[7:01] And so we're looking at the [7:03] idea of amending specific areas. And in [7:07] order to kick that off and have the [7:09] planning commission and the city council [7:10] all in the same room to talk about kind [7:12] of the scoping of those amendments and [7:15] uh and what that target really means [7:18] when we say targeted, what what does [7:20] that look like? What is the scope? So [7:21] tonight, the hope is to wrap our arms [7:24] around what that scope is um [7:26] [clears throat] jointly between the [7:28] planning commission and the city [7:29] council. And then from there the [7:30] planning commission will meet and uh [7:33] discuss recommendations and eventually [7:36] uh provide a recommended amendment list [7:41] essentially to the city council for for [7:43] review. So um that's the the general [7:47] overview and um staff is here to just [7:50] take notes and and understand exactly [7:52] how the planning commission and city [7:54] council would like to scope the project. I mean, we do have [20:09] the high winds. We have those kind of [20:11] areas. We've got some good retail, not [20:14] retail, but commercial that has already [20:16] come in and doing well. um and some that [20:18] are slowly growing. [20:21] We know we need more retail for um the [20:26] tax burden to be moved from the citizens [20:28] over to you know commercial base. [20:33] I think it'd be real good for you guys [20:35] to take a look at that and just really [20:37] decide what are the entrance ways. And [20:39] that means same thing over there 475 [20:42] although much more limited. We only have [20:44] a a few spots but at the same time if it [20:49] is a [20:50] if that becomes a productive spot real [20:53] quick because general RV just takes off. We could update [27:48] that map based on projects that have [27:50] been completed in the meantime that [27:52] essentially provide a list or a map of [27:55] properties that are currently [27:56] underdeveloped. [27:58] Would that still be something that the [28:00] council would like in the scope? [28:02] >> Yeah. Has the map been updated? I think [28:04] this maybe ties along with what you're [28:06] saying for all of the reszones that have [28:09] been approved in the last 5 years has [28:11] the maps [28:12] >> the current zoning map. Um taking out [28:53] about a 10% reduction for various [28:56] unbillables uh gives us about 429 [29:00] um that gives us about again these are [29:03] just estimates [29:05] 156 potential dwelling units on the [29:08] remaining vacant parcels. Um, if you [29:11] combine that with the 2,200 somewhat [29:13] existing, um, that gives us the buildout [29:16] of 3,316 [29:18] dwelling units or 12,900 residents. And [29:23] you guys can take that and use it and [29:24] check the data and do whatever you guys [29:26] want with it. Um, but yeah, it does it [29:30] does show a lot of that. Actually, what [29:32] it kind of uh brought up to me was that [29:35] if we're going to have 12, [29:38] 900 residents, um we're really going to [29:42] have to look at how we're going to get [29:43] the funding for that through the [29:45] commercial. And if we really do have the [29:48] ability to do it with what we've already [29:50] made um commercial highway or whatnot, [29:55] um we may have to look at other [29:56] alternatives whether we do want to [29:58] change something down 475 or whether we [30:00] want to change something. I don't know [30:03] where. It's just that's a lot of houses [30:06] and a lot of people to I mean we would [30:10] be talking about a lot of increase to [30:11] tax or [30:13] >> does that include unincorporated? Uh whether [31:46] it's the fire hazard, we all know about [31:48] the uh the wind that we have constantly [31:51] and the sand that comes through it. um [31:54] you know, we've got we've got some areas [31:56] that are very sensitive over on the [31:58] unincorporated side when you start [32:00] getting into default buying and those [32:02] kind of things. But, um [32:06] as part of this, I wouldn't mind seeing [32:08] or understanding if we could use [32:12] overlays [32:13] for specific areas. So, if you have a um [32:18] if you're in the middle of a fire zone [32:20] or along the side where we know that [32:22] there's a lot of fires that are [32:23] constantly happening, um does that [32:25] require a certain size lot with a [32:27] certain amount of um foliage, you know, [32:30] removed to a certain area or does that [32:32] mean when we start doing um any of the [32:37] infrastructure that we have to have [32:38] additional, you know, fire fighting [32:40] measures? um the wind. We know where it [32:43] gets hit the hardest and we know what's [32:44] going on with the gravel pits. And it's [32:46] almost a joke now how many people say [32:48] that they've lost sighting, they've lost [32:52] um shingles, and they've got red sand in [32:55] their windows. Um those are kind of [32:58] things that could be added as an overlay [33:00] to those areas and only to those areas [33:03] that just say, "Okay, you need to and [33:06] you guys would be better at it. you need [33:08] to have, you know, 40-year chambers [33:10] instead of 30 or you have to have wind [33:12] resistant this or I don't even know when [33:14] all is out there, but it would be really [33:16] interesting [33:17] places where we know new citizens and [33:20] buildings are going to be coming in that [33:23] we look at the overlays and say, "Okay, [33:26] this is the additional or the upgraded [33:28] um uh requirements for those small [33:32] areas." adding on to that because I'm [33:34] seeing steep slopes but I'm also our [33:36] sensitive lands our sensitive lands [33:39] designation and overlay is very vague [33:41] and we've had it come up before and [33:43] we've really not had a way or a means to [33:46] really say because you're in this [33:48] sensitive lands overlay these are the [33:51] steps these are what you have to take to [33:54] mitigate whatever that sensitivity is [33:57] and so I don't know if the steep slopes [33:59] and a sensitive lands overlay is the [34:01] same thing or different you know two [34:02] sides of the same brain, but I wouldn't [34:05] mind doing that.
