Do we study the option at this point to question? Form 458 and filed with the county assessor honor before June 30th of the year following the homestead application year. As I read this, she asked June 30th of next year to actually get the deny the protests. She could come back later with a form and we could reconsider it. Okay, she filed in the past. Sorry, I can't hear you. [15:53] Has she filed in the past for the homestead? [15:56] I don't know. [15:58] Yes, she has. [15:59] There's a letter attached to this. [16:01] Said that she's living in surgery for 30. [16:03] She explained why she couldn't do it. [16:07] And she said my application was not submitted by six. [16:13] But you did not receive that? [16:16] No. [16:20] Okay. [16:21] You got your office stamped it. [16:23] Now, besides it being late, she also did not have some of the other imps ago she was here [16:31] and we tabled it. [16:34] So, now, since it was, if it was until the July 20th deadline, and we had probably been, have been okay. [16:45] But I'd saying since it's past the July 20th and it wasn't completely filled out that we probably don't have any recourse. [16:59] I'll see on it. It was filed on July 2nd application which is a center rejection because she didn't file the 450th Schedule 1, which is the incoming from H6. [17:09] The board had a hearing on August 18th. It was titled for two weeks. [17:13] We need a 458L because it's after July 22 on August 17th and she can file the 458L up to June 30th, 2027. [17:24] But that would be for next year. [17:28] Oh, you're correct. [17:31] So the option you have today is to, she's not filled out. [17:36] But she's not remissioned, so if you deny it, she is another, she is up until, was it June 30, 20, 27, in order to apply again for this year? [17:46] What's needed is the medical doctor. [17:48] We should approve the rejection recommendation and that she can still come in and file once she provides the information. [17:57] I got you. [17:58] Okay. [17:59] Well, somebody from your office or from Mr. Pittman's office being touched with her? [18:07] I'm sorry. So will there be somebody that'll get in touch with her? [18:11] We have gotten in touch with her. Yes, we've called her and we emailed her the form. [18:16] Okay, so you have talked to her. We have talked. Okay, thank you. [18:21] Anybody want to make the motion? [18:26] Okay, well, I will then. I'll make a motion that we approve the [18:34] Do we have to reject it or can we just take no action and then she would not be able [18:45] to necessarily if there's no appeal time frame for her if she wanted to appeal the [18:50] rejection or to my recommendation is to take an action today. [18:54] Okay. [18:54] I'll second it down. [18:56] Okay. [18:57] I do have a question, so it says with medical, medical, physical limitations, is that not [19:06] enough? [19:06] It's not enough. [19:07] If you have to file medical form filled out by medical professional on the tile, Mr. Pippin [19:13] referenced. [19:19] It is. [19:21] And no comment on, you don't have anything, but you know, you've got somebody that's 87 years [19:26] old. [19:27] There's got to be some way we can help walk them. [19:31] Well, and also you're going to make maybe seven-year-old who can't make it here. [19:34] Go to the doctor to get a note that says, I couldn't come because I... [19:38] One last time here because it seems like we're awful generous all of a sudden. [19:45] Not for the wrong reasons on her side. [19:49] But it seems like we reject this and she has until June something of 2027 to still do this and still be eligible for this tax year that we're talking about. [20:06] That's strange to me. [20:09] So, am I correct? Is it for this tax year? [20:14] It is for this tax year. [20:16] She has almost a year now to still, [20:19] so even though we don't have the piece of paper from her doctor, [20:22] do we still have the authority to approve the tax exemption? [20:27] Well, you can take whatever action you wish. [20:30] But as always, the repercussion of that is, well, two things. [20:35] taking an action today allows if your rejection how that works out with Turk will be how it works out [20:44] same for you if you prove it an action to come back at you and tell you you're wrong with Turk. [20:54] I'm trying to think of what's the easiest path for this individual? [20:58] Either way because the application was filed on the second which is a couple days after the June 30 [21:03] deadline, she will now need to provide medical documentation, whether it's now or with, you know, [21:11] through the appeal process or through a new application prior to June 30, 2027 in order [21:20] for everything to not get reversed by the state, that's what's needed. [21:26] And with that, I guess I would just reflect Jim's comments. [21:33] The county assess would be kind enough to help walk her through the process. [21:36] I know you reached out to her, but if there's anything you're asked to do to, which I appreciate it. [21:45] Any other questions or comments? [21:50] Okay, so we have a motion by Kelly and a second by Warren to reject the homestead exception. [21:57] Any further discussion? [21:59] Please vote. [22:03] Okay, all the agenda items have been addressed as published since there's no need for an executive session and the Board of Equalization is adjourned. [22:19] Okay, I'd like to welcome everybody to the Board of First. It's 3.11 p.m., copy of the Nebraska meeting act is available upon request. [22:30] This is a public meeting, so I think it wants to talk to us. [22:36] We'd love to hear from you. [22:39] And same rules apply that I briefed previously. [22:43] We have all five commissioners here on Bonnie Moore and Kendrick Kailer's representing [22:50] the clerk's office today and recording the meeting commissioners comments. [22:56] None, thank you. [22:57] Nothing, thanks. [22:58] I have one comment that I received a little tidbit. [23:03] Dr. Ernst, our 9-1-1 medical, established time frames [23:08] from the previous five years. [23:11] He especially called out the exceptional work [23:14] of the life and death calls that's in queue [23:16] to dispatch responding units. [23:19] This doesn't happen without qualified [23:23] with quarters who are both trained and team work. [23:27] So I'll show it out to Sarpy 9-1-1. [23:32] Thank you, Commissioner Warren. [23:34] No comment. [23:35] No comment, thank you. [23:37] Right, I've got one comment. [23:38] I just, an issue came up. [23:43] There was a brand new elementary school that opened up, you know, [23:46] for the first time. [23:50] And there was, there's been a lot of great effort going into [23:54] to making it safe for the kids that come out. [23:58] I think it's something or other. [23:59] It's just to the north. [24:00] There's two neighborhoods that feed children [24:04] into this elementary school. [24:06] And in the last like month, [24:10] there's been a such street to make sure [24:12] that they have a safe sidewalk. [24:15] And there's been a crosswalk project going on [24:19] that's gonna safely was safe [24:22] with crossing guards, you know, and prevent them from having a cross at 102nd or 92nd. [24:31] And the county engineer has been really involved in this with the SID and the city of Propelian and Lee. [24:41] But it got me to thinking, you know, how does the school open up without crosswalks already installed? [24:48] And I'm not pointing fingers at a safe crossing thing. [24:53] I think it might be an I think better as schools are being developed. [24:58] So that these things, these safety measures are in place before school. [25:05] But it doesn't. [25:06] If we don't do that, and you know, or the worst thing happens, [25:10] we're going to deserve the criticism we receive, [25:14] whether we're responsible for it or not. [25:16] not super proactive ice and speed limit reductions and all that great stuff. So I'm glad but it's still not done and it were three weeks in the schools. [25:28] There's there's some after action for all of us and I'm not sure what that is but whatever role we can play to make sure that we we don't let this happen again, I think would be would be a. [25:40] Thank you, Zach, to you and your team for your efforts to kind of fast track these actions [25:47] because, as you know, SIDS are duly elected and they meet like maybe once a quarter. [25:54] So to do anything with the SID, it takes a lot of coordination and a lot of phone calls. [26:01] So I've driven by there here recently and it's markedly improved, so good for you guys [26:07] and thanks for your efforts. [26:11] The consent agenda we have a bunch of items on their 12th today. [26:17] We've got some great items that would be nice to talk about them. [26:20] A lot of money and grants and grant approvals and stuff like that. [26:25] But these are pretty routine for the most part. [26:28] So unless any of the commissioners want to talk about one of those items, [26:31] I'll take a motion to approve this public. [26:33] Motion to approve. [26:35] Second. [26:35] Okay, motion by Commissioner Warren and second by Commissioner Collue. [26:39] Any further discussion? [26:40] Please vote. [26:43] Motion passed. [26:45] Okay, on the regular agenda, we have three items today. [26:48] The first one is resolution 242. [26:50] It's an inter-local cooperation agreement with the CID, 2 and 360. [26:54] 60-plus corner of 72nd and K-PART, Oakleaf Development, which is on the southeast corner. [27:00] Shadow Lake 2 under there is responsible for taking the lead to get the permanent traffic [27:07] signals, signalization on that intersection. [27:10] If you drive down there, you'll notice that Oakleaf is also adding turn lanes, so we're a partner [27:15] on this. [27:15] We partner with these developments when there's not a development or there's a legacy development, [27:20] Lenneman acres, which is on the north east side corner when that develops that will also contribute to this project are expected costs is about 120,000 dollars. [27:29] The plans are done. I think the polls are ordered, but it's likely spring of 27 before they're installed and activated. [27:37] Have it answer any questions? [27:39] Questions for Scott? [27:42] Motion to approve. [27:42] I have a Commissioner Burmister. Any further comments or questions? Please vote. [27:51] Motion passed. [27:52] Okay, item 6.2 is Resolution 252. It's Work Study Employment Agreement for Off-Campus with MCC. For County Departments, you provide internship. [28:02] In terms of, Jay, we address you, sorry. [28:06] All right. [28:07] Thank you. [28:07] Good afternoon, commissioners. [28:08] The item before we use an agreement between Sarpe County and Metro Community College [28:12] that will allow county departments to provide internship or experience opportunities to Metro [28:17] students through the federal work study program. [28:20] This opportunity actually grew out of a conversation that our deputy CIO Mary Arco had with Metro's [28:26] IT career experiences coordinator while attending a local conference. [28:31] The Bothy agreement, it was initially being drafted, specifically for [28:35] technical [28:37] administration and HR saw an opportunity that it could benefit other departments. [28:43] Their agreement was then expanded to make it available across the county. [28:47] The partnership with Metro students and the county students gained practical hands-on experience [28:51] in a professional environment and exposure to careers in local government. [28:56] At the same time, county departments have an opportunity to bring in students [28:59] who can assist teams while developing their skills. [29:03] One of the attractive aspects of the partnership [29:05] is how the federal work study program is structured. [29:09] Students are a federal work study funding. [29:12] MCC handles the wage funding and administration. [29:16] The county provides the work experience. [29:18] Approval, the agreement establishes a framework with MCC, [29:22] individual departments that identify [29:24] an appropriate opportunity [29:28] and request to Metro. [29:29] and then with each position request, [29:33] it falls under the agreements of the work study program [29:36] and this cannot work more than 20 hours per week. [29:40] So we believe this is a really good opportunity. [29:42] It's just strength in our partnership [29:43] with Metro Community College, experience, [29:46] and introduced them to careers in public service. [29:49] I'm happy to answer any questions you might have. [29:52] Any questions for our CIO? [29:54] Any comments? [29:56] Great program, yeah. [29:58] Most new proof. [29:59] Second. [30:00] I have a motion by Commissioner Clue, the second by Commissioner Mixon. That P.J., you said Arco was the grandchild behind this? Yeah, we'll give Mary get some credit for starting the conversation and getting the ball rolling on this. Well, thank you, Mary. First of all, it's just a great, great. And did you say it was free? It is free to the county. Yeah, so free labor, right? I mean, with that department, every elected office, I hope we all, [30:29] Well, I hope we take care of this. [30:31] I mean, I'd like to see some interns out there [30:33] plong roads. [30:34] No, not really. [30:35] I'm kidding. [30:36] But no, but you know what I mean. [30:37] I think that's, it's a great opportunity. [30:39] And that opportunity is two ways. [30:41] It's great for the county, but it's great for the students, [30:44] man, that get a decide what their career path they take. [30:48] It's going to be a really good stepping stone [30:51] toward that eventual career, so it's awesome. [30:55] So I hope everybody takes the maximum advantage of it that we can. [31:01] So thank you, Mary. [31:02] All right. [31:03] Thank you. [31:03] I want to add one other comment. [31:05] I think it was both ways. [31:08] And I hope our department, our department heads and everyone that uses the internship program will also provide the feedback back to [31:18] and to Metro Community College on what we need [31:22] and because not everybody's going to college [31:25] and a job for everybody, [31:27] but we need to really get that out there [31:29] and we've kind of lost sight of that [31:31] in the last X amount of years about everything. [31:35] And now we understand how important the trades are [31:39] and will continue to be [31:41] because as our trades are aging out, [31:45] We need people to think it's great, but we also need to give the feedback, so we're educating our young people for the proper jobs going forward. [32:02] Thank you, Gary. [32:04] Okay, any other comments? [32:06] Please vote. [32:06] So motion passed. [32:09] Resolution 240, it's said 235. [32:12] Sun-rigged storm sewer reconstruction in the vicinity of Harrison Street and South 180th Street. [32:20] Afternoon, were there any questions on this item? [32:24] Questions for that? [32:26] Motion to approve. [32:27] Okay. [32:28] Second. [32:29] I'm going to show Burmose Duranic further comments. [32:34] Please vote. [32:36] Please. [32:36] Thank you. [32:37] Motion passed. [32:39] Okay item seven for the protection of the public interest. [32:42] I move that we go in executive session to discuss litigation. [32:45] We have a real estate. [32:47] Thank you. [32:47] Thank you. [32:48] Second by commissioner clogue and a second by commissioner Burmister to go into executive [32:52] session. [32:53] Any comments please vote. [32:56] Motion passed. [32:58] Okay. [32:59] It is now 325. [33:00] We're going to go into executive session where our discussion will be restricted to litigation [33:05] and real estate. [1:42:26] Okay, it's, it's now 4.46 a 3.25. We went into it. Second, a legal matter, a litigation and real estate. I need a motion to return to the regular session. So I'm moving. Second. [1:42:47] Okay. [1:42:47] Okay, all adjourned items have been addressed as published in the Board of [1:42:49] Commissioners of the Church.
