[0:00] All right, go ahead and open up with a word [0:03] of prayer then. Heavenly Father, thank you so very much for the opportunity [0:07] you've given us together to serve our community and to work to make it a [0:11] better place for all of us. We'd ask you that you'd give us wisdom and [0:15] discernment as we make decisions that are before us. We'd ask you that you'd [0:18] give us in your blessing hand as we would again work to improve the [0:23] community for all of us. Pray that you give us a spirit of unity, draw us [0:27] together. I pray in Jesus name. Amen. Amen. All right, go ahead and do a roll [0:32] call. Chris here. Flo here. Betty here. Josh here. Kristen [0:40] is absent. Um, she's not able to make it tonight. Again, a motion to excuse. [0:48] Thank you, Josh. And you said Betty. Second. All right. All in favor? All [0:53] oppose? Same sign. Motion carries. going right on. Um been a little bit of [1:02] a hectic stretch to say the least and um we've had a number of volunteers that [1:08] we're very grateful for. Uh they came in, they volunteered their time. Um many [1:13] of them day after day after day and we're very grateful for them. This isn't [1:16] a complete list. As a matter of fact, um I uh I didn't even get my own wife on [1:21] here who spent some time down here. um was down here for a day helping with [1:26] stuff uh in the utility position, but we had Stephanie Geb, I hope I said that [1:30] last name right, guide. Thank you so much, Stephanie Guy. Uh Renee Spencer, [1:35] Chris Bender, you were down here a bunch. And then Mike and Alyssa, um [1:40] Eikleberry um were down here and they volunteered their time and I think even [1:44] their mulch in in helping to work up uh the area outside to make that look a [1:49] whole lot better than what it has. And that's not a complete list. there have [1:52] been a lot of folks that have volunteered their time to come down and [1:54] help uh and keep the train on the tracks and we're so very grateful for that. Um [1:59] so I want to make sure that we um would uh would recognize them uh the way that [2:05] we need to, the way that they deserve to be. So heartfelt thank you to everybody [2:09] who volunteered. And if I left your name off the list and you're watching the [2:13] recording later, please forgive me. Um again, not a complete list. A bunch of [2:17] hands helped and we're very grateful for each one. Um, our phone systems are up [2:21] and running. We're grateful for that. Um, we had oh, I'd say less it was less [2:26] than $1,000 in that. 974 I think is the number and uh we got those um up and [2:32] running. We're we're happy about that. Um and so just as a quick update there, [2:37] we did get those transferred. Uh the landlines that needed to stay in place [2:40] with the security systems and all that, uh those obviously stayed intact. [2:44] nothing was touched there, but we do now have a much more reliable, robust phone [2:48] system. We're grateful for that. We do have a new utility clerk. Uh Ashley [2:52] Krebs came on board and uh she's been uh taken to it very very well and we're [2:57] grateful for that. Um Dr. Vney and Frink um have agreed uh to [3:03] come on or to send us a proposal rather that we can get before council um to act [3:08] as our fiscal officer. Um I think that would be a wonderful thing for us to [3:12] entertain. I don't have a proposal from that. They're pulling it together now. [3:16] Um but uh as soon as I have that council, it'll be in your inbox. Um so I [3:21] think that's about what I have for the moment on that. I don't think I'm [3:26] missing anything. Um but I do want to take public comments and we have a few [3:30] folks here. One uh did indeed register. That would be the Kelly's. [3:36] So grateful grateful for you folks being here. Hi. Um, and so we'll just go ahead [3:42] and give you the floor. Um, council has the web form you guys submitted, so [3:46] they're a little bit aware of what's going on, but why don't you walk us and [3:49] council through it? [3:53] We come over about a year ago and about Yes. cleaned out. [4:01] We have a estimate. Awesome. We got another one this year. The guy just [4:05] came. Um, there was supposed to be an ement paper we brought last year. [4:11] I would imagine we have it in a binder somewhere. I hope. [4:16] We can't find out here. I don't know. I'll give it to my neighbor guy who [4:21] stays up all night playing music. [4:28] So, I mean, it's we're getting with the recent range on that. [4:36] Yeah. I hear you there. We've had a bunch of it. Um [4:40] $4,550 looks like even. And am I reading that handwriting right? Yeah. Okay. All [4:45] right. [4:49] 800 yards repaired. Okay. Hopefully, it won't be repaired, but that'd be great. [4:56] As wet as it is though. Yeah, you could see it happening. Well, I mean we can [5:00] wait till it's dry. Well, fair enough. Fair enough. Volcano live on top of the [5:06] hill. We'll have a barn that's in the flood [5:10] zone. [5:16] Is that the trailer park or Yeah, it's it's [5:21] down. Yeah, kind of. It's down. Yeah, it gets cleared out through [5:26] your front yard and everything. Yeah, this is basically it's the storm sewers [5:31] in town. That's the same one that somebody else was talking about that [5:35] runs through their yard. No, they brought it up about a year ago, wasn't [5:40] it? Yeah. This is a different [5:44] Yeah. And and I'd have to go through the minutes, but I believe council approved [5:48] to cover was it half the cost or we we didn't hear the decision? Oh, we had [5:54] left here and yeah. Yeah, we didn't have we didn't when we left last monthly that [5:59] was it. Well, how about hopefully council can get your decision maybe. But [6:05] yeah, [6:10] it's mainly the one part is like 100%. And then we [6:16] split. Well, it's got it's got the picture on the [6:21] back assessment through the picture. Yeah. Okay. Part of like 25% of where it [6:29] connects. Say there's here is 100% town. Here is the uh runoff from the hill [6:37] rainfall or whatever. And then it goes into one single line which is what we [6:42] paid part of on that. Plus our line we paid full on that one. So, we're just [6:46] asking for the the main line from you guys and then 3/4 [6:53] of the rest of it. So, what's the to is the total dollar amount what's on that [6:58] sheet that you're asking for? No. No, it's a percentage of correct. Okay. And [7:04] that would be when he did it. I'm sorry. When the key did it, we paid like 25% of [7:09] what connected for the straight line's in and then the straight line. Okay. So [7:15] you're asking us to cover the 75 the bound to cover the 75%. [7:20] Correct. Okay. Got it. Of this. Well, the [7:25] 750. Can I just Yeah. Yeah. You can speak to it in terms of dollars. [7:32] Yes. So here is where the town that's all the runoff in the sewer, right? Or [7:39] not the sewer, but the storm. This is 100%. [7:42] So that would be like 750 I believe it was. So this is where we have to cover. [7:50] Okay. This is this what comes down through your yard. This is they both [7:55] come down through our yard. Where is Wood Street? That's what I was [8:01] That's No, no, I know that. But I'm trying to [8:04] understand where this is because you say the pipe. Is this the pond? Yes. So the [8:09] pond's here. Okay. the phone pole when you got me. This is the the V on our [8:14] side. Gotcha. Okay. The phone pole I thought was the [8:17] phone pole on Wood Street. So that's why messed up. So this is the culvert pipe. [8:21] This is Dr's pond. Yep. Okay. So this is what the town storm. Yep. This is the [8:27] storm. So there's no And then this is 75%. So then this is yours. This is the [8:32] town. Correct. 75% of this should be the town. Okay. And that and this is on both [8:37] sides of the driveway. Okay. And what what's the number on that? Oh, it would [8:45] be and plus there's haul off fee because the dirt has to go [8:50] somewhere. So this is the hauloff fee, 1,500 and it's 750 per [8:57] section. 750 per section. Okay. So, so 2250 for all three sections and then [9:06] 1,500 for the haul off, which we don't know where to haul it [9:09] off. And then this is if we repair the yard if it's [9:16] damaged. So potentially this could come off and [9:21] potentially who knows where this is going to go. I think do you understand [9:25] that you guys? But I think the mayor had said something [9:31] about it was a fellow town by the water treatment plan about getting [9:39] I was going to say as far as the water by the water tower itself. Yeah. Do you [9:44] remember saying that? Well, I remember looking at options. Yeah, we wanted to [9:47] looking at a number of options. What What about hauling the dirt off? Find [9:51] somebody that wants to fill dirt. [9:55] I mean, yeah. I mean, we could we could try to advertise that an option. Yeah, [10:01] it it would be an option potentially. So, they're still going to charge you. [10:06] Yeah. See, they're still going to have a whole [10:09] office fee probably no matter what. But maybe depends on who wants the fill [10:14] dirt. True. If they got a dump truck, it could be [10:18] abuse. Could be somebody that sells field dirt, you know. [10:34] And there was a second quote. There was two. Yeah. Two quotes handed [10:38] in in March with the copy of the ement. And the other fellow was way higher. We [10:44] didn't go back to him to get the second year. We just had the lowest bit. [10:55] and we've used him before [11:04] so and WT McKe would not quote it have any way to remove the D [11:17] cell which I [11:29] understand would have to be an actual decision tonight, would they? I mean, I [11:34] suppose not. I just I I would feel some level of personal onus on this. Uh [11:40] because at the end of the day, it means in all likelihood I'm the guy that [11:43] dropped the ball on it. uh because they were here and we did talk about it and I [11:48] thought we made a decision, but I'm I'm clearly I don't have that right. So, if [11:53] if we're going to table it and we don't want to make a decision tonight, um [11:58] that's obviously up to you guys, but I I would want to make sure that um we do a [12:03] good job I do a good job at making sure you folks aren't left in in the waiting [12:07] zone that long again. So, we could go back in the paperwork maybe and see. [12:13] Yeah. and and maybe Seth, Leah, or Joan, I know you guys are online. Uh any [12:17] thoughts from any of [12:22] you, you can they can hear us, right? Should be able to, right? [12:30] Oh, Joan, you're muted. [12:34] Of course she is. [12:37] So, uh, Mayor, I have not seen any of the documentation that came in. Um, [12:44] since since I started on April 14th, um, I didn't see anything with any of the [12:49] packets. So, um, as far as comments, um, and I can't see the documentation from [12:55] here, but maybe Seth might have some questions. [13:00] Yeah, I'm happy to review the documentation. Um, regarding cost for [13:04] the fill dirt. Um, again, not a legal opinion here, but I know some civil [13:10] engineers and some developers will oftenimes take dirt from one project and [13:15] spread it somewhere else on the property and regrade um that portion of the [13:19] property to kind of dispel that haul cost as well. So, they'll keep it, you [13:23] know, somewhere else on the property until it's either a able to be hauled [13:27] away or spread back out um on that property because then it's not really [13:33] going anywhere. It's staying where it came from, just on point [13:38] B. But that's more of an engineering uh issue than it is a legal issue. [13:45] Now, we don't have an issue with that. But the last time we had to cost out of [13:50] our pocket to get a yard rake to get all the stone out of that dirt, and we're [13:56] quite frankly, we don't have the time and we don't want to spend the money on [14:00] another yard rake to get all the stone out. I don't we could we could dump it [14:04] under our maple tree as long as somebody removes the rock from it. [14:09] Okay. Mayor Mayor, I just had a question. Is this something that our [14:14] street department guys can do or is this I again I can't see the documents that [14:20] you guys are looking at or exactly specifically how it's being proposed, [14:24] but is this something that we have the equipment and the staff to do? [14:30] Ron and Mike could speak into that. I let I don't think we have a big [14:38] enough to get down in there and get it. We just got just the one dump truck say [14:43] because he he knows more of the area and he's seen it. I haven't seen So you [14:46] would say no. Do you know what big Mike has? [14:51] I'm just wondering I'm also thinking of that's part Clinton Township along with [14:58] trade. Yeah. And I'm just curious as if Clinton Township wouldn't take that dirt [15:03] and haul along Cemetery Road where they've been dumping out there. Anyway, [15:08] so I mean I I think as far as council, if this has been over a year, we [15:13] probably need to do something on it. I guess um I'm not sure how [15:18] to move forward. So without having all that Yeah. I just want to be super [15:23] clear, Kelly. the the 2250 I I just want to write down 100%, 25%, like I just [15:30] want to know just on this sheet which like so this this 2250 you're asking [15:37] cover what percentage of that? 75% of 1500 and 750 on the [15:46] straightaway. The part that comes into the V 100% of it because 75% of that [15:54] rain is coming through our creek. It's not from down the hill or whatnot. It's [15:59] coming from the storm sewers and it's a massive amount and we get junk and [16:06] debris and everything else that comes down through. [16:10] Yeah. So, so the 1500 is 75% is the ask, correct? And then the unit price of 750, [16:17] which would come out for a total on this sheet to 2250 if I'm reading that right. [16:22] That minus 750 of that 750 is ours. Okay. So, so 75% minus 750. So, 1500 [16:30] plus,500. So, 1500 100%. We're not 100%. 750 100% the 1500 [16:39] 75% of the 1500 and then 75% of 750 for the straightaway [16:50] that's come on up when you [16:55] maybe we could just do the math real quick the 1500 needs to be put on hold [17:00] well [17:03] that's So yeah, this is Wood Street legs. [17:10] That's 100%. Okay. So what is what is that? What is Okay. So we got 750. Okay. [17:17] Now this is supposed to be another 750. Okay. So that's 75% of that. Okay. [17:30] Okay. Okay. This is ours. This is out of the question. Okay. This 75%. [17:37] So, okay. Do you guys [17:42] do you guys deal with the township? We talked to them. I don't know what we And [17:48] this would [17:54] be% 24. Yes. [17:58] So, so 3237 is is the ask assuming that we need that [18:05] correct, right? If you are wanting to do [18:11] the yard that I don't know what the rental cost is for a rate or whatnot or [18:17] the time and labor to do it. So, that is an option. Okay. But this includes the [18:22] the the haul up here. No, it does not. How much? This includes the haulup right [18:26] here. That includes Okay. So the number 3237 covers all. Okay. Well, 75. Okay. [18:43] Read those numbers and I'll make a motion. Okay. So, uh, [18:51] $3,237 is the ask of a total that that Yeah, that would be it. That's [18:56] everything. And they're and the Kelly's are taking care of 750. They are taken [19:01] care of. The the total bill is [19:09] 45 $1313. [19:17] So [Music] [19:19] I would move that we pursue this contract with Big Mike's but [19:25] also investigating whether the Clinton Township will take the soil away at a [19:31] reduced cost or something for them because I know they take soil. So Okay. [19:38] Okay. That's my motion. All right. I'll second it. Thank you, Chris. All in [19:45] favor? All opposed. [19:48] All right. [20:01] Uh, Mayor Martin, can you just read back what that motion was so I can write that [20:07] down correctly? Absolutely. Uh the motion was to pursue the contract um for [20:14] Big Mike's which would include a dispersement of payment uh to the [20:18] Kelly's in the amount of $3,237 uh leaving them to come up with a [20:25] remainder of $4,500 of the [20:29] $4,550. Um and then um that as a part of that prior to um entering into uh this [20:37] contractor disperse some funds that we connect with uh Clinton Township to see [20:41] if they would be willing uh to haul off the dirt uh either for free or at a [20:46] reduced rate given their uh habit of doing that in the past. [20:51] So sure we can read back the recording. That's the great thing about having [20:56] recordings. Um, all [21:04] right. And I will make a continue copy of this. [21:09] Sweet. All right. I will hold on to it and uh we'll we'll go from there. Okay. [21:15] Excellent. Thank you guys so much. And and honestly, I'm sorry about that. I'm [21:20] sure that ultimately was my bad. So, thank you for your patience. [21:29] Okay. Anybody else uh that is here would like to address [21:35] council. All right. We'll go ahead and roll forward then. Um [21:42] that that is why like I said was here a year ago. I've heard some different [21:47] things and I tell the people keep coming back to the council meetings. If you're [21:52] not satisfied, come back again. present your problem again. I mean, I I I get [21:57] it, but I also understand that they were here. They went through the proper [22:00] channels then and in this case, I think I probably just dropped the ball on it. [22:05] Well, that's what I'm saying. It happens. [22:08] I'm human. Yeah. So, come back, you know, and Sure. Sure. But they were kind [22:13] about it both times, so they appreciate that. So, they're good people. No doubt. [22:17] All right. Um, have you uh council had time to review the uh council meeting [22:23] minutes uh from April the 21st, 2025? Move to approve. All right. Can I get a [22:30] second on that? Second it. Thank you. All in favor? All oppose? Same sign. [22:37] Motion carries. Okay. [22:42] Um Ron, police and administrative report. Anything to share? [22:48] just got great clean up on Monday and so far we're good as far as the street. [22:56] Awesome. Awesome. And then you were sharing something uh with me on a fire [23:01] hydrant. We want to go ahead and Yeah. Well, unless you had something [23:07] else on the police side. [23:11] We have a fire hydrant on 226. It's off to the side of Sweet Haven that the fire [23:17] hydrant is not working properly. So, we got prices for a repair [23:23] kit for the hydrant and prices for a new hydrant. The prices for a repair kit for [23:31] the hydrant was [23:34] $3,97569. That was the new hydrant. [23:39] $3,97569. And then for just the repair parts, $3,915.13. [23:46] Get a new one. Yeah. One way or another, we have to remove the hydrant and put it [23:51] back on there. So, yeah, I just thinking that probably the best bet is go new and [23:56] everything's new on it. And we have another new hydrant instead of another [24:00] repaired hydrant. Right. So, [24:05] go for it. I don't know. We have a map of the hole on there's 90 something. [24:09] They just flushed them. So they 90ome. Just curious. It's like 96 or 98. Well, [24:16] you know, just looking ahead at cost of replacing if you have 100 hybrids, you [24:22] know. I'm just thinking that's all. Okay. Yeah, they just flushed them. So, [24:28] we've got a pretty good idea on how many they twisted. Okay. [24:33] And the other thing was just Kimble had complained that the alley it's [24:45] um looking at the Eagle's Nest Eagle's Nest [24:49] Lane that the alley they had problems with the alley [24:54] and they thought the alley was sinking in and they had asked for gravel to be [24:58] dumped. was supposed to be forward to everybody, but the alley itself looks [25:03] like it's fine. I don't know if they've got a new [25:07] driver or a bigger truck, but they're going off the alley and into the right [25:12] away with the truck, and it's Where is it? Where's that at? Eagle Nest Lane. [25:17] Where's that? It's a very small alley going out towards Sweet Haven. It's the [25:22] back road. Okay. [25:25] Oh, Nick Nick used to have a property on the corner there and they to down. It [25:30] was where the house burnt down. That's on people's nest. Oh, anyways, [25:36] they wanted to put more gravel onto the alley, but I think what they were [25:41] wanting is gravel into this rideway, which we can put gravel into that right [25:46] away, but the best thing would be to put some gravel as a footer in there and [25:49] then put some asphalt on top of it. But I don't know, like I say, if it's a new [25:54] driver or a bigger truck, why all of a sudden they're have problems getting I [25:59] know they're trying to get around the corner of that [26:02] building. They're probably afraid they're going to hit [26:05] it. It seems like they're always changing drivers. I was going to say [26:10] who's building [26:14] this propert. [26:18] Well, I guess my question is, is it too close to the alley? I just didn't know [26:22] how. It's probably been there for 90ome years. [26:29] Okay then. Definitely been there a while. [26:36] It's like the one that's back here behind the firehouse. [26:40] That gray and maroon building that looks like Ohio State Colors that's right on [26:44] the alley. It's been there forever. Okay. We've got a couple of them and [26:49] we're starting to find more and more with people selling their houses where [26:54] the neighbors buildings over on their property a little and then they're [26:57] having disputes on well I want you to buy that piece of property and [27:01] understood. [27:05] Okay. So that is in the rightway where they're going over there. Do you want us [27:09] to do that or do you want us to tell them see what the deal is with tell them [27:14] learn to drive or because they're It's about the same time they sent that [27:19] letter that they put a note on one of our big cans down at the sewer plant [27:23] saying that they weren't dumping the can because it was too heavy. And it's the [27:26] can that comes off of our separator that keeps the big regular big wheeled trash [27:32] can. And so when I called her, the manager down there, they said, "No, it's [27:36] a new driver. I'll take care of it." And they did. They're dumping it now. and [27:40] she apologized and okay but this may be the same deal with a new driver and he's [27:46] afraid to hit the corner of that building he's not familiar with the [27:48] truck and that's why he's getting way over there but we can do something if [27:52] you want something to make that alley wider I I would say let's start with [27:56] asking the question did the truck size change and is the driver new um we've [28:01] been using Kimble for quite some time if this hasn't been an issue to [28:05] date if the truck size didn't change then we got a driver issue so Why don't [28:10] we start by asking that? Okay. I recall the same lady that I called about. [28:19] That's it. All right. Do that need action on the uh or you're just going to [28:25] do it. That doesn't need a motion or anything to just do it. [28:30] Don't need a vote. Oh, okay. That's what I was asking. So, [28:35] better to get the new one. Get the new one. I'll second that. All right. All in [28:41] favor? I. All oppose. Same sign. All right. Motion carries. And thank you, [28:46] Josh. I seen the email for the uh link for the [28:52] Oh, yeah. lines and I came in, I got the book, and I was looking in there because [28:56] I didn't remember the name of that place, Arcadia, because I was going to [28:59] call them because they originally said they were going to set us up with a [29:02] link. And I called Jed and said, "I'm going to call Arcadia." and he said, [29:07] "Well, you didn't see the email apparently, but that you took care of [29:11] it." Said Josh Benson took care of it. Thank you, Josh. No problem. [29:17] Happy to help. Good stuff. Thank you. Um, moving [29:23] forward there, school property, great news there. Uh, spent a good amount of [29:27] time on the phone with Nate Shinderwolf, uh, superintendent for T local schools, [29:31] and, um, we're going to be getting back a contract from them. um by the end of [29:36] this month and uh everything is uh smooth sailing on that front. So, uh [29:42] waiting to get that done, but got just a few discussion points that uh he wants [29:46] to have with me surrounding that and then then they're going to get us up and [29:50] over that we can get to our solicitor um and get before you guys. So, uh that's [29:55] moving uh right along and excited uh about that. Uh the next one is the solar [30:00] array discussion. Um I want to be careful about what I say there, but I [30:04] will just say that uh we're in negotiations with them uh to come up [30:07] with an arrangement that I think would be mutually beneficial both for um the [30:12] solar company and also share. So um I think we're nearing uh a close to those [30:18] negotiations. Steph, you can correct me if I'm wrong, but I think we're making [30:20] good headway there. And I back Yeah, I agree. I sent over a [30:25] uh basically a red line with our proposals um back to them. So, we'll see [30:30] what they say. Excellent. Betty, you were backing me up. On the school [30:35] property. Yes, ma'am. We do not have a place to hide for tornadoes or anything. [30:41] Couldn't a school be used for that somehow? Unfortunately, not. Um by the [30:47] time that discussions were open uh with the school and school board um on the [30:52] property and trees and potential involvement in the property um my [30:56] understanding and and I may not get this exactly right, but my understanding is [31:00] that brownfield dollars were already at play uh where the school was concerned [31:04] and um the village would not have been able to show enough um fiscal [31:09] wherewithal to bring those buildings up to code. uh which means that they'll be [31:13] donating the property um to the to the village of Shre um I think there's a [31:18] dollar amount involved Nate mentioned5 or $10 something like that but um [31:22] they'll be essentially donating to the village of Shre um but it will be green [31:26] grass ready to go um ready to build so the the unfortunately the buildings will [31:32] have to come down uh that's beyond our control so but um down the road um with [31:38] the plan that we we have um that may be something that could be in the works. I [31:43] don't know. Um we're we're obviously just at a 30,000 foot view with that as [31:47] you know. Um so potentially. Yeah. Um but you're right. There is a need that [31:52] that we have in Sharie for that. So be wonderful to be able to address that [31:56] somehow. Um so and I don't know if Shre Community uh church uh has I know they [32:03] have a basement. I don't know if they ever opened that up for that. We might [32:07] be able to reach out to them. Have they ever done that to your Nand drawn during [32:10] Yeah, I I I don't know that they would, but they offered the church for safety [32:16] if something would happen at the school as far as if mass shooting or anything [32:20] like that, but I don't know about any kind of tornado shelter. And yeah, and [32:24] that's obviously not something that would be on them to do, but I do know [32:26] they have the facilities in in the short term, but um I I don't attend the [32:31] church. Don't want to speak for them. I'm just thinking out out loud, I guess, [32:34] and maybe that'll get me in trouble. But um yeah, there is a definite need. So, [32:40] okay. Um All right. Ryan, any update on the irriation project? Not since you and [32:46] I last met with Okay. engineering associates when we were discussed in the [32:50] building and so forth. Yep. And we did get council decision over to them on [32:55] that. So, I if you haven't heard anything, I haven't heard anything. So, [32:59] okay. Um and then uh the Herald Miller Park, we're going to have to call [33:03] council a special cow meeting at some point uh to discuss that. Um there is a [33:08] fair amount of paperwork and application that needs to go into that 300,000. Uh [33:12] and we'll need council to make a decision on what we want to do in [33:17] relation to that funding. um and and whether or not we want to uh try to [33:22] figure out a way that given it's in a flood zone, we want to try to put the [33:26] money into the Herald Miller Park or uh do we want to go back to the state and [33:30] petition that they allow us to move it up to the school property um and utilize [33:35] the funding there. Um so just a bug in your ear um in relation to that. Um and [33:41] then one of our items down the road is uh in our agenda is going to be to try [33:45] to set a date for that um special council meeting and then we'll also [33:49] discuss discuss committees uh in in that meeting as well and try to get some [33:54] active committees going uh which would be good. So um Jill, am I missing [33:58] anything on the Herald Miller Park there? Yeah, we just have a deadline to [34:04] spend that money by um I believe it's July or August of 2026. [34:10] Um so I think it is uh something that's critical that we need to get it [34:15] addressed fairly quickly. Um as I have shared with you and some of the other [34:22] council members that uh we had originally uh had the Army Corps of [34:27] Engineers out. We did a sitewalk of the Sharief Creek. They were originally [34:32] going to do a study and try to mitigate uh some flooding um or the flooding uh [34:39] within the the Tree Creek corridor. Um but I think we have that opportunity has [34:48] passed. Therefore, uh I make a recommendation to the board [34:53] that um we not utilize $300,000 in a flood plane. I do not see FEMA giving us [35:01] uh a green light to build anything in a flood plane. We would have to [35:06] uh we'd have to get a lot of permits. We would have to go through a lot of red [35:10] tape to put 300,000 into a flood plane. And I'm just recommending it to council [35:16] not to do that. uh to uh perhaps um take that money, look at how we could apply [35:23] it to the school property after the demolition is completed. Uh whether we [35:30] start enhancing playgrounds for the children, enhancing uh any of the [35:36] existing ball fields that would be left. Um and that's just going to be up to [35:41] council and the committees to sit down and take a hard look at that. But, um, I [35:46] encourage, um, everyone, um, that serves on the [35:50] park and Rex committee, um, maybe we could get together, uh, at a special [35:56] meeting and take a really hard look at this to make sure that we're utilizing [36:00] that $300,000 um, to the fullest extent and apply it [36:06] to a project that we can have completed by uh, [36:11] July, August of 2026. Um, so, uh, we need to get to work on it [36:18] and we need to get to work on it quick because if we, uh, if we don't, you [36:23] know, have that, we might be able to request an extension. Um, and that's [36:27] that's a very good possibility. Um, the state's typically really really good [36:32] about um, working with small communities uh, for extensions. they don't like to [36:38] do it and um so if we can avoid going to the state and asking for an extension uh [36:44] I I highly recommend that. Um but I also feel that um um you know it's prudent [36:52] that we we get to work uh as a uh committees um the parks committee and [36:58] you and figure out what we're going to do with that 300,000. [37:03] Okay. All right. But we can we can use it [37:07] other places. We don't have to use it at the Herald Miller Park. Correct. We [37:12] would have to go back to the and ask them to approve a change of scope. Um [37:17] even if it's to use it up at the school property. So there would be a process to [37:21] that. [37:25] It'd be nice if they would grant you the extension because you don't know how [37:29] fast the buildings are going to come down. Uh, I know they I know their plan [37:34] was pretty quick, but I mean, look at the high school. It's down, but the [37:38] cleanup's taking Exactly. Good old time. It's fair. It's fair. I mean, not [37:44] necessarily saying they could close her down here in a couple weeks and [37:51] anything's possible. I guess you that'll be determined what [37:57] they do there. Yeah. Okay. [38:02] All right. Um, then moving forward to new business, I would say uh, uh, PO's [38:09] 17552 through 17556. Um, if I could get a motion to [38:14] accept those. [38:30] Yes. [39:04] They'd be all the way in the very back, Chris. So, you start with the very last [39:08] page and work your way forwards. Yeah, that's where I went. [39:40] I'll pass around and then I'll put back in the [39:43] book. [40:01] didn't cost that much. [40:34] What have to be done for the charger off that much for turn signal? [40:40] the turn signal. That's a lot of work. The whole column, everything is torn [40:45] apart. That's not like the old school like, you know, it's the lever. Okay. [40:50] Everything. That's why I was wondering if was the lever or what was the signal [40:54] itself was the biggest part of it. The high dollar part. [41:02] I figured that's what it was, but not sure. And then some of them are like a [41:08] half moon shape where they take part of the throttle apart, put it in. That one [41:12] goes around the actual wheel nuts. They had to pull the airbag in the steering [41:16] wheel or take that one out, slide it over, and put everything back on and [41:21] reset the airbag. Okay. And yeah, I went as long as I [41:26] could, kept bumping, bumping it. It kind of [41:32] just it wasn't as obvious to that day that day, but at night time you can [41:37] really tell [Laughter] [41:43] when. But it's the turn signal, the high beams, and the [41:48] windshield washer washer fluid and brighter all on [41:53] that one. I think [42:02] And it rained a day after I was hit and my ring and I had to pull the fuse to [42:06] the wipers to get the wipers to shut off. [42:13] Make a motion on that one. I make a motion to pass. All right. Thank you. [42:19] Chris, can I get a second? Go ahead. [42:23] We'll give it the full. All in favor? [42:28] All oppose. Same sign. Mayor Martin, if if I may, when you are [42:34] accepting those motions, if you could call out who made the motion just so we [42:38] can pick it up on the recording. Sure. Thank you. [42:45] All right. Um, March and April 2025 expenses, revenue, fund reports for [42:50] review. Um, we've got down Leo on this. Lee, did [42:55] you have some comments on those? [43:00] Um, not really on the ex I mean, I guess some of you are new and you might not [43:04] have seen these before. So, um, just kind of an overview on the financials [43:09] themselves. Um, this is normally what we give every [43:14] month after the reconciliation is complete. A fund report, a revenue, [43:18] expense. Um you can see on the fund report like [43:23] what the current balance is as of April 30th and then that encumbered amount is [43:29] current purchase orders that are open. Um so then that available balance is [43:33] what is left after those purchase orders if everything was to be paid on those. [43:39] Um, the big thing to look at on your revenue expense is you can see there's a [43:44] percentage column on both of those that kind of show you where you're at at that [43:49] point in time. Um, as to what percentage of the revenue you've collected versus [43:54] what percentage of the expenses that you've collected. Um, I haven't done a [43:58] deep dive into this um, just trying to get everything caught [44:03] up. But basic well on a basic overview [44:07] everything right now looks to be pretty well off. Um there's nothing alarming [44:14] sticking out here. Um fund balances are relatively at a good spot um without [44:21] taking a deeper dive into it which I plan to do here in the near future. [44:39] All right, sounds good then. And Seth, I [44:43] need a motion. Oh, I'm sorry. I Sorry, mayor. So, Leah, basically just for just [44:49] general uh for council, we have three new [44:55] council members. [44:59] Um, in looking at the revenues and expense statements, [45:05] um, there's there's been, um, there's there's been, uh, a lot of, uh, [45:11] speculation, one might say, uh, within the community that, uh, we've heard [45:17] things like bank we're going, we're bankrupt. Is that a true statement? [45:23] That is not. Thank you. Um the village at this point [45:28] in time it's in good standings. Thank you. And we are within budget. We [45:35] are not over budget and we are not expending. We are not spending outside [45:40] of our budget limits. Is that correct? That is correct. We are actually at this [45:46] point in time through the end of April we are under budget. [45:51] Thank you Mayor Martin. I would like that um uh just reiterated uh in our [46:00] minutes that we are under budget, that we are not bankrupt and [46:05] that the village is operating smoothly financially and this comes from um our [46:11] accounting firm uh Barney and Frink. Um and uh I I think current council should [46:18] be very pleased um for where we're at and what we've come through over here [46:23] the past couple months and um how we are being fiscally responsible as uh as the [46:29] leadership that um uh that the community is relying on and um I'm very proud of [46:36] your leadership. very proud of seeing what's happening with our budget and the [46:40] decisions that are being made and this council and the council moving forward [46:44] should be very proud of of this accomplishment. [46:51] Yeah, I I think I would echo that. I've I've heard some rumblings um here and [46:56] there of of people saying that we're going under, we have gone under, we're [47:00] bankrupt, and it's it's just utter nonsense. I I would really like to think [47:04] somebody would just reach out and and ask. Uh but people seem much more [47:08] willing to type on keyboards than they are to ask questions. And I think that's [47:12] a crime shame. Um so uh for for those and and for the record, I would say [47:18] absolutely the the case. We're we're not in bad shape right now. I'm not saying [47:22] we don't have some high hills to climb in the coming years. We certainly do, [47:26] but we're certainly aware of those and uh are working extremely hard uh to try [47:31] to make sure that we're navigating those waters the absolute best we can. So, um [47:36] very grateful for everybody who has a hand in that. [47:41] All right. Uh Steph, do I need a motion on the bank [47:45] reconciliations and expense um expense revenue fund reports? [47:51] Maybe a motion to accept the bills and pay the bills. [47:55] All right, I'll take one of those. A motion to accept the bills, pay the [47:58] bills. A motion to accept the bills, pay the bills. Thank you, Josh, for making [48:02] that motion. Betty, thank you for seconding. All in favor? All oppose? [48:07] Same sign. Carries. That takes us down to the [48:12] current uh loans and liabilities for the village of Shreve. Uh Joan, I I had to [48:18] ask you to kind of pull some of this together. Um, we we have uh saved a [48:24] contract that was entered into but not officially signed before I took office. [48:29] I don't think we've we've incurred um any I mean we've gotten a lot of grants [48:34] but but the village certainly has debts um and some loans that are out there and [48:39] I'd asked you to kind of for the new council members pull some of those [48:42] things together. Did Did you have a chance to do that? I did. I just uh [48:47] unfortunately I didn't have my file with me. So, I'm just and Leah helped me pull [48:53] this together, but we ran um the numbers and I think the new council members um [48:58] need to be aware of this that um prior uh to uh [49:08] 2024. Right now, the village has over [49:14] $560ome,000 in loans and we are paying on that. And I [49:20] um also uh you think it's really important that we get that information [49:23] out there into the public. Um these were loans for various projects um that um we [49:31] kind of want to do a little bit of a deeper dive into uh and and get that [49:36] published on the website uh for transparency. Um I do know that um these [49:43] are not related to any grants that we wrote and submitted and got funded for [49:48] in 2024. Uh all grants that were submitted in 2024 were 100% funded. So, [49:57] um I think uh just for transparency, we will uh do a little bit of a deeper dive [50:02] and get this published on our website so the community knows that u right now the [50:08] village has that amount of money out in loans. Uh and um I assume that they're [50:14] for water projects over the years um and but we are paying on them and as you [50:20] just heard our budget um is handling those loans. But I also think moving [50:26] forward before council considers taking on any more loans or at least this [50:31] council um that we uh we look at our funding um going forward and instead of [50:39] just taking out loans to take out loans that we keep continuing to look at grant [50:44] funds to fund uh projects and work hard with our state representatives [50:51] um and legislators on trying to leverage more grant money. [50:58] Absolutely. Thank you uh for making us aware of that. That's good. I I really [51:04] would like to see that deep dive as to how long these loans have been on the [51:07] records and on the books and nothing's been done about it by prior councils and [51:12] mayors. Time to figure it out. Yeah. Some of them have been there for for [51:17] some time, I know. So, yeah. Um and and so we'll we'll get that up and we'll get [51:23] it both for council and then also for the public. But um you know and and just [51:27] to address that, I think Joan, you made an excellent point in that that there [51:31] are at times grants that come in that have matching fund requirements. Um and [51:37] and for us, the $2.5 plus million that was brought in last year was brought in [51:43] fully funded. Uh the village didn't have to shell out one plug nickel um for [51:48] those grant programs. save um you know the the time that we we paid you for [51:53] which was a pittance compared to what we got. So all right um I spoke with a [51:58] gentleman a couple of weeks ago maybe not even that long uh from Julian and [52:02] Groo um they are the folks that have handled our audits um at the village for [52:07] quite some time um good fella and um they're they're excited to jump in and [52:13] uh and complete the audit. um they have uh what is it called? A an agreed upon [52:18] procedures um audit which is what we had last time um and what we had the time [52:23] before that according to the guy that I talked to. Um this is an agreed upon [52:28] procedures and abbreviated um and Leah, I'm going to I'm going to relay what I [52:32] believe I understood the guy to say, but if you if if in your experience you want [52:36] to correct me or clarify, please do. Um you have my blessing to do so. Um an [52:41] agreed upon procedures audit is more abbreviated. Um they don't write an [52:45] opinion on uh the uh the financial condition of the village. Um they're not [52:51] doing as deep a dive. Um the agreed upon procedures is something that the state [52:56] auditor's office puts out. Um he told me that we still qualify um for the agreed [53:01] upon procedures abbreviated, but he said that if we would like to go with a full [53:07] audit um and kind of have them do a deep dive into everything um within the [53:12] financials of the village that that we could certainly do that. Uh they haven't [53:16] on their end submitted the paperwork to the state. Um which means that if we [53:19] would like them to do a full audit rather than agreed upon procedures that [53:23] we can ask them to do that and they'll do that. Um, now the amount for the full [53:27] audit is $11,000. I'm speaking in rough numbers. Um, and the agreed upon [53:31] procedures, which is abbreviated, is roughly $9,000. So there's there's a [53:36] little bit over 3,000 or right around $3,000 um in additional cost for the, [53:42] you know, between the agreed upon abbreviated procedures and the full [53:45] audit. Um, I would really love us to see uh to see us um go ahead and get a full [53:51] audit and just show everybody around. we don't have anything to hide whatsoever. [53:57] Um get the full audit done. Um we're going to have to have that done in two [54:00] years anyways. Um you only get an agreed upon procedures audit um three times and [54:05] then the fourth is mandated by the state uh to be a full audit. So that's coming [54:09] our way anyways. Um and uh I I would like to recommend it's not my decision [54:14] to make, but I would like to recommend that we just get a full audit done. You [54:17] said it's coming up in a couple years, but if we have it done now, we don't [54:20] have to have do it in two years. We'll have to have it done every two years [54:23] anyways. Uh the state allows us to get three abbreviated or agreed upon [54:28] procedure audits done in a row and then after that we have to have a full audit. [54:32] Um so the the next audit that we're going to have anyways will be a full [54:37] audit. Does that make sense? But this we don't have to have it yet, right? We [54:43] don't have to have a full audit. We're going to get an an agreed upon [54:46] procedures audit at the very least anyways. So we're on the hook for the [54:50] 9,000 to get that audit done regardless. Um, if we want to get a full audit done, [54:54] it's an additional $3,000. And Mayor Martin, if I could make a [55:00] recommendation c to council, considering that we've had now two fiscal officers [55:06] and with new staff coming in, I I highly recommend to council to just spend the [55:14] $3,000 and pay for a full audit. Not that we think that, you know, anything [55:19] that, you know, has been done wrong, but I think for a new fiscal officer coming [55:24] in that they would just want to know, have that peace of mind that um, you [55:30] know, everything's good uh, moving forward. And Leah, I don't know if you [55:34] have an opinion on that, but feel free to chime in on on your thoughts as well. [55:40] I think if you did pull on it and made it public, maybe it would squatch some [55:45] of the Oh [55:48] I think I think I think all we can do is be transparent. [55:54] Jeff, you made a motion to go with a motion to go. Chris, you seconded it. [55:59] All in favor? All oppose. Same sign. All right, I'll give him a call and say give [56:04] us the rundown. Big fella. That was probably weird, but All right. Yeah, [56:09] he's we're going to give the full audit. All right. Ordinance uh number two [56:15] um-2025. Um this is an ordinance authorizing the mayor to enter into [56:20] contract um to transfer easement or other possessorary uh interest over [56:25] certain sewage and water lines located under parcel numbers 20-00706.0000 [56:31] 000 uh comma [56:36] 20-00706002 comma [56:41] 20-2007 06005. Say that three times fast some. [56:47] All right. Um whereas a dispute exists with respect to who owns uh an 8 in [56:53] sewer line and the water lines that services partial numbers 20. Uh I [56:59] already read it. aware of those three. Uh whereas at least one property owner [57:04] believes the village must maintain the said lines whereas nothing is currently [57:08] on record indicating the village owns possesses an interest in or otherwise [57:11] has a responsibility for the maintenance of said lines whereas the property [57:14] owners have expressed an interest in transferring their interest in said [57:17] lines to the village whereas the village is willing to accept control and [57:21] responsibility over these lines because such benefits uh the general uh health [57:25] and welfare of the village. Now therefore be it ordained by the council [57:29] of the village of Shre Wayne Ohio uh as follows section one the council hereby [57:34] authorizes the mayor to negotiate and enter into a contract with the necessary [57:38] property owners to obtain full control of an 8 in sewer line and the water line [57:42] services parcel numbers uh no payments are authorized for the acquisition of [57:47] said lines. The village will then be responsible for the maintenance of said [57:50] lines. Section two uh that this resolution is in the best interest of [57:54] the village of Shreve and its residents. Section three uh that the four said [57:59] recitals are rendered to the findings of this council are hereby incorporated [58:03] into this resolution. Section four that this council hereby finds and determines [58:08] that all formal actions relative to the adoption of this resolution were taken [58:11] in an open meeting of this council and that all deliver uh deliberations of [58:16] this council which resulted in formal action were taken in meetings open to [58:19] the public in full compliance with the applicable legal requirements including [58:23] section 121.22 two of the Ohio Revised Code section five. This resolution is [58:28] hereby declared to be an emergency measure necessary for the immediate [58:31] preservation of public peace, health, safety, and welfare of the village [58:34] residents for the immediate implementation of these rules. Provided [58:37] this council resolution receives the affirmative vote of its members elected [58:41] or appointed council, it shall take effect and be enforced immediately upon [58:45] its passage. Okay. So, I'll I'll jump into this one a little bit. [58:51] um the Walters property. Um I've done a deep dive into this. I've I've been [58:57] looking at it for some time, looked at it again. Um I do think that whether [59:03] right or wrong, um that those um homeowners were promised um certain [59:09] things, or led to believe certain things by the administration of the time. Um, [59:13] and I I think that from my conversations with Habitat on which I'm a board [59:19] member, um, that they would not bring in um, a several housing developments like [59:27] that or several housing lots and then connect them um, without something being [59:31] considered a main. Um, and so, uh, essentially what we have is that sewer [59:36] line, um, on that property runs down. um one property owner is subject to the [59:42] other. If there's an issue here and this person uh has an a backup and a flood, [59:47] they have no way to force them to mess with that 8 inch line to get it fixed. [59:52] They're just on the hook. Um there were parts that were bought um at Shreve [59:57] Hardware for that. We have record of it in minutes um both I believe on the [1:00:02] waterboard at the time and within council um where that language was used. [1:00:06] It looks like an easement was started um by the previous administration and never [1:00:10] finished. Um whether right or wrong um from a legal standpoint, I think that um [1:00:16] it would be in the best interest for uh council to just let us take care of take [1:00:24] control of and take care of that 8 inch line. That would be that would be my [1:00:29] thought. So one question before just to lay this out. Does that 8 inch line go [1:00:35] underneath their houses? Just because if something goes [1:00:39] wrong and we and say it's under their basement, we would be you well the [1:00:45] village would be responsible for tearing up their basement and replacing the [1:00:48] concrete or anything. So they have they would have laterals that go through the [1:00:54] 8 in. That is my understanding. Yes. Who would have that information? Well, [1:01:00] there's no information. Yeah, we're going to have to go down do some What's [1:01:03] that? Her water lines run under her. The water Yeah, the water lines do. I know. [1:01:07] But um Well, those are the water lines that her water lines that go into the [1:01:11] house. The two outside. The two in what you're talking about. Yeah. But I was [1:01:16] just I was just laying it out before you made a decision that if they are if that [1:01:20] 8 inch is under those houses. I don't believe that's the case. Ron, is that [1:01:24] under their house to your knowledge? Not that I know, but I think it's right. Can [1:01:28] we confirm that before we I I would I would absolutely take a motion with that [1:01:32] as a caveat. Yeah. Go ahead. Sorry. On the legal side, one [1:01:38] thing we can do is um there's another place where it's kind of similar where [1:01:43] there's a water line um being moved by that. There's an [1:01:48] existing water line roughly 5 to 10 feet away from an ingground pool. and another [1:01:55] client just recently maybe is [1:01:59] considering acquiring that line. And so a term that was discussed was [1:02:06] potentially um you know making the personal and real [1:02:12] property of the property owner the property owner's responsibility and the [1:02:16] line the municipality's decision uh responsibility. So, something we could [1:02:20] do here is say, "Look, we'll go in and we'll fix that line that's running under [1:02:24] your house, but we're only responsible for the line. We're not responsible for [1:02:28] your house." And we can kind of carve it up a little bit language-wise to, you [1:02:34] know, make sure we don't destroy their house, but that the village is also not [1:02:38] absorbing and a cost that maybe the taxpayers don't want to bear. [1:02:44] I I think that they already did the line under their house because they had their [1:02:51] basement torn up and new line put in. So they're talking about That's not [1:02:56] the line we're talking outside. Right. That's not the line we're talking about [1:02:59] right now. They're right. This is the main line more or less [1:03:04] getting it out there. So right there two different stories that I [1:03:09] got. That's way before I was in this area. One [1:03:13] was is that there's supposed to have been there's two houses, but there were [1:03:20] supposed to have been four. And one story they they got the [1:03:26] homeowners got was is that the reason they did it and didn't do the lines out [1:03:31] to the main like this was because the [1:03:37] mains was not low enough and there wasn't enough drop. Okay. [1:03:43] I'm not sure how there's not enough drop since they're on the hill. And then the [1:03:46] other story I got was because it was Habitat and they were going to put in [1:03:50] the extra houses and there was already two [1:03:53] there. They ran a plastic line from that house down [1:04:00] to the main down here. That way it saved habitat money because they only had to [1:04:05] pay one tap fee. So Bruce said that's good idea. You only have to pay one tap [1:04:09] fee instead of each habitat house having to pay its own separate tap fee all the [1:04:14] way down. Yeah. plastic. Is that a 8 inch line? Do you believe it's sticks? [1:04:20] So the the 8 inch line we're talking about, is that [1:04:24] a carbon? Is it? I do believe it's plastic. I I cannot state it for a fact. [1:04:31] But one way or another with prior administrator [1:04:35] administration agreeing on that, I I do agree to probably should take care of [1:04:40] it. Other than the reason the two councils before were so scared of it is [1:04:45] because the material it was made out of they were afraid of breaking it right or [1:04:48] when they come up to jet they jet from the bottom they might blow sewage into [1:04:53] this house trying to jet up to this house since it's all in that all on the [1:04:59] same light. Okay. I'm under the the right assumption from what I've been [1:05:06] told. Isn't there a clean out at the Walters house? There is there's a clean [1:05:11] out there's a clean out for from their line out to that line on the side of [1:05:17] their house. It's right out front by their steps. That clean out only is for [1:05:21] here to here in the driveway. Yeah. I thought that was the [1:05:27] water little miniature hide right there. Oh, okay. Because I was told it was in [1:05:31] the flower bed, but I wasn't told which exactly flower bed it was in. And we [1:05:35] have we have we have jetted that, but we just turned the jeter way down. So, we [1:05:39] got Yeah, that's what I just heard. I Yeah, I mean, and and you know, the the [1:05:46] administration that I talked to at Habitat, um the the individual that was [1:05:51] there at the time is not who is there now, but uh they said that would fly in [1:05:55] the face of absolutely everything that they stand for, operate by, and to to [1:06:00] run it like that to save a couple of bucks. I mean, you know, they they have [1:06:04] these projects fully funded. I can't see Habitat doing that. Um, so I I think we [1:06:10] just handle it and take care of it. I think it's low risk and I think it's us [1:06:13] doing the right thing by a citizen. I agree and I like Seth's, you know, [1:06:17] little piece in there to protect us. Yeah, I like Seth's piece in it to [1:06:21] protect us. I also think that it might be a good idea to just maybe ask [1:06:24] engineering associates to shore up um some of those things. Um, ask some of [1:06:28] those questions, make sure that we're thinking of it all the right way. Um, [1:06:32] and and uh given that as a caveat, can I get the motion to accept the ordinance? [1:06:36] Actually, it would be to suspend the rules. [1:06:39] Suspend the rules. All right. Thank you, Chris, for that motion. Can I get a [1:06:43] second? Thank you, Betty. All in favor? All oppose? Same sign. All right. Um, [1:06:48] then I would entertain a motion uh to accept um or to pass um ordinance number [1:06:54] 2-2025 um with the caveat that's been mentioned [1:06:59] uh by Seth and um the review by uh engineering associates. [1:07:05] Thank you very much. a motion to accept with uh ordinance [1:07:11] 2-2025 with uh sess revisions and engineer. Sounds good. Thank you, Josh, [1:07:18] for that um motion. Can I get a second? I'll second it. Thank you. All in favor [1:07:23] say I. I. All oppose. Same sign. Motion carries. A couple of quick [1:07:29] matters um that we've already kind of discussed. We knew we would have to [1:07:32] circle back with some resolutions and here they are in front of you. [1:07:35] Resolution uh 8-2025 authorizing uh the participation [1:07:40] in the ODOT road salt contracts awarded in 2025. Um this is what we had [1:07:45] discussed before. We tap on a few extra loads. I invited it was four that right [1:07:49] uh four additional loads and so um we we want to make sure we're not in a [1:07:54] position where um we don't have salt for our streets. So um this was something we [1:07:59] had discussed already um but I would need a motion to uh accept it. Motion to [1:08:05] accept. Thank you, buddy. Can I get a second on that? [1:08:10] Thank you, Chris. All in favor say I. All oppose. Same sign. [1:08:15] All right. Motion carries. Resolution 9-2025. Same story here. Uh this was [1:08:22] discussed um last meeting. Um we just have a resolution kind of firming [1:08:26] everything up. Uh that would be a resolution authorizing the mayor to [1:08:29] enter into the contract with Valley Spray Service LLC for mosquito control [1:08:34] program 2025. Um so I would like to move. All right. Excellent, Jeff. Thank [1:08:40] you. Can I get a second on that? I'll second. Thank you, Josh. All in favor [1:08:45] say I. I. All oppose, same sign. All right. Motion carries. Okay. Um the [1:08:52] spring cleanup um would be on June 30th. Uh we do have that posted online um and [1:08:58] we've shared that out to our Facebook page as well just to try to get the [1:09:01] community up to speed on that. Um so we've we've done that. Um we do have [1:09:06] several letters um from uh Kimble that have gone out to residents or will [1:09:12] potentially. Um we're looking into that, but um we have a couple of residents who [1:09:16] are using Rumkey rather than Kimble. Um Kimble is stating that that that is in [1:09:21] violation of the contract we have with them. Um, I've spoken with Seth about it [1:09:25] and uh, we're we're looking into into the contract and that piece of it. Uh, [1:09:29] but we certainly want to make sure that we're not in breach of contract with [1:09:32] Kimble. So, just to keeping council up to speed on that. Now, is it okay in the [1:09:40] trailer park? I don't know offhand which addresses were there um, were were using [1:09:46] it. I don't believe it was the entire trailer court. I don't believe. Um Joan, [1:09:51] you spoke with Kimble when they were here. Is that right? Yeah. Um there are [1:09:56] about five addresses. Um and uh I don't have those with me, but I know we're [1:10:03] getting ready to write the letters and send out the letters with a copy of the [1:10:07] contract. [1:10:12] All right, there we go. All right. Um, we've had a couple of [1:10:18] public records replace that I'm just going to bring into council and I'm [1:10:22] going to read them real quick so that we have them on record. Um, we're going to [1:10:26] be working to get these um, completed, compiled, and done um, here within the [1:10:30] next two to three weeks as we're able to do so with the heavy workload we have [1:10:34] elsewhere. Um, but we'll we'll certainly make them a priority. One of them comes [1:10:38] from Linder Dear Village Hall. I'm writing to formally request access to [1:10:41] public records pursuant to the Ohio Public Records Act, Ohio Revised Code [1:10:45] section 149.43. Specifically, I'm requesting the following. All records of [1:10:49] resignations submitted to the village of Shri or possessed during the years of [1:10:53] 2024 and 2025. A copy of the projected budget for 2025 is submitted to council. [1:10:58] Uh all letters of interest, resumes submitted to council to fill the vacant [1:11:02] council seats of Heidi Gar, Matt, um Laramore, and uh Tracy Pollson, I think. [1:11:11] It'd be Brad Latam or not. But anyways, sorry it just kind of threw me. Uh [1:11:15] documents or resumes submitted for the solicitor position, the utilities clerk [1:11:18] in the original resume submitted for the grant writer position. Um and then just [1:11:22] please call me at um when these copies are ready to be picked up, Village Hall. [1:11:27] And um there you go. So sincerely. All right. Um the next one comes from an [1:11:32] anonymous. The email account is svhs [1:11:39] fftpccyahoo.com. Dear village hall, I am I know that's a mouthful, right? Did I [1:11:43] kill somebody over the phone? Uh, dear Jo, I am writing to formally request [1:11:46] access to public records pursuant Ohio public records act Ohio Revised Code [1:11:50] section 149-43. Specifically, I'm requesting and following all records or [1:11:54] reservations submitted or processed during the years 2024 and 25. um [1:11:58] including but not limited to any documentation related to Paul Shears uh [1:12:02] and members of the city council think they mean village council um employment [1:12:07] records for Joan Zimmerly including a detailed breakdown of her work hours [1:12:10] from the beginning of her employment a day-by-day summary of her projects uh [1:12:14] she worked on during her tenure a copy of all records reflecting her hours uh [1:12:18] since her return as interim fiscal officer I would prefer to receive the [1:12:23] records in electronic format if available please conser confirm receipt [1:12:26] of this request advise any clarification or additional information that is needed [1:12:30] to facilitate the search. Thank you for your attention this matter. All right. [1:12:33] So, those we are working on. I'd say within the next two, three weeks, we'll [1:12:37] certainly have those. Um, and we'll go from there. Uh, council members that are [1:12:42] new. Um, we have set up some emails for you and before you leave, we'd love to [1:12:46] be able to get those on your devices, get your password and all that so that [1:12:49] we can start communicating at a very high level with you. So before we're [1:12:53] we're done and out of here, um after the meeting, if you'd like to stick around [1:12:56] for just about five or so minutes, uh we can get you up and running. Um all [1:13:01] right, uh servants uh uh line inventory link was posted online. Uh we covered [1:13:06] that earlier. Um and then we need to set a special meeting date uh to assign new [1:13:11] committee members and then to get some things up active and running. So um if [1:13:17] we pull that up here in the next couple of weeks, what does that look like? I [1:13:21] mean, we're coming up on Memorial Day, so I would assume at that point we're [1:13:24] into maybe the first second week of June. Um, and our regular council [1:13:28] meeting, I believe, is on June the 23rd, if I'm not mistaken. So, [1:13:36] uh, does does a day work for council? Um, actually third day be the 16th. [1:13:42] Third third Monday would be the 16th. Thank [1:13:44] you. I've clearly been working way too long. All [1:13:47] right. So, first second week, uh, does does, uh, anything work there for you [1:13:53] folks? Somebody want to toss out a day? Wednesdays are typically bad for me. [1:14:00] With my upcoming travels, I'm just hoping we do it before the fourth of [1:14:03] June. Before the 4th of June, correct? Um, so can we shoot tenatively for the [1:14:08] second, which is a Monday, and do it do it at 7 p.m.? Does that work? Works [1:14:14] right. All right. Um then we'll get that we'll work to get that posted um and go [1:14:19] that route. Get that posted on the website [1:14:23] and then also on social media as well. All right, that gives us that and then [1:14:29] from there we're coming down the end of the [1:14:34] old trail here. All right. [1:14:40] Yard sales the first weekend of June. Yes. I think. Well, yes. Seventh. Yeah, [1:14:47] the seventh. Softball tournament. So, June 9th. [1:14:54] All right. I don't know if that matters. What? They're having a softball [1:14:57] tournament June 9th. Oh, are they? Girls. I guess that's just an FYI. All [1:15:02] they've asked for us for two barricades. So, we'll have two barricades up there [1:15:06] for you. [1:15:14] It's more of a notice for me since my [1:15:21] Yes. I'd like to move to enter into executive [1:15:23] session pursuant to Ohio Revised Code section [1:15:28] 121-22 G1 to consider the discipline and order dismissal of an employee in [1:15:32] matters that are required to be kept confidential by law. [1:15:39] So, we could start executive sesh. I would like [1:15:44] to make a motion that we hire Allen Sans as part-time police officer. [1:15:51] Well, I think that would be a separate matter. Um, he's chief police. I Yeah, I [1:15:58] think think he is he's chief police there. So, but he could still work part [1:16:03] time here. [1:16:07] Yeah. Well, I I'll uh I'll happily discuss that with you um afterwards. We [1:16:12] could even cover that here in a few minutes if you wanted to. Um the motion [1:16:16] that's on it on the table before us. Um and then any invitations into that as [1:16:21] well. Is the solicitor included into that? Yeah. [1:16:26] Then then uh I guess we would do a roll call vote on going into executive Seth. [1:16:31] Is that correct? I just want to clarify that the motion is to and I'll get the [1:16:36] language up [1:16:40] here. Was it council president that made that motion? It was. Okay. So, council [1:16:46] president moved to enter into executive session pursuant to Reise Code section [1:16:50] 121.22G1 to consider the discipline and or dismissal of an employee in matters [1:16:54] that required to be kept confidential by law. And he therefore invited the to the [1:16:58] executive session all members of council. the mayor may the village [1:17:02] solicitor andor assistant solicitor and the acting fiscal officer and did we [1:17:07] want to invite uh Miss Hayrick as well due to her uh firm's [1:17:15] future possibility of being the fiscal officer I would say so we're discussing [1:17:20] fiscal matters go for um okay so then I I would and I would take a roll call [1:17:26] vote on that [1:17:29] yes sir All right, great. Then I would need a [1:17:32] second. Second. Thank you, Chris. Flo, how do [1:17:37] you vote? Yes. All right. Betty, yes. Jeff, yes. [1:17:43] All right. U then we will enter into executive session. Uh we'll cease [1:17:48] recording and we'll clear the room. [1:17:57] Yes, we'll come outside. and it comes
