When it comes to [36:18] e-bikes, e-scooters, uh according to [36:20] state law, those are considered [36:21] bicycles. There's no way around that. So [36:24] basically all rules with and it seems [36:28] like there's some additional rules that [36:30] come with e-bikes like if they are [36:31] modified etc. That came up. [36:34] Um so long as they're following the [36:36] standard bicycle rules of the road then [36:38] they're 100% allowed and that goes for [36:41] all like [36:42] one-wheeled, two-wheeled [36:45] bikes, e-bikes, whatever you want to [36:47] call them. Is that the gist of it? Is [36:48] that correct? [36:49] Okay. [36:50] I'm getting the nod from Jamie. So um [36:53] So I know there were some concerns there [36:55] but there's not really anything we can [36:56] do on that one unless the state decides [36:58] to throw down some some new regulations [37:01] in regards to that. So that's that's [37:03] where we stand on the e-bike uh [37:05] conversation. In regards to [37:07] four-wheelers and ATVs, uh [37:09] we don't have really any flexibility [37:11] there or very little flexibility to [37:13] where it's not really flexible. [37:16] So the standard uh rules of the road are [37:19] you have to be 16 and your vehicle needs [37:20] to be street worthy otherwise it [37:22] shouldn't happen and expect to get a [37:24] ticket from the sheriff's office um when [37:26] they pull you over. [37:27] >> License. [37:29] >> And they have to be licensed, yes. [37:31] Um and then the big one that was that [37:34] one of the one I think is the big one is [37:36] the golf cart discussion. So this one is [37:38] interesting. So we have a lot of [37:39] flexibility in what we want to do with [37:41] golf carts in the city. [37:43] Um but the general consensus uh from the [37:46] committee was that um to make sure that [37:49] we don't uh go too far with the [37:52] approvals and the allowance of the use [37:55] of golf carts. [37:57] That if we start to put restrictions on [37:59] what we think would make the most sense [38:00] from a safety perspective that the [38:01] restrictions would be so much that you [38:03] couldn't really use golf carts outside [38:05] of your own little pocket of the [38:07] neighborhood. [38:08] Um [38:09] However, [38:10] um if if there's enough um [38:14] If there's enough desire to start [38:17] carving out little pockets on where they [38:19] can be allowed and and what and how old [38:22] we want people to be to be able to drive [38:24] them, etc. [38:26] Then we could draft something [38:29] together to see if anybody would even want to go down that route, [38:33] but before we had staff even go down [38:35] that route, I was [38:37] or we were curious and it's too bad [38:38] Angie's in here cuz I'm sure she'd have [38:40] a very strong opinion on this one, but [38:43] uh we were just curious if we wanted to [38:45] even go there or do we just stick with [38:49] state code and and leave it at those [38:51] restrictions or if if anybody felt [38:54] >> What one is the state code? [42:17] You get an 18-wheeler or even a big dump [42:19] truck coming down there and uh it just [42:22] it makes for a very uncomfortable [42:23] situation. Uh [42:25] and then one of the destinations, [42:27] you know, the golf course, where people [42:28] want to go, you know, maybe they go to [42:30] the elementary school, maybe the rec [42:31] center, Maverick, uh see or the other. [42:34] So, these are where people go. Those [42:35] seem to be the areas that people may [42:37] want to go to do the candy run or [42:39] whatever you want to do, but how do you [42:41] going to get there if you list if it's [42:43] 25 30 [clears throat] miles an hour or [42:45] less or 25 miles an hour or less? So, you can [43:57] restrict the age of the driver, [43:59] the locations where golf carts can be [44:02] driven, [44:03] the speeds of the locations where they [44:06] can be driven and then [44:08] um whether they can allow passengers in [44:11] the golf cart or not. [44:14] >> Well, I would just say that if I I would [44:16] prefer [44:17] um instead of just letting it go [44:20] willy-nilly, that we do have staff [44:23] um sit down put together age [44:26] um [44:27] just thinking through it here, I know I [44:30] can make it from all the way over from [44:33] Maverick um to [44:36] um at least the school and now beyond it [44:39] going a little bit further. [45:19] Um and if they're going to do that, [45:23] that's one thing, but as soon as it [45:24] starts endangering other people, [45:27] then I think we do have to step in and [45:29] say, "Okay, um [45:31] if it's going to cause damage to [45:33] vehicles that are around there, [45:34] um then it shouldn't just be a free pass [45:36] for them to go." [45:38] But, if we get it to an age of you know, [45:40] 16, then [45:41] yeah, if you can drive a car or you can [45:43] drive a a motorcycle or a four-wheeler, [45:45] yeah, you should be able to drive a golf [45:47] cart any place if that's what you really [45:49] want to do. Uh like you said, they don't [45:51] really go fast, so [45:53] if I'm 16, if I can have a four-wheeler [45:54] or a golf cart, I'm definitely going [45:56] with a four-wheeler. You would As soon as [46:24] you announce that golf carts are now [46:25] allowed, are you going to see a bunch of [46:27] people buying golf carts to where now [46:29] it's a [46:30] more popular thing to do than it once [46:32] was? I don't know. [46:33] >> And it sounds like anecdotal evidence [46:35] cuz unless they're writing a lot more [46:37] tickets, which they wouldn't be, but [46:39] again, going back to almost your point, [46:41] if we're going to give them the freedom [46:44] to do it, and we set the age, [46:47] then why not? If we want to have, you [46:49] know, everybody wants to buy a golf [46:51] cart, and they're going to follow the safety guidelines and the age [46:54] guideline, and making [46:56] of course that it's street legal, um why [46:58] not? I mean, that's that's the good part [47:00] about when you legislate things, and [47:02] everyone else wants to do it. As long as [47:04] they follow the law, you know, [47:06] >> Yeah, I think I think the point is if [47:08] we're going to go down the road of [47:09] creating our own rules, I think we [47:11] should do it in a way that [47:13] Well, if every other person in the not [47:15] every other person, but if we saw a big [47:18] influx in golf in golf carts, does the [47:20] rule still make sense or not? I think [47:22] so. [47:22] But, it sounds like what I'm hearing is [47:24] that you guys are generally [47:26] interested in seeing what a hypothetical [47:29] rule could look like, [47:31] and then making a decision based on kind [47:35] of what we come back with. [47:50] Um so, not only are is it just going [47:52] around, there's no requirement for a [47:54] golf cart to have [47:56] >> I don't I don't believe cities can [47:58] require insurance on golf carts. They're [48:01] state code designates classes of [48:03] vehicles and so you have [48:05] off-road vehicles are one class, [48:07] bicycles are a class, automobiles are a [48:09] class [48:10] and they define [48:12] golf carts as its own category. [48:14] >> Yeah. [48:15] >> And so I don't think the restrictions [48:17] that you could take up would not get [48:19] into [48:20] insurance requirements. It would just be [48:23] the age of the operator, whether they [48:25] can have passengers, at what hours can [48:28] they operate the vehicle, and on what [48:30] streets or facilities can they operate [48:33] the vehicle. That's it. You can You have [48:36] a lot of room for policy choices within [48:38] those categories, but those are the [48:39] things you can regulate. [48:41] >> Yeah, so exactly to my point.
