moved to New Jerusalem Baptist Church uh
[2:09] those were both approved by the
delegation in late August so those
[2:15] locations are reflected on the pole
books and the bot marking devices so
[2:21] that occurred this is all of today yes
sir okay you and on that note you now
[2:26] have a list of all the current SNS
polling places and polling place
[2:32] addresses that reflect our current pry
polling places including you Jerusalem
[2:38] Baptist Church and Trinity Bar hobes
bille station down across anchor and I
[2:44] will assume that with your usual
efficiency the new voting CS mail the
[2:49] people who affected by the changes yes
sir as soon as the uh delegation
[2:54] approved changes I went ahead and
ordered cards from the SEC they were
[2:58] sent in the middle of September you have
come back for addresses uh there are
[3:02] always a few okay all right
sir and that's that's a change that
[3:10] should be very good for folks especially
over in New
[3:14] Jerusalem brings us to the new business
item I election call
[3:20] center yes so looking at item I and or
item one and item two there the call
[3:27] center and the fail safe PR my objective
for this office of course on Election
[3:32] Day we're serving the voters but our
office staff need to be there to support
[3:37] our pole managers that that army of 101
clerks and those hundred of pole
[3:42] managers that we have at the
precincts our staff our full-time staff
[3:47] need to be able to support them by being
able to take their phone calls because
[3:52] those are the calls that will reduce the
number of provisional ballots that we
[3:56] have to issue correct and that we then
have to hear at the divis absolutely
[4:01] right so to that end I have worked with
it to secure their training room to set
[4:07] up a call center and then in that call
center we will have six individuals that
[4:14] were budgeted to take the calls we have
a phone tree set up now that Shen will
[4:21] will activate on the 28th the call
center will be active from October 28th
[4:27] that second week of early voting through
election day and that phone tree will
[4:34] have options so that voters seeking
information are directed to the call
[4:39] center the call center will be able to
use SC votes.gov
[4:44] with those voters providing their name
date of birth and last for their social
[4:50] to look up their current voter
registration information to see if it's
[4:53] up to date or if that voter needs to
change it they'll be able to tell them
[4:58] where their polling place is they'll be
able to answer those common questions
[5:02] such as when is early voting where can I
vote early when do I need to return my
[5:07] absente ballot is it too late to get an
absentee ballot all of those questions
[5:11] that clog up our phone lines and make it
difficult to serve voters at the counter
[5:16] and then on Election Day that make it
almost impossible for our clerks to get
[5:22] through to staff so there will be
options in the phone tree for voters
[5:27] that direct them seeking information
that directs them to the call center
[5:30] there will be an option for pole
workers that directs them to the front
[5:35] office staff if the call center runs
into an issue that is essentially above
[5:41] their pay grate they can't answer it or
they can't resolve it then they'll
[5:45] transfer it to the front but that should
weed out thousands of calls seeking
[5:52] information that's available online
that's awesome with the objective of
[5:56] making our front office staff available
to take calls from clerks when they're
[6:01] calling for DMV checks and those other
issues that they're trying to sort out
[6:07] that they have to sort out in order to
know what kind of ballot to issue that
[6:11] voter and I'm really hoping that this
improves their experience on to that end
[6:17] the other issue we have on Election Day
is those hundreds of Fells safe voters
[6:21] that come down here to change their
address and vot to fide bot I'm going to
[6:26] put laptops in conference room six
election day with temps with brims
[6:32] access and a guide so that those fail
safe voters don't come through the front
[6:39] office they go straight down the hall to
conference room 6 they can fill out a
[6:43] change of address form have their
address updated and vote a veil safe
[6:47] ballot and do it all in conference room
6 without having to bog down the front
[6:53] counter with a steady line of Voters all
day again with a goal toward being
[6:59] having our skilled staff available to
support our clerks and poll managers at
[7:04] the polling place now where are all
these other atts comeing are these
[7:08] people that I mean are you going to be
training them I mean how going to work
[7:11] we will I have our call center temps
already I've got our six call center
[7:16] temps uh three of them are currently
front office temps so they already have
[7:23] some experience in the front office uh
one of them has actually
[7:29] uh Henry you may remember Desiree Ross
who worked with us back in 2008 she was
[7:35] a student then and she is
back so she's working in our call CER so
[7:42] she's come back uh we have another one
who is a former County employee who will
[7:46] be in the call center so we have a good
group of people that are uh very
[7:51] enthusiastic about helping good when are
you going to make known that phone
[7:56] number it's the same phone number oh
it's just a
[8:00] tree certain yes number one if you're if
you're a voter seeking information uh
[8:07] press one if you're a pole worker with
an issue press to and it will divert
[8:12] either to the call center or to the
front office uh there there are sub
[8:17] menus then if they're directing like for
absente ballots or UOP voters calling in
[8:23] if they go through the phone tree and
they say I'm a voter and then they get
[8:26] to the part that says I'm a you Calla
voter they hit that it'll direct them to
[8:31] Caleb it won't send that to the call
center because we want this to we want
[8:36] people to get to a place that can help
them and we want them to have the level
[8:40] of help that they actually need the call
center can quite effectively look people
[8:45] up on SC V and check their address tell
them what's on their sample ballot tell
[8:50] them where their polling place is and
that's the kind of thing that just bogs
[8:54] us down from being able to provide the
skilled support that our clerks need
[9:00] yeah and that's very frustrating to the
clerks very much so very much so um
[9:06] those are two profound
marvelous things
[9:10] got you and everybody that because
everybody knows how the phone just go
[9:16] nuts I I'm I'm Cur oh sorry that's all I
want to say I was just curious about you
[9:21] know it's mostly fail safe that come
through the line that me what what's the
[9:26] other problems people have I'm curious
about I'm just curious on Election
[9:32] Day the vast majority of what we have
are fil safe voters okay we do have
[9:37] voters that come in here because they've
always voted at this building during
[9:42] inperson absentee or voting early and
they come in because this is where
[9:48] they've always voted and they think they
can vote here on Election Day there will
[9:51] be signs up on the doors directing them
but the signs will have to be very
[9:56] specific so as not to confuse the fail
safe voters
[10:01] but that and the fail safe it's really
the fail safe yes we have some other
[10:06] issues where people come down here for
stuff that they don't have to some
[10:09] people come in because they want to
register so they can vote and they don't
[10:14] realize that they don't but also on
Election Day we are still open to the
[10:19] public who needs to come in and register
to vote so if the assessor's office is
[10:23] sending people
downstairs to register so they can get
[10:27] that second form of ID for the 4% %
we're still serving those customers so
[10:34] we're open for all services on Election
Day don't forget about your table you
[10:39] going to have for absentee ballots
coming in yes ma'am that's not on here
[10:43] thank you carel we will also on Election
Day be have a table set up for people
[10:48] returning their absentee ballots they'll
be set up in a line so that those are
[10:53] also not coming through the front we had
that was one of the last we had out all
[10:57] way

[11:01] F again with that okay so the goal here
being keep all unnecessary traffic out
[11:08] of the office that's corre provide them
the resource they need to conduct the
[11:12] business that they need to conduct
turnning turn it in that Ballot or
[11:16] voting fail safe getting information
through the call center but keeping that
[11:21] traffic out of the office because we
will be busy all day with DMV checks
[11:25] anyway and I can't give temp staff
access to connect esns connect the pole
[11:32] book system to be able to put in those
voters when we do DMV checks so I can't
[11:39] have temps doing DMV checks because the
process involves entering them in Browns
[11:45] entering them in Connect and pushing it
out so that that voter can vote at their
[11:49] poing place is there a way to and it
might water Hall is there a way to
[11:55] educate the public on I mean we're
throwing fa fail safe around because we
[12:00] know what it is if you say fail safe to
the person on the street they're going
[12:05] to go huh what is there a way to kind of
and you were throwing uaba out and the
[12:11] the the terms we use that we all know
what they are is there a way on social
[12:17] media or a print out of or something to
educate them so they go okay this is
[12:23] what I'm doing that means I am you aaba
so that's what I need to listen for so
[12:30] yes and SC votes.gov which our website
links to and we have links to specific
[12:35] spots on SC votes as well they cover
uaba uh they sayfe voting is publicized
[12:42] but not heavily for important reasons
because what we want people to do is
[12:48] update their address before election day
because we don't want thousands of
[12:52] Voters to say well I don't have to go
ahead and update it I can just go down
[12:56] to the office and vote on Election Day
well I I have a it will overwhelm the
[13:00] system down here because we are geared
to election day voting at the precincts
[13:06] we will have eight ballot marking
devices and four stations set up here to
[13:12] process those hundreds of Voters but we
don't want thousands of people thinking
[13:18] that they can wait till election day
okay um fafe sorry fail safe is also a
[13:26] very confusing process even to those in
the know because they many rules that
[13:29] apply depending on when you moved if you
moved within your Precinct and you're
[13:34] updating the address you change your
address and voted that Precinct if you
[13:38] moved within the county but into another
Precinct you can go to the location
[13:43] where you're on the books and vote a
limited ballot and update your address
[13:46] or you can come down here update your
address and vote a full ballot so
[13:50] educating them is no good and municiple
elections complicated further if you
[13:55] moved into state if you moved into the
state from another state after the voter
[14:00] registration
deadline you're then eligible to vote F
[14:04] say but if you move before the deadline
you're not so it's so
[14:11] nuanced
that having the information available
[14:16] but not heavily publicizing that is
probably to the Public's overall benefit
[14:23] because they may have misconceptions
then about what they're permitted to do
[14:26] don't overwhelm them right um it's
difficult enough to convince everyone to
[14:32] update their address and make sure
they're registered on time and find
[14:36] their poll in
[14:38] place so just as I was coming to the
meeting a gentleman just came to my
[14:44] office said he had recently moved here
from the state of Maryland thinks he was
[14:48] a registered voter in tayloron
Greenville County and I said why don't
[14:52] you come down here before the 14th so
that if you're not fully registered you
[14:55] get that taken care of if it's just a
change of address okay but
[14:59] these people are so vague about what
they have that I told them get yourself
[15:04] down here with your wife sooner than
later to make sure that it's taken care
[15:08] of but you're right the last minute
stuff is just nuts it is now I know
[15:13] Monday's a holiday but you are open
Monday we are okay we are open Monday
[15:19] Monday before Monday the no the 14th is
the holiday okay Po in banks are
[15:24] closed it's well it's what we used to
call Columbus Day now it's Columbus Day
[15:28] and
yeah is
[15:32] theed no but Banks and post are closed
so I mean he always get confused when
[15:38] there's no Banking and no posts and
somehow everything is closed I believe I
[15:43] believe the federal government's closed
that day CL no they are they are closed

if I stand for voter registration in
[15:50] this extended yes thing that's okay yes
but we are open okay and that's going to
[15:55] be another little confusing thing where
people going to say well I couldn't go
[15:58] cuz it was closed that day so okay well
I know I know our fellas are still have
[16:02] the sheriff's department hauling them
around but lot of the people that coming
[16:06] down here okay we got some extra
security kind of available I have
[16:09] requested additional deputies for for
this site and I know that Andrew said
[16:14] that he had at least one lined up extra
for this building um I requested at
[16:21] least one more preferably two because to
be quite honest we're going to need
[16:26] somebody dedicated to the parking lot
especially that last week yeah because
[16:31] that's the last week to pay taxes in
October so the front law will be a mad
[16:36] house and our back will be a m house you
see the St you talk with Co you talk
[16:41] with Cole about maybe getting the
employees to to move out of here for
[16:45] that last week CU we've done that before
yes sir and it got good response from
[16:50] yes sir from everybody here yes sir I've
already contacted uh Mike hry and made
[16:56] arrangements for parking spaces to be
blocked for for for voters okay um that
[17:01] part has has been handled the generator
will be in here next Friday the backup
[17:06] generator so we'll be ready in the event
of any power outages we'll be ready to
[17:12] keep early voting
[17:16] rolling

[17:22] members so on Election Day I hope that
all of you will be available all day to
[17:29] help with site visits uh people issues
at sites in particular candidate reps or
[17:39] otherwise um just to help with the
burden on our staff because our
[17:44] technicians are almost always busy with
equipment uh ball of jams in a scanner
[17:52] or Pole books that have not been plugged
into Power um or have been hooked up
[17:57] wrong Etc
so having the board available to assist
[18:02] with that and possibly having some of
you
[18:07] available or around to be able to chip
in at the counter if it need be or uh
[18:15] give folks some relief when they need to
catch a bre for a minute would be really
[18:20] beneficial and then also what I would
really like to do if I if I can know
[18:27] that everyone's going to be available
that day is divide the county more or
[18:30] less into zones so that I can
communicate to each of you what zone you
[18:36] will be in and if there is a need to
send something out like more provisional
[18:41] Ballot or more uh ballot cards anything
like that I can look at it and say hey
[18:50] Cindy I need you to go over to Wood
Leisure Center or Rick I need you to go
[18:56] down to Mount Calvary and uh so you know
where we live you know how a good ide
[19:02] deal yeah I can I can take your
addresses and kind of put you in a Zone
[19:06] and make sure that we've got it pretty
well so that if we need something
[19:11] somewhere I know exactly which one of
you and staff also know exactly which
[19:16] one of you to call for that preing to
say hey X is going on there would you
[19:22] please go check it out where do you want
us to physically be at 7: a.m. to begin
[19:27] to get these calls I mean does it matter
or you just call on the cell phone or do
[19:31] you want us he for something I don't
think you need to be here at 700 a.m. if
[19:35] you're visiting some sites and Carmela's
getting together the list of sites that
[19:40] the plts are visiting once we know where
all the plts will be
[19:45] because polling location
technicians you should be called Rovers
[19:50] yeah right R okay Our IT staff help us
on Election morning with that and we
[19:56] have a map GIS gives us a m with all
polling places the IT staff that are
[20:01] participating they pick their sites once
they've all picked their sites and those
[20:06] have been extinguished basically the
sites that are left I can then divide so
[20:13] that every site gets a visit by either
one of our Poland location technicians
[20:19] one of you or Malik or Michael our
technicians I want every site to get a
[20:26] visit early early on ele morning to make
sure zero tapes are posted the
[20:32] equipment's open and running the way
it's supposed to be the poll books
[20:36] especially the pole books are are up and
then if there's an issue you can call in
[20:42] and get us we can give you a PLT guide I
can I can send that out um
[20:49] but just making sure everything is
running the way it's supposed to first
[20:54] thing in the morning calls in a
presidential we always have those lines
[20:58] we have the people waiting at the
polling place at 6:00 a.m. and the line
[21:01] just keeps growing until we actually
open polls so what if we get there and
[21:06] there's a problem because we don't I
don't really know how to do the machines
[21:09] or anything right so the important part
in this is having you there not to be
[21:15] able to identify that there's a problem
so you can call and let us know that
[21:19] that site's got an issue with this would
we call your sale number who do we um if
[21:24] you call into the main line and go
through the tree the tree has an option
[21:30] to divert you for Tex you as a
board well I've done that well and I do
[21:39] this because you I say I say this
because election morning A lot of people
[21:46] are blowing up my phone and getting
through you can also if you want to text

deadline that order was granted so the
[26:27] new voter registration deadline is
October
[26:30] 14th in person that's 5:00 p.m. we are
open that day um since we do not get
[26:37] indigenous people's day formerly
Columbus Day I have not even considered
[26:41] that that's a Federal holiday you don't
think about the holidays that you don't
[26:46] get um but we are open online email and
fact registrations will be due by 11:59
[26:55] p.m. mail must be postar mark on or
before October 14th and this is an
[27:01] important point because that means
people are going to need to get their
[27:05] mail in the mailbox uh since that's a
Federal
[27:09] holiday actually by Saturday the
12th because that's right there going to
[27:16] be no postmark on the 14th exactly and I
do not know if the state has considered
[27:22] that because I took these dates directly
from SC votes no they haven't that's why
[27:27] I was start talking about that Federal
because it slips by most
[27:32] places yes it
does I will bring that to the state's
[27:39] attention so that they can
[27:43] update SC votes and I will update that
date on our extended V deadline post on
[27:51] our website because that's important I
had been telling people make sure you
[27:57] get it in the mail because if you can't
put it in the night of the 14th it won't
[28:01] have a post mark of the 14th this is not
like doing taxes the post office is not
[28:06] open late to get your postmark on there
so that being a holiday the day before
[28:12] being a Sunday and effectively that
that's going to need to be in the mail
[28:19] before the post office is last to pick
up on the 12 so when has has anybody
[28:24] talked to the post office in South
Carolina
[28:28] not having the absentee ballots which
come in by mail are generally marked
[28:33] differently than normal
maale in the past haven't they yeah yes
[28:39] to be able to have somebody there to
postmark those as they come and go
[28:43] through the things well this being not
absentee ballots that may
[28:50] be the these may be in envelopes that
are
[28:54] unrecognizable um but it's a Statewide
issue the state would have to do it with
[29:00] the whole whole state post office I can
inquire since they've put that date out
[29:06] there and it's a
holiday um I can inquire to see about
[29:12] that and let you know what they side
okay looks me like they may have to
[29:19] update their mail drop boxes slots to
have when you put through there it
[29:22] automatically stamps it daytime stamps
it when you put it in the slot would be
[29:28] very nice that would be very
nice second thought for the day that
[29:34] would be an outstanding use of
technology and safe labor too yeah uh
[29:41] voter
registrations have dramatically
[29:44] increased in recent months in the first
quarter of this fiscal year our staff
[29:51] processed 8,436 new
registrations of course most of those
[29:57] come in for deal M vqs or online we also
process 5,90 address
[30:03] changes about 40% of these came in in
the month of September so it is
[30:09] nonlinear uh it's definitely ramping up
as we get closer to the election then
[30:14] when you say first qut about Janu
February March uh fiscal year J July
[30:19] AUST September okay fiscal year got
sorry okay I should have put an FY in
[30:24] there that's fine um but July 3
September uh that really ramped up as we
[30:31] expect we currently have
[30:39] 210,000 th000 active registered voters
so we've added a lot of active reg this
[30:45] year um population growth um let me
before I forget um I got a notes from my
[30:53] Homeowner Association last night that
they will not have the debris picked up
[30:58] in our neighborhood until after
Christmas um have we done any
[31:02] examination of pulling place to make
sure there's
[31:06] no barriers or get I'm jumping my I'm
sorry it's okay it's okay I know there's
[31:12] a lot of questions as way prepared was
plan last night midnight on sleep I'm
[31:17] thinking about all these questions so
I'm sorry kind of coming out random and
[31:21] H presented new new obstacles to have to
to man overthrow um um of those 210,000
[31:29] active registered voters I'm expecting a
record number of Voters to vote now
[31:35] whether or not turnout percentage sets a
record in spart andberg county is a
[31:39] different question but we have more
voters than we've ever had so we will
[31:43] have more people vote than we've ever
had before I'm preparing for over 70% of
[31:48] the voters to turn out uh some precincts
usually run closer to 80% turnout in a
[31:53] presidential election right um so that's
the target we're looking looking at I'm
[31:59] expecting
110,000 or so to vote on Election Day
[32:04] and about 60,000 to vote
early so that would be about
[32:11] 170,000 or so voters plus right now
we've had about 3100 3200 absentees mail
[32:20] so I'm really expecting that we're
running close to that
[32:24] 170,000 voters who participate in this
is pretty B what I thought because when
[32:29] we did it the auditorium I think it like
66,000 people run through the auditorium
[32:34] somewhere like that we did 43,000
inperson absentees that year and like
[32:41] 20,000 um male in absentees 20,000
change we had a total of about 63 or
[32:48] 64,000 absentee voters in 20 and that's
basically what I'm basing my 60,000
[32:54] early votes on is m absentee is severely
curtailed back act 150 of 2022 with
[33:02] early voting creation because you must
now be absent on Election Day and for
[33:06] duration of early voting to receive B in
absentee bot unless you fit one of the
[33:11] other absentee criteria such as age or
ability but that means instead of 40 to
[33:18] 45,000 people voting early we're going
to have we had those 20,000 2,000 mail
[33:24] in absentee ballot we're going to have
15,000 18,000 of those people also vote
[33:29] early probably so I'm expect I'm
preparing for 60,000 people to vote
[33:34] early and that's equipment deployment
our evcs is based on that we will have
[33:40] almost as much equipment comp from SE as
we had in memoral
[33:45] Auditorium we just won't have parking
spaces or the space for lines but we
[33:50] will have almost as much equipment it
comes from six as we had Memorial
[33:54] Auditorium we had six check-in stations
at Memorial Auditorium counting our
[33:58] curbside station we will have six
check-in stations here we had 20 bolot
[34:04] markers in Memorial auditor and we will
have 18 here and two scanners so total
[34:11] one room all in that one room those
kiosks those kios that Henry bought are
[34:18] marvelous we can put 16 ballot markers
on four
[34:23] kiosks so that is tremendous for space
savings we will have more than double
[34:28] the equipment deployed for early voting
in this election that we had in
[34:33] 2020 um I'm deploying
99.5% of the equipment we have for this
[34:41] election uh I may jump ahead of myself a
bit here
[34:50] though yeah I did I jumped a little bit
ahead of myself so I'll get to that in a
[34:55] second
uh DMV renewals Helen impacted this too
[35:01] because of Helen the DMV has extended
renewals for credentials expiring from
[35:05] September 27th to October
31st and those are valid until November
[35:11] 1st this impacts our early voting
centers because as well as assente
[35:15] ballot return because those photo IDs
that we check must be
[35:21] unexpired in this instance we're going
to have to pay attention to when it
[35:25] expired if it's expired but because if
it's between September 27th and October
[35:31] 31st it's still
valid because that at
[35:36] the the ear training at the early voting
training it won't impact election day
[35:41] because that's after November 1st and
this extension expires
[35:46] then but that is a point that we will
have to watch during early voting and
[35:50] absentee ballot
return um we currently have 793 poll
[35:56] managers signed up for training that's
still increasing we're getting stacks of
[36:00] applicants like this every day coming in
I'm really hoping that we end up
[36:04] training over 900 poll managers uh for
this election that would be great I
[36:09] believe that would be about as many as
we've ever had
[36:13] train um we have a lot of new poll
managers we now active managers in the
[36:19] system meaning people who have worked
since that work November
[36:24] 2023 forward we have over 2,000 in
individuals who have worked that series
[36:29] of Elections how are we doing on our 16
year olds we're doing really well on
[36:34] students we have if I recall correctly
from the email the last email I saw we
[36:41] have
67 students now plus we have uh
[36:50] 31 college students so we have 98
students super that came in through
[36:57] those initi
which is excellent I'm that and we have
[37:02] ADD we have additional students that
didn't come in through the initiative
[37:08] through an's
Outreach um we have some other students
[37:12] that just applied organically through SC
votes so we should have uh including
[37:19] those we should be a little over 100 105
students total in this election which
[37:26] I'm loving it because they're very
enthusiastic Elizabeth Zach's class was
[37:31] in for training Tuesday and great group
college
[37:40] students on that note those poll
managers have a new handbook and I'm
[37:45] giving each of you a copy so you can
kind of familiarize yourselves with what
[37:50] our poll clerks and workers are doing on
Election Day and if you carry it with
[37:54] you on Election Day if they have a
question or if you need to address a
[37:58] concern uh you can do hopefully what a
lot of our pole workers seem to maybe
[38:03] not do in in the rush and use the
handbook to find that answer show them
[38:09] that answer it's a great new handbook
it's colorcoded by section they put a
[38:15] lot more color pictures in it for
equipment set up and such and the power
[38:22] points they provide for training the
slides are color key to match the
[38:25] section of the handbook that goes with
them
[38:28] to help our
workers flag
[38:31] pages and they have page numbers on
those slides to help them go to exactly
[38:38] the direct page as quickly as possible
it's a great view handbook we've been
[38:42] waiting basically all year for this
thing we were originally supposed to
[38:46] have this before the
primaries uh there were some changes
[38:51] they expected some changes to the voting
system so they delayed um I'm grateful
[38:56] in retros They delayed it so that it's
in the handbook and not a supplement uh
[39:02] because the supplements are usually
printed in black and white now we have
[39:05] pretty pictures in
color and what's great about it you can
[39:10] see it yes big letters yes it is this is
the best Edition yet and they showed up
[39:19] just in time for elizth Zach's glass to
get
[39:23] them uh election day voting equipment we
are deploying we have received all of
[39:29] our update equipment it's all been
updated uh the new scanners the printers
[39:33] on them is very fast so fast you can't
almost can't cancel the configuration
[39:38] report before it's out uh very quick
it's going to be a nice Improvement we
[39:45] got new flash drives to go with them
bigger flash drives we got some 8 gig
[39:49] and 16 gig flash
drives um we have 212 out Styles in this
[39:55] selection
uh but thankfully most ballots are
[40:00] pretty
short we have one Constitutional
[40:03] Amendment we've got four fire districts
holding referenda that's Cherokee
[40:06] Springs Hilltop which is holding a
millage and a bond referendum New
[40:12] Prospect and West VI Fair Forest those
are the only questions on the ballot so
[40:15] everybody has one Amendment which is
short and all of the fire referenda are
[40:21] also short so people should move through
the equipment quickly when marking their
[40:26] ballot um the EO book file is
due October 16th the deadline extension
[40:33] did not impact the evb file creation or
printing the
[40:39] paperbook uh both files were created on
schedule the poll books will update
[40:44] automatically with their nightly uploads
from prms with new registrations the
[40:48] paper file once the deadline passes the
state will print a paper supplement list
[40:55] to go with the original list generated
after the original uh registration
[41:00] deadline so in the event that there is a
need to go to the backup procedures with
[41:05] the paper voter registration list at any
point then the pole workers and we'll
[41:10] cover this with clerks in particular
we'll cover it with managers as well the
[41:14] clerks
especially they'll have to check to
[41:18] lists before they say somebody's not on
they'll have to check the original main
[41:23] list plus check the supplement but that
was a way that the state got around
[41:27] there being delays and providing these
[41:33] lists the ballot markers we're deploying
on Election Day we're deploying
[41:40] 726 um that will cover at the rate of
one for 250 voters as specified in law
[41:46] that covers
181,000 voters on Election Day so we
[41:50] should have more than enough equipment
it's 99.5% of the equipment we have uh I
[41:56] only have three spares left but the good
news is all that early voting equipment
[42:03] will not be used on Election Day so we
will have that that we can pull from if
[42:08] we need to redeploy any replacement
ballot markers or SC well many you
[42:15] deploying to the four sites the four
early voting sites are going to
[42:24] have 46
46 ballot markers at the four SS 18 here
[42:31] 11 at B Springs nine at middle tiger and
seven down at
[42:38] Woodruff and middle tiger and Woodruff
are pretty space limited as well on that
[42:45] each one have at least at least two of
the
[42:48] 300s no B and springs in here will have
two 300s middle tiger and Woodruff
[42:55] having thus far been our to turnout
sites we'll have
[42:59] 1300
um if middle Tiger's turnout picks up to
[43:04] a point that it seems like they would
benefit from it I can send them one but
[43:08] I think 1300 will run nine bmds just
fine without there being a line I was
[43:14] more concerned with the just the sheer
number of Voters going through 18 bmds
[43:20] here with one scatter okay
um John while you're talking about early
[43:27] voting if I understand correctly it
starts Monday the 21st correct yes sir
[43:32] and that's at 9:00 a.m. 8:30 a.m. to
6:00 p.m. daily Monday through
[43:37] Saturday we're open October 21st through
November 2nd only being closed Sunday
[43:44] October 27th during that period all
right so there's two Saturdays that's
[43:49] open two Sat two Saturdays and the
location of woodriff Library middle
[43:53] tiger River Library Bing
Springs here here meaning the auditorium
[43:58] no here meaning conference room you're
not using auditorium at all no sir okay
[44:02] that's
good no we're using conf room six
[44:08] um if at any point in the future it
would be beneficial to add another site
[44:14] in town I will probably look at using
either another library in the city or
[44:20] possibly using Cleveland Park's lower
level um to split it because just just
[44:27] the sheer volume of people at Memorial
Auditorium is overwhelming for almost
[44:32] everyone I don't know that I would ever
recommend it was a fantastic facility in
[44:37] 2020 when we could only have one site
but I don't know that I would ever
[44:42] recommend having one facility that large
in light of the fact that we can
[44:46] distribute up to seven facilities around
the
[44:49] county I would rather bring them to the
people to their
[44:55] neighborhoods uh we have as 11 let me
make sure 112 Saturday 5:00 P p.m. it
[45:02] stops right 6 p.m. 6 P p.m. every day
6:00 p.m. okay but it's not open on
[45:08] Monday before the election not open on
the 4th correct 112 Saturdays is the is
[45:13] the end yes 6:00 p.m. Saturday November
2nd is the end anyone in line at the end
[45:21] of the day at 600 p.m. when we announce
that polls closed for the day anyone in
[45:25] line of course gets to so we expect to
still be voting people at 6:30 quite
[45:30] often maybe they're in the end of the
second week it may be 7:00 with lines
[45:35] right all right just just another point
on that ending time it's best that our
[45:42] poll
clerks are using their cell phones for
[45:46] the time because if you use a standard
watch you'd be running fast or slow but
[45:53] everybody here if you would have a smart
watch or a phone you open we all got the
[45:57] same time so I would hope that the
clerks are going to use a phone to
[46:01] determine when to make that announcement
opening and closing yes sir that's what
[46:05] we tell them yeah we tell them to use
their phones because it is standard it
[46:09] sets off the cell towers it's basically
Universal everyone can pull out their
[46:14] cell phone and see at the same
time um okay absentee ballots we have
[46:21] mailed and this was through Tuesday when
I did the report we mailed 3,153 abente
[46:26] ball through Tuesday uh Kayla uploaded
another 46 to the FTP yesterday so the
[46:35] applications are still coming in the
deadline to return an application for an
[46:39] adente ballot to us is 5:00 p.m. on
October
[46:42] 25th that is set in state law even
though the office is open until 6 for
[46:48] early voting law specifies 5:00 p.m. on
the
[46:54] 25th uh we have a ballot REM station
from enhanced voting uh uaba
[47:01] ballots predominantly are sent by email
most uaba that being uniform and
[47:06] Military overseas citizens most of them
want a ballot delivered by email and
[47:11] they have that option uh which is a
great option for them because it avoids
[47:16] the slow overseas Ms um we use enhanced
voting for this enhanced ballot is the
[47:24] system the state has contracted with to
provide this and this system
[47:30] automatically sends an email to uaba
voters who have requested about deliv
[47:35] about email automatically sends them an
email with where they can sign in with
[47:40] their credentials to receive their
ballot that they can make their
[47:45] selections on and then it transmits it
back to us
[47:48] encrypted where we receive it we can
then decrypt it print that onto a
[47:55] scanable ballot
so we don't have to duplicate those we
[48:00] can they can go straight onto a scanable
ballot instead of what we used to do
[48:06] where we would take the ballot PDF file
rip it into individual ballots uh each
[48:11] one typically being one or two pages
PDFs and emailing those then they come
[48:15] back and you print them on letter or
legal siiz paper that's obviously not
[48:20] scannable and then having to duplicate
all of these hundreds of
[48:23] ovas uh with a three person team
now we can get those back and print them
[48:29] directly onto a scanable ballot they
have provided an additional resource to
[48:34] us which is a remake station now we can
take these and we get a barcode we scan
[48:40] that barcode the Remake station will
pull it up print that ballot so it makes
[48:47] it very simple to take you a cob of
ballots from that electronic delivery
[48:52] service and put it straight into a
scanable pap about Rosary would be very
[48:58] happy she would she would love
this um but this is a really great
[49:06] system because it also takes some of the
margin of human error out of uus because
[49:11] the system receives updates from brims
multiple times a day when voters apply
[49:18] for an absentee ballot using one of
those uer reasons it receives and it
[49:23] automatically sends them that email so
we we don't have to do that all we have
[49:28] to do is track and make sure that the
emails that need to be going out are
[49:32] going out talks about numbering it and
to label it yes sir the Remake station
[49:39] that we receive it has Barcode Scanner
and it has cameras and displays so that
[49:46] the public can watch what we're doing it
can also be used in addition to printing
[49:51] those uaba ballots on the scanable bot
we can use it to remake or duplicate at
[49:57] unscannable ballots atente te ballots so
those ballots that have been torn or
[50:03] have coffee on them or that have check
marks instead of bubbles or they use a
[50:08] pencil instead of a pen we can take
those over there to the Remake station
[50:13] duplicate them with our threers
team watching us do it the public can
[50:19] see what we're
doing when we remake
[50:23] it we will make the selections on the
screen if will print that ballot on a
[50:28] scanable ballot print a unique
identifier on it you know how we used to
[50:33] duplicate ballots and we had to write
original one on the original we had to
[50:38] write duplicate one on on the new one so
this now will print a unique identifier
[50:43] on the new ballot that it's creating and
it will has a label printer that will
[50:48] print a matching
identifier on a label that can be stuck
[50:52] on the original B so it automates that
for us we don't have to keep track of
[50:57] which number we're on what team we
are so it automates that which should
[51:04] really really improve that process for
us really speed it
[51:09] along um
[51:14] Helen everyone's getting cleaned up our
polling places also are getting cleaned
[51:19] up right now Malik is calling all of our
polling locations to schedule delivery
[51:26] and pick up of equipment but also to
make sure that they are ready for us
[51:32] that they don't have storm damage that
they're clear and that we don't need to
[51:36] make an emergency move due to the so
that's underway it'll take a few days to
[51:44] finish that process with 101 site I do
know that all of our early voting
[51:49] centers are good to
[51:53] go but we are we are working on that
waited some time to start that simply
[51:58] because we needed people to have their
power back on and be back at work before
[52:02] we even started calling there was no
point wasting efforts calling places
[52:06] that were where nobody was back to yet
um so now that basically everyone's
[52:13] reopened and back to what is a semblance
of normal now we are following up with
[52:18] them to make sure they are
good uh our public test is scheduled for
[52:24] Tuesday October 29th at 10: a.m. M that
notice is posted in the office and
[52:29] online our absentee ballot opening for
the outer envelope only will begin
[52:35] Monday November 4th at 9:00 a.m. we have
a good siiz team to do that we've got
[52:41] two letter openers so we will I think
move very quickly through that with the
[52:47] numbers of vente ballots that we have
I'll be very surprised if we end up with
[52:50] more than 5,000 maybe 6,000 absente ball
tops at the rate that the applications
[52:56] are coming coming in um on Election Day
tabulation room where Carmel and
[53:01] Michelle are reading ballots and reading
flash drives access to that room is
[53:07] going to be limited to only those
Personnel that need to go in there it's
[53:10] very critical that we not break their
train of thought when they're running
[53:14] that
ds150 because when it stops it it puts
[53:19] this message on the screen telling you
how to handle the ballots it tells you
[53:22] why it's stopped and how those ballots
need to be handled if you handle them
[53:26] wrong wrong if you get distracted and
handle them wrong you can end up having
[53:29] to rescan an entire stack of ballots to
start over so we're going to limit
[53:36] access to that room to only the
Personnel that need to be in
[53:40] there it's a public process so there's
going to be a camera in that room and
[53:44] we're going to display to a TV so and
where's the TV going to be my plan is to
[53:49] have well conference room 6 is going to
be open for fail safe so the TV my plan
[53:53] is to have it in it conference room
[53:58] it has a new conference room so we are
going to borrow their conference room
[54:02] since we are so short on space in our of
our
[54:06] own um and where is that it is right
down the hall from us uh from our office
[54:13] take a go past conference room six take
a right down that long hallway and their
[54:17] conference room is down there on the
left um they have a new one for public
[54:23] defenders
vacated so we'll have TV set up in there
[54:28] to broadcast that so the public can see
it without actually being a threat to
[54:32] any kind of ballot security as well as a
distraction to those running the
[54:38] scanners um and staff and board also
we're all going to stay out of that room
[54:44] unless unless we're needed in there for
something we'll stay out because I don't
[54:49] want to distract car in the sh when
they're running this 450 uh last thing I
[54:53] want to do is be 3,000 ballots in
and somebody realized that
[55:01] they've
misplaced ballots that should have been
[55:05] out stacked and rescanned and they've
included them in what was saved and we
[55:09] have to clear and start over so the
objective is to reduce distractions for
[55:16] them
um as I say that night will'll have
[55:21] viewing or that day we'll have viewing
in A's conference room and that's kind
[55:26] kind of them be my standard going
forward is public viewing for a lot of
[55:30] these secure processes being by video so
that we can put cameras in spaces the
[55:36] public can see what's happening but we
don't actually have the public in a room
[55:41] with our people um abente opening will
still be a public viewable process in
[55:48] our space we don't have a camera for
every space yet that we can broadcast to
[55:53] TVs but the objective in future years is
and cameras that can be broadcast in all
[55:58] those areas where we do public processes
you know everybody's so concerned about
[56:03] security and cheating I think this helps
exactly you know that you don't have a
[56:08] lot of extra people in there and people
can't say what were they doing exactly I
[56:12] want to be transparent by letting people
watch while also improving our security
[56:19] by
keeping um unvetted Personnel out those
[56:25] spaces um
[56:28] um election results will be available on
the TVs and conf room 6 after 700 p.m.
[56:35] uh that one as soon as fail safe voting
is done we will break down tabulators
[56:42] get it out of the room break down the
laptops get them out of the room and
[56:46] basically convert that room over to
public peeing of results have a little
[56:50] laptop for me we'll have the laptop in
there for you so that you can display
[56:54] results I expect that it will be after
8:00 before we really have results to
[57:00] show we can get absentee uploaded pretty
quickly but early voting because we
[57:07] can't close those scanners until after
700 p.m. without committing a
[57:12] felony and it takes time we're going to
have probably 14 flash drives to close
[57:18] du to the volume of ballots and The
Limited number you can put on a flash
[57:22] drive it's going to take time to close
14 flash drives so it's going to take
[57:28] probably close to an hour to begin
getting those first big batches of early
[57:32] voting results in and it will probably
take another hour to finish closing all
[57:37] the flash drives and get all the early
voting results in the good thing is as
[57:42] Election Day Results start coming in and
we're reading those sticks the we'll
[57:46] keep updating the results I think
because the results read in so
[57:51] quickly it's my expectation that
everybody will probably be back in here
[57:56] by 11: and we'll probably have all the
precincts in and displayed by 11: that
[58:04] night um some have told me that sounds
optimistic I'm pretty confident we
[58:09] usually have everybody back in here by
about 9:00 regardless of the size of the
[58:14] election I know presidentials are bigger
and we may have lines that push us out
[58:20] but typically about an hour and a half
past pole Clos two hours past po CL
[58:26] close we've got our last folks in so if
there's an hour away then by 10:00 I
[58:32] expect those people will probably with
they back here so it's going to be a
[58:38] long night we will be here probably till
the we hours of the early morning
[58:42] exactly it's going to be a long night

lining up quite a few people for check

many people for checkin that night

in order as possible so to that end

Manpower uh younger strong manpower to
[1:00:01] handle all these heavy boxes bags cases
and get it on the Shelf in order so it's
[1:00:06] easy to go back to exactly what you need
as we uh prepare for
[1:00:11] certification so doing that everyone
will have a task there that night too
[1:00:18] because checking off stuff and making
sure that we're running through and
[1:00:21] getting everything back is very
important um but we will have a lot of
[1:00:29] additional help to get stuff in and
where it needs to be and go through it
[1:00:34] um ballots coming back in the blank ones
the unmarked ones we're deploying a lot
[1:00:39] of ballots we just got 200,000 ballot
cards yesterday been 6 weeks and they
[1:00:45] finally made it so we have4 million
ballots on hand for this election plus
[1:00:50] the full face paper ballots that should
be in soon uh those were ordered last
[1:00:55] month
and uh it always takes a little while to
[1:00:58] get them printed actually printelect
called me and said we're waiting to ship
[1:01:02] because we knew Helen was coming back
way and we didn't want ballots sitting
[1:01:06] somewhere getting some
so uh yeah that was very nice on their
[1:01:13] part so we will have plenty of ballots
on hand um after the election Wednesday
[1:01:20] morning it's November 6 9:00 a.m.
downstairs comes from 6 that's where our
[1:01:25] hand count audit you want us there um
you are welcome to attend I have my
[1:01:30] Auditors um submitted to the state
because the state has to approve you're
[1:01:35] welcome to attend the hand count audit
it's a public process but we have no
[1:01:40] responsibility you have no
responsibility or obligation I'd love to
[1:01:45] see you there uh simply because with the
exception of Henry who seen our audits
[1:01:51] in the past um I don't think any any of
the rest of you have watched our hand
[1:01:56] audit process okay but it is outstanding

certification is Friday November 8th at

are ready you've done a good job trying

possible to the miscellaneous report two
[1:03:13] two things from my standpoint and we got

past we have the state is sending

recommendation is to put stickers out

be receiving well they will and the
[1:04:04] states sending us all new they're still
sending all new absente envelopes um

but they sent them uh since we use a
[1:04:15] vendor they're sending on me posters for
poing places they sent beautiful full
[1:04:21] color open close guides for the
equipment there are images of those
[1:04:24] guides in the new hand book so we have
received a lot of new uh media from the
[1:04:30] state and they have an excellent prep
for the polls site at scs.com as well
[1:04:36] that we try to publicize The Challenge
on that note media right now is we get
[1:04:42] lost in the hurricane
coverage all the media that the county
[1:04:47] is making half a dozen posts today right
now and voting posts get buried quickly
[1:04:54] because you don't to have
that time we you're the only post um so
[1:05:02] we are still working to get word out
about everything but the state is doing
[1:05:07] a very good job on social media
and out
[1:05:12] that uh they are doing a very good job
with that the second point I had is some
[1:05:18] ID for for each of board members because
we got a lot of new people there who we
[1:05:23] are unfamiliar to yes
and because at the last last election
[1:05:28] when I went to one of the PO the clerk
almost wouldn't let me do anything okay
[1:05:32] in terms of observing and right so and I
wasn't going to push it with it

on Election Day and then if need be I

says voter regist ation mine is clerk of

[1:08:07] you uh I'd loved I'm a poll manager so
I'm one of the little people out there
[1:08:12] and we loved our PLT technician person
who BPS in pretty early in the day which
[1:08:17] is very helpful and then one time I got
to work with a a student assistant poll
[1:08:22] manager and she was so enthusiastic that
she made us all feel more
[1:08:26] energetic um and we helped her learn all
the stations so she felt um like a real
[1:08:36] part of the team and was really excited
about it
[1:08:40] um the I think you pointed out you're
going to get in touch with the state
[1:08:44] about the mailin deadline for that voter
registration because I there maybe some
[1:08:50] people that are thinking that they have
till till um
[1:08:55] till Monday to get it in the mail and
they'll be
[1:08:58] surprised
um and the the league is there's
[1:09:03] something that we can do to help get you
some more people power if you need
[1:09:06] there's something you need we can try to
to thr it
[1:09:11] out y'all have always been good
supporters of this office and it's
[1:09:15] always been most appreciated yeah good
