[0:00] Want to welcome everybody out to [0:01] planning and zoning commission meeting [0:02] for June 3rd. [0:05] We'll start the meeting with the pledge. [0:08] I'll lead it. [0:10] The audience will please rise. [0:12] Repeat after me. [0:14] I pledge allegiance to the flag of the [0:17] United States of America, [0:20] and to the republic for which it stands, [0:22] one nation under God, [0:25] indivisible, with liberty and justice [0:27] for all. [0:31] Thank you. [0:34] Um our first [0:36] item of business tonight will be the [0:37] approval of the minutes. [0:40] I know Mike said he read them. Do you [0:42] >> I did. I made it through. [0:44] >> Do I have a motion to accept the [0:45] minutes? [0:46] >> I will make that motion. [0:48] >> Second. [0:50] >> Motion second, all in favor? [0:51] >> Aye. [0:54] >> Ordered. [0:55] Um our first item of business is the [0:57] public hearing. [0:59] Um title 15 amendment for flood damage [1:03] prevention. [1:09] » Um this amendment, or I guess change, is [1:12] pretty straightforward. So, FEMA has [1:14] recently updated their um study and [1:17] flood insurance maps. [1:19] Uh previously we referenced the date of [1:23] uh in 2020 for that study. We've uh the [1:26] change that we've made here is updating [1:27] to [1:28] their more recent study of this year, um [1:32] which is adopted in June of this month [1:34] of uh [1:36] 26. [1:37] Uh along with that, they've added some [1:40] definitions that they would like us to [1:42] add. Um [1:46] updating, I guess, existing home [1:49] subdivisions. Um they talk a bit about [1:51] geotechnical reports, but [1:54] uh pretty minimal changes. Uh mostly [1:56] just reference to an updated study that [1:59] they've done. [2:06] I don't know if there's any questions [2:08] about any of that. [2:12] » Any questions? [2:14] No question. [2:16] Here. [2:17] Are we looking at on my [2:19] what the proposal is are we [2:21] looking for approval or recommendation? [2:26] Oh, you're so right. [2:29] Um this is a public hearing. If [2:30] anybody's here to speak on this matter, [2:31] we'd love to hear from you. [2:34] Seeing none, we'll close public hearing. [2:37] And then I'll ask that same question [2:38] again. What type of motion we're looking [2:40] for? [2:41] >> We're recommending these changes to the [2:43] city council. [2:44] >> Thank you. [2:49] I'll make a motion. [2:50] >> I moved that we recommend the title 15 [2:54] amendments flood damage prevention to [2:57] the city council. [2:59] >> I'll make a motion. Do I have a second? [3:00] >> Second. [3:01] >> The motion is second. All in favor? [3:04] >> I. [3:05] >> Any opposed? [3:06] Okay, the recommendation is approved or [3:09] approved to go to the council. [3:12] Um our second item of business is also a [3:15] public hearing. [3:17] It is [3:18] uh construction standard revisions. [3:23] » All right. So, twice a year we um [3:27] take a look well, we're always looking [3:28] at our construction standards, but twice [3:30] a year we'll bring [3:31] um them here for revision and changes [3:34] that have been made. [3:36] Um [3:37] So, this go around, if you can see in [3:39] the background, there's a little bit of [3:40] a summary of things that have changed [3:42] here. Um [3:45] boring inspections and testing, uh [3:47] modifying our communication plan just [3:49] because of some updates to staff, [3:52] um modifies [3:55] some of the sewer language um around [3:58] manhole requirements and depths of [4:00] sewer. [4:02] Uh another change that we've made is not [4:05] allowing inlets [4:07] um [4:07] in driveways on commercial properties. [4:10] Uh that's just because of issues that we [4:13] see as larger trucks are driving over [4:15] the top of those, so [4:17] I wanted to get those out of that area. [4:20] Um and then a lot of modifications to [4:22] electrical standards. A lot of those are [4:25] cleanup [4:26] uh to text um clarifying maybe some [4:30] outdated equipment or [4:33] um [4:34] a language that uh references [4:38] standards or um [4:40] methods of installation that we don't [4:42] use anymore. [4:43] And then uh towards the end we also have [4:46] some changes to standard drawings. [4:49] Uh most of those as well are are cleanup [4:51] items [4:53] um as well as changing to some newer [4:56] equipment, newer methods of installation [4:58] that we've been using. [4:59] Um [5:01] and a lot of these are just coming from [5:03] our inspectors and work out in the field [5:06] as we see things that need to be updated [5:08] or better manner of installation, we'll update these. So, nothing major or [5:14] no huge overhauls, but just some I would [5:17] classify this as kind of some tweaks to [5:20] the standards to hopefully do things a [5:22] little more efficiently and and get [5:24] things up to [5:26] current standard. [5:29] Um [5:30] happy to scroll through if we want to [5:32] look at anything specifically or [5:34] >> Why don't we just scroll through and hit [5:35] the highlights? [5:36] >> Yeah. [5:39] Um so here this is just the section on [5:41] boring outlining [5:44] um what we are going to require as [5:47] utilities are bored under roads or [5:50] canals, rivers. [5:51] Um just some of the information that [5:53] we're going to ask that the contractor [5:55] provide once those borings are complete [5:57] so that we can [5:59] document those and make sure that we [6:01] know uh where those are in the future. [6:05] Uh this table here, you can see this [6:06] update to [6:08] uh some city staff for communicating on [6:10] excavation permits. [6:19] Um this is the update to [6:22] sewer. [6:24] So, [6:25] kind of referencing the minimum depth [6:27] and then manhole sizing. [6:29] >> Yeah, I had a question about directional [6:31] change and that's just my [6:32] ignorance. What is that referring to on [6:34] the road? [snorts] [6:35] >> So, directional change would be [6:38] you kind of have a sewer coming in from [6:39] the north and you turn east or west or [6:44] anything from going straight on. We just [6:46] want that bigger manhole um because of [6:48] the angle that the sewer comes in and [6:50] leaves. [6:52] It's a little bit harder to get in there [6:53] and work on a smaller manhole, so that's [6:56] why we're requiring a 5-ft manhole to [6:57] get down there and [6:59] um some of those turns, if they get too [7:02] tight in a smaller manhole as well, it [7:04] affects the structural integrity of the [7:07] structure, so. [7:15] Um yeah, there's mention of the inlets, [7:19] driveways. [7:22] And this kind of gets into just the [7:26] electrical updates. A lot of this is [7:28] language and [7:29] >> [clears throat] [7:31] >> and wording there. [7:39] Um here, we're talking about clearances [7:42] from electrical lines, so not allowing [7:45] buildings to be constructed or installed [7:47] underneath those lines, and then [7:50] um [7:53] talking about clear zone from those [7:55] lines, a safety issue there. [7:57] >> Can Can we go up uh to page eight? There [8:01] was one question I had. It's the [8:03] previous one, I think. I I guess [8:06] showing even Adobe over here. [8:08] One One more One more before this. [8:15] It is [8:19] I don't know. Maybe I'm finding the [8:20] wrong part. Give me a second. [8:38] Okay. Yeah, the page it's it's shows page 12 on there. Okay, so I [8:42] guess we're a couple pages down. [8:45] Go down uh to [8:46] >> more. [8:48] >> Yeah, keep going. [8:52] Okay, yeah, this one in E, soils and [8:55] compaction. [8:57] Um there was one line I It's just a couple things you changed [9:00] here, but I have a question here. It [9:01] says "Compaction test shall be taken by [9:04] the city." And you got rid of the city. [9:06] You changed it to Spanish Fork. [9:08] Um [9:09] and then [9:11] Let's see if I'm seeing this different. [9:14] Oh, no, that's not what I'm looking for. [9:16] I'm not exactly sure where or what I'm [9:17] looking for is, but the point I'm making [9:19] is there's one place where we're looking [9:21] basically where we're no longer [9:23] requiring the city to do the approval. [9:24] It could be an approved engineering [9:27] um [9:28] firm. [9:29] And I've got [9:29] >> Yeah. [9:29] >> [clears throat] [9:31] >> We [9:32] >> So that's sort of a job [9:33] >> Yeah, I'm not sure exactly where that [9:35] is, either, but we do hire we do hire an [9:38] engineering firm that does our [9:39] compaction and testing and [9:41] >> So you So the city would be contracted [9:44] It wouldn't be the [9:45] >> Correct. Yeah, it wouldn't be a [9:47] developer's engineer that could approve [9:49] it. It would be either the city or an [9:51] engineer hired by the city. [9:53] >> Okay. Okay, that was my only question [9:55] cuz sometimes I I I guess the general [9:56] concern I have sometimes is if [9:58] developers are sort of you know [10:00] financially involved in those to approve [10:02] their own process. It can [10:04] be a conflict of interest. That's the [10:05] only thing and and I think I just [10:07] misread that. So [10:08] >> Yeah, no that's what it is there. It [10:10] would be an engineer hired by the city. [10:14] » And Paul, I've not I mean all the years [10:15] I've been doing construction I'm not [10:19] city inspectors or third-party [10:20] inspectors that cities hire. [10:22] They're [10:23] I've rarely I've never seen them [10:25] influenced by the developer. They've [10:27] always stuck to what they should do. [10:31] » Yeah, I think I've just got a little [10:33] hesitation with I've seen some things [10:35] the legislature has done to try to [10:37] reduce housing prices which again I [10:39] support reduced housing prices but I [10:40] think they've [10:41] you know [10:42] been creative in some of the things [10:44] they've done there. So [10:45] >> Politicians and developers [10:47] >> They're always counterproductive. [10:51] » [clears throat] [11:04] » Maybe if we want to go down to [11:07] uh the standard drawings take a look at [11:10] some of those changes as well. [11:24] Um so here just you know a note [11:28] on our metering. [11:31] >> [clears throat] [11:36] » Um this is some notes there to help with [11:38] tracer wire, which is [11:41] relatively new, maybe the last year or [11:43] so, something we've been installing. And [11:45] this is [11:46] just a way to install that so we can [11:48] easily access it and then [11:51] the elevation there on the fire hydrant, [11:54] make sure that breakaway is at the [11:56] correct elevation. [12:03] Um [12:05] yeah, a meter lid note there. [12:07] >> Water meter. [12:12] » Okay, same thing there, a few minor [12:14] notes and changes to our meter boxes. [12:23] Just some notes to curbing there, and [12:25] this is an update to our [12:28] tree standard requiring mulch and taking [12:31] out the uh [12:32] rock mulch. [12:43] And then those were just two new filter [12:45] drawings that we've added for PI, so. [12:49] And then these uh these updates to these [12:51] electrical drawings, um a lot of them [12:53] tie back to the updates in the in the [12:56] text. [13:02] Uh a lot of just installation notes and [13:04] then some notes on concrete pads that [13:07] are used for this equipment as well. [13:57] » [snorts] [14:00] » Are we close to the end? [14:01] >> I think close. [14:03] >> I like the old department. [14:03] >> Power department's been busy. [14:08] Any questions after scrolling through? [14:10] >> 140 pages. [14:12] >> [laughter] [14:13] >> Yeah. [14:15] >> All right. One more thing, sir. I'm the [14:17] only one to ask. [14:19] We do have um [14:21] we have the the street lights and it [14:24] looks like there's kind of a standard [14:25] that we we go with. I I don't know that [14:27] anything's necessarily been changed, but [14:29] I assume that uh we regularly update [14:32] that sort of based on [14:34] I don't know what it is. It's just kind [14:35] of a design [14:37] uh [14:38] era that we have or something like that. [14:40] >> On the street lights? [14:41] >> Yeah. [14:42] Cuz you you know, the ones we have right [14:44] now are decorative. I think there's one [14:45] on page 61. [14:48] Yeah, right there. [14:49] And that's obviously what I'm seeing [14:51] being built right now. How how often do [14:53] we go through and sort of refresh that? [14:54] It doesn't look like we're [14:55] >> making changes here or anything. [14:56] >> the foundation there. I style Are you [14:59] saying style-wise? [15:00] >> Yeah. [15:03] » I don't know when the last time we did [15:05] was. I mean, [15:07] probably years. We do require that [15:09] developers will do like a photometric [15:11] plan for lighting and [15:15] seems like the updates we make are more [15:18] related to lighting [15:20] and how that light spread and [15:23] you know, type of light pole, how that puts out [15:27] light, but [15:27] >> Yeah. And and the and the sort of [15:30] directive for dark skies and things like [15:32] that. [15:34] >> Okay. Yeah, and I know again, not [15:36] addressed here, but you can kind of tell [15:38] the age of a neighborhood or when they [15:39] came through. It seems like they've even [15:40] been redoing some of those in and in [15:43] older neighborhoods, too. Some of the lights as well. [15:45] >> Yeah. [15:47] I'm not [15:48] completely sure how often [15:51] take a look at those, but [15:53] they do occasionally get updated. [15:58] » Great. Well, thank you. [16:00] >> Yeah. [16:01] >> Yep. [16:01] >> I mean, like like we talked about [16:02] previously, I'm [16:04] encouraged and impressed that the city [16:06] takes the look they do at all the [16:07] standards all the time and [16:09] uh [16:10] are continuously monitoring that to make [16:11] sure we stay up with what's the latest [16:13] for safety and best building practices [16:15] and all those things. That's That's very [16:17] encouraging and good to see. [16:19] This is a public hearing, uh so we'll [16:20] open up to public. [16:22] You really don't want to say anything? [16:26] » [laughter] [16:26] >> Okay. Seeing none, we'll close the [16:28] public hearing. [16:30] Um [16:31] do you guys have I don't think you ever [16:33] had a chance to say anything they [16:34] wanted, so probably no questions. There [16:36] is. Okay. [16:37] >> I asked all mine. [16:37] >> All right, great. [16:38] >> All makes sense. [16:40] >> Uh somebody want to put forth the [16:42] motion? [16:48] » What was What do we need to put on the [16:51] motion? What do [16:52] >> Same as before. [16:58] It's a recommendation to recommend for [17:00] approval to the council. [17:01] >> Okay. Yeah, I'll make a motion to [17:03] recommend the approve [17:05] ordinance to revise the construction [17:07] standards. [17:09] Move forward to the council. [17:11] >> I will second that motion. [17:13] >> Motion is second. All in favor? [17:15] >> Aye. [17:16] >> Any opposed? [17:18] Okay. [17:19] Thank you. [17:20] Our next [snorts] item of business is to [17:22] adjourn. [17:24] >> I move we adjourn. [17:27] >> Hang on. [17:28] >> Oh, wait. Dave. [17:29] >> Do you want to speak first? [17:29] >> Do you have something for us? [17:31] >> Your call. [17:32] If you want to say go ahead. Mike's [17:34] still got [17:35] 10 minutes. [17:36] >> Okay. [17:36] >> So. [17:38] >> I'm only going to take a minute tonight. [17:40] I probably want to take a little bit [17:41] more time later. [17:42] Um you know, maybe in July like we [17:44] talked about, [17:46] uh it was August of 2019 [17:49] when Todd joined the Planning [17:51] Commission, [17:52] which means he really should have been [17:53] replaced [17:54] about 11 months ago. So, he's he's stuck [17:57] around [17:58] for longer than most and uh we [18:00] appreciate everybody's service all the [18:02] time. We particularly appreciate it when [18:03] somebody goes the extra mile [18:05] with [18:06] uh for that additional number of [18:08] meetings, [18:09] uh nights away from family and other [18:11] obligations and that type of a thing. [18:13] Um [18:16] Spoke with Mayor Mendenhall briefly this [18:17] afternoon. He may have somebody in mind [18:19] to replace Commissioner Mitchell. So, I [18:22] appreciate that [18:24] uh Todd, you've been willing to stick [18:25] around like you have. [18:27] >> Mhm. [18:27] >> Um and yet uh [18:30] um [18:30] boy, you've done your time. So, with [18:33] some sadness, sorry to see you leave, [18:35] but I think that's likely going to be [18:36] the case. And I apologize to maybe [18:38] spring this on you this way. [18:39] >> No, that's great. [18:40] >> Um but I wanted to take a minute [18:42] >> You ain't going to spring on me. [18:43] >> In this forum? [laughter] [18:44] with us here and there'll be other times [18:47] to reminisce and talk about things and [18:49] that sort of a thing. [18:50] Um but wanted to share that uh and [18:53] express my appreciation [18:55] on behalf of all of us on staff. Uh [18:58] we've always been fortunate to have [19:00] great planning commissions here in [19:01] Spanish Fork [19:02] and that's part of what makes this place [19:05] work the way that it does. So, [19:07] um that's a big deal for us and uh yeah, [19:10] thank you. [19:12] That's it. [19:13] >> I would I would ditto that. He's he I've [19:14] learned a ton from him just in the last [19:16] few years and he's been fantastic, so. [19:18] >> Well, then I appreciate your [19:21] insight and expertise and [19:24] I also appreciate your encouraging [19:26] everyone to share all our diverse [19:28] opinions. That's one thing I really [19:30] appreciate it, too. So, thank you, [19:31] Commissioner. [19:32] >> Yeah, I'll make a comment. I like the spirited agreements and the spirited [19:36] disagreements. [19:37] And I think you bring a lot of a [19:39] gravitas here to the to the process and a lot of structure and you're great [19:44] to work with. And so, I think [19:45] >> Big shoes to fill. [19:47] >> Yeah. [19:48] >> Your [19:49] experience and knowledge will be missed. [19:53] » All right. [19:56] Nature hates a vacuum and it'll fill up [19:57] real quick. [19:59] Thank you. Appreciate it. [20:01] That's great. Now, can we go on to my [20:02] favorite topic? [20:05] >> [laughter] [20:06] >> Okay, the next item is adjourning. [20:08] >> I move to adjourn. [20:09] >> Second. [20:10] >> A motion and a second. All in favor? [20:12] >> Aye. [20:13] >> Good.
