[14:41] Oh, hallelujah. [15:16] Okay, I think we're going to get started [15:18] here. [15:21] We'd like to welcome everyone to South [15:22] Weber City Council at 6 PM on Tuesday, [15:25] March 24th, 2026. [15:29] We're going to excuse Councilman Davis [15:31] this evening. I'll lead us in the pledge [15:33] of allegiance and then we'll have a [15:35] prayer by Councilman Dills. If you'll [15:37] all arise, follow me. [15:41] Ice [15:43] to the flag of the United States of [15:46] America and to the republic for which it [15:49] stands. One nation under God, [15:52] indivisible, with liberty and justice [15:55] for all. [15:59] Our [16:04] father in heaven, we are grateful that [16:05] we could come today as a body of South [16:09] Weaver citizens and their elected [16:11] officials as we try to sort out the [16:14] business of our city. Please bless us [16:16] that we will be able to have the the [16:18] blessing of discernment to know what we [16:20] should do and what will be the best for [16:22] the people and for the city as we go [16:24] forward. This we pray humbly in the name [16:26] of thy son Jesus Christ. Amen. [16:28] >> Amen. [16:30] Thank you. We appreciate that. We'll [16:31] begin with uh public comments. [16:36] Uh please be respectful with your [16:37] comments. We'll allow you two m three [16:40] minutes to speak. Please state your name [16:42] and the city in which you reside and [16:46] you're welcome to come up to the [16:47] microphone and [16:49] make your comment. [17:04] Yes. [17:23] There are several items. [17:28] I didn't address alliture. [17:45] basic [17:53] flooding of either or [17:57] it's the lubricity effect of the water [17:59] on US [18:08] water [18:09] unstable and fail. Especially [18:19] failure address. [18:24] Once again, external issues create [18:27] emergency [18:45] leads [18:47] down south. [18:51] Additionally, a failure of East Canyon [18:54] carrying an earthquake would not only [18:57] wipe out but also down river [19:02] to a lesser extent would be the failure [19:08] direction control [19:22] live [19:23] and whether or not they can quickly [19:25] respond to Southendur. [19:46] And last one has to do with [20:04] Thank you, Paul. [20:07] >> Yep. [20:10] Anyone else have any comments? [20:14] Okay, we've got a presentation tonight. [20:17] Uh, Weaver River Pre--D disaster [20:19] mitigation. [20:21] study by University of Utah Senior [20:24] Design and [20:25] >> Utah. [20:26] State. What did I say? Utah. [20:29] >> Well, that's blame Blair for that. [20:32] >> They're in the wrong color. I tell you [20:34] that. [20:35] >> I apologize, man. That's that's that's [20:38] low. [20:40] [laughter] [20:42] » And they're here to help. [20:45] And Ka, are you going to lead us in this [20:48] or whoever whoever is going to charge? [20:51] >> Who's in charge? All of you are going to [20:53] take a turn. Okay. [21:01] » Yeah, [21:03] we can try it. Sometimes it works, [21:05] sometimes it doesn't. [21:07] >> Just make a beep sound and we'll [21:10] >> You just have to hold your mouth. [21:34] First thank you for the opportunity to [21:36] do this presentation today. [21:42] I'm James [21:45] Davis Johnson [21:48] from Mitchell. We're senior design team [21:52] at [21:53] State University. We also like to [21:55] acknowledge for bringing this product to [21:58] us and gate to work on it. Dr. Freddy [22:02] helped us a lot investigations [22:05] Dr. [22:10] Austin. [22:17] You [22:18] >> pull the microphone closer to your [22:19] mouth. We're also on YouTube. So, thank [22:21] you. Before [22:39] I get into the background, [22:41] I want to make sure that we're all [22:45] study [22:52] river. All [23:02] right. So in 201 [23:23] Soon enough [23:40] here. [23:44] So this is an image of [23:49] pretty low [23:51] pressure. [23:53] So the ground water [24:03] is simul [24:16] As [24:20] it finds locations [24:26] with it [24:28] accelerating process [24:35] channel. [24:40] So, [24:44] as part of our study, we created a [24:46] model. [24:52] On the right side, you see fill up 36 [24:56] hours. [25:03] That's not [25:14] you. You see that's the [25:21] final [25:23] work that could be done. We don't know [25:25] if worse or better. [25:32] The time frame on that you're projected [25:35] >> that is [25:42] that [25:47] » Thank you. [25:48] >> All right. So there's three main risks [25:50] that are associated with this. First of [25:52] all, [26:03] different. [26:09] Second of all, the water [26:33] Joe, I'm Ty talking about some [26:37] alternatives [26:38] to help solve this [26:41] or solve the flooding. [26:46] So, we have four different alternatives [26:48] we're going to talk about today. I'll [26:51] And this first one is alternative flow [26:54] channels. So these flow channels um [26:57] essentially they water back into the [27:01] river from somewhere else. So these [27:04] would prevent flooding of South by [27:12] the structures [27:14] outside of the normal rivers. [27:29] And [27:31] one The one that we chose for our [27:34] preferred option for all of the [27:36] alternatives [27:39] channels is that green high [27:44] just north of the river [27:49] events [27:51] take the water [27:53] downream a little bit further some of [27:56] that [27:58] pressure. [28:02] So this is our favorite option [28:06] that [28:10] water [28:12] pressure. [28:20] So alternative number two separate [28:22] option is a line. [28:25] This is essentially creating a [28:27] waterproof layer between the water and this would prevent the water pushing [28:34] through at all. [28:37] However, this has a lot of problems [28:42] and peritting [28:45] hard [28:55] to$2.4 million construction cost. [29:03] However, it would be good for longterm [29:06] stability [29:08] set [29:11] and this is one of our favorite options, [29:13] but [29:17] your product. [29:20] So, these are just two ways [29:23] that [29:30] those are alternatives. Turn it to [29:39] The next alternative is the diversion [29:41] channel. This one assumes that there's [29:44] complete failure of the river [29:51] solution to this [29:55] low point that Joe mentioned by the red [29:58] box. Um this would serve to stop water [30:02] going [30:04] river [30:11] alternative is relatively cheap compared [30:13] to the other one. However, there's [30:15] various other effects. [30:20] Um so the main thing is environmental [30:22] effects. [30:31] And [30:37] then once it does fill up all the [30:39] minerals and from the ground back river [30:47] and then also there's fact anymore [30:51] essentially become a lake. All kinds of [30:53] maintenance issues that go with that [30:55] erosion. [31:06] Um so the next one we consider is cut [31:09] off wall which is essentially a wall [31:12] that's underground cuts off the flow of [31:13] water ground water from the river to the [31:16] ground. It also serves as [31:22] very considered [31:29] and walls go into what those are [31:35] file wallow. [31:41] However, [31:44] biggest disadvantage to all these [31:45] options is the high cost and the price [31:49] range that we've given for these [31:51] estimate [31:53] construction cost [31:57] a lot [32:02] of area. [32:15] So, um it is important to note though [32:18] that if it wasn't for the [32:29] process that we used to evaluate. [32:42] There are [32:47] number one [32:55] as well as [33:11] All [33:18] right. [33:24] So, this channel will go on [33:29] river and we'll be able to [33:35] channel [33:37] for the most part [33:39] as well. [33:41] right now. There is [33:50] channel [34:02] That [34:04] basket [34:29] are simple enough. [34:35] Some of the concerns that our design is [34:38] based on our [34:45] soenefit [35:12] of our [35:33] biggest recommendations. [35:43] That's [35:45] actually an [35:57] They are [36:02] also [36:05] design. [36:20] » Thank you very much. [36:21] >> Thank you. This is fantastic. [36:22] >> So great. So can I ask a question, [36:24] mayor? Is that okay? [36:25] >> Yes. [36:26] >> Um, how long did this process take you [36:29] guys as a group together? How long have [36:32] you been working on this? [36:33] >> So, like began senior design class begin [36:40] a few months ago, but we really got into [36:42] that project for probably [36:45] we started working with summer. So, it's [36:47] been about a week. [36:50] >> Awesome. Thank you. This is great [36:52] information. I appreciate you guys [36:53] sharing that with us. Anyone [36:57] else have a question? [36:57] >> Yeah, I've got a quick question. At the [36:59] be at the beginning of this, you [37:02] discussed how the uh water would [37:04] actually seep into uh kind of like the [37:07] springs going into the the pit. um with [37:10] the amount of force that was going on [37:13] during that time, wouldn't there be a [37:16] huge amount of erosion right along that [37:19] whole wall of the river? So that not [37:22] just one section of it, but pretty soon [37:25] uh pretty much the entire south side of [37:28] the river would be in the bottom of the [37:30] pit and the pit expanding out. [37:34] >> Yeah, that that's definitely a [37:35] possibility. I mean, water likes to find [37:38] the quickest channel it can't to exit. [37:40] So, what's most likely is you look at an [37:42] aerial that uh the gravel pit, the place [37:45] that it started to exit was actually the [37:47] thinnest portion. [37:48] >> So, we imagine what it would do is it [37:50] would probably just cut channel about [37:52] the same width as the existing one is, [37:54] but it would cut it down into the gravel [37:57] pit. And it's it's hard to know exactly [37:59] without knowing subsurface where all the [38:02] soil positions are. It's hard to know [38:04] exactly how that water would flow, but [38:07] most likely based off of what we [38:09] experienced in the past, it would just [38:11] cut through at that one location. [38:13] >> I'm just wondering because you have the [38:14] two uh coverts that will pull water out [38:18] and I was just wondering would those [38:20] still be remaining if the river is just [38:23] eroding all of that or are you expecting [38:25] that it would just do one steady drop [38:27] and just go out that way and not not [38:30] worry about eroding the rest of the [38:31] river? [38:32] >> Yeah. So the the goal of those designs [38:34] was to prevent the erosion work out [38:37] there and what we wanted was during a [38:41] normal year even a high runoff year [38:43] there's no section there. So we figured [38:46] if we can keep the flow rates in the [38:48] original channel at the same elevation [38:50] as they were in the years where it was [38:52] safe then in the future that will also [38:55] be safe. So we did that by diverting the [38:56] river into two separate channels. keep [38:58] the elevation lower so there's not as [39:00] much prior pushing outside of us. [39:02] >> Okay, fantastic. I I'm amazed. Good job [39:06] all of you. [39:07] >> Great job. Thank you so much for doing [39:09] this and coming to the city this [39:12] tonight. And [39:14] you're welcome to stay if you'd like, [39:16] but we'll excuse you if you want to [39:18] leave. [39:18] >> Hey, mayor. [39:19] >> Yes. [39:20] >> Can I make a motion that we give the [39:21] these students an Agrade or recommend an [39:24] A grade? [laughter] [39:25] I [39:25] >> think we could do that. [39:30] I do. I'm just looking for a second down [39:32] there. [39:32] >> Second. [39:32] that. [39:33] >> Okay. Favor say I. [39:35] >> I. [39:36] >> Okay. [39:37] >> Hey, Dre. Good job. [39:41] >> Okay, moving along. We'll get into our [39:43] action items. We need to approve our [39:45] consent agenda consisting of February [39:48] 24th minutes. Any corrections or changes [39:51] to these minutes? [39:54] Not. We'll look for a motion to approve. [40:00] » Mayor, I'll make a motion to approve the [40:01] consent agenda. [40:03] >> Second. [40:05] by C. [40:07] >> In favor, say I. [40:08] >> I. [40:10] >> Next item, resolution 26-6, [40:14] donation policy. Any [40:19] comments on this new policy that worked [40:22] on getting [40:24] put forth? I think Councilman Dales to [40:26] the a lot of work on this. Did you not? [40:29] >> Um I I did an initial draft. Um this was [40:34] then turned over to our uh intern we had [40:37] Dan. Um and uh quite a bit of it was [40:40] changed. Um there are some things that I [40:43] would love to see back into it. Um but [40:47] um I think the the purpose of it is [40:49] sound. Um any type of transparency of [40:52] course that we can give to the public on [40:53] what happens when somebody comes in and [40:56] donates money. Um, I think that it's [40:58] also important that we come up with the [41:01] scale as a city council that says this [41:04] is what we want to do. And, you know, so [41:07] if you're donating, you know, $100, [41:10] that's a certain level of, you know, [41:12] we'll put up a banner. We'll put up, you [41:14] know, some news out on the the [41:16] electrical sign that we have. or if [41:18] you're doing $1,000 or if you're a [41:20] business and you're doing $10,000 [41:22] um you know a business has a lot a lot [41:25] more expectation when it comes to having [41:27] their name out there uh once you have uh [41:30] made a donation. So um you know on that [41:33] area you're talking about having trails [41:35] that would be named for them or um you [41:39] know if they're talking about uh uh [41:41] different area pavilions in some of the [41:44] different parks and stuff. So, it just [41:46] makes it so that when somebody comes to [41:48] us, we're already ready. We've already [41:50] made the decisions ahead of time of [41:52] here's what we want to do. Um the one [41:55] that I sent in had a much lower um [41:59] starting cost. Um I think as we saw with [42:03] the pickle ball courts that we did, um [42:05] the average donor was not sending in [42:08] $10,000. [42:09] uh we got a lot of them that did and you [42:12] know did a high level but um this puts [42:17] it down into a range that I think most [42:18] of the south weieber especially when we [42:20] get into the uh sports and recreation uh [42:23] the citizens would be able to be [42:25] involved in uh if they want to sponsor a [42:27] team that's handled purely at an [42:30] administration level instead of having [42:31] to come up to the mayor or to the city [42:33] council for approval that's just [42:35] something that's uh keeps it down low [42:38] but still gets the process flowing [42:40] without us being a bottleneck. Um, it [42:43] does have things also so that and I know [42:46] it doesn't work perfectly but having [42:50] some type of visible fund even if it is [42:52] just a declared line item when we're [42:54] doing the budget that says this is how [42:56] much we were given in donations for this [42:58] year and this is how much is still here [43:01] or uh is going to be here and moved uh [43:05] reserved to that next uh year's uh [43:08] budget. It just makes it so that when we [43:10] have somebody who comes in who does a [43:11] big donation, say like we had with the [43:14] barn that since this goes across [43:18] multiple years, it keeps track of it and [43:21] puts it down in there so that uh we [43:23] don't just lose it or it gets assigned [43:26] to other funds. Um other than that, I I really think that the the the program [43:31] itself is great. I think our biggest [43:33] beneic beneficiaries [43:35] will be the sports teams. Um, I mean, if I can if if I can donate and be able [43:42] to um support my grandson's soccer team, [43:48] T-ball team, wrestling team, all of [43:50] these different things, I'm going to do [43:51] it. Um, and I don't really need that big [43:55] of a, you know, a prize for doing that. [43:58] That's something I would do anyways. Um, [44:00] but we have families, um, very large [44:04] families that all have different [44:06] foundations and different things that [44:07] they want to put in. Everything from, [44:10] uh, trail headers with chairs and shade [44:12] to pavilions and stuff. So, uh, this [44:15] just lines it up so that we can do that. [44:18] Okay. [44:19] >> Thank you, Joel. [44:21] >> My my microphone keeps doing that. I'm [44:23] so sorry. Can you guys hear me? Yeah. [44:27] >> I'm sorry. [44:28] >> Try standing it up. [44:29] Thank you. [44:33] >> I did. [44:34] Uh my biggest question on this um how [44:38] long will these banners stay up? Because [44:41] I know that right now we have banners in [44:43] the FAC that have been there for years. [44:45] So is this a way for us to manage [44:49] rotation of those and keep current on [44:52] those ones so someone doesn't do donate [44:53] once and then they've got it for 10 [44:55] years? And that's one of the reasons why [44:57] we tried to separate it in the original [44:58] draft was that if you're sponsoring a [45:00] team, um you do that for a season. If [45:03] you want to do it again, it's another [45:04] season. Um that way you don't just [45:08] donate once to a team, pay $150 and buy [45:11] some water bottles and now you've got a, [45:14] you know, a perfectly good 4x6 banner [45:16] sitting in the family activity center [45:18] for the next 10 years. Um I would hope [45:21] that they would want to do that again [45:22] next year for that same team. Um, and [45:26] there's even uh levels of it that can [45:30] give a larger sign or move a sign, even [45:32] have something put into the breeze, our magazine um for those that want to [45:38] continue on every year. Uh the tougher [45:40] ones though is once you get up into [45:42] larger ones, um then yeah, it becomes a [45:45] one-time thing. So like we where we've [45:47] got the um uh the barn and the the park [45:51] renamed, I don't see that one changing. [45:53] I don't think they need to make a [45:54] donation again every year to to keep [45:56] that going on it. So that's that was the [45:59] part that I was getting stuck on and [46:01] that was part of it that was taken out [46:03] of this. Um probably because I hadn't [46:06] finished anything on it and uh this is a [46:08] much more simplified version. I tend to [46:11] overdo it. I don't know if you've [46:12] noticed. Um so [46:16] >> okay, [46:19] any other questions? [46:21] Not we'll look for a motion. [46:26] Mayor, I move to approve resolution [46:28] 2606, the donation policy. [46:32] >> We have a second. [46:35] >> I second it. [46:38] >> Start with the roll call votes. [46:39] Councilman Windsor. [46:41] >> I [46:45] carries. Thank you. [46:47] Next item, uh, resolution [46:50] 26-07 declaring public works item as [46:54] surplus. [46:55] Anyone have any questions on this? We [46:58] made our move to our new public works [47:00] facility. We've got some items that we [47:04] want to discard of, we don't need, don't [47:06] want, and uh, proper way to do that is [47:11] to list them as surplus. [47:13] Any questions? [47:16] If not, we'll ask for a motion on this [47:19] one. [47:25] » Sorry, I don't remember what items are. [47:28] >> It's on the If you look on the page 16, [47:34] » it's just some miscellaneous things that [47:36] are kind of laying around. There's [47:38] pallet racks, there's shelving, couch, [47:40] office decks, all the all the stuff [47:43] that's [47:43] >> from the old [47:44] >> should probably go to the a lot of it. [47:46] just needs to be thrown away. Thank you, [47:53] » Mayor. I make a motion to approve [47:54] resolution 26-07 [47:57] declaring public works items as sless. [47:59] >> Second. [48:01] >> Motion second by Councilman Howerson. [48:03] We'll do a roll call vote studying with [48:04] Councilman Howerson. [48:05] >> I I [48:09] carry. Thank you. Resolution 26-08 [48:13] amending emergency operations plan. [48:17] Any questions on this one? [48:23] That was a big read. [laughter] [48:27] Have our fire chief here. Do you have [48:29] anything on that? Do you want to add? [48:33] >> Okay. Any questions? [48:36] >> Got a couple of issues that I found in [48:38] it. Um, number one, there's a couple [48:40] different times when we're talking about [48:42] the chief executive officer as defined [48:44] by the state and part of the times it [48:47] lists the mayor as that chief executive [48:50] officer. Other times it lists you, the [48:53] city manager as such. Um, I would like [48:56] to just kind of clear that out so that [48:58] in an emergency we have the exact the [49:01] mayor and his or his designate design. [49:06] Um so that way if if it has something to [49:08] do it because uh the chief executive [49:10] officer doesn't change. Um [49:19] yeah it's got a couple of them on. [49:24] Oh I've got it on here. I'll show you [49:26] afterwards um so that you can look on [49:28] that and make that exact one because it [49:30] is um [49:40] It's where it's talking about um the [49:43] first one is the first executive chief. [49:46] Um God, I'll just I'll just give you the [49:49] page number and show it on you. Um or [49:51] while we're doing this, that one needs [49:53] to be cleared up also. Um [49:58] yeah. Um and I do have it written down. [50:01] Um, second though, and this one was kind [50:04] of a little more [50:07] um we have uh Lisa Smith um listed as [50:12] List Smith. Um I don't think that's her [50:16] actual name. Um there's a number of uh [50:20] places where it is misspellings all [50:22] throughout it. [50:24] Um, I don't I'm I'm not trying to be [50:27] picky on it, but my real questions are [50:29] on this is that was this given a a [50:32] thorough review before it was sent? [50:35] Because we've got pages here that are [50:39] actual templates coming from um Cash [50:42] Valley [50:44] um as some of the footers that are in [50:46] here where it was taken out. Um, we also [50:49] have uh ones from Leighton and a couple [50:52] from Salt Lake City. Um, so it looks [50:56] like obviously somebody was piecing [50:58] together different things to make this [51:00] document. Um but when it starts listing [51:05] um Weber County officials [51:08] um in their role um that just needs to I [51:13] just think if this is going to be the [51:14] official document and we're going to [51:15] rely on it. We need to go on and give it [51:17] one more pass to make sure the actual [51:19] information is correct because like I [51:21] said there are some that are from uh [51:23] different cities in here. Um it also [51:27] repeats or not repeats uh one moment it [51:30] says that uh we are using the and chief [51:34] you may know which one we're actually [51:35] using whether we're using iPod um or if [51:38] we're using uh code red um for our um [51:43] incident or our communication with the public. I [51:47] know we're doing a reverse 911, but it's [51:49] not showing anywhere that um we're which [51:53] one we're actually using. And I think [51:55] that's I think it's only because some of [51:57] these documents were merged in the [51:58] creation of it. Um [52:02] because there's there's very few I think [52:04] Bountiful is the only one that still [52:06] uses iPods. Um and they pay for it. So [52:09] if you downloaded it, it it tells you have to uh be a paying member to be [52:13] able to get that kind of information. [52:16] Um, [52:18] uh, let's see. Executive. [52:22] >> Yeah, I do. [52:33] » Yeah. [52:34] >> And that that's what I was going [52:37] Yeah, that's what I was going to go [52:38] through because I've got the list. I [52:39] wasn't planning to just hand it over to [52:41] you right now, but And like they're [52:43] mainly just small ones. Uh they're just [52:45] little things, but I think that making [52:46] the information inaccurate um or [52:49] possibly inaccurate, which in an [52:52] emergency, we don't want that. Um [52:54] Syracuse also has a way of giving a [52:58] public version of it and a non-public [53:01] version of it. Um and they post the [53:04] public version out online. Um might be [53:07] something we want to look at on it. So [53:09] um [53:11] yeah, those are those are the ones that I've looked at. Other than that, I [53:14] think it's, you know, good detailed [53:17] content throughout all of it. It's just [53:20] seeing those few things makes me a [53:22] little bit concerned. So, yeah. Yeah. [53:26] >> Okay. [53:27] >> So, I would like [53:27] >> So, would you like to make a motion on [53:29] that then? [53:29] >> Yeah. I would like to make a motion that [53:32] um I'd like to make a motion that we [53:34] table it, but I'll get in trouble. Um, [53:36] I'd like to make a motion that we [53:38] postpone it um for however long it takes [53:41] to get a new one finished. [53:44] >> Continue it. [53:45] >> Yeah. [53:46] >> Well, yeah. Can Yes, sure. Continue. [53:51] >> Second it. [53:54] >> A motion and we have a second by [53:56] Councilman [53:56] >> How [53:58] Frank that you [54:01] >> That's why he wants to table it so that [54:03] we have time to work on it. bring back. [54:07] >> So you want able to not config. [54:13] » Yeah. [54:15] >> You have you did want to [54:17] >> continue. [54:19] Okay. [54:22] Good with that second then. [54:24] >> Yeah. [54:25] >> With a roll call vote. I [54:28] >> I [54:31] >> Okay, [54:33] last item. [54:36] >> Our vacuum trailer purchase. Any [54:39] discussion on this? [54:42] So, we did we did discuss this just to [54:44] give you a little bit of background as a [54:46] municipal utilities committee. Um, and [54:50] currently on average it's mid50,000 a [54:53] year that we're spending for a vacuum [54:55] truck, but this does not completely [54:59] replace that. It was replacing between [55:02] 30 to 40% of that cost a year. We will [55:05] still need the larger vacuum trucks to [55:06] do some of the larger manholes and [55:08] deeper manholes. Um, so our our return [55:11] on investment basically this would pay [55:13] for itself in four years. Um, so Jeremy [55:16] and and I agreed, the mayor, we agreed [55:19] that was something we should recommend [55:20] doing with the council. It will be it'll [55:23] be purchased out of the I don't remember [55:25] if it said in the background or not, out [55:26] of the remaining some of the remaining [55:28] funds for the public works and it does [55:31] allow us to do that with the public [55:32] works funds. [55:34] >> I do have one question with regards to [55:36] the procurement method. It does say [55:37] state contract, but [clears throat] [55:39] excuse me, there are different methods [55:40] on state contract. Was this the only [55:42] state contract for vectors or was there [55:45] several that we had to choose from? And [55:46] was this the least cost or did was there [55:48] other criteria used in selecting this [55:51] make a model? [55:53] >> This [55:58] state contract found this one [56:04] [clears throat] [56:05] there was not a cheaper price found on [56:07] state contract. where there are multiple [56:10] vendors on state contract. I guess my [56:12] root cause this is the only vendor. [56:14] >> There was only there was only two that [56:16] we knew of at all and I don't believe [56:18] any of them were part of that state [56:20] contract is the way I understood it. [56:22] >> There were other vendors that provided [56:24] back this was the one that was on state [56:26] contract. [56:28] >> Okay. Thank you. [56:31] didn't say that. [56:35] » My only question is what's the leave the [56:37] lead time on this once we purchase it? [56:40] How soon before we take ownership? [56:43] >> I think right away. [56:44] >> I I believe it's something that they can [56:46] deliver with so that we're using it this [56:48] summer. [56:48] >> Awesome. [56:49] >> Thank you. [56:51] Michelle, [56:53] >> and this is and this is going to be a [56:55] capital item that we're going to prepay [56:57] for or save it up for or [56:59] >> it's something we're paying for out of [57:00] the funds from the [57:02] >> under the bond money. Okay. [57:03] >> It's left over. [57:04] >> Okay. [57:06] >> The idea that we would use this as long [57:08] as it lasts. [57:09] >> Yeah. This isn't going to go on a [57:12] >> a lease rotation or any rotation [57:15] program. It's just a piece of equipment [57:16] we're purchasing. [57:18] >> Good. Thank you. [57:21] Okay, we'll look for a motion on this. [57:26] » Mayor, I make the motion to approve the [57:28] purchase of a vacuum trailer for the [57:29] public works department for $87,42011. [57:35] » Second. Is that 11 cents? [57:38] >> Yep. [57:38] >> Yes. [57:40] >> Make sure I get it right. [57:42] >> Have a second by Councilwoman Petty with [57:44] the roll call vote starting with [57:46] Councilman Worer. I [57:48] >> I [57:51] >> motion carries. Thank you. [57:55] That's it for our action items. We'll go [57:57] into reports. New business. Dave, if you [57:59] got any new business, [58:00] >> one thing to bring up, we were able to [58:04] get some information back from science [58:07] public finance on the option to approach [58:11] our current bond holder, US Bank, and [58:15] they provided an to the admin finance [58:18] committee to look at so that they can [58:19] provide a little bit of perspective. It [58:23] uh since they have provided that even [58:26] within the last handful of days market [58:29] has adjusted and changed [58:33] in Iraq interest rates are [58:37] target right now. So the savings that we [58:41] have looked at initially are not the [58:45] same. The level of savings is not as [58:47] high as what those were as they [58:50] increased since then. [clears throat] [58:53] But what US bank provided uh was around [58:56] $400,000 of savings. [58:59] still maintainability on those bonds, [59:03] but they would basically do a [59:04] modification on our current bond [59:07] structure. We would not have to go out [59:08] to market or things like that, keep the [59:11] callability, but it would reduce our [59:13] interest rate some [59:17] $400,000 number adjusted. So it's [59:20] probably a little bit. So the question [59:22] is is that enough to to want to work [59:26] with US Bank and do that still pursue [59:30] the option of going out to market. [59:37] [clears throat] [59:38] My re my recommendation is is that we [59:40] pursue going out to market, but we may [59:42] want to as a admin finance committee, if [59:44] everybody's okay with that, look at the [59:46] timing of that to see [59:48] >> um because it it really we were down to [59:52] one option plus maybe just seeing if we [59:54] could renegotiate these, which was an [59:56] incredible savings, but if those rates [59:58] are changing, we may want to wait till [1:00:00] things settle [snorts] down a little [1:00:01] bit. Y [1:00:03] >> I would I would probably kick it back to [1:00:04] the admin finance community. [1:00:07] if it were. But I'll let you guys decide [1:00:09] what you want to do. [1:00:10] >> I think so. [1:00:12] >> I agree. [1:00:15] >> Let's bump it over there if we would. [1:00:17] >> We will take it on. [1:00:18] >> Okay. [clears throat] [1:00:22] » Anything else, Dave? [1:00:24] >> No. [1:00:25] >> Anyone have uh new business from the [1:00:28] council? [1:00:28] >> Um I just had two. Um number one um [1:00:34] what are we going to do about uh the [1:00:37] knowledge that we were given today? [1:00:38] What's our next step? Um and I don't [1:00:40] know if this would go to one of the [1:00:42] committees uh to look at it. Um I don't [1:00:45] know if this is something that since the [1:00:48] risk um is on you. and pouring into a [1:00:53] private business if we're even the ones [1:00:56] that would be responsible for these kind [1:00:58] of solutions. Um, but I really would [1:01:01] like to just know what the next step is [1:01:04] um on this study uh that they've done [1:01:08] even if it just means we're trying to [1:01:09] figure out it to another deeper level [1:01:11] that we have to do something with it. [1:01:14] Any thoughts? [1:01:18] » I'll start. Um [clears throat] I think [1:01:21] that [1:01:23] we've known of the risk prior to the [1:01:25] study. The study provides information [1:01:28] about specific types of [1:01:37] suggest [1:01:53] it's also the type of project once we [1:01:55] identify [1:01:56] We were to update ouration [1:01:59] planificating [1:02:22] and yet like you say it's not ours. [1:02:25] But our people are affected. So we want [1:02:27] to keep pushing the conversation. [1:02:34] » I agree. [1:02:35] >> What committee would that go to? Safety. [1:02:37] >> Safety. [1:02:38] >> Give it to the gravel. Gravel committee. [1:02:41] >> Wayne wants it. [1:02:41] >> Oh, we want that one. [1:02:43] >> Yeah. I was just going to comment [1:02:44] earlier before you jumped in. I think uh [1:02:46] you guys did an awesome job um giving [1:02:48] your background information. U the core [1:02:51] problem is not the high flows. core [1:02:53] problem is the gravel pit undermined the [1:02:55] river creating the situation that we're [1:02:57] now existing. So I think the gravel pit [1:02:59] is culpable. I think the gravel pit [1:03:02] needs to stand up and take ownership of [1:03:03] the problem they've created. I think we [1:03:05] need to bring the state in because it's [1:03:07] affecting Interstate 84 and it's [1:03:10] affecting US 89 and it's affecting our [1:03:12] citizens. So we shouldn't have to take [1:03:14] the bill to fix this problem. And I [1:03:17] agree typically your recommendations are [1:03:20] go with the least cost. We want to put [1:03:22] that wall in. Um you could do other [1:03:25] issues with the um the drainages going [1:03:28] around the piping, different types of [1:03:29] bank intakes. U but they all have their [1:03:32] inherent problems. We need some sort of [1:03:34] cut off wall curtain to go in there or [1:03:36] just fill the pit back up. Um but I [1:03:38] think it's their problem and we need to [1:03:40] put their feet to the fire and make them [1:03:42] fix it. [1:03:47] » Say we could let it flow. [1:03:48] >> I think that's great. Yeah, [1:03:53] » I got my boxes. So, ready to go. [1:03:55] >> You guys got You guys got Wayne fired [1:03:57] up. [laughter] [1:03:59] >> Yeah, I was ready to go, but Joe kind of [1:04:00] stole my thunder. So, thanks, Joel. [1:04:03] >> Uh, still just a little bit of thunder, [1:04:05] but I don't think you want this one. Um, [1:04:07] I got two major complaints and it's [1:04:09] something that we'll have to handle in [1:04:10] the parks committee. Um, I just wanted [1:04:12] to let them know that we were announcing [1:04:15] it or talking about it. Um the dog park [1:04:19] is having a uh poo poo problem [1:04:23] um in which there are a number of [1:04:26] individuals that bring in multiple dogs [1:04:28] and just let them run and then well run [1:04:31] is probably not the right word. Um then [1:04:34] get out back into the car and just drive [1:04:37] away. [1:04:39] Again, I know we're looking at budget, [1:04:41] so this is one of those things that we [1:04:44] would look at if we wanted to do a code [1:04:46] enforcement type of official um because [1:04:49] right now um it's just left to people uh [1:04:53] to to have their own integrity. So, but [1:04:58] we got two of them. [1:05:01] >> Okay. [1:05:03] Anyone have think other new business [1:05:08] committees reports? [1:05:10] >> No. [1:05:11] >> Any bills? Committee? [1:05:13] >> I do. May I use your microphone? [1:05:16] >> Okay. I just wanted to put one more plug [1:05:19] in for our Easter egg hunt. That's [1:05:21] Saturday, April 4th. So, sirens will [1:05:24] start at 9:00 a.m. sharp. And hats off [1:05:27] to Shaye and staff. Do you guys want to [1:05:30] guess how many Easter eggs they filled [1:05:31] this year? [1:05:31] >> Oh. [1:05:34] I thought we did a lot when we did 5,000 [1:05:37] and then we did 6,500 and she blew us [1:05:39] out of the water. [1:05:40] >> Yeah. [1:05:41] >> 14,000. [1:05:45] » It's amazing how fast they go. [1:05:48] >> Um, so they're doing it for ages zero. [1:05:51] >> Yeah, it is. It's like 35 seconds. [1:05:53] >> 35 seconds and it's over. [1:05:54] >> Yeah. So, ages 0 to 12. Um, just want to [1:05:58] make sure the residents of our community [1:06:00] are there. If we can come support that's [1:06:02] great. So [1:06:04] >> okay. [1:06:04] >> Thank you. [1:06:06] >> Blair. Do you have anything? [1:06:08] >> No. [1:06:09] >> Thank you. [1:06:10] >> I have nothing. So with that [1:06:13] report, [1:06:16] >> you had your time, Dave. Now it's [1:06:18] >> go right ahead. [1:06:19] >> Business. I was waiting for [1:06:20] >> Okay, I'll give you two minutes. [1:06:23] >> Second. The well-being survey has one [1:06:26] more week remaining. We have 220 [1:06:29] responses. Two years ago, we dropped to [1:06:31] 293. So, we would like to get past 293. [1:06:35] Shay's going to put some information out [1:06:37] tomorrow. It's the final push, but it [1:06:41] ended. [1:06:47] » Is it on the website? [1:06:48] >> It is. [1:06:49] >> Yes. [1:06:52] » Okay. Thank you, Dave. [1:06:54] >> Look for a motion to adjurnn. [1:06:56] >> So moved. [1:06:57] >> Second. [1:06:58] >> All in favor say I. Nice.
