They had three items. Uh, [1:56] 4J ranch reszone 80acre proposal on the upper road, [2:04] Paradise Park, North Park. Uh they voted to recommend the dial with that item. [2:14] Pegasus utility easement vacation. It was recommended for approval [2:19] was simply a utility out out. We have lots of those. So people own a couple [2:25] lots. They want to build across lots. So with input from the utilities and the [2:33] powder group that was recommended uh 3T Enterprises uh access easement u [2:43] there's a 60 foot wide access easement that goes into their storage units up up [2:52] the hill here and uh they're meeting to install some gates for security purposes [2:58] and that was also recommended for approval. Um, city staff was had [3:07] different comments on that one. Um, the uh utilities folks, water, etc. They [3:15] they were okay with it. Fire dis I'm sorry, fire marshall, he [3:20] was sort of okay with it and the planning office was not okay with it. Uh the [3:41] conley's uh have resubmitted an application for a preliminary plat on [3:48] off of high road that I consider earlier. They've uh dropped a lot. [3:55] They're down to six lots and uh no variance request for this one. So, we'll [4:01] see how that goes. So, it'll be a while before you see that one, probably [4:05] December likely. So, um the uh joint planning area update uh [4:13] project uh kickoff meeting was last Friday. uh [4:18] uh reviewed the uh project scope, schedule, budget, etc. Um clarified uh [4:26] consult the client roles and uh talk a bit about communication engagements [4:32] strategies. We may be looking at a advisory [4:36] committee where folks would appoint folks to to be on that from from the [4:41] citizens as well as the city would likely appoint [4:46] people to that as well. Um, just wanted to [7:49] provide the board uh with an update on conversations with Sky West in regard to [7:54] capacity. We've uh it's definitely been a a conversation for quite a while and [8:00] dove back into it here recently. And I I guess just to provide a recap um in [8:06] March we took a look at projections um where we were sitting and with the uh [8:11] theou we hold with the state we did have that amendment updating those numbers um [8:16] we were able to lower the contract m maximum substantially was just how we [8:21] were performing and um essentially that's that's how we budgeted for air [8:27] service based off that contract maximum and I think we did have a little bit [8:30] extra in there this here just with that avenue hadn't been signed by the [8:34] attorney general's office yet and we have rising fuel costs. So, um that's [8:40] how we had things budgeted. Um this summer we've performed great. Um and [8:47] here recently revisited that with Sky West and um took another look at their [8:52] projections and um they've they've basically got that contract maximum [8:58] close to a third of what we even had in March. um so we've discussed looking at [9:04] um adding an aircraft. >> Um [9:09] let them know that uh appetite for budgeting anything further probably [9:13] wouldn't be there and I think the state agreed on their end as well too. Um but [9:18] with where those contract maximums are are at they feel like they can add [9:23] capacity and with how we're performing. Um, also with that, uh, with [9:28] efficiencies gained and the economies of scale, bringing more aircraft into here, [9:32] um, we also discussed dropping the blockout rate back, fixed cost by about [9:36] 1.75%. So they bring more aircraft in here, [9:39] it's going to be a little cheaper per flight hour. Um, so what I'd like to [9:44] recommend is moving forward to um an additional four flights a week starting [9:50] in January and then um towards that peak season uh [9:55] beginning of that peak season in May, June, bumping up to three flights daily. [9:59] Um Sky West fully thinks we can support it and it's not going to affect what's [10:04] budgeted. Um anything past that contract maximum Sky West picks up. Um, [10:13] so I don't know if there needs to be formal action taken or if that's just an [10:16] administrative decision and you guys are good with me just reaching out to Sky [10:19] West, but that's that's what I would recommend doing. Um, it's there's [10:23] there's not any risk there. >> And I I don't think Clint unless since [10:27] the change in the budget, it would be administrative. I think we've certainly been patient on building this up and we're at [10:39] a point where yeah, we can definitely add that in and uh it's not going to [10:43] change what we've what we've had planned. [10:51] » And then uh another item that I wanted to touch on was um [10:56] proposals um or or discuss uh looking at proposals that kind of go outside of [11:01] what we have defined as far as leasing. Um, right now we have our business park, [11:07] the executive hangers area. Um, we've got those incorporated, the leasing [11:11] rules, and occasionally I I get a proposal tossed out or an idea tossed [11:16] out on something that kind of goes outside of that. Um, I had one come up [11:20] here recently and now um, looks like the party really wants to move forward with [11:24] doing something that's kind of outside of those leasing rules and essentially [11:28] be north of where the executive hanger area is at. Um, [11:35] long term or in our master plan and that would be like an executive hanger phase [11:38] 2 area. Um got that identified but there's no record of survey. There's no [11:44] infrastructure there, electric, water, sewer, gas, roadway. Um but I got [11:50] somebody that wants to build there and they're willing to take that [11:53] infrastructure to that area um just with uh kind of negotiating on um [12:00] maybe I would say more favorable leasing terms. um doing a 40-year agreement and [12:06] um calling it kind of undeveloped land since there is no infrastructure there. [12:11] So doing a little bit of a lower ground lease rate [12:14] certainly works out well for both parties because getting that [12:17] infrastructure there is expensive for the airport. So if they're willing to do [12:20] it on their own dime that's great. Um, I think our leasing rules have really [12:27] covered a good transparent way to to uh for everybody to view these proposals. [12:34] So, I I guess we don't really have something like that to define if we want [12:37] to move forward other than I was thinking maybe we asked this party to [12:41] give us a formal proposal and we still could um publish it online, publish it [12:47] in the in the paper and hold a public hearing so anybody could comment on it [12:50] if they wanted to. Um I don't know if there's any thoughts on feelings on that [12:56] but um I could certainly see moving forward with this project. [13:00] » So Madam Chair, so how far north is it? Just across the taxi way there up to [13:05] Airport Road or is it further west and north on that more undeveloped stuff? [13:10] » So we we kind of have that developed area that's further south. [15:06] uh have a couple of announcements for you this morning. You do have a handout [15:11] that I also emailed out. I did catch one correction that I will correct and email [15:17] this morning. Uh the Bulmer Branch Library is going to be closing for a [15:23] short period of time in order to uh collapse the timeline for the [15:29] renovations. Um, this is driven by the deadlines for the reimbursement grant [15:35] that we're receiving through the state library. Uh, the grant is the Wyoming [15:41] library multi-purpose community facility program subgrant. Uh, which is why you [15:46] have it in your handout. Um, just to give you the dates, they're up at the [15:50] top of your handout. So, the key dates for the closure are September 19th [15:55] through 26th. It will be a full closure where we pause all services. And this is [16:00] because we have to pull all of the books off of the shelves in the fiction [16:04] section, move the shelving into the children's area, and then put all of the [16:09] books back up because we would like to keep as much of the collection available [16:13] and circulating as possible, and they have to be in order. Um, and then we [16:18] will reopen for limited services. um opening the youth services desk as our [16:24] main circulation point. Um those services will be very similar to what we [16:29] had available during COVID which was holds pickup ill account services [16:34] checking in and out um as much as we can. We'll be fetching books both from [16:39] the inner circle which is uh the non-fiction collection that's still [16:42] available um that staff have been fetching so far as well as the fiction [16:46] and children's collections. Um and then uh November 9th through 13th once the [16:54] renovations are completed in the adult colle in the adult section, we will uh [16:59] put up all the shelves, get all of the collection back on the shelves. Um so [17:03] we'll be fully closed during that portion so we can concentrate on that [17:07] and then we'll reopen to full services with a fully renovated Fulmer Library on [17:12] November 16th. Um then after that uh I don't have the exact date uh to start [17:19] yet because that depends on the subcontractor schedule for starting the [17:23] slab work in the Wyoming room but then the Wyoming room renovation would begin. [17:28] Um the Wyoming room portion of the renovation is separate from the grant [17:32] and so it can start after the grant deadlines are finished. Um, and that was [17:39] uh the one correction I saw under grant information details. Bullet three, the [17:45] award for 1.75 million was secured for all four branches. Um, and their library [17:51] renovations. It was library specific, which is why the Wyoming room was not [17:55] included. That's an archive. It has a different kind of purpose than a [17:59] library, so it didn't qualify for the grant. Um [18:04] uh additionally uh you might be wondering what about the [18:08] elevator? We have been in contact with the technician uh that serves the whole [18:12] region, the only technician that serves the [18:16] whole region of our particular elevator. Um and we are trying to get them [18:20] scheduled during this closure period so that hopefully we reopen with a [18:24] functioning elevator as well. Um, additionally, this document is hopefully [18:31] also going to serve for anyone who's answering the phones of the county in [18:35] case you guys get questions. It provides phone numbers for specific um questions [18:42] around accounts or events and people they can contact via email or phone [18:47] number so that they can get right to the person that they might need to answer [18:51] their question. as well as some frequently asked questions um pointing [18:55] them to a a very quick script that they could answer. Um and so that is on the [19:02] closure. Additionally, Story is the only small branch that had an issue with the [19:07] renovation. We are at we have fixed the issue with the lighting and the ceiling. [19:14] Um and we are hoping to do the substantial completion walk this week. [19:17] It hasn't been scheduled yet, but it should happen this week with Arette at [19:21] Odell. Um, and so they should be knocked on Laminate. Um, it should be open next [19:30] week. Um, they do have their furniture. It has been in top offic's um, warehouse [19:35] and so that should also arrive as soon as we do the substantial completion. So [19:40] that story would be open and operational. They have been operating [19:43] out of their other spaces. Um and the other two smaller branches have had [19:48] their furniture and have been operating. Um and they would not be impacted by [19:52] this closure. Also, homebound delivery would not be impacted by this closure. [19:57] Um and so that is the Fulmer closure. The other announcement I just wanted to [20:03] make is that our part-time employee um out in Claremont, we were just about to [20:08] open for our additional hours, but um that person did need to resign due to an [20:14] unforeseen um issue that that is perfectly reasonable um reason for that. [20:20] Um so I will have to repost that position, but they did provide really [20:24] great feedback on the hours and schedule and so I think we'll get a lot more [20:28] tapers based on their feedback. So, we will be posting that in their newsletter [20:32] and in the branch and during this closure will be a great opportunity to [20:36] get that position filled and um try to extend those hours again hopefully in [20:41] October. Um also uh my administrative assistant accepted a position [20:47] internally. So, I will be hiring a part-time administrative assistant in [20:51] Fulmer also during this time. Um we opened up the bit [23:49] for this um building. It's the building right in the north of the county [23:55] attorney's office. Um it was designed uh to go out for the [24:01] public defender office space. Um we received five bids. Um just for the [24:06] record, I'm just going to read off those uh totals. And it's this is in the order [24:12] that they were received, not in the order of any other reason. FDL [24:17] Consulting LLC with Odell Construction was 59,550. [24:22] Roadhouse um construction with Ironsburg architecture was 112,400. [24:29] Dick Anderson construction with the Evolve Architecture was 110,363. [24:35] venue in construction with the rent design group was $110,919.50 [24:43] and in your app construction with QC10 architects was 49,100. [24:51] Um there were some other add-ons in a few of these bids for uh geotechnical [24:57] reports and asbestous and topography. I put that up and um put them on as as [25:03] needed. But at this point the the goal was we had to have a design. Um we have [25:09] to go ahead and our goal was to add space um about 800 so square feet to the [25:16] south side of that building. And a lot of the cost of this is just the design [25:22] construction. This does not include any of the actual removal. So not single [25:27] mail going into it. Um if we go ahead and expand out uh just be prepared that [25:34] uh the city and with code we will have to update the older section of the [25:39] building. So at this point I'm not necessarily going to I didn't submit a [25:43] memo and saying which one um I would go with but there is quite a discrepancy in [25:49] the bids. Uh they were all consistent in the sense they covered every aspect that [25:56] I requested. Um, so this isn't about quality of submissions. This is really [26:03] just passing on to you. You've had a chance to look at the documents. So I'll [26:07] just stand for any questions at this time. [26:11] » Any questions for Cameron? Um, Cameron, I know we talked about kind of that [26:17] increased cost of construction because we need to get it up to code and there [26:22] had been recommendations from some of the contractors it sounds like about [26:28] just dozing it, starting from scratch. If you're trying to add on, [27:00] let's say ft of brand new construction, you have [27:06] to bring the other side up to code as well. [27:09] There was a lot of um I guess concern and for each of them they they said yeah [27:15] the easiest way is to tear down the other and just put up what you want. So [27:20] right now it's about 1,100 square feet. If you add 800 that's 1,900. So [27:25] remodeling the old couldn't cost as much as tearing down and starting from [27:29] scratch on a blank slate. So that was comments that were received by bidtors. [27:36] » So I'm just having [27:40] perfect world. Would we ever want more than 1,900 square feet? Would [27:46] would this change or would that be a bare minimum? Would [27:51] we outgrow that in five years? >> Madam Chair, um if you look at just the [27:57] attorney's office next door, there's two floors. So if you look at other [28:00] buildings, there's multiple floors. If you are going to say in 5 years, oh, we [28:07] we want to increase this, then you just wasted the money to build it at,900 ft. [28:13] If your goal is to do a two level right from the start, then you probably should [28:18] do a two floors right from the start, >> right? [28:22] But for right now in the public defenders space, um, with the number of [28:29] staff they have, they could fit. Um, but I'm not saying [28:35] what society is doing, but the sheer volume of increases at case loads. [28:42] » Yeah, I could see the state adding more staff in the future. Not necessarily for the public defender, but we move people [29:34] around to get people where they have enough room, whether it is another [29:41] department that moves over there and then public defenders move into their [29:45] space. >> But the idea of spending [29:49] north of half a million dollars to I mean all these numbers are just for [29:55] design, right? The actual construction, [30:01] I'm guessing, is going to be half a million at least. So, I'm not in favor [30:05] of doing any of any of that. [30:18] » Um, you know, it appears to me statutoily we're required to provide an [30:23] office for the public defenders. certainly doesn't say that it has to be [30:27] 1,900 square feet. That that facility over there. Um I went over with Cameron [30:34] and Commissioner Jennings this morning and we looked at it certainly wasn't [30:38] nearly as bad as I was led to believe that it was going to be. Um and I think [30:44] it's it's fairly habitable with like Commissioner Wright said, certainly it [30:48] needs a good cleaning. It needs some paint. Um probably [30:53] different flooring put in the put in it. Um maybe a petition put in between the [30:59] front entryway and the office there. It would be a lot more minor than than the [31:06] amount of money that we'd be spending. We simply I just I agree with [31:12] Commissioner Wright in the fact that we didn't we didn't acquire that property [31:17] so that we could tear it down and spend a half a million dollars there. So, I'm [31:23] in in agreement with Commissioner Wright and and looking and that we still we [31:28] continue to look at all the options of what we have for space in the courthouse [31:33] as opposed to space over there for like Commissioner Wright said maybe moving [31:37] some people around or something of that nature. [31:46] Madam Chair, >> um, you know, I actually, uh, just like [31:51] Commissioner Siddle said, I was picturing this building my mind because [31:55] I've only ever seen pictures. Uh, walking in it, it really is not in as [32:00] bad a shape as I thought it was. And so I I'm more for along the lines of [32:06] agreeing as to let's let's do a little bit of sprucing up. Let's see what we [32:10] can do with it. And then maybe down the road, you know, a year or so or five [32:15] years, it's if it's not working, then we discuss something along that lines and [32:20] maybe we start preparing for that and >> in 5 years or whatever, we we look [32:27] again. >> I [32:30] I personally would uh you know, it's a great location next to the attorney's [32:36] office, close to the courthouse.
