chance to review the minutes of the previous meeting if so [1:26] entertain any motions related to um make a motion to accept the minutes as [1:31] presented second Motion in a second all those in favor signify with i i i i all [1:36] those oppose same sign motion carries no public hearings no old business go [1:40] straight into new business uh SE more Parks and Recreation Miss Tracy you [1:46] talking to us today or you just want me to read it off the list it's however I [1:49] can do either one come up and tell us what you're up [1:51] to they're already tired of hearing my voice two minutes in [1:56] okay so we will be having our Parade on December 21st and we're going to need [2:02] some road closures um I have sent the route I think Jane got you the route in [2:08] your packet it's on here um because it will be different this year with Second [2:13] Street being under construction so um we are going to start on at the high school [2:19] parking lot from Community to fif Street South on Walnut East on second and at [2:25] the bno parking lot um the street closur would be bno parking lot closure [2:30] um fop no for turn yes and the bno parking [2:35] lots and then fireworks at Crossroads so our lineup starts at 5: [2:40] and the parade will begin at 5:30 if everything goes well parking lot [2:45] closures same as the previous years yes okay any questions B and O is the one [2:50] behind the Eagles right yes I always ref [2:56] theot what I always called it the Ashcraft slot yeah yeah uh there still [3:02] are you still going to do the engine 14 yes that's the sanor yes it's it's a [3:09] few weeks before [3:12] this uh is the same as we've done this several times make a motion to approve [3:18] that request second motion and second all those in favor signify with I hi I [3:23] all this post same sign congratulations Tracy anything else she's running from [3:29] the podium I guess the answer is no next up we got the rolling Pig pin [3:33] would like to be at the farmers market lot they would like to be there on [3:37] November the 20th December the 13th 6th 1th I'm assuming not 6th 20th and [3:45] 27th um no complaints that I've heard about [3:50] rolling Pig pin Jane you're the one that gets all the concerns emails we're good [3:55] so everything appears to be in order as has been in the past [4:03] questions nope I'll make a motion to allow the uh [4:07] rly Pig pin to operate during those dates and times I'll [4:12] second motion and a second all those in favor signify with i i i all those [4:18] oppose same sign motion carries congratulations rolling Pig [4:23] pin next on the agenda we have a food truck application from Richard Hart of [4:30] Little Rock Arkansas sells USDA certified frozen [4:35] steak chicken seafood and pork um Melissa is not here but she did [4:41] stop by to let us know that um everything pretty much seems to be in [4:47] order um they will come out and do the health inspection the day [4:52] of um Jane what am I forgetting on this one and then I'll dive into why it's a [4:58] good truck and not I think you're good okay so all the [5:03] typical upfront stuff we have driver's license we have all the stuff but the [5:06] question becomes why a food truck and not an itinerate Merchant so as we have [5:12] dove into itinerate Merchant and food truck [5:15] ordinances um repeatedly over the last month or so we discovered a clause in [5:21] itinerant Merchant that says you cannot operate in a [5:24] commercial property Only commercial property is an itinerant Merchant um we [5:29] could not find anything related to operating on as a food truck when you [5:35] not selling prepared food because everything he is selling is [5:39] frozen ahead of time but there's nothing in the food truck ordinance that [5:43] prohibits that so but they can do that on Tractor Supply lot a private lot mhm [5:48] okay but not a public lot well they would just have to get approval for for [5:52] a public lot right yeah so but that is why he is seeking a food truck license [5:59] instead of an itinerant Merchant um Jeremy's been involved in the [6:03] conversation Craig's been involved in the conversation Kelly Jane Mel me [6:07] Darren's probably read it at this point so uh is it a one time one day thing or [6:13] I would assume if he's getting a permit he'll probably be back more than once [6:16] over the course of the so if we get him permit he can come back monthly but he [6:21] should be asking each month to come back depends on so he's actually going to [6:25] operate at um Tractor Supply so he'll be good for a year after he has issued a [6:32] food truck permit so ex s every day insect every time yeah the health [6:38] department would still have to inspect him each time but um he'll have what he [6:43] needs from us to operate on private property like [6:47] that did I get that legally close we mailed it okay I'm just going to [6:53] leave yeah that's probably a bad idea yeah um so questions I know probably [6:59] made that even muddier than where it was in my head [7:07] so okay what's your will it's not the first time we've it [7:14] it's probably the first time we've done exactly this but not the first time [7:17] we've allowed this to happen yeah so I would make a motion to uh go ahead with [7:24] it to approve it I'll second that motion and second to approve Richard Hart for [7:29] food truck truck permit all those in favor say I I all those oppos same sign [7:35] motion carries I guess Richard Hart is operating as the cattle Club direct [7:39] sorry I was reading the application not the okay let's see next up we do have a [7:45] taxi cab license application Jane is this a new one or a renewal new new one [7:51] from BTO Tomas um 600 Holiday Drive the office is [7:57] at 409 East 2 Street which should be a commercial [8:00] area um the cab itself is a Kia Sportage um One driver been driving for [8:08] 21 to 22 years again home residence and office [8:13] residence are two separate things [8:17] um has work it looks like for iing for a few [8:21] years [8:25] questions and it looks like it has been inspected but I am not going to try to [8:31] read that [8:34] signature a Seymour police officer has inspected and signed off on it but I [8:38] have no idea which one that is you want to [8:46] try oh [8:49] gosh he might have missed his calling he might have wanted to go in the medical [8:56] profession sorry doc but uh everything appears to be in order [9:04] questions no no questions for me I'll uh I'll make a motion to allow B&T [9:09] multi-services LLC [9:13] second motion and a second all those in favor signify with i i i all those [9:19] oppose same sign motion carries [9:24] congratulations uh Chief roll tell us what you got going on I got [9:30] to make a call real quick I'll be right back good [9:33] morning I requesting uh promotion for Joseph Murray Joe Murphy to be promoted [9:41] from the rank of first class firefighter to shift [9:44] inspector and that'll be effective November 17th of this year okay we need [9:51] to proove that or is that information that's what I was going to ask so seemed [9:54] like that was always information informational just informational [9:57] congratulations to Jo Joseph thank I don't know if I've ever heard him called [10:00] Joseph J good kid is that one of your hires Brad [10:06] y okay uh [10:20] Bernie good morning um just to have a quick issue uh I just thought I'd let [10:25] you know that uh the there's a an unofficial detour that they would like [10:31] to to the OT would like to do for the closure on State Road 11 at uh geyser [10:37] Drive I think you have a copy on your desk and I'm sorry I'm going to put it [10:41] in front of you again I think to try to get it signed but um they're basically [10:46] uh closing putting in a new cver at geyser Drive it'll probably be closed [10:50] for only a couple of weeks I don't know I don't think they ever gave us an exact [10:54] closure time but um okay the official detour will be in place place from 5125 [11:01] to 61 1925 so they have a month and 19 days or so so um I'm assuming that's [11:10] that will be okay uh we don't really have a choice the some degree they have [11:14] an official detour that starts basically at Dudley toown on State Road 250 goes [11:18] over to I65 comes down I65 and comes across us50 there's just not going to be [11:25] very many people using that as the official or as the official detour so [11:30] most people are going to probably use either our internal streets or the [11:34] bypass so I think we're in good shape for trucks to use the bypass at this [11:38] point so I don't know if it needs a motion but after reading it yesterday I [11:43] understand their concept and I'll make a motion to approve the unofficial deter [11:47] the state is recommending [11:51] second then motion and second all those in favor signify with i i i i oose same [11:56] sign okay sorry then the second second thing I thought we better tell you that [12:01] uh uh Second Street is a the utilities are officially completed at this point [12:06] and they will start full scale construction starting on the 18th which [12:12] is just Monday so utilities on or after the 18th utilities are supposed to be [12:17] done that was all this summer was everything second Community yeah and we [12:22] we'll start basically at John Deere and start closing kind of rolling closure [12:27] that will go towards the east at that point I saw there's a lot of equipment [12:32] staged down on is that the school lot yeah what's [12:37] that they have a lot of equipment stage down there on the I think it's the high [12:40] school lot yeah this is going to look like a it's big this is going to they're [12:45] going to put in the huge pipes for the drainage system and that's just going to [12:49] blow the whole Road apart so don't expect to have real good travel [12:53] conditions for a good year anyhow that's that's my recommendation [12:58] are they that road down to the base like they did the other part of the second [13:02] all the way down to the base repacking and then right you you've seen that but [13:06] it's worse it's worse because there's it's a wider Road there and it's and [13:11] it's got bigger bigger pipes is that the storm drain that goes to the plant or is [13:16] that no that's this is just there is a a crossing of the the main sanitary sewer [13:23] line and it's going to be replaced but it's right there at the the health [13:27] department we'll be putting in the uh uh just a new cross pipe there that'll [13:32] be a little bit of a trick because that is the majority of Seymour sewage [13:36] running across Second Street right there I haven't they haven't even talked about [13:40] that yet can can we rephrase that to running under Second Street right there [13:44] running 3 Second Street yes that's true we don't want to see it running across [13:49] how big is that main Bernie 30 in I think diameter is that [13:54] sewer or storm sewer that's sanitary sewer sanitary and probably some storm [13:58] sewer too a lot of the project does involve storm Ser though so but the yeah [14:03] the we're bringing I think we started 36 in at uh what's that big upgrade yeah we [14:09] started with a a huge pipe there at Von Fang ditch and we're coming um all the [14:15] way through to Vine Street basically and that 30 Dock's old offices there and [14:20] that 30 in is replacing how big of a pipe okay I got I've got two different [14:26] kind of the 36 inch pipe is the is the storm sewer okay and it it comes up and [14:32] then it actually splits and and turns into a parallel system okay by the time [14:37] it gets up towards Vine but it's replacing how big of what's in there now [14:40] how big I think 24 in maybe the most okay that'll help some of the problems [14:45] on Second Street that's the goal we there's no guarantees here I mean when [14:50] it floods it floods I mean it kind of backs up everywhere you get 4 Ines of [14:54] rain in an hour it's going to flood but this is definitely going to help but [14:57] it's definitely not going to if if the Von Fang is dry it'll be dry up you know [15:02] up through Second Street yeah fair enough yep yep thank you thank you [15:07] thanks Bernie Mr Bose I have five sewer adjustments here [15:14] uh requesting approval of these first one being Andre Pablo at 705 East fth [15:20] Street was a water line under the house um we got documentation here from it [15:26] receipt from where we had it repaired we have seen any drop back in water usage [15:30] to back to normal levels looking for a credit of $350. [15:37] 35 next one is Voss St Pierre reality uh Investments 316 North Chestnut pipe [15:45] cracked water leak under the line where it come into the came into the building [15:49] uh smaller credit looking for [15:55] $54.90 Martin ju 823 Garden Avenue waterline break under the home usage has [16:01] returned to normal uh looking for a credit of [16:06] 10980 and we've got the documentation here support [16:12] that Jimmer Debbie Maynard 69 1964 Sophia Lane uh pool fill um and then [16:24] topping off of the pool manual adjustments closed [16:29] uh basically I believe if I remember correctly what the deal was here there [16:33] was some estimates by the water company um so they [16:38] yeah and they took them off summer sprinkling credit because of it so [16:42] getting all that caught back up and got actual readings from the water company [16:47] looking for a credit of [16:53] 54621 and the final J kishan Corp V Mar Patel DBA [17:00] Motel 6 365 Tanger Boulevard pool fill 20,000 Gall this was actually earlier in [17:07] the year um the department put a note in the system but they forgot to issue the [17:12] credit so they're now looking for a credit of [17:16] 14823 all of them meet our criteria uh I would just ask that you approve these so [17:22] that they can be give their credit motion to approve second Motion in a [17:27] second all those in favor sign with I hi hi hi motion [17:32] carries anything else Mr Bose that's all I have thank you okay I got a couple [17:36] miscellaneous items first miscellaneous is Spud Bank Miss Lake and EU bank would [17:41] like to be at the farmers market lot um on December 5th 12th 19th from [17:50] 11: to 2 for lunch um as far as I'm aware we've had [17:55] no complaints about Spud Bank um being there [18:00] and um this is not her first rodeo of coming to town to be there I'll make a [18:07] motion to allow Spud Bank to operate during that date and time second Motion [18:12] in a second all those in favor signify with i [18:16] i motion carries okay next up I have and this was [18:23] a um these were both online or [18:29] online is not the right word um these were both virtual votes um these were [18:35] just a fooding approving food truck stuff they got them in after the last [18:39] meeting but had dates that were before this [18:42] meeting um so Chick-fil-A of Columbus has been approved [18:47] and [18:50] um Annie anti ANS has been approved to be at the farmers market [18:56] lot um November 6 for anti ends November 1st 4th 8th 11th 15th 18 22nd 25th [19:05] for Chick-fil-A so those are just signatures again those have already been [19:09] approved [19:13] so uh miscellaneous [19:18] from other members ah let me rephrase that um as most of you know we had an [19:24] executive session before the meeting um to deal with Personnel issues [19:29] um so I will open the floor for any allowable conversation on that or [19:37] anything anyone would like how was that [19:41] for well having having met with uh officer John Watkins uh and hearing [19:50] and and we've had several days to to read the ongoing uh situation [19:58] upon the recommendation of the complaint review board I'll make a motion to [20:03] dismiss the officer in question of his duties with the city of [20:09] Seymour it's never an easy decision but uh trust that the the review board's [20:15] done their homework and I believe they have so I will second that motion [20:19] officer John said they'd spent over 100 hours in the investigation I mean that's [20:23] uh and it it came as a a five to zero vote uh for this recommendation [20:30] so I I think it's been thoroughly investigated I [20:35] agree um and I will Echo um both um Mr early and Mr lucas' [20:42] statements there it's never an easy decision um as you set and read through [20:46] um to familiarize yourself with it beforehand um but I do have to agree um [20:52] I think the complaint review board and the department did an excellent job of [20:57] investigating um [21:01] multiple IAS in the process Internal Affairs investigations in the process so [21:06] agree so I have a motion and a second for the dismissal of the officer [21:11] involved in the um IA [21:15] 03 um all those in favor signify with i i i i all those oppose same sign motion [21:23] carries Chris I'll leave it to you to do what you need to do legally sure [21:28] following the meeting um other miscellaneous from Board of works not [21:34] for me not for me miscellaneous from the [21:39] audience man guess I'll uh entertain a motion to [21:43] adjourn then so [21:46] moved meeting adjourned enjoy your rest of your Thursday everyone you guys were [21:52] giv Chad every chance to stand up and say
