[8:39] Hi. [8:47] » My husband puts up [8:54] like [9:05] What do you have? Do you have the [9:06] executives? [9:11] » I've never heard that before. [9:13] >> It looks nice. [9:26] » Okay. [9:29] Let's uh get started. We'd like to [9:31] welcome everyone to South Weaver City [9:33] Council 6 PM on Tuesday, August the [9:37] 25th, 2026. [9:39] We'll begin. I'll lead us in the pledge [9:41] of allegiance and then Councilwoman [9:44] Petty will offer a prayer. You please [9:46] rise and follow after me. [9:51] To the flag of the United States of [9:54] America and to the republic for it [9:57] stands, one nation under God, [10:01] indivisible, with liberty and justice [10:03] for all. [10:11] Father in heaven, we are so grateful for [10:12] the opportunity we have to come together [10:14] as a community and as a council and be [10:16] able to discuss the items that directly [10:19] affect us and all of our residents. And [10:20] we ask that that will help us to have a [10:22] an open mind and an open heart and and [10:25] good healthy discussion. We are so [10:27] grateful for all of our fire and [10:28] sheriffs, all of our military and [10:30] everyone who keeps us and our families [10:31] safe. And we would ask a blessing upon [10:34] them and their families. they will be [10:35] watched over as they watch over us. Help [10:37] us that so we can have a good night this [10:39] night and enjoy this beautiful weather. [10:40] And we say these things in the name of [10:41] Jesus Christ. Amen. [10:43] >> Amen. [10:45] >> Thank you, Angie. Appreciate that. Hey, [10:48] we'll begin with public comments. If you [10:49] have a comment, we'd ask that you come [10:51] up to the microphone and state your name [10:53] and city in which you reside. We'll [10:55] allow you three minutes to speak. Please [10:58] direct the entire council and be [10:59] respectful. [11:03] Public comments, anyone? [11:07] No public comments tonight? [11:10] Okay, then we'll move on to our [11:12] presentations. [11:14] We would like to uh first uh recognize [11:18] and thank our country fair days [11:21] committee chair people, Tonnie and Chad [11:24] and Tracy and Vicki and Keith. They've [11:26] done once again an outstanding job. uh [11:31] words can't express the appreciation [11:33] that we have for them. I know it's a lot [11:35] of hard work on their behalf and that [11:39] they work on this year round and we [11:41] really appreciate it. I don't know how [11:43] they do it but every year they seem to [11:45] outdo the prior year and we can say that [11:49] about this year. So if you guys will [11:52] stand up if we got a presentation [11:54] Haley you want to make or [12:11] Rand standard. [12:13] >> Come on up, Chad. [12:14] >> Come on. [12:40] over. [laughter] [12:42] >> You're standing there. [12:47] » Yeah, that would be good. [12:51] We we couldn't do that without your [12:52] entire family. Your family is awesome. [12:56] >> Thank you. [12:58] >> Okay, continuing with recognition. We've [13:01] got two employees that we'd like to [13:04] recognize also tonight. Both of them [13:06] have reached the 10-year mark with South [13:08] Liber City, which is awesome. Uh we [13:12] appreciate all that they do for our [13:14] city. Both of them are excellent uh [13:18] employees. And Mark Johnson and Heidi [13:23] Anderson, where are you? [13:26] >> In the back. [13:27] >> Hiding in the back. I saw her come in. [13:30] Come on up if you would please. [13:34] Mark works in our public works [13:36] department, does the water and and [13:38] whatever else he's asked to do, and has [13:40] been excellent. We appreciate his hard [13:43] work and professionalism in serving in [13:46] our public works department. And Heidi, [13:49] she's uh crossing guard supervisor. [13:52] Uh she's 10 years again. She's also [13:55] working over at the uh uh family [13:59] activity center. [14:02] You know, I think we need to rename [14:03] that. It's something that's easier. [14:10] But anyway, we appreciate both of you so [14:12] much for all that you do. [14:13] >> Yes. [14:14] >> And thank you so much for that. [14:17] >> Yeah. Oh, they have something for you, [14:19] too. [14:19] >> Shady, if we Yeah, [14:22] I knew it. I knew it. See, [14:30] » do they have to read it? [14:32] Okay. [14:34] Mark's like, "No." [laughter] [14:37] >> Thank you. [14:59] Okay, next we'll have our Davis County [15:01] Sheriff's Report. [15:03] Mike Valencia, I think, is going to [15:05] handle that. [15:07] you'll come up. We'll turn the time to [15:08] you, Mike. [15:10] >> Thanks for your time. Again, my name is [15:12] Mike Valencia. I'm the captain over the [15:14] patrol division. Um, I'm also [15:17] uh here with our new chief deputy, [15:19] Arnold Busher. I know a lot of you [15:21] probably already know him. He uh was has [15:24] been held so many different uh positions [15:26] in our office and he and Chief West have [15:29] switched. So, Chief Butcher will now be [15:31] the Chief Butcher will be now be the uh [15:34] chief deputy over patrol. So anytime you [15:37] want to meet with him to make all the [15:38] complaints, it goes straight down. [15:40] [laughter] [15:42] >> That's it. So uh I would want to talk a [15:45] little bit about um the current stats of [15:49] between April 28th and obviously a [15:51] couple weeks ago or last week. Um calls [15:54] for service. If you can see, um, what we [15:57] did, as you know, we we kind of switched [15:58] up our forms because we've had a couple [16:01] of the council members from all three [16:03] cities that we represent that have asked [16:04] for current year and last year numbers. [16:07] Um, so we've tried to, as you can see, [16:10] we've tried to accomplish the best we [16:12] can um, answering the questions that [16:14] we've had from any council members in [16:17] the in the past and and hopefully in the [16:19] future. Um you can see again calls for [16:22] service are a little bit down there from [16:25] last year which is a good thing uh in a [16:27] lot of ways. Um if you take those first [16:31] the first field initiated and dispatch [16:33] initiated that is your first or your [16:35] total for the calls for service. Um and [16:39] then we go into arrests for the this [16:42] quarter. Uh we have 13 arrests and [16:46] [clears throat] five that were in lie of [16:47] citation. Um any questions on that first [16:51] section before we go on? [16:55] Okay. Next, um obviously is a huge um [16:59] concern for a lot of your residents is [17:01] the traffic. Um what we've done is we've [17:04] accumulated [17:06] uh the total amount of traffic stops [17:09] with moving violations, non-moving, and [17:11] warnings. Um you can see there was 253 [17:14] traffic stops made during that quarter. [17:17] Um, the reason that you don't you see [17:20] there uh the the amount of warnings and [17:23] that they don't add up is because [17:25] there's a lot of times when an deputy [17:27] pulls over a vehicle and issues a [17:30] warning, it doesn't the only way we can [17:32] actually track that is if they issue an [17:34] actual warning citation or if it's just [17:36] a verbal warning, then we do it by [17:38] traffic sub. So that's why you'll see [17:40] the larger number that don't make sense [17:43] as far as the the total amount together. [17:47] Um if you look at the next section, [17:49] reportable offenses, that is again what [17:52] we were dispatched to or what they [17:56] initiated on the initial response that [17:59] we responded to initially. But if you [18:02] switch over to the next page where it [18:03] says offense offenses charged, um that [18:08] is the actual sites that we actually [18:11] would have made arrest on or that will [18:13] whether whether that be selfinitiated or [18:16] dispatch calls. Um and if you look [18:19] through a lot of those um like a lot of [18:23] the cases have gone down, especially [18:24] with the assaults. Um I don't know if [18:26] you remember the last year we had a [18:28] pretty good fight up there at Maverick. [18:32] So that's where a lot of people were [18:33] cited. That's why that number last year [18:35] this time looks high compared to the [18:38] current one now. Um and again those you [18:42] got the the narcotics and the DUIs. Um [18:45] that's pretty much consistent for both [18:48] this year and last year at this time. So [18:52] those are our stats. Now, um I would [18:54] encourage you to take a look at those. [18:56] If you have any questions, please don't [18:58] hesitate to get them a hold of myself or [19:00] chief or Lieutenant Boyd so that we can [19:04] answer any of those questions that you [19:06] may have in reference to the stats. We [19:08] don't want to give you too much because [19:11] it there's so much data that we could [19:13] give you. It'd be pages and pages of [19:15] data, but we are happy to answer any [19:17] questions that you have about any of [19:19] these stats we've provided here. Well, [19:21] this is substantially less data than [19:23] we've been getting. [19:24] >> Yeah. And honestly, that was at the [19:27] request of we took the responses from [19:31] South Wever, Fruit Heights, and West [19:33] Point, and that that's kind of what [19:35] they've asked. If you look, you're right [19:37] because I actually have the report from [19:39] last year. [19:41] Um, [19:44] which is is like you said, it's [19:46] consistent. It's it's it's a lot less, [19:49] but it's all condensed down into [19:52] um so this is last year's. It's all [19:55] condensed down into more categories, [19:57] less less information as far as cases [20:01] that aren't there. Do you see what I'm [20:03] saying? So, so what I'm getting at is [20:05] like say we we had retail thefts that we [20:09] it was really high in one area. If if [20:11] the vehicle burglaries and the retail [20:13] theft because it goes under one section, [20:16] if they combine them together where we [20:18] use the the IBR form that that is in the [20:22] state when we run our statistical [20:23] information that all gets merged [20:26] together now. So it's we we can go back [20:30] to that if you want if you would rather [20:32] that be that way. But we were told this [20:35] is what and who said that? [20:39] I I don't know that I'm just going off [20:41] of what Lieutenant Boyd and some of the [20:44] Crew Heights people may have brought to [20:46] his attention. [20:51] » Yeah. [20:52] That can kind of show us the [20:53] trending. Yeah. [20:56] >> Yeah. And we removed the graphs and [20:57] stuff because we wanted to put as much [21:00] as we wanted to condense it down a [21:02] little bit less. But if you're if that's [21:04] what you're wanting, we we'd be happy to [21:06] provide that to you guys if that's what [21:08] you'd like. Um but I know that um like I [21:12] said, the the one that Lieutenant Boyd [21:15] gave you last last rotation, which was [21:18] January to May or April, it didn't have [21:21] the graphs and stuff either. They took [21:22] that out then, too. But we're hap, like [21:24] I said, we're happy to provide you that [21:26] if if that's what you'd like. Well, I [21:29] guess the only thing that I'm really [21:30] looking for, and I I don't see that this [21:34] um necessarily does it, but I mean, it [21:36] gives us just some numbers, but um we're [21:39] trying to look at number one, if you as [21:44] our uh sheriff's department, our police [21:46] department, and as our vendor are [21:50] keeping up with number one, the contract [21:53] so we can make sure that the hours that [21:55] need to be um allocated over to South [21:58] Weaver are being so um and there's been [22:00] questions throughout the last couple of [22:02] years as different things have raised [22:03] them and lowered them. Um I don't see [22:05] anything on the the hours on it. Um you [22:08] have a humongous drop from last year to [22:12] now for the number of um traffic um [22:18] pullovers or whatever. I don't know. [22:20] That's it's already gone. Yeah. Traffic [22:21] stops. Um and while it's nice showing [22:24] that number, it doesn't show why. Um, [22:27] and I guess as just a member of the [22:30] council, and I'm only speaking for [22:32] myself, is I need to know that what you [22:35] what we're spending is getting us what [22:38] we need as a city where [22:41] uh I I know you guys do a great job. I [22:43] mean, it's I love some of you guys. is [22:45] fantastic at what you do, but it's still [22:48] very easy when we're the most northern [22:52] and eastern part of Davis County um for [22:56] other things to go on in other parts of [22:57] the county and you know, we not get the [22:59] coverage that that we're paying for. So, [23:02] I guess that's the stuff that I'm [23:03] looking for. Um I don't necessarily want [23:05] to get into the the the heavy details [23:07] about who did what and why. Um that [23:10] actually kind of depresses me when we [23:12] see those. But um I think I think we [23:15] have a fiduciary duty to make sure that [23:17] you know we're getting [23:19] >> Sure. And I and I'll add that make I'll [23:20] make sure that that gets added to the [23:22] category next time as far as hours spent [23:24] in the city because we actually every [23:27] shift we have somebody assigned to your [23:29] city, right? Um and they log from when [23:32] they are here to if they go to South [23:34] Wever or sorry to Fruit Heights. So, we [23:37] log those hours and then and we log [23:39] those hours for you guys. Obviously, [23:41] when we we do our our yearly um update [23:46] to you guys, but to answer your question [23:49] as far as the traffic stops, I can [23:51] understand the concern there. One of [23:53] just so you know, one of the issues is [23:55] currently we're we are hiring six to [23:58] eight deputies currently right now. So, [24:00] that's we're a little bit lower staffed [24:02] than we normally are. Also remember that [24:05] we had a traffic division that was [24:07] working half of the stops here in in [24:11] these stats and the the motors haven't [24:14] moved because we had to take them off [24:16] the road to cover shifts. So [24:19] >> say if uh if you guys are having say [24:23] like a staffing problem um well the [24:27] smallest tiniest corner of Davis County [24:29] might not be getting um when it needs [24:31] to. So, I understand you guys are going [24:33] through a lot and everything you have to [24:35] do. I've never seen you guys fully [24:36] staffed. You're always down around five. [24:38] Um, but um, yeah, we're just we're just [24:41] looking to make sure that we're we're [24:43] important to you. [24:43] >> I I will assure you that that the hours [24:46] allotted are are taking place, but I [24:48] will I will also make sure that that [24:50] gets added to here so that there's no questions. And then I can [24:54] even bring you those hours or I'll have [24:56] Lieutenant Boyd bring you those hours [24:57] that are to make them up to date so that [24:59] you can see since January one how many [25:03] hours that that's taken place here. [25:06] >> Okay. Any other questions? [25:07] >> Any other questions? [25:10] >> Thank you, Mike. We appreciate it. [25:12] >> Thanks. [25:19] Okay, our next item [25:23] have our intern. She's already Johnny on [25:26] the spot. She's right up here ready to [25:28] go. [25:30] >> Uh Celeste has uh reached about the end [25:32] of her stay with South Weber as an [25:34] intern. We appreciate her being here for [25:37] four months and for the work that she's [25:39] provided for the city. and and it's time [25:42] for her to present her uh capstone [25:45] project. And so we're going to turn some [25:49] time to her to do that. [25:51] >> Okay. [25:51] >> And I hope this isn't too embarrassing [25:53] for me [25:55] because she came and interviewed me and [25:58] I don't know how well that went over. So [26:01] at least if I say stop the [26:05] video, please stop it. or if you see my [26:09] face turning red. Well, it's red all the [26:11] time. [26:14] >> Okay. Um, good evening. Good evening [26:17] everyone. Um, when you when you walk [26:19] into the clean park and turn on the turn [26:22] on the water or call for the help in an [26:25] emergency, you probably don't stop and [26:28] think about what it takes to make that [26:30] happen. I didn't either until this [26:33] internship. I'm glad I got a chance to [26:36] rotate and work with different [26:38] departments. So, I got to see what [26:40] happened behind the scenes and it really [26:43] changed what I see the local government. [26:47] I see the planning, the people and all [26:50] the hard work it takes every single day [26:53] to keep the city running and and make [26:57] South Weieber a great place to live. And [27:01] that make me realize [27:03] it can still be a big gap between um [27:06] doing the work and helping residents see [27:10] and understand the work. So that's why [27:13] communication matters because [27:15] communication is not just about putting [27:17] the information up there. is about [27:20] helping resident and people understand [27:23] who is serving them, why it matters and [27:27] how it affect people's everyday life and [27:32] that's really why I make this videos not [27:35] just about promote the South Weieber but [27:38] to make public service visible and [27:41] hopefully it help residents to feel a [27:44] little bit more connected to the city [27:46] they call home. So with that I would [27:49] like to share South Weaver a hidden gem. [31:49] Don't [32:01] part of South [32:21] is essential part of services. Residents [32:26] use public work every single day. [32:47] We have three employees on staff. [33:09] Uh, can you pause it and then restart it again? [33:17] >> Yeah. [33:29] This is my highlight of the video. So [33:32] could you please like open a one drive [33:34] or I don't know eyes. [34:05] Uh, I send a link to you through the [34:08] email. [34:18] Sorry about that. I don't know why. [34:49] video fire. [35:55] They're not watching the video. They're [35:57] watching us. So the volunteer is off. [36:00] This is the way we do it. [36:23] part of South [36:44] Essential part of city services resol [36:54] services. [37:09] We have three employees on staff. [38:27] Stop. [38:41] Hey, I hope you guys enjoy it. And this [38:45] is this video is just really show how I [38:47] see South Weieber, the people, the work [38:50] and the heart behind this community. So [38:53] I just want to say thank you to everyone [38:56] welcome me and told me and let me be [38:59] part of it. So it it is a wonderful and [39:02] amazing working experience. So I learned [39:04] a lot and I really like this city. Thank [39:07] you so much. [39:08] >> Thank you. [39:17] » So Dave, what's next with that video? Do [39:19] the citizens get to see it anytime or [39:21] >> Yes, we'll post that on our social [39:24] media. We'll post that on the website. [39:26] We'll make sure that that is available [39:28] and [39:28] >> sounds good because that was very well [39:30] done. Very well done. [39:31] >> Yes, that was Celeste. Good job. I know [39:34] she worked really hard on that [39:36] >> and wanted it to be just perfect and it [39:39] was. Thank you so much, [39:41] >> Celeste. You made me proud to live here [39:43] in South Wever. Good job. [39:49] Okay. Uh, [39:53] next item [40:00] is uh to recognize September as uh [40:05] Constitution Month in the state of Utah. [40:07] The United States Constitution signed in [40:09] Philadelphia on September the 7th, 1788 [40:12] stands as a safeguard of our freedoms, [40:15] guiding our government and protecting [40:17] the rights of every citizen. [40:22] South Weber City encourages residents to [40:25] learn more about the Constitution and [40:27] its lasting impact on American liberties [40:30] and governance throughout the month. We [40:33] also invite residents to join us at the [40:36] events and activities planned throughout [40:37] the year as we come together as a [40:40] community to celebrate America's 250th [40:42] anniversary in this historic occasion. [40:46] We still have a few activities I think [40:49] left to go, do we not, Dave? [40:51] >> Yeah, Shaye is ready to tell that. [40:54] >> Do you want to tell us a little bit [40:55] about that? [40:59] » Thanks, Brit. Yeah, I would love to. Uh [41:02] we have three more activities this year [41:06] that we're super excited about. Our [41:07] first one is going to be our chalk art [41:09] festival and that is happening um the [41:12] week of Constitution Week. So September [41:14] 14th through the 19th. Uh that's going [41:17] to be at Canyon Meadows Park and people [41:19] can come. There's going to be chalk [41:21] scattered all over and come decorate the sidewalks at Cany Meadows Park from [41:25] the 14th through the 17th. And then we [41:28] are going to have like a freedom walk on [41:31] the 18th and 19th. So the Friday and [41:33] Saturday where people can wander around [41:35] the park and look at all the pretty [41:37] chalk art around there. So that's going [41:39] to be our first um well technically our [41:41] second one cuz we had one for country [41:43] fair days, but that'll be our first [41:44] celebration. And then we have a founding [41:48] father's scavenger hunt coming on [41:50] October 6th. Um, I'm not going to tell [41:53] you the location because that's part of [41:54] the fun is guessing where that's going [41:56] to be. But, uh, basically kids, [42:00] grown-ups, anyone can come to a TBD park [42:04] um, to come and search for important [42:06] historical figures and and that's going [42:09] to be a really fun one. So, I'm really [42:10] excited about that one. Um, if you [42:12] remember our spot the squatch scavenger [42:13] hunts a couple years back, it's going to [42:15] be something like that. So, we're [42:18] excited about that one. And then the [42:20] last one is one that I'm really looking [42:22] forward to. It's our veterans [42:24] recognition ceremony and tree planting. [42:27] Um this is a long time coming. So uh [42:30] November 11th at Veterans Memorial Park, [42:33] we will have a program and then a tree [42:36] planting. We've been working with Shay, [42:38] our parks manager, to kind of get that [42:40] one going and get ready for it. So, uh, [42:43] as the events get closer, we'll remind [42:45] everyone about them again and post about [42:47] it. And, um, a couple different things [42:50] for America 250. We have a page on our [42:53] website that will be going, it's it's [42:55] live, but it's not on our city news yet, [42:57] but it will be. Um, and if residents are [43:01] interested in submitting stories about [43:03] their ancestors, either just in America, [43:06] in South Weieber, whatever, um, there is [43:08] a way to do that. like we have links [43:10] that they can submit stories and then [43:12] those will be featured on social media, [43:14] on our website, that kind of thing. Um, [43:17] we also have coming up like just a bunch [43:20] of fun facts about founding fathers and stories about important people in [43:25] history that maybe people know about, [43:27] maybe people don't know about, but um [43:29] we're really looking forward to just [43:30] celebrating America 250 for the rest of [43:32] the year. I know we kind of uh missed [43:34] the ball when it came July 4th, but [43:36] we're really looking forward to [43:37] celebrating it the rest of the year. So [43:39] that's all we got. [43:42] >> Thank you, Shaylee. That'll be great. [43:45] Look forward to those activities. [43:49] Okay. Our next uh consent agenda we need [43:51] to approve which consists of July 14th, [43:54] 2026 minutes, July's checks, June's [43:58] budget to actual, and server upgrade. [44:02] Did council have any changes, questions, [44:06] discussion items on any of these? [44:09] Can [44:10] >> I just ask Dave, the cost for the [44:12] server, was that within the budget that [44:13] we had already identified? I can't [44:15] remember what we had. [44:16] >> We budgeted $30,000. It came in just [44:19] under 20, which we were thrilled about. [44:22] And uh Brett's been working with uh Tech [44:24] Legion, our IT company, on that. The [44:26] specs of what they're providing are is [44:28] in that quote. So, we wanted to make [44:30] sure you saw that. And true to our [44:32] standard budget process, um, and [44:34] approval of spends over $10,000 for [44:37] things like this, it comes before the [44:39] council for actual approval of the spend [44:41] even though it was budgeted already. [44:43] >> And how long do we feel like this server [44:45] will [44:47] last us? [44:49] >> That's a [44:50] golden question. [44:51] >> It is a fantastic server. It is way [44:54] above what we need. I think the RAM's a [44:56] little low. Um, I think we're going to [44:58] bump it up to 128 and have to do another [45:01] service call. But yeah, these are good [45:03] machines. The hard drives themselves, [45:05] putting them in a raid will be just [45:07] it'll be fantastic for the ones we've [45:08] got. So, I was actually surprised by the cost of them. [45:12] >> Six. Nice. [45:14] >> Okay. [45:15] >> I wish I could tell you a specific [45:17] estimate for life of a server, but I [45:18] think it's dependent on usage to some [45:20] degree. [45:21] >> Sure. Sure. [45:21] >> Okay. Thank you. [45:25] » Okay. We'll look for a motion. Mayor, I [45:27] make a motion to approve the consent [45:28] agenda. [45:29] >> Second. [45:30] >> All in favor say I. I. [45:34] >> Okay. We have a few resolutions we need [45:36] to work through. Next, uh we'll do [45:39] resolution 26-33 amending policy chapter [45:42] 7, section 190, cash receipts and [45:46] depositing. [45:48] Uh any questions on this resolution, [45:52] council? [45:54] >> Just one quick one. Why did we go from [45:57] the two signatures over to um a verbal [46:02] at the end of the month? [46:07] Um we just don't have the staff to [46:12] monitor that daily. Um in order well the [46:17] policy was pretty outdated. We just use [46:20] our best guess our guess or I'm sorry [46:22] our best judgment. um there's only a few [46:25] of us that can do adjustments and um we [46:29] felt like we're able to handle that [46:32] daily and then at the end of the month [46:33] we'll review those and then if there's [46:35] anything over a certain dollar amount we [46:38] will have a supervisor review it. But we [46:40] just felt like that was something that [46:42] we don't have the time for to get two [46:44] signatures to do a adjustment when [46:47] there's a phone call that we're trying [46:48] to handle help a resident right away. So [46:57] » I I I don't know what um [47:00] >> depends on what that adjustment is. Most [47:01] of these are minor adjustments. Correct. [47:03] >> Correct. Yeah. [47:04] >> And that's what we talked about when we [47:06] reviewed it in in finance [47:09] and uh these were all like your billing [47:13] issues, your utilities, your [47:14] >> So rebating a late fee, [47:15] >> minor issues. Okay. [47:17] >> Yeah. Rebating a late fee. [47:19] >> Yeah. These didn't think Not [47:20] >> these are not [47:21] >> thousands of dollars adjustments. These [47:23] are small adjustments. Okay. [47:25] [clears throat] [47:27] » But authentication [47:29] verification if you will. So it's not [47:31] like we're bypassing a step. It's just [47:33] consuming them up and then one person. [47:36] Yeah. [47:38] >> Because they still they still do get [47:40] reviewed by [47:41] >> Yes. [47:42] >> their supervisor. [47:45] >> Okay. [47:45] >> All of them every month correctly. [47:47] Correct. They all they all all [47:48] adjustments get reviewed [47:50] >> at the end of the month. [47:52] >> So there's no tracking because it's all [47:54] just a verbal, right? Just a verbal of [47:57] Yeah. This one goes through this. [47:59] >> It's a report. [48:00] >> No, we have a report that we sign off. [48:02] So if I were to do an adjustment, [48:04] Heather would sign off on mine. Vice [48:06] versa. [48:06] >> Okay. Okay. [48:07] >> So yeah, we review it. It's just time [48:09] consuming to make sure we get a [48:11] signature for a $15 late fee adjustment. [48:14] So [48:14] >> Okay. Thank you. [48:17] Move to approve resolution 26-33 [48:19] amending policies chapter 7 section 190 [48:22] cash receiving and depositing. [48:24] >> We have a motion. Do we have a second? [48:26] by Councilman Hbertson. Do [48:28] a roll call vote starting with [48:29] Councilman Hbertson. [48:30] >> I [48:34] >> Okay, motion carries. Thank you very [48:36] much. Next resolution 26-34 [48:40] adopting the final budget for fiscal [48:42] year 2026 [48:44] 2027. [48:47] >> Any [48:49] haven't we like six times yet? [48:51] >> That's how I felt when I read it. I know the process. I'm just [48:57] >> We have beat it to death. [48:58] >> Yeah. [49:01] » Any comments? Um, I'm still a no on it [49:05] because of the reasons I've stated [49:06] before. I just I think we've got better [49:09] things to be spending the money on and [49:12] less of a overhead that we'd be putting [49:14] on for the next 20 30 years. So, [49:20] that's it. [49:23] >> Anyone else? [49:26] >> Mayor, I move to approve resolution [49:27] 26-34 adopting the final budget for [49:30] fiscal year 2026 2027. [49:33] A motion by Councilman Windsor. We have [49:35] a second. [49:36] >> Second. [49:38] by Councilwoman Penny. Do a roll [49:41] call vote. Starting with Councilman [49:43] Windsor. [49:43] >> I I No. [49:45] >> I [49:48] >> A41. We appreciate that very much. Was a [49:51] tough budget to go through. [49:54] In support of it, I think it was [49:56] necessary and appreciate council [50:00] uh approving that. budget. [50:05] Let's see. Next item, resolution 26-35, [50:10] amending the consolidated B schedule. [50:15] Any [50:17] discussion on this resolution? [50:23] Not [50:27] motion. [50:32] Mayor, I make a motion we approve [50:34] resolution 26-35 amending the [50:36] consolidated fee schedule. [50:38] >> Second. [50:39] >> Have a motion second by Councilman [50:41] Herson. [50:42] >> No, Councilman Wizard. [50:43] >> It was both of us, but it's fine. [50:45] >> Oh, we gonna give it to him. [50:47] >> All right. You win. [50:49] >> You can have it. [50:50] >> You got it. [50:52] >> I already tied. [50:54] >> It's It's shorter. It's shorter. [50:58] >> Okay. Okay, we'll start with a roll call [50:59] vote with Councilman Hersonson. [51:01] >> I [51:05] >> Okay, motion carries. Also, [51:08] >> next one, resolution 26-36, [51:12] we're going to postpone [51:14] uh after uh speaking with uh our legal [51:20] attorney, why he suggested that this uh [51:24] needs to go through planning commission. [51:26] So, we're going to postpone it and send [51:27] it through planning commission. [51:29] >> Thank you. [51:30] >> So, we won't have a resolution on it [51:32] tonight. [51:33] >> So, those will come back in October [51:35] sometime or do we have a date when it'll [51:38] come back? [51:40] >> It'll [51:44] the hope is to have it back to the [51:45] council uh by the 22nd of September, if [51:48] not first meeting in October. Thank you. [51:51] The idea is that if we're going to have [51:53] a conversation about a permanent land [51:55] use situation that that needs to go [51:57] through the planning commission of the [51:59] land use authority and so that was the [52:01] change. [52:02] >> Can can I request when it does come back [52:04] that we get a copy of the current [52:06] contract or current development [52:09] agreement? Isn't that because there's [52:11] stipulations on that just so we can [52:12] review a couple things? [52:14] >> Sure. You want the you want to see the [52:17] full development agreement not just the [52:18] one section? Not just that one second, [52:20] right? [52:20] >> Okay. [52:25] We got a public hearing next. Uh we're [52:29] going to turn some time to Dave to [52:32] explain what we're doing here with this [52:33] public hearing. [52:37] >> The uh storm water management plan [52:40] requires an annual update now with some [52:42] training. Uh the actual adoption of that [52:46] and the training that will come with it [52:48] will be in a subsequent meeting. Uh this [52:51] was noticed to have a public hearing [52:53] tonight to provide opportunity for the [52:55] community to look at the plan and [52:56] provide any comment before the council [52:59] um considers the the final adoption uh [53:02] with that. So uh tonight's the public [53:04] hearing. The full plan was put in the [53:07] packet and is available for review. So [53:10] tonight's just simply an opportunity to [53:12] listen uh to the public about their [53:14] comments on the plan and then that plan [53:16] will come back for adoption and uh for [53:19] the council in a subsequent meeting. [53:22] >> How often does this get updated? [53:24] >> We have to do it annually now based on [53:27] state law changes in the last few years. [53:30] So when Dana came that one year to or [53:33] Brandon first provided the training the [53:35] one year that we now talk about as an [53:37] epic meeting and then Dana has done that [53:39] subsequently and Corey Wilson in our [53:42] public works department who's over storm [53:44] water. Uh he's the he and Dana worked [53:46] closely on on the plan and the updates. [53:49] Not a lot of changes really from [53:50] previous years but now it's a state [53:52] requirement to review it annually and [53:54] update you. [53:56] >> Okay. Thank you Dave. So with that being [53:58] said, then we'll look for a motion to [54:00] open the public hearing for the updated [54:02] storm water management plan. [54:04] >> So moved. [54:06] >> Second. [54:07] >> Motion is second. All in favor say I. [54:09] >> I. [54:10] >> Okay. Public hearing. [54:14] » Did you get that? [54:16] >> Jeremy made the Jeremy made the motion. [54:18] >> It was I. [54:19] >> Okay. [54:21] Thank you. [54:22] >> Angie was a second. [54:25] >> Okay. Public hearing is open. Anyone [54:29] seeing? None. We'll look for a motion to [54:30] close the public. [54:31] >> Motion to close the public hearing. [54:32] >> Second. [54:33] >> Motion a second. All in favor say I. [54:36] >> I. [54:37] >> Okay. [54:39] >> Appreciate that. Next item is a [54:41] discussion item on the 55th [54:44] uh local option sales tax. Uh anyone on [54:48] the council have any questions on this? [54:50] We want to little information. Dave, do [54:52] you want to maybe lead us in here? [54:55] >> Sure. I'm happy to provide a little [54:56] background. Um, [54:59] the state has authorized five different [55:01] times for local entities, meaning [55:04] counties and cities to impose a sales [55:08] tax. Uh, they are affectionately known [55:11] as the first quarter, second quarter, [55:13] third quarter, fourth quarter, and fifth. Um, because of generally the [55:20] amount of that sales tax that can be [55:22] added in that local area. the county has [55:25] the opportunity, the Davis County [55:27] Commission is considering whether or not [55:29] to impose the fifth fifth option uh [55:32] countywide and they held a meeting, a [55:36] work session of the commission, invited [55:38] uh the mayors and city managers to come [55:40] and provide some city perspective. And [55:43] as we walked out of that meeting, they [55:45] requested that uh each city provide [55:49] basically where we feel as a as a city [55:52] and the council as a body whether we [55:55] support the imposition of this sales tax [55:57] or not so that they then can make that [55:59] decision. [56:01] It's a fifth a percent that's where the [56:04] fifth comes from. Uh so 0.20% 20% [56:09] uh half of which would go to uh transit [56:13] and transit oriented projects in the [56:16] county. Uh 0.05% [56:19] would go to the county and then 0.05% [56:22] would come to the city. Uh our estimate [56:25] is about $70,000 a year if this was [56:28] imposed. So uh 2% is equivalent to 2 [56:33] cents on a $10 purchase. And uh the [56:37] county again is looking to to make that [56:40] decision sooner rather than later. Uh [56:43] the state law allows the county to [56:46] impose that whenever they'd like. Uh [56:49] however, there is a timeline, a little [56:51] bit of a shot clock that was put in [56:53] place. Um initially when this became an [56:56] option, Davis County was not interested [56:58] in it because of some of the details [57:00] around the transit portion. not enough [57:03] was going to to the actual city and [57:05] county. Um that's since been changed and [57:08] now they're considering it. Uh Davis [57:10] County is the only county along the [57:12] Wasash front that has not implemented [57:14] this so far. uh Weaver County just [57:16] recently did. And the way the state law [57:19] reads is is essentially when a certain [57:21] threshold of counties has imposed it, [57:24] then there's a three-year window where [57:27] the county has the option of using that [57:31] money uh for anything they'd like [57:34] essentially before it becomes [57:37] transportation specific. So by October [57:40] 1st of 2030 [57:43] or 2029, let me confirm the date. [57:49] Um October 1st of 2029 is when it would [57:53] become specific to transportation uh for [57:56] the for the county. Prior to that, the [57:58] county can use it for a purpose [58:01] determined by the county legislative [58:03] body. [58:04] >> Just that transportation portion or all [58:06] of it? [58:06] >> Just the county. uh 010%. [58:11] >> So we the city would still receive 05 [58:14] from day one. [58:14] >> From day one. Yes. [58:16] >> But is the city's portion tagged to [58:18] transportation? [58:19] >> Yes. [58:19] >> Okay. [58:20] >> So this is a specific sales tax [58:23] generation for a specific purpose which [58:25] is transportation. [58:27] um the city would have the opportunity [58:29] to either displace money that we're [58:32] currently using and free up general fund [58:34] money or have an additional amount of [58:36] money going toward road needs that we [58:39] have in the city. Uh it's important, I [58:41] think, to recognize that uh the city [58:46] would benefit directly with additional [58:48] money, but it's not our choice to impose [58:51] it. That's why the county is asking [58:53] since the cities are all affected here. [58:56] Um the universal [58:58] feeling in the in the work session at [59:01] the county from all of the cities that spoke and and had representation [59:05] there was that we are we are desperate [59:08] for transportation money. That's why [59:09] there are transportation utility fees [59:11] that the you know gas taxes going down [59:14] and class C road monies are are not as [59:16] much as they used to not going as far as [59:18] they used to and so um having money for [59:21] transportation would be uh a benefit. [59:24] Um, however, cities don't have the the [59:28] choice, right? It's up to the county [59:29] commission. And so, um, I appreciate the [59:32] county commission personally by asking [59:34] the question to to get our take on it. [59:36] Um, some cities have already provided a [59:38] letter recognizing where they stand, [59:41] whether in support or not. Um, I've [59:44] heard at this point that, uh, other [59:47] cities are in favor of it, but that's [59:49] just anecdotally. Um, I I have seen one [59:52] letter officially because it was emailed [59:54] to the county commission and included [59:56] the rest of of the city managers and [1:00:00] mayors, but other cities, I don't know [1:00:02] where they're where they stand. So, [1:00:04] tonight's the chance for the council to [1:00:05] talk through um our level of support or [1:00:08] not. And uh and then the idea would be [1:00:11] um tomorrow morning I'd draft a letter [1:00:14] uh on behalf of the council. Mayor would [1:00:16] be able to confirm that that expresses [1:00:19] what you described tonight and then we [1:00:21] could tell the county where we where we [1:00:23] stand. [1:00:26] >> And if I'm not mistaken that uh this tax [1:00:29] does not affect gasoline [1:00:33] and does not affect groceries. [1:00:36] They're excluded from this. I believe [1:00:38] that's true. Yes. [1:00:39] >> Yeah. [1:00:42] >> So that was my question. This is a sales [1:00:43] tax. So excluding those two things is [1:00:47] that go on I mean is it applied to every [1:00:48] other purchase in the county? [1:00:50] >> Believe it does [1:00:51] >> like restaurant transient like hotel tax [1:00:54] all of that. [1:00:55] >> It would just be sales just retail sales [1:00:58] items. So where there's a sales tax, [1:01:00] this would apply, but transient room tax [1:01:03] is a separate tax that it [1:01:04] >> but but it would it would not be on [1:01:05] hotel stays. It would just be [1:01:09] >> so where you're now paid whatever [1:01:12] percent it would be 7 whatever plus.20 [1:01:18] » and this is in perpetuity. [1:01:20] >> Yes. [1:01:23] >> And what feedback did we already give? [1:01:26] We haven't. [1:01:26] >> Oh, I thought you the meeting was [1:01:28] >> Wow. Okay. [1:01:30] >> Mayor made a comment. I made [1:01:31] >> I made a comment. Dave made a comment [1:01:33] that Yeah, we were in favor of it. [1:01:36] >> But [1:01:38] one member of the county commission [1:01:40] seemed very supportive. Uh the other two [1:01:42] were more on the fence and asking some [1:01:44] questions a little bit philosophically [1:01:46] about uh taxes in general and death by a [1:01:50] thousand cuts and and things like that. [1:01:52] Everybody recognized the need. Um but there was some hesitation initially [1:01:56] uh by a couple county commissioners and [1:01:59] uh and so they were requesting feedback [1:02:01] from the from the cities knowing that [1:02:03] we're affected and um I've heard through [1:02:07] the grapevine that that those other [1:02:10] county commissioners are now in favor [1:02:12] but that I don't want to speak for them [1:02:15] this [1:02:16] >> if if we say regardless of what we say [1:02:20] >> still [1:02:21] >> the commission decides Yeah, [1:02:28] » I'm more in favor of it now that I know [1:02:29] that doesn't it's not on food and gas, [1:02:32] but [1:02:33] and we are lower than the other county a [1:02:35] lot of the counties around us. [1:02:38] That's one. [1:02:40] >> How is our share determined [1:02:43] population calculation or [1:02:45] >> the same the same distribution formula [1:02:47] as the 50/50 for the the rest of the [1:02:50] local sales tax? always. So, this goes [1:02:52] into the same pot. [1:02:53] >> So, yeah, there's a point of sale and [1:02:55] there's a populationbased formula. [1:02:59] >> Yep. [1:03:00] >> So, this would impact Amazon purchases, [1:03:03] >> correct? [1:03:05] >> Okay. [1:03:07] >> I'm in favor of sales tax as like a [1:03:09] primary sale taxing, but just adding an [1:03:11] additional tax to all the other taxes [1:03:12] without any [1:03:15] reduction in the other taxes, I'm not [1:03:18] 100% in charge. Like I maybe I don't [1:03:20] fully understand why this extra tax is [1:03:22] needed. Like is there a better or more [1:03:25] in-depth explanation that you can give? [1:03:28] >> Better wasn't the right word. Sorry, I [1:03:29] didn't mean it like that. [1:03:30] >> They don't have enough money to spend. [1:03:34] >> Well, that's what it comes down to. They [1:03:36] >> whether they claim it's for [1:03:37] transportation or move things around [1:03:38] like we've said we can do, they want [1:03:40] more money. It's just what it comes down [1:03:42] to. [1:03:43] >> Well, was it was there something [1:03:44] specific that they that they said is [1:03:46] driving the need for additional revail? [1:03:49] Well, the the need [1:03:52] statewide for transportation money um is [1:03:57] evident. Uh the freeze thaw effect that [1:03:59] we all go through um really wres havoc [1:04:02] on roads and the cost for road [1:04:04] maintenance is there. Every city that I [1:04:06] know of feels like the list of road [1:04:09] projects is longer than the money that [1:04:11] they have to deal with those. Um, I know [1:04:14] that the state also feels like road [1:04:16] projects is a major service that the [1:04:18] that residents want and and are looking [1:04:21] for. Um, and again to Joel's point, [1:04:23] there's not enough money to to take care [1:04:26] of those things. So, the state allowed [1:04:28] this as an option. That's why it's [1:04:30] called local option um [1:04:33] for counties to be able to determine if [1:04:35] there those needs needed a revenue [1:04:37] stream and and have created that option. [1:04:40] Is this does this kind of play into the idea that costs have risen faster [1:04:46] than revenue has risen? Therefore, [1:04:49] that's why we have such a backlog of or [1:04:53] >> I think about mismanagement of existing [1:04:57] revenue and then that also plays into [1:05:00] kind of where we're at. [1:05:02] >> I think that there's a lot of things at [1:05:04] play when it comes to transportation [1:05:05] money. Uh if you think about the the [1:05:08] mechanisms and tools that we have right [1:05:10] now to get revenue for transportation, [1:05:12] uh the gas tax is the primary driver of [1:05:15] transportation money. Um which is not a [1:05:18] true kind of onetoone usage tax anymore [1:05:22] because of different alternative fuels [1:05:24] and and electric vehicles and things [1:05:26] like that. And so the amount of money [1:05:28] that uh is generated through gas tax uh [1:05:32] is not the amount of money that it used [1:05:34] to be. And so that that is a a piece of [1:05:37] the consideration is how do we generate [1:05:41] alternative uh alternative revenues to replace some of that loss revenue as buying trends change in that space. [1:05:51] Um the other element is that I think for many years roads were a little bit [1:05:58] of a forgotten service and money to go [1:06:02] to to repairing roads. uh just wasn't [1:06:06] keeping up. Um I' I've seen that in a [1:06:09] number of different cities and a lot of residents um will complain [1:06:14] about road degradation and and the [1:06:17] potholeing and the increased u spplaying [1:06:20] and and cracking and things like that. [1:06:23] And so cities are trying to are starting [1:06:25] to put more of a emphasis on that. Uh [1:06:28] you'll see within the last um within the [1:06:32] last seven eight years there [1:06:36] have been a growing number of cities [1:06:38] that have had a transportation utility [1:06:40] fee similar to ours. Um knowing that [1:06:44] there is is needs in the transportation [1:06:46] space for revenue. So that may be [1:06:48] long-winded. I hope that answers some of [1:06:50] the some of the questions. [1:06:51] >> It does. Thank I appreciate that [1:06:52] >> from a question. [1:06:55] >> What's that? I said, I don't even [1:06:56] remember the question. [1:06:59] >> I'm sorry. I I know this is probably [1:07:02] going to surprise y'all, but um I'm very [1:07:04] much in support of this one. Um [1:07:07] I know it's it's a tax that affects [1:07:11] everyone inside the county and yet gives [1:07:13] us a pretty good um handful of money. [1:07:18] And I believe that the city needs that [1:07:20] money more now than ever before. And I [1:07:24] would love to see our current [1:07:27] transportation [1:07:28] costs go down because we're taking in [1:07:30] some of this and being able to service [1:07:31] the debt instead. [1:07:33] So I think this is a good deal and [1:07:37] hate saying that because it's a tax, but [1:07:40] one clar clarification question if I [1:07:42] may. Uh as I understand it, this is why [1:07:45] I'm trying to clarify this [1:07:48] new monies sales tax monies. Um the 50% [1:07:52] for the county is for the county to [1:07:54] spend on county roads and the portions [1:07:56] that come to the cities. Is that [1:07:58] supposed to go to city's maintenance of [1:08:01] their own roads or does it go to the [1:08:03] general fund and could be spent on [1:08:06] anything? [1:08:07] >> It is road specific. So it's road [1:08:09] specific. My comment would be the South [1:08:12] River City has done an excellent job [1:08:14] leading out on its transportation [1:08:16] utility fund and I believe has done an [1:08:19] excellent job in maintaining its roads [1:08:21] where they used to be some seven years [1:08:23] ago. Uh so I think we're ahead of the [1:08:25] curve now. Staff could come back and say [1:08:27] no, we're barely getting by. But given [1:08:30] what I'm going off of is just visual. Um [1:08:35] and the extra money would be nice. I'm [1:08:37] certainly we could put it to more roads, [1:08:39] but I think we're keeping pace as we [1:08:41] are. We might want to consider reducing [1:08:44] our transportation utility fee in [1:08:46] commensurate to the additional monies [1:08:48] coming in if we do do this uh to make it [1:08:51] a balance for our citizens. Uh $70,000 [1:08:55] or $60,000 said isn't going to do a lot. [1:09:00] It's going to add a marginal benefit, [1:09:02] but I given our citizens the benefit of [1:09:05] the doubt for what they have been doing [1:09:06] for the last seven years. U [1:09:10] that's my that's why [1:09:14] mainting [1:09:17] but uh basically uh surface coatings and [1:09:23] rehabbing of the city streets. I don't [1:09:26] think that it is as uh specific as just [1:09:31] maintenance. It could be projects or [1:09:33] other things like that. [1:09:34] >> New projects, new projects. [1:09:36] >> It it's more broad when it talks about [1:09:38] >> it could go to a fund. We could we could [1:09:41] put it into a savings if you will for [1:09:43] any of these new roads that are coming [1:09:44] up that need. [1:09:47] >> They brought that up. [1:09:49] >> Yeah. This is not as limited as the [1:09:52] utility fee money. [1:09:53] >> All right. Thank you for that. that [1:09:54] helps clarify because the transportation [1:09:56] utility fee was very specific as to what [1:09:58] >> right this is more broad than that. It [1:09:59] could be used in other ways. A couple of [1:10:02] things just um kind of pros and cons [1:10:05] that I've heard from other cities in [1:10:06] their dialogue. Um one of the [1:10:08] considerations I know that Farmington [1:10:10] brought up was the idea that this is a [1:10:13] tax that we all pay when we go to other [1:10:16] counties and when we travel to their [1:10:20] places. uh they're trying to gather as [1:10:22] much money from outside residents as [1:10:24] they can because it's a sales tax, [1:10:26] especially for a place like Farmington [1:10:28] that has a lot of visitors to their [1:10:30] retail establishments and Lagoon and [1:10:32] other places. They would like to capture [1:10:35] that same type of revenue from visitors [1:10:38] um and the more money that we can obtain [1:10:40] from outside sources rather than our own [1:10:43] residents um can become a benefit. And [1:10:46] that's that's one consideration. Um when [1:10:49] you just try to weigh the kind of pros [1:10:50] and cons of it. So there's probably [1:10:54] other things to to consider. Um that's [1:10:56] just one. [1:10:57] >> Yeah, [1:10:59] that's a point that I was going to bring [1:11:01] up. So that's great. [1:11:03] >> So what do we think anymore? Dave, did [1:11:06] you ask? [1:11:06] >> I'll support it because Joel did. [1:11:09] [laughter] [1:11:16] Um, [1:11:19] okay. [1:11:24] » Jeremy, [1:11:25] >> uh, I support consumption taxes. So, I'm [1:11:27] in [1:11:28] >> Wayne. [1:11:30] >> I'm in support. [1:11:32] >> There you go. [1:11:32] Dave, [1:11:34] >> unanimous support is what I just saw the [1:11:37] letter together. [1:11:39] I never heard one mayor or one city [1:11:42] manager say that they weren't in support [1:11:44] of this. U the only two fence setters [1:11:49] were two of the commissioners and like [1:11:51] Dave mentioned I think that they've come [1:11:54] around a little bit. Anyway, okay. [1:12:01] New business. Anyone have any new [1:12:03] business? [1:12:05] You got any new business? I do not. [1:12:08] Committee reports starting with Wayne. [1:12:11] Uh [1:12:12] >> our committees uh that I sit on have not [1:12:14] met recently, but I do have a question. [1:12:16] Uh we can get a report on the last [1:12:18] planning commission meeting [1:12:22] the um the new development over by my [1:12:26] area. What's what happened? [1:12:29] >> Uh planning commission approved it. Move [1:12:32] it on to city council. [1:12:34] >> Conditional. [1:12:35] >> Yeah. [1:12:35] >> No conditions apply to it. commission. [1:12:38] >> They had some concerns that they uh [1:12:42] >> more concerned about the transportation [1:12:43] and the road that leads into it that's [1:12:45] going to go through [1:12:46] >> 7600. [1:12:47] >> Yeah, [1:12:47] >> that was brought up. A lot of the [1:12:49] residents brought that up [1:12:52] >> and uh [1:12:56] they they sent it up leaving that um and [1:12:58] I was just there because I I enjoyed [1:13:01] that one. Um the um real concern that [1:13:06] they had was just keeping the number of [1:13:07] lots at 12 and not increasing it because [1:13:11] um moderate low to moderate can actually [1:13:13] take it up to a much higher level. [1:13:15] >> They could take it up to like 16. [1:13:17] >> Most of the public's comments were all [1:13:20] um you know we don't need this road [1:13:22] coming in here being the main rush [1:13:25] through from the school that it's always [1:13:27] been a nice quiet little area. But um [1:13:30] yeah, that was that was their primary [1:13:32] concerns and the the planning commission [1:13:35] just um approved it with the conditions [1:13:39] um that it stays at the 12 lots. [1:13:41] >> Right. [1:13:42] >> So, [1:13:44] >> but the road is still on there as it is. [1:13:46] >> It was it was approved um 12 lots or [1:13:49] less. [1:13:51] >> Yeah. There you go. [1:13:53] >> Be exact. [1:13:54] >> Thank you. Yeah. I don't have anything [1:13:56] else to report mayor. [1:14:00] you hear me? [1:14:00] >> Uh Dave, uh Wayne and I were talking [1:14:03] earlier about the safety committee. I [1:14:06] think there's a need to meet face to [1:14:08] face. So, if you could work with me to [1:14:09] schedule that, great. [1:14:11] >> I sent an email this afternoon just [1:14:13] prior to the council meeting with a [1:14:15] scheduling email. So, if everybody [1:14:18] replies to that, we'll find a time in [1:14:19] the next few weeks and get together. [1:14:21] Okay. Thank you, [1:14:22] >> John. Um, I don't have anything from [1:14:25] committees, but um, I probably should [1:14:26] have just said this in new business. Um, [1:14:28] as everyone knows, we had a fire um, [1:14:31] over in Uenta, which was called Dougway [1:14:34] for some reason. Um, I still don't [1:14:36] understand that. Um, but, um, first [1:14:40] thing in the morning, came outside, saw [1:14:42] the huge smoke and fire. um got out [1:14:46] there, used my big old binoculars and [1:14:48] looked and uh saw our guys over there [1:14:51] and [1:14:52] went back to bed. Uh they did a [1:14:54] fantastic job as always. We really do [1:14:57] have the best and best trained. Um and I [1:15:01] just wanted to say how much I [1:15:02] appreciated them being there and taking [1:15:05] care and protecting our city. [1:15:09] >> Yes, sir. [1:15:12] It might be worth uh Chief Tolman saying [1:15:14] something about it, but from my [1:15:15] perspective uh this had very similar [1:15:19] aspects to it as the Uenta fire and uh [1:15:22] it had a very different result. And so [1:15:25] um I I hope we recognize I was going [1:15:28] through my my mind just off the top of [1:15:31] my head the number of fire starts we've [1:15:33] had along the I84 corridor in the last [1:15:37] 14 months, right? last summer and this [1:15:39] summer and without even trying very hard [1:15:42] I got past six [1:15:44] >> and so I think most people don't know [1:15:46] how frequent that really is due to the [1:15:48] quality and response of of the fire [1:15:51] department. So [1:15:52] >> y [1:15:52] >> I agree with that shout out. [1:15:53] >> Yeah, we got a great team. This is way [1:15:55] off topic of reports, but the fires made [1:15:58] me think about it and I was looked over [1:16:00] to see if Lance was still here, but [1:16:03] I know the we only require a masonry [1:16:05] wall down 84 when the home's back the [1:16:08] wall or back 84. Now, currently in our [1:16:11] code, I would propose that we have [1:16:15] somebody look at making it mandatory [1:16:17] that that masonry wall is there. [1:16:20] Without it, I mean, we would have had a [1:16:23] lot of structures burn last year. [1:16:25] >> Yeah. [1:16:26] >> And the other one, the other smaller one [1:16:27] would have burnt, too. I mean, I think [1:16:29] it's it's a it's a need, not a [1:16:32] >> not just a [1:16:33] >> Yeah. I saved the RV. Uh, [1:16:36] >> it saved the RV. There was the other [1:16:38] small one over there this summer that [1:16:40] went up against that one, too. And [1:16:42] >> all along 88 went along 84. [1:16:46] We have a lot of sections where [1:16:49] >> it would be a disaster if a fire hit [1:16:51] those now because all it is is a vinyl [1:16:53] fence and that [1:16:55] >> the masonry fence that we required of [1:16:57] some of those others [1:16:58] >> has made a big difference and Dar can [1:17:00] attest to that or not. It it's it's [1:17:02] saved a lot of homes. [1:17:04] So I would like it. [1:17:06] >> Is that a request to have the code [1:17:08] committee? [1:17:09] >> Yes, please. [1:17:10] >> reconvene and get working on that [1:17:11] >> worded much better. Yes. Oh, I think it [1:17:14] would be good. [1:17:18] » S. Okay. Where were we? Angie. [1:17:20] >> Yes, sir. Um, I would just like to meet [1:17:22] with the parks committee just to follow [1:17:24] up on a few things and also I just want [1:17:27] to make a report that Dolly will always [1:17:29] love us and she'll be missed. [laughter] [1:17:33] >> Yeah, that was sad. [1:17:34] >> Okay, that's all. I'm not really crying, [1:17:36] but I do love Dolly. That's it. End of [1:17:39] reports. I [1:17:41] >> I have nothing else. [1:17:46] I had one that I was going to mention [1:17:48] and now I you brought up Dolly. I forgot [1:17:55] » the other barge [1:18:00] » that wasn't it. I can't think of it. [1:18:05] Gosh, [1:18:10] » can't think of it. [1:18:12] So Shaye, have you got anything else? [1:18:17] » Mayor Celeste, thank you so much for [1:18:20] your capstone project. I thought it was [1:18:22] great. [1:18:23] >> We're going to miss you. [1:18:25] >> I did miss one thing and the mayor [1:18:26] brought it up earlier. Hill Air Force [1:18:28] Base Rab [1:18:31] restoration advisory board is having an [1:18:33] open house on operable unit 4 on [1:18:37] Thursday from 5:30 to 7:00 if any of the [1:18:39] public wants to go. Operable unit four [1:18:42] is the unit between Riverdale and South [1:18:44] Weieber that comes down into both sides. [1:18:46] So they're making an amendment to that [1:18:49] rod. [1:18:49] >> That's Wednesday. That's tomorrow. [1:18:50] >> Is that Oh, I I thought it was Thursday. [1:18:55] >> Need to upgrade. You're right. [1:18:57] Wednesday. Thank you. [1:18:59] >> Yeah. [1:19:01] I do have one other thing to to report [1:19:03] to the council and that is the bond [1:19:06] refunding officially closed on August [1:19:08] 11th and uh we sent that uh information [1:19:11] out to the council of of what the bids [1:19:13] were but that process has finally come [1:19:16] to a close and it's official. Um we [1:19:18] ended up saving just over $900,000 [1:19:21] over the life remaining life of the [1:19:23] bond. [1:19:24] >> Yeah. [1:19:27] [laughter] [1:19:27] death job council [1:19:28] >> and we'll now have that paid off in [1:19:30] 2038. So it reduces it by five years and [1:19:35] uh that's a significant [1:19:38] >> done. So [1:19:39] >> I just remembered what I was going to [1:19:41] report on. [1:19:45] » Good job. [1:19:47] >> Just wanted to report that uh the [1:19:50] remodeling over at the fire station were [1:19:53] complete over there with the with the [1:19:55] bedrooms. [1:19:56] >> Nice. Uh everything is good, right? [1:19:58] Derek went by and inspected that. It [1:20:00] looks really good. And uh we also uh had [1:20:05] some insulation added to the ceiling [1:20:08] over there and all of the fire station [1:20:10] improve that. So that should help also [1:20:14] with the heating and air conditioning. [1:20:16] So with that, uh [1:20:20] I think that's it. [1:20:23] But the [1:20:25] remodeling is done. So [1:20:28] that was it. [1:20:30] >> Move to [1:20:30] >> We'll look for a motion to adjurnn. [1:20:33] Wayne and Angie. All in favor say I. I.
