mean there's anything wrong with [10:58] the other forms of play. We know a lot [11:00] of groups are really pushing towards [11:02] competitive play, but you know, for us [11:04] as a municipal field, we think that's [11:07] our top priority. not exclusive use for [11:09] that but just one of our top priority [11:10] user groups that we want to make sure [11:12] does have access to the fields. So these [11:15] windows are are really important and I [11:17] think this is an iterative process. I [11:19] think with pickle weed field in [11:20] particular since the you know the all [11:22] weather turf was installed we have seen [11:24] higher demand and we're also seeing um [11:26] requests for use come in in a different [11:29] cadence than we had before. So we we're [11:31] going to try this cadence this twice a [11:33] year for now and see how it goes. We [11:35] could always change that or adapt to [11:37] seasonality moving forward, but based on [11:40] what we've heard from the user groups, [11:41] we think this will help them plan better [11:45] uh and give them enough time to plan [11:46] advance. Also give us enough of a a [11:49] calendar that we can fill so we have [11:51] plans in advance as well. But but like [11:53] Darcy mentioned, if we get requests off [11:55] cycle, we'll always do the best we can [11:57] to fill on a first come first- serve [12:00] basis. And that's where then okay, the [12:02] cricket team wants to come play and [12:04] we've got space. Yeah, we'll we'll [12:05] consider that even though it's not one [12:07] of those top priority business points. [12:11] >> Yeah. Anything else you want to add? [12:13] >> No. Yeah, just in that application [12:15] window like it it really does take two [12:18] months to [laughter] [12:20] figure out how to to fit that puzzle [12:23] together. And um you know, organizations [12:25] are usually really good like at first [12:26] they kind of ask for everything, right? [12:28] and I then we have to go back and and talk about that. You know, they [12:33] always ask for the world first and then [12:35] we have to rein it in to try to even it [12:38] out. So, [12:39] >> um I'm going to go back to a couple [12:41] other comments on a few of these other [12:43] changes. Um I think the tiebreaking [12:46] criteria and the seasonal requests for [12:48] use are the two most impactful that [12:51] we've identified. We even though the the [12:54] tiebreaking criteria we we we're saying [12:56] it's impactful, I don't think it's going [12:58] to have a significant impact on most [13:00] groups. I think the area that we see the [13:03] most conflict right now where we have [13:05] groups that are equally prioritized, it [13:08] really is in the the the local resident [13:11] nonprofit youth category and we have a [13:13] lot of groups that are offering programs [13:15] in that category. So, and I do think [13:18] that um that's one I want to flag that [13:20] there could be um uh some groups that [13:23] come out with more space and maybe some [13:25] groups that come out with less depending [13:27] on how many standard residents they're [13:29] serving if we implement a tiebreaker [13:32] policy like this. So, I I want to just [13:34] make sure that that's clear. We're [13:35] trying to solve that problem on our end [13:37] so we're not left flipping a coin or [13:39] throwing a straw because we don't feel [13:41] that that's necessarily the best way to [13:44] make that decision. This is a [13:45] valuesbased recommendation that we're [13:48] making that we think aligns with our [13:49] values. But ultimately that does mean [13:51] that some groups may get space if [13:53] they're serving more residents than [13:55] others. And so uh we definitely just [13:57] want to make sure that that's clear. Um [13:59] I think we've we've looked specifically [14:01] at Elbert Field and I think uh you know [14:04] there's some examples of that that we [14:05] could get into where we have had [14:07] tiebreers. We've had to talk with [14:08] multiple groups that are in that same [14:10] category. And like Darcy said too, I [14:12] think we do try to do a great job. I [14:14] think Darcy's done a wonderful job of [14:17] really trying to help groups compromise [14:19] and and look for win-win situations as [14:21] opposed to all the space going to one [14:24] group and then monopolizing it just [14:26] because they may have a higher [14:27] prioritization level. And that's really [14:29] our goal here. it's not to not to try [14:32] to, you know, dictate who gets the [14:34] field, but really just to help create [14:35] some systems that are easy for us to [14:37] navigate. Um, but a couple other things [14:39] I wanted to point out. I think with um, [14:41] you know, the rental exchange, subleting [14:43] of field space, that is not a common [14:45] thing, but we felt this was a good time [14:47] to introduce that. We have had a couple [14:49] examples where we found groups swapping [14:52] field time. And while that's not a [14:55] that's not um probably the biggest [14:57] concern that we have, it does lead to [14:59] confusion and and it can be challenging [15:01] for us if we don't know who's on the [15:02] field. Uh uh particularly if there's an [15:05] issue, accident, injury, a concern, that [15:07] can be a confusing situation for us. So [15:09] we wanted to clarify that. Um, gambling [15:12] is already prohibited in the parks, but [15:14] we wanted to call that out because we [15:16] have had situations, particularly with [15:18] some of the the adult leagues that have [15:20] operated at Pickle Park where we have [15:22] found um that gambling has been [15:25] occurring, some illegal um sales of [15:28] merchandise associated with some of [15:30] those leagues. So, we did want to just [15:32] call that out explicitly in here. That [15:34] helps, I think, our renters really [15:36] understand that that's that's not [15:37] allowed. And uh we want to make sure [15:39] that that's clear that you know those [15:41] types of behaviors if they're coming [15:43] with programs uh it it it might make it [15:46] difficult for them to continue renting [15:48] with us moving forward. So and then the [15:50] field monitor program is something we [15:52] actually just implemented last year at [15:54] Pickle Field for the first time. And for [15:56] some of our commercial rentals in the [15:58] past we've um required security. um we [16:02] feel that a city employee that has a [16:04] board of understanding of the field and [16:06] the rules and and how to help support [16:08] groups might be of more of a benefit to [16:10] these groups. So in place of requiring a [16:13] you know a security guard from a company [16:15] that's kind of just going to post up and [16:17] be there having a field monitor that can really be a liazison between the [16:22] city and the groups. Um we're we're [16:24] going to try implementing that instead. [16:26] And so for those same commercial groups [16:27] that we required security instead we we [16:30] uh may be looking at a field monitor in [16:32] place of that. We're also going to offer [16:34] that to groups that really feel like [16:35] they need it. I think particularly at [16:37] pickle weed field with the two fields if [16:39] there's two groups out there at the same [16:40] time we're going to encourage groups [16:42] maybe to have a field monitor present [16:43] that can help just be a point person in [16:45] case there's any issues concerns. [16:48] So I just wanted to highlight a couple [16:49] of the reasons why we're looking at [16:50] these changes. [16:53] I think that's it though. [16:58] So, yeah. All right. Uh, any questions? [17:02] >> Um, I I did have a question about um I [17:04] was reading through the agenda and um [17:07] first off, I want to say I love building [17:09] processes to help make decisions. [17:11] Totally support that. I think that's a [17:13] great idea. It's good for you guys. It's [17:15] good for the people who are applying. I [17:17] think I like all that. Um, but as I was [17:20] reading it, I I saw that the priority [17:23] list ha had some like obviously it was [17:26] far down the priority list, but had some [17:28] that weren't San Rafale. And like I had [17:30] just expected that of course every [17:33] possible San Rafll one would be above [17:36] anybody from outside the city and and I [17:39] was wondering did I read that right? And [17:42] is that is that um I know you guys [17:44] prioritize centerfell residents so I [17:46] wasn't sure what the [17:49] >> Yes, I believe that on a category [17:52] bycategory basis um residency is going [17:55] to the Sandersville residents are going [17:56] to get priority over non-residents. [17:59] >> Um so I'm pretty sure it's the way it's [18:01] intended. We'll go I'll go back and take [18:03] a a look just to double check, but I'm [18:05] pretty confident that we prioritize [18:07] anyone that's a resident based group [18:09] over a non-res. [18:11] >> Yeah. So, Sanfell based. So, there's, [18:14] you know, youth serving, adult serving, and that's [18:18] the primary and secondary uses. So, like [18:20] the first slide that we had up there, [18:22] and then it's non Sanderfell based. And [18:25] then maybe you're referring to number [18:26] six where it's standfal based nonprofit [18:29] organizations for other permitted uses. [18:31] And I think that's more eventbased or if [18:35] it's not part of it's not baseball, it's [18:38] not softball, it's not volleyball, [18:41] >> sports and then got it. Okay. That Yeah, [18:44] I knew there I knew you guys always do [18:47] that and so I was like I understand why [18:48] this is okay. Yeah, I'll give you an I [18:51] think we've had a couple examples of [18:53] groups that have wanted to rent the park [18:56] for I think we had one it was um it was [18:58] like a commercial film shoot we've had [19:00] out there. We've had other groups that [19:02] want to have more of like um special [19:05] events or other types of programs that [19:07] are non-sports. And I think in that case [19:09] we would still prioritize the sports use [19:12] >> because that aligns with the the way the [19:14] facility was designed and intended to be [19:16] used. We we can accommodate some of [19:18] those types of programs at the field [19:20] occasionally, but yeah, it would just be [19:21] lower priority regardless of resial [19:23] stats. [19:24] >> Yes. Um the is July 1 as [19:35] someone who's been on a local [19:37] immigration [19:39] sports team, not getting your field [19:41] until July 1 for a season that starts [19:43] August, you know, 15th feels tight. But [19:45] I I I assume based on your the old [19:48] pickle weed schedule that they're used [19:51] to that. I've never been directly [19:52] involved in that, but like is that [19:54] timeline [19:56] enough time for organizations to be like [19:58] great, we've got our fields? [20:00] >> Yeah, I think it's a good question. I [20:01] think you know what we've got right now [20:02] is applications April 1 through May 31, [20:06] decision by July 1 for field use [20:08] starting September one. So you're right, [20:10] like that's only gives about a month of [20:12] heads up notice. Historically at Pickle [20:16] Field before we did this conversion, the [20:19] field was uh I would say more often than [20:22] not closed in the fall season due to the [20:25] field conditions. We didn't really have [20:26] any user groups out there. So I think [20:29] we're still trying to fine-tune what is [20:31] that right cadence and I we want to try [20:34] this to see how it goes. We talked with [20:36] our staff team about how this not only [20:39] aligns with the field use but also with [20:41] our um our pickle advisory committee [20:44] co-sponsorship application process. So [20:46] that was another factor here. I think [20:48] this probably um we'll try this and see [20:51] how this works. But I think it's a good [20:52] point. You know, is that enough time? [20:54] And I think we'll have to kind of [20:55] monitor that and watch that. I think [20:57] that's an adjustment we could likely [20:59] make at a staff department level. if we [21:02] needed to open a little earlier, we [21:04] could probably make that change to [21:05] respond to the community. [21:08] >> Um, and then just the other one, the the [21:10] list of criteria you have under number [21:13] two are listed as bullet points. It [21:15] wasn't clear to me that it was one then [21:18] two then three. Um it's tough because field [22:10] users change their requests quite a bit [22:13] and our our active system or [22:15] registration system doesn't [22:18] as far as we know doesn't have like a [22:20] calendar that we can just implement to [22:21] go into our website. So, it was like I [22:24] was updating it here on my own personal [22:26] calendar that I share with all the user [22:28] groups and then again on the website and [22:30] it just like it was kind of a lot. Um, [22:33] so I I think like halfway through the [22:34] season I was like I don't even know if [22:36] anybody's looking at this online [22:37] calendar. But if anybody does reach out, [22:39] I do have like a personal calendar that [22:41] has all of the field the organization's [22:44] name on the calendar and I'll just send [22:45] that to them if they're like hey I need [22:47] these three dates. I'm like great here's [22:48] my calendar. I don't have those dates, [22:50] but if you can find some time, like I'll [22:52] put you on. So, I have it, but [22:55] [laughter] it isn't it is [22:57] >> it's not a publicly available thing. [22:59] Citywide, we are working on a new [23:00] website that is something that we're [23:02] going to be rolling out likely this [23:03] fall. And I think as part of that [23:05] effort, we've been working with our [23:06] digital services team for different [23:08] calendar views in the pool example where [23:11] we know right now it's a static PDF [23:14] document, right? [23:14] >> And we'd love to make that a little more [23:16] interactive, a little more accessible [23:18] for the community. I think we've been [23:19] exploring whether we can, you know, use [23:21] that for fields and other program [23:23] activities as well. And so had a [23:26] conversation last week with our [23:27] marketing coordinator in digital and [23:29] they're gonna they're exploring whether [23:30] there's any kind of plugins that might [23:32] work that might be easier than you know [23:35] duplicating the calendar three times and [23:37] then having version control issues and [23:39] one thing says one. [23:41] >> But I I think with all of that kind of [23:43] stuff that it's like kind of all in the [23:45] details too. I think there the flip side [23:47] of that too. I don't we want to be um [23:49] sensitive to you know groups to make [23:51] sure that we're like advertising which [23:52] group is on the field at what part in [23:53] time like like the way our our system [23:56] intakes information sometimes the [23:58] calendar pumps out it has like the [24:00] person's name who rented it as opposed [24:02] to the organization. [24:04] So you know I think finding a way to [24:06] make sure that it's just clear that it's [24:08] reserved [24:08] >> right kind of working. [24:11] >> But yeah I think we all would like to [24:12] see that as well. I think it'd be [24:14] helpful not only to share what's [24:16] available, but it might help fill space [24:18] because people know that it's available. So I'm gonna [27:35] share my screen again here. [27:45] Hey [27:49] So [27:52] we the last time park and recck [27:54] commission met for a regular meeting was [27:57] back in May and then in June we didn't [28:01] have any agenda items so we ended up [28:03] cancing the June meeting and then July [28:05] we had the the park tour uh at 620 Canal [28:08] Street and one update I wanted to share [28:11] um you know that happened in June is uh [28:15] Christy Hubaker who was direct [28:17] supervisor for the Borough Community [28:18] Center. Uh she actually resigned, took [28:21] uh took a different position and she [28:22] left the city. And so that's why I'm [28:25] giving this report is right now uh we do [28:28] not have a a supervisor at the Boro [28:30] Community Center. However, Darcy has [28:33] been uh helping support the Boro [28:36] Community Center. So uh she's been [28:38] gracious enough to step in, not only [28:40] support here, but also help support [28:42] them. Um yeah. [laughter] [28:46] Um I am pleased to report though that um [28:49] we did make a decision for a supervisor [28:52] appointment. So starting October one, we [28:55] are going to have a supervisor. Uh you may uh have met her before. Her [28:59] name's Christina Farhank. She's [29:00] currently the program coordinator at the [29:02] Teran Linda Community Center. Helps [29:04] support the community center and our [29:05] aquatics program there. Has been with [29:07] the city for more than 10 years. So I'm [29:09] excited to share that she's going to be [29:10] stepping into that role in October. So [29:12] there's a transition period here. We're [29:15] also going to be standing up a [29:16] recruitment to replace Christina, which [29:18] are that's big shoes to fill. It's an [29:20] important role at TL with the aquatics. [29:23] So as soon as that recruitment's flying, [29:25] I'll be sharing that. So but in the [29:27] meantime, you're stuck with me giving [29:29] this pickle advisory committee report. [29:31] So um I want to share a little bit about [29:33] the the committee. Um this is a and I I [29:37] this is an annual report that we um want [29:39] to share with you because I think this [29:41] is really important work that this group [29:43] does. Um pickleweed advisory committee [29:45] is an advisory board. They're really [29:47] focused specifically on canal [29:48] neighborhood picklee park and the aloro [29:51] community center. It's different from [29:52] park and rec commission. They're really [29:54] intended to provide direct canal [29:55] community voice on the facilities and [29:57] programs that happen in the park and [29:59] community center there. Um there's are [30:02] 10 members currently on the pickle [30:04] advisory committee. Um seven of them are [30:06] voting. Uh so one of those members is an [30:08] alternate. Um we have a rep from the [30:12] park and recreation commission as well [30:14] that sits on. Uh we also I want to flag [30:16] that we have um two current vacancies, [30:19] an alternate vacancy and a youth member [30:21] vacancy. Youth member could be between [30:23] the ages of nine and 18 years old. uh [30:27] and I you know that has been a position [30:28] that we've often struggled to fill but [30:31] could have a really incredible impact on [30:33] the community. So want to um see if we [30:36] can try to fill that uh position this [30:39] year. Uh the group meets every other [30:41] month uh the first Wednesday of the [30:43] month. So it's I think the cadence is [30:45] they start in February each year. [30:47] February, April, June, August and [30:51] October typically are are off cycle in [30:53] December. [30:55] Uh the goal here is to provide a forum [30:57] for canal residents, advise park and [30:59] recreck commission, city council, city [31:01] staff and the matters concerning the [31:03] park and the center and really make [31:05] recommendations on policies and [31:06] procedures. A big part of the agenda [31:10] items that come their way are to review [31:12] co-sponsorship programming and use [31:13] agreements. Um the city has an existing [31:17] policy that allows us to wave fees for [31:20] programs that are in alignment with that [31:22] policy. um that uh is limited up to a [31:25] threshold certain dollar amount of the [31:27] value of the fee waiverss. Uh and this [31:29] year that threshold is up to $168,000 [31:33] worth of fees can be waved. So, you [31:35] know, this group is the advisory group [31:38] that really receives those applications [31:40] and has a chance to advise the city on [31:42] which part which program should we [31:44] partner with and and wave fees for [31:48] um [31:49] the fee wavers reductions as part of [31:51] that program. It it's really up to staff [31:55] to make recommendations and then for the [31:57] committee to advise on, you know, how [31:59] much uh of the fee we should be waving. [32:02] It could be a small amount. It could be [32:04] all the way up to 100%. And we can [32:06] receive applications for facility use up [32:09] to 12 months. Programs have to be [32:12] eligible. Um, so the event has to be [32:14] open to all residents of San Rafale. [32:16] There can be, you know, special [32:18] requirements. I'll use sports as an [32:20] example. If there's a minimum age or [32:22] skill level for a particular program, [32:24] that that's still okay. But we want to [32:26] make sure that the programs are open to [32:28] all residents, that they're of direct [32:29] benefit to the community. And I think an [32:32] important component here is that we want [32:34] these programs to be low or no fee to [32:38] participants to re remove or reduce the [32:40] barriers to participation. [32:42] Uh and the proposed activity can't be [32:44] part of any private commercial [32:45] enterprise or other promotions. [32:50] So this year so far in 2026, this is [32:53] probably going to be hard to read, small [32:55] font, but these are the programs that [32:59] have been approved for co-sponsorships [33:02] uh this year at the Boro Center at [33:04] Pickle Park. First program on that list [33:07] is the is the YMCA after school program. [33:11] I think this is a really unique [33:12] partnership. Um the YMCA provides an [33:15] afterchool program in partnership with [33:17] Sanderfell City Schools. Um the school [33:20] district is receiving funds from the [33:22] state extended learning opportunity [33:24] program u funding that helps ensure that [33:28] participants have um either very lowcost [33:31] or free access to the program. So the [33:33] YMCA provides the staffing for it and [33:36] then they've applied for co-sponsorship [33:38] to wave the facility rental fees. And so [33:40] really there's quite a few organizations [33:42] involved in providing that after school [33:45] program for the community. Um, in [33:47] addition, the YMCA offers a summer day [33:48] camp program, uh, which, uh, a lot of [33:51] the the same program participants are [33:53] coming to that program, so it gives them [33:55] continued care throughout the year. So, [33:57] they've submitted two separate, um, [33:59] sponsorship applications and so they're [34:01] different program models. [34:04] Uh, the Canal Football Club, Canal FC, [34:07] uh, received, uh, co-sponsorship [34:09] applications for their spring season as [34:12] well as the fall and winter season. Um, [34:15] I think the the reason there's two [34:16] applications shown there is just because [34:18] of the cycle of us trying to trying to [34:21] adjust to the seasonality of of demand [34:23] and make sure that we really understood [34:25] what the demand demand was going to be [34:27] and that the committee can understand [34:29] that as well. So we asked them to come [34:30] back with a second application in August [34:32] this year. Typically they would u likely [34:36] qualify to or be eligible to do just one [34:38] annual application and that may be the case in the future. Uh, Zumba by [34:43] Vivivalon, [34:45] an older adult recreation program, uh, [34:48] Drawbridge Arts Program, [34:51] the the Scouts of America Troop 2000, [34:54] Togo Cone Voice, Oracle Music has arts [34:58] and science program and music [34:59] instruction program, Canal Arts Family, [35:02] an art program on Saturdays. Uh, there's [35:06] a mural design element to that as well. [35:09] uh a TAM adult school English as a [35:12] second language program and the uh roots [35:14] of the canal program which is a um an [35:17] afterchool program Monday through Friday [35:20] uh offered in the teen room at the Boro [35:22] community center. So in total um the [35:27] committee has approved uh $150,000 worth [35:32] of requests. You can kind of see the [35:34] different percent allocation for each of [35:36] those those programs that have received [35:38] funds. Um this isn't a direct cost to [35:42] the city really. This is what the value [35:44] would be if we were to have rented those [35:47] facilities. So this doesn't represent a [35:49] loss of revenue necessarily. Uh it's [35:52] really more um uh I think that's a [35:55] measure of like I said if if we were to [35:59] rent the space during that point in [36:00] time. There are a few direct costs for [36:02] the city when we run these types of [36:04] programs. There's utility expense, [36:06] overhead, operational expenses. Uh but [36:09] really there there are a few direct [36:11] costs. In the case that there was a [36:13] program that was happening after hours [36:15] or when staff weren't present, we do do [36:18] still reserve the right to schedule a [36:20] facility attendant and potentially [36:21] charge groups back for some of those [36:23] additional supplemental costs. But we [36:26] really view this as a way that we can [36:28] ensure the community center and the park [36:30] are are serving the community in ways [36:34] that meet community needs. Um so you [36:37] know to me I I I think this is a a [36:39] really a great outcome to know that the [36:42] community has had an opportunity to see [36:44] these applications that groups have [36:46] access uh to you know not only the field [36:49] and the community center but really to [36:51] provide these services to the community. [36:54] uh we really view this as a positive [36:56] part of our our overall program. Um [36:59] there are a few things that I I think [37:01] the committee we want to take a look at [37:03] in the next year. Um as I mentioned, we [37:05] want to recruit for those vacant uh [37:07] advisory committee seats. So if you know [37:09] anyone that's interested um send them [37:12] our way. Uh happy to share what that [37:14] process would look like to get an [37:16] application in. Um we are reviewing the [37:19] co-sponsorship application policy and [37:21] procedures. I think there's a few things [37:23] that we might want to take a look at and [37:25] fine-tune. The last time that um policy [37:28] was reviewed was 2021. Um I I think one [37:32] example of something that I'd like to [37:34] potentially change is right now we ask [37:37] groups to submit an application and [37:38] attend a meeting and give a presentation [37:41] and then come back two months later and [37:43] that's when the committee makes a [37:45] decision. And I'm going to be [37:47] recommending that we try to do that in [37:49] one meeting um just for efficiency and [37:52] for uh it's I've heard from some of the [37:54] committee members that over the course [37:56] of a two-month period it's hard to [37:57] remember like what happened. And so [38:00] there's a few things like that that I [38:01] think we might want to try and clean up, [38:03] but we also want to make sure that [38:04] there's still a really intentional [38:06] process and that the committee has good [38:08] information in front of them to make a [38:10] decision about who should get these [38:12] dollars. Um, we're also expecting that, [38:15] you know, with maybe better advertising [38:17] of these co-sponsorship opportunities, [38:19] um, we may see increased demand for use [38:22] of the space. And I think that that [38:24] raises some questions about, um, how [38:27] what percent of fee waver should we be [38:29] giving to groups? Who should receive [38:31] these dollars? How should we kind of [38:33] divvy up this pot of money that we have [38:35] the ability to wave fees um, under? So [38:39] while that hasn't been an issue in [38:41] recent years, we can kind of see we're getting close to that threshold [38:45] now. And um I think you know for us [38:48] we've been talking about you know [38:50] there's community center programs. [38:51] There's a wide variety of different [38:53] types of programs at community center. [38:55] Now the field has increased demand. [38:57] We're starting to see maybe some more [38:58] demand for field use. What's the right [39:00] mix? And I think on a staff level we may [39:03] want to fine-tune. how do we make those [39:05] recommendations to help the advisory [39:07] committee understand what we think might [39:08] be best and align with our values in in [39:11] a way that can uh help inform them [39:12] making those decisions. So likely going [39:15] to be looking at that that policy in the [39:17] next few months and maybe be coming back [39:19] in 2027 with some recommendations for [39:21] changes [39:24] and I think with that I [39:28] questions from the committee. [39:31] No, I think those are great [39:32] recommendations. [39:36] » I know that the uh the presentation [39:39] meetings can go long. Um do you think [39:42] like combining the two would make that [39:45] considerably longer or uh [39:48] >> you know having the presentation and the [39:49] decision making process? So, as someone [39:53] who's worked in local parks and rack and [39:56] government now for better part of 13 [39:59] years, there's nothing I love more than [40:00] a 4 hour. [40:03] [laughter] [40:04] >> Um, the five hour meeting. [40:06] >> Except the five hour meeting. No, I'm [40:07] joking. Um, yeah, I think that, you [40:10] know, I saw there was a pickle weed [40:11] advisory committee meeting packet that [40:13] exceeded 300 pages. And to me, I don't [40:16] think that that is um well, I while I [40:20] appreciate that this is important [40:21] information and we want to make sure [40:22] that applicants really are thorough and [40:24] there's going to be good measurable [40:26] outcomes, I think that's really hard for [40:28] a volunteer that's taking time out of [40:30] their schedule to really digest and [40:32] understand and and I think that there's [40:34] probably more efficient ways that we can [40:36] help guide the committee in making those [40:39] decisions based on some staff [40:41] recommendations and input and instead of [40:42] a 300page packet. [40:45] um maybe a summary of the proposals and [40:47] applications we've received. You know, [40:49] how we think we may want to prioritize [40:52] those dollars and recommendations and then have a robust discussion and [40:56] some, you know, some presentations from [40:57] the groups to help support why they feel [41:00] they would be a good fit. Um but my hope [41:02] would be that rather than lengthening [41:04] the process, it would actually really [41:06] shorten it and make it easier for [41:08] everyone to digest it pretty much. [41:11] >> I mean, it's always an amazing process. [41:13] So yeah, but it is a long meeting [41:16] >> and to be fair, they may still be need [41:19] to be long meetings if there's [41:20] discussion and real decisions. [41:25] Nothing else. This place [42:28] smelled like incredible food all summer [42:30] long because of the cooking camp. Uh and [42:33] I know everyone had a really fun time. [42:35] So, just a thank you to all of our staff [42:37] on our team. Um, I already mentioned the [42:40] supervisor uh change at Borro and the [42:43] recruitment that's coming for program [42:44] coordinator. I'll keep everyone posted [42:46] about that. We are still in the midst of [42:48] recruiting for our childare team. I know that um [44:01] nationally there's been a need for [44:03] blood. I've seen that um they're really [44:05] trying to do the best they can to [44:07] promote people to to donate. So I wanted [44:09] to highlight that [44:11] >> we just partnered with my talent as [44:13] well. They've got a mobile blood unit. [44:16] Um so it's very easy. They can just park [44:18] in the parking lot too. So [44:22] >> um we just partnered with uh they're [44:24] called Mixtop. It's the Marine County [44:25] Storm Water Prevention Program. Um [44:28] they're doing a campaign campaign in the [44:30] canal community where they have these [44:32] really cool like cartoon animals that [44:34] are pulling trash out of you know the [44:37] storm drains and out of trash [44:39] recepticles. There's um a big kind of [44:43] vinyl mural on the back of the community [44:45] center now and then you'll see those all [44:47] up and down Canal Street. So, it's a new [44:49] uh it's outreach campaign to try to [44:51] encourage people to really be mindful of [44:53] where they're putting their wear. So, [44:54] that just got installed on Monday, which [44:56] is cool. Um Fallkerk Artist Collective [44:59] Final Call for Artists September 27th. [45:01] So, there's a a call for arts right now [45:04] at Fall Kirk for some jury shows as well [45:07] as for the 2027 calendar year. So, if [45:10] you know of any artists that are [45:11] interested in exhibiting their artwork, [45:13] there's opportunity there. citywide. We [45:16] just celebrated the completion of um the [45:18] public art project, the installation of [45:20] five pieces. I'm not sure if you've been [45:22] by city hall recently, but there's a big chrome shiny statue there. [45:28] >> That was the last one to get installed. [45:30] And on Monday, right before city [45:32] council, um local edition creative, the [45:35] arts um project coordinator that helped [45:37] make that happen were there and some um [45:39] of the local art leaders and just a [45:42] little celebration, a ribbon cutting [45:43] there. Um, so that was really great. Uh, [45:46] there the utility box paint painting [45:48] project that Sandfell Chamber of [45:50] Commerce um the business improvement [45:52] district um helped make that happen. [45:54] That just got approved by council on [45:56] Monday as well. So you're going to start [45:58] to see I think five new utility boxes [46:00] are going to get painted this month. So [46:03] still a lot of u exciting things [46:05] happening in the public art world. I [46:07] think the California Art Council was [46:08] here on Friday as well. Some [46:10] representatives. They're the the group [46:12] that gave the the large grant to San [46:15] Rafale. It was a $700,000 grant that [46:17] really helped bring a lot of this to [46:18] life. So, some reps from the CAC were um [46:21] touring a lot of the arts organizations [46:24] on Friday afternoon and evening as part [46:26] of the second Friday. So, um yeah, lots [46:30] going on in town. Uh school has begun. [46:33] Traffic is back out there. Everyone is back in town.
