[3:34] do the uh municipal authority first, but [3:36] since we have an employment, I'm going [3:37] to go ahead and do [3:40] the council meeting first, and we'll [3:41] reach back and do the municipal, Jay, if [3:43] you don't mind. So, um [3:46] we're going to go ahead and call the [3:46] meeting to order. Can we have a roll [3:48] call, please, Jay? [3:49] >> Chris Conner? Daniel Miller? [3:51] >> Here. [3:52] Larry Church? Mr. Scott Rossman? [3:54] >> Here. [3:54] >> Mr. Hanson? [3:55] >> Here. [3:57] >> Mr. Jeff Mann? [3:57] >> Here. [3:58] >> Mr. John Kramer? [3:59] >> Here. [4:00] >> Mr. Corey Wreck? [4:01] >> Here. [4:02] >> All right, moving on to appointments. [4:05] Consideration and possible action to [4:07] approve the mayoral appointment of Mark [4:09] Childers as Ward 2 City Council member [4:12] to replace Jolene Doucet who resigned. [4:15] Just to give you guys a little bit of [4:16] background, I had him give me a little [4:17] bit of a bio so you guys know a little [4:19] bit about Mark. Um, [4:21] he uh [4:22] Mark and his family have lived here for [4:23] 35 years here in Seminole [4:26] with his wife Karen. [4:27] They have two children, both graduated [4:29] from Seminole High School, Nathan and [4:31] Caitlin. [4:32] Mark holds a Bachelor of Science from [4:35] ECU [4:36] with graduate work at OU Health Science [4:38] which is not completed yet. He's still [4:40] going to school. [4:42] It's amazing. [4:43] All right. And [4:44] he also worked for the Oklahoma State [4:46] Department of Health for 33 years [4:47] working as working as a public health It [4:50] was inspector, correct? [4:52] Specialist and then environmental health [4:53] specialist in consumer health and [4:56] safety. [4:58] He currently owns a private consulting [4:59] business that goes along those lines. [5:02] He is a member of our wellness center [5:04] board. [5:06] And this is just a reminder for everyone [5:08] that's here. He is just finishing out [5:10] the term. So if you want to stay on and [5:14] join us forever, you're going to have to [5:15] refile in December. So just so you know. [5:18] So [5:20] I've known Mark for quite some time, [5:22] especially on the wellness center board. [5:24] He's been a great asset to the wellness [5:26] center board [5:27] being a health facility with a degree in [5:29] that area. It's really helpful. So [5:33] I'm not sure whose voice that is. [5:35] >> It's not a French horn. That's a closed [5:37] door. [5:38] >> Okay. [5:38] >> [laughter] [5:38] >> Just making sure. [5:40] But uh [5:42] I had I had a couple long conversations [5:44] with Mark and made sure that he was [5:46] willing to serve and willing to speak [5:49] your mind and make sure that you do [5:50] what's best for [music] Seminole, not [5:52] just provide us with a person in the [5:54] chair. So, um and I appreciate that. Uh [5:57] I told him I said, "You'll hit some [5:58] rough spots sometimes when you have to [6:00] vote your heart and it may not be what [6:02] everybody else wants you to do." So, [6:04] that's just part of it. So, um that [6:07] would be my appointing and of course you [6:09] guys have to [6:11] uh I need a motion and a second to and a [6:13] vote to approve him before we can have [6:15] him. [6:16] He's already set his cup and his phone [6:17] down up here, so [6:19] if you guys don't approve him, I'm [6:21] throwing him back. [6:22] So. [6:23] >> Second. [6:24] >> Can we have a roll call, please, Jay? [6:27] >> Dana Miller? [6:28] >> Yes. [6:29] >> Scott Ross? [6:30] >> Yes. [6:31] >> Chris Anthony? [6:31] >> Yes. [6:33] >> Jeff Mandell? [6:34] >> Yes, sir. [6:35] >> John Craig? [6:35] >> Yes. [6:36] >> Luis Perez? [6:37] >> All right. [6:38] Mark, if you will, we're going to let [6:40] Brad do your oath of office before you [6:42] have a seat. [6:44] I need your signature in blood. [6:49] » Repeat after me. [6:51] I, state your name, [6:53] >> Mark Gordon, [6:53] >> do solemnly swear [6:56] >> that I will faithfully execute [6:59] >> the office of Seminole City Council [7:03] >> as well as supporting [7:06] >> the Seminole Municipal Authority [7:09] >> the Seminole Tourist [7:12] >> the Seminole Nation Authority [7:14] >> the Seminole Housing [7:17] >> and to the best of my ability [7:20] >> preserve, protect, and defend [7:23] >> the Constitution of the United States [7:26] >> the Constitution of the State of [7:29] Oklahoma [7:29] >> and charter of the City of Seminole OK. [7:34] >> And may God bless this city. [7:40] » There you go. [7:40] >> Here you go. Give this to the guy. [7:42] >> Hurry up. [7:43] before he changes his mind. [7:45] >> [laughter] [7:48] » Now, run with it. [7:59] All right. [8:01] Thank you, sir. Appreciate it. All [8:03] right, we're going to move on to bids [8:04] under item one. [8:06] Consideration and possible action to [8:07] approve the purchase of a 60-ft LED [8:10] Christmas tree and accessories from [8:12] Living Light Shows at a cost of $93,480 [8:17] plus enrollment in the annual seasonal [8:19] maintenance support and light exchange [8:22] program for $8,780 [8:25] for a total of $102,260. [8:31] So, I've got a [8:34] presentation if you care to see it. So, [8:36] >> Let's go ahead. [8:37] >> Uh this is this is what we had been [8:39] discussing in the public hearings and in [8:42] the budget sessions and [8:45] uh getting to the Christmas tree. The [8:47] reason for the special meeting was to [8:49] try to get it ordered in time for us to [8:53] come in and get it installed for the [8:56] next Snowman Wonderland. [9:01] This is what we're talking about. Some [9:03] of these will vary in size. Ours roughly [9:06] is [9:07] double that, I think. That's a 15-ft [9:11] uh streetlight. [9:15] Yeah, so that ours will be twice that [9:17] tall. [9:33] » [music] [9:35] >> And that is that sound system is within [9:39] the tree. So, what you're hearing is not [9:41] background music, that's actually coming [9:43] from the judge. [9:50] And again, this is a smaller tree, but [9:53] you get the idea. [9:55] >> Smaller than ours? [9:57] >> Okay. [10:03] » What is the size of the [10:08] » 65? [10:10] That's what I'm thinking is 65. [10:18] » Now for the new tree we do [11:02] » There's the [11:04] Well, that just shows the crowd around [11:07] a similar tree. [11:11] Oh, [11:12] I didn't know that one had a video on [11:13] it. [11:15] Oh, it's a drone. [11:19] » Did Shawn do this? [11:20] >> Shawn put all this together. He's a [11:22] master. [11:52] » So, uh [11:53] you'll recall [11:55] one of the things that kind of prompted [11:57] what what we were discussing was the [11:59] fact that according to our Placer AI [12:03] phone tracking systems, [12:05] uh we're able to track different events, [12:08] or were able. We don't We haven't [12:10] renewed that contract, but we were able [12:13] to track previous events. [12:16] And uh [12:17] everything from Made in Oklahoma to [12:21] over the baseball tournaments and things [12:23] like that. And Snowman Wonderland [12:26] brought approximately 55,000 visitors to [12:30] Seminole. [12:31] There was a little bit of debate. We [12:33] couldn't find it in our records. We [12:35] think that 55,000 was actually [12:38] non-resident visitors, but [12:41] uh [12:42] let's just say 55 total for now. [12:46] According to the Department of Tourism, [12:49] the day trip tourists will spend between [12:52] 50 and 250,000 [12:55] $250 each. So, if we just take out our [13:00] residents, let's just say we drop 55,000 [13:03] to 45,000, [13:05] our day trip tourists will spend on the [13:07] low end of $50, that comes out to $2.2 [13:11] million [13:12] in economic impact to our community. [13:16] So, that was one of the driving factors. [13:19] The original Christmas tree that we have [13:21] has been built over the last 15 or so [13:24] years, [13:25] and it's come to the end of its useful [13:28] life. Our plan is to basically take [13:31] about half of it and maybe move it up to [13:34] where the dancing lights were. [13:37] Uh so [13:38] in front of the [13:41] wellness center. [13:42] Uh but we're not going to try to [13:45] put it put it back together. We're [13:47] afraid at some point it it's going to be [13:50] a problem. [13:51] Uh [13:52] and the dancing lights are no longer [13:54] viable. So we don't have the the [13:56] flashing and the dancing music and and [14:00] the fun things that were such a big [14:01] attraction to our snowman event. [14:05] Obviously, we need the tourism and the [14:09] beauty of the of the snowman wonderland [14:11] is it's a long-term event. So it lasts [14:13] well over 30 [14:16] 38 days, Bryant, somewhere in there, 40 [14:18] days. [14:19] So it's a it's a really good generator [14:23] for us. [14:26] We don't want this to get stagnant. We [14:28] want to keep the event fresh and [14:30] exciting and we you know, it's not one [14:33] of those things that you can come this [14:35] year and you don't need to come back [14:37] because it's all the same. Uh this is [14:39] going to really freshen it up and will [14:42] continue to be refreshed because [14:45] they will reprogram each year. [14:48] And so that the the dancing will vary, [14:51] the music will vary, so [14:53] uh [14:55] it it has been one of if not the most [14:58] incredible morale bo- booster for our [15:01] community [15:02] having the snowman wonderland. It's just [15:05] uh it brightens everything, [15:08] especially during that time of year. [15:10] It's a great event. And it's recognized [15:12] statewide, so [15:15] it's it's something that builds [15:16] credibility for us. [15:19] Our restaurants love the boost and we [15:22] continue to hear that we need more [15:24] restaurants, right? Everybody's heard [15:26] that from one time or the other. This [15:28] kind of event [15:30] is important to keep our existing [15:33] restaurants healthy, but also keep [15:35] others looking at us. [15:37] So, [15:40] one of the things that I I always brag [15:43] about you guys is that you're you're [15:45] fantastic at trying to balance [15:48] uh our budgets with the [15:50] emergency services. We put streets and [15:53] water and and [15:55] parks, you name it. [15:58] Code enforcement has has been a huge [16:00] investment that you've made, but quality [16:03] of life is always going to be a piece of [16:06] that and this, I believe, is one of the [16:08] quality of life issues. [16:16] Did I miss my [16:22] Stand by. We got a technical glitch that [16:25] should be solved momentarily. [16:40] Okay. Do you remember the factors? [16:44] The slides that we Okay. That was it? [16:48] All right. [16:54] Okay. Do you have any questions? [16:55] >> I do. [16:56] Couple of questions. [16:58] I know this has already been allocated [16:59] here and [17:01] >> Yes, sir. That's It has been. [17:03] >> I just have a couple of questions. I was [17:05] reading through the proposal and we only [17:07] got half of the proposal. It's printed [17:08] every other [17:09] >> piece of paper page. [17:12] » Page 10, 12, 14, 16. [17:15] Um [17:16] just one of the things that I have [17:18] actually got several and stuff. Number [17:20] one [17:20] it says engineer and install a suitable [17:23] base for the anchor and tree or drum [17:25] work for this tree. [17:26] >> No. [17:27] >> So, what happens is that an extra [17:29] expense? [17:29] >> No, the the drum will be retired. It is [17:33] >> But, for the base for this tree, is that [17:34] another expense? [17:36] That's just part of the deal. [17:37] >> No, the [17:39] what they're sending us is the plates, [17:41] our expense. [17:42] >> not sending us the [17:43] Okay. [17:43] >> They send everything. We will put the [17:45] plates down to their specs. [17:47] >> The way I read it is we had to do that. [17:49] I thought, [17:50] "Well, who's going to do that?" [17:51] And all the power's there, all the Cat [17:53] 5, everything is there. [17:55] Cat 6, I guess it is now. [17:57] Power's there. [17:59] They are sending Cat 6. Oh, they are. [18:02] Oh, very cool. Very cool. [18:04] Um [18:05] And they say that we have to do [18:06] bulb changes and when when's going to [18:08] win and who's going to do that? [18:10] >> That's part of the plan. [18:11] >> That's part of the [18:12] They don't know they have to do We have [18:13] to do that and then we have to send at [18:15] the end of the day. [18:15] >> That's correct. [18:16] If there's issue with the elements [18:22] » We just do that when we set it up and [18:23] make sure everything's running okay. [18:27] They will replace them. [18:28] >> That's the notes. [18:29] >> Okay, so we have to do that. So, Baker's [18:31] got to find [18:32] five guys to [18:34] I'm not I'm not saying he shouldn't, I'm [18:35] just saying whatever it is. [18:37] >> What he covers is the parts [18:39] >> has to do the labor [18:41] All that, okay. [18:42] Another question I have [18:43] is uh [18:45] is uh [18:48] All the infrastructure's there, you said [18:50] that the power's there and they're doing the Cat 6. So, we don't [18:53] have to do worry about that. [18:54] >> Cat 6 is basically various modules that [18:56] are linked together. [18:59] >> Okay, so my my concerns were were [19:01] that we're going to get into having to [19:03] do some extra [19:05] stuff. [19:06] >> There There's options if you were to [19:07] expand it. [19:11] » Right. There's it's around the palm, [19:12] yeah. [19:14] Got you. [19:19] Then [19:20] So, one more question and then I'll [19:22] leave the floor to somebody else. [19:24] Um [19:25] So, is it Is the tree that's just going [19:27] to look ugly during the day and it's [19:29] just going to have the pole through the [19:30] middle of it, strands hanging down, and [19:32] then [19:33] at night it's going to look good? [19:35] >> It'll have to look better. I It's bright [19:36] enough to [19:39] I don't know if you can [19:41] >> I've seen them forever, you know, the [19:42] pole with the [19:44] strands hanging down. [19:45] I don't know. [19:46] Yeah, that's just my preference. [19:47] >> It's just strands of LED [19:50] at night [19:51] because it gets dark at [19:53] So, [19:54] you know, so [19:55] >> Okay, that's that's my questions. Thank [19:56] you. Appreciate it. [19:58] >> I have one question about the power. I [20:01] know we've always had issues out there [20:02] with the power going on and off at the I [20:04] know we fixed a lot of that. What do [20:06] they provide you with as far as search [20:08] protection? This is a lot of lights and [20:09] a lot of stuff. [20:11] >> I haven't seen anything about search [20:13] protection. [20:18] » Yeah, I mean, that would be [20:20] It would be [20:22] a a sad thing to have this installed for [20:24] 2 days [20:25] and some power glitch cause this whole [20:27] Christmas tree full of lights that we're [20:29] trying to display go out. So, [20:31] um I would just ask that if we do this, [20:33] I someone needs to heavily research that [20:36] to make sure that won't happen. [20:39] Cuz [20:40] Um the other thing is on the maintenance [20:42] part, I they do [20:44] a whole new display every year, new [20:47] songs, and new videos stuff. [20:49] Does that allow any room for us to [20:51] customize anything? Can we put our own [20:54] Seminole wishes you have What can we do [20:56] that? [20:57] >> That's part of the package. Uh [20:59] cost [21:00] is [21:02] having the programming and the music and [21:03] the songs and the [21:24] » So [21:25] >> Can you do that on a Can you update that [21:27] on a Not that we would, but can you [21:29] update it on a daily basis? For [21:30] instance, when you do Santa Paws night [21:33] if you could update it, say welcome to [21:35] Santa Paws night, put a dog on it or something like that [21:38] to kind of create some [21:40] stuff like that. Can you do that? Or is [21:42] it just something once a year they allow [21:43] you to do? [21:45] >> Once a year. [21:46] >> Okay. [21:50] Oh, got you. [21:53] I was just curious because that'd be [21:55] really cool to [21:56] make that specific to a night, [21:58] especially for all these people that are [21:59] spending their time out there. [22:02] Um and the firework night that has [22:04] always been done [22:05] >> [clears throat] [22:05] >> display some fireworks inside there or [22:07] something like that. Just curious if we [22:08] could do that and get our money's worth [22:10] out of it. [22:11] >> I would recommend that we have a full [22:13] council vote before we put your Rudolph [22:16] karaoke on there. [22:18] >> Yeah, that's not happening. [22:21] >> I mean, a lot of them are pushing [22:23] >> [laughter] [22:23] >> So, um [22:25] All right, Corey, let me pick on that. [22:27] So, I I read that they don't come and [22:29] put it up. We have to put it We have to [22:30] assemble it, right? [22:32] We're confident we can do that. [22:34] >> That won't be a problem. [22:35] >> problems. I mean [22:36] I'm not saying the guys are can't do it [22:38] that, but they're not professional 60-ft [22:40] tree assemblers. [22:41] >> Yeah, um [22:44] I don't know. I mean, I'm just saying [22:45] I'm assuming you guys can do it. I was [22:46] just thinking [22:47] >> The answer is yes. [22:48] >> [laughter] [22:49] >> My guys are so ecstatic to get rid of [22:53] that bulky tree. [22:55] >> right? [22:55] >> Oh my gosh. [22:56] >> I'm just curious because I think Yeah, [22:57] that's a that's got to be [22:59] a job. man. [23:01] >> Yeah. [23:02] >> It is. Hey, what was the cost [23:05] if I wish Sharon was here cuz she [23:06] probably know from a community [23:07] development standpoint. What was the [23:09] cost of that what we had in front of the [23:11] wellness center all those years? [23:13] >> In front of you? [23:14] >> Like the lights, that whole display that [23:16] >> The The dancing lights? [23:17] >> Yeah, how much You remember how much [23:19] that was? [23:19] >> I don't. [23:20] >> I was just curious cuz I know it wasn't [23:22] >> We added to it year after year, so it [23:24] built [23:26] many many times over and the same thing [23:28] is true of the Christmas tree in the [23:31] ground. [23:31] >> Yeah. [23:32] >> Uh we would buy 2-ft sections and some [23:35] years we'd buy 4 ft and it just kind of [23:37] grew into what we have now. [23:39] >> I was just curious in terms of the cost [23:41] what it related as far as [23:43] the cost of this one. [23:44] >> Yeah. [23:45] >> So [23:48] » I was just curious. I know I think [23:49] community development did all that that [23:51] year, did they not? [23:52] >> Uh well, again, I think we started with [23:55] like $16,000 [23:57] and then we we'd buy 2,500 [24:00] at different times. [24:02] And the same is true of the tree. I [24:04] think we spent the original [24:06] 2,000 [24:08] what? [24:09] 10? 12? [24:11] 2012, I think the original was 16,000, [24:14] the initial investment. [24:16] And then [24:18] we grew it [24:19] every year about that same amount. [24:23] » Okay. [24:27] » Go ahead, Dan. [24:28] >> So the um [24:29] What is the life expectancy of the [24:31] lights? [24:32] >> Good question. [24:34] I haven't seen the initial warranty of the lights [24:49] was 5 years last [24:53] The initial warranty was 1 year. [24:56] You don't have to do that. [24:59] Okay. [25:06] » I I [25:08] Yeah. I'd like I'd like to give you a [25:10] little more directed [25:12] answer to kind of quantify how the [25:15] useful life [25:16] I think the structure itself is going to [25:19] be a 20-year [25:21] duration. But, the strands of the LED [25:24] lights, what we've experienced in our [25:26] other displays, uh the LED is much [25:30] longer lasting than the incandescent. [25:32] And so, we're probably getting uh maybe [25:35] 6 or 7 years out of the LED. [25:38] So, in 6 or 7 years, we would probably [25:41] be replacing the light strands. [25:43] Uh [25:44] and I'm assuming that under our annual [25:47] thing, that will will be replaced by [25:50] them. [25:56] Yeah. [25:58] I think a lot of that probably has to do [25:59] with where you are as well as far as [26:01] environment. [26:02] And the condition of what happens that [26:04] year. Obviously, if you have [26:05] >> Yep. [26:06] >> tons of [26:07] rain or snow or what have you, I think [26:10] that maybe [26:11] that may have a lot to do with that. [26:13] Probably can't get a real clear answer, [26:14] but [26:15] I mean, for the lights I put in my [26:17] house, they've been last [26:19] 2 years, but that's cuz I change them [26:20] every 2 years it felt like. So, I can't [26:22] give you an answer on that either, but [26:24] uh [26:25] I do like the LEDs. [26:28] Obviously. [26:29] So. [26:31] >> Chris, I'm sorry. [26:32] Danny. Go ahead. I'm sorry. [26:34] >> Danny, you've had your turn. Hold on. [26:35] >> want to make you mad. [26:36] >> I'm just kidding. [26:37] >> Are there any uh [26:39] There I'm I'm disappointed that there [26:41] wasn't a section on the agenda today for [26:44] the audience to ask us questions about [26:47] this or ask more questions about this. [26:49] Um I hope that gets resolved [26:51] um next time. [26:53] Because there has been some because of [26:55] the article in the newspaper, I think [26:57] spurred some folks um that I've seen [26:59] online to um [27:02] to make comments that they weren't happy [27:04] about this. [27:05] Um so, I I really do appreciate the spillover effect that you had [27:11] mentioned [27:12] where this is going to impact hopefully [27:18] our um [27:20] economy. [27:20] >> Mhm. [27:21] >> Right? And um [27:23] not only boost the the sales tax [27:27] hopefully in in the city of Seminole, [27:29] but also the morale as well, right? So, [27:32] I appreciate you saying that. Um but I [27:34] do however just want to mention again [27:36] that the the the comment period or [27:39] comment section, I really felt that [27:41] needed to be here just in case. I [27:42] personally haven't heard from anyone um [27:45] that they were displeased about this or didn't want it. But, I think the [27:48] article in the paper um mentioned it in on the front page, [27:54] and I think some folks I think it's real [27:56] easy to pull out one thing out of our [27:58] entire budget and have a open discussion [28:01] about whether or not it's frivolous or [28:03] whether or not we needed it. But, I [28:05] think in the context of the spillover [28:07] effect, that's kind of what's selling me [28:09] on it is that hopefully it brings more [28:11] people to Ward 1. Hopefully, it brings [28:13] more people to the to the city and um [28:16] has positive impact on our citizens. [28:19] That's all I have. [28:20] >> Do you have another question? [28:21] >> I just have I do, and I'm sorry I didn't [28:23] mean to cut you off there. I apologize. [28:25] Um [28:27] I I just have a question. Where is it [28:29] stored? How is it stored? [28:31] Who stores it? I mean, that's those are [28:33] my questions cuz I you know, you don't [28:34] have to [28:35] throw it into a bonfire. [28:37] It's a lot of money. That's why I'm just [28:38] >> Yeah. So, we take great lengths to [28:42] protect the these pieces and [28:47] if if at all possible, I would prefer to [28:50] get offline because if I tell you where [28:52] they're at, [28:54] that exposes them to destruction. [28:57] >> Yeah, I don't want to look at that. [28:58] >> So, we can How about we get offline and [29:01] I can tell you [29:02] the big plan of how we plan on putting [29:04] >> Yeah, I don't want to you know, I don't [29:06] want to do that for sure. Somebody have [29:07] a big Christmas tree in the front yard. [29:08] So, [29:10] I don't want to do that for sure. [29:11] So, I just Yeah, I just I was just [29:13] curious. That's just for my just [29:15] want to [29:19] » Do you all have any other questions? [29:23] Mark's asking me questions cuz he wasn't [29:25] in our budget talks and didn't hear all [29:27] that. So, just so you guys are aware, [29:29] but [29:33] » Pretty much the first time I'm hearing about it. [29:39] So, this is replacing the old [29:41] This is nothing new. [29:43] This is replacing the old tree. Okay. [29:47] >> Yes, sir. It It is new. It is new. It's [29:50] a It's a completely different setup, [29:52] which, frankly, [29:55] I don't remember exactly how long it [29:57] took my crews to erect that [30:01] big tree, [30:02] but this is going to alleviate a lot of [30:05] their issues. We've got the skylift, so [30:08] that's not the issue. [30:10] But, yes, it is new and it is a [30:11] replacement. [30:15] » Well, [30:18] It's It's ex- Oh, sorry. I thought you [30:20] were done. [30:22] I'm a little bit with you on this. [30:24] You know, I had one comment on the way [30:26] down here, [30:28] which was negative. [30:31] I don't know. I guess I assumed there [30:32] must have been an article in the paper [30:34] today as you were referring to that. [30:36] You know, [30:38] I'm all for [30:40] Snowman Wonderland up there. It's It's [30:43] asset to the community, for sure. [30:46] As you said, I'm sure it's probably an [30:48] economic boost. [30:50] So. [30:53] Having just sort of had this, being my [30:56] first night as a council member. [30:58] Uh. [31:02] I guess I just have a procedural [31:04] question. Um. [31:06] Can I abstain? [31:08] >> [laughter] [31:17] » Point of information. [31:18] >> Go ahead, Danny. [31:18] >> So, um, Steve, did you say earlier that [31:21] the old tree will still be put up [31:23] though, correct? [31:24] >> Portion of it. Portion of it, yes. Uh, [31:27] we're not going to try to to do the the [31:30] whole thing. And [31:31] the drum in particular has been [31:35] damaged in over the many years that we've had it up. So, [31:40] that for sure is going to be retired, [31:42] but the tree itself uh [31:45] we've talked a little bit internally [31:47] about which pieces could be saved. [31:50] I think you'll probably end up with [31:52] maybe 18 ft, somewhere in that range, [31:56] that would fit in front of the wellness [31:58] center. [32:00] Uh, it won't be nearly as spectacular as [32:02] what it was on the island. [32:05] Uh, [32:05] but yes, we're going to try to salvage [32:07] what we can. [32:09] >> If there if there is an opportunity, I [32:12] would like to see maybe it go up in [32:13] another park. [32:15] Somewhere if that's possible. [32:17] Just something to think about. I think [32:19] it would be nice to see in the municipal [32:21] park or [32:22] Chase Park. [32:24] >> Downtown. [32:26] Yeah. [32:27] >> Now, wherever we put it, it needs to be [32:29] under camera surveillance. Part of what [32:31] we're talking about doing now is [32:33] actually having it alarmed on the [32:35] island, so that when the when someone [32:38] crosses a certain barrier, especially [32:40] after the event has shut down, that [32:44] there's a [32:45] audible alarm, alarm goes to the police [32:47] department, and lights come on and [32:50] flash. [32:52] >> I didn't even think about that. That's a very sneaky Yeah, you got to do [32:56] that. So, um I will say if you don't [32:59] find a place for the drone, that Dale [33:01] and Marcy and I will put a demitween our [33:03] yards. [33:03] >> Oh. [33:04] >> And we'll put lights on it. So, I'm just [33:06] kidding. [33:07] >> [laughter] [33:08] >> Yeah. Oh, yeah. [33:10] >> It's very light. It's about a 3/4-in [33:12] steel. [33:14] It's Yeah. [33:15] It's massive. [33:19] » Mhm. [33:20] Any other questions you guys have? [33:24] >> I have one other comment that if we [33:26] could look into this, I think it would [33:28] be appropriate [33:30] to see as much as Neil Craig put into [33:32] this Snowman Wonderland, I think it [33:34] would be very [33:35] honorable to put an in honor of Neil as [33:38] a purchase of that tree at the bottom of [33:40] that. [33:41] >> Cool. [33:41] >> I think it's just respectable for what [33:43] he did. Um he was there every night for [33:45] every year for very long time, as much [33:47] as his health allowed. [33:49] So, [33:50] if you guys could also do that, I think [33:52] that's just I think it's just [33:54] worthy to do that for him and his [33:56] family. So, [33:57] if that's a possibility, I would like to [33:58] see that. [34:00] So. [34:05] » Great idea. All right. [34:07] >> Anybody else? [34:10] >> Okay. [34:12] Go ahead. [34:16] » It's going to save you a lot of [34:17] manpower. [34:27] » Okay. [34:28] I'll just need a motion and a second, we [34:31] can vote. [34:32] >> Motion to approve? [34:36] » Second. [34:38] » Roll call, please. Jay? [34:41] >> Dana Miller? [34:42] >> Yes. [34:43] >> Scott Ross? [34:44] >> Yes. [34:45] >> Miss Hanson? [34:46] >> Yes. [34:46] >> Mark Childers? [34:47] >> Yes. [34:49] >> Jeff Mann? [34:51] >> Yes. [34:52] >> Don Greiner? [34:53] >> Yes. [34:54] >> Arthur Passos? [34:56] >> All right. Moving on to item two, [34:59] consideration and possible action to [35:01] approve the state bid price of [35:02] $23,125.72 [35:06] from Great Plains Shawnee for the [35:08] purchase of a Kubota lawn mower and [35:10] approved capital improvement project for [35:12] fiscal year 2026 to 2027. [35:16] Um [35:17] I know we had some questions on this [35:19] online as well, but can you tell us [35:21] uh I know we had a mower that was either [35:23] down or not in service, I think, or at [35:26] least old to the point where we need [35:29] these mowers. I just wonder [35:31] if this if you could just kind of share [35:33] what situation this puts us in. I mean, [35:35] obviously it puts us in a better [35:36] situation, but does it replace an old [35:37] one? Does it replace a couple that were [35:40] in terrible condition? What are we What [35:42] are we doing with this one? [35:44] >> Yeah. So, obviously we we roll through [35:47] these mowers. I mean, we [35:50] Yeah, we put the work on them. [35:52] Uh there are two mowers. One we expect [35:56] it's not [35:58] it's okay, but it's not great. Our [36:00] expectation is to move that to the lake, [36:03] and this one will replace the park. [36:05] >> Okay. [36:06] >> Yeah. [36:08] And he does mow a lot of the lake. [36:10] >> Yes. [36:11] >> If you've not been out there, there's a [36:12] lot to mow out there. [36:14] So. [36:16] >> Motion to approve? [36:17] >> Second. [36:18] >> Roll call, please. Jay? [36:20] >> Dana Miller? [36:21] >> Yes. [36:22] >> Scott Ross? [36:22] >> Yes. [36:23] >> Miss Hanson? [36:24] >> Yes. [36:24] >> Mark Childers? [36:25] >> Yes. [36:26] >> Jeff Mann? [36:27] >> Yes. [36:27] >> Don Greiner? [36:28] >> Yes. [36:28] >> Arthur Passos? [36:29] >> Okay. And that's all the items we have [36:31] for the Seminole City Council. We still [36:32] have one more meeting, but I wanted to [36:33] do that one first just to get Mark [36:35] appointed and and then here. So, um I [36:38] need a motion for adjournment for the [36:39] Seminole City Council portion. [36:41] >> Motion to adjourn. [36:42] >> All in favor? [36:43] >> Aye. [36:44] >> Any opposed, like sign. Okay. [36:47] We're going to move on to the Seminole [36:49] Municipal Authority. [36:50] And can we have a roll call for this [36:52] one, please, Jackie? [36:53] >> Dana Miller? [36:54] >> Here. [36:55] >> Larry Church? [36:56] >> Present. [36:57] >> Here. [36:58] >> Robert Cramer? [36:58] >> Here. [36:59] >> Mark Shaver? [37:00] >> Here. [37:01] >> Jeff Hance? [37:01] >> Here. [37:02] >> Scott Ross? [37:03] >> Here. [37:03] >> Ray Conner? [37:04] >> Corey Craig? [37:05] >> Here. [37:06] >> Okay. Under item or approvals and [37:08] acceptances under bids, consideration [37:11] and possible action to approve the bid [37:13] of $3,708,930 [37:17] from Mock Energy LLC for the [37:19] Presidential Disaster Relief Water [37:21] System Improvements Project. [37:24] Mr. Steve, can you elaborate on this so [37:26] >> Sure. Yeah, let me bring you back up to [37:28] speed. So, [37:30] uh [37:31] every year we we get to sit down with [37:33] our congressional staff and and [37:36] Stephanie Bice in particular has been [37:38] extremely helpful for us and [37:41] uh [37:41] the question that they asked us maybe 2 [37:44] years ago was what are the [37:46] biggest things facing you outside of our [37:48] sewer plant. [37:50] One of them was our 16-in huge water [37:53] main that spans from Walmart to [37:56] essentially the hospital and even beyond [37:59] that. But, that was the biggest piece. [38:02] I don't know how many calls we make. You [38:04] probably remember a bunch, uh Scott, [38:08] that that [38:09] when that line ruptures, it's a problem. [38:12] Uh big problem. And it often can take [38:15] out full neighborhoods that we've got. [38:17] Um [38:18] so, [38:20] uh we asked them and they they ended up [38:22] making an appropriation. So, this is [38:24] grant dollars that we're we're receiving [38:27] from the federal government. And the [38:29] plan is to replace that 16-in main from [38:32] Walmart to the hospital. [38:35] If if we can stretch it, it may go [38:38] beyond that. Mock Energy [38:41] we had a really nice experience with [38:43] them and when they tied into our brand [38:45] new water tower. [38:47] They're not responsible for building the [38:49] water tower, but they are responsible [38:52] for extending the line to the water [38:55] tower. [38:56] And we we had really good [38:59] experience with them. So, [39:02] when we had 12 was it 12 bids? [39:05] 12 bidders bid this project. We were [39:08] shocked and so were the engineers. It [39:12] looks like the companies are beginning [39:14] to become a little more hungry. Now that [39:16] the ARPA money is kind of drying up. So, [39:20] we had 12 bids. This this is the low bid [39:23] and what and they won it. And we were [39:25] really excited that they did. So, [39:28] we would recommend that you approve [39:29] this. [39:32] » I'll approve it. [39:33] >> Second. [39:35] >> Roll call, please, Jay. [39:37] >> Ann Norris? [39:38] >> Yes. [39:39] >> Miss Hanson? [39:40] >> Yes. [39:40] >> Tom Framingham? [39:41] >> Yes. [39:41] >> Mark Childers? [39:42] >> Yes. [39:43] >> Jeff Nance? [39:44] >> Yes, sir. [39:44] >> Scott Bronson? [39:45] >> Yes. [39:45] >> Mark Fredrick? [39:46] >> Yes. [39:48] >> Okay. Um And with no items further on [39:52] the agenda, [39:53] first off, thank you for everybody [39:55] coming. We appreciate it. Um your [39:57] presence says a lot and we we know that [40:00] you care and I I appreciate that. So, [40:03] but with no other items, I'll entertain [40:05] a motion for adjournment. [40:06] >> So moved. [40:07] >> All All in favor? [40:09] >> Aye. [40:10] >> Any opposed, like sign. [40:11] Okay. Thanks everybody.
