landfill temporary management three resolutions [2:35] e3 solutions henry hicks and marcus thompson [2:39] and number two memorial stadium repairs purchase order [2:44] 50 stadium repairs [2:49] mayor parkland would you like to give us a break on that please yes um [2:55] thank you council should have uh miz report [2:59] uh before you uh there are three resolutions relating to the landfill [3:04] uh the council had requested that uh that that's a single resolution be [3:08] divided up into three separate resolutions [3:11] i would bring to your attention uh that on [3:14] marcus thomas's resolution i guess we can do them one [3:18] at a time is that what your present pleasure to be if uh [3:21] the council is okay with it i think we all know where we're going with this so [3:26] if you want to run through a briefing [3:30] yes [3:34] thank you uh then i will simply acknowledge that being resolved that [3:37] marcus thompson uh be promoted to enter landfield [3:41] supervisor at a new rate of 15 per hour payable from line items of fun [3:48] 630352100 the salary fund account of the previous [3:53] entered landfill director are responsible for managing day-to-day [3:57] operations in the city of selma entered landfield [4:00] reporting to henry hicks immediately upon adoption of this resolution of the [4:05] city council that is resolution 163 resolution 164 [4:12] uh be it resolved that henry hicks current current [4:15] public works director has been assigned the title and responsibility [4:19] of interim inert landfill director uh that he is currently officially serving [4:26] in the same capacity with title official responsibilities but not paid [4:31] and that he be paid an additional bi-weekly annual amount of [4:34] 385 dollars until a replacement director of the entered landfill is [4:39] hired payable from line item and fund account [4:44] number 6303 52100 the salary fund number of the previous [4:51] entered landfill uh director and then resolution 165 [4:57] uh being resolved that e3 solutions contract be amended to allow [5:05] for payments of an additional two thousand dollars per month [5:09] for increased travel lodging and work in addition to [5:13] payment under the current contract for no more than 15 [5:18] days per month of work from uh fund account number 63035 [5:27] this amendment to the contract changes the number of days that she had [5:30] previously agreed to be here uh from three to fifteen for the period [5:36] those are the three resolutions before council are there any questions [5:47] on mrs love contract so she's going to be working 15 you know [5:52] what days she's going to be working out there [5:54] yeah what what has happened is when we did the original contract with his love [6:00] the uh the arrangement was for her to be available three days and uh [6:06] but since the untimely uh transition of the director she has [6:13] literally been here uh 15 days in in one month [6:18] to actually help us with all of the technical aspects of the landfill [6:23] uh she is the primary and right now the single point of contact with the alabama [6:28] department of environmental management uh and making sure we remain in [6:32] compliance uh adm was here just yesterday so they are [6:36] keeping a close eye on what we're doing especially uh understanding and knowing [6:41] the situation that we have so her responsibilities have increased [6:45] our need for her has has increased significantly any other [6:49] questions now i just want to say uh thank you [6:52] mayor and also to his love i was part of administration i'm [6:56] thankful for attorney and madison when we got 9 25 000 dollars back here [7:06] which uh mr madison worked real hard to get him to adjust it [7:10] uh down from 25 000 i think to 18 000. 17 [7:17] and i appreciate it so right now they are looking at us as we definitely [7:21] keep the love in place to make sure we get [7:24] um to where we need to be the next item on the agenda resolution [8:22] 162-2021 authorization to approve purchase orders [8:25] for repairs of memorial stadium whereas the city of selma desires to [8:30] execute the purchase of labor and materials to make repairs [8:34] uh to the bleachers of section sections f g h i and j [8:40] of memorial stadium located at 180 west dallas avenue south alabama 36701 [8:47] i paused here to make uh one observation a technical one [8:51] uh when this was originally requested we talked about 50 [8:54] but it is not a 50 division so i wanted to make that clear [8:58] that this is not an even equal 50 divide between two [9:02] uh two projects but it is actually by section [9:05] uh whereas the cost to procure labor materials for the public works projects [9:11] shall not exceed 50 000 and does not require [9:14] advertising or sealed bids in accordance with alabama code [9:18] title 39 public works 3922 whereas a purchase order in an amount [9:24] not to exceed 24 000 shall be uh processed for labor to [9:28] remove and replace home seating area identify areas identified above [9:34] for parks and recreation budget line item 1.6600.51850 [9:42] repairs and maintenance other and whereas a purchase order in the amount [9:46] not to exceed 24 six dollars and eighty cents shall be uh processed [9:54] uh for materials to replace home seating areas identified above [9:58] for park and recreation budget line item numbers uh 1.6 [10:07] fixed assets over five thousand dollars now therefore being resolved [10:11] by the city council of the city of southern alabama that mayor james [10:14] perkins junior and his capacity is mayor it's hereby authorized [10:18] to take any and all further actions necessary to carry out the intent and [10:21] purposes of this resolution on behalf of the city [10:24] of selma i ask for councils favorable [10:27] considerations you have attached to your drafts for the [10:30] resolution a copy of the estimates for the material [10:34] uh from a local contractor in fact and also a copy of the labor [10:41] costs also from a local country [10:51] um so we're gonna be replacing the bleachers [10:55] and what else within this fifty thousand dollars that we'll be [11:00] doing besides the bleachers that's it we're actually working on the [11:04] on the uh stadium portion where we can actually [11:08] have people attending a game that's that's that's a critical piece of [11:12] getting the stadium ready uh for august for the august football [11:16] season okay so for the office football season we're [11:20] gonna have the bleachers which gotta remote are gonna be safe for the [11:23] people to sit in okay with the football field [11:25] we good with the field yes we will be fine okay no [11:29] no other sequence totals more than fifty [12:35] thousand dollars yes it would have to be [12:42] the time range i'm not completely sure about but the question is is what's the [12:47] intent and your question i believe is aimed at [12:50] whether or not there's an effort to skirt the video and [12:52] i say no i don't think there's an effort to do that [12:57] i think i think we're definitely trying to stay under business i hear you i hear [13:00] i hear i hear you and that's my point that's my point [13:04] that the work is being done uh the way it's been done [13:08] to avoid uh you know that all right all right [13:12] go ahead um also i i see there you know we have a lot of concerned [13:16] citizens that want to make sure the stadium gets what his need is at [13:21] some point that maybe we can do a resolution where we can have volunteers [13:24] to come and volunteer to get some parts of it [13:27] done with dr city having expense on it because we got [13:31] citizens that's ready to help with it that does not require resolution that [13:35] just requires touching base with the recreation director [13:38] it's just like any other volunteer in the community you want to come out and [13:41] help we'll be glad to accept your help [13:52] but what we are planning to do is to have a couple of clean up days [13:56] prior to like kind of pregame get ready for [14:00] the season so we are planning to do that as we get closer [14:03] to the august date so just look for some information and we'll make sure to put [14:08] that out make sure the council knows and make [14:10] sure our citizens know so we'll put that out on all our social media channels [14:14] and any other outlets and so we will have [14:18] organized clean up dates where we are certain [14:21] various things that we will definitely need to make sure that we [14:24] have done prior to accepting patrons in for [14:28] games okay thank you very much for coming up with a solution [14:35] michael and councilwoman james one of the things i was asked to do [14:41] last session was to prepare a resolution for volunteerism for a specific [14:48] individual my response to that was and i think [14:51] councilwoman randolph echo his concern [14:56] that we do for what we do for one we do for all [14:59] right so i will we'll be presenting you a resolution for volunteerism period [15:04] thank you along with what you asked me to do can we include [15:07] a policy that is [15:24] what is the budget about seoul second i let the record show councilman [15:30] randolph moon and councilman johnson [15:36] president councilman johnson yes [16:05] if someone volunteered to support honestly that they get hurt [16:10] that we want to make sure that we're not liable and they get hurt yeah they get [16:13] worried about triple h [16:18] right and that harkens back to what councilman randolph was asking and what [16:22] i suggested about a policy for all volunteerism [16:26] not just for one person because you're not going to just you're not going to [16:30] ever have one person volunteering if anyone on city property [16:36] is injured or hurt there is always a question of liability [16:40] not necessarily proof of liability and a whole homeless agreement an [16:45] identification agreement is also what you want people signing off on who [16:50] volunteered so that they don't try to hold the city [16:53] locker for any injury of their own so yes any any [16:59] resolution to that effect should definitely include [17:02] and the policy which will be recommended to this body [17:06] will include home homeless agreement and identification [17:09] uh council uh pro tem just one announcement relating to this what i [17:13] want to do well two one i want to thank you [17:16] uh thank you councilman jemison councilwoman james [17:19] councilman randolph councilman johnson for actually [17:23] uh taking time to be at this meeting so that we could take care of this [17:26] important business the second thing is that i have approached the summer [17:30] city school system about partnering with us [17:33] on this project we are awaiting a decision from them [17:37] but it may be
