[9:54] the first item is our um annual MS4
public officials board training. Um it
[10:02] is attached to the engineers report
online for your review. Um
[10:10] going through it. U most of this is
items that you have seen before. Um
[10:16] first slide goes through
first slide goes through um the permit
[10:21] overview for our NPDS um MS4 permit for
storm water discharges. Um that is a
[10:29] summary of the same things that we have
gone over year after year. Second slide
[10:34] describes the six um MCM. MCM one is
public education and outreach. Two is
[10:41] public involvement and participation.
Three is illicit discharge detection and
[10:46] elimination. Four is construction site
storm water runoff. Five is post
[10:51] construction storm water management and
new and redevelopment areas. Six is
[10:56] pollution prevention and good
housekeeping. So throughout the year um
[11:01] township makes efforts um to comply with
all of these. We maintain binders on
[11:06] your behalf uh assist you with uh
keeping those binders current. um
[11:12] prepare for um any D inspections that we
have uh forthcoming. Usually once every
[11:18] permit cycle we'll receive a visit. Um
we've always had uh very good um
[11:24] outcomes from our um D inspection. So uh
what we're doing has um what you're
[11:31] doing I should say has collectively been
working. Um so we will just maintain
[11:36] that. um September 30th of every year,
uh your annual um report is due to D. Um
[11:44] obviously coming up at the end of the
month. Um we provide the information uh
[11:50] for submissions that includes um
inspection of all your outfalls, um a
[11:56] summary of observations, follow up with
your um community or your um businesses
[12:03] that have private storm water ponds. Um,
so that report goes on every year.
[12:09] Um,
the current permit that we have um was
[12:14] issued in 2018. It is a 5-year permit
that has been administratively extended.
[12:20] Um
[12:25] the goals that we have for the permit
that's currently in hand uh the 10%
[12:30] reduction for pollutant loading, 5%
uh for total phosphorus loading. Uh
[12:36] those items are one of the factors that
govern design of your storm water
[12:41] management facilities that we have been
constructing. Um this permit cycle we
[12:47] had um the two PRP projects that we've
already completed. The remaining project
[12:54] um Sylview Plond Scrub Grass Stream
those are forthcoming. So those are an
[12:58] obligation of your 2018 permit.
Um just trying to go through here quick
[13:04] so I don't be labor the point.
[13:11] The completed
um facilities so far we have Hope
[13:15] Street, Green Common, Spinner Field,
Devil uh Detention Facility, and
[13:20] Cherryell Stream Restoration um to be
completed, Scrubgrass Stream, Sil View
[13:26] Pond.

[13:32] do, when does that have to be done by?
>> Well, technically it has to be done

we're in that period. Those two are

going to go away. So, as long as we're
[13:52] showing progress, and we are, um, we
would have a chance to make an argument
[13:57] that that you're showing progress, we
were held up on one, the permit for the
[14:01] stream project, and two, the property
acquisition for the pond. So I think you
[14:06] have a a valid um
rebuttal. So uh that doesn't absolve you
[14:12] though of completing the projects. Um so
those are in progress and I think we
[14:18] discussed um
in before that we're looking to bid
[14:22] those fall. Um we are um as far as the
pond project goes uh the geotech is
[14:30] scheduled to do his drilling so we can
finalize design. and the solicitor's
[14:34] office is working on property
acquisition. I think that's all going
[14:37] well. So, I don't see any delay on that
one. Uh the stream project, um we're
[14:43] still back and forth with D on the
permit. Uh we submit something, they ask
[14:47] more questions. This has been going on
for, you know, pretty much the entire
[14:51] year.

behind.
[15:00] Not to add to what you're our training,
but just the reason I asked is we have a
[15:05] a considerable chunk of money we have to
try and come up with. So I wondered if

wondering because we've done so much

the runoff from the township facilities
[20:51] which is your buildings your parking
lots and your roads has to be treated
[20:58] with volume control. So uh the good
thing is all the pond work that you did
[21:03] uh it gets into the calculation and you
do your credit for volume reduction. Um,
[21:08] so you'll have work to do with I think
it's going to be 2030 now since the
[21:13] permit was delayed will be the next time
that you have to spend money after doing
[21:17] these two construction projects.
>> So 27 will be the permit renewal if they
[21:23] stay on schedule. 30 or 28 and 29 will
be preliminary design within the permit
[21:30] and then 3031 will be your two years of
construction and then you'll go back
[21:35] into another cycle. So, it's not going
to be as construction heavy as this
[21:40] permanent cycle was. Kind of giving
everybody a breath, but they did finally
[21:44] answer the question, how long is this
going to go on? And it's 50 years. So,
[21:49] um at least we have an idea now that you
got a plan uh for funding for the MS4
[21:55] program. It's not something that's going
to go go away in five years or 10 years,
[22:00] but they put a time frame to it of 50
years.
