[14:36] The old business is an agenda item. [14:40] I don't know. [14:42] And I'm wrong. [14:43] After two resolution 25, it says old business. [14:46] Yes, you're right, I apologize, Mr. King. [14:48] Yes, did you have some old business, but Ken? [14:50] Yes, I had, sorry. [14:55] I had asked the State's Attorney's Office for the- [15:00] A month of attorney's fees that the county had been billed and paid for in the defense of the James and Cody wrongful death lawsuit. I'd asked for that information to be stated at the county board meeting, but I got I got that in writing. And the amount of fees that we paid to outside council for defense in that case from June 30th, 2021 to August 31st, 2025 was. [15:29] According to what I've received, almost $170,000, $169,160.34, I just wanted to share that with members of the board and the public. [15:44] Thank you, Mr. Kim, and I'm not sure if that's a whole business, but I'm not sure where else I would have put it, so we'll put it there. [15:49] Thank you, Mr. Kim. [15:50] and new business, appointments. [15:53] Motion by Mr. DelGorano, seconded by Mr. [15:55] McDonough for the approval appointments has submitted your desks. [15:58] I'll give Mr. Chairman, I do have some new business. [16:02] Well, we're on appointments now, we'll come back to that. [16:04] Well, you didn't leave any time. [16:06] We'll come back to Mr. McDonough, we'll come back to it. [16:08] We'll come back to it. [16:09] We won't forget you, Mr. Gamble, we'll come back to it. [16:12] Motion by Mr. DelGorano, seconded by Mr. McDonough for the approval, [16:14] the appointments has submitted your desks. [16:16] On favor of a signify by saying aye. [16:17] Aye. [16:18] Opposed no, the eyes have at the opponents are approved now Mr. Kim in new business new business had a question for sheriff crouch [16:25] Saw an article in Illinois times [16:27] This past week where it was reported that [16:31] You said that the department currently has 59 deputies you're working to increase that number to the authorized total of 70 [16:38] But you wouldn't comment on the average number of officers on street patrols [16:43] Would you share with us the average number of officers on street patrols? [16:51] So we generally don't post the average number working every single night for safety reasons [16:57] But what I can tell you is that there are [17:01] Approximately eight that are assigned each night [17:04] However with their day off codes and things of that nature that it generally ranges between four to five deputies and one to two supervisors that are working per shift [17:16] So so maximum seven four to five plus two correct [17:25] But you're as you increase the numbers that you would hope to get that number up by is that correct? [17:31] Yes, sir. All right, very good. Thank you. You're welcome any [17:38] other new business with Kim. No, that's all the new business [17:41] I have to be sure I gave you plenty of time to raise it all right [17:46] Proceeding then to public [17:48] To public comment [17:50] We have two members of the public who signed up to speak, in the order that they signed [17:59] up to speak. [17:59] The first person who signed up to speak is Cynthia Cody, Ms. Cody, [18:11] then the second person [18:13] who signed up to speak is Ken Pesha, [18:19] got it right. [18:34] You're just far. [18:35] Mr. Pesh, I signed up to speak on the Mass Commission, and that's on the agenda this evening, so we have five minutes to speak. [18:42] Thank you. Good evening, everybody. I'm not sure if you saw the headlines today, but me and some other community members launched a coalition. [18:51] The people united for reform, power, liberty and equity. [18:57] We are all very active members of the community in various aspects. [19:00] and we take it very seriously. [19:03] I feel if there's been a lot of issues [19:04] that the Massie Commission has helped raise. [19:07] With their findings, I strongly encourage all of you [19:10] to come to the remaining listening sessions. [19:12] They've been really important in terms of hearing from the community [19:15] as well as seeing what your guys' funding and blessing [19:19] of that commission and the creation of it has led to. [19:23] It is disappointing sometimes that I don't see a lot more [19:25] of your faces there. [19:27] I know you guys have busy lives and a lot of concerns [19:29] outside of this. [19:30] But I think it's really important that you guys come out and witness what you guys gave, you know, the money to where it's leading to and what it's coming to in terms of its actual goals and outcomes. [19:40] They have some really strong suggestions about what we can do here differently that will avoid the horrific outcome that led to all of this. [19:49] The murder of Sonya Masi was an absolute tragedy, but I think we all agree could have been avoided. [19:55] If we'd had better protocols in place, better oversight, or even just better information sharing between precincts, [20:02] which has since been handled at a state level, we would have seen a difference in that outcome. [20:07] And I think, though, that I and I think our sheriff would agree, there's more that can be done to help, [20:12] the Sangin and County Sheriff's, the SPD and other law enforcement around here, [20:15] as well as the community itself, find better resolutions to provide better outcomes in the [20:20] future. So we can avoid the kind of horrific things that we've seen, not only from the [20:25] murder of Sonny Massey, but as well as in other situations, whether it's deaths in the [20:29] county jail or other assorted situations that have happened in law enforcement agencies around [20:33] the local area. But again, I think it's really important to note how eager we are to try [20:40] and build a better bridge than just community organizations that are not truly interested [20:44] and facilitating real and lasting change here. [20:48] You guys have a lot of work all the time. [20:51] You have a very long list of resolutions [20:53] or things on there, even I don't, [20:55] have the time to look into, read into, [20:57] so I appreciate that all of you take that time. [21:00] But I really strongly suggest that the work is not done, [21:03] even though the Massie Commission is now ending. [21:06] The goal of a group like the Purple Coalition [21:09] is to continue that work. [21:10] And we strongly encourage you to consider [21:12] But all the members of that group are just as eager to work with you and eager to facilitate change as the Massie Commission is [21:19] We have spoken with the leaders of the Massie Commission and they're just as eager to see us continue that mission far beyond that [21:25] And that's not to ask for funding or anything like that. We'll provide our own care [21:29] But what we really want is to be able to hear more from you guys more of your voices more of your presence and more of you being [21:36] Available to the community members and that's not to accuse you of not being [21:39] But I think it's really important that when we have town halls, a community listening sessions that you guys come out in here, directly not just from the constituents in your own areas, but the people that are throughout our area, both into the city of Springfield and this around in Sangham and County. [21:54] I will also strongly encourage some of you if you'd like to attend the upcoming trial. [22:00] It's going to be a really important moment for the state of Illinois, the city of Springfield and Sangham and County. [22:06] that trial and the outcome. They moved it from here because for a lot of good [22:11] reasons. I'm sure we can all think of those good reasons, but it being impure it [22:15] doesn't remove the responsibility and accountability that the Sangam and [22:19] County and Springfield have in that situation and those outcomes. Sean Grayson [22:24] being convicted doesn't end that saga. It merely means that we've punished the [22:27] guilty party. The accountability and work that needs to be done is all of our [22:31] responsibility. As a community, as leaders in the community, as authorities in the community, [22:37] we have to continue that. We cannot assume that simply because their mission has done, [22:41] that our job has done. There is a lot of issues left to confront. I'm sure we all have our own [22:46] concerns that we can all voice, but I think we can all strongly agree that the Sangham and County [22:51] Sheriff's Department has a lot of work that needs done to it, and that's not an attack on the [22:55] leadership. It's a lack of work that has been done to maintain it. Questions about their [23:00] Their fourth strength is very widely understood within the county. [23:03] I've had multiple accidents come to me with that concern hearing that there may only be three or four deputies available for the entire county some nights. [23:11] And that's not a failure of leadership, that is a failure of funding, it's a failure of competitive salaries. [23:17] It's competitive of many other things that key bar sheriffs from being able to maintain a significant structure within the law enforcement community here. [23:24] They are in a very rich and robust environment. There's over 20 different agencies around here from the FBI to the [23:32] Secretary of State to the park police to even Riverton and Rochester that offer more competitive salaries [23:37] And I think that's an important part of the discussion. I know that we've previously, if I can have like 10 more seconds [23:42] I know that we previously have had a lot of disagreements guys [23:45] I know that I haven't always come up here and been very charitable [23:48] But I think a lot of that goes into my frustration with the outcomes that we've had [23:52] And I hope that in the future, even with the Massie Commission ending, that we can all come together to continue the work that needs done. [23:59] Thank you guys. [24:00] Thank you. [24:01] Yep. [24:07] Can I clarify something? [24:09] I was under this understanding that the Grayson trial is not open to the general public yet beyond a list. [24:15] Is that true? [24:19] Let's see if we can get a, we'll see if we can get you a, all right, I just didn't want to put it out there for everyone that it's dry to peorian being in the galley if it is closed. [24:42] We'll see if we can get you an official answer. [24:49] All right, thank you. [24:50] Any other? [24:52] Very good, then proceeding in the regular order, [24:55] reports of county officials, reports of special committees, [24:57] reports of standing committees, [24:58] report of the committee on claims, [25:00] motion by Mr. Del Giorno. [25:01] Seconded by Mr. Midonia, [25:02] that the reports to be placed on file with the clerk, [25:04] on favor of saying if I was saying aye. [25:07] Opposed, no. [25:07] The ayes have the reports to be placed on file with the clerk. [25:10] Motion by Mr. Midonia, [25:11] seconded by Mr. Del Giorno, [25:12] that we do stand in recess until the regularly scheduled November [25:14] meeting, all in favor of saying if I was saying aye. [25:17] We stand adjourned.
