Um Missouri state statute [1:41] requires that we hold a public hearing in order to set our tax levies for our [1:46] 2026 tax year. Uh tonight's public hearing satisfies that requirement. I [1:51] will point out that in the council letter that was presented to um in the [1:56] packet there was a small typo. The correct uh rates for this year's [2:01] tax rates is 4236 for general revenue 1846 for parks and wreck and 2 for the [2:10] library for um each 100 assessed valuation. The public notice has the [2:16] correct tax amounts on it. It's simply just a typo on the council letter. Sir, [2:23] » are there any questions or comments? [2:28] » Seeing none, a motion need to be made on that. So, [2:32] uh, the chair accept a motion to move out of a public hearing. [2:35] » So moved. >> Second. [2:37] » Motion made in second. Whereas the city of Saxon City Council held a public hearing in [3:21] accordance with section 67.110 RSMO prior to the adoption of the city's [3:26] 2026 2027 tax rate. We are going to continue to talk [3:44] about taxes. So this uh is being presented as Tabitha mentioned as a [3:49] public or as an emergency notice or emergency ordinance. Tax rates are [3:54] required to be set by September 1st. The board of equalization does not meet [3:59] until the end of July which doesn't allow us enough time to present this as [4:03] a regular ordinance. Apex Paving Company submitted the lowest bid with a price of [16:31] 1,3,181.36. [16:35] This time we asked the council to award the base bid and alternate number one [16:39] bid to Apex Paving Company for 1,3,181.36. [16:45] This was a budgeted item from back in well um you guys approved it um back in [16:52] April and then it was in the budget. Are there any questions or comments? [16:58] » Uh question. This this package covers a lot of streets. Right. [17:03] » It does. >> That was listed in the budget. [17:05] » Correct. >> Uh [17:07] » I don't know if the streets were Sorry. >> Streets aren't listed in the budget, but [17:10] um we had the council review the uh the plan earlier this year before we put it [17:17] out to bid. >> Okay. I thought I saw actual streets at [17:20] one time. >> Yeah, there was a there is a list of [17:22] streets out there. That's what we're approving now. [17:24] » Yes. >> The bids on it. Yes. [17:26] » And I've got those if anybody wants that information what those streets are. [17:30] » Anybody Anybody have any questions or need any of that information? [17:35] » Not the chair. The next item is Chris Ward [18:05] bid 27-10 purchase and installation of new LED sign on at Clinton building. And [18:14] Jones, you have the floor. >> Good evening, council. [18:18] Uh staff was seeking to get approval for uh to award bid bid 27-10 the purchase [18:25] and installation of new uh LED sign here at the Clinton building. Uh the one we [18:29] got now is more marquee sign order just to get an update. Uh and staff recommend [18:36] the council award the bid of 29,800 to the American Sign Service. This is a [18:40] budgeted item. [18:45] » Are there any questions or comments? [18:50] question on the on that sign. The marquee sign, you're able to put stuff [18:54] on that sign. This other one you'll be able to too. [18:57] » Yes. Yes, sir. >> Okay. [18:58] » This the old no the older one more you don't do it more manually. Make a motion we award bid 27-10 purchase and [19:16] installation LED. >> Second. Motion made in second. Roll call [19:22] vote. Rhonda, please. >> Bizzle, [19:24] » yes. >> Drake, [19:25] » yes. >> Robinson, [19:26] » yes. >> Teach out, [19:27] » yes. >> Turn, [19:28] » yes. >> And Wear, [19:29] » yes. >> Thank you, sir. [19:31] » Thank you. The next item is to uh approve renewal of workers compens [19:37] compensation policy and carry. Good evening. Um, so the city and the [19:46] site board of uh municipal utilities are seeking approval to renew our uh work [19:51] comp insurance with u me insurance. Um it has increased significantly this [19:58] year. Um you'll notice um the drivers of that is our payrolls have gone up [20:04] significantly and um we did increase our policy limits from 500,000 to 1 million. [20:11] Um we also have an increase to our experience mod which went from 1.06 to [20:16] 1.3. Um and our loss history and severity [20:21] trends have uh really increased um the past few years. So, um, that is what is [20:27] driving our costs up. The city's portion is going to be approximately 410, [20:34] uh,159 for this renewal. >> I know a lot of insurance companies do a [20:40] lot of things like Mark's [clears throat] kind of trying to [20:42] prevent and are they are there any programs or anything they doing for help [20:46] with any of that? >> Yes. So, they um they come in pretty [20:49] regularly and do um safety trainings with our supervisors. Uh we look at [20:55] safety topics um uh with our employees as well like I'm working with them to [21:01] maybe do ergonometrics training with our employees uh to work on proper lifting. [21:07] Um but they are they are very frequently looking at our claims and seeing what [21:13] what steps we can do to maybe prevent the next one. [21:18] What was the reason for the policy limit increase [21:22] » double? >> Um, we were looking at it because it the [21:27] I guess the standard is kind of moving towards that million dollar limit versus [21:32] the 500,000. So, we were trying to stay in line with the the trends there. [21:39] » Talking talking about trends, what are you guys seeing? Are you guys being told [21:43] what are we out of the norm to a city our size with our mod being where it's [21:48] at? Are they are they all battling the same battle or are we doing something [21:52] wrong? >> We I don't think we're doing anything [21:56] wrong. Um part of that is just the severity of the claims. Um like we we [22:04] lost an officer this year. Um that's a pretty significant driver. um other [22:10] cities are seeing similar trends as well. Um but is it usually comes back to [22:17] what the loss is and then what the um settlements may be and everything. [22:23] » It'd be nice if we could and I know it's not going to do anything for this one [22:27] this year, but to start seeing some comparisons of some other cities similar [22:30] to ours to be able to do that and be able to [22:33] » say is there a way to do that with their workman's comp or do they share that? We [22:37] might be able to look at it as like as a percentage wise. Um, but every city's [22:42] payroll is a little bit different and it's based off a payroll and then what [22:45] risk codes are associated with the payroll. [22:48] » Yeah. >> Or with individual. So [22:50] » e mods. >> Yeah. [22:52] » Um, we could probably ask that. Um, yeah, we could definitely look into [22:59] that. >> I don't want to be on the bottom of the [23:01] curve. That's >> No, no, no. But [laughter] the other [23:04] thing is is if we can, you know, help help that, [23:08] » I I want to know where we at, where we're at compared. I'd rather be leading [23:11] instead of following. So, >> Right. Right. [23:15] » That's the only reason why I said that. >> Yeah. [23:18] » What was the budgeted amount in this past budget? [23:21] » Uh, we did increase it significantly. Um, I believe our budget was right [23:27] around 600,000. So, we're actually going to come in a little bit under that, but [23:33] um [23:37] » this increase would take place. Uh our broker is is very proactive with our [23:42] workers compensation. He has worked with um for risk codes. there's a a range in [23:49] which our underwriter can put us at for the specific risk code and pick and [23:54] bottom has worked with MIM to get us to the lower end of that range for our [23:59] risk. So throughout as you were talking about the best that we can do we are [24:03] actively monitoring that our broker is monitoring that for us and we're having [24:08] quarterly meetings. We have risk assessments all of those things. [24:11] Additionally they waved their um on this year [24:18] instead of just once a year us as a council if we could even on when we do a [24:24] study session or something like that just I don't know once or twice a year [24:28] at least be able to see how we're doing because if we also want to not only do [24:33] we want to chastise and say hey something's going wrong we need to watch [24:37] out what's going on but we also want to if we're being successful say hey this [24:40] is great you know so if we could just when we do our study sessions sometimes [24:46] bring that to attention. Just say, "Hey, we we're better now than we were last [24:51] quarter." Or something like that would be nice. [24:54] Go ahead. Amanda come out once a year. [24:58] » Yeah. But we know but you know you know what it entails. So you know how many [25:01] work complic cases that we're having. So if lost time accidents and things like [25:07] that, everybody tracks that. So we can see if we're doing better or worse. [25:11] [clears throat] >> Yes, sir. [25:12] » That'd be great. I got a note. >> Uh, are there any questions or comments? [25:20] » Chair will accept the motion. [25:25] » I make a motion to accept the work work compensation [25:31] » policy. Motion made second. Roll call vote. Rhonda, please. [25:34] » Drake, >> yes. [25:36] » Robinson, >> yes. [25:37] » Teach out, >> yes. [25:38] » Trano, >> yes. [25:40] » Wear, >> yes. [25:41] » And Bizzle, >> yes. [25:44] Thank you. And the next is request authorization to purchase prisoner [25:48] transport van for DPS. And [25:54] Captain John Broom, you have the floor. >> Good afternoon. I'm requesting uh that [26:02] we award a state vendor uh to purchase a new transport van. This van would uh [26:08] replace a 2001 model that we have has well over 250,000 miles. Has some uh [26:14] mechanical issues, no air conditioning to the to the rear of it. We can't use [26:18] it during the warmer months. Um this van would be a 2027 Ford uh Transit. It the [26:26] the the price is $81,1725. [26:31] Um however, that comes with the emergency equipment in it. comes with [26:34] the camera system in the back and the prisoner partitions in the rear of the [26:39] vehicle. Um the funds used to purchase this would come from the city drug [26:43] seizure fund. It wouldn't come from the the general revenue account and um which [26:49] those funds specifically can be used for items like this. [26:54] » Any questions or comments? >> I do have one question. Captain U. Does [27:00] this new one have a way to secure the um riders? [27:05] » Um there should be seat belts in there. Um yes. Yeah, there will be seat belts [27:10] in the back of it. [27:13] » Any other questions or comments? Chair would accept a motion. [27:20] » Make a motion we purchase the new prisoner transport van for DPS. [27:24] » Second. >> Motion made second. Roll call vote. [27:26] Rhonda, please. >> Robinson, [27:28] » yes. Peach Out. >> Yes. [27:31] » Turnbo, >> yes. [27:32] » Wear, >> yes. [27:34] » Bizzle, >> yes. [27:35] » And Drake, >> yes. [27:36] » Thank you. >> The next item is the request authorized [27:41] purchase of a 2026 Dodge Durango DPS. And Captain Ryan Smith, you have the [27:47] floor. >> Good evening. [27:49] » Good evening. >> You're stuck with me for just a little [27:52] bit. So, >> Oh, you are on here for a while. [27:55] » Yeah. Let's get prepared here. [clears throat] [27:57] » Okay. DPS is requesting to purchase one 2026 Dodge Durango from Landmark Dodge [28:01] at the price of 42,136 and use the remaining budgeted dollars [28:06] to outfit it with necessary equipment. Uh Landmark is a state approved vendor. [28:10] A portion 28,98550 of this is being funded by the Blue [28:15] Shield grant. The funds from the vehicle and the equipment needed to outfit it [28:18] were included in the FY27 budget for DPS pending the award announcement of the [28:22] Blue Shield program. Uh the remaining balance which is 16775 for just the [28:28] purchase of the vehicle is uh being covered by drug seizure funds from DPS [28:33] and not part of general revenue. Um the remaining funds that will be needed for [28:37] the emergency equipment are going to come out of that budgeted money and uh [28:42] there's plenty there to cover that expense. So we're just seeking approval [28:45] to proceed with that purchase [28:50] » there. So the the other funds that it's going to take it be like like $8,000 [28:55] $9,000. Is that right? >> Estimated somewhere around 10 [28:59] » 10. Okay. >> Yeah. It's once you put all the [29:00] emergency equipment plus installation. Uh that's for the emergency equipment [29:05] coming out of the budgeted funds. Right. The 16775 for the other half of the [29:10] vehicle itself purchased come out of drug seizure funds. [29:14] » Are there any questions or comments? Chair accept a motion. I'll make a [29:19] motion we uh authorize the purchase of 2026 Dodge Drain. [29:24] » Second. >> Motion made second. Roll call vote. [29:27] Rhonda, please. >> Peach out. [29:29] » Yes. >> Turn. [29:30] » Yes. >> Wear. [29:32] » Yes. >> Bizzle. [29:33] » Yes. >> Drake. [29:34] » Yes. >> And Robinson. [29:36] » Yes. [snorts] >> Uh the next item request authorization [29:40] to purchase a incar camera system for DPS. And Captain Ryan, you still have [29:46] the floor. >> Okay. With this new vehicle comes the [29:50] need to purchase [clears throat] an additional in-car camera system. Our [29:54] current vendor is Motorola for the majority of our cars. And this to uh [29:59] purchase another system. We bring it to council because it is a 5-year contract [30:02] that exceeds 10,000. Total over 5 years is 10,6560. [30:07] It's paid at payments each year of $21312. [30:12] And that is included in the FY26 budget. Any [30:19] questions or comments? [30:22] Seeing none, the chair would accept a motion. [30:25] » Motion to approve the purchase of the incar camera systems for DPS. [30:28] » Second. >> Motion made a second. Roll call vote. [30:31] Ronda, please. >> Drake, [30:34] » yes. >> Robinson, [30:35] » yes. >> Teach out, [30:36] » yes. >> Turn, [30:38] » yes. >> Wear, [30:39] » yes. >> And Bizzle, [30:40] » yes. Next item, request for authorization to purchase used vehicles [30:44] for DPS. And Captain Smith, you're still up. [30:47] » Thank you. All right. DPS is requesting authorization to spend up to 25,000 to [30:53] purchase one or more used utility vehicles. The vehicles or the vehicle or [30:57] vehicles would replace utility vehicles in the DPS fleet that are no longer in [31:00] service uh due to disrepair and their overall condition. [31:05] Uh this just goes on. Because used vehicles [31:11] uh inventory change so quickly, suitable vehicles may be sold before a specific [31:15] purchase can be brought back to the city council for approval. Authorization for [31:18] an amount up to 25,000 would allow DPS to locate an appropriate uh appropriate [31:23] vehicle or vehicles, negotiate with the seller, and complete the purchase while [31:27] the vehicle remains available. Any purchase under this authorization would [31:30] be funded entirely with drug seizure money restricted to law enforcement [31:33] purposes. These funds are separate from the city's current operating budget. [31:37] Therefore, the request would have no financial impact on the city's uh [31:40] current budget. The purchase procedure is consistent with the city of Syson's [31:44] current purchasing policy. Approving approval will provide DPS the [31:48] flexibility to replace out of service utility vehicles in a timely and [31:51] cost-effective manner. So, we're just seeking approval to proceed with those [31:54] purchases. >> Any questions or comments? [31:58] » What What do you mean by utility vehicle? like a [32:01] » we have use for vehicles at times that are not black and white patrol vehicles. [32:05] » I got you. [32:10] » Any other questions or comments? Chair accept a motion. [32:15] » Make a motion we approve the authorization to purchase uh DPS utility [32:19] vehicles using drug seizure. [snorts] >> Second motion made second. Roll call [32:24] vote. Ronda, please. >> Robinson, [32:26] » yes. >> Peach out. [32:27] » Yes. [clears throat] Crown vote. >> Yes. Wear. [32:30] » Yes. >> Bizzle. [32:31] » Yes. >> And Drake. [32:32] » Yes. >> Next item. Authorization to accept 2025 [32:37] law enforcement terrorism prevention activities grant. [32:42] And >> it's a mouthful [32:44] » again. >> It's me again. [laughter] [32:46] The next couple are free money, so that's always good. Uh, Sykes DPS [32:50] previously applied for grant funding to upgrade equipment technology on the [32:53] department's mobile command truck, which was placed in service around 2009. Since [32:57] that time, several components have been updated, primarily computers and monitor [33:00] equipment. Through various grant funding opportunities, DPS personnel consulted [33:04] with the trucks manufacturer, which was Frontline to identify operating [33:08] equipment and determine the up determine the upgrades necessary to bring the [33:12] vehicle's technology and operating system current standards. Frontline [33:16] provided us two-phase proposal for the recommended improvements. The first [33:19] phase uh which you have in front of you is the KVM upgrade includes several [33:24] updates to the system that integrates the various computer programs and [33:27] operations on board the truck. Uh this first phase is estimated at 18538740. [33:34] Uh we applied for funding through the LEPA grant and was awarded 66,47747 [33:41] during the 2425 grant cycle. In 2025, we uh had the opportunity to apply for the [33:48] additional funding. Obviously, the cost had increased a little bit. Uh so, we [33:52] applied for 142,52253. Uh we were notified in 2025 that [33:58] application was approved for full funding. Uh we're requesting approval to [34:03] accept the 142,52253 grant award from the state of Missouri. [34:10] It's a two-pager. [34:14] uh once the updated pricing we're working with frontline and McQueen who [34:17] will do work. Uh once they get us their updated cost because it's been almost a [34:23] year since we've visited this due to uh government funding. Uh once we have [34:28] those updated cost and timeline, we'll bring that back to council for approval [34:32] to proceed with those the first phase of upgrades. I'm hoping to have that at the [34:36] next council meeting. >> Are there any questions or comments? [34:42] Chair accept the motion. >> I move we accept the 2025 LAPA grant [34:49] award. >> Second. [34:51] » Motion made in second. Roll call vote. Ronda, please. [34:53] » Peach out. >> Yes. [34:55] » Turn. >> Yes. [34:56] » Wear. >> Yes. [34:57] » Bizzle. >> Yes. [snorts] [34:59] » Drake. >> Yes. [35:00] » And Robinson. >> Yes. [35:03] » Next item. Request authorization to accept and proceed with the 2025 RHSC [35:09] grant purchase. for the last one. [35:12] » Last one. DPS applied for and received approval for two grants to the local [35:17] ARSOC in the amount of 25,342. One of those is 17212 and one of them [35:22] was $8,130. Uh these fund crucial services required [35:28] for the mobile command truck to communicate. [35:30] Uh both grants are from the same funding source. [35:35] The proposed purchases are they cover our uh satellite upgrade [35:42] uh cellular gateway which is already existing. It just uh combines it with [35:45] the satellite that they're upgrading to and continue service for a year and our [35:50] instant connect services which integrate our radios into a computer system for [35:54] the dispatchers that are working on board the truck. Uh this covers a year [35:58] of uh service and upgrades with that system. All services requested are [36:03] provided by the current service providers for the mobile command truck. [36:05] The grant will cover all the associated cost ensuring there's no financial [36:09] burden on the city of Sykes. So approval to accept that grant award. [36:15] » Questions or comments? Chair to accept a motion. [36:20] » Make a motion that we authorize and accept uh to proceed with the 2025 RSO [36:26] grant. >> Second. [36:29] Motion >> made second. Roll call vote. Rhonda, [36:30] please. >> Turn. [36:32] » Yes. >> Bear, [36:33] » yes. >> Bizzle, [36:34] » yes. >> Frank, [36:36] » yes. >> Robinson, [36:37] » yes. >> And teach out. [36:39] » Thank you. >> Thank you. Next item, request [36:42] authorization to purchase furniture for the new fire station. And Captain Sack, [36:48] do you have the floor? >> Hi, how are you tonight? Um, we're here [36:52] to ask to go ahead with the purchase of the furniture for the station. Uh this [36:57] furniture will cover everything from office furniture, dining furniture, [37:01] living room furniture, and bunk room furniture. Um for total of $58,119.12. [37:11] Uh we went out to the this is going all to the lowest bid [37:17] on that. Uh it just wound up being all in the same company. uh they were able [37:22] to provide everything that we needed for those items. [37:30] » Any questions or comments on the fire station furniture? [37:35] » Seeing none, the chair would accept a motion. [37:38] » Make a motion for the purchase approval of fire station number two furniture. [37:42] » Second made second. Roll call vote. Rhonda, please. [37:47] » Where? >> Yes. [37:49] » Bizzle. >> Yes. [37:50] » Drake. Yes. >> Robinson. [37:52] » Yes. >> Peach out. [37:53] » Yes. >> Yes. Thank you. [38:01] » Okay. There was one item that was walked on and this is the bid 2708 Greenbird [38:06] ditch mopping and clean out. And Mr. Dial, you have the floor. Good evening. [38:13] The street department had uh budgeted this year for the mopping cleaning out [38:17] of the green brier ditch. Bids uh for the projected were for projected were [38:24] open uh Wednesday, August the 5th. There were [clears throat] a total of four [38:29] bids received. The lowest bid was from Ryan Escavation. [38:34] After looking at the project more closely, the contractor determined that [38:38] they would not be able to complete the project. [38:42] Therefore, the contract uh the next lowest bid is AC James uh excavating and [38:49] crane rental in the amount of 63,750. [38:55] Uh staff recommends that the council award the bid in the amount of 63,7 $750 [39:02] to ACS Escavating and crane rental. This is a budgeted item [39:08] » that will that take care of that whole ditch behind Green Broward and and what [39:12] do you think the timeline for? >> How long will it last before we have to [39:17] do this again? Do you think? >> Usually every three years. [39:20] » Okay. >> Basically about three years. [39:24] » Any questions or comments? >> So I mean we just did this about three [39:28] years ago. I was thinking it was two but it was [39:31] » it might have been two or three years. >> Did we do the the portion [39:36] west of the railroad though two or three years ago [39:40] » I'd have to look it's it's typically every two to three years I mean u due to [39:46] the fact our mowing machine will not reach the bottom and that's where we [39:50] getting our complaints from the residents is the vegetation it ain't so [39:56] much the ditch being silted in it's all the vegetation that we cannot reach so [40:02] you got to have a long reach machine to get into it That's reason the Ryan [40:07] excavation he didn't have the long reach machine. He thought he can reach it but [40:11] once he got there he couldn't reach it. So uh we had to go to the next lowest. [40:20] » Any other >> I guess what I was just getting at you [40:23] don't recall what that bid was what what we paid the last time. [40:27] » Uh it was I probably about this amount. I mean, wouldn't don't you [40:32] » I think the last time we did the portion west of the railroad tracks uh was eight [40:39] or 10 years ago. We do east of the from the highway to the railroad tracks. We [40:43] do that for sure every two or three years. [40:45] » Okay. >> Um but I think I remember from eight or [40:49] 10 years ago that it was it was 30 something thousand and that was less [40:54] than we expected at that. >> Okay. But I'm not I may be [40:59] misremembering all that too. >> I I think we've done it since [41:02] » Have we done >> since then? I I'm not. But uh yeah, it [41:07] it just it's due to vegetation more than anything. [41:12] » So whether or not it was or not, it needs to be done. [41:15] » Yes, very much. >> Yeah. Uh we uh Brian took Richard and I [41:19] out there uh right after Richard take a look at it. And as you get out to the [41:24] further to the west, um there's, you know, it grows up with saplings and and [41:30] silts in and all kinds of stuff. >> Any other questions or comments? [41:36] » Chair accept the motion. >> I move we award bid 27-08, [41:41] Greenbryer Ditch Mopping Clean Out to AC James Escavating. [41:46] » Second. Motion made second. Roll call vote Rhonda, please. [41:49] » Bizzle, >> yes. Drake, [41:51] » yes. >> Robinson, [41:53] » yes. >> Teach out, [41:54] » yes. >> Turnbo, [41:55] » yes. >> And wear, [41:56] » yes. Thank you. Are there any other items to be brought before the council [42:00] tonight? >> Yes, sir. [42:03] » Want to find out they took up a bunch of the post around [42:06] a parking area at the lake behind Lowe's. Uh going on there and they're [42:13] going to replace that. What's the deal? >> Good calling, Eric. Eric Parks. [42:23] Yes, sir. So, we did remove all the posts out at uh Matthews Park. Uh we're [42:28] not going to replace those with anything. We are going to come in with [42:31] some uh barriers at the bottom of the hill leading into the pond. Uh so, no [42:37] one could just drive off into the pond, but we are not going to replace those [42:40] with anything at this point. [42:44] Yeah, those I mean we were get they were those uh post and pillars were [42:52] getting pretty wore out and they didn't they didn't and Mr. Crow, they didn't [42:55] look that great right there either as far as those post and those [42:59] » post around the parking lot out there. >> Yeah. Yes, sir. Yeah, they were they're [43:02] just kind of an eyesore there right off the interstate. Um and as far as people [43:08] driving off the designated roadways, they were doing that anyways. there's [43:12] ways to get through. Um, so, uh, you know, that wasn't stopping them from [43:17] doing that in the first place. So, >> I guess I'm not I'm not understanding [43:21] what [43:24] » are you talking about going on the gravel road from that point on? Is that [43:28] what you're talking about? >> Yes, sir. So, the the road that leads in [43:31] is pavement and then you got the gravel that leads around to the gravel parking [43:35] lot. people were already getting off that going off into the grass. [43:41] » And Mr. Crow, later on we might look at putting some, you know, there's always [43:45] an opportunity that we might put some big rocks or something like that instead [43:48] of those ugly yellow posts with cables. Uh, but still if somebody wants out [43:54] there, it's we all know they can still make it out [43:58] there. It just detours the >> people. Are you still Are you still [44:01] going to leave the boat ramp there? >> Yes, sir. Yeah. Yeah, the boat ramp will [44:05] for sure stay there. Yep. >> Yes, sir. Thank you. [44:11] » Are there any other items be brought for the council tonight? [44:17] » Go ahead. [44:22] » Do I need signs? >> Yes, ma'am. Please. [44:38] Good evening. I want to address three connected issues [44:42] » issues tonight with residents. What residents are being asked to pay [44:48] what we are investing in our children and the level of accountability we [44:53] should demand when public money and surveillance technology are involved. [44:58] First taxes and our children. Tonight's packet project appro pack packet project [45:03] projects approximately 2.16 million in city property tax revenue about 540,000 [45:11] at about 540,000 of that is especially [45:16] projected for the park fund. Yet families continue to see very few [45:22] meaningful accessible places and programs for our kids and teenagers [45:26] mainly. [45:29] I'm sorry. Um, [45:34] to stay busy, build skills, and stay out of trouble. Tonight, the parks [45:39] department is also asking for a 29,800 for an LED sign at the Clinton building. [45:46] I am not saying the sign is not important or improper. I am saying I am [45:52] asking what with more than half a million dollars in projected park park [45:58] property tax revenue what percentage is actually being invested in youth [46:03] programming recreation facilities and safe places for children. At the same [46:09] time, this agenda contains substantial public safety purchases and grants and [46:13] approximate 81,000 prisoner transport van of 42,136 [46:19] Dodge Durango authority for up to 25,000 additional [46:25] use DPS vehicles and major technology grants. I understand some of these funds [46:30] are legally restricted and cannot simply be moved to parks. My question is [46:35] different. Are we pursuing grants and outside funding for our children with [46:41] the same intensity that we pursue funding our for enforcement and [46:46] equipment? Second item J is not just a dash camera purchase. The council [46:53] summary calls it a live year a five-year Motorola incar camera system, but [46:59] Motorola's actual quote expressly includes an M500 automatic license plate [47:05] reader or ALPR service together with cloud video storage. Before approving [47:12] it, the public deserves to know what plate and location information will be [47:17] collected. How long will it be retained? Who can search it? Will every search be [47:22] audit audited? Can it be shared with other local, state, or federal agencies [47:27] outside of networks? Who owns the data? And has the city attorney reviewed the [47:34] complete privacy retention and data sharing terms? I am asking council not [47:39] to approve the surveillance cap capability without first establishing [47:43] clear public safeguards and I know you've already passed it. [47:48] Third residents are already carrying substantial costs. [47:53] The proposed com I'm on it's only one paragraph left. [47:59] » Go ahead. >> Thank you. The proposed combined [48:01] property tax rates raised from se997 [48:08] to 8.8082 per $100 assessed valuation while [48:14] residents have also expected experienced BMU rate increases. I am asking for a [48:20] dollar for-dollar public accounting of those BMU increases including whether [48:24] any current or projected expenses relate to the PCE contamination wells 8 and or [48:31] 13 plant 3 monitoring engineering treatment or replacement infrastructure [48:38] and exactly how much is being paid by Vesus airmark rather than tax rateayers. [48:43] Finally, please clearly clarify two discrepancies before prov approving the [48:48] tax levy. The packets public hearing. Oh, no. I I see where she said that that [48:53] was a typo. Residents deserve investment and prevention as well as enforcement, [48:58] protection of our privacy as well as public safety and a clear accounting for [49:03] every additional dollar we are being asked to pay. Thank you. on the PCE [49:08] contamination of BMU. I know you told me last time to go to BMU and and Vestas [49:15] and DNR. I have I have been requesting [49:20] documents from DNR since back in April. I still the one request that I've made [49:26] has still not been fully fulfilled. It's been a delay after delay after delay. I [49:30] requested information from BMU and BMU told me that I asked for the accounting [49:37] of the amount of rate in what amount of the rate increases was um was obtained [49:44] for the phase one of the project that we're now in phase two of and what about [49:50] what amount of that had been spent and what it had been been spent on. They [49:54] told me there was no accounting of that because there was no money that had been [49:58] spent. They're not giving me accurate information. They're they're deflecting [50:04] me and trying to brush it off. And at this point, it's it's to y'all y'all [50:11] the ones that they're a public provided utility company. You control the board [50:16] and everything. I mean, I don't know where it's to go at this point, [50:21] » but Okay, you went through like 10 different all at one time and a lot of [50:27] them have already been passed, but the the the it the items that you were [50:30] talking about, like you requesting documentation from DNR and them not [50:35] giving you documentation, that has nothing to do. [50:38] » They're giving it to me slowly. They're giving it to me, but like piece by [50:42] piece. They're they're trying to I don't know why, but they're they're trying to [50:47] delay or avoid giving it. Like I've been I'm telling you like I've been ever [50:50] since the last time I was here talking about the PC examination, I have been [50:54] working on this and I still have not got gotten these documents from three [50:59] different organizations. I mean, [51:03] » well, the the DN I mean, us and the DNR, they I mean, they're [51:07] » I know you don't control them, but BMU who is providing me with false [51:10] information >> or if not, then [51:13] » what false We have Rick Landers here tonight. What false information have [51:17] they provided? >> Well, you're telling me that no money [51:19] was spent out of the rate increases in phase one. [51:24] How's that possible? How are we completed with phase one? It it shows it [51:28] in the thing that it costs money, but there was no money spent. [51:32] » But But correct me if I'm wrong, Rick. Well, you you can speak to that if you'd [51:36] like to. >> Phase one. [51:38] » It's what y'all call phase one, y'all. >> Well, there's two different engineering [51:42] studies and one of them was older and what it called phase one at that day and [51:47] time and what the other one calls. That's where I'm confused. I can tell [51:51] you narratively what's going on, but I if you continue to refer to it as phase [51:56] one and phase two, that's confusing to me because I don't know which [52:00] looking at. >> It's the documents that y'all gave me [52:02] that notified it as phase one. >> In the rate increase that the council [52:07] passed, >> the first one, [52:08] » there was some, this is for water. There was some monies in plant three to [52:13] address chemical handling and something in the controls [52:19] and it was $50,000. And then on the Vestus project, Vestus [52:25] and their insurance agent or insurance company has reimbursed us for all those [52:31] charges. They're still reimbursing. >> So BMU covered the cost and then Vessus [52:38] and all them reimburse. a >> uh in the initial phase we did once we [52:43] started the actual project they >> so how did y'all cover the cost was it [52:47] with the rate increases or was it >> we covered the cost and then [52:56] » okay >> sorry [52:57] » Tiffany this is a conversation that that I don't I don't mind uh you know like [53:02] just like with the BMU that it's a conversation that the data that you're [53:06] looking for one the DNR data we don't have anything to do with, but also the [53:10] data that you need from Rick sounds like to me that with the BMU, you need to [53:14] make an appointment with them or attend one of their meetings and and ask those [53:18] same questions because as far as I know, I've attended a lot of their meetings [53:22] and I've I've never seen you at one of their meetings. [53:26] » I' I've been to three or four of their meetings, [53:30] » but I' I've I specifically requested this information from them and [53:35] they replied back to me that Well, I mean, when when Rick's telling [53:40] you that that you keep on you keep on wanting to say that the price increases [53:44] are because of the new wells, which Vessus is paying for from their [53:48] insurance company, and there's not there's not there's not any funding for [53:52] it whenever the insurance company is paying for the new wells to be be [53:56] drilled. >> Well, well, like he just said, no, BMU [53:59] paid for it. Yeah, they're getting reimbursed. Well, okay. Does that money [54:02] go if you paid for it out of the rate increases then does that money go back? [54:07] » The rate increases had nothing to do with the the the new wells that Vessus [54:13] approved to have have drilled. >> Correct, Rick. [54:16] » Correct. >> So I mean that [54:20] the rate increases have nothing to do with those new wells that are [54:24] replacement well eight and 11 or something whatever the wheel numbers [54:27] they were. >> Uh 81 [54:29] » 8 and 11. So, but Tiffany, I appreciate your comments and if you if you have [54:35] issues with DNR, see them. But if you if you also need more information from [54:40] please attend one of their meetings and they should or or or make a a special [54:44] appointment with BMU and set something up. [54:47] » Okay. Okay. And what about the um the questions about the the tax that's [54:54] being spent, the amount of money that's being spent [54:57] » on the on are you talking about on the parks and [54:59] » that can all be easily seen in the budget. It's got all the [55:04] » No, I see where it's being spent. I I I listed where I heard where it was being [55:07] spent. But what I'm saying is why we're spending so much on on that stuff. Why [55:13] are we not spending more on things for because if I'm not mistaken, there's [55:18] been a lot of um a lot of issues with older teenagers and um law enforcement [55:25] and shootings and everything else. Every time you turn around, it's something [55:29] else going on. Well, probably because there's nothing for them to do here. [55:34] They have nothing else to do. All they can do is get in trouble. Why are we not [55:38] looking into something that provides them something to do to stay out of [55:42] trouble? Well, >> even when we do our um like our fishing [55:46] derby and stuff, do you know that our 16 year olds and 17 year olds, they don't [55:51] have a spot to do to to participate in that? We're not even including them in [55:56] in our actual city events. >> Well, there there there's got you've got [56:01] to stop everything at certain times. And and it's like, you know, like the youth [56:05] fishing tournament, you know, 15, 16 year olds don't need help from from from [56:09] people. They don't need help to help fish. Most of them don't. You know, [56:13] things like that when you got younger kids, they they're just now starting to [56:16] fish. I understand why they I mean, my kids went up through the same thing. [56:21] Everybody's kids do. It's no different than than little league and baseball and [56:25] everything else. There's age limits to everything, Tiffany. And so at certain [56:29] times you I mean you're going all the way around the world you know from [56:34] fishing tournaments to to programs you we work with everybody we have programs [56:38] with the parks department whether it's baseball uh inter murals anything like [56:43] that basketball anything that we can the YMCA also is beneficial with that you [56:47] got church leagues I mean we're we're trying to do as much as we can with the [56:51] youth that we have and we and and we're spending money on the parks we're [56:55] spending money on the parks equipment Uh, Tiffany, we're doing right now. [57:01] We're doing the best we can. And do I have an answer that is going to satisfy [57:05] you to be able to say, "Yep, we're going to start this tomorrow and and every kid [57:10] from 16 to 18 is going to be taken care of." I don't, but I do know that they're [57:15] big concern of ours. And yes, we we work with all the organizations in town [57:20] trying to get things accomplished where they can be a part of the YMCA or the uh [57:26] what's the community center uh over by Lincoln Park Community Center? [57:29] » Grace >> Grace Community Center, anything like [57:32] that. But we we are we try our best and but sometimes they have to also ask for [57:37] help too. They have to ask what the programs are and [57:41] » well what are the programs that are for for for our older teenagers? What are [57:46] the programs? >> The the older programs that we currently [57:48] have. I mean, there's there's all kinds of programs with the Y that that you can [57:51] whether it be basketball. They they do have some adult program, [57:54] » but what about the the the kids that can't really afford that? [57:59] » It's not cheap. >> There are scholarship opportunities and [58:02] YMCA. >> Yes, [58:04] » there are people that belong to the YMCA that pay nothing. [58:08] » And that's where I would start also. It's a great it's a great organization. [58:12] And if you show there and they can't afford it, just talk to one of their [58:16] their counselors and they'll be able to help them out. And and not only that, [58:20] get involved with churches. There's all kinds of churches that have church [58:23] leagues of of different things. Um I mean, there's things around around town [58:27] that that you know, Grace Church, there's programs out there, too. So, um, [58:33] I don't have all the answers for you right now, but I'm just saying if you [58:37] get with, uh, uh, you know, the YMCA and some other people, we'll be able to try [58:42] to do the best thing we can. I mean, as far as getting you, [58:46] we want our kids to be safe and to have something to do. We do, but I don't know [58:52] what what the answer you're looking for that we have right now. That's [58:55] » I don't I don't expect you to just answer it. I just wondering you I mean, [58:59] what are we doing for them? because it doesn't seem like there's really [59:01] anything out there for them, you know? I mean, honestly, you got um there there's [59:08] no there's plenty of bars, there's plenty of [59:14] I guess there's not really that many shops anymore, but [59:16] » I sort of challenge you. Why I mean, as far as you yourself, if you have an idea [59:22] of what we could do with the kids stuff, challenge you also, why don't you try to [59:27] help get something started? >> I am working on something. And I'm I'm [59:30] trying to look into getting us a um a VR arcade here. But I mean [59:36] » I mean I mean you're just like us. We're we're we're all trying to make sure [59:40] everybody's safe and there are programs. Can I name them off the top of my head? [59:44] I've got so many things on my mind right now. No, I cannot. But uh you know if [59:50] they get involved with a church, you know that's free. And then with the [59:54] churches a lot of times they have programs for teenagers and they have [59:57] youth groups and and sessions and and all that w the uh complex. There's all [1:00:04] kinds of tournaments out there from pickle ball to tennis to to a lot of [1:00:08] things they can they play basketball out there. There's all kinds of things that [1:00:11] they can do. But are there specific programs that I can name off top of my [1:00:14] head? No, I can't right now. >> Okay. [1:00:17] » But I I appreciate your comments. Thank you. And well, just one the one last [1:00:20] thing. Was the privacy involving the the cameras on the new um cars? Has that [1:00:27] been reviewed and looked into at all by the council? [1:00:31] » We we've always used car cameras on our cars. [1:00:36] » I'm I'm talking about the the the >> This is just an additional camera for a [1:00:41] new car. It's the same same system. >> Same system we've been using with all [1:00:44] our cars. So all your cars are equipped with the um the plate readers. [1:00:48] » No different than the body cams and stuff like that. Sometimes the the the [1:00:51] car cam comes on too. I mean it's >> so everything's been reviewed and y'all [1:00:56] know who owns the data and who's has access to all that and everything? [1:01:00] » Captain Smith, who owns the data? Us. >> The customer owns the data and [1:01:04] postcertified officers. >> And that's it. How long is it retained [1:01:09] for? >> Uh depends on the brand. [1:01:13] when the brand the motor >> retains for a year [1:01:16] » a year. Okay. >> Thank you. [1:01:18] » Thank you. There >> any other items be brought before the [1:01:21] council. >> See none the chair would adjourn into [1:01:25] motion to adjourn to executive session. >> Second was made second. All those in [1:01:29] favor signify by saying I. >> I opposed. We're now an executive.
