[3:29] [Music] [3:35] Hey, [3:38] [Music] [3:56] hey, hey. [4:01] [Music] [4:10] Okay. [Music] [4:18] [Music] [7:18] Please bow your heads. Heavenly Father, as we gather here tonight to make [7:22] decisions that will shape our future of our community, we ask for your guidance [7:27] and we ask for your help. Help us to rise above personal interests, [7:31] individual agendas, and focus on what is best for the entire parish. Grant us [7:37] courage to make hard decisions even when they are unpopular, knowing that you [7:41] will ultimately make things right. Strengn us, Lord. Unite us for the [7:45] common purpose to serve our fellow citizens with integrity, fairness, and [7:50] compassion. May our work tonight reflect your will and bring a more prosperous [7:55] salina parish. deed and all blessing we ask your son Jesus name. Amen. [8:00] » Amen [8:06] to the republic for which it stands one nation under God indivisible with [8:12] liberty and justice for all. [8:24] At this time we have our roll call. Mr. Charles Wamuse [8:29] present Mr. Willie Morgan here. >> Mr. Warren McCrae here. [8:32] » Mr. Ryan Bird here. >> Mr. Doug Watson here. [8:35] » Okay. I didn't receive any public comments for Mr. President. [8:39] » Um first order is the approval of minutes from last meeting of July 22nd, [8:42] 2025. >> I'll second it. [8:46] » Yes. >> Yes. [8:51] » Yes. Okay. Yes. >> Item number two, Mr. Josh Richardson [8:56] with Swift Fiber to speak regarding fiber build [9:00] here. [9:06] » Mrs. Josh, we ask that you stand right next to the mic so they'll be able to [9:08] hear you. Okay. >> Yes, ma'am. Let me get one little pad [9:11] out [9:18] here. Yes, sir. [9:23] Yeah, my Can you hear me there? Everybody hear me? [9:26] » They can hear you. >> Uh my name is Gwen Coglin. I'm not Josh, [9:30] but uh I'm the project manager for Swift Fiber that's going to be undertaking the [9:35] project here in St. Helena Parish. Just overwhelmed to get started and and I've [9:40] been across different parish meetings and all and this is one of the best [9:44] turnouts and all which I'm glad to see. Uh each and every one of you can see and [9:49] and know me. I'll leave numbers and all far as any problems that we have far as [9:55] the citizens that y'all have that we come into y'all's area. Just pick up the [10:00] phone and give me a call. We'll get it straight. Whatever we have to do far as [10:03] the contractors that we have. Uh just excited to come into y'all's parish and [10:08] actually get started and and as you all may not know, we are in the process of [10:15] actually today getting rigs moved in and going to the start in the parish. I [10:20] apologize for the council that that I hadn't been able to get up. You know, [10:24] it's kind of a quick thing that come about. Uh but I did know about it two [10:29] weeks ago. So, we've got we got locates called out. What that means is we've let [10:35] water associations, which is one of the bigger problems that we have in these [10:39] parishes. It's it's not as much USIC with the communications network, but a [10:45] lot of times it's the water associations that don't know where their water's at [10:49] even, you know, and giving them time to get stuff located. I've sent KMZ files, [10:55] which means it's a mapping of actually all of our of our expected drill sites, [11:02] which sides of the roads and and each and one of y'all I can I can get y'all [11:07] as well, you know, if if you want to see that in the future far as stuff. But all [11:12] excited about getting started on this. Uh I I don't talk a lot as far as the [11:17] sales aspect of what it cost and uh but I will let you know that that from what [11:24] I've seen it's a real affordable internet because we're going across the [11:28] state rural American we all hopefully will get it one day. Even myself, I'm on [11:34] Starlink now that paying undone for it that that I'm in rural America, but uh [11:42] from what I've heard, it's real affordable with a great network behind [11:48] uh you not only get good price and it's a good internet that you know compared [11:52] to other suppliers that you may already have or or that you hear of out there [11:57] that I think think you'll be well satisfied. kind of letting [12:02] » Can you give us an idea of kind of where you're going to be starting at? [12:05] » Yeah, that's that's exactly what I start with. We're starting today actually and [12:10] right now we've got two design location jobs which is actually a total of [12:15] 700,000 ft in in St. Helina Parish, which it'll be more, but uh and I [12:22] actually had a computer that I was hoping maybe to get in and kind of show [12:26] y'all mapping and and could actually do. So, I can get y'all set up not only with [12:31] KMZ files, but I can get you lined up on my computer where you can go in and [12:36] actually see the same mapping that I have as well. But, uh, we, uh, we're [12:42] starting, we got a job that's that's actually five or six miles east of here. [12:49] Uh, that will come right off of 55. And we're coming up to we we ain't coming up [12:55] to the town, but we're running north then up 38. Highway 38's the center [13:00] point of the job going all the way up to the Mississippi line. [13:05] It'll follow all the way west then. Uh, let me get my glasses here where I can [13:10] kind of see far description of >> Co [13:15] 38. >> I I think so. And we picking up this [13:19] second job there about let's see here. First job, [13:22] same Atlanta. We'll uh [13:28] go north close to the Mississippi line. Pine Hill Road is the northern section [13:34] up there that we'll kind of come across. That's that's the part of y'all's [13:38] parish. >> We'll go south to Highway 10. That's [13:44] » par road 100. That first road that I seen today that I turned off of. [13:52] I didn't write it down, but it was right off of 55 that we're coming into and hit [13:57] y'all's parish. I didn't write it down. It was a gravel [14:02] road that we started >> on 38 on 38. [14:05] » No, sir. No, >> it's south of that 38 kind of splits [14:09] that job. It's It's We got as much south as we do north. We coming right toward [14:17] y'all here. And then it stops and of course we'll pick up and this second job [14:23] is going to pick up on 38 in the northern part and go go west then. [14:30] » So that's right. We'll actually, you know, that's 700,000 foot and we I don't [14:36] know. I look for the design on far as stuff that'll pick up from here and and [14:41] go on west, but that hasn't come out yet. I know y'all will get the question [14:47] and and others, friends of y'all will actually say, "Well, we don't get it. We [14:51] don't get it." And and I can answer that question sometimes if it's been put in [14:57] our design by engineers. You know, I can see it and say that yes, we're coming. [15:02] But, uh, I guess the best thing is let us get started in construction and get [15:06] it going. Uh, we moving pretty good on it. Of course, [15:13] a lot of that is due to our utility locates and all as well. Hopefully, you [15:17] know that because I don't want to I had bombarded them with the total number of [15:22] rigs. We're looking at about 20 all total from I'm gonna put four rigs on [15:28] this western job, but there'll be around 16 rigs. It's not tomorrow that we [15:35] slowly coming into this before locate people can get adjusted to as well as to [15:40] where we ain't bombarding them as well. But we'll get to rolling pretty good and [15:45] and and hopefully y'all will see progress there that all [15:49] of this will take place, you know, pretty soon. And I've got this job [15:53] forecasted in to around 40 something days in this 700, you know, well, this [16:00] 400,000 ft. That's the area coming back into here as well. [16:05] » So for the citizens that it affect, is there a way they can go online to see [16:08] what's covered if they're covered under Swift? [16:11] » I'm sorry. >> Can they log Can the citizens that's the [16:14] area that is going to affect Can they log into Swift to see if they're [16:17] actually covered? >> Is there is there a website? [16:20] » No, ma'am. far as actually you showing the design of where it's going to be. [16:25] » Unfortunately, not that's that's kind of what that that I mean far as with our [16:30] engineering bunch right now. I see that that these jobs and as they let out I [16:36] can let different ones know far as hey we are going to be covering this. This [16:41] job hasn't come out to me yet but I see that we going to get it [16:47] you know far as the near future. >> I have a question. [16:51] Can I speak? >> Yes. [16:53] » So, okay. Uh, we have uh spectrum on our end on the lower court. [16:58] » That's right. Obviously. So, are y'all I'm hearing about the price change? I'm [17:02] hearing about the uh compatible rates and stuff like that. So, my question to [17:09] you is, is it going to eventually come down to [17:12] my end as giving Spectrum uh a run for their money, too? [17:16] » Well, that's >> I'm just [17:19] » Yes, sir. I mean far as as us and seeing spectrum we not holding off of that. The [17:24] biggest thing in what I guess precise far as from federal government and [17:29] different agencies on far as where we put this is rural America with little or [17:35] no internet. >> Yeah me. [17:37] » Yeah. Well I can hold my hand up to that too, you [17:43] know. Uh and and really that's we have got to those circumstances and [17:49] have and hopefully it will to where it at least you'll have something to kind [17:54] of combat against as far as your >> Yeah. Because you know they came in and [17:58] said the same thing that you said compatible rates. [18:02] » Next thing you know they jumped up on people. [18:05] » So me asking you I mean we just got to have some people that can you know [18:11] » we can choose from. That's right. >> Because you know, I mean, hey, I I'm [18:15] here to ask a question for the for the people. [18:18] » I understand. And and and I guess that's myself even where I live. [18:23] I would love to see the same thing come to where I could go to Starlink, you [18:27] know, which has done me a great job. >> Okay. [18:30] » But, uh, you know, it's expensive. >> Yeah. Yeah. I mean, people can't can't [18:33] afford I mean, they get they have set in. [18:35] » Exactly. Don't hold me to this uh because I'm not [18:40] in sales and I don't do that. They probably would get on that that heard me [18:45] quote me any kind of prices, but >> No, [18:48] » I've even heard of $50 to $60 rates with with a [18:53] » I can't even tell you the gigs or nothing like that that you have, but [18:57] it's it's a real good package that they will offer. when they offered as soon as [19:03] we get food and what I'm responsible for is the construction part [19:09] they're quick on the process of when we get fiber placed in our duck out there. [19:15] They're quick because they want y'all's money then at that point. So, you know, [19:21] that they going to be coming pretty quick far as to get, you know, [19:25] salespeople on far as what you what they got we got to offer, you know, at that [19:30] point. So uh they will come from safe. We sell a handhole at your [19:37] driveway. They will come then and they will they will b [19:46] a to your house. >> Yes ma'am. It'll be fiber placed on the [19:52] side of your home you know from from this internet. [19:59] » Yes sir. Yes, sir. Everything on board and and uh you know they it'll actually [20:05] be all be underground. It'll be five or two your home won't be like as far as [20:10] what I keep thinking of is my star link. We rely on satellite. [20:15] » You see all this will be done within 30 days. [20:17] » Uh that's what I'm pushing to get it done. uh [20:22] with 16 drills, you know, we average we average on on account of around 1,000 [20:28] foot a day. We'll be doing 16,000 foot, you know, a day divided into about [20:34] 400,000 and you'll see about 40 something days, working days. Um Yes, [20:40] sir. >> The water come, it's going to take up [20:42] two or three weeks to locate all this water. [20:43] » Yes, sir. Are you with the water association? Anybody else with water [20:48] here? with me in all we'll talk and all. What [20:52] water company are you with? If you communicated with with some of our [20:55] drills now, >> we having trouble because we have we've [20:58] been bombarded with so many locator and and good point. That's that's what you [21:04] know that uh and what I like to do and I' I've talked to my contractors on this [21:09] as far as to get with you. Uh if you do email in a bunch, this works great far [21:14] as letting you know, hey, where these drills is going to be this certain day, [21:19] you know, to kind of give you direction. You and I talk and all in a little while [21:24] far as getting you up with these contractors, letting you know they do [21:29] call in these locates and they spread out, but you don't have to worry about a [21:34] certain section for these drills for tomorrow. And that's what that's a daily [21:39] process that I like my contractors to do is is to communicate with you more so [21:45] than any on far as where they going to be, where you at, and we'll get through [21:50] this. You you one of the toughest people that [21:54] that I know we have to deal with that we work with. [21:59] » Go ahead. So, so just a FYI, this is the northern part of the parish mostly um in [22:07] district one and district 6. Um this is where a lot of the five is going. So up [22:12] in the area north part of the parish, easily [22:16] um you know north of 38 from Tazole across to East Fishana is where this [22:25] father is going to run. Um now I don't know if you can answer this question or [22:28] not. So we know we have Aroff which was federally funded for those areas and we [22:35] also have you guys be is this both deployments right now or [22:41] is it >> be is not turned loose yet? Okay. So [22:46] this part off >> possibly in the next couple of weeks it [22:49] will. >> Okay. [22:50] » Uh I'm just noticing through this bill that that there are a little be in it. [22:57] But uh it is totally off from actually doing construction on. [23:03] Hopefully like I said in a couple of weeks that that it'll be turned loose as [23:07] well. You may have a road that's just a small [23:11] section that lists as B. >> Yeah. At that point, we'll communicate [23:16] with with the people there and let them know kind of what's going on. [23:20] » And and we're we're doing uh GIS mapping actually in that part of Paris right now [23:27] to try to get ahead of this to make sure we can kind of have those addresses [23:32] mapped out so when the services start we don't have those issues. So we actually [23:37] um in that area right now >> there so but but we could all sync up um [23:44] at some point with the water district so we can have a a plan and I do have the [23:49] maps. What we're going to do is kind of put example on the website so people can [23:55] kind of see the tracks that is going in and as you update me I can update that [24:00] and people can kind of see how the um >> what I'll do is I'll leave you my card [24:05] too. I'll make you I'll get you lined up on what we call Oshious. [24:08] » I have it. >> You do? [24:10] » Yes, I have a log in everything. >> Oh, do you? [24:13] » Yes. >> Good deal. That That's perfect. [24:15] » Yeah. So, I can view the maps of the whole building. [24:18] » I was wondering kind of the way you was talking on edit sound. Good deal. [24:23] » That that'll help tremendously in far communicate with everybody on far as the [24:27] direction and whatnot going. >> So, so we it's coming y'all. Like I say, [24:32] we don't it's it's definitely coming. most definitely is. And I guess the [24:36] biggest thing here as far as myself, uh, I got good contractors on it saying [24:41] that, you know, we won't have problems or whatever. But, uh, if we do, don't [24:47] hesitate any of y'all to contact me. I'll leave numbers here and we'll get [24:52] straight for sure. [24:56] » Thank you. >> Any of y'all got anything? think of [25:05] » I'm I'm going to leave cards if that's okay on the corner of the desk and y'all [25:10] don't hesitate to give me a call. >> And you put some on that back desk as [25:14] well just in case any of the citizens want. [25:16] » Sure. Sure. Well, >> thank you. [25:20] » Yes, sir. Okay, item three on the um agenda, Miss [25:25] Virginia Bell to present the report on RWE solar project. [25:30] » Good evening everybody. >> Good evening. [25:32] » Uh this is going to be my second presentation with regards to the solar [25:36] project that's going on here in the parish. So what we're doing tonight is [25:41] translating community into a draft CBA framework. And what that means simply is [25:45] that we got a lot of information and we need to condense it and narrow it down. [25:49] That's kind of what we're doing tonight. Okay. So, while we are here, um, [25:54] community input has been gathered. There's been interviews, telephone [25:57] interviews, there's been, um, workshops, there's been, um, stakeholders meetings, [26:03] there's been a, uh, a lot of ways that we've gathe gathered information. And [26:08] so, what this report showed is how this is going to translate, all this [26:11] information that we gathered, how is this going to translate into a community [26:14] benefit, an agreement that's going to help the entire parish? You know, how [26:18] are we going to get the solar form company? how they're going to help us. [26:22] So today's goal is just to report out. Okay. So uh there's been a stakeholder [26:29] uh engagement since September of 24. We've been doing this. We've been on [26:33] this this process. Uh the themes have been synthesized into community [26:37] priorities. And so we're going to try to get your input on some of that tonight [26:40] on some of those priorities. We have a draft CBA buckets that we've developed [26:45] through feedback. We have parish leadership going to play the very [26:49] important role because we're not going to finalize this until uh your input is [26:54] is is uh involved with it. We and afterwards [26:59] we're going to do consensus building workshops. That's going to be the next [27:05] schedule events. So here are the priorities um from the draft CBA [27:08] buckets. These are the priorities that we've gathered. [27:12] Okay. So what we have is we have three categories. Uh you guys can see we have [27:17] community themes, we have the CBA draft category, and then we have the partners [27:21] because each one of these groups, these themes, we're going to need partners in [27:25] the parish to work with us. That's the only way we're going to get it [27:28] accomplished, that we have somebody in the parish that we've identified who can [27:31] work with us to accomplish these goals. So one of the community things, and [27:35] again, these are the things that the people at this workshop, 50 or 60 people [27:38] showed up at a workshop. We ask them, what does the parish need? What do you [27:41] want to see? somebody help us. If they're coming in here to help us, what [27:45] do you want them to do? What's the most important thing that needs to be done [27:48] here in Salem Parish? Okay. So, one community theme. The first community [27:53] theme internship and apprenticeships and that category is going to fall under [27:57] work workforce and education development and the partners will be uh the school [28:01] Dr. Joseph. The second community theme is wellness and community life. That [28:06] category is wellness and recreation. We're going to use local nonprofits for [28:10] that. of course you know that we don't have a [28:12] whole lot of local nonprofits here but uh we identified them as the partners [28:18] emergency and broadband access the category is community access that would [28:21] be the parish after school activities for youth youth programs we're hoping [28:26] the local churches can help us with that uh solar specific concerns that's going [28:30] to be the parish and Mr. bad news. [28:36] Okay. Now to the board and this is not rhetorical. Are there specific partners [28:40] or institutions you would recommend? [28:45] One would be would be the town and implement in the town as well because if [28:49] you're going to be doing something with the youth and you want to get the [28:52] surrounding uh children involved is you have to [28:56] incorporate the town as well. So, we want to make sure that we add the the [29:00] town of Greensburg up to the uh to the list of partners. [29:03] » Yes. >> Okay. [29:05] » I would like to add um our utility companies too cuz that's I don't think [29:09] they've been involved co or >> like we need their input as well since [29:15] this is energy. I think they need to be at the table [29:18] » right on side of the >> I would say Williams with the pipeline [29:23] gas pipeline. Uh and also we need to get uh mount involved too because [29:30] » um >> the mount of greenber [29:34] companies >> hospital. [29:39] » Okay. What part of the hospital >> the youth [29:42] » what they sponsors a lot of the stuff down in [29:46] Baton Rouge and so when you get the hospitals involved they get the health [29:49] involved and Pennington gets involved >> and you get foundations involved. [29:53] » Okay. So help the youth then >> and you need to put an internship. [29:59] » Yeah, we yeah we >> so the hospital need to be involved. [30:02] » All right, that's what we get to what what outcomes matters most to the [30:06] parish. So let's go to the next and look at at some of those. Okay, workforce [30:11] education program. These are the priorities ranked in order that this is [30:15] our order. This is you know this is you you of course will determine this [30:19] internship and apprenticeship programs. So in this um Superintendent Joseph was [30:23] said about um trying to get some internships because again the state has [30:27] issued another another unfunded mandate where the schools must place their [30:33] seniors into internship programs and in a parish like St. Alina that's very [30:37] difficult. We have no businesses here for interns to work there has to be a [30:40] business for them to work in. Right? So we don't have that. We don't have a tax [30:44] tax base and and we don't have businesses. We can use some of the [30:47] governmental offices but all of them are not um really financially uh stable to [30:52] where they can hire a lot of interns. So, you know, that's going to be a [30:55] challenge for us the fact that it's mandatory. Our students have to have [31:00] internships. They have to go into internships with with businesses. And [31:03] so, um that's going to be an issue. A student scholarship support. Now, that's [31:07] pretty easy for a partner with um developers uh Superintendent Joseph and [31:12] President Cheney to prioritize students pursuing inter trade and technical [31:16] degrees because everybody's not going to go to college to four-year college. So, [31:20] we're going to need those uh those type of degrees, technical training and [31:24] credentials. Uh potential CBA provision a partnership with the Dean Jones and [31:29] Northshore Technical College [31:33] for that type of training. Miss B, can I ask you? Um, I know I know we talking [31:37] about the school here in St. Lish, but >> don't we have another school somewhere [31:42] here on Shal about the church, bro? >> Oh, the church. I think uh uh [31:47] » it's a monary. >> It's a monetary. They still got to get [31:49] involved. >> I'm not saying they don't [31:52] mean we can't leave them out. I mean, >> are they are they operational? [31:56] » They have King Lion King. [32:02] » Okay. I know one time they were trying to get [32:06] » Okay. >> Okay. Okay. Um [32:11] » technical training and credentiing. Did I say that? Potential partners, Dean [32:15] Jones and and the technical college. And of these three, what are your [32:18] priorities? [32:25] » You have any right now? You want to think about that? Of course, you're [32:27] going to get um Mr. Matthews going to email all of this information to you. I [32:31] mean they all they all important. I mean >> just I mean [32:35] » they are >> I mean you can't put one from the other [32:39] I mean because you need all all three. So [32:42] » okay thanks. >> Okay. Um now this is a wellness and [32:47] recreation provisions a multi-use community center. So this is an idea of [32:51] placing a community center parish office emergency uh preparedness developer [32:56] support and build of a renovative of a multi-purpose center in Greensburg. So, [33:01] you know, we have the one on the other end down there on Highway 16, but [33:05] there's no really multi-purpose center or meeting place here in this area. [33:10] » Nor District 4 nor District 4 either, right? Which is, you know, [33:15] » one of the populated areas, you know, which [33:19] which really again the only center 4,000t building that can hold big events [33:24] is down way on the other end of the parish. You know, this is the potential [33:27] suggestion for having something in this area here. A little closer. A Clarkson [33:31] recreational space. Potential CBA provision in partnership with St. Alia [33:35] Police jury in the parks department to develop um the Fifth W Recreation [33:40] District's master plan. Of course, you know, we've been trying to get that [33:42] baseball field for the longest. You know, the master if you go down there, [33:45] you see the master plan is sitting there. If you see it, a lot of it has [33:49] been completed, but there's still one primary section, and that's that uh [33:53] baseball court uh community infrastructure. Um they're [33:57] looking at some places or considering some places where you people can have [34:01] resources. What do you need to to put an application? I know there's the library, [34:05] but um they're talking about resources in other places where community members [34:09] can go if they need to, you know, work on a resume, if they need to get on the [34:13] computer, if they need resources um that that um can help them in their lives, [34:18] you know, from for whatever area. [34:24] Okay. Uh again with the wellness and recreation, we have community wellness [34:28] facilities, multi-purpose center, uh St. Parish Office of Preparedness, Parks and [34:32] Recreation, potential partners, St. Police jury, community infrastructure, [34:36] potential partners, local nonprofits. Do you have a number one here? [34:40] » Same thing. Well, >> same thing. Who said number two? Uh, [34:44] parks and recreational spaces, important. [34:52] » Okay. >> Community infrastructure. Can you [34:54] elaborate on that? What that includes? >> Um, [34:58] » are we talking about water? Are we talking about sew? We talking about [35:01] roads. What are we talking about when we say infrastructure? [35:04] » I think again that's I don't know if you we talking about elaborate on that. [35:08] » It's whatever you guys decided you want it to be. I mean we're we're the [35:13] developers here to listen to what you guys want. So if you want it to be [35:18] drainage management. >> Well, we talked about it a lot in the [35:22] meeting. So, I just wanted to kind of be more specific on it that, you know, we [35:26] talked about water infrastructure because we still have spaces that don't [35:30] have water in the parish. We we talked about community sewer that would save [35:35] our residents a lot of money um in the parish. So, I just wanted to make sure [35:40] we call them out by name so people could realize like what these benefits would [35:45] be. >> And also, uh natural gas natural gas [35:48] » is a is a is a plus. >> That's something you're working on. [35:51] That's that's something I'm working on as we [35:54] » and Mr. Lee over there. They both working because we don't have natur [36:14] » but you got to understand too. >> Mr. President, can I speak? [36:19] You got to understand too that it's got a lot of regulations against the uh the [36:23] gas pipelines now. So really and truly you have to bring someone in that [36:27] actually know exactly what they're doing now because there so many regulations [36:30] now >> really. [36:31] » So uh you know we I'm I'm talking to a couple of companies so we can have some [36:36] meetings with uh Mia uh Greensburg so that we can make the right decisions on [36:42] that part there too. So, um, >> getting getting the right [36:46] » getting the right people to come in because it's so much regulation. I mean, [36:49] it's going to different houses. You got to have you got to be responsible for [36:52] any leaks or anything that happens. You understand what I'm saying? So, there's [36:56] a process on that part, too. >> It certainly would be good to have that. [37:02] » Okay. Uh, youth programs, educational support. uh potential CPA provision is [37:07] to partner with the school district for youth educational organizations to [37:10] develop this program for mentorship academic tutoring. That would be great [37:15] if we could have some mentorships. If we can have some uh academic tutoring um [37:19] we're offering our center we just um we just donated, thank God, some laptops [37:24] that we're trying to get some um retired teachers to come in in the afternoons [37:28] and help our students. you know, we we have still having major issues with with [37:32] um scores, our student scores, they need exams and they the students need help, [37:38] you know, because a lot of times in the homes they just don't have it. But if we [37:42] have some place where we can get some teachers to come in after school and [37:45] they got these computers that the kids can work on, that would be a great [37:48] program. >> Can we home kids in that we're talking [37:52] about partnering with the school? >> Partnering with the schools home kids in [37:55] the parish who I mean those thankfully mine are out of school. think I'm done. [37:59] But I mean, I still pay the same taxes to the school board. I'm not using those [38:03] services. I don't get those services and their scholarships and all the stuff [38:06] that comes with kids. >> I think [38:12] other children that's >> okay. And then recreational program, uh, [38:17] local youth serving nonprofits, uh, churches, uh, whomever is available. Um, [38:22] again, we're so limited when it comes to, you know, these type of [38:25] organizations here that could uh that could partner and and and create and set [38:30] up and manage these types of programs. uh priorities. Um again, continue with [38:35] the youth programs, educational support. Um partners with uh we do have um the um [38:41] school and also the mayor of Greensburg um and the local library for those [38:46] supports, recreational programs, potential partners, local youth, [38:50] nonprofits, any priorities. >> So, I do have a question. Are we making [38:55] a selection out of each one of the categories or do we need to compo [39:00] compile all the three together and then choose one or the other? [39:03] » We going to do the categories first. >> Okay. So, we need to pick one individ [39:07] one each category and then we >> just Yeah, just prioritize. Not pick [39:11] one. Just go which one you >> prioritize. We just want to do some [39:14] more. >> I still think we need to add he said the [39:18] mayor of Greensburg. I think you need to put the mayor of mouth also. [39:22] » Okay. I mean, we got to get this about it, too. [39:26] » Okay. We add Mayor Jardina to that one. >> Yes, ma'am. [39:29] » All right. [39:34] Next. [39:37] » Okay. Consensus building workshops. So now that um we've narrowed it down this [39:42] four uh we we need to go ahead and and start having um the groups that um [39:47] initiated these suggestions. We want to get them together and have a consensus [39:51] building workshop where we all agree, you know, you all agree because our [39:55] ultimate goal is to consensus building workshop. The goal is to gather parish [40:00] leadership and key partners and develop specific CBA provisions, specific ones. [40:04] Now I'll pull a one pager. That's our goal is a one pager and dates. We're [40:10] suggesting the dates if after this meeting then we're going to u put out [40:13] some dates and maybe some polls to see um when you're available. We know that [40:17] we have to stick to the six o'clock the evening dates. Mr. Matthews [40:23] to benefit agree. Now this is a sample. This is what we're ultimately trying to [40:26] get to this. All right. This is our one pager. This is a sample from I don't [40:31] know what some state that that's done these and they ultimately this is what [40:35] they ended up with. They condensed all of this information. Remember the first [40:39] report in 24 how long that PowerPoint was. So I've come back this one this one [40:43] is shorter. We condensed it. So ultimately this is what we want. We want [40:47] this one pager ask. So it's going to look something like [40:51] this after the consensus building workshop. Mr. methods. [40:56] » Next steps, dates. We're going to send you some [41:00] dates and you're going to have to suggest them to to identify partners and [41:03] send out invitations and then uh the pilot and the industrial development [41:07] board. Um I believe the parish working on that. U Matthews. [41:11] » Yes. >> Uh so they're they're getting that [41:13] together and then um that the CBA ultimately when it's done will be a part [41:18] of that. >> Okay. [41:20] » Another question. >> Yes. So [41:23] » you asking us to do all this? You got a time frame on this? [41:26] » Well, uh let's Can you go to the next slide? Okay, there you go. This is RWE's [41:32] timeline. Um so this is kind of what their schedule looks like. This is what [41:36] they're hoping uh to accomplish and when the dates they're hoping to accomplish [41:40] it. And um you will see that um [41:46] where we are right now. It says uh final investment decision RWE board 425. We [41:53] passed that started construction 2 or 26. So we're somewhere between these [41:57] two. This is where we are now. >> And we did receive um feedback from RW [42:04] today on the ordinance. So we're going to go back and kind of work through that [42:09] and hopefully get something soon so we can start that process as well. [42:13] » Right. where you bring that ordinance to the board so that ordinance can be [42:17] adopted. So that's what that's what we want to get to get that we get that in [42:22] place. [42:25] » I mean we looked at Tampaole um Parish Point [42:30] is quite a few. [42:35] » Yeah, we look at all of them but we want to have a St. Helena audience because [42:39] St. Helena is like nowhere else. >> That's true. Andre, you want to add some [42:43] points? [42:47] » I believe you have a question, Mr. McC. >> So, don't they have a site coming up in [42:52] um East Louisiana right now as we call I mean [42:56] » the uh >> RW? No, I think that's Echoplexes. [42:59] » It's EOlexes, right? >> Where's that? Oh, there's Echoplexes. [43:02] » Okay. >> That's got the [43:05] type. >> Okay. Thank you all. [43:08] » Thank you. [43:12] Item number four on the agenda is Mrs. Corman Overton is requesting an update [43:15] on special event ordinance in reference to trail rides. [43:19] We are in the process of setting another we have to meet again [43:24] who is helping us with writing the ordinance. So we are in the final phase [43:28] of it. Once we meet have another meeting we're going to have another committee [43:31] meeting to bring it before the ordinance committee and then we'll bring it before [43:35] the full board for introduction public hearing and then it'll go for adoption. [43:40] Um and also what is the um what procedure are they currently using since [43:46] the moratorum expired? What is the procedure that they're using? [43:51] » If they have a special event, >> they don't have one. They don't have [43:56] anything in place right now. >> They don't consider trying to put [44:00] something in place in between the gap until it's expired. It just I mean [44:05] anything that goes on I mean if any activity that goes on outside that you [44:09] know that's within the law you know we do have something in place for the [44:12] sheriff we'll go out there and regulate those things any type of criminal [44:15] activities or like we have corn ordinances in place like if we have a [44:20] ordinance about loudness you know loud music or where they can be at um if they [44:24] on the highway parking rightways all those things are already in place. So, [44:29] we have those things that are in place already that the sheriff can already go [44:32] and implement at this time. But the other thing on there that we're going to [44:37] bring is for a special event. We're going to it'll be presented to the [44:40] public for you all to see. >> And what's the time frame again? [44:45] » Hopefully, I can have something to present to you all within the next 30 [44:48] days. >> Thank you. [44:53] » Item number five on the agenda, Mr. Trevor Collins discuss millage renewal [44:57] for libraries. [45:04] » Trevor Collins, Autoan Regional Library. Um, [45:09] this isn't an action item. We're just bringing it to your attention. We'd like [45:14] to request with your approval uh that that you consider calling the election [45:19] on attorney, which we've we've given to you. It'll be the same millage. It's [45:22] just just a continuation of the millillage. We would like to do one [45:26] thing different this time uh and that's to ask uh for rededication of the funds. [45:32] So specifically the millillage wording in the past [45:37] hasn't explicitly listed capital work and we if we ever get the feat to do so [45:42] we'd like to be able to build maybe a small community branch somewhere like [45:45] Mount Pillar. Uh and that would allow us to do that. So that's really the only [45:50] change. everything else will will stay the same as it has been. Uh the the the [45:56] call to election would happen on September 9th. Um this is just us [46:01] letting you know about it and requesting that you consider it. [46:05] » Okay. [46:08] » Item number on the six on the agenda, adopt resolution opposing the Amid River [46:13] Basin Commission master plan regarding the building of dams and reservoirs and [46:17] family in the parish. I'll make the motion. Second. Mr. [46:22] » Yes. >> Mr. Morgan. [46:23] » Yes. >> McCra. [46:24] » Yes. >> Mr. Watson. [46:25] » Yes. >> Item number seven, adopt resolution [46:28] opposing carbon capture in the family in the parish. I make the motion. I second. [46:33] » Yes. >> Yes. [46:35] » Mrs. Mr. [46:38] » Yes. >> Item number eight, a resolution [46:42] declaring a state of emergency regarding fire protection and emergency medical [46:46] services in St. S Helina Fire District Court 4 and further declaring the Selena [46:50] Parish Police Jury to exercise interim administrative and operational control [46:54] over said district. I make the motion. >> I miss. [47:00] » Yes. >> Mr. Martin. [47:02] » Yes. >> Mr. McCra. [47:03] » Yes. Mr. W. >> Yes. [47:05] » Okay. We will begin. This here is going to take effect immediately. Um so myself [47:10] along with Mr. Matthews and I'm going to get with the board member Miss Overton [47:13] so that we can u make the next steps in this transition. So, I'll be getting [47:17] with you on tomorrow. Item number nine on the agenda, [47:22] authorized president to sign contracts between the Division of Administration, [47:26] Office of Community Development, and St. Helena Parish Police Jury for fiscal [47:30] year 2024 2025 LGAP funding in the amount of $200,000 for rehabilitation [47:36] and renovations of buildings. Amen. foot. [47:40] » And just an FYI on this, this is where we were able to get the $100,000 that we [47:45] weren't able to get on last year. They gave it to us on this one. So that's why [47:49] we get 200,000 this year. >> So we're going to put it toward the [47:52] governmental buildings, right? >> Yes. And I rece I um emailed you all a [47:57] copy of the >> the LGAP contract. [47:59] » Mr. Smith. [48:01] » Yes. >> Mr. McCra. [48:03] » Yes. >> Number 10. Authorize president to sign [48:09] contract between the division of administration office of community [48:12] development and san police jury for fiscal year 2024 2025 CWEF funding in [48:19] the amount of $140,000 for portable water improvement. [48:23] » I'll second it. >> Mr. [48:25] » Yes. >> Yes. [48:27] » Mr. Martin. >> Yes. Murray. [48:29] » Yes. >> Mr. [48:31] » Item number 11 on the agenda. Approve invoice from H. Davis Cole in the amount [48:37] of $27,94720 [48:40] for the Sland Par Police Jury Department of Public Works building payable from [48:44] spons received through act 776. I'll make the motion. [48:48] » I miss [48:54] » Mr. Ros. >> Yes. [48:56] Item 12, approve invoice from H. Davis Cole in the amount of $11,97920 [49:04] for the Otis and Willie Matthews Road cover replacement project payable upon [49:07] receipt of funds from disaster recovery 4611. [49:10] » I just want to see some of the progress on that bridge and how it's coming [49:15] together. [49:20] » It's looking pretty good. [49:26] Yeah, they're going they're going to do the guardrails. What next week? [49:30] » Tomorrow. >> Tomorrow. Oh, tomorrow. So, the [49:31] guardrails going to be installed next. [49:43] » Mr. W. >> I make the motion. [49:45] » I don't like it. [49:49] » M. >> Yes. [49:51] » Mr. >> Yes. [49:52] » Mr. Morgan. >> Yes. [49:54] » Mr. Yes, Mr. Watson. [49:56] » Yes. >> Item number 13 on the agenda, approve [50:00] test order number 11 between the Sandland Parish Police Jury and H. Davis [50:05] Cole and Associates LLC for the Sandland Parish Flood Mitigation Project drainage [50:10] improvements along Joseph Branch and LA Highway 10, which was damaged as a [50:14] result of flooding during Hurricane Ida. >> So, let me let me speak on this. So this [50:21] is um act was called it back in the 2016 flood. It was part of that application. [50:28] Um and this is really to address the flood that happens under the hills, [50:33] right? That's been going on for years. And so fast forwarding to 2025, one of [50:41] the problems we had with this project that we couldn't get it moving is we [50:44] didn't have the match money to go along with it. Um since then we've worked out [50:49] the office of community development have a global match so the parents don't have [50:53] to come out of pocket on anything but working with um our our parish engineer [50:59] firm along with the states firm we were able to take this project and really [51:03] elevate it to the next level. So what what we have the approval for right now [51:08] is just phase one which is like $580 some thousand dollars of improvements [51:13] but ultimately we we have funded from FEMA is close to $5 million for this. So [51:19] so and again we don't have to spend a penny of the parish money. All this will [51:24] be funded um 100%. So this going to help us um do some of that. Mr. Cole is here. [51:32] he could kind of give you some of the examples of uh what we plan to do. I [51:37] know some elevations and >> yeah, we're um we're looking at [51:40] elevating under the hill road. There's a bridges or box there [51:46] increase and up size and then also the channel itself go branch part of the [51:51] funding they want us to use green infrastructure techniques. looking at [51:56] maybe some recreational component trail. [52:09] » So, so again, this is a drainage project. Um, but but because we know we [52:13] have limited resource in the parish, we have tried to be creative and tie in the [52:18] needs into whatever way we can get. Um, we we also going to be proposing some [52:23] things later on for the fifth ward park as well that we may be able to do some [52:29] drainage work there to help them accomplish what they're trying to do [52:32] with those baseball fields as well and team up with them. So, we we have some [52:37] stuff in the works that we could talk about with that on some LWI buddies. [52:47] » Second. >> Yes. [52:49] » Yes. Yes. [52:52] » Mr. Watson. >> Yeah. [52:54] » Item number 14 on the agenda to Mr. Rogers Matthews. [52:58] » Good evening. I'm the brief um OEP report. So, right now, again, we're in [53:03] hurricane season. Um so, we are actively monitoring everything that goes on. We [53:08] have a couple um systems that's out there now. One they think is forming [53:14] coming towards the east coast. Nothing that's saying is going to come to our [53:18] area just yet, but our eyes are open. We're trying to make sure that we're [53:23] keeping an eye on what's going on so that if we have an event, we can get out [53:29] early and start alerting people and preparing to um just hunker down in and [53:33] bear through it. Uh last week I attended the Brownsfield conference uh in [53:38] Chicago. Brownsfields is something that we have a lot in Sanina Parish. [53:43] Brownfield deals with a lot of the older buildings that were built with a vestas [53:49] um lead paint those things in it. And so the federal government had money set [53:54] aside to go in and rehabilitate those facilities. So one of the facilities [54:00] that I met with um the EPA on at the conference was the Pine Grove um school. [54:07] And so we have a couple challenges there that we have to get past, not just [54:11] because of the vesters and lead, but because the colony of endangered bats [54:16] that's at that thing. And so I put it on that table and let them know that, hey, [54:21] we want to mitigate this property, but we have to deal with the bats and [54:25] because it's a dangerous species, we have to have them migrated to another [54:30] colony or things like that. What I'm trying to do is maybe reach out to a [54:34] couple zoos, see if they want to maybe have a display of bats because they're [54:38] endangered. They can have them over there. We migrate them. They'll have a [54:41] nice environment that they can be in and then we can get in there and do the [54:45] work. Now, once we do that, what this grant will allow us to do is to clean [54:50] that property up, get all that contaminants out of the ground, and then [54:54] redevelop it. We need a grocery store. We need, you know, housing. We need um [55:00] you know child care centers, schools, and so as we mitigate these properties [55:05] that we have, we're also looking to get money to redevelop and put things uh in [55:10] these areas that we need. We need parks in that area. So kind of just we're just [55:15] kind of keeping our eyes, our minds open to the possibility once we can get it [55:19] clean, then what we could put back um that would benefit um the group. And so [55:25] just like we did with the solar panel thing, we really need to do some SWAT [55:29] analysis with those communities and really see what the people desires are, [55:34] see what they want. Um, so that's all I have pretty much for the [55:40] report. Item B is signing a renewal of Crowd Strike. Crowd Strike is what we [55:45] use for our anti- virus, anti-malware software on our computers. Uh I don't [55:52] know if you can remember a while back you know the system was hacked a few [55:56] years the state had to come in take over everything and so the state did they [56:01] came in they put firewalls in place but this last year when we did the cyber [56:06] security study with them they put in this crowd strike software so crowd [56:12] strike is the leading software when it comes to um security on PCs and so we're [56:20] just signing agree to continue to use their endpoint software on our devices [56:26] and this is not costing us anything as well. [56:31] » I second it. >> Mr. [56:33] » Yeah. M. >> Yes. Mr. [56:35] » Yes. >> Yes. Mr. [56:37] » Yeah. >> Okay. Item C is um so you know we [56:44] attended the Nico conference in Philadelphia. Nico is the National uh [56:49] Association of County Officials and Nico does a lot to help bring funding into uh [56:57] not just local government but rural areas. U they lobby to um to Congress in [57:04] Washington DC. They try to help us get bills passed that we need. um they [57:09] helped us kind of go to Washington, meet with our senator, um Senator Cassidy and [57:15] Congresswoman Menlo. And so they do a lot to help development get funding and [57:20] function. They do a lot of trainings. And so I'm proud to announce that I was [57:25] appointed for the second year to two committees with this organization. One [57:29] is the IT standing committee. Again, it is my background. So I serve on that. [57:35] And also I was uh appointed to the rural action caucus. Now the rural action [57:40] caucus we meet and it's all about places like St. Helena and finding money. How [57:46] can rural areas get money? We can't compete with big areas because we don't [57:50] have those funds but it they help us kind of find ways to bring the money [57:55] that you see coming into the parish is a result of you know kind of meeting and [58:00] being on these committees. So this is just a FYI uh that I was appointed by [58:05] the president to these two committees. >> Congratulations. [58:10] » Thank you. Um item D. Also FYI, um myself and my deputy OP director Tony [58:18] Melton, we attended uh disaster debris management training and you have a copy [58:24] of our certificates for completing that training in your packet. Let me say this [58:28] here. The biggest thing that we deal with in storms is debris. That's that's [58:34] the big that's the biggest money that we have to put out is debris. You know, [58:38] we're rural. We have a lot of vegetation, a lot of trees, and when [58:42] when when it comes through, it's a lot of cleanup. We have to clean up for a [58:47] long time. And so there's so many rules with that. If we make a mistake and do [58:53] the wrong thing, then the parish is on the hook. They have to pay a lot of this [58:57] money. So, we want to make sure that we keep ourselves trained and certified so [59:02] we know how to manage it and know we're getting the best bang for our buck and [59:06] the parish can recruit as much money as possible. And that's all I have. [59:13] » Thank you. >> Item 15 on the agendas with the RBM [59:16] department. A is to transfer Derek Cass from road district number three to RBM. [59:21] And B is to hire Ricardo Patty as road district 3 labor at 1350 per hour [59:26] effective upon passing a drug screen and physical. [59:29] » I'll make the motion A and B. >> Second. [59:33] » I'll second. >> Yes. [59:36] » Yes. >> Yes. [59:40] » Yeah. >> Item 16 on the agenda. acknowledge [59:44] receipt of work reports as submitted by superintendent and you do have a Mr. [59:48] Matthews does have a slide. >> So again, it just kind of like give you [59:51] a breakdown so you can kind of see what's going on. So right now we still [59:55] in grass cutting season. A bulk of the work that's happening uh in the [59:59] districts is going to be around mowing. Um but we we have some other things that [1:00:04] we're doing as well that's just as important to trying to keep the roads [1:00:09] looking good. The cos that's a that's a big big thing. That's something that [1:00:14] hadn't really been addressed in the past like it should have been. And right now [1:00:19] from the beginning of the year to today, we have put over 80 new cos in the [1:00:25] ground. What this is is this is how we have the drainage. We could go out, we [1:00:30] could build as many roads as possible, but if the drainage is not right, that [1:00:34] water is just going to tear that road up again. So again, we want to take a [1:00:38] strategic approach to our roads and make sure when we build a road, it can last [1:00:43] for 15, 20 years. We don't have to go back a year later because water has [1:00:48] washed something away. And that happens by putting in these cos and and and [1:00:52] recognize drainage. Drainage is a very important part of public works. Um you [1:00:58] know, grading the the the railroads. We have that that motorbraider that we [1:01:02] purchased. Um, that helps us keep the railroads good. Patching potholes, [1:01:08] putting up signs. That's something that we do a lot of times. You know, we have [1:01:11] to try to get signs replaced. Tree removal as we have these little storms [1:01:16] that happen, you know, in the days. Trees fall down over the road. They're [1:01:21] on side the road. And so, our crew is is is constantly going out and and dealing [1:01:27] with this and hauling out material. But what I want to say is we have an [1:01:32] excellent group of individuals that work in our public work department. I I think [1:01:37] they are the the highlight of police jury right now. The work that they do is [1:01:42] amazing. These guys go out late at night. They're clearing roadways. Um I [1:01:48] mean they're they're putting in the work. They're working in the heat [1:01:51] constantly. Um weed eating, picking up trash, but they get it done. We have an [1:01:57] excellent team. um right now and you know I we we definitely need to [1:02:02] appreciate them and the work that they do. So I just wanted to make a note of [1:02:05] that. >> Can can I ask a question too? [1:02:08] » Uh this is actually going toward uh Mr. Mr. Coleman that work for the sheriff [1:02:13] department. Can we get a list of of the roads that they actually pick up so we [1:02:17] can keep a track on what they do too? >> So he meets him and Brandon is tied [1:02:21] together. Brandon give them a schedule where they're going to be at. They [1:02:24] coordinate so they can kind of go and try to clean. Now, he has one crew, [1:02:29] right? And and and we thank the sheriff for that one crew, but we still have our [1:02:36] districts have to clean up a lot of the trash. So, so the same guys that's [1:02:40] cutting the the grass, the same guys that's doing weed, they also have to go [1:02:45] out there and pick up trash. I mean, they they doing it all. So, that's why I [1:02:49] wanted to highlight them. But it's a great help that we do have the sheriff [1:02:53] moving through and they're kind of getting some of the roads and we try to [1:02:56] prioritize what roads may have the most trash or be long. There's like a lot of [1:03:03] districts up in the the first district. There's a lot of long roads. It's a lot [1:03:07] of traveling. So, we try to prioritize the road that we get their help on, but [1:03:12] the two of them been working excellent. I just want to empas emper [1:03:20] um it definitely helps us but >> they still have to get out there and [1:03:24] pick up trash on the road that they can only do so much. [1:03:26] » Okay. >> We try to get ahead of the cut crew. So [1:03:29] we go out there pick up one cut. >> Okay. [1:03:34] » So that's why I coordinate with public work. We get ahead of cut. [1:03:42] We go down there. He come behind us the next day. One day, one day he was behind [1:03:47] us. [1:03:51] He cut behind us coming. We made it. [1:03:58] » I get a motion and second. I'll make a motion. [1:04:01] » I second. Mr. >> Yes. [1:04:04] » Yes. >> M. [1:04:05] » Yes. >> M. [1:04:07] » Mr. >> Yes. Yes. [1:04:09] » Item 17 of food. [1:04:14] » Anybody know anybody who need community service? [1:04:18] » Anybody we can use them on our >> So who we get a hold of? You [1:04:26] » Yes. [1:04:29] DWI something like 32 hours. My name is on the sheet. [1:04:38] Sometime [1:04:47] you do. >> Yeah. [1:04:51] » I need my wife in about a month. I need my wife about [1:05:08] Item number 17, approve requisitions as copies submitted by first agent. [1:05:17] » I'll second it. >> Yes. to the [1:05:22] » Mr. [1:05:28] » Yes. >> Yes. [1:05:30] » Okay. [1:05:34] » What date? >> About two weeks about a week or two ago. [1:05:38] Same thing. >> Item number 18, approve checks written [1:05:44] after the last regular meeting in the amount of 669,53394. [1:05:50] I'll make the motion. >> Second, Mr. [1:05:53] » Yes. M. >> Yes. [1:05:55] » Yes. >> Yes. [1:05:57] » Yes. Oh yes. >> Item number 19 is to enter into [1:06:01] executive session to discuss strategy regarding upcoming September 2025th [1:06:05] trials in federal court litigation Antoine Jackson versus Fland Parish [1:06:09] Police Jury. >> I [1:06:25] I wasn't [Music] [1:10:24] [Music] [1:15:49] At this time, you entertain a motion to reconvene back into regular session. [1:15:54] » I'll second it. >> Yes. [1:15:58] » Yes. Yes. >> Yes. [1:16:01] » Is there anything action to bring into a vote out? [1:16:06] » No action. Okay. >> And number 20 is just an FYI. The [1:16:10] deadline to submit item for the August 26th meeting is 12 p.m. on Monday, [1:16:14] August 18th. And the deadline to submit for the 2026 budget is September 30th. [1:16:19] And if there's no further business to bring before the board, Mr. President, I [1:16:24] entertain a motion to adjourn. I'll make it. [1:16:26] » I'll second it.
