Um so there's been you know a couple [9:30] different businesses at this location. Um they suggested an alternative parking [9:35] arrangement and they did provide a site plan. Um staff did include that in the [9:39] board's packet and virtues with that alternative parking plan. Um so what [9:44] we're dealing with is the applicant is requesting to sell um used vehicles from [9:48] the property. They'll be leasing the west half of the existing building and [9:51] will use property to buy and sell vehicles. Many of the vehicles purchased [9:54] from auction or insurance companies. The applicant will replace defective parts [9:58] and do auto body work from the 2100 foot building. The applicant is not proposing [10:03] to do mechanical work from the property. If auto mechanical work is needed, the [10:07] vehicles are sent out for service. Um the parking plan does provide space for [10:10] 22 vehicles. Um the applicants proposing 17 of these for vehicles for sale and [10:15] five for customers. Um according to Big Lake Township over the years parking has [10:20] been an issue at the property with cars being piled up and not really in good [10:23] order. The township has re recommended a revised parking plan that allows for a [10:29] cleaner, more organized layout. Staff is recommending planning commission adopt [10:33] the parking plan recommended by the town board which is attachment board packet [10:37] E. Uh hours of operation are Monday through Friday 5 to uh 10:00 a.m. to [10:42] 5:00 p p.m. Saturday 11:00 to 5:00 p.m. total number of employees are three. [10:47] They had a septic passing septic compliance in 2020 and according to Irv [10:53] uh the property owner uh auto body and mechanical repair shop has existed on [10:57] the lot since you know was developed 40 years ago. Uh auto sales have operated [11:01] from the property for many years. Most recently, uh, Fly Motors LLC had an [11:06] intermuse permit to run a very similar business. So, in Sherburn County, you [11:11] have to have a intermuse permit to operate an auto dealership. And when you [11:16] change ownership or name changes, they have to conform you. So, we have to get [11:21] a new IEP. And through the state of Minnesota, we have to sign off on a [11:24] zoning um authorization form for auto dealers. So, this is a this is a process [11:31] [clears throat] that we've dealt with in the past on this property. So, I'll jump [11:35] to the board packet really quick. So, you can see the property here. Um, so [11:39] they'll be using this western half um for auto sales for this business. [11:47] And so, again, um the repair garage, it's kind of flipped. So, this would be [11:52] the um west side of the property. So, that's a repair shop and a small office. [11:58] Um this was a originally approved parking plan with this property. Going [12:02] back in time, this is what the applicant acknowledged as a you know acceptable [12:06] parking plan. The one that um staff is looking at is this one right here where [12:12] we would be um you know parking cars in a different orientation. So cars going [12:16] east and west versus north and south. Um [clears throat] the town board felt that [12:21] it fit better. they've had some firsthand experience, you know, with [12:24] this property and felt that this was a good layout for vehicles. It is meeting the required separation. Uh the [21:38] lot line does need to be at least the length of or the height of the [21:43] communication tower and it does meet that requirement. The wetland delination [21:46] was completed and a notice of decision was approved on May 6. There are no [21:50] wetlands on this portion of the property. [21:54] And then there is a parcel in the southeast that uses this property right [21:58] now to access their parcel.
