[0:00] Yeah. Thank you. [0:03] All right. I want to order the [0:07] September 22nd, 2026 [0:10] um select board meeting. Do we have a [0:13] motion to accept the agenda? [0:16] >> So move second. [0:17] >> Uh so moved by Minister Gilmore, [0:20] seconded by Mr. Goodrich. All in favor? [0:25] >> It's unanimous. The slide board [0:27] encourages an environment of respect [0:29] during meetings and we encourage all [0:31] members to interact in a polite manner [0:33] even when there is a disagreement. We [0:36] value the participation of our community [0:38] and want all participants including [0:40] marginalized and minoritized communities [0:42] to feel welcomed and respected. We urge [0:44] our committee members and all who [0:46] participate to commit to these standards [0:48] to support and respect our community and [0:51] to participate in an orderly and [0:54] peaceful manner. Um, with that, um, do [0:58] we have any walk-ins? So, a walk-in [1:01] would be something that's not currently [1:03] on our agenda. Is anybody here for that? [1:06] I don't see any. And then I'm also going [1:08] to remind folks if you're online. [1:11] If you raise your hand, we will call on [1:14] you. So, if you have any lock on, you [1:17] can just raise your hand. I do not see [1:20] any. So, we are going to move to the [1:22] report of the town administrator. Jim, [1:25] >> good evening. Happy equal to everybody. [1:30] >> We'll start off with weather. Right now, [1:33] we're following a potential nor eastern [1:34] impact in the town Thursday to the [1:36] weekend. [1:38] Still a little early at this point. [1:40] Indications of a high wind with gust 40 [1:42] to 50 miles an hour. Waves and rain [1:44] coming at the end of the week over the [1:46] weekend. [1:47] Uh we've been looking at the tides. The [1:49] tide charts for situ saying nine n and a [1:51] half foot ties when I watch the news [1:53] they talk in Boston t [1:56] can't figure out what the difference is [1:58] but we've checked probably n [laughter] [2:02] » 9 foot 9 and a half foot tides we're not [2:04] too worried about flooding if it gets a [2:06] little higher than that we will have [2:06] some minor flooding we are expecting [2:09] black over [2:11] issues going to be with 50 mph wind gap [2:14] and all the leaves on the trees we do [2:15] expect to see some limbs down we do [2:16] expect to see some power outages We're [2:19] going to continue to watch. We'll make [2:20] some additional information as we get [2:21] it. Public safety department to make [2:24] convince new plans to be implemented [2:25] depending upon the final track of the [2:27] storm. Once these are in place, we'll [2:30] put them into operation. One of the [2:31] questions is going to be whether or not [2:33] we install the tide gates at the [2:34] beaches. [2:36] The issue with installing the tie gates, [2:38] that's a full day job. Once they go in, [2:40] they will not come on until it's [2:41] straight and people still like to access [2:42] the beaches. So, that'll be the decision [2:44] we'll make probably late tomorrow [2:46] afternoon because we'll have to do it on [2:47] Thursday. But I do want to make the [2:48] board know if we do put advantage, we're [2:50] not going to end up taking. Um, so we [2:53] ask people to keep their eye on the [2:55] storm. Keep eye on the weather. Please [2:56] make sure you subscribe. We'll be [2:57] putting an update tomorrow morning out. [2:59] Probably put an update out either [3:01] tomorrow afternoon, not on Thursday [3:02] morning. Let people know what you get [3:03] for certainly on the storm track. So if [3:06] you have your generators that have been [3:07] sitting in your garage all summer, get [3:09] them out. Make sure you run them. Check [3:10] the gas. Make sure everything you have [3:12] for your storm preparations are done. [3:14] you have things that might blow around, [3:16] bring them in, climb down. Just get [3:18] ready, uh, prepare for the worst, but [3:20] hope for the best. Unfortunately, I want [3:22] to advise you that due to the inclement [3:23] weather forecast this weekend, the [3:25] fisherman's fest has been postponed [3:27] until the following week. It'll be on [3:28] Sunday, October 4th from noon to 5:00 [3:31] p.m. on fish here. [3:34] Uh, water updates. Uh, we don't do any [3:36] more reservoir updates now till the [3:38] spring. We do want to let people know, [3:39] as I informed the board, that our water [3:41] system exceeded a drinking water [3:43] standard. Maximum contaminant level for [3:46] water disinfection byproduct testimonial [3:49] routine monitoring drinking water [3:51] contaminant on August 19th. Level of [3:53] total trial methane PTHM average at our [3:57] system sampling locations [3:59] 149 first batch was 99 micrograms per [4:02] liter which is parts per billion. The [4:05] level of TTM average sampling on seminal [4:07] front was 86. The standard is 80. Sister [4:11] concentrations are determined by [4:12] averaging their concentrations and all [4:14] samples collected at each sample [4:15] location or for the past 12 months. [4:18] Notifications were started and sent out [4:19] this morning. People have any questions [4:21] or concerns, they can contact your water [4:23] department [4:24] 875. [4:27] Also, DPW, we're back working on the [4:29] beach. Have to mind it. Residents should [4:30] be careful if they're accessing that [4:32] beach equipment. We're working on [4:34] reventment. That work is scheduled to be [4:36] completed in November. If you're in the [4:38] area of St Cliff tomorrow, Hughes Road [4:41] on Monday, we found that we had a [4:43] problem with one of our drains on Hughes [4:44] Road. We made some temporary repair [4:46] silos on Friday, some temporary repairs. [4:49] Permanent repairs we made tomorrow, [4:50] Wednesday the 23rd. Hughes Road will be [4:52] closed for portion of the day. So, [4:54] please use uh alternative methods or be [4:57] careful if you're in that area. The work [4:59] is expected to take the most of the day [5:01] will be replaced in the east room. [5:04] Library update. All rectum doors at the [5:06] library have now been upgraded for [5:08] handicap accessibility with electronic [5:10] controls. That's all been done. Tom [5:12] Clark update. I'll let Kathy do that [5:14] next. She does a much better channel [5:16] than I do. Uh the board has received [5:18] multiple calls and emails about why the [5:20] windows haven't been functioning. [5:21] Reached out to the operator. There's a [5:23] problem due to fault converters. Had a [5:26] set off for repairs. This could take [5:28] several weeks, but we will let you know [5:29] when we hear back them and those [5:30] expected to be made. Remind a special [5:33] time meeting. Monday, October 19th, 7 [5:36] o'clock in the gym. Friday, October 9th [5:38] is the deadline to register. [5:42] Central Community Christmas, excuse me, [5:45] must remind people that soon time to [5:47] bundle up. Community Christmas has a [5:49] limited supply of winter coats and gear [5:51] available for families in need from our [5:52] coats for Carolyn Coke coat drive held [5:55] on Carolyn Martin and her generous [5:57] spirit. Central Community Christmas [5:59] provides confidential assistance to [6:01] local families throughout the year, [6:03] including help of a variety of essential [6:04] needs. If your family can use support, [6:06] including winter coats, please visit [6:08] situ community.org [6:10] and click the request help. [6:13] Lost tower chimes. Uh we've been [6:15] informed the loss of Tower Chimes going [6:17] off late in the evening for no apparent [6:18] reason. Historic Society is aware of the [6:21] issue, is working to address it, and we [6:22] hope to have this addressed before the [6:24] end of this week. We apologize to [6:26] anybody this may be waking up at night [6:27] but we are working on it as best we can. [6:30] Uh finally for tonight because I know we [6:32] have a long meeting. The board of health [6:34] has three upcoming flu clinics. The [6:36] first is this Friday September 25th at [6:39] the COA from 9:00 a.m. to 12:00 p.m. [6:43] There's one on October 17th which is a [6:45] Saturday also with the COA from 9 to 1. [6:49] One on November 7th from 9:00 a.m. to [6:51] 12:00 p.m. that will be at the Citro [6:53] Community Building. Pre-registration is [6:55] required. There's a link available on [6:57] our website or you can call the [6:59] department of Florida Health and make a [7:01] reservation. That's all I'm going to [7:03] give you tonight. Happy to answer any [7:04] questions. [7:05] >> Thank you, Jim. Do you have any [7:07] questions? [7:09] >> No questions. [7:10] >> We do not have any. [7:13] >> All right. Um, [7:15] first up, we have Gardner. We are [7:19] discussing in voting the November 3rd, [7:22] 2026 state election, [7:25] early voting and in-person hours. And [7:27] we're also talking about an appointment [7:29] of an additional additional election [7:32] poll workers. [7:33] >> Yes, it will be busy, right? [7:35] >> Yes. Good evening everybody. [7:38] >> Thank you. Um so yes, the November 3rd [7:41] um state election is [7:44] mandated the date and the hours. It's [7:47] informality for you to approve the [7:49] hours. Um 7:00 a.m. to 8:00 p.m. and at [7:54] SituA High School gym at 606 Chief [7:56] Justice Cushing Highway and also the [7:58] early voting um and in-person um [8:02] actually the in-person early voting [8:04] hours. They're kind of mandated best um [8:07] based on population. So we're at 19,000 [8:10] just under 20,000. They recommend we do [8:12] it during business hours and two weekend [8:16] hours. Six hours total for the weekend, [8:19] three hours on Saturday or three hours [8:20] on Sunday. And I am asking for 6 hours [8:23] on Saturday. Um 8:00 a.m. to 2 p.m. on [8:26] the 17th of October and on the 24th of [8:29] October. And then during business hours [8:31] the two weeks prior to the election, [8:32] which ends at 11:45 on the 30th of um [8:37] October. [8:38] So, and it's about the additional pole [8:41] workers. That's next, I guess. Um, we [8:43] have workers that come and go. Some [8:45] can't work, some can. So, we always like [8:47] to keep a running list of appointed [8:49] election workers, especially for early [8:51] voting check-in. Those ballots that we [8:53] mail out, they have to be checked in [8:55] when they come back on election day. So, [8:57] basically, my supplemental list are just [8:59] extra workers that haven't been [9:00] appointed on the annual June appointment [9:02] list. Um, that have voiced an interest [9:04] in working the polls, which is great [9:07] because I am a little short for early [9:08] voting ballots this um at the polls. um [9:11] at this election. So those are the [9:13] additional three that I'm requesting [9:15] that you um appoint to [9:18] >> good to see when Steve and B. [9:20] >> Yes. And then Eileen too from the church [9:22] >> and yeah, [9:24] >> they both approached me. I'm like sure. [9:27] Um so yes. [9:28] >> Okay. So I guess we could Do you want to [9:30] do a motion? We have a suggested motion. [9:33] >> Do you want to do Yes. We have three [9:35] parts of it, right? [9:36] >> Okay. [9:38] move that the state election be held on [9:40] Tuesday, November 3rd, 2026 at the high [9:43] school gym [9:45] justice highway. Full hours are 7:00 [9:48] a.m. to 8:00 p.m. Uh vote in person [9:51] early voting location hours for the [9:54] state election November 3rd, 2026. Early [9:57] voting will take place at Town Hall 600. [9:59] Chief Justice Trisha Highway beginning [10:02] on two Saturdays, October 17th, 2026 and [10:06] October 24th, 2026, 8:00 a.m. to 2:00 [10:09] p.m. And during regular weekday business [10:12] hours, October 19th, October 30th, [10:16] Monday, Wednesday, and Thursday, 8:30 [10:18] a.m. to 4:45 p.m. and Tuesday, 8:30 a.m. [10:22] to 7:30 p.m. And Friday 8:30 a.m. 11:45 [10:29] a.m. [10:30] >> Moved by MGO with second by Dr. All in [10:34] favor. [10:36] >> And I think you have warrants for us to [10:38] sign. [10:40] >> Yes. Okay. [10:43] >> And just just a note if I may [10:45] >> and we need a second. [10:46] >> Oh, sorry. [10:48] We're going to move to appointment the [10:50] following election workers for the town [10:52] of Sigwood's clerk supplemental list [10:56] night and Charlene Richard [10:58] >> moved by Michel by Dr. [11:01] Senko. All in favor? I. And thank you [11:06] for those three. We appreciate their [11:10] >> Oh. Oh, did you? [11:11] >> I did. Well, I was sorry. [11:14] >> The This is actually could be more for [11:16] Jim. You may know as well. So, the early [11:19] voting changes were made by the state [11:22] or any additional funding [11:24] to the state. So, we're taking So, this [11:26] is now I point I love all this. It's [11:29] fabulous. early on. I'm just trying to [11:30] have a separate list for later for [11:33] unfunded mandates by the state. So, I [11:34] just want to [11:35] >> need a bigger piece. [11:36] >> So, um they actually reimburse me for [11:41] postage and I think they do reimburse me [11:44] for staffing and they reimburse me for [11:46] it before the poll hours open from my [11:48] staff um at the election, not to do with [11:51] early voting. So, I'm trying to think [11:53] out loud here. Um, [11:56] I believe they reimbured me for inperson [11:58] early voting staff. We get fully [12:00] reimbured. [12:01] >> I think so. I believe so. If I'm [12:03] thinking I know the postage, yes, for [12:04] mailing it out [12:06] >> and yes, because I did I do postage day [12:09] and they asked me how many people worked [12:10] and what the hours were payroll. Yes. [12:12] So, [12:13] >> I'm double checking everything. [12:15] >> No, that's good. That's the point. And [12:16] about the ballots, the ballots are [12:18] supposed to be um the vote by mail [12:20] absentee ballots is supposed to be [12:21] arriving tomorrow. So, any requests we [12:24] have on file, we're going to get those [12:25] out ASAP. Um, please return. I'm asking [12:28] people, please don't wait till the [12:30] November 3rd to return your ballot. It's [12:32] a lot of processing and filing that goes [12:33] along with the whole process. They're [12:35] secured every night. We keep them locked [12:37] down. It's all good. So, I thank [12:40] everybody. I appreciate everything you [12:42] guys do. And now I have three new [12:44] election workers. This is great. So, [12:47] >> thank you. Any other questions? [12:49] >> Thank you. You work very, very hard. [12:51] There's my falling butt after that last [12:54] election. [12:55] >> That was a that was a tough one, but [12:57] thank you. Yes. But thank you very much [12:58] for everything. I appreciate it. [13:00] >> Thank you. [13:00] >> Yes. Thank you. [13:01] >> Have a good time. [13:03] >> Sorry about that with the questions. All [13:05] right. Um, next we have um Nick, I see [13:09] you back there. [13:11] We have a recommendation discuss and [13:13] vote recommendation from BOA review [13:15] commission on October 19, 2026 special [13:18] town meeting article relevant the [13:20] amendments to the waterways general by [13:23] remember this is the general bylaw that [13:26] did not pass the last time we took out [13:29] the charter fishing component of it. [13:32] It's everything else. So it's a cleanup. [13:35] So, Nick, do you wanna [13:37] do you want to come up and say did the I [13:41] guess just let us know. Did the bylaw [13:43] review committee have um it looks like [13:46] they're recommending approval. Did you [13:48] have any comments? [13:49] >> My presentation is really short. [13:52] >> Okay, we love short presentation. [13:53] >> It was recommended unanimously for [13:56] approval by a vote of three and a [13:58] >> Okay, [13:58] >> they all love the cleanup. [14:00] >> Okay, [14:02] thank you. [14:02] >> Questions? [14:03] I do not have any questions. [14:06] >> We appreciate your time on it. [14:08] >> Thank you. [14:10] >> Yeah, it seems to be cleaning up [14:12] language. [14:13] >> It's a lot. It's all the clean up. [14:15] >> And the only change that I saw they made [14:17] is that the uh the alternate member can [14:20] vote if there's a somebody missing, [14:23] right? Yeah. [14:24] >> That's the only game. Yeah, we the [14:27] waterways. [14:28] >> I'm sure I'm going to vote in favor of [14:30] this, but I would encourage [14:33] uh for a future time that we do finally [14:35] resolve the language for charter [14:38] fishing, but I know it's not [14:40] >> I I would agree with you. I think it's a [14:42] tough ask from [14:44] >> challenges are challenges. It's a tough [14:46] aspin. We don't want to we don't want to [14:48] hold all these important changes, but I [14:51] just want [14:53] my in there and we still should do [14:56] something because that's a big business [14:58] aspect for the harbor and for the [15:01] restaurants that charter fishing is it's [15:04] thriving business as so we need to [15:07] recommend. [15:07] >> I agree. I agree. I agree. [15:11] Okay. Um let's see. Do we need to have [15:16] you vote them at the end if you want? [15:17] >> Let's just vote. You want you guys What [15:19] do you guys want to do? Vote them at the [15:20] end. [15:21] >> I can't see the motion. [15:23] >> Move to the recommendation of the bylaw [15:25] review commission and support the [15:27] special town meeting article to amend [15:29] various sections of the general bylaw [15:30] relevant to waterways. [15:32] >> Okay. Moved by um Mr. Gilmore, second by [15:36] Dr. Konoseno. All in favor? [15:38] >> I think that's unanimous. Yes. [15:42] >> All right. Next we have a presentation [15:45] um and discussed potential vote on [15:49] Southshore Recycling Cooperative [15:52] um househazardous waste depot project in [15:55] our municipal agreement. [15:58] >> Hello. [16:02] » Thank you. [16:06] » Get one too if you want. So you are the [16:08] executive director of the Southshore [16:11] Recycling Cooperative. [16:12] >> Yes, I'm Claire Galowski. I'm the [16:14] executive director of Southshore [16:15] Recycling Cooperative. We are an 18 town [16:19] uh government organization. Um we've [16:22] been around for 28 years. Um and um see [16:27] Oh, good. You have the um [16:30] >> we do have your [16:31] >> slides up. Fantastic. [16:33] >> And we have it all in our backup. We [16:36] >> Oh. Oh, wonderful. Okay. So I can zip [16:38] right [16:40] version. [16:41] >> Okay. So you [16:43] >> So we are proposing to construct a [16:45] permanent hazardous waste facility uh in [16:47] handover at their transfer station. Um [16:50] currently um well I'll go along it'll [16:54] replace six of the 12 events that we [16:57] currently host. Situit hosts in June [17:00] generally um along with cohasset every [17:04] year. All residents of all SSRC towns [17:07] can go to any of the 12 collections. [17:10] And uh right now we're only open spring [17:14] and fall. This proposal would be to be [17:17] open um summer and winter as well. So it [17:21] would spread out the collections [17:22] throughout the year. We would have one [17:24] additional event per year. So there [17:27] would be a total of 13 events. Um, and [17:31] all SSRC residents would continue to [17:33] have access to all of them. So, tonight [17:36] I'm asking if you would sign an [17:37] intermunicipal agreement. Um, there are [17:40] 12 towns that are participating in this. [17:42] They've all sent letters of support to D [17:45] so we could get a grant to construct it. [17:47] They've all, um, thrown in a few [17:50] thousand dollars to in matching funds [17:53] towards the construction of the [17:54] facility. Um, so, uh, we've been working [17:58] on it for four years. Um, and now we're [18:01] at the point of bringing the [18:02] intermunicipal agreement around. Uh, I [18:05] it's based very closely on another one [18:09] that was d that was uh adopted in 2023 [18:12] by nine towns up around Lexington that [18:15] have a similar operation. Um, it was uh [18:20] signed, you know, reviewed by nine town [18:22] councils, city councils, um, and adopted [18:26] by nine municipalities. So, I started [18:28] with that. It was it fit very well with [18:31] what we were trying to do and I just [18:33] changed the details to reflect our local [18:36] um situation. [18:38] So, next slide, please. Um the the [18:41] agreement will only be effective if all [18:44] 12 towns sign it. Um we have four towns [18:48] so far that have signed it. Um Hansen, [18:50] Rockland, Kingston, and Ducks. [18:54] Um, we need to have it signed um before [18:58] we start reviewing construction bid. [19:00] We're going to be going out to bid, I [19:02] hope, next week. Um, we need to award at [19:06] our October 28th meeting. Um, we have [19:09] been going, this has been going on for [19:11] four years and we're running up against [19:13] deadlines at this point, including the [19:14] grant deadline. We're in a second [19:16] extension on our grant and my [19:18] retirement. [19:21] I'm intending for the name. [19:22] >> Yeah. Well, my intention was to retire [19:24] in January because I thought this thing [19:25] would be all up and running by last [19:28] winter, but you know, as construction [19:30] projects tend to go, we've had a lot of [19:32] delays. So, now we're kind of getting up [19:35] against the um against the wall here, do [19:39] or die. So, um and if the bids come in [19:43] and we don't have enough money to cover [19:45] them, we won't do the project either. [19:47] I'm not going back to any towns for any [19:49] more money. Not certainly not at this [19:51] stage. Not I I understand everybody's [19:54] budgets are are in tough shape and uh [19:56] you know so we are working very hard to [19:59] keep it under budget. Uh the engineer I [20:02] should have had the cost proposals by [20:03] now. These they're still they're [20:05] probably going to be here tomorrow. I [20:07] keep hearing tomorrow. So um but we were [20:10] it was looking good. So um I think we're [20:13] going to we're going to make it on that. [20:16] Um, currently, as I already mentioned, [20:18] we we host 12 events a year. It provides [20:21] for safe disposal of nasty stuff that [20:24] you really do not want going in your pit [20:26] or in your uh groundwater. Um, people [20:29] need to have opportunities to be able to [20:31] do this to to dispose of their nasty [20:34] stuff properly. Um, [20:37] it's also a worker safety issue. As you [20:39] probably know, you had a fire in your [20:41] trash pit just a couple of months ago [20:44] from something put in there that [20:45] shouldn't have gone in there. So, and [20:47] there have been other in instances of [20:49] this type of thing, too. Um, what [20:52] started this whole thing is four years [20:54] ago, we had five collection events [20:56] scheduled for the fall. And about three [20:59] weeks before our first event, the vendor [21:02] notified me that they couldn't staff [21:04] them. uh they couldn't get enough C CDL [21:07] drivers to work on Saturdays, so they [21:10] canceled all our events. So, that was [21:12] kind of a major gut punch. Um so, once I [21:16] recovered from that, put my put the fire [21:19] in my hair out, uh we did manage to uh [21:22] scrge together a um a season with five [21:26] events, but you know, they were in the [21:27] evening, they were on weird days. So, it [21:30] really didn't work out well. was a [21:32] wakeup call because we are losing [21:34] vendors. Back then we had four vendors [21:36] on state contract. We are now down to [21:39] two. Um and I'm talking to colleagues [21:42] around the state. Everybody's having [21:44] trouble scheduling events. Um there's just more demand for it than [21:48] there is capacity. It's a tough [21:50] business. Um [21:53] there are uh Lexington, as I mentioned, [21:55] has a similar model. There's also a [21:57] facility up in um Devons. They've both [22:00] been operating for many years. Devons [22:02] has been about 20 year no 15 years and [22:05] Lexington I think has been around for [22:07] 20. It's called the minute hazardous [22:09] waste facility. Um and I have been [22:12] consulting with them about this. [22:16] So um this the facility should provide [22:20] some stability. It would make it easier [22:22] for vendors to staff our events because [22:25] we wouldn't be competing for the spring [22:26] and fall dates. Um, we would also have [22:29] operational efficiencies because we [22:31] would be storing the drums on site until [22:35] it's convenient for them to come and [22:36] pick them up. We wouldn't ship any [22:38] partial drums. We would save them and [22:40] fill them up in the next event. So, I [22:43] estimate that would result in about 15% [22:46] cost savings. Um, it would also provide [22:49] year- round access to your residents. I [22:51] do get a lot of calls in the summer and [22:53] winter, I'm moving, you know, what do I [22:55] do? So I have to send them far away for [22:58] a lot of money. Um [23:01] and it also has the potential for paid [23:03] access to unserved populations like [23:06] people out of town out of out of the [23:09] region. We could charge sir charge to [23:11] help offset the costs. Um so I'm not [23:15] going to go through this whole history. [23:17] Just suffice it to say we've been [23:18] working on it for four years. Um and [23:21] we've had a lot of delays and but we are [23:24] here now. It's looking like it's it's [23:27] very much possible happen. Um, next [23:30] slide. So, the next things we have to do [23:32] are get the 12 municipalities to sign. [23:34] As I said, four have already done so. [23:38] And as far as you guys are concerned, [23:40] um, each town would need to have a [23:44] member appointed to a hazardous waste [23:47] depot council. they would make decisions [23:49] about how costs would be allocated. Um, [23:52] scheduling, uh, you know, other details [23:55] about the operation of the facility. Um, [23:58] which I, you know, I would certainly [24:00] provide them with with options to vote [24:03] on. So, but they would be ultimately [24:05] responsible for determining the fate of [24:09] all that stuff. So, excited. Um, now [24:12] here's the rub. Uh we have a very low [24:16] cost contract right now relatively um [24:19] with Clean Harbors which happened after [24:21] this proposal started being formulated. [24:25] Um they they bid very low on our last [24:27] contract because they are local and they [24:30] wanted to keep they wanted to be serving [24:33] the local towns which they hadn't been [24:34] up until now. So we are paying 30% under [24:39] the market rate right now. Um we're in [24:41] our we'll be in our last extension in [24:43] fiscal 28. So we will be paying below [24:47] market. Um I don't want to anybody in [24:50] any of the towns to count on that rate [24:52] being extended beyond fiscal 28. So [24:55] everybody needs to be ready for you know [24:58] probably a 45 50% cost increase with or [25:01] without the depot. [25:02] >> Um [25:03] >> and that is the um 2400 [25:07] >> would go up 60%. Is that the number that [25:10] you're quoting? [25:10] >> No. So, what this is about the So, the [25:14] depot I I was expecting that the [25:17] additional cost for having a permanent [25:19] facility would be offset by paying by [25:21] the drum and having lower operating [25:23] costs. Unfortunately, since we're [25:25] already paying so such a low rate, Clean [25:27] Harbors wouldn't negotiate anything any [25:29] lower for the depot for the low for the [25:32] short term. So, for the short term, uh, [25:35] we will be looking at an average of [25:37] $2,400 per town, per participating town [25:41] in additional costs, which, you know, in [25:43] the grand scheme of things, I know [25:46] everybody's budget is bust, but, you [25:48] know, it's if it prevents one accident [25:51] from happening, there's your savings [25:52] right there. Um, so I am recommending [25:56] that people swallow that. Um I know that [26:00] Kevin my he used to be our chairman is a [26:04] little hesitant about that but um but [26:08] you there is funding available through [26:10] recycling dividends program and I also [26:12] have a proposal to to um have a small [26:16] resident co-ayment that would offset all [26:19] the additional costs um if the council [26:23] voted to do that. The co-ayment I'm [26:25] proposing would be similar to Brain [26:28] Trees. they've been doing a co-ayment [26:29] for many years. Um $10 to $30 depending [26:33] on how much people bring. So that could [26:36] offset the costs if if towns were really [26:39] in a bind. Um but after fiscal 28 when [26:44] um assuming that we don't get another [26:46] low bid from Clean Harbors which I [26:49] wouldn't I definitely would not assume [26:50] that um because it was based on one one [26:53] person in the organization as far as I [26:55] can tell who really wanted to uh to get [26:58] us in there. Um [27:01] I uh [27:03] the in fiscal 29 the the costs will be [27:06] much more on par with what they would be [27:09] if you continued with the popup events [27:11] but ei would have more assurance of [27:13] getting dates in the future and um [27:17] continued service year round. So these [27:21] are the numbers um by town um it shows [27:26] okay so it's a lot of numbers. So the [27:28] first column is household. The second [27:30] column is what your fixed cost. So you [27:32] have fixed costs which would be in added [27:36] to by the depot for insurance, [27:38] maintenance and a reserve fund and [27:41] things like that. Um, right now the [27:43] fixed costs only encompass the setup fee [27:46] and the trash receptacles, trash and [27:49] roll the rolloffs, the you know boxes [27:53] and the extra and the you know [27:55] containers that they have to dispose of. [27:57] So right now you're paying about$,750 [28:02] uh if we if the costs if the fixed costs [28:06] are allocated even uh so that each town [28:09] pays what they had been paying plus the [28:13] same amount of money. Does that make [28:14] sense to you? So the cost increase would [28:17] be the same across the board. That's one [28:18] way of slicing it up. There are there [28:20] are a number of different ways I've come [28:21] up with, but uh for the purpose of of [28:24] showing this um presentation, every town [28:27] would pay an additional 2400 over what [28:29] they're currently paying. Uh and that [28:32] could change based depending on how the [28:34] depot the council votes to allocate the [28:38] costs. Um the under the variable costs, [28:42] um currently we're paying about $55 a [28:46] car, which is our low discounted rate. [28:49] The state contract currently is about [28:51] $86 a car. Um so that shows that if if [28:55] you were paying the going rate, you'd be [28:56] at over 16,000 a year for just the um [28:59] just the variable costs. Um I estimate [29:03] based on how many drums we generate that [29:06] the um drum the cost if we start [29:09] painting by the drum would would be [29:11] reduced by about 15% to about $71 per [29:16] car. [29:18] So, um, those are the those are the most [29:21] relevant numbers that I wanted to point [29:23] out. So, I have more information. I [29:26] don't want to take up too much time. So, [29:29] if you have any questions, I'm happy. [29:30] >> I appreciate the pres. [29:33] Thank you. Any [29:36] >> just [29:38] a couple weeks ago, right? [29:39] >> Yeah, just the other day. [29:42] >> 3. [29:44] >> We had 325. [29:46] Um they're um you know we we have staff [29:50] the SSRC has two staff people that that [29:53] do these events and they really they really have it down and um you know [29:58] they we also need help from the towns [30:01] that are hosting it too and we will [30:03] continue to need help at the handover [30:05] site. Um but it went very well. It was [30:08] very busy. 325 cars a lot of them came [30:10] from Situit. [30:13] um I don't know like I I don't remember [30:15] exactly about 30 maybe 35 cars came from [30:19] um situ so so our reciprocity um [30:23] agreement is very well utilized about [30:26] 40% of our attendance is people that go [30:29] from one town to a different town to um [30:33] >> one of my major one of my only questions [30:35] I mean I support this I don't know how [30:38] many times I've had to go to different [30:39] events like this in the past clean up [30:41] stuff with my mom my grandma at my house [30:43] and we always have hazardous waste that [30:45] can't go to the dump unless you're [30:46] cheating and want to cheat. So I think [30:48] it's a great idea. It's a great project. [30:51] My I guess my main question was and you [30:54] sort of covered a little bit in in the [30:56] risk assessments. Um you talked about a [30:59] little bit of the question of possible [31:00] decommission. What what would happen if [31:03] in future this has to be decommissioned [31:06] and how some costs like that because [31:08] those aren't built into this year [31:11] >> that would Yeah. Well, hopefully we [31:12] would have a sufficient reserve fund [31:14] because I have a reserve fund in the budget that [31:19] >> I hope this will be a long term, but [31:20] just so there is there is a concept of [31:22] what could happen if there was a [31:24] decommissioning in the future. [31:26] >> Yeah. Yes. Yes. [clears throat] I mean, [31:28] I don't have it. I don't have it down to any detail, but um [31:32] >> my main question was, you know, is there [31:34] some cont? [31:36] >> Oh, yes. And Handover signed an [31:38] intergovernmental agreement with the [31:40] SSRC to host it. And you know, they [31:42] wouldn't have assigned it if it didn't [31:43] have a decommissioning clause, [31:45] naturally. I mean, it's not a big [31:48] facility. It's only um a thousand square [31:50] feet um with a canopy and and a fence [31:54] around it. So, it's it's not it's not a [31:57] huge thing. It'd be a lot of scrap [31:58] metal. [32:00] Um, and yeah, that would probably be the [32:04] main type of thing that would have to be [32:07] disassembled or, you know, potentially [32:10] sold if it's still in shape. [32:12] >> So, I mean, you've been obviously doing [32:16] this for years and years and to me it [32:19] always comes back to annualize pound [32:20] foolish. [32:23] >> Exactly. [32:24] >> And trying to prevent something. [32:27] Um, and as you say, um, you know, making [32:31] sure you get some of the stuff out of [32:32] there when you need to and having [32:34] access. So, through all those years, how [32:36] have you seen the usage? I'm assuming [32:38] the answer is yes, very softball here, [32:41] but the usage has been going up [32:43] tremendously. [32:44] >> I wouldn't say tremendously. Um, but it [32:47] has it has gone up. We're still not I [32:49] mean, if if every single person who ever [32:51] moved went to a hazardous waste state, [32:54] our our towns would all be broke. I [32:56] don't honestly know what happens to a [32:58] lot of the stuff because we're only [32:59] catching we're not catching even half of [33:02] it in this in this model. But um [33:09] you know it's just like roulette you [33:12] know the more and the more opportunities [33:14] people have to get rid of stuff the less [33:16] risk there will be of having catastrophe [33:19] like you know a fire at a transfer [33:21] station or in a trash truck. I mean [33:24] there was many years ago I don't know if [33:25] anyone remembers in Norwell um some [33:28] incompatible chemical were thrown in the [33:30] trash and you guys you you have a [33:33] transfer station but a lot of your [33:34] residents use c use curbside services [33:37] subscription and they they reacted in [33:40] the trash truck when it compacted them [33:42] and it it created a plume of toxic uh [33:46] gas that required the the evacuation of [33:49] a threeb block radius sent a few people [33:52] to the hospital. So, those are the kind [33:54] of things we hope to avoid. And of [33:56] course, if your groundwater becomes [33:58] contaminated from from having it put [34:00] down the drain or down in the ground, [34:03] but that's another risk you want to [34:06] avoid. So, [clears throat] [34:08] >> did I answer your question? [34:10] >> Yes. [34:10] >> Good. Sometimes I go off on tangents [34:13] >> too often. Did you all have questions? [34:18] >> Was that [34:20] other question? [34:21] >> I just have one comment. This is a [34:22] no-brainer. [34:24] >> Oh, Rockland Select Board said the same [34:27] thing. [34:27] >> This is a matter of environmental [34:30] safety. It appears that by creating this [34:34] centralized depot, it's even going to [34:36] make it easier for people and not have [34:38] to figure out where it is, when it is, [34:40] and how it is. So, I have no further [34:43] question. I commend your effort. Thank [34:45] you. [34:46] >> Oh, thank you. [34:47] >> And then our cost are the situate lines. [34:50] So our costs would be [34:53] >> those and those are please those are [34:54] budget estimates. [34:57] >> So I don't hold me to them to to the [34:59] dollar but yeah it's it's ballpark. [35:02] >> Okay. [35:03] >> And all or nothing like if one or two [35:06] towns decide not to go for it you won't [35:09] go for it? [35:10] >> No. I wrote that into the IMA because I [35:13] didn't want towns to be afraid that if [35:15] they signed and not everybody did that [35:17] they would be on the hook for a higher [35:18] portion of the fixed costs because [35:21] >> you know the costs right now would be [35:24] spread out under among 12 towns. [35:26] Actually handover the IG um gives them [35:30] no fixed costs. That's that's their [35:33] benefit. So, uh, it would have to be [35:36] spread out among the other 11 towns. And [35:37] I just didn't think that going any lower [35:40] than that would be feasible, [35:43] um, [35:44] >> cost for Hanover, does that mean they're [35:46] not paying for the building? [35:49] >> Well, they No, they kicked in money [35:51] towards the building. [35:52] >> Okay. [35:52] >> But, um, but the fixed cost, the annual [35:56] fixed costs won't [35:58] >> they won't be assessed. They will have [35:59] to they will also pay a slightly reduced [36:02] rate for their residents, but they still [36:03] have to pay. [36:10] » Are you all comfort? Do you want to vote [36:11] or do you want to just have to think [36:14] about it and vote the next meeting? I'm [36:15] happy to do that too. I know this [36:17] >> I mean I could just [36:19] >> a quick brief. I know it's [36:20] >> I could just say maybe it's not [36:22] convenient if you have to go to handover [36:24] and we have one day a year constituent [36:27] but [36:27] >> obviously getting the hazardous waste [36:30] where it belongs makes complete sense so [36:34] I'm I'm happy [36:35] >> I mean it definitely makes sense to me [36:37] too [36:39] >> so I'm happy to vote for it I don't [36:42] >> move to uh participate in and sign the [36:45] intermunicipal agreement of the [36:47] Southshore recycling cooperative SSRC's [36:51] waste ho [36:54] at the handover transfer station. [36:58] Do we have a second saying by Dr. All in [37:01] favor? I Okay. [37:06] » Thank you. Thank you. [37:08] >> Five down, seven to go. I mean, it's been going pretty well. So, thank [37:12] you very very much for [37:14] >> Good luck with that. [37:15] >> Thank you for your time. [37:17] >> Oh, you're welcome. in a labor of love [37:20] and love of sometimes they haven't loved [37:21] it yet. [laughter] [37:24] >> That's just life. [37:25] >> Yeah. [37:27] >> All right. Take care. [37:28] >> Thank you. All right. Next, we have [37:30] >> Are we doing CPC? [37:32] >> We We are. Next, we are doing CPC [37:35] articles. [37:36] >> Okay. I am going to recuse myself just [37:39] for the Appleton Field Community Garden [37:41] which was first on our agenda because I [37:44] have been on the board prior to being on [37:46] the board and it could be some [37:51] step. [37:51] >> How do we do that? Step out already [37:53] audience. I don't know how [37:56] >> you step out. [37:57] >> Step out forever. [37:58] >> But can we can you just do it for that? [38:01] >> Yeah, I know. I want to be part of [38:02] everything. So, if you guys want to [38:04] vote, if you guys want to vote on [38:07] >> Can you step out? We'll talk and vote on [38:09] just the one. [38:10] >> Yeah. [38:10] >> And then come back in and then we're [38:12] good for the rest of the night. How [38:13] about that? [38:15] >> We'll come and get you. [38:16] >> All right. [38:17] >> Are you guys good at that? [38:19] >> Well, I have a couple of slides before [38:20] we get to that. [38:21] >> Oh, shoot. [38:24] [laughter] [38:25] >> Sorry. [38:25] >> All right. Okay. Then until once we get [38:28] to Apple, we'll do that. We'll go and [38:31] then we'll do this. But I again I [38:32] appreciate all your time on this. These [38:34] are really important projects. [38:36] >> Um and thank you. [38:38] >> Well, thank you for uh giving us the [38:40] opportunity to uh present this to you [38:42] again uh this year. Uh the uh I'll just [38:46] go through a couple of things before we [38:47] get into the projects. I'm not going to [38:49] go through every number that's on this [38:51] slide, but just to point out that we did [38:54] collect $2.3 million in taxes uh from [38:59] the community uh toward the CPC funding. [39:03] Uh there should be about uh $370,000 [39:09] that we'll get from the uh state match. [39:12] So that's always uh good money to have [39:14] in the uh [39:17] in in our budgets uh to spend. Uh [39:22] the uh next slide is that's all I don't [39:26] know if there are any questions on that [39:27] on the [clears throat] first slide. I [39:28] didn't go through all the numbers but um [39:31] I don't think I need to. [39:32] >> Yeah, I don't have any questions. [39:34] >> Okay. The uh the next slide is really uh [39:36] where we're intending what we have in [39:38] each of the buckets that CPC has the [39:41] historic open space community housing [39:44] and undesated funds and uh the money [39:47] that we're planning to spend uh to not [39:50] spend but to uh recommend to the town [39:53] meeting uh for the projects that we [39:55] have. I would pound out point out the uh [39:58] FY27 estimated receipts of $58,000 [40:03] is really the amount of money we had uh [40:06] in receipts minus what we did vote what [40:09] the town did vote on uh the April 12th [40:12] town meeting. So that was what was left [40:14] over from that that town meeting and the [40:16] estimated receipts. We also had a uh [40:20] debt service adjustment for the athletic [40:22] field uh borrowing that we did quite a [40:25] few years ago. Uh so that was that [40:28] $15,750. [40:30] And then we have five projects that are [40:33] on uh that we're putting on the warrant [40:36] for uh the for the town meeting which [40:39] I'll go into detail later on. The next [40:42] slide is just uh the only number I'm [40:44] going to talk about in this slide is the [40:45] 11.8 8 million that the town has has [40:49] received from the uh distribution fund [40:52] from the state. So I think uh the point [40:56] is I think CPC the CPA act and the um [41:00] adoption of that by situ is a good [41:02] investment for the town. [41:05] Next slide. The projects that we have uh [41:07] we do have five projects. The first one [41:09] I have is the Appleton and I'll go right [41:11] into that. The Apple field project. [41:16] Yeah. Why don't you do the other one [41:18] back? [41:20] >> Okay. [41:20] >> Do that last game. [41:22] >> Okay. Back then. Okay. [41:30] » Stay with me, Frank. [41:33] >> Yeah. [41:35] >> This is This should be quick. [41:37] >> This should be super quick. [41:38] >> Yeah. [41:40] as far as this goes. So, [41:42] >> so the uh as you may be aware, the uh [41:45] Friends of Appleton Field made this [41:47] request of CPC. The garden was created [41:50] in uh 2023. It's grown quite a bit. Uh [41:54] we've been there recently. It's grown [41:56] quite a bit since then. I think they've [41:58] done a great job in uh designing and [42:00] implementing the garden there. The uh [42:03] Friends of Appleton Field supports [42:05] community food donations as well as [42:08] educational programs that they conduct [42:10] on site. Uh one of the issues they have [42:14] is there's no town water on the site. So [42:16] they have to uh get water to let the [42:19] plants grow. So what this pro what this [42:22] request was for is for an additional [42:25] shed that will collect rainwater for the [42:28] plants. It's a 10 by 20 foot shed. uh [42:32] has catchment uh to that will uh go into [42:36] uh water catchment barrels uh to collect [42:38] the water. Uh there'll also be storage [42:42] facility for tools and educational [42:44] equipment and the entrance to the shed [42:47] will be ADA compliant. So if somebody uh [42:50] needs to get in there, they can. The uh [42:53] I will point out the CPC is funding only [42:56] the shed materials and the construction. [42:58] We can't cover uh non-permanent [43:02] installation equipment is the way I'd [43:04] say it. So the barrels and things like [43:07] that we cannot fund. Uh we've run into [43:10] this before with uh trash cans where the [43:13] trash cans have to be uh attached to the [43:16] ground in order for us to fund those type of things. [43:21] Any questions on that? [43:23] >> Are there any questions on this one? [43:26] >> No. Sure. [43:29] >> Do you have any questions? [43:30] >> No. As leaison to this committee, they [43:33] they're very rigorous in their review of [43:35] this. [43:35] >> Yeah. [43:36] >> I think they've got it done. [43:39] Self-evident. [43:40] >> Can I get a motion on the Appleton field [43:43] only? [43:44] >> Move to approve the Appleton Fields [43:46] Community Garden upgrades $15,200. [43:50] Second. [43:51] >> Moved by Dr. Fono, seconded by Mr. [43:54] Gilmore. All in favor? I [43:57] >> So it passes four. [43:59] >> Okay. [44:00] >> Thank you. [44:01] >> One obsession and she can come back in. [44:04] So let's just do the rest. [44:06] >> Yep. [44:08] >> So one thing I did want to point out uh [44:10] that we skipped one slide on was we do [44:12] have two projects that are pending. One [44:15] is the acquisition of uh n almost 90 [44:18] acres of a cranberry bog off old oak and [44:21] bucket road. Uh we've been talking to [44:23] the gentleman that is intending to sell [44:26] that to the town for almost a year I [44:28] think and uh there are still some issues [44:30] with that. Uh we've done several [44:32] appraisals. Uh he has some concerns [44:35] about the uh property and what will [44:38] happen to the property if he does sell [44:39] it to the town. There's a million [44:41] gallons of water on the property. We're [44:44] currently investigating whether the town [44:46] is able or willing to use that water. [44:49] And those are some of the discussions [44:51] that we're continuing to have. Uh and in [44:54] fact, there's a meeting tomorrow uh that will be on one of the one of the [44:58] topics for the meeting tomorrow. The [45:01] other uh project that was pending was [45:04] the Lawson property gates and that's on [45:07] the agenda on the warrant for uh some [45:10] transfer of ownership of the property. [45:12] Uh so we can't do anything until that [45:14] happens. The uh second project is the G [45:18] Hall exterior restoration which is uh [45:22] requested by the Situate his historical [45:25] society and it's really to fix two areas [45:29] of the hall that are in serious [45:31] disrepair. The first area is the back of [45:34] the hall where the uh uh wood has [45:38] rotted. Uh they need to replace two [45:40] windows back there, one on the ground [45:42] floor I believe and one in the attic. [45:45] Excuse me. And uh they also want to [45:48] repair and fix the ADA entrance which is [45:52] apparently in serious disrepair. [45:54] Uh so it's over the project will be [45:57] overseen by the uh situated historical [46:01] society property manager who does have [46:03] experience in restoring historic [46:06] facilities. The total cost is estimated [46:08] to be uh 55,700 [46:12] which includes a 15% contingency and the [46:15] historical society is contributing 5,700 [46:19] to that and asking CPC to fund 50,000 [46:23] for that project. [46:25] Any questions on that? [46:30] » I'm assuming the entire CPT was in favor [46:33] of this. [46:35] Pardon me. [46:36] >> The entire CPC was [46:38] >> Oh, yes. I'm sorry. I should have said [46:39] in the beginning, uh, all these projects [46:42] were approved unanimously by CPC. I [46:45] didn't put that on the slides because [46:46] they all were approved unanimously by [46:49] CPC. Sorry. [46:52] >> Okay. [46:54] >> Do you move on to vote them individually [46:55] after? [46:56] >> I'm fine with that. I move to approve [46:59] the CPC [47:02] um voting on the [47:05] J hall exterior restoration project [47:09] >> for 50,000 [47:14] » second [47:15] >> moved by Mel seconded by Mr. Gilmore. [47:18] All in favor? I [47:19] >> I [47:21] in. [47:21] >> Okay. The third project is a is to [47:24] acquire and install a vault in the town [47:27] hall for historic documents. uh the town [47:31] archavists had come to us and uh [47:34] requested uh quite a bit more money than [47:38] we're actually requesting, but after [47:41] going through some iterations, [47:43] uh we were able to uh reduce that down [47:46] to $500,000 [47:48] uh dollars, which is what they're [47:50] requesting for the project. And that [47:52] does include a $70,000 contingency. So [47:55] the total vaults that they were getting [47:57] was about 430,000. [48:00] The vaults will be used for the [48:02] preservation of historic documents that [48:05] are stored uh currently in the basement [48:08] of the town hall here. And it includes [48:11] uh some other shelfing besides the vault [48:13] and retrofitting the uh electric and air [48:17] conditioning down there so it it can uh [48:20] provide uh the adequate environment for [48:24] the vault. The vault itself is a 16x 11 [48:28] by almost 9 ft high uh precon [48:31] pre-fabricated vault that includes um uh [48:36] management of the climate inside the [48:38] vault. uh installing that the basement [48:42] will have to be retrofitted uh for that [48:44] and the other storage and there's some [48:47] costs associated with that that they're [48:48] looking for. The town facilities manager [48:51] has agreed to be in charge of the [48:53] installation. And the estimates include [48:56] almost $100,000 for the vault, $100,000 [49:00] for other storage, and $235,000 for [49:04] retrofitting the basement, which is the [49:06] biggest cost of the uh including that [49:08] down here. And as I said, includes a [49:11] $70,000 [49:12] in continued disease. [49:14] >> I was hoping that was the tone. [49:16] >> Pardon me. missing a [49:17] >> It says It says $70. It says $70 in [49:22] $70,000. Sorry. [49:24] >> I forgot a K. Yes, I did notice. Thank [49:27] you for that. Um and uh she felt it was [49:31] vital in uh being able to preserve some [49:34] of the historic records that uh are in [49:37] danger of deteriorating. [49:41] >> So that's [49:42] >> Are there any questions on this? The the [49:45] only question I have and and I don't [49:47] think it's terribly relevant in your [49:48] future, but um that the the 96,000 for [49:52] the actual vault itself is [49:53] pre-fabricated. Hypothetically, if if [49:56] town hall were to get reconstructed, [49:58] moved, what have you, this wall be able [50:00] to be moved? [50:02] >> Yes, that's one of the questions we did [50:04] ask in case something does change with [50:07] the town wall. Uh obviously we wouldn't [50:09] be able to recover the installation cost [50:11] and some of the uh other cost associated [50:14] with installation but they should be a [50:16] they will be able to reuse the bulb and [50:19] they should be able to reuse some of the [50:21] other equipment to store some flat maps [50:23] and things like that. That was my main [50:26] question. [50:27] >> Seeing the condition of our basement, I [50:30] think that it is imperative that we have [50:32] a waterproof fireproof vault for um our [50:36] records. [50:38] >> Yeah, I mean I agree to [50:41] that [50:41] >> just to say that the [50:46] town archives through great amount of [50:48] detail and question more than one [50:50] meeting [50:51] >> and I think you guys have come to a [50:53] great appreciated support. [50:56] >> Yeah. And we were able to reduce the [50:59] original from a million to 500,000. So, [51:03] which is a good thing. [51:04] >> Yeah. [51:05] >> Move to support the CPC's article for [51:09] the town archives at the October 192 [51:15] >> for [51:18] 500,000. [51:18] >> $500,000 [51:20] by second by Dr. All in favor. [51:23] >> I unanimous. [51:27] >> Okay. Next, [51:28] >> the uh next project is a GA I'll call it [51:31] the Gates apartment affordable housing [51:33] project. And the Granthm Group is asking [51:37] CPC for $5 million uh commitment. This [51:41] is very similar to the Lawson Green [51:44] project that we did several years ago, [51:46] which CPC funded for $2 million. The [51:50] total budget for the project is [51:52] estimated to be um 30 I think it's 33 million uh total for the entire [52:01] project. They're looking for approval [52:04] from the town and CPC for $5 million [52:08] in order to be able to to get grants as [52:12] the project goes on and in order to uh [52:15] show the commitment that the town has to [52:17] the project as they start trying to get [52:19] other funds to support this project. The [52:23] uh the project will include uh demolition of the existing central [52:30] building only the central building and [52:32] reconstruction of a new building. If you [52:35] look at the pictures that will have uh a [52:37] similar look than the existing building [52:40] I will mention the map that's on this [52:43] diagram that was provided is [52:46] preliminary. It's not a finalized map of [52:50] where what will be located where. Uh the [52:52] intention is to just replace that [52:54] central building at the former junior [52:57] high school. Um there will have to be [53:00] some reconfiguration [53:02] of the fields in the back and probably [53:05] parking as well and that has not been [53:07] finalized yet. Uh all the units in the [53:11] uh building will be uh for elderly [53:15] housing. Uh it's estimated uh I'm sorry [53:19] all the units will be included in the [53:21] subsidized housing inventory for the [53:24] town for 40B purposes and the estimate [53:27] is this will bring situate close to 7% [53:31] of affordable housing. It also one of [53:34] the reasons why we uh wanted to approve [53:37] this now rather than wait on this [53:39] project and and the funding for this [53:42] project was it will give situate a safe [53:45] harbor which would allow the town to [53:47] refuse any new 40B applications. [53:50] So that was [53:51] >> that only began when this project is [53:56] >> once so if we vote yes on this [53:59] >> yes [53:59] >> we have a safe harbor for a year. No, [54:02] let's say not immediately [54:03] >> back till the project is approved. [54:05] >> So when will the project be approved? [54:10] >> Probably at least a year [54:12] >> finishing traffic studies permitting and [54:14] all that. [54:15] >> 6 months to a year. [54:16] >> Okay. [54:17] >> Mhm. [54:21] » Okay. The uh it's a 64,000 square ft [54:24] facility. Uh there will be 63 apartments [54:28] in the facility that are one-bedroom [54:30] apartments. It will also include a [54:32] visiting nurse office, a community room, [54:34] and a central living room for the uh for [54:37] the uh tenants there. Uh they will keep [54:40] the recreation wing, the gym, and and [54:43] the other buildings around that central [54:45] building, so they won't be uh affected [54:48] at all. And again, the uh total project [54:51] cost was uh $33 million. the uh because [54:55] we don't have the $5 million in our [54:58] current funds. The intention is to uh [55:01] fund 587,000 [55:04] from the community housing reserve that [55:06] we do have and then uh 413,000 [55:11] from the estimated receipts that we do [55:13] have today, but then borrow $4 million [55:16] to complete the $5 million. [55:20] And that's uh any questions on that? [55:24] We've heard this [55:29] question. [55:29] >> I'm I'm completely in favor of of a [55:32] project. I'm I'm very much in favor of funding the five million so that we [55:36] can be ahead of this. We're going to [55:38] fund this whether we do it one way or [55:40] another way and we do it this year or [55:42] next year. It's it's it's a project that [55:44] needs to happen. I'm I'm still not [55:48] convinced that we're actually on the [55:49] right track with the final outlook of [55:50] the whole campus project. So, so I sort [55:54] of have a question there and my [55:57] understanding Jim is that we still have [55:59] time to debate the projects and results. [56:02] >> The project has the design. [56:04] >> Yes. [56:04] >> So, so, so that's sort of a separate [56:07] question. I'm in support of of being out [56:09] in front of this. I guess the only [56:11] question I would have and maybe Anthony [56:12] might be able to get some perspective on [56:14] this is is we're going to be taking some [56:17] $4 million of this in borrowing. That [56:19] borrowing is happening now. essentially [56:22] that's happening ahead of time. So, [56:23] we're going to be essentially paying a [56:26] small amount of interest on that [56:27] borrowing before the project even is [56:29] underway. [56:30] >> Right. [56:30] There is a um an available funds [56:34] component to it that they would use [56:35] first before we have to borrow funds. [56:38] >> So, so I'm hoping that we're closer to [56:40] breaking ground before we're paying [56:42] interest on something that hasn't [56:43] happened. But other than that, we're [56:45] gonna spend this now. And I think if we [56:47] don't keep pushing forward, projects [56:49] going to keep getting more expensive. [56:50] Yeah, I mean I agree. They're they're [56:53] kind of merry [56:54] and demolition and also we have to show [56:58] good faith to get any sort of any [57:01] >> which I do think we're we are in good [57:03] running for [clears throat] did I maybe [57:07] I saw somewhere paperwork back and forth [57:10] that affordable housing just 600,000 [57:13] this I see [57:15] >> um I don't remember that frankly [57:18] [clears throat] [57:18] >> we can check on that [57:20] >> I think it's added. I think the uh the [57:24] urgency to get the town's commitment to [57:28] this project is what will cause the [57:31] state [57:33] to sit up a little bit faster, which I [57:35] think is always a good thing if you get [57:38] to do anything fast. [57:41] I [57:41] >> mean, you have to show good faith that [57:42] you're willing to spend money too for [57:44] them to give you money. [57:45] >> Absolutely. I hate the urgency to do [57:49] anything especially when it comes to [57:51] borrowing money and for a project which [57:54] I just see so many problems with uh as [57:59] it stands right now that obviously will [58:01] be figured out before it is completed or [58:05] not figured out. I don't know the [58:06] traffic that historical aspect um the [58:09] fields all of it I don't know I don't think that I can [58:16] Maybe you should come to the meetings. [58:18] That would be helpful. [58:19] >> Would you like a motion? [58:20] >> I I'll take a motion. [58:22] >> Move to accept [58:26] the unanimous vote or thereof from the [58:29] Gates Department affordable housing of [58:32] $5 billion to be expended from commute [58:35] from the community housing section of [58:39] CPC. [58:40] >> Move by Mr. Gilmore. Do I have a second? [58:44] by [58:45] All in favor? [58:46] >> I opposed. [58:49] >> Okay, we've got four one on that one. [58:54] >> Okay. [58:54] Thank you. Um I also mentioned [58:56] this is only the second time in 22 years [59:00] or 23 years that CPC has borrow had to [59:03] borrow money. So um not something we [59:06] want to do, but something we felt was [59:08] necessary to get this project off the [59:10] ground. [59:11] >> Yeah. [59:12] >> Um okay. The next project is the uh Pier [59:14] 44 park construction. I do have uh uh [59:18] make a comment on this. Uh I had a [59:23] little bit of a concern that the [59:24] advisory committee uh turned this [59:26] project down or devoted against this [59:28] project. And uh the point I' I'd like to [59:32] make is we we had uh vetting on this [59:35] project over several months. uh three [59:38] years ago the uh town approved 300,000 [59:40] for the design of this project. We've [59:43] had uh public meetings on this uh with [59:46] CPC. I think we asked them to come back [59:48] about five or six times and nobody had [59:52] raised any objections to this. So my [59:55] concern is that with the advisory [59:57] committee not approving this that nobody [1:00:00] brought any of the issues up prior to us [1:00:03] going to the meeting last night. And uh [1:00:05] I had a little bit of a concern with [1:00:07] that for future reference. [1:00:10] >> What did advisory vote on the park? [1:00:12] >> Pardon? [1:00:13] >> What did the advisory vote? [1:00:16] >> They turned down. They voted no. [1:00:18] >> Two of two. [1:00:19] >> Yes. Okay. [1:00:20] >> Or two again. [1:00:23] » So, um [1:00:26] that's my opinion. Okay. the uh [1:00:29] >> well I I guess I will say I've spent a [1:00:32] lot of time with the committee and um [1:00:34] over the years this is I think one of [1:00:37] the best examples of a community [1:00:40] committee in starting with a survey [1:00:43] getting um the number of meetings that [1:00:46] they have had over the years. the amount [1:00:48] of community input, the willingness to [1:00:51] make changes and add additional parking [1:00:54] and scale back um when costs were too [1:00:58] high and and CPC's asking. So, I [1:01:01] personally think that is a great project [1:01:05] and I appreciate the amount of effort [1:01:08] that our um that our residents frankly [1:01:12] have put into this and um I don't know [1:01:16] that the advisory voting against it is a [1:01:19] reason to not go to [1:01:22] >> this. There's just a difference of [1:01:25] opinion on what should be there. [1:01:27] >> Yes. I mean certainly that's their [1:01:29] prerogative. it could be the makeup of [1:01:31] the advisory committee. [1:01:34] >> So the uh and I will say the initial [1:01:36] estimates and and uh posts that we got [1:01:40] were uh over $6 million and through some [1:01:43] of the meetings we had with them and [1:01:45] some of the requests we made with them [1:01:47] to change the design. Uh they did get [1:01:50] down to $3.8 million uh for the request [1:01:54] which is what they're requesting from [1:01:56] CPC. So this is for the uh construction [1:02:01] of the park. It features a boardwalk, a [1:02:04] kayak launch, uh native plannings and [1:02:08] ADA accessible uh paths. It will uh what [1:02:12] they claim will balance parking and [1:02:14] green space, flood storage, and storm [1:02:16] water management. Uh the 3.8 8 estimated [1:02:20] cost. I'm not going to go through each [1:02:21] of those each of the items that are on [1:02:23] that list, but uh one of the biggest [1:02:26] costs obviously is the boardwalk, uh [1:02:28] carpentry, and uh the uh demolition of [1:02:32] the existing building that's there. Uh [1:02:35] the town is actively seeking grants to [1:02:38] be awarded hopefully by the end of the [1:02:40] year. If those do grants do come in, [1:02:43] then they reduce the funding that CPC [1:02:46] has put forward and that money comes [1:02:48] back to CPC. [1:02:49] >> How much grant money are you after? [1:02:52] >> How much you think about all of your [1:02:54] grants would it be? I mean, this says $3 [1:02:56] million in Bobman would be included in [1:02:59] this funding. [1:03:01] >> Cory, you might [1:03:02] >> how how much money [1:03:04] here? [1:03:07] >> A million. So, we'd still be borrowing [1:03:09] $2 million. Yes. [1:03:11] >> Thank you. [1:03:12] >> Well, we'd have to borrow the 3 million [1:03:14] uh uh ahead of time so we could pay that [1:03:17] down if we do get the grants [1:03:19] >> if if that's appropriate. [1:03:22] >> Um we felt the project couldn't be [1:03:24] postponed. Uh you go back to 2003, I [1:03:27] believe, where the funds were allocated [1:03:30] for the uh design and permitting. I know [1:03:33] the the group that's uh responsible, the [1:03:36] Shark Group, has done a lot of work to [1:03:38] get those done. there are quite a few uh complexities of the location in [1:03:45] getting permitting to put anything there [1:03:49] uh regardless of whether it's a park or [1:03:51] some other type of uh facility that goes [1:03:54] there. But we felt it couldn't be [1:03:56] postponed. Uh it's been three years that [1:03:58] the town has been working on it and uh [1:04:01] we felt we should go ahead with this [1:04:03] even though we do have to borrow $3 [1:04:05] million to get to that 3.8 8 million. [1:04:09] >> And I I will mention also uh the those [1:04:14] last two articles, the Pier 44 and the [1:04:17] Gates, since we're borrowing the money, [1:04:19] will require a twothirds vote at the [1:04:21] town meeting. Just to make sure [1:04:24] everybody understands that. [1:04:27] And any questions on that project? [1:04:30] >> Any questions? [1:04:33] >> So much a question. I've sat through [1:04:34] pretty much every single meeting we've [1:04:35] had over the last year and a half on [1:04:37] this and I'm completely supportive of [1:04:38] it. I think I can echo Susan's thoughts [1:04:41] on the fact that I think it's been a an [1:04:43] excellent collaborative process. Um I [1:04:46] think that we talked about the last [1:04:47] three years or so putting into buying [1:04:50] factors here. I can't give Paul enough [1:04:52] credit for all the effort they put in on [1:04:55] going back and forth over and over again [1:04:56] to research and think through options [1:04:58] and cost reduction uh processes. But uh [1:05:02] really this has been more of a an 18 [1:05:05] year process since uh since you know the [1:05:07] train came back into town trying to [1:05:10] reconfigure 44 from something that's [1:05:12] been slowly deteriorating to something [1:05:14] that could be what I think will be a [1:05:16] centerpiece of a beautiful harbor. Um [1:05:19] and do everything from bring the town [1:05:22] commitment to bring the the walkable [1:05:24] harbor all the way from the lighthouse [1:05:26] to [1:05:28] south side of the harbor. It will [1:05:30] provide for green space. It provides for [1:05:32] environmentality. [1:05:34] Um, you know, we've improved the parking [1:05:36] structure down there. I know there been [1:05:39] some discussions about other options. I [1:05:41] think thoroughly vetted through CDC sat [1:05:44] through a lot of meetings on it as well, [1:05:46] but [1:05:48] committee on back there really are no [1:05:51] other good options other than green [1:05:52] space here. Uh and uh for for just for [1:05:56] the purposes of some debate that we've [1:05:59] had back and forth at different points [1:06:00] in the process, um you know, there's [1:06:02] debate about parking in the town. Uh I'd [1:06:05] like to be up front of that to say that [1:06:07] first of all, as a board, we're really [1:06:09] looking strongly to try and make a [1:06:11] global effort to look at parking in the [1:06:13] Harvard parking institute so that we can [1:06:16] really offset some of the concerns [1:06:17] people have about parking in town and [1:06:20] specifically to this site. It's really [1:06:22] just not a a good space to try and put a [1:06:25] giant parking lot. And even if we tried [1:06:27] to do that, it would run up into [1:06:29] additional environmental PAR engineer [1:06:32] concerns because we still have to build [1:06:34] this whole seaw wall. So, um I think [1:06:37] this is an valuable project. I think [1:06:39] it's going to be a fantastic project for [1:06:41] the town. It will be excellently [1:06:43] utilized for generations to come. Um so, [1:06:46] I'm fully support. [1:06:49] >> Could I make a comment on the point [1:06:52] members at the seaw wall on [1:06:54] >> Batman. [1:06:55] >> So, right. [1:06:58] >> Um, [1:07:00] >> one of the comments I've I've heard, I [1:07:03] don't know this for a fact, but I've [1:07:05] heard that there are some deed [1:07:06] restrictions which do prohibit uh [1:07:09] certain uses of the of the uh land. [1:07:13] >> Right. Right. As far as way, [1:07:15] >> as far as what you can do with the land, [1:07:17] >> you could make a parking lot. [1:07:19] is not an option. [1:07:22] >> Um, [1:07:23] >> Dan, did you have something? [1:07:24] >> Yeah, know [1:07:26] Dan, I think you misspelled a little bit [1:07:29] saying that, you know, this project's [1:07:31] been really working for three years. I [1:07:34] remember speaking to Joe Norton about it [1:07:36] before he died in 2020. I don't know [1:07:39] what to do. Um, [1:07:42] I mean, this is inaction is an action. [1:07:46] Um, [1:07:49] and for me is ever it's like trying to [1:07:51] order pizza for a group. There's one [1:07:54] person who wants anchovies or else you [1:07:56] just end up it's impossible. [1:08:00] There's a gazillion. We've all heard [1:08:02] that we're going to continue spinning [1:08:04] our wheels and I think uh, Madam Chair [1:08:08] said it right that we owe we owe it to [1:08:10] the people to actually have a vote on [1:08:12] this. Is this exactly what I wanted you [1:08:18] wanted? No. So many of these are never [1:08:20] at all exactly what we think they're [1:08:23] going to be. I have learned more from [1:08:26] Corey and Paul. I thought I saw Paul [1:08:29] there [1:08:30] >> on what it means [1:08:33] uh to bend and not break in the face of [1:08:37] public scrutiny for this project for the [1:08:40] last three years than almost any of the [1:08:42] projects I've been here on the board. [1:08:44] Um, [1:08:47] none of us here are perfect, [1:08:50] but we're trying to put forward with all [1:08:52] of you the best that we can for an [1:08:56] option that's going to be there. And so [1:08:58] I just I just want to say thank you uh [1:09:00] to everyone who's been working on this [1:09:02] for so many years. Um [1:09:05] that you know we're trying to push the ball forward on this and I [1:09:10] think the work that's been done is [1:09:12] commendable and I'm really interested to [1:09:15] see what's going to happen. [1:09:19] >> Yes. [1:09:21] >> To uh reemphasize both of your inputs. [1:09:25] This is a very balanced project. The [1:09:27] balancing act has been a lot of give and [1:09:30] take from everybody involved. Passions, [1:09:34] dreams, vision. This is going to be the [1:09:38] most beautiful public access to the [1:09:39] harbor [1:09:41] in any location in the town. This is [1:09:44] going to be inviting. It is a balanced [1:09:47] site. It is also, as you had mentioned, [1:09:50] tied to our permitting dates. We've [1:09:53] already expended a lot of time and money [1:09:54] to get our permits in order so we can [1:09:57] move forward. So, I'm looking forward to [1:10:00] this. Uh, is it perfect? No. [1:10:04] Why should we expect that? We should [1:10:06] expect a balanced project, a balanced [1:10:09] location that's going to be beautiful, [1:10:12] that's going to be inviting any of the [1:10:14] town citizenry there [1:10:17] for years to come. So, I think it's a [1:10:19] great start and a great step in the [1:10:21] right direction. [1:10:23] >> No more borrowing money is through CPC. [1:10:27] >> Yes. [1:10:30] So technically, [1:10:32] >> so we have for example, uh I think eight [1:10:36] years ago or six years ago, I forgot how [1:10:39] long it was, we did the uh athletic [1:10:42] field project behind the high school and [1:10:44] we borrowed uh money for that as well, [1:10:47] which we're still paying a lot. So every [1:10:49] year um there is an amount due that we [1:10:53] take out of the existing funds. That's [1:10:55] how it works with CPC. So for the past [1:10:58] years you could see uh it was [1:11:01] approximately 300,000 is slowly going [1:11:03] down but 300,000 was allocated each year [1:11:07] to the uh repayment of the loan that we [1:11:10] did on the high school fields. [1:11:14] Sorry. So it's separate from like the [1:11:16] operating [1:11:20] earlier. [1:11:23] [snorts] [1:11:23] >> Um move to [1:11:25] >> any more questions. [1:11:28] >> Are we are we taking public comment on [1:11:31] this? [1:11:34] » I suppose we could. Yes. [1:11:36] >> Yeah. Well, uh name and address for the [1:11:39] record. [1:11:40] 57 way I'm also a member of the advisory [1:11:43] committee with all due respect to him [1:11:46] advisory has spoken against [1:11:48] >> can you please address the board okay [1:11:51] with all due respect to the selectman [1:11:53] who heard somebody say that the advisor [1:11:55] hasn't come forward we absolutely have [1:11:58] and I've spoken about this at every [1:12:00] meeting I've spoken in front of you [1:12:02] several times so [1:12:06] taking a swipe at advisory is just [1:12:08] playing on and it My fellow library [1:12:10] community member also has spoken at town [1:12:13] meeting and this as well. Nobody is [1:12:16] saying don't build the park. [1:12:19] All we are I have been saying is that [1:12:23] overflow park and harbor is pier 44. You [1:12:27] guys approved a private dinner party on [1:12:29] front street. Susan, I believe you [1:12:31] brought up the fact that where's the [1:12:32] overflow parking? The town administrator [1:12:34] said pier 44. Where is the overflow [1:12:37] parking when board is gone? We've been [1:12:40] we had a parking study in 2015 in [1:12:43] Minnesota. [1:12:44] Since then, we've got rid of spots on [1:12:47] here. We've got rid of spots in post [1:12:49] park because in restaurants having [1:12:51] outdoor seating, expanding and new [1:12:54] restaurants. That is true because in [1:12:56] restaurants doing outdoor seating, new [1:12:59] restaurants and expanding restaurants [1:13:01] [clears throat] calls for an additional [1:13:02] hundred spots. One for every four seats [1:13:05] that was added. So all we've done is [1:13:07] added the need for more parking down [1:13:09] there. And all we've ever asked or I've [1:13:12] ever asked is what is the plan? Last [1:13:15] night somebody my fellow committee said [1:13:17] why do we pay for a valet? The hard [1:13:19] merchants pay for a valet. If they [1:13:21] didn't have that money, where would we [1:13:23] valet them to? [1:13:26] There's no parking. [1:13:28] Where would you valet these cars to? [1:13:31] That's all we've ever said. It's just I [1:13:33] know that think about the parking. This [1:13:35] project itself is up over $6 million [1:13:39] now. $6 million. And we're borrowing. [1:13:43] Our selectman has voted against [1:13:45] borrowing for a project just before [1:13:46] this. And we're borrowing for this. This [1:13:48] is not a need. This is a want. I don't [1:13:52] know about any of you guys, but in my [1:13:54] household, in my business, I don't [1:13:56] borrow and pay interest for something I [1:13:59] want. I do it if I need to. But you [1:14:02] don't do it because you want to. [1:14:04] >> Sure. [1:14:05] >> Yes. [1:14:06] >> I think your numbers are erroneous. [1:14:08] [clears throat] [1:14:09] >> What numbers? [1:14:10] >> The price the project construction we're [1:14:12] going to vote here today is 3,835 [1:14:15] >> and we paid 1.8 from property. We've [1:14:17] already done 300,000. We had to pay 1.8 [1:14:20] for the property because we had to have [1:14:22] that. That's not that's not part of this [1:14:24] project to have that. [1:14:26] >> Yeah. I just like Thank you for your [1:14:28] comment. Thank you for your comment. I [1:14:29] just we're not going to go back and [1:14:31] forth. Thank you for your comment and [1:14:33] thank you for all of your work on this. [1:14:36] Um we have we're just agree to we're [1:14:39] going to agree to disagree on this one. [1:14:41] >> I think it's a very important project. I [1:14:44] think access to the harbor um is a need, [1:14:48] not a want. In my mind, we live in a [1:14:51] coastal community and you shouldn't have [1:14:53] to have a boat to have access to the [1:14:54] harbor. And this is about the common [1:14:58] person having access to the harbor, [1:15:00] which is a need right now. So, I mean, I [1:15:04] think it is an amazing project. We [1:15:06] cannot have a parking lot. We that money [1:15:10] that we use to borrow the to pay for [1:15:13] this does not allow us to have a parking [1:15:15] lot. So that's not an option. We are [1:15:17] working. [1:15:19] >> Thank you for your comment. We are [1:15:21] working on a on additional parking in [1:15:23] the harbor and we are working with the [1:15:26] committee is setting up on that. So [1:15:29] we're doing our best on that as well. Um [1:15:33] are we and I will also say one other [1:15:36] thing we received I know from last [1:15:40] night's vote on the advisory to tonight [1:15:42] we we received multiple letters of [1:15:44] support of the project as well um [1:15:46] directed to the select board regarding [1:15:49] support of the project on how awesome it [1:15:52] was and how appreciative they were for [1:15:54] the uh just for the efforts of the [1:15:57] committee for what it turned out the [1:16:00] project and on numerous things. So, we [1:16:03] also I do want to put that in for the [1:16:04] record, too. Are we ready for a motion? [1:16:07] >> Miss Harrison, Miss Harrison, we do have [1:16:09] virtual hands raised if you are [1:16:11] >> uh I guess we took one person take a [1:16:13] moment, right? Okay, [1:16:14] >> you get it, Jennifer. [1:16:16] >> All right, Jennifer, you have your hand [1:16:18] raised on your uh Jennifer's iPhone. [1:16:20] Could you please um set unmute and name [1:16:24] and address for the record, please? [1:16:27] >> Yeah. Uh Jennifer Keune. It's 20 Harry [1:16:29] Lichfield Lane. [1:16:32] And um I would ask the board, how long [1:16:36] is it going to take to pay off this 3 [1:16:38] million with all the other money that [1:16:40] we're borrowing? Is it going to take 10 [1:16:43] years, 20 years? [1:16:48] » All the CPC borrowing I put in for 10 so [1:16:52] it doesn't lock the town in. So the CPC [1:16:54] borrowing in this is similar to the [1:16:56] athletic field we put in for 10 years. [1:17:00] >> Okay. Well, I think that the design is [1:17:03] um not the correct design for the space. [1:17:06] I think the town and the residents have [1:17:09] plenty of access to the harbor and I [1:17:11] think that the board should hold off on [1:17:13] this. [1:17:15] >> Thank you for your comment. [1:17:16] >> Thank you. [1:17:17] >> Are there any are there additional [1:17:18] comments in the room? [1:17:23] No. [1:17:24] >> Okay. [1:17:26] Motion [1:17:27] >> move to recommend [1:17:31] the sum of $3,835,165 [1:17:35] for the pier 44 park structure project [1:17:39] from CPC. [1:17:40] >> Second. [1:17:41] >> Moved by Mr. Gilmore, second by Dr. [1:17:44] Konosenko. All in favor? [1:17:46] >> Opposed? [1:17:47] >> No. [1:17:48] >> Four ones. [1:17:51] Thank you again. [1:17:51] >> Hey, thank you. [1:17:53] >> Appreciate all your work. [1:18:05] » All right. Next, we have [1:18:12] » Whoa. Wooden current discussing the [1:18:15] water treatment plant update. [1:18:18] Yay. [1:18:19] >> Good evening. [1:18:22] I'm on budget, I hear. [1:18:24] >> Yes. [laughter] [1:18:26] >> Excellent. [1:18:28] >> And we had [1:18:30] >> Yes. [1:18:35] » Jamie and I were there last week. We [1:18:38] were very impressed with the progress. [1:18:41] >> Great. I'm I'm happy to hear that. And [1:18:43] um [1:18:44] >> question speaks. [1:18:46] >> Okay. [laughter] [1:18:48] I'll direct your comments to Mark. [1:18:52] >> They do have the paving down which is a [1:18:53] big improvement. [1:18:56] >> Yeah. No, there's definitely been a lot [1:18:57] of um yeah, progress each week. So, [1:19:00] appreciate um yes, you allowing us to [1:19:03] provide an update here tonight. Um I [1:19:05] know I've met all of you, but I'm Lauren [1:19:07] Hurdle with Ren, project manager on the project here. Um so our agenda [1:19:12] will run through the project status, [1:19:14] construction progress, upcoming [1:19:16] construction activities, our ongoing [1:19:19] coordination, and then open up for [1:19:20] comments and questions. [1:19:23] >> So sharing uh where we're at with [1:19:25] submittals. So right now we have 736 [1:19:28] mills closed to date that the the team [1:19:31] has reviewed and vetted. Uh we have two [1:19:33] open submittals and really what remains [1:19:35] for submittals are ONM manuals. all [1:19:38] major equipment has been approved and is [1:19:40] either on-site or installed. So, we're far into the submittal process. [1:19:45] So, it's really on and at this point we [1:19:48] have three open RFIs that we are um [1:19:52] reviewing. So, that's request for [1:19:54] information. [1:19:56] As far as schedule goes, we are on track [1:19:58] with our final completion of June 8th, [1:20:01] 2027 [1:20:04] and we have um percent progress as of 91 [1:20:08] 2026. So that's our most recent pay. [1:20:11] We're complete by 81.3% by payment and [1:20:15] by final completion um we're 73.8% [1:20:18] on time. [1:20:22] Just to interject, the difference [1:20:24] between substantial completion is final [1:20:26] completion. That's the time that we are [1:20:28] in the plant running the plant making [1:20:30] sure it works, all the systems work [1:20:32] before it actually gets checked. So [1:20:35] several months work in the plant before [1:20:38] it actually goes live the [1:20:44] » Sorry. [1:20:44] >> No, it's perfect. [1:20:46] And so I'm sharing this slide. We're not [1:20:49] here for, you know, requesting approval [1:20:51] to a change order tonight. Um, but we [1:20:53] are in negotiations and review with the [1:20:56] contract. We're currently on a pending [1:20:57] change order. So, I wanted to be able to [1:20:59] provide this information just so you're [1:21:01] aware of where we are with the with the [1:21:03] contract. So, we we have presented and come up, you know, to the board for [1:21:07] approval of change orders one through [1:21:09] four. that totals an amount of 1.14 [1:21:12] million with our current contract value [1:21:14] of up the 59 million um 850,000. [1:21:18] So our contingency that we started with [1:21:20] we're at 2.9 [1:21:23] um with the change orders one through [1:21:24] four approved we have you know just shy [1:21:27] of 1.8 million in contingency remaining. [1:21:30] Um, so just again wanted to give this [1:21:32] information so you know where we are [1:21:33] from the financial standpoint and a [1:21:35] little more detail as far as contingency [1:21:37] goes and when we are ready and we have [1:21:40] costs to review um we will be sure to [1:21:43] you know bring that to the board's [1:21:44] attention [1:21:45] >> and that change order has to do with the [1:21:48] intake at that time. [1:21:50] >> Oh no that's a a separate project. Thank [1:21:52] you. So that's the actual construction [1:21:54] of [1:21:54] >> Yeah, that's I know you don't want to [1:21:56] talk about [1:21:56] >> Oh, yeah. No, no. And it's only out of [1:21:58] respect of we want to make sure we have [1:22:00] all the information in place. Okay. Yes. [1:22:02] But um but no, the intake is something [1:22:05] separate. [1:22:08] » Okay. So into the fun, the progress. Um [1:22:12] so as Yeah, Kevin noted even this photo [1:22:16] is outdated where paving has gone down. [1:22:18] So, um, and actually our contractor out [1:22:20] there noted when they were laying the [1:22:22] pavement down, um, that marked two years [1:22:25] from the first like bucket that hit the [1:22:27] site. So, it's just a, you know, a great [1:22:29] milestone. Um, the project continues to [1:22:31] be, yeah, then this goes in a little [1:22:33] more detail of really where we are with [1:22:35] progress. So, structural concrete is all [1:22:38] complete. That was a large undertaking. [1:22:41] Over 6,000 cubic yards of concrete. So, [1:22:43] all of that is in. We just have [1:22:45] miscellaneous like sidewalks remaining. [1:22:48] masonry um just about there as well. [1:22:50] What's remaining for masonry is the [1:22:52] decorative um masonry on the outside of [1:22:55] the building, but all the concrete [1:22:56] masonry block that really builds the [1:22:58] structure, all of that is complete. Um [1:23:01] noting, you know, just kind of going [1:23:03] through the list like where, as you can [1:23:05] see, we're 90 85 like really what [1:23:07] remains. um site restoration. We still [1:23:10] know have a bit to go, but that really [1:23:12] buttons up once you have the um once you [1:23:16] have the paving in place. Now the team [1:23:18] can really work uh the contractors can [1:23:20] work and start to grade along the site. [1:23:22] That kind of that becomes the base of [1:23:24] the structure and um you know really [1:23:27] this the startup and working through [1:23:29] equipment testing. That's going to be [1:23:32] the major focus as we you know continue [1:23:35] on here. [1:23:38] Just sharing a few more photos. You can [1:23:40] see the progress that was made in um oh [1:23:45] >> yeah just yeah just point through like [1:23:47] we have the uh in the garage space we [1:23:49] have our backwash pumps uh piping in the [1:23:51] pipe gallery that's noted there. [1:23:55] >> Go yeah I can go to the next slide and [1:23:56] in this so I wanted to show just the [1:23:58] different steps of um you know the [1:24:00] waterproofing getting the um you know [1:24:03] all the insulation in the prep for [1:24:05] siding. So, it kind of walks through and [1:24:06] you can see the finished product. Um, [1:24:09] it's probably, you know, clearer on site [1:24:11] where you can see the the siding there, [1:24:12] but the the back side of the the picture [1:24:14] all the way to the right is really the finished product there as far as [1:24:20] and so what you know, I noted here site [1:24:22] paving. This was prepared before Friday. [1:24:25] Uh, but the paving is now um well, the binder of course is down. Final [1:24:29] paving will be done once all the [1:24:30] equipment is off the site and we're no [1:24:32] longer running the heavy loads through [1:24:34] there. [1:24:35] um process piping treatment. That [1:24:37] insulation is ongoing and really looking [1:24:40] towards the the startup, getting the [1:24:42] electrical um all the controls in place [1:24:45] so that we can you know start testing [1:24:47] the system and and getting to water [1:24:50] being pumped through this facility. [1:24:56] And um and I know this is a familiar [1:24:58] slide, but why I like to to keep it here [1:25:01] is really we we do focus on [1:25:03] communication weekly touch points where [1:25:06] the town is present, the contractor, uh [1:25:08] wing car and our RPR. Um and I did want [1:25:11] to just highlight I was talking to our [1:25:13] resident inspector today and and he just [1:25:15] said that, you know, he sees it as a a a [1:25:18] crew that cares and he's been doing this [1:25:20] for about 50 years. And so to hear, you [1:25:23] know, that he's seeing that this crew [1:25:24] really cares about their work is it's, [1:25:27] you know, it was warm for me to hear. I [1:25:28] want to share it here with you as well. [1:25:30] Our next progress meeting um will be [1:25:32] held October 2nd and um as far as like [1:25:36] monthly review of project schedule, [1:25:38] payments, that's all on a monthly basis. [1:25:42] So pause for questions. [1:25:43] >> Questions? [1:25:44] >> Yeah, [1:25:46] thank you. The communication has been [1:25:48] fabulous. It's been really good. really [1:25:50] do appreciate it. Um I it might be time [1:25:54] humble thought or suggestion to think [1:25:57] about we had the [1:26:00] violation that we had to maybe [snorts] [1:26:02] get some facts out about how this new [1:26:04] plan will be able to address the exactly [1:26:07] how they can address like water. You [1:26:10] know, again, not that again, this is a [1:26:13] panacea, but how these things are going [1:26:15] to be addressed, all these different [1:26:18] types of issues that we've had. [1:26:22] We thought of it, we've seen it, they [1:26:23] could kind of knock them out of the [1:26:24] park. So, I'm starting to get the sense [1:26:27] some people are kind of anxious saying, [1:26:29] well, gez are still getting these. I [1:26:30] thought the water plant was got a So, [1:26:34] anyway, I just think it could be the [1:26:35] time now to kind of change. [1:26:36] >> We can do some kind of frequently asked [1:26:38] questions. Yeah, because it's put in so [1:26:41] much work. It's going to address all [1:26:42] these issues. We just need to make sure [1:26:44] people know so they're even more comfort [1:26:46] more excited for the 259 days. Let's try [1:26:50] that [laughter] [1:26:52] off. [1:26:55] » So, we were even talking about bringing [1:26:57] Seth through and doing a doing a video [1:26:59] maybe at some point in the future and [1:27:02] put that up and put that on YouTube so [1:27:04] that people could see it. Um, one of the [1:27:06] things Woodward current is working on is [1:27:08] Rebecca's working on a single sheet [1:27:11] because every time we come in, people [1:27:13] have questions, what's this do, what's [1:27:14] that do, it kind of explains the whole [1:27:16] flow of the plant and we can give it to [1:27:18] them, you know, and they can kind of [1:27:20] follow along as they as they see the [1:27:22] plant and that's something we can [1:27:24] publish also [1:27:25] >> just to see how that would go. So, we're [1:27:27] hoping to have that as early as Friday. [1:27:30] Uh, I'd say maybe within a week [1:27:32] afterwards we'll review it, get [1:27:33] everything all down. Maybe it's [1:27:34] something we can post out [1:27:37] >> and Seth might be two or three weeks out [1:27:39] and we get a little further along in a [1:27:41] couple areas. [1:27:43] Christian back there is maybe [1:27:47] some good questions later about it so [1:27:49] more residents can learn about it. [1:27:51] >> Yeah. So, because we're not using [1:27:53] chlorine gas in the new treatment plant, [1:27:55] does that mean that we won't have THM [1:27:57] violation? [1:28:01] I can address that one. Uh that's not [1:28:03] the reason, but you will not have THM [1:28:05] violations. The the chlorin chlorine [1:28:07] that you put in one way or another, [1:28:09] chlorine gas or sodium hypocchlorite, uh [1:28:11] that's for disinfection purposes as part [1:28:13] of the treatment process. What happens [1:28:15] up front before that in the unit [1:28:17] treatment processes is what's going to [1:28:19] be much improved in the new plant versus [1:28:21] your old plant. [1:28:22] >> So the removal of the organics or the [1:28:24] get to treatment will be much better on [1:28:27] this plant than we do. Correct. [1:28:30] >> Okay. And that will also be impacted by [1:28:32] the capital project which we have on [1:28:33] which is to take a lot of the silt out [1:28:36] of the reservoir. A lot of the organics [1:28:38] out of the reservoir. That's also [1:28:39] problems also. But this is Rob the front [1:28:43] end as opposed to the back end. But yes, [1:28:46] [clears throat] [1:28:52] » any other question? [1:28:56] » Thank you very much. tour. It's worth [1:29:00] update. [1:29:02] >> We meet every Friday at site at 10 once [1:29:05] a month. We're here [1:29:12] » and and I will throw this out on behalf [1:29:14] would like we have a marketing team as [1:29:16] well. I know sub will do a tremendous [1:29:17] job. We've done walkthroughs with yours [1:29:19] truly providing a tour happened during [1:29:22] COVID when you couldn't physically visit [1:29:23] a site. So you can see me giving a tour [1:29:26] of one of our other facilities on [1:29:27] YouTube and our own team did that. So [1:29:31] >> wants to take Rob will take you up on [1:29:33] that. [1:29:33] >> Sure. [1:29:34] >> He just volunteered. [1:29:36] >> I did. [1:29:36] >> Yeah. I don't forget class once. He's [1:29:39] very good. [1:29:39] >> I think people should be really [1:29:42] I don't use excited but excited for this [1:29:44] plan coming online. I know Eric doesn't [1:29:46] sleep all summer because we have one of [1:29:48] everything. If the plane goes down, [1:29:50] we're in big trouble. So the redundancy [1:29:53] much much higher level of treatment that [1:29:56] we're going to do organics [snorts] [1:29:58] your ground water we're going to keep [1:29:59] fing mayonnaise in our teeth for now [1:30:02] PTHMS [1:30:03] is really it's going to it's not going [1:30:05] to cure everything there's always still [1:30:07] going to be problem but a lot of the [1:30:09] nagging stuff that we've been seeing is [1:30:11] going to go a long way to clean a lot of [1:30:13] stuff people should be excited for this [1:30:17] >> yeah and and it'll take a while it's not [1:30:19] going to just be flipping a switch it'll take a while to get all the [1:30:23] sediment out of the pipes. I I want to [1:30:25] make sure people are aware of that. [1:30:26] Also, it's not just going to happen. [1:30:28] We've got enough, you know, enough pipe [1:30:31] to go from here. It'll almost pull in [1:30:32] Maine. So, it's not just going to all [1:30:34] flush at once. So, take that, but it'll [1:30:38] be a big improvement. [1:30:39] >> It can't bring me down. I'm still upset. [1:30:41] >> No, I am too. Believe me, [1:30:43] >> I think realistic expectations are a [1:30:45] good thing and I think that we need to [1:30:48] as you said just start start [1:30:50] communicating with public about what [1:30:52] they can expect because it's not going [1:30:54] to be remember it's going to be you know [1:30:56] probably the end of next year before [1:30:58] some of the people at the end of that [1:30:59] pipelistication [1:31:04] so sure they can match their own [1:31:07] concerns as a [1:31:09] >> thank you. [1:31:10] >> Yeah. Thank you. All right. [1:31:12] Now to our citric update, right? [1:31:14] >> I stay [1:31:17] right. [1:31:22] » Okay. [1:31:24] >> Tomorrow [1:31:27] I know it. [1:31:33] » All right. [1:31:38] Good evening. [1:31:43] So, we've made a a lot of progress over [1:31:46] the last 11 months since I was before [1:31:48] you uh last. Um here's a summary of our [1:31:52] completed ongoing work. [1:31:55] Uh we finished our final existing [1:31:57] conditions work which were some [1:31:58] geotechnical borings. Those were [1:32:00] completed last fall. Uh we've also [1:32:03] progressed final design to substantial [1:32:06] completion. Uh so plans and [1:32:08] specifications for the pump station and [1:32:10] the site layout, the low pressure sewer, [1:32:13] the manholes, gravity pipes, and force [1:32:16] manual. [1:32:17] Uh we've also uh worked through [1:32:19] permitting. Uh there's one outstanding [1:32:21] with the US Army Corpse of Engineers [1:32:23] pre-construction notification. Uh we've [1:32:26] received comments back from them and [1:32:28] we're just awaiting a final uh permit to [1:32:30] be provided. Uh the comments were rather [1:32:33] minor in nature and we addressed them. [1:32:36] Uh we've also submitted the local permit [1:32:39] to the conservation commission, the [1:32:40] notice of intent uh which we received a [1:32:43] order of conditions to include with the [1:32:46] contract documents. [1:32:48] And the last one was the coastal zone [1:32:50] management uh confirmation. Uh we [1:32:53] coordinated with them and they uh gave [1:32:56] confirmation that uh we are below the [1:33:00] federal consistency review threshold [1:33:02] which was great news. [1:33:05] Uh, [clears throat] another item was uh [1:33:07] working with developers to make sure our [1:33:10] design uh in congruence with their plans [1:33:13] in the north situate area. And then uh [1:33:16] the great news was the town received a [1:33:19] uh they got on the intended use plan for [1:33:21] the state revolving fund uh for a low [1:33:24] interest loan to construct the project [1:33:26] which was great. So uh the last step for [1:33:29] the project here before construction is [1:33:31] working through the the loan process. [1:33:32] So, we're preparing a package that's due [1:33:35] on October 2nd, which we're on track to [1:33:38] submit. The one item that came up during [1:33:40] the preparation of the package was that [1:33:44] uh the ownership of the parcel uh was [1:33:46] never transferred back to the town at [1:33:48] the conclusion of the Green Bush [1:33:50] project. Uh was discovered during the [1:33:52] title search. That's part of that [1:33:54] process. So, we're actively working with [1:33:57] the MBTA right now to uh try to resolve [1:34:00] this issue and work through it before [1:34:03] construction and maintain uh our project [1:34:06] schedule. [1:34:06] >> Is that the parcel for the pump station? [1:34:08] >> Correct. You're talking about correct [1:34:11] >> and uh we're prepared to pivot if to a [1:34:14] new location if for some reason the MBTA [1:34:17] were not able to to work through an [1:34:20] easement or an agreement on the land [1:34:21] ownership. So the most advantageous [1:34:24] position by the pump station was on his [1:34:26] on a specific parcel and when they did [1:34:29] the deep research found out it wasn't [1:34:31] conveyed back to the town from the rain [1:34:33] bush project. So we've been reaching out [1:34:35] to the MBTA. Dan's been chasing him down [1:34:37] had multiple meetings but in the [1:34:39] meantime I've requested him to move the [1:34:42] design see if we can move it over to a [1:34:45] town parcel and continue the project and [1:34:47] not be slowed down. So that's a position [1:34:49] where we're at now and we're going [1:34:50] forward. So, would that person be down [1:34:53] by the like on the other side of the [1:34:54] train? [1:34:55] >> It wouldn't be on the other side. It [1:34:56] would probably be about 60 feet [1:34:59] south far north actually from where we [1:35:01] are now. [1:35:02] >> So, is it the MBCA is not we're not able [1:35:06] to meet with them or [1:35:09] >> No, they've actually met with them twice [1:35:10] already [1:35:11] >> and won't make a decision. [1:35:14] >> They move at a glacial pace. [1:35:16] >> It's the state moving at the state's [1:35:18] pace, [1:35:18] >> right? And there's nothing our [1:35:20] representatives can do about that. [1:35:24] >> Not that's going to set it on fire. [1:35:25] We'll work with them when we can. They [1:35:27] were [1:35:28] >> We try. [1:35:30] >> I just never see the movie [1:35:34] pace when it comes to stuff like this. [1:35:39] » So, we're still go until it gets pushed [1:35:42] past the [1:35:42] >> we're leaving it the location because we [1:35:44] think it's most advantageous position [1:35:46] and um we will move it. will pivot it if [1:35:49] need be. If it doesn't follow through, [1:35:51] um Rob seemed pretty positive on it. He [1:35:54] thought it could go through, but we're [1:35:56] being safe either way. We're going to be [1:35:58] able to pivot and continue and get the [1:36:00] project out um to go forward. [1:36:02] >> This advance is something we would still [1:36:05] like to follow up on regardless how [1:36:07] fast. [1:36:08] >> Yep. [1:36:09] >> Yes. [1:36:11] >> The deadline for that wouldn't be the [1:36:13] second. Whatever. No, the second just to [1:36:15] get the application in and we we have a [1:36:18] 100% design plan. [1:36:20] >> We just don't have proven ownership of [1:36:22] that location yet. So if need be by the [1:36:24] time we went out to bid, which I think [1:36:26] is December [1:36:29] >> January January time frame. Yeah. [1:36:31] >> Yeah. I think it goes on the street [1:36:32] December. So January um we would have to [1:36:35] have that pinned down by then. [1:36:37] >> So yeah, sure. Deadline. [1:36:39] >> So call January 1. [1:36:41] >> They're still fine. It's just they're so [1:36:43] slow [1:36:44] >> and then around the holidays they get [1:36:45] even [1:36:46] >> so the this is a typo. The bidding [1:36:48] starts in January 27 [1:36:51] >> 26 [1:36:52] >> correct? It's 27 27 January 26 [1:36:57] >> and then start off is March of 27. [1:37:02] >> Yep. So we actually corrected that but [1:37:04] there was a typo we picked up that was [1:37:06] on that. [1:37:09] on your [1:37:11] >> Can you move it forward one sec? [1:37:14] >> There you go. [1:37:16] >> We got it. [1:37:18] >> That is corrected. [1:37:20] It is outdated. That's [1:37:21] >> we turned it in on Friday or Thursday a [1:37:25] Thursday at 12 and then didn't have a [1:37:27] chance to really proof it. Good Friday [1:37:29] and we picked that up. So, sorry about [1:37:31] that. [1:37:31] >> Okay. So, trucks are digging holes in [1:37:34] the ground in March of 27. [1:37:39] We expect a a contractor uh contractor's [1:37:42] contract to be executed. Then there'll [1:37:44] be a brief period of you know shop [1:37:46] drying review and mobilization but it [1:37:47] should be shortly after that. Yes, [1:37:49] >> probably April. [1:37:54] [clears throat] [1:38:03] » Any additional any other questions? [1:38:07] Thank you very much. [1:38:08] >> Thank you. [1:38:13] >> Appreciate your time. [1:38:14] >> Yeah. [1:38:16] >> Thank you. [1:38:26] » Are there any additional permits to be [1:38:27] applied for? All [1:38:36] right, [1:38:39] >> we're moving on to Kevin award contracts [1:38:43] [snorts] [1:38:44] water man replacement bay seven road. [1:38:53] » So this is a continuation of our ongoing [1:38:56] water work. Um we had found recently we [1:38:59] had some pipe that was in some very bad [1:39:01] condition there. So we're going to [1:39:02] replace it as well. We paid the road [1:39:04] included in this contract is an [1:39:07] alternate um where we're going to do [1:39:09] another 1500 ft of water work down in [1:39:12] Humrock. So we're going to continue [1:39:13] going down Central Avenue as part of our [1:39:15] plan that we said we were going to [1:39:16] continue to do. So that'll that'll give [1:39:18] us about at the completion of that [1:39:20] probably 45 4600 feet of um of pipe. [1:39:24] that number. [1:39:27] >> Thank you. [1:39:28] >> So, um we went out the bid um had four [1:39:31] biders and uh the low bid was uh soft [1:39:37] >> and they done work for us before and you [1:39:39] check the references. So, [1:39:40] >> we've we' be their references. They've [1:39:42] done they've done good work. We haven't [1:39:44] had any issues. Um, [1:39:46] we've also had uh [1:39:49] CJP and RFS each dock and we've had good luck with all three of [1:39:54] them. So, [1:39:55] >> well, we like the cheapest. So, any [1:39:58] questions? [1:40:00] >> Uh, basic question in terms of that [1:40:04] linear footage. How how far can give or [1:40:07] take does that take us from the north [1:40:09] end towards North Bridge? [1:40:15] » You know where I think it's Bat Road [1:40:17] right down around there where that road [1:40:19] turns in there. I think it comes right [1:40:21] around that location. Yeah, this [1:40:23] ballpark. [1:40:25] Yeah. [1:40:27] >> Any other any other questions? Are we [1:40:30] ready for a motion? [1:40:32] >> Any questions in the audience? No. Move [1:40:35] that the select board award water main [1:40:38] places the project to South Co [1:40:40] Construction Corp. for 2,484,497. [1:40:46] » Second. [1:40:47] >> Moved by M. Scholes, seconded by Mr. [1:40:50] Gilmore. All in favor? [1:40:53] >> Okay. [1:40:54] >> Thank you very much. [1:40:58] » Meeting here tomorrow [1:41:00] >> 800 Chief Justice Police Station. [1:41:04] Seriously, [1:41:09] » thank you. [1:41:16] » All right. Next on the agenda, we have [1:41:19] um [1:41:21] a letter of support or Norwell reached [1:41:23] out about a letter of support to wave um [1:41:27] down of pan on the building permit fees [1:41:29] for the new Sasha Rosak High School. Jim [1:41:32] has some background on this, but um the [1:41:36] Sashore Botech is charging um town of [1:41:39] Hanover is charging Sasha BK or [1:41:42] attempting to charge 3.2 million permit [1:41:45] building permit fee for the municipal [1:41:48] school. Um traditionally not done in [1:41:52] municipal construction or town [1:41:54] construction. The Southshore Votech has [1:41:57] sent a letter um to the town of Hanover [1:42:02] saying that this is like a big, you [1:42:05] know, a big difference in the budget, a [1:42:07] big um change and that it would impact [1:42:10] not only all the member towns but also [1:42:13] Hannah [1:42:14] um and they've already paid I think [1:42:17] 300,000 [1:42:19] already. So, they've paid um what we [1:42:22] think what they think is a fair cost and [1:42:25] um I just wanted to bring it to the [1:42:27] board's attention that Norwell's asking [1:42:30] us to, [1:42:32] you know, protest it. I do think there's [1:42:34] a mid um in between saying we're really [1:42:37] concerned. They haven't said for sure [1:42:39] they're charging them. Um but we are [1:42:42] concerned because it's it would be an [1:42:44] additional how much to our budget? Three [1:42:48] million divided by [1:42:50] >> Yeah. I mean it's according to the the [1:42:52] letter you guys had the letter that said [1:42:56] about one point they're estimated to be [1:42:58] an additional 1.7 million fees. We're [1:43:01] anywhere between seven and 11% of that [1:43:06] vision of the project is that'll be true [1:43:09] up later. [1:43:11] So as I think student laid it out fairly [1:43:16] well really uh they have the letter from [1:43:20] the vote they have not responded yet so [1:43:22] the town could wait give the town hand [1:43:25] over a chance to respond see what they [1:43:26] say [1:43:29] up to you that's [1:43:30] >> we are concerned though I mean I would [1:43:33] say I'm concerned if we have to pay more [1:43:34] money so [1:43:35] >> yep [1:43:36] >> but I mean [1:43:38] >> I'm sure I I encourage you to read the [1:43:41] letter dating September 2nd from K law [1:43:45] to the town of town manager. It's very [1:43:47] well written. There's a lot of precedent [1:43:50] cited in here. It seems like it's in [1:43:52] order and I have no problem voting to [1:43:55] support [1:43:57] those request. [1:43:59] >> Any other thoughts? [1:44:01] I would be in favor of sending letters [1:44:04] supporting it as not just access [1:44:08] towns but I think the president is a bad [1:44:10] president. I think that I'm not [1:44:12] interested in having each of you pay [1:44:15] more budget for something that has never [1:44:18] been done this way. But I also think now [1:44:23] understand giving them a chance. I'd [1:44:24] almost rather put it on record that this [1:44:27] is something that we don't support and [1:44:29] we don't see it happening prior to them [1:44:32] having a chance to [1:44:40] » we're talking about budgets and impact [1:44:41] on budgets. This because we did a debt [1:44:44] exclusion on this does not impact our [1:44:46] operating budget at all. It does impact [1:44:52] taxes, right? It's not huge amount, but [1:44:56] it would have an impact on what tax [1:44:58] impact. [1:44:59] >> It wasn't it wasn't 3.6 billion per [1:45:03] town, right? That was the total [1:45:05] >> letter from the vote tax be 1.7 million [1:45:10] >> per town total. [1:45:12] >> Total [1:45:15] >> because they've already paid some money. [1:45:17] >> Okay. [1:45:18] All right. Well, I'm happy to read a [1:45:20] motion. [1:45:20] >> Do you Andrew? [1:45:22] >> I mean, the number one obviously support [1:45:25] the tech school and whatever they really [1:45:30] need. My only caution would be that [1:45:32] we're interjecting beforehand or [1:45:36] technically has done anything. remember [1:45:38] as a board if we haven't sent letters to [1:45:40] other I know this is a little different [1:45:42] because it's it may or may not impact [1:45:47] I think part of us talking and and being [1:45:50] on the record where we are so however [1:45:54] we're going to kind of respond [1:45:56] so that's all I just wanted that's just [1:45:58] something new I do it's totally support [1:46:02] >> what do you think for 20 days [1:46:04] >> I guess just listening now we need to be [1:46:06] taking a different tactic [1:46:08] The board could wait until handover [1:46:11] responds, but in the meantime, we could [1:46:14] just reach out and say we are concerned [1:46:17] about this and the impact that will have [1:46:18] on our taxpayers, but we are reserving a [1:46:23] judgment until such time as you respond. [1:46:25] So [1:46:26] >> now, sure, I think it's also not just [1:46:28] the impact it's going to have on our [1:46:29] tax. It's defending the president of a [1:46:33] town charging [1:46:36] dormant fees for municipal construction. [1:46:40] So it is president. It's not just our [1:46:43] tax. [1:46:46] » Yeah. It's just just sets a different [1:46:48] tone. And so [1:46:50] >> I don't need the only there's not going [1:46:52] to be another one of these. We don't [1:46:53] have another multi- town project in a [1:46:55] town. We don't have anybody building [1:46:57] something here that belongs to another [1:46:59] town. Maybe we have [1:47:01] >> never [1:47:08] » but there's there's like three cases of [1:47:12] a lot of faith in the county pulling off [1:47:14] a project like that. So it's not [1:47:17] something I'm worried about. Nor do I [1:47:19] think the desalinization plant would be [1:47:21] located here. We just don't have any [1:47:23] place on the coast to put it. Uh but you [1:47:28] know uh I think Andrew makes a point [1:47:31] they haven't done anything yet. They [1:47:32] just got the letter. It is technical. [1:47:35] >> They got the letter for 20 days. [1:47:37] >> Uh no it's really just got it. [1:47:40] >> The date [1:47:42] September second. [1:47:48] >> It's up to you guys. [1:47:50] Can we just split the difference and say [1:47:51] we're concerned [1:47:54] >> and we're awaiting their decision? [1:47:56] >> Yeah, we're concerned about [1:47:58] >> that [1:47:58] >> the impact that will have on our [1:47:59] taxpayers. [1:48:00] >> Yeah, I mean [1:48:02] >> Okay, [1:48:03] >> we are concerned about it. [1:48:05] >> So, do we need a motion to cause them [1:48:08] more concern? [1:48:09] >> No, I think [1:48:15] » I'm [1:48:17] all concerned. journal. [1:48:19] >> All right. Um, now we got to do discuss [1:48:24] um special count meeting um for article [1:48:28] recommendations and consent agenda. [1:48:32] Um Nancy, [1:48:34] how do we do we want to do [1:48:37] how do we usually do this consent agenda [1:48:40] and then go some of these consent? [1:48:44] >> Yeah. Um, and you have the grid in front [1:48:46] of you. So, I don't know if the board [1:48:48] wants to, [1:48:50] uh, since you had a you had time to go [1:48:53] down and vote them. [1:48:54] >> Yeah. There's something that you want to [1:48:55] call out and discuss. [1:48:58] >> So, we have voted everything on a agenda [1:49:03] item. [1:49:06] >> Um, you didn't vote legal budget. [1:49:08] >> We didn't vote capital plan. Oh, wait. [1:49:11] We didn't vote legal budget increase. [1:49:13] Okay. We didn't vote capital plan, legal [1:49:16] budget increase [1:49:18] and [1:49:22] » you voted article 12 and most of seven. [1:49:24] >> Okay. You want to do [1:49:27] >> legal budgeting? You want to just take [1:49:28] it from the top? [1:49:29] >> Sure. [1:49:30] >> Have we voted because we haven't voted [1:49:32] any of this stuff? [1:49:33] >> No. [1:49:37] » Why don't we vote? [1:49:38] >> Are the green ones on the consent [1:49:39] agenda? [1:49:40] >> You have to decide what's on the consent [1:49:42] agenda. [1:49:43] This is this is NY's recommendation. [1:49:46] >> Thinking there just be one at a time. [1:49:51] >> Works for me. [1:49:53] >> So just that way you don't miss it. So I [1:49:55] one two. [1:49:56] >> Yeah. [1:49:58] >> Capital plan. You might want to break [1:50:00] that into spread those out. So let's [1:50:03] start with prior year or unpaid bills. [1:50:08] » That So this is again on page 88. [1:50:11] >> Yes. And you have a new hard [1:50:16] » $14. Oh, we have a different copy. [1:50:20] >> Um, council gave his final edits last [1:50:22] night. So, I ran you in one. [1:50:28] » So, approved motion for the unpaid prior [1:50:31] bills of $74. [1:50:32] >> Okay. Moved by Mr. [1:50:34] >> and put on the consent agenda. [1:50:36] >> Uh, that would be separate. [1:50:37] >> We'll do that as separate. Move. Yes. [1:50:39] >> Move to approve the 714 of payrolls by [1:50:44] Mr. Goodri. Second by um Miss Schwel. [1:50:47] All in favor? I [1:50:53] » Okay. [1:50:55] The budget reconciliations are just [1:50:57] putting the funds back that we got in [1:50:59] state aid to what was deferred from the [1:51:01] fiscal 27 budget for Oakers comp, buying [1:51:04] out the lease for widows walk that you [1:51:06] previously approved and doing a little [1:51:08] refresh up at the um clubhouse. And then [1:51:11] it would also provide an additional [1:51:14] network administrator midy year that [1:51:16] would be funded from the enterprise [1:51:18] funds which to date have never paid [1:51:20] anything for the information technology [1:51:22] services. [1:51:23] >> Yeah. And this is um [1:51:27] with a new um with a new treatment plan [1:51:30] coming on with all the enterprise funds. [1:51:32] We just have a lot more technology. Um [1:51:35] and it's it's just such a need with [1:51:39] and it would come out of the enterprise [1:51:41] fund. It would this position would not [1:51:43] come out of our project. It would come [1:51:45] out of this specific [1:51:48] >> with all the cyber attacks that have [1:51:49] happened. [1:51:50] >> Really good idea, especially and we're [1:51:52] bringing on systems that have more [1:51:54] technology. [1:51:55] >> The last two weeks you've had two public [1:51:58] school in Springfield was up for a week. [1:52:01] [clears throat] [1:52:01] Every town hall was shut down for a week [1:52:03] by cyber attacks. And then you go back [1:52:06] to East Bridgewater which uh was once [1:52:09] scammed basically out of over $400,000 [1:52:12] for a cyber spoofing attack. So wow. [1:52:16] >> So do we need a motion? Motion questions [1:52:19] on that motion to recommend article two [1:52:24] uh approve [1:52:26] article two as written by Mr. Second by [1:52:29] Mr. All in favor. [1:52:32] >> So that's unanimous as well. [1:52:34] Um, capital plan. [1:52:38] Do you want to split that one out? [1:52:40] >> Yeah, split it out. [1:52:42] >> There's two items. There's the truck and [1:52:44] as a reminder, that was the truck that [1:52:46] was in an in a um accident and it will [1:52:51] this $57,000 is will be insurance. [1:52:55] >> No, we're paying for it and we're trying [1:52:57] to get insurance back. It's not covered [1:52:59] by insurance because the age of the [1:53:01] truck. Oh, [1:53:02] >> so we don't have replacement. And again, [1:53:04] the accident was not all of the time. [1:53:07] >> Okay. So, we're trying to get money. [1:53:09] >> We are trying to get some back. [1:53:12] >> Was the driver insured? [1:53:14] >> Uh, no. They were shaken up. They were [1:53:16] transported. They [1:53:17] >> were they insured the person. [1:53:20] >> Yes. [1:53:21] >> But for a very low value truck. [1:53:24] >> Yeah. We're not going to get much. We [1:53:25] won't get the value. All right. I move [1:53:28] to approve the capital project of the [1:53:31] replacement of the F350. [1:53:35] Second. [1:53:36] >> All right. Move second by. All in favor? [1:53:40] I. So the truck is unanimous by fo. [1:53:45] And then next we have the police [1:53:47] firearms and decision making training [1:53:51] facility. This is [1:53:54] the facility that this is the exact same [1:53:57] thing, right? That did not pass last [1:54:00] meeting and it's just more money this [1:54:03] time. Is that correct? [1:54:04] >> Yeah. 62% of the vote last time. [1:54:07] >> Yeah, it it passed by a majority but not [1:54:10] enough for borrowing. [1:54:12] >> 2/3 vote 60% but it didn't get 66 and [1:54:15] 2/3. [clears throat] [1:54:16] >> And we're using 1.5 [1:54:19] million of our free dash. Yes, rest will [1:54:22] be borrowed. [1:54:23] >> How much cash do we have left? [1:54:27] >> After the FEMA hit [1:54:29] >> 3.7 million for the capital plan and [1:54:31] then a half a million held in reserve. [1:54:33] And there is one thing that um hasn't [1:54:36] been called out on this project is that [1:54:38] the contingency is five almost $500,000. [1:54:43] » So you're 2.7 million. [1:54:46] >> Yeah. [1:54:46] It's got it's got a huge [1:54:48] contingency on it [1:54:49] >> because construction costs or [1:54:52] environmental or [1:54:54] >> I thought it was like [1:54:57] >> who design [1:54:58] >> prefab thing. No, [1:54:59] >> it it's a prefab thing but um Chief [1:55:03] Thompson has had lots of experience with [1:55:05] building things and with especially with [1:55:08] public safety building and he put a [1:55:09] healthy contingency in there. If you [1:55:11] want to reduce it, we can reduce it. But [1:55:14] there is a good possibility if they'd [1:55:15] ever use any of that contingency that [1:55:17] you're going to be um several [1:55:19] hundred,000 under that amount. [1:55:22] >> Where's that budget for us to see? [1:55:26] >> Capital [1:55:33] that didn't change last. [1:55:38] » No, because that it's not part of the [1:55:40] capital plan anymore. [1:55:42] But I'll I'll get I'll send it to Sam [1:55:44] and he can put it up for you. [1:55:45] >> Okay. [1:55:47] I guess and then I asked about overtime [1:55:50] because the argument for this is worth [1:55:52] saving money on overtime. [1:55:54] >> What do we get for that? [1:55:56] >> It's $30,000 annually roughly in [1:56:00] overtime. [1:56:01] >> 340 [1:56:02] >> 3240 [1:56:03] >> just for the training. [1:56:06] >> That seems like a big swing. What's the [1:56:08] potential [1:56:09] of lending it out to other people [1:56:12] to other [1:56:13] >> the swing is because you don't know [1:56:15] who's available when. If you have a full [1:56:17] shift, someone can go to training while [1:56:21] they're on regular time. If you get [1:56:23] short-handed, then everybody's going [1:56:24] over time. So really that that kind of [1:56:30] details some of that Why people go [1:56:32] how they're available to $40,000 a year. [1:56:35] You know again this is this is about [1:56:37] training availability for training the [1:56:39] ability to have facilities. [1:56:41] >> We are running out of places to train. [1:56:45] >> Yeah. I guess what have we done? What [1:56:47] have we done since the failed vote [1:56:51] between now and then besides add money [1:56:53] to this [1:56:55] >> in regards to [1:56:56] >> I don't know like any of the concerns [1:56:58] raised [1:56:59] >> well [1:57:02] >> one of the concerns raised was had we [1:57:03] reached out to other communities to help [1:57:05] us and that's what they had done for the [1:57:07] first couple of years that this was on [1:57:08] the plan and everyone wants to be a [1:57:12] party to using it but nobody has the [1:57:14] money to put up for capital. No, we [1:57:17] don't have the money either. [1:57:18] >> Yeah, we don't have the money either. [1:57:22] So, I didn't have money when we before [1:57:23] you. So, we we do have the money to do [1:57:25] it this year. [1:57:26] >> And Seth, I sent you that spreadsheet. [1:57:29] >> Got it. [1:57:31] >> But does this okay if we don't spend [1:57:33] this money that we have and it's in [1:57:38] free cash, right? Like free cash. Free [1:57:41] cash stays there. So, [1:57:42] >> but it can go to stabilize certain [1:57:45] things. [1:57:46] if needed, right? Like if we needed more [1:57:48] money for gas and there wasn't [1:57:50] >> Yeah. I mean, we save say we reserve at [1:57:53] least half a million dollars of free [1:57:55] cash [1:57:57] from capital. So half million that Nancy [1:57:59] and I do not put anywhere at the end of [1:58:02] our budget recommendations in case [1:58:04] something like that. [1:58:07] >> Yeah. So this is [1:58:10] >> so it just it wouldn't get spent unless [1:58:12] something really bad came up and then it [1:58:17] >> well it already cash [1:58:19] >> we had $3.1 million FEMA disaster hit us [1:58:22] and we still managed to pull this out [1:58:24] and still have money for this. So I [1:58:26] would say we already had a big curve [1:58:28] ball and still managed to weather fiscal [1:58:30] management [1:58:30] >> or how are we doing on the FEMA [1:58:32] deadlines for October? [1:58:35] >> Um good. I think uh [1:58:37] >> they're going to take more money if we [1:58:38] don't [1:58:38] >> Kevin gave marching orders to the [1:58:40] consultants. The question is was [1:58:41] unminded about the amount of rock that [1:58:43] FEMA is going to reimburse for and we [1:58:47] just said whatever FEMA is going to [1:58:48] reimburse us for that's what we're going [1:58:49] to put in. So change it get in there. So [1:58:51] I think we'll be okay in those [1:58:52] deadlines. We'll buy it. Could you have [1:58:55] a neighbor? [1:58:56] >> I I guess I'm just concerned [1:59:00] 1.5 million. [1:59:03] I've never [1:59:06] This is a priority. I don't see anyone [1:59:09] from local PD here. And all the time [1:59:12] I've never had any reject to me and say [1:59:14] that this is important. [1:59:16] Not once. [1:59:17] There's no one here to support it. And [1:59:19] it's 1.5 million. I've got a million. [1:59:23] I've got I've got hundreds of emails [1:59:26] people asking for sidewalks, [1:59:29] but we're not going to build an inch of [1:59:30] a new sidewalk [1:59:33] um or fix potholes [1:59:36] because we're not we're going to lose [1:59:38] money some other place. I guess I'm just [1:59:39] really concerned between [1:59:44] if this is really need or not. I don't [1:59:46] it hasn't been [1:59:48] expressed to me that this is a major [1:59:50] concern and is it going to get us closer [1:59:52] to what I always thought that we're [1:59:53] still down short. I know it's different [1:59:55] buckets. We're down and short officers [2:00:01] and I I still don't have enough on [2:00:03] exactly who's building it. Just [2:00:07] >> it's a convex. It's a prefab [2:00:10] uh box that they come and drop on um a [2:00:14] concrete pad. Now, Chief Thompson would [2:00:16] have been here tonight. We just didn't [2:00:17] tell him that this was going to be on [2:00:19] the agenda tonight. He was at Capitol. [2:00:22] >> It's a $2.7 million project. We're not [2:00:26] building of a new sidewalk. We have a [2:00:28] whole committee dedicated to new [2:00:30] sidewalks. [2:00:32] >> And you have a capital planning [2:00:34] committee that recommended this to you [2:00:35] two years in a row. [2:00:37] >> Yeah. And and the voters just rejected [2:00:39] it. [2:00:41] >> The town voted a majority of it. It had [2:00:43] it been a free cash, it would have it'd [2:00:45] be done now. [2:00:47] >> Oh, so we put it free cash so it only [2:00:50] needs money. [2:00:50] >> No, it still needed two. [2:00:53] >> We weren't going to dedicate 2.7 million [2:00:55] for it. [2:00:57] >> We could switch the article to borrowing [2:00:59] and free up that free cash for something [2:01:01] else. [2:01:02] >> You can take the contingency out of it. [2:01:04] It's on the screen. [2:01:04] >> Is not here because the board approved [2:01:06] this 4 to one in the spring. So may help [2:01:11] on me. I didn't think the board had [2:01:12] changed its support on this. [2:01:14] >> Well, we $3 million, I mean, things have [2:01:16] changed. Um, yes, but the chief of [2:01:19] police's endorsement of this and his [2:01:21] professional request for this and his [2:01:24] foresight, we trust him to run the damn [2:01:26] department and he does an excellent job. [2:01:29] So, why would we question his veracity [2:01:30] now when we voted for it already part [2:01:33] two? Just because it just because it [2:01:36] didn't get to 66%. [2:01:39] We have to revisit the Yeah. Because the in my humble opinion is that [2:01:43] a the vote they they had an opportunity [2:01:46] to pass it and it failed. It failed. [2:01:48] Right. We're talking about today because [2:01:50] it failed. Two, we've lost $3 million [2:01:53] from FEMA. So, the world has changed. We [2:01:56] have expenses that are going up and I'm [2:01:58] getting more and more nerves between [2:02:00] exactly from again needs and wants. [2:02:05] We've lived so many years without this [2:02:07] sort of a training could go another year [2:02:10] and I understand that if this fails at [2:02:12] this time you didn't hear we just keep trying to get it again. [2:02:17] >> It's not on your plan by the way. Could [2:02:19] we put this in it? Can we wait till [2:02:20] April to do this? We took it off the [2:02:23] plan and brought it back in the in the [2:02:26] spring. We can stick it back on the plan [2:02:28] and the price is just going to keep [2:02:30] going up. [2:02:31] >> Everything I know that's why I wanted to [2:02:32] build sidewalks six years ago and we [2:02:34] haven't built a foot of new sidewalks, [2:02:38] but we're going to build a box for $2.7 [2:02:40] million. [2:02:40] >> We're actually going to improve the [2:02:42] training of our officers and God help us [2:02:44] in case something goes wrong and our [2:02:45] training isn't up to [2:02:47] >> I would disagree. Okay. [2:02:48] >> I would say that our officers are [2:02:50] they're getting the training. They're [2:02:52] just not getting it conveniently. [2:02:53] >> They're not getting this level of [2:02:54] training. So, I understand [2:02:56] >> they are training at a facility that's [2:02:59] not in our town. Correct. They're doing [2:03:01] tactical training. They have to qualify. [2:03:04] >> They're doing minimum. [2:03:05] >> They're doing the minimum training [2:03:06] required by law [2:03:08] >> that every other place [2:03:09] >> every other department does. This would [2:03:10] be advanced training beyond what we can [2:03:12] do at an outdoor shooting range. [2:03:14] >> Correct. Is there any other town in [2:03:16] Massachusetts that has this train? [2:03:18] >> Ashland has one of these units. [2:03:20] >> Ashland. [2:03:21] >> There's another town that is putting [2:03:22] one. We could find out the is putting [2:03:24] one in as part of new station. [2:03:28] » No, no, no. Boston, no big cities. [2:03:32] They're [2:03:34] >> they have firing ranges as part of their [2:03:36] facilities. [2:03:37] >> We had one in the old one. Boston has it [2:03:40] own firing range. [2:03:42] Boston people don't complain about it. [2:03:46] I I feel I understand the concerns and I would agree with the concept that [2:03:51] yes, things have changed. We're we're in [2:03:53] a discussion of of a lot of budget [2:03:55] considerations that we didn't have this [2:03:57] time last year, but [2:04:00] free cash doesn't solve for an override. [2:04:04] Free cash doesn't solve for some of the [2:04:06] other budget considerations we're going [2:04:08] to have. My I support this as much now [2:04:12] as I supported it in April. My concern [2:04:16] is that if we push this to April, if we [2:04:19] have to have a override discussion on [2:04:22] the war in April, [2:04:24] if we think that it's going to have [2:04:26] challenges in October, there's just no [2:04:29] way that it's going to be successful in [2:04:30] April. We're talking about pushing in at [2:04:32] least a whole year or more. Bitcoin [2:04:35] $200,000 in six months, [2:04:38] >> right? That's precisely my problem is [2:04:41] that if it's not if it's not gonna pass [2:04:43] in April, we think it's like we're [2:04:46] trying to sneak an end [2:04:49] of it. [2:04:50] >> I'm simply talking about the No, I'm [2:04:52] actually talking simply about the you've [2:04:54] actually talked to me about this before. [2:04:55] The idea it's not sneaking anything. [2:04:58] It's about literally trying to overload [2:05:00] a warrant with financial considerations [2:05:03] in one meeting. [2:05:04] >> We have financial considerations now. We [2:05:07] know what we're looking at. So, I don't [2:05:10] see why we need to spend money on [2:05:12] something that we don't desperately [2:05:14] need. We don't desperately need this. We [2:05:17] definitely need seaw walls. We [2:05:20] definitely need gasoline in our truck to [2:05:23] plow streets. There's things you [2:05:25] definitely need and we don't [2:05:28] I don't know. Let's just vote. Let's [2:05:30] vote on it. [2:05:31] >> If we vote on it and vote it down, how [2:05:34] does that the perception [2:05:36] or do we do we vote to can we postpone [2:05:40] it or do we just vote to not recommend [2:05:43] it? [2:05:44] >> I mean, deserve to [2:05:47] >> I don't even know if [2:05:49] >> it's it's you voted this article onto [2:05:51] the warrant. You don't have to vote to [2:05:54] recommend it. And the capital planning's [2:05:57] recommendation to you for the dollar [2:05:59] amount, you can change it. [2:06:02] So if you wanted if you wanted to take [2:06:05] the contingency out or cut it in half, [2:06:08] that's something you could do. If you [2:06:09] wanted to move the project forward, if [2:06:11] you want to just vote vote against it, [2:06:13] you can vote against it. And and that's [2:06:15] your recommendation at town meeting. [2:06:17] That's within your perview. [2:06:18] >> A large contingency for reasons that we [2:06:21] don't have tonight. from one of the [2:06:22] trust chief and other people that put [2:06:24] this together. They want a large [2:06:25] contingency. To me, a large contingency [2:06:28] to me means that we can explain the [2:06:30] meeting when we're talking about this [2:06:31] that it should [2:06:34] because construction it shouldn't really [2:06:36] have a large contingency. That money [2:06:38] should very [2:06:43] I don't think [2:06:44] anything. In fact, if anything, it gives [2:06:46] us a good point. [2:06:50] >> [laughter] [2:06:51] >> I'm not I don't like [2:06:57] » I would argue it's actually the opposite [2:06:59] because it was kind of sitting out here [2:07:01] by itself opposed to being buried on 25. [2:07:05] >> Everybody else got the message on [2:07:07] capital improvement that it's a tough [2:07:09] area except for the police department is [2:07:11] what it says. [2:07:14] >> That's [2:07:16] don't agree with you. I don't I don't [2:07:18] think that's a fair characterization. [2:07:20] >> I think that's what it looks like. [2:07:22] >> We recommended I recommended that it be [2:07:24] put on the special need to put on the [2:07:26] special. Here it is. [2:07:31] >> We wanted this. [2:07:32] >> We didn't put it on. We heard. [2:07:35] >> Yeah, we did. [2:07:37] >> Yes, we did. [2:07:39] >> So, the board had not wanted to do it. [2:07:41] We We would have taken off and be part [2:07:43] of the regular capital because we voted [2:07:44] to put it on here. Nancy and I removed [2:07:47] it from the capital budget for next [2:07:48] spring because we're not going to have [2:07:50] us two places. As we said, if it fails [2:07:52] at this time meeting, I'm not bringing [2:07:54] it back in spring. It's not [2:07:58] again I think not desperately needed [2:08:01] now. [2:08:03] Yeah, if we don't build it tomorrow [2:08:05] desperately needed, no. Are we going to [2:08:07] wait till it's desperately needed or [2:08:08] until God wish we had it? [2:08:11] >> We waited to definitely treat plant for [2:08:14] five extra years. I don't think you [2:08:15] want. [2:08:18] » Well, I keep coming. [2:08:20] >> If if we need tactical [2:08:23] training more than we need clean water, [2:08:25] then I don't think that anything. [2:08:27] >> I think that's a confirmed. I don't know [2:08:29] why. I [2:08:30] >> don't think [2:08:32] I mean I guess we got [2:08:34] >> somebody make a motion to somebody. [2:08:36] >> I think Nico's point is the water [2:08:38] treatment plant should have been done [2:08:40] >> 20 years ago. Yes. Significant less than [2:08:44] we're paying for it now. [2:08:45] >> Absolutely. [2:08:46] >> And the town at the time kept putting it [2:08:47] off, putting it off, and then all a [2:08:49] sudden [2:08:50] >> 50 years this town didn't do anything [2:08:51] for any of us. [2:08:53] >> 50 years. [2:08:55] >> Okay. [2:08:55] >> All right. Motion. I will hear a motion. [2:08:58] Anyone? [2:09:01] >> This is article three capital [2:09:03] improvement a police firearms and [2:09:05] decision making training facility. I [2:09:09] move to support the police firearms and [2:09:11] making training facility in article 3 [2:09:13] capital improvement plan A for 2,730,650 [2:09:19] cash 1.53 million and [2:09:22] >> moved by Dr. Flanko [2:09:25] >> second by Mr. for Gilmore. All in favor? [2:09:30] >> I. [2:09:33] >> All opposed? [2:09:34] >> No. [2:09:36] So, you got to do three. [2:09:41] » All right. [2:09:43] Next one [2:09:47] >> is [2:09:47] >> next is transfers to reserves. [2:09:51] >> And this is um bringing your sped [2:09:54] reserve up from 50%. [2:09:57] um bringing your capitalization fund up [2:10:00] to us acquired under reserve policy 5 [2:10:02] and then the rest is just uh enterprise [2:10:04] funds prefounding oped. [2:10:07] >> Okay. Any questions on this funding? [2:10:18] » Do we have a motion [2:10:21] article transfers to reserves? Moved by [2:10:25] M. Flego, second by Dr. Koseno. All in [2:10:28] favor? [2:10:29] >> I 50 [2:10:32] >> fund FEMA deficits. [2:10:34] >> So this would pay down the note we were [2:10:36] forced to issue um in July. 500,000 [2:10:41] would come from free cash because that's [2:10:43] the portion that we will never recover. [2:10:46] And then 1.9 million is proposed from [2:10:48] the stabilization fund because we should [2:10:51] recover approximately 1.9 million. And [2:10:54] the article notates that when those [2:10:56] proceeds come in, they should be [2:10:58] transferred back to the stabilization [2:10:59] fund to replenish it. [2:11:02] >> Any questions on this one? [2:11:05] >> We tried to require that they would go [2:11:07] directly back to the stabilization. We [2:11:10] can't [2:11:12] >> but we're directing ourselves. [2:11:14] >> So they'll end up going to your free [2:11:16] cash and then you identify that portion [2:11:18] of it move [2:11:20] >> which we just saves a step. Yeah. And [2:11:23] we're making it clear what it is to [2:11:25] happen. [2:11:28] >> Yeah. I mean, we would have to go to [2:11:29] town meeting. [2:11:30] >> We will town council. Town council blow [2:11:33] a hole in it. [2:11:34] >> Dang it. But that's what it was. All [2:11:36] right. [2:11:36] >> We would hope to do that, but that's [2:11:38] going to just be a transfer April [2:11:39] essentially. [2:11:40] >> Yeah. But then also saying what we meant [2:11:42] to do about it. [2:11:43] >> Okay. Any other questions besides [2:11:48] that? Um, do you have a motion [2:11:50] >> for by FEMA deficit? [2:11:54] >> Second. [2:11:54] >> Moved by MGO, second by Dr. All in [2:11:58] favor. [2:12:00] Unanimous. [2:12:01] >> Um, [2:12:03] >> uh, the transfers between capital [2:12:04] projects is really easy. [2:12:07] The Watuck project, one of them is uh, [2:12:10] run into all kinds of unforeseen [2:12:12] conditions. They're just asking to sweep [2:12:14] up a whole bunch of their um open [2:12:16] articles and apply it to that project. [2:12:19] And we're doing the same thing with the [2:12:22] um [2:12:24] replacement of the g uh the 4,000galon [2:12:27] gasoline tank at highway garage. It's [2:12:30] not coming together. We don't have [2:12:32] enough money for the fire um suppression [2:12:34] system. So, we pivoted and they're going [2:12:37] to put a new tank up at the public [2:12:39] safety complex so it'll be readily [2:12:41] available. And then they're going to [2:12:43] rehabilitate the original tank at [2:12:46] highway station at the highway garage [2:12:48] and still be within the original [2:12:49] appropriation. [2:12:54] » Bless you. [2:12:59] Any questions? No. All right. [2:13:05] Move to approve article six transfer [2:13:07] between capital projects for $335,2675 [2:13:14] second by all [2:13:16] >> favor [2:13:18] that [2:13:20] preservation. We need to do the legal [2:13:22] budget. [2:13:22] >> Yeah. And that was just a um [2:13:26] diagonal look at a debt schedule. [2:13:28] >> Okay. Any questions? [2:13:31] It's just the debt service on the [2:13:33] athletic field. [2:13:34] >> Yeah, it was just the wrong amount was [2:13:35] picked up. [2:13:38] >> Motion approved 15,750 debt service. [2:13:44] Second [2:13:45] >> move by Mr. Gri, second by Dr. Cono. All [2:13:50] in favor. Okay, that one is unanimous. [2:13:54] All the others we've already got. [2:13:57] >> And now we move to number eight. the [2:13:59] revolving fund limits. This just recom [2:14:01] um this just reflects the votes that you [2:14:03] took at the end of the fiscal year to [2:14:04] adjust some limits for fiscal 26. So [2:14:07] they're reflected for fiscal 27 and it [2:14:10] also puts limits on for the new rental [2:14:12] accounts which got left off the chart. [2:14:15] >> Okay, questions. [2:14:18] >> You start last week was limits on what [2:14:20] accounts? [2:14:21] >> Oh, [snorts] the new rental accounts. [2:14:22] They weren't on last year's cart. So [2:14:23] when somebody cut and pasted it into the [2:14:26] warrant, they forgot to add them. I'm [2:14:27] not saying who that is, but we know who [2:14:29] does the warrant. [2:14:31] >> Okay. [2:14:31] >> I move with the town amendment article [2:14:33] 11 of April 13, 2026 annual town meeting [2:14:36] to increase the end spending limits for [2:14:38] the following channel 5 section 10260 [2:14:43] fiscal year 2037 [2:14:48] chapter 44 section 53E [2:14:51] and a half as shown in the print board. [2:14:54] So moved [2:14:56] >> by second by um Mel. All in favor? [2:15:02] >> I Okay. [2:15:05] >> And number nine is the eminent domain. [2:15:07] This was on the special town meeting in [2:15:09] April. It had to be deferred because um [2:15:12] we didn't have the appraisal. [2:15:14] >> This is for five of the six lots. Um it [2:15:18] is a friendly eminent domain taking. The [2:15:20] heirs are in favor of it. They're in [2:15:22] favor of the amount of the new appraisal [2:15:25] and town council is also in favor of [2:15:28] getting this project finally finished so [2:15:30] we can enjoy Sunset Road. [2:15:32] >> Yes. [2:15:33] >> And the same money that I've been agreed [2:15:35] upon. [2:15:35] >> Much less. [2:15:37] >> Oh. [2:15:40] Yes. [2:15:40] >> Okay. I move to approve um article 9 [2:15:45] eminent mainland acquisition of sunset [2:15:48] road for town for 69 [2:15:52] >> uh it's it won't be that [2:15:54] >> it won't be that [2:15:55] >> that's what's left in the appropriation [2:15:57] >> yeah move by second by all in favor [2:16:02] >> okay cemetery [2:16:04] >> I'm gonna defer to Jim on this one [2:16:06] because he knows more about it [2:16:07] >> so the inland cemetery the people who [2:16:09] are like here in custody that go [2:16:11] cemetery are [2:16:14] in very poor health. There's only one [2:16:15] fresh plot. Everybody else is gone. They [2:16:18] have no way to maintain it. No way to [2:16:20] keep it up. We've seen some of the stuff [2:16:21] on Facebook. They do have between 200 [2:16:24] and 250 plots available. [2:16:27] >> So, a lot of time to take it and then [2:16:29] they use the funds for those to maintain [2:16:31] the cemetery hopefully without [2:16:32] stretching out DBW too much. But, uh [2:16:36] there's no one that's it's getting in [2:16:38] bad shape. [2:16:40] It didn't have any available lots. I [2:16:42] probably tell you to stay away from it [2:16:43] already has lots available. [2:16:47] Make way to go. [2:16:50] » Uh move to approve article 10 land [2:16:53] donation cemetery lock road. [2:16:55] >> Second. [2:16:56] >> Moved by Michel second by Mr. Gilmore. [2:16:59] All in favor? [2:17:01] That's unanimous. [2:17:04] >> Okay. Los Gates. We've talked about this [2:17:06] one. [2:17:07] >> Yeah. Situ Historical asked if the board [2:17:08] would take it back over. Since um the [2:17:11] town took possession of the ownership of [2:17:14] the property and then assign the care [2:17:16] and custody at a 1972 town meeting, it [2:17:19] was determined that it had to go back to [2:17:20] town meeting to change the care and [2:17:22] custody from situ historical back to [2:17:24] town. [2:17:25] >> So we're not on a town meeting. [2:17:28] >> All right. Any questions on that? [2:17:30] >> Okay, great. [2:17:32] >> Move approve article 11 car invested [2:17:34] Watson Gates for town meeting. Moved by [2:17:37] Michelive by Dr. All in favor. [2:17:42] >> All right. Amen. General bylaws. We [2:17:43] already voted on that. [2:17:45] >> 5 Z. Um local option number 13. [2:17:50] >> This would allow um sewer betterments to [2:17:52] go all the way to 30 years rather than [2:17:55] um the current limit of 20 which would [2:17:58] certainly help if you have a choice. [2:17:59] >> Yeah. I mean I think it makes sense. [2:18:01] It's kind of where you're going anyway. [2:18:03] On top of more typical mortgages. [2:18:05] >> Yeah. Um, any other questions? And makes [2:18:08] it a little bit [2:18:11] >> palatable. Not really affordable. [2:18:14] Palatable. Yes. Okay. Any other [2:18:18] questions? [2:18:20] >> Do we have a motion? No questions. [2:18:24] >> Move that accept the provisional [2:18:27] legislative chapter 83 section 15D. [2:18:31] >> Moved by Mr. Gilmore, seconded by Dr. [2:18:35] All in favor? [2:18:36] >> I we have one more option. [2:18:39] >> I'm going to let Jim explain this [2:18:41] because he explains it better than I do. [2:18:43] >> Okay. [2:18:45] >> So, you're aware of the issue we have [2:18:46] with the bottom lines of our [2:18:50] town's billing right now will be that [2:18:52] either we pay for it or residents pay [2:18:55] for it. But this allows us to do some of [2:18:57] the s project. We can go to do the [2:18:59] project and assess that be back against [2:19:01] the home so they can pay it off over [2:19:02] time. Doesn't mean we have to do it. It [2:19:05] just gives us another option should we [2:19:06] want to explore when this issue get [2:19:09] done. [2:19:09] >> And this is for privately owned. [2:19:11] >> Privately owned. [2:19:12] >> This is privately owned. [2:19:15] >> It is. It's already come up with the [2:19:17] dirt road. [2:19:18] >> I think this is a good [2:19:21] amount of flexibility for everybody. [2:19:27] » No doubt. [2:19:30] I'm just saying [2:19:33] >> much better. [2:19:33] >> All right. Moved by M. Legos, seconded [2:19:35] by Mr. Gilmore. All in favor? [2:19:37] >> I unanimous. Um [2:19:41] >> and moderator term. This was my um all [2:19:44] the other terms are [2:19:46] >> nobrainers. [2:19:47] >> This I think is a no-brainer. It's less [2:19:49] work for Kathy's office, [2:19:50] >> less work for the moderator. [2:19:52] and or [2:19:53] anyone that helps her get signatures. Um [2:19:56] >> and town council was in favor of this [2:19:58] because council thought it was a great [2:19:59] idea [2:20:00] >> because he's had some communities that [2:20:02] have become moderatorless [2:20:04] >> because it's so much [2:20:05] >> so then who runs the town [2:20:08] >> that's the problem [2:20:08] >> they don't have a moderator [2:20:09] >> but if they don't have a moderator town [2:20:11] council [2:20:12] >> no I don't know if they have a deputy or [2:20:16] >> it's called unpleasant [2:20:18] >> it's [2:20:21] approve article 15 completion of [2:20:24] moderator term in charter [2:20:26] >> second move [2:20:28] If I can [2:20:30] ally. [2:20:33] >> All right. Now, we need to decide [2:20:35] consent and then present it. Right. [2:20:38] >> Right. So, you have a proposal before [2:20:40] you to put everything but the capital [2:20:42] plan, community preservation, the [2:20:44] eminent domain, land taking, the land [2:20:46] donation, and the general bylaw um [2:20:50] amendments into the consent agenda. [2:20:52] >> Motion to do as Nancy just advised. [2:20:56] >> Second. Second [2:20:58] >> I agree. [2:20:59] >> Yeah. [2:21:00] >> Uh so moved by Mr. Gilmore, seconded by [2:21:04] um Mr. All in favor. [2:21:08] >> Okay. [2:21:09] >> In town meeting anyone cannot comment. [2:21:15] » The last one is just nine articles. [2:21:17] >> Oh okay. [2:21:21] » I don't think we have to vote. [2:21:23] >> You don't have to vote it. You just have [2:21:26] >> Okay, let's go from the Let's go from [2:21:29] the top. [2:21:30] >> You get what is it? [2:21:34] >> Okay, I'll do the consent. Okay. [2:21:42] » No. Uh oh, yeah. Sorry. [2:21:45] >> I thought the chief was doing the [2:21:47] capital the capital for the gun range. I [2:21:49] thought we decided that the last [2:21:50] meeting. [2:21:51] >> Well, the chief will get out and see. We [2:21:53] have to say why we didn't vote for it. [2:21:56] >> Someone has to vote. [2:21:57] >> I'll take a [2:22:00] vote. [2:22:01] >> No chair. [2:22:06] » Okay. You want me to [2:22:09] >> explain? I'll take community [2:22:10] preservation. It's a weird. [2:22:16] » Okay. Well, you are the um [2:22:20] >> I'd be happy to do that. [2:22:22] >> Jamie has community preservation which [2:22:25] you've got a bunch of tough ones too. [2:22:27] >> You want to split up Jamie? [2:22:29] >> Are you good on all of them? Up to you. [2:22:31] >> They are going to have to be split [2:22:32] because [2:22:34] >> budget increases. [2:22:36] >> It depends on how the moderator wants to [2:22:38] get is good. The GR of all is good. Town [2:22:41] archives I've been on. [2:22:44] >> I have no problem. [2:22:45] >> Okay. So we we remember the moderator [2:22:48] >> yesterday. [2:22:50] >> It's been a long day together. Uh [2:22:53] probably what she'll do on community [2:22:56] preservation [2:22:58] is she'll move it almost like she does a [2:22:59] capital budget. [2:23:00] >> Yeah. [2:23:01] >> Lawson [2:23:05] » take a vote on all the ones that I held [2:23:06] and then do those other. [2:23:08] >> So I'll be prepared. Whatever. [2:23:09] >> Yeah, that's good. But if it doesn't [2:23:17] » I would just be concerned that it didn't [2:23:20] pass because of one thing and then [2:23:22] something that is a no-brainer doesn't [2:23:26] pass either. [2:23:26] >> No, she's going to do this individually. [2:23:29] They get called out. So like Appleton [2:23:31] will she'll say, you know, do ABC, you [2:23:35] know, and G are going to pass together. [2:23:37] So [2:23:38] >> I assume that the Apple [2:23:41] So it was pier 44 and then gates [2:23:44] department which is the farming which [2:23:46] requires more. [2:23:49] >> I mean it makes sense to just plan on [2:23:51] holding them doesn't it? [2:23:53] >> She's the moderator [2:24:00] » revolving fun. Oh that's me Eminem [2:24:03] taking up sunset road. Anyone want that [2:24:05] one? [2:24:06] >> That sounds like Andrew. [2:24:08] [laughter] [2:24:10] I'll do the cemetery. [2:24:12] >> You want to do the cemetery? [2:24:16] >> Do something. [2:24:19] >> Too. You can get out there and help. [2:24:20] >> You should do waterways because you [2:24:22] wrote [2:24:22] >> I'll do [2:24:27] that. [2:24:28] >> Yeah. [2:24:30] >> All right. But then Nico's not doing [2:24:31] anything. [2:24:31] >> I'm gonna call Dave, but he better not [2:24:33] show up. [2:24:34] >> Nico's not doing anything. [2:24:35] >> Nico, what do you want to do? I well I [2:24:37] was planning on presenting for pure 44 [2:24:39] so that's why I was asking James [2:24:42] >> no [snorts] [2:24:44] >> gates [2:24:46] I'll do I'll do the pickup chart [2:24:49] >> I'll do the pickup [2:24:53] » but that that may get moved as [2:24:56] >> no [2:24:56] >> but then normally it reads it whatever [2:24:58] just goes [2:25:03] » they try to hold it because my life. [2:25:09] >> Take something. [2:25:13] » You don't know. But on a consent [2:25:14] agreement, there may be something that [2:25:16] gets kicked up and then we can decide. [2:25:19] >> No, but like I thought I they just gave [2:25:21] me every consent. You're happy to do any [2:25:23] of the consent. [2:25:31] » Something gets you don't know what's [2:25:32] going to get held on consent. So if [2:25:34] something gets held on consent then [2:25:36] maybe then then the end could take it [2:25:38] >> if we don't get the 66% of the capital [2:25:41] that we don't get either. [2:25:44] >> No I I think she will do the same thing [2:25:46] on those [2:25:49] » we spoke on that. [2:25:53] » Uh I'm looking at my agenda right now. [2:25:58] » So um the next thing you have on your [2:26:00] agenda. [2:26:01] >> Yeah. So, um, [2:26:05] uh, Jim and Bob Clark reached out to the [2:26:09] units. We have five units that will not [2:26:11] have contract or units in the non-union [2:26:14] employees that will not have contracts [2:26:16] for fiscal 28. Um, which means that for [2:26:20] the budget, I have to put in an [2:26:22] estimated contractual amount for what [2:26:24] may be bargained. [2:26:26] By approving a one-year MOA, if the [2:26:29] units were willing to do that, we can [2:26:32] tighten up the budgets and know exactly [2:26:34] what the personnel costs are going to [2:26:36] be. So before you you have three units [2:26:40] um the clerical association tusca the um [2:26:43] management uh association amp and then [2:26:46] tusca unit B which is the communication [2:26:48] specialist have all um voted and [2:26:50] ratified a one-year fiscal 28 contract [2:26:54] uh memorandum of uh agreement for 3% [2:26:57] cola no changes in language um and then [2:27:01] if the board is amendable to those you [2:27:04] also have the classification plan for [2:27:06] non non-union hourly and salary [2:27:08] employees which would follow at a 3% [2:27:10] cola. [2:27:12] >> This is my two contracts that haven't [2:27:14] settled for next year. [2:27:15] >> Correct. [2:27:17] >> And that would just leave the fire unit [2:27:20] um without a contract for fiscal 28. [2:27:26] » So the other issue that we brought up [2:27:28] aside from just the fiscal [2:27:30] circus [2:27:33] is leaving middle of the year. [2:27:35] >> Yeah. So we would be trying to switch to [2:27:37] a new HI dire middle of doing contracts [2:27:41] would be less. [2:27:45] So [2:27:45] >> So I guess I have a question on the 3% [2:27:48] with this. Does that mean everybody's [2:27:50] gotten their 3%. Or are we on this [2:27:53] constant like someone got 3% last year [2:27:55] so whatever we negotiate the next year [2:27:57] wants 3%. So everybody [2:28:00] >> I just like that like it's great that [2:28:02] we're giving our folks 3% but like the [2:28:05] world is not getting 3%. So like [2:28:09] I mean a friend of mine just said they [2:28:12] we're there's no cost of living at like [2:28:15] so like I guess at what point [2:28:18] is has everyone got their 3%. [2:28:22] that or is this constant [2:28:25] if we can't afford 3%. [2:28:29] » So yeah, this we have two contracts that [2:28:32] are settled that are in the 3% range for [2:28:35] next year. So this brings everybody else [2:28:38] into the same line. [2:28:39] >> So right now at after the contracts, [2:28:42] everyone's at the same line. So then the [2:28:46] next contract, it's not like, oh, the [2:28:48] last people got 3%, I've got to get 3%. [2:28:50] with the exception of fire and then we [2:28:53] will do new contracts with all the [2:28:56] unions and those contracts are based [2:28:59] upon the negotiations with that [2:29:01] particular union at that particular [2:29:03] time. [2:29:04] >> Okay. [2:29:05] So, normally your fire and your [2:29:08] police [2:29:09] tend to be in the same ballpark. [2:29:12] >> Uh your other contracts are going to be [2:29:15] all over the place because what the [2:29:17] clerical does is different than what the [2:29:18] DPW does. DPW might might have new [2:29:22] equipment that they're going to get a [2:29:23] stipen for that. So [2:29:26] each contract is its individual contract [2:29:28] when negotiated on a contract to [2:29:31] contract basis. This was just because of [2:29:33] the unique circumstance that we serve [2:29:35] next year not going to have any job that [2:29:39] some of these contracts Bob essentially [2:29:41] does by yourself. [2:29:42] >> Yeah. No, I know. I I get that. I just [2:29:44] know that we're also as you know we're [2:29:47] running out of percents to get people [2:29:51] And we've got to ask town people town [2:29:54] citizens for extra money to give our [2:29:57] employees extra money. [2:29:59] >> They may not have extra money. [2:30:00] >> Yeah. And I I get it. [2:30:02] >> They never got 3%, you know, [2:30:03] >> but we I have to build something. [2:30:06] I just want to make sure like after this [2:30:08] fire is the only one and then [2:30:10] everybody's even [2:30:11] >> Steve [2:30:15] » motion [2:30:17] >> to approve the collective bargaining [2:30:19] matter. We've never seen that. MA [2:30:23] >> MOA for administrative management and [2:30:25] professional bargaining unit AM [2:30:29] SIU local 888 for the period of July 1st [2:30:35] uh 2027 through June 30th 2028. [2:30:40] » And there is more. [2:30:42] >> There's three different ones. [2:30:44] >> Was there [2:30:45] >> that was the second one? [2:30:46] >> That was the second. And to further [2:30:49] approve [2:30:52] >> TUSA communication specialist SEIA local [2:30:55] 888 clerical association task local8 and [2:30:59] now [2:31:03] there should be there's four of them [2:31:06] based [2:31:08] >> okay you still missed one [2:31:11] >> yeah administrative management [2:31:12] >> you miss the very first one did you get [2:31:13] the [2:31:14] >> catea [2:31:17] Administrative management and [2:31:19] professional bargaining unit. [2:31:20] >> Yeah. [2:31:21] >> Task unit B communication specialist and [2:31:24] classification [2:31:26] >> plan pay schedule for non-un employees. [2:31:28] >> Correct. [2:31:29] >> Four. [2:31:31] >> I guess at this point [2:31:36] [laughter] [2:31:37] all in favor I [2:31:40] >> thank you for that 13. [2:31:42] >> Um now we've got contract for Patrick J. [2:31:45] Kennedy and his sons at unit prices of [2:31:48] unhaul plumbing services for municipal [2:31:51] and school buildings. [2:31:52] >> Move to award a contract to pass J. [2:31:54] Kennedy and Sons incorporated unit [2:31:56] prices for one call plumbing services [2:31:58] for municipal school buildings for [2:32:01] fiscal year 2027 [2:32:03] with two one-year optional extensions [2:32:05] for total aggreate contract value not to [2:32:08] exceed $500,000. [2:32:10] >> Moved by Mr. Gilmore, seconded by Dr. [2:32:14] Fonoseno. All in favor? I I And I will [2:32:17] note they were the lowest bid, too. [2:32:19] >> And they and they're the current vendor [2:32:21] and their bid is lower than the last [2:32:23] time. [2:32:23] >> They are lower than the last. So I want [2:32:27] people at home [2:32:29] that [2:32:30] >> um Okay. Does Jack [2:32:34] invo [2:32:35] to maximum number of participants in the [2:32:38] senior tax workoff program? Nancy. So [2:32:41] currently the board um sets the number [2:32:44] of participants. It's been set at 30. We [2:32:46] hadn't been anywhere near that. Uh we're [2:32:49] informed by the assistant director um [2:32:52] director that they have 34 applicants [2:32:54] and they have they could have the board [2:32:56] increase. This is funded through the [2:32:58] overlay which is voted as part of the [2:33:02] financial forecast. Checked with the [2:33:04] assessors. We have sufficient funds to [2:33:07] increase the number of participants. [2:33:09] Okay, [2:33:09] >> Levi asked you to take it up. [2:33:11] >> Move it to 40. Let's just give it maybe [2:33:13] someone else wants to apply. They heard [2:33:15] it right there. They can apply [2:33:16] >> if they if they're able to fill those [2:33:17] slots. Be great. [2:33:19] >> It's absolutely the right thing to do. [2:33:21] Thank you, Nancy, for bringing it up. [2:33:23] Move to increase the number of [2:33:24] participants in the senior taxraph [2:33:26] program from 30 to 40 for a maximum [2:33:28] impact on the overlay reserve of [2:33:31] $80,000. [2:33:33] >> Sorry. [2:33:33] >> Moved by M. Schel, seconded by Mr. [2:33:36] Gilmore. All in favor? Right. Okay. [2:33:39] Correspondence. I think [2:33:41] >> we had a lot of [2:33:42] >> You already mentioned the Pier 44 [2:33:46] correspondents, right? [2:33:47] >> There was um yes, several of the boards [2:33:53] um including the board on disabilities. [2:33:58] Um we have [2:34:02] um [2:34:03] >> historic [2:34:04] >> beautifification. [2:34:06] I don't believe historic actually voted [2:34:09] on it at all. That has nothing to do [2:34:11] with them, but I was there for the [2:34:13] discussion. [2:34:15] >> Um, did [2:34:18] >> on disability. [2:34:19] >> Uh, yes, I said that one already. [2:34:21] >> And you had a resident as well. [2:34:23] >> I had a resident also whose name I [2:34:25] cannot find. [2:34:26] >> Um, Charles Charles or Chuck Hol or [2:34:31] something like that. But they were all [2:34:35] >> in favor. [2:34:39] » Um [2:34:41] >> well, we hope that you made it. [2:34:44] Um [2:34:45] yeah and uh we the me few members of the [2:34:51] desalinization committee [2:34:54] water resources [2:34:56] obviously uh Kevin and John and whoever [2:35:03] myself are meeting apparently at police [2:35:05] station tomorrow to interview the top [2:35:09] two candidates for that um [2:35:12] RFP. for the beginning of looking into [2:35:17] water cell potential. [2:35:20] >> Great. [2:35:22] >> That's my correspondence. [2:35:24] >> I also forwarded you all correspondence [2:35:26] that we received from regarding the [2:35:30] night out that said there was that it [2:35:33] went really well and he was so happy for [2:35:37] our support. [2:35:38] >> I heard nothing but good things. Yeah, I [2:35:40] heard nothing but good things. I heard [2:35:42] no parking plates or just [2:35:45] >> the chefs had every uh [2:35:47] >> I know it was like masterful. [2:35:50] And then I also got a correspondence for [2:35:54] you from a resident who was thankful of [2:35:57] our questioning on the um fisherman's [2:36:00] test and um that um the alcohol being [2:36:04] there. So appreciative of that. So those [2:36:09] were other things that I haven't [2:36:12] >> any other Oh, go ahead. [2:36:15] >> Well, just for Irish District City, we [2:36:17] have visitors coming in October 11th. [2:36:20] >> Oh gosh. Mark your calendars because [2:36:22] we're actually hosting. [2:36:23] >> We have a dinner on the night of the [2:36:24] 15th. [2:36:25] >> Wednesday night. [2:36:26] >> 15th. [2:36:26] >> Yes. [2:36:27] >> So, we got to be there. And [2:36:29] >> where's the dinner? [2:36:30] >> At [2:36:31] upstairs. And then we have on the very [2:36:34] first night we have a [2:36:36] >> we all [2:36:38] a memorial [2:36:39] >> everyone but you [laughter] [2:36:41] >> have a memorial service at the [2:36:43] lighthouse I believe at 5:00 for Joe [2:36:48] Carol [2:36:48] >> take two right [2:36:49] >> yeah this last [2:36:53] >> but it won't be the burning room to burn [2:36:57] >> we can try that [2:36:58] >> burn the sidewalks [2:37:00] and then after that I think there's a [2:37:02] little dinner to go to. Oh, at the [2:37:04] >> Karen camping [2:37:08] » and then they are also visiting the [2:37:10] school last spoken with [2:37:12] >> Are they going to select working? [2:37:14] >> Uh, no, they will be in Boston that day, [2:37:16] I believe. Right. [2:37:17] >> I think I got [2:37:20] you have a whole itinerary. [2:37:21] >> We have an [2:37:25] [clears throat] [2:37:27] » We'll get you that. [2:37:28] >> It's on itinary. [2:37:31] All right. Any other discussions [2:37:37] bring up [2:37:39] meeting [2:37:40] to approve the meeting minutes from [2:37:43] >> September 10 [2:37:46] and [2:37:47] >> September one and second [2:37:50] >> move by Mel seconded by [2:37:53] >> Oh, Miss [2:37:59] Okay. Moved by [2:38:02] Michelle, seconded by um Mr. Goodrich. [2:38:06] All in favor? [2:38:08] >> Okay. You have something that's not [2:38:10] about the minute. [2:38:11] >> Okay. [2:38:12] >> Uh in regards to [2:38:15] questions are likely going to come up [2:38:16] with chair 44. The discussions we had [2:38:18] tonight, discussions we had our previous [2:38:20] meeting about parking, speed, etc., etc. [2:38:25] Um I I would like to try and get some [2:38:27] understanding. I don't think we even [2:38:30] need to have a conscious understand [2:38:34] traffic already holds the charge of [2:38:37] these kinds of topics and I'd like to [2:38:40] allow traffic rules to move forward with [2:38:43] the subcommittee to look at a global [2:38:45] view of speed, safety, parking and [2:38:50] research in the town and bringations [2:38:52] forth to us to improve. [2:38:56] Yeah, I I mean I think it's a great [2:38:58] idea. [2:38:59] >> I think it's a great idea. I will [2:39:01] >> exist there. [2:39:03] >> It does exist as much as [2:39:06] push forward because I want to be able [2:39:07] to say in October, we're working on this [2:39:10] publicly so that when questions come up, [2:39:14] not just a discussion of it's not [2:39:16] allowed. I'd like to say that working [2:39:19] hard to try and figure out a better [2:39:21] question. [2:39:23] >> I do. I also um I think I've gotten zero [2:39:27] complaints except for [2:39:30] parking this year and I have every time [2:39:32] I go to the harbor there's at least five [2:39:36] >> and I [2:39:38] speak to [2:39:42] speak on behalf of the meeting that [2:39:45] comes up and I have presentation built [2:39:48] for that but I think this would be [2:39:49] helpful to be able to say the select [2:39:51] board is working on outside. [2:39:55] >> Yeah. No, I agree. I just don't [2:39:57] [clears throat] think that the extent [2:40:02] >> I don't [2:40:07] » I think that's a great idea. [2:40:11] >> Yes. [2:40:13] >> Okay. Anything any other business? [2:40:16] >> Motion to motion to adjurnn. [2:40:18] >> Second. Move by seconded. I should be [2:40:23] on. All in favor?
