And within Saint Louis Park. [8:13] And after studying it in the amount after studying it in the amount of investment that was going to of investment that was going to be required, we realized it be required, we realized it wasn't financially feasible to wasn't financially feasible to do that. Not a not a do that. Not a not a responsible basis without responsible basis without spending a lot of taxpayer spending a lot of taxpayer money. So we, uh, chose to money. [8:24] So we, uh, chose to close down that project after close down that project after studying it for about a year studying it for about a year and a half. And I think we've and a half. [8:33] And I think we've been a smart and sensible been a smart and sensible decision, and we've been able decision, and we've been able to sell the property now for to sell the property now for more than we purchased it for. more than we purchased it for. And it came in within the And it came in within the appraised values. Even with the appraised values. Even with the reduced price that we gave the reduced price that we gave the current purchaser. So I think it's really good job on the it's really good job on the part of our staff to be able to part of our staff to be able to handle the property for us handle the property for us properly. And, and now we're properly. Um, my name is Caitlin Finkle, and I am an is Caitlin Finkle, and I am an accountant with the city's accountant with the city's finance department. So each finance department. So each year, the city goes through a year, the city goes through a process called certifications. [12:01] process called certifications. Um, it's an annual process that Um, it's an annual process that we use to collect on delinquent we use to collect on delinquent bills, uh, that are due to the bills, uh, that are due to the city. So it's like I said, it's city. So it's like I said, it's an annual process. [12:12] These an annual process. These charges can then be sold to the charges can then be sold to the county and added to the county and added to the corresponding property taxes at corresponding property taxes at special assessment payable the special assessment payable the next year. Um, not every next year. [12:26] Um, not every delinquent bill to the city is delinquent bill to the city is eligible to be certified to eligible to be certified to property taxes. So these property taxes. So these charges have to be an charges have to be an improvement or city's provided improvement or city's provided service to a specific property. service to a specific property. [12:37] So it's connected to that So it's connected to that property. The city has already property. The city has already provided a service that provided a service that benefited that property. And so benefited that property. And so those are the specific charges those are the specific charges that we're looking at. Um, why that we're looking at. [12:48] Um, why the city goes through this the city goes through this process each year. Is it is an process each year. Is it is an alternate for shutting off alternate for shutting off water and other utility water and other utility services. So the city is still services. [13:00] So the city is still able to collect on those costs able to collect on those costs due balances and continue to due balances and continue to provide services to all of our provide services to all of our residents. Um, I, uh, then the residents. [13:13] Um, I, uh, then the impact to the city collection impact to the city collection of these charges is necessary of these charges is necessary to reimburse the city for to reimburse the city for expenses that they have expenses that they have incurred. Um, without incurred. [13:24] Um, without collecting these charges, the collecting these charges, the costs would need to be shipped costs would need to be shipped across all taxpayers through across all taxpayers through either the levy. Um, process or either the levy. Um, process or increasing in our utility rates. increasing in our utility rates. So budget consideration, these So budget consideration, these are costs that the city has are costs that the city has incurred providing services. incurred providing services. [13:39] Um, and then collection of Um, and then collection of these delinquent charges is these delinquent charges is vital to the financial vital to the financial stability of the city's utility stability of the city's utility systems. Um, again, without systems. [13:51] Um, again, without collection of these costs, they collection of these costs, they would have to be absorbed would have to be absorbed elsewhere because the city has elsewhere because the city has already incurred the cost of already incurred the cost of providing these services. So providing these services. So the policy consideration. Is the policy consideration. [14:01] Is council supportive of council supportive of collecting on outstanding fees collecting on outstanding fees and charges through the special and charges through the special assessment process? Benefits of assessment process? Benefits of the certification process. Um, the certification process. [14:17] Um, again, this is um, alternate to again, this is um, alternate to collect on delinquent utility collect on delinquent utility accounts while avoiding having accounts while avoiding having to cut off services for to cut off services for residents. Um. Additionally, it residents. Um. Additionally, it allows residents to spread out allows residents to spread out large expenses such as tree large expenses such as tree removals when they are added to removals when they are added to the property taxes. As a the property taxes. As a special assessment. [14:30] Depending special assessment. Depending on the size of the charge, the on the size of the charge, the resident is able to spread that resident is able to spread that cost over a number of years, so cost over a number of years, so it helps them pay on those it helps them pay on those large, unexpected costs when [14:42] large, unexpected costs when they have to have a tree they have to have a tree removed. And then it helps removed. And then it helps maintain the city's financial maintain the city's financial stability by allowing us to stability by allowing us to collect on past due balances. collect on past due balances. [14:57] So a timeline of the So a timeline of the certification process. We start certification process. We start the process in August, where we the process in August, where we look and we pull all of our look and we pull all of our past due balances. As of a past due balances. [15:08] As of a certain point in time this certain point in time this year, it was August 20th. Then year, it was August 20th. Then we send out notices. These are we send out notices. [15:19] These are sent to the service addresses sent to the service addresses as well as the taxpayer as well as the taxpayer addresses on file with Hennepin addresses on file with Hennepin County. So we're trying to make County. So we're trying to make sure that we are reaching sure that we are reaching everybody and we're getting the everybody and we're getting the communication out there. Um, communication out there. [15:29] Um, additionally, we post in the additionally, we post in the Sun about the public hearing Sun about the public hearing and let people know that we and let people know that we have, uh, the list on file at have, uh, the list on file at the clerk's office. So then in the clerk's office. [15:41] So then in September, coming to you all, September, coming to you all, uh, we hold our public hearing uh, we hold our public hearing and ask you to adopt the and ask you to adopt the resolution. And then in this in resolution. [15:53] And then in this in period from August to October, period from August to October, when we have the last day to when we have the last day to make payment on the 28th, our make payment on the 28th, our utility and accounts receivable utility and accounts receivable staff are working very closely staff are working very closely with residents, um, answering with residents, um, answering their questions, um, getting their questions, um, getting phone calls, emails, reaching phone calls, emails, reaching out to owners, tenants to make [16:08] out to owners, tenants to make sure that we are explaining the sure that we are explaining the process. Um, we have already process. Um, we have already collected on over 40%, 43% of collected on over 40%, 43% of the outstanding accounts from the outstanding accounts from when we initially sent out [16:23] when we initially sent out letters in August. So our staff letters in August. So our staff have already been in have already been in communication with over 500 communication with over 500 individuals. Then in November, individuals. [16:38] Then in November, the unpaid balances are the unpaid balances are certified to Hennepin County as certified to Hennepin County as a special assessment to a special assessment to property taxes. So this is just property taxes. [16:51] So this is just some historical data to show some historical data to show where we start each year to where we start each year to where we end up when we where we end up when we actually send our final amounts actually send our final amounts to Hennepin. to Hennepin. [17:06] So in that time, staff is So in that time, staff is reaching out and working with reaching out and working with individuals to make sure that individuals to make sure that we are finding a solution for we are finding a solution for them and working with them to them and working with them to get their balances paid.
