There are multiple [7:35] buildings on this property, all functioning as a motel. Uh, [7:38] there's a total of 18 units plus, uh, lobby and [7:43] office area that are located in the landward most building [7:48] closest to the street. Uh, there's also an in - [7:53] ground swimming pool with associated patio decking around it that [7:58] this board recently issued an administrative approval for us to [8:02] refurbish. We actually submitted the building permit for that this [8:05] afternoon. Um, so as stated, we are proposing to utilize [8:13] the current lobby area for a continental breakfast and bar [8:17] service for the hotel guests. Uh, in order to facilitate [8:22] this, the street side building, uh, on the property needs [8:25] to have some minor interior renovations. Mainly the interior, um, [8:33] of the kitchen will have, uh, removal of the cooking [8:36] facilities and installation of new dedicated, um, septic system for [8:43] these things. Uh, we're going to be putting in a [8:47] three compartment sink, a separate mop sink and a commercial [8:52] dishwasher. These are all required by the health department and [8:55] have already been approved by the Department of Health. Again, [8:59] there is a new sanitary system dedicated just for this [9:03] purpose. Um, they will only be used for, uh, the [9:10] on - site guests. It can accommodate up to 12 [9:14] people in the seating area. We've gotten a conditional approval. [9:23] From the state liquor authority for liquor license. I think [9:27] they need something from the town to authorize the use [9:31] of the space for the continental breakfast and bar. The [9:39] food service is really all going to be pre - [9:42] packaged. Food. Uh, for breakfast, uh, with limited drinks and [9:47] the snacks as well for the evening, uh, bar service. [9:51] So as I said, we've already gotten health department for [9:54] the sanitary system and for the food usage, for the [9:58] commercial, uh, continental breakfast. I did submit a picture of [10:04] the sunroom where the seating area will be located. It's, [10:10] there's really no changes to the exterior of the building. [10:13] This is all interior swapping of spaces. Teresa mason had [10:17] asked me for a floor plan, which we submitted showing [10:24] the facilities in the back and then the, you know, [10:27] your typical continental breakfast, uh, countertops for the seating area. Well, it's [10:49] just for the hotel guests so that they can kind [10:53] of mingle together and maybe have a glass of wine, [10:56] you know, something beer wine. No, so it would [11:10] be morning for breakfast for the morning. And then in [11:13] the evening, you know, to have like kind of meet [11:15] and greet kind of things. Was there an intention to [11:17] have a restaurant there when we first heard about this? [11:21] No, no. No more food. So what kind of snacks [11:23] are you going to have? Just prepackage? They're going to take out the stove. So [11:40] they won't really be able to actually cook on site. So there wouldn't be any [13:15] need for additional parking or it's whoever's there staying at [13:20] the motel would have access to these services. It's [13:29] unusual that we have breakfast and then a bar. So [13:34] that's what we're asking questions about it. I think part [13:38] of it is to try to get people to actually [13:42] communicate with each other in a vacation setting. You know, [13:46] I don't know. I think that's the gist of it. [17:24] And Ryan Frankel, who's a member of the applicant LLC, [17:28] and will be running and operating the facility once up [17:32] and running. As mentioned, what we're dealing with today is [17:36] an entirely internal renovation and site plan application. The development [17:43] will not change any exterior elements. Of this structure. As [17:50] mentioned, the southern building, which is the, uh, that you're [17:55] looking at there consists of six units. And five of [17:59] them will be used for the purposes mentioned. Previously by [18:04] Leslie. The internally there will be three pedel courts. And [18:12] a, uh, there was a mention of a mezzanine area, [18:14] which was part of our discussion previously. That is being [18:17] removed from the application. So there will not be a [18:20] mezzanine area. I know there had been some express concern [18:23] about congregating perhaps more demand on occupancy. So while we [18:28] do not believe that would have had much of an [18:31] impact we are removing the mezzanine area. Uh, as we [18:35] proceed with this application. The major concern when we first [18:40] spoke was parking. And I have prepared, as we mentioned, [18:46] there is no set parking governance in the code with [18:49] respect to this use. It's a very, um, specified use. [18:54] So when we spoke originally, we had estimated that each [19:00] court would have about an hour use per game or [19:05] match whatever you want to call it. And the maximum [19:08] usage would be, uh, four people per court. I think [19:12] Ryan will explain briefly that we were certainly underestimating the [19:15] amount of time that people use that. And actually, uh, [19:19] many games are two hours long. So that is actually [19:23] working in favor of your concerns. There'll be less demand [19:26] on parking. There'll be less, um, in and out of [19:29] the facility, which would have less impact on traffic. The [19:33] occupancy ratings demonstrate that the calculated occupancy, again, this is [19:37] subject to review and approval by the fire marshal, but [19:41] it's estimated to be 143. 66. Now under the code, [19:47] you have to do, you have to provide, um, as [19:50] one space for every three of occupancy, which would require [19:55] 48 spaces. Now, as you may recall, there are 48 [19:59] spaces devoted to this building. But eight of them have [20:02] to be associated with that six unit. So cannot be [20:07] used for this. So the occupancy load put us at [20:11] eight space deficit. However, given the, uh, approval authority of [20:16] this board and its ability to act within, you know, [20:21] the practical reality of how this is actually going to [20:23] work. I would just note that Pidell courts, the square [20:27] footage of the pedal courts is about 6, 534 square [20:31] feet and only 12 people at most can use that. [20:35] So I think that the occupancy calculations based on square [20:38] footage don't appropriately apply here. And I would think the [20:42] fire marshal will, uh, will reiterate that in determining their [20:46] calculations. So essentially 6, 500 square feet of commercial space. [20:51] But at most you're going to have 12 people in [20:53] that space. During the, during their matches. So what we [20:58] had proposed, uh, and in consultation with our engineer was [21:03] that we would have, we would allot for 12 spaces [21:07] for anyone on the court. 12 spaces for anyone that [21:11] was just finished their match and leaving the court. 12 [21:15] spaces for people coming that would be next in line [21:18] to play on the game to play a match. And [21:21] then four spaces for staff, one full time staff operating [21:27] staff and then three instructors is the estimate. So when [21:31] you factor the actual use that the actual specifics of [21:36] the use, uh, we think that parking is more than [21:41] accommodated by this. I would also note that the total [21:47] development has 96 spaces and that, uh, those spaces are [21:52] rarely used up. Given the current uses. So if there [21:57] were spillover and spillover is always possible. Our parking calculations [22:01] are based on an estimations and they're based on best [22:04] guesses. But even for a standard parking calculation at a [22:07] restaurant, you could have everyone coming in their own car [22:10] and that would far exceed what's provided. So in the [22:13] event unlikely event of a spillover, there is most likely [22:19] very adequate spillover parking that could be utilized in the [22:22] rest of the development. I think that those were the [22:26] primary concerns. Ryan, if you want to come up and [22:30] just sort of talk about how these facilities work, what [22:33] kind of demands they place on parking and traffic. I [22:36] know that you're not necessarily well acquainted with these facilities [22:40] because there are not that many. So I think this [22:42] could be very helpful for you. Good evening. [23:01] Um, and I am also the operating partner of the [23:02] business that is leasing the five units in one leak [23:06] on court. Um, just a really quick background of myself, [23:09] um, I've lived in the Hamptons area for almost 15 [23:12] years now, um, I was serving it predominantly as a [23:16] tennis professional. Um, and more recently as a paddle professional. [23:20] So I do a little bit of tennis and also [23:21] paddle. Um, so I'm just giving you that background just [23:24] so you know that I have a bit of experience [23:26] with, uh, with the sports themselves. And as a consumer [23:29] and also an instructor, I've been in many different paddle [23:35] clubs. And I know how they run and how they [23:37] operate. Um, so just, just, um, so that's, uh, that's [23:42] there on the table. Um, so yeah, as Carl mentioned, [23:45] uh, with predominantly going to be a private club, um, [23:49] and also I do want to just stress that, um, [23:52] with these paddle clubs, it's not a set time that [23:56] everyone comes at the same time. They're naturally very staggered. [23:59] Um, so some will may come, let's say at 8 [24:02] a. m. and then another match could be at 8. [24:04] 30 a. m. So in terms of traffic coming in [24:07] and out, it's not going to be concentrated with 7 [24:09] a. m. 80 m, 9 a. m. or the courts [24:11] are full at the same time. Um, so that will [24:15] help with traffic flow in general. Um, also Kyle did [24:19] mention about there being three groups with the time that [24:23] we're expecting, which is two hours per session. Um, we're [24:27] actually only really going to have one group waiting and [24:31] one group playing. We're not even going to, that group [24:33] that finished would have gone long before that next group, [24:36] uh, would have come to play. So realistically, it's only [24:38] going to be 24 cars maximum. Um, and then the [24:41] minimum, assuming we've completely busy, uh, clearly full, which I'm [24:45] actually also going to touch on a second, um, that [24:48] would, it could be anywhere between three to 24 cars [24:51] to, yeah, cause the four people per court, yeah. So [24:55] it could be as little as three cars on our [24:57] busiest time, but it could be absolute maximum. It could [24:59] be up to 24 cars. Um, but that is worst [25:02] case scenario. But like I said with the staggering start [25:05] times and predominantly, uh, what we're expecting usage wise, I [25:09] also, I'm not sure if, um, uh, the, uh, the [25:13] operating summary was shared, but we submitted it a few [25:16] weeks ago. Just one thing I want to, I want [25:19] to stress also is that where our business model is [25:22] more in favor of our members, um, so we want [25:26] to make sure that our members have caught availability when [25:29] they want. So we're not trying our business, business model [25:32] isn't to try and fill the courts relatively low. So [25:39] the members can have courts when they want. So we're [25:42] anticipating somewhere between 30 to 35 percent court utilization on [25:46] average. We understand that there will be busier times and [25:49] there'll be less busier times. Um, but so yeah, out [25:53] of essentially three court bookings, we're only expecting one to [25:56] be filled on average. So we're not, we're not trying [25:59] to keep this place fully packed at all times. We're [26:02] really trying to benefit our membership with this. Um, so [26:07] I'm just making sure I haven't forgotten anything. Also, I [26:12] know that there was a question about, uh, tournaments, et [26:15] cetera, in the last meeting. Um, I just want to [26:18] make sure that, um, that if we do have any [26:21] tournaments, and I know this as a consumer of playing [26:23] some tournaments myself is that, um, there is, they're scheduled [26:27] start times. So when I play, I played in the [26:29] US Open paddle, which was the first one, um, ever [26:33] a couple of years ago. They give you schedule start [26:35] time. So if the 10 a. m. start time for [26:37] a tournament, then you show up maybe 20, 30 minutes [26:40] before. And at least you know whereabouts when you'll be [26:43] playing. People aren't going to be hanging around. Maybe they'll [26:45] go into town to do whatever they want to do. [26:48] And then they'll come and play, et cetera. So it's [26:50] not like everyone's going to be hanging out at the [26:51] space at all times during a tournament, for example. As [26:55] of right now, we're not planning on any, but I [26:57] know that was a question that came up. So I [26:58] did want to just address that as well. Um, and [27:03] I think that's pretty much where we're at. We want [27:07] to, we're really, we're going to allow non - members, [27:10] but on a much more restrictive, um, kind of booking [27:14] process. So, so again, we really want to make sure [27:17] our membership is satisfied. And also if we get to [27:21] a stage where we feel like our membership isn't satisfied, [27:23] then we will cut up non - members and we'll [27:25] just make sure that the membership get the court time [27:28] that they want. And we'll also potentially cap membership numbers [27:32] at a certain point if we feel like we're getting [27:34] to a stage where people are not getting the courts. [27:36] They want. And three courts is not a lot. Um, [27:38] and with 12 people, it could get to a stage [27:41] where we'll have to cap it, hopefully, in practice for [27:44] ourselves. Um, and as of, that's all I have written [27:49] down. So I'm happy to answer any questions on the [27:51] operating side as well. Will you be operating year round? [27:55] Yes. We're planning on operating year on months. Yes. Are [27:58] you planning any on - site amenities like a snack [28:00] barb? Yeah. So the pro shop where there'll be rackets [28:04] for sale and maybe some items of clothing. But it's, [28:07] it's a very small pro shop. I don't see anyone [28:10] being in there longer than 10 or 15 minutes at [28:12] any time. Will there be any restaurant or no restaurant? [28:19] We're not planning on making any food on site or [28:21] anything along those. The letter does say that the refreshment [28:24] area. Yes. Yeah. So that essentially means like a fridge [28:28] for drinks, but like non - alcoholic drinks, it would [28:32] just be like Gatorades, waters, et cetera. How many members [28:36] you anticipating? That's a great question. Um, so the thing [28:39] is with these membership clubs and working at a couple [28:42] of membership clubs myself, it really depends on how active [28:44] the membership is. If it's, we could, let's say we [28:49] get 150 members and they're all very active. We might [28:52] have the cap it at that. But if we also [28:54] have a, let's say we have 200 members and 100 [28:55] members and not that actor, maybe they play once a [28:57] week as opposed to three or four times a week, [29:01] then that could affect the number that we get to. [29:03] We don't have a specific number, but I guess we're [29:06] going to kind of figure it out as we go. [29:08] Cause again, keeping the membership happier is on number one [29:10] priority. With this. And we have a staff person who's [29:14] coordinating all of that. Yes, exactly. I'll actually, I'm actually [29:16] planning on being on site full time myself. Um, so [29:20] it'll be locally owned and also locally run as well. [29:25] There's three other instructors. So yeah, those instructions will only [29:28] be there if we need them. They're not going to [29:30] be there full time. And truthfully that. So that again, [29:33] it comes down to that park and calculation a little [29:35] bit where we say 28 is maximum. Truthfully, if we [29:38] need our instructors, which we get us up to those [29:40] four numbers, it would be less people on site because [29:43] they'll be taking private lessons and potentially. So it could [29:46] only be one member with one coaching staff. So, so [29:50] in practice, it would actually be a little bit less [29:52] than 28 because we don't, we only really need one [29:56] person on site at any time if there's no private [29:59] lessons or anything along those lines. And if you have [30:01] a tournament that you don't know yet whether you will. [30:05] Is there an area for spectators? So we did remove [30:07] that mezzanine for now because we wanted to, we just [30:10] wanted to make sure that it wasn't going to be [30:11] too much congregation, especially at the beginning. We don't want [30:14] to, we don't want to feel like we're overchiving this [30:16] space. And I know there was concerns with traffic and [30:19] parking. So we wanted to make sure we address that. [30:21] Um, technically, could you watch from outside the court? Yes. [30:25] But it's not truthfully recommended because it's, it's pretty close [30:29] to the area of play. So it's actually kind of difficult to [32:49] find four people that are always the same level that [32:51] they're going to have a good time.
