[7:11] Thank you all very much. I greatly [7:12] appreciate [7:14] >> Thank you. Welcome, Cole. [7:16] [applause] [7:21] Once again, it's always lovely when we [7:22] have the police department come and [7:24] swear in. It always feels very nice the [7:26] support that you give your fellow [7:27] officers in the city. We appreciate [7:28] everything you guys do out there. Uh [7:30] please stay safe and keep doing what [7:32] you're doing. It's really good work. Uh [7:33] to everyone else here, if you're here [7:34] for the swearing in, feel free to stay. [7:36] We're going to talk about tiffs and [7:37] budgets and things like that. Uh but if [7:39] you want to leave and celebrate, uh [7:41] please, we won't be offended. [8:16] We're back in business. All right, we're [8:18] going to move on next to committee and [8:20] official reports. First up, uh, Civil [8:21] Service Commission, Mr. Coleman. [8:29] » Good evening. Good evening. [8:32] Mr. President, [8:34] council members, uh, the Springdale [8:37] Civil Service Commission met on August [8:38] the 6th, uh, in the Springdale Municipal [8:41] Building, and in attendance were the [8:44] members of the commission, uh, Mr. James [8:46] Dunigan, Miss Kathy McNair, uh, along [8:49] with city administrator Mr. Brian Yule, [8:52] assistant city administrator Stephanie [8:54] Morgan, uh, and human resource [8:57] administrator Reanetta Edwards. We also [9:00] had in attendance fire chief an Anthony [9:03] Stanley and it'll become obvious why uh [9:05] we had Chief Stanley with us as well. Uh [9:08] the business that um took the majority [9:13] of our time was that previously uh the [9:16] commission approved the proposed [9:19] extended probationary period that was [9:21] requested by the fire department and [9:25] this involved [9:27] uh four different firefighter to EMT [9:31] individuals. [9:33] Um the request was based on uh training [9:37] performance and continued development. [9:41] Along with that um through the [9:45] discussions uh with the city administ [9:47] city administration law director and the [9:51] local fire uh leadership [9:55] uh fire chief Stanley made a formal [9:57] request to resend the extended [10:00] probationary period for the affected [10:03] firefighters. [10:04] And again, when this decision was made [10:06] to allow for the extension, it was with [10:09] the understanding that um it could be [10:12] rescended based on request from Fire [10:15] Chief Stanley. And with him having made [10:18] making a formal uh request to resend, um [10:23] following that discussion, Mrs. McNeer [10:26] made a motion to approve the recision [10:28] reision of the one-year probationary [10:31] period extension for those four [10:33] firefighter two EMT employees. Um that [10:37] motion was seconded by Mr. Dunnigan and [10:40] the motion passed 30. So, um, even [10:43] though we thought it was the right thing [10:45] to do to extend the probationary period, [10:48] uh, Chief Stanley did provide [10:50] information that indicated that a change [10:53] was necessary to resend and again that [10:56] request was, uh, made and approved by [10:59] civil service. Any questions? [11:02] >> I don't see any. Thank you, Mr. Coleman. [11:03] >> All right. [11:06] Next up, we have finance [11:07] committee, Miss Webster. [11:08] >> Thank you. General fund activity for [11:11] July 2026. [11:13] General fund beginning balance July 1 [11:15] 20264,6763476,346 [11:24] revenues 1,754,664 [11:29] expenditures 2,312,039 [11:35] general fund beginning July 31st 2026 [11:39] 4,118,9 [11:42] 972. [11:44] Thank you. [11:46] >> I don't see any questions. Thank you. [11:48] Next, we'll move on to planning [11:50] commission, Miss McFarland. [11:51] >> Thank you, Mr. President. The planning [11:53] commission last met on August 11th. Uh [11:56] we did have some old business uh for the [11:59] text amendment from the zoning code [12:01] changes brought forward. [12:03] uh administration did point out that 155 [12:07] letters went out to owners, [12:09] [clears throat] excuse me, that had [12:11] properties where there are potential [12:13] zoning changes. Um they will not be [12:16] presenting the final draft until [12:18] September as that is still a work in [12:20] progress. Um we did receive um it was a [12:24] public hearing. We did receive several [12:26] questions from the audience. Uh some of [12:30] those questions included what is the [12:32] reason for the change and why now? Uh [12:35] what is the will this lead to a property [12:37] change tax? Uh what businesses will now [12:41] be allowed under the new NB code and [12:44] what will no longer be allowed. Um any [12:48] general concerns regarding the [12:50] residential changes to NB. Uh, somebody [12:54] did ask if this removed the animals from [12:57] the zoning code, if this added [12:59] information about yard sale [13:00] restrictions, [13:02] uh, in addition to restrictions on [13:05] commercial businesses run out of the [13:07] home and the vehicles and traffic that [13:09] it causes and changes. Uh, multiple of [13:15] the residents did mention that changes [13:17] are great, but the enforcement remains [13:18] an issue. Um, so that was voted on. We [13:22] continued that to the next meeting [13:24] without having the final [13:26] uh draft. Uh city administration is [13:29] working to get back with those residents [13:32] on any of those questions they had. Uh [13:35] the new business we had was the zoning [13:37] code map amendment which was along the [13:40] same lines. Uh and that was continued to [13:43] the next meeting as well. And finally, [13:46] we had the Sam's Club development plan [13:48] review. Uh we did see a concept plan on [13:52] this back in May. Uh they're adding an [13:55] additional area for customer pickup [13:57] around the back right corner of the [14:00] store. Uh no landscaping changes. Um [14:03] they have taken actually are going to [14:06] take a corner of the building. So [14:08] there's no concerns for emergency [14:09] vehicles getting around. Um and if [14:12] needed they do have a separate entrance [14:14] for their semis. Um, and then we did a [14:19] vote on that and that was approved 7 to [14:21] zero. [14:24] >> I don't see any questions. Sounds like a [14:26] busy time though. [14:28] >> All right. Next, we'll move on to the [14:29] board of zone appeals. Mr. Hall, [14:32] >> thank you, Mr. President. Um, for [14:35] everyone that knew that didn't know. [14:39] Oh, [14:39] >> okay. Will you pull the mic closer? [14:42] What's wrong? [14:43] >> Will you pull the mic a little closer? [14:45] Thank you. [14:49] As every everyone [clears throat] [14:52] possibly knows, I uh the day of the um [14:58] board of zoning appeals, I had to [15:01] undergo an emergency procedure and spent [15:04] three and a half hours in the operating [15:06] room at Mercy Fairfield and I was unable [15:08] to attend uh the meeting. So with the [15:12] pleasure of the um [15:15] president, I would like to relinquish my [15:19] time, Mr. Gleaves, to give the report. [15:22] >> Mr. Gleaves. [15:24] >> Thank you, Mr. President. [15:31] The board of zoning appeals met July [15:33] 28th, 7 p.m. in these chambers. [15:36] Excuse [clears throat] me. We had um [15:38] HighFift Off-Road at 271 Highland, [15:43] excuse me, Northland Boulevard, [15:45] application number 2026 [15:47] 0363. [15:50] They have two variances. Um, [15:54] the applicant, Michael Bailey, owner of [15:56] property located at 271 Northland [15:59] Boulevard, is requesting a variance to [16:02] allow two portable storage units to be [16:05] permanent where portable portable [16:07] storage units are only permitted as [16:10] temporary per section 153-253E13A. [16:15] We're also asking variance uh second [16:18] variance to request to allow the [16:20] structures to exceed a total of 1,200 [16:24] cubic feet on the interior as required [16:28] per section 153.253 [16:32] E13C [16:33] of the Springdale zoning code. [16:36] Again, um as you heard, Mr. Hall was [16:40] absent. So, both of these variances were [16:43] denied by a 6 vote. So, if there's any [16:46] questions about that, I'll take those [16:48] now. But that's all I have at this time. [16:50] >> I don't see any. Thank you. [16:52] >> Thank you. All right. Next, we'll move [16:54] on to the board of health, Miss [16:55] McFarland. [16:57] >> Thank you, Mr. President. Uh, the board [16:59] of health recently had a special [17:02] meeting. Um, and I apologize, I did not [17:05] pull up the date [17:07] uh two Thursdays ago. [17:13] Thank you. [17:16] >> 13th of August. Um they did call a [17:19] special meeting. Um there was a [17:21] recommendation for a candidate for the [17:24] health commissioner position. Uh Rachel [17:27] Moresy. Um she was voted uh four to zero [17:31] to proceed with the employment process. [17:36] Uh and that process is still ongoing. [17:38] She's completing background checks. Um, [17:40] and we will hear more from the mayor [17:42] once that pro process is complete. [17:47] Exciting times. All right. Don't see any [17:50] questions. We'll move on next to OKI. [17:52] is still on summer schedule and [17:54] hasn't met. Its next meeting is next [17:55] month. Next up is the mayor's report. [17:58] Mayor Hawkins. [17:59] >> Thank you, Mr. President. We had a [18:01] ribbon cutting for Unity Care Group on [18:04] July 22nd. This organization is [18:06] providing life skills, work skills, and [18:09] an opportunity to foster a sense of [18:11] community uh for adults with a variety [18:14] of different disabilities. Really a [18:16] unique uh enterprise. Something that I I [18:20] encourage folks to look into. Just did a [18:22] video with regard to to that that'll be [18:25] out that will give you a little sense of [18:27] what they do. Uh we had pretzel fest. [18:30] Obviously, we uh had a solid crowd [18:32] despite the inclement weather and [18:34] impending rain, and I think those that [18:36] were present had a a great time. We got [18:39] cut short a little bit towards the end [18:40] due to lightning. Uh a little bit more [18:43] on that to come. Uh we will have a [18:46] ribbon cutting for our new ADA [18:47] playground at the rec center on August [18:50] 28th at 2 p.m. And Marjorie Randolph [18:54] Underwood, our generous benefactor, will [18:55] be present for that as well. [18:58] We will have a grand opening for our FC [19:01] Cincinnati mini pitch which will be at [19:03] the rec center on September the 3rd at 7 [19:06] p.m. We will have an orange out so folks [19:08] are encouraged to come wear blue or [19:11] orange preferably. There'll be FC [19:13] Cincinnati players there. They will be [19:15] going through doing some skills and [19:16] drills and opportunity to meet folks. [19:19] And then that same night, capping off [19:22] what we got cut short a little bit, [19:23] Pretzel Fest will have our drone show at [19:25] 8 o'clock over at the rec center. And so [19:27] we will have some food trucks, uh, SYB [19:31] is going to be supplying some adult [19:32] beverages. Uh, Calvary Church is going [19:35] to be supplying some soft drinks and [19:36] water. So folks are encouraged to come [19:38] out September 3rd, 7 o'clock for the [19:40] mini pitch, 8 o'clock for the drone [19:42] show. [19:44] Thank you. [19:46] >> All right. Next, we'll move on to the [19:48] administrator's report. Mr. [19:49] Thank you, Mr. President. Just one quick [19:51] update. Uh the fire department is [19:53] anticipating delivery of the new Tower [19:56] 90 uh hopefully at the uh end of [19:59] September. So that is uh very [20:02] anticipated by the members across the [20:04] street here and we're definitely looking [20:06] forward to having that piece of [20:07] apparatus here. It'll probably be a [20:09] couple weeks before it actually goes in [20:10] service. We have to do drivers training [20:12] and whatnot and uh some some upfitting, [20:14] but uh short of that, we're excited to [20:16] get that here. and it's about 12 months [20:18] sooner than we anticipated. We initially [20:20] thought it was going to be a 48-month [20:21] build out and end up being about 36. So [20:25] very very beneficial for uh for the [20:27] community. So and I believe Miss Morgan [20:28] has one quick item. [20:30] >> Miss Morgan. [20:31] >> Thank you, Mr. Ule. Thank you, Mr. [20:32] President. Uh wanted to share an update [20:34] that we have renewed our natural gas [20:37] aggregation program. Uh the agreement [20:39] will be with our existing provider, A [20:42] Energy. Uh we were fortunate to secure a [20:45] lower rate than the existing program at [20:48] 53.78 [20:50] cents per CCF. Opt out letters will be [20:53] going out in the mail kind of in three [20:55] waves. Uh the first of those should be [20:57] hitting here within the next few days [21:00] and then a few days after that for each [21:01] one. So there will be three separate [21:03] optout dates depending upon when the [21:04] letter is received. Thank you. [21:08] >> All right. Thank you. All right. Next [21:10] we'll move on to the law director's [21:12] report. Mr. Brown. [21:13] >> Thank you, Mr. President. No report [21:14] tonight. [21:15] >> Engineers report. Mr. Riggs. [21:18] >> Yes. Thank you. Uh, three three quick [21:21] updates. So, the uh East Keer [21:24] improvements phase one. You probably [21:25] noticed some construction occurring um [21:27] beginning last week on that with the [21:29] with staking. So, again, that work will [21:32] continue on the south side through the [21:34] winter. Then they'll stop work until the [21:37] spring and and resume work on the north [21:39] side. That was that's the plan there. [21:42] the Northland Boulevard Keer Road uh [21:45] shared use path project stage two plans [21:48] go in on the 28th, so by Friday next [21:50] week. Um [21:53] and the last update is the Springdale [21:55] Industrial Park resurfacing project. Uh [21:58] Naira paving is looking to begin um late [22:02] August and going to be complete with [22:04] that work in early October. So that's [22:08] paving on container place, Centron [22:11] Place, Progress Place, and Triion Place. [22:15] And that's all I had. [22:17] >> Don't see any questions. Thank you. All [22:19] right. Next, we'll move on to the zoning [22:21] code revision committee, Mr. Gleeves. [22:23] >> Thank you, Mr. President. As Miss [22:25] McFarland alluded to, at the planning [22:27] commission meeting, um the zoning map [22:30] was presented and [22:32] um the text amendment had been pre [22:35] presented before that and we had gotten [22:37] a lot of feedback from residents uh that [22:40] had been affected by the zoning code [22:42] changes that we made. So, we're [22:46] scheduling a new meeting to address [22:48] those issues and [snorts] to um correct [22:51] some of the things and uh look over [22:53] what's need to be done and transparency [22:56] is a very important thing. It has worked [22:58] real well in this process. So, once that [23:01] meeting is um scheduled, we will meet [23:04] and uh we'll get back with the planning [23:06] commission and present some more and uh [23:09] go from there. So, that's all I have for [23:11] right now. Thank you. [23:14] I don't see any questions. That's the [23:16] end of committee and official reports. [23:18] Next, we'll move on to communications to [23:19] council. Miss Powder, there any [23:21] communications for council this evening? [23:22] >> Thank you, Mr. President. Yes, uh the [23:24] city has received a transfer of a liquor [23:27] permit between two entities located at [23:30] 328 Northland Boulevard. This is a uh D5 [23:34] permit which takes your um on and off [23:37] sales till 2:30 a.m. and that is between [23:41] the entity Insept Boulevard LLC and [23:44] going to the Northland Boulevard [23:46] Hospitality Group LLC. Uh there's no uh [23:50] objection from the police department and [23:52] we can get that filed for you if you'd [23:53] like. [23:54] >> Council, any concerns? We don't take a [23:57] vote on this. It's just you have [23:58] concerns. This would be opportunity. Mr. [23:59] Cleaves. [24:01] >> I do have a question about the name. Uh [24:06] the the business name that's listed is [24:10] Blitz Sports Lounge and here it's the [24:13] Boulevard Pub. Is there any issue with [24:16] that name being different? [24:18] >> Mr. Y. [24:20] >> Thank you, Mr. President. No, that's [24:21] just the parent company who owns the [24:24] basically a transfer the the the [24:27] building. um sold or the business sold [24:30] to a different entity. So they operate [24:33] under that parent name, but the the [24:35] establishment name is the Blitz. [24:38] >> So it's kind of one and the same. [24:39] >> Okay. Thank you. [24:41] >> All right. Sounds like we're good there. [24:44] >> All right. Next up on the agenda, we [24:46] have communications from the audience. [24:47] This is an opportunity for anyone in the [24:49] audience that would like to address [24:50] council for any reason. I just noticed [37:36] one little change in language because I [37:37] read these all the time. Uh this one [37:39] includes something I hadn't noticed [37:40] recently for these types of legislation. [37:41] It says uh section two, the mayor, city [37:43] administrator, economic development [37:45] director, finance officer, tax [37:46] commissioner, and other officials of the [37:48] city. We just don't typically use that [37:50] phrase. Is there something unique about [37:51] this that requires that other um [37:54] inclusion? [37:59] photos worth when I read it I assumed it [38:01] was referring to department directors if [38:02] there was something specific [38:04] >> be executing anything [38:08] » Mr. [38:09] Yeah. Is is your question does it need [38:12] to apply to other offices other than the [38:14] mayor and the finance officer? Is that [38:15] your question? [38:16] >> I I apologize if it's vague. It's just [38:19] >> I've never read that type of a addition [38:21] to the listing of the people that we [38:23] authorize. It's not something I'm [38:24] worried about. I was just more curious [38:26] than anything else. Is there a specific [38:28] official that we want to catch? [38:30] >> I'm guessing and [clears throat] we can [38:31] certainly check for you, but it does [38:32] also talk about documentation to the [38:34] Department of Development [38:35] [clears throat] and the auditor's [38:36] office. Okay. My guess is there could be [38:38] other city officials that might need to [38:41] submit those. I'm specifically thinking [38:43] of the um well, I don't know who the [38:46] economic development director listed, [38:47] but there could be others. We'll [38:49] certainly look and see, but um I think [38:51] it's a catchall for safety more than [38:53] anything, so we don't have to come back. [38:55] >> Thank you. [38:59] » Other questions? [39:01] >> Mr. Jacobs, you're not concerned about [39:02] that for tonight? [39:03] >> No. Thank you. [39:05] You're going to get a red line on the [39:06] other. [39:07] >> I don't see any other questions. Miss [39:09] Browder, if you pull counsel. [39:11] >> Mrs. Webster. [39:12] >> I. [39:12] >> Miss McFarland. [39:13] >> I. [39:14] >> Miss. Thompson. [39:15] >> I. [39:15] >> Mr. Gleas. [39:16] >> I. [39:17] >> Mr. Hall. [39:18] >> Yes. [39:18] >> Mr. Jacobs. [39:19] >> I. [39:20] >> Mr. Anderson. [39:21] >> I. Ordinance number 37206. Passes with [39:24] seven affirmative votes. Uh, and for [39:25] what it's worth, I'm really excited that [39:27] D. Williams is making this investment in [39:28] Springdale. I think it shows uh I'm [39:31] really appreciated. I think you're going [39:32] to find that Springdale is a great place [39:33] to do business. So, thank you and [39:36] welcome. Questions or [59:22] discussion? Mayor Hawkins. [59:25] >> Thank you, Mr. President. F first, I [59:26] want to uh publicly again thank Steve [59:29] Golster for all of his time uh serving [59:33] on planning commission as well as on [59:35] city council. He's given us stellar [59:37] service for many decades. Uh that said, [59:41] this this appointment is uh for Dr. [59:43] Rodney Swopee. He's a husband, father of [59:45] three adult children. He is uh been a [59:48] Springdale resident for approximately 33 [59:50] years. Uh he has a bachelor's degree in [59:52] computer science and math from Western [59:54] Michigan where he also played football. [59:56] He has an MBA from the University of [59:58] Michigan Graduate School of Business and [1:00:00] a doctorate degree in business [1:00:01] administration from Indiana Wesling [1:00:03] University. He's a former Proctor and [1:00:05] Gamble uh corporate buyer. He also had [1:00:09] his own small business. It was a battery [1:00:11] franchise and he's currently a professor [1:00:13] of economics and business uh for the [1:00:16] University of Cincinnati. I think he [1:00:18] will be an asset to our planning [1:00:19] commission. [1:00:21] >> Mr. Jacobs. [1:00:22] >> Thank you, Mr. President. I just wanted [1:00:24] to um recognize the service that Mr. [1:00:27] Golster has provided and just [1:00:28] specifically for me the kind of [1:00:30] institutional knowledge um that I have [1:00:32] been able to glean from him with that [1:00:34] immense amount of time that he's put in [1:00:35] the city is going to be missed. Uh but I [1:00:37] also am happy for him to uh just kind of [1:00:39] relax a little bit. So I just wanted to [1:00:41] pass that along. Thank you [1:00:43] >> Mr. Gleeves. [1:00:45] >> Thank you, Mr. President. I also want to [1:00:47] um thank Mr. Ger for his service. I [1:00:49] remember when I moved to Springdale 30 [1:00:52] plus years ago, he was everywhere and uh [1:00:55] very involved and he would come by the [1:00:57] house and um [1:01:00] he would get me to start thinking about [1:01:01] what I'm doing right now and I [1:01:03] appreciate that and um I just want to [1:01:05] wish him the best and he's always around [1:01:07] at the gold star chili so [laughter] [1:01:10] I'll see him there. Thank you, [1:01:12] >> Miss McFarland. [1:01:14] >> Um I will just repeat the same [1:01:16] sentiments. I've known him since I was a [1:01:18] kid. Um, grew up with his kids and he is [1:01:24] he's taught me so much just in the short [1:01:25] time I've been on planning commission. [1:01:27] Um, I will definitely miss his stories [1:01:30] before the meeting, but um I'm sure [1:01:32] he'll stop by to visit more often. [1:01:35] >> Mr. Hall, [1:01:36] >> thank you, Mr. President. Like to echo [1:01:39] all the comments that have been made [1:01:41] about Mr. Golster. I served many years [1:01:43] on the planning commission with him. [1:01:45] what a valuable asset he was has been to [1:01:48] the city and um again thank you thank [1:01:51] you so much for your the good job that [1:01:53] you've done. [1:01:55] Thank you. [1:01:57] >> Thank you. Absolutely. I I agree. He [1:01:59] will be missed. I hope we can find some [1:02:00] way to recognize him outside of uh the [1:02:03] words that we're saying here in council [1:02:04] meeting or at the very least I know I'll [1:02:06] be able to speak to him and pass them [1:02:07] along. Hope we can pass along the well [1:02:09] wishes and thanks for the service that [1:02:10] he's done. Uh it's always it's nice to [1:02:13] stop and recognize when citizens res [1:02:15] residents step up and do work like this, [1:02:17] especially what he did in council, but [1:02:18] then also planning commission. It takes [1:02:20] a lot uh to do those type of jobs. Uh a [1:02:23] lot of times they could be contentious [1:02:24] in meetings. Uh you're making decisions [1:02:26] that affect a lot of people. Um so it [1:02:28] sounds like we have a great candidate [1:02:29] coming in. I'm very grateful that we [1:02:31] have somebody on deck like Dr. Rodney [1:02:33] Swoop Swoop that can step in. Uh but [1:02:36] certainly um he's he's got big shoes to [1:02:38] fill there um for Mr. Golster as well. [1:02:40] So, uh, with that, I think we're ready [1:02:43] to vote on resolution R92026. [1:02:47] >> Miss McFarland, [1:02:48] >> I. [1:02:48] >> Mr. Jacobs, [1:02:49] >> I. [1:02:50] >> Miss Thompson, [1:02:50] >> I. [1:02:51] >> Mrs. Webster, [1:02:52] >> I. [1:02:52] >> Mr. Hall, [1:02:53] >> yes. [1:02:54] >> Mr. Gleeves, [1:02:55] >> I. [1:02:55] >> Mr. Anderson, [1:02:56] >> I. Resolution R9 20226 passes with seven [1:03:00] affirmative votes. [1:03:02] All right. And that ends that is the end [1:03:04] of ordinances and resolutions. Again, [1:03:05] thank you, Mr. Jacobs. That was a lot to [1:03:07] read in one night. I appreciate it. Uh, [1:03:09] we'll move on to old business. Is there [1:03:11] any old business anyone on council or [1:03:12] administration would like to bring [1:03:13] forward this evening? Miss Webster, [1:03:16] >> the last council meeting when I was [1:03:18] throwing bouques to everyone that helped [1:03:20] on the 250th [1:03:22] birthday, I failed to um acknowledge the [1:03:26] garden club and they did some things and [1:03:28] they worked hard trying to find ribbons [1:03:31] and everything and I do apologize and it [1:03:33] didn't dawn on me till the next day that [1:03:36] I had forgotten them. But anyway, they [1:03:38] help too. Thank you, Garden Club. [1:03:41] >> All right, still on old business. [1:03:46] Don't see any lights. Next, we'll move [1:03:47] on to new business. Is there any new [1:03:48] business anyone on council [1:03:50] administration would like to bring [1:03:50] forward this evening? [1:03:52] Miss McFarland. [1:03:54] >> Thank you, Mr. President. Um, this is [1:03:57] probably the best place to fit this in. [1:03:58] Um, I just wanted to say a quick thank [1:04:01] you. Uh, for those of you that don't [1:04:02] know, I'm the president of the swim team [1:04:06] and we had championships here in [1:04:09] Springdale this year. Um, it is a huge [1:04:12] undertaking. Um, and I just wanted to [1:04:16] thank Mayor Hawkins and Brian and [1:04:19] Stephanie [1:04:20] um, for all of their assistance and [1:04:23] support throughout um, the last year of [1:04:26] planning. Um Scott and Cole who's in the [1:04:30] audience tonight from Swim Safe. Um [1:04:33] they're the manager and assistant [1:04:35] manager at the pool. Um they were there [1:04:39] with us all for 15-hour days and got [1:04:43] everything done. Um especially I would [1:04:45] like to thank Charlie Wilson and Stephen [1:04:48] at the rec center. Um Charlie and I [1:04:51] started meeting in June and we met every [1:04:54] week to finalize plans and do what we [1:04:57] needed to do to make it um bring in over [1:05:01] a thousand people every day to the swim [1:05:04] uh to the swim championships. So the [1:05:07] police department, the fire department, [1:05:09] um all the other rec center staff, the [1:05:11] coaches, the board, and the parents were [1:05:14] all amazing. Um, we got a lot of [1:05:17] compliments on our city, on our murals. [1:05:20] Um, it it was just great and I just [1:05:23] truly really appreciate everybody's [1:05:25] support and help. Um, and we will do it [1:05:29] again in eight years. So, [1:05:32] >> Mayor Hawkins, [1:05:33] >> thank you, Mr. President. Now, Miss [1:05:35] McFarland stole my my thunder from the [1:05:37] meetings and announcements, but here's [1:05:39] the thing. She is 100% correct. uh the [1:05:43] sailfish, the the the the parents and [1:05:46] everybody involved with that, our [1:05:47] lifeguard staff, our uh parks and wreck, [1:05:51] uh all did amazing job. But here's the [1:05:55] thing, the person that I really want to [1:05:57] give kudos to is Miss McFarland for [1:06:00] leading the charge on in this amazing [1:06:03] endeavor. It is a lot and a huge [1:06:06] undertaking that as she indicated took a [1:06:09] lot of time to put together and uh for [1:06:12] you know July 20th and 21st in battling [1:06:14] the weather on the 21st uh she did an [1:06:17] amazing job. There were nothing but [1:06:20] compliments. Uh some of the other [1:06:22] communities had some elected officials [1:06:24] who were complimenting her. There were [1:06:27] other folks that were in similar [1:06:29] positions with their equivalent of SYB [1:06:32] and their swim teams that were nothing [1:06:35] but complimentary of the organization, [1:06:37] how efficiently it went, even when we [1:06:39] had some weather and had to shut things [1:06:41] down for a second. Even how that went [1:06:43] smoothly and got back into it and and [1:06:45] that second day for championship was [1:06:48] just running boom boom boom boom boom. [1:06:50] You would have thought they'd have been [1:06:51] there till 11:00 at night. They weren't. [1:06:54] very efficient, very well organized. So, [1:06:56] thank you and kudos to you for all that [1:06:59] you did. [1:07:07] We're still new business. If anyone else [1:07:09] has new business, I do have one item I [1:07:11] want to bring forward to council just so [1:07:12] you're prepared for it. Um, in our next [1:07:14] meeting, I'd like to uh make sure [1:07:16] everyone's ready to talk about or at [1:07:17] least begin to talk about it. Uh we will [1:07:19] need to go through a redistricting [1:07:20] process um as part of council's [1:07:23] responsibility before the next district [1:07:24] elections. That does seem like a ways [1:07:26] off. Uh understand that the next set of [1:07:28] elections a year and a half from now are [1:07:30] for uh mayor and the at large. Uh but [1:07:33] there are very specific rules for how [1:07:34] redistricting happens. Uh and I want to [1:07:36] make sure that we're doing it [1:07:37] consistently as council in a unified [1:07:39] manner that won't cause any alarm [1:07:42] because we don't want to be re, you [1:07:44] know, redistricting at the same time [1:07:46] that we're having the election. There's [1:07:47] very specific rules in the charter for [1:07:50] how we do that and when it can happen. [1:07:52] Um, so I ask the council take a take a [1:07:54] beat before the next meeting to look [1:07:55] those over. If you have any questions [1:07:57] about what the process might look like [1:07:59] just from your reading, uh, Mr. Brown is [1:08:01] available uh to answer those questions. [1:08:02] Just send them an email uh, with [1:08:04] questions you might have. Um, but just [1:08:06] note that we're going to start that [1:08:07] discussion um, in our next meeting. [1:08:09] We're not necessarily going to make a [1:08:10] decision. U, but just be prepared to [1:08:12] talk about how we want to accomplish it. [1:08:14] There's a few different ways we can do [1:08:15] it. Um the charter does require that we [1:08:18] do take a look at it though um before [1:08:20] that next set of elections happens. So [1:08:22] just so you're prepared for that and [1:08:23] understand what's happening. Uh feel [1:08:25] free to reach out to myself or Mr. Braun [1:08:26] if you have any questions. All right, [1:08:29] we'll move on now to meetings and [1:08:30] announcements. Uh any other meetings and [1:08:32] announcements that we want to announce [1:08:33] today? [1:08:39] » Mr. Glee. [1:08:40] >> Uh thank you, Mr. President. I just [1:08:43] wanted to say that the board of zoning [1:08:44] appeals will be meeting August 25th at 7 [1:08:47] PM in these chambers and uh yet to be [1:08:50] determined date for zoning code revision [1:08:53] committee. And I also want to thank the [1:08:57] public works department for doing a [1:08:58] fantastic job during this storm. Uh [1:09:02] there was a lot of leaves and trees [1:09:04] down. They did a fantastic job. So thank [1:09:06] you to them. [1:09:08] >> Miss Mark. [1:09:11] >> Thank you, Mr. President. The next civil [1:09:12] service commission meeting will be [1:09:14] Thursday, September 3rd, 2 p.m. Thank [1:09:16] you. [1:09:18] >> Still in meetings and announcements. [1:09:22] >> All right, seeing none, we'll move on to [1:09:24] uh next on the agenda is communications [1:09:26] the audience. This is a second [1:09:28] opportunity tonight. If anyone in the [1:09:29] audience would like to address council [1:09:30] for any reason, simply come forward to [1:09:32] the podium, state your name and address, [1:09:34] and you can address council for up to [1:09:35] five minutes. At this moment, the at [1:09:37] this point, the floor is now open for [1:09:38] communications from the audience. [1:09:41] Good evening. Julie Tutor, 669 Park [1:09:44] Avenue. Um, Mr. Anderson, I have a [1:09:46] question on the redistricting. Um, [1:09:50] I believe the charter says you can look [1:09:52] at it. You have to to redistric if [1:09:55] there's [clears throat] certain [1:09:56] percentages and so forth. Have you run [1:09:58] those numbers? [1:09:59] >> That's right. Yes. So, before the last [1:10:00] district election, um, we did do a [1:10:03] review and I did consult with the board [1:10:04] of elections. There was uh we were about [1:10:07] 10 registered voters around before the [1:10:09] required redistricting and that was [1:10:12] before the new apartments were fully put [1:10:14] in place and the difference the biggest [1:10:17] difference is between district 1 and [1:10:18] district 4. Uh and that's where the new [1:10:20] apartments have been going in right uh [1:10:21] which then will put us over the limit. [1:10:23] So we're reviewing it but I believe that [1:10:24] we will be required to do some changes [1:10:27] before the next district election [1:10:29] because of that. [1:10:30] >> Okay. because I ran numbers after the [1:10:32] last election and at that point of who [1:10:34] voted [1:10:35] >> at that election it was not required. So [1:10:39] if you're talking about new registered [1:10:40] voters since then I guess is what you're [1:10:42] referring to. [1:10:43] >> Yeah. So the the charter requires us to [1:10:45] take a look based on the previous [1:10:46] elections based gubanatorial and there's [1:10:49] a few triggers there. Uh we were within [1:10:50] a handful of them before the moveins [1:10:52] happened at the arrays. [1:10:53] >> Okay. [1:10:54] >> So what I'm saying this is still two [1:10:56] years off two and a half years off. Uh [1:10:58] but I believe that we are going to be at [1:10:59] that required step which is why I'm [1:11:01] asking people to be prepared to talk [1:11:02] about it. [1:11:02] >> Okay. [1:11:03] >> Um and even if it's within one or two, [1:11:04] it's worth talking about and make sure [1:11:06] we're prepared to do it. [1:11:08] >> Well, I think you're you're absolutely [1:11:09] right with the new apartments, it's [1:11:10] going to put you over. I just don't [1:11:12] think we were there at this moment, but [1:11:14] I understand you're being proactive. So, [1:11:16] >> we are the the thing to keep in mind is [1:11:18] it there's a date that you're supposed [1:11:19] to check on by. Um and we've had an [1:11:22] election since then, but it's based off [1:11:24] of the election before that. [1:11:25] >> Okay. All right. Thank you. Yep. Floor [1:11:28] still open. [1:11:31] Second call. [1:11:33] Third and final call. At this point, I [1:11:36] have closing communications in the [1:11:37] audience. We'll move on to a recap of [1:11:39] legislative items and legislation still [1:11:40] in development. Mr. Jacobs. Council, as [1:11:43] you review your legislative summary, [1:11:44] item one, an ordinance enacting and [1:11:46] adopting the 2026 S29 supplement to the [1:11:49] code of ordinances of the city of [1:11:50] Springdale, Ohio, and declaring the [1:11:52] emergency was addressed by ordinance 38, [1:11:54] 2026, receiving a first reading with the [1:11:56] emergency clause that received seven [1:11:57] affirmative votes. Item two, an [1:11:59] ordinance reducing and reertifying [1:12:01] special assessments levied for the [1:12:02] purpose of constructing certain [1:12:03] improvements and declaring an emergency [1:12:05] was addressed by ordinance 39 2026. Uh [1:12:08] receiving a first reading with an [1:12:09] emergency clause and seven seven [1:12:11] affirmative votes. Item three, an [1:12:12] ordinance authorizing the execution and [1:12:14] delivery of a taxexempt installment [1:12:16] purchase agreement and related [1:12:17] instruments by and between US Bank Corp.
