and I'm the grants and loans
[5:42] administrator for St. Mary's County
Metropolitan Commission. Also in
[5:46] attendance is our executive director,
Mr. George Ericson, our acting chief
[5:51] financial officer, Christina Tippet, and
our chief engineering officer, Miss
[5:55] Christy Hollander. It is now 2:00 p.m.
and we would like to call the public
[6:01] hearing to order.
The public hearing this afternoon is
[6:05] also being videotaped for the record and
will be posted on www.metcom.org.
[6:12] One quick announcement before we get
started for those attending in person.
[6:16] Restroom facilities and water fountain
are located in the hallway just outside
[6:20] of the meeting room entrance.
[6:26] The purpose of the hearing this
afternoon is firstly to amend and
[6:30] restate in its entirety the definition
of projects by replacing the list of
[6:36] capital improvement projects listed in
the DHCD
[6:40] 2024 series A infrastructure bond
adopted by resolution number 202401
[6:46] on March 21st 2024 and the DHCD 2026
series A infrastructure bond
[6:54] adopted by resolution number 20261
on April 9th, 2026.
[7:01] And secondly, the gather of public
testimony and comment prior to approval
[7:06] and adoption of resolution number 20264
amending and supplementing the list of
[7:13] projects.
Attendance for the public is encouraged
[7:16] and attendees are permitted to speak. We
have a signup sheet posted for those who
[7:21] wish to speak. We are live streaming
this presentation and we'll be providing
[7:26] the opportunity for the public to call a
dedicated phone line to offer any
[7:31] comments and the and at the close of
today's presentation.
[7:42] Before we begin the formal presentation,
it's customary that we advise that the
[7:47] public hearing notice was properly
published and that this certification of
[7:51] publication is being submitted as part
of the public hearing record.
[8:02] What does reallocation mean? amending
the list of projects to ensure that any
[8:08] previously borrowed and unused loan
proceeds could be utilized for other
[8:14] eligible unfunded capital projects. This
administrative step provides the
[8:19] commission significant project funding
flexibility and helps reduce the amount
[8:23] of additional debt it otherwise may need
to incur. This does not change the
[8:28] amount of current debt or incur
additional debt that hasn't already been
[8:33] authorized. Funding of original projects
will not change unless they are
[8:38] completed under budget, removed from the
budget, or have significant unforeseen
[8:43] delays.
All projects have previously approved
[8:48] budgets and will be eligible should
excess loan proceeds become available or
[8:53] they will be funded by future debt as
planned.
[8:57] This allows loan proceeds to be drawn as
quickly as possible and provides
[9:01] flexibility intended with DHC financing.
[9:09] The amended project lists will replace
the project lists in the original loan
[9:14] resolutions.
The original projects shown without bold
[9:18] text will be funded as originally
intended and any excess loan proceeds
[9:23] can be used for the projects added shown
in the bold text.
[9:29] All the projects added have approved
budgets and but require debt funding. I
[9:36] will turn the meeting over to Miss
Holland to Miss Hollander to review the
[9:41] projects that are being added.
>> Good afternoon. Thank you, Miss Miss
[9:46] Miss Hollander, Miss Settle. As I stated
earlier, as stated earlier, my name is
[9:50] Christy Hollander and I am Metcom's
chief engineering officer. I would like
[9:54] to provide a brief highlight of the
additional water projects not included
[9:58] in this in the prior loans that may be
eligible should excess loan proceeds
[10:02] become available. These projects include
the Breton Bay water system replacement
[10:07] phase 1. This project will replace and
upgrade 8,750
[10:13] linear feet of water mane built in the
1960s, including valves, hydrants,
[10:18] service laterals up to the meter pit
from PTOAC View Drive to Center 40
[10:23] circle. Charlotte Hall well number one
replacement will construct a new
[10:27] production well to replace an existing
failed well to balance the production
[10:32] and increase efficiency in the Charlotte
Hall system. The exterior petty building
[10:38] upgrade site improvement includes
parking, utilities, signage, secured
[10:44] entrance gate, generator, material
storage, and a structure for maintenance
[10:50] building maintenance
vehicle storage at the existing Petty
[10:55] building site.
That project is split 50/50 with between
[11:00] water and sewer. The Hollywood water
system connector replacement will
[11:04] install approximately 1,600 linear feet
of water mane along MD235 from Hollywood
[11:10] Tower to the crossing at Dean Lumber.
Maryland 247 Levelville Road water main
[11:18] replacement phase 2 will upgrade and
replace 4,000 linear feet of water mane
[11:23] within the King Kennedy subdivision
serving approximately 62 homes.
[11:28] The Shangerla Drive and South Essex
water main replacement phase two will
[11:33] replace and upgrade the mains, valves,
hydrants, and service laterals built by
[11:37] the US Navy on Shanganger from MD 235 to
South Essex Drive and along South Essex
[11:45] Drive from Great Mills.
Town Creek Water System Phase 5 will
[11:51] upgrade and replace 78,000
sorry 7,800 linear feet of water mane
[11:57] from Town Creek subdivision built in the
1960s to increase fire protection and
[12:03] system reliability. And the last water
project is the various fireflow
[12:07] enhancements which will replace an
upgrade of small diameter pipes to
[12:11] improve fire flow.
I will now provide a brief highlight of
[12:18] additional sewer projects not included
in the previous loan that may be
[12:22] eligible should excess loan pre loan
proceeds become available. These
[12:27] projects include the Bradley Boulevard
wastewater pump station which will
[12:31] replace the existing wastewater pump
station installed in 1966 serving
[12:36] approximately 525 edus. Again the
exterior petty building. This this
[12:42] project will um have site improvements
that include parking, utility,
[12:48] um signage,
secured gate, generator, material
[12:52] storage, and a structure for the
maintenance vehicles.
[12:56] The Hunting Quarter wastewater pump
station upgrade will replace the
[13:00] existing wastewater station installed in
1987, serving approximately 75 EDUs. The
[13:07] St. Clement service area
public service public sewer extension
[13:13] will upgrade the existing sewer mains
and pump stations to serve the expanded
[13:16] service area associated with the St.
Clement Shores wastewater treatment
[13:20] upgrade.
The St. Clement Shores expansion and ENR
[13:25] upgrade phase B um includes treatment
and disposal systems
[13:31] um to ENR standards to provide
additional capacity for the expanded
[13:36] service area. The Stark Drive and Block
Avenue sewer main replacement will
[13:41] replace 400 linear feet of sewer pipe to
alleviate excessive inflow and
[13:46] infiltration and hydraulic capacity
constraints off of Stark and Block
[13:51] Avenue. And finally, the Wildwood
Parkway force main replacement will
[13:55] replace 967 linear feet of sewer pipe to
alleviate high velocity and hydraulic
[14:01] capacity conditions in that area.
