[0:00] Everyone is ready. I'd like to call this electoral area committee meeting of [0:06] September 9th, 2026 to order. And this meeting is being [0:12] webcast and recorded for on demand viewing in accordance with ESLRD's [0:16] electronic meetings policy. We'd also like to acknowledge the [0:21] territory there will be meetings on the traditional territory of the Watt [0:26] Nation. And looking at item three is a motion to [0:31] approve the agenda. Please move by director Matt, seconded by [0:35] Director Deare. [0:40] We have no closed meeting. So now we're looking at the minutes 6.1 [0:47] our draft meeting minutes from July [0:54] » meeting agenda >> consent agenda. I'll move the consent [0:57] agenda. >> Sorry I jumped all the way down to the [0:59] minutes. Okay. Director the mayor is moving the consent agenda which is the [1:03] minutes and a couple of correspondence. A seconder for that. [1:10] Director Mack. All in favor? Motion carried. [1:15] But I could say that that um Pine Lake letter was educational. [1:23] It's good to read. Is there business arising from your minutes? [1:35] » We don't have any items removed from the consent agenda. So we're moving to nine [1:40] department reports and other business and turning it over to CO Paul for a [1:45] verbal update. >> Hi everyone, Heather Paul, C A O Lrd D [1:49] and I've asked general manager Mark Phillips to come in and just give an [1:53] overview of the EOC activities over the last uh seven to eight weeks. [1:59] » Thank you. Welcome. >> Great. Uh hello directors. Mark Phil, [2:05] general manager of protective emergency services. So we'll give a quick update [2:08] in terms of uh the situation of wildfires and other events in the SLRD. [2:13] Uh so all wildfires within the SLRD are now being held as cusified by BC [2:18] Wildfire Service. The final evacuation alert for Payer Lake was rescended on [2:23] September 8th. So there are no wildfire related evacuation orders or alerts [2:28] currently in the SLRD. Uh however there is still ongoing response and recovery [2:32] support being provided to uh related to ESS and agricultural produces producers [2:38] that were impacted by the fire. Uh a returning home after wildfire guide has [2:43] been developed and is on our website. Uh the guide provides general health safety [2:47] and recovery guidance for returning [clears throat] to wildfire affected [2:50] properties in the SLRD. Uh moving on to the next event uh [2:55] related to the seat and portage landslide in the uh bear and pet's uh [3:00] creek drainage. Uh due to that uh five parcels are on evacuation alert with one [3:06] affected household. Uh the household has been offered uh ESS supports through the [3:13] Canadian Red Cross and a geotechnical assessment was complete. Uh and [3:18] following that the burm debris cleanup is currently underway. So the burm that [3:23] the SLRD uh holds was filled with uh debris. So we are currently uh cleaning [3:28] that out. Once that cleanout is completed, we will be doing assessment, [3:33] a structural assessment of that burm uh to make sure that it is still [3:37] structurally sound. >> Did I interrupt you with the question [3:41] the geotech? So did staff organize that and does that get paid for by the [3:47] province? >> Yes. [3:51] » Sorry to the chair. So that we put in a we have a task numbers from the province [3:56] for that and we put in EA so expenditure authorization form to the province. So [4:01] it is being uh covered by the province as a response cost. Yes. and we [4:05] organized the uh engineering firm this second and and also the the contracting [4:11] will come back. >> Good. Okay. [4:15] » Yeah. So once the BM has been cleaned up, we will have to do a structural [4:20] assessment of the BM. Uh and then following that report back, we will look [4:25] to uh removing evacuation alerts or undertaking further works to ensure that [4:30] that BM is sound. Um the next event I want to speak to is [4:35] regarding a Mount Meager landslide. Uh so we received reports uh that Maguer [4:40] Creek was running Chocolatey Brown. Uh following that uh again we received a [4:46] task number from the province and as response cost uh we contracted uh BGC [4:52] and helicopter flight uh to do an assessment. Uh the initial assessment [4:57] found no known immediate uh life safety concerns due to the devastator creek [5:02] last night. So just creek up devastator creek. Uh however given just a little [5:07] cloud cover uh we weren't able to do the full uh kind of assessment of the area. [5:11] So we are working the province again and we will be undertaking another [5:15] additional aerial and also looking at the remote sensing assessments uh [5:20] sensors in the coming days. So waiting on the clear weather window to make sure [5:25] the full assessment of that. Um and we are waiting for the final or the the [5:30] report from DGC on that initial assessment uh shortly. [5:35] So in terms of overall EOC posture, our EOC is still activated. We're currently [5:40] activated at level one. Uh and we still have four to five staff uh and [5:43] contractors uh involved in the EOC. Uh so that's continued to the landslide [5:48] assessments and response activities. uh continuing wildfire, agricultural and [5:52] ESS supports. uh looking at developing an EOCC demobilization plan and making [5:58] sure that our all records and files are organized and also organizing a uh 2026 [6:04] wildfire afteraction process and report and that's all and I will just say just [6:10] uh huge thanks to the SLR staff, the contractors, our first nation partners, [6:16] our partners in EMCR, BC Wildfire, Ministry of Transportion, Ministry A and [6:20] the list goes on and on but uh very collaborative uh wildfire season for [6:26] sure. Lots of learnings but very uh very collaborative and appreciative of all [6:29] our partners. [6:32] » Um directors have you got questions of the mark? [6:37] » No, I'd just like to say well done as usual. [6:40] » Good job, sir. We have a few just wondering about um we [6:46] talked a little bit about firesmarting and that there's a pretty good window [6:51] here right now people because in area B since you know Aninsley early July we've [6:59] had smoke from that and Riley and Bonanza and Pear until just this heavy [7:06] rainfall a week or so ago which was a blessing but it of course brought down a [7:10] whole bunch of debris which is next sort of thing. Um, but [7:16] is it a possibility to have some of the brigades get in touch with our fires [7:22] smart program and still access I don't know where we're at with the funding. I [7:27] don't know if we've spent all the fires smart funding. Can we still [7:32] um [snorts] do access some of that funding to do [7:35] some fire smarting in area B for out of the provincial fund that we have or [7:41] should I be looking at payment in the taxes money? That was just something [7:44] that we were talking about, but I'd like to ask you. [7:47] » Yeah, certainly. uh through the chair. Uh yeah, anytime is a good time to fire [7:51] smart and encourage uh response societies or individual members to [7:56] contact our fires smart team and all the contact information is on our website. [8:00] Uh the program is still operating uh and we are still our team is we have uh two [8:05] or three members of the fires smart team who are standing by and are happy to do [8:09] home assessments and support uh community events. So encourage anyone to [8:14] reach out and I believe yeah the program is still operating. we have uh funding [8:17] still available. >> There's a lot of interest now [8:21] » for sure. [laughter] >> It's just the way it is. Um it really [8:26] was unbearable to be outside for most of the summer. Um and to think about doing [8:31] that work was was just not really practical for a lot of folks. So good. [8:38] um the the water quality at um Riley as well as [8:46] Kelly other places. Um can you tell me a bit about the [8:51] process of do we collect samples? Do we ask the province to collect samples? [8:57] Tell me how that works and who pays for it. [9:00] » Okay. Um so in the returning home after wildfire guide it has detailed [9:05] information about uh water quality, utilities, septic systems and many other [9:11] uh subjects. Uh so regional health authorities administer the drinking [9:16] water protection act. Um and they oversee drinking water systems. Uh so in [9:22] terms of just then I'm pulling directly from the uh recovery guide. [9:26] These are all like private wells as you like. Right. [9:31] » So it's the responsibility of that private well owner to have the testing [9:35] uh undertaken. Um and so they do suggest that you do after wildfire you do have [9:41] that system uh tested uh as there potentially could be contaminated. Um [9:45] and they note that uh local health authorities are able to provide guidance [9:49] and advice uh for individuals uh undertaking that. Yeah. So area A and B [9:55] fall to interior health and C and D fall to Vancouver coast health. [10:00] » Thank you. and um work on things like I know BC Wild Fire Service was in the [10:08] area where some evacuations had occurred and they were [10:13] looking for owners to indicate if there had been damage to the property then [10:19] they had an opportunity to have BC Wildfire Service fix it like right then [10:25] in that sort of moment. But I think now you know all the tents are gone from the [10:30] campground. Muslim guys have moved on. It was amazing how many people we had in [10:34] Lowette. Like I went into the bakery one day and I looked around and there's like [10:38] all these tall handsome guys and there's absolutely no cookies or any food and [10:44] they really they really uh actually provided quite a business to some of the [10:48] local restaurants and so on. They were camped there for quite some time and [10:53] there were people from Costa Rica and Kquitlam and some of the SPU guys, the [10:59] residents just loved them. They were so helpful. They were there and then they [11:04] they would set them up and then they would come back and check that things [11:07] were working and know especially Riley. I heard a lot about that one. Um, [11:13] and so for things like now those guards that are sitting there asking for [11:21] invasive weeds to come in, where where does that do we do anything along those [11:27] lines for restoration or do I find low at regional invasive species society do [11:33] some work there? Where where's the line between what we [11:37] do and what DC fire service does and then what does private citizens have to [11:42] do? uh through through the chair. Uh this [11:47] may require a little bit digging, but my understanding in looking at the 2023 [11:50] wildfire season um is that following wildfires, there is usually a [11:54] restoration uh process that BC Wildfire Service and Ministry of Forest go [11:58] through in terms of looking at decommissioning those fire breaks etc. [12:02] uh and replanting some of those areas where they did put operational lines. Uh [12:07] so I can't speak definitively to it but that's my understanding of the [12:11] » so that where you see the responsibility being so it wasn't just that sort of one [12:14] stop and they're gone. >> Yep. I understand that they will do [12:17] assessments. >> Yeah. [12:19] » Right. >> Yeah. And and there further there are [12:22] there will be coming assessments in just in terms of post wildfire geotechnical [12:26] risk etc that are undertaken uh where there were fires around communities [12:31] above communities >> that would be BC wildfire scient. [12:36] Okay. And then I just have one other question and I think I had it answered [12:40] at Fraser Basin yesterday. Um our wildfire roundt [12:47] [snorts] um you remember we funded two meetings for this year I believe we've [12:53] had the one. Are you guys in touch with Fraser Basin [12:58] because you know Alex has left the position and so there's some transition [13:01] there. >> Yeah. [13:03] » You're aware of that. We're planning a wildfire roundt for this autumn. [13:07] » Yeah. >> Amb. [13:09] » Yeah. I actually have a meeting uh with basic council next week uh to talk about [13:14] this uh the new person who is covering our area uh to talk about the round [13:19] table uh not confirmed yet, but there's potentially uh funding uh to do this. [13:24] So, as soon as we uh know uh we'll let you know. [13:28] » Okay. >> Yeah. [13:29] » Please. >> Yeah. [13:31] » Thank you. Thank you. Um, [13:37] a motion to receive that question. >> Oh, sorry. Go ahead, D. [13:42] » Well, we've got you here. >> I just really wondering where we're at [13:47] with the updating of the emergency plans for all four electoral areas. We've been [13:54] waiting for quite a while now. I know we've had some crazy summers. [14:01] Everybody's busy, but where are we at? I know [14:07] we're at end of this term and uh we're going to be losing some of the board [14:13] board of directors. So, where where are we at with it? [14:18] Uh the chair in terms of the emergency plans we've been working with uh we've [14:22] been focused on area a brief um and we've been working on the mapping uh [14:28] directly with gun brain etc and uh yeah all the response societies throughout [14:34] the region to update those maps which uh has been uh quite a lengthy process. Um [14:40] but there are draft uh plans for a good number of those communities and I [14:47] believe it's it's in the quarterly report the status of that uh but it is [14:51] very it is an iterative process uh and we are hoping that we'll have uh A and B [14:58] wrapped up this year the coming year and then we'll be starting C and D um next [15:04] year as well. Uh, one of the I remember there was talk of creating community [15:10] hubs and for our area was going to be the uh, [15:15] Gold Co community. [clears throat] [15:18] » Uh, BC Hydro is going to be taking it over for the next, [15:22] you know, five, six years. Just an FYI, [15:27] that process still in the works. the chair. We yeah, we've moved through [15:32] that project and that was uh we received grant funding um and we continue to be [15:37] in conversation with uh our partners in the Bridge Valley about uh where those [15:42] uh supplies and ESS kits etc can be prepositioned. [15:48] » Okay, thank you. I've got uh [15:53] can I ask one question? We may [laughter] [15:58] » direct to that factor. >> Uh this is the end of the term, you [16:03] know, pretty close here for uh the current board. [16:09] as I was driving over the rough hurly bouncing all over the place. It's rough [16:14] right now. >> Would it be feasible to have a term end [16:21] report be shared with the public on some major [16:25] highlights of accomplishments by the board? [16:30] » Um, can I I'm just thinking about all the work what's everything that's on the [16:35] work plan right now and adding to that. I think that can be an emotion as a [16:39] recommendation to the board and I think we've been talking like I've been [16:42] thinking about the strategic priorities report that comes now in January and how [16:48] that can would be really important around October and November not just for [16:53] the board leaving but any new people coming on not waiting until January kind [16:58] of know what's going on in the work plan. So it's kind of been on my mind [17:01] but what also has been on my mind is pressuring staff for more output right [17:05] now. So I think it's a great idea. It's how quality how can I bring something [17:11] quality work to you without slowing other work down or maybe I do slow maybe [17:16] we do slow other work down because this is important. So I agree that it's [17:19] important and I'm trying to figure out how was the easy button to do that and I [17:23] think the strategic priorities report bringing that back up would be a good [17:27] one. Um however prior to me being here accomplishments weren't tracked the same [17:33] way they are now. So I'm not sure if it will be a wholesome fouryear. We might [17:37] have some highlights for the first few years and then we have detailed stuff [17:41] with this strategic priorities report. So how about the answer is and [17:47] » well >> my my expectation I would love it to be [17:50] a high quality report. I think it'll be a top [17:54] » and I think it'll help for both you and and anybody new coming in. Well, I'll [18:00] give you some thoughts moving forward. If we if [18:06] we actually did some newsletters or uh special [18:13] newsletter, an accomplishment, this is what [18:17] [clears throat] we did. Okay, that's set aside. Now, you just have to combine [18:22] them all. >> Yeah. [18:23] » Right. So that it's a it's something that's continual but it's it's put away [18:28] and easy accessible where you just combine them all and there there's your [18:34] report >> just [18:37] » the one you you do have it in in that that report but it's pretty basic or if [18:44] you did it for each major thing that transpired [18:49] you know whether it's the fire services review or whatever it is that that has [18:55] been done. You do actually take a little nice nice one there and then share it [19:03] and at the end of the four years combinable and you've got you've got [19:09] that ready to go. >> Thanks. [19:13] » Would you like a a motion to the board to suggest that? Do would would that be [19:18] helpful? The reason why I would say it'd be [19:20] helpful is because I think about election VCs and some regulations and [19:24] some municipalities um refrain during election periods to to [19:29] do a hey look at the awesome stuff we did this year so as not to interfere [19:34] with any incumbent reelections. So I would say a recommendation to the board [19:37] and before that goes to the board. Um we will look into that because I think it's [19:42] really based on each local government's policy on whether or not they do and we [19:45] don't have one. So I don't think it'll be a hurdle but I just want to have a [19:50] little conversation with corporate services and that about the [19:54] what ethicals but I think it's a great thing to [19:58] collect even for the people coming in. Didn't I make a recommendation to the [20:03] board >> that a report [20:07] » that we that uh um a term [20:14] » four year >> a four-year term uh report of [20:17] accomplishments be initiated [20:21] » or four year term kind of summary of [20:26] accomplishments? >> Yep. [20:30] » [clears throat] [20:32] » produced if possible [20:38] can be identified or be reviewed. >> Yes. [20:42] » And like you say, it it doesn't have to come during our term because it's almost [20:47] over. >> That's great. [20:50] » That that that loophole would help. >> Yeah. [20:54] » Well, it wouldn't come until October meeting at the earliest. [20:58] » No. >> And November, December, [21:02] » yeah, >> January, whenever. [21:05] » I can comment that some of the conversations with communications team [21:08] and it really is about capacity. It's the it's the what we wish we could do [21:12] and what we can't do with what we're doing and they would love we see those [21:17] municipal annual reports that are so great and wholesome and have [21:21] infographics. We'd love to get there, but also we look at what do we love to [21:26] do and then I think over that more important than that is comms. We'd love [21:30] to get out go out into community during budget process and get like in-person [21:34] feedback from budget. So, we're just kind of balancing just because we can do [21:39] it, can we afford to do it? But I do agree some of those annual reports are [21:44] they're on my wish list. >> Yep. [21:48] » Thank you. [clears throat] >> Okay. Well, I I would like to second [21:50] that motion. Is anyone opposed? No. All in favor? [21:56] And um to receive the CO move second [22:05] car. >> Thank you. Thank you. [22:15] Item 9.2 Two is the information report, the building report YouTube 2026. [22:21] And I see staff here. [22:41] Thank you. Morning. My name is Claire Der, general [22:46] manager of planning and development services. I will introduce the report [22:49] and then I'll turn it over to our building team to answer any um detailed [22:53] questions the EAD may have with regards to the building report for Q2 of 2026, [22:59] which is covering the period of April to June of 2026. So the purpose of this [23:04] information report is to provide the electoral area directors with [23:08] information on a quarterly basis. Um and the subject information report provides [23:14] an update on the applications received and permits issued over the quarter and [23:19] year to date. Um information on the stock work and do not occupy or uh [23:25] notices that have been issued as well as uh compliance and proposed enforcement. [23:31] We wanted to staff wanted to highlight that in Q2 of 2026, there were 20 [23:37] applications received, uh 23 permits issued and permit fees uh totaled over [23:43] $92,000. Also wanted to highlight um for the [23:50] committee that our year-to-ate overview of building permits really show a high [23:55] volume of building permit applications as well as issued building permits in Q1 [23:59] and Q2 of 2026. uh between January to June, over 43 [24:06] permits were issued, which is an increase of 53% um from this time last [24:10] year, and permit fees totaled over $213,000, [24:15] which is an increase of 194% from last year. So, this really reflects the size [24:22] and complexity of the permit applications the SRD is receiving and [24:26] processing. In comparison, the end of Q2 permit fees [24:32] um in 2025 totaled uh over $72,000 and in 2024 over $45,000. [24:42] And we the attached statistics report is available for the committee's review on [24:48] any of those further details. Also, staff also wanted to compare um for the [24:54] the committee's benefit how the SOD is looking in in comparison to the province [25:00] with regards to building uh building statistics and [25:05] um so in comparison to the BC housing new homes registry report for June of [25:11] 2026 um which reported that across BC total home registrations are down 20% [25:17] from 2025 um and And we see for the SRD um we have [25:22] an increase of 67% from 2025. Uh and our big our areas that have the [25:30] some of the largest increases are areas A and D. There is a high volume of [25:35] permits across the regional districts. >> Not in B. [25:39] » Pardon me. Not in B. Um, yeah, and I think this is like [25:44] really highlighting although there is a lot of work done on the compliance side, [25:48] there's a lot more work that's done on on the permit issuance side. In this [25:52] report, we're really wanting to focus in on all the work that our building team [25:56] is doing to um support constituents through the building permit process and [26:02] to um yeah, be just that service in in getting permits issued. and our our uh [26:09] building community has been really um yeah happy to see and we've we also are [26:13] seeing um this desire for compliance of like the completion of building permits. [26:19] for seeing other organizations really seeking that out and the SRD working [26:23] with those organizations whether they're banks or insurance providers and and um [26:28] yeah so that's reflecting sort of the work that this team has been doing um [26:32] the last quarter and uh if there are any questions specific uh to any other [26:38] details in the report we're happy to take those [26:43] » rain with reference to the black dust village [26:48] church and the the uh the problem was there. Um I see you've got a the latest [26:56] correspondence talking about the status of property ownership. So but my [27:02] recollection is that the piece of land where part of their sewage the [27:08] wastewater treatment funds is crown land. Is that still the case [27:14] » to to the to the chair? Yes, it is. Yeah, that's correct. Um okay [27:20] when when when we were preparing that um grant [27:26] application that amounted to nothing in the end um I recall getting involved the [27:32] board getting involved with with um with the the strata council to try to um [27:39] resolve that issue because when when black tusk was created as a strata [27:44] corporation and the people moved there the other village [27:48] um there was a an oblig sort of a commitment from the province to transfer [27:54] that piece of crown land to the cor the strata corporation and it never happened [27:59] and it's still causing problems. So I wonder what role we might have as a [28:04] regional district in in uh getting involved with that to try and resolve [28:08] that particularly is the their the treatment plan is on two pieces of [28:14] partly on their property partly on crown. It's it's complicated everything [28:19] for us and I I really don't understand why that piece of crown land can't be [28:25] transferred to to black tusk. It can't be used by anybody else. not know the [28:30] way it is right now and for some reason it hasn't happened and it would be much [28:35] easier for us if it was part of the strata corporation. [28:39] So what role can we have either through staff or whether it needs to come to the [28:44] board to to try to resolve that? [28:51] » Yeah. So thank you through the chair. I wonder if building stock can provide a [28:55] light update on the um approach that we are able to proceed with with regards to [29:00] the the wastewater treatment plant and the this isn't specifically around the [29:05] ownership but we we are have been working with the strata council for the [29:10] wastewater upgrades and then the corresponding [29:14] permits that are required for other aspects. Yeah, I knew that was was [29:19] happening, but I I'm just wondering if your recommendation would be perhaps to [29:24] take this to the board and um seek some sort of so we can do some sort of [29:30] advocacy to to try to resolve it. >> Yes. So through through the chair, what [29:36] I was wanting to clarify is that work is being the the ownership is not holding [29:40] up work on the um actual upgrades to the uh infrastructure. [29:47] Uh I when I read that I thought perhaps it was holding things up. [29:50] » It sort of through the chair. Um the issue that we're currently dealing with [29:57] is a um stop work that was placed on a um structure that that was being [30:04] utilized by the Blacktus village uh count um or wastewater and they need to [30:11] finish and clean that up because it's not it's the health and safety um of the [30:17] people that are operating is is a problem. So, we're trying to clean that [30:21] up and that's where we're at with that. But any upgrades to the actual system [30:26] itself or any changes they want to make there, they do. There is still that [30:30] stall with the property ownership. We can't issue a permit for new structures [30:36] on that particular parcel when it's owned by the crown. They would need [30:40] permission from the crown for the permit to be issued. And so, that kind of [30:44] stalled everything um back in the day. So yes that is still continues to be an [30:50] issue if they want to do future upgrades >> which which I think [30:57] » sorry >> sorry C wanted to contribute so [31:00] » I just want to give a through line that transfer of ownership is a [31:03] responsibility of black test strata if they'd like to do it and they can write [31:06] to the board for um support within that and I would say if black test strata is [31:12] that's the direction they'd want to take they should start that movement in [31:14] taking it and then perhaps reach out to the board for advocacy see on their [31:18] behalf but that would be the work of black test if they want to transfer that [31:22] crown land. >> Thank you. [31:31] Yeah, >> the mayor director may sorry. [31:36] » Yeah. and thank you for the report and also thank you for the quick turnaround [31:42] for mental communications on their new building site and the building permit. [31:47] Much appreciated. Uh I've got just questions on uh the [31:54] year-to- date stats January to June. All the other years were also January to [32:00] June, >> right? [32:01] » Yeah. And you know the budget last last year when [32:06] we were doing the the budget was the service this is going to be way over I [32:11] presume right >> through the chair this will will be over [32:16] from last year. Yes. >> Yeah. Which is a good thing and a good [32:21] thing that people are building it too. Um, you know, lots of action going on [32:27] and we uh fire affected area at at Gun Lake and and even [32:35] throughout the valley things are starting to move again, which is good to [32:39] see also. Well, thank you. [32:45] » I just I just have a question. It's really more about understanding some [32:49] wording. Um, I mean, even though there's not a lot that pertains to area B in [32:54] here, I do read through all of this and try and understand it. And I I get this [32:58] sentence. Building permit application has been [33:02] submitted. Understand this. Staff will continue to [33:07] monitor application to ensure building permit is issued. And this is dated 26 [33:14] 20263. So [33:18] third month 2026 building permit application is being [33:23] submitted. What does that mean? Does that mean [33:27] you're just the permit is you tell tell me what that [33:32] means? Staff will continue to monitor application to ensure building permit is [33:36] issued. >> And just wanted to sort of get up to [33:42] speed with where you >> Oh, okay. This happens to be under area [33:46] C >> SW359. [33:49] So it's not so much trying to understand [33:55] the what's happening on that property so [33:59] much as just what that wording means. Building permit application is being [34:03] submitted perfect as of 2026. That's the next sentence. Staff will continue to [34:09] monitor application to ensure building permit is issued. [34:17] Yeah, chair response. My name is Laur, the building and planning clerk. Um, so [34:24] there's two stages to the building permit process. So once there's an [34:29] application, um, so once we receive the required documentation, um, as well as [34:34] the building and the owner's undertaking signatures, um, that is a submitted [34:40] application. Um that application then goes through a review process um [34:45] » by staff. >> By staff, [34:47] » right? >> Yeah. Um [34:50] that typically takes 12 to 14 weeks. Um there can be delays if there is um [34:55] outstanding application or documentation requirement. [34:59] Um after that 12 to 14 weeks um once the building permit is issued um that is [35:06] when the stop work order would be rescended [35:09] at issuance. [35:12] Okay. Okay. [35:19] and and through the chair that that language is reflecting um compliance [35:24] activity that had been taken and that the the it's communicating that the [35:31] applicant had is starting to work through that permit process and they're [35:36] working through the steps to uh receive a completed permit. So, we do track that [35:43] and try and not sort of have those people kind of fall through the the [35:46] cracks because I I know I know that you're also working on an area B [35:50] property that isn't in the report that has some paperwork that wasn't completed [35:54] like in the 90s which is is causing her quite a bit of grief to I I've heard [36:01] quite a bit from this constituent. Um, so we do have systems to try and not [36:10] just have those so those people that don't complete, [36:14] you know, this property was bought and sold three times and then she she's the [36:19] one that's run into trying to retroactively [36:23] fix some of those paperwork issues that weren't dealt with at the time. We [36:29] actually do have some quality control happening in our office to try to not [36:34] have that happen. Is that right? >> Yes. Thank you through the chair. And [36:38] and I'll um leave it to the building team to speak to the board policies [36:42] around notice on title and when they came in, but our current practices [36:46] involve uh notice on title, which is a communication um process to any future [36:53] property owners if the if there isn't a if there are compliance issues. That's [36:58] what we're doing now, not [clears throat] what we were doing then. [37:02] » And timelines there. Yeah. [37:06] » Arley Mlan, senior building clerk through the chair. In 2008, we went to [37:12] the board to request um how do we deal with continued um permits that were [37:18] never completed over the years. And as of 2008, the direction is that all [37:23] building permits issued are to be completed with a final inspection or a [37:27] notice on title will be um registered. And that's really helped us to ensure [37:34] that all these permits um when they become when they are issued that they [37:39] are completed and there is that followup. It did not happen in the '9s. [37:43] Um we are still cleaning up a lot of properties from from late um early um [37:51] permits that were either issued, not completed with finals, not issued. Yeah. [37:56] » Um yeah. So, there's a lot of work and again we're looking for more direction [38:01] yet again um through we'll be putting together material on how we're going to [38:07] follow through with all these older permits, files, properties that have [38:12] buildings that were constructed without permits. There's a lot of work involved [38:16] in getting that again um legally something that we can enforce. Um and [38:23] it's it's yeah, it's not happening overnight and it changes. It's been [38:26] evolving since I've been here. It has changed over the years and how we [38:31] process. So, um, it again, the staff are going to be putting time into putting [38:37] together better processes so that we will deal with all of these older files [38:42] in the same manner which we are trying to do now. We try and complete um or if [38:47] anybody does come to us currently that we are ensuring that we follow a process [38:53] and everybody is um given the same information and how we will continue to [38:59] try and complete these um permits to final. [39:02] » Yeah. >> Thank you. So that's really unfortunate [39:07] for for this particular constituent. And she did do all the things right like to [39:11] check to see if there was a notice on title and that kind of thing and she was [39:14] told no good. But that's the old process and [39:22] that wouldn't happen now. >> Yeah. And and then what I can offer too [39:26] is like the the property information request um system and option has been [39:32] there has always been there. and she did it. [39:35] » The the option is to request the property information and you can see if [39:38] permits have been issued and what's on file. And so the the that process has [39:44] been there. And that's not specifically if is there a notice on title, that's [39:47] what what's in the building file, what has permits, what doesn't have permits, [39:52] » potential buyer can do that. >> Yep. And so we we we process those. it [39:57] requires um the property owner to prov to give permission for p the prospective [40:04] purchaser to get that information. So there's a a process, but we the that's a [40:09] service that our our building team provides on a very regular basis and is [40:13] really helpful and really encouraged because there are instances where we [40:17] have these historic um properties or files and we we may not have a notice on [40:23] title to um highlight what has or hasn't been permitted to final. So that [40:28] property information request process and stuff we really encourage um and and [40:34] make a point of uh communicating really well on our website. Uh, and I'll I [40:39] think some of the um pieces that um the building team here have shared [40:47] around like the desire to maybe updating some of our board policy and that work [40:52] will be coming forward to the board around our building permit processes and [40:56] those will be board policy. That's forward policy work. So that will be [41:01] work that the board um will will have a say in and first staff will be [41:06] researching and exploring what practices and best practices are out there and [41:10] working together with our legal council and then bringing options forward to the [41:14] board uh for for specific board policies and whether those are updates or new [41:19] policies. So that's a piece of work that we look forward to doing. [41:22] And then the other piece that I would like to share just specific to this Q2 [41:27] report is that it the Q2 report includes um properties that have submitted [41:33] building permit applications or have notice on titles or stop work [41:40] orders or do not occupy. And so the specific property that you're speaking [41:44] to isn't in any of those. They the permits haven't been applied for and [41:50] they don't have any um notice on title. So that's that's where it's not captured [41:54] in this Q2 report. Um the building team is working sort of outside of this [41:59] process uh to address that specific. >> Yeah. Thank you. [42:04] » Thank you. And I appreciate that you have a lot of current work coming at you [42:08] without necessarily having a lot of free time to go into retroactive, [42:15] you know, and those would be a lot of area B probably. So, okay, it's looking [42:21] better for now in the future. >> Thank you. Are there any other [42:25] questions? Um, motion to receive for rainbow director mayor. All in [42:33] favor? Motion carried. >> Thank you. [42:54] Everybody just keep going. [43:05] » 9.3 W [43:09] September 2026 select funds report. Yeah, good morning everyone. Uh Colin [43:14] Hodgees, deputy director of finance. It's nice to see you all after the [43:18] break. Um yeah, this is the monthly SL funds report. Um I'll open it up for any [43:25] questions and I will note that there is just the one notice of receipt of the [43:31] $500 expenditure from director Mack from area select funds for the staff barbecue [43:36] which was greatly appreciated and well enjoyed by staff. So, um, if there's any [43:41] questions on any of the five services, I'm happy to answer. [43:48] You >> want to look at go in order or [43:50] » Yeah, let's look at general select first. [43:54] Special general services cost under 2900 [44:00] balance is $14,698.19. [44:12] We've used this before um for food banks but more towards the Christmas season. [44:18] Um we've used this particularly for some First Nations requests. [44:22] Um any questions on that [44:27] area [clears throat] A? >> Good. [44:30] » Okay. B is good. It's just not enough money. [44:36] Um, I did wonder why in B, >> and I know we had a report on this and I [44:42] probably approved it that why there's an extra cost for um civic addressing [44:52] here when optimistically and I guess this is for CA. [44:56] » We we all did that, didn't we? We did except that I don't know why B would [45:00] have to do it when we're going to be wrapping up optimistically [45:04] civic signage project in B hopely in 2026. [45:09] » I'd have to pull up pull up that report from my recollection there was a that [45:13] allocation specific to completing an area B. [45:16] » Okay. >> Um are you sorry is it is it the $1,000? [45:21] Yeah. Um so we had funded the majority of the SLRDwide [45:28] uh civic address projects through community works funds but then the [45:31] building team had planned to do some outreach and advocacy and in like uh [45:35] like training and that's not eligible >> still relevant. Yeah. [45:41] » So we split that. It was $4,000 and we put $1,000 to each area of select funds [45:46] to fund those kind of more operational costs rather than the actual capital [45:50] costs that were CWF eligible. >> Got it. Thank you. [45:54] » No problem. >> I see Director Mac. [45:57] » No, I'm fine. Next. >> All good. Director Rainbow. [46:01] » Yeah, a couple of questions. Um, first first one, I thought we approved $12,000 [46:07] for trail maintenance in uh in Ferry Creek. I don't see that on there. [46:13] I'm sure that was coming out of select. Maybe it wasn't. [46:18] » I think that's area amenity. >> Uh I can pull that up quickly. [46:30] » But I my question I have a question about that. So why it [46:35] hasn't been paid yet? The board directed um that the FCCA [46:42] would have an agreement with um Fine Peace where Fine Peace would give us [46:47] permission to to walk on their land. The FCCA [46:53] did that and got the agreement and at the time the board said that it was [46:57] their responsibility to do and that we wouldn't support we would not be [47:00] spending any time in that. But when the report was done, um it wasn't [47:06] satisfactory for staff. This has [clears throat] been going on now for [47:10] weeks and we're almost at the end of the summer. [47:13] » Work has been done that needs to be paid for and I just wonder where that is. [47:20] So I can speak to the financial piece first. Um it was so there is a [47:24] resolution. It was $13,000 uh be allocated from electoral amenity [47:30] funds for Her Community Association regarding trail maintenance on publicly [47:34] used and accessible loop trail. I have not received an update on that [47:39] agreement. So I can't speak to anything further than that but seems like someone [47:44] has arrived that might have that information. [47:47] » Welcome Mr. Bud. >> Omar Bud, general manager of [47:50] infrastructure environmental services. Um, we met with Fine Peace uh last week, [47:56] myself and Kristen, um, to discuss some of the language in in the uh, in the [48:03] agreements. Um, so we're we're trying to tweak that with with their lawyers and [48:07] and make sure it's uh, everything is worded correctly and and um, expresses [48:12] the the public um, and not have a end date on that for term. So, we're working [48:19] through some of that wording and and then it will have to be published uh [48:25] for two weeks in paper as well. >> So they can expect assuming that all [48:33] those wrinkles can be ironed out to the satisfaction of staff. [48:39] The money will be then available to the FCCA. [48:44] » Yes. time. >> I I I have to I I mean I I don't want to [48:48] say a date because we are still ironing out the the details and then like I said [48:52] um there will be a couple weeks of of uh requirement for it in the paper. [48:59] » Okay. Um I have an opinion which I'd like to express and then you can tell me [49:04] whether I can make a motion on this or not. Uh if we ever encounter that kind [49:09] of situation again, my recommendation is that staff take responsibility for um [49:15] doing the getting the uh uh agreement done, not asking a group of volunteers [49:20] to do it and then after it has been done saying no, it's not good enough. I think [49:27] we should have been involved from the beginning giving some guidance to that [49:31] group of volunteers about what what we required. We obviously didn't just [49:36] require an agreement. We we required some [49:40] specific things in that agreement and we I think we should have expressed them at [49:45] the outset. So, um if I I'm not quite sure what [49:50] motion I'd want to move it, but maybe I'll just leave it as a comment. [49:54] [clears throat] >> Well, I think see if Paul is hearing [49:56] you. Are you talking about like having a template that that the community can [50:00] work with that anyway policy covers that and adds capacity so [50:06] that the grant administrator can work with communities on how to get [50:12] successful with their application. So that's built in knowing that's a gap [50:17] that's built into that to help it get it done upfront so that you can get the [50:21] money faster. And in this case, the the stop is we are [50:27] required because it's because the local government act does not allow us to [50:32] invest money in private property. It had it had to go to the board. [50:37] » Understand that. >> And it those lessons are learned and the [50:40] grant administrator can make this faster for the community. [50:48] Okay. in future I guess there won't be a [50:52] problem because stuff we are we'll be on it from the beginning that was one [50:56] question I'd just like to note as well but [50:59] » we are having those conversations to plan for you know we are expecting this [51:03] I mean we we've seen this in the past so we're expecting this to continue so [51:06] we're having those discussions so we can have a reasonable template to move [51:09] forward >> that's great thank you um was that money [51:13] from the sidewalks also from amenities >> uh yes [51:16] » that's okay I definitely there Um, third one, um, [51:26] the AEDs for Oliver's Landing and Furry Creek. I I thought that was from Select, [51:32] but [51:39] » not in Select. >> I don't see it anywhere. [51:44] technique. [51:48] » We can look that up maybe if we take a break because we don't have direction [51:51] here. >> Would you like Let's take uh take a [51:54] 10-minute break. >> Oh. Um that had been referred to staff, [51:59] but I so that's why it's showing because there was debate on where it was going [52:03] to live, whether it was EAD or in the cost center. And I don't know if I have [52:07] an update on that, but I can follow up with that with Mark [52:12] » because we don't have the AEDs yet. And I'm I'm really concerned about that [52:16] because >> one of them is for a community of 100 or [52:20] so people average age about 75 and it's uh something we really should have in [52:25] place. >> All right. Well, I'll call a five minute [52:29] recess here. [52:39] Okay, go back to order and follow up on that question. Director Phillips, [52:43] » want to ask my question again? Um, really it's just to do with AEDs. Um, I [52:49] [clears throat] want to get them in place in F Creek Creek as soon as [52:52] possible. Um, and I'm not sure why it has taken so long since we talked about [52:56] it in July. So my preference is that it comes out of select funds so it can be [53:02] done. If you want to pay for it some other way [53:06] that would be I accept that but as long as we get them [53:12] » certainly uh through the chair um in terms of my knowledge I'm still trying [53:16] to go currently are since July since June we've been full on uh EOC 7 days a [53:22] week. Uh but I'm trying to get an update on where that is at. Um it is we are uh [53:28] I know our fire chief in Virginia Beach is looking at purchasing them um uh for [53:34] discussion when that uh when that was brought forward in July. Um the and we [53:40] were planning on bringing a report back soon on this uh and we do agree that [53:45] having EADS in the community is valuable and important. Uh they are important [53:49] life safing safety equipment. Uh the challenge is regarding the maintenance [53:53] uh as these sorry >> regarding the maintenance ongoing [53:57] maintenance and I think that's the that's the piece that we want to have [54:00] further discussion on. >> Is that a reason not to buy them now [54:02] though? >> No, as I mentioned that I I it could be [54:06] they could be purchased or it's underway. I know that the fire chief [54:09] intended beach has been looking at it and I'm trying to get an update on that [54:12] right now but I don't have that for you yet. 100% they Yeah, we'll make sure [54:18] that follows through. that's not already followed through in terms of the [54:20] purchase of it. The details that we would like to discuss uh further um is [54:26] regarding just the ongoing maintenance of it. Um because it's they will be on [54:30] private property. If it was on our fire hall, which we do have them on or [54:34] building where we have SLR staff there on a regular basis, we can have eyes on. [54:38] We don't we know if someone's tampered with it, etc. Just given that it is not [54:42] in it's it's on private property that the maintainance responsibility should [54:47] be sitting with u individuals uh who can have oversight of it or the strap etc. [54:55] » Okay. the the um when this event happened all of a sudden in illustrating [55:03] the need for replacement and so on. Uh there was a a local person was prepared [55:09] to go ahead and spear that he's a member of the fire department in West Vancouver [55:13] and he did some work and done some research and everything and then the in [55:19] conversation with the new fire chief, he made some recommendations that we [55:24] purchase ones that were um compatible with the ones that the ambulance service [55:30] used and we agreed with that even though it was a little bit more money. We [55:32] thought that was a good idea and as I say the money uh as far as I'm [55:38] concerned could come from select and I think they should have been [55:45] purchased right away. Now maintenance. Okay, that's the question. We haven't [55:50] even got them in place yet. They need to be in place and then we can talk about [55:54] the maintenance. there was an offer made by [55:59] by the fire chief that they could be folded into their their maintenance [56:04] program. If that's not possible, fine. Just let us know. And then then somehow [56:11] we have to within the community association which is a group of [56:14] volunteers which changes every year. We have to put everything in place that [56:19] will make sure that that is checked on a regular basis. that didn't happen the [56:24] last time these things things were purchased. That's what led to the [56:27] problem. So we have to come up with whether [56:32] whether we maybe hire and contract with a volunteer firefighter on the side just [56:40] as working as an individual and we contract with him to to check and we [56:45] have an offer from somebody that that would do that. But we can put that in [56:50] place when you know if if when they're purchased the the recommendation from [56:55] you or or the uh direction from you is that the fire department cannot be [57:01] involved because of liability which is which is what was reported to me then [57:06] fine the fire department is not involved and we'll leave it to the community. But [57:11] we need those things there and and I don't understand why they can't be [57:15] ordered right now. to the chair as mentioned they could [57:20] have been ordered right now or we are following up trying to get where that is [57:24] at. Uh certainly and the maintenance uh discussion is not holding up uh the [57:28] purchase. Uh I'm trying to get an understanding of where they are at. [57:32] » Okay. So would it help if I had made a recommendation or that the select loans [57:38] pays for them so it's clear >> just just hold on to the the one thing [57:45] let's talk about the funding issue because I think Miss Broom had something [57:48] to say about that. Yeah, thank you. Through the chair, Angela Belcham, uh, [57:52] general manager of corporate services. On July 8th, um, we do have a resolution [57:58] that funding of up to $8,000 be granted to the Bratannia Beach Volunteer [58:02] Firefighters Association from Electoral Area D select funds on behalf of [58:07] Director Rainbow to costs associated with the purchase. So, that resolution [58:11] was already made um in July. Yeah. Okay. So, we don't need another one. [58:17] » Okay. So, that doesn't that doesn't show anything. [58:21] » I'll follow up on it not showing on the report, but I didn't know we have the [58:26] resolution. I thought there was um review of whether it was going to live [58:30] in the select funds or in the cost center. So, I think that's why it's [58:34] missing, but it we have the resolution so there's no issues paying it and we [58:38] don't need another one to pay it. >> No, it's fine. I remember at the time [58:41] what my my concern was to get them as quickly as possible and and what I had [58:46] said was whether it was the fire department paying for them and then we [58:49] pay them back or whether we give the money to the association. I didn't care [58:53] how it happened. Let's do it now. And somehow that's got mixed up and and we [59:00] we're now what two months later and they're not on order yet. [59:06] So I it's it's critical that we move quickly now. The money's there [59:12] and I if [59:17] How do you want to proceed? Do you want to take this away from the fire [59:20] department and and for us to order the things ourselves? [59:25] We we can do that. The the I I can talk to the Free Community Association and [59:30] say, you know, go ahead and order them. The money's there and they'll be paid [59:33] for. I don't understand why that can't happen. [clears throat] [59:38] » Okay. can hold that question. I think Director Mack wanted to say something. [59:44] » Why can't our fire chief Bill Stoner give him the uh you know the direction [59:51] to just go and buy them and pay you got the money to pay for them? Just do it. [59:55] Get them. Like we have we have one in Darcy [59:59] » that that lives at somebody's house. It's been there as long as I've been [1:00:03] there and we buy every year we put a new battery in and it gets maintained. [1:00:08] never had a problem, never had an issue with this thing. So, [1:00:13] um there's obviously a way of of doing this. Uh I think sometimes we get too [1:00:20] wound up or caught up in bureaucracy of, you know, we just need to get the get [1:00:27] these things in place so they're there and they're usable. [1:00:30] » Okay. So, there's a couple things here. First of all, so you clarified that that [1:00:34] $8,000 expenditure should have be on on this area D select funding report so [1:00:40] that that can be corrected and it'll be there. So the money is there and are you [1:00:46] changing how how the AEDs are going to be purchased and or or are [1:00:53] we >> we bound to follow through with this [1:00:57] process that staff has started? I'd like to withdraw from that. I'd like [1:01:02] I'd like to be able to order those things this afternoon. [1:01:06] I I don't see why we need a report from anybody or a contract for maintenance or [1:01:12] anything like that. We we'll worry about maintenance once we've got the things in [1:01:17] place. >> And you've got a nonprofit society [1:01:19] that's willing to sort of purchase them. And how how did we get off on this on [1:01:25] this other path then? because we wanted to cooperate with the fire department so [1:01:30] that we all had the same units so that there was a you know when there's a call [1:01:35] you can switch from one to the other you know it's not a problem but we [1:01:40] » we don't need to to do the and we were trying to get it done as quickly as [1:01:44] possible and it seemed that going through the fire department was the best [1:01:47] way but if that's not the best way we'll do it another way [1:01:52] » okay wanted to say something >> I think considering the question of [1:01:57] liability and maintenance of the fire department purchases it and the fire [1:01:59] department has an AED on their truck. So when they get there, they have a working [1:02:04] AED that they constantly maintain there that perhaps [1:02:08] the request of the community association. This was a director's [1:02:12] report from or was it a director's it was it was from director the rainbow and [1:02:15] not a request to the community association in writing. But I think the [1:02:19] solution is that the community association buy these and maintain them [1:02:22] and then it removes all that concern of liability and maintenance on behalf of [1:02:26] the fire department which >> liability [1:02:27] » primary concern. >> I think we're liable right now if if [1:02:32] something were to happen today and and an adverse result and somebody looked [1:02:37] into the fact that these were requested two months ago and we've managed to [1:02:42] boondoggle our way through two months and not buy them. We might very well be [1:02:46] liable at this moment. you know, if we're worried about liability, let's get [1:02:49] busy and get them get them in place. And if you don't want to have anything to do [1:02:53] with it, that's fine. Just um I can take it. [1:02:56] » Well, in self-defense, I got to say we were on fire in area B for the entire [1:03:00] [laughter] two months that you're talking about. Okay. [1:03:05] Uh director de Mayor. >> Yeah. I very interesting conversation. [1:03:11] the the fire department has their own on the truck and this one is going to go [1:03:15] into I don't know where it's going to go on the complex. [1:03:20] » One one is on one is on Stonegate which is the um street at the top of Free [1:03:25] Drive and the other one is in a building on the edge of the the Strata [1:03:31] Corporation where it's easily accessible to for public use. [1:03:35] » Okay. So I look at it with the [1:03:42] the valleywide training program that was initiated in 2013 in our valley. One [1:03:49] of the courses was uh a first aid training. In that [1:03:55] course was how to use the EADS. you where you actually worked [1:04:02] on it with a little with the dummies and stuff like that when you're uh doing all [1:04:07] the practicing with it. I would suggest bunding that [1:04:11] organization for training on how to use it [1:04:15] » and it'll tell you how to use soon as you push the start button. [1:04:18] » Yeah. >> All you have to do is listen to the [1:04:20] machine, it tells you point blank how to use. [1:04:24] » But on the ground training is is just do it. It's easy to do. You just fund the [1:04:29] training. They come in and you >> don't have to fund the training because [1:04:32] the fire department has done training in the past and they prepare to do it [1:04:36] again. >> Okay. [1:04:37] » And the perfect >> and that doesn't go through the SL that [1:04:40] comes through the um the firefighters. Uh [1:04:43] » go for it. >> Okay. So, would you like to make a [1:04:46] motion then to as to how you would like these AEDs to be? [1:04:52] » Do I do I need to make a motion? >> Uh well, we've started a process here [1:04:56] obviously with staff Well, my motion is that the um purchase [1:05:02] of the EADS be left to the F Creek Community Association. [1:05:07] » Yeah. Uh I just got an update uh from the team. I know they they have been [1:05:13] looking at this um since the report uh and they've been in conversation with BC [1:05:17] Ambulance and others uh just to make sure it was the right unit. It seems [1:05:21] like they're BC EHS is changing units again. Um so now they were going to [1:05:27] bring forth recommendation for a different option uh and they're ready to [1:05:31] purchase but uh well we appreciate your direction and follow that direction. [1:05:42] » So yeah okay is that decided then? Um and speaks to the process. I think [1:05:49] it's yeah I think it's important for uh yeah the process for our involvement in [1:05:55] these things. I know that our chief is new and just I think there is it's [1:05:59] precedent setting if we are going to be the ones putting these um AEDs into [1:06:04] private spaces and I think it's and I think the issue that we're trying to [1:06:07] address is that it was there wasn't it was the unit that was going to be used [1:06:12] when there was an instance in the area was not functioning and I think us [1:06:16] taking ownership without actually having a presence there doesn't it's not for [1:06:20] the good of the community and I don't think it's we're trying to do liability [1:06:23] I think it is about making sure that the person who can actually look at these uh [1:06:28] units on a regular basis uh is the one who's responsible for looking at it. And [1:06:32] so I think that's that's really what we're trying to get to is that we want [1:06:36] to make sure that when these are needed that they are functioning and it doesn't [1:06:39] make sense for the SLRD to have eyes on. Uh we have been I know that the chief uh [1:06:45] and our fire services manager have been talking about ways that they could [1:06:47] support this in terms of when we have our annual maintenance on our EDS we [1:06:51] could uh also include the units that potentially are in community. Uh and so [1:06:56] there there's there's synergies that could be found. Um but just in terms of [1:06:59] responsibility and the team has been re researching this trying to make sure [1:07:02] that the best unit is purchased for the area. Um and but again we'll follow the [1:07:06] direction that you wish. >> Good. Okay. So, [1:07:14] is there anything holding up purchasing buying them? Right now, [1:07:18] » the team was trying to make sure that the community got the best unit uh and [1:07:23] uh that's they've been looking at it. I think they do have an option they've [1:07:27] been looking to purchase. Um and they're ready to go ahead uh and do that. [1:07:34] Is this going to have to be sent to you and sent to Bill Stoner and brought to [1:07:40] the board and something like that? [1:07:43] » If if we will Yeah, the team is looking at it and they are ready to purchase [1:07:48] period [clears throat] with Collins approved. [1:07:52] Well, of course. >> So, I will [1:07:54] » I can tell the community then if they have any concerns, well, what shall I [1:08:00] tell them? Who should they call? I don't want them calling me anymore. because I [1:08:04] can't answer their questions. >> Miss something here. [1:08:07] » Yeah. So, we currently have a resolution allocating select funds um from area D. [1:08:14] Um if that is if we're moving in a different direction, I guess an option [1:08:19] would be to resend that resolution and pass some new resolution. Um, if we're [1:08:25] wanting it to be uh if the funding we want it to be directed to someone other [1:08:30] than the Bratanni Beach Volunteer Firefighters Association. [1:08:35] » So that would be a process to take into consideration [1:08:42] to the chair. I think in terms we are very I'm supportive of that approach and [1:08:47] I think that we'd be happy to guide them in terms of which unit uh may work best [1:08:51] for them in terms [1:08:55] I'm sorry to confuse you. You got the money. The money's there. [1:09:00] » So the the wording of that resolution was granted to the Britain Beach [1:09:05] Volunteer Fire Association. So as it's worded right now, they should be making [1:09:10] that purchase and we would be reimbursing them for [1:09:13] » Okay. We could >> make a new resolution, [1:09:16] » resend that one and make a new one. >> If it's going to the the the Britannia [1:09:20] Beach Volunteer Firefighters Association, [1:09:24] that's a that's a not for-profit society. [1:09:30] So, they can be they can get the money then or they can they can order them and [1:09:34] just submit the invoices up to $10,000. Sorry, [1:09:38] » $8,000. >> The way it's worded right now. Yeah, [1:09:42] that's that is correct. So, and we you know auto protective services team has [1:09:46] been involved obviously in these discussions and trying to make sure that [1:09:49] they're purchasing the right units and ones that would suit our department and [1:09:54] you know align with that department and that's been happening. So, if we want to [1:09:59] proceed with having the volunteer firefighter association purchase them [1:10:02] then nothing needs to be done. If we would like to go a different route have [1:10:05] a different purchasing method then we would need to look at changing that [1:10:09] resolution. I'd like them to be able to go ahead because I know that they are [1:10:15] members of the fire department. I know the chief will be involved. [1:10:19] I want those purchased and in place ASAP. [1:10:24] So then I think we can do that. Obviously [1:10:29] there's been a lot of work happening behind the scenes, but um as it's worded [1:10:34] right now, we can go ahead and purchase those tomorrow with that the resolution [1:10:37] that was previously passed. So we wouldn't get another one. I'll report [1:10:40] that back to them and I contend to leave it there. Thank you. [1:10:49] » Okay. So, um with the correction to the select funds that that that should be on [1:10:56] the record, um it's going to stay as it as it was. [1:11:01] It can stay as it will and it will be reflected on the next report and the MAR [1:11:06] team will coordinate the purchase of those EAD with the volunteer [1:11:11] firefighters association. Is that a correct summary? [1:11:15] » We will yeah provide that is to the association and the association will go [1:11:19] forth versus that is not protective services team. [1:11:21] » Okay. Thank you. One last one. >> Um [1:11:27] » I have where is it? $8,000 for a panorama [1:11:34] information signage thing. And I just had a question. Apparently some [1:11:41] invoices have been submitted for a deposit so that they can build the um [1:11:48] the frame for the unit. >> I don't think I've seen those come to [1:11:53] me. >> Not seen anything. Okay. I do remember [1:11:57] we've spoke about those, but I haven't I haven't seen anything come to me or to [1:12:01] the AP inbox as far as I'm aware. So maybe we can connect offline if those [1:12:04] are >> Okay, I'll talk to us soon. Yeah, good. [1:12:06] Thank you. That's it. Thank you very much. [1:12:11] » Okay. Um would you like to move? There's two [1:12:16] things with the select funds. um through the receipt of the select funds with the [1:12:23] » addition of that AED item >> which was just omitted. It just needs to [1:12:30] be added back in. Right. >> Yeah. Yeah. And also [1:12:35] um recognizing this director Max SLRD staff [1:12:41] barbecue receipts be received in recognition of the $500 expenditure [1:12:45] already incurred and charged to the area C select funds appreciation fund cost [1:12:50] center 290 raising. Thank you. Seconded by director Rainbow [1:12:56] favor motions carried. [1:13:04] Uh now we're on item 10 which is a request for funding from the [1:13:09] district of low for an aquafit [1:13:14] instructor. Um [1:13:20] I make a motion for $2,500 select fun. Thank you [1:13:25] gentlemen. $2,500 from electoral area B. Select funds towards the ACIT instructor [1:13:33] training in certain. No, you got my second, didn't it? I ended up first. [1:13:38] [laughter] >> All in favor. [1:13:45] This will be exciting. Our pool was one of the only ways kids could get exercise [1:13:52] in the summer and swims paid for free swimming for the kids in the afternoon. [1:13:57] It's been a really busy place. Really lovely. [1:14:01] 10.2 requesting funding Royal Canadian Legion branch 66 for the remembrance day [1:14:07] in 2026. I'd like to make a motion for $3,000 [1:14:12] from electoral area B select funds towards [1:14:18] like second direct rainbow. All in favor motion carried [1:14:24] » 10.3 the mayor. [1:14:28] » Yeah. Declare a conflict of interest as my daughter's a staff member of the [1:14:33] PRBCA and my wife is on the board. [1:14:42] » Sorry for last night. Second last time. [1:15:00] Any questions or comments on 10 points? >> Okay, I'll move that. [1:15:05] » Okay. [1:15:08] » I think there might be one. No, you're right. There's only one. Second move by [1:15:13] Director M. Seconded by director Rainbow in favor [1:15:20] $1,210. [1:15:36] » Say welcome back. >> Welcome back director mayor for the [1:15:40] penultimate time. [1:15:46] 10.4 is a request for funding from the Leo Nation for the annual static [1:15:51] walk and run. >> I'll move that. [1:15:54] » Moved by Director Rainbow, seconded by Director R. [1:15:57] » Um, may I please get some clarity as to where the funding will be coming from. [1:16:00] It's $2,000. >> You can take it from area C select [1:16:05] funds. >> Thank you. Do you want to take some [1:16:10] general select? Yeah. Use general selecting [1:16:14] and everybody's involved. >> Yep. [1:16:16] » Yeah. >> Entirely. Okay. $2,000. So that will be [1:16:21] from general. >> Yeah. There's 14,000 in there. So [1:16:25] » I'll still move that. >> All righty. The rainbow. [1:16:30] Is that okay? Mine carried. And finally, Squamish [1:16:36] Search and Rescue Public Safety Lifeline Leadership Force, a request of $6,000. [1:16:42] What's hosting the public safety lifeline leadership course? [1:16:46] » Does that say from area D select? >> It does not. You'd have to say that. [1:16:52] » I'll move that. Um, taking the money from area D select funds. [1:16:57] » Right. I'll second that. [1:17:02] Anyone opposed? favor. >> And if you're in the Squamish area in [1:17:08] the airport area and you want to just drive by and have a look at the the new [1:17:13] uh center that search and rescue have there. It's worth doing. It's it's [1:17:18] incredible. Really uh really is. [1:17:23] » They're busy guys. >> I mean, Northshore and these guys are [1:17:27] unbelievable. >> Yeah. [1:17:30] Uh is there any late business or a regional late business? Yes, director. [1:17:36] » Yeah, I need to make a motion uh regarding the [1:17:42] panorama project I've got going for Oliver. [1:17:47] » Okay. Like to make a motion for that to be [1:17:52] added as uh late business. Sorry, that's what that's [1:17:56] » so that the motion to add that item as late business. Uh move by director [1:18:02] Rainbow. I'll second that. Anyone oppose? Motion carried. [1:18:06] Okay. And so would you like to talk about that motion? [1:18:12] » Oh, we're into it way. Let's see. >> So that's item 12.1. [1:18:16] » Item 12.1. >> This project has taken a long time. Um [1:18:20] we finally got um approval from the nation for all of the uh [1:18:27] their name places and it was interesting because some we thought we had Furry [1:18:33] Creek and then when it came [clears throat] one of the things that [1:18:36] happened when it came back it was it was spelled differently so we had to sort [1:18:39] out with them okay which one's the correct one the the original one that [1:18:43] you have on the highway or >> the new one and things like but anyway [1:18:47] we're we're all approved Now, um we're ready to have the uh the stuff actually [1:18:53] the the frame built and everything and um I'm not sure I've got enough [1:19:00] money in place. So, what I want to do is make a motion um to approve an [1:19:06] additional up to and I'm going to say $6,000. [1:19:11] No, I'm going to say $8,000 which doubles what's there and I want to [1:19:15] express as up to >> up to $8,000 [1:19:19] [clears throat] select >> select funds. Yeah. [1:19:21] » Um I don't think we need anything like that, but I don't want to have to come [1:19:24] back again or have it hanging over till the [1:19:27] » till next term. >> So that's my motion [1:19:31] » for uh signage >> um at a what it is. We we the SLR have [1:19:39] thanks to Angela jump that she was doing at the time a beautiful viewing platform [1:19:44] at the end of the spit. some clown land and [1:19:49] it's a it's an eight foot long panoramic photograph [1:19:54] that stretches from all just past Woodfire all the way around past Anvil [1:19:58] Island and it it names the the peaks in it's got some information about the [1:20:05] nation on there stuff like that. So it it it's a it's a good addition to that [1:20:11] that platform which is used I would say 90% of the people that use it are not [1:20:17] very Greek residents. So that that was the idea of putting it there just to [1:20:21] make it a little bit more attractive. >> Now you've got the Squamish nation names [1:20:24] as well. >> Yeah. [1:20:25] » Okay. I'm with you. [1:20:30] » Okay. Up to and yes director. >> Uh I just had a a quick note on this. Um [1:20:36] I I know that the last allocation like we didn't have that allocated to a [1:20:40] specific community group or society. It was just for the project, [1:20:45] » right? >> I would recommend maybe that we allocate [1:20:47] these funds to the area DE parks and trails service and that way there can be [1:20:51] some oversight by SRD staff just helping manage the invoices kind of what you [1:20:55] said as well. And then um those costs can just live in that cost center rather [1:20:59] than >> put into the cost center. I didn't know [1:21:02] we could do that. We can allocate funds to a cost center [1:21:06] if if we have a a cost center. Normally EAD um or select funds funding [1:21:11] allocations go to nonprofit societies. Um but we do have a few that will go to [1:21:16] » Yeah, that's fine. Um and I'm happy talking to Omar about the the actual [1:21:24] installation of it. Um he I spoke with him uh actually spoke with Ed some time [1:21:30] ago and um I don't contract staff to do pay staff to do that or I can get an [1:21:39] independent contractor to do it. >> I [1:21:43] Heather can maybe speak to that. >> I think just just to help because it has [1:21:47] been raised by finance before we're encroaching into being well beyond our [1:21:50] purchasing procurement policy. We're single sourcing contractors and we can [1:21:58] we do we can do that if there's a nonprofit. We just give the money to [1:22:01] nonprofit and they follow their purchasing policies. We're teetering on [1:22:05] being well over our procurement policy which is why [1:22:09] » give all the money to a nonprofit then if that's the that's the easiest [1:22:12] solution. >> Yeah. If there's a nonprofit managing [1:22:14] the project that would be the easy one. >> If if there's a nonprofit that wants to [1:22:20] take on the projects as well then that's easier. The other option would be [1:22:24] through the cost center so that we are managing that for [1:22:28] » that the money be um directed to the FCCA. [1:22:34] » Okay. Um >> and then they can pay the bills [1:22:38] » community association as a nonprofit. Yeah. And so the the motion then is up [1:22:43] to $8,000 >> in addition to the current [1:22:47] » I would then recommend that we resend the previous one and allocate both to [1:22:51] the FCCA so that they're both okay and it can be a $16,000 [1:22:56] allocation to the FCCA for those projects. [1:23:00] » Yeah. >> Yeah. [1:23:02] » That's okay. Would you like to resend the previous one? What's Angela's gonna [1:23:08] check with Angela before you listen to me? [1:23:11] » Do you have what it was allocated to? >> Yeah. One second. [1:23:19] » It was from June 2025. Mhm. >> And it is that $8,000 be allocated from [1:23:25] electoral area D select funds on behalf of Rainbow for expenses associated with [1:23:29] the information signage project Oliver's Landing with funding support from uh [1:23:33] electoral area D recognized and all related promotional materials with funds [1:23:37] to be dispersed upon invoices. And so that would just be rescended and [1:23:43] then $16,000 be allocated to for a creek community association for [1:23:48] uh associated with the information science project at all landing. [1:23:52] » That sound correct. >> That's fine. [1:23:55] » All right. Moved by director Rainbow. Thank you. With considerable help. Yeah. [1:23:59] Seconded by director de Mayor post. Motion carry. [1:24:05] Thank you. >> Anything else? Director. [1:24:09] » Thank you very much. Thank you, Colleen. That's very helpful. [1:24:13] » Okay. Um, [1:24:17] notice of motion. Motion for which notice has be about to [1:24:23] move German. All [1:24:26] » right. Director Rainbow has moved to German. [1:24:30] [clears throat] >> Don't think anyone's opposed to that. [1:24:33] Motion carried. Ajourned.
